001okay we'd like to resume these January 14 2019 Board of Education meeting we are having a little bit of trouble with our board online packets so we're gonna work through that as we work through the agenda hopefully if everyone could please stand for the pledge allegiance we'd like to acknowledge that yes and for the record Jackson Teeter has joined us at the board table the first item on our agenda is our strategic plan report Mr Sanders thank you very much members of the Board of Education as is implied in the title annual district safety and security update mr. heiderscheit is gonna come forward and provide the board an update on all things safety and security I'd like to note in the past we have had presentations from mr. heiderscheit relative to student discipline at this

002same meeting for this year we've pulled that out of this presentation and we'll build it into a future presentation to the board so if you notice that that's missing that's the reason why we will be bringing that forward at a later date mr. Hendershot thank you Mr Sanders members of the board this school safety annual school I'm a little bit of Boise issue today sorry school safety and culture annual report just reminder our focus of work is on aspiration we will educate the whole student by providing an enriched high-quality experience that empowers all graduates to be competitive members of a global society under priority two we will coordinate our efforts to provide a nurturing and safe learning experience and a flexible approach in meeting the academic social and emotional needs of each student our metric

003is the increase the percentage of students who feel safe at school and that's from the five essentials in the five essentials for the safety measurement that is student measure the questions that the student is answering in that and this measurement for safety are things like I feel safe coming to and from school I feel safe in the hallways I feel safe in the bathrooms at school our measure on that our aspiration is to increase that measure of safety and as you will see the 2018 indicates the score of 41 which is three points lower than the 44 the district u46 number is the blue line the Illinois safety Illinois safety number according to the five essentials website is the the reddish color and just a note that in 2017 the state number was 55 and

004that went down to 49 a drop of six points our score went down three points I don't know exactly the reason for the overall state number going down but it did go down as well as our district did and in our department school safety and culture dr. Leonard and I in our team we also work with all schools and administrators and teachers and staff in the area of school safety school safety is also a student measure these are measures like I feel like though I will be the victim of a crime I mean I I'm being bullied at school and for other questions regarding the the student experience or the student perception our score maintained a 60 from 2017 which is up from 2016 which was 56 and in 2015 is a 49 so we

005have seen an increase there as we maintained a 60 the state average came down two points so not an increase like we want but we are maintaining in that number and that perception of students we're also looking at teacher safety as reported by five essentials and teacher safety you can see that our number in 2015 was a 31 in 2016 240 its 2017 240 and last year we went down to 35 as we went down five points the state also went from a 48 down to a 40 for which was down four points again looking deeper at the whys of that I do not know the whys from the five essentials but we are seeing that around the state also as far as our numbers and perceptions so those are the metrics were using to

006to drive into the work the questions regarding five essentials are really looking at for teachers for teacher safety the teachers are reporting by survey with four answers the four responses are not at all a little summon to a great extent and they're basically saying that the following is a problem and what the reporting is that threats of violence towards teachers is a problem they would answer not at all a little sum or to a great extent robbery or theft gang activity disorder in the classroom physical conflicts among students student disrespect towards teachers and disorder in the hallways the areas where we have the strongest reporting of concern is in the area of the number one is student disrespect of teachers and in the area of disorder in hallways so we're definitely working on things to

007target that that number and that on the resources for staff to be inborn powered and to be able to cope with situations that may be presenting themself in school security systems around schools going to transition to what we're doing for security and the physical plants and some of the things that we're doing that we've reported before our security systems as you may be aware of some of these things I thought it was important to refresh the the watching public and our constituents that we do have a building access security control office that monitors all of our security technology programs and all of our security access control our radios and our cameras the electronic access control is at each building we all have key fobs all staff have been unsigned key fobs we've also assigned all

008of our police departments by way of memo of agreement not a memoranda but a memo a letter of agreement all police departments have been provided for each one of their police cars a key fob that is labeled and given a label for our for our district which gives them 24/7 access in case of an emergency to our schools we we made that move because the efforts to to prepare ourselves for any type of emergency at any time and in the swift nature of the need for police to access the building is one of the reasons why we the main reason why we did that when the police were to do enter the building there is an alert that's given to my department as well as tabasco office and that is a by way of email

009if they do enter with any one of those key fobs we are notified so we are aware if they're coming and going our exterior door locks have been all changed that is a strict control of what we call our Everest or Ikki system we have limited access points at all of our building from two to seven points which is called natural surveillance or crime prevention through Environmental Design which is a natural way to have people know where people should be coming and going and if they're attempting to come and go in those places that they're not supposed to be our staff could should be able to easily see that and report that when they feel uncomfortable our district has over a hundred panic buttons which are silent alarms in our schools our district has over

010600 cameras that are monitoring the interior and exterior of our schools mostly the interiors at the high school summit middle schools and mostly just exterior door Elementary's and we have over 2,000 handheld radios and base unit radios with our digital electronic radio network around the district using safe technology around our visitor entrance controls we're looking at well this is the system that we had put in place a couple years ago we try to make sure that people know what their expectations are when they come to our buildings and visit our buildings we have an exterior door locked we have it into intercom systems for the buzzing of people to make sure we know the intent while they're at the building camera viewable entrance in other words the person that's coming to the door we there's

011a monitor inside the front office so this so the front office staff can see the entire view of the person attempting to enter or requesting entry we have a sign indicating the expectations of visitors please state your name give you a reason for entry or request for entry and check in to receive visitor approval at the front desk and we ask that all visitors schools wear name tags that are appropriate source staff can easily identify who's supposed to be in the buildings and who is not and even students identify we're using our Raptor system I thought it would provide this report as I did last year for the two years we've been using the system we have logged over a hundred and eighty eight thousand visitors at our schools I think that's a pretty incredible

012number I'm hoping to get a million visit person in a couple years so we can give a little word all right so I'll stop but we're looking at logging all visitors in this does not include our big entries so if you put that in perspective we have a whole lot of people that are participating in our public education process system and our celebrations so I think that's a really good number to talk about we had 35 private alerts a private alert is something we can put in the system that would alert anywhere in any school for instance if a person was I had a court order or some type of a concern about a person visiting me at work I could we could enter their name upon behalf of their employees into the system and

013it would alert if they ever came to our doors also our court orders that might happen for our clients and our families if there was some type of a court order that could be entered in the system we're no longer dependent upon a secretary trying to remember it's in the system so we the system does the work for us and last year we had 34 registered sex offenders that were flagged at the doors nearly all of them were parents who have a right to their child's education under our supervision in our terms so even though they're asked to call and they do call we still log them into the system the same way they still wear a name tag and the principal supervises them or the administrator supervises someone they're in our presence there was

014one report at one of our elementary schools where the stranged parent had come that supposed to had not been seen by the family for about three years who was a registered sex offender and tried to attempt to have a visit with their student and that was denied very promptly and we did we do when they're not when they don't call first we report that to the police because that is a violation of the law so we take as serious as we take everything else that we do our security compliance checks I still keep the I still maintain the system of doing the compliance checks on a semester semester basis that is with our intern a program that I have with Northern Illinois University and the practicum program our interns visit each school and they attempt

015to get into the school in the front door and you can see our results in September we had one of the best results ever thank you thank you to our front office staff who are watching the training and doing the things that they're doing and the administrators that are supporting them and doing this work what you see is that we did see one school where the door was actually open while they were delivering a vendor was delivering some materials why we indicated that they did not pass and this in this sense is because they did not have a staff member immediately seen by an intern so we want to make sure that that's tightened up but there that was the one school and we had two schools that didn't follow the greeting time so when

016the intern actually was gained given access to the building we asked at the front office staff make sure that they engage with that person as we instruct them to walk slowly down the hallway so we're testing the system and hopefully improving our practice so are we finding that there are sinus systems working and our visitor tags are working so we're we're very pleased with these results and the efforts by our staff in our schools security and safety technology our lockdown locks of a very unique project as I see and I really like to see this as a high school projects are coming to a completion as we're moving through this year you have still have a couple of projects coming to you and we're working towards getting that completed as quickly as possible this is

017part of our lockdown plan and our and our efforts to help staff shelter if they choose to shelter and and to take cover if that was ever required and our partnerships in safety the new partnership this year was a partnership with the Citizens Advisory Council that partnership basically is a subcommittee of the CAC and as its excellent Megan Larson chairs that committee for us we work together with other parents too or a particular task is reviewing the Student Code of Conduct and keeping that a parent fresh eye on that as much as possible our school safety partnership on the picture I showed we meet three times of year to address situations that happen either in the school district or around the country we had two additional meetings post parkland to discuss what we knew about

018that situation and changes that we made in our emergency operations our emergency guide book and our classroom action plan or a classroom action map so this is a very action-oriented task force that's been in existence since 2006 since I've been here our school resource officers we do have one officer at every middle in high school and our alarming alignment collaborative for education are a team the a team I co-chair with Christine argue from the Illinois Education Association to put in place trauma-informed care systems that are boots on the ground for staff to help staff basically work with their their staff and their kids the new partnership that I'd like to tell you about tonight is pretty exciting it's about three years effort on collecting the folks in the in this region that do the work

019that we are involved in as far as a peer to peer so there are other folks from other school districts that are in the job that you've provided here for me thank you and we have formed a partnership and association in December we voted as a collective to move forward to create the Northern Illinois school safety administrators Association and that that work is being supported not only by our school districts and the school districts that they work for but also being supported by darling rochette II from the DuPage our OE the superintendent there and the College of DuPage homeland security training institute who's given us space our goals we have five goals that we wrote into our bylaws we're trying to develop common language and safety immediate response terms terms like lockdown secure building hold

