Again, [Music] I'm [Music] I'm just [Music] Heat. Heat. [Music] Heat. Heat. [Music] Are you [Music] You prove [Music] I'm your [Music] Hey, hey, hey. [Music] I'll be happy. You [Music] yourself. [Music] Ooh. [Music] Ah. Oh. [Music] Oh, [Music] hey. [Music] Wo wo. [Music] Oh. [Music] Oh, [Music] hey. [Music] Heat. Heat. [Music] Heat up here. Heat. [Music] Heat. [Music] Heat. [Music] Heat. [Music] Hey, hey, hey. [Music] 14th, 2025, regular micro meeting of the Walkegan Board of Education. Can we have a roll call, please? >> Yes. >> Miss Lensing. Mr. Mr. McBride. >> Yes. >> Miss Ramirez. >> Mr. Riddle. >> President Rodriguez >> here. Okay. Um, next item is a pledge of allegiance. >> Like to ask Miss Hannah if you would lead us in the pledge of allegiance. >> Sure. I pledge algiance to the

flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. >> And justice for all. >> Thank you very much. >> Justice for all. >> Yes, sir. >> We need that. We need justice for all. >> Okay. All right. Next item on the agenda is opportunity for public comment. Do we have a signup sheet? Thank you very much. Okay. When I call you uh your name, please come up to the podium, state your name. You will have uh three minutes. And first name on the list is Ray Vukovich. >> Hi, good evening. uh like to just uh or talk about uh this meeting, the micro meeting. It was changed. I believe it was one of the last actions of the

previous school board to kind of streamline things and move things along. It was my understanding of it was that this meeting was supposed to be uh just some minor issues. If something comes up, you want to push it along uh and to pay bills. But looking at this agenda tonight, uh my goodness, you've got uh two employee uh looks like terminations. You you've given one hour for this meeting and you're going to determine employees livelihoods, their careers with this district in less than an hour. Now you've got also on this agenda five expulsions, five students, their time with Walkagan schools in just a few minutes, you're going to push them out. Now, they may just there may be a reason for it. I I understand that. But how are you really going to give this

any attention in one hour? two employees, five students. And most of this you're going to do based on the recommendation of your two employees who, as I've talked about as recently as the last meeting, have not been able to do something as simple as get minutes done on time for this district. and you are going to take their recommendation that two employees should be let go and five students should be removed from the roles. So, you know, I I think you need to look at this whole micro business and go back to the old schedule because not only are you you're either going to limit it to one hour or you're going to go back come out here and uh and then go through the committee meetings. It's not fair to the staff and the

vendors that come here for committee meetings that this board makes them wait because uh of the timing thing. So just my thoughts. Thank you. >> Thank you, Mr. Vukovich. Next name is Jay Lee. Yes. Thank you, Myra Lopez. Good evening. Um, so my concern is um kind of for the whole district and the Brookside uh staff. >> So I did have a recent issue with my son. Um it was in a soccer game. Um, and the parent works for the district and so he assaulted my son and another player at that game and nothing was done. Um, I have been sending countless emails to not only the school staff um, but also the district. Um, and my concern is he's still getting um, text messages and stuff um, that when he goes back to school,

you know, excuse my language, I'm going to say it how they said it. They're going to whoop his ass and supposedly this student is a gang member. We don't know really, you know, because I don't live with the child. I don't know if his parent is one or not. Um, but there has been a violation of several things. Um, I have not sent my school back. One because he just got his stitches out. Um, he was unable to move his leg. And then the other one is because I cannot get a meeting um to sit down with someone and say, "Hey, this is what we're going to do. um we need to figure it out as far as the person, you know, that was involved in that. And then now the person that is, you

know, texting my son, those things. Um he's very, you could say, depressed cuz he doesn't want to play soccer anymore. And that's a thing he's done since he was a child. Um he's scared to go back to school because he doesn't know, you know, what this child or anyone else is going to do. Um, and I'm just very upset that I would have to even come here to this meeting to let someone know, you know, can you help me? You know, what can we do together? Because these kids are going to be in school for another 3 years together. You know, I think it should have stopped when I asked over a month ago to speak to the coach. Um, I think that none of this would have happened if we would have addressed it

when I asked. So, I just asked that maybe I can get like some kind of support and have a actual sitdown with someone and, you know, just show everything that's going on. Um, his cut was pretty deep. Um, his knee went into the bleachers that we have. Um, and that's cause of a parent that actually works for the district. So, I mean, if we're showing our kids that, you know, you can bully somebody or that the parent is okay to work for the district and that you can do this to these kids, then what are we showing them? Cuz I don't think to me at my house, you, if you're the bully, I will take you to the school and we will figure it out. And I don't think that that should be, you know,

