quorum present thank you and the board was in closed session from six o'clock for about 605 pm under 2c1 and 2c2 and we ended closed session at 6 55 pm [Music] and let us now go to the pledge of one allegiance under god indivisible with liberty and justice for all okay now they're opening uh remarks from the board president i just want to thank um the board has received community emails and we appreciate your communication and your feedback it is a challenging time during the pandemic so um we all want to get out of the pandemic and um but we want to be safe and so we want to have our schools open safely so but thanks for your feedback and thanks for your communication uh this is the point of the meeting where we
welcome public comments each speaker is given three minutes to address the board comments can be made almost on any matter related to the operation of schools but we ask that you've refrained from making any comments concerning individual students or staff members the board uses this time to listen to community questions and concerns but will not respond immediately to request for information additionally the board cannot take formal action on non-agenda items contact the board president via email if you wish to discuss your topic further we will do our our comments in one second we received a few email comments we're going to start with those carol okay the first was from about six hours ago from megan roberts esterling this communication is in regards to the tentative plan for lunch in the k-5 schools if outdoors
is not an option and the district is unable to staff the same plan that was implemented last spring i respectfully request that classes eat lunch in the room with all windows open and an educational movie or tv show on while it will be within three feet it is far a far safer plan than the lunchroom one which is also three feet as it allows for a constant influx of fresh air and far fewer aerosols due to fewer students should the district move forward with the current proposal it is highly likely that we will see many symptomatic cases and most likely need to return to a hybrid model within the month or risk shutting down completely as we may likely hit the threshold of cases set by the public health department to put it bluntly children
will get sick the only thing that has changed since the start of the school year 2020 to 21 when school was deemed unsafe to attend in person is that we have a far more efficient and contagious variant we are still in an area of extremely high transmission and our children remain unvaccinated please remain vigilant in mitigation efforts and do not allow lunch to become a daily super spreader event we have the tools to keep children in school we must use them thank you megan roberts esterling field parent and then one from four hours ago was from elizabeth c skin and she wrote i'm ready to ask you to reconsider the current plans for lunch cdc idph and isbe guidance recommend six feet of distance with masks off but the current plan has students distance only
three feet my child's lunch is in rooms without windows that can be opened to increase circulation of air and i don't see any reason to increase exposure in this way i'm wondering if it's possible to have students eat outdoors as long as weather allows and or continue eating in their classrooms where there are windows and exposures limited the delta variant has increased the risk to our children and is more transmissible we should be taking more precautions than last year not less not only does the current plan put our children at risk of contracting kovid but it puts the entire district at risk of returning to remote learning please reconsider thank you elizabeth lynch and then the last one is long um it is from one hour ago um from rachel george jacquez she wrote um
oh you every time okay she wrote i'd like to address the board on both full day kindergarten and coveted safety concerns in regards to full-day kindergarten i strongly urge the board to approve the proposal that is again on the agenda tonight it has been frustrating here board members publicly say they support full-day kindergarten but then not act on it it feels a bit disingenuous i understand that you want to get it right i truly believe this proposal does just that we do not need yet another community survey especially since it will not gather data from the population that will most benefit future residents and children of parkridge this community has been asking for this for years and people feel defeated every time i tell a community member that full day kindergarten is on the agenda
they laugh and say that no movement will happen because they have seen it before debt is currently cheap and delaying the implementation of full-day kindergarten could cost the district more money when interest rates inevitably rise i sincerely ask you to please approve the motion on tonight's agenda and invest in the future of our community i also want to express concerns about the district's covent safety plan while i'm greatly relieved that the state has imposed a mass mandate in schools that mitigation will be greatly negated if we have students eat lunch indoors we know more than we did at the start of the pandemic in regards to covin spreading through aerosol transmission and should adjust our mitigations as a result with pediatric cases on the rise with the delta variant i ask that the district have
students eat lunch outdoors whenever the weather allows we should take advantage of this easy and free mitigation tool at our disposal this will both protect the children in our community by reducing their chances of getting coveted and keep them in school as it will reduce the need for quarantines i'd also like to advocate for some standard ventilation practices that will decrease aerosol transmission in our schools keeping classroom windows and interior doors open is an easy layer of mitigation to implement additionally i hope that the district will use remaining ester funds to purchase portable hepa air purifiers for classrooms in order to increase the air turnover rates creating a safer learning environment for our children lastly as an educator i returned to school this past monday and wanted to share some of my experience my district
has had all employees gather in one room for about half of each of our institute days food and beverages were offered and many people were maskless on and off as a result i'm fully vaccinated but with the increasing rate of breakthrough infections i did not feel safe i do not know the plans for district 64's upcoming institute days but i hope that d64 will not require their educators to gather in one large space we have good digital tools for very large meetings and should use them as we are still in a pandemic thank you rachel jorjak is carpenter parent okay thank you carol and those were the email public comments we received in the last 24 hours and so now we will go to in-person comments and we'll first go off the list that folks
signed in when they um came into the meeting so it will start with i think i'm not sure if i'm reading the name correctly um marie scantaris if you want to come to the podium and please state your name is that person here um it's it's an a it's the second person on the list and m looks like the first and then i signed it okay thank you well and i have mine on thank you and if you could state your name for the record thank you i'm teresa scarlotti thank you for a long public comment today i've got three sort of heads of things i'd like to talk to first i'm going to address the masks how many people in this room have been trained properly on mask usage i don't think any of
you have you have so what do you do when you put your mask on you wash your hands before you put it on and then you don't touch it again i've watched people throughout this room touch their mask touch the keyboards touch the tables that is transference what do you think those children are doing in the schools they have bacteria bacteria are much worse right now we're in a big rsv outbreak who's testing for delta variant does anybody know what the test is for delta variant there is none zero there is no test for delta variance so you want to tell people there's a break out of delta there is no test they are not testing rsv is at the height right now i want to ask what this board did and what these schools
did in 2019 to 2020 with the influenza b the highest in 20 years what were you doing were you masking influenza b is a peed killer children die of influenza b it was in the highest rise in december in january and it was supposed to be the spring is the highest level of influenza be outbreak it went away magically in 2020 in march magically so i want to ask you what do you do for our rsv influenza b and all the other pneumonias and things that are passed you've done nothing covid children are rock stars with us they are not getting dealt the delta variant because you cannot test for it that's saying that there's magically something there that isn't and there will be no testing for the next next greek letter that they come
up with so that's number one number two crt diversity equity inclusion is a racist way to teach children i don't care if they're white black whatever color they are children do not know that you're creating divide by having diversity equity and inclusion in your schools and the senate obviously the federal federal government decided that was true too when they passed it in the house i'm sorry in the senate that there will be no federal funding and hopefully it continues on and gets signed third sb-818 i beg you do not do not bring that into the school sb-818 is nothing but a gateway for children to be used and abused through sexual sexual deviances i am a foster parent of three children that were sexually abused and if you would have put them in a classroom
where they're showing those pictures and teaching them those things it would have set them back years i took them i raised them and they are healthy human beings but it took me years for therapy and it would have set them back i went through moments when they woke up and screamed and cried in the moment in the middle of the night thank you in the middle of the night just because they thought they would see their parents again but to know that the school is going to be jamming that down their throats it would have set us way back teach them reading writing arithmetic math and history as it was written in as it is thank you [Applause] all right let's go on to our next person on the list dominic palmer three minutes if
