013I asked miss NJ and the director of HR if she could tell me why she told me that my principal had to notify me as to why and still I do not know I don't know how someone with my qualities has to be released from my appointment because every skin' CERN's I'm a highly educated teacher I have a Masters of Arts in teaching I have a middle school endorsement in math excuse me I speak Spanish is my four legs my first language I have a degree in criminal justice degree in Spanish of a minor psychology and I'm still in awe as to why I'm I did bring up a lot of concerns and multiple people that brought on concerns to this district and nothing nothing seems to get done I don't know what else to

014do I follow chain of command I respect people and I let people know what's going on but it's like one on deaf ears I don't know what else to do but I gave you are an opportunity to you're just gonna have to take it a step further and talk to other people hopefully I'm gonna talk to all the mayor's who have schools in district 846 I live in st. Burrage is joined at the dais of the board has questions administration recommends the Board of Education approved the list of bills they amount to a four million nine hundred and thirty nine thousand two hundred and sixty two dollars and fifty seven cents today I have a motion to approve the itemized bills for March 18th 2019 in the amount of four million nine hundred thirty nine thousand two hundred sixty two dollars and fifty seven cents so moved Veronica second listen any discussion roll call please miss Kirk yes yes

020oh yes yes yes yes our next item our minutes of the board committee meetings administration recommends the Board of Education approved the board committee meetings as follows the February 25th 2019 Board of Education sex in Section eight committee minutes could I have a motion to accept the minutes of the board school and community relations committee policy review meeting minutes of two 25:19 so moved Melissa any discussion roll call please yes yes yes yes yes yes our next item are the Human Resources resolutions this is the last round of Human Resources resolutions the board will see for this year and miss Chan is coming forward to present to the board two different resolutions it will both require separate action mrs. Chan good evening as mr. sander has indicated I bring to you to HR resolutions tonight

021the first is resolution non-renewal administrative contracts honorable dismissal non-certificated administrators this resolution impacts three administrators did I have a motion to approve resolution number 201 nine - three - 18 M resolution authorizing the non-renewal of administrative contracts and honorable dismissal of non-certified administrators so moved Veronica second of any discussion roll call please yes yes yes her yes yes yes and the second is resolution non-renewal administrative contracts reassigned tenure administrators this resolution impacts one administrator could I have a motion to approve resolution number 201 nine - three - 18 P resolution authorizing the non renewal of administrative contracts and reassignment of tenured administrators so moved Veronica second Melissa real any discussion roll call please yes yes yes yes yes yes the next is support policy section 7 regarding students mr. Luis Rodriguez is joining the dais

022to join mr. Miguel Rodriguez and finalizing the section that was presented at the last board meeting yep Rodriguez I'm sure just a really quick review section 7 went before the committee on March 4th last week on March 11th we walked through the only changes that the committee had I believe there were five from that time to this there were no additional proposed changes okay thank you could I have a motion to approve board policy section 7 students so moved second any discussion Genet so first let me say how much I appreciate the additions to policy 7.0 for - which allows participation in u46 sports by students who do not attend the district full time I think that's a fantastic start toward allowing educational flexibility for our families and I'm very glad to see that in

023there so thank you for suggesting and including that both to the board and to administration however the provisions to which I am going to refer next already exist in this policy and I understand the purpose of tonight's vote is to approve policy changes however in my mind voting YES on this policy signifies that I agree with its provisions already in place as I have explained previously bullying should be prohibited period without the necessity to call out every disparate group of people given that gender identity is one group called out for special protection under anti-harassment policy 7.02 oh the danger exists that when a female student who doesn't want to share a locker room or a bathroom with a biological male will be accused of bullying the danger also exists at not using the preferred pronoun

024for a gender dysphoria considered bullying policy 7.19 3 includes the gender identity language and prohibits bullying on social media outside of school I'm emphasizing that for a reason outside of school and requires school officials to prosecute bullying occurring outside of school if it is brought to their attention and quote causes a substantial disruption to the educational process this that's pretty big brother-ish and is problematic on a number of levels suppose a student posted a Bible verse on social media and another student was offended by it and felt bullied by it administration admitted in a memo last meeting that policy sections 701 oh and 7 and dot o 2o may allow for the participation of biological males in women's sports even feminists and lesbian Martina Navratilova thinks that is a bad idea finally a few changes

