We do have educational leadership solutions here with us for presentation. >> Wonderful. >> Good
evening everyone. >> Good evening. >> So good to see everyone. Thank you. My name is Gary Silka. I am one of the partners of educational leadership solutions. Just a little bit about myself. Long lifelong educator. Been in education probably over 45 years at this point. Uh try to put things in a little bit of context. You may or may not remember the name of one of your district superintendents, uh, Joe Mccrovic. Joe, I know it's a good thing or bad thing, but nonetheless, uh, I'm pretty much from his era once upon a time. Uh, been a superintendent, retired from there, uh, worked for the state superintendent association for for many years, and then some colleagues and I started our own firm. That's just a little bit about my background. I'd like to introduce my colleague
Dr. Cara Muro to give a little brief introduction of herself and then we'll take you through the slideshow. >> Hi everybody. I've been in education 40 years. I know I look much younger. My favorite role though was a middle school teacher for 18 years old middle school. I was a coach, a principal at a middle school uh director and then my last role for I think about 10 years was assistant superintendent. I just retired May 30th of this summer. Yes. And of course still really involved in the education world. And so Gary, believe it or not, was one of my first principles when I was like 26 years old. Um and was a great principal and he keeps saying I was a great teacher. So anyway, um we have always kept in touch over the
years in all of our roles. So it's a pleasure to meet you. Thank you for welcoming us tonight. So quickly I'd like to share with you a bit of our process. We've got a presentation there. I didn't make uh copies of this for everyone only because we respect paper. You know we know that so much of it doesn't end up um you know where it should. So point being that um our firm Educational Leadership Solutions has been around for only about five years. These are a couple of my partners. today to our retired superintendent and most of the people that we have as associates in our firm. We've got about uh we've got about a dozen we consider nine to be active. You take a look at some of those names. Some of our actual
associates have been recruited by the state board of education to work for them. Uh so for example, uh Dr. Kamako Patterson was one from South Cook. I'm not sure if you knew her, but she's now uh with Isme and um and a host of other names of people that also do the work that we do. In addition to strategic planning, we also do administrative searches and then we also do uh data work for school districts that are interested. But tonight, we're most interested in talking about strategic plans. And uh I know your district has a strategic plan in place. I know that it's uh a time to renew and you see this uh chart filling up uh by itself here. What you see here is basically what makes up a strategic plan. Your district has
a mission. By the way, um Madam Board President, I appreciate the fact that you read your district's mission at the start of every board meeting. I think that's an excellent practice and we as a firm are strong proponents of utilizing your your mission statement in a way to promote the work that the district does. Um but in addition, we work with you on your vision, your values or your beliefs and your district goals. We call all of that work uh phase one of the strategic plan. Now, there are many districts that we work with that once we have that stage one completed, and I'll talk a little bit more about that shortly that they end their process. We believe it should continue going with superintendent goals, building principal goals, classroom teacher goals, and student goals
so that if you see that dotted line on the left, that you have alignment throughout your district. Everyone is on the same page when all of these things are working the way that they should within a school district. And what our firm does as we work with districts is to work toward that alignment for your district. This looks very complicated. I realize the time of night. I'm not going to actually take take you through this, but it's a flowchart that actually was in the proposal that I sent to uh Dr. Milhouse Pis regarding the work that we do. But I'm going to break that down. That's basically what the phase one process looks like. It's very complicated, but in breaking it down, I'm going to just kind of share it like this. Our process is
one that we believe in identifying at the very outset a four stakeholder team. This team is comprised of board members. Notice we say three to seven. Um we prefer seven. If all of you are interested in being a part of this work, however, if for whatever reasons only some of you want to be a part of it, um that's okay as well. But we strongly encourage all of you to be a part of it only because this is the district that you're governing. Why not be a part of that process? Um administrators, you know, we give the numbers there, staff members, uh parents, students, and community members. Now, notice the students. We we say we'd like to have some students be a part of it. They actually help keep the process when I say balance.
