001No, it's fine. Suck it up buttercups, right? I still use it. We're all good, right? I am reconvening into open session Township High School District 113 Committee of the Tuesday, March 5th, 2024 at 704, a roll call, please. Dr. Elliott Schermer here, Mr. Heidemann here, Mr. Nieder here, Mr. Shapira. Yes, please. Ms. Harris here, Mr. Rocker here, Ms. Newman here, I would like everyone else who is present to identify themselves. I mean, I think Executive Secretary Tom Krieger, Chief Human Resources Officer, Michael Ock, Assistant Superintendent Curriculum and Instructional Assessment, Kieran Warner, Chief Communications Officer, Tiffany Rowe, Assistant Superintendent Student Services, Brian Armour, Chief Operations Officer, Debbie Fane, Principal Highland Park High School, Catherine Anderson, Principal at Jarrett Field High School, Ron Casbaum, Chief Information Officer, Rosalind Superintendent. Is there a motion to approve the agenda

002as listed? So moved. Is there a second? Second. All those in favor? Aye. Yes, please. Opposed? Okay, Board Reports. My report is first. A couple of housekeeping items. I do want to remind the Board that the DHS Arts Alive, which is the continuation of Focus on the Arts from Highland Park, over its DHS, is the week of April 15th through the 20th, and I wanted to make sure you all had the Art Expo Open House, which is on the Saturday from 11th으로 until 2 on your calendars, to stop by and check it out. Also, I did want to remind all parents to please complete the Five Essentials survey, which is found on the district's website under district news, and that is due by March 29th. So if you please make sure you fill out that

003survey. The board members seek vacancy. We have received all of our applications. We will be holding interviews, excuse me, on the 11th and the 12th, and so we are on track to be able to seat our new board member on the 19th. And also, I know Romina sent out an email to the board. We are looking to do a self-evaluation retreat with ISBE in the summer because we know how to have fun. And so we have sent out some dates for everyone to please let us know your availability, and obviously we'll want to loop in our new board member as well so that we can spend that time with Dr. Holland to the summer. And then quickly from a president's report perspective, I wanted to share what we're going to be starting at the March

00419th meeting, which is excellence and effort. We love either committees of the whole when our student liaisons are here and they are sharing what's happening in our schools and their perspectives on our various discussion topics. We want to extend those school updates to our regular action meetings. So during my president's report, I've asked Principal Finn and Principal Anderson to share one to two examples of excellence and effort. The examples should be focused on things like potentially a staff member extending the learning in innovative ways, new clubs where we're engaging more students, potentially a partnership with community members out there that are putting students first and potentially attempting again to address our chronic absenteeism. We love to hear about athletes and arts and academic achievements, but we also know that those are oftentimes highlighted through our

005student liaisons, through our principal newsletters, through our boosters, through social media. So these stories are just as valuable and have just as much impact on our students, whether it's a connection with one student, a class, or a group, just but not as much fanfare. So we'd like to give it a little bit of fanfare. So we look forward to hearing from the two of you on March 19th. And again, it's only at our regular action meetings because we have the opportunity to have our students here at our Committee of the Wholes. And that is it for the president's report. Finn, Facilities has a report. Yes, the Facilities Committee met on February 27th where we presented information about the bid openings and that we're going to be talking about tonight for the summer construction. And the

006good news is that we're in the last prizes. Board, excuse me, administration information reports, superintendent report. Thank you, Ms. Newman. One thing I want to report to the board is that the transition is well underway. Dr. Holland is going to be spending time in District 113 and not just getting to know people, but also in substantive and meaningful ways. And I'm very looking forward to working with her. I've talked to her a couple of times and I'm very, very excited about her becoming superintendent of District 113. It will be very, very good. So I want to welcome Dr. Holland. She's here tonight. It didn't have to be, but this is, I think, evidence of her commitment to the district and engagement even before she starts July 1. Next week we have a special meeting. I

007know the board had a special meeting lined up anyway to interview candidates to fill the board vacancy, but we're also bringing a staffing recommendation next week. I appreciate the board delaying that. That was supposed to come tonight. We needed to delay it for a week for a variety of reasons. So I appreciate the board allowing us to bring that staffing recommendation on the 12th. Then on the 19th, we'll be asking the board to take action on the staffing recommendation because we have statutory deadline that we have to meet. And so this will be a very busy few weeks for us in administration. And certainly appreciate the board willing to hear the staffing recommendation on the 12th as we get ready to have a vote on the recommendation on March 19th. Foyas, I believe, are next.

