002it is our honor this evening to recognize once again our u-46 financial operations department uh who received their certificate of excellence and the meritorious budget award um for trying to remember now how many years in a row uh but for for several years in a row um and so it just goes to speak to the high quality of our budget book how much information we provide in our transparent with our budget um and this truly is a high level achievement that the board receives uh on behalf of our financial services department so i'm not sure sorry i've been looking around there for you mr burns you need to come up now and we will present now you got to come up and then this is also highlighted tonight during our board of finance committee meeting
003we learned that our bond rating has improved now also from a double a minus to double a so that's a direct accomplishment by our financial services team so we'll come around and present you with the certificate all right i will read the uh the certificate here certificate of achievement board of education of school district u-46 hereby recognizes the u-46 finance department for receiving a certificate of excellence in financial reporting for fiscal year 2020 the notorious budget award for fiscal year 2021 from the association of school board business officials presented this 23rd day of august 2021 signed by board president susan kerr and superintendent tony sanders congratulations to you i would like to uh thank the board for the recognition uh this is the fifth year we've done it so kind of a milestone uh five
004years and then i also like to thank everybody else in my department because i have a lot of help uh thank you okay next is strategic plan report mr sanders thank you madam president members of the board of education it's an honor to share with you this will be my uh eighth update on a return to school in u46 well not if you count four different openings last year but we'll just pretend we only had one last year uh with leave of the board i'd like to share my screen and give you a few slides [Music] let me make sure i can alright is that visible to everybody all right great so joining me tonight for the presentation is anne chan assistant superintendent for human resources who will come up to the presenters table also
005online from their offices we have uh many camp members of the cabinet who can also weigh in on our return to learn our back to school that just happened a week ago today so all in all a great start um to to a school day and a school year i started my day early at transportation department you can see on the far right that's one of our bus drivers named joy um i got up bright and early and rode routes to pick up pick up kids and uh had a great time doing so and it really to watch our bus drivers arrive around 5 45 to 6 o'clock in the morning all doing fist pumps and high fives they were so glad to be back together and the feeling of camaraderie was so palatable uh
006i just knew that we'd be having a great start to the school day for so many of our students our food services team in the upper left-hand corner have been busy producing meals well in advance at the start of the school day so this was actually from friday when they were preparing the quesadillas that were served today for lunch who were kept frozen and then sent out to schools today i was able to stop at streamwood and have lunch with students on the very first day of school and enjoyed some time with them and tried out the the new spicy chicken nuggets the annual tradition at kenyon woods is to have a cow in the courtyard and of course they did not disappoint by making sure they had the cow in the courtyard and one
007of the things that was really notable this school year across so many of our elementary schools was the academic teaming that we're starting to ask teachers to get invested in teachers engaged in professional learning a lot over the summer principals invested a lot of their time in energy reading books and engaging in professional learning and right out of the gate teachers are already starting to use academic teaming and you can see this group of young girls at washington elementary that are already engaged in academic academic teaming with all of the great and wonderful things that have happened and a special thank you to all of our teachers and principals and bus drivers and food service i have to note that we continue to have uh covet cases when you see a spread of covet in
008our communities you're also going to see it within our schools this shows you the data from coveted cases these aren't actual cova cases these are reported or suspected cases that have been reported to the district that we have to follow up on you can see the first wave was when uh last march um actually i'm sorry this is not go back to march this just goes back to last october for this first bike you see there is actually the the october right after uh halloween spike then we had another spike in january that you can see a third spike in the spring and here we reopened our doors and already we're starting just we're starting to get back up in in numbers this is an example of just one of the daily reports that came
009out this i pulled this afternoon at 2 30 as of 2 30 this afternoon we had 14 total positive cases of covid students or staff members who had been exposed or symptomatic so in most cases those would be individuals who are in quarantine and so far since august 5th which was the day after we finished our summer summer school programming you can see our numbers have totaled one thousand and eight at least cases that our nurses have had to touch since we've come back as i said if you see it in the community you're going to see it within our schools you'll see across kane cook and dupage county the new cases per 100 000 remain in substantial spread you'll see the same across youth case numbers which have increased for two weeks or more
010by more than 20 percent making it also high risk and the weekly county youth case numbers increasing the only area where we're still in moderate is the seven day positivity rate but that continues to climb that is why we must continue to follow the layered mitigation strategies that we put in place get vaccinated if you're eligible for the vaccine we're still requiring masks and i i'm pleased to see so many students are fully compliant with wearing their masks providing that social distance of three to six feet to the extent possible which i know is not possible everywhere at all times increasing our hygiene etiquette making sure washing your hands frequently we've also increased our building ventilation and finally as you just noted we're monitoring the data on a daily basis one of the other areas
011we always like to update the board after the first week of school is on staffing so we gave you an update a week ago today on what it would look like when we reopened uh ms chan is here tonight to give you an update on where we are with staffing at this point thank you so much and thank you for the opportunity to report out to to the board members um you know with the consistent practice that u46 have put in place with um covet protocol as well as our consistent messaging u46 continues to be a place where teachers want to come and teach in my report out to all of you on august 9th we had a number of 88.9 teacher openings on that day that i reported out i'm happy to report out
012to you that number has decreased since then and the number has decreased to 57.8 open position that means that we were able to secure 31.1 um teacher teaching positions since the last report out and i apologize for those on zoom i didn't realize i didn't have my camera on so they didn't get to see me present but they heard my voice um with that presentation i'd like to open it up for any cabinet members suzanne johnson brian lindholm josh carpenter dr lance anybody else have went away in on the first day sure um thank you for the opportunity mr sanders and the board of education to uh just provide some highlights i uh i too uh was able to visit numerous sites on the first day all elementary sites and uh really enjoyed being able
013to see our students and our colleagues back at our sites as as identified bringing forward a number of our strategies that we have been working on um and and also really focusing on our students confidence and excitement and that that social emotional learning component that is really just so so incredibly important as we welcome students back especially in our elementary sites where we're realizing and identifying for many of our kindergarten students they maybe you didn't have that preschool opportunity and this was their first formalized schooling opportunity in perhaps over a year and a half for first graders who had not been in our buildings as kindergartners and even for second graders who may not have been in our building since uh they were kindergartners a lot of new a lot of excitement and a tremendous
014thank you to all involved operationally and instructionally for all that you have done to provide that welcoming uh environment for all of our students so uh they can they can learn again together so just uh it was wonderful to be at our sites thank you dr johnson with that we will be uh glad to take any board questions are there any questions from the board don as far as the um staffing positions we still have open it's it's phenomenal that we were able to fill 30 plus in the last couple of weeks are we i noticed on the slide that was shown we have much higher positions open especially with special head but special ed but then also in the high school that positions the 30 that we had filled for those distributed amongst the
