Please can you call the roll? >> Brownie here. Campbell. >> Guerrero here. >> Bilber here. Reaper. Yes. Stall here. Wood >> here. >> I need a motion to open the hearing on the 2526 truth and taxation hearing. >> Motion made by Josh Hbert. Is there a second? >> Second rounding. Call please. Guerrero. Yes. Hilbert. >> Yes. Stall. >> Yes. >> Wood. Yes. All right. Um, in terms of the tax levy, I have it all set, ready to go. Um, we did balloon this levy. And again, this is not a case of anybody raising any taxes or anything. I had some questions about that. Um, that is simply we balloon and do the balloon to make sure that we capture everything that is out there that we have uh been entitled to as a district. Um,

and so we said that for that. I know the increase is not going to be that much, but I have a for sure idea of what the increase is going to come in at. So, we're doing the ballooning just to make sure that we get it all. Taxes will still be collected um regardless of what we want to make sure that we get everything that is due to us in that regard. So, um I have not made any changes to that since the tenative le. >> Is there any questions or comments? Okay. So then I need a motion to close the hearing on the district tax levy for the 2025 year payroll 2026. >> Motion made by Mattwood. Is there a second? >> I'll second stall. Call please. Tber. >> Yes. >> Leaper. Yes. Stall.

>> Yes. >> Wood. >> Yes. >> Brownie. Yes. Carrera. >> Yes. >> I need a motion to adjourn second hearing. made by Jessica Browning. Is there a second? >> Sorry, Josh. All in favor? >> I oppose. Motion passes. 602. Okay. And this time we need a motion to I'd like to call the regular meeting to order. Call, please. Browning here. >> Campbell. Guerrero >> here. >> Hilbert here. Leaper here. Stall >> here. >> And Miss Wil, would you lead us in the pledge, please? >> I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. We have two visitors this evening. >> Yes. Uh we have Chief Colin Heiser with N Fire Department here to address

the board. >> So if you don't know me, I'm sure most of you do. I'm Colin I fire chief. Uh I just wanted to come and this is Don Webb. He's our our assistant chief. So, we just kind of want to come up as a department to see if we could utilize the land north of the firehouse. Um, in the last couple weeks, we were told that um we could potentially acquire some containers that we could use to uh train in and have actual live fires in. Our guy speaks of um the only issue that we have is we only own about 15t building coming coming towards this rule. Um, honestly, we're not going to use much past that 15t. Uh, the standard container wide. Um, is only about 9 foot. Whenever you open doors,

they would be getting a couple 40 foot containers. 20 foot containers um to stack up. And of course, we would have to put some gravel down to make sure that those units are secured to go anywhere. But uh so yeah, we're just coming up just kind of talk about some options and see where we can go because it's kind of a situation where if we can't work together, then we're definitely not going to be able to acquire music and we're getting them for free. The only thing we have to do is move them from Paris Firehouse and I'm sure you guys have driven by there to see their container system already stacked up. Um, one thing we have to do is move and pay the move. And so, um, kind of working with our insurance

on some things right now. Um, so just do you guys have any questions for us or >> is there a specific timeline that you need them moved by or? >> As of right now, there is not. Uh, it's kind of kind of in the work in progress to see if we can even make it happen. Uh, and I kind of let Harristown know that We're going to need some time on this. This isn't just something that we can drop the shutdown time on and say, "Hey, we're moving them on Monday." We're definitely getting some time. >> How much distance you thinking? >> Uh altogether, I think away from the firehouse, I think we could potentially just I would say safely maybe 45. >> I mean, yeah. We want some space between the structure where we're

going to put the containers. >> Is that 45 beyond the 15 that you already own or you think 45 total? >> 45 total. >> So you just >> Yeah. Okay. >> And if you I guess our question is going to probably lie within um liability as far as like have you been able to check with the insurance yet? Is that on our end? >> So I've just checked with the with the attorneys currently. I haven't checked with insurance on that, but the attorneys have told you know it's a situation where you gotten to this. There's a lot of different ways we can do that. We could look at some kind of permitting option. Um, you know, he said we could look at a lease of the land, in which case then their insurance would have

