e okay I would like to resume the December 12th 2016 46 Board of Education meeting um I would like to acknowledge that Eric laara has joined us at the board desk and we did vote before we went into close to allow Mr Castello to um join us over the phone because he has a work commitment tonight so when he texts us we'll probably take a little break so that we can call him okay if everyone could stand for the Pledge of Allegiance and then remain standing for a moment of silent United States stands na indivisible and justice for all please remain thank you we would like to take a moment of silence tonight to remember Nancy green a school bus assistant who passed away Wednesday December 7th Nancy worked in the u46 transportation department for

nine years Nancy was a kind-hearted person and a dear friend to many she will be greatly missed we will keep ny's family and friends in our thoughts and prayers thank you the first item on our agenda is comments from the audience good evening and welcome to the Board of Education meeting we are not at the public comment period of the meeting when the board listens to issues and concerns but does not respond to statements as stated in our board welcome fer we ask that you complete a request to speak hard each speaker will be allowed up to 3 minutes a tone will sound when your time is up if you wish to have a reply to your concern or question please check the box on the card and a written reply will be mailed to

you okay thank you our first speaker is TA Foster [Music] Johnson you can have a seat and speak into the microphone if you don't mind that way everybody can hear you thank you all right thank you good evening all um as a parent safety is supposed to be the most important factor when transporting our kids would you agree I hope you do if that's correct my concern is this Outsourcing um just a few companies Illinois Central First Student Durham Alicia Jones is one of those former employees who is now a current employee with u46 in 2014 Alicia was sent out on a bus that had no heat it was negative - 28 degrees that day Alicia had 40 plus kids on her bus and per management they left her out there for an hour I

don't consider that being concerned for our kids Tyra Smith is another Illinois Central employee who had been reported several times about falling asleep at the wheel it took the fourth time for Tyra to fall asleep at the wheel and crash into a mailbox kids being sent to the ER before she was terminated uh just recently a bus in West Chicago flipped over it was empty but it flipped over a negligent driver no safety there let's not forget about the Chattanooga incident that took those babies lives six so we're going to now outsourced he worked for Durham I am aware that Illinois Central first student and Durham are some of those bidding for this contract do we really want to open those doors to those companies hiring those individuals I think not if safety is an

issue we really need to consider u46 our track record speaks numbers volumes over those companies thank you thank you our next speaker is Kathy [Applause] wowski I'm sorry Kathy wowski there you are good evening I'm Kathy wiekowski a uniserve director for the Illinois Education Association I work with and for the District u46 transportation Union du2 in my six years working with duu this is the first time I have addressed the board in public session I address you now because duu president Heather Weiss asked me to share some information with you this evening it's our understanding that the school board is soliciting bids for special education transportation services that will be opened honor before December 20th I want you to know that if you do do decide to accept any of those bids there is no

way on Earth that an out sorts bus company with a re revolving door of drivers and assistants from all across Chicagoland will provide you and District u4 6 students the safe and reliable services that you have right that they have rightfully come to expect you've got the best drivers and assistants in the world right here right now I also need to share with you our strong belief that some of your actions may have already violated um laws that are designed to do nothing more than ensure fairness and transparency of board actions to all stakeholders in the community um Public Act 95241 is clear in requiring districts to report each and every expend category which a third party would incur if the third party performs non-instructional Services previously performed by the school district additionally isb's rules

and guidelines clearly state that management fees and expenses related to FICA Medicare and workers compensation are non-reimbursable what does all of this mean if the school board chooses to Outsource Transportation the impact of these laws and regulations is profound why because um per the law the district cannot seel select which expenditures it wishes to itemize and report to the state all expenditures um including those incurred by an outsourc Transportation Company must be reported and when those expenditures are reported to the State Board of Education the law clearly states ISB will not reimburse the district certain spe specifically identified portions of those costs costs related to management fees FICA Medicare and workers compensation are excluded from State reimbursement the district currently does not receive and if Outsourcing occurs still will not receive reimbursement money from the

state for these costs but there's more I need to share with you laws governing the Outsourcing of non-instructional Services address much more than just matters concerning financial reporting and reimbursement these laws also address comparability of benefits which employees must receive from an outsourced employer specifically by law any private transportation company which wants to replace District u46 Services must provide to it its employees um benefits which are comparable to the benefits those the employees would have received they remained District u46 employees this means the employees of the outsourced company must receive comparable wages comparable medical insurance comparable vision insurance comparable Dent dental insurance comparable life insurance comparable sick leave benefits comparable personal leave benefits comparable holiday benefits and comparable retirement benefits and so on without question we do not believe any bid from a subcontractor will

provide any level of comparable benefits which meet the bare minimum requirements demanded by the law and I ran out of time but my speech was given to the um information officer to share with you um tomorrow thank you for your time our next speaker is Sean [Applause] BR hello my name is Sean bernhardson I'm the Secretary of Transportation Union Mr King informed us while we were negotiating a successor agreement for du2 that this school board was Ed in a cost comparison between in-house and outsourced employees and the only way to do that was to put work out to bid we believe the transportation of our students is more than a number in a budget we transport students on our bus they become our students many drivers and assistants choose the same route year after year