It's great to hear voices from students regarding what they'd like to see for the future of their school district. So we like to include them and then community members. Now we work closely with um uh Dr. Milhouse Pettis to determine who would these people be and we work with you as far as how best to get those people. sometimes volunteered work. Sometimes it's good to reach out to certain people that you know are good people to be a part of this work. I will tell you that in preparing for tonight's meeting, I looked at a couple of the videos from your board meetings. You had a gentleman here not long ago um at one of your board meetings was an older gentleman who used to be a bus driver. >> That sound familiar? >> Mr.
Okay. >> Nonetheless, he was passionate about this district. He appreciated everything that you want. People who love your district and want it to be to grow to continue to grow. Those are the kind of people, staff members, parents. Um, students are going to be that way naturally. They love their schools and we love to have them be a part of the process. So we look to get together a group of 35 to 45 stakeholders total 30 to 45 stakeholders. We can do a few more if you want us to have a few more. But in having a large group of that like that we ask you to work with us trying to make sure they're a good representative group of your district. Okay? Make sure that you've got, you know, there's certain certain neighborhoods that
you want to make sure you got people from. You know the people, we know the process. Let's work together to get the ideal group of people to work with. There's a commitment from these people. They will need to be here for at least three, possibly four, three-hour meetings, okay? Typically in the evening because of the fact that we've got parents uh and staff members who are a part of the process. So that's the key the core stakeholder team that we do this work with. We also administer a community perception survey. This is to kind of give us some idea is how does your community feel about your district already at this time? Are they happy with what's going on academically? Are they happy with the extracurriculars that your district is offering? Are they happy with
the state of your facilities? Uh you know how um you know the learning environments for the kids. Those kinds of things are what uh we asked on this survey. It's just basically a satisfaction survey, but it gives us data that we share back with the uh core stakeholder team to say this is what people think about your district and these are things that we want to keep in mind and as we plan for the future of what your plan is going to look like. We have some data to work with. So, we try to give everybody opportunities to to do that. And again, we work with your district to make sure this is shared with staff members, community members, parents, etc. Um, and get that information. By the way, anybody has any questions along the
way, just go ahead and stop me. Otherwise, I'm just going to continue. >> How many days did you say again? I'm sorry. >> Say that again. >> How many days? >> Um, three to four days. Three hours each. >> Each. Okay. Thank you. >> Um, we can substitute. There are some districts that say, you know what, can we just do a Saturday and knock off a couple of those? And again, if it's uh, you know, comfortable for your district to be able to do a Saturday, we can do that as well. And sometimes that will reduce the amount of sessions that you need to have because we do five hours on a Saturday, which would take the place of six hours in two nights, for example, just because you're there and you can. So, we've
looked already at your district's mission statement, your belief statements. You've got some great things in place, but in looking at this process, what we do is we'll review what you currently have. Do people still feel comfortable? That wasn't a question. This is rhetorical, but it would be for your entire core stakeholder team. Are people still happy with your district's mission statement? Does that firmly state what the reason why your district exists? And are you still comfortable with that? Do people know that or is it only read uh and with all due respect, please not make any comments, but is it only read at the board meeting or do people really understand and appreciate your district's mission statement? And then your belief statements. Okay? Is this truly what your district believes? Because we'll review these things
to make sure that we don't want to change anything that everybody still embraces and appreciates. Yet at the same time, if people said, "Well, you know, we got these. We're not even sure what they mean and or that we're doing that." Then we take a look at and consider starting over again, okay? With different mission, beliefs, um, and and so on. Okay? So, we work with what you have. So, then what we look at doing then is reviewing and then recreating your district's strategic plan. You notice this is from another district that we work with. Uh you see their mission, their vision. Right now your district doesn't have a vision. You got a mission statement, but you don't have a vision statement. That's one of the things our firm feels very strongly about is that
you need to have a vision for what do we want Sunny Brook District to look like in three to five years? Because if you don't identify that, how do you know what you're shooting for and what you'd like to be in the future? So we're strong components of vision statements and then ultimately uh the strategic goals are things then that we focus on as a part of the plan. And so that's what we basically call our phase one strategic plan will look like that. Okay. We also by the way as part of our services if we were fortunate enough to work with you we uh we provide the graphics uh as well for the districts that we work with. In other words, we come up with a onepage um plan, if you will, as to,
you know, and cover all the things that are on that. We also look at how your district is currently performing academically, achievement wise, financially, facilities, technology, communications, and we could look at uh any other number of areas that we'd like. But in looking at a complete strategic plan for your district, we take a look at all of those areas and those areas that you deem most important so that we can have conversation with that whole core stakeholder team as to what are some of the things that we need to be striving for as far as improving in these areas in the next three to five years, which is basically what your strategic plan is. We do what's called a SWAT analysis. Not the SWAT team per se, but SWAT team's strengths, weaknesses, opportunities, and threats.
