001[Music] okay we would like to resume the June 18 2008 teen regular Board of Education meeting I would like to acknowledge that Jackson Teeter is here our student board member and we also welcomed John Devereaux who was appointed to the vacant the vacancy on the school board he would took his oath of office earlier this evening when we first started the meeting so that he could participate in our closed session discussions so welcome John welcome Jackson and if everyone could stand for the Pledge of Allegiance and the first item on our agenda is strategic plan report Mr Sanders so the board has held to finance committee discussions up and to this point before you tonight is the FY 2019 tentative budget this is not currently reflect the changes that the board a Finance Committee as

002is put forward to you but at least it's a starting point while we await word on how much money we'll be getting from the state and other sources so with that I'll hand it over to mr. Bern Inge and dr. King okay thank you yes as mr. Sanders just said this is a presentation that was done on May 21st for the board Finance Committee so in the budget planning cycle we're between the March and July time frames so this is a time of year when we do the first draft of the budget before we really know all of our total revenue we still have a number of unknown factors back in May when I first presented this there was no budget agreement yet for the state however on June 4th the governor did sign a

003budget so we do know that we have a budget however still waiting for the state to give us our calculation of what our portion for revenue will be a couple other things that we look for or watch or the property tax revenue in recent years there's been talk about property tax freeze legislation the evidence-based funding was new this past year it consolidates and replaces five grant programs the general state aid special education personnel special education funding for children requiring services special education summer school and English Learner education probably sometime in July we'll will know that final amount so what's in this first draft of the budget was the current is B formula with no change for state categoricals which includes the transportation claim we're budgeting for for quarterly payments for FY 2019 currently the third

004quarter which would be the March payments have not yet been received and another thing that we've been keeping our eye on recently is pension reform there's been discussions of a possible cost shift and if that cost shift were to occur it could cost the district up to twenty four million dollars per year I want to do a quick review of the property tax payment cycle since that is the majority of our revenue the tax year is a calendar year so taxes from the 2017 tax year are payable in 2018 payments received in 2018 are split between two fiscal years and because school district u46 is in three counties Kane and DuPage have to estimate the Cooke property evaluation and then adjust that to the actual in the following year so sometimes we see some swings

005in our total extension beyond what the district could levy this following slide has our property tax extension history you can see from texture 2013 to 20:16 we have very low growth and that's due to the low consumer price index and also the abatement that we did for a couple of years so we're estimating about a six point five million increase for property taxes for the upcoming year so our revenue assumptions we have the property tax levy increase estimating of 2.1 percent for takes year 2018 which will be payable in 2019 that takes year 2017 revenue payable in 2018 was already levied at two point one percent and what we have in here right now for the tax year 2018 was to abate the same amount as we did in the prior tax year which was

0063.9 million then the evidence-based funding we're just using the current is B formula without any changes and we're also showing that the district would receive four categorical payments in FY nineteen this slide shows all of our revenues are all funds revenues by category so comparing the FY 18 budget to that point 19 budget taxes increased about 5.8 million the evidence-based funding line increases about thirty five point eight and that is because it includes some of the categoricals that were budgeted in FY 18 are now part of that evidence-based funding line so we see a decrease on the categorical line and then we also want to remember that we only budgeted for three categorical payments in FY 18 for our expenditure assumptions we have annual increases per contracts we've added 14 FTE for middle school guidance

007middle school assistant principals and elementary assistant principals in our larger enrollment schools under benefits we have a health insurance 7% increase pension Medicare and Social Security increases go to the salary increases under capital outlay we've included the purchase of buses for 5.7 million and then we have all building capital projects funded from operations and maintenance fund and life safety fund with no transfer from the working cash fund this slide shows all funds expenditures by category the majority of the increase is in the salaries lines but I do want to note we have a number of contracts that are currently being negotiated the capital outlay is higher due to the bus purchase because we had no buses purchased in that fie 18 budget looking in total at all of our funds we currently show a 12

008million surplus for the year and then if we drill down to the operating funds which is the educational operations and maintenance and transportation fund we have a ten point two million surplus and the Transportation Fund is very close to being out of the deficit at the end of FY 18 and should be out of the deficit by the end of FY 19 so in summary this is the first draft of the budget and there's still many unknowns to be determined our evidence based funding increased our revenue by 20 2.3 million in FY 18 we've included a bus purchase of 5.7 million after purchasing no buses in FY 18 and then the capital projects for the buildings are being funded from our current revenue rather than transferring cash from our working cash for next steps the

009state budget was signed by the governor on June 4th so we're waiting for the state calculations for the evidence-based funding amount for next year we will review the changes from the tentative to the final budget with the board Finance Committee on August 6th and then we'll present final budget at the August board meeting and as mr. sanders mentioned at the beginning we did just have a Finance Committee meeting earlier this evening and received more additional direction to continue to update the budget finding so okay are there any questions I just have some comments so I don't agree with increasing the tax levy and I've said that previously and I'm I just want you not to be surprised when we go forward and I would like to see us keep it flat or decrease it which

010was supposed to be the point of increased state funding also I don't agree with increasing the number of administrators which is what principals and assistant principals are on slide 8 that 14 FTE it does include some non administrators and I believe that we should use additional funding we are receiving from the state to pay down the debt as I've expressed previously so you're gonna take direction from the majority of the board obviously but I'm here to say I don't agree with the direction that we're going here any other questions comments so for ending fund balance we usually want to have 15 to 20 percent I think is our current we would this put us in terms of percentage if what we're looking at in this budget after the end of this year we probably be

011around 25 percent okay somewhere around there okay and what the state discussing I know this their various bills out there either a property tax freeze or a pension shift do we see that coming in the fall or during the lame-duck session in January yeah well I think if you're gonna see any sort of a shift it's probably going to be during after elections but before everybody gets sworn in usually during the lame-duck session that's what half things tend to pass if they're not politically popular the other thing that the board needs to keep in mind is the state budget that did passed and the governor signed did provide for lowered the threshold for TRS from 6% to 3 percent for the end of career increases in essence that is in a way a way of

012putting the pension cost back to school districts just a little bit more rapidly than they could send bills out so I don't know I would be surprised I think during the veto session you're probably gonna hear a lot of talk about that 3% and what that could mean for school districts although I don't think it will change so when you say sending it back to school this was if we wouldn't over 3% we'd be picking up that difference the difference is correct the what they what their newspaper calls penalties which is not actually a penalty it's just called an excessive salary increase in the final years the way they worded that in the state law in this industry posle of 3% it may sound like that's a hefty race for a teacher but if you

013take on a coaching stipend and Orakei take on any sort of extra duty work above and beyond what you would get as a teacher it pushes us into the range of possible excessive salary what do they call it mr. Burrage excessive salary is a salary increase so we'll get an invoice from TRS and when we get the invoice do they tell us where or who work to break it down by the employee I mean companies are two years so once a year we have to report the total creditable earnings which includes salaries stipends any extra duty pay we report that to TRS and then after they get our annual report they'll compare anyone who's in that retirement group that's submitted for retirement looking back to see if any of their increases were over 3% okay