to have a whole harmless for the school district to make sure liabilities from someone to get hurt in the containers around that area. But he said that can all be worked out if you decide to go that route. He says you can give me that land and sell a piece of the land to whatever you know he said permitting some kind >> and is this something you plan on being like a permanent structure there for 10 20 years to come? >> That would be the that would be the plan. if something if was to happen and something changed down the road obviously we would be able to question I had the permit versus the lease versus the state of land things like that he said within the permitting process or the leasing process either one

you know there would be an opportunity they have some kind of talking about that kind of an escape clause where it's like okay we're going to need to utilize that now for whatever reason. You know, we need to get those moved out, you know. So, you said there would be something like that or could work something like that as far as the history on that back portion of our gravel lot doesn't even go that far. Like it's something that we just mow currently. Correct. >> Yeah. I mean, in part of the time it gets harmed part of it possibly. Yeah. So, yeah, we don't ever use it for anything. You know, I think I think people maybe park there, you know, during football games when they run out of overflow or something >> just kind

of but they park anywhere, you know, >> anybody have any other questions? >> It's just information. >> Get the rest of our ducks in a row and kind of find out and then we'll put it on probably for January. >> Okay. Yeah. >> Okay. We need to come back to that one or just email or >> I was going to say just be in contact. >> Okay. Yeah, that's fine. >> We appreciate you guys. Thank you. Appreciate it. >> Thanks guys. See you guys. >> See you guys. >> Okay. I need a motion to enter close session for the reason on the agenda. >> Motion made by Matt Williams. Is there a second? >> Second. Call, please. Guerrero, yes. Silver, >> yes. >> Lieber, yes. Stall, >> yes. >> Brown, >> yes. >> 609. >>

I need a motion to accept the close session minutes in close session. >> Josh Shel. Is there a second? >> Please. >> Yes. >> Sorry. Yes. >> All right. Let me get my >> I need a motion to accept the resignation of Shay Watkins as an atare professional effective December 19th, 2025. >> Motion made by Matt Wood. Is there a second? >> Second. >> Leaper, please. >> Wood, yes. >> Browning, yes. >> Guerrero, >> yes. Spart. >> And superintendent evaluation and contract. I need a motion to enter into a three-year successor contract with Dr. John Field, the sentence value CUSD number nine superintendent effective July 1, 2026. >> Browning is our second Browning. >> Yes. Yes. >> Yes. Stall. >> Yes. >> Wood, >> I marked you as yes. >> I voted. >> It was

you. >> Watch your hand. >> Um, the way I tell you >> consent agenda. Did everybody receive your bills and minutes and report? And do you have any questions? So at this time we need a motion to approve the consent agenda as presented. >> Motion made by Mwood. I'll second call please. >> Guerrero. >> Yes. >> Silver. >> Yes. >> Lever. Yes. Stall. >> Yes. Wood. >> Yes. Brown. >> Yes. And as far as the IASB update um reminding people the next round round of the vision meetings will start in midFebruary and go through March if anybody would like to attend. It's on the events calendar and there's going to be um new in district offerings that will be available starting winter. Uh, more information will be available after the holidays. And November 15th was

school board member appreciation day. And Patrick Allen would like to thank every board member for the tireless effort they put forth in support of quality public education. Your contributions to your school district are greatly appreciated. That's all I have. All right, moving on. Reports. Everybody has them. I love them. I did ask Dr. Phil to do a to add to the agenda for February. Um a little bit of a report on how the new curriculum, math curriculum, that kind of thing is going. Um so that was kind of my only addition to building information. I guess that won't really touch middle school and high school, but the two elementaryaries. Um and anybody any of you have anything to add that wasn't in your report? Um I can't remember if I put uh the esports team.

We had our first meeting. So we had like almost 35 plus kids show up. So um they're very thankful so of you guys approving that and um I just let them know stuff's been ordered. So it's in route. We're going to meet again in January um and start playing which games they want to enter. But we had a large amount of um people show up which is awesome. So they're very excited. So and a lot of people from freshman to seniors. So about even almost every grade level. still season's still open now. >> Yeah. Yeah. It's it's pretty much like all year because you can do like the off um the um competition through the league. Um but they'll have in the spring I think it's when they do their like regional sectional um up

in Bloomington or something like that with IHSA. So >> yeah, there's um I think there's different league competitions throughout the year. So I'm not sure like which one that would have been. And again, I'm still teaching myself that, so I'm not big gamer, but the learning um curve on that. But yeah, I think I just say I'm still open. Their their big stuff's in the spring. >> Want to do a little Mike Tyson's punch out sometime. See if I can throw it way back in. So, >> okay. So, super >> uh bus facility update. just have an update uh for today. Right before our meeting, I got an email from the engineers and they're about 95% on the site plan with looking at that. So, we're getting closer. Um they've got site grading stuff done,