020in place things that you've heard us say those terms may be out of date are they good are the things that we want we're looking to find common language from our Northern Illinois Association common emergency operations plans to make our plans as tight as possible with law enforcement and fire being part of that with these DuPage County or the counties in their homeland security efforts we create or attempting to create school safety training programs programs for different staffs for events or what that whatever may be for training programs for administrators for us whatever that might be and create opportunities to develop a safe method to provide mutual aid something I take from my law enforcement experience is that we were able to in the police or make a phone call and we have several departments

021sending help we really will we have experts out there in the field that do this like work so it'd be that what we're trying to create is that if it happens at any school district we could send help that's trained up to speed and ready to help to step in not that we don't have the staff to do that but these these folks do this work on a regular basis and finally to develop a method of cooperative peer evaluation for no cost to be able to go to each other school districts and say hey you need to be thinking about this or did you think about that or whatever that might be and reminded can you tell the board who was unanimously selected as the inaugural chairperson of this of this new group I couldn't

022pass away from that could I tone so I was honored with the unanimous selection of being the first president of the Northern Illinois School Safety Administration's Association and I was honored very much by my colleagues in that regard so thank you Tony it was a it's a really cool thing I think it's gonna take us in the long long and a long sustained good place so in in working towards a conclusion here school safety training and drills our school safety training and drills I have a note on the end here that I really want to bring up and make sure that you know about you can see that we have a hundred percent participation in our school safety drills our fire drills one drill is participated with the fire department and in our drills we

023actually give them activities to do make sure you check the Knox box make sure you sign off on this piece did you check that do the keys in the Knox box work we want to make sure that they're actively doing other things to make sure we're prepared in our lockdown drills whether we call them lockdown in the future or not but lockdown drills we have 100% of our schools that participate in annual safety training that's from my department and we actually talk about our response plans for the worst case scenarios as well as other situations but our lockdown drill with the police departments we've been doing that for several years so two things I want to note the law you may have read changed where it said you must do a lot law enforcement type

024drill within 90 days we've been doing that now for the last I think four years we self-imposed to say our drills need to be done by October 1st and our police departments have been attending by law when the law changed but that shifted for us and our police departments attend our drills so they're overseeing them they're making sure that's done so we have been actually complying with that law for a few years now our school safety plans are the green in the middle there those are actually the school safety emergency operation books there's been some revisions in each one of these the goal here was to bring the emergency operations manual the school safety guidebook in compliance with national top standards that's from the readiness of emergency management for schools and a federal level and

025also the Illinois State Board of Education their model and what they require us to do so we're working to make sure that we're up to speed with that our classroom safety action guide we changed it from the cherry-coloured guide to the safety green classroom action guide in that reflects two areas that we have changed to a school safety task force in our response plans for our staff in the area of lockdown we now call lockdown run hide fight lockdown run hide fight and just to give you an example that it's no longer lockdown or run and lockdown run then whatever it's or or or in other words staff has the option to lock down or run get out of the building if there's a safe path available or so that it's an or so we

026actually write on your staff you have options and they know the situation best and that's what the training has really been specific on this year and with the fire as drill what we did is we we put in place things that staff would have to make sure that they slow down and they have action steps that we put in from the fire departments and our fire chief's helped us a great deal and their administration's so the example would be is if the fire activates the first thing we'd like the staff to do is get staffs attention then do a headcount actually have all the kids participate in the headcount which does a couple of things it helps kind of reframe establish as a leader in the room it gets us of an executive functioning brain

027and it gets us seeing the number of kids and people that are in the building actually what it does is it slows us down because the next step that we want them to take is to stop look and listen at every transition and what that means before they go out the door stop looking listen before you go out the door before you turn left or right stop looking listen before you turn left or right go down the stairs hit the door to go outside in other words we want staff to slow down the message I have for staff is not to be sheep but to be shepherds and not to be sheep and just follow the line but to be shepherds and if they have to be wolves in these situations we're doing some some

028basic level training to be Wolf's if they had to so those are this changes that staff is hearing about when we have our safety training this year and that's really the only focus this year is on that and with the school safety maps we've added an additional line for an additional escape route so there's two escape routes on each map now so we'll be changing out those maps as this year goes on they're not all done now but we're changing those so when you go into schools you should see the safety green classroom action guide so again here's where the revisions were the evacuation the fire and the lockdown for potential danger using the terms run hide fight and and using our what our law enforcement training drill was we have staff training for CPI's

029crisis prevention institute helps us with dealing with all situations with all people specifically for our students and our kids crisis prevention Institute training we have 18 certified training instructors and those training instructors work on our PPD in our DCD days and our additional times to help train staff up on the ways and some methods on to de-escalate or decelerate is the word that CPI uses decelerate situations that may be escalating about 58% of our u46 staff had participated in the last years with some type of CPI training our trauma-informed care training list last June 21 schools were added to our schools with what's called resiliency teams our resiliency teams are there to help staff understand the the three objectives as it's a paradigm shift of our thinking in no way shape or form is trauma-informed

030care letting kids or anybody get away with anything actually it's helping us hold people more accountable for their actions but the actions of our teams were asking them to focus on number one raising the awareness of adverse childhood experiences number two grow in the expertise in trauma-informed care and number three develop a plan to address caregiver compassion fatigue it's really if we're not ready to be before kids and we're we're drained we're going to be no good in front of anybody so we're working on a way to are there systems and methods we can put in place to help staff in those areas our scenario training and exercises we were very very grateful for the Elgin Police Department efforts and the fire department efforts to have another school shooting scenario exercise training at Elgin high

031schools where we had it last year you can see that we use lots of signs and lots of Education for the community so they know what we're doing these are very very intense training days we had hundreds and hundreds of police and firefighters participating in these in these actions and the Elgin Police Department always comes up with well over a hundred community volunteers to serve our community volunteers in this community serve as actors as role players as teachers as parents we have our staff acting as principals and staff kids dress up in moulage which means they look like they're injured it's actually a very very intense day I took Tony on a walk during the event we wear vests safety vests so we're hopefully not engaged in it sorry about that but it's the intensity

032is overwhelming and then we take that back after acts debrief and find out ways we can improve and what we're improving upon is our policies our procedures our practice in our training and whatever we can prove on in those regards is really what we're focused on in this regard and this training our takeaway was that we did have an intergovernmental agreement that gave right the and you remember that we signed that with the Elgin police firm so they could monitor our cameras but only have live feed what we found out in that situation was that the live feed was not able to help us but the Police Department's ability to see what the offender may have looked like in this scenario where the offender may have been where the offender was tracking it only gave

033a live feed so to really to be able to be able to be situationally ready for any situation we need to be able to have archival footage so the police department under our terms are able to then turn that back and be able to do what they need to do very fluidly in those brief moments that can make a substantial difference so in the near future we will be coming back to you with the request for an intergovernmental change or edit or a newer intergovernmental agreement that asks for your consideration in that giving the police forward that access to the archival video under our terms of course and you'll see that when it comes to you and another large takeaway was improving the intercom systems and that is a project underway in our plant operations

034and a consortium of us in in all of our departments was working on that our next steps complete the lockdown locks program at the high schools were working towards that continue the work of trauma-informed care with our a teams and our resiliency teams in schools report to the board as I just said about the capability of expanding the camera situation with the Elgin Police Department the only Police Department that we have that has that capability and to strengthen the staff student and parental Guardian participation in the Student Code of Conduct so dr. Lonard is working on ways to enhance that at wherever and however we can and that concludes my report okay thank you does anyone have any questions Oh Jeanette say um yes so the slide concerning teachers and how safe they feel and

035I know you answered this I believe in the response to board member inquiries by the way that's not posted for the public yet can we make sure that it gets posted it appears if you look at that slide and that is a slide five it looks like you're saying that only thirty five percent of teachers in u46 feel safe in their classrooms but I think the explanation that was given in the response memo indicates why that's not the takeaway and the reason why it appears that way is because the access the y-axis is it goes up to a hundred so you assume in looking at all these graphs that it's it's based on a percentage basis so can you explain why it's not that is not the takeaway from that slide right well the I

036have to change the charts definitely to be 1 to 99 so Lisa Jackson helped with the definitions and how this 5 essentials works I'm not the expert in this field so that I provided the explanation for her the the from what I understand the five essentials is not a straight percentage of answers because for each measurement there are well for this one there are six questions and each one of those questions there are four responses so how that is scored is not a straight percentage so the perception perception I'm giving here is not the accurate perception but is one that is a basic it's a it's a landing point so it is a it's a number so is it close to a percentage then so what what they explain here is not a percentile rank

037nor a percentage yeah so the measure will go ahead then they go on to say it's based on a 1 to 99 skills it it's not a percentile rank and yet it seems similar to a percentages it's a not a very it's a little confusing way to report data and I'm sorry to interrupt you B and please go ahead because I want the public to hear that you want me to read it yes please 'l all right the measure and essential scores are on a 1 to 99 scale these scale scores are neither a percentile rank nor a percentage the measure scores are calculated by first combining responses from multiple survey questions when they combine the responses together they do not take a simple average of the raw response data instead they use a method

