So, I have a few items to mention the 1st is just regarding previous remarks that I've made regarding our evolving educational landscape, which continues to shift. I know that many community members have been following ongoing announcements about the Department of education and new accountability measures focused on sex and race discrimination in our schools. And so, as we navigate our, our context, I want to assure the community that we are paying

003attention that we are having conversations with other district leaders and fellow educators as we continue to figure out what the, what the announcements and what the changes mean for us. Again, we have not heard. Outside of federal legislation or. Orders, we have not heard any additional measures from the state. Our district has policies that really speak to our stance on discrimination and I want to continue to encourage our staff and students and families to utilize and to consult our policies and procedures outlined. And if there are questions or concerns regarding our support of students and staff, definitely reach out to us and also reach out to your building leaders. We're always open to civil discourse and engaging multiple perspectives that exist across our district, and we will always do our best to treat our students

004and staff with the dignity and respect they deserve. We definitely do not want anyone to experience discrimination and with the support of our board, we will navigate continue to navigate just while being clear in our approach and always ensuring that the emotional physical well being of our students is at the heart of our decisions. So, I just wanted to share that there every time something new is announced, we receive some questions and so I just want everyone to know we are paying attention. We are having discussions and we're going to continue to figure things out as we gain more clarity for ourselves. A couple of updates regarding hiring at our March 18th board of education meeting will announce the name of the new principal of Dearfield High School. I would like to thank everyone who

005volunteered to take part in this extensive process. I read every line of feedback submitted and appreciate the thoughtfulness of all of the participants in the process process. Also, our chief operations officer process is still underway, but I also plan to bring that recommendation to the board on March 18th. We have two new cabinet vacancies that were recently announced to our staff and tonight to our entire school community. We will be hiring a new assistant superintendent of curriculum instruction assessment and assistant superintendent of student services for the 2025 2026 school year. I would like to thank Dr. Delacqua for her service to the district and I would also like to thank Dr. Rowe for her 10 year tenure in our district. Both openings will be posted tomorrow and information will be shared with students, staff, parents

006and caregivers regarding our processes for both positions, along with ways that stakeholders can be involved as stakeholders will read in my communication to them. Right now is an important time of change and opportunity within our district. In addition to hiring new leadership, we are also engaged in district wise strategic planning, which will allow us to form a leadership team that is able to launch with a shared vision for learning and engaging in district 113 and to keep that at the forefront of our efforts of our efforts. While new leadership can bring many questions and uncertainties, please know that I remain committed to identifying leaders who can support our commitments to each other, our students and the future of district 113. We had our first in person full group strategic planning meeting on Wednesday, February 26th.

007During the meeting, the group of stakeholders heard data presentations from cabinet focused on three areas, finance, facilities, technology and communication. Student learning and culture and climate following each presentation and a brief question and answer period. The group spent the afternoon working on what's known as a SWOT analysis. This is where the group identifies strengths, weaknesses, opportunities and threats in our district. And by threats, it's just speaking to external threats outside of the scope of the district, things that are outside of our control that impact how we engage. Tables engaged in very insightful discussions. All of the information was gathered by our facilitators from catalyst for educational change, and they have summarized all of it. So, CEC is taking all the information provided by our team to analyze it and create a draft SWOT analysis. The

008draft will be electronically sent to all community stakeholders to react to via a feedback survey. I believe the plan is for that to go out tomorrow. The questions really focus on, hopefully, did we get it right? And so even though we have a strategic planning team, every time we meet the community, the larger school community will have an opportunity to respond and react to the work that we're developing and creating. And this is another way to solicit additional perspectives and voices into the process. Feedback will also be gathered at the following in-person feedback sessions. There are two days of feedback sessions that will take place next week. On Monday, March 10th at Highland Park High School, we'll have feedback sessions from 5 to 6 p.m. and another one from 630 to 730. Community members are