I think. Got a placement of things. Um so, we're we're getting down to uh you know, concrete pads, ramps, whatever in front of the doors, which is nice. Um the builders sent us an initial design, but they still have some moving on the office and stuff there to take care of that. But he's hoping to get something done for us pretty soon. They had some issues with their program and so their engineers could do designs because the new program was so a lot of stuff going on there, but we're hopefully not spring. >> I'm sorry. I'm just I'm kind of confused about this. The company did we pay the company already the the 500. We did not pay them. >> Okay. Cuz I thought that they had a plan and it was sort of like

turn key and now we're going back into all this redesigning everything. >> Well, there's we had a switch of builder. >> Okay. >> So, we had a different builder. That builder didn't work out. >> Okay. >> Because they did not meet what they had quoted us initially. >> And so, but with a different builder. So the new builder is kind of taking those plans and it's basically the same design. >> Yeah. >> They can't use the design from the other builder. They have to do their own. So but the site planning and stuff is all that's all priced out and everything by the construction manager but then he is working then with the actual vendors contractors those things to do so he takes the estimates they don't have to meet whatever. process. So shouldn't change

that portion of the order. >> So this new builder is going to meet the numbers we had. >> Correct. So that should be good to go. But it was he was working first and thing that was a weird thing. The guy that we were talking to the company and they said well not wage and stuff. He said that's not going to work for us. So he sturdy another guy is actually hopefully when we're done here in the next week or so there Um, Reino update. I attended a presentation um that I I sent you a note about here recently. They did have the Decatur country club. Um, they were reviewing the legislation which has already passed through the House. Um, and or I'm sorry, through the Senate and now is on to the House. Um

they had Senator Turner there, Representative Garing, um several like mayors, uh other local officials, contractors, people there. Uh and they were just kind of talking about, you know, what their plans are for the development. Um and that nothing really can move forward until they are able to get it through the legislature for the first step. Um and then they said if that happens they will then full for press to to press on and try to get things done. Um they tout up that they would you know be adding 300 full benefit living wage jobs you using union labor to to build the facility do all the dating and everything that needs to go on with that. Um and then also they've discussed a lot of the uh agricultural economy things that they think will be

beneficial to the area. One of which was something that I didn't really think about that there is a course where you're in Sherman that is banking a lot on this actually moving through harness racing which I think must be car but that's the only one that I can think of that kind of operation. Um so interesting stuff again we'll see how everything shakes out. Um Representative Garing said that she's only been in the legislature for one year. um she said there's three days or four days in August or I'm sorry in January when they come in and she goes from her experience of the one year that she's done there's not a whole lot that gets done. So they're not back in again until maybe the end of March. Um and she was really all

up to speaker of the house as to who gets to call up for a vote. But they seem hopeful that they had a a large majority in the Senate that maybe promise of these things that they're talking about. We'll push that forward. We'll see what happens. >> They haven't technically they're not going to put the flag on the ground until we know >> we know one of our location our area is one of the locations. >> Yes. And and what they were talking about there is that they have I think they have options on three places and it's from what the attorney told me this was the government place that they wanted because of the location. with the road race. Uh, so that's what they had a picture of with the mockup of the development

of the poster there. I took a picture of that. I was going to send it to you guys. Look at it. It shows what the layout will look like. Most of the place has the city of passed it. >> If they get the legislation first, the next step to what they would say is they will buy the land or process the option to buy the land and then they would like to annex that property in the city of Gator to get access to fire, EMS, police. Um but um >> we need to watch carefully to make sure what they're annexing it doesn't annex the district. >> They can't they can't annex the school district without doing specific. So just annexing into the city to do that shouldn't make anything in the school district itself because

it will change that and that has been our attorney has told me that that is very do without our permission. So I think there would be something for sure to make sure that the police try anything out there but I've been approached by one person in the neighborhood there. This person came by the church one day. I was not there, but I had people in the building. They didn't make it clear if this person was going to call me or come back by or if I was supposed to check with them. I haven't yet. I I'm pretty confident they're not. So, you know, I don't know what to tell. We don't know anything yet, but So, we'll see what happens there. I know there's there's not a whole lot of telling how things will shake

