001the March 20th Board of Education meeting if people could please stand for the Pledge of Allegiance images okay the first item on the agenda is accident on achievement Dr Johnson thank you madam president and Board of Education members to begin this evening we are celebrating our nationally board certified teachers and colleagues as part of the board of education's Acts and achievement the Board of Education recognizes school district u-46 teachers who have recently renewed national board certification this is the highest credential in the teaching profession and made me the most powerful professional development experience available to our teachers Miss Thomas okay foreign it looks like everybody's renewing right is there anybody please okay excellent so um I understand that some of the folks are here and some of them aren't so as I read names if

002um folks will just come up Megan balzer um Christine Bowen Nicole fernstrom uh Laura ocampa this will work and we can do this here you are congratulations so much [Applause] sorry Dad Garcia Anna halcock mciverly um Kimberly Stancil foreign not to put you on the spot does someone want to volunteer and give us the 30-second minute rendition of all the hard work that you did because I know it was hard work national board process was is um without the most rewarding professional development that I have gone through um it really made me it it required me to closely scrutinize my my practice it's a process to put your practice up against other teachers in the nation and see if you meet those standards by teaching recording your teaching writing about your teaching rewriting about your

003teaching rereading your teaching rethinking your teaching and doing that a million times until it's time to submit and then being scared to death to submit so it's a very scary thing but very rewarding just as Laura said Laura and I worked together 10 years ago to go through it and work together this time going through it so we have a good Bond and we've taught together before so the two of us are happy to be here together I would say all the same things and mostly it's a reflective process it really makes you think about your own practice and be willing to go back and change things in order to impact greater student outcomes and the part that was most beneficial to me 10 years ago and just as a recent was the collaboration with

004the classroom teacher because I had to borrow a classroom so that was um 10 years ago I had to borrow a classroom and as a reason I had to so that was a a really powerful opportunity to have some discussions with that classroom teacher about the students about what I was doing about what she was doing what I could change what she can change and um I think it grew both of us excellent well thank you very much everyone congratulations foreign but is Emma engel's here yet not yet okay so we will do her later on okay that's great okay so we can move on to the Strategic plan report Dr Johnson and thank you uh this evening I have the honor of welcoming Dr Lance the assistant superintendent of equity and Innovation Ms Jackson

005director of equity and inclusion and Ms Roberts teacher leader of educational Pathways to provide the Board of Education an update on our Equity planning and work good evening board president Kerr superintendent Johnson and Board of Education thank you for the opportunity to provide an update on our Equity work to date as Dr Johnson shared I'm joined by my colleagues Lisa Jackson our director of diversity equity and inclusion and of course Doreen Roberts our Equity pillow leader as well as the teacher Elite of educational pathways foreign we have two overarching goals this evening one is to share an overview of our Equity work to date and then finally share our immediate next steps the intent of this slide is to depict what we will briefly yet succinctly share this evening for the sake of time I

006will not read this slide to you but if I can bring your attention to the image on the top right the you matter pin originated from a conversation Miss Roberts had with the staff member in u-46 the staff member in particular was looking for a way for students to have an identifiable place that indicated it was a safe place for our students who identify with the lgbtq plus community from that conversation the you matter pin was birthed as a way to acknowledge and recognize that Equity ambassadors in u-46 some people are doing amazing Equity related work yet they often fall under the radar the you matter pin allows us to say we see you and we acknowledge you and you should have a pin in front of you this evening um our Affinity groups are

007spaces for staff who share common identities to discuss Mutual concerns and to help one another navigate this large District where they find themselves in the minority last year we reported that we had five groups that staff could join well this year two staff members approached us reached out to us and asked if they could create groups um the first one was individuals with disabilities and a meta group that's Middle Eastern and North African and we did and then they did and now they're leading those two groups we also had a meet and greet in November we're members of all of the groups came together it was a great time of Fellowship uh there was no agenda we were just sitting together we broke bread we ate pizza and soda we talked to one another we

008got to know our colleagues Justice people um and it's oftentimes what happens is that we're in these big buildings and we don't even know that people exist so it was a time where people found one another and they uh we developed some relationships and strengthened ones that we already had um additionally our affinity group team leaders so the leaders of each one of those Affinity groups we have become a trusted group where the 20 12 of us we come together and we share our ideas for success in our professional and our personal concerns um and we just really created a great bond together with one another that the 12 of us as well as other people but we have a special group Brothers rise up and I am lead are an asset based opportunity where

009we make space for our kids to show us who they really are we intentionally ask the students to show us just how beautiful and kind and talent talented and oftentimes show us how funny they are and they do these small groups allow our young people to open up and to have honest candid conversations about what concerns them we also cater to activities that interest them we have kept in mind our academic teaming uh through the u-46 rising work and our goal is to ensure opportunities for our students to amplify their voices they've been responsive to recommendation three of the equity audit through the continuous Improvement priority work that is currently underway for example the curriculum and instruction Department received the equity audit and we're able to immerse themselves into the findings and recommendations as a

010result the team is now working to identify where we have common assessments and where we need to build out our common informative assessment Bank also making sure our assessments are deeply aligned to State Standards has been a pivotal part of this work this year a response to recommendation Force found in our work with monitoring our rigor walk data attendance suspension and grades data on a weekly basis our assistant superintendent of schools provides the executive and instructional cabinet members the executive directors the directors and the coordinators with these data for sharing analysis and planning for example the executive directors incorporate the data these data that I shared in their meetings with their principals and administrators we also regularly regularly collect data from students staff and parents regarding climate and Equity inclusion issues excuse me students in

011grades four through eight parents and teachers have until March 31st to participate in the five essential survey the Panorama survey opened today and that's for students in grades uh four through twelve as well and during the week of October uh 31st 2022 so the school year all employees had the opportunity to participate in the Gallup engagement survey we've also conducted several student Focus sessions on March we had the honor to join forces with another vital group of stakeholders in our district over 600 of our paraprofessionals and homeschool Liaisons participated in their professional development day the equity and Innovation Department led the morning session unpacking District data through the lens of equity and guided them to make connections to the significance their roles play in this work this is a first annual partnership with them so

012that means that we are anticipating an ongoing collaborative we had a professional development session with approximately a hundred of our school counselors on January 31st on becoming culturally competent and checking our biases at the door the session objection objectives were to Define culture and climate competence describe why cultural competence and cultural humility are important for creating Equitable and inclusive School environments to examine how deep-rooted biases hinder good intentions and through self-reflection identify ways to increase self-competence okay another area we are examining our Equity impact is in our curriculum this is an example of a program we are piloting in collaboration with our curriculum and instruction Department this curriculum scorecard has three specific sections we are looking at the first is social justice and by social justice we mean does our curriculum include identity privilege power

013and contribution through a deep and critical lens the second is representation do our students visibly see themselves in our curriculum and the third is teacher materials how are our teachers instructed to use our curriculum with our students got a double duty here the Illinois state board of education has created the equity Journey Continuum the data you see here is from 2018 2019 that's the most recent we have due to the pandemic this is a tool that districts use to track progress in gaps in student achievement supports and opportunities in the three areas that are shown you can see the range for our district using this data we have identified that providing access to Algebra 1 for 8th grade students is an area that would move us in a positive direction continually improving our learning environments

014to be safe and healthy for all students will positively impact our learning conditions data and in the area of elevating Educators we are revising and updating our Recruitment and Retention efforts to move towards diversifying our staff to reflect the demographics of our district last year in the African-American advisory Council we brought in guest speakers who are leaders in equity work to speak to and support the members this year we have shifted gears and are utilizing a book study format the African-American advisory Council has been reading Jarvis's book fugitive pedagogy the book introduces Carter G Woodson's who is the father of Black History Month his education philosophy and its impact on black education the book tells the origin of black education as a story of Black Liberation rather than incapability it demonstrates that black people have

015always treated reading and writing as the keys to Freedom The Advisory Council uses discussion questions to guide conversation make connections and discuss implication on our systems and our lives and the lives of our students as a result of a more intimate sessions within the African-American advisory Council meetings our family and even some staff members have become more comfortable coming to us with questions concerns and in some instances our families have asked us to facilitate meetings between them and staff members this is critically important in ensuring our families know that not only do they have someone to listen to but they also have someone who will Advocate on their behalf as a result this has strengthened relationships between central Administration and our families and it's helped to facilitate facilitate ongoing conversations with our family members the

016next few slides will allow you to see how we've used thought exchange this is a platform that boards you just approved last meeting so thank you but this is where we are hearing from students and staff on a number of issues we will also share more about thought exchange and how we use it to capture qualitative data later in the presentation as you may recall you recently approved our HBCU 2023 summer tour prior to obtaining approval however we wanted to hear from students what went well or what was memorable and how might we improve here you will see that 35 students were invited to participate in 35 responded by entering a thought with some excuse me a thought or two with some significant agreement as indicated in the medium alignment one person shared the most

017memorable experience was getting to meet new people and connecting with each other if I could improve something I would invite seniors and you heard me speak to that at the last meeting unfortunately seniors can't go recently we visited a couple of our high schools where students are currently enrolled in our African-American studies course which again you also approved the purpose of that visit was to hear from our students specifically we wanted to know what did we do right and where might we improve you can see a few of our top rated thoughts from students so for example it's nice learning about black history because you learn a lot of the people in the past and how they influence other people nowadays someone else said I think it was a good initiative in adding this class

018since black history has not usually been discussed much in your typical history class it is important because it keeps us aware of the history of one of the largest minority groups in the United States so again hearing from our students the past few years we've held an equity Symposium in 2021 the Symposium was three days long in the month of June there were approximately 2 000 individuals that enrolled for that conference and just over 6 000 total participants in sessions in 2022 we expanded the equity Symposium to five days and held in August there were 2030 individuals that enrolled for the conference and approximately 6 700 total participants in sessions this was an average of 832 people each day or 1339 total participants attending daily sessions as you can see in the feedback the equity

019Symposium reminded our Educators to find their Joy participants had choices and could select the sessions which were at their Readiness level and that it is important to accept our students for who they are as you know our Equity committee has been meeting and working for several years the committee meets on a monthly basis and pillar groups or subcommittees meet outside of the whole group meetings each pillar group is aligned to the Strategic plan the committee operates under Four Agreements be an equity ambassador monitor impact over intent monitor your level of immunity to change and what is shared in the equity meeting leaves the equity meeting all of the members of the equity committee are part of a pillar or a subgroup the members of the equity committee include people from our u-46 communities certified staff

020members and classified staff members this work could not be successful without the various perspectives and knowledge offered by our members you'll see that within pillar 1 Student Success and pillar 3 culture climate and Community there are two groups we further divided these pillars this year in response to the equity data we have collected and analyzed I'd also like to acknowledge the members highlighted in blue these are our pillar leaders who first who facilitate and guide the work of the committee and I know that there are several committee members that are here in the room with us tonight too the committee is dedicated to learning growing and creating an action plan that moves our system forward each pillar or subcommittee has analyzed and identified specific areas of our school systems that need to be improved then

021root causes were identified and action steps were created to meet our measurable goals each group is currently working on getting feedback and refining the equity plan we believe will keep us on the path to changing our systems to measurably work for all students this is an example of the tool we will use to house the plan and document our progress in real time the committee's commitment to learning has included two book studies over the last two years the first book is titled Street data which helped us learn how to incorporate qualitative data into our Equity work we were blessed with time to interact with the authors Shane saphir and Jamila Dugan during this time they helped us design and practice empathy interviews then reflect on the data that we collected this year we are reading