015different openings or are we struggling more with the special ed positions that we have do you happen to know yeah traditional traditionally i'm not unique to you 46 traditionally is the special education positions are harder to fill um i would say um the the 31 plus positions that we were able to fill were evenly distributed um so there's even on par with the percentage that ucs open okay great thank you john um in term in terms of the cases reported i know we've got the means and mechanisms to avoid um quarantine how's that how are those numbers going and how's that process working so far so far okay i would say that mr judge our health services coordinator and all of our nurses are already stretched because incoming health forms plus trying to get in
016the the students reporting their vaccination status if they're over the age of 12. there's been a lot that our nurses and health services team have had to do and we haven't been able to deploy the shield testing yet to help that process as well or is that happening we'll have the shield testing will begin after labor day so we're still collecting the opt-in forms but we will not actually receive the kits until september so we'll start that after labor day that i believe will help immensely in trying to keep closer tab on reports great jessica sorry um i'm not sure if there's anyone here who can actually answer this but um the guidance is still for when you're outdoors that you don't necessarily need to have the mask on so um so for that doesn't
017really apply to band though correct because you still are required to wear the um belt cover um i was just wondering if you could offer any clarification on why that was when we wouldn't have to wear masks outside so i'm to um miss miss darvish do you have an answer for that one i know you've been working uh closely with the arts and band issues yeah so um initially we when we first received guidance from idp agent is regarding the mask wearing outside we follow their guidance around that we do not have to wear masks outside however there was no guidance aligned to all of the fine arts and the music we actually just received updated guidance today so our teams are reviewing it regarding uh the bell covers and the mass for uh band
018outside so we're in the process of that but at the time when we initially uh released the guidance and updated our procedures we didn't have any updated guidance for music so it just came out recently okay thank you so much um i guess kind of like a follow-up to that is that fl covers do continue to be something that we have to use um in the music programs there are kind of two different types that we're using at bartlett um there's like this white one and then a black one and there is such a noticeable quality difference in quality of the two um the black ones like it's impossible to play with the white ones um we do not sound good when we play with them but um with the black ones it's a lot
019easier to play a lot of the instruments sound better a lot of musicians feel better about how they play but we don't have enough for them to go around for all the students and so if there's any way we could look into making sure that all the schools absolutely absolutely do you know so if you could send me a like a picture of of one or the brand or whatever we'll make sure we order them reach out to my band director yes please let us know we'll make sure we order something okay thank you so much one of the other things that the board will see tonight on the agenda is the picnic table so we also recognize that you know high schools actually all schools are still struggling to find appropriate spaces for eating
020and so we're trying to create more outdoor spaces at least while the weather permits so one of the things tonight that we're asking you to authorize is also adding picnic tables which should begin arriving pretty quickly hopefully other questions melissa i know i appreciate the the graph with the the number of cases and obviously the difference between this year and last year is when we had significant numbers of students out there were you know we could pivot them right into remote learning so obviously there's going to be kind of a stretch probably with more kids being absent then that's going to cause you know an additional strain on on teachers so can you just speak to some of the supports that are being put in place to help manage all of that absolutely so i'll
021let dr johnson speak in a moment about the the tutoring and and how that might work for students who are currently in quarantine um but i i wanted to jump in ahead of that and say you know we will continue to be in contact with our local health departments already in across the state there have been a couple of school districts that have had to take either classrooms or schools to remote back to remote learning as a result of caseloads and that's something that we will continue to monitor continue to talk to our health department so if it gets to that level that we would take appropriate action um in terms of the supports for students while they're in quarantine i know dr johnson shared a slide from before but dr johnson would you mind
022sharing that again just an overview of how we're trying to support students while they're out yup absolutely thank you for the opportunity so um just to also clarify the focus is on students who are quarantined um in response to coveted concerns or or covered um positive so uh of course as was shared with the board of education um this evening we also had a our first uh meeting with uh u46 administrator representatives and eta teacher representatives to start to structure and systematize this process expectation is one that teachers make all of their resources available for students and households online via canvas so we're working on clarifying that communication we'll get that communication out already i think that would certainly support our system overall so that people know where to go to access those resources teachers
023are not required to provide concurrent instruction however there is the opportunity for concurrent instruction um for teachers to identify if that's appropriate based on the curriculum the programming the age of the students the opportunity so it remains an option but it is not required and then the other significant component is the working through the system uh creating a system for students and households to be able to access tutorials to support students and the instruction that they are not receiving uh for in person and our goal is to uh have that system uh prepared and ready to launch by after labor day uh so that that that work continues we identify that there'll be a need to differentiate between elementary and secondary and also pre-k as well again i want to remind everyone this approach really
024allows us to continue to focus and prioritize our instruction on our in-person students and make sure that we are utilizing all of our strategies and making sure that those resources are available for our students in person while still meeting the needs for our students who are quarantined the left part of this plan will of course include data so the ongoing review of the number of students who will be accessing these resources while quarantine thank you and just a follow-up question on the from mr sanders the if worst case scenario we would have to pivot as a school or classroom to remote that's a decision that comes from we'll take guidance from the health department on that correct the health department and also the regional office of education both okay mike and this is very similar
025to how we've handled flu in the past when we've had to close the h1n1 virus we had situ and even mrsa we've had cases like that where we've had to close either classrooms or buildings so we'll handle it much the same way but we'll seek their guidance before we ever made that decision okay thank you you're welcome other questions and has a to follow up with melissa's question has the health department given us any parameters that they've been looking at you know if ten kids in a classroom or eight kids in the classroom unfortunately no um so they did change the definition of an outbreak at the beginning of the pandemic it was two was constitute associated cases was considered an outbreak then they increased it to five now they brought it back down to
026two so if you have two cases that are um confirmed linked then that could be considered an outbreak uh under the new guidelines but other than that there have been no additional guidance issued by idph or our local health departments to help us make determinations and bruce reports that the picnic tables will be in by hopefully the end of the week so he's worked his magic so and i saw in the paper today too that south elgin's football game the other team had to cancel because they're forfeit because of covid so i guess ihsa does all that it takes care of all that correct other questions um no eva oh go ahead so with those students that are in quarantine um i heard you say that there would not be any online instruction or tutorials
027for them until after labor day is that correct are we concerned that those students even though it might be seven days might fall behind what are we doing to support those students and sure um so what i do want to highlight is that by by no means does that suggest that teachers are not currently providing these resources at this time and actually providing these services for our students or these resources for our students our teachers are are in fact providing the work for our students and in in some instances are going ahead and providing either concurrent or instruction or allowing students to view um you know via zoom and watch what's occurring our hope is that by coming forward with a system for this it will also support us across sites and u46 right now