014the challenge is how do we budget for that moving forward so that we prepare for it which is a lot more difficult when you look at individual employees who and a district of 2,500 teachers and plus 200 plus administrators how do you make sure that we've budgeted for whatever those costs will be moving forward and that's why I think you'll see it come back for it and Springfield I think districts might go back and just say yeah this could be very difficult for to implement on an individual basis and I don't know we'll see what happens but they are pushing the casa pensions to us just in a different way I just want to say that I disagree with mrs. Ward's assessment of what the evidence-based funding was actually meant to do my understanding is

015that and I think I share this with a lot of people in the state that the evidence-based funding was specifically designed to bring underfunded districts up to adequacy so that we have the resources available to us that we have not had access to previously and allows us to get more money into the classrooms allows us to get more services to students that said in this last budget the state did pass funding for a small portion that could go towards property tax relief for districts that qualify so can tail or mr. Sanders can you just speak real briefly about that certainly so this year's budget the General Assembly allocated an additional 350 million dollars for public education but 50 million of that is earmarked for property tax reductions so we're waiting work from the State Board

016of Education on how we can apply for a portion of that 50 million dollars in property tax relief and at this point we do not know how we get that thank you any other questions Cummins it's just evidence from your comments that one of the points certainly of the evidence-based funding was to provide property tax relief I mean that's self-evident given that you can apply for property tax relief with that specific funds set aside for that okay anything else all right thank you next item on our agenda is public comments we always individual thank you our first speakers Wendy Clausen this work hello my name is Wendy Clawson I'm a homeowner in the Woodland Hills Subdivision in Berkeley I would like to talk to you today about adding additional bus stops in our subdivision currently

017for the high school students there is one main bus stopped at Forest Preserve and actually I brought a map and I hand this to someone there yeah we'll get it okay she'll give it to us pretty much the far end of the subdivision there is one bus stop for all the high schoolers to go to so if anybody is on the opposite side of the subdivision they're walking close to a my here and from what I understand there is maybe two to three buses that come to this location and previously we'd asked if they could have one of the buses move to the opposite side of the subdivision to cut down on the congestion in the area and to help out the families that are on the other side of the subdivision I think this

018will be a no charge to the district because if there is more than one bus coming to the subdivision there is really no additional stopping or break is there anything like that involved in that and it's helpful for the safety of the kids walking in the dark and walking through the snow and ice and obviously ears increase in parents driving their buses are driving their children to the bus stop pretty much I just wanted to help see if somebody can help facilitate and adding the additional bus stop okay thank you thank you Mary our next speaker is Sarah Muller good evening a great day to come here today and just so you know there are about a hundred more do we a members upstairs in the overflow we wanted to follow the rules and not

019have too many down here good evening my name is Sarah molar I've been a paraeducator at u46 going on 20 years I work at Otter Creek Elementary and I'm the president of district u46 educational assistant better known as do eeeh we've come here this evening to inform the community parents and the board of how the district's proposals will affect weeow we care about our students academically socially and emotionally we work with our students in small groups and in one-on-one helping them to succeed academically and because of our support we build relationships with our students and this enables us to help them when they are struggling socially and emotionally we meet their physical needs and care for some of the most fragile children and students in u46 to be a pair of educator you must be

020compassionate kind and caring parrot ators make a tremendous impact on the lives of students most of our members live in the u46 community more than 80 percent of them do 40 percent are the primary income earners of their household 31 are the sole income earners of their household 92 percent are women 40 percent are minority the median wage of our members is eighteen thousand four hundred and seven dollars some of our members have to go to food pantry to put food on their tables in there children are on free and reduced lunch here at school support from other governmental agencies are often needed as well we are currently in contract negotiations with the district and are asking for 80 cents an hour that's right 80 cent the district is literally nibbling and diming us we

021know that the district has money to meet our request without raising taxes we are doing more work in getting paid less our insurance has been skyrocketing over the past several years our paychecks have not been keeping up with those increases in fact one of the more popular employee plans offered cost us 68 cents an hour above our premium costs before we can even access the insurance that means the 80 cents more an hour that we are asking for but in the in the end the only 12 cent raise the district has proposed to cap our salaries at twenty two thousand eighty dollars and that's after ten years of service poverty level is twenty four thousand dollars for a family of four I say we are worth more than poverty level wages to be a paraeducator

022we must have associate degree or an equivalent college credit hours or past the state required tests for para educators and we must be licensed by the state we are not on skilled labor u46 has proven to be an educational institute that does not value the education of their employees we are worth more than poverty level wages we impact the lives of students of u46 and we deserve no we demand respect and value for what we do obviously it excuse me you're upstairs excuse me we love our job the 3-minute timer did I have one sentence I love our job and we're saying we're worth more and I would say you have a great opportunity to invest in your students and the community of u46 and I urge you don't miss him thank you thank you

023good evening I did not prepare anything I just come in here with my heart I'm a home school liaison AB from I'm a home school liaison in Bartlett high school I've been doing this job for 16 years two years in Butler high school what I'm asking here is that I'm a part of the Durham Union and sometimes we get lost in that Union because there is a Paris and it's a home school ei since our job is tremendous we are the connection teachers counselors social workers nurses parents students we are the people excuse me we are the people that speak another language and we are customer service to everybody not only to the people that speaks another language but everybody I spend most of my day translating for nurses that have students with wheelchairs tubes

024and I had to communicate with them what's wrong with the kids social workers that they have kids with some problems emotional problems I had to translate that communication to their parents and let them know that their kids are safe and that they need help I translate for counselors I learned to do the what the credits what it needs to be done that the kids that graduate I help the parents when they come to my school to register to teach them how to use a computer not to be afraid to get into Infinite Campus and check their grades for the students I do a lot of things for the parents and the customer service we do a lot of things for our parents for our schools we keep our records that when the state comes and

025check for all the piece of papers that they want we spend hours and hours and hours to keep those records and check we one respect and we want more for what we do please respect us look at a person that even though we don't have a degree we are doing a lot more than you guys know I invite you all of you guys to spend one day in elementary school and high school middle school be with us next to us and see what are we doing every day every day and we don't punch at 7:00 we are there at 6:30 before we need to punch in we are there after our time we punch out because we don't want to be punished because we are working more more every day because the parents when they

026have a questions we can't tell them time is up we answer their questions until they are satisfied thank you thank you [Music] [Applause] our next speaker is Lynn Sol de Meyer good evening my job description fills one side of one page and the information is incredibly general but I believe in the spirit of my job description and not so much the letter of it something that is not stressed in my job description is how much you must invest yourself and the children you work with to that end I've spent the last twenty four years working in kindergarten through sixth grade in fourteen different buildings all in regular IDI classrooms and to better serve the students that I work with I went out and earned a Master in education what's not part of my written Job

027Description I'm a surrogate mom or grandma to some of these children I'm their confidante I'm their conscience I'm the cleaning crew I am the search and rescue department I am the supply and snack provider sometimes being my own money I am their cheerleader I'm their disciplinarian I am the fixer of zippers I am the tire of shoes and a pine request I am also a hug giver the children I work for are utterly Union and most thankfully come from loving and supportive homes but some come with tremendous baggage issues some are chronically late or absent some are perpetually hungry some are seriously deprived of sleep some come from single-parent homes where they may or may not know their other parent I've dealt with severe poverty and children that have dealt with homelessness I have worked