you come to the podium and state your name my name is dominic palmier i come here as a concerned citizen a father and a grandfather and i want to say diddle to everything that teresa said uh two points that i'm going to make one is on the mass uh i've been hearing again and again and again um on tv if you need me to back these up there's no data confirming whether masks are good or bad and we're making our kids wear a mask um they have no masculine in ireland uh cases of cobot are miniscule among children and if they do get it because of the uh the drugs that we have today the cases are over quickly and max mass also ruin the interaction that children have you can't see that smile or
that frown or something's wrong cases are up with uh with covet i'm sorry i'm tired of hearing that because the deaths are down in los angeles australia last night i heard they're telling people not to talk to their neighbors um because of the cold but they had like six deaths in the last year or some some ridiculous amount uh critical race theory second topic is is a diversion um we don't need to tell our kids america is not a racist country critical race theory makes us makes our children become racist by looking at other people and judging them by the color of their skin that's pretty much it contrary to what you her have heard america america is not a racist country [Applause] all right i think we also have jason dombrowski wanted to speak
come to the podium please how you doing my name is jason nabrowski i'm the father of three boys i know you guys have a hard job here and this is not the easiest times right so i respect you guys for all being here and hopefully everyone has an open mind um so two things one that send a kid to school for six to eight hours a day wearing one of these express them to interact with other people play and do other things it's ridiculous you know i think everyone knows that it's not even healthy for any of us here to wear this all day everyone knows that uh and the mask as far as the data is concerned it's been showed ineffective and even the cdc and dr fauci they go back and forth wear
it don't wear it wear two so to put the kids through this seems a little ridiculous especially when they're the least affected by the virus so that's one thing second one is a crt which is not being taught at this grade level crt is something that gets taught at a collegiate level but crt practices do get implemented at a very young age it is highly racist it teaches kids at a young age that if they're born white they're to feel guilty about being born white not only that it teaches black kids or you know that they're a victim already i mean is that what is that the message we want to send to our children already at like you know before i grow up i'm a gen xer we didn't judge anyone by the color
of their skin we were actually like very good about it was all about character your decision there's bad people in all races and you should judge people by their decisions and their works and we're actually going against that now and we're actually making one an oppressor and one you know one the uh the oppressee i mean that's that's ridiculous we're going backwards a buddy of mine had a son who got mark twain huckleberry finn written by mark twain right he was an abolitionist it's about a runaway boy a white boy and a runaway slave and it breaks down racial division and this is what crt practices are because it's not crt so they had to read the book and it's all about racial division and how they care about each other as human beings right
that's a great story so what does the teacher do in literary class had him read the book and the first thing she goes we're gonna have open forum discussion this is practices the first thing that she asks tell me how this book is racist that's what you're doing you're actually promoting 30 seconds no problem you're thank you you're promoting racism through anti-racist practices it is it is crazy what happened to the days where your decisions and your character meant something they're bad people all over all different shapes all different sizes everything we need to focus on giving our kids the ideals to be good people and that's here that's not this and and this kind of focus is going to create worse problems for our children on both sides down the line that's all you
have to say thank you very much [Applause] are there any other public comments go ahead sir please state your name my name is let me get up there wait ticket to the voting i'm going to break that my name is paul kenna and i'm a concerned uncle to many nieces and nephews and i'm actually going to read something from a friend of mine who her name is molly mcshane and she couldn't make it because of a personal thing so i'm going to read from what she sent me i'm not here tonight to speak to the school board members i'm here to speak to the parents it goes without saying how awful this year has been especially for our greatest assets which is our children some of you may think you're powerless in this position but
i'm here to tell you tonight that you're not knowledge is power the only way we can make good decisions is advocates for our children is by being informed does anyone here know what hb 2789 is i'm sure they do actually they're enacting it without without it going into effect which is why we're here but this is a bill that was proposed and it takes it was at the beginning of the year it takes away all of the local power away from the school boards and the superintendents which because jb has said that's why everybody's enacting this superintendent during a health emergency which can be declared for whatever reason the governor would like there is no voting and no parent input the idph can make the rules and we have to abide by them and that
could mean anything at this point thankfully it was squashed but like i just said it seems not to matter is anyone familiar with i care if you're not it's an online registry where our pediatric your own doctors are putting your child's information vaccines whatever it may be on a public health system and our officials here have access to that they know if they're vaccined or not it's against hipaa rules but and your doctors are supposed to inform you that they're going to do this so that you can opt out parents need to bring these opt-out forms to the school and to your pediatrician anyone familiar with the consent with the consent to minors to health care services act it's section 1.5 consent excuse me is there anybody else here i have about a minute more
to go can i please finish yeah i know you don't want to hear it but i'm talking to them okay this is at the age of 12 your child can and will be coerced without consent from you for birth control covid testing even abortions 12 years old i ask everyone here to find out if our your children are receiving limited primary care services through the school's point of testing care anybody else here familiar with healthcare right of conscious act this is a law that overrides the school rules and isb mandates do you know that according to the department of health madam president any asymptotic symptomatic student may not be made to quarantine unless a parent guardian provides consent or a court order your three people do not rely on the schools media or government to
inform you it's time i'll read the rest of them is there okay tell me where you're at my name is jennifer dembrowski i'm a parent okay do not rely on the school's media or government to inform you it is time to stop to the a step up to the plate you must do this yourself to be the best advocate for your child knowledge is power my name is molly mcshane and i am with a group of parents and we are unified as we are informed the whole thing sorry for the multiple texts no i'm sorry i didn't need to read that you need to know that they're going to step in and they're going to vaccinate your kids for you at 12 years old and if you think that's impossible it's my time i am
a parent and i'm concerned about this and if you told me this a few years ago i would have said you were crazy i even googled it i looked it up i'm like oh kids can't go to the doctor they have no say until they're 18. that's not true these are comments for the board do you have anything else to say to the board this is the board's time to hear this isn't the board's time the board's time is paid by all these people these are our kids you're not babysitting our cats ma'am if you cannot remain calm i'll need you i am remaining calm you're trying to shut me up now no this is the time to address the board so if there's nothing for the board okay then answer a question are you
guys moving towards this are you setting up health departments within you don't answer your questions at this time it's a time look into it because they're getting ready to take all your power away any other comments any other kind of thank you here thank you thank you any other comments [Applause] all right if there's no other comments we'll move on with our agenda okay madam president point of order uh under board policy to call on 220. recording a meeting shall not distract the disturbed board members or other media participants or members of the public the board president may designate a location for recording equipment may restrict the movements of individuals who are using recording equipment or may take such other steps as unnecessary necessary to preserve decorum and facilitate the meaning i i would ask
mr president that you know anybody who wants to come up doesn't proceed further inherent come within six encroach within six feet of the board who are recording okay so you're asking not recording if they could stay back six feet from the board i think that's fair thank you any other comments on that you gareth for bringing that up and bringing our policy up okay all right now what's it worth the approval of the meeting agenda anyone have any changes deletions amendments okay if not and i just want to remind this is a public meeting of the board so if you're here you're welcome to stay but the board is conducting their official business okay next on our agenda is the appointment of the carpenter elementary school assistant principal and so eric or joel yeah we
are very excited tonight to bring sean degman to the board as the next assistant principal at carpenter elementary school one of the ways in which sean stood out to us was the fact that he has been an mtss coordinator multi-tiered systems of support which is a very key aspect of our school and our problem solving method he has also served as an instructional coach and as a data coach so as he's had considerable amount of time with staff development and came in with many leadership skills that don't often are in a candidate this young um his time also spent in the primary will give him great insights as he helps brett to lead carpenter into the future so tonight we are presenting sean degman for board approval madam president i sorry to disturb again in
