This evening we have the 2026 2027 boundary transition update. Dr. Annette Oavdo, assistant superintendent of schools and Marcy Murphy, director of transportation, will present an

009update to the board of education on the 2026 2027 boundary transition. >> Good evening, members of the board. Tonight we're providing our April update on the 2026 2027 boundary transition. At this stage in our work presentation I'll pause for a minute. Okay. At this stage in our work, we are seeing transition activities actively underway across the district. Okay, perfect. With strong engagement from students, families, and staff, this update will focus on the current status of those transition activities as well as our progress toward transportation readiness for next school year. Tonight's update focuses on two areas. First, I will share the current status of transition activities taking place across our schools, including registration and spring events supporting students and families. Second, my colleague Marcy Murphy will provide an update on transportation readiness as we move closer

010to finalizing routes and preparing for communication with families together. These updates reflect our continued progress from planning into implementation. We are seeing strong engagement from families at the elementary level. Currently, 66% of our known kindergarten students, 730 out of 1,099 have already registered. This reflects steady progress since registration opened and positions us well as we continue outreach to families. Kindergarten preview events have been completed across all elementary schools. These events provided families with opportunities to meet school teams, learn about the school day, and begin building connections. In addition, elementary schools are continuing to host spring events to welcome incoming students and families and support a smooth transition into the new school year. At the middle school level, transition activities are also well underway. Middle school shadow days have been completed, giving students the opportunity to

011experience the school environment, routines, and expectations firsthand. We're also hosting parent meetings for rising sixth and seventh grade students across all middle schools. These meetings are designed to provide families with important information, answer questions, and help them feel prepared and confident about the transition. These efforts are critical in supporting both students and families as they prepare for next year. In addition to these district-wide efforts, all elementary and middle schools are hosting two welcoming events this spring. These events provide opportunities for students and families to visit their school, meet staff, and begin building a sense of belonging with their new school community. A full list of events is available and schools are continuing to communicate directly with families to ensure strong participation and engagement. I'll now hand it over to Marcy for the transportation readiness update.

012>> Thank you very much. Transportation readiness continues to be a key area of focus as we prepare for implementation. As you can see on this slide, we are continuing work to transition to our three- tier transportation framework. This structure is designed to improve efficiency, ensure reliable service, and better align transportation operations with school schedules. This model supports an on-time arrival and departure while maximizing the use of our transportation resources across the district. Uh routes finalization. At this point, our routes are in development within our new software program. This includes map and travel updates. This new system is more efficient. We are focused on validating stop locations, timing accuracy, and overall ride time balance. We are committed to provide families with transportation information in advance of the school year. This information will be available via Infinite

013Campus as in previous years. This will include route numbers, stop locations, and pickup times. If any adjustments are needed, we will communicate those promptly using multiple channels to ensure families stay informed. Safety continues to be our top priority in every aspect of transportation planning. We carefully evaluate stop locations and aim to minimize student road crossings whenever possible. Driver staffing levels have been assessed with targeted recruitment efforts in place. This includes a focus on retention through engagement, support, and recognition initiatives. Our team has worked to optimize routes for efficiency while maintaining safety standards. This includes reducing unnecessary mileage, improving on-time performance, and aligning routes with school schedules. Overall, we are well positioned for a smooth start to the school year with routes finalized, staff prepared, and communication plans in place. Our focus is on delivering safe,

014consistent, and effic efficient transportation from day one. As we look ahead, we will continue to provide focused monthly updates to the board. In May, we will share an enrollment and registration snapshot, a staffing and professional learning update, and participation trends for transition events, including summer experience enrollment. In June, we will continue to provide updates in these areas as we move further into implementation and preparation for the start of the school year. These updates are designed to ensure continued visibility into our readiness across all major areas of this transition. Thank you for your time and continued support as we move through this important transition. We are seeing strong progress across all areas and remain focused on ensuring a smooth, safe, and successful start to the 20 2026 2027 school year. Um at this time, we're happy

Dr. Johnson. >> Thank you, President Owens. This evening we have February financial report. Robin Cornellison, executive director of financial services, will review the attached financial report and respond to questions from the board of education. >> Good evening. Tonight, I will be presenting the February 2026 financial reports. February closed with a monthly surplus of $61.6 6 million, bringing the year-to-ate deficit to 45 million with an overall ending fund balance of 790.6 million. The current planned deficit is due to the UniteU46 expenditures and as of the end of February, the FY26 Unite UU46 expenditures total 67.4 million. February revenue including financing

