001a [Music] than you she didn't [Music] have [Laughter] right here right here e [Music] e [Music] believe okay I would i' like to resume the meeting on February 27th 20 17 Board of Education uh regular meeting first I'd like to apologize to everybody we had a couple of pressy matters we had to take care of before the meeting started in closed session and we are going to return to Clos session at the end of this meeting um if everyone could stand for the Pledge of Allegiance United States America the stands indivis andice and I'd also like to acknowledge that Eric Laur has joined us at the board table first item on our agenda is is the Strategic plan report Mr Sanders Madam president members of the board uh coming forward to present to you our
002update on full day kindergarten uh will be Dr usasa assistant superintendent for uh elementary schools uh we have Brian lolm professional development project manager and our information services department and as well as Peggy andera our director of early learning um as everybody knows in the world u46 rolled out full day kindergarten for the first time this year for all students all 20 over 20 700 of our students um as part of my contract goals and as part of our commitment to the board uh we we offered an update for you here this evening Mrs zanda all right thank you so much for letting us come to present tonight and the purpose of our tonight's presentation is to provide you with an update on the various ways that we will measure the effectiveness of the full
003day kindergarten initiative and so tonight we will share the data collection plan and then we'll return in July um with the academic results of our full day kindergarten cohort as well as the results from the parent and staff surveys so um the data that we're going to collect will help us with our continuous Improvement plan for full day kindergarten so the first piece of um assessment information that we are planning on collecting um relates to the kids assessment the kids assessment it stands for kindergarten individual developmental survey and it's an authentic ongoing observational assessment that will be required by the state in 17 18 school year um it does provide us with formative information to help us make instructional decisions for individual students as well as provide us with program evaluation data that again will
004help us strengthen our program over time so the state is going to require 14 measures on the kids assessment u46 has decided to add an additional seven measures based on our full day kindergarten curriculum as well as our commitment to looking at and assessing the whole child so those 21 kids measures um will capture growth and development over six developmental domains um those include approaches to learning social emotional development language and literacy development cognition math cognition science and um physical development so again looking at that whole child um we will be able to load the kids assessment data into our data warehouse so that we will be able to disaggregate that data in a variety of different ways um in addition we will analyze the district literacy battery results which include letter identification letter sounds
005as well as text level thank you Peggy um so beyond the uh current year academic data that we'll be collecting through the kids assessment we also plan to uh to follow U this current kindergarten cooh um through their academic career at u46 to make sure that any of the gains that we see in the kindergarten year don't um quickly slip back and and we don't end up they don't end up being short-term gains that are lost by the times the kids um reach some of the later grades um research often points to third grade in particular as being kind of a Gateway grade um that sets you up for future academic success so we'll pay particular attention to the third grade map scores and reading and math uh their instructional text levels at that point
006other social emotional uh measures to ensure that the students are set up then to succeed as they sort of progress through their their u46 careers um we're also planning to measure things like attendance rates Behavior referrals special ed referrals uh other sort of ancillary benefits that other districts who have who have implemented F day kindergarten uh have seen gains in these areas um we're not sure if it's you know through uh deeper level of Engagement with school at an earlier age by some of these students or what might be you know the root cause behind that but something that we would like to at least be able to measure and see uh what sort of results we see in our own District um as Peggy had mentioned then all of this data will be in
007our uh data warehouse we'd be able to disaggregate it by a in a number of ways uh follow these students progress through their through their careers u46 identify patterns and Trends uh you know replicate uh what's working well uh fix what's not working well sort of in the spirit of uh continuous Improvement next slide please and so then in addition to uh the ways that we're going to quantitatively measure the success of the program uh we will also be collecting qualitative feedback through an endof year survey of uh both teachers and parents uh to aect to assess the effectiveness of our full Decay program um we'll be partnering with an external um uh partner Panorama education out of Boston uh to help administer the survey they offer a lot of expertise and experience in sort
008of the art of survey design design uh they will administer the survey for us they will help do a lot of the analysis they will help do help us with a lot of the reporting sort of once all the results are in uh later in the spring um survey will be assessing things like School fit School climate Family Support uh professional development for staff it'll be available in English Spanish and a number of other languages for um for our parents um we're working with the Panorama survey designers now to select uh topics and specific questions that will result in actionable data um to allow us to identify opportunities to improve our program um and we feel that in addition to sort of the rich feedback it'll provide on this particular program um we also feel
009like this is consistent with the the spirit of the the uh recent strategic plan that was adopted um effective and engaged staff meaningful and effective Community engagement so I feel there's there's a lot of uh um good outputs to come from this from this work Dr sha would you like to great thanks Brian so in addition to uh the kind of the vision that Peggy and Brian have outlined about our long-term interest and really making sure um that this investment is continued forward we were really thinking about as an organization how do we have to build our capacity at the administrator teacher and parent levels to make sure that the investment carries forward over time and that we need to be ready to anticipate that the young people the 2700 full dayk students that we
010have today are more ready um than the than any other group of uh kindergarten students that have matriculated to first grade in u46 in the past because they had more access to Rich learning experiences and so it is our job then to ready ourselves to to ramp up expectations and and to make sure that they have the best at every level specifically H how we engage with parents in the early grades at the elementary school level will be an area of focus as we prepare for the next school year so as you can share you know we have a number of dat as you can see based on what Brian and Peggy have shared we will have a number of data points that school leadership teams can use to reflect on how they're engaging with
011families and how we can improve practice going forward we'll have five Essentials data we'll have full dayk parent um surveys we'll have the full AK promise pledge information as well as the kids assessment data that Peggy talked about so we look forward to establishing this parent engagement focus in our elementary schools with the incoming uh cohort and continuing that level of Engagement into um our our first graders next year as well we also look forward to coming back and updating you on our successes as well as what we're doing and what we're learning to improve our practice going forward so thank you and at this time if you have any questions we'd be happy to answer those can I just first of all I'd like to thank the team everybody who's made full day kindergarten
012a success in 46 this year right Peggy there's a lot of them um but I'd like to also just recogniz ize as Dr Shaw said as this rolls up through about u46 I know the team's been spending a lot of time uh having discussion about the professional development for first grade teachers who will be receiving kindergarteners this year's kindergarteners who are so much more prepared than prior generations of kindergarteners in u46 and so what does that look like for the classroom teachers and how do we prepare those first grade teachers uh to continue that se success and as it grows on to second grade and then third grade so it's going be an exciting movement here in u46 um Mr sere I just wanted to just verify you said that the kids assessment is required
013in 2017 2018 in your presentation but they're actually doing the kids assessment now correct I just want to make sure the board understands we're doing it currently yes we are doing it currently we are doing it currently so this is will be our first year of full data for all of our kindergarteners but it is required so this year the state is allowing districts to roll out and figure out how they want to collect the data and what they want to collect but next year those 14 measures will be required across the state okay are there any questions yes s Su go go ahead uh my question is about the measurement we talked about a lot of the data you're going to be looking at for this class how about previous classes we were only
014half day or we had the PID the tuition full day do we have any data on on specifically those 14 plus 7 can the board get an update as to what specific measures those are yes absolutely and and the differentiated literacy battery is a measure that uh we have over time for when our students were in the half day program and we will have that going forward as well as um other data like attendance for example and uh referrals there are other data points that we will have over time it's just that the kids assessment is new this year is it in there correct is that is it already in there Sue I think it's on the board packet the board portion of the power page n you could have said that that would have
015been fine yeah the executive version there were there were a couple in the back thank you I'm sorry didn't see that are there any other questions so next year you'll be able since this is a Statewide um yes testing battery you'll be able to test against obviously other districts to see where u46 Falls in so that would be very interesting too uh in in conjunction with the other tests but I think just comparing how we're doing and how we're hopefully improving is going to be very important to see yes and we will be able to look at what the state um data is around kids as well and and see where we are again those areas where we can improve those areas where we have strength I think it's also important to realize that when
016we administer these tests in u46 often times our students are learning more than one language at a time which is a huge benefit and complexity that we always need to think about as well so that'll be another dimension uh when we present out is to remember that we have a much even more rigorous uh bar that we are um putting many of our students through as we um as we support them through the Dual language program any other questions okay thank you very much thank you we're looking forward to the next one thank you also July said we'll have the data coming back in so in July the board can expect an update correct great okay the next item on our agenda is comments from the audience good evening and welcome to the Board of
017Education meeting we are not the public comment period of the meeting when the board listens to issues and concerns but does not respond to statements as stated in our board welcome flyer we ask that you complete a request to speak hard each speaker will be allowed up to 3 minutes a tone will sound when your time is up if you wish to have a written reply to your concern or question please check the box on the card and a written reply will be mailed to you okay our first speaker is Mary btho good evening everybody I just wanted to share with you all an email that I sent to Mrs Smith last week in regards to the transportation Outsourcing Miss Smith my name is Mary Beth L my 18-year-old son Matthew is a specialed student
018who attends Camelot School in Hoffman Estates Matthew is autistic and he's non-verbal Matthew is a wonderful happy and loving young man I am writing to you to voice my extreme displeasure at the prospect of having Matthew and other special ed students their transportation needs outsourced I think this is a very bad idea I am sick and tired of special education always being the first thing to be cut when administrators are looking to save money just because my son and other students have special needs that doesn't does that make them less of a person my guess is that whoever came up with the idea of Outsourcing does not have special needs kids of their own otherwise this would be a nonissue a autistic kids do not like changes in their routine having different drivers all the
019time would disrupt my son's routine he would then start acting up in school and at home it would be much harder to handle him especially on the bus and in school my son Matthew has built a special rapport with his bus driver Miss Mary and before that Miss Fay several of the current bus drivers and assistants have special need kids of their own so they know what we are going through I do not want my son's driver or assistant to lose their jobs they have passed secure background checks and are genuinely interested in my son's well-being they love my son and they even give him birthday and Christmas presents my son would not get the same genuine concern by having different drivers all the time I do not want my son's schedule disrupted and I
020certainly don't want him feeling like his bus driver and assistants could care less about him even though my son cannot talk he definitely knows who likes him and who does not my son deserves the same respect as a normal functioning child thank you for your time thank you our next speaker our next speaker is Lorie winel hello my name is Lori wsel I am a u46 resident my husband and children have all graduated from Larin high school and I am a u46 bus driver in fact it'll be my second anniversary next month so yes I will be affected by your decision coming up but I am not only speaking to you tonight on behalf of myself and my fellow drivers but for all of our u46 students like it or not these outsourc buses will
021be driving all day in u46 boundaries and they will be Associated to u46 by the general public most of them will not know which buses belong to u46 and which ones are not but you will have no say in the training and hiring of these drivers I see this as a Public Relation nightmare in the making the district's mission statement behind you is be a great place for all students to learn all teachers to teach all employees to work all means all and in part the transportation statement says encourage and demonstrate the highest level of dedication within the transportation department to provide the safest service for the students of school district u46 how could you abide by these statements if you take our most vulnerable children and make them guinea pigs in the sake of