028with children that have incarcerated parents been abused or in foster care I have also seen a child suffer the loss of a parent during the school year I've seen children that are highly medicated and also perhaps them that should have been I have dealt with mental health issues with these children but probably the saddest thing for me are the children that feel neglected unloved or invisible case in point this past school year a child imprinted on me I was her go-to person she knew I was there for her and I was a constant in her life I would receive numerous hugs from this child over the course of a day and periodically they were accompanied with a kiss and I I love you I never let this child know how much her words or actions

029affected me but it truly was heartbreaking in closing this job isn't for everyone but it certainly is for me the children are the reason I keep coming back I am invested in them I know I've helped many many of them to succeed the children in turn have left their mark on my heart and that is why I do this job [Applause] [Music] our next speaker is Telsa Alvarado Oh could we okay could we have somebody you aren't and we'll go to our next speaker LD not see good evening madam president and mr. Sanders and other members of the board these are my comments about the Student Code of Conduct final draft 2018-2019 I know there's a spot for that but this is my time for comments I ask how many of you read this document

030in its entirety now you don't have to ask answer that question but I say I have read it more than once it's unbelievable and I think it should go back to the drawing board 32% of the document are 16 pages of the 50 pages comprise the glossary and much of this is common sense but that's the way it's printed there grandma had a grammatical and spelling errors throughout that generally the document is poorly constructed and needs serious editing and revision but mostly it's the epitome of a micromanagement the Student Code document should focus on two principal elements simply teacher responsibilities and student responsibilities the teacher responsibilities are maintained orderly classroom behavior and then teach content in basic core core subjects student responsibilities are simply to behave and learn and it doesn't take fifty pages of

031typewritten script of which thirty-two percent is a glossary to explain that so you can tell that I don't have very high regard for that document and now my notes are marked up here but I'll provide you with an exact clean sharp copy at the next board meeting thank you thank you oh okay hi as a special education teacher in u46 I have worked closely with dual members in my classroom for years the indispensable crucial and vital to the education of our students without them I would be unable to provide a meaningful and appropriate education much less to provide for the physical needs of my students these para educators are the ones who support the structure that is integral to the class they change diapers they manage challenging behavioral issues they support academic and functional instruction

032and continue and support what I have implemented according to the students we are all their mystras we're all their teachers they don't differentiate I say all this because anyone who puts as much love passion and support into our students deserves benefits and to live above the poverty line thank you thank you okay the next item on our agenda is other business do any board members have any updates no one so I wanted to mention that Melissa and I visited Liberty today and got to see many of the people who are here today Liberty has the extended year special education program they have 32 classrooms with it's an amazing program 32 classrooms kids ranging in age from 3 to 21 and they do an incredible job hey anyone else if you'd like an update I know

033that the parent that came and spoke about the Bartlett that pick up in Woodland Hills that is an issue that was addressed by transportation and she did make it up to dr. King who's also responded a few years ago as part of our budget reductions we did do the collapse of all of our high school pick ups so they do have consolidated pick ups for every high school not just Bartlett so the answer to the request to add a bus stop was no any other quit done yeah just don't know this is the right spot being the newcomer but just a quick word of thank you to the my fellow board members for the opportunity to serve out the open term and to the you 46 community those present and beyond you know I hope

034to bring value to the process and to do my best to to serve the students and residents of the district given that I just officially sworn in tonight not a lot of the matters that are about to come up I will likely be abstaining from from voting you know I've done my best to do some do my homework and get caught up to speed I don't think it's appropriate if I had wasn't present during the the presentations and deliberations in the past to cast a vote on some of those items so that's it and that's fine any other I'd like to welcome mr. dev'reaux aboard and I respect your decision to not vote on those things tonight I think that's a respectable and good decision and and thank you any other comments announcements okay next

035we have minutes of the board committee meetings we have two sets of minutes for the board's consideration and approval the first is the February 26 2018 Board of Education Facilities Committee meeting minutes okay can I have a motion to approve the 226 2018 board of education facility committee minutes so I'm sorry except show a motion to accept so moved thank you second a soup any discussion that was a long time ago okay roll call please yes yes yes oh yes yes yes and can I have a motion to approve the six for 2018 I'm sorry accept the six for 2018 Board of Education curriculum committee minutes so moved then second any discussion broke up please this mr. Devereau abstain this hurt yes Nolan yes yes yes yes yes the next item on the agenda is

036for your requests mr. Sanders there are nine freedom Freedom of Information Act requests that we've responded to since the last board meeting this would be publicly available on the website next week and are currently on the boards for tots any questions about the FOIA requests no okay the next item on the agenda is consent agenda Mr Sanders on the consent agenda we have personnel report and workers compensation cases termination of Ross Luger bus driver transportation termination of Billy J Lewis deans assistant Streamwood High School minutes of the special board meeting May 14 2002 the special board meeting May 17th 2008 eeen meant to the special board meeting May 18th 2014 for learning behavior specialist 1 LPS 1 a contract renewal for curriculum and instruction secondary reading with school pace contract renewal for human resources for

037frontline absence and substitute management contract renewal for information services for telecommunications network support contract renewal for information services for Microsoft Office license contract renewal for information services mobile device management software AirWatch proposal from information services or technology purchase of desktops proposal from specialized student services department for sensory room upgrades a resolution authorizing participation in federal and state supported programs a resolution authorizing the school treasurer to make bond and interest payments a resolution authorizing the transfer of an interest of earnings from working cash fund to the Transportation Fund and finally a resolution requesting approval of hazardous transportation area designations okay could are there any items that any board member would like be moved from the consent agenda I would like to remove items e and item F B and F okay any other items carry none

038could I have a motion to approve the consent agenda of June 18 2008 eeen all items except item e minutes of the special board meeting May 17 2008 een and item F minutes of the special board meeting May 18th 2018 so moved Melissa second su-- any discussion so I assume we'll have separate discussion on items e enough right okay roll call please yes yes yes yes yes stain yes okay can I now have a motion to approve items E and F of the consent agenda minutes of the special board meeting May 17 2008 een and minutes of the special board meeting may 18th 2018 so moved soon second any discussion so I would like it reflected in the May 18th 2018 minutes of special board meeting that candidate jocelyn vana cited in interaction she had

039on a board members Facebook page as one of her primary reasons for seeking a board position I would also like it added that community member Joyce fountain suggested the board select a diverse candidate during her public comments finally I would like to add the questions that each of the candidates asked of the board if they did ask to both the May 17th and May 18 minutes for these reasons I think these minutes are a little bit incomplete okay is there any discussion i s I would oppose adding anything to miss vanna's interview she made clear on her application which is publicly available about the interaction on your Facebook page and also the the entire board meeting is open to the available to the public on YouTube so I think if people want to get into