the middle of the meeting but you know we have a journalist conducting an interview in the middle of the room i i really think from the decorum standpoint that they should take that outside if they want to continue okay as i said thank you gareth as i said we are having our meeting and so it's distracting we have a lot of official business so can you can i ask that you take the interview to the hallway that would be helpful thank you okay and like i said we are we need to um be able to hear one another and so any any other conversations going on is not helpful to the board okay so we are back to the appointment of sean as the carpenter assistant principal questions discussion [Music] and is sean here i
believe he is all right um okay so if there's no discussion we can let's just does anyone want to i move that the board of education of community consolidated school district 64 parkridge niles illinois approved the appointment of sean dougman as the new assistant principal at carpenter elementary school effective july 27 second okay carol had the motion rebecca had the seconds let's take a roll call vote phyllis salas so before you know we would do this if anyone had any or if they're public comments all right any we're just going to do any discussion on this okay all right let's do a roll call okay yes kennedy yes pearl yes sodos waitovich yes lubinski yes little yes motion carries welcome all right welcome to onto the team okay all right next item that on the
agenda is the 2021-22 district 64 in-person learning plan and i think eric's going to present on there first and then we'll take the motion sure so with the board um as you all know him has had a chance to go through the many iterations of the plan um and he has provided significant feedback that has helped guide putting it together i've also had the opportunity to meet with all of the administrators all of our union leaders our pandemic advisory committee and actually this morning i met with the pto and pta presidents and the plan was a discussion item there as well so many many groups have laid feedback or have lent feedback to this plan and we're presenting it tonight for the board's approval okay how about all right let's take the well let's is
there any questions before we go to the motion and we can have discussion any questions about the plan from the board that we haven't asked already i just didn't know if anyone has you know any specific questions um no questions okay i do have some points yeah so then let's okay let's take the the motion and then we'll go to discussion i move that the board of education of community consolidated school district 64 parkridge niles illinois approved the 2021-22 district 64 health and safety plan for in-person learning as presented at the august 12th 2021 regular meeting and attached here too second okay carol had the motion nikki had the second and so let's go to discussion on the plan thank you um i there's a few things i'd like to say i think there's a
very good change here is the look towards transmission rates as a metric i think when i made a comment last month i favor a risk-based approach and transmission rates as a metric is a much better metric in my mind and positivity because of the bias that can be produced in in positivity from the number of people who are actually taking tasks um i i think there was another thing i noted in there was um you know that you you put in regular touch points will be at the the next board meetings at the scheduled board meetings if something happens i'd obviously be happy to attend a special meeting if something you decided um eric that there's something was necessary that we need to move faster sure um i'm really i think the number one priority
is getting keeping the kids in the school and i'm really glad to see that we're using the i shield program um you know that's priority number one to me is keeping the kids in the school um this that program you know is going to help us identify positive cases before they can come symptomatic and allows those you know that i think that cool thing of test to stay strategy rather than quarantine in those who are surrounding a positive test is a very very good move again with that mind of of of keeping priority number one of keeping the kids in the school you know um the only thing i would ask is you know i don't know if tony's had an opportunity to read it but you know you know obviously the governor mandated not
only masks but he mandated that we comply with the um and in his executive order that we comply with the guidance from the state board of education and from the illinois public health department for clarity um if you know i know was probably given that your best shot but did tony also have a chance to read it and see if it aligns with that and so we we're complying with the law and therefore us as board members who were you know agreed to when we saw an oath to uphold the constitution not just of the united states thank you so i just had a comment on page eight the lunch um portion so you mentioned that we weather permitting it'll be outside so in that first sentences lunch will take place in the lunchroom and
then are you adding to this plan like or outside weather permitting or are you just going to leave it and my other question is would the kids be sitting on the playground eating when they are outside okay so um yes what we are saying is that the lunchroom is the normal place where students should eat but when weather is permitting that we will go outside and yes i think that different schools have different plans on how they're putting it together some might be doing the towel system outside to be able to sit on but i know that others are that students will sit in the grass did that answer your question it is this version going to include that just like or outside common weather permitting because it just says lunch will take place in
the life oh i see you know that's all okay so add that in i i hear what you're saying yeah yeah yeah that's a good clarification that was on the public comments okay and tony it sounds like you've reviewed the plan i reviewed the plan provided comments uh some for eric to check up on a couple things which he did specifically the test to stay which it cooked county years ago so that is i agree a great way to keep kids in school that are not showing symptoms after being at close contact okay so this if i understand this right we will have much fewer quarantines because of this shield testing correct okay correct is the shield testing the were they it's an individual tube or is it the do you test the class uh
it's an individual too the only thing i think is important to it's optional right so the parents will be given the choice to participate in that program if they opt out it will not be forced upon them yes okay so the parents will need to opt in and we'll need to get that permission obviously uh okay so shield testing lunchroom other questions comments nikki do you have something no i'm just uh very pleased with the new guidance provided by the district following state guidance to see that masking is implemented um i do have i you know i do want to emphasize the more social distancing we can implement in lunchroom based settings when children have their masks off and are eating the better so any way we can maximize that maximize ventilation would be just
my comments regarding the plan and i know that there were a couple questions this week so um all of our hvac system use merv 13 filters which are the appropriate filters to combat with covet 19. so that's already in place in our system and we're utilizing that again anything else from the board no i just want to say that i think like gary said i'm i think this plan will keep the most kids in school which is going to be a welcome change from last year and recess they don't have to wear masks this year right which i think will be a welcome change to the kids so things have changed in accordance from we know more and we're getting better at this unfortunately but that's a good perspective when we think things haven't changed
maybe they have changed a little bit so that's good um and thanks to all the administrators for all the time i think putting into just a well thought out plan and for the the opening of school all right phyllis anything else i think it has changed and i'm pleased with the plans and that kids will be moving classes they will get their specials in their classroom the shields are down so i'm happy and i think we're moving in the right direction although we do have to wear masks i want to keep the kids in school so some normalcy right yeah okay all right anything else on the plan all right i think we are ready to vote then all right pearl yes kennedy yes lubinski yes sotos sellets yes whiteovich yes little yes motion carries
okay all right great all right let's move on to our next agenda item it is the approval of the 2021-22 tentative budget and establishment of a public hearing date and so adam is going to present on that you have three minutes i'll let you know in 30 seconds just kidding while we're getting while we're getting set up here thank you very much um just as a you know point of point of procedural order i would say this is the second formal stage in the process of the of the budgeting earlier in june uh mrs luanne kolstad came and started talking about preparing the tenant of budget a few weeks ago i continued that those preparations since late june and now there have been very minor changes but in your board packet you have the entire
list of the revenues and list of the expenditures and then per um one of the board member suggestion we have the summary sheet so what this uh it's a little small up on the screen but every the board members have it in the packet what this is is it shows the breakdown by fund and also operating funds as a total as opposed to the non-operating funds and with that summary also shows the comparison of the tenant of budget for fy 22 with fy budget 21. from this point forward we will follow the the proof process per the state code so publication is going in the newspaper will be put on public display for 30 days for anybody who wants to view it will also be put on the website and then on with the change
in the board meeting date which will extend the 30-day period well within the school code we will have on september 23rd we will have a formal budget hearing and then um the board will take a vote at that time at that time there will be a a you know a more thorough formal presentation as that is the final budget where we'll be discussing ties this strategic plan and more in depth about sources of revenue and breakdowns of expenditures so at this point if the board has any questions specific i'd be more than happy to answer them um as adam said we've discussed the budget on several meetings since june are there any further questions tonight thank you for adding that summary that was a great suit was that your suggestion yeah i think for following