008Yeah, those are the Foyas received and processed since the last meeting. Great. All right. The student liaison reports. Ms. Harris, Mr. Walker, who would like to go first? Great. This is a little late. So a few weeks ago we ended our charity drive, our yearly charity drive event. We raised money for the Cancer Wellness Center. We did a bunch of events. We had, you know, we had students like make stickers and art and other students. We had, you know, sell baked goods and we had restaurants come in and all that money would go towards the Cancer Wellness Center. And we did that for about, I think, the whole month. And we were able to raise some money for them. We had three members of the HPHS Swim and Dive team qualify for state finals as

009well. And we also had our mid-year activity fair where students get another chance to see all of the clubs and teams that we offer at Howland Park. Hi. So this has also been a big two weeks for a lot of clubs at DHS. So two weeks ago, our debate team went down to Harper College for ICDA state. And then this past weekend, we also had the boys swimming and diving team compete at states. And then our robotics team also recently, they're heading to their second state championship in the last three years, which is really awesome. And they won the Connect Award at the regional championship. And then also this past weekend, we had DACA first state and we had a lot of team members do well there as well. So good job. Great. Thank you.

010There's one thing I forgot. This is also the season when we are asking students, staff and parents to fill out the five essentials survey. This is something that's reported on the school report card if we get it for parents during participation at a level. So I'm making an appeal to parents who are either watching the board meeting or will those diligent readers of board briefs to fill out the five essentials survey because it is really important to us in schools and also for, you know, they set aside time for students, but we also want to hear from teachers. This is the way to get feedback on what people think about how we're doing. So I would really encourage people to complete the five essential survey. Are there any questions from our board for our two

011student liaisons and any of their working that's happening in the school? It's okay. Just thanking them. Yeah. I always have questions. I was curious about the mid-year activities. Is that kind of well attended by students? When does that occur in the day? And that was curious to me because I think especially freshmen when they're just trying to figure out what they're doing in the fall that I think this might be a great way to engage more students. Yeah. So in the beginning of the year, we have like the beginning of the year one where it's like outside and, you know, the clubs will have like stands up where they'll have like students from clubs to kind of represent them. And it's kind of like the same thing. It's just not outside because it's a bit

012cooler outside and it's during the lunch period. So, you know, while you're going up to the lunch line to get your lunch, you'll see all the clubs that we have to offer and, you know, they'll be there, have representatives there for the club to show support. And I think it's probably great too because we know clubs start throughout the year. So that's probably a great way to motivate folks to be aware of all the clubs. Fantastic. Okay. I'm jumping on to Ann's that as well then. I know we had a number of new clubs and stuff. Is that a great, are they presenting there as well? Yeah. Fantastic. Great. Okay. Okay. Discussion items, the 2526 school calendar. And I want us to be clear because we actually have two different school calendars on our agenda.

013Public comments. See, we have no one for public comments. I forgot we had public comments. I have to save my lines. Okay. Moving. Okay. Let me give my spiel. Public comments. We welcome our comment. Your comments and questions and give them serious consideration pursuant to board of education policy 2-230. Please identify yourself. And if applicable, state the agenda item to which your comment is directed. Please limit the length of all comments to no more than three minutes. When possible, we will try to incorporate your questions into the relevant agenda item discussion. However, any questions may be sent via email to be answered subsequent to the meeting. As a reminder, public participation is not intended to be a back and forth discussion between the public and the board. And this public comment period will be for

014a maximum of 30 minutes. Do we have anyone for public comment? Okay. Just filling a void here. Piero, a community member. And on behalf of the community, I would like to welcome Dr. Howland to our district, which is an exemplary district, which values all of the things that we all want valued. Yet my one cautionary is that we're at a time in our educational environment where externals are intervening. And this could be exciting and it could be tragic and it could be everything on the spectrum in between. And I'm mostly referring to AI, which is already being involved. And so I think it's a time when we can bring broadness of thought so that we don't have to home in on this particular technology, that our students will have the ability to have broader thought,