038called rash rash rash I'm not sure analysis which it takes into account missing responses or and unreliable responses after these measure measures scores are calculated we compare them to the benchmark and put the score on this 1 to 99 scale accentuating the mistake that I made here and it made last year so I got to make sure that's up-to-date and right every 20 points is exactly one standard deviation wide and has a different color this means that improving on 20 points or an entire color is a substantial improvement on that measure and there's another paragraph might be useful is to do an example maybe next year when you to say okay this is how one schools teachers responded and this is how it was put at a table or something so in this reminder to

039the board next year we we may not have these metrics any longer this these are the measures that the board chose as ways to measure itself and our progress towards the strategic plan these are the three in the safety area that John has reported on every year since then but depending on what the board does with the strategic plan we may not have if we determined that the five essential individual questions on the five essentials or areas is not the right weight to really utilize that report then that could be which and what was presented last time would not be how this would be presented probably next year we might be a different safety measure if that makes sense what but the board didn't decide the questions because we have data from the state of

040Illinois correct we we used the questions that were listed on the Illinois five essentials as possible possible things to use and so that's how those at least those three ended up on the short list okay I had a question about the couple of them when you were talking on the slide about trauma-informed care you said there were 23 schools who have you know 23 school resiliency teams I guess called it that had been trained and I wondered how the schools were identified was it volunteer or were theirs you know did you use safety or concern any kind of data to decide which schools so thank you for the question and the clarification is that on the first year so we're into our second year and weren't into our second year of training the first year

041are the a-team the community collaborative team actually did look at data and the decision was to target schools that we could see from our data that were in need um and then there was the request of the principal and the staff to see if they were interested we focus on self selected staff to do the work and not necessarily administrator led but administrators supported okay so as we did that with the first team we had five actually we had four in the pilot and that was Highland Harry Gifford Abbott and Larkin High School and Larkin feeder pattern Kenyon woods actually sent their staff to the training in Springfield where we had the child their training sponsored here so they we included them in the first year pilot the second year it was an invitation to

042participate following the alignment collaborative for education model the invitation to participate was sent to all schools it was sent through the principalship to all schools to consider this scale up if you will I'm following the linemen met the alignment model and that scale up was to then and it was an invitation so the other 21 schools that responded to the invitation we had some logistical things to work out where we trained more people than we thought we would so but we believe that we did it in a good way Christine argue from the own Education Association was the main train along with our Doreen Roberts from our from our team so that that was the turn that's how it went and that's what the way we will maintain is that we will have an invitation

043to participate so really the school's saying they want to and there is game that they want to provide it I have another question and it's this slide actually you may have said something but I don't know if I caught it but I'm your three objectives I was just curious about objective number three develop a plan to address caregiver compassion fatigue do you know any example of what kind of what what wouldn't be encompassed in a that kind of an activity yeah so a few examples and the teams are growing more examples and the so an example would be at the hospital level they they have these things in place at hospitals and that would be our Sherman presents their partners they have things where either different trainings or different strategies that would be something we

044could do after school and our training or in an engagement it could be a counseling it could be something that we can do after school a yoga class a mindfulness activity for staff we talked about this for students are we talking about these activities for students and we're talking about something that's glaring in the research about trauma-informed care in schools and trauma sensitive schools is that compassion fatigue is real and it affects our ability to even deal with the minor escalation sometimes so that is geared toward the staff then for some reason I was thinking families but I I didn't I didn't see where I understand though yeah right now this goal is directed at staff in our scale up I mean we hope that in our really overall art can go goal is to

045look at 20 years being trauma-informed communities of character and and ways that we can influence our agency partners our municipalities not just schools this should not just be a school activity this should be a community-based activity great thank you thank you so a couple of questions on your scenario armed assailants scenario training you mentioned Elgin in police and fire but you actually include police and fire from not only four to six but other communities as well is that correct yeah and I can't commend the Elgin in the fire department the police department enough because I really just we just really provide the space and we ask administrators to volunteer and we coordinate some logistics and then we run the drill together they really I mean the way law enforcement and fire work they just put

046the message out there and suddenly we have hundreds of police cars and fire trucks and ambulances this year I'm not trying to sell a bill of goods but they're expecting that we want to do another very large-scale scenario like we did it however Creek a couple years ago where that would involve again the helicopters and the ambulances and the hospitals and the emergency rooms so that's what we're looking at doing again this year I don't know if that will happen that way but that's the discussion okay but you're correct of marlott South Elgin Crystal Lake we had all sorts of different you 46 police departments but also outside of you 46 and thank you are taking pictures of the patches I did I posted I posted all their patches yeah and then my other question

047is you are at CAC given a similar presentation which was very well received I think parents are very interested in this topic but one thing that came up was what about a threat from within in other words somebody hears what a cute who might bring guns to school what do we have in place to deal with that yeah thank you for asking so there is we have revised our threat assessment procedures we have done two things and I think I start with procedures because they support policy and procedures are really we have to have something that we can do about it when we hear about it so our threat assessment procedures have taken a tune up if you will this year we brought the the models from the Secret Service and the FBI who are

048the experts in this arena in fact the the FBI agent who is the expert in threat assessment in the DuPage area is part of our school safety team and and so is there there's a Secret Service member there with us also so those procedures are how to investigate and what to say and what to do thank you so much it's just coming on after three o'clock I apologize so in those procedures are well established from specific models that are recommended by government agencies so then how to promote us if in saying that if you see something say something well that has been our message if you see something you say something and what we're doing is is I was excited to see that we had kids marching and protesting I'm basically saying we're stepping into

049this and where we want to avoid this in this agenda and the kids that did that are basically saying that we are going to report I think when we hear something when we see something when we feel something suspicious so my message is our message is if you feel uncomfortable about something you read you something you hear something you see please report it so we can do something about it and we saw evidence of that around our school district last year we investigated several threats we investigated several things and in some cases we took we took disciplinary action at an extreme level and so did law enforcement when they had certain things that went on so we are active in this arena we have reciprocal information sharing agreements with our law enforcement partners around our

050communities and u46 and outside of those we exercise those whenever we possibly can if they involve school safety and our relationship with our partners with our school safety task force and our school resource officers are working to promote kids if they feel uncomfortable to also report things and the procedures that back up those processes that help administrators do that work with that to is this year our team has brought these state trainers in threat assessment to the district so we had our first training in October we're having our second training in March training available and this is the administrators Academy and threat assessments and then we're having an advanced threat assessment training in May on May 3rd by the same organization so we're still looking at ways to improve our knowledge and how to do

051these things how to watch and how to prevent and do whatever we can when these situations if they were to occur we're ready Melissa under the security compliance checks one of the other questions that came out of CAC the meeting last week was the greeting time we have some buildings that when you walk in the door you're almost automatically in the office space and we've got other schools that when you walk in the door it's quite a distance to get to the office space so could you give a rundown on your your answer to the the question of how we deal with that as staff for those long distance between the door and the office there was a really good explanation I know that's come up a number of times that is a concern if

052I can repeat it thank you I'm sorry interrupt so our procedures recognizing that our buildings do have we have hundred-year-old buildings for the offices in the middle of the building to change that and to do those things in all those places is a big effort and yet newer buildings have those offices that are right there so our procedures and our training for front office staff and we send this training out in a video format to our front office staff at the beginning of every year and occasionally through the year is that our procedure calls for if you buzz somebody in you're responsible for them so you watch them get them into the office if they don't cooperate if they are if they suddenly head down the hallway call lockdown if needed call a hold in

053place call security whatever that would be but certainly take action if you need to take action so in our test I give our our interns the instruction that when you walk in after you're buzzed in and the intercom was used when you're in the lobby don't make eye contact with the front office staff and if you don't make eye contact with the front office staff slowly and I mean little baby steps right start moving down the hallway and some people would say that's not enough to test and I would respond back to say that we are attempting to improve practice here we're not playing I got you with people right and to improve practice we want to see that you know they are recognizing so if they of the front office staff for some reason

054don't recognize that the person's not coming to the front office within 30 seconds to 45 seconds well that's a needs improvement so really they need to be watching and seeing and and I believe that we're doing that we had some reports with this with this greeting time in this intercom use that I tell the I tell the interns not to lie the only thing they're saying is they have us their dog their daughter their brothers in the building and I'm dropping off lunch or whatever that's the only Roos if you will but then they would give their right name and and we had a few a few examples of this where the front office staff would say we don't have a kid here by that name I'm sorry I can't let you in cool yeah

055cool yeah absolutely thank you any other questions okay thank you very much for orientation Thank You mr. heiderscheit next item on our agenda is comments from the audience [Music] welcome to the Board of Education meeting we are now at the public comment portion of the meeting when the board listens to issues and concerns but does not respond to statements we ask that you complete a request to speak art each speaker will be allotted up to three minutes a tone will sound but the time is up for each speaker if you wish to have a reply to your concern or question please check the box on the card and a written reply will be mailed to you thank you Yamini de la Rionda Logan todo Captiva en este momento Remos el público lo / - vida

058is no basis for them whatsoever in the fields of genetics in your science it does not mean we do not have compassion for people who have cognitive dissonance with their biology but our education must not succumb to the pressures of the latest fad in college in political correctness thank you thank you okay the next item on our agenda is other business board update does anyone have anything they'd like to share Jeannette I have a few questions and/or comments on the school calendar I think you you gave a memo to the board why it's been delayed so I but I want the public to know because I've gotten a bunch of questions about that so could you absolutely so the Illinois General Assembly when they passed the evidence-based funding model eliminated the C time requirement for

