001june 6 board meeting if people could stand for the pledge of allegiance and then remain standing for a moment of silence we'd like to take a moment of silence for a u-46 employee who recently passed away juanita laundry joined u-46 in 2018 at south elgin high school she served as secretary for the assistant principals for humanities and freshman success juanita was a very caring person and a dedicated wife and mother she passed away on may 18th her services were private we will keep juanita's family and friends in our thoughts and prayers thank you first item on the agenda is public comments good evening and welcome to the board of education meeting we are now at the public comment portion of the meeting attendees wishing to make a public comment in person or via swim tonight

002were asked to complete a request to speak form in advance those who chose to speak via swoon were provided with a webinar id number to call in promptly at 7pm tonight as always speakers will be given three minutes to share their comments the board listens to the speakers but does not respond to individual questions or comments during the meeting a written response will be mailed to the speaker if requested on the form those who provided a public comment but chose not to speak publicly in the meeting were asked to submit an email to board u46.org those emails were posted on the board agenda for public viewing buenas nochos okay our first speaker is anna louisa espinoza gracias good evening i am a mother of a u-46 student we are writing to voice our support for

003social workers and mental health professionals in our district we echo their call to prioritize mental health support in u46 schools in this upcoming school year we are mothers in the community and members of the king county health department parent council as members of the parent council we heard from u-46 student leaders at the at the youth voices forum in april as well as our own children about the increasing need for mental health and emotional support in our schools we have also heard from our district social workers about the daily changes challenges of coordinating these supports our children have been hit by crisis after crisis over the last two and a half years remote learning loss of loved ones to covet economic stress and mostly recently the tragedy at rob elementary school in texas our children

004need to feel safe and hurt without this they are unable to learn our schools currently face a shortage of staff to support students who experience bullying depression anxiety and other mental health challenges there are about 90 social workers in our district of over 37 000 students and children who seek professional assistance in the community often face waiting lists of six months or more families and students feel like they have nowhere to go in this upcoming school year we urgently ask for a concrete and permanent plan that includes the following proposals that we as parents make one that the district works with parents students and staff to create an action plan to address district-wide mental health and wellness that can be ready by the start of the next school year two the district invests more resources

005to implement restorative practices that engage students and families in finding solutions three that the district employs more school social workers to provide direct support and services to students who need immediate mental health services four create and support parent and student councils focused on working on issues of mental health and social emotional support in each of the schools five partner with external agencies to optimize resources to care for the mental health of families in our community there are so many resources available right now to increase support of for students let's not let the the next crisis happen in our district thank you and we look forward to working with you to ensure that all 46 all u46 students have the mental and emotional support they need thank you and our next speaker is sylvia martinez my

006name is good afternoon thank you for the space i am a mother of a u-46 student my name is sylvia martinez i am a mother of two students in in the school district i am a member of this parent council of the king county and during this weekend we were able to get support from the community to let our voices be heard and support mental health for our students we visited churches and community events and we have 312 letters signed by other parents and students that we would like to leave with you we also didn't have enough time we only had one weekend and we ran out of letters but we are here asking for your support thank you thank you and i should note we also had a public comment via email on the

007same subject by from antonio ramirez so thank you thank you okay next item is are the business board member and superintendent update any updates [Music] so i don't well five questions so one of the things i want to thank our staff sorry i keep moving my mic i want to thank our staff for continuously getting us some memo and updates on the changes we're making as far as social worker services that we're going to be providing for next school year admittedly i kind of need to sit down and print out these several memos because i think i've lost track of the number of staff we're truly adding um but i was curious if we have and it's something that we've heard as if there is kind of a broad term plan of like the numbers

008we're trying to hit for next year or if we're just kind of um you know as we find funds and as we come across ways if that's how we're going about it so um and dr johnson is stepping forward because i nodded to her to please ask her to come forward i know she's been leading the committee that's been uh trying to work towards increasing not only the number of social workers but guidance counselors among others um so she can speak to the actual numbers i know budgetarily we increased by 10 but i think there are actually additional positions uh that we've been able to convert so for next whole year we will have a social worker at every elementary school which is above what other districts the neighboring districts are able to offer in

009the middle school level are we're shooting for a ratio of 250 to 1 for social work for beginning next school year if i remember correctly that's including the guidance counselors as well to offset that so one of the things to just identify as we prepare for the roll-up of sixth grade into middle school for the start of the 24-25 school year we're really looking at building that system across the schools to be able to support tier 1 social emotional academic as well as post secondary preparation for our middle school students so part of that plan is certainly building a system so that we have appropriate numbers of personnel in place to be able to support that effort and those considerations then around those responsibilities training that should be put in place for those individuals so

010our goal is to move that to the one to 250 at middle school and that's including guidance counselors and and social workers um to do that to do that work those numbers though continue to be reviewed you know as you indicated ms martin you continue to get updates from us so as we review um fluctuations shifts needs um as well across our system that that is the effort one of the other pieces to note as we work to update our practices in u46 we've always traditionally traditionally traditionally been a school district that typically historically has utilized school social workers to support our students with individual education plans or ieps some with 504s depending on the needs is identified in that sense so one of our long-term shifts is to change that practice and to change

011the way we provide services for students so that again we have more personnel to be able to support that tier one effort but also still be able to meet the needs as outlined in legally required plans and documents of course for students who also need to access additional or differentiated types of support and and systems as well that will take time and so part of the effort to do this work again will span in alignment with several of our other efforts and interests uh to support our students and enhance our outcomes will indeed span over the next five years as we as we continue that work and i did notice in the most recent memo that it looked like we're trying to kind of be flexible with funds i saw that we were um adding

012i want to say it was school social workers to uh maybe a couple of the high schools and we're being flexible so i appreciate that our staff is looking and you and the team are looking at different ways to increase those numbers yeah absolutely um so i appreciate you identifying that it's definitely a team effort as we work to review not only our local funds but our federal funds and how we can make shifts in those funding uh streams to impact how we utilize resources but also how we can bring in additional fte uh to to provide the support that is identified and of course in alignment with how we utilize local and federal funds to do that i think one of the misconceptions that we certainly uh will continue to work to clarify is

013that when we utilize federal funds while those funds are adjusted or updated on an annual basis for a variety of reasons and alignment with federal guidelines it does not mean that the staff members who are allocated through those funds though are also on only a one-year contact contract or agreement we we need to of course be able to be responsive should changes occur but we also know that over many many years what those funding streams look like and how much we can traditionally or historically expect to receive in those funds they also allow us to provide that additional support and staffing that that so many of our sites are certainly looking to access and we would like to provide that though also will take some time to implement because we are not able to make

014those shifts necessarily as quickly as we would like as a school district of course reviewing budgets and identifying what those budgets look like for sites some some of those funds had already been allocated for other staff members and for other resources and certainly we want to support our sites with that but long term we do have some goals in how we work with our sites and across our system to best utilize those funds with resources that we know will impact students in certainly direct services and our research based supports and or interventions that will really lead to the outcomes we'd like for our students and i appreciate it and i know um this is probably more of a statement and i know sometimes we hear from families that are concerned that maybe we focus too

015much on social emotional and not enough of you know teaching and testing and i think one of the things that we just all need to remember is that you know students need to be present this is me this is what i do they need to be present in the buildings like they need to be comfortable we need to make sure they're in the buildings that they're not skipping that they're you know they're not caught up in social media so [Laughter] anyone who's seen board meetings knows i do this um inside this you know i just i like to bring this up because i know it's you know we've heard from our past student board members about it before our students we see what's going on in social media on the news so um i just

016i just remember we want to remind all the families that like these conversations are important it's not that we're not worried about test scores or but making sure we have these pieces in place so that we can you know support the students before things get you know before students grades start to slide or before they start to skip school that's the goal of making sure that funds that we do have aren't only going to the best tests we can give to the students so thank you dr johnson for your time the constant questions you're answering for me so thank you and thank you for all the staff that have been helping to work and get the scl in order thank you it's our it's our pleasure and we'll continue to to review and to do

017um you know our best to make those updates in a timely manner we appreciate the support of the board of education and and certainly your passion uh in doing what is best for our students and keeping our students the priority so i think that's that's very clear and certainly we appreciate the fact that we have a community and we have partners who are also you know very interested in supporting that work as well thank you for the opportunity to address some of that this evening other updates i guess i should know we're all at graduation a couple of weekends ago it was great i want to thank congratulate all of our gosh 2000 plus graduates 2 700 graduates it was a great day i also want to thank all the staff who worked for weeks