okay in general. And it's just not for my child. I would stand up for anybody's child. um I'm standing up for the other child's mom that, you know, she's afraid to come up, but I'm going to be the voice because if the school doesn't want to be the voice, then I will be the voice for them. So, I just asked um maybe we can get some time or something to figure it out cuz I would like my son to go back to So, >> Miss Lopez, Miss Patty is going to meet with you um when you step away from the podium. Thank you. >> Thank you, Miss Lopez. Allison Bosley. Okay. Thank you very much. All right. Moving on. Next item on the agenda is move to close session. I would like to ask for

a motion to go into close session for the purpose of discussing items that follow fall under the following categories that are exceptions to the Illinois Open Meetings Act. Personnel matters C1 specific personnel appointment employment compensation performance dismissals. Student matters exception C9 student discipline close session minutes exception C21 review of close session minutes >> motion by Mr. Riddle second by Miss Fabian >> uh roll call vote please >> Miss Fabian >> yes >> Miss Hannah >> yes >> Miss Lensing >> yes >> Mr. McBride >> yes >> Mr. Ramirez >> Mr. Riddle. >> Yes. >> President Rodriguez. >> Yes. 014[Music] Oh yeah. [Music] I'm Of [Music] course. Of course. That's not what I had heard. But if you Okay. No, we're not going to go back into close session today. >> Well, we're just >> We'll figure it out. >> We'll just wait. Just wait. employment compensation performance dismissal student matters exception C9 student discipline and closed session minutes exception C21 review of closed session minutes at this point I would like to ask for a motion to go into open session >> so move >> motion by Miss Lensing >> second by Miss Hannah, roll call vote, please. >> Fabian, >> yes. >> Miss Hannah, >> yes. >> Miss Lint, >> yes. >> President Rodriguez, >> yes. Motion carries. We are now in open session. Next item on the agenda, purchases and contracts. Approval of design bill contract

with Crimson Design and Construction for Lewis Middle School kitchen. It is recommended that the board of education approve the design build project proposal for Crimson Design and Construction for the construction of teaching kitchen at Lewis Middle School with the total project cost of up to $330,962. >> Motion to approve. >> Motion by Mr. Riddle. >> Second by Mr. McBride. Any discussion on the motion? >> Just I have some um questions um regarding this item. Uh when I was going through the um the documents, the contract so forth and I um there within this uh bid or the specifications um there are no cost um for appliances. or furniture in for this project. So ultimately, the school district is going to have to pay twice for this project. And all why why wasn't all of that

included in the entire project instead of it this just being a con a design and construction so that we could have the entire cost of the program that we are going to um we're going to be voting for. I'm not saying that that the project should not go through. It's a wonderful project. I'm glad that it's happening. However, there's um there's no sense in paying twice for one project. And within the specifications and the proposal, you would think that all of the cost for the entire project would have been included. And um to go a little further um I don't understand in article two about the contract sum that there is a um there's a sentence in there that includes subjects that the cost is subject to additions. What does that mean? And um and

we also have there's another questionable um uh um phrase about the start of the program. I'm um let me finish. Might as well so you can answer all of them. And did this go out to bid it because of the uh cost of this uh project was over 300 um $300,000. Did this go out to bid it? And if not, why not? Um, and also I there was a technicality when I first read the contract. It said the agreement was between M uh between uh Mr. promoting um SL Walkke public school 60 and the con and crim design and construction when in fact it should read the board of education and that needs to be correct on the documents before um before all of this is um is done. So anyway, I need answers to

the two costs that this project is going to cost us. Uh, did we go out for bed and what does it mean subject to additions? >> Mr. Molton the first question is um in the amount that we're seeing is there um furniture costs included in this price >> there was nothing listed on the document they were at zero >> so the reason there is zero we don't need any cost um I've been running this program for two and a half years and I've already got all the equipment. We've been using the greenhouse with all we have every piece of equipment that we need. We're just going to be moving out of the greenhouse into the kitchen. So, there is not going to be another come to the board for any money. We have what we

need. >> Thank you for clarifying that. >> Thank you. Now, Mr. Molton, >> right? Thank you. Thank you for the salsa. Um, can Mr. Molton, can you talk about the bid amount, please? >> No, I'm not asking about the bid amount. I'm asking if it went out to bid. >> Yes, that's that's what I'm referring to. >> Thank you. Um, so good evening board members, staff, uh, community, superintendent. So, this particular project, this project did not go out to bid. This is a design bill project where we're not engaging with the construction company. We're engaging with an architecture service that is a special uh specializes in this particular type of a project. So yeah, I do word legal. So, um, with this project being, uh, over $300,000, it doesn't have to go through a bid