022the almighty dollar we've all heard the expression you get what you pay for and our deserve students deserve the best u46 transportation is the best place I have worked at the training program and professionalism shown by the drivers office staff and mechanics is topnotch all of our u46 students deserve this please I beg you to vote no to Outsourcing it's the right thing to do for our school district thank you thank you the next speaker is Phillip or Sylvia Cruz good evening um I don't have a prepared little speech here but I I'm speaking as a parent and if you look back that's my daughter Lily she's a special need Student she's going to be affected by your decision if you Outsource um she's autistic she has tubers sclerosis which is a condition that that
023has tumors in the brain and also as uh the first Speaker said the familiarity with with people is is very vital for autistic children to function on a daily basis they they don't like change and I feel that if you vote to Outsource um you know the school buses and the drivers and replace all these people um that it's going to be detrimental to to the children and I what I don't understand is why special needs is targeted here special education why why these kids my daughter's non-verbal she can't tell you what's what's wrong with her we can only guess and just from years of of being with her we can guess what's what's wrong and what's going on because she can communicate that way if something were to happen on the bus with these
024bus drivers that we don't know as we know these bus drivers and their helpers we're not going to know that and I don't understand how you can make a decision to put these kids in that kind of position I I like I said I don't have a prepared speeds I'm just speaking from the heart right now and I urge you to vote no to Outsourcing because nothing good is going to come of this and these people behind me the the people on the bus the drivers the the assistants they they are like family to us we we do we do exchange gifts at Christmas or they become part of our family there's quite a bit of bus drivers here that have also been patient with our daughter could you say that the bus drivers that
025are going to come on that are going to be patient with our daughter she has issues on the bus they know her already and I can't just say that they that they don't care because they take that extra time they write me little letters they say Lily did great on the bus today you know different things like that is your bus driver that you're going to pick going to take the time for my child to take care of her that way I'm I trust these people they're part of our community they come from our community they are like our family in many ways I just what I don't understand is how you guys can make a decision and for outsourcing and and place these kids in Jeopardy like that and if you don't have control
026as you do now of the background checks and things like that and I'm not going to have access to know who they are I'm not going to know one bust driver from the next day to the next day I don't understand how that can be better cheaper might be better for this District but this district has spent a way a lot more money on a lot of other things in the past I've been here 17 years in this District six kids and I'm going on my 17th year here with u 46 and there's been some bad decisions I'm not blaming anybody here I don't know if you were here but this is not something to play with this really isn't could could you summarize the time the time was up can you summarize or are
027you are you are you finished yes we are okay I'm sorry I was gonna give you a minute to summarize if you needed it I I just I'm just telling you that you need to vote no for outsourcing please thank [Applause] you um before I call the next speaker I just want to clarify because two speakers have talked about us voting on Outsourcing we are not voting there is no recommendation yet it was a request for proposal in order for it to come to us for a vote Administration will have to bring us a recommendation once Administration brings us a recommendation all that will be done in public we will be holding a hearing and you will be notified of all that before any of this starts to move forward that would start happening and
028it would be several I would say probably several meetings before an actual vote would come if there were a recommendation brought forward okay just so I just want people to understand the process can I just say one more thing you shouldn't even come to that it shouldn't even be consideration and it may not we that's what I am saying it right now it's a request for proposal there is no recommendation that has come forward yes and if it does it will be done very transparently and I can assure you of that okay I just wanted to clarify because people were talking about voting and we are not voting on this at this point our next speaker is Kyle Wong should I speak in this mic I make more SS or okay uh good evening uh
029my name is Kyle Wong I'm a student at elen high school and uh I'm in here in regards to the availability of AP Physics C at elen High School uh as of right now the uh we we don't reach the minimum of 24 students for the class to run for the 2017 2018 school year uh we have about 14 students who are willing to take take the class and who have signed up for it um which is just a hair under the 16 student uh recommendation that most teachers who teach AP Physics have um for the class and uh I'll just like to ask the board to make a consideration to allow AP Physics C to be taught at elen high school um especially given that it's part of the gifted Academy curriculum because I
030know that every year uh my family plays sorry my family pays $150 um for the gifted Academy education that I receive every year and um it's really concerning for my family and me that um we may not be able to be given that education um and yeah and especially I I know a lot of the people who uh want to take the class are really interested in like the field of engineering and the field of physics and uh it would really we would really appreciate it if uh the board would be able to consider that and I'm not sure if I'm asking the board like in the right position to ask that to the board because I do know that the policy for the 24 uh the minimum 24 students comes from a district policy
031and yeah I hope um the board would consider this uh thank you very much for your time thank you very much for your uh cooperation thank you our next speaker is keber Garcia in regards to the last speaker I will follow up with the school to determine what's happening there just everybody knows oh there he is Hello thank you good afternoon uh members of the Board of Education thank you for giving me the opportunity to talk today um the main reason why I'm here is because of the my classmate also explained is uh to let AP Physics grun next school year starting this uh this year's Fall Right Now High School AP Physics is not running because they hasn't reached the mov requirements of students which is 24 but we do have some that still
032want to take the class and need it for their uh College preparedness and the career they want to take uh this class is the class I have to take I uh in in order to learn the skills needed for the career I want to work for which is uh as an engineer and I would have to major in in college as a computer engineering um this class EP physics C uh will teach me that the needed skills and information which are centered around electricity and mechanics many others in my school also require the class to follow their own learning and be better prepared for college this class will push us to become more ready for future we have already been preparing to take physics C by taking AP Calculus BC this year and we feel
033that by we feel um it's being taken away from us the opportunity to take theic SE since we we've already been preparing for this since our freshman year and by also paying for the academy and being working hard to stay in it and getting into it um please consider running AP Physics again next school year beginning this year's fall thank you very much for hearing what I have to say thank [Applause] you our next speaker is en Dr hello and good evening uh thank you for allowing us to speak tonight I'm just first off before I start my name is enck essendrop I'm from Elgen Illinois and I want to thank you Mrs Smith for dispelling certain fears and hysteria this is a reasonable thing to at least look at and look into and I
034would like to ask a question like deposit a question which you won't answer but that's okay and is it hypocritical for us who personally in our personal lives we price shop and look for best deals to demand that our government not do the same and I want I want to say I thank you all for at least considering the proposal I realize you are not voting tonight but I want to thank you for at least considering a proposal that saves money for our district taxpayers I don't have much to say but and this this measure is not anti-un it is Pro taxpayer according to reports as we know many of these people remain unionized we have the unique opportunity to save money in a world where government seems to only spend it and I would
035like to encourage you guys to consider the proposal and bring it for a vote when the time comes we need to set a precedent here today and resolve to be a district that meets the needs of all of our students but not at the expense of our taxpayers and not at the expense of Common Sense thank you very much thank you our next speaker is Jackie wanan hello my name is Jackie my son Brandon goes to Bartlett High School and he's in a wheelchair nonverbal and cannot tell me how his day on the bus or his day at school is and I put him his his bus drivers and his teachers and our trust that he's being well taken care of because I do not know how his day is and I have to just
036trust everyone and over the years Brandon's bus drivers have taken ownership of their position they learn the route they get to know us as a family and we know when we bring Brandon to the bus in the morning my husband and I that he is being well taken care of they know his needs and they know what his day is like he has problems on the bus he gets leg cramps and I know there's a bus driver there's an assistant the driver's a good driver the assistant's there and there's a nurse and we're confident that if Brandon has a cramp they can help him and still drive safely um he has problems sometimes with the sun in his eyes he has seizures they communicate well with us so we know from the moment he leaves
037our house till he gets to school his day at school and his trip home is safe because of the consistent driver assistants and a nurse on the bus maybe this is a horrible rumor but we do hear that you guys are looking at cutting it for the special education students and I do know what Outsourcing buses are like and that scares us and we will not feel that Brandon is going to be in the best hands with a different driver every day someone who doesn't get to know him so hopefully this is just a horrible rumor and not true because we know that they care about our students as special ed don't you guys care about our students so that's all I got to say that we're shocked and appalled that you guys are even
038considering this to the special education students thank you our next speaker is Danielle hi there I just heard about this just a few days ago about the transportation and I'm just I can't believe that this would actually happen our kids are so used to our drivers and how well they work with them they don't having a different driver every day and not knowing the routes and not being on time our drivers are on time every day they know our kids they help them with whatever they have to help them with I just wish that someone would give us some answers you know it it's it's hard for our kids as it is and we shouldn't have to do this I mean our kids are always coming last it seems in this District it's kind of
039tiresome it's all I have to say thank you our next speaker is Christopher thank you hello my name is Christopher Bain and I'm a junior in the Academy at elen High School I have recently heard that AP physics c will not run and if this is true I would uh ask you to strongly reconsider for the following reasons the first of which being that it is part of the academic curriculum and offered as a course to uh as and offered as a course to all enrolled students a senior year and advertise to all enrolling students to take away AP physics would be to strip to strip our opportunity as well as break the academic uh contract we signed up for and and when we signed up for the Academy we signed up to take a
040select uh group of courses and we agreed to take take these courses not any other courses and to take away the course it would it it would be detrimental to the um to me and my fellow students in the academy furthermore it prevents the students who looking to major in engineering or physics from actually attending El high school as well as it takes away our Competitive Edge against other people who may have taken AP Physics and when we go to apply toies for engineering and physics also the gifted and talented program is meant to challenge students and to take away the class that's meant to challenge us would be in my opinion unfair and unjust and in the end just taking away AP Physics it it limits our success in the future and as well
041as in college so I would implore you to allow AP Physics to run next year thank you thank you our last speaker is Carrie Miller hello thank you members of the board my name is Carrie Miller and I'm here on behalf of my nephew Christopher Bain and his fellow students I am Christopher's aunt and guardian and couldn't have been more proud of him when he was accepted into elen High School gifted Academy although Christopher is interested in science and engineering I encouraged him to attend the gifted memy for more well-rounded education it has come to our attention that AP Physics class at Elgen high school will be cancelled for the 2017 2018 school year although I understand that ordinarily classes need a certain level of attend attendees this is no ordinary class nor an ordinary
042curriculum when students are accepted into the academy they are given the curriculum for all four years this includes English social studies math and science track these tracks have the potential for student to take up to 12 AP classes from a select 14 available the science class or science track is unusual in that in the senior year the student is able to select from four different classes so AP Physics AP cem honors physics and AP Environmental Studies science it creates a problem withholding the standard enrollment criteria in this circumstance when you offer four different science classes to a select cohort of students the students accept the fact that they have to take from specific classes with the understanding that these classes would be available at that time to take that away at this point without any
043warning would be unfair and unacceptable please ensure that AP Physics will be available next year to my nephew Christopher and the following years for all those in the academy thank you okay the next item on our agenda is other business Tony so first of all I didn't know if people heard my comment but we will follow up on the AP uh Physics course at algen high school I was not aware of that we will follow up with the school and get an answer for the students um secondly I we would have done an accent on achievement there's but there's no way to get the board president to sign her own Accent on achievement so uh Donna Smith was recently recognized as Handover Park citizen of the year and I just want to bring that to