029totaled approximately 162.9 million, bringing the year-to-ate revenue including financing sources to 573.2 million. This represents 57.7% of the annual revenue budget. Compared to the prior year, revenues show an $18.9 million decrease in local revenue, primarily due to the delay in property tax revenue from Cook County, along with a $25.4 million reduction in federal funding. At this time, the delay in Cook County property tax payments is resulting from the deadline extension to April 1st. Last year, we received $20.5 million in February for the early tax payments received by the community for the March 1st deadline. As of the last business day in February, the state of Illinois owes the district just over $1 million for various state grants. This balance was due to normal and customary grant expenditure reimbursements. February expenditures, including transfers, totaled approximately 101.4

0304 million, bringing the year-to-ate spending to 618.2 million or 59% of the annual expenditure budget. Compared to the prior fe uh February year-to- date actuals, expenditures increased 82.3 million. The majority of this variance is attributed to capital improvements, which account for 46.4 million with salaries and benefits reflecting $39.1 million increase. Salaries and benefits will continue to be monitored as we end the fiscal year with supplies and materials being $10.4 million less than last year's actuals and only coming in at 49.6% of the annual budget. Overall fiscal year revenues and expenditures remain on track to meet the projected budget. As of February 28th, 2026, the district held three 398.5 million in cash and money market, 455.9 million in investments for a total value of 854.4 million in total liquid assets. Beginning in February, the financial reports

031now include a calculation of our fund balance to revenue ratio. The district's fund balance policy incorporates fund 10 for education, fund 20 for operations and maintenance, fund 40 for transportation, and fund 70 for working cash. As of the end of February, the district's fund balance ratio is 74.14% with 8.9 months of cash on hand. This means the district could continue operating for nearly 9 months without receiving additional revenue, demonstrating a strong liquidity position. This measure indicates how long the district can sustain operations using its reserves in the event of delayed or reduced revenue. As of February 28th, 2026, the district has 4.2 million in student activity funds throughout all schools with year-to- date receipts exceeding dispersements by ex approximately 566,000. Various receipts and expenditures continued to be around fundraisers, field trips, summer camps, student payments,

032and athletics. February closed with a surplus, though the district maintains a planned year-to-ate deficit, primarily due to Unite U46. Overall, the district remains financially stable with strong liquidity and reserves that support continued investment in student achievement and progress towards the district's strategic goals. Thank you for the report and also thank you for including that ratio. Appreciate that. Do board members have any questions? Sue, >> just one quick question. Have we heard whether Cook County has solved its computer programs? They have >> that is completely solved. We have received all the funds um that were from the second installment from last year. >> The delay that we are experiencing right now is because they extended that payment from March 1st to April 1. And for all those taxpayers that pay those early, we start to get

033those. Um, and we received 20 million last year during February. So, we have already started receiving some of those. Okay. >> In in March and April. >> Okay. Great. Thank you. >> You're welcome. >> Anyone else? >> Thank you. >> You're welcome. >> Okay. The next item is work session resolutions. >> Thank you, President Owens. This evening we have a resolution for the disposal of surplus personal property. Denise Smith, procurement coordinator, will review the attached resolution and will respond to questions from the board of education. Well, yeah, the bids we got for Glen Brook. I mean, this one's 66,000 and I think the other bids were like

036200,000 or more. Now, this is actually with a U contractor who's done a lot of other work for us, so you know, okay, good. Thank you. >> But you're right, though. This expenditure will be charged to the education fund. The cost is included in the budget for the 2026 2027 fiscal year. Do board members have any questions? done. >> So, just to confirm, this is basically just going to be like a a messaging texting app for student for the like after school programs at the secondary level. >> Correct. So, it's middle school and high school. It will be for athletics and activities so that there's a direct communication. As you see, we have weather issues right now and things like that. It's an opportunity to get a message right out to an SMS to a phone.

051parent can respond directly to a coach or to to the directly onetoone communication and it cleans up that line of communication in the moment >> and we have it listed as parent square so is the implication that this is just parental emails and texts and not student or my so I'm asking questions because my concern is direct contact one-on-one between adults and students >> so what we have is the way that this program is designed it's designed so that if anything started to go sideways in a communication like that, it won't allow it to go through. It has filters built into it that'll control that information and those messages going back and forth. So that those questionable messages that we would be worried about won't be able to go through. The other thing is is

052that unlike other programs like Remind 101, which people have used in the past and things, we had no ability to go back to go and look at those messages. Everything in here is archived and saved so that if we had any questions, we would always be able to go back and review those messages as they went back and forth. >> But so this will allow though a coach and an athlete to have one-on-one without anyone else in the chat then is that >> so the messages that will go out that will go out directly to all. So you could send a message practice is canled today, >> right? A student can say can we work out in the gym? That message will come back to the coach. Yes. So it is a onetoone direct messaging