through on that i appreciate that yeah this is very helpful thank you yes we like flip notes all right so uh why don't we take the motion and then we can see if we have any further discussion i move that the board of education of community consolidated school district 64 parkridge niles illinois approved resolution 1271 for the fiscal year 2021-22 tentative budget and establishment of public hearing on september 23rd 2021 second okay carol had the motion again thank you carol and rebecca had the second um how about any further discussion all right let's take a vote phyllis pearl yes salus yes kennedy yes lebinsky yes little yes waitobich yes motion carries okay thank you all right thank you adam all right let's move on to the next item on the agenda it's another action item
uh recommendation for full day kindergarten uh similar to the budget we've talked about full day kindergarten in several meetings with this board uh we talked about it for several years in the district and so um eric why don't you you can start out with that sure so just as a reminder for the board if the board were to decide to go forward with this tonight really what you're doing is you're giving us the commitment to full-day kindergarten but you're also giving us the directive to go forward and start doing the next batch of drawings um so that we're staying on the timeline of still potentially having this ready by next fall what this does not include is how we're going to pay for it it does not include our parents going to participate in part
of the payment of it those are all still discussions that we need to have also when we get to that more sophisticated level of the plan then we need to bring all these drawings back to you and now we're going through them with a fine toothed comb to get to the point that we really know that they're good to go so really today is only one step in the process there are still many steps um still left to go um but um if the board um is able and and ready to move forward tonight that keeps us on a certain timeline it doesn't mean that if you don't tonight we can't but it just gets tighter as we go from here okay let us um before we get to discussion how about if someone would
like to make the motion i move that the board of education of community consolidated school district 64 park ridge niles illinois approve option 4 for the implementation of full day kindergarten as presented in the attached report with an estimated cost range between twenty three million five hundred thirty two thousand two hundred eighty dollars and twenty five million nine hundred one thousand two hundred forty nine dollars and as a next step direct the superintendent to prepare a request for proposal for architectural services for the project in line with our vision and goals under the strategic plan including but not limited to substantiability second okay phyllis had the motion rebecca had the second um how about discussion on folding kindergarten so i mean we've talked about this a lot we've been given enrollment information we've been given
facilities information we've been giving financial information i feel like we really have everything we need to to make this decision and i think that full day k is the charlie brown football of our district that has been more than 15 years of information sessions and surveys and then it ultimately comes to nothing which i think is something we've all heard over and over like what's not going to happen it's not going to happen um i think this is the plan is the right educational decision and i think it's the right facility decision and ultimately i just this is something where i think it allows us to solve a lot of the problems we've had for a long time with one plan we and we're behind eighty percent of school districts in illinois have full decay
jefferson has a lot of needed repairs that haven't gotten done in fairness because we didn't want to throw money into the building in case there was a larger plan so it made sense but at any minute that furnace could go and this is where we keep our littlest kids this week the district office flooded again these are facilities that we can't ignore anymore and i think that this is the right time and the right board and interest rates are low it's a good plan and we need to stop kicking the can down the road and do it it's also the right administration and i'm happy that the admin you know okay with relocating the esc to jefferson i know previously i was a little bit hesitant just because i i really wanted to take a
data-driven approach and i know i had previously proposed you know collecting more information but after speaking with community members with administration and you know being confident the administration has done their due diligence to put the best options forward to the board um including getting stakeholder feedback from our community the teachers and staff who work within the district i am in support of this plan i echo what the rest of the board members said but also i'm going to say it again our interest rates are low our debt is cheap if we're going to be competitive with our surrounding schools and i never i think it's never a bad idea to invest in our children's education and in the community by making our schools better so i'm in favor of this plan i've settled along i'm
in favor of the educational side of it i'm just not a big fan of this option so i'm going to vote present thank you and just to kind of echo what eric said just so people know we will then have architectural drawings for each building as we go along that we will then approve and look at so each school gets looked at individually it isn't just a blanket approval correct and then we were um and then the process at each school would be the same you know the same stakeholders the same process i think that would be that's going to be really helpful as we can if this gets approved as we move forward okay other comments questions all right why don't we take a vote phyllis little yes kennedy present yes salus yes lubinsky
yes pearl yes sodos wow motion carries all right this is exciting exciting times for the district thanks to the administration i know this was a lot of work um i'm it's coped so we really appreciate um and it's exciting to see where our district goes all right and our next so we're ready for our next agenda item right dr frost okay we want to um review and update student services department so dr frost is here to do that and the board received this update in their packet thank you all right so good evening everybody it's great to be here and talk a little bit about student services tonight i'm going to give you an update on three areas of the student services department the first one being an update on student achievement the second on
the parent iep feedback survey results from this past year and then thirdly um our update on the audit so we're going to start off with a comparison of the map data and we're going to review the fall data that we talked about back in february but we're also then going to also talk a little bit about how we transferred some of that data so that it can align with how the report was from dr lopez back in june so prior to the pandemic and since 2018 the student services department was utilizing the state assessments the illinois assessment of readiness and also the dynamic learning maps the dynamic learning maps is actually an alternate assessment from the state and we were using those two prongs basically to look at students with ieps and their achievement because
that is one of the state indicators now obviously with the change of not having the iar or the dlm for 2019 or sorry 2020. we had to kind of change our our viewpoint a little bit and look at other measures so what we did do is look at the map data and what we found when we looked at the fall achievement scores was that students were achieving at the 43rd percentile in reading and the 32nd percentile in math some scores of course were above that percentile and somewhere below this was merely just an average that we found the department also reviewed the fall growth percentiles a rate at the 50th percentile shows average growth so hence students with ieps were made growth and reading as expected but we did perform a little bit lower in
the growth rate in math the range of student performance in regards to percentiles was from the first percentile to the 99th percentile so we had quite a range when we first reported this data back in february we were a little bit cautious with this data and partly because what this data shows is that students with ips were performing within the average range which is really not synonymous with what the definition is of receiving special education services but this was our first data poll from map so we felt like you know we had to take what the data was but we thought that because it was our first day to pull that we might become more versed as we went along as in continuing to pull data from map so to correspond to how dr lopez
had reported uh the data to the board in june what we did is we took that fall data then and we also aggregated it out by each of the grade levels and what you can see is that the data showed that we had average to above average performance for all grade levels and reading with the exception for sixth and seventh grade levels for growth percentiles each grade level made at least average growth in reading for math the second and fifth graders were in the average range with all other grades straddling the below to below average range for growth except for sixth and seventh grade all other grade levels did not achieve average growth so what we did with that was we compared it to our spring data and what we noticed with our spring 2021
data in reading and math was that we came in lower than the fall 2020 data however it is more in line with what our expectations would be for students who have ieps or students who are receiving special education services as dr lopez had explained at the june 24th meeting we would expect our general education students to be performing at the 40th percentile and above in our core curriculum students performing in the 26th through 39th percentile range tend to be students receiving intervention support within our multi-tiered systems of support and students performing at or below the 25th percentile which is below the average range tend to be students who require either tier 3 interventions or especially designed instruction or special education services so when you look at the 21 for reading and the 18 for math