because they know and love this I'm sorry because they know and love special education students they Transport drivers meet different students every year and have even driven your children and other u46 staff children those drivers remember your children's names when we began negotiating in March of this year we made it clear that we shared an interest with the administration to provide the best service possible in a fiscally responsible Manner and that we have ideas about how our transportation department can work more efficiently and effectively to save the school district money while still providing quality service we made it clear that we are interested in the cost savings and efficiencies that we negotiated in 20115 agreement continuing to work to benefit the entire District as well as the students we have already sacrificed $1.5 million in

the last negotiations and reduced wages for newly hired employees and more senior employees received barely a 2% wage increase over the five years of the last agreement if you want the mission of u46 to be more than a phrase on the website you will continue to negotiate in good faith with duu and reach an agreement that allows us to continue to work for u46 our transportation department has been here for a very long time through several different administrations and school boards we've continued to provide quality service no matter what in good times and bad we've been here if the transportation department is outsourced the children families and taxpayers of this district will ultimately pay a very heavy price and this district will lose transportation you already have the best drivers right here don't lose us

thank you thank [Music] you our next speaker is Heather Weiss first I'd like to take the a minute to thank you guys for um recognizing one of our co-workers Nancy green we appreciate that good evening my name is Heather Weiss I'm the president of the transportation Union here in District u46 I'm proud to be here this evening along with some of my outstanding colleagues and community members we're here together as a group tonight because of the request of proposal for special education transportation services that was put out on October 30th 2016 that could lead to Outsourcing of close to 200 drivers and assistance from the Transportation Department a department of approximately 387 dedicated and professional drivers assistants dispatchers and mechanics who devote their lives to this school district every working day a department that provides

safe and reliable service to the children every day a department of very talented people who mostly live in this school district have homes here educate their children here and care about this school district a transportation department that has 2,181 years combined of providing safe and quality service to our students and Community this speech just isn't about what's at stake for drivers and assistants there's an equally important stake that applies to children and students you see private bus companies will promise you anything in order to get your business but they cannot replace the dedication and professionalism that your current transportation department provides every day we are a service to the school district we are accountable to the school district to the school board and to this Administration we work for you directly it may be tempting

to push supervision elsewhere but once you do you will never again have that kind of quality control and decisionmaking Authority that you rightfully have today you will give that up the district's mission is that u46 will be a great place for all students to learn all teachers to teach and all employees to work all means all to consider Outsourcing a portion of the work and have your dedicated employees working alongside subcontracted employees will defeat this Mission and put the District's most fragile and youngest students in the hands of Outsiders with no direct connection to the district who works for a for-profit company but Holden to stockholders and the bottom line instead of the students and communities they serve you already have the best drivers right here don't lose us thank you thank you our next

our next speaker is Jean mcnamer okay thank you and our last speaker is Carrie Miller hi my name is Carrie Miller and I have a junior in the academy at Elgen High School I wanted to come and speak today in support of replacing Mr Sanders contract to keep him through 2020 Mr Sanders has been a reason measured and calm voice in The District and I don't agree with everything that the board does and their policies but I am reassured that he is at the helm um I have been out of town for the last several board meetings too so I just wanted to throw in my um and add my voice that I am supportive of the district's policy to allow transgender students access to the locker room that corresponds with their gender identity I'm

a resident in v46 I'm a previous graduate of Elgen high school I had one student graduate from the academy at Bartlett I have one student at the Elgen Academy and I have three little girls who eventually will be in the district I'm Catholic and a minority and we need to protect the rights and be concerned with the safety of transgender students the national school climate survey found that 37% of LGBT students felt unsafe at school because their because of their gender expression 22% of LGBT students have been physically harassed because of their gender expression and 11% of LGBT students were assaulted at school based on their gender expression we should be concerned that more than 50% of transgender youth will have at least one suicide attempt before their 20th birthday I applaud that the dist

that the district did what was right to support transgender students thank you thank you I was going to say under other businesses if the board would allow I I'd like to at least yes um address the transportation issue I know you are all aware of the request for proposals that is out on the streets um there is no action here at the board meeting tonight there is no agenda items out here tonight there's no recommendation from Administration in regards to Outsourcing tonight um should that happen it would be at a future board meeting and it would be done in a very trans arent uh in a very transparent way for this board of education to decide after getting input um that's all I'll say at this point thank you okay next item is um board

member CEO have any yeah I have a couple today I volunteered at uh my daughter's school Wayne Elementary we went to Feed My Starving Children we packed meals that will 128 meals that will feed 76 children for a year it's kind of fun I was the scoop scooper in the I was scooping soy into bins and then lifting the bins which was kind of fun for me so I like to lift things anyway it was it was a good and valuable thing and I'm I'm glad that uh U 46 Wayne Elementary did that um and a shout out to the the teachers of sixth grade that's Mrs Reyes and Mrs Whitney um I also uh felt that it was a productive conversation we had the other night at the CAC Round Table um I was