022and discussing why race and culture matter in schools by Tyrone Howard we process the research from the text and discussed the impact of race and culture and student achievement in our local system we utilize our learning to find ways to move us towards meeting our moral imperative in an effort to apply our learnings in particular Street data you'll notice that we spend quite a bit of time ensuring and centering student and adult boys so over the course of this year alone we've conducted five student focus groups both at the Elementary and high school level we've also engaged in 70 thought exchanges some of which you've seen already but from May alone we have led or facilitated 23 exchanges where more than thirteen hundred participants were engaged in more than 1100 thoughts shared for a total

023of close to fourteen thousand stars or assigned Stars as you heard earlier our fourth annual Panorama survey commenced today one of the areas we asked our students and staff to weigh in on is sense of belonging last year 49 of our students said they felt a sense of belonging that meant 51 did not that's useful data however that data alone is insufficient thought exchange allowed us to ascertain additional data so for example using thought exchange we asked staff members what actions should we take in order to create a sense of belonging in u-46 for our students 375 staff members participated with 289 thoughts and more than 5 000 ratings that we are still sifting through another opportunity which is one of my favorites is to hearing from students so prior to writing the African-American studies

024course again we use thought Exchange to hear from our students so you'll see that our students in grades 7 through 12 more than thirteen hundred of them participated with close to 800 thoughts one student in particular said yes we should explore African-American figures that we do not know much about yes we all know about Martin Luther King Jr Etc but there are tons of others there are so many influential African-American figures that we do not know about and we should take time to explore them so with thoughts like these you'll see that we had over 10 000 thoughts that were rated again an opportunity for us to hear from students and then apply our learnings each month the equity and Innovation Department creates and sends out a newsletter our newsletter highlights events people and information

025that impacts the people in our communities we utilize social media our web page and email to deliver our newsletter as you can see our newsletter reaches beyond our local community we have thousands of visitors opening the newsletter and our fans are found all around the globe on February 23rd we partnered with alignment collaborative for education to hold our second annual historically black colleges and University panel hvcus on the panel where students staff u436 alumni from Grambling State University Morgan State University North Carolina Agricultural and Technical State University Tuskegee University Xavier University of Louisiana or Louisiana [Laughter] while the members from these hbcus were our honored guest s were our Focus they were our main focus they help those students they held the floor or the zoom light and were given personal and historical perspectives to

026their questions and concerns so our next steps are as follows first is to finalize that Equity plan that everyone is waiting for so our goal is to finalize that by May of this year and of course to continue working through all 400 pages of the equity audit in particular those recommendations that concludes our report to the board of education and we will accept any questions at this time any questions from the board Melissa thank you for the presentation I really like the um the the slides with the thought exchange examples it really helps to kind of visualize the the types of you know the type of data that you're looking to get from that and just the information right I mean some of those comments are really really valuable and that's one way to to

027get at that um so I really appreciate including that I've got one specific question back on slide six um and this is refers back to recommendation three from the equity audit on curriculum and assessment design and delivery and um this Jackson I think you touched on this a little bit about redesigning our assessment tools because looking back on the presentation that we got last year with the um once the equity audit was completed and one of the findings was that um this is finding 2.3 while students participate in many national state and local assessments student assessment data from those assessments are not used or are not used effectively to improve certain student learning and achievement so can you just go a little bit deeper into the work that you're doing and that particular piece yeah

028well I can give you an overall of what's been happening I'm not part of the Department of curriculum and instruction but I do know that they've been looking at standards state standards and then we have the Illinois assessment for Readiness assessment and so looking at those standards unpacking them seeing what they um how they the tasks that we have for our students how they have that alignment and so it's a backwards mapping I know this has been work done at so many levels but there's been a specific work done at one of our middle schools okay so as we do that work and and refresh my memory because I don't I honestly don't remember if we talked about those last year but so we've done the equity audit and then you know I miss Lance

029says I know you you just said right working through you know it was a it was a considerable amount of information that audit and I know there's a lot of of work that you've done so far and a lot of work yet to do what are we what are we using to measure that work in like a holistic sense so that we kind of know you know like two years from now how do we compare where we were at in 2021 or 2022 to 2025 or whatever it is that we're looking at that does that make sense it does so there are as you know a lot of recommendations in that report but if you go to and I forget the slide but Miss Roberts referenced the um dashboard um So eventually the equity plan

0302.0 will be housed there so all of our Equity committee members they have access to the equity audit as well to try to triangulate the data that we had pre-ordered the audit and also current data that we have now additionally as we told people even while we're writing this Equity plan 2.0 we're still doing the work so for example in the equity audit um they were very conscientious in saying to make sure that we capture the voices of our students and our family members so we've been trying to be very intentional with doing that that's not currently written in a plan but it doesn't mean we aren't doing the work so we'll be able to measure the work once that plan is done through the implementation benchmarks so if you look on that dashboard and

031I don't know if you want to go to that slide but on that dashboard you'll see that there is a section right there so that implementation Benchmark it's the furthest to the right those are the things that we'll be measuring to say whether or not we are making progress along the way it's pretty much similar to a 45-day goal that you might have been hearing through u46 Rising work okay thank you you're welcome Eva thank you for the presentation and thank you for my you matter pen um thank you so much for coming back with more data because last year I remember I wanted to know more data how many people attended you know the various things that you were presenting to them so thank you for that uh along with Miss um Owings the

032the data will reflect as you continue with your uh planning process how we're doing uh thank you for the feedback from the students and I mean that's um I guess you call that uh Street work Street data okay all right so thank you for that because it was good to get the feedback from the students who actually engaged in the black history curriculum uh to know how they feel about it and I always say African-American history it black history is African-American black history is American history because everyone needs to know the history and so it's good to get the feedback it would be good to know how many students of uh various um who's taken the classes a breakdown of that I don't want it to be just African-American students to take it to classes

033so I'd like feedback on that even though I might not be a board member next year when you come back with that but I'll be listening okay because we just don't we wanted to make sure it's Reaching Across the um you know to all students um the equity Equity Symposium I'll be on the Arizona Community member this year okay because I really enjoyed that the last time and thank you for the feedback of how many uh actually participated in that uh I hope those numbers you know go up more because I mean we've made improvements but I think there are a lot of a lot of uh we bring we bring the information to the table and I still feel like a lot of people are not taking advantage of that and I don't know

034how we can make that work or make that happen but it would be nice that everyone would take advantage of that um the speakers that we have it's good that you presented that information to the peer I think you said how many pure para professionals yeah how many you said uh took advantage of that this time so that's great to know that uh 600 right yes because they are working with our students and they need to be taught as well and trained so that's a good thing to do um one thing is that CAC and African-American advisory council meeting is on the same night and we need to figure that out because I want to go to both and it's hard to be in zoom in both or be a person and one of the

035other so we need to make sure that doesn't happen absolutely we can figure that out okay that's that's it thank you for your presentation thank you people I I have a couple questions you mentioned you have Affinity groups for staff do we also have Affinity groups for students they are a couple you want to speak to them yes so the the I am lead um those are for girls and uh Brothers rise up those are some of our Affinity groups that we have um at the elementary and the middle school we have one in a high school um and then we do have Union student unions so black student unions that are in our high schools and I think we also have lgbtq plus clubs we do yes we have those yes and we have

036an Asian yeah we have we have anything that a student would ask us for we as long as we have the staff to support it the sponsors to support it we we answer to the call to our students okay and I'm going to follow up on a couple on one of Mrs porta's questions not only who's taking the African-American Studies classes but are they running in all the high schools all five high schools Unfortunately they are not running at all five high schools they're running at three high schools this year Elgin Streamwood and Larkin okay um next year they'll be running at Elgin Larkin South Elgin okay okay I think I got that right and have you given any thought I know there's an AP African-American history or studies course coming up eventually how that

037will all fit together have you given any thought to that yes we have we've had some conversation um at this particular point it's not a course that we want to pursue um just because of all the controversy We Believe ours is much more robust we also believe that the amount of input that was provided by our staff members our students and then the consultant that we engage with out of Brown University that it really is hands down better okay and one final question you talked about the thought exchanges could you go into a little more detail on how they work to come up with a topic and people respond online or is it in person sure you want to go to a thought Exchange and do any of you want to respond yeah well I'll

038respond it's it's um it's so you pose a question usually we cut we ask a question based on a topic uh and then our Consultants even work with us in developing questions they have so much uh experience with this and so we'll have a question maybe too and then once we have that question it becomes part it's usually part of the presentation so it's not just some cold call it's part of the presentation um and then there's a link there or a QR code so folks get their cameras out um and they answer to the uh the question and so we give them about four minutes to so um so what should our next um I never like yeah what what what's that question whatever that question should we take in order to create a

039sense so then each person can respond to that so you can respond one time or you can respond as many times as you can have in four minutes if you have several ideas if you have you know three ideas or ten ideas and so once we get all of those questions out from all of us in the room uh then we might have a bank of if it's what a hundred of us I don't know we might have a hundred thoughts or 200 thoughts there and then we call time and you go in and then each thought comes through and you can rank them uh five I strongly agree and then one uh that doesn't really apply and so that's how we get those They generate through that thank you thanks yeah is that a

040software you use yes ma'am I think Regina we just bought it I'm sure exactly what it is you proved it a couple of meetings ago all right thank you for doing it but we did yeah but we also did it with the Symposium not before then too right we did something when you hit the scan and then you got the thoughts and everything but now this is a different program but no it's the same it's the same okay but we were using it before it was approved huh no no no right no no Miss Board member Porter so we were first um want to go on the record here uh when we were first using it it was under 25 000 so we brought it to the board because it was at the 25 000

041Mark okay okay so I knew I used it before any other questions thank you very much thank you okay next item uh comments from the audience [Music] good evening and welcome to the Board of Education meeting we are now at the public comment portion of the meeting attendees wishing to make a public comment in person or be assumed tonight we're asked to complete a request to speak form in advance those who chose to speak via soon were provided with a webinar ID number to call in promptly at 7 pm tonight as always speakers will be given three minutes to share their comments the board listens to the speakers but does not respond to individual questions or comments during the meeting a written response will be mailed to the speaker if requested on the form Those

042Who provided a public comment that chose not to speak publicly in the meeting were asked to submit an email to board at u-46.org those emails were posted on the board agenda for public viewing buenas noches foreign our first Speaker tonight is Chase Hopkins foreign I would like to voice my concern again about the removal of the automotive program at Bartlett High School and the Hub models in the high schools I hope this message is starting to get through to you that this plan is a bad idea if you and the administrators think this is such a great idea then we're all your supporters of it all I've seen are students teachers and residents against the idea of the Hub models I mean at the end of the day aren't those the people that matter most

043I understand you will not answer my questions during public comments however I want to pose these questions for you to think about with this historic change in u-46 do you want to be known as the school board that took a perfectly good Automotive lab out of Bartlett High School do you want to be known as the school board that said we want our students to eat lunch on buses while they travel to other schools do you want to be known as the school board that said we don't support the trades in all of our high schools do you want to be known as the school board that increases our carbon footprint by having more Transportation running throughout the day on already congested roads okay what will it take for you to decide this needs to

044be changed before it even gets started was this Five-Year Plan thoroughly thought through were there meetings with teachers were there meetings with transportation with a major change like this where parents consulted bored would you change your mind if you found out that The Five-Year Plan that was presented to you was done without any research I decided to start my own investigation and we'll find the truth behind this plan I mean if your job wasn't to directly teach the students when you come up with plans to help justify your position [Music] I hope some I hope someone on the school board or the new superintendents will stand up for the students because we need a true leader I'll leave you with one last question which side of History will you be on thank you our next