process. >> So, this is being done under design build, correct? >> Yeah, that's correct. >> I don't believe so. I will double check that. >> Well, what what Okay. What's the significance? I I'm asking sir, no disrespect. I'm asking because I don't know. >> Sure. No, absolutely. So, >> design design crimson design and construction. What's the difference in than any other construction architecture or construction? >> No, that's that's a good question. So, um I'm my name is Glenn Zean, by the way. I'm I'm the owner of Crimson Design and Construction. So, I'm an architect and my company is also a contractor. So, we're really a a turnkey approach to all of our projects where we don't um basically what we design is what we build. It it when we have a project like this and

we've done other projects similar to this where we have, you know, a tight budget, a short time frame, um we often come in and basically, you know, do the design and the and the budgeting at one time. Um it's we we still bid, you know, some of the subcontractors. A project like this, we self-perform, you know, 90% of it ourselves. Um it really helps the bottom line budget and um and the schedule as well. I've been doing this this way for over 20 years. Um and it's been very successful >> and we appreciate all your help. But there are process and procedures that um that I'm concerned about and making sure that we are following them. >> Absolutely. I understand that >> and I will wait to hear from um what legal says about it

having to go out to bed. So, this is modeled off of the design build approach that was taken with the Johnson's control work, which I don't recall having gone out to bid. Correct. >> Yeah, that is correct. And thank you, Miss Vanderbrock. The Johnson control work we did was approximately $13 million. Um, we managed that sole source through Johnson Controls and they managed the subcontracts that did the physical work. We did not go out to bid on that that particular project. So, this would be a similar provision allowing us to do this. >> I'm going to ask that we hold this. Um, Miss Hannah, if you can um get Miss Vanderbrock your questions, we will put this back on the agenda for our upcoming meeting. Um, that way um Miss Vanderbrock can ask the legal

questions that are being asked here and the board can have um the full picture before taking the vote. So, we're just going to hold this over till next meeting if that's okay with the board. >> So, thank you for the question. Currently, this is anticipated to start in November. So, it would delay two weeks that process. Um, I can ask Mr. Glenn to speak more specifically to that because there were some things anticipated to be done prior to the winter season >> and also if the board feels comfortable voting tonight. I was just trying to give you some time to get your legal questions answered. >> So I do think you could modify the motion to vote subject to confirmation as to whether it needs to be bid. I'd be willing to do that if

we can do that. >> Would that satisfy your concerns, Miss Anna? >> Yeah. And and and don't misunder. I'm not talking about the project. Okay. Not getting done. I'm talking about That's my board of thought. And I think we all share that concern as >> I have a clarifying question. So if we are voting on the modified recommendation after clarifying if it's okay to bid or if it needed to go out for bid. My apologies. Um I'm assuming we're getting that answer pretty quickly because we don't want them to do any work before we confirm that. >> Correct. Right. I can confirm that tomorrow. It's that I had the question in advance. I could have had it ready. >> Understood. >> I mean, if I just may just talk about schedule a little bit. Um,

you know, we're into our original plan was to start a month ago. um if if the you know obviously winter is is upon us even though it doesn't seem that way but um getting foundations and things like that in is is we're starting to get in a tight situation >> with the weather um and with our subcontractors and just you know we want to turn this over so you know this could be used in the spring you know before school lets out um but there's a lot of work to be done prior to that there's we have to bring in plumbing electrical. Um, you know, we're building a it's a small building, but you know, it's got all the pieces of a large building. >> Uh, we've done our due diligence. We've toured the school

several times. We've brought in subcontractors. Um, I understand your your you know your your concern, but um it's to get the project moving and it's not this is not just because this is what I do for a living, but um we really do need to get going to get this thing built um within a reasonable amount of time. >> Um when I priced it out and bid it, I I bid it very tight because um I'm a personal friend of the Shamburgers. Um, my daughter was best friends with Caitlyn. So, um, I'm really kind of doing this quite honestly at cost because I want to get this built for Michael and Tarly in Caitlyn's honor. >> And we want this done. We really want this done. And unfortunately, there apparently there was some some omitted

information that was need. And that's all trying to that's and hopefully we can get this resolved so that we can move forward. >> Would the board be comfortable voting on this uh subject to the um confirming the information? >> Well, but what happens though, Mr. President, if it comes back where it should have been, then we put ourselves in we put ourselves in a bigger situation. Well, if it goes back, >> right? I'm proposing you approve it. So, you would have the recommended action that the board approve the design build project proposal blah blah blah at a total project cost of subject to confirmation. and it need not be bid. And then if the confirmation is it needs to be bid, it would not go forward. >> Right? >> So you just add the clause

subject to confirmation, it need not be bid. >> And I do I do that on my motion. Modify my motion to to what you just said. >> Okay. So we have a motion. >> Do we have a second on the motion? >> Yes. Second. >> Second. Uh was >> with the amendment. >> Okay. Okay. >> And uh Miss Lindsay, you had something. >> Um so when we're looking at this, >> are we just looking at what comes out of district funds in terms of looking at that threshold because that's the 161,000 or do we have to look at the total cost because that puts it over the 300,000? >> Okay. I just want to make sure we're looking at the right numbers and comparing it to the correct threshold and process. >> There was a