it really falls within that range of what we would expect students in special education to perform however one of the things that we do want to see is that we want to see average growth in our percentiles and partly because we know for students to close the gap that they need to achieve at least average to above average in order to close that gap when we look at the reading scores for the spring the scores fell from the fall for all grade levels second fifth and sixth grade students maintained average growth with all other grade levels falling to below or below average for math our math achievement scores also fell from the fall for all grade levels however average growth was noted in second seventh and eighth grade now one of the things that we
have to understand about this data is that our rosters in special education change which every testing period so it's not necessarily the same students who are taking the test so for example this past year we actually had 66 students who exited special education but we had 52 students that were added to special education so when we look at the spring scores those are not necessarily the same scores for those students who performed in the fall the other thing is too is we thought maybe the question might come up as whether or not we can aggregate the data by disabilities for example whether or not how to compare students who have more intellectual disabilities to students who maybe have more of a learning disability and see if we could aggregate those scores unfortunately the way that
map works we are not able to do that we can't aggregate it out by disability categories we looked at possible reasons for the dips and scores and one of the one of the reasons that we came up with student fatigue lack of motivate motivation or engagement when students came back to in-person learning they actually went through a pretty rigorous assessment schedule between the iar testing isa testing access testing map testing when you think about students being in school for a little bit over two months time they really had a lot of assessments during that time that they were taking and getting back to getting back in the routine of in-person learning the other thing we looked at too was learning environments again looking at that transition back from remote learning to in-person learning and then
some of our students who remained in a remote setting and the distractions that may have been involved their lack of engagement potentially and any internet disruptions that they may have been experiencing so we wanted to look at the concerns that we notice with the data and have a plan for the start of the school year so what the department has done at this point is taking this following steps over the summer we offered staff to participate in various summer trainings we have we are introducing a new reading program at the middle school it's called extreme reading it's for students who are at the fourth grade level and above and what it does is it teaches techniques in reading but has students applying those techniques in novels so as they're learning it they're applying it at
the same time it has great reviews from essa and so we think that it's going to be a great addition to our program we also offer training on writing strategies data collection analysis and intervention selection we are doing training actually tomorrow morning on a social emotional universal screener called savers we have done training on de-escalation techniques and we also offer training for our staff through hyde park school for multi-sensory math instruction at the start of this school year we will be offering training for wilson certification paragraph writing strategies and looking at the fast bridge assessment as far as taking the data and being able to analyze it we'll also offer additional training as the year goes by we are also providing a host of trainings to new staff there's a range from curriculum implementation to
behavior management to the use of technology tools and iep writing we're arranging time for review of data with staff during teacher institute training in breakout sessions with psychologists and coordinators to further delve into the data and plan for individuals in groups of students we're also offering differentiation of instruction for our students and following the curriculum map for our k-3 we want to make sure that those foundational skills are in place and so earlier in the year last year we had discussions with administration parents pt3 about not doing a co-teaching model for this coming year either doing a push-in or pull-out model because it provides greater intensity of services to students so that we can make sure that those foundational skills are in k-3 is really a critical point to make sure that all those foundational
skills are in because fourth grade enough is when they apply it and then we'll closely monitor the fall data to make any other uh decision making that we have to make if there are any other things that we have to institute if we have additional ideas that are generated from what we're seeing with the data then we'll also make additional plans for this so this actually concludes my report on the assessment data we're going to move on to the parent iep survey update and as reported to the board in february we an important aspect of our department has been gathering the parent ip feedback we want to make sure that we understand parents experiences in the iep and actually plan accordingly we take with the feedback that we receive from parents and we plan based
upon that feedback areas that we need to improve on areas that we're actually succeeding on so the first slide shows us that for 1920 we had a response rate of 36 percent for for those who submitted the survey and for 2021 our response rate was at 30 percent and this data shows is represented all the schools in district 64. so all parents from all the schools participated in this iep survey our first david question the results for the parent feedback showed that for the 1920 school year 97.5 percent of parents agreed or strongly agreed that they left the iep meeting with a clear plan for services and support their students would receive the data from 2021 at 96.3 percent closely aligns with this information the second question asked about parents access to the new iep
plan in 1920 97 percent of parents reported receiving their students new plan in 2021 99.4 percent reported receiving a copy as all parents should receive a copy of their child's iep we will strive for that 100 percent the results for the next survey question show that in 1920 98.8 percent of parents stated that they were satisfied with their students ip meeting the data for 2021 came in at 95.6 percent our fourth survey question shows that in nineteen twenty ninety eight point two percent of parents were satisfied with their students iep plan under services and for 2021 it was at 93.2 percent as parents are equal partners at iep meetings we wanted to gauge how well parents felt their input was considered this information helps us further develop our facilitated iep approach we hope to see
a steady rise in the percentages for the first four statements and we hope to see a decrease in the percentage for the last statement in comparing data from 1920 with 2021 we noticed some fluctuations in how parents described how their input was accounted for in the iep meeting with a slight increase in parents identifying that they did not feel the team included their input so we will delve into that further the next survey question asks the parents to share if they if and how they were provided information regarding their students progress and a meaningful way we hope to see a steady rise in percentages for the first four statements and additionally we hope to see a decrease in the percentages for the last statement in comparing data from 1920 with 21 we noticed a slight
increase in the question i was given an understanding of how my child is currently performing and a slight increase in parents identifying that they did not feel they were provided information about their students progress in a meaningful way we also noted some issues with data especially the drop in data being presented visually data collection representation and analysis will be an area focused on this coming school year i think one of the things that the covenant environment taught us is that we when we meet with parents in the past on iep meetings it was really a lot a lot of verbalization and not much of a visual representation and i think what we noticed during the covent environment we used a template a presentation template with our family so that they could see what we were
describing as strengths we feel like we need to make sure that we have that balance of describing those strains but with data points and with charts and graphs so parents can better understand how we see their child moving in the progression of achieving skills so that's one of the things that we will be focusing on this year the last survey question asks parents about areas in which they need additional information this information is shared with our special education coordinators and staff as well as our pt3 group and we will be working together in determining ways to best address these areas of need these data are reviewed with all staff in the department as well as pt3 we will continue to work together to celebrate the successes the and address the areas of need and continually
monitor one thing i would ask you if you have not seen the student services web pages they were updated over the summer we did um that was the work of actually pt3 this past school year i think that there is a variety of resources on there for parents and with some of the things that are i identified as needs on this slide in these areas we can absolutely um enrich that our web pages to reflect some of these additional components so that parents have a greater understanding of what is involved within an iep so this concludes our report on the parent ip feedback the next and last piece is an update on our audit if you recall we did do an audit back in spring of 2018 there were actually two audits that were conducted
one by interim director mike patavik and the other by lmt consulting and these audits and their findings are addressed continuously by the department and pt3 one of the things that happened with the audit and you could we'll show it when we get to the the chart that was created both audits um had their own format so one of the first things that we had to do when we got the audit components was to try to align them so when you look actually at the chart can i dan how do i click that open there he goes so what you can see is what we did is we took the lmt findings and aligned them as best as we could with mike patavik's findings and created then one finding for that area so when you look
