001of the board meeting if I could have everybody rise as they're able for the Pledge of Allegiance [Music] the flag of the United States of America for it stands one nation God indivisible withy and justice for all okay just a note as we get started president Kerr is not able to be here tonight and so as vice president I'm stepping in to conduct the meeting uh the first item we have on the agenda is comments from the audience thank you Miss Owens and we do have public comments this evening welcome to the Board of Education meeting we are now at the public Comon portion of the meeting when the board listens to issues and concerns but does not respond to statements we ask that you complete a request to speak card each speaker will be

002allotted up to three minutes a tone sound will will sound when the time is up for each speaker if you wish to reply to your concern please check the box on the card and a written reply will be mailed to you thank you and our speaker tonight is Cornelius Mosby I you coming right up right up front there okay right in the middle you can sit in either chair can I um give you all something real quick sure so first of all thank you all for allowing me to speak for just uh few minutes um I just want to start off by saying I have a such a tremendous amount of respect for educators youth workers anyone that's poting to youth because I look at it like this whenever you're poting to youth you're not

003just pointing to them you're pointing to their communities you're pointing to their families so thank you for for what you do oh and you're pouring you're helping to make the world a better place as cliche as they may sound but my name is Cornelius Mosby I'm the founder of a social and emotional learning program called super sself Institute which helps young people tap into their superpowers so that they can become super leaders within their communities and we've been really focused on uh public speaking skills and we've I'm I'm proud to say the last four or five years we've impacted around like 1500 students we've been on the news radio national uh TV so I'm I'm I'm very passionate about the work that we do and my passion started about like 10 years ago when I

004was working at a treatment facility for advis Youth and there was this young man named Billy Joe not really his real name I'm calling him that to protect his identity but just about every day when I would going to work he would like physically attack me or another staff or he would verbally attack me or another staff and I couldn't I couldn't understand why like why was he so aggressive but after like doing some digging and and looking at his case File as I should have done before but I found out that underneath all of that aggression was trauma so I stopped being upset with him and I started to empathize with him and empathy led me to come come up with creative trauma and formed practices that helped them tap into that those self-awareness

005skills mindfulness skills helped him become more emotionally intelligent and also helped me come up with creative empowerment techniques that helped him discover his inner strength his uh superpowers which eventually led to him discharging from this treatment facility successfully and becoming a superlead within his community and so I was so inspired by the story of bully Joe and I was so inspired by the work that I was doing this pretty much how self Institute came about and so I'm here basically to partner with this District uh and we have data that I passed out you have the uh holistic student assessment that shows the effective effectiveness of the program U like I said we focus up FOC we focus on social emotional learning trauma informed practices and we've been really emphasizing on the skill of public

006speaking and communication and we're one of the biggest thing right now that is going to like really sep at our social emotion learning uh company from a lot of others uh throughout the nation is this mobile app that we pull that we're rolling out it's a comprehensive holistic therapeutic platform aimed at providing educational and emotional well-being to student staff and parents enhancing their emotional intelligence and well-being and so it long story short is help it tracks their progress and we're and we are willing to do a pilot program thank you so very much appreciate to tough okay we'll move on to other business do board members have any updates okay Bo a request Dr Johnson thank you Miss Owens uh this evening we have 10 requests for information under the Freedom of Information Act those

011school year some of these individuals may be rehired providing they have proper licensure while the Board of Education takes the action very seriously dismissal consideration is customary at this time of year in order to follow state requirements attached please find a copy of the HR resolution and sample letter each resolution must be voted on separately HR resolutions will also be presented at the March 11th 202 for Board of Education meeting Mr Moore assistant superintendent of human resources and Mrs pre Director of Human Resources will discuss additional reductions and force reductions and force on tonight's agenda will address the following categories teachers authorizing The Honorable dismissal of teachers and authorizing dismissal of tenure teachers without an Illinois professional educator license okay so since we have to vote on these separately I'm going to read the first

013is returning to the D to present the attached list of authorized depositories and will respond to questions from the Board of Education also attached is the 2023 annual report for pfm asset management Administration recommends the Board of Education approve the list of authorized depositories board members have any questions Miss Thomas you're okay thank you thank you Dr Williams is there anything you want to point out while you're while you're there for us is there any highlight yes I sure can um in accordance with board policy 430 regarding revenue and Investments the recommendation to add pfm asset manage to management to the district's authorized depositories is included in your packet this is in an effort to segregate the interest earnings associated with the bonds that were the B the first bond issue as well as the

014second bond issue and um pfm pfm is a subsidiary of US Bank Cor they are a national investment firm managing more than $3.5 billion in discretionary Assets in Illinois for local governments as well as school districts um some of the districts that um they work with uh you may be familiar with Palatine um Wheaten Warrenville shamberg Valley View it's a very large organization um Triple A rating on on Fitch so they have the highest rating over 90% of their clients are governmental entities and they do have initiatives as it relates to diversity um diversity efforts in in their firm so um this is an organization that um is well respected in the industry larger than all of the other banks that we currently use as depositories and that is why we're bringing this recommendation to

015you at this time thank you any questions after that no thank you thank you you work session resolutions uh this evening we have a resolution approving the Declaration of trust of the Illinois trust and authorizing the execution thereof and authorizing certain officials to act on behalf of school district number 46 of K cook and DuPage counties in Illinois Dr Williams Deputy superintendent of operation remains ready to review the attached resolution and respond to question question from the Board of Education Administration recommends the Board of Education approved the resolution approving the Declaration of trust of the Illinois trust and authorizing the exe execution thereof and authorizing certain officials to act on behalf of school district number 46 K cook and Dage counties Illinois and Dr Williams I think this is something that we we haven't seen

016on a regular basis so if you could give us a rundown of of what this entails yes I sure can um the Illinois trust is actually the investment vehicle that would be utilized by pfm Asset Management as it relates to the bonds it's very similar um to the Illinois liquid asset Fund in which we already participate it is another fund used by governmental entities and school districts in the state of Illinois Don or I'm Sorry Miss Martin it's okay um so this resolution is separate from the list of authorized depositories correct but it's related because yes it's the trust that's used by one of the authorized that we're exactly looking at approving okay the the authorized depository that um we're recommending pfm Asset Management um they require this resolution for anyone that joins their governmental

017pool as it relates to investing so this is paperwork that they want us to do yes ma' but it has been reviewed by our bond Council as well as um the board's Municipal Bond advisor um Miss Hennessy thank you you're welcome any other questions any other questions thank you thank you a work session bids and proposals thank you Miss Owens tonight our first item is a bid for plant operations Centennial Elementary School roof replacement project 576 M Waldo director of plant operations will present the attached proposal and will respond to questions from the Board of Education Administration recommends the word to the lowest responsible bidder preservation Services Incorporated in the amount of 1,793 950 and requests authorization for District administration to execute related documents this expenditure will will be charged the operations and maintenance fund

018the cost is included in the budget for the 2023 2024 fiscal year board members have any questions thank you our next item is a proposal for gifted Northwestern University Center for talent development summer enrichment programming Mr Tennyson assistant superintendent of teaching and learning and Miss Wells gifted coordinator will present the attach proposal summary and will respond to questions from the Board of Education Administration recommends approval of the proposal from Northwestern University Center for talent development in the amount of $19,500 and requests authorization for District administration to execute related documents this expenditure will be charged to the education fund the cost is included in the budget for the 2023 2024 fiscal year board members have any questions thank you awesome thanks next we have a proposal for equity and Innovation branching Minds Dr Lance assistant superintendent