040the Nitty Gritty of all of this they can see it I am I guess I'm not a hundred percent clear what the value is of seeing the questions that the candidates asked of us there's the minutes are meant to just grasp main points so you know we're not doing I'd like to hear your reasoning for wanting to know their questions because the the rest of the minutes are quite complete with their answers and the questions that we asked and so I would like it at least included the questions that they asked I think it's just a matter of transparency too I think that you know the whole conversation should be part of the record not just bits and pieces I'm sorry Melissa go ahead to my knowledge I know that miss Panna might have she

041did express that in her letter to us to my knowledge did that come up I don't remember that coming up in the interview itself yes it was included in her answer to my question about her primary reason for seeking a board position I'd have to go back and review that the trouble is a lot of the candidates answered the questions much more fully than the one than what we're putting out here I mean I could think of other things that was said that aren't reflected that that might you know some people would consider important others wouldn't so again I would say that if people really want the detail we have available the entire interview online I agree and minutes are a summary they are not word for word and total complete conversations well certainly their

042answers to our questions are also summary so we could summarize the the answers that we gave them when they ask questions of us that would also be a summary I guess I wonder I mean the answers they gave us are important because that reflects their reasons we wanted to be on the board I'm not sure how important it is necessarily for their questions to be of us to be out there do we have any of their questions in here I didn't notice any of their questions either no because at least one of their questions we we discussed quite extensively because it the questions that a candidate asked and any interviewer knows this indicate something about the person being interviewed [Music] you know I guess I would just comment that we we have a lot of

043discussions in our readings that aren't reflected in our minutes and certainly people want more detail the best place to go is to look at the YouTube video I know I do that myself when I'm trying to refresh my memory or just see what was said so I really hate to see us start you know picking and choosing what gets into minutes what does it like you know I'd rather have a basic summary rather than getting to do incredible amount of detail well and when I first read them over I thought that they did and I guess that's why I mean well they don't have a summary of the questions they asked to us so I'm not suggesting we have to have a verbatim of the question but or our answer but we should have a

044summary could we provide and I know this is a something I've thought of when I've had to try to find stuff on YouTube how difficult would it be to include a link to the actual meeting at the end of the minutes think you'll be pretty easy because sometimes it is hard to find things when you're looking but if you've had you know a link right to the video people could look there that is a great idea it's actually quite easy you just copy the URL and then paste it in yeah and that way it's there and I would say not only for these minutes but all of our minutes because it just you know because what if you have the minutes I'm sorry she's getting wrong with it but if you have the minutes you

045can say oh I want to see what more they said at that point you can find the clock place in the video and right right no that's a good idea so we do we want to add everybody's question I mean if we're gonna do one we have to go back and do everybody's questions yeah that's what I suggested I'm not suggesting just one question I want all the questions that they asked of us in there and then a summary of our answer or a summary of their question [Music] opinions I am of the mindset that a minutes our ace are a general summary they shouldn't be verbatim I actually find these minutes lately the minutes not the general Board meetings but all the committee meetings and these closed session minutes to be almost too detailed

046because it leads you to believe that you need to get every single word down and that is not what we want four minutes I actually would strongly disagree to adding all the questions and adding all of this information in there it is meant to be a summary of general discussion and decisions made so I really oppose adding anything fact I would reduce the size of these minutes well I think the the nature of the question itself in the nature of the response it doesn't have to be that mrs. Ward said that and mrs. Noland said this it could be just that the question was asked and answered and in just in the summary form like I think someone has said that it's a summary it's not verbatim so I guess I would be in favor

047of seeing a summary of the gist of the conversation and that's what the minutes should be any other opinions I I'll say I tend to agree it was Nolan and we have we have asked that our minutes be more detailed than they used to be because they used to be very very short in general and I think we have increased the amount of things that have been put in the minutes and like I said when I read this the first time I didn't I thought it was a good summary I I think if they won like Miss like sue said if they want to hear the whole interview they can go to the videotape the YouTube so I recommend you call the vote but after that I like and in fact loved miss kurz suggestion

048to put the URL of the YouTube video and I hope we can do that going forward yeah we can look at that yes correct Mr Sanders thank you okay roll call please we are voting voting on e yeah I think two minutes does May 17 and 18 minutes yes yes I just wanna make sure as clear as we're both there's presented yes yes yes no no abstain this earth yes yes fruit or two for two warm-up statements okay I'm sorry okay the next item on the agenda is discussion action our first discussion action item our itemized bills June 18th 2018 the administration recommends the Board of Education approved the list of bills in the amount of six million two hundred and sixty four thousand seven hundred and eighty five dollars and fifty one cents and

049if you have questions mr. Burrage is present okay can I have a motion to approve the itemized Bill's June 18 2008 een in the amount of six million two hundred and sixty four thousand seven hundred eighty five dollars and fifty one cents so moved second any discussion I wanted to thank you for your answers so the questions I asked and the other discussion roll call please yes yes yes yes yes yes yes my next is a proposal from specialized Student Services Department for an online IEP system this was on the work session from the last board agenda but because there were additional questions and a memo that came back to the board that came back under discussion action administration recommends Board of Education approved the proposal for specialized student services department for an online IEP

050system could I have a motion to approve the proposal for specialized student services department online IEP system so moved second any discussion questions Melissa so miss Nolan was it you that asked about the Parent Portal that the last meeting the the system that we're using now does have a parent portal correct not that I'm aware of it doesn't that plus they're doing the work on several different systems it's not always yeah no I know paper also but the I thought that the IEP system that we looked at last year the minor says it had one we weren't using it we rush we didn't either purchase that part or we weren't using that part and that's why that's what led me to ask the question if this new vendor offered anything like that yeah okay any

051other questions roll call please yes abstain yes yes yes yes yes our next is a resolution establishing prevailing wage this is an annual resolution that affects contractors not employees of the district administration recommends that the Board of Education approved the resolution establishing prevailing wage this evening and if you have questions dr. King is joining okay can I have a motion to approve the proposal specialized I'm sorry resolution establishing prevailing wage resolution number 1901 so moved to second any discussion [Music] so the Illinois prevailing wage act is an outdated law which is harmful to local governments the taxpayers they represent and the children of this district furthermore I don't believe that the current prevailing wage rates that we've received from the Illinois Department of Labor are in line with the actual rates of contractors within this

052district the current rates from the Illinois Department of Labor are heavily influenced by the rates of Union contractors this creates a lack of competition within the marketplace essentially cutting out local small businesses and minority contractors from being able to bid on a public works project prevailing wage laws increase the cost of public construction jobs by about 20 percent you 46 could use that money in classrooms and it would be significant in uncertain financial climate this is a savings we should pursue in summary wages driven by unions instead of by market forces means the taxpayers are left with a bigger bill to pay therefore I will be voting No now the other questions come as roll call please yes yes yes yes no no yes our next is a student code of conduct this was presented

053at the last board meeting but is returning tonight under discussion action mr. Luis Rodriguez is joining at the dais at the port has additional questions the administration recommend the Board of Education approved the Student Code of Conduct Travie motion to approve the Student Code of Conduct 2018-19 some of Melissa second so any discussion or questions I have a number of issues with this I should be obvious from the questions that I asked previously first just justice should be colorblind the punishment should correspond to the offense regardless of the offender's color otherwise chaos will ensue I would like to remind everyone that parkland Florida adopted race-based disciplinary practices to reduce the number of minority students reported for disciplinary action which is one reason the shooter was not expelled second bullying should be prohibited period without the