025in policy make reference to the Student Code of Conduct which also contains several provisions with which I profoundly disagree including differential discipline based on cultural background for these reasons I cannot in good conscience vote yes to board policy section 7 students I will be voting no the other questions come though I'm going to be voting no as well and simply put it's all means all I think when you look at the victim as opposed to the Act I think that is where ID crosses the line I think an act by and of itself is what we should be targeting not the victims necessarily and I didn't mean to say target the victims I mean just saying call them out as being victims a crime is a crime and that's we should be looking at the

026crimes not the victims so I will be voting no I'm sorry mr. Costello what policy were you referring to on that just in general anytime anytime we have a policy that calls out the victims and not the the act the act is what I think should draw our attention any type of bullying or any type of acts of aggression should be our focus point not the victim the victim is is a you know we should be protecting that person not calling them out okay I just what wasn't aware what which policy or timeout that's the bullying policy you're talking about or it's the harassment policy in fact both okay any other comments questions roll call please mr. snow no this girl yes knowledge yes oh yes worry no yes okay the next item on the

027agenda is the termination of current chief executive officer Tony Sanders Anthony Sanders current multi-year performance based employment contract effective June 30th 2019 an approval of the new multi-year performance-based contract between chief executive officer Anthony Sanders and the Board of Education to begin on July 1st 2019 through June 30th 2024 on March 4th the board voted to approve the multi-year contract performance-based contract between Anthony Sanders and the Board of Education the contract is beginning July 1st 2019 through June 30th 2024 prior to the vote we should have voted there should have been a resolution I should have read a resolution to the record in order to terminate the current multi-year performance based employment contract between mr. Sanders and the Board of Education effective June 30th so the new multi-year performance based employment contract can begin on

028July 1st 2019 I want to go over some of the key terms of the contract for those who may have not been here or watching on March 4th it is a five-year agreement 2018 to 2019 salary of two hundred and thirty four thousand six hundred and $39.97 increases by three percent effective July 1st 2019 to two 240 one thousand six hundred seventy nine dollars and seventeen cents one certified Mr Sanders will be moved into the TRS system I'm sorry Teachers Retirement System with the board paying nine point eight nine percent towards pensions rather than approximately fourteen point five that is paid annually towards an Illinois Municipal retirement system a decrease in expenditures totaling approximately eleven thousand per year for the board tuition reimbursements toward the superintendent endorsement and doctoral degree for mr. Sanders should mr.

029Sanders not achieve his superintendent endorsement within the timeframe established by law the contract terminates and mr. Sanders will reimburse the board the cost of tuition further if Mr Sanders leaves voluntarily during the contract the tuition cost will be repaid performance goals that are very clear with outcomes required annually so can I have a motion to approve the following resolution be it resolved by the Board of Education of School District u46 Kane cook and DuPage County's Illinois as follows 1 the board hereby finds and determines that its chief executive officer CEO Anthony Sanders has met the goals of the current November 1st 2016 through June 30th 2020 multi-year performance based employment contract the current contract between mr. Sanders and the Board of Education and that the board is therefore authorized by law to enter into a

030new multi-year performance based employment contract with Mr Sanders as CEO to the board hereby approves and authorizes the President and Secretary to sign an agreement with mr. Sanders terminating the current contract subsequent subsequently something no substantially in the form of the attached exhibit a and establishing a new multi-year performance-based contract with mr. Sanders substantially in the form of the attached Exhibit B for the period of July 1st 2019 through June 30th 2024 3 this resolution shall be in force in effect upon its adoption so many today I could I have a motion so moved second any discussion I just want to make a quick comment since I voted no on the the contract last time I and it says that I agree with that contract here then I'm also going to vote no here okay

031understood any other questions coming okay roll call please this girl yes yes yes this is work no yes yes thank you and thank you again mr. Sanders thank you appreciate the second bill okay next item on the agenda is other business Vaz okay other business mr. Sanders under other business our first item is the February financial report and coming forward to present the update is mr. Burrage yes fine February financial report at the end of February our total fund balances are two hundred seventy six million two hundred sixteen thousand six hundred ninety five dollars which is an increase of eight hundred and twenty nine thousand from January for revenue we received 16.7 million in property tax payments from Cook County the state paid 16.7 million for evidence-based funding but only forty five thousand for categoricals

032at the end of the month the state owed seven million for outstanding categoricals our federal grant revenue is reimbursed monthly and we received 3.2 million in February so our total revenue is nine point eight five percent higher than last year at this time and that's primarily due to the timing of the payments for the evidence-based funding last year we received the bulk of that increased funding in April May and June for expenditures were about 2.8 percent higher than last year at this time but in line with the budget our largest increase is in the capital outlay section where we purchase 5.9 million in transportation equipment this year compared to zero and last year and if there's any questions I can answer them at this time are there any questions okay thank you my next item