late because I was uh attending um a curriculum night for middle school for my oldest so I apologize I couldn't be there right at the beginning but I was glad I was able to join for at least like the last hour so thanks thank you anyone else um last week Sue Kerr and and Mr Sanders and I attended the GSA um Club the gay stade Alliance at Larin and I it was an incredible experience and I feel honored that the kids shared their stories with us and um we have others scheduled um coming up so I just wanted to mention that that it's we're we're still doing those visits although it's taken longer to schedule them but it's it's exciting and I'm happy to be doing them and I'm looking forward to the other three

thanks s um the last couple weeks we've been busy we had had principal for a day uh week week ago Friday I can't remember now it was early December and I went to the luncheon for that a lot of people were uh invited to this um they were I think some schools had actually two principles for a day we had so many people and John car Garcia of Channel 7 was the guest speaker he was a principal for the day at Streamwood and also the guest speaker um as Veronica mentioned I went we went to the gay straight Alliance club and that was a great experience at Lin talking to these kids um I also went to the m Elgen High School madal since we're getting into the holiday season I would really encourage you

I know a number of our high schools do uh madal and they are just wonderful so they're a lot of fun um and if you have a chance really try to go to them um I went to the Chamber of com Commerce Bartlett chamber of commerce lunch in last week and that was more music from the El Bartlett High School um choir and they were again great we have such talent in this District so um it's been busy time and I have actually one question for Mr Sanders um since we don't have a a report on finances this quarter but have we gotten any money from the state for our categoricals um no we receive categoricals unless they came in late this afternoon and I'll look over to Dr King and Dale buron just shaking

his head no so they ow the answer is no so they ow us at this point they owe us actually as of today it's 25 million but uh some of that is General state aid which we know we'll get so 19 million still in categoricals and that will be climbing very quickly as the next quarter gets reported okay thank you Tracy and I two was at CAC um meeting last Thursday night which um I always enjoyed this particular CAC meeting because it's the one where we do the round table discussions and I can hear directly from um parents and other community members who are involved with CAC and it's a great time to uh engage with um um everyone so I want to take this opportunity to also plug um for CAC and hopefully uh

many of you will consider getting involved um next school year uh in the CAC thanks anyone else I'm gonna pick on I was gonna say Eric has to raise his hand because he's I was got some good news right uh are you referring to my idea Okay cool so uh firstly firstly today thanks to the plan oper operations we at school today uh so on behalf of all the students you really didn't have to but but still and these drivers too they they made sure you students got their safely today so uh but all serious uh thank you for so much of uh your hard work to make sure that we can get go to school today um so December 1st I attended the elective fair for Canton I was representing the AVID program I

had a chance to speak to a lot of eighth graders and kind of uh pep the Avid curriculum as I always do and talk about all the good things that come from that program uh and the December 3rd Saturday I attended Waco actually pronounced wacko I learned uh it stands for woodfields uh Area Children's Association and that's essentially where students go to a Walmart and they shop for a family with a toddler so it's a pretty fun experience I know that we uh December 3rd was at the Elk Grove Walmart so a lot of Streamwood kids specifically attended and most of them or all of them were early uh in comparison with all the elk grve and churg kids so uh kudos to us next uh Wednesday December 2 excuse me December 7th we had

the co student advisory council meeting and so here we had our kind of holiday party we had a green elephant gift exchange and in accordance with that I also introduced my layout for the student Summit so just to touch on it uh it's planned out to be a field trip next year early uh February hopefully uh the idea of it is to have a Roundtable discussion between different students from across the district so I I prefer to have uh two students from each High School uh engag in discussion regarding our school culture so the the end result or the focus of this student Summit is to promote kind of a cross-culture uh environment in our district and through that I think a student be the best way to do that so it's still an idea

it's still being worked out but uh the more and more we talk about it the the more it becomes realer so I'm looking forward to that and I'm excited to see what it could become and last Thursday I also attended the see uh the CAC Round Table discussion I had the privilege to rotate with Mr Sanders and Miss Smith unfortunately Mr Sanders hogman of questions but I still got to answer a few so but it was a great privilege to speak with our community community and kind of engage with the parents and taxpayers of our district uh and I hope to continue to uh speak with them and see how I can provide a student input so can you just clarify the numbers I'm sorry I'm not trying to hog or take time away but

could you uh I think you said I misunderstood how many students per school I think two students per grade level but you're really looking bigger than that so in total we're looking to have around 200 students uh I think the area where we plan to have it is CC so uh if we have a bus from each High School that'd be 40 students from each high school but in essence each table is going to be 10 students because I really want to uh hit that diverse perspective from each uh High School to make sure we have that input from everywhere so it took a lot of planning there was a lot of Kinks to work out but thanks to uh AP Statistics and Mr Anthony's help I figured out a a stratified sample Soh yeah