044the attention so we can give her a round of [Music] [Applause] applause thank you and that's all okay uh I've been singled out so I'll be going second um now I have quite the update for you guys but I'll start off with the simple stuff I attended the CAC meeting February 9th uh here they had three stations rotating of kindergarten science project the demo of study Sy the study sync program and also kindergarten second grade PE lesson uh so I got the chance to participate in each one the kindergarten science project uh they had some activities set up very simple materials it was a it was a toy car a stre ring and uh a board and a box and these kids are essentially playing around with these objects understanding the basics of what will
045soon be physics and uh it was kind of it gave me flashbacks to when I was in physics uh scary time in my high school career and you know I think it provides a good base and a good uh understanding for science in general uh and later on in education you really have to for yourself to imagine these situations especially with velocity acceleration and the equations that come with that uh so I think having this in kindergarten I really liked seeing the activity uh next in the demo of the study sync program uh it was on the computers and it was so 21st century it was so modern I just loved the uh just how um you were able to annotate you were able to change the level of the difficulty of the passages you
046had the ability to see videos on on these uh resources or books and stuff like that I I thought it was great great and unfortunately I didn't have the chance to experience it myself in my classes but as a student I would love to be able to uh do my classwork on a computer and it's just so much more um so much more convenient and stimulating being able to see the words on the computer I mean when you're in class reading words on a paper uh it gets you you know it's not as exciting and I think the study sync program uh is going to make kids a lot more awake while they're doing this work uh the kindergarten second grade PE lesson uh I participated more than once unfortunately the attendance there were not
047willing to do some jumping what was it the uh forgetting the word uh the Rope jumping rope is that what it's called that's not what it's called jump rope yeah there you go so I did my exercise I don't think I've worked out that much yeah so uh they had uh you saw how the technology was intertwined with the curriculum they had uh someone reporing me throw a ball at this uh screen that was projected on the wall uh and it was crazy because it was so um the kids are being active while they're learning uh and it was different they're also learning about the health they made you see if you can make the correct choices and what's healthy what's not uh and also getting to see your heart weight uh heart weight heart
048rate apology uh but no it was great I had a lot of fun I didn't mind that I was the only one that did well I didn't do all the activities but it was really Interactive I enjoyed that station a lot now uh February pardon me I want to make sure I go in order here uh I went to the Illinois Humanities February 21st and there I participated in discussion of how poverty impacts educational opportunities and what we can do about it uh so they also tackled how the funding of Education handled in our state obviously as we most of us know Illinois um has the lowest State share and largest property tax share towards education uh so they discussed kind of the involvement of parents I brought up lot how uh students will have
049to raise their bar similar to how I did in this wide huge District that we have and how we can kind of provide the best opportunities for them to become whatever they want in life regardless of where they came from uh so we also had a short performance at the end we had two students South Elgen students who are going to State they played the French horn in the flute it was a really beautiful performance that they put on and enjoyed seeing that student Talent uh next I'll speak about the Habitat for Humanity February 25th it was last Saturday unfortunately I didn't attend but uh several high schools went to this event it was at Woodfield Mall students uh walked around for pledges that would eventually donate to Habitat for Humanity which creates shelters for
050um homeless people also homes that need to be repaired it's a great organization it was great seeing kids all come together from different schol schools to uh donate some money for that now now what I was uh building suspense for my student Summit uh the student Summit was I think a real success it was uh a lot of kids loved it they even said that they would want to have it by yearly uh rather or not I don't know if that work out but we'll see but essentially uh it was told that ECC kids came in uh we had around 172 headcount myself included so we didn't really hit the Benchmark of 200 kids but we still had a lot of kids come and it was crazy because all these kids were dressed they were
051well dressed and they were actually doing it and I say that because when you put a bunch of kids in a room and you don't have adults walking around you don't have a teacher facilitating you have uh a representative from the CEO board these kids were speaking about their schools and they uh I got a lot of feedback that how these students felt like their voice voices were being heard and just hearing that knew that my mission for all this was uh you know fulfilled now perhaps in the future years if uh the district considers to continue this Summit uh we could probably Center on different topics but um thankfully I allowed some more time for discussions I'll go over the five topics which were academics extra extracurriculars atmosphere community and miscellaneous so these kids
052had 25 minutes to talk about each topic we had Mr Sanders m loer m BR shock Missi a bunch of District officials and I really have to thank them because if it wasn't for them this thing wouldn't have gone through and I I have to add some extra thanks to miss Gres shock for putting up for the CEO meeting before that the facilitator training she was stuck in a room full of kids uh without her two superiors so you can just imagine how that went for her but uh she went through it so um thank you so much it was a uh I'm really happy about it to see how I I left the footprint on this district and um I'm looking forward to what changes are going to be brought I'm having a deep
053briefing on uh what my students talked about at my school tomorrow actually and I know other schools uh other principles have already spoken with their principal student advisory on what they discuss and how they can Implement new changes to their school so and we we've been talking also about having uh Eric and some of the CEO student advisers who acted as facilitators do a strategic Plan update to the board based on the results because every student actually took notes uh in a very similar format so we actually have uh information we've compiled and each principal's now gone or most principles have gone back and actually had a session with the students who attended to get their feedback on what could be changed within their own schools based on what they heard happening at other schools
054it's really it's a really cool idea Eric and I I'm kudos to you for pulling it off thank you all right that's all I got thank you very much we're very proud of you we are very proud of you have a couple of things um as I mentioned last board meeting I hosted an event called climate change and energy a a Minority Report my speaker was Steve Gorham and that was on Friday at Gail Bardon Library about 40 or 50 people attended and there was good discussion I was happy with how the event went the main ideas presented were that there have been many warming and cooling Cycles in Earth's history and there's little evidence that man is the cause for climate change and that only about 2 to 3% of atmospheric carbon diox side
055is attributable to human sources so it was a great event um I'm happy for everyone who came out and on one other topic uh in the news this week so on Wednesday February 22nd president Trump's Administration revoked Obama's unconstitutional dear colleague directive to Public Schools upon which u46 partially reli when they changed restroom and locker room practices last September the controversial change in practice of which I informed the public permits gender dysphoric students to access restrooms and locker rooms of opposite sex students note well that the attempt to use Title 9 to justify the practice of allowing gender dysphoric students access to the private spaces of opposite sex students ignored the fact that title 9 specifically states that schools are permitted to maintain separate restrooms and locker rooms for boys and girls a three-judge panel
056of the fourth circuit court has upheld that interpretation of Title Nine what is ironic in this controversy is that Mr Sanders said if students were not comfortable with sharing restrooms or locker rooms with opposite sex students the school would allow them to use single occupancy staff restrooms but only after they express their concerns to the principal so if a gender dysphoric boy is not comfortable sharing private spaces with peers of his same sex he may access opposite sex facilities but if girls are not comfortable sharing private spaces with a boy they must use single occupancy staff restrooms why should a gender dysphoric boy for example be allowed to use restrooms and locker rooms only with persons who share his gender identity while the rest of the students are not allowed to use restrooms and lock
057rooms only with persons who share their sex since Obama's unconstitutional dear colleague letter can no longer be used to justify allowing de facto co-ed restrooms and locker rooms I would like to see us craft a policy that protects the privacy and safety of all students specifically I would like to see gender Doric students privacy and safety protected by allowing them to use private single occupancy staff bathrooms with fully locking doors I would like to see the privacy and safety of the rest of the student body protected by allowing them to use restrooms and locker rooms that correspond to their biological sex it should never occur as it did last September that a student is permitted access to restrooms and locker rooms of opposite sex students and such information is withheld from the parents of the
058other students policies and practices that allow gender dysphoric students to access the private spaces of opposite sex students teach all students the lie that objective immutable sex has no intrinsic meaning particularly with regard to modesty and privacy and such policies and practices teach all students the lie that inclusivity and compassion require them to relinquish their privacy thank you okay is there any other discussion Veronica yes um I wanted to well I feel like I have to say something about the elephant in the room I am I reject much of what my my fellow board member has said regarding uh the transgender issue I object to the term gender dysphoric it is an Antiquated term just as lesbians and bisexuals were called you know a disorder in the past um this is no different this is
059an evolution and we need to stop this type of discrimination that we're that my colleague is trying to perpetuate so I will reject that idea I will reject the notion that we need to address some critical issue because there isn't one and the what happened in September had nothing to do with President Obama's executive order the policies were already in place the law is already clear um what that was was guidance for schools we didn't need that guidance because we were already doing it and we continue to do it we provide as on a case-by casee basis we meet the needs of these students who are going through or have trans or our transgender students they deserve our protection they are not abnormal they're not dish foric they are transgender just as we accept get
060lesbians and gaze we need to accept transgender students and protect them and I will protect them as best to my ability and that's why I go out to see them at the schools I have enjoyed every minute if you could go and meet them you would appreciate that they are a students just like all our other students everyone unique and individual so I hope that you would consider going to see them I brought my show and tell this time just because I you know I've been trying to go see each high school as my schedule allows and just on Valentine's Day I did um sukker and I and Mr Sanders went out to see the GSA Club at um South algen High School and they were prepared for us with our with their signs and
061I thought it was just so sweet so we um we brought them for show and tell because this was for the whole board you know they just wanted to thank us yeah stand up there's two of them I think it's and it's like a card and they were Thanking us for their support you know it means so much to them these are students who you know they're thank you thank you Eric these are students who are dealing with very sensitive issues that and and they're they're in our schools they're trying to learn in this environment and navigate and it's not an easy task for them it is you know they are have a much higher incidents of violence against them much higher incidents of suicide we need to do everything we can to give them
062that saf environment so that they can continue to learn and grow and and so I have no desire to change our policy because it works for us it it is about the students and their safety and their protection that does not discount other students if and I think our Pro our approach is appropriate that if a student is uncomfortable that we will accommodate any student and we will but to to perpetuate the idea that there this is somehow causing um putting other students at risk for violence of any kind is simply Preposterous so I I completely reject that [Applause] notion Cody now I want to be clear these were not guidelines they were a threat to pull Federal funding from our School District that would have tooken resources took resources out of the classroom from
063our students it's also an encroachment from the federal government into local Affairs in a local school district and we are no longer under that threat I'm happy that our presidential Administration has rescinded the guidelines that I believe were unconstitutional and infringed on local control we are now empowered because of this because they rescinded these guidelines to create Common Sense student privacy guidelines that will protect the rights of all of our students and the privacy of all of our students so I would support crafting some sort of guidelines to make sure that all of our students privacy and uh their privacy and their rights are protected thank you okay any other comments just have a couple follow-up uh comments uh September last last year was the first time that members of the opposite sex shared private