033is the agent obsolescence plan for bus replacement Jeff Pro is our director of Transportation is coming forward and as he gets up to present I just have to say thank you to your team thank you to you for many many many early mornings this last winter oh where you had to get up and drive roads and give me a call early in the morning and wake me up and then have me go drive roads so but now you really do appreciate all the hard work this this brutal winter and and the updates you put in so thank you thank you with that mr. prale is here to present the agent obsolescence plan for bus replacement 2019 thank you in 2018 with board approval the district purchased 74 buses 37 of those buses were used seventy

034two or seventy seven passenger school buses 37 of the buses were 47 passenger school buses five of which were used and 15 of which had wheelchair lifts all butts all busses purchased in 2018 were diesel buses for 2019 my recommendation is to purchase 19 large 77 passenger diesel school buses these would be new school buses the reason for that is there are no used buses available with our specifications and 2019 is the first year where large school buses are available with electronic stability control and collision mitigation recommending the purchase of two gasoline-powered 77 passenger school buses these buses would be a test to determine if we purchase gasoline buses over diesel buses in the future of those 22 there's a typo on the a you know I have 27 the number 27 but I have

035written 26 27 large buses will be traded in on the purchase of 21 large school buses so the reduction in the fleet would be six large school buses also suggesting the purchase of 22 small forty-seven passenger diesel school buses 19 of these would be 47 passenger the other would be the other three would be 51 passenger with a wheelchair lift 22 small buses would be traded in for the purchase of 22 new small buses and lastly I'm asking that we be able to purchase five multifunction school activity buses for use on athletic trips happy to answer any questions are there any questions sue two questions what is a multi-function school activity how does it differ in school bus it it meets all school bus safety standards so it is a reinforced steel body it does

036not have loading lights it does not have a stop arm it cannot be used on a route to pick up students on Street okay and my second question is what are you going to be looking at with your gasoline-powered buses to determine whether we get more of them well so the the three bus manufacturers two of them have started to make gasoline engines again and some school districts Rockford has already switched to all gasoline the engine that's in one of the manufacturers is relatively new it's manufactured here in Illinois but it's only been manufactured for about two years of these they've sold 30,000 of them so far but I'd like to see how they they work in our fleet any other questions so in number and your number three proposal when you talk about the

03719 small bus yeah small buses why are these different sized buses why is a 47 why is the bus with no lift have bit less space than the ones with lift you can get buses in all different sizes okay so the the 51 passengers slightly longer and it accommodates more wheelchairs okay I just I thought maybe it's really not a 51 passenger bus because it has wheelchair spaces in it but it's called a 51 passenger bus thank you any other questions no thank you and we'll be seeing these the bids for the buses coming back in dude is there a timetable for the the bids are gonna go out April 1st so we're playing on coming back in May in May okay thank you okay yep all right under other business of first item is

038person only item is student J the matter before the board is whether to expel students a for the term of two semesters the remainder of the 2018-19 school year and the first semester of the 2019-20 school year while serving the expulsion student J will have the opportunity to enroll in an alternative education program I have a motion to expel student Jay for the remainder of the 2018-19 school year and the first semester of the 2019-20 school year while serving the expulsion student Jay will have the opportunity to enroll in an alternative education program so moved Veronica second any discussion [Music] roll call please yes oh yes yes yes yes yes under work session items our first is a contract for the deputy superintendent instruction for leadership development plan coming forward to give a quick overview

039actually read into the record and the court has questions they can ask administration recommends approval of the contract from the University of Illinois Chicago for three years not to exceed the amount of $96,000 and request authorization for district administration to execute related documents this expenditure we charge the educational fund and is included in the budget for all three of those years and we have questions dr. Johnson as well as dr. King are here to answer I have a question what is this a series of classes or is it a series of presentations that teachers will attend what exactly is it sure so it's actually it's starting with administration so the work actually would be initiated with cabinet level leadership building capacity to support leadership development for administrators who are currently in leadership roles as well

040as a leadership development for teacher leaders and building a process for acquiring leadership skills and that development to potentially move into leadership positions within school district u46 so it's a combination of full-day and half-day sessions and working to build our capacity first as leaders to improve our skills and our leadership capacity to best meet the needs and growth that's needed with leaders who are in our buildings as well as creating structures and process for others to essentially work through a leadership development program to be able to access leadership positions within u46 so that's over three years and as I mentioned it's a combination of half-day and full-day opportunities - for UIC to come here to work with us can I see the curriculum and or the resources presentations sure as there as they come forward