045speaker tonight is Trey Holly uh hello I was here last time discussing the same topic about the auto super work I want to get more in depth about some topics I didn't have time to even talk about when I was in there I just want to start with our office classroom in general and how important it is to us as students um we get a lot of experiences that a lot of uh Auto rooms do not get um Mr Magic and Mr Metallo uh they let us work on teacher cars when teachers have issues with their cars they can supply the parts bring them in and we get to do the labor and experience things like that and student cars if we have time during the day to work on our own cars we can

046bring our own cars in and work on something we need to whether it's an oil change or any other part that needs to be change in our car a lot of Auto classes do not get that experience um just because it is not something teachers have time for or there are too many students in the class to do so so I just wanted to touch on that um the thing I really want to get into depth about though is how if this is going to be moved to different schools like Streamwood and South Elgin um let's say this does work and let's say parents and students they do want to do this program and they do want to go here and do all this kind of stuff um self-delgene is already full their Auto class

047is got a ton of people in it already I don't know about streamlined but I'm pretty sure there are a lot of kids wanting to do that as well um we don't they don't have the room for that so if you were to take these kids that let's say they do want to do this and they want to go to the school you don't want to expand the honest programs you don't want to make these classes bigger if you want to bring these students into these schools and let's say you had 10 or five more people to each period a day it's already hard enough for an Auto's teacher to walk around and work with kids one-on-one and get that experience that they understand working on the cars and getting that help they need because

048without it sometimes they're just it's hard and you don't understand it because you've never experienced it before and that's what the teachers are for if you have 25 to 30 kids in a class in an Auto's room and you got you know maybe two or one teacher walking around that's really hard for those students to get that same experience as everyone else around them for me I know that my class isn't the largest class as my senior honest class is but I get a lot of one-on-one work and I've learned a ton in just doing that my boss even at my job man I'm a grounds crew worker at Barlow Hills Golf Course um has even said that I am probably one of the most experienced people he's met in terms of cars lawnmowers anything

049that has to do with engines just because of this kind of audit class I give you know 7 of my knowledge from cars from this artist class in general I just think a lot of things need to be thought about a lot more thoroughly um there's a lot of things I feel like weren't touched on or looked at that I really think need to be reconsidered um me as a student who was going to school and I'm a senior right now I know this doesn't affect me in the future but I want students to have that same experience um but I would hope you guys would think more into that decision because me as a senior looking at this I can see there's problems with it tons of them and I really would like them

050to be fixed thank you thank you next we have Robert zacker [Music] foreign ERS program and so one big thing about high school for me that I really appreciate is the fact that there's so many opportunities you don't go to you go to high school because there's you can learn so many different things you learn what you want to do with your life in high school because it's not College where you have to pick a major you have to sit in your life plan you get to pick you get to look at you can do experience you could take the intro to law class you could take the sociology classes and then you could take the culinary classes there's just so many opportunities there but it feels wrong to me to just openly take away

051such a huge opportunity for people as mentioned previously the trades are hurting for people they really are and so it seems to me like taking to take that away in favor of the academy the academy is a different route it doesn't lead to the trades it leads to college and potential engineering jobs and it feels to me like with this you almost create like you're a bias where you're saying okay well we think the STEM Academy and the stem students well they're a little bit more important than the autos dollars Auto students because they you know the auto students they can they can take a bus to go somewhere else the stem students know they they deserve their place to file high school and it seems to me that that's rather unfair and it seems

052to make there's also going to be some sort of ripple effect on the road here if we get rid of the other program because you'll get students who will they won't take on us because it's too long and so they'll take whatever they'll go to college and maybe eventually they will look at guys like oh hey this is interesting I'm good at this and then they will join the trades and they will drain audit classes but they'll but the downside is they'll be twenty thousand thirty thousand you know pick a number uh dollars in student debt and that seems to me that's rather unfair when there's something so easy it's literally free at this point because it's the choice is really do we remove something do we remove something which will take money resources time

053and energy or do we let what is working keep working and again I want to touch on that payment thing I've see I've been in the Autos lab multiple almost time to go I take class every day and those Jacks I don't know much about construction I know it isn't going to be cheap I know it's not going to be easy to remove all that stuff just seems to me that's a lot of money that's just down the drain but we have something here that's working well and I mean it really is a matter of let's represent every Everybody Let's represent all of the interests let's not take away them just doesn't make sense to me you're taking away opportunities they're so easy to not take away they're there why mess with them so awesome

054and yeah like I said others program is good it's great where it is there's nothing wrong with it there's no reason it's not like the teachers are bad teachers are amazing why take it away it's it's right there thank you thank you next Anthony matalo first off thank you board for allowing me to speak here I'd like to also thank the college students that were here last week I think that we had 23 students and parents and we have 10 students plus today all here talking about the automotive program um and that's what I'm here to talk about is the program that I've put the last five years of my life into I'm talking to you guys as an instructor at Bartlett but also as somebody who lives in the Bartlett Network it's something that

055I was hoping that my future kids could be a part of and we're taking that away and we're moving it to a different home school um I have seen students over the years I've had about 430 students Plus in my classes come through my class alone I have seen the students that are College Bound I have seen the students that have their plans they have their four-year College Plan their master's degree already mapped out I've seen the students that have also knowing that they were going to get out right into the workforce they're going to go right to work and make money and I have also seen the students that don't have a plan that don't know where they're going that don't want to go to school after high school and that is my concern

056are the students that do not have a plan and for them stepping into my Autos class each and every single day is an opportunity for them to figure out what they enjoy doing most of them take autos because they just like cars or because they are going to drive moving this program means that those students that are on the fence will not take autos at another High School the students that fall behind in their classes now no longer have the opportunity to take autos at another High School because two periods is going to be way too long of a day and those are my concerns the students that are going to get left behind thank you thank you Dan madrich I think you once again for this opportunity to speak to the board um so

057this last week Anthony matella myself we were at training for automotive which we do throughout the year and we sat in on training for hybrids and electric vehicles and uh we were excited to kind of find out that they the ASC who does our certification they have a new set of standards that were released in the last year and they actually uh changed them and the the standards now are no longer allowing the students or making them have the Hands-On portion of the electric and hybrids the standard now says they must have knowledge of a particular thing so which means actually we have been doing that for probably the last decade so we actually are teaching these standards for HV high voltage battery systems and electric so as when we're talking about the green program

058it's already actually already in place now that we've got the standards uh figured out what was disappointing in this decision was made in secret to the staff members the administration of Bartlett High School they had no idea what was going on um the people that are there every day would be able to help guide and and you know see what other options are available if that's what they were thinking of doing um you know we're we're there for the students you know we were told about this just a couple of minutes before the board meeting on that Monday two weeks ago um as was mentioned I wanted to reiterate the point that Bartlett High School is down 405 students from what it was um about 15 years ago which means there's empty classrooms all over

059the place large classrooms with plenty of space um so that that's just one huge thing I wanted to reiterate uh career Pathways should be improving students options of access not removing them um so the most most important thing we must always consider is the students and this is why we became teachers this is why we got on the school board this is why we got into education in general this decision to close a prosperous program is clearly not for the students maybe the most important thing for some is to make sure that the schools are preparing students to be a positive uh contributing member of society once again we can clearly see this decision is not aligned with that same goal in mind when we know that we are need students in the trades Bartlett

060has had a thriving consistent Automotive program for many years countless students have used their experiences in this program to propel them successfully in the industry as school board members you must not forget why you are in your position we urge you to reject anything from The Five-Year Plan that has finances tied to it unless eliminating the Bartlett program is taken off that plan it is your duty to try and improve the district and not to allow it to be dismantled thank you thank you finally tonight we have John norkas thank you hi my name is John norcus I have kind of a unique perspective on this I'm a business consultant for a company called Hunter engineering and we manufacture automotive equipment for car dealerships tire repair shops independent shops and in my course of my

061everyday I interact with service managers shop owners uh body shops all sorts of the automotive industry and every day I hear owners and service managers asking do you know where I can get some Automotive technicians I'm looking for tax I'm looking for tax I hear it numerous times every day I've been hearing it for years it shocked me when Larkin closed down their Automotive program a number of years ago um to hear just a couple of days ago that uh Bartlett is planning on closing it down it kind of blows me away with when you look at the automotive industry right now and I don't know if you've noticed but Bell Tires are being built on almost every corner and they're looking for tax of all different calibers the the automotive field is not teaching

062mechanics anymore it's teaching Automotive technicians the field has gotten so Advanced that even Southern Illinois University has a four-year bachelor's degree for automotive technology to end it at the high school level is shocking because when I talk to some students they say well if I can't go to Automotives in my own school I'm not going to hop on a bus I'm just not going to do it what was said earlier about uh techs that are on the fence not knowing what they do or students that are on the fence not knowing what they want to do most guys and it blows me away to see women or girls in the automotive programs it was never there 15 20 years ago like it is today so it's not just catering to boys but it opens up

063opportunities that can lead into career paths it's not just Automotive technician related I started as an automotive technician and it's a well-paying job that pays well into six figures sometimes two times that and it goes into other career paths many other career paths I thank you for your time and hope you can reconsider your thoughts thank you uh so this evening uh here as we as we uh work to recognize another student we have the honor of recognizing an Illinois High School Association girls State wrestling champion Emma Ingalls from Bartlett High School as part of the board of education's accent on achievement the Board of Education recognizes Emma Ingalls for earning first place in the girls State wrestling championship and for being named the 2023 Illinois State girls wrestling champion in the hundred pound weight

064class by the ihsa is our sincerest congratulations and celebration of your achievement to recognize this historical moment thank you foreign yes we'll just Echo that we have a certificate of achievement that says that's what uh Dr Johnson said um obviously this is a great achievement as I understand it is the second state champ from the his in the history of Barnett high school and it's 26 years of experience um the first female so in the spirit of women's history month and acknowledging your great achievement I'm pleased to present you with this uh certificate of achievements foreign a little behind tonight because she's also a multi-sport athlete she was actually playing softball and so her dad obviously he's dressed for the weather was able to get get here so you know she's actually our fourth state

065champion second wrestling but still 4 and 26 years is is outstanding so hopefully we'll get her a green sign up on our property to honor her uh she's an outstanding student she's part of our Academy as well and uh and does multiple things she's also our Hawk our mascot but no one knows that so that stays in this room please especially so congratulations uh she's outstanding she the whole entire time we were downstate you wouldn't even know that uh that she was in such high pressure situations all she did was um stay focused I you know I tried to crack a joke she wouldn't even crack a smile she was so focused on what she was doing um she'd only lost to one other female contestant the entire year she's 35 to 12 going into

066the state championships and that one is who she beat in the state championship to win it so so congratulations thank you and I didn't say this but thank you to all the people who spoke tonight during public comments as well okay moving on um other businesses board member and interim superintendent update does anyone have any updates yes Angelica so last week on Wednesday I had the opportunity to visit all of the u46 high schools with Dr Carpenter and miss mastorovich it was so fun we not only got to visit the high schools but we also had a front along the way we all learned a lot of things not only about the high schools but also about each other um one of the um key moments was visiting the Burley Automotive program it was super