028we realize that a lot of teachers are receiving these requests um from parents uh directly and they're trying to make sure that they direct parents to their canvas page or they're providing resources and in another mean nothing so you know again our goal is to create that process and that system so that we know as as a school district if i have students at multiple sites across multiple grade levels doesn't matter who their teacher is i can go to the canvas as a parent and make sure that they can access that information um and then the piece around tutorials realizing that it will take us a little bit more time to access that the initial goal with tutorials is of course to provide instruction for students who are currently quarantined that will be a priority
029but there are certainly then questions and interests out there about how we would be able to expand that to support students overall in our system so students who may have been quarantined at different times students who perhaps were for a variety of reasons not able to um participate in our online learning last year or in-person instruction to their fullest um how can we continue to meet to meet those needs so um certainly i do recognize and identify that there there is a little bit of a gap here for students who may be quarantined at this time but i also want to stress that that it certainly does not suggest our teachers are not providing those resources um at this time because i am well aware that they are thank you dr johnson um no i
030just wanted to say too i was very excited actually to see about the picnic tables um you know what a great opportunity for teachers to be able to just step outside even if it's for 10 minutes do story time outside do circle time um yeah i'm just excited for those opportunities you know things got pretty smooth the first day at my house and excited to get started again one thing i should have mentioned too was the different approach that schools took to welcoming students back and families back this year has been exceptional and i have to give great credit to all of the school leaders and teachers that made schools a welcoming place in different ways so at south elgin high school the first week they really weren't doing um [Music] over-the-top academic activities it
031was more getting you more socialized to school so team building activities learning about each other remembering what it's like to be back in school um we of course the resources we provided to schools to offer some sort of an after-school event or before school started event you know larkin had fireworks going off the other night i mean it's just amazing what they've done with just the limited resources we gave to people to welcome families back in and make them feel so much more welcome than we've ever done before and i really that's a best practice we should continue it was really it was a beautiful thing i wish i could have made it to all of them i know i think several board members went to several of them but unfortunately i didn't get to
032a lot of them so i was excited going online liking all the different activities that were going on i thought it was very exciting and creative yeah very creative done all right so not to go back just go back to the picnic tables for a second um one of the things i've heard from families is you know the issues at launch it's crowded there's not space especially especially at the high school levels picnic tables are good except we live in the midwest so very quickly we're not going to be able to have kids outside have we considered allowing the open campuses like we did at the end of last year at that high school level to give some room at the high schools again and letting the kids leave for lunch i know that can
033be a logistical nightmare especially with high school kids who may not come back um but it sounded like there was success with it last spring when that was allowed so i was just trying to figure out what we're looking at for if if we're looking at different options for the winter we will yeah we'll discuss options i don't know that um i'm trying to remember back to last i don't recall we did have open campuses everywhere but i will we can certainly look at different options to see what what might be available um and this year we're we shouldn't have any snow that's what the forecasters are serious they're saying no snow [Music] mid 70s in december is what i'm hopeful for anyway no we certainly are looking for and we haven't smelled it no
034we will certainly look for other opportunities to see how we can space those we've heard the same issues from from sites and have seen you have seen it even in some cases it's not a space issue as much as it is kids want to congregate together and be with their friends and then others where it really is a space issue but we will try to work through those issues hey we're good okay our next item is the was heard earlier today in the board of finance committee meeting and here to present it again is dale burnish with the fy 22 tentative budget there we go yes this evening we have the fiscal year 2022 budget presentation uh the budget alliance to our strategic plan under the fourth category of excellence efficiency and accountability and our
035aspiration that we will advocate for and utilize systems and resources that promote operational excellence efficiency and accountability one way that the financial operations department aligns to the strategic plan is through the budget book for the past five years the budget document has met the requirements of the association of school business officials meritorious budget award or mba the mba recognizes excellence in school budget presentation and helps promote the following skills in developing and analyzing an effective budget communication between departments to develop long-term and short-term strategies clear budget guidelines and building confidence in our community with a reader-friendly budget looking at our local revenue outlook our property tax revenue can grow at the rate of inflation as measured by the consumer price index or cpi plus revenue from new construction for fiscal year 22 property tax revenue
036is projected to increase 5.4 million the 2021 tax year levy amount will be determined in december and the total tax abatement will be 9.6 million the same as fiscal year 21. and the consumer price index has increased 1.4 percent and 2.3 percent for the past two years this slide has two charts the first chart shows the extended levies and property tax revenue property taxes are 49 of the district's revenues now the levy amount will always be the highest amount and last year we had added one percent to make sure we capture the full amount available for the extension and then from the extension amount we collect about 99 of the extension to get our revenue amount which is the orange line uh the second chart shows our equalized assessed valuation uh which has been increasing
037over the past four years as valuations and as valuations increase the tax rate declines the cook county reassessment is every three years so you can see there was a larger increase in 2019 for eav and then the next cook reasses assessment will be in 2022 this chart shows the consumer price index for the past four years plus the projections for the next three years uh currently in 2021 the cpi has been higher than in the past few years for the last 12 months ending in july of 2021 the cpi increase is 5.4 percent but it's the cpi at the end of december that is used for the tax levy so that amount could change over the next five months but right now it's looking to be higher than it's been in the prior years for
038our state revenue outlook we're estimating 15 million increase in evidence-based funding for a total of 212.3 million evidence-based funding is 32 of our budgeted revenues uh this is the fifth year of the ebf formula and we've received increased funding in four of the five years and we're now at 61 of the adequacy target for a categorical funding we anticipate four quarterly payments for a total of 30.4 million uh this chart shows our historical ebf funding uh 2018 was the first year of the ebf formula uh in fy 19 and fy 20 we saw increases of about 20 million each year and last year the funding was held flat and then this year we're expecting about a 15 million increase this chart shows the categorical reimbursements for special education transportation early childhood and others the variances
039particularly in transportation are due to the timing of receiving the payments and prior to this last year delayed payments were common our federal revenue outlook uh our federal revenue is projected to be 83.4 million uh which is 13 of our annual revenue and this increase is due to the esser funds which we're projecting to receive about 31.2 million and we're also projecting uh 8 million increase in the food and nutrition category since we've been able to serve meals in the summer and the meals during the school year will be eligible for federal reimbursement for the expenditure outlook for salaries we have increases for our contractual agreements and we're anticipating an increase in our summer and after school programs and for employee benefits we have a five percent increase for the health insurance this slide shows
040our historical salary and benefit expenses for the fy 22 budget these expenses are 67 percent of our total expenses uh and outside of salaries and benefits our largest expenditures will be 42.8 million for our bond principal and interest payments uh we'll have 37 million for building capital projects and 31.2 million from the esser funds which will be used for classroom technology summer programs after school programs and our partnership with learning sciences international to create and support uh five schools of rigor and equity uh this slide shows our debt payments uh an outstanding principal balance uh since our last debt issuance in 2015 we've had a principal reduction of 133.4 million this slide is our updated multi-year essa spending plan during the tentative budget presentation in june we had a total of 95 million however since