059students and increase the number of days required for student attendance from 174 to 176 as a result we are looking at the calendar it provides additional opportunities for the district to - in the board to make a determination out what constitutes an instructional day for students as a result we are looking at some additional opportunities for flexibility at the same time there is a bill already filed that would undo that flexibility the districts would are being presented currently so we're along with other districts in the county taking a wait-and-see trying to figure out what's gonna happen with that with that bill so when do we expect the board will be presented with a proposed calendar we will have a draft probably in February okay so it'll be little bit later than this year and are

060we going to ask community what they think about early start dates and so on we did not do a survey for this year we've not done one at this point okay so I don't know that the the rest of the board was in agreement but I had requested in the past that we survey the the community and maybe the board could discuss that from my recollection I feel like didn't wasn't the last that we and you know we've done this several times and wasn't it that it comes out equal every time a third a third and a third of I'm trying to member what that was can you tell us the most recent version was it did come out pretty equal but at the same time there was the desire to change the start date

061but push which would have resulted a pushing final exams past winter break and the board's that decision was to stick with the current start time and have finals before when I wake and there was also a more they wanted to move the start date back but still finished before winter break which is not possible so it's well my recollection is that the majority of the community wanted a later start date they may or may not we can we had conjecture amongst ourselves as to what they thought about when the Christmas break in and so on but the majority of the community wanted a later start date but there were answers that answered both true that said I want to start in September but I also want first semester to end before Christmas break though there

062were responses like that which is impossible right and I think there was also differences between elementary parents and secondary parents cuz Elementary did favor a later start date nine secondary wanted to finish before first semester before Christmas I guess I'm gonna say is there what do we feel as a board do we feel that we should put it out there again or I I while I appreciate getting parent input on this that's not something I'm not opposed to that but I also know that there's so many other factors that we have to evaluate and determine and also related to our our teaching staff and all the other support staff that there's it is a more complex response than simply what the parents prefer so knowing that there's such variety I don't think we need to

063do this again I think it gives parents false hope that they that they're you know opinion is the only thing the only factor that we are gonna weigh and we can't we have to weigh these other factors and that's why we're elected to this board to serve on this board and to lead the community lead the district and we make one of those decisions this is one of those that you know we have to make every year so I personally don't think we need to survey again this year we've done it several times in recent years maybe again a few years from now but I just I don't see the need to do that again right now I think you've also seen some of our neighboring districts moving to our start date this year even

064more so if several have already moved that direction and I think most will be moving this direction of this couple come in calendar right and we have to add more school days this year right correct yeah so I think I've given my opinion okay Melissa I'm just gonna say that I would I would tend to agree with miss Nolan I think that operationally speaking you know it's an enormous challenge to try to make sure that we are accommodating every single facet of the district and I will count myself as one of those parents that when when I was in elementary school a later start date was very attractive and now that he's in high school I'm really glad that he's done with finals you know going through the first fall semester that he's done with

065finals before before winter break so you know I I think the problem also at this points is we need to get this calendar done I mean we we need to get it done we need to get it in front of the the boards that we can vote on it because we're in a planning crunch at this point and if we go out and do a survey and give ample time for a response and then take all those responses calculate all those responses and then throw that back to administration and say how are you going to respond to these work we're not gonna get this done by February at this point it's January 14th and I think another thing to keep in mind is a new way the school report card is looking at is it's

066looking at absenteeism product caps of chronic absenteeism and I think you had mentioned that one thing we'd be looking at are there certain days for example in during Thanksgiving week is there a lot more absenteeism should we perhaps have days off then and we did look at that as well yeah how long would we typically come have a draft out there two board meetings typically two board meeting so again that can be out there let's talk is an option for feedback informally absolutely all they sort of pay attention to absolutely and we also gather feedback we have a group of teachers that looks at it but this year again there's a lot more conflict complexity in in this upcoming calendar that other districts are also struggling if I was telling with currently okay miss Owens

067point was a fair point and so I'd like to make the comment that next year I'd like us to look at a survey and I'll bring that up again in ample time next year I also had another point of discussion I'd like to bring up and that is if we could make the board self evaluation for in open session instead of closed so I've advocated for that in the past and I prefer open session for that meeting and so I wanted to bring that to the board and it is set up for January 6th Saturday 8:00 to 11:00 with IASB I would continue to favor close I think we can have a more a deeper conversation so right I agree with having that's alright I agree with having closed I also wanted to know you

068say it's all 8 to 11 will there be an additional for the for the evaluation okay thank you I think having been through it once I I still I can see value doing it both ways but I do think that it is it is beneficial for us to be able to have those couple hours to to have the discussions that I think revolve around improving our practice and our the ability for us to work cohesively as a unit I think that conversation looks differently in closed session than it would be an open session so I would be so one time of year that we that we do this and we have that opportunity afforded to us so I would I would be more in favor of maintaining a closed session okay all right so just

069to add to that um I will attend but I'm going to continue to advocate for having that in open session anyone else have anything I think you raise your hand I apologize I just have a few things first of all the board Doc's the response to board increases now on the board book I apologize it was not there earlier this evening I'd like to introduce to you a couple of administrators who have joined the meeting tonight who you don't typically see here Lindsey Mota is the head of our Central Schools programs and Loren Stewart is one of our special ed administrators so thank you for being here this evening and joining the board meeting finally I wanted to give the board a quick update on the report card mailing so as you read it an

070email for me and as parents know from a communication at home we had multiple issues with the printing and may it not not the printing the mailing of our report cards for middle and high school students I'm pleased to report that Bruce Phelps successfully negotiated with the post office and they re mailing that free of charge for us so now we will just pay for the printing and we will not have to pay for the postage for rescinding report cards to parents so those are all the updates I have okay [Music] anything else Jackson your holiday was good good relaxing [Laughter] welcome back next item on the agenda is for us Mr Sanders there are free for Freedom of Information Act requests that are available on the board book and that will be posted on

071the website this upcoming week and I'll be available to answer your questions are there any questions on for you okay next item is the consent agenda Mr Sanders on the consent agenda we have the personnel report in workers compensation cases minutes of the board meeting December 3rd 2018 termination of umberto corona groundskeeper termination of Jamie L Hawkins noon-hour supervisor termination of Diana Moore technology specialists a bit for the Educational Services Center passenger elevator passenger elevator retrofit our renovation bid from plant operations for lockdown hardware phase for Larkin high school and Dream Academy and finally a proposal from teaching and learning the e ll Department and world languages office for Advanced Placement Spanish language and culture test recorder purchase and there are any items that any board member would like remove from consent agenda item a

072item a any others okay could I have a motion to approve the consent agenda of January 14 2019 items B through h H so moved Melissa second any discussion welcome please yes Kirk yes no yes yes yes yes okay can I have a motion to approve item eight of the consent agenda personnel report and workers compensation cases so moved was it Alissa second any discussion yes so I had asked about the new position it's a paraeducator cross category special education position and I saw there is an asterisk at the bottom that says the position wasn't in response to one student and in the response to a board member questions it says that that one student requires this one position as required by their IEP so whether or not any other teachers and or a pair

073of educators available that could have fulfilled that child's IEP no when we when we fill when when a individual student plan calls for them to have a one-on-one eighth then we have to post that position and hire that position so we don't just hire people just to have floating around so prepare educators they are always assigned some tasks and in this particular case it's for that one particular child so if all 20 some-odd students in a classroom had an IEP that required a paraeducator would all 24 30 students so there'd be 30 per educators in the classroom yes Wow okay so as a but it's rare yeah that is not happen I will make a comment that as a parent of a child with an IEP who has a one-to-one I will tell you that

074is it is extremely difficult first of all on the parent side to have a 1 a 1 to 1 is usually you go through many many many steps and many hoops before you ever go to get to a one-to-one it means that there is no other method usually typically it means that that all other efforts and other personality arrangements are not working and that this is the one arrangement that will work usually I mean that's my experience also and so it's it's very rare and it means that the other arrangements haven't worked so having you know this resource teacher or this person and try different combinations of things aren't working so usually and it takes a team to determine that a one a student gets a one-to-one it's not just one person's decision so they're

075rare and I would you would never see a classroom with you know twenty five kids and twenty five one two ones but by law if they all had that in their IEP then you would have that okay so well a follow-up question then was it considered because this student is a kindergartener student and it may be that you cannot answer this here but it wasn't considered to delay kindergarten for the student maybe they're not ready for kindergarten if they require a one-to-one and constant supervision would that be part of our policy to consider that no that would not be part of our policy okay I'm gonna follow up just because it could be it could be a consideration that the parents bring forth in that team meeting but it's not some the school has to

076educate the child that presents themselves to us actually we if the students identify with special needs prior to even be joining kindergarten we start yes at age three so it you don't know the answers no yeah this was not a little kindergarten or a scope Eric did not consider kindergarten Goods and java special needs that would not be appropriate to do so would be a complete abdication of the the free and appropriate education for I mean we're we're required to provide education of our child is presented to us we can't tell them no so it's really just the parent that can initiate that it's at a full-time position yes full-time but I don't know what how many hours I mean it may not be a full-time requiring benefits but at least 30 - any other