018preparing for this there were many who gave up their saturdays to help make this a success um some behind the scenes some out front you probably saw dr sanders and and dr johnson but there were many other staff working to make sure that this came off and thanks thanks to all of them so and i also want to thank uh right before graduation the friday before i had the opportunity to attend the bus drivers picnic i mean even though it was a cold windy day it was a lot of fun and i thank them for inviting us so anyone else okay moving on to foyers uh before the board of education are two freedom of information act requests that have come in since the last board meeting they've been responded to are available on board

027courses that we've requested yeah good great thank you any other questions we'll call please ms martin yes ms nolan yes ms owens yes ms porter yes miss thomas yes president kerr yes motion passes other business our uh one my first item under other business is student disciplinary cases uh before the board is student b and the matter before the board is whether or not to expel student b from the term of two semesters the first and second semesters of the 2022 2022-2023 school year administration recommend the board of education expel student b and while serving the expulsion allow student b to have the opportunity to enroll in an alternative education program could i have a motion to expel student b for the term of two semesters the first and second semesters of the 2022-2023 school

028year and give student b the opportunity to enroll in an alternative education program ms martin yes ms nolan yes ms owens yes ms porter yes ms thomas yes president kerr yes motion passes work session dr sanders our first work session item is the student code of conduct for the upcoming school year i'm here to present it islamostarovich and erica washington along with chief legal officer olson will be presenting this year's student code of conduct i want to give a quick overview of some of the major highlights yes so a lot of the highlights from this year in the student code of conduct were to clarify some of the infraction events so for example where it was saying attempted attendance referral for party and truancy we clarified so it says tardy only in areas where one

029of the one of the larger areas that we also updated is around the suspension appeal process so as as opposed to the superintendent that doesn't need hearing suspension appeals those suspension appeals will go straight to the board of education uh to hear and then make a determination as well the other changes to the student code of conduct were grammatical as well as some updates around updating terms to comply with state statute and legal arcades any questions on this don so i have a question regarding the um kind of our policies around like attendance tardies and unexcused versus excuses so i know there's not like a real like we define attendance in this but like this and parties like do we actually have a standard that we use like if a student is five minutes late

030that's a tardy 20 minutes late at what point is it actually an absence and they get sent to a dean do we have district-wide standards that we use yeah so we we will march students tardy to classes as long as they show up so they can show up into halfway through the class that would still be more tardy but then a comment there's others uh within our student information system there is a space for teachers to make comments so if a student is significantly late they can make that comment they could write a referral and then outline what that is for but they are able if as long as students show up to the class they would be marked tardy they wouldn't be part of the action unless they didn't show up at all and

031then um as you know as far as that being a behavior event like what do we do like if we have a student who's you know tardied i don't know to fifth period an entire semester which obviously the student is not learning at that point like if you're 20 minutes late to one class for an entire semester what do like i mean obviously we have you know level one and level two behavior events for tardies or absences what other things are we doing to make sure that we're trying to get these students into the class and keeping up with the like education they're supposed to be doing i know coming out of coven and some other things there's been more attendance issues so i'm just trying to get a feel for how we're handling that

032and if there's changes we're making to try to help students really be where they need to be yeah no that's that's a great question so most of our schools have a pbis framework and a matrix so at the elementary middle and high school level there's expectations of what happens in the hallways how you get to class and all of you know all of those kind of operational logistical pieces that with of expectations for students that all of the the rules and school culture pieces are reviewed with students at the beginning of the year and then they do a pbis reset when we get back from winter break in terms of just the day-to-day making sure that kids attend class on time schools will implement a variety of strategies we have um you know at the

033larger middle school middle and high schools we have uh dean's assistants and and staff we we ask staff students to greet kids at the door to make sure and usher them to class and make it a welcoming environment first and foremost right that's we want a welcoming environment with you know engaging lessons going on in the classroom but then there's different operational things that schools have in place to get students to class some students will also implement like random hull sweeps at various points of the year just to make sure that kids are going into the class and getting there on time and if there are individual students that are i'm having trouble getting the class on time then those are handled on an individual basis but there's a variety of supports that we can

034put in place and interventions around like check and check out we can make sure that there's you know communication obviously with home and getting support from different families um then also you know utilizing the resources that we have at the schools if there's any you know trying to figure out what the root of the problem is and addressing it using the resources we have so if it's a social emotional um concern or need then the student you know could be referred to the counselor or social worker or something else going on if it's just you know sometimes it's a it's a big building and i can't get from one end to the other so just really trying to figure out what's what's happening and then addressing that great thank you um i heard you say

035all the things that we have in place as a district to help the student be successful but if you have a student that's constantly tardy because they work at night and so that type of situation is brought up with the people that intervene so at some point they understand have an understanding have a a plan in place for that student so they're not constantly being targeted to be tiny all the time because this is ongoing we have many of our students that work many of our students that are trying to get the little ones off to school because the parents are working or the situation so in situations or circumstances like that there are things in place to help that student is that correct absolutely and we work individually with each student try to figure

036out what will work best for them thank you any other questions [Music] okay thanks thank you and thank you for uh moving it up to this time of year it's it's a lot better coming in earlier so i appreciate the urgency that everybody put behind it this year our next item under work session is the bartlett high school integrated math curriculum proposal uh if the presenters for that could step forward i know several are um presenting i think co-presenting via zoom so mr freeze-meister if you don't mind i'll introduce you and then you can introduce the rest of the team so mitchell briegemeister is our director of educational pathways and he'll take the lead good evening thank you good evening superintendent sanders good evening board of education presenting with me tonight i have doreen roberts

037our educational pathways teacher leader to my left and i'm very fortunate to have scott wettendorf with bartlett academy teacher and was also instrumental in this work working with um amy and gente um of course and do we have celia banks joining us i think she's yes i'm here and of course we have a director of instruction celia banks joining us and she will be available for any questions that we are not able to address so i appreciate the whole the whole team coming forward today so today we're presenting to you a curriculum proposal around integrated mathematics specifically for the bartlett stem academy i'll run them on the wrong page sorry okay today we're presenting to you a proposal about updating bartlett high school's magnet academy we're starting with making revisions for the math courses we're

038looking to twilight the existing math courses that are there and we're bringing forward two new courses that are exclusive to the bartlett magnet academy they are magnet academy honors integrated math 2 and academy honors integrated math 3. so the rationale behind why we chose an integrated math pathway is that the traditional math pathway students take algebra 1 they take geometry and algebra 2. with the integrated model the math concepts are spread out equally across each one of the courses so rather than all of geometry being in one year they receive algebra and geometry throughout both years of the courses the same holds true for functions and other math concepts so everything is spread out so it's not isolated this distribution of concepts allows greater opportunities for embedding the magnet stem content and experience throughout the

039curriculum and the series of courses we're making this revision because originally the admission process for the bartlett stem magnet academy had prerequisite acquire requirements it was assumed and students were required to have had algebra and preferably geometry while they were in middle school since we've changed the magnet academy admission process to make it more equitable that prerequisite requirement has has gone away so students can enter the bartlett stem academy coming straight from eighth grade math so they may not have the skills and concepts that they would have developed in algebra or geometry while they were in middle school without this accelerated placement and the previously assumed prerequisite skills students this year we found may not have been as successful as they would have in the past since we've changed this requirement so we want to

040adjust the curriculum to align with the admission process better and meet the needs of the students that are entering the bartlett academy to begin the work we had several meetings to determine the needs of the magnet academy and how we can best align those needs with the students and the current math trajectories we knew we wanted an accelerated math sequence for the students that allowed students to complete two years of advanced placement or dual credit course work by the time they finished high school by the time they graduated this would best prepare students for entering a post-secondary engineering or technology or science program we wanted to continue our integration with science courses within the magnet academy and currently in the magnet academy at bartlett high school students take physics during their sophomore year there's a

041level of math that's required to be successful in physics and so we wanted to be thoughtful with the curriculum design so that students would be equipped with the skills that are necessary to be successful in that physics course okay so this was done primarily by myself um miss julie huber who's an academy teacher at bartlett high school and then also with amy and gente you guys probably know obviously um and basically what happened is amy kind of came with to julie and i um broke down the integrated math courses that are like from isb and then we just kind of made them our own um betamin academy course for the bartlett academy by integrating our thematic content into into every into all of them there so the standards are all built from um two courses

042that are already is be approved and we just basically change the context of things as opposed to the content in in the courses um let's say uh [Music] yes um we have we have content as uh dorian was saying from uh algebra geometry statistics a little bit of precalculus a little bit of trigonometry um mixed into both two courses so what we found was we were very the teachers at bartlett were very big on keeping um a cohort model we've always had a cohort model we feel it's been a big big thing when we talked to students in terms of what they said supported them through it unfortunately we weren't able to keep that completely as one set cohort for math because some of our students take geometry in eighth grade and amy and gente