041then the state has added an additional 17 million to the sr3 funds for a total of 112 million to be spent by september 30th of 2024 this slide is the revenue and expenditures for all funds the first column is the fy21 budget with the tentative budget from june in the second column and our updated budget and the third column and then the last column shows the changes from our first draft for local revenue we've deducted 2.8 million for the student activity accounts and there's a corresponding adjustment under the other expenditures for 2.8 million on the revenue side we increase the ebf estimate by 17 million from the tentative and then on the expenditure side there were adjustments to each category as we updated for the additional ebf funds and reallocated some of the esser funds
042the largest changes there were in the salaries and the capital outlay areas this shows our revenue and expenditures by fund the operating funds show 601.3 million in revenue and 599.3 million in expenses for a net increase of 2 million the operating funds are 91 of the total budget special revenue funds debt service and capital project funds are also listed and that brings our total budget to 662.3 million in revenue and 660.8 million in expenditures for the next steps we have the public hearing on the fy 22 budget at the september 13th board meeting and then we'll present the estimated final fund balances for fy21 and have the final adoption of the budget on september 27th and that's the end of my formal presentation thank you dale before we take questions could i ask people in
043the audience to please cover your nose as well with your masks thank you questions from the board i know we saw this at the finance committee um dale are we pretty sure that the state's really going to come up with the ebf funding when they they've passed their budget they've passed the budget and they verified the allocations so yes yeah that was a real surprise when they they use some of that their federal lesser dollars just to flow through the formula so we we got s dollars on top of the regular votes yeah right oh i'm sorry melissa sorry i don't have that that's okay thanks um i just want to reiterate that the us are funds kind of leading into mr what you were just saying those are targeted to be spent in certain
044places right and so you know it helps to see that chart that's in the presentation to see where we are are targeting those funds for use um given the designation that the government has put on them um and then i just want to reiterate that this budget obviously will now be posted on the u46 website um i encourage everybody to go and take a look at it there's a great executive summary to it which explains a lot of the background information you don't have to read necessarily all i think it's 117 pages or maybe a little bit more than that but read that executive summary there's a great um a great description of what goes into the budget and why um and you know again i i think the i think mr burnage and the
045entire finance team for putting this together um we we do a great you guys do a great job on the budget every year and um it's much appreciated thank you john yes i'd just do a highlight a few of the things that we talked about in the committee meeting as ms owens just said the budget book is a comprehensive document with about 180 pages of information that sort of supplements the materials that mr burner just presented here um a couple of things that are i think of particular interest obviously there's a great deal of financial information and but it's also summarized in a great way but in addition there's a lot of informational and organizational information that is uh really interesting and good to see um there's uh several pages besides again the slides that
046were presented on the debt levels for the district um again obviously debt has been coming down debt on a per capita basis debt relative to uh caps and then also relative to nearby large unit districts and again we um operate very favorably in all these regards um which is uh great to see and again so that led to uh we're in the process of refinancing some of that debt not extending any but actually it's just going to reduce the burden of the debt um we just got word today that that that is coming through it's gonna save several million dollars to the district we might be doing that again down the road um but again that's credit to uh the fact that the um financial operations have been run well and that uh the credit
047rating has approved as well [Music] there's an interesting slide on on staffing levels and again some of that comes through when you see the aggregate payroll numbers but staffing has largely remained flat actually down a bit from a couple years ago total head count but more more head counting classrooms which is really great to see it's great obviously a great way for us to deploy resources again we saw where the those federal resources are being deployed and the good ways to you know help the students and start learning in accordance with the guidelines set and to help district families um and then also note in sort of the out years so the budget book includes some projections for the next couple of years beyond uh this upcoming fiscal year and as we know from the
048most recent 18 months and and throughout time you know out-year projections are difficult but there's an element of conservatives in some of those so again it's a testament to again what the finances team has done and i think that um sort of good stewardship of the resources here so just a couple of things to highlight and then people can focus on as they review the the details hey i just wanted to clarify and i missed ever i appreciate all those points uh the the refinance um you said it saves the district money but i wanted to clarify that it actually saves taxpayers dollars it actually reduces their burden but we don't get any money out of it it goes it just reduces what you pay on your tax bill that's a good point it's a
049separate it's a separate um assessment right so that assessment will just be reduced dollar per dollar by by that uh that reduction due to the refinance yeah jessica um i just had a quick question so you mentioned that you had that we were at 61 of our adequacy target um could you explain a little bit more like what that degrees adequacy target looks like and how we're making up that last yeah so the adequacy target is uh the formula that uh the evidence-based funding is uh really based on and it looks at uh many many different factors across all school districts and with that formula the the lowest funded districts uh get any any new money that comes in the majority of that money then goes to the lower uh funded districts so there are
050a lot of districts in the state that are over 100 percent uh funded uh just depending on their tax base and different factors so out on the isb website there is a whole section for evidence-based funding and there are some very large spreadsheets with all the calculations for every district that you know you can check out if you have the desire to see a big spreadsheet but the state like i said four out of the last five years um they've increased the funding for ebf and i want to say we started at about 56 and we're at like 61. so there's still a long way to go and we're still the furthest away from adequacy of all the large unit districts so and if you'd like i can share a couple of powerpoints with y'all
051i'll i'll shoot a couple you're away okay did you end up no i just wanted to say thank you again for presenting a budget that i can understand oh you're welcome and then i can follow and i'll just reiterate what um ms owens said and go in and read that executive summary budget and finance is very difficult and you will make it easier to understand and it's appreciated sure thank you now we reiterate that dale because i've looked at other districts websites trying to find a comparable budget and not many of them they use basically what they said the isb is the budget right yeah that's a that's a difficult form yeah yeah anyone else isa thank you i always come to the meeting before the meeting so i can have a better understanding okay
052thank you dale yeah you're welcome [Music] next item is public comment we are blessed that uh patty briones has stepped in to be our public comment uh reader of the record and then also translator for us this evening so thank you so much for being here no problem anytime thank you thank you for the invite good evening and welcome to the board of education meeting we are now at the public comment portion of the meeting attendees wishing to make a public comment in person or via zoom tonight were asked to complete a request to speak form in advance those who chose to speak via zoom were provided with the webinar id number to call impromptly at 7 pm tonight as always speakers will be given three minutes to share their comments the board listens to
053the speakers but does not respond to individual questions or comments during the meeting a written response will be mailed to the speaker if requested on the form those who provided a public comment but chose not to speak publicly in the meeting were asked to submit an email to board u-46.org those emails were posted on the board agenda and post on the board agenda for public viewing bueno notice hey thank you and we have we have five public comments so even we'll get three minutes today um i also should not we have three comments that we've received via mail two of those supported the district's mitigations and one was concerned about another subject so the first speaker is michael reed and if you could sit at the table leave your mask on please when you speak