067fun to see what they were working on and they were actually working on one of the students cars um so it was really cool to see um their passion about the cars and the program itself we also got to see the Elgin Academy the Larkin Academy and their early development program as well so I have um I'm very grateful for the trip and I have learned a lot about the high schools great anyone else Melissa so I just want to um thank state representative Anna Mohler for having um a number of us out today along with other people in the education field um throughout her district for a community advisory meeting and I just want to share with the board members that we received a just a little packet that has some information about the

068the upcoming um the governor pritzker's budget as outlined um as it stands right now so I'm happy to scan that and give you all copies of that um I think we had a good discussion about some of the bills that are currently in play right now in the legislature I did share my concern that there are a lot of bills and that sometimes there seems to be competing interests between some of those bills where you know there's expenditures happening on one end and then lack of funding on the other end and how those two competing interests get reconciled and um and and Miss smaller agreed with me that that's an issue so um I just wanted to put that front and center that that's something that we're watching especially as it impacts District Operations anyone

069else John um so last week I had the pleasure to attend a uh presentation group uh group interpretation performance at Bartlett High School group interpretation is basically it's a condensed play 30 minutes they put on they put on a uh a performance they did um Lord of the Flies and on Saturday competed at a regional level and and won that and so they'll be advancing to a state state competition for that um so and then further sort of PSA on behalf of the Performing Arts it's sort of spring um Musical and uh concert season so keep your eyes out for those events um Bartlett High School I know I live in the neighborhood has Sound of Music coming up pretty popular one among many others so keep your eyes out and shout out for those

070those folks and I just want to note a couple of things that went on last week we had our years of service awards for employees who've worked 20 25 30 and 35 years in the district so that was a great ceremony um really wonderful people very dedicated employees and we also had a lunch at the Elgin High School for alignment collaborative for Education it was actually catered by our culinary students who did a great job and this is to honor this is because Nicor through the United Way I think it's United Way yes had made a lot has made a large donation to alignment which will really help them fund internships over the summer and in the future so nothing I um just tackle the same as Kerr we had a wonderful opportunity to meet

071some of our students we had student performance and be able to tour uh the building and the program as well and so very thankful to Nicor and United Way as well as our alignment work to be able to support our students and our extensive Community moving forward it was a great afternoon anyone else okay for your requests Dr Johnson uh we have two Freedom of Information Act requests responses have been posted on the public domain of our board book and will be available on our website later this week okay next other business Community advisory Council update thank you joining us tonight for the community advisory Council update is Matt hubby and I'm going to Welcome Matt thank you very much good evening first of all we'd like to talk about our recent news uh on

081during the plan so we have joining us here um doctor I believe Peter Flynn and Dr Karen Sullivan and I believe Dr Adams is on Zoom so we have a PowerPoint it's a stick I can see the PowerPoint on my computer but I can't see it on the screen here there it is there we go all right so I will turn this over to you thank you president Kerr members of the board Dr Johnson members of the staff and the public it's an honor to be presenting to you this evening and sharing with you um the highlights of our proposal to you that Hazard young Atia might assist you in the superintendent search we know you've had a chance to review that proposal so we're just going to kind of stick with the highlights and

082and try to answer any questions that you might have at the conclusion we're going to do very brief introductions of ourselves and we're going to ask Kelvin to go first on using the next slide good evening everyone and I apologize for not being able to be there tonight but as we introduce ourselves just want to give some context to our level of experience as we work with you uh in the internal search my name is Calvin Harris former superintendent of St Louis Public School District where I spent 14 years as a superintendent uh 29 years in New Orleans at superintendent as well in that experience obviously I had the opportunity to hire many people as also being a principal a teacher a chief of staff as well and so as we look at the work

083that we might do the work is framed around the kind of experiences we've had I'm presently providing some support as well there's several superintendents in the St Louis area as a mentor and I'm a supporter as well I'll go next uh I'm again I'm still Peter Flint uh and I've I've been associated with Hazard unity and Associates for the past 10 years during that time worked with a number of teams on searches in Illinois Iowa and Texas um so live here in Illinois I began as a classroom teacher and eventually became a superintendent and served as a superintendent in four districts in four different states um started in Pennsylvania Iowa Kentucky and Illinois and as I said I still live here um and uh it's a total of 34 years in the superintendency and I'm

084Karen Sullivan I retired from the superintendency in 2020 from Indian Prairie District 204 so not so far from here another large unit district not quite as big as you all but um a good size for the state of Illinois um I retired up to 39 years in education um different paths special education is my background I was a director of special education building principal and assistant superintendent for curriculum and instruction and assistant superintendent for HR and then completed my career as a superintendent so as you can see I'm failing at retirement I am a consultant with hya but I'm very excited to be here to help you with your most important job which is to hire a superintendent Kelvin so I think you see all of us have failed in terms of retirement as we

085work to do this um important work as Karen has already said so 50 years of experience that we're bringing to the table to assist you as you make the most important decision that you can make as a school board and that's hiring a superintendent uh next slide please uh we have been spending some time learning about your District we are know that you focus is obviously uh academic success for all students and so that's our primary goal to try to assist you as you make the decision to hire as I indicated before the most important uh position in your district and focus quite frankly on academic outcomes for students increase academic outcomes for students and academic success for all students and so we of course begin um with some of the fundamental documents such as

086the goal that you have here and that's what we want to focus on as we assist you next slack please continuing that learning process um understanding your mission your mission is to be a great place for all students to learn all teachers to teach and all employees to work uh you have a facility master plan and obviously you have a bond that you're looking to hopefully pass in the next two weeks I think April 4th is the date you're looking to pass 179 million dollar Bond uh fantastic presentation tonight on your Equity plan I just want to give kudos to the board into Administration uh that's a really really hard work and as I listen to it and watch um what was occurring as the questions came from the board and it's the detailed plan

087that you're putting in place on Equity audit and the follow-up with a but a plan that follows up with that is just really important work uh the four pillows that you articulate Student Success effective and engaged staff um culture climate and community and Excellence efficiency and accountability all important important pieces part of what we've initially learned is that you're supporting 11 communities some 36 000 students 5 000 staff over 90 Square Mouse a very large footprint in Illinois and she provides support to that community next slide please and so about Hazard young and a teal we have done uh are in front that have done over 1600 searches but we have 130 Associates real well here tonight a full-time professional staff technical staff that's um back at the home office doing the work providing support

088to us we look at this with a local Focus while we do searches across the country we want to listen to the board we want to understand what you and your community are interested in and that's why it's important that the survey that we do and the focus groups that we plan on doing with key components of your community will assist us in terms of coming up with a profile that the board can use in terms of selecting the best candidate for your District please so you see here our signature search process and we're gonna next slide I think we're gonna abbreviate that Abyss that's a different um slide deck so we'll we'll um we'll talk about this engage stage next slide in the recruit stage next slide I'm going to go to the select

089phase so you've got the whole piece together but in the interest of time we're going to go here and talk about this select phase which consists of us providing you the board a slate of candidates that we have interviewed and we have vetted and we have done reference checks on and the piece that I want you to understand how that connects to the engage phase is that those interviews that we do the questions will be based on that leadership profile and the desired characteristics of a superintendent that you as a board will approve that come out of an extensive Community engagement process that process will involve open meetings focus groups individual interviews conversations with students and also that data combined with our research-based survey we'll pull those together to come up with a profile of

090what the next leader for school district u-46 should look like what you want with that so those candidates will have met some will have been vetted through that process and that connection to your leadership profile um we will also when we present that slate facilitate um a board interview workshop with you will assist you in terms of developing your own questions for your interviews that match that leadership profile because what you want is a candidate who meets those qualities that you've deemed as essential for the next leader and we will continue to support you throughout the process debrief with you after your interviews and provide any other kind of support that you may need the next slide during the transition phase we'll assist as needed if you need us in terms of in the negotiation

091of the contract process obviously that will um be a major function of your Council but if there's anything we can do with that we will assist with that we will assist with any sort of Entry plan um goal setting for the new superintendent and we can talk more about essential transition services but those are all you know optional for you next slide one of the things that I think makes art from unique is our board portal um it's a confidential portal that you will all have access to where we will put all of our search documents anything related to the search there that you would have access to on essentially any device next slide so we will put Place templates questions um you know the Slate that we're going to present to you all that

092information will be on that board portal for you to access at any time that you wish to do so we'll work with a board to develop a calendar for the entire search process provide information to your communication department for things for your announcement for your website which you already we've seen have a very nice website already up about the search process so kudos to you for already being ahead of the game in that respect um so we'll look forward to working with you and communicating in the way that you feel most comfortable next slide so we've made a commitment to customizing the search so some of these things are our standard we've already modified some of them because of the way you want us to start out your search and focus your search at the

093very beginning but we want to express uh probably more than two or three times tonight the option is always there if not tonight throughout the search the option is there to to customize it so that we are continually meeting the needs of your school district and it is tailored to your school district and what you're trying to accomplish through this search on the next slide we have the calendar and you should have a copy of this in kind of a single page format that might be a little easier to read or maybe the one on your tablet is is big enough to to look at but just to point out a couple of things what we try to demonstrate with this possible calendar is that we want to allow certain periods of time between certain

094functions for example tonight is the planning meeting and then at the planning meeting we'd like to say that it's important to leave at least a week to 10 days before we bring people in for Community engagement and so you'll notice that that is indicated in the calendar and uh we're not locked into those dates uh we do have some limitations with our schedules but uh we want to work around your schedules particularly once the community engagement takes place and and that comes in two major parts one part is the survey and the survey with a lot of a pretty good uh length of time as you can see here for the survey typically in a district to size we'll get a couple of thousand or more surveys returned and uh and then we would use

095that survey which covers two major areas it covers the state of the district area as questions about the state of the district in about 15 areas and then asks people to choose from the 12 research-based successful competencies of superintendents or competencies of successful superintendents and then um once the all that material is brought together by us in a report we'll present that to you again about seven to ten days after we finalize both the survey and the listening sessions that I call the really focus groups and interviews and open meetings uh once the board takes a look at that profile and edits it and approves it that becomes the basis for the rest of this search but you can see that we wait until that profile is approved before we start as Karen said vetting

096people who might express interest in this position um our press presses then calls for an extensive Outreach to to people and we'll talk a little bit more about that later um and but that's what the calendar does in terms of allowing for certain time periods and it's all predicated on finishing by the end of May thank you and then on the next slide are our guarantees um and we even have this guarantee even though we we understand that this is a limited focus in terms of uh this part of the search and uh but we will assist the board until uh we've completed this part of the search and then also we guarantee you that we won't touch anybody that you choose as a result of this search for at least three years and if

097we look back on the evidence of our work we've been involved collectively in over 20 searches and I don't think we've ever gone back and taken somebody from where they were placed and put them someplace else um so we're pretty good at that even though uh that doesn't mean they stay forever it means just that we haven't gone back to facilitate their movement um and then finally if anything should happen during during the first year or under the circumstance chances uh mentioned during the second year will guarantee the search and and that we would re-do the search um just for uh ancillary expenses but not for a fee so um that's in a nutshell what we do and it stated more eloquently and and more detail in in our proposal but uh I know you've

098had an opportunity to look at the proposal and we the three of us will respond to any questions that you might have questions people have do you want to start with some of the ones we have or do you want us to I mean just on on this presentation or yeah but we'll begin with the planning that that's his next presentation okay yeah John it ties into the planning but it's it's we're talking about the contract at present um you talked about some of the transition services and in the discussion we're going to have later one of the things that's noted that you will provide is some Benchmark information on compensation and potential uh you know some maybe peer District information yes so that's not explicitly in the contract I just don't want to raise