064spaces in our district so that was a change in practice that was new and different for that time and I'm not suggesting that we be insensitive to the needs of all students I said that private restrooms with locking doors would be an acceptable uh compromise and I don't see why that's not acceptable Tracy so there's a process in this country for declaring things unconstitutional first thing you have to do is go to law school then you have to practice law then you have to be appointed to be a judge and you have to ultimately make it to the United States Supreme Court nobody in this room is qualified to declare anything unconstitutional the United States Supreme Court has not yet ruled on this issue and until they do we none of us know what's unconstitutional
065um last September when this issue came up I read a statement at that time that said I don't essentially I really don't care what you are if you are a student K through 12 that lives in the boundaries of u46 and you wish to come to this school district any building that you're assigned to and you cross the threshold we will not disc discriminate against you our anti-discrimination policy was not connected to Title 9 in any way it was connected to people with conscience doing the right thing I stand behind our anti-discrimination policy I will not support discriminating against any student and there is no need to revisit it we hashed it out last fall um over several sessions with lots of people who don't even have a vested interest in this District um and
066so there's no need to from my perspective revisit it again I stand behind every child in this District you are worthy you are not less than and you're welcome here without [Applause] discrimination and I also support this policy since last September when this first became a topic I have not received one complaint from a parent who said my kid is upset or disturbed have we had Mr Sanders many people who've had issue with this policy specific to an instance an instance okay yeah so we certainly have had feedback on the polic sides but but and I've enjoyed going to the to the gay straight clubs as well gay student Alliance clubs as well they have been um the kids are wonderful I also have had the opportunity to meet more transgender people over the last
067few months and what I've heard over and over again is we're people we want to be treated as people not as some weirdos and um so Veronica said much more eloquently than I will than I can say it but I continue to support this policy any other comments ER I think I should perhaps give a a student lens on this issue obviously when I first heard of it in uh in the news and and that sort I know that uh for sure transgender students and not just transgender members of the LGBT community certainly felt uh scared once once they heard this news uh but I think as the board you know as a student board member I'm voicing all religions all Races all genders and uh as the board we need to support all of
068our students regardless of who they are um you know if you're a parent and you want to make the choice for your child uh you're worried that they'll be exposed to some disorder you're making that decision for your kid now I think and I I'll speak for all students that we all need to be open-minded and I think in the future whether we like it or not trans gender people aren't going anywhere they're going to still be in our district they're going to grow up they're going to have um a bright future and same careers as everybody else they're going to be contributing to our society and we shouldn't limit them from that we need to support them and after all as we hear it's becoming our motto all means all thank [Applause] you are
069there any other comments well and I'm going to say I agree that I think we've had these discussions last fall and I know you had asked me if we could put something on the agenda and I'm not sure what we would put on the agenda I don't think there's the support to change the policy at this point so I'm not sure what I mean that that was your question right to put something to change and I don't see that there's the support for that at this point do support mean at least four PE four more people supporting that or just a discussion because I think that's what a policy gets is discussion the merits the pros and the cons of any uh thing so I guess we can have a discussion but I think well
070I think that's what a policy if if policy was out there and the merits of the people into I mean you are being specific in those circumstances and I see that as discrimination I don't think it's with sorry go ahead I see that as maybe I should say a form of um I think we have to look at each situation separately and when you start getting into specifically saying how you are going to handle a certain group of people being transgender I think you are singling that group out and how is that not discrimination if you're not doing it to other groups also I you know I doing it to any group I guess I should say it differently doing it to any group in my eyes would be against our policy I guess I
071would just take that one step further I'm sorry if I interrupted but Ahad is that if you're saying you're worried about discriminating against the transgender student are you not saying that you're not worried about the non-transgender student that wants no I'm not because they have to be made a reasonable accommodation to use another bathroom and I think that's what at least I would be looking at is the and I'm not sure I'm not sure the does our do the guidelines go that specific I don't remember them being that specific what it says basically is we work with each kid on an individual basis based on the requests of the student and their family and we do have to have their family involvement if they're under under the age of 18 um the guidelines I mean
072certainly Administration works with the family to put together a plan to address the needs of that specific student um and in every case so far the student would be able to change within a stall within the locker room under supervision um so and again so far we've not had any complaints from anybody within any school specific to an incident but that isn't written actually in the policy is it it's more the policy is more the policy that we did this under is the section regarding non-discrimination the guidelines supports our guidelines if I just want to clarify if you're going to make the argument that it's discriminatory then any person of any sex should be able to access any bathroom or restroom at will arguing that well you can't discriminate against me well no are we
073talking about putting this on the agenda so we can just so I know what it is we're discussing put it on the agenda so that we can have a discussion about changing our policy is that what we're talking about well I guess I guess I'm feeling like there isn't the support unless I'm wrong unless I was reading it wrong okay so that there is not the support to change the policy I don't support changing our current policy okay I do okay I don't it's obvious I think my position is quite clear same here and I don't so right now I would say that we aren't going to look at this and just leave our policy the same and we move forward with the guidelines and it's each individual case and we just they going to
074have to agree to disagree on this one I believe at this point all right the next item on our agenda oh did anyone else have anything else I'm sorry I kind of cut that off quickly Eric if You' allow me to add some levity let me just applaud the students that came out to speak uh your representation here speaking on behalf of other Academy students uh it goes long and I think it says something that came out here regardless that was going to come about but just your presence here uh I respect that and I also appreciate your voice thank [Applause] you okay the next item on our agenda is foyer request Mr Sanders on the agenda am uh made available for the public are six Freedom of Information Act requests that we've received since
075the last meeting that we've responded to and approved and they will be available in the district's website beginning tomorrow okay and consent agend are there any questions on employ of all okay consent agenda on the consent agenda we have Personnel report in workers compensation cases minutes of the board meeting January 23rd 2017 termination of Janet christoo food service tech food nutrition services termination of Betty matalo Food Service Tech food and nutrition services termination of Tracy culk clerical Aid at Lincoln Elementary termination of Lori zizo HR generalist in Human Resources school fees for 27 2018 a bid for Food Service Electric ovens racks and carts a bid for Food Service steamer with gas generator a bid for plan operations modular classroom demolition change order for Highland attend classroom addition and finally applications for demolition permits okay
076are there any items on the consent agenda that any board member would like removed hearing none could I have a motion for to approve the consent agenda of February 27th 2017 so moved second any discussion roll call please Mr Costello yes M oal Ellis yes Mr Holt yes Miss Kirk yes Mrs Nolan yes Mrs Ward yes Madam president yes discussion action Mr [Music] Sanders under discussion action our first item are itemized bills for February 27th 2017 Administration recommends the board to approve the bills in the amount of 9,579 7849 okay could I have a motion to approve the itemized bills for February 2017 in the amount of 9,579 7849 so moved no second any discussion roll call please miss O'Neal Ellis yes Mr Holt yes m yes Miss Nolan yes Mrs Ward yes Mr Costello
077yes Madam president yes 7 our next item our elementary Fine Arts curriculum proposal this was brought forward during the work session of the last board meeting and is returning under discussion action and the and the event the board has additional questions for administration absent that Administration recommends approval of the elementary Fine Arts curriculum proposal okay could I have any motion to approve the elementary Fine Arts curriculum proposal so moveed s second Janette any discussion or questions roll call please Mr Holt yes Miss KT yes Miss Nolan yes Mrs Ward yes Mr Costello yes Miss son Alis yes madame president yes room 70 our next is the secondary Social Studies curriculum proposal again like last time this was brought forward at the last work session and is returning today for discussion action in case there are
078questions the administration recommends the Board of Education approve the secondary Social Studies curriculum okay could I have a motion to approve the secondary Social Studies curriculum proposal so moved any discussion or questions yes I have a comment some statement I'd like to make so if I could vote on each one of these resources separately I would be okay with the textbook textbook resource published by McGraw Hill entitled discovering our past A History of the United States early years it seems to have good primary sources and reasonably accurately presents our country's founding and seems uh unbiased however the rest have a moderate to pervasive liberal bias and I cannot support their adoption examples of bias can be found on my u46 board member Facebook page here is one particularly egregious passage in the textbook MC rudder's
079American government from topic 9 lesson two text two which is called discrimination in America and here's the quote white Americans have been historically reluctant to yield to non-white Americans a full and equal place in the social economic and political life of this nation over time the principal targets of that ethnic Prejudice have been African-Americans Native Americans asian-americans and Hispanic Americans the white male dominated power structure has also been slow to recognize the claims of women to an equal place in American society end quote this state this statement is breathtakingly biased and smacks of racism against white males I will be voting no any other questions consu I I tend to look at the curriculum proposal a little bit differently I look at the framework first because the framework is the big picture of what we
080want our kids to know it lays out the units that we want teachers to cover it discusses essential questions um essential understandings it has certain content and vocabulary we want our children to know and it has learning targets so for example just to take the first unit in the Civics um framework it asks questions like how did governments originate and what purposes do they serve what governments have prevailed at various periods of world history and why um it talks about different political systems political forms and so forth uh we want children to be our students to be able to use primary sources the the resources the textbooks I think probably a good many of our teachers would agree that they're not 100% what they would like them to be for all of these these these
081Frameworks and I suspect many of the teachers as I remember my children in high school use something else outside that we as a board do not approve things that they think will better make these Frameworks um or address what these Frameworks are trying to get our kids to know so um no textbooks aren't aren't perfect I know there's there's been criticisms of them over the years and there's fewer and fewer Publishers so there are fewer and few options but I I think the important thing to focus on really is a framework and what we want our students to learn Tracy I don't even know where to start with Mrs Ward's statement um I think she unwittingly I'm sure it wasn't unwittingly just supported the exact passage that she has problems with um te eyed about
082the white male dominant structure but no concern for the oppression eraser and marginalization of African-Americans and Native Americans and other marginalized groups in this country breathtakingly offensive um and made the point that the passage was trying to make so at any I support the C the proposed resources Phil I guess my question would be um you've heard the objection before is it your um position that this presents one side of a balanced presentation that there are other passages that would kind of balance that and just show multiple sources or at least multiple positions for that I mean I don't know I think that the rhetoric is or the verbiage is what it is do you see other balanced information in there may I respond I mean unless you memorize the entire text yet yet um
083I think Mrs Kerr stated it very well that teachers have the Frameworks they have the curriculum Frameworks they go through um hours of trying to make sure that there's a scope and a sequence to their curriculum so that they're teaching teaching the right things um and within that this is one of the resources that is provided Ed that the teachers put forward for the board's approval beyond that there are always multiple resources that are used in a classroom that we encourage teachers to use in a classroom uh many that they pull offline some use study sync because there is no one resource there is no one textbook that hits all of the standards that we expect kids to know and be able to do um So within a curriculum this is just one piece that
084the district purchases that every student is obviously able to utilize but what we want teachers to do is teach students to learn not memorize and so to look at multipe in the social studies you want to look at multiple perspectives and have students make up their own mind agree 100% on that I mean it is worthy of discussion because clearly there's perspectives on both sides I just was hoping that there would be uh examples of both sides in this uh context that was it I have two comments I'd like to respond to that so the chapter that has that that quote is from is one View and one view only and that is the view presented in that chapter and I looked at that chapter quite in depth um that's the point I wanted to