043found that the geometry course in eighth grade is too similar to what was our integrated math one that they're taking as freshmen and if students either chose to leave the academy for any reason or just for legal issues that could come up in the future it was she decided she said they were too similar of a course so they they shouldn't be able to get credit from both so essentially we had to break the kids then into two separate cohorts um mainly for that for that reason there so we'll have our kids as it shows here that are coming in from geometry in eighth grade they'll be taking the integrated academy math three um moving forward here our kids are coming in from eighth grade math or algebra one they'll be going into the integrated

044math two course and again those names i know they might not seem a little confusing but that's just to differentiate because an integrated math one is really more equivalent to like in algebra one and it's um not what we were proposing moving forward with here um so some of the students will start in 10th uh in ninth grade with the academy of math three they will be able to complete these courses and then start on either ap courses dual credit courses etc potentially by sophomore year our other students that come in they'll go through a two-year sequence and they'll start the ap dual credit etcetera courses by their junior and seniors so we'll have two years of that [Music] and i think there's there's any questions i know some of this was a little odd

045when we were doing the uh the previous presentation so i think that'd be easier just asked to answer anything specific for resources this is an easy one i can do here uh this is going to be a no-cost implementation because we already have the uh discovery map tech book we're going to be able to access the integrated courses that are already part of this um so we're told this is a nice easy it's a resource we already have that the um teachers are familiar with so that would be a no cost no no big issue students are familiar with using it etc and last for our professional development um since this course was written in collaboration with myself and the other teacher that will be teaching it you know we're pretty we're pretty on board

046with everything there we have the discovery training um that's just something that the district's already paid for so that's something that if we need extra support in that as we're trying to roll out the integrated versions of it that's something that we already have support on and uh should new staff be onboarded i guess that's kind of awkward for me to say so i guess if i get replaced with somebody that will have future um pd available never happens thank you so our recommendation moving forward is to twilight the current integrated map one and bring forward two new courses so students in grade nine this fall would enroll in academy honors integrated math 2 or integrated math 3 based on their appropriate course trajectory for students who are currently enrolled in the magnet academy at

047bhs are rising sophomores through seniors they will continue on the existing course pathway so as both scott and mitch explained in previous slides here's a visual representation of that so what you see here is that students in eighth grade whether they've taken eighth grade math algebra geometry you can see the placement that they would take they would be in in ninth grade moving forward so if they've had eighth grade math or algebra in ninth grade they'd go into the integrated math two if they've taken geometry and been successful in that in eighth grade then they would go into the integrated math three so trying to move back to keeping the kids into that cohort that they were in and being more successful in the bartlett high academy if the students who are currently moving into

04810th grade they've just finished ninth grade they'll stay in the sequence of courses that they started so that they won't be switching and then as they complete each grade level that course will be twilighted out and then we see here moving into 2023 we'll twilight the existing sophomore year integrated math course and the following year we would try out the existing trigonometry class so as essentially as our incoming freshmen move up each year we'll have uh be removing a course and then the key piece of this is the ongoing evaluation of the effectiveness of the integrated math pathway so as we're looking at this implementation of the revised curriculum of course we'll monitor psat sat data as well as our common assessments and then also we will do a comparison within the magnet as compared

049to our traditional pathway and then of course it's important to check in with our teachers and students to get some of the street data on how these courses are serving our students and um where we can make some modifications to make it more beneficial for all parties um so and of course we will be reporting these evaluations to all of our stakeholders as requested so our recommendation is the adoption of these two courses academy honors integrated math 2 and academy honors integrated math 3 for fall implementation at bartlett's magnet academy this concludes our presentation are there any questions are there any questions [Music] oh go ahead kate i have a question so like sometimes kids their family situation changes and they actually transfer out of the district entirely where does this leave a kid if

050they move the summer between sophomore and junior year like are they are they going to be able to implement into the average new district okay with these math classes yeah so that one i can address i um that's one of the reasons why miss enchento is very clear on making sure that we um i don't know the history of where our old classes how they were written that was done way before my time and we couldn't find any documentation kind of for it so we wanted to make sure that these ones moving forward met the disney okay specifically to avoid that situation i've had okay i've spent like countless hours at the end of this year with a couple of our students that have either moved away or chose to leave like working with um

051their counselors at their school trying to fit him in and get him into the right place you know and it's been kind of awkward and opinionated and there wasn't a clear line and this will address that problem so okay whether students leave like i said the district or just even moving into this like within our district here sure um that will be no questions asked like a is the standard course where there's an exact swap out for it okay perfect thank you done so i want to start by thanking you mr wettendorf and miss huber and i believe there is one or two other math teachers that you guys busted your butts this year to help those freshmen in the academy i heard about it because i have friends and kids there so i thank

052you to all the staff who did a huge effort to help with our freshman this year to get them on the map um just back caught up in on that math program so my question is knowing the curriculum will changing the math need to like require any changes to the order that they do science classes or any of the engineering classes no that's why um that was like the big thing that we wanted to make sure that we kept because although um all these courses are available sorry all of our tech ed courses the engineering courses the science class that are available all through the district part of what makes the program unique is the the ordering the structuring the cohorting of it and in order to take all the classes when they do um

053that was what we were very very passionate about it was keeping the math um courses in this integrated model so we could do that so all the kids could still come in whether they were in an algebra in geometry whatever in eighth grade that they could still all get in and take physics software because if you don't get to physics that's like the linchpin for all the other engineering courses so we wanted to make sure everybody regardless of background still had the opportunity to access that so nothing will change in that sense okay great and then my other question was um so with the new format bless you you have two cohorts two cohorts of students now that will be taking slightly different ap classes so some of the students won't they may choose to

054not get to kel pc because they might if they only have two years they might do calc a b and then kel bc and then whereas other students can get stats in with those are we anticipating um those ap classes still being structured within the academy or are they is that going to be more just like gen ed ap classes so our calc bc is already like not academy specific um i'm sure there if you ask anthony there's maybe like two nautica it's but it's um but that is available to everyone so that's not academy specific um if you notice we did leave the post math 3 courses kind of vague in here because it was a lot to bite off in one year and we wanted to make sure that we could come and

055present with the schedule to you guys and for courses for next year but there is still stuff up on the table what's going to be the best structuring the best ordering are we going to go the route like we do with science our ap science in our academy where it's just take any ap science they want um and it's a student choice as a senior are we gonna have more of a prescribed set of ap math courses at the end um that hasn't yet been fully hashed out because um honestly we're just start trying to get this first corset to see from there but they're still the rigor is not going to drop we're still going to have those expectations we just don't know the exact sequential order perfect thank you yeah can i add

056to that too the um [Laughter] it's okay scott you can take over yeah so this is the first uh sequence of courses that we're we're looking at for the academy so there will be some updates and possibly revisions to the other courses within the academy just to update them because they've been this way for you know a really long time just like like we've talked about with streamlight so right part of the magnet process i know we're up doing yeah and so when you look at the courses um towards the end where we're looking at ap or possibly dual credit um those are also pieces that we're looking at um to see what what's what's most beneficial to students and how how does that fit with the academy program um and and what's the interest

057of students and and what we're going to be working with um we're hoping to work with some universities to look at that too to see what what will benefit them the most yes that ap credit it's it's interesting we were very big on still making sure that if it's a stem engineering academy that to have our students as competitive as possible when they're applying to universities to move on with stuff that you know that they were able that there was a path to reach calculus for all again regardless of where they're coming in that's something that we're um just pretty passionate about trying to make that happen and then they still do so much more calculus once they leave i know it's just starting exactly it's just it's just i i had a couple of

058one question my biggest concern is we give support to the kids who are coming from eighth grade with no algebra and conceivably in two years could be taking ap calculus even if it is a b but still that's a huge leap can you talk a little bit about the support they might get i would love to um yeah i'd love to find a little more stuff so yes i teach pulp the course too i teach the freshman and i also teach ap calculus like ap so not to academy kids so i'm fully aware of that yeah you know that we're gonna have to bridge with stuff and um i definitely will say that that is has to be a priority this year um we were putting in supports like on the fly like as as

059we saw the issues that were arising or what what sports do needed we were trying to put stuff in and seeing what would work and what didn't and as miss martin luther we just kind of it was a all hands on deck to try to make this make it happen to make sure we could support people i definitely think that's a priority um that me and mrs nolokovic and school leadership want to get something more formal um in place like i would like to see it personally like with these students coming in from the lowest bracket of the day their schedule set up as such because we had some issues this year with our math interventionist where her schedule didn't meet the schedules of some of those students and they just kind of come into

060my room during lunch and we make it happen you know we all pulled it together but i would definitely like to see a more formalized approach because we definitely saw this year um the good that it's possible for students of all backgrounds to achieve crazy things um but we also saw that sometimes it takes a tremendous amount of work and i think i would just like to see a more organized um and strategic approach to it for next year have you thought about if not for this year obviously but for example an optional summer class for kids who might be coming out of eighth grade i actually recommended that oh okay good i would i would love to see that as an option for parents you know um and i just think i want to