099that you know the we don't have to make any edits to what's here yeah but we do that that's that's part of our our process and uh and we'll guarantee that we'll we'll do that but you also are on the record you you all you also have access to to the information that we bring to uh your large unit district Association uh that's an excellent resource but uh there might be some others we'll talk on ourselves there might be some other uh sources that we can tap into as well but uh but that's a really uh having been a former both of us we're former superintendents and so uh we understand that okay very good thank you be glad to help you with it okay Melissa so we know we've got um I'm looking at

100the calendar on page 14. and I know that we've got a pretty tight timeline and there's a lot of things packed in here um just from your experience of of conducting these types of searches um is there any point in this calendar that you think is is a little bit tighter than any of the other points like is there is there a potential for a bottleneck anywhere that you see in anything that we should be aware of um that might potentially cause a problem with us meeting the deadline that we need to meet no Okay so we've talked we've talked about that the three of us and uh we we think we can handle it we know what our schedules look like um and we're ready to focus on what you have to get done

101by May 26th and that was that was an understanding among ourselves um when we were confronted with the possibility of proposing to you okay so we're okay with it and uh we don't think it's it's unreasonable okay I think yeah I just want to make sure that everybody's comfortable with the with the deadline that we have so okay thank you yeah I guess I do have a question and I'm as long as we're talking on the calendar it's worth bringing up now but I don't really 100 certain where it goes like we have an election April 4th of the seven of us sitting here two of us are for sure not going to be here right everything else will will leave to the Fates how will you help us accommodate the fact that we're going

102to have at minimum two new people um jumping in in the middle of this process and we've thought about that as well um one of the things that we're going to suggest that uh that happened is that we do a one-on-one interview with each member of the board and that we do that soon um but as soon as you're comfortable who the next people are going to be to serve on the board we'll do one-on-one interviews with them as well so that's an important ingredient um we'll we'll also ask them the same questions that we'll we're asking you and and uh talking a little bit uh generally now but we asked the same questions in every session that we conduct okay okay does that help yeah okay yeah so that's one one way and I

103don't know if there are other ways that you you were thinking of whether you and obviously will the board itself will have to bring the new members up to speed on on yeah where we are what's going on in the whole process yeah yeah and uh but I think these one-on-one interviews are are really a good exchange of information where you get to answer our questions but uh you also ask us questions too anyone else okay so the process here is we do have a superintendent search proposal um in the PowerPoint these will both be made public tomorrow we also have a letter of agreement that we have all seen that I've sent it out on on Friday um outlining what will be happening and I should note that this has been looked at by

104both the uh Patricia our lawyer and forensic um so um I guess I'm looking for a motion to approve the letter of agreement so moved any discussion questions roll call please Mr Devereaux yes Miss Nolan yes Miss Owen yes Miss Porter yes Miss Thomas yes president Kerr yes motion passes okay so now we move into other business and you stay here I should note for the public normally this would be two meetings we'd approve the contract and go under the letter agreement in one and then we do that planning meeting in the next one but we are on a tight schedule so we have to combined so you have a new PowerPoint on the pudding first of all I'm sorry he's already started okay okay uh first of all thank you very much for the

105vote of confidence we look forward to working with you um as you indicated this is a tight timeline and Expediting this uh I think is incredibly important so we're honor to to work with you over the next um 60 days or so to accomplish what your goal is and ours is as well next slide please um again we are a team that we've already introduced ourselves we will be working with you side by side so there will always be at least two of us who will be there working with you over the days that we commit to in the days that you commit to but there will always be two of us there next slide please um in the interest of time just kind of want to spend a little time talking about the overview

106of major tasks and activities uh the bullet May modify content and structure and matter of fact we encourage you to do so um and we will be the primary Consultants from the beginning to the end the three of us uh the two three that you have to get comfortable with for one reason I know that we feel really comfortable that we will be able to assist you in terms of you accomplishing your goal um next these are the outcomes of tonight's meeting we want to customize the search process for you we want to agree on the calendar for key events and meetings we want there to be an understanding of the steps to the search process and we will walk through that a little bit slower slower than what we did earlier because you have

107an opportunity to ask questions the board and a Consultants responsibilities we've briefly kind of talked about that the understanding of the online survey and its use awareness of the use of the leadership profile which will really be the guiding piece that you use to determine who will be the person that hopefully you will vote on um on the 20 before the 26th and the setting of key components you know basically Communications liaison because obviously we won't be talking to the board in Mass we'll be talking to someone that you identify as the last time that we will be working with our mission quite frankly uh your mission is to be a great place for all students to learn or teachers are teaching all employees to work and we want that to be our Focus as

108well as we um as we do this work with you uh Miss Sullivan before Karen starts just a footnote the three of us have worked together before and uh on a search so uh this isn't the first time is that our first rodeo not at all thank you okay next slide um and this is where we start with asking you a question that we need some uh some of your thoughts on so the board portal all of you as board members will um have access to that board portal the link is is your email which we have but our question to you is is there anyone else that you want to have access to that portal it is a confidential portal so we're not recommending that it be a lot of folks but if there's

109somebody else that you would like to have access we would need to know that um yes and then a question is do you remove board members once after May 1st after that that transition actually happens yes okay and if any at any point if somebody has trouble accessing the portal you can let any one of the three of us know we'll make sure that that gets corrected and we'll uh if we we have a permanent problem we'll send you things directly but uh that'll be a good storage place for them for you to access okay next slide the board liaison during the search so generally the board president is the liaison for the search however we can do that however whatever the board wants to do in general communication if someone asks a question in

110good board governance everyone gets the answer to that question but occasionally there may be something that we have just have to call someone and so we need we ask for a liaison so we ask you to determine for us who would be that board liaison I guess the board president thank you and one other note there someone to the prior um or in terms of open meeting activities communication by email can be to the board as a group right but as a group we can't we can't respond to the group right so our emails have to be communicating to you directly or via the portal as you point out but that's group discussions via email but thanks but that's a good reminder yes yes for everybody okay next slide um so as as Peter said

111we are a team so we encourage you to reach out to us call us text us you have our information here um our back office if there are operational kinds of issues um those are the folks to contact otherwise the three of us and one of us will or several of us we'll get back to you at any time okay next slide this is one of the things that we want to talk about is um whether you're doing an open or a confidential search we strongly recommend a confidential search um under you know the extent that's allowed under Illinois Law to get the best candidates and we want to be cognizant especially in what you're doing initially as an internal search um to be you know in out of respect for people colleagues vying for

112the the same position that we recommend a confidential search but it is up to you so we want to know your preference and I think we've had individual conversations on this and we agree confidential search is what we want okay next slide Peter gets to ask the questions now thanks well have you seen or heard anything about our search that um you need to have done differently or not have done or something that hasn't been in our process that you'd like to see in our process so far and I'll ask this at least once more this is the second time I've asked but uh we want to make sure that you you have that option and that you're aware of that and as I said you don't have to customize everything tonight we can always

113continue to to say we better tweak this or adjust this so we want you to know that this is not an inflexible regimented way of going about this process okay so far I think we're good yeah um so now back to the calendar um let's talk specifically um do you need to do next slide is that yeah that's okay next slide and then did you have the we said we sent this too I think it's the individual I got it I got it late in the day and I haven't printed it yet so I've got a couple of Cups here somebody if that's not big enough okay I got one guy it should be on your piece it's in your presentation can you see it all right on that the calendar we have yeah yeah

114we'll go to the calendar oh okay yeah no we have yeah we have the calendar so we're good with that foreign so just to go through it a little bit here um you know we pointed out that it's good to have certain uh time frames between activities like between tonight and the beginning of the community engagement so we recommend it uh just to skip around a little bit here we're recommending that um we do actually the community engagement with the board we start uh doing that uh soon uh maybe do one-on-one interviews this week by telephone and uh and it usually takes 45 to 50 minutes we say to allow an hour um and we have if that's something that you say you'd like to do and that's a good idea to do then we've

115got a little form that we can pass around and you can sign up for a couple hours and give us some choices uh two hours maybe within the three days we're thinking Wednesday Thursday and Friday give us a chance to get things set up tomorrow and uh and then begin those those conversations um the other the other piece of it is that um we were suggesting maybe the fifth and sixth we know that the fourth is election day and that you're closed on on uh Friday but we thought maybe uh the fifth and sixth and then uh and talking with President Kerr we talked about maybe opening up a day the following week as well um so what are what are your thoughts just on on that part of the search I wonder if we

116only want to do either the fifth or the sixth maybe two days in the following week because it might be a little tight because we're close with the fourth when we're close the seventh so I mean what do other people think well do you mean and not do it this week no no not for the board members this is for the general folks to the 5th and sixth or two days the following week well currently it's one day the following week right right so do either the fifth or sixth in two days would that work for you or yeah so one of the things that uh we didn't talk about in uh and the proposal is that ordinarily we allow four consultant days uh for this community engagement but we've allowed for six consultant days

117so that means uh if if all three of us came on the fifth and sixth for example that'd be the six days right right um but if uh if two of us came on two days that's four and then one could come for two two more days so okay so that's uh but you get you have half as many meetings if there's only one person here instead of two right right okay so uh and that's that's the way we work and we're also talking about doing uh in-person meetings as well as soon meetings but that's all part of the the same package uh or I I said Zoom we could use another medium I guess as well okay so I just want to know your thoughts a little bit on uh when you want it

118done uh obviously for the virtual meetings there's a little more flexibility with that how many how many in-person meetings do you generally do because I think for large crowds I'm thinking Zoom meetings are not large but for some groups it's easy easier to do a zoom meeting I mean even our district is Big so even if you did just say certain staff that could mean that you know they'd have to get to a certain point to do it it might be easy to do it via Zoom um I I hesitate because it depends upon what kind of group we're talking about if we're talking about uh something for all the administrators in the district for example um that might require more than one median it might require several meetings because if people come to these

119meetings you want to give them an opportunity to speak yeah and uh and because we we chart everything that people say we don't attribute to individuals but we do chart everything that people say um and I should back up and tell you that that we asked five questions we ask people to talk about the strengths of the district the challenges facing the district and then using that as a context the third question is what should the competencies characteristics of the next superintendent be in terms of personal attributes expertise and experience and administrative Style and then then we ask people uh to talk to us about why would somebody want to be the next superintendent uh what's what's the attraction and then the final question is if they have somebody that they would like to mention

120who they think might be a good fit for what we've just talked about so so that's that's what we do in those sessions and people like to participate in those and um and then we have another way for them to participate if not verbally in a non-verbal way uh before the meeting is over um so that everybody has that opportunity um throughout our process so back to uh how many meetings would you typically have and and I think that typically uh in a district this size we would probably do 25 to 30 meetings maybe maybe a few more again it's it's good if there are 30-ish 30 people in in a meeting at the most um it can be I've I've done I hesitate to say this I've I've done a zoom meeting with 55

121students at one time and um we had a lot of activity in the chat room because not everybody was going to get a chance to to talk um and so uh so that can be done um but it's it's better when you're doing things in person if you have a limited number of people present would you agree yeah and I I would say in this day and age I think it's good to have a mix because there are we have found at times you know for some parents it's easier these now to hop on a zoom like they know how to do it um and but like for students I'd rather do we'd rather do students in person um so I you know it just really losing fight over who gets to do this yeah