085make oh and that was the only that's not the only example there's several examples I tried to short make my comments brief by citing only one example if you want me to go through all the examples I found I can but I would prefer not to do that to everyone here the point I was trying to make is that there is no one perfect textbook for any one curriculum that there's multiple resources that teachers utilize this may be one of them but again we want we want teachers to present things fair and balanced and actually have multiple perspectives provided to students preferably having students go out and research on their own uh and then making their own determinations based on their own readings right but we're voting to pay for these textbooks correct any other
086questions comments okay roll call please miss skurt yes Miss Nolan yes Mrs Ward no Mr Costello yes Mr Holt no I'm Sorry Miss sonil Ellis yes and I already mentioned Mr Holt uh Madame President yes uh yeah I did she was the first one approve 52 okay the next item on the agenda is the 201728 board meeting schedule could I have a motion to approve the 20172 oh sorry before you make a motion to approve I think the motion depends on whether the board wants to have a meeting on August 7th or not so I wanted to just quickly share this calendar still has August 7th 2017 listed as a meeting date which puts three back-to-back meetings um in a row um we can eliminate the August 7th meeting but I didn't want to do
087it unilaterally without board discussion it would require us to move the resolution for the display of the uh for the display and the public hearing on the budget to the last meeting in July and we would ask that we would have to have it on discussion action without having a problem forward to uh work session first does that make sense and you are talking about the resolution the resolution to display the budget it's not the approval of the budget it's just the resolution to display the budget [Music] so we could not we could remove that meeting from the schedule if we are all comfortable with the resolution to display the budget coming on the agenda under discussion action rather than coming to us one meeting and then voting the next meeting we wouldn't have that
088two weeks in between so it's just to display the budget not to approve it exactly but our protocol I think I'm okay with that I'm good with it okay good so you motion to approve the calendar amended with the removal of removing the August 7th no August 7th 7th okay all right could I have a motion to approve the 2017 2018 Board of Education meeting schedule with the removal of Aug the August 7th meeting date so moved second Veronica Shanette any discussion roll call please M Nolan yes Mrs Ward yes Mr Costello yes M O'Neal Alis yes Mr Holt yes Miss Kerr yes madame president yes 70 approved 7 next Adam do credit Mr Sanders our next item is the Dual credit and CTE articulated credit programs memorandum of understanding between School District number 46
089uh u46 and the Board of Trustees of Community College District number 509 counties of Kane cook to page McKenry and deal and the state of Illinois commonly known as Elgen community college to repeat this yeah uh wait till you get to the motion um but this came forward at the last work session when we had ECC here as well as Dr loer uh filling in for Dr loer we have Dr Suzanne Johnson and Melanie midell uh who are pinch meting um just a little bit of background since the last meeting uh we did realize or learned uh that the state law does allow us to play 60 students next year however in order to place 60 students 30 would have to be I'm sorry uh 90 students we can place 90 students next year uh
09045 Juniors and 45 seniors but we could not do 60 seniors uh so the proposal has been amended we'll cap ourselves at 4 students to comply with State Statute and it would be 45 seniors that we would send I also want to dispell the myth not myth but the some of the comments from the last meeting made it made it sound as if there is no cost to this proposal there is a cost to sending kids to ECC um we've already gone through our staffing process um so you're not going to lower class sizes at the high school for students who have exited us to go to ECC so there is still a cost um but this is still a great way to to serve our students so with that we'll entertain any questions the
091board may have okay could I have a motion to approve dual credit and CTE articulated credit program memorandum of understanding between School District number 46 and Board of Trustees of Community College District number 509 counties of Kane cook DuPage McKenry and deel and the state of Illinois commonly known as Elgen Community College so mov second who that me oh I'm sorry and second was okay any discussion Su one of the the concerns I had um last week and I think it's been addressed but I just wanted to discuss it in public was the concern that actually was brought up by some of the people tonight about AP classes that if we have for example 25 kids in an AP class and three suddenly go off to ECC we could no longer offer that AP class
092um which would mean three kids would have would benefit from this but 22 would lose out I've been assured by the administration that since we've already begun Staffing and have AP classes um you know we have numbers for them at this point that even if the numbers drop we would we would offer the AP class I correct okay thank you I would like to point out too that this is a pilot program so this is not we're not committing the board to long-term um dual credit agreements because the state statute that authorizes it was a pilot for uh really for us it be this year this upcoming school year and the year thereafter so we'll evaluate and see how it works and can back with a further recommendation to the board um could you also
093just oh I'm sorry um next year can we just have an update on how it's going and my question does concern the cost and and just to make sure that for our purposes tonight that we understand that there's an out-of-pocket cost but there's also an offset of either federal or state aid could you go walk us through that equation again the the dollars and so that was one of actually one of my concerns fell was that it has been um talked about that we continue to get the general state aid right for these students however we are paying the tuition at Elgen community college and that is true you know we would be continuing to get this General state aid and we would be paying the tuition at ECC however our costs be just because
094those 45 students go to ECC our costs are not going to be reduced because if we take nine students out of each high school or 10 students out of each high school we can't reduce our staff we can't reduce no our costs are going to be the same and I am believe you me I am all for this dual credit however we are making a conscious decision here that we are going to take this a lotted amount of money to provide this opportunity for these students um Phil uh my prepared comments might help clarify some things that be fine I'd defer to Tony but D do you have any other I'm not read her prepared comments I don't know have it so as explained in a public post by ECC trustee Jeff Meyer who's in
095the audience out there this is a program with benefits for both the students and the taxpayers in this case a fraction of the dollars taxpayers contribute to u46 in general state aid are paid to ECC on behalf of the student as you guys said u46 keeps the balance of the state aid for that student even though the student is now taking courses at and is being educated by the college this is at no additional cost to the taxpayers meanwhile the student finishes their senior year of high school with dual high school and college credit for the courses taken at ECC and with 24 to 30 hours of college credit completed the student has saved a Year's worth of tuition and student loans and the taxpayers dollar has in essence been used twice it is also
096a way for funding to follow the student this program is a win-win for students and taxpayers and so I will be voting yes because be aware that ECC also re receives some funding and now the student has less time they have to spend in college to finish so let actually the taxpayer burden could be reduced overall I'm right I'm only looking at it from u46 if if our budget is impaired in any way I mean I'm not saying it can't be I mean I think it's a great opportunity don't get me wrong I'm just looking at 46 budget Surly so I thought coms might help concern was although I support this 100% we are not going to be able to reduce our budget because these students are going well I I just want it to
097be budget neutral I don't I certainly don't want it expect it to be I don't know this is not budget neutral will not a cost no this is a cost yeah I agree it's what I had for 45 students was $96,000 so it's not not a lot not a lot but it's not nothing either I know that was my concern but there's a bill by U mcweeny that requires this type of program to be taxpayer neutral so it might not be taxpayer neutral to u46 but overall it's taxpayer neutral or it actually reduces the burden on the taxpayer as I understand it and and Mr s just can but in on this because I think you're the one who told me this but there we may get additional funding from kids who might normally graduate
098after junior year and who may want to hang around right that's that's where you would actually see the savings so for students uh if you recall there was a student um I think her mom's in the audience tonight actually uh who came and spoke to us about trying to encourage more kids to graduate at the end or allowing more kids to graduate at the end of their junior year have they have they met all the course requirements uh and every year we do have students who exit us at the end of their junior year and they exit as quasi seniors um for a student like that that is ready to move on to to college after their junior year uh for us this means that we keep them as a student we still collect General
099state aid for them as a student um but we send them on to ECC in those cases those students are not in our they've not enrolled for courses so um it doesn't affect the budget but for students who would leave us who are already enrolled in courses for next school year there would be no reduction at our cost got it so I I mean as I've had time to think through this um I can see why ECC wants it because they get full tuition paid by new 6 I mean that's a win I'm struggling as to why we would not do this based on financial need as opposed to um everyone and then there's still the cost of books and are we I just have so many more questions are we picking up I'm not
100clear are we picking up the cost of books for every student or just certain students why are we paying for all students and not I mean this would be great to do in a situation where money is Flowing but where we have to look at um every dollar and be concerned about you know how we're getting re how we're going to get reimbursed from the state and I just I'm struggling as to why um we would just full tuition over to ECC and do this for every student so the first of back to your the books um under the proposal we would pay the tuition we would pay the fees uh and that's built into the statute actually the the language are on the pilot and the statute is that we pay the tuition and
101the fees books would be on the student what we said in the presentation last time and one of the things that we've been looking at is if we have enough title $1 for students who are free and reduced lunch that there might be a way for us to pick up the cost of their books um but at this in this presentation there is no commitment to do that at this time until we know what title one puns look like next year do that answer your questions probably as best you can I just um knowing how much books are and there was sort of a oh we'll work with students to find so we could have students who low-income students who get accepted who are eligible we pay their tuition at ECC they don't have a
102way to um pay for books I'm so that's one concern we may pay if we have money but we're not committing to it also with respect to the AP exams for this year we've already committed to Staffing so it would not harm um well this year we've already committed to Staffing for next year so it might not harm students um for three to use Sue's example for three AP students to um leave and go to ECC but that's because we're just now making this decision and we're already committed for Staffing but what about in future years um I think you'd see the same really in future years as well when te when students are filling out uh doing their course registrations typically December January November November December so okay um we do not we would
103not know who's going to qualify for ECC until after we've already staffed and scheduled yeah based on the timeline for I think all years and if if it's cascading over the five high schools that number depending on we're not looking at hundreds of students so depending on with all the offerings of our AP courses when that Cascades over 17 different types of courses or 14 the chance of that decreasing uh and removing that AP course um slim it would yeah it's like any other selection of any other type of course uh throughout the the high school selection process so the statute requires in this pile that we pay the tuition and fees does it require that we pay it requires that we pay whatever ECC charges us right correct not doesn't require the ECC charge
104us full tuition and fees I'm assuming I I me I'm just yes I briefly skimmed it so the statute um yeah I don't I'm struggling to fully articulate [Music] um and I'm just being transparent about I'm struggling to fully articulate the concerns that I have but I'm just not sure I'm glad I'm glad to see the next item on the agenda we're we're replacing we we are putting back paying for the AP exams but um yeah I don't know so if it if it makes any difference we can uh certainly as Mrs Kerr suggested come back and present to the board again on the results of this next year after we get it underway um as a reminder it's 40 up to 45 students um when our counterpart District 300 did it they were able
105to I think 30 students uh enrolled St Charles does it and I think they have just a handful um so I don't know that we'll even reach the full 45 students that are willing to miss out on their senior year of high school I mean this a special not a special kid but it's a different kind of kid that wants to not be in high school for their senior year um so I'm not sure if we'll even get the full 45 but I think it's worth I think it's worth giving students the opportunity to see how this works so that reminded me of my of another question I had so you're saying we are required by Statute to pay but yet there are other school districts who are charging for it so uh District 300
106do not okay they they it's the same thing that we would do students still pay their fees to us I mean they still they'll pay the instructional fees to us like they would is if they were coming to you 46 um we would pay the tuition that's exactly what D300 does St Charles increased uh they included a fee on their fee chart for students that if you want to take advantage of this then it increases the amount of fees that they pay much like we do for an Academy student can I ask a question any other question yeah I have a couple but to what Mr Sanders just said we aren't increasing our fees though correct at this point correct for this year we've already presented the fees and uh no they did not increase