053there. But the again the beautiful part of it with this program is that we are able to monitor all of that traffic so that we can protect um the district in case of anything that would go arry in that communication. It's meant to go out to all parents. So it ties to the parent first because it's tied into infinite campus but it will then tag into the students as well. But the students come come back in through the system to our um to the to the to the app itself. It doesn't go to a coach's phone privately. The coach only operates through the app or the adult operates through the app. It just goes through an SMS messaging system to the student and the and to the parents. But when it comes back in, it

054only comes back into the app in which is housed within our our networks that we can monitor and pro and and keep an eye on that. >> Primarily notification. >> It's primarily just notification. Absolutely. The couple of things. So for our ELLL population, the program is designed to go into 190 different languages. So a parent can opt into whatever language they want to use. We would the coach would type it in in English. It'll come out in the ch parents chosen language. When the parent responds, they respond in their chosen language. It comes back to us in English. It does all of that translation on its own through a variety of uh resources that it has built in. Um yes there there there there are opportun there is the back and forth direct uh messaging

055between the adult and and the child the student at that point. However, it is all managed through the infrastructure of the app and it does not live outside the app for the school district. It lives within the protective nature of the app itself or of the website that we send it out through. Nothing would go from a coach's personal phone, personal private messaging to a student's private messaging. Everything comes through the system in which we have the ability to flag and monitor >> can a parent opt a student out of the [clears throat] can. Okay. >> Yes. So there there are ways to go into the system and do that and opt them out. The parent has full access to it through the app as well. So when they get the message, it'll come to

056them in their SMS messaging. The parent can then opt into using the app if they want to. And then what they can do is they can control that messaging back and forth that way. >> And a and a followup, can the parent ask to see all of the student messages between the student and the coach? Say >> they can they can put in for the information request and we can provide that uh once we go through the appropriate channels as if requesting any student records at that point. Right. In terms of the way that it's it's uh requested. Yes. >> so I'm just going to say I have a real issue with the ability for a coach and a student to text in a private environment one-on-one regardless of its individual text an app. >>

057Serious issue with that. Um there's a lot of national organizations like one of them is called Safe Sport where that's just a big red flag. It's not allowed in a lot of club sports and things of that nature. It It's just a giant no. Um so I I would like to see more information on this. Like to [clears throat] me the ability for there to be >> one-on-one with a coach and a minor is a concern >> and outside of a group group environment. >> Yeah. >> But the one-on-one portion >> is a flag to me with this app. >> So again, if I could if I could just help with some of that. So, some of the the apps that are out there, Sports Youth is one of them that's out there that a

058lot of uh organizations use. Um the Remind 101 system, which was the precursor to this uh this program, this company bought Remind 101. Remind 101, they're they're shutting down as of September 1st. It won't exist anymore. This is what they put in place because with Remind, nobody had access, nobody had any oversight of those of those messages. This program is designed so that we have 100% access to everything that's being communicated so that if we if we have the need or if with the flagging system that it has designed it it's it has the ability to protect everyone involved because those messages are absolutely uh identifiable by us and reviewable by us to make sure that everything is is being communicated appropriately. It also does have, like I said, it does have some safeguards built

059into the programming so that if using some of its AI nature, and we just got an an AI update that we ran through with them because they're using AI to identify messaging that's going through and if it looks like any messaging is is questionable that's coming through on either side, it simply will not allow the message to be sent. It will it will keep it from going through the system. >> We can look into Go ahead. Yeah, go ahead. No, go ahead, >> Dr. We can look into into additional information regarding your concerns and and and and follow up in addressing those. >> Thank you. >> Yeah, we we can also bring back um some updates or a summary of the different types of communication restrictions. So with many many of the apps, we likely

060have the ability to establish whether it's only one way from the coach to parents and entire team and that athletes or parents even cannot respond um in those communications as well. But there are usually a variety of ways that we could establish that so we can bring back that information for the board to review. >> We will look into that and make sure we bring that back. I was thinking the same thing, Dr. Johnson. >> Thank you. >> Certainly. >> Any other questions? Okay, thank you. >> Thank you. >> Okay, the next item, >> our next item, contract specialized student services, EPS learning spire resource. Amanda Leatherby, director of specialized student services and Dr. Christopher Sanzeri, assistant director of specialized student services will present the attached proposal and respond to questions from the board of

061education. The administration recommends approval of the contract with EPS Operations LLC in the amount of $25,8121 and requests authorization for district administration to execute related documents. This expenditure will be charged to the education fund. The cost is included in the budget for the 2026 2027 fiscal year. >> Do board members have any questions? Okay, thank you. That is the last item on our agenda. I will take a motion to adjurnn. >> So moved. >> Second. >> Roll call, please. >> Miss Kerr, >> yes. >> Miss Khan, >> yes. >> Miss Martin, >> yes. >> Miss Thomas, >> yes. >> President Owen, >> yes. >> We are joured at 8:01 p.m. >> Thank you, everyone. Hey, hey.