054necessary to call out every disparate group of people given that gender identity is one group called out for special protection what happens when a female student who doesn't want to share a locker room or bathroom with a biological male is accused of bullying because she doesn't want to share that private space with a boy well not using the pronoun preference for gender dysphoria be considered bullying for these reasons I strongly disagree with how this code of conduct is written I would like to inform the community that I've also been informed by administration that there is no opt-out for parents who do not agree with this code of conduct I have been told quote there is not currently a way to register without agreeing to the code of conduct by law or legal precedent school districts

055are allowed to pronounce reasonable rules to maintain a safe school environment for students and school staff parents and students must agree to such rules must I emphasize in conclusion parents must agree to abide by the Student Code of Conduct end quote therefore I will be voting no any other questions comments it's just to respond to your comments um I kind of have some issues with the way you address the transgender issues you had with the bill I think not referring to people by their preferred pronoun should be a type of bullying transgender students have one of the highest suicide rates among different groups of students and I just think leaving them out of a student code of conduct would be not addressing the problem at all which is not what I would want just as

056sort of Commons responding to you I appreciate your comments and response but I don't think it helps the student who is struggling with this issue to help them in their denial of reality and I don't view that as a form of bullying I think to to join them in what is not real in in the real world only hurts them and by the way when those gender vez dysphoric students undergo a change it doesn't decrease the suicide rate in fact it goes up what was the I did you disparage reality what was the term you used and what was that referring to sorry I'm saying I don't believe it helps a gender dysphoria by referring to them by the sex that that they are not I don't think that's a compassionate thing to do and

057I don't consider it bullying to not join them in a denial of reality I have to say something I using the terms gender dysphoria and making the statements that you make hurt the students of this district they go against what the the kind of what the accepted practices from major organ major major organizations in this country American Academy of Pediatrics I could bring out my list of references from a year and a half ago but I will strongly strongly condemn your terms that you use and the language that you use in hurting the students of this district I think it's an ideology of yours and it's and it's a minority in this district it's a minority in this country it goes against our policies that we have voted on it goes against so many things

058you can continue to use this as a platform a political platform of your own because you have that right but I will fo syphilis Lea Jack to the comments and the terms that you use for our students Melissa if sitting at a table in a position of power and calling our students or saying that our students don't live in reality if that's not bullying I don't know what bullying is to be quite honest with you you are twisting my words and you're also making it appear that this document is not political it is by nature political and many of the parents in this district would disagree with this strongly and you've given them no way to opt-out where did I twist your words you said that they're not living in reality I said it hurts

059the students to refer to them to the biological sex that they are not usin her um living in reality it hurts them then i'm rephrasing what I said because that's not exactly what I said but the tape will show you said it didn't we have this conversation I mean we'll make sure you put it in the minutes then okay any other comments the only thing I'll add to that would be that when we talk about violence or notable student actions whether it's good or bad I would prefer that they not be gender based or any other base I think it's just a nature of that you know we're putting them in boxes and I think I find that a little bit taking a step backwards as opposed to we're all created equal and moving forward

060with that so I guess I'm I don't know if I would take it as far as my colleague would but I think that we should really focus on what they're producing rather than you know their backgrounds or ethnicity in the one case religious beliefs or whatever what they've accomplished and what they their potential is and address that rather than who they are okay any other comments but just in closing I do want to just reassure the board that the the Student Code of Conduct aligns to Illinois State law federal law fort policy and and is consistent with all those different areas as presented by legal counsel at the last meeting so it does meet all the compliance pieces and is appropriate for you sir as a school district roll call please yes yes yes no

061no yes yes our final discussion action is approval of the board of education is travel expensive to the Illinois Association of School Boards 2018 joint annual conference new law actually this is the second year the board will have to approve lodging and travel to go to the conference uh pursuant to state law can I have a motion to approve the board of education travel expense to the Illinois Association of School Boards 2018 joint annual conference so moved sue a second Melissa any discussion um yes so I had asked some questions so I didn't realize that we had already moved forward on this my questions had to do with usually I'm not included in the lodging I usually don't have the district pay for the lodging I was asking questions this year because I learned and

062it may have been the case last year and I didn't realize that there is no one day registration I usually go for one day only the expense is pretty high for the registration because it's one fee no matter how many days you go so I was looking at the possibility of possibly going more than one day but I also wanted to know that if I could reimburse the district for the lodging costs if I decided to do that so I didn't get any feedback yet for that I think that they're trying to get those answers from IASB so at this point I am not asking the district to pay for my lodging but I am listed in here so I just wanted to make that note that I am at this point not gonna have

063the district pay for my lodging they come to the clarification we added it just to from based on the signup sheet on what we thought was happening and that way we'd have authority within the approval to get our registrations in early oh I apologize that you weren't excited getting together any other questions comments I am you know vote YES on this even though I voted no for the IASB membership because I don't want to prevent my fellow board members from going to the conference thank you and the other comments all right roll call please roll yes yes yes no yes yes yes our next is acceptance of the citizens advisory council reports with the 2017-18 school year at this point the board is heard from the three different CAC committees that provide reports including family

064and community engagement report specialized Student Services report and the family in what was the the third one was safety report that's listed here is curriculum committee but it was not the safety committee report administration recommends the Board of Education accepts the 2017-18 CAC committee reports can I have a motion to accept the 2018 CAC safety report family and community engagement report and specialized Student Services report so moved Melissa second aim discussion roll call please as always yes this is worried yes mr. Costello yes mr. dev'reaux yes yes yes yes other business mr. Sanders your other business we have the may financial report mr. brunch yes at the end of May our total fund balances are two hundred twenty four million four hundred ninety six thousand six hundred fifty nine dollars which is a decrease of

065thirteen point three million from April in May we received seven million in tax revenue June will be a large month for our tax revenue since we'll be receiving the cane in DuPage County taxes for state payments we received the evidence based funding payments of 19:6 million and one additional 1.3 million in categorical payments so at the end of May our balance due from the state was 5.7 million and that's compared to eighteen and a half million last year on May 31st our federal grant revenue was 4.25 million and so our total revenue is nine point two percent higher than last year and that's due to the higher payments from the state of about thirty five million year to date also our year-to-date expenditures are 2.2 percent higher than last year but within the budget and

066if there's any questions I could answer them at this time there any questions so have we received all the money do us from the new evidence based funding model so the final payments are coming this month they split them out between April May and June it's a month okay and also June I was the chart 22% of my revenues in June yes Wow yes we received Kane and DuPage taxes we get the biggest yeah so Kane County we got almost all of the tax deposits in one day it was forty nine point nine million which is like 10 percent of the annual budget and the other questions no all right thank you for mr. furniture work sander work session the first is the list of authorized depositories mr. Brennan is going to remain appeared for

067this one administration recommends the Board of Education approved the 2017 annual report of report for English concepts doing businesses PMA securities the Illinois School District liquid asset fund and JPMorgan Chase as our authorized depositories mm-hmm just for the record oh I'm sorry no well these are the the only thing I was gonna mention is these are the same companies that we've used in the past so once a year we bring this forward so yet so you have the current list well I did not ask this in advance so I apologize well not you answer my question actually your state my question so but how do we vet these to say should we be looking at other people well PMA really specializes and it really was like one of the founding companies and specializing in investing