061make sure that we're doing a good job communicating both in terms of letting kids from fourth fifth sixth grade on make them more aware of our academy because if we're truly gonna try to um get more diversity more equity and we have to make more awareness we need more people applying so that's something that um i've talked to we want to get the message out to get um just more applicants i guess from all backgrounds in um and then we're also going to yeah have to um make sure that we have better supports too right that's my my big thing is making sure the kids can be successful that's something and i think i'm communicating sorry i lost my channel but communicating that like not mandatory but communicating if you're coming in with this background

062taking an algebra one course over the summer or just other things that are options we're not requiring the options to try to um just so families have all the information um and you know so again they're we're working together better i think as they as they implement this course this first year too um they'll they'll be able to see what they're able to implement at a tier one level and then what students they can identify for tier two and what the building does that that what their tier two supports yeah i just think if we're smarter about knowing coming in like identifying since we've gone through a year now and we've seen it like i think we can do a better job of predicting what students will need more intense supports and just trying to

063have those in place from day one great thank you any other questions thank you all for the presentation and especially for our teacher colleagues who are here tonight appreciate you being here tonight our next proposal is the african-american studies curriculum proposal if the presenters for that will come forward i know we have um as they work their way forward actually i'll go ahead and just announce we have mr phelps director of business services jack jacob van de mortel is a coordinator of k-12 science social studies and world languages he'll join us via zoom uh miss brown of dream academy teacher and mrs dicker crease the english language arts teacher at south elgin high school be here to present so i'll hand over to you to jacob to take the lead all right thank you and

064a quick logistical note just before we begin um thank you for making me close i do have the ability to share i will do that on the next presentation for this african-american studies presentation um kendra or kristen will be driving from the dais and so um if they are all set we'll go ahead and begin you want to hit the presentation button i can't tell from my angle is that miss brown or miss dickercrace who has control okay excellent well good evening we are very excited tonight to present the curriculum rubrics assessments resources for a new social studies elective that is long overdue african american studies i am coordinator of k-12 social studies and world languages jacob vandy mortel uh and i'm joined tonight at the dais uh by two of our curriculum writing team

065members miss kristen brown social media feature at larkin dream uh and ms kendra dicker-crace an ela teacher from south belgium high school and if you could advance me a slide please so we believe a well-planned and well-executed african-american studies course we'll speak to these two pillars of the strategic plan student achievement because this is the sort of high interest elective that our students have been asking for and we know that interest fosters engagement which in turn fosters success and effective and engaged staff because this course was designed by 16 of our own staff members each deeply invested in this course and its potential to engage students next slide please so before we go any further i'd like to take a minute to establish what exactly african american studies is designed to be and what we're

066talking about as we talk about this course tonight it is a two semester two credit social studies elective offered and available to all of our high school students in grades 9 through 12. now even though this course draws in a range of interdisciplinary skills and engages with a variety of ela modality like literature art journalism music media and more it is a social studies course and the focus is on the state of illinois social studies standards and with any social studies course there's the option to treat a topic chronologically like a survey course moving linearly through time or to treat it thematically now our team decided early on that this would not be a survey course but one that is organized thematically giving teachers the option to explore change continuity context within and across different

067eras around identified themes as you can see here it is important to point out here this course is designed for all students that means students of all backgrounds and ages high school ages before we laid out units and themes our team spent some time talking about the various ways an african-american studies class could be intense or traumatizing giving some of the history that it'll cover we deliberately set out to frame the entire course in the affirmative highlighting achievements and contributions of black individuals and communities in the face of racism and white supremacy so that's to say that this course was designed to be open and accessible to any student in high school from all backgrounds and all grade levels uh and at this point i'll hand it over to mr dicker grace to talk about

068rationale the process and the curriculum so there was the call to action on june 15 2020 to provide every student with equitable access to high quality and culturally relevant instruction curriculum educational resources and supports needed to be more successful so we invited the students to do a thought exchange and there were 1300 responses with 10 500 rankings so if you aren't familiar with thought exchange you're able to rank certain comments um of greater importance than others so they came up and as you can read off of the slides these are some of the responses that our students came up with if the idea of why an african-american studies curriculum would be beneficial to our students so our committee was formed by members from all five of our high schools as well as lisa jackson dr

069teresa lance and our consultant dr kim gallen so we had many voices to help us work through and create this curriculum we started by mapping the curriculum writing the assessments and the rubrics we looked at different resources that would best help to bring this curriculum alive and then of course we have gone through the feedback through the various committees and cabinets and we are here presenting to you tonight so with the curriculum writing committee we started with a call to committee in 2019 and 2020 but we were delayed by covid um so we became re-engaged with the work with the addition of dr kim galen our african-american history professor from purdue john hopkins and with her we really got to work last summer in earnest to work on creating this curriculum and that work has

070continued through this year and will end or continue on providing approval from the board for the pd that is coming up this summer for the teachers who will eventually teach the course so we did understanding by design we started by looking at what were the essential questions that we really wanted our students to understand in a course like this of course leaning on our consultants as well as looking carefully at what students themselves said their gaps were in the thought exchange and so through the understanding by design model we created those essential questions to help us find our desired results align them with the social studies standards worked with the unit summary to transfer goals and eventually to enduring understandings then we created at least one common performance task for each of the five units

071that span the two semesters of the curriculum with rubrics aligned to the priority standard and then we put together the plans and the resources different ideas and hooks for the teachers who are going to take the lead and teach this curriculum the resources that we decided on for this curriculum are relatively low cost to the district um we were able to create tech sets in new zela which we already have acquired and the other piece would be classroom libraries made up of both fiction and non-fiction titles and these titles will be to work within the different units really designed for student choice and available for teachers to use in small group or whole group instruction and so these would also be available for student interest beyond class activities for students who really wanted to find

072like for example more fiction by african-american authors which sometimes doesn't get unfortunately as much attention so these classroom libraries would help to be a resource for that as well good evening so i am going to discuss how this program will be implemented within our district so starting next year we'll have this curriculum at larkin streamwood and south elgin high schools it will be taught by a social studies teacher in a full-time capacity and it must be noted that the teacher would possess a passion for equity and that should be one of the main reasons behind wanting to teach this course also the teacher will work with their associate principal of administration excuse me of innovation at their work site and we're looking forward to more of a human resources support to hire a more diverse

073staff additionally we plan a summer launch in july to help new and potential teachers learn more about how to implement the curriculum and there will be an ongoing pd support throughout the school year most importantly we'll have student awareness campaigns in order to engage students who have yet to enroll in the course our professional development plan will include working with teachers and counselors we anticipate between three and seven teachers working throughout the summer and at the midpoint of the school year in order to ensure the curriculum success by creating lesson plans that future teachers may also use the professional development dates are in late july ending on july 29th each day is dedicated to a unit in order to help the teaching staff to collaborate also there will be after-school meetings which will be voluntary

074and it will give teachers a chance to meet and plan for upcoming units the meetings may be done on zoom and it may be rolled into a professional development day and so at this time we'll turn it back over to jacob to discuss the costs thank you as you can see because we are utilizing already purchased and available resources like mozella and gale those are already available all secondary students so our relatively low incurred costs for this course come from the classroom libraries uh and the professional development for our teachers so it's just twenty nine thousand nine fourteen forty five over the course of the six year curriculum cycle scores projects to only cost just a little under five thousand dollars per year and you can take us to the next slide which i believe

075will conclude this presentation other questions john so um we're going to be the i thought is that we're going to run it at three of the high schools so for the students who did sign up at elgin and bartlett it's kind of a two perfect thing have they already um assume at this point that at this point they've signed up for the course and they're hoping to take it given that it looks like we're not going to be running it are we able to have them interact with the class via a zoom situation since now this is something we're all familiar with and do like a zoom instruction so that instead of taking students out of the class they're able to still take it and we actually have students in bartlett and in elgin high

076schools that are doing this class and that would help sort of i guess grow the program like if you had if we had students at those schools taking it actively even if it was zoom instruction i feel like i mean that something i don't know if we've looked at instead of you know having to tell these students that they're not able to take this new course that we're offering that's a really good idea that we haven't considered yet okay thank you so i think you can think about that yeah we would need to talk with the old and teachers association at this point we don't have agreements on concurrent instruction for whether it's ap courses or any courses across high schools other than if you actually physically move a child from one like the pathways