009already signing up for these sessions. On Tuesday, March 11th, we have feedback sessions happening at Deerfield High School from 5 to 6 and 630 to 730 as well. Both sessions are at each school's library. That information was pushed out, but I also just want to name that if you're not following or you're not tracking on the communication, we also have launched on the screen a strategic planning website. For community members to follow along in our work, the website has information about each of our sessions as well as some of the presentations that are shown and that are developed for our presentations. And so community members will be able to follow our entire process on our website as well. And the in-person feedback sessions are also listed on the site. Thank you. I do want to

010thank Rick and Jaime as our board liaisons to strategic planning. So thank you both. Jaime's in the air for the time that you all are taking out of your personal lives to be able to focus on this project. And the board also wants to make it clear that in this ever changing and challenging landscape of education that we support you and your team and we trust obviously in your leadership. Thank you. So my robotics team, 10-415 Warbots, competed in the first robotics state competition this weekend. And after two days and many rounds of competition, we won the state championship. And so we're moving on to Worlds in Houston in April. And

011we actually achieved one of the highest scores in the world. And then also the DHS computer science team invited DHS alum and CEO and co-founder of CodeHS, Jeremy Keishan, to speak to any students currently enrolled in a computer science class. And they were able to learn about his experience in computer science and ask any questions. And he gave a book to anyone who said they were going to major in computer science. And then also DHS had a successful four-night run of 9 to 5 the musical, February 19 through 22nd. My son was on the last team that made it to Worlds, except it was COVID. So they never got there. So and that was in Detroit. So at least you'll have Houston. So that's fantastic. Mr. Walker. No, no, things wrong with Detroit. Nothing's wrong.

012It's just funny that Worlds are always like in unique places. Let's put it that way. The Highland Park Chess team won the state championship this year. So congratulations to them. Last month, we had our Black History Month celebrations. We had different speakers at lunch. We had like an experience where they introduced us to different types of music at lunch. We had a specially made menu through Quest Foods that was put together with our Black Student Union. So I thought that was great. And then our dance show, Luminosity, is starting March 13th through the 15th. And our tickets are on sale now. That's it. Thank you both very much. Next is we'll proceed to public comments. And number one, is that you, Mrs. Shapiro? Well, I'm very grateful to be able to be in this chamber this evening in the midst of intelligence, but you guys have a really big job to do. Our country is being turned into a theater. All the world

015is a stage. And if so, we are on the unbalanced boards of theater term, rapidly asymptoting into stage four. Oh my. The diagnosis, so I've read, is freckles. Freckles. Freckles are banned in Defense Department schools. Okay, we can all scratch our heads on that. The enemy is carefully disguised as a seven year old female who came to stop eating her freckles and she loves them instead as she realizes and appreciates that everyone is different in some manner. This child is obviously a neurological and maybe even a dermatological mutant. Meanwhile, funds that have been scavenged from CDC, NIH, and the Miss America Pageant have been used to set up a massive lab in the Confiscated Kennedy Center, New York City, for the purpose of creating a CRISPR like process for the brain. Which all citizens will

016undergo. We know this. I thought you should too. Okay, the book is Freckle Face Strawberry, a children's book by Julianna Moore. Yes, that Julianna Moore, the famous actress. And let's all get our copies while we can. Thank you. Thank you. Now we will move on to discussion items. First, we'll discuss the 2025-2026 FTE recommendations for all staff licensed and unlicensed. Dr. Holland. So tonight we're making our staffing recommendations to the board. We'll ask the board to vote on staffing at our March 18th board meeting. Because of a statutory regulation where we have a deadline for determining and communicating a reduction of force by April 15th. So the timeline for this presentation is aligned with other decisions that have to be made. Staffing is always an important recommendation to the board. The FTE is the line

017with instructional program, and it is also aligned with fiduciary responsibilities of the board recognizing how we spend money and that 80% of our budget is on staffing. Staffing is never easy for any school district. I've never seen a school district that has an easy time with these discussions or these decisions. This has been a process that has included many leaders at the department building and district level. The process begins with course selections in our schools for next year. We take the course selections and we use a divisor to determine the number of sections for this year with a CBA in place. We prioritized aligning the divisors with what is actually stated in our collective bargaining agreement. We also took time to review historical data shifts that have more recently occurred in courses and used insights