I know so we'll get there uh and lastly I know for many students who are attending uh you don't have to stay the whole thing uh make sure you can get a signature from any District official District officials raise your hand come on help me out here there you go get a signature from one of them and you can run out out of here I think that'll be all thank you okay first of all I want to let you know that I tried to get you some time at CAC how many groups did I say Eric can you explain what you do on the board see I gave yeah yeah I tried to get you some talking time there um secondly Sue had mentioned John Garcia being our speaker and being the principal of the

day at Streamwood High I also wanted to add that he is an alumni of Streamwood High he graduated from Streamwood High which was kind of special to all of us and CAC was very fun I like that night too um other than that I did want to bring up um I need to let Laura Laura Martinez has contacted me from iasb about board evaluation if we want to set a date we do have that Saturday set for that and I just want to open it up to discussion on how we W to what we want to do with that I know there are those of us who feel that there's very um there's a lot of value in it and some not so I need to give her a idea of what we want to

do we do could we do a board evaluation focusing on maybe the Strategic plan and our role in helping move it forward well and that was one of the concerns that I brought up to her um I would hate to not have an evaluation and lose that um the survey or whatever you call it that we take and go through you know Mission Vision and data and all that kind of stuff so I would hate to lose that part of it um especially and yeah there are she had brought up to me too that there are different um workshops too that might be able to help us with some of that stuff so I don't know what we want to call it or what we want to do but it's it's AAR in opportunity and

we can make it what we want I've said this before and uh based on my past experience I didn't think that board self valuation was very valuable I felt it was kind of a waste of time that's why I'm bringing this up now because we need to make a decision as a board what we want to do because if we do want Laura to come out I need to give her notice and get her scheduled so this um I've been through five of these and I find them valuable um it is the only opportunity that the board has to evaluate itself to talk about issues on the board and among the board um it is a valuable time that I don't want to lose so I am in favor um I I think that we

I don't know who does a job and doesn't have some level of evaluation we get evaluated by the public every election cycle but I think that it is worthwhile for us to get together and evaluate ourselves against what we say to the public that we're doing and how we're doing and how effectively we are doing and make course Corrections um if necessary I think we owe that to the public so I'm in favor of keeping [Applause] it I I find the um self- evaluation session to be helpful I do think that it would be wise to have a goal in mind for that particular day um the hard part is coming up with that goal and having a consensus personally I I think that as an example one of the sessions that I attended at

the IB or the triple I conference was on civil decision making and I I I saw that as an as a wonderful tool that if we could bring it in here and apply it it would work great because it talks about it uses the it helps you identify the values that you you come to the table with and how do you make decisions as a group um using those values that you all individually have and come to a decision without the emotion and the any type of accusation of any kind it really just puts it in perspective I don't know if we could do something like that but to me that would be extremely valuable to help us move forward as a group was that done by iasb it was presented it was based on

somebody else's material but the person presenting it was from iasb and and I it was somebody who wrote A I'm not sure who did it but I have the information at home but um I it was an iasb person who presented it would there be any interest in doing that something like that I would be I need clarification you mean instead of our self- evaluation I no I meant it would be great if we could have that whether we bring somebody in whether it's an iasb person or someone else but to use that day to do that kind of work per purpose of clarification has to be an yeah it has to be an IB person in order for self evaluation to me it would be to me it's all about Improvement as a unit

as a decision-making body if iasb could provide that kind of um guidance and instruction I think it would be great it's worth worth exploring I wouldn't have any objection to doing that in addition to but I think that a portion of our session again needs to be an evaluation of ourselves against what we say to the public that we are doing and part of how we're doing is how this board functions and we need to be able to have a discussion about that and that's the only time in place to do it so I'm think that we certainly don't have to spend the whole morning doing that but we could do the evaluation in an abbreviated um format and then do the Civil decision making or whatever um prior to going into the CEO evaluation

it's not uh so I've sat through a couple of these uh board evaluations as well since being elected as I I've reflected on them to see if I've actually gotten anything personally as a board member out of them um and unfortunately I haven't it's you know a colleague on on the board once said that we're a dysfunctional board and we've gone through two of these evaluations already and in my eyes we haven't become any more functional as a board team so uh you know more to uh Miss Ward's Point more to wh Miss Ward's Point uh if she sees no value in it I don't see any value in it as well so I I'd be inclined to not support having a board evaluation okay I also so uh you know I've said this before

I saw a lack of discipline where we straight into other topics that were not appropriate for close session that is one of the reasons I see it as not useful for our time well I'm going to challenge that because we had the iasb rep there and she did not find that any of our topics were inappropriate it might have been you might not have wanted to talk about them but that doesn't make them legally inappropriate and the ISB uh representative who's very experienced was there and um um affirmed that we were on point on topic and not straying outside of what was legally permissible um I would not say that because I'm the one who said I'm the colleague who called this board dysfunctional and I wouldn't say that because it's still dysfunctional you stop

trying that would seem to be counterintuitive and again would violate what I think our duty is to the public to continue to work at these issues I agree we're still dysfunctional that means we still have a lot of work to do and to walk away from the one time that we can work on this is to say to the public we're dysfunctional and we're proud of it and not going to do anything about it that's not the message that I want to send all right and I I just want to make a clarification as well you know when Miss War brought up that it was not an not appropriate conversation we were having a close session that conversation stopped and the ISB person said careful careful the ISB person it doesn't matter she was she