077programs we actually go to the school for that course physically go so we'd have to have some additional conversation would probably take more time than we have to get them up and working before next school year unfortunately yeah i can say this though that the good news is um as we mentioned it really is an appropriate class that we're looking for a diverse blend of 9th through 12th grade students and so the student's not able to take it this year and as long as i'm a senior they can take it the next year and one way we hope to increase that is um we have a student awareness campaign planned for next year to increase awareness of what the course is and what it's for and hopefully get those numbers up so we can have

078at least one section at every building so kids have that opportunity eva um thank you for the presentation it was very good and very informative they they take the course two semesters they only get two credits for is that correct yes um and then you plan to have a professional development on july 26th through the 29th and you need three to seven teachers is that correct have you targeted those teachers yet yes yes so teachers i'm sorry i didn't mean interrupting or trained them yeah yeah so we have identified the teachers who will be teaching this course if approved for next year um and so they are all able to make those dates uh in addition we've invited anyone interested who may be wanting to teach this course in the future while we have the

079services of dr gallon our consultant to help facilitate some of this instruction um we'd like to invite those teachers to participate as well so and additionally we will be able to record that learning as a kind of a permanent canvas course so any teachers hired beyond this year will be able to participate of course won't be as rich as being in a room with those folks but we'll be able to do the readings and activities to help prepare for the course what is the ethnicity of those teachers that will be teaching this class that you're targeting i would have to double check with you um i believe they are all white at this point have you tried to solicit uh teachers of color to teach this class as well i think what you're doing is

080great and that's fine but i also think to have you know that someone on staff as well to kind of make sure that um you know when it comes to presenting information i know you mentioned that there would be pre-teaching before you know courses are taught to students and everything to make sure that if students have any problems or feel any type of way that there will be someone there to kind of help guide them but as far as even the training for the teachers um to make sure that those teachers are trained and trained well in teaching a course like this but i think you know to if you can't get those teachers that's fine you know just make sure that they're trained well absolutely and i do as we mentioned um we are

081hr is doing some separate um to try to increase the diversity of our staff that we're hoping will yield a more diverse staff for this course as well and you mentioned classroom library how many how many books do you plan to purchase with five thousand dollars uh so it's ten copies of and i apologize and i have the exact number i think it's 23 uh novels and nonfiction texts so it'd be 10 copies per classroom that'd be five classrooms one for each high school yeah i saw the book list great thank you okay i'm just excited about it yeah okay just i gotta i gotta excited i have to echo miss porter my social studies history teacher heart is so excited right now i kind of want to go back are there any open history

082position so yeah no absolutely i'm just super excited um and and it's so important that all of our students get exposure to what the african-american experience was in this country right um students of all colors um have the opportunity for american experience well i mean it is it is and during the presentation i was really struck by the one line i'm gonna see if i can find it because it was so but something along the lines of were more than just martin malcolm and and george washington carver right that just really really struck me and there's so many fascinating things i already have right muslim plans in my own head so um congratulations wonderful course super excited i have an incoming freshman that i'm going to poke about taking this class so i can take

083it vicariously as well so i'm sorry i have one additional question um in the memo from instructional counsel they do have some concerns related to social emotional supports is that um what have we done to take some of those comments into account and like how do we plan on handling some of those issues absolutely within the um curriculum documents there is a document i could direct you to it afterwards as well um that sort of goes through the rationale around sometimes deliberate word choices or the way a unit is framed uh an order of one unit over another um and i would uh i'll what i can do is after we're finished tonight i can kind of uh highlight those sections to you so you can see because there's we did spend a considerable amount

084of time deliberately trying to think about that and then do it in a thoughtful way and then be able to explain why and so i you know i knowing the work that we did i don't want to paraphrase that um so i can actually point us towards that afterwards thank you what else thank you very much that was a great presentation you thank you mr crazy thank you you are teaching colleagues that came outside to help present much appreciated our next proposal is the advanced placement spanish literature resource proposal uh mr phelps remain of the dais mr vanda mortel will continue to present via zoom with that i'll hand it over to you jacob all right thank you this give me one second to share my screen okay so this presentation is considerably briefer it

085is a resource only proposal for advanced placement spanish literature and that is to say that the course itself is not changing in any way we are simply replacing the book for uh reasons that hopefully will be very clear in just a moment um like anything that we bring from cni we are looking at student achievement and effective engaged staff as the pillars of the strategic plan especially with an ap course we're looking at student achievement and opportunities for students to demonstrate competencies that speak to nationally norm college board experiences so let's dive in um currently our ap spanish literature textbook abriendo puertos has been in use since long before i began this position i believe since we began teaching ap spanish lit quite some time ago and in september the company who publishes that book

086somewhat unexpectedly announced that it would no longer be published and that online support would end in the coming school year this is doubly important for us as our ap spanish literature enrollments are at an all-time high because this course which is a bit of a niche course across the country serves as one of the potential capstone roles for many of our dual language pathway students so we have 340 some students enrolled for next year where for a course where you may have seven to eight thousand students take the test across the country at the end of the year so this is really important and big for us as we're growing our dual language program um as i mentioned ap spanish lit serves as one of the terminal courses that dl students might wind up taking

087if they're not taking the dual credit courses in conjunction with ecc and of course like all ap classes uh three or higher would qualify for college credit at illinois schools so first i would like to introduce our team none of them were able to join us tonight um but what's important to note here is this is every one of our full-time ap spanish literature teachers uh and so that's important because they will be teaching the class next year as well so they had full say in the selection of the resource and they've had a chance to demo with a resource that we had ultimately selected and are pretty comfortable with it oh i'm so sorry the mapping process and the writing process is much like everything we bring to you we begin with the standards

088the curriculum writing assessments and rubrics choose the resources then go through a variety of feedbacks we began in october of 2021 after we learned that the book would no longer be published uh we uh solicited team members again we chose everybody who is currently teaching ap spanish lit we did a needs assessment to make sure we knew what we wanted to see we created a evaluation rubric for our resources based on that and then we solicited uh really all the ap spanish lit resources that are out on the market and demoed what was available to us which wasn't very much because it is these three options that we looked at as alejo plus flex text that is an ap spanish lit textbook and the online accompanying resources from wayside publishing they are the company that

089makes our spanish one through four book and so our teachers are pretty familiar with that platform and how it works we also looked at reflexionist an introduction to spanish literature uh from savas formerly pearson uh that book was last updated in 2013 and has no accompanying online resources and because our teachers uh really loved abriandos respect abrando puertas we looked at what it would be like to consider using the old discontinued book even without further online support and ultimately we opted not to go that route we've selected azalea flex plus flex text as the hard copy textbook and accompanying online resources it's from wayside uh it integrates with canvas really very seamlessly it's on the same platform as our spanish one through four so we have familiarity with some students and teachers um it has

090every required ap readings collection both in the hard copy and digital and it has an abundance of targeted sample questions for the ep exam filtered by unit it allows you to build tests using ap questions it really is um the best book out there and we're very lucky that even with limited resources there was a book of this quality available to us as far as professional development this is fairly straightforward our teachers asked for two and a half hours of training from wayside which will be provided gratis from wayside and then really a great side effect of this process is it gave us over the course of this past year a chance for all of the ap spanish-led teachers to work together in a really deliberate way around something that was a pressing need and

091we discovered that there's a lot of systemic capacity and a lot of opportunity for collaboration so they will be forming a ap spanish lit plc to do work throughout the upcoming school year they'll be able to utilize uh that plc to use ppd days to plan professional development to like ask me to help bring in folks to work with them and so that will that's a really happy side benefit of this process um like i said it is the five current teachers and then um wayside is also agreed to be able to help on board any new teachers that come along later cost is uh for 344 student editions uh and five free teachers editions seventy seven thousand two seventy twenty four as i mentioned the pd is gratis um that i won't repeat the

092numbers but that breaks down to a per student cost per year of about 37 and 55 cents over the six year course of the curriculum cycle and that concludes this presentation other questions yes um i just had a quick question um i'm currently enrolled to take ap spanish literature and i'm really excited for it but i was just wondering um is there another option for dual language students besides ap spinach lit and dual credit so there's several different pathways that students can take and i would defer to the multilingual and multicultural program to directly guide you through that but yes students may be able to take uh spanish courses that are dual credit through ecc uh perhaps in their building or perhaps at ecc and that's sort of depends on school the situation uh but

093i believe your counselor ought to be able to help you with that and that's great and very excited for you okay i have a question and it might end up being kind of a broader question than we can answer here i know we have conversations with um ecc but are we having conversations with other universities because i worry with some anecdotal evidence that universities in illinois are not prepared for the level of spanish skill that our kids are coming out with right they kind of arrive at these universities and they kind of go oh well here's a 300 level class right and they get into it and they blow everyone away with their speaking ability their accent um you know their vocabulary their comfort in that but then i don't know are we having those