previous um meeting at a previous meeting we had um the B board had voted for the Shamburger donations of 103 to >> transfer to this kitchen. Um so it was to Caitlyn's kitchen. We we' done that already. So that money is moving. Then there's some local donations and >> a connections grant. >> Right. So my my question is when we're double-checking this answer, I want to make sure we're clear on what number we're looking at. >> What number were we required to look at? >> Exactly. >> Right. Because in my mind, if it's a if it's not coming out of district funds, and this may be my ignorance, if it's not district funds, then it would not be part of the total that we're assessing, but it may be the full project value. So, I

want to make sure we're clear and careful with how we proceed, but I anticipate that will be with the information we get tomorrow. So we just need to ask our legal counsel to take all that into consideration and get us a correct answer >> so that we can either move forward with this or abort the Got it. >> Yes. >> Okay. So we have a motion and a second. Any further discussion on the motion? >> Can we have a roll call vote, please? >> Fabian, >> would you state the motion again, Mr. President? >> Okay. um that the board of education approved the design build project proposal from Crimson Design and Construction for the construction of a teaching kitchen at Lewis Middle School with a total project cost of $330,962 subject to confirmation from legal

counsel that the project need not be bid does not legally have to be bid. Does that >> that's fine. >> That's states it okay. So we have a motion and a second. Any further discussion? Roll call vote, please. >> Miss Fabian, yes. Miss Hannah, >> I'm gonna pass until I get the um the complete information. >> Miss Lensing, >> yes. >> Mr. McBride, >> yes. >> Mr. Riddle, >> yes. >> President Rodriguez, >> yes. Motion carries. Congratulations. Thank you. >> Thank you. >> Okay. Mr. McBride has a uh commitment and he's going to have to leave uh shortly. Okay. Okay. So, when he walks out, it's for a good reason. He's got our blessing. Okay. Next item, personnel items. Um, school support personnel dismissal. >> Okay. And and I make a motion here to allow

the school support personnel school nurse to resign in lie of termination. >> Motion by Mr. Riddle. Second by Miss Favian. Any discussion on the motion? And >> this is for the for A and B, >> right? >> Is it a modification or do we need to vote? >> B will not move forward because of a clarification of the status. >> Perfect. >> So will this is just for A. >> Perfect. >> You have something. >> Yeah. I just I I would just like to say that um um I've kind of I've been sitting here for um for some not all of my years here, but um in the recent years and um there seems to have been there seems to be like some kind of um Um, excuse me. I'm just trying to get my

word that on one hand we are short employees. On the other hand, we um we get rid of employees. And I'm trying to I'd like us to find a happy medium where um we're trying to do everything to hold on to our staff. Um because as um a as it is commonly known that once uh our staff leaves our district, they go to other school districts and they flourish and they don't have any problems. And so it's kind of like we are we're biting our nose off despite our face because of um you know the the constant turnover of our staff. And at this point say it how it is. I'm just kind of um I'm just kind of exhausted with us removing um people and um also giving the potential to harm uh individual

professionals careers and I will not be um I will not be supporting this. cuz there's many of people here that should be that way. Ex stage left. >> Miss Lindsay, >> um I just want to say that the information for this very specific situation has been provided to the board from both sides. Um, but I want to speak just in response because it was brought up generally. I am very firm in my belief that our kids deserve the best. They deserve the best teachers. They deserve the best principal, support staff. It takes a village, right? And if you're not here for our kids to get them to be their best, I personally don't think you're a fit for Walkaggan. I've said that before and I stand firm on it. Right. So, I understand that we

are in a tricky situation with hiring in terms of um not having every position filled and we have some scenarios where some teachers are not a good fit for the district. I'm not speaking about this specific one when I make that comment, but I am saying that we are as a board charged with if you are not a good fit for Walkagan, if you are not here to support our kids, then we are more than happy for people to find other opportunities. So, I just want my stance to be clear with that. Um, and I'm not going to speak further on this situation. We reviewed it in close session. Fabian. >> Um, I just want to say I 100% agree with Miss Lensing that we understand that we are in a shortage of staff. However,

we also are charged with ensuring that our students are safe, that our staff is also um collaborative and and working together. So, we want to make sure that there's a healthy and safe environment and climate in every building to the extent possible. Right. So I agree while we would we have to look at every case individually um but I also wanted to um also make note to Mr. Vukovich's comments um because we do get this information prior to voting. So we get it in close session not just the day before but um in previous close session. So, I don't want anybody to think that we make these decisions lightly, that we just talk about it for the 5 minutes that we're up here and make that decision. We do get um that information ahead of