did not stop us I'm the one that you're just to be fully transparent I'm the one like anybody couldn't figure this out that you were concerned about was straying into inappropriate topics did not stop me I pulled back so that we could stay on continuing the course and not get stuck on just what Tracy was talking about it is still the only opportunity and if I'm correct you've only been through one you were sworn in in May of 2015 and you had one in January 2016 that was a board self evaluation so you've not been through a couple of them so to say after one session that we were dysfunctional before I went to one W and we're still dysfunctional particularly when you get out of it somewhat what you put into it is disingenuous

and intellectually dishonest but nonetheless I just will still affirm my belief that we owe it to the public to be working continuously on board Dynamics and board relations and that is the one time we can do it and I don't I would not voluntarily give that up excuse me Donna Donna um I'm not sure how the agenda gets developed for that particular day I'm assuming it's through you and and the iasb rep um and the one thing I would like to suggest is you know I I hope that if we move forward with this that Mr Holt and Miss Ward would hopefully be able to offer um their input and to make this for them as well as for all of us and so I hope that you would be open to either discussing individually

you know if each one if any of us have any kind of ideas or suggestions for that day that we could talk to you or if we want to find out more of you know what's being planned for that day that we could ask that question um because I really think that we could benefit from a a well planned program that works to meet our needs and our need right now is to is is in my opinion in this decision- making process that we have and we can improve it and I really think that together with with a good leader we could learn a lot so I hope that we could do that [Applause] okay well I guess I'm gonna ask then I could call Laura I can talk to her to find out could

you get me the name of that okay and I can talk to her about that along with I mean our agenda is huge the same thing every year going through the survey and you know coming to um um different agreements and things like that so I mean I'll talk to her anybody can you can give me any suggestions I can see if we can incorporate because I'm sure there's some things that we wouldn't be able to incorporate but I can try and I can talk to Miguel and I can talk to her and see what we can do so you're welcome to do that so I guess I'm asking do I have consensus that I should book her for the um for that day or should I talk to her well Booker okay Booker no

no okay no yeah and we do just deci side note we do um Sue and Tracy and I all have coupons for this because we went to the Friday sessions so we will get a discount on it on top of it for yes yes for a self evaluation or a workshop either one so you're going to I will call her and tell her that we will book that date and then um call me and let me know and I will share the agenda or whatever I mean it like I said it'll basically be the same thing that we normally do all right okay any other topics nothing okay then the next item on the agenda is Foya uh we have one Foya request that was received and responded to that is now available on the

district website and is before the board tonight okay any questions all right consent agenda Mr Sanders on the consent agenda we have Personnel reports and workers compensation cases minutes of the board meeting November 7th 2016 termination of John O'Brien wrestling coach and substitute teacher building permits and a bid for dream Academy and te Middle School elevator retrofit are there any items that any board member would like remove from the consent agenda okay hearing none could I have a motion to approve the consent agenda of December 12th 2016 so moved Sue second Janette any discussion roll call please missal Alice yes Mr Holt yes Miss Kerr yes Miss Nolan yes Mrs Ward yes madame president yes approved 6 next item on the agenda discussion action itemize bills Mr Sanders um before we do can we just

Administration recommends the expulsion of student G for the remainder of the current semester and the uh second semester of the 2016 201 2017 school year could I have a motion to approve the expulsion of student G for the remainder of this semester and the second semester of the 2016 17 school year second any discussion roll call please Mr Holt yes M KR yes M Nolan yes Mrs Ward yes Miss o Alis yes madame president yes approv 68 for the record this students have been offered alternative educational placement thank you next item other business CAC gone for the holiday we already talked about them anyway work session Mr Sanders although since CAC is not here let's give him a quick plug um to say that we do have an upcoming meeting in January that I believe

will be Mr Raglin presenting on and some additional people on Aid correct Mr agan um so look forward to great things from CAC in the year 2017 yes sir no problem work session s um our first work session of item is prek 12 information and digital literacy curriculum proposal um leading the team coming forward is Dr Suzanne Johnson assistant superintendent for teaching and learning I allow her to introduce the members of her team who are presenting once I get all the chairs yeah good evening thank you very much for your time and thank you for the opportunity to present evening uh tonight I will start by introducing our literacy coordinators so I am joined by our elementary literacy coordinator Celia Banks and our secondary leader uh literacy coordinator Jackie Johnson and they will start the

presentation we are also joined by a teacher at Sunnydale Jennifer P poosi and uh secondary librarian at Kimble and lson Murray gats uh tonight this evening we are here to present and propose to you A prek through 12 information and digital literacy curriculum to support um our students in using both information and digital resources um credibly and appropriately the reason for this proposal is that the current information literacy curriculum has not been updated since 2003 and since that time uh digital information has become quite abundant in our society so we needed a curriculum that also embedded that today's world is information and media Rich students need strategies to responsibly navigate and locate information and use materials students need skills to access a variety of materials which include but are not limited to print images and