107is there a talk of it being increased in the future if we continue this program or no I think it'd be worth it of consideration as we move forward to see how it goes for the first year and make that determination if it's successful okay I had another question um so I appreciate the information that we received regarding the process for uh how how students would be informed of this opportunity you know I expressed concern last time and I think uh Miss Ellis did too about the selection process and and how how kids would be identified um can you clarify that if it is ECC that the the application goes to right the decision the decision to be accepted into this program is ecc's decision correct I was under the impression it's collaborative but I'm
108not sure that's what I'm trying to understand is collaborative so we will take in the applications because if there's more than 45 uh we need to narrow that down before it could go to ECC so who does we will have our own internal rubric um it's Sim it's similar to that um as Dr loer had stated it's similar to um like uh NHS so it's an application process all the applications would be reviewed by a team or a committee of teachers uh and administrators and then from there then the decision would go forward to ECC okay Honor Society by the way NHS I I kind of figured that out first I went to housing but I fig it wasn't that um so you know I'm I'm con I want to make sure that this would
109be available to all students one of my concerns is the fees the book fees you know so I hope that we would figure out a way to help students that need that help because you know it can be a limiting factor might not seem like much for some folks but it could be all the world for others um the other is transportation you know to ECC obviously we wouldn't do that but I would hope that our counselors would you know just as any other student they might be helping them with their career path um that counselors might be able to help students you know realize public transportation how to engage in that and be able to access this kind of a program so I'm assum I can make that assumption right you can make that
110assumption all right thank you right because transportation is not covered the student is responsible for their own transportation correct any other questions comments uh perhaps it's already been covered or I just can't recall but uh are these students able to say apply for potential scholarships or I know there's a thing where if you're in the 10% uh ECC takes off a load of tuition that you have to pay now I understand these these students are Juniors and perhaps they haven't taken the ACC yet but uh or is that more on ecc's part to find a way to help these students out in terms of paying fees or even help the district uh in terms of paying less tuition back to ECC so some of the information that was shared doesn't explicitly say that but I
111don't not being in the conversation I'll have to default to Dr loer we can get some information about how that could be possible okay any other questions it's accept there's a question from the board I'm certainly happy to answer to the extent that I can are there any other questions did you since Jeff is here there's if you have a question that perhaps he could answer yeah about scholarship because I see Jeff Mr Meer nodding his head so thank you happy to join for a moment uh the um El Community College has a foundation and um the applications uh can be submitted by any student and that would include students in the Dual credit program to apply for any financial aid through the the foundation they're not precluded from doing so uh most Foundation scholarships
112are somewhat competitive or based upon availability but there's no reason why they wouldn't be able to apply for anything that may be available through the foundation the um top 10% scholarship or tuition wever that you're talking about is a board tuition waiver that's different than a foundation scholarship and to my understanding though I'd have to defer to Dr roer um the students in in the Dual credit program and accelerate College are not eligible for that specific tuition um waiver program because they're not a high school graduate and one of the prerequisites is high school graduation for eligibility to that program my understanding but um Dr roer would be the person to be able to answer with thank you thank you see any other questions roll call please Mrs Ward yes Mr Costello yes Miss oal
113Alice I wanted to be live I have more time to yes Mr Holt yes M skurr yes Miss Nolan yes madame president yes Spruce 70 our next item is a proposal for secondary education free first advanced placement exam uh this came forward at the last work session but in a slightly different format as you'll recall at the last meeting we made the recommendation to provide the first free AP exam for um only lowincome students um and in this proposal we've returned back um based on the feedback of the board to providing every student one free AP exam um so before the board is a proposal um to approve one freee AP exam for each student who wishes to sit for an exam at a cost not to exceed [Music] $225,300 sorry I lost my place
114for the secondary Education First free advanced placement examed so moved second any discussion Ju Just to thank the administration for looking at this again yeah thank you for the suggestions roll call please Mr Costello yes Miss O'Neal ell yes Mr HT yes Miss Kerr yes Miss Nolan yes Mrs Ward yes madame president yes approv thank you both thank Youk it was fun being Dr our next is a proposal for educational support programs and Alignment uh Avid Regional path training as indicated during the work session we did not roll this one up to consent agenda immediately because we found out there additional participant who wanted to participate um so Administration recommends approval of the proposal in the amount of $493 as submitted by D okay could I have any motion to approve the proposal for educational
115support programs and Alignment Avid Regional path training so moved Sue second Veronica any discussion yes as I stated last year I love what the acronym Avid stands for advancement via individual determination what a great idea to challenge students to take responsibility for their own lives and encourage those who perhaps wouldn't have considered going to college to go to college as the first in my family to complete a bachelor's degree and then two master's degrees I love encouraging students to achieve what might not have been possible in their families in previous generations and as last year the Avid Regional path training includes controversial sessions or strands there are two sessions which will be offered that are focused on quote culturally relevant teaching one for students and one for educators the one focused on Educators reads in
116part as follows this is a quote this strand is designed for Avid administrators coordinators Avid elective teachers and site team members who are ready to work with their sites to conduct a self-examination and address issues of race class gender sexual orientation and accountability through a growth mindset The Strand will provide a framework of effective methodologies that validate the culture of all students in the classroom and on the campus the other promises engagement in quote critical conversations about race gender class sexual orientation and other culturally relevant topics this is the dividing of people by different groups and focusing on what divides us us instead of what unites us conversations about race gender class and sexual orientation are best had in the home with parents present Avid by definition advancement via individual determination is supposed to be
117focused on individuals not groups conversations about race gender class and sexual orientation are not relevant in encouraging students to apply and exceed succeed unless they are majoring in community organizing the description of these sessions are vague left to speak and I cannot support them I will be voting no okay any other Sue I've had the um opportunity to learn a lot about Avid in the past year um one of my first opportunities was visiting an avid classroom at uh Ellis middle school and these were eighth graders I think they were eighth graders um who done a project on colleges because one of the focuses on of avid is to emphasize college and college readiness what really me impressed me about these students and most of them were um probably lower income in Hispanic was their
118self-possession their ability to talk and look you in the eye and they all had to come up and introduce themselves to me and shake my hand uh to to talk about the types of colleges they had researched what they were interested in I also had the chance to talk to a professor at ECC um last month at breakfast and I mentioned Avid and she said said whatever you do don't get rid of that program we can tell those kids they are as good as the AP kids they are prepared they know how to handle College um so that was that was very reassuring to hear also I I attended the workshop um that Mrs Ward mentioned last summer when we had it here and I think the focus of the workshop was really to try
119to get people to talk to one another to try to have let's face it we basically have a white teaching staff who have ma majority um the majority of our students are children of color to try to reach those kids effectively and to um make them successful in in a college world where where we want many of them to go or in a career world so um I I think it's a wonderful program and I I hope we continue it any other Tracy thank you sue for recognizing that there are cultural differences that should be acknowledged um once again Mrs Ward is breathtakingly offensive and what her words just said was sent a message to black children Hispanic children Native American children gay and lesbian children that you really don't matter and you're not worthy
120of talking about and whatever your culture is whatever ever you bring to this District keep it at home and talk to your mom and daddy about it that's what I just heard rather than taking the stance that we value once again all of our students in this district and as as Miss Kur has pointed out um I know it's hard through Mrs Ward's EUR eurocentric lens to to really fully understand but she's talking about something she has no knowledge of because she's not been one of those children um so it is important to teach our teachers how to value and include the word is inclusive um create an inclusive classroom and if you don't value that if you don't recognize it you can't include that which you don't recognize that which you don't value so
121Aid this training is imperative um our latino children come with a culture that is who they are I will not ask them to strip that off and leave it at home and talk only at home about it you come to these classrooms and you our curriculum our approach needs to value and include the culturally relevant components of how to reach you how to inent you how to motivate you how to help you um hit your identify a North star and hit it for our black children who come with a specific culture um being culturally relevant means acknowledging and caring that I have a different culture than you do and to tell me to leave my culture at home and that it is not worthy of being addressed in our classroom is offensive and ignorant and
122so Avid is attempting to once again all means all I don't know why this board as a cannot wrap their brains around that all means all um it is not about marginalizing any student we need to owledge that students come to us with different cultural needs and when having been a child who sits through classrooms and classes where nothing in that classroom or curriculum affirms my identity yet when white children come into these into this District their very identity their existence their Humanity is affirmed every single day and no one has to say a word because the when the curriculum are when the curricula is not inclusive when the classroom is not inclusive not by malicious intent but when a teacher isn't even aware of what's necessary to include children we are doing a disservice
123we are further it's called eraser we are further erasing students and who they are and it's sends a message that they are less than and if some people don't have to sometimes some people don't have to have experienced Everything to learn the lesson I guess some do but it is important that our children in this District um are valued and upheld and that includes the whole of them and that includes their cultures and so I am thrilled that we are offering um this type of development professional development for our um teachers so that they can learn how to create an inclusive classro and what the importance of inclusive curricula um it is an important thing and I fully support Avid and the regional path training okay any other Veronica thank you uh I just want
124to make a comment regarding Avid and give an example um you know Miss Ward mentioned that Aid what she appreciates what Avid stands for and I do to at least the acronym and and the ti you know what it's called and I do too um one of but in order to to allow children so to advance you know through the and give them the ability to to have that individual determination there is a lot of hurdles for many students that have to be surmounted and with a one-size fits-all cookie cutter approach that will never ever happen I you know I come from Hispanic family I've had even in my own family even in my own experience I've had situations where the cultural norm has discouraged me from seeking even even contemplating a a certain career
125path or you know attaining a certain goal and it isn't until you have outside forces or other persons in your family that may be enlightened or different or have had other experiences that you yourself are able to actually contemplate those higher ideals or those Higher Goals so in some of these you know I look at this program as extremely beneficial especially for those students that don't have any other view than what might be presented in their home and part of the AVID program is working with those students and their families and and even the ation process is engaging those families to understand what the commitment is and what their contract is and then working with them as they develop to look at those potentials and for some kids their families may never come on board
126but they individually can change their pathway that they could never have contemplated at any other time without this AVID program so when I see that course those courses those are for our teachers to be able also to expand their Horizons and their understanding so that they can then teach those students stud because we aren't suddenly going to change our Workforce and have you know the same amount of diversity in our teachers that we do in our students we would love to have that but that's not going to happen anytime overnight so it is imperative that we have this kind of professional development for our for our staff our teachers so that they then can do their jobs in creating you know the environment that these students need in order to achieve their maximum potential so