077questions roll call please yes yes yes yes yes yes [Music] discussion discussion action under discussion action our first item our itemized bills for January 14 2019 administration recommends the Board of Education approved the list of bills in the amount of 14 million seven hundred and seven thousand seven hundred and seventy thousand eight hundred twenty-five dollars and 32 cents can I have a motion to approve the itemized bills for January 14 2019 in the amount of fourteen million seven hundred and seventy seven thousand eight hundred and twenty-five dollars and 32 cents so moved to second any discussion or questions real call yes yes yes yes yes yes our next two minutes of the board committee meeting for the I'm sorry for the Board of Education personnel staff relations committee minutes of December 17 2018 and these

079October 16th where they talked about the four major governmental benefits programs we had Sherrie Schneider and I am very excited to say we had a hundred and six attendees at that event we maxed out communities metal room and be almost to a fire code violation it was kind of exciting we had parents from all over the district what Don't Tell Hyder show yeah no they kept coming in saying we kept having to redirect parents who came in late so you can't black this this is a fired door because we literally filled the room in addition to parents who were you 46 from all over the district we had parents from the following while parents are attendees oswego district 308 Lera Mont School which is the special education district of Lake County which is just south

080of Kenosha Wisconsin Arbor Academy in Highland Park Illinois st. Charles East High School parkland Prep Plainfield Illinois Mid Valley special education co-op what a few from that which is district 303 Genoa kingston middle school Genoa Illinois Harper College Camelot which is a special education school Markland home parents whose children were not yet in school and parents whose children had aged out of the program so is a very wide reaching audience and that was really exciting we kind of started getting beyond the boundaries of u46 and that was exciting and I have to say it's due to partially social media partially we've been doing it for a few years now and Mary Fergus and her staff did an excellent job helping us publicize this event so that was very exciting our next event is helping your

081special-needs child develop strong relationships that's this one and it's a week from tomorrow night at Gail Borden library community's room metals community room a and B and ironically enough when we started the event the last event in October the librarian came down and said we normally have a movie night down here and we over scheduled you guys would you move up to the South Elgin room and I was like no that only holds 60 parents she's like well you shouldn't top that I'm like trust me it's gonna be a good a good event so she's like well if they have more of a showing we may move you guys they had two parents we had a hundred and six so that was kind of exciting she's like okay you guys Trump this other event you

082get the room next time but our next event is next Tuesday and it's presented by advanced behavioral solutions and it talks about relationships the whole purpose of our program series this year was how do we prepare our children for the future because if you're a parent of a special education child your concern is what's going to happen to my child when I'm no longer around so we looked at governmental benefits and benefits that parents need to prepare their children for we're now looking at the relationship aspect because siblings and other relatives are going to be around long term advocating for our children the third program which coming up in a month is teaching talking about things you should do with your child for how to teach them to advocate for themselves so it's kind of

083a three-part series we will talk about building relationships with parents and their children siblings grandparents extended family and just others who are going to be around to support that child I would like to also really call out Mary Fergus and her staff because they help us with translation we've gotten the powerpoints to them they've interpreted them and we did have several Spanish only speaking parents in our last events so we're certainly crossing the lines for that and able to reach not only in English speaking in our district but the spanish-speaking we're getting more and more every event and she is she and her staff have been excellent in helping with this as well as publication and the connect ads so that's next Tuesday we invite you to join us it's going to be a great

084topic one other thing I'm supposed to announce the deadline to submit questions for the candidate forum has been extended to February 15th questions can be submitted to you 46 CAC forum at gmail.com and that's what I have any questions or comments yep yes you are so when is the candidate forum what's the date that's right is it much more time thank you thank you and then for the the to special ed events so that's the time of the event on the next thirty but don't come at 6:30 I mean with a hundred parents they started coming in at 6:10 6:15 and they were walking in through 6:45 because and then is it is it an hour program or longer is it um it's scheduled for two hours we have our presenters present for an hour

085sometimes it goes a little bit over depending on the questions and then they open up for questions and that's yeah yeah it always goes a little longer it we filled a couple hours and we had people coming up afterwards even some of our spanish-speaking parents State and the interpreters very staff stayed - you know translate for them so they could get their questions asked it was really powerful good and the February date for the February date is February 1819 thinking that's gonna be a poplar Creek library meeting room one and that will accommodate over a hundred people - hopefully we'll we'll still be at that thank you exciting questions all right thank you [Music] next item has other business student disciplinary cases mr. Sanders under student disappearing cases we before the board is the matter

086contain a pertaining to student II administration recommends the Board of Education expels student II for two semesters to conclude at the end of the first semester of the 2019 2020 school year while serving the expulsion student you will have the opportunity to enroll in alternative education programs okay could I have a motion to expel student II for the remainder of this school year eighteen nineteen and the first semester of 1920 while serving an expulsion student II will have the opportunity to enroll in all in an alternative education program so moved Genet second any discussion [Music] roll call please yes yes skirt yes yes yes yes okay the next item other business financial on it so next we have the financial audit and related reports both for school to 2:246 and also for northern Kane County

087Regional Career and Technical Education system coming forward to present I'll let mr. Burnage introduce everybody but as they're all having a seat had like to start off by thanking the team Dale and Robin for all the work you put in working with the auditors who do a wonderful job but I know that it wouldn't be possible if you weren't there to answer all their questions so thank you for all the time and effort you put in on it but that I'll let you introduce the team from RSM my good yes we have Sara Darnell and John George here from RSM and Robin Cornelison our Financial Controller was really the main coordinator of the audit so I did want to note we met with the Finance Committee earlier today at 4:30 and covered the audit in

088quite a bit of detail so we'll give more of an overview this evening class Jeff great give me one thank you my name is John George and the audit partner with our son and Sara died now here is with me as well she's a and the engagement just an overview a little bit of the the team talked about our timeline the process go over some of the deliverables at a high level and obviously here to answer any questions that the board may have so a consistent T myself for the audit partner Katie Barry senior manager she was the engagement leader on the on the audit she's on maternity leave right now so she would have been here today but attending to her newborn born early December and Sarah's a manager on the engagement we had

089three senior associates that split responsibilities from the financial statement component the single audit where we touch her federal awards as well as the northern Keene engagement so we had a number of staff that handled the different responsibilities there and then an associate so a total of seven seven members to our team the timeline through the audit is pretty extensive we start there in the early spring meeting with management planning areas of focus timelines communicating all that information we start we do our preliminary fieldwork is where we look at internal controls we focus on the significant transaction cycles of the district receipts payroll accounts payable we do tests of transactions internal tests of controls around those processes to identify if there's any issues we did not have any internal control issues with those processes that we

090tested as we as well as looking at other areas whether it's capital assets other significant transaction cycles where we don't necessarily do test the controls but we'll do walkthroughs to identify if there's any issues with the processes and again we didn't have any issues from an internal control standpoint or items to report back from issues with processes in those significant transaction cycles final field work starts mid to end of August August 20th was our first day of final field work and that took us through mid-october so we're here for two months seven people asking a lot of questions so to the point of of management's focus and this is a lot of work that goes into this and we appreciate all the responsiveness that we did receive from from your team was a lot of

091work that went into it and appreciate the fact that while late a little late as far as the timing compared to prior years there's a lot of work that went into that and we'll talk a little bit about what the issues were for the timing this year we had an implementation of a new standard Gatsby 75 related to the other post-employment benefits excuse me and the accounting related to that and there's a report an actuarial report that comes from the state and during our testing during fieldwork we identified that the contributions that were used in that report district you 46s contributions weren't or correctly stated in that report so it inflated the proportionate share of the allocation of a liability related to the other post-employment benefits so within that original report that's received from the

092state it calculates and allocates the liability for our th is the teacher's health insurance systems liability across all 2000 districts and it uses each district contributions as a percentage of the total contributions across all the districts and that percentage is what's allocated well the contributions that were picked up for you 46 and other districts that pay premiums on behalf of the retirees directly to TRS were picked up his contributions in correctly and that overstated their four-year liability so in that original report when we were testing it the liability was about four hundred four hundred eight million north of 400 million and after we've reported that issue to the state that took some time for them to agree that it was actually an issue and probably near the end of October before they agreed to that

093and then we got a revised report after Thanksgiving so that that impact the change in that report impacted every school district in the state so now you're the liability that was in that revised report is 256 million so it's think it's still a significant liability but a significant change from where it was before so so that all impacted the the timing which brings us to where we are today so but overall process itself from fieldwork in issues and requests everything went went very smoothly so we appreciate again the focus he had from for management as far as the comprehensive annual financial report it is $119 that with the Finance Committee in a little greater detail but I'll just point out a few things to note it is $119 financial reporting its comprehensive and a financial

094report that is submitted for certificate of excellence in financial reporting so that is there's there's a lot of additional requirements in order to receive that certificate of excellence it's submitted to the government finance Officers Association and the association of school business officials and in order to receive that certificate there's a number of requirements that have to be added to this financial statement and package that are not normally required within standard generally accepted accounting principles so a lot of good statistical demographic information but it is a additional level of reporting that 119 pages is is management's and the board's financial statement our piece of it is the opinion our opinion is a two-page opinion similar to what we've had in the past unmodified opinion it's the highest level of assurance that we give so a clean