054and we have your three minutes a good evening ladies and gentlemen my name is michael reed the father of sebastian poe who is a senior at south elegant high school and athlete on the varsity football team i'm here to discuss multiple flaws in the district's coven 19 protocol my wife received a phone call from a contact tracer from the school district not the actual school on thursday 19 august and informed us our son added quarantine because he was in close contact with someone test positive according to the district tracer he was exposed on 17 august labeled a close contact based on seating charts ordering the quarantine without being tested or symptomatic the district tracer informed us there's nothing we can as parents can do such as taking them to our family doctor being cleared by
055a medical professional or take him to receive a rapid negative test or even go get him vaccinated immediately and must still serve dallas quarantine i immediately went to a school and spoke with the principal court johansson whose only answer to my question was where i don't know it's up to the school district or mandated by the governor one of my biggest issues in the recovery 19 protocol is the fact we as parents cannot take our children to a health care provider and receive a coven 19 test in order in order to return our children to school as soon as possible secondly your district began the school year with no rapid test system in place to get your students back in your educational institutions as soon as possible i was informed by the district tracer on
056the phone the shield rapid test system should be in place by 2 september however when i spoke with the principal his response to the shield testing was supposedly sometime in september and did not know so you can understand my optimism when receiving conflicting information from our children's educators you're essentially kicking your students out of school for two weeks without just cause regardless of any governor mandates schools are doing their own things how i noticed he asked because i work at an educational institution that actually has a kobe 19 protocol allowing students to return or once they receive a negative covet test and return to school when my son began his so-called online learning on canvas his first and quarantine was unaware there was no live instruction but i had to call the school four times
057the morning of 20 august and finally received the correct information from the dean's office additionally at the end of the first day of quarantine my wife received a phone call from the school and informed our son have been more absent from all classes on 20 august i may not be a genius but i'm smart enough to realize the fact this contact racing system is flawed because for two days the individual my son was in close contact with still walk the halls a lunch with others and they participate in extracurricular activities outside the classroom everyone is naive to think that kicking students out of school for two weeks based on seating in church and not allowed to receive a covered test in order to return is an effective system if you want to quarantine summer for
05814 days fine but you better start making sure they actually have code and fix this system thank you thank you next speaker is william fulton who is via zoom i believe hello are you able to hear me yes all right well first i want to say thank you to the members of the community in attendance and to the school board for giving me the opportunity to speak tonight i appreciate your time i wanted to draw attention to a piece of national legislation that seeks to address many of the issues in the district that are under discussion here tonight um things like spread of code but in public schools health and safety in our schools teacher to student ratio these are the the types of things that i think that we hear time and time again
059and that um we are under sort of constant discussion in these meetings because they are issues that continue to plague not just our schools but schools all over the name of the legislation is the green new deal for public schools act and this was legislation that was brought to the house floor by congressman jamal bowman of new york in mid-july um so why does this bill matter to our district to u-46 well this bill seeks to win the investment of 1.4 trillion dollars over 10 years in our public schools k-12 to retrofit buildings and ensure a healthy environment for our children so all schools will benefit every school will benefit from this legislation but the schools that will benefit the most are those schools which reside in our communities that are within the one-third most
060socially vulnerable communities as determined by the center for disease control again all schools will benefit but the schools that will benefit the most are those schools which are most vulnerable of which there are 17 within our district 17 schools meet that criteria now this funding is going to support building retrofits expanding community services eliminating toxic materials that still exist in schools like lead pipes and things like that hiring teachers and support staff to reduce teacher-student ratio now our campaign i'm with the the west suburban illinois chapter of dsa and our campaign is seeking to pressure the the members of congress that reside or that overlap with our school district uh being raja krishnamurthy and sean caston um and if you'd like to learn more about the green new deal for public schools act you can
061go to greenviewschools.com or you can contact our group at info west suburbs ildsa.org that's info at west suburbs ildsa.org and thank you all for your time i appreciate it thank you our next speaker is brock friedman also on zoo can you hear me yes all right thank you i want to speak on a grave danger tonight coming to our district illinois just passed sb 818 it will bring explicit sexual content instruction and imagery to the very youngest of children in our classrooms it is not about education it is in fact pedophilia 101. obscene material is defined by the three-pronged miller test defined by the supreme court obscenity involving minors has a significantly lower threshold though the content subject matter and reported curriculum put forth under sb 818 easily meets these criteria for obscenity there are
062severe consequences related to distributing obscenity to minors the citizens guide to child pornography by the us department of justice defines child pornography as any visual depiction of sexually explicit conduct involving a minor someone under 18 under section 2256 of title 18. notably the legal definition of sexually explicit conduct does not require that an image to pick the child engaging in sexual activity a picture of a naked child may constitute illegal child pornography and is sufficiently sexually suggested such as teaching a child to masturbate additionally the age of consent for sexual activity in a given state is irrelevant any depiction of a minor under 18 of years of age engaging in sexually explicit conduct is itself illegal any violation is a serious crime severe statutory minimum sentences up to and including life in prison if you
063are a teacher or an administrator teaching one of these classes if you are helping to get material for these classes if you are in any way contributing to any of this material that falls under these categories into this this test and bringing it to children in classroom you could face these consequences because you will be part of this you will be part of distributing child pornography grooming is the term for how sexual predators prepare children for abuse i believe what this law will do is bring grooming into our classrooms it involves victim selection gaining access and isolation of the victims trust development desensitization to discussion of sexual topics attempts by abusers to make their behavior seem natural and all the descriptions i've heard about the sex education classes reported under sb 818 these are common
064themes to make sex seem natural these these behaviors to make these talking off these topics talking about these things completely normal this is textbook grouping behavior grooming behaviors are not only used to gain a victim's trust but are often used to create a trustworthy image in relationship with their family in the community child and teen sexual abusers are often charming kind and helpful exactly the type of behavior we value in friends and acquaintances you can see how easily this can slip in under the guise of being helpful of education it happens to the u.s gymnastics teams it's happened innumerable times it happens in cults it should not happen here i will finish quickly i urge the board and the administration to do everything in their power to reject sb 818 including filing a lawsuit to
065block it moreover the district needs to alert all parents and tell them that they have the legal ability to opt out and then make the form available clearly on its website thank you thank you our next speaker is linda sabra [Applause] then disabled thank you um the cdc re uh published report at the end of may and in that report which was ignored by the media distancing hybrid models classroom barriers hepa filters and most notably requiring student masking were each found to not have statistically significant benefit in other words these measures could not be said to have been effective peer nations including the united kingdom ireland all of scandinavia france and the netherlands switzerland and italy have exempted kids from very with varying age cutoffs from wearing masks and classrooms no evidence of more outbreaks
066in schools in those countries relative to schools in the united states the world health organization differs substantially from the cdc recommendations and recognize that the decision to mask students carries with a potential academic and social harms for children and may lack a clear benefit even with the delta variant yet here in the united states a month after the cdc report was published the cdc said masks should be worn by individuals two and older we shouldn't be listening to the cdc and we have government and media who is silencing anything contrary to what the cdc recommends as leaders in our education system we're asking you to think critically there have been 40 school districts that have not complied with bisbee there are lawsuits now and jay carr is looking into the question as to isb's authority