122I know if we all want to do the students um but I think having having opportunities for people to participate either way um I think can be helpful can we do this sort of tentative disc for now because I think we also have to look if we do in person I know we have to look at where where we can put it and as John mentioned we're getting into our you know spring spring plays musicals and we do have one location but I'm not not 100 Century of availability so yeah okay oh sorry yeah no can I just I I do want to if we we go into that next week right the week of the 10th I mean just looking at the calendar I I'm a little cautious that we have the fifth and

123the sixth and the sixth is leading into the spring holiday and so if anybody is leaving early because we're not just work we're not just you know speaking about u46 Centric communities right we're also hoping to also draw some people in from The Wider Community right so I'm just concerned that people may be traveling for a longer weekend since that's a holiday weekend for some um you know that that really might necessitate going into and I'd probably want to stay away from the 10th too for that reason right and then you know so that leads into the 11th and the 12th so then my question back to the representatives from hya is if we go to the 12th does that leave you enough time to complete the board profile before the board meeting on their

124or the superintendent profile before the board meeting on the 24th yes if we go to the 12th yeah you will have enough time yes okay so that just gives us a little bit of we need about seven to seven to eight days to report together um but we would shut things down the day after the last uh Community engagement session okay okay yeah so we leave that up we always leave that open because some people think if they come to the in person or Zoom meeting that they don't have to fill out the survey we would like to have the opportunity to do both okay okay and it just had a fun and and Angelica you might know the answer to this as well we have a student Summit coming up when is that um

125I believe it's April 5th yes April 5th is it possible that we could have them at the student Summit that many kids I think or is it too many that's probably too many yeah can we be sort of at least publicize the survey you know oh yeah we probably could um I can include it in a presentation that I'm going to be presenting at the beginning of the student Summit yeah yeah you're right it probably would be 20 kids like 200 kids you know well no it would be great if if we got uh survey participation because sometimes in districts that we don't get a lot of the students and we have six slots that we can use on the survey and what we usually do is we if a board wants to do students

126and a lot of boards do um then one the board gives up their slot because there are only seven of you possibly a couple of more and and then we can do that hand we can tally that by hand it's interesting yeah so just giving up the electronic piece right not really yeah yeah no I get it I know so could you even maybe at the summit give them like five minutes here fill it out right now so they don't forget and right and you said it's not going to be electronic yes it will be it will be okay all right yeah that's much easier I think yeah yes wouldn't do it yeah QR code and their phones exactly yeah right and that's on the fifth you suck right thank you okay so um yeah

127so maybe if we look at the next slide it begins to talk about the groups and then we'll go back to the calendar and talk about that a little more is that okay sure and uh you like the idea of of doing each board member individually and I've got a little formula while we're going over these these groups here um we've got seven uh sets on this this slide and we have six on the next one um and I've already mentioned about what the questions are and then um so the idea these are suggestions so again here's where you customize right and uh just to go over the what we written down here administrators at the district level and then principals and assistant principals and then support staff uh leadership support staff have an open

128meeting teacher leadership and then teacher having open meetings um and then um on the next slide uh you'll see uh students as we just talked about uh elected officials and perhaps former board members uh Community advisory Council alignment collaborative for education I think I have those correct and then you have it you have a Education Foundation perhaps their board and then um this one we're really sure of whether I don't think you have a district council uh for either PTA or PTO but maybe people just uh who represent leadership in the PTO PTA throughout the district could come to a session and then um those are those are generally in the evening but we also have done some districts where they have one during the day too for people whose schedule works better for a

129daytime meeting again we're talking about a mix of in-person and virtual meetings so if we could go back then we can go to each group if we could go back to the previous slide yeah um so board members individually administrators at the district level um we could probably probably do that as a you could probably I'm trying to think of how many people that might be in all but um that should should probably I mean I know not everyone comes to all the meetings I'm gonna guess that you I'm gonna guess that you've got 60 or 70 in both places at the district level yeah District 11 60 or 70. we have about 300 administrators including principals including principals so people with an administrator title just yeah and I was thinking principles we could break

130up between the secondary and the primary if if you wanted to live because we have what 44 including this preschools currently 42 Elementary principals they all have at least one assistant principal their residence resident administrators you have between 10 and 12 at all of the high schools and two to three at all the middle schools but then you have administrators who are based here as well as like plant operations and across the system The Welcome Center people so I think it would need probably three or four meetings for the principals assistant principals and probably Zoom I would guess I mean that's how you usually do your administrative meetings right we we started uh We've we've slowly returned it in person as well and we host many of those at the at the Welcome Center but

131we find Zoom to be more flexible so does that help you I mean if we do yeah and we can work out the schedule we don't we don't have to do that now right that gives you an idea of the number so is it Brian that I'm going to be Brian's over here yes right we're going to be best friends um support staff leadership we have the iea leader overall but we also have the heads of we have six well five excluding the Teachers Association bargaining groups and I think their leadership has three or four you know people in each one so that could probably be one group and I guess you're talking about an open meeting for support staff it's always hard to tell how many people will come out to these things I

132mean I would assume we want to do a public meeting for that yeah um because I know I've been to things where they've invited all the support staff and you know not many people so so and that's okay I mean those things happen but people have the opportunity and they might want to give them the opportunity um that's okay and what we like to have is ready for a backup plan if we get a large group of people we might want to split it among two two of us and yeah so that kind of thing so but again we'll we'll try to predict where we need to have that capability as we're making up the schedule that's why we need probably seven to ten days or so to work between now and then right to

133to organize this and get it all together and give people invitations to come right and uh so um okay so are there any other groups that you can think of that we haven't mentioned here or um and the main idea is to make sure that we hit the groups that you think are important right can you go to the second page again for the next slide next slide yeah just to see what that was yeah yeah I was thinking instead of we don't have a PTO District Council but we do have oh okay go ahead Veronica you finished your thoughts I was gonna say we we thought maybe we could contact not even all of our schools have ptos but have the president of the PTO and the booster clubs in the high schools as

134possibly one group together so yeah what I was going to ask was the um the community meetings of the of how we're going to um hear from our Spanish-speaking Community you know we're going to have a bilingual one or have a session in Spanish have translation how can we accommodate that because we have such a large population and I'm wondering if we can do one um specifically for in Spanish yeah yes and I think look location might uh be something to think about there as well and but we would rely on you to assist us with uh translation I've I've been in those sessions and been able to follow along to some extent and uh but it's it's helpful to have the translators there and uh um so what we'll again we'll rely on you

135to uh help us and usually there's a more of a comfort level with the translators being present uh um than one of us or we brought somebody in from hya to uh to communicate Spanish and it works better if it's a district person uh doing that and then but we'll be present for that we'll do the charting and that kind of thing so I was thinking you know like we have other groups CAC and and I'm why not um we have a couple of groups that could work they could work together to facilitate that I could ask them to yeah do you like the bilingual parents yep bilingual parent Association and then also hip um I call it hibbly or for past uh pipley members hpli members and then and yeah parent Council yep and

136some of these you may want to combine so for example we could probably combine um what we can talk about but like the former board members might work better with the Education Foundation board for example oh that's a good idea um and Community cac's been you know kovitz hit a number of our advisory boards and I know that Eva you've mentioned even the African-American advisory Council has been a little low perhaps combined having them with CA if we I mean if we could do them separately that would be great so yeah I mean it would be nice too I mean some of those groups might go together well because it's concerned parents and yeah yeah other groups anyone other other groups okay yeah I was asking other groups so that gives you I hope some

137information we can work out details as liaison we'll be we'll be showing it to you as well yes uh and I'll be helping Brian so he doesn't seem to get all the more smile of anticipation he has on what's up uh so so coming around is a little forum for each board member to sign up we're asking you to give us two possibilities for you we'll only hold you to one and then we'll confirm that tomorrow put it together with our schedules okay let's just and then we'll have one board member we'll have to get to right yes she has a family emergency so she's not here and I'm not sure what her schedule is this week either so okay so um next slide okay then um wait so I did kinds of groups and

138uh tell me when you're ready I'm sorry yeah I did have one other question um is there any possibility to get the survey in other languages we have a lot of Polish families we have a lot of the Girardi families that's not already available well uh we I don't know that we have one in Polish I I did mention that that might that might be a possibility okay it usually takes three or four days to do that to keep that up and running if we if we had uh two weeks that would you know we might not have it the same day that we start all the other surveys but we couldn't get it okay um we've got something like a hundred languages represented in E46 so any additional languages we could add it in

139is is great but I realize that that's a Monumental task Spanish is built in so right if you understand that uh sign on you actually choose English Spanish yeah which is perfect because we have a significant amount of Spanish-speaking families um but we could we can do other languages okay maybe we'll get together as a board and just tell us what you what you want and uh I I gave him a heads up at the office that uh I'm happy that possibility okay I haven't I've mentioned polish because somebody mentioned that I think uh yeah I don't know Dr Johnson is it possible to get a list of the most prevalent languages yeah okay that'll give us an idea maybe some other ways of doing it uh it's it's not the best way but the

140other way of doing it would be if there are ways in which people could come together in those groups and then you have District people that work with them and bilingual education somehow uh that they could interpret the survey for them but okay there's a little more cumbersome but we can you can get them both online and uh well we can get them online in what kind of languages okay is there an additional cost to do is it's 415 a language okay yes so not all 100 languages is what we're saying [Laughter] um okay yeah so we we can we'll connect with our liaison and get a better answer for you so that was on the next slide uh English and then the six groups um so those groups okay for you uh there's seven

141listed there uh with the understanding that the board would would come off so you have six left but if if you want to group other than the way we've grouped them um that's your prerogative but people okay with these groups yeah I feel like that hits everybody right yeah we're on the survey so all of those people would fit as either parents or community members so what we'll do is uh when we confirm the conversation the one-on-one conversation that we have with the board we will send you a copy of the survey and we'll send it in two formats we'll send it in word and we'll send it in a PDF so if you can't open word we might be able to figure out the way to send it by Google too but uh we'll

142we'll definitely send it that way so that the one in word uh you can do on your computer without taking it off the PDF file you have to print it out fill it out scan it send it back so so it's got four steps to it um so but we'll give you those two options and uh when we confirm the one-on-one conversation okay um and then so we'll try to get the uh the basic survey up by uh in two days well I have it ready I said Wednesday is Thursday the 23rd that's uh Thursday Thursday definitely by Thursday but if we can get it sooner than that we'll let you know and then you can start publicizing that it's available and just to clarify the survey is on your website but we need a

143link from our website to your website correct okay yeah we'll give you a link yeah we'll uh we'll we'll exchange links okay yeah um actually another question is I'm looking at this a certain I don't think anyone would ever do it on purpose but is there a way to like oh shoot I accidentally clicked administrator and I'm actually a parent like like do you have to prove what category people permission to do both and if you want to say I I have a different mindset when I'm thinking as an administrator versus what I'm thinking as a parent okay and therefore I'm going to take this survey twice okay we don't have a way to prevent that but we don't discourage people from doing that okay okay right I mean we think it's it's a fair

144the argument that somebody could make that uh I'm taking this as a as a parent now and as an employee or whatever it might be okay all right okay um I think we're done on that one next slide Kelvin so the um recommendation of a slate of five or six candidates that you might want to interview um we asked a question who came close um probably want to know what the overview of the pool is but normally about five to six candidates so part of what we will be asking you is how many persons are you interested in uh possibly interviewing in the first one in the second round we will ask the same set of questions uh that we would do at a national search for a local search so it's not any different