video um and the reason for this proposal is really because again we have not addressed these issues since 20 2003 previously this year we did propose a learning Commons um to really increase student engagement and with that we you accepted both of two of our high schools for renovation into learning comment so both Elgen high school and Streamwood High School are currently under construction and opening I promise Eric with second semester I'm looking forward to it and so with that in mind um this curriculum really does embed and create ownership towards student engagement um with the literacy goals that it has in place okay the curriculum is uh aligned to four sets of Standards um all of which prepare and Empower students to gain knowledge and dispositions for that Future Ready learning and thinking that

we're talking about in the 21st century um first of all are the isale standards um written by the Illinois Illinois school library media Association um those are aligned to the ccss and the ngss as well as the ASL standards um and we're Guided by the istd standards three of which I'll talk about following these emphasize the cross-curricular connections between school library and the classroom um the other standards we have the ASL the the American Association of school libraries which are titled the standards standards for the 21st century learner uh the IST standards are standards for education in the digital age and then the Illinois State learning standards that uh are embedded into the seven core areas that Define learning for students in Illinois um like everything else that we do our our curriculum is aligned

to the district strategic plan um and the the first priority is is all about the standards the and the students we've developed will Implement and will support challenging standards based information and digital literacy curriculum that focuses on the individual growth of each student across all the content areas the components of the information and digital literacy apply to all the content areas and careers the framework provides students opportunity to strengthen critical thinking problem solving communication collaboration creativity and Innovation that are necessary in today's competitive workplace um the curriculum writing process began in the summer of 2015 a collaborative effort between teachers and school librarians in u46 um and that started with the understanding by Design framework training um then using the standards that I spoke about before um the information and digital literacy curriculum map and

framework was developed and we sat down and we looked at what was needed in the schools and the libraries and um for them to become more 21st century and future ready and identified it identify needed resources for those um many of which are digital and school school year presentations were made to the instructional cabinet and instructional Council which leads us here today all right we have four main curricular learning goals um two of them are more technology focused the first one Focus on the digital citizenship teaching students how to be responsible users of our technology looking at the the legal aspects of intellectual freedom and privacy and rights and just um how to be responsible Citizens online um and all of the goals are meant to be embedded into all of the curricular areas um

so the second one is talking about reading and really how reading is um a a window to the world for students as well as as a reflection for for the individual and how important that is and how reading is a foundational skill uh for Learning and essential for all students um no matter where their future may lead them um and that it's important that we provide students with opportunities and access to texts in all kinds of formats and contexts um because having that opportunity leads to success for for the future uh the the third learning goal uh is all about inquiry and it's important that students gain inquiry skills um but not only the skills but also the dispositions where they can actually use those skills in in authentic ways um and the 21st century

is changing the way that this really really does work and and look now in education um the inquiry provides a framework for learning both individually and now in our 21st century globally as as students become more more Global Citizens our final goal refers more to the technical aspect how to use the technology in those real world applications applying the the creativity and the collaboration using all the things that we have out there to to show what they have learned um in lots of different ways so here's the page from the information and digital literacy and as you can see it begins with the curricular learning goals that the that the that Maria and Jen have reviewed with you and then it lists the standards to which they align following the understanding by Design framework there

are then essential questions and enduring understandings and then the learning objectives which are divided into grade level bands so we have prek and kindergarten and then primary which includes 1 through third grade intermediate which is fourth through sixth grade middle school which is 7th through 88th grade high school which is nine which is divided into two grade level bands 9 10 and then 11 12 and then along the side of them you'll also see as Marie mentioned the cross-curricular interdisciplinary areas that this curriculum also aligns with and then finally you'll see that both formative and summative assessments as well as academic vocabulary and resources have been identified and suggested for teachers you'll note again as Marie and Jen mentioned that the learning objectives are also known as the 21st century learning skills and they include

things like collaboration critical thinking information literacy digital literacy self-direction creation invention and Technology all skills that we know that we need to prepare our students for and that are embedded within all of the other content areas the literacy Department plans a phased implementation of this curriculum at the elementary level this will begin with the professional development to share the new curriculum and a phased implementation expectations with administrators teachers and Library Paras explaining content connections and the use of the learning spaces to support the curriculum the phases will then continue with ongoing professional development opportunities for curriculum implementation use of resources and collaboration at both the middle school and high school levels phase one will focus more on professional development for the certified Librarians to implement the curriculum and collaborate with classroom teachers in the use

of the learning space as with Elementary ongoing professional development opportunities will be offered in subsequent phases the ending phase for middle school and high school being that the certified Librarians will offer professional development to teachers to embed information and digital learning objectives into their content areas that was actually both of those so as we looked through resources we identified current resources that we subscribed to in our districts we already subscribed to encyclopedia britanica and then the Su gauge learning dat databases we have opposing viewpoints research and context and students resources in context those are ones that we currently use throughout our middle schools and high schools in addition to that to support the non-fiction side of information finding we're looking at adding US history and context world history and context science in context biography and

context literature resource center and then for elementary students kids info bits what the addition of these resources does is really allow the opportunity for those cross cross content connections interdisciplinary connections for the library not to be a location for just English language arts classrooms but also History Science um career specific classrooms as well is could I ask a quick question because it it'll be more difficult for you to go back to it so what you're adding is from that whole list or not the whole list US history and context and on and on so the the the top three are already subscribed to cor okay but they've never been put in a curriculum adoption okay so we're adding them as part of the curriculum adoption Okay so we've re renewed them because their resources the