And um talk about, you know, how do we keep the good things that we've got going going and how do we shore up those weaknesses that we have? What opportunities do we have and what threats do we need to be concerned about moving forward? And we're not talking about physical threats, but if we don't address certain aspects of our school district, what might get uh become bad if we don't address things. So that's basically what the SWAT process is. We develop goals for each of those major areas that are identified and then basically um we have that whole core stakeholder team again those 30 to 45 people review the district's updated mission if it is updated mission the vision the core beliefs and the goals uh for that alignment that we showed in one of
those very very first slides. So basically then when we're done, this is another district that we work with. This is what we end up with as a part of phase one of the work that we do. Now again I don't mind sharing that this work uh all the meetings and everything involved to creating something like this. The phase one we offer the proposal in two ways. If you just wanted phase one and stop here this is 135 gets you to this point. Okay, you've got a new um refreshed mission, vision, core values, and goals in a um professionally graph uh graph drafted um >> graphic type of um presentation for your district. Okay. Um so that's basically what a strategic plan typically entails. Most importantly, as board members, all of this work, even though you
may have been a part of the process, you all have to approve that. As you know, as board members, you're the ones that are responsible for the district's mission, vision, uh core beliefs, and the uh overall goals of the district. And then once you approve this then it opens the opportunity for what we consider to be where the work really gets done and that is living a strategic plan phase two where you actually have action plans that will follow each of those overarching goals that have been set up as a part of the original strategic plan work. So with that I'd like to share that piece. Um I'd like to have uh Dr. Muro talk about delivering the strategic plan and what that piece looks like. And again, I'm I know that you're all concerned.
Well, we're more concerned about the time, I think, than than you are. Are we doing okaywise? Okay, we'll probably be done about another five to seven minutes if that's if that's okay. Um, but Dr. Muro will then talk to you about what living the strategic plan looks like. you got a plan in place uh through the efforts of that core stakeholder team and then from there >> you have this part. So Karen, I'm gonna >> turn that over to you. >> So I'm sure many of you have been involved where you've done a strategic plan and it ends at phase one and that's it, right? Like no one remembers it. I have been um part of that as a teacher. I've been part of that as an administrator and you know it kind of comes
up every once in a while. What we want is to go even further. I was lucky enough I think it was four years ago in my district to actually go into phase two and we implemented phase two. And what phase two is this is when our administrators actually our administrators set up what is actually happening with the strategic plan. So we have our mission, we have our vision, we have our goals, our commitments, our values. Now what? Well, we talk about it's all by doing, right? It's all of the actions that we need to be doing, everyone who works in our school district to get to those goals. So, we list the actions, who's responsible for those actions, what are the resources we're going to need, how are we going to measure the progress, and
I think that's a really, really important one. We measure the progress in shorter steps. So, there are some long-term monitoring, but there's also some short-term because our principles, our teachers, they want to be able to celebrate those small wins, right, that are happening all the time. They want to keep being motivated by saying, "Wow, something's changing here. There's some differences occurring." And then what do we do with that data once we have it? How do we um plan? How do we implement? How do we monitor? How do we look at how much implementation is actually happening? How much change is happening? So living the strategic plan is when all of us in our schools are then living it. It's kind of Oh, it came in a little brighter. You can see for this goal, I
love this one. We want to have talented and invested staff. Who doesn't want talented and invested staff? Um, so here is one of the goals here. One of the um action steps is to attract, develop, and retain high quality staff. So, this school district then broke it down. What are all of the action steps for this goal? You can see 51 all the way down to 57. One of the action steps here is um implement an employee recruitment plan. I'm just going right in the middle there. It's easier for me to read without my glasses. Um and then measures of success. You can see the plan is implemented. We have increased participation. And then looking at what will it take or what are the resources needed and most importantly I think is the timeline. Right?