at the most left-handed column that is the actual finding that was a combo combination of the lmt and patavik and then you can see then the areas that we had progressed on and then the areas that we need to continue to progress on over the last three years it is evident that the department and district have made great progress on the audit findings much work has been done in each of the finding areas particular emphasis has been made on professional development and building systems like our 504 and mtss system additionally communication has been a priority in ensuring all staff is aware of procedures and processes and information is being delivered accurately and timely communicating with parents has also been emphasized which with specific presentations manuals and web pages that have been created to further foster
information sharing some areas that we will continue to be addressed will be part of the district committee work pt3 or activities within the strategic plan the department will continue to address and monitor all the findings in the past the board has asked about completing a new audit this will be an activity that will we will initiate this year so that we can have the results in the spring and plan accordingly so that is my report tip for tonight if there are any questions what questions from the board comments just that you did a great job putting it all together and it had to be a ton of work so thank you it does feel like there's a lot of continue in the column um on the far right which is the items to continue to
address which i guess makes sense but you know even then it doesn't see it seems like you've reached maybe are you coming towards a plateau in terms of of the findings from the order in terms of accomplishing them and you feel that that's why it's a good time to get that audit we've done right now i think we do that we set the goals what you need to do the department needs to do i think a majority of the big system pieces the communication pieces have been addressed now with education this is something that has to be continuous it's for example professional development you just can't do professional development and then take a year off that is ever evolving we're always looking to see what new programs are out there what has what interventions are
working what strategies techniques so forth so those are things that are always going to be continuing to to occur our systems yes we have an mtss system in place we have a 504 system in place but yes those are things that we can continue to look at and monitor and tweak as we're going along you know i think you become kind of stagnant if you don't continue to review these processes because they'll break down if you're you have to stay current so i think it a majority of what we have done at the the majority of the audit findings i believe have been done at this point are there still areas that we need to emphasize yes um but i think that if we're looking for a time to do an audit to kind of
plan after this year i i think the timing is good thank you um leanne it seems like your department's really made great strides on data collection so i appreciate that and i wasn't thinking about the challenge of students entering and exiting like how that's such a challenge with your data collection so um i really appreciate that um i just wrote myself a note to look at your website and i wonder how we're gonna push that out to families so they you know make sure they use those resources because you know you want them to be out there is great but how do we communicate to people to use them so one of the things that we already did last week once our coordinators were in place we sent out a a letter to our all
of our parents all of our students who have ieps notifying them who the coordinators were and also letting them know that those web pages were updated and to use them because in my opinion there's great resources on them i am very proud of the work that pt3 did this last year it was hard and it really came down to the the the end of the wire before we had it all finished but i think it it really looks very nice um we actually uh before we had it posted i had a parent who's kind of new to the special education process look at it see if it made sense see if it was helpful for her and she came back saying that she only had like some minor tweaks for us but she felt that
the the web pages were much more helpful to her that's great to hear and i know some of the board members were in those pt3 meetings and you guys were working on them at all the time you put in so thank you so for the audit um is lisa herrod around are you still thinking about using her or are you going with a different company or you have not decided we have not decided um i think one of the things is you know to have the school year get up and running and then talk about how we want to structure the audit for the coming year i think that there are questions that we need to ask on the audit that may have not been part of the previous audit i think one of the
things that we have to really look at is the data the numbers i think a lot the audit last time was very much a qualitative type of study and not so much of a quantitative i'm not saying it has to be all quantitative but i think there has to be a nice balance and then you mentioned staff training were the tas included or was that offered to them or no tas were provided the opportunity to participate in the de-escalation training that we had i'm trying to think if there was any other training because a lot of it had to do with really new tools or sources that we were doing so very limited ta training one of the things that we are rolling out next week is um we put together a ta handbook i
actually think it's about 20 pages or so and that may not sound a lot but there's a lot of links just like in the audit we talk about how we have a student services manual i think it's 50 pages but there's a lot of links in there as well so everything that we have done when it comes to like policies or procedures or um how to navigate our embrace system and so forth all of that stuff is linked so that we don't lose that and again it promotes that consistency within the district so i know you mentioned briefly about the delivery of ieps and some people said they might not have received them they probably did but is does power does anyone know if powerschool can allow for that pdf to be uploaded in there
because we know everyone has access to that because that's how they register their kids for school so if it could be just stuck there too so that they don't have to i'm not sure if it can or not um it's something i can certainly look into but i i have no idea offhand yeah i like it and then also another thing that you guys did is that you did offer free basic skills for reading and math for the summer and you know hopefully that could continue if you know the budget allows for that so if maybe next summer we could do that for kids who might not you know qualify for actual es wife if people did take advantage of it this summer so i don't know if they did yeah um that was actually
under wow we ran an esy program we had about the same amount of students at 10 this year as we had last year as well right um so i mean yes why some people you know might just fall they wouldn't necessarily qualify so maybe if they were offered the because what is it like 500 per basic skills i don't i don't remember how much it cost but maybe that was so es why there's no charge right no for the while basic skills if the parents you know if there was some type of um a little bit of extra help that these kids with ieps needed and maybe they didn't want to hire a tutor privately then maybe this was helpful so you know hope maybe we could offer that next summer or at least think
about it okay okay this and the math interventionists we hired won't exclusively be kids with ieps i assume but will there be a way for us to know you know because i assume some kids will maybe need for half the year then they're done some kids will stay in is there gonna be a way for us to kind of see how successful that was in terms of how many kids their test scores raised how many you know graduated from meeting the program or just because i think that we hired more interventionists than we usually have and be nice to know some data on how that helped okay you mentioned it was the first day to pull from map you're gonna continue doing that right yes and you know leanne you might have looked at this
it'd be interesting and not for the board but just for your department to um the survey for the ieps collects you know which school does the student attend and it'd just be interesting are the results consistent across schools because i know there was a you know how are we consistent with our ieps across the schools as a district rather than individual schools so you know just uh you know i like how do you look at the data in different ways other questions or comments well thanks liam for all your work and all your work to come this year thank you all right all right we appreciate it okay we can move on to our next agenda item and this is a policy uh press 107 and then the policy committee had a meeting and so
that's eric's on the policy committee and then phyllis and jared so if you guys want to report sure so we did recently meet as the committee reviewed press 107 that is included for a first reading for the board tonight and we also looked at a couple of additional policies some of which the board had asked us to look at and others that we were interested in bringing forward and i think we're gareth going to look at the language at our next meeting in regard to that and so most likely after our next meeting we would probably be bringing those to the board yeah phyllis and gareth anything else you wanted to add i think we only you know from the press we only deviated in one spot um and i think that was two um
colon 130. um because the the press policy was only indicating that um you know that we would that that through policy with the superintendent work from the board but we also can direct the superintendent through board action so i felt that it was a good ad and phyllis agreed i think at the time to to to to make it clear that it's through policy and broad action that we that we can direct the superintendent any other thoughts on that that seems to make sense to me then i just had a question so what were you don't have to cite the numbers but what were the topics of the other policies that we're going over next time um there's the public comment um off the top of my head public comment um there was a discussion