095opinion that meaning the information that we received and audited from management we didn't have any issues or disagreements with no modifications to what was reported we did have an emphasis paragraph in the opinion that lets the reader know that the district adapted gatsby 75 this year and recorded that liability so from a financial statement perspective the the district had to record 200 it's it's actually between the districts the district's plan and th is those other post-employment benefit of life that liability is a total of 264 million dollars so this year that impacted your balance sheet on the government-wide financial statements by 264 million of that 264 million there was a beginning balance adjustment related to the previous year so we had to restate the previous year to record that portion that was 256 million so

096we had to record that significant change in this career so we highlight that in the opinion to the to let the reader know that that was a adoption every statement this year other than that the financial statements we talked through operationally the the district from a both full accrual government-wide financial statement and fun financial statement had operating surplus on the government-wide financial savings that's a full accrual there's about a forty point five million dollar surplus and then the fund financial statements that modified accrual 41 point five million dollar surplus so operationally we covered that with the with the Finance Committee and the most significant piece that I stated originally is the the post employment benefit obligation that's all I was going to cover on the financial statements we did also issue a single audit report

097where we test your expenditures of federal awards we tested two major programs or three major programs the special ed special education cluster the idea program title one in title 2 we did not have any internal control issues and what we tested we did have one compliance finding related to a reporting of one of the students of files but it was one out of 14 it wasn't a material compliance finding in addition we issue a report to the board reports of the board covers required communications from auditing standard perspective the fact that we perform the audit in accordance with generally accepted auditing standards whether or not there's any changes in accounting policies as listed in that report to the board we do note the fact that we adapted gatsby 75 this year and the impact and

098the Restatement required from that if there are any difficulties or issues disagreements with management if you listed in that report we didn't have any journal entries and past adjustments adjustments that we agreed to not post are listed in that report as well so you'll see all the detail related to that significant estimates there are a number of estimates that are included in your financial statements the ones that we deemed to be more significant are listed in that report and whether or not meant what management's estimation processes and whether or not we had any issues or disagreements and we did not we didn't have any issues with management's estimation process along the four areas of the most significant estimates that we deemed were the other post-employment benefit actuarial reports a court along that of the pension

099liability TRS and IMR F again actuarial reports and assumptions used in those the property tax allowance is an estimate and self insurance so incur banette reported claims so all those are significant estimates and the financials so but no issues with that process that management's used we also issued the annual financial report that's the report to the State Board of Education which is really just a recap of this 119 page document in the state boards format there a financial profile to note is above that was in that annual financial report was recognition so score again of 3.9 which is similar to what you had last year say it's exactly the same number you had this last year the last report at cover is northern Kane we do an audit of or northern Kane and again with

100northern Kane it's a cash basis I we issued an unmodified opinion again a clean opinion they did not have a single audit they did not exceed the threshold requiring a single audit so it was just the audit of the financial statements and again with the report to the board for northern Kane similar report they didn't have any new pronouncements adapted their cash basis so that have to require any new accounting treatment however we do also report there that we didn't have any disagreements or issues with the process and and and and that's reported in that report to the board so overall very very smooth and and while longer than normal because of the new brown sment but still smooth process and Robins first year with the audit and again went very smoothly so we appreciate

101all all the efforts questions are there any questions yeah you say in your opinion that the district's response to the non-compliance finding identified in our audit is described in the accompanying schedule of findings and questions cost the district response was not subjected to the auditing procedures applied in the audit of compliance and accordingly we expressed no opinion on the response so can you at another time express opinion on the response whether it addressed the minor non-compliance or is that about your role that's just that's that's this it's not our role to audit that that the response of the finding it's to report the finding so that's common language but we will look at the response to the finding and report on that and next year's audit as well so you'll see a response from us

102whether or not that that finding was rectified okay thank you yep and I just want to bring up a couple things that we talked about at the finance meeting one is that because there are changes to accounting procedures like Gatsby 75 it's very difficult to compare audits from like this year two three years ago I guess last year you did adjust it to reflect that but it's like comparing apples to oranges right yeah and and to report occur there's some schedules in the back of the report some some multi-year comparative schedules that do get out of whack because of these adjustments and brown Smiths and there's footnote there's a footnote that explains that there's been a pronouncement in this year that's impacted this and going forward there should be some comparability but there are some

103changes we're going to make based on our discussion too that backs the one of those back tables to break that out so that's more comparative but and also in response to a number of the questions that you had over the financial statements and gatsby 75 will share the responses that we talked about the Finance Committee with the entire board that addresses the the questions that you had over both a on behalf payments and the pension liability chai asked liability right and and one other questions just for the public's perspective when you say we now have a 256 million dollar liability for post employment benefits that doesn't mean Dale that the next year's budget we're gonna have to have two hundred and fifty six million to apply to that I mean it's going to be that

104is correct yeah yes it's an estimate that is an estimate that in the future few years of paying those premiums when those individuals retire and bringing that and some of it can be paid continues some of the community 20 right you're gonna continue to pay in your share of th is the formula that you have so that's the same that you would have budgeted in prior years whether or not the state changes those percentages down the road isn't different and then you you would budget for those change to percentages yeah and I guess that's the other wildcard the state could suddenly say we're gonna do this and that just changes all all the assumptions yeah thank you any other questions nope okay thank you thank you Thank You Darras I'm also for all the work

105you do on behalf of the district Sheree shape the time thanks of you in the team and our best of luck to you our lead who's on maternity our next item on Jane Doe ahead under work session we have a board policy section five Human Resources review I believe mr. Luis Rodriguez will join an Chen our assistants written it from HR and Miguel Rodriguez and providing the quick overview of board policy section five changes I think it is I believe we didn't visit what we presented at the meeting December 17 honor about on our bots and soul sure so thank you mr. Rodriguez board members and mr. CEO Sanders you should have a copy of the memo in front of you if you'd like I can go through that briefly and just summarize the proposed

106changes then if you have any questions above and beyond what's already been shared at the last committee meeting we can address them now first proposed changes to five point zero zero one personal goals and the proposed change cross-references the board's equity policy the next proposed changes to five point zero one zero the Equal Employment Opportunity policy and it adds language to make protected class verbiage consistent amongst the board's policies the next proposed changes the five point zero one one non-discrimination at an adze language to make protect the class language verbiage among the board's policies consistent it also rephrases language in the last paragraph regarding the chief legal officers role as the title nine compliance officer next is five point zero one for nepotism the purpose of the amendments to the nepotism policy is to comprehensively

107define all the relatives and relations covered within the context of employment at the district the proposed change also provide a clear definition of a supervisor the next proposed changes to five point zero one five recruitment and hiring of minority personnel and it simply cross-references the board's equity policy the next proposed changes the board policy 5.0 to zero workplace anti-harassment policy and it adds language to make a protected class language verbiage amongst the board's policies consistent it also establishes a 300 day calendar period in which employees may file complaints of discrimination sexual harassment or of retaliation yeah so I had some objections to this particular provision I emailed Miguel and Tony back in December December 17th where I suggested some language to include instead in there and I said I would like to see us add

108severe pervasive and objectively offensive and I referenced a court case that held in Davis versus Monroe the County Board of Ed that a school does not have an obligation to punish conduct and they have actual knowledge that is so severe pervasive and objectively offensive that it can be said to deprive the victims of access to educational opportunities now that referred to students but the concept still applies to teachers and I'd like to add as I alluded to in the committee discussion in December I'm concerned that the addition of gender identification to this policy section the anti harassment policy sets teachers up for compelled speech in violation of the First Amendment it could be construed to mean that a teacher who refuses to refer to another teacher by the sex they are not is harassing them

109so does unwelcome a verbal conduct of a sexual nature then include using grammatically correct pronouns to refer to a colleague who assumes the identity of someone of the opposite sex to be clear I am asking if district employees are required to use the grammatically incorrect pronouns when referring to colleagues who assume an opposite sex persona even if such pronouns deny reality and/or their religious convictions about lying and/or the meaning of biological sex that is my major concern about including gender identity in this section you know we obviously will take each case and you know it'll be on a case-by-case basis depending on the facts the fact that we have to follow the law regardless for us and when we recommend to the board is that like I said only pens but but we think that

110the changes that we're recommending are consistent with state law and with federal law and I have to comment because I can't not comment I won't go line by line but I I just have to go on record like I always do that miss Ward's comments are filled with opinion with negative stereotypes with unaccepted terms that the medical community does not the estab accepted medical community does not adhere to and I just have to reject it and this is a I believe a political opinion and one that is wasting our time at this point I'm getting tired as many people are of this constantly attacking these protections of our students and the fact that we're following the law is just another point and I'm getting tired of it but I just have to go on record

111every time I'm not gonna go line by line but I have to go on record and saying I object too much of what you just said thank you okay don't go ahead so is mr. Rodriguez and miss Nolan just said we were obligated under state law correct to make non-discriminatory employment decisions correct correct so once a person is hired it's our responsibility to provide a workplace that is free of harassment that's our responsibility as by law so if that you know if that's something that you want to change you have to do one of two things you have to go to the state and get an amendment passed it is directed towards the Human Rights Acts and terminate non-discrimination rights for transgendered persons that's one the other thing that you can do is you'd have

112to convince the board here to change a handful of policies in section two so that we can act in a manner that is inconsistent with state law and with the Illinois School Code I mean gender identity is a protected class under the Human Rights Act the second thing I'm going to say is that I don't see anything in this policy that mandates a use of pronouns address the person by name I I would hazard to guess that every single one of the adults sitting in this room at some point has to deal with at least on occasion somebody at work that either does something that they find morally objectionable or says something that they find that is personally repulsive we all have to do this we all have to work with people that we don't