145uh the same rigor will be there for um internal searches as we do for a national search and so the Board needs to give us some preference regarding that we're not asking for that necessarily tonight but obviously over a period of time it's something you need to think about and then background checks the question is do you want background checks there's additional costs to do that but this is an internal search so you've all probably already done background checks on candidates already as a result of hiring them so is that a necessary process that you want to follow still early in the process right now to kind of decide that but it's something we want you to be conscious of and to think through over the next uh a couple of weeks as we start

146the process I think we decided we wanted to waive background checks because we figured it has happened yes that's what I said right okay slide in the in slate size generally speaking defer on that until we see what you get right first and see how you want to get us [Music] okay this is this is this is the let's just put this on your radar slide so this is things that you need to be thinking about now so that you're ready because that date that we all talked about that kind of tight timeline could come pretty quick these are some of the things that you should be having discussions with your Council about regarding um con the contract um and just thinking about those kinds of things the compensation information you already beat me to

147the fact that you probably already have access whether you know it or not to the large unit district salary information which is a great survey and you're a member district so you should have access to that information but we would help you with any of that um that we could in terms of getting an idea from comparable um area districts of what their compensation plans and what contracts look like so this is just get this on you get this on your radar start thinking about it start talking to your Council about what kinds of things you're looking for and including things like do you want a um you know what are your residency expectations um do you expect that the person to reside within the district boundaries so those are all things that you don't

148need to know tonight but you're going to need to know when you get down to really interviewing your candidates and have some of that pretty pretty solid and we discussed residency a little bit and I think for an internal candidate since you know we don't want someone who's already working here having just something to move that we would say you know we could be flexible on that okay okay next slide okay um so you you've already beat us to this uh you've got a great superintendent search page we thank you for your uh initiative and that uh and then uh well it's a great way to tell people it's there and it's a One-Stop shopping so people can look on there and they can eventually they'll see what you come up with as a profile

149for the next superintendent they'll be able to see when there are open meetings that they can attend they'll be able to take the survey there so the link for the survey will be there um and they can apply for the job there uh and the and the applications are held with hya uh in our application system and uh so uh but that that's the exchanging of the links that'll take place uh in the next couple of days um we we uh and again uh Brian's the person that we'll be talking with about that and uh then the other thing we wanted to just mention here is the communications with the media um ordinarily uh we think that some responsibility of the board president and uh but we're available so if it comes to a question

150about process and somebody's asking you um you can ask any one of the three of us to explain how that part works and we'll explain it to you so that you're fully informed and prepared to answer those kinds of questions um I think that's interesting that's everything that we had on our our list but here's the last time I'm going to say this tonight is there anything that you were hoping we would talk about tonight that we haven't talked about foreign unless you have any further questions uh we know you have other things to do on your agenda tonight we appreciate the time that you've devoted to this um and it just is reflective of how important you hold this process to be and uh we're just very grateful that we're partnering with you in

151this process great so well thank you thank you very much thank you we look forward to talking to you probably tomorrow okay continuing with other business February financial report thank you coming to the days we have Mr bernage director of financial operations to review the attached financial report and to respond to questions from the Board of Education okay for the uh end of February our total fund balances are 429.9 million uh which is a decrease of 13.7 million from January for Revenue we received 453 000 in property tax payments uh compared to 18 and a half million last year and that's due to Cook County pushing back the due date of their next tax installment from March 1st to April 3rd the state paid 222 million for evidence-based funding and 392 000 for categoricals uh

152the state owed 900 000 at the end of February and our Federal grant Revenue was reimbursed monthly and we received 9.9 million in February so our total revenue without financing is 11.45 percent higher than last year at this time and that's due to the increase in the evidence-based funding and the Esser reimbursements and for expenditures were 7.6 percent above last year but uh both revenue and expenditures are in line with the budget and if there's any questions I could answer them at this time any questions anything exciting going on with property County taxes just uh delayed for a month so I would think you know the next couple months will be high be behind but then by the end of April we should be back back in sync no one else okay all right two

153work session thank you madam president Board of Education members tonight we have a high school science curriculum proposal coming to the Deus we have Ms McMullen coordinator of K-12 science and planetarium Ms Valencia science instructional coach uh Ms Banks director of curriculum and instruction and Dr Carpenter assistant superintendent of teaching and learning to provide the Board of Education with information relating to the high school science curriculum proposal uh do we need yeah this is this is always my every time I come up here no worries we will get assistance to make sure I think I think that's it so much stuff on that is yes I mean I should it's that one nope um should I log in or jump up to this guy I mean we can just talk to you we have it

154the unfair thing is that we can see it oh yeah okay so that's the intro yeah but the public doesn't have it yeah then the public can't see it either oh let's down below I'm actually I mean I'm sorry I'm actually relieved because I'm okay no okay well I think we can make it work right yeah let's see if I can make it I mean if I can walk this out for Dr Johnson let me have it right here do you want me to send it to you as a PDF that's a let me attempt to do those give me a moments or I see it it's not here but I see it online can you see it yeah where is it it's in the zoom now oh okay okay thank you oh sure we're

155good Miss Miss Hall the three lines oh gosh the three dot thing no not you not me okay is that about maybe that was we're good there we've got it in the zoo all right I'll do my best thank you here we go thank you uh thank you thank you for your patience we're so excited to be here this evening to give you an update um about high school science we were here not too long ago giving you um middle school and so this is kind of an extension um it's an extension of that whole process because um as we were we were updating those common assessments we discovered some gaps I'm sorry I'm here with Celia Banks Carpenter and Frankie uh valenzia sorry about that um okay so this is that extension of that

156so um next slide please uh during this curriculum analysis that we did we uh we found some gaps in skills and curriculum and uh we want to bring forward to you guys those changes that we made um those updates that we made and we're hoping that you guys will approve them um in order that we can uh one more slide sorry Dr Johnson uh so that we can next year support a curriculum that is um truly in sync with what it is that our students need um when they when they go and get into high school so next slide uh this proposal I hope you guys will agree with us provides instructional Clarity for our students it provides instructional Clarity for our teachers and for our whole community and um there's going to be a

157portion in there where there's three slides that are a little tricky but it's all about what were the gaps what did we need to do in Infinite Campus to collect evidence and then uh how are we monitoring what are those items that we're using to monitor so that's kind of where we're hoping to get you this evening next slide okay the two components of our rationale are to ensure a focus on the newly identified course standards to provide instructional Clarity for teachers and students and to provide focused resource support to meet the needs of teachers for each course next slide we're going to be referring to two different groups of people who worked on this first is the office of K-12 science would be our immediate science your your science staff um the district science

158team is a group of 25 teachers uh who worked with us to learn we spent about 12 hours helping each other understand the the Next Generation science standards the three dimensions that we mentioned last time I'd be happy to go back over if you guys have that question and then also um writing assessments what does that look like what do rigorous performance tasks look like that are going to give students what they need and also align us with the State Illinois State Science assessment that's coming up so next slide um this is one of those um items in our process that is a little bit different from what other folks have done we've got those 25 teachers um it's been traditional that all biology teachers to get together and all the chemistry teachers get together

159um but we did not follow that particular process we tried something a little bit different this time and so what you see before you are grade band groups of folks that worked on assessments we worked on um three different Cycles with this are the the people that you see there wrote for six weeks wrote their common assessments for six weeks there was two weeks of review meaning that everybody on the team we we changed our common assessments that we wrote everyone on the team exchanged those gave feedback and then the final two weeks was to edit using that information um this structure allowed us to make some really good assessments they're really helping our teachers see where we have to get there's a there's been a little pushback um but I think that's good because

160we're growing um in terms of what what we're looking for and what we're wanting to give for students if you go to the next slide this is the part that is traditional with school district 46 and that is to make sure that we have a wide range of teachers with different backgrounds all working together and if I may say that this um collaborative team that I've worked on not just my my K-12 team is amazing the office of K-12 science our staff is amazing but having this opportunity to work with this District science team teachers has been truly an honor we've pushed each other we're learning together I've redefined a lot of my understanding of the Next Generation science standards it's really a premier group and what they have put together our sign our camera

161assessments are really really good so during this school year we had some of our teachers did not return to the district science team and we recruited more teachers to take their place this time our subcommittees were a little bit different we had one committee that worked with the Common Assessment data and then we had our Middle School model team and then we had three high school teams one was your regular High School classes the honors team and then the APT and you can see again in the next slide that we have representation from all over the district Jenna teachers um sped teachers gifted teachers El dual language nice cross-section so the next three slides is where it gets a little bit complicated I'm anticipating questions on these three slides but we'll um just give you

162an overview so this first one shows you the classes our high school classes and then it shows you the progression that we've done to fix the gaps over the last few years so that when you're looking at that final column of 2324 you're going to see either no changes or minor changes with the exception of the honors courses and then also that environmental science class so um those were the the places that we kind of focused to make sure that we're we've got those gaps we've got that fixed over time and and now we're we're set we hope we're set right the next slide this is Infinite Campus this rep represents where our teachers collect evidence where we communicate that evidence to our families and to our students and so again over the last few

163years we've had a little bit of evolution of some changes in order to better meet the seven guiding principles of sbla and also to provide greater instructional um Clarity so if you look at the changes from this year 20 um 22-23 we went to individual standards instead of something called reporting strands and I can explain that if if you guys want a little bit later we also went to naming the science and engineering practices before we kind of gave General categories and that was very confusing for our teachers so now we've named those eight science and engineering practices if you look at the honors courses because those correlate to our ngss biology and chemistry courses we made sure that we use the same science and engineering practices as in the NGS courses so that we

164have alignment with those different groups of students and then we made a bunch of changes I shouldn't say a bunch but we followed the AP guidance guidelines much you know exactly so in other words all of the reporting strands we have aligned to the um the course guides for AP and then also AP has different science and science practices they call them they don't they've left off engineering and they don't even have the same science practices for each of their courses and that got to be confusing we're trying to generalize it well we made it very specific so again now we have Clarity around the evidence that we're collecting which helps teachers it helps students it helps families so next slide please finally what I feel is they're all important but what I feel is

165very important is how we're going to monitor the implementation and that is through our common assessments and so we were here before talking to you about the Middle School changes these are the high school ones so in 22-23 these are the common assessments that we are utilizing this year um incidentally underneath the timeline that link that's there that is our first Common Assessment summary report and so when you look through that we've used Common Assessment data we've looked at our teacher reflection forms and we've compiled for our teachers so we're all transparent of this is what you told us this is what we learned from the data here's what we're keeping the same and here's why we're keeping it the same and here's what we're going to look at over the summer that we may

166have to edit and then this year we are writing the count the account assessments that are in 2324 column so that next year we'll be having all of the counter assessments first grade through high school will be implemented every course will have three common assessments and then 24 25 were you know re-implementing revising doing all those things that we have to do so those are the three kind of confusing but we wanted to be transparent for everybody of exactly the changes that we made and why we made them next next slide please so there are no resource changes at this time the link there it will take you to the science digital resources that are currently being used the next slide please so our professional development plan is very important because Science Education has changed

167greatly since the implementation of the ngss standards and we need to make sure that our teachers are teaching njss the way it's intended to be taught in the Frameworks so we um once students or we want teachers to create units that are bundled storylined and phenomenon based we talked a little bit about this a couple of weeks ago and we're here with the Middle School bundled means that you take two or more standards that are re that not necessarily they don't have to be related but they might and you create a unit around those standards storyline means that storyline is kind of like the pathway to learning we have a sequence of lessons that are going to guide the students to make sense of a phenomena so it all begins with a phenomenon that doesn't