time so that we can come here and make an appropriate decision and it these decisions are difficult decisions to make and we don't take that lightly. >> Anybody else? >> All right, Mr. Jeff. Okay, we have a motion on the floor. Motion in a second. >> You want I think Mr. Riddles wanted to make some comments and uh I don't want to I don't want to delay the uh the issue, but I do know that I want to say that uh we did sit down and have a lengthy discussion about this situation and uh everybody's standards are different that's set in here. Mine is different from Mr. Riddles. Mr. Mr. Riddles may be different than Miss Hannah's and then we we are put here to make a decision on once we get done listening at

all the information and uh you know the bottom line to it uh we all human and we make mistakes but we are liable to be accountable for our mistakes whether they small or big. So, uh, I made my decision on those pretenses that, um, you know, if someone did something that they shouldn't have done, inappropriate, uh, then I'll make my decision whether it's staff, students, uh, whoever it may be. That's I'm in charge to do that. And, uh, I made my decisions on those pretenses. And also too, you know, uh, when I make my decisions, I listen at the person. Sometime if the person asking me what they want, I'm going to give it to them because they know better than I do. So with that, I'll pass it on to Mr. Riddles. >> Thank

you, Mr. McBride. Mr. Riddle, >> uh, you know, I'm I'm just going to pass. I think the rest of the board has expressed the views. Um, I think, uh, I'm I'm happy that, uh, we have people on this board who are very thoughtful. Um, who take every action that that we have to take very seriously. And so that's all I want to say is basically that, uh, we've had plenty of time to think about this. We reviewed it in past weeks and we discussed it again tonight. So, I'm ready and prepared to make it. >> Thank you, Mr. Riddle. Roll call vote, please. >> Miss Fabian, >> yes, as amended. >> Miss Anna, >> no. >> Miss Lensing, >> yes. >> Mr. McBride, >> yes, as amended. >> Miss Ramirez, Mr. Riddle, >> yes, as

amended. >> President Rodriguez, >> yes. Motion carries. Okay. So that means that we are skipping item B. >> Yes. >> Item C, personnel for 101425. >> It is the recommendation that the board of education accept the administration's recommendation to approve the appointments, retirements, and accept the resignations and terminations as found on schedules F1002, L949, T317, and G660. >> Motion to approve. Motion by Mr. Riddle. >> Second by Miss Favian. >> Any discussion on this motion. >> Roll call vote, please. >> We'll come back to that. >> Miss. Okay. >> Yes. Sorry, we were having a separate discussion. >> Clarify and we'll circle back. >> Yeah. Okay. >> Miss Hannah. >> Yes. To C. >> Miss Hannah. >> What? >> Personnel. We'll go back to the A. >> Sorry. >> Yes. >> Miss Lensing. >> Yes.

>> Mr. McBride. >> Yes. >> Mr. Roberto. >> Yes. >> President Rodriguez. >> Yes. Motion carries. >> Item eight. >> We have to go back to eight >> for a moment. Um the school support uh matter involved Miss Jin Park. >> Thank you. Item 8 D, approval of head coaches for 2025 2026. It is a recommendation that the board of education accept the administration's recommendations to approve the head coach appointments for the 202526 school year. >> Motion to approve. >> Second. >> Motion by Mr. Second by Miss Fabian. >> Any discussion on this motion? Um, I just want to wish all of our teams luck this year and I hope we we get some trophies and some banners put up. That'd be great. Good luck, Bulldogs. >> And I hope we get family participation to

come watch them >> and >> especially our girls teams >> for sure. >> And and also with the coach coaching um I certainly hope that um we can get a lot of advertisement. >> Yeah. for the recruitment um of the students um for the each of the sports teams. And let me give a little nostalgia when we were in school. We knew when um when every sports tryyouts were it was all it was uh plastered all over the walls all throughout the schools letting the students know that it's tryyouts for whatever sport that was coming. there was a concerted effort to bring the kids out to get them involved into the athletic program. and I was at the um last two home football games and I I I I don't know what emotion I felt

but I looked over at the visiting team and they had like maybe 50 60 kids and I think we may have had maybe 20 in our program that we've got too many students students that are uh interested in sports. Do they know it's tryyouts? So my whole point is to make sure that the when it's time for sports to start that it. There's a big campaign to recruit the kids into sports. >> Thank you, Miss Hannah. >> Um, >> yeah, I just have >> one more piece kind of tying into um Miss Fabian's point. So, just as um an example, so our homecoming game, I was walking from after the parade to the field and there was a community member walking by and he lives in the area and it was like, what's going on?