127there is absolutely no way I would change one thing right now about this AVID program because it is critical for so many of these students thank you yeah I wanted to follow up by it it's objectionable to me because it's focusing on what divides us instead of what unites us as a country America is a Melting Pot We're Meant To Come Together As Americans when you divide people up by Race by color by every other group it pits people against each other and that's not what America was supposed to stand for Donna I'm sorry I have to reply to that people love to tout that America is a Melting Pot and what that really means is you just want everybody to assimilate down to some Norm which is a eurocentric norm but let me just
128tell you minorities on the whole feel very strongly about retaining who we are don't miss I'm a black woman before I am anything else and that is really important to me so to tell me that I have to fit some American before and disregard who I am at my core because that is what you are talking about that is eraser I you may not be able to understand it you don't have to understand it because I'm not trying to convince you I'm trying to educate you about something that you clearly don't know what you're talking about and so for black and brown folks that is real our culture is real our identities are real and we have to go through the world every single day assimilating to fit what is a norm for you as
129Veronica pointed out there is some Norm that hard as it may be for you to believe runs counter to our culture but it's Norm for you it's not Norm for me it's not necessarily Norm for Veronica but to say that your Norm is the norm and it is the way that it is supposed to be for everybody is offensive we are telling you and what our kids need is to be affirmed and bringing their culture into the classroom it is not divisive to see that I'm a black woman and you know what that that informs my perspective I think differently than you clearly and much of it is because I have a black experience in America there is a Latino experience in America there is a black woman experience in America there is a black
130man male experience in America there is a Latino male experience in America there are all these experiences for all minorities and it is different than yours and to somehow say that Melting Pot thing no I reject that out of hand completely and wholly reject that because what it means is don't talk about any of that stuff that that makes you different than me I am the standard here and let's only do what is my standard no I reject that and I affirm black children Brown children Hispanic children Native American children Asian children your cultures who you are that is your identity at its core and I can be American and I can still be black and have my culture affirmed and I reject any attempt of yours to erase it Janette yes I don't see
131black black and white and purple that's not what I see first I see human beings you need to see me as a black woman I see you as a human being that's not how I see the world I don't divide people up by color and race and class you may not but I divide myself up as a black woman and the fact that you want to erase that is of no moment to me it is of no moment if you don't then you don't value me if you don't see me first and foremost as a black woman you do not who I am that is eraser it informs my perspective I have a very different experience in America than you do and so for you to tell me we're all humans no we're not all
132treated the same in this country I mean at our core yes I am a human being but that is where the similarity stops Mrs Ward and so for you to tell me it and first of all it is not true it is intellectually dishonest and disingenuous to say when you look at a person of color you don't see color yes you do because you only say that to people of color you never say to white people I don't when I look at you I don't see color you only say that to people of color so you do see color and I am telling you that if you do not see me as a black woman then you have disregarded me and you do not value me I'm not saying what I'm saying is what I
133don't want you to do is treat me unfairly because I'm a black woman but my friends my white friends who value me they value All of Me and that's what I want this District to do for our children I want this District to Value the whole of our children I'm not asking our children to parse who they are and leave certain part check certain parts of them at the door and in order for this District to Value the whole of children we have got to be inclusive and understand the whole of children and to affirm them I'm I'm I fully support abot I mean I you can can reply to that I don't have any more responses I've said all I'm going to say about it and I just wanted to clarify that we're voting
134not on the AVID program but on Avid path training this is not a judgment on the AVID program okay is there any more discussion I would just like to talk about my day at school um I have evid fourth period today we saw College uh syllabus and we saw one from Harvard we saw one from Berkeley uh and you know what I think we realize the expectations in college and I'm going to agree with Miss C's comment that I think Abid units are more prepared than AP kids um yeah I haven't had too many influences uh that I might that are uh what I what I am which is Mexican uh and I'll say that I would have loved to meet Dr Torres Mr Sanders which I you know I like so I'll settle but
135I'm only kid I'm only kid myself wouldn't it be crazy to do the same thing and that was one of uh the turning points in my education in my high school career um you know I am and everything it stands for and Mr sand you do a really good job by far my favorite CEO I've worked under thank you okay any other comments questions okay roll call please miss Alis uh Mr Holt no Miss Kurt yes Miss yes Mrs Ward no um Mr Costello yes madame president yes four in favor to against approved okay next item resolution abating the next is a resolution abating the working cash fund of school district number 46 Kane cook and D page counties Illinois um the board has additional questions Dr King can respond okay can I have a

139we appreciate the effort and they really do have a great perspective that uh we' love I think the whole voting public would love to hear from um the only other input the committee um is providing in regards to the question is a note of a clarification on one of the student questions and suggested alternative language for two of the questions and just for the record none of the members of the face committee submitted any questions for consideration um the meeting itself will start off with a very brief CAC business meeting um then we've asked board member Sue Kerr who a longtime CAC member to give a brief uh presentation on the roles and responsibilities of the u46 board um Carrie Lester will then go over the ground rules of the Forum and we'll bring in
140the candidates individually um each candidate will be provided two minutes to give an opening statement and actually after the questioning provided another two minutes for a closing statement um we have approximately one hour of questions that will be asked and please note that the questions were not are not being provided to any of the candidates in advance of the forums so this will be the first time any of them will be hearing any of these um additional information will be sent to each of the uh candidates later this week um The Forum will be simoc cast on the district's YouTube channel each of the each candidate has been asked to provide some background information background biographical information in advance to help voters become familiar with them um this information will be made available as a
141handout at The Forum and will be made available online um we look forward to a great event appreciate apprciate the great questions submitted by our community and again thank the candidates for their participation um also would i' be remiss if we didn't extend that on behalf of the face committee and the CAC a thank you to Tony and few members of his staff um we're the committee who comes up with all of this but your folks are the ones who are doing all the work and putting this together and there's a lot of logistical and other stuff that's being taken care of by them so again extend our appreciation to all of them I will pass it especially yeah I know a lot of people did work not me necessarily but yes I'll pass it

145under this item is the January financial report here to present is Mr renage director of financial operations all right thank you at the end of January our total fund balances are 1886 m729 499 uh which is a decrease of 55.1 million from December uh that makes January our worst month of the year for cash flow uh if you look at the pie charts that are on the summary page uh you can see that January is one of the lowest months for Revenue at about 3% of the annual ual amount uh and also the highest month for expenses at 15% of the annual amount and that's due to The Debt Service payments uh which total 36.5 million for Revenue uh we received 251,000 in property tax payments uh the state continues to make the general state
146aid payments on time which is 10.9 million and for categoricals we receive 6.7 million uh the balance due from the state at the end of January is 20. 9 million and our Federal grant revenue is reimbursed monthly and we received 2.3 million in January uh so our total revenue is 3% lower than last year at this time and that's primarily due to the bus lease uh that we had last year our expenditures are about 4.6% higher than last year but in line with our budget and as I mentioned earlier the death service payments are the largest item on the expenditure side this month uh if there's any questions I could answer them at this time are there any questions on the January Financial okay thank you thanks next item is work session Mr Sanders our

150grade Al laa course in their Sol quarterly newsletter we thank you in advance for your time and support and we just ask that uh you save all your questions for the end uh the proposed e8th grade Spanish language arts curriculum herein referred to as in ESP is in response not only to isb's compliance criteria for full-time TBE placement and the district's prek through2 dual language board policy adopted in July 2014 but also federal and state regulations related to the entitlement of our emergent bilingual students Al complies with the high academic and linguistic expectations established by the Illinois State Board of Education Department of elll for the four language domains listening speaking reading and writing you will see this icon the AL icon that you see now Al throughout our presentation we'd like to begin by
151identifying the members of the committee that included a representation of our valuable bilingual teachers elll uh special education and administrators in u46 team members were determined by grade level site representation and area of expert expertise of Spanish standards based instruction to participate on the committee we'd like to highlight that if a few of our committee members are here with us are here with us this evening if they could briefly stand so we can acknowledge their tireless efforts and so that you can see the faces of this collaborative group we'd appreciate it and a special thank you for wima valo who is here with us also and has continued to support the work graas as as you may recall um from last year's presentation about the Dual language program implementation in the district we highlighted three
152instrumental factors considered for determining and guiding the instructional program design as well as the planning and preparation for the Dual language program which were embedded in the Dual language project Charter I'd like to briefly go over them tonight number one is demographics uh let's talk about de demographics since since this is why we are here we as educators are responsible for providing an educational program that is culturally and linguistically responsive to the students and the community we serve which is in u46 is 53% Latino with half identifying Spanish as a home language number two is the legal framework the legal framework at the federal and state level establishes that we must provide programs where students can overcome language barriers and can participate meaningfully in the district's educational programs Castaneda versus Pickard established that programs for
153emergent bilingual students must be research-based have adequate resources and be evaluated and found effective in the teaching of language and access to the full curriculum I would like to emphasize that adequate resources refers to effective teachers curriculum programs that are aligned to language and academic standards and that are a reflection of students linguistic and cultural profile it is also inclusive of instructional resources that meet the high expectations established in the curriculum and number three is research uh we we know this already according to Thomas and ker one-way and two-way dual language programs are the only ones that close the achievement gap which can also be referred to as the opportunity gap for our students by taking into consideration these three factors we are building a strong and solid foundation for a well-designed program that addresses
154the academic and linguistic profile of the community that we all serve in fostering bilingualism biliteracy and multiculturalism we will not only positively impact student achievement as outlined in u46 strategic plan we are directly preparing our students to compete at high levels in our Global Society Ali is one of the two courses that students receive in Spanish at the middle school level with the other Bean social studies as part of the Middle School dual language program students also take ESL or English language arts as well as other content classes and electives in English with the appropriate licensed staff depending on student eligibility as noted here the 8th grade Ares lingua espanol course focuses on literacy skill development through literature including fiction and non-fiction composition grammar Concepts vocabulary study communication and research skills through the theme time
155continuity and change in addition to being aligned to the English language arts framework and being a continuum of Spanish language development from our K through six units and seventh grade Ali curriculum the K through six vertical articulation also responds to standards based instruction for emerging bilingual students which includes the rigor and relevance of the Spanish language arts common cor state standards and Spanish language development standards Ali integrates standards-based teaching and learning systematically framed within the four language domains of listening speaking reading and writing Al goes hand inand with the Dual language program and compliance as previously stated it meets the requirement of federal and state regulations including the compliance requirement from the Illinois State Board of Education under establishment of programs for full-time transitional bilingual education students the prek through 8 articulation of language Services
156is intended to prepare students to successfully obtain the Illinois seal of biliteracy as well as receive the de recognition in 8th grade with this course we are serving our emergent bilingual students with a curriculum they are entitled to receive this is a right not a gift at this time we'll present an overview of the proposed curriculum and since these units were developed by teachers for teachers our very own Sean will present the Spanish language arts framework gracias Sean and gra good evening first I'd like to say that I am very honored because I am here not only as a teacher representing the committee but also as a parent a parent in this District the learning outcomes of this course are a reflection of the English language arts curriculum given that they both are aimed at