on um term limits of officerships um there was um you know um an architectural and and lawyer kind of um what's prudent practice to go out ever for better than that every i think we said every four years most probably we think about that as a every board cycle then there would be a an rfp to make sure that we're being diligent about how we we spend taxpayer dollars and then more longer term is maybe to look with adam at procurement and uh um other type of financial purchasing policies and how they align with the districts uh with lines with maybe others in town like the city and and things like that that's more longer term i think it's gonna take a little thanks did you want to talk about that further carol no no
no next time do you want to extend our meeting another hour carol no just get okay all right so that's to come you guys don't need anything from the board right now that sounds like oh it's the first reading of that what's on the agenda and i'm just making sure we're going on other policies okay unless anybody felt burning that we shouldn't even look into those then all the procurement i think rebecca and i have info on that so we can send that to you okay and what was the term limits i think we we we talked about it um as being um maybe two terms of a two-year officership is most probably a fair rather than doing we discuss various options like should we do um an organizational meeting every year um should we
do it or keep with the every other year we felt that most probably every other year was was was right with the board rotating over um but that most probably it's healthy that that this is some rotation in the office ships after four years um because people would get stay on the roll and also eric working with different people or any other superintendent with people so so we kind of landed on that but he said we developed the language later so okay and then the public comments you guys are looking at the email and public comments the emails but i think there's some other tweaks maybe as well we could look at right but we'll develop language and bring it back to the board all right thank you guys thanks for your work there all
right we are moving on to our next agenda item we need to take it as a first reading though right i don't think there's any action on here oh okay you don't need action the first reason no no we're just we'll take the action at this point yeah okay okay all right did i have that process correct gareth and you didn't know just you're so good at knowing i mean no you're already telling me you're right it isn't mocked up as such i'm usually off the mark so uh so that's great all right so um since we're starting the school year um eric's gonna tell us on a state of the district sure so as we consider the district on august 12th of 2021 obviously most of what has been involved over the last year
and a half has really been in regard to the pandemic so you know probably if i look at you know what is the state of the district the first is in regard to the pandemic i'm very proud of our staff and how they rose to the occasion last year to try to educate students while we were in a global pandemic and um while we have certainly noted that there has been some learning loss especially in the area of mathematics um i believe that we've put the necessary pieces in place in order to address that um obviously the board just approved um our health and safety guidelines um to start the school year so the pandemic will be with us again um but you know again i think just another example is when the state says
we'd like you to put as many of these prevention strategies into place and we can put all of them into place i think that just does better for our students overall i think that the district is in a good place financially that we have um the previous board was much more in uh let's spend some of the savings we have while we have them and i think that we've done that for some time and now it's sort of time to look at we don't want to delete the savings too far and so then we have to start thinking about the other ways that you go about it but in terms of where we are sitting right now we are in a very good place financially i think it's very exciting that we have a new
strategic plan and that we have goals for the district for the next five years um it's been fun to watch some of the central office administrators already are chomping at the bit to get rolling on some of the goals and some of the plans and already some of them are off the ground and running so i think it's going to be very exciting not only to plan those out but then see where we are in five years and see how much that we've been able to accomplish i feel very good about the board um its relations with um administration its relations with each other um its relations with our various unions and so forth i think that we've all worked hard at that and i think it shows and a lot of you have commented
about you know you can see some of the evolution over time and how the board has evolved in a really strong way so i think it feels very good right now in district 64 where we are i think in any district all of us i'm ready to be out under the of the cloud of the pandemic and feel like we can operate fully but i think that it still looks like it's going to be an extremely positive year also at this time just to comment to the board i had three goals main goals for this past year um one of them was to complete the strategic plan and to make sure that we brought that to the place where it could be implemented second was to do the review to be able to bring to
the board a recommendation for full-day kindergarten obviously we did that tonight and the third was to to bring a comprehensive district-wide plan for construction and everything that we needed going forward you have the five-year facility plan we have full-day kindergarten on the table and that as we're going through each building this board wants to very carefully think through the additions onto each school and how are we setting them up for the future in case you know we were to expand those will be all conversations that we'll have along the way which i think are contributing to this thinking about it all comprehensively instead of these little one-shot um plans along the way so um it feels good in terms of where district 64 is and with one week to go until school started we're very
excited to be able to have the kids back and to feel like we're doing school again so thank you for this opportunity all right there's not an action item here any questions or comments from eric from the board i think this was i think it's fair to say this was probably the worst year for educators ever and i just think you did a great job communicating and i think you did a great job with our plan and keeping our teachers and kids safe i know it was stressful and i appreciate everything that you did thank you thank you what she said i'm just gonna echo that thank you yeah i would have i would appreciate the calmness and and and the style that you brought uh during last year it's it's you know very calm
and very reassuring and i think that was you know you tried to make the best of a very bad situation that was uh you know hopefully uh it's a once-in-a-lifetime event for us all so thank you eric all right i'm gonna ask a question okay obviously i can say ditto to that too but let me ask how about enrollment where are we um on enrollments sure um jill do you wanna jump in for a second since you're probably the most up-to-date on that see if i get a hard question i just give it off that's okay just right right right give me one second uh so we are fairly fairly close at our middle schools we're within um of our projected total we're less than 100 kids away so we've come significantly up in our
middle schools so we're pretty good about where we're at we're only one section off of what we initially thought and then at our elementary schools we are about 150 of what are projected so we're just a couple sections off there also but again what we have seen just by the way kind of the cookie crumbles so to speak we have seen significant roosevelt for example is been adding and is you know pretty full for example whereas washington typically has been one of our larger schools over the last couple years has been one of those they creeped up to a good spot where they're you know up to projections but they're nowhere up to the bursting of the seams that they had been in the last um couple years so we it has taken us a
while and the enrollment as we have talked about over the summer has been slow but the numbers have got slowly gotten us to the point where we're feeling feeling pretty confident that our projections are pretty close to what we anticipate for the start of the school year i think overall we're going to be down some enrollment but again i think what we'll find is much of that is going to be impacted by covet and the pandemic as we were last year okay any other questions uh and i agree with eric's sentiments on the board i think i think we've we've done a nice job at our few months together and i'm excited to see where we're going to go um as we continue to work with the district good okay all right and joel we're
going to keep you right there because we're going to turn on the personnel report and grab one thing there you go all right is there anything you'd like to say um before we get the action item out there yeah i'm going to say two things or do you want to do the action do you want me to come on two things first one is we have a revised personnel report the next two personnel reports are going to be the biggest that you're going to see throughout the course of the year these are normally the times obviously when there's a lot of transition people coming and going we have had a number of resignations tas and those type of things we're in the process of getting staff hired so what you'll see is the revised include
staff who have gotten all their paperwork in background checks and everything has come forward and that's why we've gotten them on the personnel report there'll be a number of people who are in that process right now who didn't complete everything not by their own core just by you know some of that waiting for things from transcripts to background checks and things of that nature where they will be ready by the start of school and they'll show up on the next personnel report so again these are the two largest ones that you'll see typically throughout the school year so if you have any questions on that let me know the other thing i'd like to say is i just want to give a little bit of a shout out to our building administrators every single new