And I I I was in the very awkward position to explain, well, this is our homecoming game and there's a big football and we do it right. It's every year and >> that sort of thing. And we're wanting our community to come and support our kids, right? Like I I would love for Walkaggan to be a bulldog town, right? You go to other areas and they're very very supportive of the the athletics that the kids are doing across all areas. So I think that's just a high hope of mine is that we can not only reach out to Miss Fabian's point of like making sure families are coming out and supporting their kids, but making sure our local community is too. We have lots of business owners that live in the area. They need our

support as consumers. We would love their support as community members. Um I would just like to see a a resurgence of that, not just around like um Coach Ashlaw's getting our kids with basketball, right? Like I want it to extend to to all of them, >> you know, all the sports. Thank you. >> Any other discussion on this motion? Roll call vote, please. >> Miss Fabian, yes. >> Miss Anna, yes. >> Miss Lensing, yes. >> Mr. McBride, >> yes. >> Mr. Rto, >> yes. >> President Rodriguez, >> yes. Motion carries. Uh, moving on to financial reports. 9A, resolution to abate tax year 2024 levy for principal and interest on the $7 million taxable general obligation bonds alternative revenue source series 2016. It is the recommendation of the administration that the board of education adopt the

resolution to abate the levy for tax year 2024 for principal and interests on the 7 million taxable general obligation bonds alternate revenue source series >> motion to approve >> second. Yeah, I think this is out of order. >> No, >> hearing first. >> We have to do the >> We have to open the hearing first. >> We're not doing >> this is a separate >> Thank you. >> This is This is for the um >> for 2024. >> This is something we've done every year. >> Yes. >> Yeah, we're on 2024. >> We don't need to hear it. >> Okay. So, um did you finish reading the motion? >> We have a motion. Yes. >> And a second. Okay. Any discussion? Any other discussion on this motion? >> Only a clarification that that we don't

raise taxes for this money. This is something we agreed to do back in 2016 to get this very unique loan and we pay it off with our our federal revenue. We do not tax and levy for this, which is is unusual, but it's something we've done every year. And um >> definitely want to support this. There you go. >> Any other comments, discussions, questions? Okay. Roll call vote, please. >> Miss Fabian, >> yes. >> Miss Hannah, >> yes. >> Miss Lensing, >> yes. >> Mr. McBride, >> yes. >> Mr. Riddle, >> yes. >> President Rodriguez, >> yes. Motion carries. Okay, moving on to the hearing. Um 9B, open the hearing on the adoption of the tax levy for year tax year 2025. And we have a motion or do you want to >> go ahead

and read that? >> Read it first. It is a recommendation of the administration that the board of education formally open the required hearing on the adoption of tax levy for tax year 2025. >> Motion to approve. >> Motion by Mr. Riddle, second by Miss Lindsay. >> That correct? >> Yes. >> Okay. Any discussion on the motion? >> Roll call vote, please. >> Miss Fabian. >> Yes. >> Miss Hannah, >> is just open >> open hearing? That's all it is? >> Yes. >> Miss Lensing? Yes. >> Mr. McBride? >> Yes. >> Mr. Riddle? Yes. >> President Rodriguez? >> Yes. Motion carries. The the hearing is now open, right? >> Board President, uh superintendent, board members, community, colleagues, um we're presenting this year, as we have in the past, uh what we propose to uh extend for

our levy. As you all are aware, the levy is not the final extension numbers, but as is customary, we uh go up to not to exceed 5%. We don't have to do the truth and taxation uh paperwork. We don't have to announce it in the newspaper, but for transparency sake and because we want the community to know what we intend to do, we follow the truth and taxation rules. And so what we're proposing tonight is that uh we levy an amount that is 4.9998% uh greater than what we extended uh last tax year. Are there any questions? >> No questions. All right. But I I got a comment. Um I know we have a lot of um we have a lot of renters in our community, right? And can you um can you explain to

those that are listening that may be renters how this um tax increase will impact them? >> Well, it's very difficult for me to say how it's going to impact renters. Um it likely will when we extend because this is this is different. This is the levy, right? And so we have to make the necessary adjustments based upon uh what comes back with the actual equalized assess valuation and new uh development cost and then of course what the board uh directs the superintendent and ultimately me to do with the actual extension. Um we presented um at the u financial update for the community the impact on a home. I believe that was $100,000 that it would be uh slightly over uh $100 for both um uh a non senior citizen resident and a um senior citizen

resident. But I want to recall to your attention that we also mentioned to the board of education and present it to the community that the district has uh forfeited about $35 million of which we could never regain. And that number doesn't go away because we lost the base. And so even in future years, we're going to continue to lose because we lost that base. And so we're asking in light of the fiscal concerns in the country and also uh some of the fiscal concerns that we have even at the state level uh because when I came in here tonight I uh was not aware uh that we had not received our evidence-based funding from the state as of yet. And that's very concerning uh to to us uh because one thing that was sure we