015information about the greater environment in which we all live, and understand what it's about and how it can be used to the advantage of humanity rather than some of the uses that we've seen social media, which have been very tragic. And so I think we have enormous opportunities for different offerings, for different types of scheduling so that we can offer our students things that we don't ordinarily offer that at least I personally think are important. And so I invite you to the new world, what education should become and hope that we will be leaders in that. Thank you. Thank you very much. Moving on to discussion items. The first is a 2025-26 school calendar. Who was doing that? So this is the time of year that we bring to the board a draft calendar for

016the 2025-26 school year. Debbie Finn led the committee working on this calendar. So if you have any questions, you can answer them. Here's my only question. We do ours prior to our feeder districts, correct? Is ours done before our feeder districts? Yes, generally. I assume you're talking about a lining vacation, like breaks and stuff. So yes, we worked really hard not to mess with that. So is that the feeders would not have to? Perfect. Yes, that was my question because I know a number of years ago we had a little matrix glitch that they didn't line up. Okay, thank you. General broad question just for, I know so much goes into it and so much goes into the planning and the dates and stuff. Anything that, you know, themes that came out or anything that

017was different or any big discussions? So it's funny you asked because honestly I thought this is going to be a piece of cake committee. Like this is a no-brainer and boy people feel very passionate about things. People feel very passionate about their counts. I wasn't going to ask it. You know, it wasn't there. About balancing semesters and what are the days etc. and should we have, you know, around holidays and should it be better to have an institute day and a Monday following holiday. I mean all these things came into conversation. So what you're seeing here is actually two pretty hour, about an hour and a half meeting that was really rich in conversation then we came back with the dress. So yeah, a lot of it was about balancing as best we can. They

018are not exactly balanced because we still have final exams before winter break which we all agreed is still what we want to have in place. But various days, you know, there's certain days you can play with and so in order to balance that and to allow for an institute day to both be in the first semester and the second semester. So those kind of things definitely did come up. Yeah, very interesting I have to say. So anything else? I mean one more just because, you know, calendars. I know this isn't the first time that Juneteenth is on the calendar but I just wanted to call that out. Juneteenth on the calendar is so important to our efforts as a district and speaks to our efforts towards diversity, equity, and inclusion. So I appreciate that's on

019the calendar. Well, particularly because it's now a day that is part of the summer school schedule as well. So this because there were questions about beyond representing beyond June as well but our calendar year answer but yeah good. And that goes into June you said because of summer school. Well, should be recognized regardless but yes it's in there because we do we're in we have school summer school at that time. But summer school yes. Yes and we do not have summer school on that day. Okay then I'm going to ask one other question on our prime Casimir Pulaski day which I now know was not the guy who came up with cashmere. Did we have to apply for a waiver for that or did the state take I didn't know where that process. That's one

020of the ones that you can kind of fluctuate with depending on what you need from a balancing perspective. So that was one of the ones they chose not to include here mainly because there were so many more days in the second semester than first semester. And Mike you're shaking your head I did learn it many many years ago. Anything else? Okay. Highland Park High School Principal Search Update. Linda Yankie from School Exec Connect is here. Oh I have a lot of copies here. Thanks for coming. Maybe have some but the other people get them for me. Okay so in the last few weeks we have completed the community engagement process for the principal search. As a reminder to everyone School Exec Connect was hired to do the superintendent search and the principal search for the

021two retirees and but we did we have posted the principal position before winter break but we didn't move forward with the community engagement and setting up the process until the superintendent was hired and when she came on board we have we have been working with her since then on process and and so forth. So we have talked through this and and and Dr. Highland will be involved in interviews and the final selection and recommendation to to the board. So the community engagement process was interesting because we did something similar in the fall for the superintendent search and so the questions are similar the survey was a little bit different the questions for the focus groups were were the same so it was interesting to hear some of the themes from the fall still emerged and