out. And they said that uh you know, they were getting a lot of blowback from the folks with the local establishments. >> Representative is the one leading that charge. So the accounts pretty >> and they said that they were trying to communicate with them to say you know all these places that have had these go through not necessarily these but other establishments like that they actually see a initial dip but then your sales go up. So um they went on about that for quite a while because they said we want to make everybody know that we're not trying to take business away from everybody else. more community involvement like that. They had been meeting with I think we were talking about students doing internships this facility everything they said you know if you want to

see it go or see whatever you need to contact your representatives that's what they've been saying for years see what comes up um crisis reunification training I'm going to give you an update on this on January 5th we're going to do a teachers institute Um and during part of that um what we're going to discuss with the faculty and staff is the process of reunification. And what that means is if we are ever have a violent critical incident um or which would be like an active shooter or if we were to have anything else in one of the campuses that would cause us to need to evacuate. Um we've had training with the ROE um in in tandem with our house training. um where we are able to relocate our faculty and students to an

offsite place to be picked up by parents and that place with the RO has been has been designated as life for square. I had initially made some plans working with the administration to make that tabernacle, but then the the ROE and their crisis coordinators have said now that they want to have just one location for everybody in the county and they've already done plans for that space. So, they've moved everybody to life forceful and basically saying, you know, either you're here or we, you know, don't have anything to do with reunification process. So, we've redesigned our plans and we're going to have the where we come in and kind of talk about how that will look before we start doing any kind of exercises with the fact that we just want to kind of give

them the knowledge of hey this is what what our plan would be if something happens. I've also invited um all of our local fire departments to also ask questions of what will be should something go happen. We don't ever want to think about it, but we have to think about it to make sure that we are prepared or as prepared as we can be in any kind of situation like that. And then we will cross our fingers and we'll say prayer and everything else that we never have to experience that music. But we certainly want to maybe overprepare and help ease folks minds, you know, in the event that something should happen. It's the same thing when we do the training as you know as Alice. What happens if we've got this person here? This

is what leave after it's all said and done. So, I don't plan on ever doing any trainings related to this with the kids, but with the faculty, I feel like it's important see the space eventually. That'll be the plan for next year. go see the space, go see where we'll be doing the different activities. You know, understand what your job will be in that situation and how we work together as buildings and with other districts and emergency personnel to make that as successful. So, that's going to be a big part of our our day on January 5th. is life four square going to have I remember when we did the reunification training um seminars up at state um six years ago I don't remember going but they were saying like I think ISU and one

of the local high schools um put it on because they had had an incident and they said it was so many hours between the time they had the kids out of the high school building over to the ISU campus where their meeting place was. Um that I mean they like they kept food and water and that kind of stuff on site. Is that something that they proposed doing there that they have? >> It's something I mean that is one of the jobs that we have within the reunification team somebody who has water has things like that. So that is something that they will prepare for. Um, another reason they wanted to utilize horseware is because that that staff at that facility has already kind of been trained also in some of the work they've done

with some of the others that so they kind of know how to respond will be able to come and assist with that situation should things happen. Um, and the rest of us that are part of that reunification team for the region and there in Pay County they have the Monella Christian Church as their reunification. So the men ser like that they can live there. So we said okay we got two sites we the world all done this staff here is prepared to assist us with we just start giving jobs out. So it is a very involved process for several years. So it keeps changing a little bit here and there. So hopefully we get uh we usually meet about once a month or every other month. We just had a meeting and I got this

Mrs. B involved with that as well to expand our team. That is all I have for super. >> Okay. So moving on to new business, we need to circle back to the levy. So, we need a motion to adopt the district tax levy for 2025 payable in 2026 as presented. >> Motion made by John. Is there a second? >> Yes. Stall? >> Yes. >> Wood? >> Yes. >> Uh, this is our 10year anniversary of our health life safety survey. Um, and I received our proposal from BLD Architects. Um, and that is for $28,500. Um, they are going to come in. I think I've got them squared in to come in during spring break about two days to wait for kind of give us some focus on all the things that we need to take care

of over the next 10 years to keep our basics up and running. I just see