018from our buildings regarding the courses that are likely to experience an increase due to students moving into our district between now and the start of the school year. It is also important to note that sectioning is never fully complete without actually running the master schedule and our district though that is not done until May. So, I'm just thinking we have this March and the master schedule is run in May. Once this is done, we have a greater sense of the conflicts that exist in student schedule and what the numbers will actually be more what the numbers will most likely be like. As you may imagine, it is challenging to have so much of a time gap between approving staffing now and also having that final number in May with this year being our first year

019fully aligning our efforts to the collective bargaining agreement at this point in time. And not as a follow up conversation, we will continue to learn from this process. There are always learning insights when doing something fully for the first time. This year, staffing discussions actually started months before the process began to discuss expectations and priorities. Alignment with the CBA was a priority. An additional priority was aligning the timeline in special education and that staffing process with the overall process. So, we made sure to have discussions together rather than in separate ways. We also, I also want to just point out that there is an ongoing understanding typically that there will be unknowns as different students are evaluated for services and supports also between now and the start of the school year. Both schools discuss similarities

020and differences in their staffing processes this year, and we work to align our timelines for the first time. We also identify some additional steps that can be taken next year to continue to align our efforts, but this year marks first steps towards alignment across both schools. We will have to continue to make hard decisions regarding our instructional and support priorities as a district. Everything could no longer be a priority, so within the next 2 to 3 years, we will continue to take hard looks at all of our staffing and FTE to align our priorities and structures with our vision for learning. We will also need to continue to identify systems and structures that allow us to further the growth of our students without always defaulting to additions and staffing. Staff should be added when and

021where needed. But without priorities and clarity regarding our direction, that will always be a solution. All this to say, it's important that we're even engaging in our strategic planning process and becoming clear on our priorities right now, because that should have a trickle of threat effect across all of our decision making in the district. The board approves FTE this recommendation that we're bringing is the minimum staffing recommendation. After April 15th, we will add staff from. We can excuse me now, we will, we can add staff beginning April 16th into the school year, but I want to just point out this recommendation is the lowest or the minimum that it can be all changes will have to be additions rather than subtractions because of our requirements and our deadlines that I previously mentioned. It's also important

022to note that we do not have a statutory regulation for non licensed staff, bringing them both together at this time at the same time gives us the best opportunity to to determine our budgets for the next school year. So, I'll now turn it over. I don't know if Tom, if you would like to say anything regarding the staffing documents. Yes, thank you. The document that's on the screen is a high level overview of all staffing, both licensed and non licensed staff for the district for next school year. 2526. I realize it might be a little bit difficult to read up on the screen there, but the first kind of run zoom in a little bit because are you sure kind of work down? Yeah. Thank you. Thank you. I was going to start with the

0231st, kind of grouping for licensed building staff up at the top of the document and then work from left to right the far left column being the FTE that was approved by the board a year ago in March of 2024 for the current school year and then adjustments that happened mid year and then final numbers for this year all the way over through the far right. Well, I'm sorry at the recommendation there is our recommendation for next year and then the variance is the number that describes are the year over year change from our current staffing numbers. So, as you can see, Deerfield high school is 1st for licensed staff and the recommendation for next year is 169.025 FTE. And that is an increase of 0.725 over this year next is Highland Park high school

024and the recommendation next year is for 185.05 FTE, and that is a reduction of 4.05 FTE. And then the 3rd line in that grouping is for the transportation and administration building. That is an addition of 1 FTE. That is for. Dr. Katherine Anderson, who is replacing me in this building. I am not licensed. She is. So if you that's the addition of 1 there, and that's also the subtraction of 1 in the next section down administrator non licensed. So, I'm sorry before you scroll down further on just the total there 2.325 is the reduction in licensed staff. And then we move on to the non licensed staff. All of these next kind of subheadings describe our various groups of non licensed staff by the way that they're organized internally in their own. Salary groups or