libraries have always had um so that's the reason why they're still listed there so well I I'll wait till you finish um so when we look at the overall cost for the initial total with the digital literacies we're looking at $129,800 $200 for a total of $312,000 and $87 I'm not a math person and then for the recurring yearly cost um it is reduced to two thou $241,300 ccul instruction also joined us at the table and I um did not introduce her officially this even in case you did not recognize the multitude of other presentations so with the board's permission I'd like to first of all give a compliment to the team everybody that worked to to write this uh but then to also followed up with the question so to put in the context

typically the board is accustomed to seeing presentations done around a specific course or content area and this is a Content area but it's not one that's tied directly to a classroom it is tied to a classroom but it's not the same so anyway can you put in the context Jackie I'm going to look look to you to put this in the context of the work that we're doing around the 21st Century Learning spaces around uh and maybe even parallel it to our local libraries that have okay everybody's refreshing what they what they're doing in this area so yeah so Fe do you want to go back to the learning common slide too because I can kind of look at it that way so when we look at converting our learning spaces the idea is really

that flexibility that the learning Commons is a place for learning to happen it's about inquiry it's about investigation it's about collaboration so if you think back to when we came earlier this fall it we showed you designs where there was independent study space there was group study space there was a digital technology learning space and that's what all of this piece really does is any class any group of students can come into this space and have access to the resources the abundant resources and that's what we're really trying to do so when I come I may be working through a technology standard or I may be looking through just a simple I'm trying to find something I enjoy to read and that that space is really to empower students to be able to do that

using either a librarian or a teacher to guide them through that so a lot of these do tie to other content areas also when you look at um gilbard in our local library that's very well known they have a studio area now for high school students to engage and so we're even looking at um learning from them how they utilize that how students are using that they have study carols in their Library as well for students to access um if we visit local colleges they're also in the phases of converting their libraries into places where it's about collaboration working together so that's really what we're trying to to do is it's not just that come and be quiet but it's that come and engage and collaborate and think and create and just to tack onto

that I think Barlett Public Library just did a very similar refresh over at barl Public Library so I'll have to go visit any questions so Janette to follow up so that then I I'm confused a little bit as to why opposing viewpoints research and context and student resource in context or listed in the list with the cost on the right because because they're giving Sage is giving us a total cost for purchasing that many so it actually winds up reducing the cost of those isolated databases because when we buy all of them the price comes down oh okay does that help yeah so we are already subscribing to the first three but this package that they're going to give us includes those three plus yeah okay thank you you're welcome any other questions no I'll

just make a comment I um hold on let me look at this last the so I would invite you to come to the Illinois Mathematics and Science Academy where we recently opened up the it's called into but for Innovation and inquiry which is a collaborative um and engaging student Centric learning space and includes a maker um lab I'll call it maker space um and some other uh pretty Innovative things and they are trying to get Stu uh school districts to come and tour and their regular tour so if you contact me I can connect to you for ideas on my daughter actually got to go visit it oh she saw Middle School yes yeah um and then I also had a question about the so is this year recurring yearly cost is this in a

contract for a specific time period or ongoing just trying to determine if the yearly cost is going to change or this is good for three years five years forever never it's not good forever and ever um but it's it's approximately what we would budget for on an annual basis to provide then renewal to be able to access the databases and also to be able to provide some of the other traditional collection items like books so when we look at that cost it is an ongoing annual investment to update resources for our students one way to think about that is that while I see that it's it's a significant sum when you look at $240,000 on an annual basis but in providing resources to almost 40,000 students that's about $6 ahead for our students to be

able to access our learning Commons on a regular ongoing basis um so we we will look to that to measure what that access looks like to see what that return on investment is um but we we we feel that that's an appropriate investment when you're looking at providing services to students k12 and just a side note we've not in invested in our library media centers any whatever you want to call 20% learning learning spaces we've not made the investment that we should have for several years um me I think if you look across u46 especially especially at the elementary level and and also middle and high school but Elementary especially has not really received new resources so teachers are really scrambling uh in those spaces to find materials uh that students can check out that

are relevant to students um and so so as part of our refresh this is an investment we need to start uh making on an annual basis to ensure that at least they have something um you'll see a private donor step forward and give you a couple thousand dollars for purchasing books and materials for libraries and then you get to the shelf and it's like this much stuff because it's very expensive um so it's something it'll be a longer term investment and and we know one of the marks of success is that when students access things books get damaged books are lost things need to be replaced like that's one of our very real challenges in this type of system but for us that means kids are accessing these things they're being shared they're making their

way out to the community which is what we would want in a learning comment so I know one of the things that came up at CAC round table last week was were were the elementary libraries and you know the lack of material and The Limited hours um so I'm I'm glad we're looking at that do the learning Commons resources um what what does that include does that include the books magazine subscriptions it includes your print materials it also includes the materials for the Innovation maker spaces okay okay and I I had um sent you this question earlier but one of the concerns is we don't have certified Librarians at are elementary schools and a lot of what's in this curriculum which is wonderful is really the classroom teachers should be learning or using and I