041absolutely so at this point we're in the process of crafting and drafting those presentations for the first group of sessions so I do not have those as yet but as they are coming as they come forward and are finalized I can share those so I won't be able to see them before I vote that's that's correct so the information that I have for you and certainly I can I can share some of it if I have it in advance of April first but I will not have the three years of sessions because some of those things are built out initially based on our initial needs assessment and what's determined and then many of those change as we or at least have the ability to change to be available to meet the needs and the interest

042if they should shift as we work through the process well maybe they could share some of the work they've done with other districts absolutely okay well I can at least make it aware I can't guarantee that they can share the work that they have done with other districts because that's hanging out with those other districts or an example of their work I will I will make the request thank you any other questions okay thank you thank you thank you dr. Johnson my next bits are bids and proposals the verse is a bit for plain operations for asbestos abatement for 1019 dese Chicago Street project number 2050 for joining dr. King is Sheila Downes our director of plant operations administration recommends award of the low bid meaning specification DM Services Inc in the amount of eighty

043seven thousand nine hundred dollars and requests authorization for district administration to execute related documents take spinach will be charged the operation and maintenance fund and the cost is included in the budget for the upcoming year part for the school year this clear are there any questions No okay thank you our next is a bit from plant operations for asbestos abatement at Elgin High School's domestic water piping replacement phase 2 project number 236 administration recommends award of the low bid meeting specification to wholly an asbestos of the removal in the amount of one hundred and twenty four thousand dollars and request authorization for district administration to execute related documents this expenditure will be charged the operation maintenance fund and the cost is included in the budget for the 2018-19 fiscal year are there any questions on

044this one um I'm sorry no go ahead eh c XE me eh eh C industries did not get the bid I thought there was usually they have like an asterisk that they weren't qualified or something like that could you explain why they didn't get the bid they requested to have their bid withdrawn okay fair enough thank you any other questions okay our next is a proposal from plant operations for Ellis middle school replacement of building automation equipment administration recommends approval of the proposal from trained us Inc in the amount of fifty six thousand three hundred and sixty seven dollars and requests authorization for district the administration to execute lated documents the expenditure will be charged to the operation and maintenance fund and is included in the budget are there any questions Melissa I'm sorry what

045about did you say fifty six thousand three hundred and sixty seven dollars oh I'm looking that's my mistake thank you you're welcome I was looking at the next one okay okay our next is a proposal for plant operations for Kenyan woods 400 ton chiller rental administration recommends approval of the proposal from train rental services in the amount of forty four thousand dollars and request authorization for district administration to execute lated documents this expenditure will be charged the operation maintenance fund and is included in the budget for the year are there any questions we had one of those that Kenyan woods right over the summer that's last fall nice return that's cool finally we have a proposal from curriculum instruction title one Chromebook interactive display and interactive display stand proposal coming forward to assist dr. King

046is Trish Road and dr. Josh carpenter that's administration recommends approval of the proposal from Dell EMC in the amount of forty nine thousand one hundred and seventy seven dollars and sixty cents per Chromebook as well as the proposal from Dell EMC in the amount of seventy two thousand dollars for interactive display and the proposal from pace systems in the amount of sixty seven thousand three hundred and seventy five dollars for the interactive display stands for a total purchase of one hundred and eighty eight thousand five hundred and fifty two dollars and sixty cents and request authorization for district administration to execute the documents the expenditure we charged to the title one fund and is included in the budget for the school year there any questions I know that it says on here that this is

047to help the the students and the teachers access the curriculum a little bit better but could you just give a tangible example or two of what they're looking for certainly so I you'll note that you just approved five eight Chromebooks but that still leaves in our elementary buildings you know k4 mmm-hmm and in some cases pre-k for um and so in the title one buildings many of them because they have additional funds allowable to them each year had purchased technology while in advance of us you know starting to roll out one to one and so those devices have now you know they are for all intents and purposes their livelihood is is bereft right and so these are actually replacements for devices that have been EPA doubt okay um batteries don't work or won't run

048newer software because of old versions of Windows etc okay thank you any other questions okay thank you that being the last item on the agenda could I have a motion to go back into closed session for collective negotiating matters between the school board and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees so moved Veronica second Melissa roll call please yes yes yes yes yes yes