025meet and confer groups. So, and they're taken alphabetically. So, for administrative assistance, you see a reduction of 1 overall for the year that was due to some consolidation of duties at Deerfield high school. And then the next several groups, there's no change year to year. That's building grounds, maintenance, daycare and transportation staff. And then non bargaining is a generic term we use for other support staff personnel who are not affiliated with any of our formal labor groups. And it's actually a relatively big group of people. You can see the changes years here. I want to point out specifically in the FY 25 adjustment column here. So, for Deerfield, you see the minus or the negative 5. Those are intensive special education paraprofessionals who left due to attrition resignations mid year and we have, we did

026not replace them mid year. We realigned our staffing for that job title based on our student needs over the course of this year. Same for that Highland Park high school negative 0.5. That was also a reduction of an intensive special education paraprofessional and then moving to the right. The reason that for Deerfield high school, the non bargaining group, you see 0 is because there was actually another special education paraprofessional who also left right at the end of the year. We're not replacing that position next year because based on student needs, we don't have a need for that another person in that role, but we also added a support staff employee in the Deerfield high school student wellness center, which is why that comes out to 0 Highland Park high school. There was yet another intensive

027special education paraprofessional who left us very recently and we will not be replacing. So, the overall number for the non bargaining is minus 1, but that doesn't account for the 5 and a half that left mid year and we're not replaced because we're basing the. We're basing the variance just on our current staffing level and then if you go down beneath the solid black line, 3 additional sections, but these are basically condensed versions. Of the sections that are above, so this is not new information. We've condensed all licensed staff that negative 2.325 is the same number that was listed above for license staff for the non licensed staff. That is all of the other sections above totaled out to minus 3 and then the overall, the very bottom section is a combination of all licensed

028and nice non licensed staff in the district at minus 5.33. Year over year happy to take any questions, but that is a big picture over to you. So, the total variance is about minus 10. 10 point something right closer to 1111. I just want to make sure I understand any questions on this document on this document per se, but maybe some of the stuff that. Correct feeds into this. Yeah, so if I understand 1 of the foundational things that. That this is built on his course request, right? You know, that's sort of where it starts. And it looks like there was a few areas where there's some pretty wild swings between. This current year and what we're projecting for next year. In particular, dear field, so I had a couple questions on some of those

029areas. Like, for example, you know, in, like, do we want Ron to pull up the staffing recommendation license just so everyone can see the same. I don't know if we need to, I mean, it's sort of a general question. So, like, in, you know, we're down in a course request by 850 plus. Right and it's special education where we have an increase in course requests of 750 plus. So I'm just curious sort of what's going on there. The, the biggest thing for was ensuring that we're following the contract for core sizes. So a lot of it is rectifying the court, the class sizes that we had this year. So that is that is a rationale for a difference in last year versus this year and making sure that we have appropriate class sizes for the

030classes. So I see that, but, you know, but this is just, I'm talking about course requests, right? So we have 850 less kids requesting PE next year. And in course requests for, you know, for special education, for example, it's, you know, 760 additional course requests. I'll have to review that later. That's not the numbers that I have. Okay. It has a very small number. Okay, I have, yeah, I have around 2200 for both years. So I can review those, right? So, I don't know. Maybe this is an earlier version. I printed this today. Right, because I guess I look at the one that's out here now, but the one I'm looking at shows course request fiscal year, 25, 2700 change and for 26, you know. 1617 or something like that, so we'll rectify that. That's

031yeah, that's not accurate. Tom, do you have the same information? I have the same information that's on that. Greg, so yes, so if you can then for DHS and Highland Park, then. Because the one in Highland Park, then would be math. I believe it's a large number. So, okay, that was 323. Unless we're misunderstanding course requests, we're assuming a course request is tied to a student. Requesting the course versus understanding how you have to right size the classes to meet the CBA and CBA is a collective bargaining agreement between the district and the licensed staff. Folks that are not familiar with that, what other questions do we so that's your takeaway action item from for Dr. Holland and her team. What other questions do we have? It's not a question, just a quick typo on

032the Highland Park license staff sheet at the very bottom says dear to total instead of. Okay, on the sheet. Yep, thank you for catching that. I think the important thing for people to remember in this, that this is essentially our baseline and I think that, you know, as Dr. Holland had said. And I know what happens come every spring people start saying, why are you adding? Why are you within the community? And the reality is that we are literally doing. Our bare minimum baseline of what we need to open our doors with these numbers taking in nothing about our individual differences of students. What our students need to be seen to be heard to be cared for all of those things. This is essentially what we need to keep our doors open and so when