068for school districts and with school districts so they have a pretty long history of working with with them are there any other entities that in it I'm sure there are other entities I don't I don't know the majority of school districts invest with PMA and through that Illinois liquid asset fund that's correct all right thank you any other questions [Music] okay our next work session item is the tentative northern cane county regional Vocational system budget for fiscal year 2019 the tentative budget will go on the required three day display beginning at 8 o'clock a.m. on June 19 2018 and the administrative offices at the Educational Services Center 355 use Chicago Street Elgin Illinois and will be posted on the district's website mr. Burrage is there anything else we need to add to that I mean

069the northern came budget you know just give you a little background the state requires that the vocational system budgets be adapted by August 31st which is one month earlier than school district budgets the northern Kane County Regional vocational system is a joint agreement between you 46 and districts 300 301 and 303 the budget has two revenue sources the state Career and Technical Education Improvement Grant and the federal Perkins Career and Technical Education grant the total revenue expected for fiscal year 19 is 1 million seven hundred eighty eight thousand one hundred forty-one the state grant revenue will be 1 million ninety seven thousand seven fifty nine and then the federal grant revenue has estimated to be at 690 thousand 382 since the program is grant funded we expect the expenditures to match the funds received so

070the budget is balanced and then the budget will go on the required 30 day display starting tomorrow June 19th and it will also be posted on the u46 website the public hearing for the tentative budget is July 23rd and the adoption of the budget is scheduled for August 6th are there any questions okay thanks our next is the resolution declaring the need to continue usage of temporary classrooms this is an annual resolution that's updated as we need to vary classrooms dr. King so as the resolution points out we'll we are requesting to use 19 classrooms for next year once again that'll be about the same amount that we used previous year we are looking at a few of them for demolition but we'll look in later fall and make the determination if we no longer

071need them then we will demo demo them during the school year are there any questions I have a question so I had asked about one of the check boxes said that there weren't fire extinguishers and so I assume you answered that there are so we need to fix the form correct and so the form will be fixed before we vote on and I soon yes okay great thanks any other questions okay thank you our next is there is no I said Jeff stain our next is a resolution for the display on public hearing on schools your 2:46 budget for 2018-19 school year dr. King you want to give a quick overview sure so the tentative budget will be brought forward to the board on August 20th and will be on display for inspection on August

07221st on our website and here at 3:55 Chicago Street we will request final adoption on September 10th the notice will be published on August 10th and administration will recommend adoption of this resolution at the next board meeting July 23rd these timelines fulfill the Illinois School Code requirements that we need to follow okay do they wouldn't have any questions so to be clear this resolution is to only display the budget the one we'll be voting on at the next board meeting you we voting on the resolution correct to display the budget correctly thank you not the budget itself no in other words no any other questions okay thank you our next work session I'd knows is for a contract or $25,000 it's a contract renewal for human resources with jelly vision administration recommends approval of the

073contract renewal with jelly vision lab in the amount of one hundred and eighty two thousand seven hundred dollars for a three year license a request authorization for district administration executes related documents the expenditure we charged the educational fund the operations and maintenance fund and the Transportation Fund allocated as a percentage of enrollments in the health plan and is included in the budget for the next three fiscal years joining at the dais is mr. Phelps and Beth Burke from our human resources department if you have questions are there any questions so this is mainly used when everyone's enrolling but it can also be used throughout the year for new employees correct yeah we have increased the utilization now all new employees as part of their onboarding are encouraged to use the tool as well because we

074have limited time for orientation this allows them to really go in depth and also take that information home to family so family can use it as well and it can a current employee also use it and later to get a better explanation of their benefits and save a question we often point people to the tool throughout the year because it does give it's a great detail on terms and you know things that people might not realize until they're actually using the plans all right okay thanks any other questions okay thank you our next work session item is a proposal for the beacon Academy of media and digital arts curriculum change we've got a team coming up to present this this proposal to you tonight we have dr. Suzanne Johnson deputy superintendent of instruction miss Kenosha

075Brown Career and Technical Education coordinator mr. Posey cos constructor for the beacon Academy of media and digital arts mr. Brian Moran the principal of South Elgin high school and mr. Chris Bowden our lead counselor to present to you tonight dr. Johnson are you kicking us off Ms Brown oh the kick ass all right absolutely good evening she's my emotional support for today thank you all for having us today we will be going over with this fabulous team our proposal for our beacon Academy of media and digital arts curriculum revision and so I will introduce team members we have dr. Suzanne Johnson myself kenosha Brown and I serve as the coordinator for career technical education for you 46 we have Tombo zika's instructor we can Academy of media and digital arts we have Brian Moran South

076Elgin High School Principal and currency te divisional and Christopher Bowden who serves as our lead counselor during this process so our proposal before you tonight is twofold first request is revision of the current Academy name from beacon broadcast engineering and communication networking Academy to the beacon Academy of media and digital arts our second part of this proposal is to request acceptance of our revised beacon Academy of media and digital arts curriculum this curriculum has been revised to align with requirements and characteristics of a magnet school program that include it being an honors level program the eligibility to obtain college credit through AP courses and articulated credit AP capstone certificate and diploma designation as well and the industry recognized Adobe Premiere Pro certification credential prior to students graduating we have had beacon at South Elgin High

077School since 2009 since that point we have not had any major upgrades in curriculum technology or equipment the beacon course codes are listed as CTE code so that gives us some access to some state and federal fund we're looking to upgrade our technology and our curriculum to meet better meet the needs of our students in our program in terms of course modification or grade level changes we had two changes to the courses that will hopefully be approved from the current set up right now the freshman sophomore level courses are at the general ed level and the juniors and seniors are at the honors level part of the curriculum redesign will to bring all of those courses to the honors level in addition we'll be looking to add ap summon are an AP research during the

078junior and senior years so those are two new additional courses in addition to the current model so you see before you is a potential student scheduled for a student entering under new pekin Academy what we have to keep in mind as we look at this is a student's overall four-year high school plan will obviously dependent upon their post-secondary plans and their course selections on a year-to-year basis so it's going to be individualized within the context of each individual student it's important to note too that South Elgin Scott is developing a new Belle scheduled for next year so they will move back to a traditional eighth period schedule but the lunch hours four through seven will now have an A in a B period so they will be 23 minutes each you'll notice in your proposal

079that the junior and senior year courses within the beacon Academy are scheduled as a one and a half hour class there will also be a zero hour class so those classes will specifically be scheduled as zero and all of one or they will be scheduled during a lunch period to fill up two slots to leave a line so a student will always have the option of taking a study hall are to spinning in a fine arts being part of band or Orchestra or any other elective course that they may choose so that's how the one and a half hour class will fit within the context of the day without a student losing anything on their schedule the other piece is obviously the district is pursuing a PE waiver option for junior and senior year we