168have to be phenomenal it might be something very simple I think last time I mentioned the bath bombs so putting a bath bomb in water and then students making sense of the whole process that's involved in that so we want bundled storyline and phenomenon-based units but they also need to be three-dimensional so they include the science and engineering practices like developing models asking questions Etc and they also include the DCI which is the content information as well as the cross-cutting concept cross-cutting concept are very broad Concepts like patterns cause and effects stability and change and we also the teachers also need professional development on the standard-based learning so in order to the practices that are going to get them there we're going to start off by taking a look at model units we are starting

169we have started to collect the model units that are published in other places used by other teachers and we will place those before teachers and have them take a look and start asking questions what are the parts of these units that we like how do they begin the unit what how are they assessing it how are they moving through a storyline then teachers are going to work together with us to build a storyline unit and we're going to reflect on it with student evidence the next step is that teachers will build the units without our support and we will take a look at the student evidence that is produced and then um eventually we want teachers to be able to create a community and where they're comfortable sharing the work that they have created and

170getting feedback from their peers so the next slide this is the this these are the professional development that we hope to do in the next couple of years we want to have professional development to develop story story lines that are bundled and and supported with resources so we want to start that in the summer at the request of teachers we would like summer professional development as well as this summer as well as next summer and also DCd and PPD days the um we will also offer instructional coach support to individuals or team either in person or via Zoom and we also have an open enrollment course that we talked about a couple of weeks ago where teachers can do their independent study and then they produce a product that they share with us and we

171give them feedback on it and um then they get credit for taking that course next slide um what good is a plan without evaluation right um we follow the u-46 curriculum cycle with the noted changes that I informed you about the Common Assessment data is process is really important to us and it's really rigorous so we collect the data we actually share the data with individual plcs so we email every group every grade level group and every course group in the district with uh their principal we provide six PDFs of different information different data so that they can look at it with questions of things that they should we would like them to think about we also use all the information from our voluntary reflection form that our teachers fill out we have pretty good

172success with teachers giving us feedback both in the process of our common assessments the things that they would like to see change in our common assessment and the things they think are working really well in our kind of Assessments we provide the supports as I mentioned for grade level and course analysis by school and then we we we commit to our our stakeholders by providing that that each each cycle of Common Assessment we provide a summary of what we learned because we want our teachers to know what what we're looking at what we've learned how important their feedback is to us um and that we use that for our decision making and again that's slide 13 if you wanted to go back and see that link next slide please oh and our professional development be

173back sorry so our recommendations for implementation include implement the updates in the 2023-24 school year support the science professional development plan for the high school evaluate science curriculum and instruction using common assessments and Isa data and continue to collect stakeholder feedback with volunteer reflection forms and discussion boards and this concludes our presentation thank you other questions I have a question so you have three common assessments say biology it's an end of the unit Common Assessment I assume or yes so it's a it's a performance task right now though there are common assessments are not bundled they're one standard okay um and yes and they're they're depending on the course summer during first semester some are during second semester most of them there's one first semester and then two second semester but not all courses chemistry

174all three are in first semester okay so it varies so the kid at Bartlett High School in Elgin High School and South Elgin High School would all be taking the same assessment are there I don't want to call them uncommon assessments are there individual assessments that the teacher might give for other units yes so then that's where we work with our with the teachers to develop other assessments for other standards um and that's where it gets tricky for us because there's Freedom we we tell them we we recommend what she what you have is by semester the standards that are there but the part that is interesting is the way that they can bundle them so just a prime example that just happened it's a middle school example but um there was one standard uh

175we were working with two different groups of Middle School teachers one Middle School group of teachers wanted to focus the phenomenon and polar bears the other group we shared that with them and they were like I'm not really feeling it um and so they wanted um they surveyed the kids the kids wanted to learn about food waste so same standard two completely different phenomena so it it adds to the drama of it it makes it more difficult for us to manage but it's truly centered on what students want to know and learn and also individual teacher passion so it's yeah it's complicated yeah okay ever since you came in a couple weeks ago from middle school I kept thinking about to my own Junior High experience and I'll never forget it we walked for like

176an hour around a room and we looked at a fetal pig that had a little toothpick in it and we had to figure out what organ that was and I even then as a program was like and what is the educational value of this like this doesn't even make sense to me right um so I'm just super excited to see in a long time you've come a very far distance but like bath bombs and food waste right those are going to get kids way more interested than anything we've done in the past so I'm super excited um super excited to see all this thank you for that Melissa I'll I'll reiterate and this Thomas's experience I can I can I can yes I can now see that in my mind too that experience of walking

177around the room and looking at the same specimen and wondering why memorizing geological ages and spelling them correctly yeah yeah yes so that's actually one of the the frog dissection can be done in middle school but we don't focus on learning all the parts we focus on learning the connections between the systems of how is the circulatory system related to the respiratory system that kind of thing yeah is that of course super adaptable to humans right yeah that's why that's the whole thing yes and that just reiterates the whole phenomenon thing yeah because yeah we're talking about a system rather than just an individual yeah so my question is um going back to the the summary table of of this the table of summary of standard updates yes um and most of the changes were

178in the environmental science and other biology and others culture was there something unique that was going on there that that or am I opening up like you're not opening no because let's just be we'll just be transparent when part of it was past practice that like teachers who taught like subjects get together and you went through the list of standards and said that what was happening was they were looking for keywords and they were saying back the links in my class that belongings in my class based on the word instead of looking at all three dimensions and how they fit together okay and so when the the environmental team and they're wonderful people and some of them are back on the team so like and they reviewed this like I don't want to but they

179when they went to teach it it felt very disjointed and so they came back and said this isn't working and so that course over the other courses kind of got for lack of better work kind of just completely deconstructed and reconstructed um because they were more thoughtful about they understood how would we bundle this and why would we bundle it and also our understanding I think at that time was only life science can go on bio only the life science domain can go in biology completely you know underestimating how physical science is supposed to be partnered and I think the same thing happened in that environmental course and so um you know when you look through that list there's environmental there's life science there's physical and truly that's what the framework intended they did not

180intend for not that it's wrong but they didn't intend for only life science to be in biology and only the physi the physical sciences being in chemistry but because that was our understanding at the time when we did this work that's what happened and so it has made it hard for teachers and so that's another reason for the update um and in addition we had some things missing and we had to put them back because we you know we can't have pieces missing but I think that's that's great right because it we were doing something and it wasn't working and so it come back to the table and reimagine how it can work better um I just think that that speaks to just the process that we go through of developing curriculum in this district

181and how well we can do that when we when we when we go through the process so thank you for that because I think that that's it's a really encouraging sign that we are this is learning right we're a learning institution yes and sometimes the things that we're doing aren't working the way that we intend it and so we go back and and we try to try to do it better so thank you for that okay I have one more thing and I I have a bit of a story and I I want to be very intentionally vague about it because the the people involved handled it well to my estimation but I came across material in a science class talking about disabilities and using incredibly outdated terms um and it it yeah I was

182I was really mad um and and the people involved handled it well and I don't want it to come back to them at all but I'm wondering like are we encouraging science teachers to go around because some of these terms were okay even as little as seven or eight years ago and they are just not okay anymore is that something that we do that we can do that should be part of this yes of course I I um because it's vague of what you're talking about I'm not and and that's okay I can connect with you personally later to give you more details yeah and then I would say that you know my perspective what's cool about the the Next Generation science standards is they have an entire appendix with case studies that address that

183okay and that's part of our professional development is to use those um and it ranges from everything that you're talking about every every because because the Next Generation science standards say all students every student is expected to achieve um and I think through those pieces we can offer further okay yes so I'll and I'll I can well I don't know if I'm allowed to do it I will share the appendix with Dr Johnson to get that have that shared with the with the Board of Education perfect thank you yes anyone else thank you very much you're welcome the next item work session bids and proposals I think Madam president and Board of Education members we have a bid for plan operations Streamwood High School installation of fiber cabling to the prospects project three two two

184uh Ms Waldo director of plant operations will present the attached proposal and summary and will respond to questions from the Board of Education Administration recommends award to the lowest responsible bitter low voltage Solutions Incorporated in the amount of 88 696 dollars and requests authorization for District administration to execute related documents this expenditure will be charged the operations and maintenance fund the cost is included in the budget for the 2022-2023 through 2023 2024 fiscal years I have any questions okay next item we have a bid for plan operations Educational Service Center interior renovation phase two project number 332 Administration recommends award to the lowest responsible bidder bear construction and corporate bear construction company in the amount of three million 195 500 and requests authorization for District administration to execute related documents this expenditure will be charged

185the operations and maintenance fund and the health Life Safety fund the cost is included in the budget for the 2022-2023 through 2023 2024 fiscal years are there any questions John yeah uh is is there a phase three renovation to the to the uh to the building or not we don't know okay um all right then not another question but just a comment this is really neat right because we invest so much in our five high schools and forget and not forget this one sometimes but this was so critical and so important to what we're all trying to do here um when I visited I don't remember when I'm surprised to see the food being served in the hallways you know so things like that you know this investment says this is really important to us

186all as well so I appreciate these efforts being done that's all anyone else he looks at him we have a proposal for secondary education RFP College and Career planning platform Dr Lance assistant superintendent of equity and Innovation Ms Chapman director of post-secondary success and Miss Trisha Han u-46 League counselor will present the attached proposal summary and will respond to questions from the Board of Education Administration recommends approval of the three-year proposal from school links and the total amount of 371 474.48 and requests authorization for District administration to execute related documents this expenditure will be charged to the educational fund the cost is included in the budget for the 2023-2024 through 2025-2026 fiscal years are there any questions I have one question you're going from Naviance to this new program are we transferring data yes we

187are and who's going to is it easy one-to-one or someone got to write code to do it uh and who's doing it part of the implementation process will be School links working with is our information service department and then all of our data from now advanced to coordinate that movement okay okay yes we want to make sure that we maintain what we have yes and go forward okay good thank you you're welcome anyone else okay work session contracts over 25 000. your first item is a contract renewal for human resources Frontline absence and substitute management Mr bernage director of financial operations and Mr Moore assistant superintendent of Human Resources will present the attached proposal and respond to questions from the Board of Education Administration recommends approval of the contract renewal with Frontline education and the

188amount of 42 313.59 and requests authorization for District administration to execute related documents this expenditure will be charged the educational fund the cost is included in the budget from the 2022-2023 fiscal year are there any questions we have a contract for teaching and learning multilingual and Multicultural education department Northern Illinois University bilingual English as a second language teacher cohort five that's impressive yes Mrs pertel director of the multilingual and Multicultural education department will present the attached proposal and we'll respond to questions from the Board of Education Administration recommends approval of the contract with Northern Illinois University NIU not to exceed the amount of 144 thousand dollars and requests authorization for District administration to execute related documents this expenditure will be charged to the title III Grant cost is included in the budget for the 2022-2023

189through 2024 2025 fiscal years are there any questions Melissa I just want to reiterate because when Dr Johnson said cohort five I was shaking my head that was not because I don't like it it's just I can't believe we're on cohort time already yeah so yeah it's great it's awesome thank you and you have it it's up to 30 individuals up to 30. do we have trouble filling that or are we turning people we have um we have had trouble uh last year we had about 15 participants okay so we're trying some new strategies to really go beyond what we've done in the past to promote the program because it's a great opportunity it is great thank you thank you yep anyone else okay that is a final item so could I have a motion

190to adjourn so moved second we'll call please Mr Devereaux yes Nolan yes Miss Owens yes Miss Porter yes Miss Thomas yes question Kirk yes