067on removing recognition status from schools for not complying these 40 school districts are giving power back to the people jay carr will is me find no authority in this and they need to give the authority back to the local school boards um also pritzker did sign sb 818 we asked that the board would work with parents especially those who have been coming and speaking at the school board meetings on this issue to allow them at a place at the table to decide on what is taught and what curriculums are chosen and that also that um parents in this district that the draft notice that goes out that specifies what exactly will be taught um to ensure that the parents that are here the parents that have been commenting on this subject would be also involved
068in that notice so that all parents are aware of what's in store for their children which is also this awful comprehensive sex ed bill we just ask that you will work with the parents on this thank you thank you and our final speech speaker is natalie brooks uh hi i'm reading on behalf of somebody who couldn't make it tonight my name is marie schneidman and i give myself natalie brooks permission to speak on my behalf at the a2321 u46 board of education meeting i live in bartlett i am nobody why am i nobody i emailed a letter to tony sanders and you the u-46 board of education on wednesday august 4th at 11 05 am did any of you read its content did any of you acknowledge me i received no indication it was read
069because i didn't receive a response from any of you this tells me one very important thing about you you think i'm a nobody you choose to ignore not only people but also things for example you choose to ignore the very important fact that mandates are not laws you choose to not fight for the rights of all you 46 students you chose to ignore me one of the voters in this district but let me clarify something for you because it's so easy for you to ignore not only me but obviously many others in this district i will not cast my vote in future elections for any of you because you are nothing to me that was uh marie schneiden thank you okay next item is other business board member and superintendent update does anyone have any
070updates jessica um i guess i just kind of wanted to take a minute just to talk about what school being back in person was like from a student's perspective um obviously i can really only speak to what it's like as a student going to high school um but it's been a really great positive experience thus far we're only a weekend and i know that there's still a few things that we really want to wait to see how they pan out but um it's been really easy to get back into the flow of things um not just for me but for so many students um by like the third day we were all used to talking to people again and used to being in our classes with each other and personally it was one of the
071things i was most concerned about just you know how are people going to be reacting how are underclassmen going to be adapting to new environments but from what i've seen and from what i've heard from a lot of my friends across groups sorry grade levels um it hasn't been an issue people are really excited to be back they're um it's certainly a lot better than being on zoom even with the masking and some of the things that we don't really weren't really excited to see back like the crowded classrooms and the crowded hallways it's far better than it was on zoom and a lot of the things that students were worried about like are we going to be able to eat and drink in class and there are precautions that teachers have decided to take
072varying from class to class but nothing that we thought would be an issue has become something that would become a disruption and and so there's still some anxiety i'd say about the potential of going back to school some of my teachers have already put up a zoom link and said guys please don't make us go back to this but beyond that it's been a such a positive experience i've been so thankful to see so many people be excited to get engaged in their classes and in just school activities i think at barthold our little back to school event was a scrimmage and i saw so many people there that that all seemed like really engaged to be excited to be there really happy to finally just be back at school and be back to some
073form of normal and i just wanted to take a minute to say thank you for all of your hard work and i'm very optimistic about how this year is going to go that's great thank you jessica i don't usually follow up directly but uh i the email did not make it through so i will make sure that we respond it got caught up in our spam filter for some reason from the based on the email address that it came from so that's why you nobody heard back i'll make sure we respond and document it and i wanted to bring up something i sent you all as you know one of our big big items is policy we govern by policy and our policy has been homegrown our policy has to reflect state law obviously um
074but we have other local things as well uh the illinois association of school boards has a sort of a a draft not draft but a policy guide guidelines that we sort of follow in some cases we followed exactly what they recommend in other cases we sort of follow it um but in looking at our policy which is as you know two or three hundred pages long it it's gotten a little bit out of sync with state law in some cases and one of my uh proposals was to um use iasb has a press policy in other words they they take all the new laws there are a lot to see that were passed and sends uh suggested policy updates that we can adopt now we we do subscribe to that and we have used that
075in the past it's sometimes a challenge because our numbers don't match their numbers but we we do take a lot of their information they also have a um and that we have to investigate this further but you cannot actually have them maintain your policy and send you suggested updates so instead of us going through our policies policy by policy to see what law has changed to see what we need to change they will send us a summary of all the changes and we can either reject it put in our own or accept what they offer um that was what i sent you some information on i think it would be useful when i i just went through one of our our policies section two and there were a huge number of discrepancies number is numbering
076was different we hadn't even um updated some of the policies for what state law had changed um and there are other things i think we really really do need to to look at even though the law hasn't changed in the last year or two so i guess i am there would be two things you would have to do one would be to to begin to convert our policy to make it look more like what the st of what iasb has and they apparently have that as the first step and then the second would be to look at the um get then converting to the press plus and we need to find out the cost and everything else of this so trish i wanted your thoughts on this since the other one's going to have to
077do some of this but i brought out my copy of the policies uh in case there's questions or or thoughts i i think that is um uh a wonderful efficiency that the board might want to consider especially since we are currently members and receive the press updates it would be a way to help standardize um and it's a an additional check and balance for continually updating the board and making sure that we're at the forefront of requirements from you know state and federal authorities and entities thanks john um we know from the last several years and the last time we went through the the uh policy updates it's a significant amount of work and it's a significant amount of work for the um the legal team and the legal team at the moment consists of
078one person you know luis rodriguez did a you know a you know significant amount of work to keep us up to date um and i understand we've got a you know a position open at you know an assistant council but uh it's we run a pretty lean shop in that regard so i think it makes sense you know we got to check out the pricing but it certainly makes sense to supplement our in-house you know very uh fine but finely stretched legal team to consider that that resource yeah that would be my question so do we know how much this would cost no i was going to pursue that if people seem to think that this would be something worth pursuing yeah i mean maybe there's even kind of different levels or something that would
079make some sense yeah i'd be interested in the reason it doesn't cost anything to learn more about it right to get more yeah yeah and i will mostly i've talked to some other board presidents in in naperville indian period and they're either have moved to this or in the are in the process of moving to this in the last few years or so okay we'll pursue it then anyone else for updates oh done um someone real quick one of the things and i had mentioned it to you sue was um trying to get back to where we possibly start looking at doing town halls again or more informal opportunities for the community to be in touch with the board members i have i was kind of looking to see if any of our neighboring districts