094conversations can we have those conversations how is that going to work or is that a broader question that's a broader question because i know that i'm not having those conversations i believe other folks are i would not want to speak on their behalf i will confirm what you're saying uh our students are wowing colleges um but it's time when we talk in other colleges i can't speak to that okay all right i know maybe if that's something we can we can follow up during one of our next interconnect sessions for next year when we have our university partners here to make that a topic for consideration absolutely yeah because i just like these kids are coming out with like native fluency and the school's just some of the schools i'm sure some are doing fine

095but anecdotally i know of a few they're like uh uh well here you know so okay thank you and i have one question um i know college board likes to change the ap exam and the ap course every now and again do we have any concern that this might happen with ap spanish have they given any hint of it happening i guess i should say they have not that's an excellent question we're very fortunate mr juan fernandez at elgin high school um i may shout him out has uh taught this course for nearly 20 years i believe and uh he's a greater with the college of board so he's fairly well connected and so actually he who first brought to us uh he was the first to hear that the book was being discontinued um

096what we do know is that the wayside text because of the the flex text online component um it's a pretty f they call it flex text because it's pretty flexible they are constantly updating authentic i should let me take this back the regular spanish one through four that we use with our other spanish classes is frequently updating authentic resources here's a new commercial here's new audio things like that and they have asserted that they would be able to do that with any changes to the college board on the digital version at least okay great thank you any other questions how many credit hours is this class it's a two semester two credit class thank you any other questions thank you again our next presentation is from specialized student services this is for the cross categorical

097english language learner ell reading interventions resource estralita nunita and scholastic inc uh coming forward to present we have bruce phelps from director of business services dr satter white the director of specialized student services and ucf fabianczyk who's the assistant director for specialized student services evening and uh thank you for the privilege of presenting specialized student services uh reading intervention at elementary levels first of all i wanted to share a little bit about our our committee we have currently 21 crosscut ell itinerants who support students in resource settings in buildings that have dual language programming so they definitely have a great level of expertise and as we were looking for reading resources they piloted and we participated in a number of zooms with different consultants to ensure that we can find specialized reading resources in spanish

098our call to committee started in uh the spring of uh 2021 so we took a little bit over a year the as far as the um purpose of our proposal is really to identify resources of reading i should say literacy resources because that did include writing for students who receive resource services meaning our resource teachers don't have a classroom they support k-6 students in a form of a pull-out or push-in services also something that we really wanted to make sure of is that when we are looking at resources that they are culturally appropriate and authentic and uh what that meant to us we wanted to make sure that they are not direct translations from english we currently have two resources that we've been using with research teachers and that is estra eta however we found

099out that camino al electra which we've used for about nine years now is uh going to be discontinued from print and it also never had any digital type of access so that was always a limitation especially when we were remote so we were looking at resources that would really provide balanced level of support for k-6 students so we know we would be looking at all type of reading skills and deficits that students may have plus another element is to ensure that these resources have some type of a progress monitoring uh tool so uh students have iep goals and we we need to do frequent progress monitoring we've done the adoption of the resources uh supports the goals of our strategic plan so it addresses engaged staff as long as well as a student achievement and

100we follow the process of call to committee and getting feedback from different committees in the district so here we are uh as far as um learning outcomes uh in reading um really we start with basic reading skills all the way to the reason we read is to be able to comprehend and respond in writing right so we really looked at at a variety of resources that would be appropriate for all these great great levels that research teachers teach additionally we worked on our internal document for reading comprehension guidance document that so so it covers a variety of reading comprehension strategies and what we embedded was uh u46 rising and academic teaming suggestions as well as esl tips so here's um what those resources are a lunita program is an extension of estraita so it covers

101all the syllables in spanish next the electorate quartas are short reads which are a guided reading program in spanish and what i mentioned earlier was the progress monitoring tool which is literacy pro it really has two functions so one of them is the progress monitoring of reading comprehension um and it's it's an online access that students basically based on their reading level uh have a test that covers all the reading comprehension strategies but additionally if students struggle with a particular strategy resource teachers can assign additional practice on those skills um so i really go into more depth into the estradita and lunita programming but essentially the resources allow for providing pull out instructions so the scope and sequence is about 30 minutes per lesson and it's very explicit so we did try some of the

102samples that teachers received to make sure that this is something that really would be appropriate for resource setting and that it would provide that explicit instruction in decoding in spanish i mentioned lecture escortos as those as a guided reading program and it does include writing assignments as well as scaffolded writing instructions so teachers would also be able to cover the area of writing goals by writing iep goals using lectures quotas uh literacy pro uh the the online uh platform uh after students participate in uh the reading comprehension assessment it does generate individual student reports um and identify specific areas that need to be targeted so it's really for data driven instruction it also does allow us on a larger scale to pull reports on how students are doing uh so for all of the students

103those are administrative reports we looked at several other interventions that i listed uh there however what we recognized and our teachers took some samples and worked with the students to see how they would work and they were direct translations from english therefore we didn't choose them as for the cost the entire cost is just under 139 000 however some of the resources are one-time purchase so lunita comes in kits and the uh the kids uh have all of the resources for up to five years so we will not have to repurchase these materials um and that also includes professional development and the other two resources are come from scholastics and digital access to um lictora's cortes was something they identified as their action plan after they found out that we really needed something that was

104also digital not not only in uh print and it prompted them to uh to do it for us at no cost and and those are not ready yet so we don't have that access they're working uh to have it ready uh before we start professional development um what i also wanted to mention with our crosscut ell itinerants we have continuous support so aside from scholastics and lumida providing their professional development as a getting started version we also have a teacher leader in specialized student services who supports uh cross-cut ell itinerants and additionally this group of teachers partici they participate in program forums in specialized student services so i oversee that group and we also have department meetings so next year because it's a new implementation the goal is to do those department meetings monthly and

105um as we evaluate the implementation we always look at student data because it's a data driven process so we'll be able to pull administrative reports on to see how students are doing but additionally um serving uh providing surveys to staff to on the effectiveness of our professional development we know that having something that's one and done does not work so there will be co coaching sessions so that cost uh also includes multiple coaching sessions for all of these tools and this concludes the presentation are there any questions i just have one question so this material would be used with either one student or a small group of students it would be for small group instruction okay okay thank you you said the material will be used in a group of students that would be pulled

106out it can be so resource teachers you provide services either as a pullout or portion so sometimes it might be pushing into a dual language classroom are some of the um subject matters how do they coincide with what the other students in the classroom are learning in their regular literature uh that's a great question so it really is a very specific and targeted scheduling uh because if they have more than one student in a particular classroom that's uh really grouping them based on iep goals and making sure it's appropriate to utilize it when students are for example participating in something that isn't core instruction so if they're participating in something that that's online uh for example and at that time uh that push-in may happen but it's not taking them out of their core in

107dual language thank you any other questions thank you very much okay next time dr sanders work session resolutions yes under work session our resolutions our first is a resolution requesting approval of hazardous transportation area designations this is an annual resolution that we must present to the state board of education uh you can see the board see the attachment dr williams is here if there's any additional board questions uh beyond the presentation but other than that administration recommends the board of education adopt the resolution requesting approval of hazardous transportation area designations are there any questions done so the date on this one is for the 21 22 years so were these like art and maybe i'm forgetting when we approved the last one so is this for like just through december 22 we approve because the

108dates on here just say that 21-22 school year so is it not for next school year that's my confusion this is actually this is actually the list from last year because there are no changes we're requesting permission to submit the same list that we submitted last year okay to the state board of education who will then submit it to the illinois department of transportation but for this coming school year for the 22-23 school year okay yes as you can see throughout the document there are different approval dates based on the routes of change and as we go through um our upcoming changes we may be adding some but there are no additions at this time so that's why this list is attached okay if that makes sense and as i recall we made a bunch

109of changes last year yeah yes yes sure did first 10 12 years in fact any other okay thank you right next is a resolution authorizing the transfer of interest earnings from the working cash fund to the operations and maintenance fund mr burning is coming forward if the board has any additional questions administration recommends the board of education adopt the resolution authorizing the transfer of interest from the working cash fund to the operation maintenance fund are there any questions okay next item our next is a resolution authorizing participation in federal and state supported programs again this is also an annual resolution that's presented to the board for approval mr burnage is here if there are additional questions administration recommends the board of education adopt the resolution authorizing participation in federal and state supported programs any questions

110could you just give us an example of what one of these programs might be these are all the state and federal grants so the largest federal grants are like title one yep our next is a resolution authorizing the school treasurer to make bond and interest payments mr berners will remain if there's additional questions administration recommends the board of education adopt the resolution authorizing the school treasurer to make bond and interest payments any questions our next work session items are contracts over 25 000 the first is a contract for the equity and innovation and human resources departments with tennessee state university uh joining me for this presentation is mr phelps director of business services dr lance is the superintendent of equity and innovation lisa jackson director of diversity equity and inclusion and uh dr carrie federer