080don't anticipate having an answer on that until next school year so again you would go in line with exactly what we're talking about with an implementation of the 1920s school year when we look at the program uniqueness of the beacon program the points that you see up here aligned to our five pillars of the magnet schools so the special curricular theme or method of instruction goes to the pillars related to innovative curriculum and professional development academic excellence and high quality instructional systems that's also on the next slide as we get to it where the AP capstone class will come into play as well a role in voluntary desegregation within the district goes to the diversity pillar choice of school by student and parent goes right into the family and community partnerships pillar and the access

081to students beyond a regular attendance zone addresses both the diversity pillar and the family and community partnerships pillar within those requirements for a magnet school when we start looking at the AP capstone program the AP capstone program is a college preparatory program developed by College Board you have to apply we are in the process of applying for that program it is a site based exception so if we are approved we will only be approved at South Elgin High School so whereas other AP courses could be taught at any building in the district the AP capstone program Portales board it's a site based acceptance so and we would be licensed for South Elgin high school only it's a two-year sequence of courses very college preparatory oriented AP seminar is the junior year course it's divided into

082two very specific research based projects so the first one is a 1200 word individual research report that students must write and then they have to present an eight to ten minute team-based multimedia presentation and an oral defense from the teacher the second part of that class is a two thousand word written argument six to eight minute individual presentation with again an oral defense each one of those two projects along with the AP exam have a certain percentage that's how the student gets their overall a piece score for the course senior years the AP research course this is an extremely intensive course four to five thousand word academic research paper that students write over the course of the school year they then have to do a 15 to 20 minute presentation to a panel of three

083to four people who then will evaluate and they have to present an oral defense for that as well that one project an oral defense is the entire AP grade for the course any student who scores three or higher and both of those courses would get the AP certificate if they take an additional four AP courses outside of the AP capstone program in high school again scoring three or higher they would qualify for the AP diploma program we've specifically looked at addressing this and having these courses take place during junior in senior year for two reasons it's an extremely intensive program a lot of the research seems to indicate the kids are more successful in the programs during their junior and senior year the second piece is all of these reports presentations and research papers that

084I've been discussing will be specifically oriented to digital and media arts that's how we're going to piggyback this on to the beacon Academy so by waiting till junior and senior year to have the students take these classes they have another additional year of coursework in preparation because the program is allowable as 10 11 and 12 but they will have to then two full years within the beacon program before they move into capstone versus only having one year if we implement it during sophomore I'm sorry I was fascinated with where Chris was saying [Laughter] so I'm going to talk to you a little bit about our implementation timeline completed in the spring the beacon Academy of media and digital Arts Committee did our transition proposal document and presented it to cabinet in November of 2017 the

085media in digital arts pathway proposal was completed and brought to instructional cabinet of April of 2018 and then in addition to that it was submitted to our instructional Council in April of 2018 as well so I know one of the questions was about equipment that we purchased or saying since 2009 and it was because we had an overlap in the presentation so when we first presented we hadn't had the approval yet to do the video control switcher okay it's totally confused by that I just wanted to make Paige in fall of 2018 we're hoping that this approved media and digital arts pathway is available for student registration so I'm also going to talk to you about the career pathway and its program of study and the implementation cost so this was a team effort and

086in collaboration with the Department of information services plant operations and Career and Technical Education and internal analysis was done to determine the feasibility of restructuring this beginning of restructuring the beacon Academy our findings revealed that the implementation of the proposed career pathway will occur cost in relation to equipment professional development supply purchases both the Carl D Perkins and Career and Technical Education Improvement Grants will be used to support purchases throughout again since its inception in 2009 the beacon Academy has not received any technological or equipment upgrades until very recent which was in April of 2018 and also had to work with minimal supplies the upgrades for the beacon Academy of media and digital arts will be done with allocated CTE state and federal grant funds and it's going to span over about two to three

087grant cycles just because I'm for example our students are using standard definition equipment and a lot of our equipment the newer equipment is not compatible and designed around high-definition in the table coming up we'll have given a brief description and talked about projected costs if we looked at the equipment again it is included but not limited to a new broadcasting vehicle television studio cameras broadcast studio furniture control room equipment Media equipment the board has approved the control room video switcher in the amount of 79 thousand one hundred and eighty dollars again that was one piece of equipment in supplies they include but are not limited to our software license for our Adobe promote Pro premiere microphones amplify your speakers transmitters and other automation I mean as far as technology the board just recently approved and

088fall of 2017 a laptop purchase so that our students would have access to laptops within the program as for our textbooks and our instructional material nothing's really going to change a majority is project-based as for the evaluations of this we have district approval measures in place for the data once the board then approves it we will look into that I like to take a minute to acknowledge the work of Carrie Crowe she's an administrator at South Elgin High School and while I'm in in charge of CTE per se she is the administrator that oversees the beacon Academy she had a family trip and she's on vacation right now she didn't prepare a statement if it's okay with the board I would like to read the prepared statement ladies and gentlemen of the board I apologize

089for my absence this evening on behalf of the beacon teachers mr. Ben Erickson mr. Tom Bo's ekeus I would like to express our excitement as we revise and improve the beacon program and curriculum we strongly believe that the beacons content standards and curriculum are highly relevant to our students and pertinent to their futures it allows numerous 21st century skills to converge preparing students to be competitive in digital media industries as well as any career requiring collaboration communication creativity problem-solving inquiry resilience technical skill and literacy the specific field of media and digital arts is a vocation that continues to present new opportunities according to the cisco visual networks index forecast for 2021 consumer video on-demand traffic will double over the next three years reaching the equivalent of 7.2 billion with a b dvds per month and

090video will account for 82 percent of Internet traffic corporations large and small rely on digital media marketing and communication and online video has become a primary way that people retrieve news and information the possibilities are only beginning to reveal themselves as live internet video virtual and augmented reality and global Internet traffic continue to develop it is our duty to prepare our students for the demands of this field so that they will be able to participate competitively and ethically the revised curriculum presented to you this evening aligns to National core arts standards for media arts its increased rigor advances the instructional pace made possible by newly acquired technology and allows for more authentic projects designed for real audiences both within our school and community furthermore it incorporates the opportunity for Adobe Premiere Pro certification and possible

091college articulation which will be our primary task for the upcoming school year the transition to magnet school status will allow us to better support our students in the smaller learning community while providing access to Advanced Placement course work unique to Beacon as a creative elective we attract students of diverse backgrounds and abilities this increased access to rigor coupled with tailored support will highly benefit our students as they prepare for post-secondary pursuits we welcome any ideas questions comments please feel free to contact and she leaves it as as carrie crow with their email address we'd be happy to provide a copy of the letter at a later date but again she sends her regrets and she's here in spirit because without her none of this would be myself thank you anyone had any questions okay okay

092Melissa so thank you for answering my questions that I that I sent out I kind of feel like we're approving a curriculum that we don't really know too much about because I mean I we have the title of the curriculum and but we don't really have any any anything about what the curriculum is actually intending like we don't have a scope sequence we don't have really any information about you with Mason guides that our curricula it would be great that'd help yeah yeah I mean I don't I'm not you know challenging you on the content but I just I would like to see it because I just kind of feel like we're looking at the name and not really having the background behind it so that would be that would be awesome I love the