hire that you see on here there's a team of people at the buildings who are screening interviewing and they're doing that multiple times so for buildings like roosevelt who's had to hire a number of staff members that's a significant amount of time it takes a lot of energy and they've done a wonderful job so i just want to give a big shout out to our building administrators for all their hard work that they've put forth this summer in getting us ready for the start of the school year i just had one question the sped coordinator is that the one who's going to be assigned to emerson um washington and lincoln does emerson have a new one yeah that's colin baer who is that carpenter in emerson all right well why don't we take the motion
and then we can do some further discussion on that does anyone want to make a move that the board of education of community consolidated school district 64 parkridge niles illinois approved the personnel report dated august 12 2021 noting that the personnel report is based on the recommendation of the superintendent and not upon the board's direct knowledge regarding any of the specific individuals selected for employment second all right carol had the motion rebecca had the second any questions or comments on the personnel report you've been busy as well joel the administrators but you have been busy you can tell from this uh the size of this report so thank you all right let's take a vote phyllis little yes lubinsky yes pearl yes yes whiteovich yes kennedy yes motion carries okay thank you all right thank
you joan hang in there almost there to the start so okay let's move on to the consent agenda is there anything that we need to take out of that out of there before we take the action okay all right so anyone want to introduce the action item i move that the board is someone else going to read it mickey you read fast did you want it you read faster than i do go ahead okay um i move that the board of education of community consolidated school district 64 parkridge niles illinois approved the consent agenda for august 12 2021 which includes bills payroll payroll and benefits approval of intergovernmental agreement between the governing board of the niles township district for special education 807 and parkridge niles community consolidated school district 64 for the provision of certain
special education services approval of intergovernmental agreement between the governing board of the niles township district for special education 807 and parkridge niles community consolidated school district 64 for the provision of certain staff approval of hold or release of closed minutes and destruction of audio closed recordings none second okay all right carol had the motion and nikki had the second any discussion on any of those pieces in there all right let's take a vote phyllis salas yes soda snap lubinsky yes pearl yes little yes whiteovich yes kennedy yes motion carries okay thank you all right next we have the approval of minutes from our closed session and our regular meeting uh i don't know if anyone needs to abstain from that one i think i do okay yes thank you okay any changes to those minutes
all right anyone want to make the motion i move that the board of education of community consolidated school district 64 parkridge niles illinois approved the minutes from the closed meeting on july 15 2021 and the regular meeting on july 15 2021. second okay nikki had the motion rebecca had the second let's take a vote little yes pearl yes lebinsky yes kennedy yes salus present waitovich yes okay motion carries okay thank you all right okay other agenda items uh eric yes i actually have two um the first is i'm just a reminder to the board about triple i um that the conference is coming up in november so that if i could put a deadline on you um is that i'll put on by the september 23rd board meeting um if we could just know um
if there's anybody else um just because we need to start making certain reservations for things and so forth so um just as a reminder um natasha can certainly set everything up for you um if you'd like um and you can reach out to either her or me with any questions or if you want to talk to a denise or a carol or somebody that's done it before you certainly can do that too yep and just you know if you i can just make a quick commercial for it i think it's just a nice professional development for us as board members you get to see how other boards do things and is there some of that that you might adopt on your board and so i found it to be a good experience and natasha you
email her can you sign me up for the conference and like 30 seconds later you get an email that you're registered so thank you i'm gonna do it all right awesome it'd be great if some other folks can do it eric and i are registered in person or is it in person um in the city november 19th through the 21st okay it's the weekend before thanksgiving i do want to see if there's virtual options though i'm not sure about that so let me see yeah it's an interesting question you don't think so tony no i tell you there may be options i'm wondering if it's going to be the only option right at some point yeah yeah i think i will attend i'll let you touch enough yeah yeah so think about it think if
you can um it'd be great to have some board members there and there's no limit right you can't like we can have more than three there's no correct okay correct yeah like my sister's on a school board and they're bored all attends you know and so it's kind of a tradition in their district and so we have a meeting also the night before so on november 18 we have a meeting and this would be the following year okay that's a good idea for me personally if they do switch to remote format that might be something i could do but i think at the present moment i'm uncomfortable attending a large conference totally in person yeah okay we'll look into that um the second item was um so denise and i have been talking about this
idea of doing like a public comment card um that when people come in that they would fill out one of these when they are wishing to address the board so we just sort of mocked up what one could potentially look like and just wanted the board to be able to see it and see if the board had any comments on the public comment card um about changes otherwise we can go forward and utilize this tony is this done in other districts it is but the caution is that you can't this is it's not enforceable right if someone says no it still wants to speak sure yeah and so and i think just similar to what we did tonight there were folks who had signed in but then any other public comments i think we followed
that similar process but that's a good call i like here the guidelines are right on there we have the person's address or email to follow up you know since there's not um two-way interaction when there's public comments we could include it in the packet if people want to pre-fill this out too just oh that's a good idea that's a good idea yeah i think other districts do this i think um eric there was one in arlington heights there was one i found another so i think other districts um use this sort of process okay any anything that anyone wants to change it wouldn't be in loose form like this though would it be in a book type and then you just rip it off like the butt rubber band like uh there would be i
know what you're saying yeah yeah yeah okay maybe or that glue on the one side i know what you're saying that there's like that red right yeah so something like that okay okay and if um you know we're not going to print it tonight so if you go home and you think of something you want to change it then just let us know um but we'll prepare that then for that kids ages or doesn't is that too complicated what grades their kids are in well and i think there might be community members you know we want to make sure it's open to i think we want to know that are they are they grandparents are they neighbors are they are not yeah it might be i don't know blank for any other info if they
were i think we want to keep it simple too but i mean i i hear where you're going on that and obviously we could start to use it and if you know november we think oh this should be added or this should be deleted you know we can make those um changes i think maybe the three minutes could be bolded or oh that's a different color and then in particular uh you know just perhaps reiterating that the comments must address the board um from our expert yeah yeah yeah so maybe that first bullet you know bolded that whole one that's a good idea okay all right all right if you have any other suggestions but this seemed to be a good idea to add okay all right anything else eric no that's it so you
said one question is august 17 the day that you do your you know big meeting with the teachers and is it virtual or is it in person because usually the board's invited yes thank you um so normally um i would do it on the second day which would be the 18th um we decided in light of kovid to not do an all district gathering of all the staff i'm going to pop around building the building and just do a little small abbreviated presentation and then denise is going to address the staff in another way with her welcome and then the same with um aaron breen as well from pra so um there you there's nothing unfortunately for you to attend this year but in future years um we'd like to you know invite board members
if they're interested in attending sort of those opening day um ceremonies and stuff at the district so um it was to be honest it was a hard decision because i i had the need i really wanted the staff all together and be able to have those that that time with us and for those of you that were here a couple years ago um the feeling that was sort of in the room that day um we were all got together but i just couldn't with the health and safety guidelines so thank you that's a good question so then are the pto's not doing the welcome back uh their breakfast or whatever it is i think they're doing it at the buildings yeah don't quote me on that but i think so yeah but not the all
staff yeah right you know yeah yeah okay yeah okay all right that is it for there how about any new business i just want to give a quick shout out to nick um and i talked about him if you guys noticed there there seems to be more of a social media presence and so i really appreciate that if board members want to afford that or you know share that out i think we can be you know positive stewards of the district and so thank you nick i liked wally's heroes was mine uh would be my comment so your your post about wally's closing so thank you nick yep any other new business all right is there a motion to close so moved second second okay and it is i don't know 8 47 and our
board meeting is closed we need to do a roll call sure let's just do one no hang on no i don't think we do no scared yes kennedy yes lubinsky yes little yes waitovich yes pearl yes there we go all right thank you guys thanks for everyone's work and good luck starting the school year thank you