157the essential foundations of language arts while collaborating with the literacy Department the eighth grade ELA framework for teaching was used as a guide to align standards without replicating the goals for learning they both share and integrate the four language domains we'd like to begin with an explanation of our theme and overarching essential questions that were selected for our framework the theme of time continuity and change was selected from the National Council for social studies standards which other districts at the state and National level are using and are empathetic to culturally and linguistically responsive instruction the theme is important since we know from research that English Learners learn language best within the context of a theme time continuity and change integrate both Spanish language charts and English language charts or ESL within a theme that unifies
158the instructional Target for language and content development as we worked collaboratively with the literacy Department the theme was intentionally chosen by the committee because it is responsive to a student interest at meets the goal of the es I'm sorry SLA curriculum to develop literacy through the use of the richness of authentic Latin American literature and Spanish speaking countries the theme is the unifying voice the lynchpin or cohesive factor of the units the framework was designed using understanding by Design better known as the ubd model since the Inception these units were developed in Spanish the language of instruction in order to portray the rigor and relevance of a standards based instruction and the expected outcomes however for the purpose of this presentation this units was trans adopted in English the theme is reflected on the top
159of the units before identifying the standards for instruction the committee determined over arching essential questions each unit questions were formulated to guide the instruction by opening the doors for a theme related topic to have a students reflect upon one question was designed within the language arts context and the other was framed within the relevant context of the social studies theme the units were also created by identifying what the students need to know and do based on grade level expectations the standards based instruction reflect in the units Encompass Common Core State Standards for Spanish language arts and address content knowledge and language development within the four domains following the uvd protocol we began with the end in mind in this case writing however although writing was the ultimate goal within the four language domains the speaking
160and listening standards were a key consideration given that or development in is essential for emerging bilinguals following along with the district's initiatives the committee decided to keep the SVG or ongoing standards in the Spanish language arts framework this strategy will allow teachers to implement standard-based learning in the same manner that they implement it in the English language arts class besides the overarching essential questions for each of the units we have topical essential questions that were written using Norman web's depth of knowledge to reflect higher order thinking levels and the skills here is an example on the first row of the slide Spanish language as topical essential questions were chosen to address the specific targets for instruction for Spanish language arts at the eighth gr grade level as you see we bolded the verbs that align
161with the depth of knowledge levels in following with the understanding by Design protocol after determining our essential questions we wrote enduring understandings for our students the slide shows an example within the framework the essential questions and enduring understandings correlate with one another we have identified both formative and summative assessments for our units the summative assessments were created to determine final evaluations to assess the competencies of the students the formative assessments will guide teachers in their instruction and might represent a midpoint of evaluation to assess the strengths and needs of the students all assessments match the identified grade level expectations based on the standards these assessments can be differentiated to meet the needs of our diverse students the last row on this slide shows the learning targets which guide learning they are written in student friendly
162language and identified what the students can do in the smaller chunks of instruction the committee also identified great level essential vocabulary we extensively reviewed the vocabulary to ensure that the rigor related to tier 2 and tier three was reflected in the document hence aside from the vocabulary chosen by the committee teachers will also have access to the vocabulary reference resource to reflect grade level vertical articulation it has been created for grades 6 through 8 as well as 9th through 10th new this year is a resource for teachers to differentiate instruction and support students at different academic and language developmental stages a student differentiation is based on student Readiness interest and learning style and when curriculum is differentiated it encompasses the differentiation of content process and product which sums up what Al is and stands for
163there will be a link to Via brid strategies document which was shared with you and now Patricia makisa who is also a member of the committee will discuss the instructional resources componentes good evening in terms of the resources these are the criteria elements that were used to evaluate the resources title synopsis Lexile author's name place of origin genre theme whether the reading was authentic or a trans adaptation alignment with the alley units the instructional Target it could address and whether it was culturally and linguistically responsive I'm good I'm the official click I'm good this is the evaluation document that incorporated the criteria used to evaluate the recommended and recommended the resources our department takes great pride and ownership of the learning resources that support an hens instructional program as in seventh grade the selection of
164resources was an exhaustive process which entailed an in-depth review of resources identifying the those that were recommended for each of the units of instruction and whether it should be recommended for the eighth grade SLA Alle units classroom libraries online resources Etc these rich conversations between the committee members served as a tool to revisit the enduring understandings of the units and the instructional resources selected for this purpose we cannot emphasize enough how intense and intentional the selection selection process was in order order to ensure students would be engaged in learning as well as ensure compliance with federal and state guidelines aside from the intense review process by the slle committee this was vetted and approved unanimously by instructional Council this binder little binder reflects the arous work of the committee which was completed through the different
165stages previously mentioned it included student interest and choice as well as the understanding that teachers use their discretion and professional judgment when incorporating the recommended res resources while addressing the SLA standards and ensuring alignment with the essential questions and enduring understandings we continue to lead the nation we Exemplar with exemplary practices that ensure that not only the instructional program but also the resources are designed and developed with respect and value for the population we serve the recommendation of the committee is to adapt the following resources the limit to the limos Anthology which is composed of anthologies that contain fiction and non-fiction text and 78 fiction and non-fiction individual titles to be used for whole group small group and classroom libraries phys is the estimated cost for lamei Anthology and individual titles for 20 classrooms based
166on the projected number of teachers which we must remember is for a new addition a new curriculum adoption the additional resources reflected in this slide such as study sync and newella are currently being utilized and will not incur a new cost since it was already budgeted for with the English language arts curriculum for all students we are proposing four days of professional development for the teachers who will be teaching this course which will cover the follow the following four topics aligned to Charlotte danielson's framework for teaching curriculum framework overview with resources the learning environment literacy development in Spanish and initial planning and preparation teachers will be provided with two options during the summer with the flexibility of adding after school sessions early in the school year if needed it's important to mention that throughout this
167process the expected instructional practices noted above which are aligned with English language arts guided the work of the committee and that's it gracias Mima before you open up the question thank you for your time yes oh i s questions I don't know if you're wrapping up I'm sorry I'll be quiet no oh no I just wanted to thank the team because there's more to the role up of dual language in a system the size than just than than the curriculum writing which is huge but there are so many other pieces to to this puzzle that I know Dr ASO you and your team have been steeply involved in uh and I look forward to the continued roll up into high school and what that's going to look like so you'll be sitting this team coming
168forward for the next several years um so get used to them so thank you thank you are there any questions EXC can I have a list of those 78 titles or is it somewhere in the attachments it is there it's an appendix B appendix B thank you yes you're welcome so can can you just give me an overview of what a kid's schedule might look like you know they've got what eight periods or something and what they might take sure so uh they would take the Spanish language arts course okay uh they would also take social studies which is in Spanish okay and then they would take an English uh they would also take an English language arts course um math and science math and science so the rest of the schedule would be the
169same and an elective yes they're also entitled to an elective okay okay thank you and I guess one other question I know we I think we teach Spanish in our middle schools now correct do we do they pardon as an elective do we do we ever have the Dual language kids and the kids just learning Spanish work together get together talk to each other in clubs yeah clubs they do have clubs do they okay maybe some schools have clubs and maybe I don't know you what your school they have yeah the interaction with the Dual language students right now in seventh grade with the foreign language or War language uh it is continuous they talk to each other and they like to to expand their Spanish and and the language all the time the um
170the other thing to keep in mind is that uh the other strand of Spanish is taught as a world languages course which is a very different instructional model than the Dual language instructional model so right now those courses do not intersect within the same course periods for instructional opportunities for students it is question that we receive and it's certainly a question that we we Ponder and we we ask ourselves about how those strands can or should or might intersect in the future but there's there's the difference right now yeah I just we have a wonderful resource for the kids who are just learning Spanish themselves so thank you any other questions just one more uh I don't suppose appendix B is available translated otherwise I can translate it myself it's in Spanish as I see
171because the titles right the titles are are all in Spanish so okay thanks yes you're welcome there's a pallet of something over here is this related to tonight's yes those are the resources in in the boxes yes so we have all of the resources the hard copies are there attached with the document that Miss isima uh reference uh that explains you know the text it is all it isn't you know it is in Spanish okay thank [Music] you thank you all thank you thank Youk [Music] you our next is lunch price increase for 2017 2018 uh here to present is Dr Jeff King chief operations officer and Miss clot Phil Phillips director of food nutrition services good evening tonight we want to present the increase in the price for lunch for 20 17 18 school
172year based on the paid lunch Equity requirement as set by the federal government each year school food authorities are required to evaluate their pricing of the school meals based on um comparing the reimbursable meals that from the government in terms of how much we pay for a paid lunch I mean how much we reimburse for a paid lunch versus um a free lunch and the difference between the paid reimbursement and the free reimbursement is $286 and so therefore we round it up to $2.90 which was um actually we were our current price is $280 and the paid Equity requirement is $286 so we only had to go up by 10 cent in order to be in compliance it does not affect the cost for breakfast nor does it affect the price for reduceed um lunch
173because the breakfast is not part of the paid lunch equity and we do this every year so that um we won't have to uh experience a a greater increase by skipping a year or two any questions are there any questions Sue just one quick question uh you have milk only if you have lunch the 280 does that include milk would you have to add a milk on lunch for two well actually would be 290 290 next year U lunch is included in the milk components for so you get milk if you took that's only if the child brings their lunch they can purchase [Music] milk any other questions okay thank you thank you our next work section item is a resolution directing the superintendent to prepare the FY 2018 budget Administration recommends the Board of
174Education approve the resolution if the board has questions St King is here to present are there any questions is there any board who ever votes for you to not prepare a budget no we actually had some discussion about whether or not this is we don't believe this is actually a requirement we're going to do some more research to see if next year we can just not worry about having this resolution brought forward but if you would like to tell us not to prepare the budget we still will so I don't know there is a board I'd like to be on the staff that it's not an option okay our next work session item is a contract renewal for financial operations and Human Resources with Tyler Technologies Unice software Administration recommends the Board of Education approve
175a one-year contract renewal in the amount of 75,000 $ 4718 as submitted by Tyler Technologies Inc and request authorization for direct District administration to execute related documents the expenditure are related to the uh educational fund and it is included in the budget for the 6.7 SC are there any questions thank you and we have to wait all this time for a change order so I'm going to present it but then if you want to you know smile or anything you can uh Mr Allen is is here to answer any question but we have a change order for Middle School's lockdown project Administration recommends the Board of Education approved the change order from Anderson Lot Company Limited in the amount of minus 7,9 yeah $ 7,987 correct and smile we're all smiling I have a question