just wanted to make sure that classroom teachers would have access to the professional development that so they could take advantage of this and I think you indicated that they would so and do we have maker space expertise already in house we have tinkering expertise in house so we are learning and we have um partnered with some other districts so the Librarians are in conversation with some of our area libraries um neighboring District Libraries okay and CTE with Miss Brown also has some work being done for the CTE programs with maker spaces so we're doing research all right but if you have any recommendations more than happy to hear them you know anyone I do and I will share them with you offline only from the standpoint not as an employee but you know someone to

watch and see what they're doing and learn from because it is somewhat of a new um or technology and I think there are real opportunities for students who grab a hold of this and learn the 3D printing and I mean there are whole career paths around maker space um managers and maker managers and whatnot and so I would really if we're gonna invest in having the space and resources I really want us to have a robust um opportunity for kids so and will we be able to track how much for example the S gauge has a number of different databases will we be able to track which ones get used and if there's one that's not used we can consider dropping it yes we can get usage reports okay um what are the digital uh

resources that will be purchased and the learning Commons resources you mentioned books several times so which books are we looking at purchasing do you so the collection development is uh done through our Librarians and our library Paris um per and there is a school board policy on collection development so they use uh Newberry award list cicott award list um top talk to but they are using those parameters to kind of guide and pick okay thank you you're welcome we also typically then will look at the the rates for checkout as well so when we see that some I some titles or authors become more popular or books are lost then those would be books that we would also seek to replace or provide additional copies of for students any other questions okay thank you thank

you all our next work session item uh is under I'm sorry is an underg governmental cooperation agreement between the Board of Education of school district 246 and the Board of Commissioners of Carol Stream Park District for the recreational use of a school here to present is Dr Jeff King Chris Allen director of plan operations and Rich Ramos coordinator of facilities I go um as Mr Sanders mentioned Administration is recommending um renewing the intergovernmental with the carolstream Park Park District for exchange usage of facilities um what the agreement covers is it allows us to use the adjoining B playfields that are next to the school facility um in exchange the park district gets to use the gymnasium and also maintains the grounds of the school if you have any questions we'd be happy to answer them

are there any questions Cody do we have other agreements like this with other park districts yes okay thank you anything else okay our next work session item under uh work session contracts over $225,000 is a contract for plan operations districtwide electric service this is one that uh currently you have not SE a price on the contract but we know it'll be over $25,000 um and this is a little more convoluted so Dr King I'll let you try to explain how we do our energy consumption and contract so this proposal is a little bit different for some of the newer board members the way um the pricing on electricity is good for one day so what we do is we go through a pre-qualification process with the help of an external party so in The Proposal

you see the four vendors that have been pre-qualified uh um at the next board meeting um if the board approves this proposal the next day then we will go out to the four vendors seek their pricing and the one with the best pricing then will be awarded our contract so the board will not know what that pricing is prior to them approving um the agreement basically you're approving the process and knowing that right now we spend about 2.8 million on electricity but this is the way we have to run this because the pricing is only good for one day sorry are there any questions would you just I believe and is there an estimated range at the time that it comes in I it seems like last year we had like a range of at

least the last few days leading up to the board discussion or no am I wrong no I don't think so okay H all right thank you sorry okay thank you thanks our next is a bid uh for Health Services automatic external defat uh joining Dr King at the Das will be Mr Jeff judge health services supervisor and Mr John heiders shite director of school safety and culture administration's recommending the award of the low bid meeting specifications to school health for a total sum of 99,8 159 the charge will will be to the education fund this is to replace uh 72 of our 100 uh defibrillators are there any questions s i I was surprised to see they only have a life of about five years is that are there more expensive ones might have a

longer life or no generally sorry generally the life uh depends on the warranty um research shows military uses they go about five years hospitals go between like8 to 10 years the best practice is when the warranty is out it's time to replace them indication that kind of falls off after the warranty so therefore anything over warranty legally the district will be liable if if the unit failed and there's no way to test the unit to make sure it's still good or yeah we do test them regularly and they do keep going um but again models change and we have used the units twice this year and Sav two two students lives with use of the AGS so so unfortunately currently we have a a large number of our units because we currently have 100 units

um a large number of them the majority is outdated and past the expiration date some of them as really as for or as they're 14 years old generally we're between 10 and 13 years okay so we're doe we're we're a little bit overdue yeah okay Cody uh just a quick question with uh what happens to the ads that we're replacing are are we donating them somewhere no we figured in the bid um buyback agreement and in this agreement uh this lowest bid also include a $200 buyback even for our oldest models awesome thank you any other questions okay thank thank you thank you so [Music] much and our final work session item is a change order a change order from Abbott Middle School of roof project number one final and how much you given back

to the district here I have an unused balance from the avot middle school project of $41,600 are there any questions okay thank you that being no that being the last item could I have a motion to adjourn so moved I have a second second call please Mr yes M yes yes yes yes presid yes have a have a good holiday