So we even found going from February 2026 to saying February 10th 2026 somehow or another changed all of our mindsets. We had an actual like real date in there. So this is something all of us would have in our hands at our buildings and know who is responsible for each of these action steps and when living the plan the most fun part right. So then once you've got that, you've got a complete plan to move forward with. And what we would propose from a a timeline standpoint, um, is that, you know, it's October right now. Uh, hopefully potentially by next month, your board would make a decision, um, if you're, you know, going to be working with us or whomever you may be working with with your strategic plan process. Uh we would propose because
November is such a short month because of holidays and so too is December with holidays, people will not be thinking about strategic planning. They're too busy thinking about holidays and gifts and everything that needs to be done. So we would recommend beginning that core stakeholder group uh to meet in January and or February to do that phase one part where we'd have those three to four sessions that typically would happen right here in your in your facilities. I can see setting up some tables here of you know five to seven or eight people at a table and we're the ones that facilitate and lead people through that process of uh developing and revisiting your mission, your vision, your core values and your and your goals. Then once that's done uh we would assume that phase
one would be done after that February. Then we'd be looking at March and April where we'd be looking at the on-site goal, what we call goal leaders meetings where you take those goals and you break them down into those specific pieces that Karen spoke about because you know again there are many districts that once they have the plan, they said we'll take it from there on our own. But what we have found is that when you work with um a group, we help keep people on task to make sure that this work gets done and to make sure that everyone knows what specific responsibilities everyone has toward uh the working of the plan itself. So, uh, we see that happening in March and April, uh, in May, finishing that up so that by June, we
can report back to the board of education exactly what we're looking forward to for that final for that next school year. In July one, which begins the new school year, you've got a new plan in place. You've got, you know, potentially a refreshed mission, vision, uh, core beliefs, and and broad-based goals for people to take a look at. And then you also have those specific goals as to what exactly is going to happen next year. So we see this as a complete comprehensive process for uh for the district. And um all of those things said, just a couple other little quick business pieces. Um you know, we're committed to excellence. We will do whatever we need to do to continue to work with you until you are completely satisfied with all the work that we
have done. Um, these are the districts that we have worked with. As I mentioned at the outset, our firm has only been around for, you know, barely five years. Most of those districts that you see up there, we've worked within the last two to three years. Okay? So, those are a number of the clients that we have at South Cook. The only client that we've had at this point, we'd love to add another one. Uh, but it's Lancing District 158, uh, which is right next door to you, I believe. and uh we did theirs. They stopped with phase one, okay? And so we'll take it on ourselves, you know, from there. But um number of these other districts have done phase one, phase two, and um as you can see, they're pretty much all over
the suburban areas. We've done a lot in Northbrook in particular only because for whatever reason uh word spread more there that they like the work that we did and kept getting calls to continue to work with districts. >> So that's what we have for you. Thank you for your patience uh with us and I was going to say open up the questions. We'll say I'm making sure that I notes right. You said that phase one is 135 13,500 >> correct? Yeah, phase one and two combined is 195. >> Okay. Thank you. Sure. Thank you again. >> Thank you. >> We have no uh we are at the tenative tax levy. Mr. David Strader, chief school business. [Music] Hello. Good evening. >> Good evening. >> Uh just a couple of notes here to to go over
with you. I'm just joking. Uh these are just uh couple items here. Uh number one uh as uh Sam Rose mentioned. Um we have the tenative tax levy. Um this is associated with the budget meeting that we had last month. Uh and then we talked about the revenue and where it comes from and um I think we said about 40% of it comes from property tax. And so the levy then is asking for that portion of the property tax uh for our revenues. Um, but this is just a tenative levy very similar to what we had about a year ago. You're limited by um 5% or uh the CPI. Last year the CPI was 2.9%. So really not much changed from last year. Uh so this is to get this in your hands and then