022some different things and of course this is focused on one building one one school instead of the district as a whole. Participation was very good there were 117 people who took part in a focus group that's a lot it was only like 130 for when we did the superintendent and we had 18 focus groups we had 20 before the survey response is 361 and it was 500 and something before but again it was a whole district this time we just surveyed the administration and then the students staff and parents of Highland Park including incoming freshmen. So going on to the the first page I just gave an a brief overview of the focus group response again 117 participants in 18 focus groups and again just kind of summary the first question I always put it

023to groups that if you were trying to convince someone to apply for this position what would you tell them were the strengths of this school why would they want to be a principal there and the answers again these are not necessarily in order not not at all in order of importance but these answers were across groups did occur across groups the students it was one of the main you know we have great students that came from everyone and and when we met with students we could see why people felt that way they were very engaging and responsive parents are highly involved and are willing to work for the school and and are concerned for its success there were a lot of parents there who had gone to Highland Park high school or or Deerfield but

024had gone to this district and and then it was very interesting in one group one focus group four parents there had told stories of living in Chicago deciding to move to the suburbs and deciding to move to the Highland Park attendance area that that's where they wanted their kids to go to school and so that was that was very interesting to hear that so again they're very caring and committed again and the passionate teachers so students great students highly involved and supportive parents gifted highly qualified passionate teachers those things came across in every group then also you know this this community has gone through a shared trauma you know with COVID with the shooting in the community with other incidents that have happened but the the one positive of that is that it has made

025this a community of caring that I heard the expression house on vine several times about you know this is a place where we care about everyone so that that came through people recognize that teachers parents students and staff the the size of the school is noted as a strength it's not a huge high school but it's not small it's big enough to have a broad offering of curriculum and extracurricular activities but it's small enough to feel to feel like you know a lot of people are or almost everyone the breadth and depth of curricular offerings are as notable strengths and the you'll see later in the survey too that the people really appreciate the broad offerings of extracurricular the kids said if we want to start a new club and we can find someone to

026help us we can start a new club and there are lots of opportunities for leadership so that the extracurricular program and the arts were mentioned a lot but also academics athletics other kinds of extracurricular activities I met with some Spanish-speaking parents and they again and this was similar to when we had the focus group with the super for the superintendent search they expressed appreciation for the programs that are geared toward parents and appreciation for the support that their children receive and they they often both times they would tell me the American education system is very different than where we come from and so these programs really help us to understand and understand and appreciate the support that their children are receiving the second question in the focus groups was then again I would frame it

027as I am by recruiting I'm telling this is why you should come but we also want to tell you what the challenges are and ask people to tell us the challenges and often the challenges are a flip side of a strength so diversity is noted is a notable foundational strength of this district and this high school but it also does at times cause tension whether that's within the community or within the school and there is you know it's very important things are wonderful things are being done with DEI initiatives and and people expressed now in the comments some people would say enough with DEI and then there would be five comments that said these initiatives are great but but for the most part I felt strong support for the DEI initiatives the veteran teaching staff

028is wonderful very experienced staff but on the other time you know the new principal will have to negotiate between autonomy and collaboration as and tradition and change so that that can be a challenge as well as a strength maintaining parents brought up a lot we think the school is great our kids are getting a great education but we want to make sure that continues and that's a challenge to the new principal that parents and students perceive that they are continuing to get that great great education of addressing the achievement gap will be a challenge communication was interesting parents specifically mentioned the weekly letter that they get from the principal's office and they really like that and felt it was very informative and helpful and and but then there were also some in some focus groups

029that mentioned sometimes they heard about decisions after after they'd already been decided and and they are not sure where the breakdown in communication was but they they would like to see that improve school safety was talked about again but it was very interesting to me that safety was not the first thing people parents talked about or students talked about this time and in fact parents who I remember from the fall coming to focus groups and vote you know really strongly complaining about safety issues talked about things that had been done to address their concerns and and safety at the school so that was that was interesting they still feel like it's not done and they're you know interested in school safety of course but you know mentioned safety systems personnel training and a focus on