080are doing anything like this right now it looks like arlington heights which is district 25 has four planned for this year so i did reach out to them just to kind of see how they're running them if they've done them in the past and get some general information so i can bring it back so it's something that we could possibly look at uh doing in the future just as a way to continue to improve community relations and just keep you know open communication yeah sounds good and i can check with i have weekly zoom meetings for presidents i can check to see if they have anything like that as well so what's okay for your requests there are 10 freedom information act requests that are in the board book that are also made available there
081and will be posted on the website in the coming week i'm available to answer any board questions any questions [Music] okay uh consent agenda on the contingent agenda we have personal report and workers compensation cases minutes of the board meeting august 9 2021 termination of montserrat rosado grounds laborer termination of matthew skidmore relief custodian termination of courtney topple bus driver a contract for the deputy superintendent of instruction for a principal preparation program contract renewal for business services and financial operations with microsoft dynamics gp 2016 contract renewal for educational pathways with schoolment a bid from plant operations for elgin high school stair replacement project number 243 and occupancy permits including the 955e chicago street site reconstruction project number 465 hilltop elementary school site paving project number 464 south elgin high school tennis court reconstruction project 462
082and sunnydale elementary school site paving project 467. are there any items members would like to move from the consent agenda okay could i have a motion to approve the consent agenda so this is veronica second this is dawn any questions comments we'll call please mr deveraux yes ms martin yes ms nolan yes ms owens yes ms porter yes ms thomas yes president kerr yes motion passes discussion action discussion action sorry all right no problem uh first item under discussion action our itemized bills for august 23rd 2021 mr burnage is here to answer any board questions along with me administration recommends the board of education approved the list of bills in the amount of eight million two hundred and thirty three thousand eight hundred and ninety four dollars and forty eight cents could i have a
083motion to approve the list of bills in the amount of eight million two hundred thirty three thousand eight hundred ninety four dollars and forty eight cents so moved this is veronica second this is kate any questions for mr burner to mr sanders roll call please mr davaro yes ms martin yes ms nolan yes ms owens yes ms porter yes miss thomas yes and president kirk yes motion passes all right next is the student code of conduct this was brought forward as a work session item at the last meeting and returns tonight for final adoption administration recommends the board of education approve the student code of conduct did i have a motion to approve the student code of conduct any discussion or questions done so i had uh submitted a question i was kind of follow
084up from the um first meeting and i had asked about the language removed on page 8 and i'm looking at my screen and reading it and it talks about how district 246 does not and it talks about when we don't share information with other persons and we've removed the statement in their entirety and my follow-up question is is in any of our documents do we do we have language where we talk about the situations when we do and do not share student information so that you know parents and the community know my concern is that by removing this we don't really i'm not aware of where we would address it and is it does that make sense it absolutely does thank you yes go ahead there is a section um in our board policy actually
085um that describes how student records are handled and it does go through some of those exceptions but you are absolutely correct that nowhere else in the code of conduct itself does it go through those exceptions um that would be in in different places of either board policy or other documents that are administrative in nature so don you suggested it might be useful to have these things listed in the code of conduct so parents know that it's not just wide open yeah my concern is making sure that we're being you know not replicating our information in a million areas but making sure that we have things in places where our parents are actually going to look i mean as a parent i wouldn't necessarily go looking through the board policy for something like this so i
086just wanna and i'm just trying to think put on my parent hand and think about if i had concerns about my student where would i look and the code of conduct would would be the first place versus trying to flip through our board policy which we all know is it's very it's very lengthy so other board members thoughts would people be interested in changing the wording to add more information well my concern is that i mean the rest of the things on on this list are very focused on student behavior whereas records don't have a lot to do with student behavior and it's not like it's still a policy that we only share very specifically right remember when i register my kids every year i have to click boxes to let the district know what's
087okay to share and what's not but we okay that's good for us if the board is interested in keeping something similar to what's already in there i think a a very simple change that could be made would be in accordance is is rewarding it so that it reads in accordance with state and federal law comma and then repeat the remainder of the sentence as it was previously stricken because by reference to state and federal law as a preface instead of how it's worded as it previously uh read i think that might be a way to remedy the bullet point because the way that the the way the sentence reads is that previously um we do not share records with anyone and then that is the provision of state and federal law that we're complying with
088but if you say accept as in compliance with state and federal law comma the board will not share individual student information and that makes sense to me yeah i like that suggestion i think it gets to the point and doesn't conflate the the issue with all of the accepted you know all the reasons why we might be sharing information i just think it simplifies it a lot yeah and i mean i do think you know there are situations when it comes to student discipline that the sharing of information is intertwined with that so i would like to see that kept in our policy that the way you um rewrote it just now it makes sense to me john veronica eva i get her point as a parent you're looking for information and you wouldn't go
089to the board policy to find that information right so as amended then so we probably want to do it as amended and have rights miss spellson reading the record again how that that line will be changed and then approve as amended is that correct does it do another motion then i would prefer that okay so if you could when when you're ready suggested change okay um the suggested change would read except as permitted for state and federal law district u46 does not share individual student information with any other person other than the student and parent guardian all right so i will entertain a motion to approve the student code of conduct with the as amended so move this is done any additional discussion go call please mr debra yes ms martin yes ms nolan yes
090ms owens yes ms porter yes ms thomas yes president kerr yes motion passes our next item is the approval of the 2021 high school graduates attached to the board documents you can see the list of every student who graduated between our regular graduation and our also the summer graduates typically this is where we ask any new employees to come up and read into the record every single name and i think rich wash is the newest employee so no um no these are before the board you've already presented the diplomas to them so administration recommends approval of the 2021 high school graduates could i have a motion to approve 2021 high school graduates so moved second any discussion and discussed but roll call please mr deborah yes ms martin yes ms nolan yes ms owens yes
091ms porter yes ms thomas yes and president kirk yes motion unanimously passes our next is the approval of the district 246 educational assistance union agreement and here to present that is ms olson very pleased to report that on august 4th 2021 we reached a tentative agreement with duya with respect to wages and a one-year contract extension the tentative agreement is attached to the agenda today the wage breakdown that was agreed to and negotiated in a tentative agreement is a 6.14 increase overall for fiscal year 22. the new money in this tentative agreement is roughly 843 705.52 over fiscal year 21. however if the terms of the previous collective bargaining agreement had simply been continued for fiscal year 22 the cost would have been approximately 5 562 601 dollars in new money so in this sense
092the new tentative agreement represents an increase of 281 000 approximately for fiscal year 22 over the terms of the previous collective bargaining agreement members of julia voted on this on august 13 2021 to accept the tentative agreement and we are currently working with duga members to schedule uh team meetings for committees to begin strategizing for a success or agreement um but we are asking for the board to uh vote on this tentative agreement so that way we continue planning for the future so can i have a motion to approve the one-year contract with duia so moved this is kate second this is veronica any discussion or questions and this also gets us past the problem of um with the new minimum wage coming up all the starting salaries will now be above that is absolutely