always got our state aid. So because it's late, that is a concern that we could possibly go back to operation, which is something that we mentioned to the board and the community some time ago. So to lose uh additional money in taxes or to lose that tax base in addition to the probability or the possibility of losing uh evidence-based funding is very concerning. Um so at the very least although this is not what we are recommending to the board at the very least uh we would like to uh levy to our full extent right and then have further discussions about what actually has to be extended even if that means that uh we keep it level although we're not saying that but we abate right we go up and we abate we wouldn't lose our

base u but what what we are asking what we are asking beyond the levy is that we increase the taxes because we have left a lot of money on the table. A lot. >> Okay. And >> Miss Hannah. >> Okay. And if I could go further, um I um I I really would like to say that whenever the taxes are raised, the um people don't think that it um that it impacts renters. I happen to be a renter and every time the taxes go up, so does the rent. because that's just the way it works. And um even though we have been um gracious to um walk the walk taxpayers for the past what four years? >> Longer than that. I think it's been about six years. >> Yeah. >> Six years. >> Hasn't it?

I thought it was >> seven years. >> Years. Yes. >> Yeah. Um even through um you know that we've we've been gracious to the taxpayers here in Walkgan and I understand everything what you said about the loss of the uh the revenues for the district. >> Okay. But I think that you you're calculating on a $100,000 home now. Well, lately, and I can't say specifically, but the housing um housing has increased. Housing values have increased. Oh, and so that's going to um that's going to cause a bigger burden in the taxes because it's no longer the average $100,000 house any not here in Mo >> that value was used for computation and analysis only. But one of the things that I do want to point out to the board of education as well as the

community is just as the equalized assess valuations are going up and the possibility of paying more taxes is going up, the cost uh to educate our students are also going up. >> Absolutely. >> So, uh we have to consider that as well. Miss Lindsay, >> uh, Miss Poke, you just touched on what my comment essentially was going to be about. Listen, nobody wants to raise taxes, >> right? >> This is not something we're excited to do. This is going to be hardship on a lot of our community members, but unfortunately, we need to understand that the biggest hardship is on our students. We are not fully funded. We're not fully funded. We have neighboring cities that are 125% funded for their students. >> Last figure you gave was 74% for Walkaggan. We have other factors

impacting our student success in our school district that we can't control. That's not just tied to being 74% funded. We have a responsibility to these kids to give them the best possible future that we can. We have a I'm going to try to pick my words carefully. We have a federal government that is holding funds hostage in a sense. They are they are withholding funds. They have just cut how many positions from the special ed department, right? We are seeing things that we never anticipated we would face before. It is beautiful that we have been able to not to make it level for our community for as long as we have. Unfortunately, I hate I hate that we have to do this, but I'm going to be voting in favor of it because if we

can't count on those funds, unfortunately, we need to start putting down the sandbags and lessen the impact of what the storm is going to be on our district. >> I think the community just wants to see progress in our schools. So that's the give and take relationship that we as a board need to be mindful of. >> Thank you, Miss Lensing. Miss Fabian, >> Miss Lensing touched on what I was going to add to that. It's the financial forecasting. We're well off this year. We have no idea what next year holds when we've been seeing this administration cut department of education, cut grants, and cut federal funding. Um, so again, we plan and we forecast dependent on what we believe we're going to receive. We're at the point where we have no idea for school

year 27 what that looks like. So to Miss Lensing's point, we have to kind of we have to know how we're going to weather the storm if that storm hits. So none of us can say for sure all of it's going to be cut, half of it's going to be cut. We have no idea what that's going to look like for next year. So again, you know, we all live in Walkegan th this is impacting us as well. So, we understand the weight and the burden of hiring taxes, but it's a necessity. And we've tried to, and I should say we and the previous boards, cuz I we're new, but the previous boards have really tried to lessen that impact on our families by holding back for so many years. We're at that point where

we can't hold back and we've left a lot of money on the table. Um, it's a hard decision, but it's one we have to make. And again, I think we just have to be mindful again to Miss Lensing's point on if we're taxing our community, they want to see the progress and they want to see where we're utilizing that money. So, I would also encourage and invite families and community members to come out to those budget meetings. We host those hearings. We are very transparent on every single department and their alignment, but we need more of that community support and that family voice to come and really help navigate and guide and say this is what we want or not or this is our priority or not. Again, I I encourage our district to do

a better job of promoting those budget meetings so that our community, not just, you know, we're not just emailing families, but that our community as a whole is aware of that budgeting process. >> All of Yeah. And I'm going to we're going to um listen to a couple more board comments and then we're going to open this up to the community. this is a community will be uh allowed and invited to comment or ask questions. Um I just want to say one thing. Okay. Um all of us up here live in Walkegan. We all live within district 60 boundaries. And if the we vote to increase the levy, then this is going to impact all of us, all of us up here. Okay? And yet this is a decision that we have to make and