111is our interim assistant superintendent for human resources administration recommends approval of the contract with tennessee state university for two years and the amount of 75 thousand dollars to cover a monthly stipend of seven hundred and fifty dollars for up to ten teacher candidates and request authorization for district administration to execute related documents this will be charge of the educational fund and the cost is included in the budget for the 2023-2024 fiscal year i have any questions okay yeah i i feel like on the end this is a really great idea but i'm not sure i really understand that when you say teacher candidates do you mean they're coming to be student teachers yes ma'am okay so they're going to come they're going to be student teachers we're going to sell them on how marvelous our

112district is they're going to come back the next year as full teachers and buy houses and raise kids and be a part of the community exactly and we're not going to bring them up here in january right yes that's probably a good plan they will be here during jail well they could potentially be from the area just even though they're in school in tennessee okay that totally makes more sense that's wonderful thank you would they be here for a whole year it'll be a semester or would it be yes yes it's a full year okay great and then they're gonna live at judson in the dorms is that what i saw that's the plan we will not be able to proceed with judson until we get this part completed first okay so you gotta we

113have to say yes and then you gotta go over there please and okay yes okay judson is very interested in hosting the students as well so there'll be another contract done with judson to accommodate the housing yes there are some questions that we need to respond to but we can't respond to those questions just yet until we get the go ahead charlotte with tsu yeah so that actually brings up another question so judson is a very christian school but the tennessee state kids not necessarily is we're hoping that there's not going to be any friction there is that the right word my is that question making sense no they have they actually have apartments sortie set uh spoken to the the university president there's no okay no challenges no okay they won't be required to

114follow jetson rules per se yes well they yeah they'll have to they can't they'll have to follow the same rules that students would so they can't drink on campus or smoke on campus those types of things but okay but they would not have to be the meet the requirements of attending chapel or anything else they're not judging students they were just printing space okay sound good thank you tony is a no we will be able to find off campus justin holmes off campus harvest any other questions even so on slide three so this is um [Music] the demographics of our district and if i look at from 2021 to 20 you know from 2012 to 2021 is that two in there it's only been two percent growth throughout all those years is that how i

115read that i think that's two percent of the of our teaching yes his teaching staff is of african american teachers yes two percent african-american every year so there has been absolutely no growth whatsoever that's affirmative we need to do something i know just pointing it out any of the questions done i do because i'm sorry i'm so confused so we're contracting with tennessee state tsu the students that we're bringing up to stay at judson will then so are they students are they grad students are they the last year of teaching so that's why they're coming up and i guess i'm just confused on where they are in the process sure so we are looking to have their seniors so their seniors are the students who will be going into their teacher residency okay so typically

116when you partner with the university they've graduated we're trying to get ahead of that got it and so if we can get them to conduct their teacher residency with us we're a step ahead of the game um and there right now there's currently no district right now in the state of illinois hope no one else is watching um that is doing this so we really are trying to get ahead we'll cut this out of the youtube that's right we won't so then okay oh no we can't i'm sorry so we're okay so we're bringing seniors working on their bachelor's degree who are in their last year and then um are they tied to doing any job employment with us after they graduate or is it truly just a one-year it's a two-year commitment we're asking

117them for two-year commitment so the first year is their senior year and then they would like their senior of college their senior year would not count towards the employment got it so they we host them their senior year and then they're employed with us for two yes and we're hoping that they will spread good word about us and we can attract more okay that makes sense thank you for the clarification so so they will be licensed then in the state of illinois that would be the teachers they have a professional educator will they have the equivalent in tennessee then as well yes we were told this reciprocity carrie did you want to speak to that certification members in hr making sure okay you speak into a microphone please technologies yes our hr certification staff um

118ensure that they're going to be fully licensed after they graduate both in illinois okay okay so to clarify what miss martin was saying so they'll spend one year here as a student teacher and then two years here as a first year teacher second year teacher able to participate in our same mentor programs and all of those kinds of things yes okay great it's wonderful yes good one more question oh sure sorry don no that's okay um so page three so going back to the the teacher demographics of our district from oh 12 to 21. um so if i'm reading this correctly at this point so we're hoping that this contract we can increase uh increase the number of african-american teachers in our district if this is successful my understanding is that we would look at

119maybe other universities that might be able to help us increase the number of hispanic teachers we have based on this chart we have no asian teachers in our district if i'm reading it correctly so i'm assuming we're kind of hoping that this is a good pilot program that we can build off of and start to improve the diversity of our teaching staff in our district yeah absolutely that's correct um and as it pertains to hbcus many of them have asian americans to t students to become teachers and so we would hope that this model we could replicate this model through other hbcus that's great actually when it comes to hbcus the percentage of non-blacks is about 24 percent did i know that yes i'll also add that tsu is the first school that was really

120all in since we started really trying to get this off the ground we have probably met with over 20 hbcus um and we continue to meet with the goal of really having this be something to just jump off and and ensure that we're diversifying our teacher candidates and you and i believe the document we talked about you guys talked about how tsu is very you know diversity like in general for the union are we not seeing a big diversity push in some of the teaching programs that are more local to us that we need to go outside of illinois that's kind of a harsh question but i mean unfortunately we don't have an hvcu in illinois the closest to an hbcu will be chicago state okay so what we and we know that we have

121i don't even know several hundred school districts in the state of illinois we really need to not be going into the same pool same one so that's why we're intentionally going outside i know that griselda and hr are also working with some other universities so for example niu is one to make sure that we're attracting bilingual candidates we also recruit in puerto rico and we finally got in the green light to work with mexico although we don't have many candidates right now from mexico so we are really being deliberate in our efforts it's fantastic thank you additionally um as it pertains to hbcus the statistically thinking um you have a better chance to get more african-american uh folks at hbcu and so the the um what we're looking for is not just to get one

122or two it's it's to keep folks here and have that sense of belonging and like you're not the only one in the district or the only one in the school so how do you have we have a you know proposal from maybe 10 could we perhaps get them student teaching in the african american studies class let's combine a few here sounds good melissa i think to that point having them reside at either you know in the dormitories at judson or within judson off-campus housing it does help build that community right and so this is a little bit different than just getting one off students from a bunch of different places um are we looking to place students in any specific area or is this pretty much open to any curricular any grade level area no

123it's not open to any particular area so this is where working with hr has been crucial and maria unfortunately well not unfortunately she's on vacation so good for her but we've been working closely with hr to make sure as well as the assistant superintendent of schools lala to make sure that where we place our teacher candidates that they're set up for success so that's one so that leadership at that school is going to be crucial the second thing is that we do not want to place any one teacher alone so so we already know that there's research around being isolated if you are the only one pick african-american asian that does not bode well for belonging um so we're really being intentional with where do we place teacher candidates and can we place multiple teachers

124in one building okay okay so again to help build that community yeah okay yes all right very good thank you that's smart that's key to have a support system yes and then can we get an update october november once everybody kind of gets in and see how is it going and so i'm glad you asked that so we missed the opportunity to have teacher candidates come this august oh okay so this will be for august 2023 okay so what will happen once we get the green light from the board of education is that we'll go back to tsu august so they are preparing to for us to be in front of their students so that they can we can have they are going to be juniors so we would want them august 2023 and u46

125no and that makes sense as soon as you said that i'm like well of course we can't get it quite that quickly but um my excitement any other questions is what are the other incentives for the individual prospective teacher that would join our district yes so yeah no um well we um actually we did a whole presentation um to uh tsu and we had a lot of incentives but i can narrow it down to at least one that they seem to be very uh excited about when we spoke to them about our equity symposium and just the work that we're doing around equity and diversity and inclusion but just just to know that they when they heard the people that were part of the the presentation and that they they even have opportunities to be

126part of that presentation uh also dr uh glance and i worked uh have worked with um our interns from isu we've done a month long several months or let's see a series thank you of uh modules um as it pertains to inclusion and diversity and equity and just supporting those that are already with us and so we just explained that that's the type of work that we do here in our district one one other thing i would add that really attracted them and maria would appreciate this was the salary and not just the starting salary but the opportunity to move multiple times in one year like their eyes you know how children are i'll call them children but young adults they were just excited like you mean i can get a raise like several times

127in one year so that was attractive to him as well that's what i'm talking about [Music] super exciting yes thank you thank you anyone else thank you very much thank you our next uh work session items uh all relate to different assessments that we provide throughout the school year so you'll see uh several people come and go from the the dais uh but predominantly you'll see dr carpenter our assistant superintendent of teaching and learning and laura hill our director of assessment and accountability and then for each one we'll have some additional staff members joining in so for this first one we have a contract renewal with the assessment office for aappl the assessment of performance towards proficiency in languages uh mr van de mortel is also joining if there's any additional questions administration recommends approval