093correct it gets us um beyond that concern uh for the members that are starting in the earliest lanes being above minimum wage any other questions and just for the audience i i would point out that the the dewey people include all of our parapros include our let's say piano people who come piano companies sign language interpreters sign language interpreters um so they're a very valuable part of that in the library as well so very vital people in our schools right any other questions or comments phone call please mr tavero yes ms martin yes ms nolan yes ms owens yes ms porter yes ms thomas yes president kirk yes motion passes our next is a proposal from plant operations uh for the u-46 welcome center the naming of the u-46 welcome center mr phelps is stepping
094to the dais and uh pat waldow is on zoom with us this evening to answer any board questions along with me um this relates to the uh the building at 10 19 east chicago street that we purchased originally to allow for more parking for our school buses so that we didn't have to shuttle bus drivers back and forth and it was a large enough facility that we're able to move a lot of the forward-facing functions from this office and other parts of the district to that location and as as such we would like to rename the facility something other than 1019 east chicago street and call it the u46 welcome center since most everything that's there is to welcome families and to welcome employees so um that is the recommendation and it's under discussion action
095so that we can get the signage ordered okay so can i have a motion to name the facility at 1019 east chicago street as the u-46 welcome center so moved second any discussion or questions okay roll call please mr tavarell yes ms martin yes ms nolan yes ms owens yes ms porter yes ms thomas yes president carr yes motion passes the other business mr sanders update um we do not have any cac members present with us tonight to give an update okay work session contracts over 25 000. our first contract is a contract renewal for information services with footprints mr phillips is here with us and laura macias is joining us on zoom administration recommends approval of the contract renewal with bmc software inc in the amount of 29 398.99 and requests authorization for administration
096to execute related documents this expenditure will be charged the educational fund and is included in the budget are there any questions okay next step our next item is the contraction vote for school safety and culture for school resource officers joining me for this portion is mr phelps uh mr lindholm chief of staff and mr bosch our coordinator of school safety administration recommends approval of the contract renewals with the city of elgin the village of bartlett the village of south elgin and the village of stream with in the amount of one million fourteen thousand two hundred and four dollars in one cent and request authorization for district administration to execute related documents this expenditure will be charged the educational fund and the cost is included in the budget and are you you're going to give a
097presentation or take questions maybe you could give a summary of the um the memo that was sent that was included in the packet yeah it's fine usually you do the motion second then we do that but no no no no no no no no no no no no no no no oh no it's work sessions work session i got you never mind i'm still back on discussion action i'm back in time yes did mr lindholm or mr wash you want to go through some of the changes i know that mr bosh was not with us at the time that some of these were negotiated but essentially there's additional training requirements that the board had asked that we include that all of the municipalities agreed to what were some of the other significant changes and actually
098mr bosch if you could outline some of the areas that they've agreed to training in um yes thank you uh mr sanders and the board um some of the uh under 4.101 of the training professional development that was addressed in the proposed contract is that the the village would be responsible for the training of the sros as is established in the illinois law enforcement training and standards board there's specific training that sros have to attend and mate a certification they do have an option for a waiver if they have the prior prior training as well as verbiage in the contract to the school district provided two professional development days one to uh for cpi training for a non-violent crisis intervention and the second training would be through the student special needs awareness and autism and
099special education that would be uh worked with through uh school safety with the u46 student specialized services so i think that the two big changes um some of the professional development that mr bosh mentioned especially the u-46 lab sessions um around crisis intervention and helping students with special needs and then the other thing we did is we went back and reviewed the duties and responsibilities to make sure that they were in line with sort of what we were looking for from this position um things like enhancing student voice kind of working with students and building those relationships i think is it's uh something that's that's highlighted much more prominently than was in previous language so those were two of the things that bill came up in some of the discussions last year that we wanted
100to make sure it got memorialized in this new contract language thank you any questions comments even i do um we're in here was any changes made to make sure that we are evaluating the fact that as a district that our cultural diversity and sensitivity training for our sros is implemented and how we plan to measure that we know that we have according to our data that african-american students are six percent of the district but yet they're 30 something percent if i'm correct as far as disciplinary practices is concerned um how do we plan to have training for that and address that and measure that so um sros are explicitly in our training are not allowed to to be involved in student discipline so that is strictly on the the deans and the principal and the
101school staff sros do not get involved in discipline only if it rises to the level of criminal offense of some sort that must be reported then they do get involved but for for discipline they are not involved okay so we shouldn't have that problem so we we shouldn't no sros know that they cannot get involved in discipline okay and then i would also like to note that part of this work in most of our sros come from the city of elgin because that's where we have most of our schools and we are partnering with the city of elgin and their youth empowerment program which chief lawley has is is organized and so we are participating that mr bosh is uh dr barraza is and uh lala mastorovich is involved in that as well as they're
102starting up this youth empowerment program which is uh intent on intended to reduce um uh the over-identification of students uh who are in trauma uh so that it's not a criminal thing but actually where the community steps in and tries to help okay thank you you're welcome mr bosch do you know if any of the other communities that have sros stream in bartlett south belgium are they thinking of a similar program that elgin has or not um when i met with the youth empowerment program they are focusing on with algen um coming into when you bring out other outside agencies into it they would have to come into an agreement with those agencies okay okay thank you i just wanted to say as the parent of an autistic child i'm i'm very happy to see
103the specific autism-based training happening you know he's in new 46 schools as are all of his friends and so the knowledge that you're going to make sure that these officers understand how to deal with these kids better is appreciated anyone else okay thank you thank you all right next week session item is a contract for specialized student services for an niu contract joining mr phelps is dr latrice satterwhite director of specialized student services administration recommends approval of the contract with northern illinois university in the amount of 72 thousand dollars and requests authorization for administration to execute related documents this will be charged as a federal idea grant and is included in the budget are there any questions questions oh yes go ahead how do we plan to evaluate measure this based on the partnership that
104we have with niu already and this is a different type of program is that correct it's called program yes it is this is the esl approval program for special ed teachers so they will learn strategies to work with our diverse learners who have english as a second language our main focus was those students in self-contained classrooms who receive their special services but they also need those strategies for their to support them with their language thank you any other questions and i think you said in the memo that this this could accommodate about 24 teachers yes okay um we have questions i'm sorry sorry sorry so just real quick about the cost um so is it a set like it's as far as the cost it can accommodate 24 teachers if we only send 15 i'm
105assuming it's just a set price and it can accommodate up to 24. uh is there a rebate or anything if we don't send that many teachers it's per the course so that's what we're paying for okay oh okay i got it thank you and it's nine credit hours okay yes it'll be three classes total of nine credit hours anyone else okay change all right we have two change orders and uh mr phelps and miss wildlife are both here to answer your board questions the first is a change order from plant operations for business services hvac replacement project number 2060. administration recommends the board of education approve the change order from oak brook mechanical services inc in the amount of minus 38 559 and one cent any questions on this okay let's start all right next