030a school culture that is supportive you know again other challenges for the new principal working closely with parents this community communication system for decision making one of the things I and I this is not new I hear this in focus groups that people say I want to know when this is a collaborative decision when this is a decision decision where I have input and when it's a decision that the principal or administration has to make and doesn't have time or or for certain reasons confidentiality for instance we can't participate in that decision and so being able to community clearly communicate about that decision making process is important building a strong relationship with the new superintendent and district administration and board of education was mentioned and you know they many people mentioned there's a strong relationship

031between the principals now at the two high schools and they would like to see that continue they feel like it's beneficial to everyone to the district and to both schools articulation with center districts was brought up and again being visible accessible responsive to students are are things that will be it's a challenge for any principal as a 12-year high school principal I can tell you that's always a challenge the third question asked to identify skills characteristics experiences that we would like to see in the new superintendent a strong background in curriculum instruction was was mentioned and was mentioned frequently a relationship skills foundational very important you know the first thing people talked about is building strong personal relationships with all constituencies and that was important that this person should be culturally responsive and concerned about

032addressing inequity and injustice this person should be experienced or familiar with trauma and recovery it's going to be an important part of leadership I think in this community for a generation and certainly the next principal will need to understand that again the communication skills writing listening speaking are important and that those are consistently conveying a vision for the future of Highland Park High School a problem solver who implements solutions evaluates results again someone who builds a strong team at the building level and then can also develop leadership capacity in others personable kind empathetic humble inspiring and with a sense of humor of course that I liked if you kind of skip to the bottom that you know the visionary innovative strategic thinkers reflective and vulnerable leads during a crisis I loved the students did a

033brainstorming session at one of the sessions that we had with students and I loved this list I thought it kind of covered almost everything students identified as the most important qualities considerate compassionate listener visible understanding enthusiastic respectful affirmative approachable communicative thorough real honest funny likable and unbiased so I thought you know that's that's a that's a pretty tall order but but those are the things that the students would like to see when asked about priorities the focus groups again came back to listening coming in and not with a pre-planned agenda but but to go on a listening tour and build strong relationships with all constituencies including students there was a lot of emphasis on getting to excuse me getting to know students working with them and understanding the community and and a number of people

034mentioned the symbolic nature of the principle of a high school that that's a leader in the community that people look up to and that the principal needs to understand that and know that that the school is a source of pride and the principal is a symbol of that safety again was brought up as a priority leadership team being able to delegate but being accountable for results focusing on academics again communication that is transparent clear and timely hiring a talented and diverse group of highland park high school leaders teachers support staff so that that is if you remember the report from the fall there are some similar themes but but some different things really focused on the principle as well again the survey 361 people responded to the online survey 56 percent of whom were parents

035and that's fairly typical when we work in districts that that a larger number of parents and then the next group was staff and there were a significant number of students who answered the survey as well the the next question asked them to identify four educational strengths and again it's about teaching and learning committed teachers rigorous learning opportunities opportunities for students beyond the classroom and so there's the extracurricular piece and students are college and career ready we had comments after each of the questions too and they mostly reiterated what the responses showed in terms of what came out as the most important to people but sometimes there were specific comments such as about focus on the arts was mentioned by a lot of people the greatest strengths in organization and management so this is not educational

036the first one was educational strengths this one is organization and management and 73 percent of people said the comprehensive offerings of clubs activities and athletics so that is again a very strong indication that this is important to people they want it to continue they want to see the support of that but then also parent and community support clean and attractive school facilities and financial resources people are grateful for the financial resources available to them the priorities student growth and achievement and i i think these priorities also reflect that more than half of the respondents are parents the parents that i met in focus groups were very focused on academics and but also student well-being emotional emotionally safe and confident and school safety and then question five the improvements in the areas of organization and management

037it was very split this question you can see sometimes that there's one that comes very strong and and the others kind of fall off this was more split but it said administrative leadership and management staff morale which came up in the comments a number of times and in a and in some of the focus group professional training professional development for staff and again safety and security question six what educational improvements are most needed so this is educational improvements and if you look at this you have time to read it more carefully responses one and five were also on one of the greatest strengths so again it's that that flip side of students or college career and life ready and rigorous and engaging learning opportunities here it says improvements my impression from the focus groups that's