128of the contract renewal with lti the ac tfl language testing office not to exceed the amount of forty thousand dollars and request authorization for administration to execute related documents this will be charged the educational fund and is included in the budget are there any questions okay thank you all right next is the contract renewal for the assessment office with the for the cognitive abilities test cogat joining for this portion is april wells our gifted coordinator the administration recommends approval of the contract renewal with riverside insights in the amount of 52 000 91.91 and request authorization for administration to execute related documents this will be charged to the educational fund and is included in the budget are there any questions okay thank you our next is a contract renewal for the assessment office with advanced placement

129exam 9th through 12th grade eligible students um mrs mostorovich will join for this portion of the presentation administration recommends approval of the contract renewal with college board in the amount of three hundred and ninety two thousand and sixty five dollars and request authorization repentance for administration to execute related documents administration recommends that the board of education approve one free ap exam for each student who selects to sit for an exam this expenditure will be charged the educational fund and is included in the budget are there any questions great this is a great program so thank you our next is the contract renewal for the assessment office with northwest evaluation association nwea which is the maker of the map assessment administration recommends approval of the contract renewal with northwest evaluation association in the amount of 228

130thousand dollars and request authorization for administration to execute related documents this we charge the educational fund and it is included in the budget any questions on this done so i do have questions on the map testing so i did read the response to ms kerr's question and i think i'm still confused now my own kids have taken map and it was always given fall when they were really young it was fall winter spring and then it went down to it wasn't really fall or winter it was kind of before break and then spring so that the teachers had like two benchmarks for the year it sounds like are we moving then just to the expectation is that students are just taking it once a year now so we're decreasing how the so does that change

131how teachers are using the map tests in order to identify needs for students we use the map test for a variety of reasons um what we've found though is that a map test is not not the best indicator for our teachers to utilize in order to inform instruction and so while we will still consider we will still uh administer the math test one time a year um we don't see we don't continue to see the value of administering it three times a year and the amount of instruction that is also impacted by that so we'll continue to administer and administer the map assessment but we do feel as though we can gain more information more valuable information through our own local assessments that we utilize that can prove to be more fruitful for uh supporting

132teaching learning so when you say local assessments like what does that include we have a comment our common formative assessments that are built into our our curriculum our curriculum documents okay so all right thank you one of the reasons too to just go ahead and leave something like a map assessment is also from the parent perspective what you're also receiving is you will then actually receive national norms and that is the value to always having a standardized measure each each year great thank you so much what even what time of the year's map is if you you're going from two times a year to one time a year is that correct so what time of the year will it be administered it's actually strategically designed and what i mean by strategically designed is everyone would

133take it in the winter in english but we also use map assessments in spanish and so we also administer a spanish mathematics assessment which we give in the spring we also give a spanish reading which we administer in the fall so if i'm a dual language student i would actually end up with two measures in spanish and two measures in english so it's very strategically done so that we're limiting the amount of time spent testing as a concentrated amount of time spent testing so it is it can be multiple times a year but for different purposes and different content and and language oh i loved map when i was teaching a lot of a lot of people it's subjective though yes very subjective we're really as a system of trying to move towards more common

134formative assessments that are directly in the classroom most directly tied to the student at a moment in time rather than the map as a as a general rule but it is still an important assessment to give annually or at least on the time frame that mrs hill outlined any other questions thank you very much our next assessment office uh is also in conjunction with the multilingual and multicultural department for las linx assessment for dual language students uh so joining it today is christel de pero our director of english language learners administration recommends approval of the two-year contract renewal with data recognition corporation in the amount of 141 616.90 and requests authorization for administration to execute related documents this also will be charged to the educational fund as well as the title three fund and the

140request authorization for district administration to execute related documents this will be charged with the federal idea grant and is included in the budget are there any questions i think i had one question which you answered as to was it this one i think it was yes yes so the some of the people will be using will still be remote is that correct that we can't get in-person people necessarily yes mr kenshaw can speak to that she supports the related services so i currently network with about 25 agencies uh that help us find some of our related service personnel when we don't have in-district hires um this year we are down this past year we were down five sikes and it was really difficult to get any in-person people who were willing to come in and

141do the work so what we have now is propose to use uh two telepsyches which they will be uh remotely doing some of the assessments that you wouldn't need hand over hand assistance for are more cognitively disabled students would have the the in-person assessments with the psychologists that we have now um but your regular sld assessments your regular rehabs things of that nature could be done with our telepsyches um we proposed that we would have two of those telepsychs and then leave an additional one in in the event that we're able to get an in-person person person through contract uh we typically have not had much success with that this year like i said we were down five we were able to find one in-person psychologist to to join and that was in january so

142they're kind of like a unicorn right now they go in cycles right last year our slps were the ones that we had trouble getting this year it's it's sykes that we're having trouble so currently we're still down five and i wonder if the telescope is a wave of the future right right that's what i'm hearing yeah across the nation just not here yeah okay thank you anyone else thank you let's do it all right next is the contractor who look for specialized student services for speech and language therapists uh administration recommends approval of the contracts with the listed vendors and the total amount of one million six hundred and fifty nine thousand six hundred dollars and request authorization for administration to execute related documents this expenditure will be charged to the federal idea grant and

143is included in the budget any questions melissa so there's been it's a pretty big substantial reduction cost from last year is that because we have additional hires or so at the end of each of the school years what we look at contractually since our contracts renew every year we have the ability to renew them or to dismiss them we look to fill those positions that we have contracted with district hires so this year for the this coming year we've been able to fill more district hired positions than previously okay good um i'll still say i think i say this every year like if you want a job coming out of college speech pathology absolute psychology social work i mean you know it's evident that the the need is great so yeah teaching teaching in general

144administration yeah okay thank you anyone else thank you thank you okay we're on to business proposals we are so under bids and proposals our first is a bid from business services for library furniture mr phelps will be the primary presenter on this one if there's questions administration recommends approval of the proposal from warehouse direct garvey's and frank cooney for a total amount of 499 989.50 and request authorization for administration to execute related documents this will be charged the educational fund and is included in the budget any questions on this okay next item our next is a bit from business services for distribution center truck replacement administration recommends awarded a low bid meeting specification to jx truck center in the amount of 141 286 dollars and request authorization for administration to execute related documents this will

149the proposal from johnson controls in the amount of 226 thousand six hundred and forty two dollars and request authorization for administration to execute related documents this will be charged at the united states department of justice community oriented policing services grant and the costs will be included in the budget for the fiscal year are there any questions don i do have one so the cameras that we have are we actively like we have people that might actually monitor them live are they used more for going back and reviewing film if there's like how do we use them so we do um we have a the basketball office which is located at plan operations they monitor um the the school entries and hallways as well as uh the school safety office we monitor them during the throughout

150the day um through special events and then if we get reports of instances from the schools um the school's doing a primary investigation but then when they need official copies of video we provide it to them and we assist in investigations that they may uh have issues with or need additional hands okay so and i mean obviously safety has been a question that we've been getting messages about so if there were an issue at one of our schools like we do have live feeds at our school so if there was someone trying to get into a school and we got a call we would be able to see that because we have at the middle schools and the high schools we will have these cameras correct and all of our facilities we have you know

151front door monitoring cameras with a phones those are the buzzers you may have seen at the facility so they do have two buzz to get into our facilities um but if no then it says board to occur that we were being aware of if we can review that either live or go back in time and review that footage and do our investigation that way great and to reassure parents not only can we view it if there is a true emergency we have an intergovernmental agreement the board approved that our police departments can also monitor and tap into our system and view it live correct question how how often are they checked to make sure that they are operating because we did have a situation where we needed the camera and the camera was out and

152we had to make a board decision but there was no camera the camera was there but it was not operating properly so how often are they checked we check them on a daily basis we do get health notifications on our surveillance system uh we do uh we are in contact with our service provider which is johnson controls they're the they have a service contract with them so if we do have an issue with the camera we make them aware they go out to do their their their troubleshooting a lot of times if they need to replace the camera rerun wire they'll let us know we do let the schools only hey this camera may be down for a little bit do we get uh spare parts replacement equipment in um due to the pandemic some

153supply chains have been affected you know cameras have been on them so we do work and we do look to schools that hey this camera is down but that they may deploy at the high school they may have a dean's assistant in that area a little more frequent just sweeping the area a little bit more thoroughly than before thank you anyone else okay and i think that is the last item so i need a motion to adjourn someone ms martin yes ms nolan yes ms owens yes ms porter yes miss thomas yes president kerr yes we're adjourned at 9 17 p.m