113agree with 100% I would like to think that most of us go to work we say yes please and no thank you and you're welcome and hello and goodbye and we address people by their names so I'm Sue's treating somebody as a [Music] basic and a basic humanity level right and that is what we are asking our employees to do as a board as a group that has to create the employment policies of an organization this is how I would expect people to act I would expect people to act and treat other people with dignity and respect that's all that we're asking here we're not mandating speech we are asking people to treat others with dignity and respect we're obligated to do that by law but more than that we are obligated to model that

114for our students for our other employees this is the way that an organization should operate so I'm not suggesting that we not treat individuals with dignity and respect I'm suggesting that we protect the rights of the First Amendment I don't mind referring to someone by their name that's perfectly fine and I certainly advocate for treating all human beings with dignity and respect what I'm suggesting is that we add severe pervasive and objectively offensive language so that it provides some protection for teachers who don't want to be forced to use pronouns that don't agree with what they know to be true in reality but nothing in here is forcing anybody to use a pronoun nothing in here is forcing anybody to use any form of speech right is saying it could be construed to do that

115but I think it's been said by McGill and others that we are going to look at every discipline in an individual basis and that's what we do now and it has it could be this situation or any other situation you want our employees treated fairly and we will treat them fairly with the different situations we look at correct plus it would be legally indefensible for this body or any other body not just that just those things stay law of federal law to discriminate against the transgender employee who is undergoing let's say the whole process and everything and someone said well it's my First Amendment right to say whatever I want to say and you're not who you say you are well the First Amendment is it places a very limited capacity or in the minute

116when you're in the workplace because in the workplace you have to follow the rules if you're in the park you can say something different because that's an open forum and more for something but they're here in the work but you have to abide by their rules their rules on our basement oh wow they're based on federal precedent and they're based on state law and this always said and it would just be incredibly indefensible and it's good a determinist liability to the taxpayers because we're going to be losing cases if we don't if we don't follow our policy so I'm not suggesting we don't follow our policies I'm not suggesting we don't treat humans with dignity and respect I'm suggesting we add the language severe pervasive and objective offensive so that it's clear what delineates an

117infraction this that would be my opinion incorrect up to you that threshold it's dedicate you cited nothing to do with what the policy here and then what a separate gate somewhere in you know it's simply that the facts are different they involve students in it it doesn't really have any just the one thing I'd like to dress in line with Madame president's statement and I think it addresses your concern to the way the board has this policy written already and I think mr. Rodriguez's addressed this is that in all instance whether it's substantiated or not miss Chan or any other member of the administration or mr. Rodriguez or whoever it's a complaint we do investigate it so the threshold that you're looking at whether it's correct and correct we're looking at that to determine whether

118or not this person was put in a place or a position where they were actually harassed in the workplace and the language that we're proposing adding just sets a baseline these are the classes we're going to protect but if something comes our way we are going to look into it regardless sorry I just add to put in the language severe pervasive and objectively offensive it seems like an incredibly high hurdle and it would be a blanket across all of these protected classes and to suggest that you know race or religion would still have to meet those high hurdles would do nothing but sort of dismayed people to to make a claim and I don't I don't think that's I think it's the last thing we would want to do so I think putting such a

119high hurdle in place would be counterproductive to every class listed in here okay are there any other questions or we have more to go through as our largest section yeah is there any other questions on this okay okay proceeding and again if I miss anything please stop me and bring me back five point zero three zero license staff hiring the proposed change adds language clarifying the legal authority of the provisions as well as provides flexibility at the policy level in the event the laws change prior to the board amending the policy to reflect legal mandates and that happens sometimes the proposed language also allows for administration ask for an employee to validate their possession of an advanced degree the next proposed change is to policy 5.03 one licensed staff recruiting Schley are slash posting of

120vacancies it removes references to certificated and replaces with license throughout the policy including the title proposed amendments also cross-reference the board's equity policy for Policy 5.03 to part-time is substitute licensed staff employment again removes certified language and replaces with licensed language throughout the policy including the title policy five point zero three five support staff recruiting posting of vacancies and hiring the proposed changes are as follows ads chief executive officers appropriate as language required the completion of the i-9 form for each new hired employee as language to ensure that the district does not engage in any investigation or inquiry prohibited by law and complies with each of the following first the district uses an applicant's credit history report only when a satisfactory credit history is an established bona fide occupational requirement of a particular position second

121the district will not ask an applicant or applicants previous employers about any claims received or benefits received under the workers comp act and third the district will not request for an applicant's or current employees access to their social networking websites including passwords for such websites and then lastly for that section requires new employees to furnish evidence of physical fitness and freedom from communicable disease including tuberculosis is required by the Illinois Department of Public Health the next proposed changes to board policy 5.0 3:6 support staff probation and tenure the proposed language clarifies the probationary period for support staff both Union and non-union alike the next proposed change is to board policy five point zero four zero communicable and chronic infectious disease the proposed changes add chief executive officers necessary in that language that allows the policy

122to remain consistent with law in the event the law changes before policy amendment can be adopted five point zero five zero drug and alcohol free workplace adds chief executive officers necessary five point zero five two alcohol and drug use by and testing of school bus drivers and other employees required to hold a commercial driver's license that change also adds CEO or chief executive officer is necessary the same applies to board policy five point zero eight zero just ads chief executive officers necessary 5.090 child abuse and neglect it adds language for the proposed change adds language which clarifies and employees duties when they are position of any images related to child pornography abuse or neglect five point zero nine one firearm notification and reporting policy it adds chief executive officer is necessary in references board policy

123five point zero six zero five five point one hundred licensed staff orientation add CEO or chief executive officers necessary in places certificate certificated with licensed throughout the policy including the title five point one zero five licensed staff consulting activities it adds chief executive officer and necessary as necessary and replaces certificated with license throughout the policy including the title five point one zero seven tutoring for pay it adds CEO as necessary same with five point one zero eight which is home hospital tutoring next is five point one two zero staff conflict of interest and ethics it adds CEO is necessary and requires staff members to obtain written consent from the CEO prior to acting as an agent of the district ensuring proper scrutiny and oversight five point one to five personal technology and social media usage

124and conduct it includes language to bring the policy verbiage up to date as it relates to social media and technology used today thank you for the recommendations from the Committee on that a little outdated on the current social media sites it's all there I think and if we missed anything there's language that allows for that it's in a couple hours we probably missed a couple okay it also makes grammatical edits to make a policy easier to read and add CEO is necessary five point one four zero solicitations buyer from staff the purpose of this new policy is to require staff members to obtain approval before using their affiliation to the district as a means to raise funds and to ensure notification to the board when appropriate five point one five one personnel records ad CEO

125is necessary references biometric information is required by law and allows for flexibility at the board level in the event the law changes before the next policy revision cycle five point one seven seven zero just add CEO is necessary five point one eight zero staff Health and Safety cross-references board policies five point zero three zero and five point zero three five five point one eight five staff protection the proposed change adds indemnification language directly from the Illinois school code five point one nine zero license staff positions the proposed proposed changes replace certificated with licensed throughout the policy including the title the same change applies the five point two zero zero which is license staff compensation plans same change applies to five point two zero one which is licensed a fringe benefits again so replaces certificated with

126licensed five point two zero three teacher assignments and transfers the proposed changes amend the policy to make protected class verbiage consistent with the board's policies I have some questions on this one so what if a biologically male teacher who believes he is a female is assigned to supervise the girls locker room how does that apply in this case and will parents be informed so policy code 5.20 three its are about teacher assignments and transfers so what if a biologically male teacher who believes he is female is assigned to supervise the girls locker room could that happen under this policy I I'll take a first crack at it so the policy is very general if there's somebody and reflects the agreement we have with the Eldon Teachers Association it essentially said that you know personnel will

127be assigned without regard to and then you have the protective glasses these protective glasses are protected predict under state law and the federal laws can I had something else from a practical consideration in addition to what mr. Rodriguez said while I understand the question I think the previous section that's already there where it says assignments will be based upon the needs of the school district and upon the qualifications of staff members I would think that in a scenario where we have a need of male with male staff with male students and we could do that up front obviously that would be what our administration would be doing the next section just primarily deals with our protected classes and making sure we're not making assignments based on the protected classes so I think that's a key

128distinction as it relates to your question because we would be doing it based on the needs of the students in the buildings so I think you have to make a determination about who's gonna supervise locker rooms based on objectively male or female correct I think the previous the first sentence addresses that assignments will be based upon the needs of the school district but then if if I continue to follow that logic we'd be discriminating because we're not going to transfer a biologically male person to be in charge of females changing in locker rooms correct so wouldn't that discriminate against them if they believe they're a female if you have a transgender woman would she be allowed to be in the block room and I you know it's a good question incredibly hypothetical questions but I

129would say yes probably right and and while it is a hypothetical I think before we even get to that point the people seated in my left the best that they can as it relates to well this is the need we have what can he do about even getting into that scenario so currently locker rooms are supervised by the PE teachers along with additional support typically at the secondary level and it's and and there is a rhyme or a reason I don't think even if we had even if we had a transgender PE teacher typically they're going to be wanting they negotiate that on their own terms I would imagine I'd I'd get just I don't see the hypothetical ever occurring within u46 I just don't see it ever happening yeah I just emphasize it while