093AP capstone how long have they been doing that does anybody know how long a college board has been okay program is the only program that exists within college for at this point that actually mandates the teachers of tens professional development yeah was it the only one that they require an actual application by the district to participate yeah I mean I and if you're you know for talking about preparing kids for college just looking at the the whole documentation behind you know what the college board put out for that program it's it's pretty incredible so I think that's a great preparatory program for our students with that ap capstone DePalma designation we will be actively encouraging our beacon students then to take for additional AP courses to be able to participate in that diploma a very

094significant portion of our students already take before oh they do okay and they'll have room in there they're scheduled for that okay most of the other they're gonna be in the history and the in math science okay so it shouldn't be a problem at all you know the only the only negative I see and again I I think it's a great program and you know high school is always going to be about choices right it does take up another elective you know within an already tight schedule what we are gonna do is we are gonna house the capstone program in social studies mm-hm so what it can actually do is you have your civics econ in US history graduation requirements we know that four-year college entrance is typically three to four years of social studies

095so we will actually be able to use those as social studies courses on that line okay and even though the research that they're going to be doing is based upon the digital media and the the traditional beacon curriculum you'll still be able to house it in the social studies okay okay yeah and I you know thank you again for all the answers to my questions if anybody wants to take a look at that they're posted on board Doc's but I think that they're pretty well answered so thank you for that and I want to ask you a couple questions about the AP capstone classes because I agree I think they look wonderful we're emphasizing the the media and digital arts because obviously this isn't beacon but that's not required of the capstone and even though

096you're requiring the media and digital arts the kids I mean one group of kids may want to do research at a science research so Ananse might want to do public policy someone else if I want to do whatever is that so they could follow whatever their they're interested even just tie okay okay okay okay cool any other questions it sounds great yeah thank you okay thank you thanks also to the team thanks for all the work thank you our next work session item for consideration is a proposal from curriculum and instruction for literacy intervention ice station mr. Phelps will be coming forward along with Celia banks our coordinator for elementary literacy and libraries administration recommends approval of the proposal from ice station in the amount of three hundred and five thousand four hundred and sixty

097dollars and request authorization for district administration to execute related documents the expenditure we charged the title one fund and any his in the budget for the 2018-19 fiscal year also dr. carpenters joined at the dais as well are there any questions so can you talk a little bit about how you tested this program absolutely so in May of last year so 2017 we sent out in the newsletter a call for volunteers to try out this intervention we had 47 teachers who responded in grades there was representation at every grade level every program so dual language special ed and so they were all given access to it and then some training in the fall and implemented with their students and gave us feedback and research we looked at their data and and their information and then

098decided to move forward with bringing this proposal to you for our title one schools so some of the feedback that they had I know you had wondered about some of the pluses and minuses so almost unanimously they all felt like the students were really engaged and enjoyed it because it's set in a game-like format so that students are practicing their literacy skills in Manor teachers also felt that it gave them a lot of valuable feedback because it's an adaptive computer program and so the reports that they get actually tell them what the skills are that they need to work on with their students to help them differentiate the face-to-face instruction with the students and one of the other benefits to it was so in the feedback that I got actually one of the teachers was

099a former Reading Recovery teacher and and because of her knowledge of literacy interventions she felt that it was an extremely appropriate intervention for our youngest students but not just our getting a student so the same kind of feedback is what we received from our intermediate teachers as well once some of the drawbacks or some of the things that teachers had difficulty or challenges with were at this time so right now there's not enough technology and all the buildings and sometimes they did not have access to enough computers because we were doing map testing or PARCC testing but with the new rollout in high school we will now have many more computers in the classrooms and so that should not be an issue moving forward and then some of the teachers also found the scheduling a

100challenge and so we have included in the professional development that they'll be getting in the fall what it might look like in the schedule and ways that they can make sure that that the 60 minutes that's recommended a week happens within their schedule any other questions I wanted to thank you for providing the login cards and just to be sure those two allow access to the full curriculum resource that the kids have access to correct so it's the full program it's not a curriculum but yes it okay full program and the teacher resources and all the information it's just looking in there it looks like so some of it is is like an app so is that it's one way you can access it as an app on your Android device or your iOS device

101okay thanks it is an app in all it works on all devices but it is an app okay so it follow it up on that is it you can't use it on a desktop computer that's windows-based correct it's it's only an app now you can also use it that way so they have a way that it would be downloaded onto the computer okay great thank you any other questions okay thank you thank you see you our next proposal is a curriculum and instruction professional development to support technology integration and at the same team's going to say up here and we're gonna add a magenta our k-12 math coordinator as well administration recommends approval of the proposal from IDI Tech in the amount of one hundred and seventy thousand dollars and requests authorization for district administration

102to execute elated documents the expenditure we charged the title to grant fund and is included in the budget for the 2018-19 school year are there any questions no okay thank you our next proposal is from financial operations for workforce software system upgrade mr. Phelps will remain and mr. Bernard will join at the dais administration recommends approval of the proposal from workforce software in the amount of seventy two thousand and ninety dollars and requests authorization for district administration decks keep related documents the expenditure recharge the educational funds and is included in the budget of the 1819 school year any questions okay thank you thank you thanks our next proposal is from plant operations department a district-wide rehabilitation project Wayne elementary school playground project I believe dr. King's gonna step forward on this one if there's questions

103the administration recommends award with a little bit meeting specifications to team rile Inc in the amount of one hundred and forty three thousand four hundred ninety six dollars and requests authorization for district administration two excavated documents for the Wayne elementary school apply project the expenditure we charge of the operation and maintenance fund and you'll note in the proposal that we are getting some money back from the village of waned also offset a portion of the cost any questions so way back in the day 25 years ago I remember parent groups would try to raise money for playgrounds is that over I mean are we finally going to take those over some do not so we decided to embark this last spring on evaluating all of our playgrounds and making a determination should we start stepping

104in and doing replacements this isn't that's not really what this particular project is but you will see more coming forward that we will start doing the replacements and then to give a little history a lot of those playgrounds will because we do brand-new schools I mean really had that does a new elementary schools and I think five or six years so yes yeah okay any other questions so we have a special love for Wayne Elementary's playground in my house having come up through Wayne both my daughter's and we actually go there to play and I like to play on there too I loved those monkey bars so my question is are we going to take down the old equipment including those lovely monkey bars and replace it with everything new I will have to ask

105I don't know some of it is coming down because it is not in great shape some pieces of it but I don't I'd have to ask I don't know which pieces are in which pieces are so from the drawings that because I think the drawings were provided to us in a at a previous meeting if those are the drawings we're probably gonna have to take down the old equipment which makes me a little bit sad yeah because some of the bigger modifications is making the whole thing handicapped accessible by wheelchair since we do have several wheelchair wheelchair bound students in that building so that maybe if you yes I don't have the drawings in front of me so I apologize but if they're drawing to reflect that then that's probably accurate well it's not that

106they reflected the equipment would come down I just couldn't see how you could get all the new equipment there while leaving some of the old equipment so thank you any other questions okay thank you and that being the last item on the agenda I have a motion to adjourn so moved Genet second roll call please yes yes yes yes yes yes yes