at next month's school board meeting uh we will formally adopt the final tax levy. So that is that. Um one other thing couple other things you have on your desk. one is the financial audit is all completed. Um this was also discussed at the school board meeting and that this is one of those checks and balances to make sure that we are um doing things properly and in the correct manner. So last year our auditors are Baker Tilly. So last year you had a reporting and insights uh and then you also had another um bound copy of the financial statements and guess what it looks the same. uh with the new year and new numbers. Um but the audit was a great audit. Everything went very smoothly and things were just as they were presented
to you um you know throughout the year. Uh at the end of at the conclusion of last school year, there were no audit findings is basically what I'm trying to say. So we're looking good. Um this is good reading and if you should have any questions I'd be happy to answer them at any time if you should have any questions about them. And then finally, uh, for this evening, uh, there's just two motions on here I just want to touch on quickly. Um, one of them is the authorizing the permanent transfer of bonds. Um, we we floated bonds back in July. We transferred half of those um, last summer. And then uh, so we're now transferring the balance of that those bonds to pay for the capital improvement projects that have been going on this
summer and upcoming. So that's that one. We had to discuss that at the budget meeting. And then also this one's uh the designated interest earnings. Um that's new. It's just uh we earn um from our fund balances, you earn interest earnings. And so what this resolution does is it allows us to use those interest earnings to if you have some unexpected expenses and say a fund. This allows um the treasur's office to allocate interest earnings to a fund. um should let's say we had a claim or a life safety project that uh was unexpected, they are allowed to allocate the interest earnings to a fund and not leave it in a certain fund. Um so it's pretty common and very common actually and so this is just uh for the interest earnings. Um and that
takes care of it. If you have any questions, be happy to answer those. Um just let me know. Thank you. >> Thank you. Oh yeah. Next up, >> no. Okay. I was just making sure we didn't have any anything to present. We're at item K board reports. >> Anything from anybody? >> No. >> I recommend this book from that all board members purchase this book. I got it at the last conference and it's a good reference book for a lot of the stuff that's going on the questions that may ask you want to purchase you borrow my thank you Mrs. >> You're welcome. >> We're in item L administrative reports Dr. Eric Milhouse superintendent. >> Okay. Thank you Dr. Lori Orange. >> I'm sorry. I'm just messing with you. Okay. Thank you, Mr. Damon Strader.
Achieve all you. Okay. >> Nothing further. >> Okay. I thought she wants to go over it again. Miss Julianne Green, Dr. I'm sorry, Dr. Look at that. Director of special services. >> Nothing to report this evening. >> Thank you, Dr. Mike McDow, technology director. >> You got something? There's no >> good evening everybody. >> Good evening. Um, I did want to give just a very quick update from one of our goals that we set at the beginning of the year about moving the district as cashless as possible. Um, and I do want to give just a quick update on that because we have found great success since the beginning of the year. Uh, we're getting extremely positive feedback from our parents about how easy it is to make payments, field trips, uh, fees, everything. Um,
all through, you know, it's all made possible through Parents Square. Um, but also one of our big wins is starting with the girls basketball season. Uh, we did uh the ability to start getting credit cards at the door and for concessions, which again we're getting great feedback. Um, a lot of people are taking advantage of it. Um, which is fantastic. Um, and actually with that said, uh, next week we'll be releasing our season tickets for the boys basketball season. Um, so we trialled it with the girls. It worked pretty well. Um, so we're going to roll it out with the boys. We know that ticket sales are going to go even better because of uh rolling off of a great season last year. I'm going to um but uh so that is coming. So we