130it's a good question to ponder if we got there there's so many things that happen before that and make that scenario very unlikely I think this policy leaves it open because it says personnel will be assigned without regard to race creed color gender or gender are identification which includes allowing as you just stated a triage and a biologically male person who thinks he's a female to be in charge of girls and their locker room going to enjoy parently we're not gonna tell so we're manufacturing this scenario you're using terms that are offensive to transgendered persons telling them that they're imagining it telling them that they're biologically one thing or another this is a protected class of people we have to treat them as employees in a protected class coming up with scenarios to drum up

131scandal or attention is not helping our employees it's not helping our district our district is working very hard at being an inclusive district following the law protecting our employees protecting our students we handle these situations on a case by case basis it's a private situation with any transgendered person on how they wish to represent be represented and we handle that on a case-by-case basis HR would handle that we don't need to be bringing this to the public's attention as a hypothetical simply to draw attention to this as a political move this is getting tiresome so I appreciate if I don't move on this is an a protected class our policy is perfect we work on it as a kid on a case-by-case basis and we need to keep doing that because it works and this

132is getting very tiresome this isn't a hypothetical this has existed in national news do we have an employee that you know about we would be talking about it in closed session not here if there was such an employee and there was a problem it would be a closed session discussion this is hypothetical this is just to drum up controversy nothing sir policy that's going to apply to that situation and we're going to protect our students we're gonna protect our employees and we're gonna manage the situation the best way we can case by case in each scenario this is not a one's there's no one-size-fits-all in this kind of an environment in which we that accept happens you're not gonna protect our students our students you will not be protected I believe that we are protecting

133our students I believe we're protecting all our students and this is a you're looking for a debate on the same subject that we have debated on for how many years now and you're gonna find every single opportunity that you have to drum this up and draw attention to this this is not helping us nor is it angel on I would love for that to well I think you've made your opinion clear I think everyone else has had an opportunity I will stop in a second here and I think we need to move on because this is dragging on these meetings for how long because I'm sure you're gonna find other references to protected classes and you're going to bring it up and you're going to bring it up in and how many curriculum that come

134to us for us to look at how count on that I'd be doing this yes you can't count on and miss ward to what end this is going on for political reasons only you're not making change here it's not happening it's political to start with and I call it out and I'm the one whose political excuse me and that's fine but I am going to say are there any other board members who want to continue to discuss changing this part of the policy because that's going to be the bottom line do we want to make a change or no Carrie none please community okay I believe I stopped it 2:06 Thank You mr. Chang so 206 again the proposed change with the proposed changes excuse me replace certificated with license throughout the policy including the

135title five point two zero seven which is a valuation from of licensed staff teachers does the same thing as well as five point two zero eight license staff meetings again replaces certificated with license five point two zero nine the proposed change removes certificated from the title broadening the scope of the policy to all staff five point two one zero resignation of licensed staff members the proposed changes replace certificated with license throughout including the title and add CEO is necessary five point two one two suspension and dismissal of certificated staff members the proposed changes replace certificated with license throughout the policy and the title five point two three zero supervision and discipline of students the proposed change ensures compliance with recent updates the state law requiring school staff to exhaust non exclusionary forms of intervention prior

136to the exclusion of students from the academic setting five point two five zero leaves and absences the proposed change removes certificated from the title improves verbiage and adds CEO as necessary five point two five one license staff leaves and absences the proposed changes replace certificated with license throughout the policy including the title and as CEO is necessary five point two five two licensed staff long-term leaves and absences the proposed changes replace certificated with licensed in the title five point two five three administrative staff vacations and holidays the proposed edits remove outdated vacation benefit language and add chief executive officer is necessary five point two seven one support staff positions add CEO is necessary five point two seven five support staff contracting compensation plans the proposed edit removes replaces certificated with licensed five point two nine

137zero suspension and dismissal of support staff members the proposed changes set a cap on the number of days support staff can be seized offended an ad CEO as necessary 5.29 3 retirement of support staff members proposed edits ad CEO as necessary same with 5.30 0 support staff assignment and transfers and CEO is necessary five point three to five appropriate use of technology adds cross reference to board policy five point one two five which is the personal technology and social media usage and conduct policy five point three four zero or employee expenses the recommended changes aligned with existing expense reimbursement practices including those for travel food and other work-related expenses by staff they also add CEOs necessary and lastly five point three four five the volunteers policy the proposed changes at CEO is necessary as well

138as exempt current police officers and firemen that have already undergone a criminal background investigation from having to undergo the district's criminal background investigation before volunteering for district programs the amendments also describes what the district's criminal background investigation entails ok overall I guess Phil's not here I'm an ass John if you had any as the committee member any comments or nothing for things you wanted to highlight no thank you okay any questions or comments all right thank you very much you thank you thank you to the team for continuing their review as we move forward also our next item before the board is the school district 246 retirement committee charter January 2019 coming hard to present the retirement committee Charter is dr. Jeff King good evening in front of you is a draft of the Charter

139for the committee that is evaluating investment options for employees of the school district the Charter lays out who the potential participants will be as we move forward in some of the guidelines for the committee to follow and who the fiduciaries are if you have any questions on this or where we're at in the process I'd be happy to answer those I've heard of the 403 what is a 457 it's just it's an another investment option that we have is public employees so in in the scenario where if me as an employee is already maxing out my 403 B I can actually contribute to a 457 B on that dollar amount okay and do we offer for three B's currently yes okay we do any other questions okay thank you thank you thank you our next

140items under work session are bids and proposals the first is a bid from information services for 2019 voice over Internet Protocol session initiated protocol sip Services Administration recommends approval of the proposal from Comcast for three years in the amount of one hundred and fifty thousand four hundred and eighty dollars and requests authorization for district administration to execute related documents this expenditure will be charged the educational fund and is included in the budget for the 1819 school year I know we had several board member questions in regards to this particular item because we were going with a vendor who was not the lower bidder and I I believe we answered all the board questions on the publicly posted except for one question that came in from port number Owens in regards to references so I was

141wondering if you could give the board a quick overview of the references that were checked for the different vendors that did applied or that was admitted yeah we actually checked them all and some of them were now returned to call some of them were incomplete we've requested for references per vendor some of them only did one and some of them provider references that are now related with the seat they are not related to with us they're not equal to the services that were requesting the references on can you just give just just a little bit more clarity on Metro net versus Comcast and the references there I think the other ones didn't meet because of price but could you just specifically address those two because I think it was the Metro net one that they

142did not they submitted references for people who did work that was not related to what we're asking for is that correct that's correct so they forward for they comply with for references three of them were not related to the same services that were more like one services but nothing related to it so it will not be the same service that we're asking for references Comcast we did get two of them answers in waiting on two or more as a you know answer from them from the other two but Comcast is one of our current providers that we've had experience with internally as well yeah we just you know as you remember last year we spend the whole summer moving from AT&T to Comcast so he's a current provider at least on I don't that answered

143your questions mrs. Owens but and so the references from Comcast were favorable yes okay is there a reason why we can't see a summary of those references I mean just for Comcast and Metro now you can have it attached for the board book for the consent when it comes back that would be great I mean given the fact that we're not going with a little bit or I just want to make sure that we have that though we're you know have that information available to us want to make it clear that was that was not the reason the Metro net wasn't selected theories and they were not selected route because they don't currently have network in that area yeah because we questioned whether or not they'd be able to install and have everything up and

144running in accordance with what any agreement that they would have preached with us correct agreed but I'd like to have the the background at the end of the process so can I also ask sorry summaries available for you to take a link you for all of the vendors and thank you for the map as well of the service because it is clear to that you can in Woods's is in the service area correct but it is in the future yeah not in the media yeah and ESC is not even in the in the map so that there was a big concern and big factor that you know it took down five points Metro of course they got the highest review for cause but he took them down a few points it is a big concern

145aside as I comment it's a big communication it telephone system is have be concerned that we want to make sure that we keep them up and running it on time yeah no thank you for that and for the explanation about the issues that we would run into because the lack of infrastructure that helps as well thank you thank you for Annika so I wanted to ask just about the you mentioned the references and I remember with another bid in the past we had issues where the point structure for references the number of references was not calculated equally so I'm wondering if that played any part of the scoring in this or has that been corrected that process where you might have an uneven number of references and those scores are calculated again this one we

146did not use the references of the scoring the rounds came out the backside the measure that is qualified because they do not have the current services available to to our central office right here so since they didn't have the network we just kicked out I mean the references were still checked but at the same time they the award was not granted because they don't have the network in place correct that's correct any other questions okay thank you and I'm sorry I meant to introduce the team Bruce folks and let me see us self I apologize for not doing that on the front end our next is a proposal from plant operations for children troll panel replacement coming forward to join mr. Phelps the dais is Shiva Downs director of plant operations administration recommends approval of

147the proposal from train Inc in the amount of one hundred and fifty six thousand three hundred and sixty nine dollars and requests authorization for district administration to execute related documents the expenditure we charged the operation main it's fun and is included in the budget for the 1819 school year are there any questions on the chiller control panel no okay thank you and our final is a change order administration recommends I'm sorry a change order for plant operations for new the new food service commissary renovation work project number 20 39 administration recommends approval of the change order with half Builders Inc in the amount of minus fifty thousand three hundred and eighty nine dollars this amount will be credited to the operations and maintenance fund any questions on the change order okay could I have a

148motion to adjourn so moved that second roll call please yes yes yes yes yes yes thank you