033people tend to hear that we're adding staffing, they need to realize that many of that is because we're now looking at who our students are. Versus just a number when we start adding people, if I understand how we've done it in the past, if it's different this year would let me know. So we did have those conversations during, which is partially why it was essential to align conversations with special education during this time. I recognize that there will always be unknowns and things. Does this take in our 8th graders that are coming in? Okay, that was my question because years past, we didn't that. Okay, if I said if I heard you correctly, which this was not what I've heard in the past, which could be that me not understanding is the fact that you

034also looked at some historical trending recent historical trending in regards to what's the new students that come in? What they typically need sign up for where students typically moved out of and into different classes so that you're planning for that as much as, you know, right now, but there has been a lens. Absolutely. And there were students there will be students over the summer who have new evaluations that are completed that we have to think about the space and the room and our courses to make sure that we can accommodate them. And additionally, when when staff when there are requests for additional staff members, it's usually because of some unknown or something we could not predict, but we did do a thorough job of looking at trends, historical data, but also, I think in many

035districts, especially if you like. Many people talk about junior year, we know if someone comes into our district and their junior, some of the courses they will definitely need and that's just using a common example. And so we have to think about trends in terms of course shifts. Additionally, even though we work with a demographer and have information, I've seen significant increases. In our schools over the summer that we're not necessarily predicted in the demographers report. So we're looking at a range of information to make informed decisions just so we can bring a recommendation to the board that's as close to what we will predict and what we know at this moment in time. Yeah, and just for clarification about the, I think that I found what the what the complication was for those numbers.

036So last year's numbers were 2768 for P and they're currently are the course request for next year 2681 and that's because how we capture course requests on our sheets are year long versus semester. And so I think what was actually put in was the semester numbers or the year long numbers. You'd have to take the year long numbers and multiply them by two because there's two semesters. So I think there was just an error of putting that in, but it's very close 2768 to 2681. Can I just also piggyback off of what Dr. Holland just said in terms of special education and evaluations? I think a lot of times the other issue that may come up that we're not that we may not have prepared for or understand is we do staffing based on numbers

037up until February, right? We go through the articulation process like Jodi was just talking about. We go through that process with our middle schools, but a lot of times some of our students might also qualify for special education services after February. So we can have, and I think last year we talked about this, right? We had like 20 additional students at Deerfield that had qualified from February till May, and so I asked for additional staff potentially if that was needed, and we didn't need that after all, but it just gave us that cushion case that we needed to support those students. So it's not just over the summer, but it's actually from the time articulations in, which is the end of January through the end of the school year. So a lot can happen with

038those eighth graders that actually get identified after that. So the end of January, really, till we open our doors for the next full year. That's right. You had mentioned that we run the master schedule in May. Is that, when do you want to be able to, moving forward, when would you like to run the master schedule? Is it always May or? I would prefer for it to be earlier, yet I am mindful of the processes and structures. So one of the things that was helpful for me to experience this year were joint conversations between both schools to look into backwards map the calendars. I mean, all the way to articulation conversations with our sender feeder districts when those meetings occur. So it wasn't something that we could just shift like that because we were in

039real time. I will work with, I plan to work with our building principles and assistant principles to see what's possible to continue to review and see what's possible in terms of moving it up. March is a tough time to run a master schedule. My main thing, I think all staff deserve to know what they're teaching before they leave. And I also think we should have a good sense of the conflicts, preferably before the end of the school year. But this is something we're going to have to massage and work through because it requires a lot of changes into the current structure of how things are done in this district. And so that that deadline or that month, or that time period is something I'm exploring, but I do just have concerns about how late that

040is. But I'm also being mindful of how things work here. What other questions do does the board have? Is there any other information that your team wanted to share? So, no, but I will definitely make sure that these numbers are are looked at, that the errors are adjusted and that you receive and the public receives accurate information.