038more these things are happening we want to protect it we want to do even better and those things are important so the again these i have to do with instruction meeting the needs of students and the quality of leadership we had two questions at the end that were open-ended one is just the general what else would you like to tell us and the second one was what advice would you have for the new principal and they really reiterated a lot of the things that were in the survey and in the focus groups but i 152 people you know more than well not quite half of the people answered put something down sometimes it was very short but i appreciated a comment that someone wrote we have worked a lot with the warm demander language of

039seretta hamond and this is what we need from our leader a warm demander who sees our humanity and our potential such a person will not buckle the political pressure to the squeaky wheel but they will also provide authentic support trust and encouragement to lead us to improvement i thought that was a warm demander is not i have not read that and i liked that way of describing what a principal should be and under the what advice it was mostly listening and getting to know students you know listen to us don't come in and tell us something you did somewhere else that you're going to try here without really listening to what what we need and they also distinguish want people to recognize the uniqueness of highland park high school that it shouldn't be seeking to

040be like deerfield or or vice versa that they want to recognize the unique the uniqueness of highland park and protect that then the last page is the profile and again this is what we will use to ask questions in the interviews that are coming up we'll suggest i'll share this actually i think karen will put this on the website but we will share it with the committees that are going to work on the second round of interviews and but this is just trying to capture what's in the other seven pages in a more succinct way but knowing the community valuing every student inspiring others with a clear vision valuing the diversity of highland park high school and the community communicate communication system timely transparent expertise in school curriculum instruction assessment using data to analyze plan

041implement assess all aspects of curriculum instruction and programs relationship development is a priority collaboration is important holding self and others accountable prioritizing student safety and this is i've never done this before i took a that student quote and put it on the profile and what the student said about the qualities they were looking for so that is there and again continuing to work closely with parents the pto has appreciated their relationship with debbie and want to they asked for a separate focus group session with me because they they were you know this is important to to everyone in the school and the parents as well addresses morale issues among teachers and and then also you know it's not all talking about curriculum and visionary leading you also have to run a building you have to

042work with the budget so being a good manager and that includes budgets facilities and operations that's important to communicating decisions supporting opportunities for students that's clear that people want that to continue and even expand and i i think a lot of people said things like enjoys being around teenagers that seems so obvious but it's not always the case you see people that work in a high school enjoying teenagers and and so someone who finds that joy and being around young people this age and understanding the developmental needs a 14 year old is very different from an 18 year old and understanding what happens to kids through the course of high school is very important so that is it for the community engagement report shayla and i are going to do a round of interviews this

043week we'll be here wednesday and thursday evening and next week we're hoping to narrow it down to three candidates and we'll be doing a round of interviews with four committees and dr howland will have a separate interview with each of those three candidates but there is a group for the the cabinet the building leadership team that includes department chairs assistant principals deans athletic director activity directors so forth parents and students like we did with this superintendent group and teachers and support staff and so they this time we'll be doing written feedback we can't because we have all three candidates in the same day we can't do the online but we will have a little more time this time and dr howland will get all that feedback and and look through it too so do you

044have any questions for me are there any questions yes so how many candidates i don't know how many candidates applied thank you and how many do you intend on interviewing a vote it sounds like you may have just answered that piece yes there the number was not as high as i as i hoped but it was around around 22 i think was the final number and we are interviewing six in the next two nights three each night and there are some experienced one of the things that was interesting i would when i got to the question about what qualities characteristics and experiences i always wait to hear whether the focus groups thinks it's important that the person have principle experience and if they don't bring it up i specifically ask that and there was no

045group that said it has to be someone who's been a principal but it was important to them that this person had significant teaching experience and some kind of building leadership experience whether that was assistant principal or and or some other roles in leadership in the building so thank you any other questions and so for what we know so far are we still on track for being able to hopefully announce a principal sometime in the next handful of weeks yeah the goal was march 19th and the so the interviews this week and it depends on if a decision can be made after that process next week it's a it's a week between the march 19th and march 12th so whether a decision can be made and a contract put together in that time if not it