are continuing to develop it. But again uh main reason for doing this one just ease but also security you know cash floating around and stuff like that. We want to minimize that uh make things as safe and secure for everybody as possible. Um, like I said, we've been off to a fantastic start. Hopefully, it continues the rest of the year this way. Just wanted to give you an update on where we were. >> Thank you. Thank you. Appreciate it. This is Chantel, principal Harrison Middle School. I now grace. All right. Good day, good people. Good night. Yeah, last week eighth grade students went on their annual class trip to Springfield. Um, they had a fantastic time. I got a lot of good reviews um from our students and our teachers this this go round. Um,
our seventh and eighth I just wanted to start with field trips. That's always fun. our seventh and eighth grade classes, our financial literacy classes went to the Federal Reserve last week and that's the first time that our our our students have, you know, gone out to the Federal Reserve and so Mr. C is doing a great job. Mr. Charotta is his name. Kids call him Mr. C. He's doing a great job incorporating the financial literacy into the curriculum. So, I'm grateful for that. Fifth brain hosted the mayors of Lynwood, Jada Curry and Lancing Brian Brian Hardy in support of their social studies curriculums on local municipalities and their functions. The students got an opportunity to ask civics questions and both mayors became honorary house members. uh the purple house of creativity for I don't believe
any of you guys are in um the purple house of creat creativity but we're having our well the nuda is having their fall fall family event tomorrow in the commons from 5:30 to 7:00 so we'll be here if you guys want to come out and hang out with us our new national dolls dance team will be performing for the first time at the girls basketball game this Wednesday versus Harvey Brooks so if you guys want to come and check them I'm really excited about him. There's about 30 girls and they're excited. So, go Nationals. Uh, this Friday, October 24th, is the last day of the fourth quarter. Um, final first quarter cards will be ready for families to view on Thursday, October 30th. Parent teacher conferences will be held on Monday, November 10th. We will
host in-person conferences at Heritage um from 12 to 2. We're doing virtual conferences from 2 to 4 and then we'll end our conferences um from 5 to 7 with inperson. Our virtual conferences will be scheduled and our in-person conferences will be walk-ins. Our student council is having its first dance this upcoming Friday. So that's one. And this will be the first time first dance obviously where we're also going cashless. So we are looking for some good good balance numbers in that as well. Uh HMS book fair will begin October 29th and it runs until November 7th. I'm sure the kids will be asking for money, but that's another thing that that'll be uh cashless. So so parents, you know, don't have to send their money their kids with so much cash to school. More information
will be sent to parents where uh sent to parents on parents wear about the book fair. Uh Heritage will be hosting our annual family literacy night on Thursday, November 6th. And I believe that is our run in up until I see you guys again at the next board meeting. Does anybody have any questions? >> Okay, I got to end with the seven license. Live to give. I believe that when you put a smile out there, you get a smile back. Have a super fantastic day. That's so true. >> Mr. Joseph, press. >> All right. Good evening everyone. >> Good evening. >> Uh just very quickly, if you have nothing to do, if you just want to come to Nathan Hale, we want to open that up for you. This Thursday, we are having our very
first steam night for kindergarten, first and second grade students. I can't say that if you don't come, we're not going to put you to work because we have plenty of things to do. So again, this is our first steam night part one. Uh we hope to do third and fourth grade as we get into the spring season. So it should be a lot of fun. Also, if you just feel like you need to put on pink because we know October itself is cancer awareness month. Our annual pink out day will be on Tuesday, October 28th. Uh so please come on over to Nathan Hill dawning your pink. It can be pink anything. But we also know that the big picture of this is to show our kids that they can be positive, that we can
acknowledge our cancer survivors and let them know that we're right and wrong with them in this fight. And so we hope that it should be a pretty special day for us. That's it. Thank you. Thank you. Uh the policy committee has the first reading as for your information. Um no action is needed on that. So we're at item M M recommend motions. The first item recommend motion to approve the FMLA request for Miss Amy Pel uh teacher Heritage Middle School effective November 13th 2025 return date tenatively December 5th 2025 as presented.