we have to make this in the interest of our children. One of the items, one of the things that we swore to do when we took our oath of office as schoolboard members was to make sure that the resources are provided so that the school district can provide a highquality education for our children so that we we swore swore an oath. So we don't have a choice in that matter. We have to make sure that the funds are there, especially in light of all the uncertainty that exists in in the modern day and age. Now, Miss Hannah, you wanted to say something? >> Yeah, I just wanted to say I um you know, we knew that this was coming. The district knew that this was coming. Okay. The ask for the um the uh increasing

the taxes, right? And I just wish that there um there had been um a plan for before all of the the 4.99999 um tax rate, right? that we uh took and we looked at some of the things that we could um that we could reduce in spending. And you all have heard me talk about reducing spending because we were uncertain about the future. I've been talking about that for the last year and a half, maybe two years, about cutting the district expenditures and before we talked about uh raising the taxes like we are for walking. I I understand it all, but I wish we had have had a plan where instead of 4.999, it could have been 3.555. Okay? Instead of the whole maximum, you know, and we did our part by being um being

um fiscally responsible by streamlining the spending that has been going on. Well, if I if I could please um the 4.9998 uh number that we're uh proposing tonight has been something we've done for 18 years since I've been in the district. That's a common practice among all the business managers with because we don't know what the real EAV is and we don't know what uh what new development numbers are. we go as high as we can so that we can make an informed decision when we have uh all of the information that's needed. Right? So that's the levy. Now the extension which is going to come around the latter part of March or April where we have to make a decision about how much we're actually going to extend uh is where the decision has

to be made by the board of education whether we're going to increase the taxes or not. But I I think that it's very important that uh we state what uh the superintendent's uh position is in terms of increasing uh the taxes and that's because of um one of the decisions that we made primarily uh at the last negotiation tables uh regarding compensation. compensation as we presented to the board of education make up almost 80% what I'm talking about salary and benefits. So that's a large amount. If the CPI the consumer price index is 2.9% and we're giving 4% on average raises to uh the union members. That tells you right there that we're not getting enough revenue in to match what we're giving out in raises. Uh are we saying that's a bad thing? Absolutely

not. The board agreed that it wanted to put a lot of its money on salary and benefits and that's what we did. So one of the decisions that have to be made in order to keep up with that is to increase the taxes and uh the superintendent follow the wi followed the will of the board and that is to keep the taxes level for uh those six or seven years which we presented to the board of education. It was a decision that had to be made, but keeping it level meant that we lost that base and we could never regain it. And so, we're asking that we don't lose the base anymore because we can't afford to do that. We just simply can't. Too much money is left on the table. >> Miss Lindsay, >>

I have a followup. Um, I just want to say I'm really proud that the board approved those uh pay increases for our teachers. That I think was a long time coming. So I I do not regret that in any way. Um, my clarification question is is that it is with salary and benefits 80% of our school budget. Is that typical across other districts? So you're shaking your head. Yes, absolutely. So it is, but so I just don't want people to say, "Oh, 80% that's a lot." Like that is standard. That's that's normal. It's expected to be that big of a chunk of our budget. So I just don't want anyone to be alarmist about, oh, 80%. It's normal. >> Yes, it is. >> That's all I had. >> Anything else from the board? Okay. I'd

like to ask if there's anybody in the audience that would like to uh speak. Do we have a microphone back there, Steve? Mr. Vauovich had his hand up. Uh, property taxes. Now, Miss Hannah brought up about renters. Actually, in renters situation, the owner of that property doesn't get the homestead exemption or a senior exemption. So, people that are renting are actually probably paying more than their next door neighbor that would get those exemptions. Property taxes are extremely difficult. There's very few elected officials that really know property taxes. They'll say that they'll they'll hold things level, but there's different things. There's the extension, there's the rate. Now, uh just the last couple of years, you've kept it kept your uh extension flat. So, the amount of dollars you've asked for were the same as the year

before. But like this year you're looking at a 7 12% increase in your uh evaluation assessed valuation for most people it's over 10%. So even if people if the tax rate for all levels of government are kept the same they're going to see their tax bill go up. That's just the way it's a percentage of of the value and and homes are are going up. It's probably closer to 250 is about the the minimum anymore in Walkegan for sales. So, people are seeing that side of it. Uh, Miss Lensing, I I agree with you about the other districts. However, some of those other districts, they don't necessarily have some of the programs that Walkagan has, they don't necessarily have as many administrators as WEAN has. So, I I think that you're going to need to

make a decision here. And I know what you're going to do. You'll you'll go with it, but you need to look at what you're spending. You know, you you've got a in-house legal department that is one of you. It's a very expensive department. I mean, what an embarrassment tonight. you were going to you were passing that uh that greenhouse and she should have looked at the board and said yes I reviewed this and I agree and that that's one of the things you have people in administration are right on top of things uh you know as far as money yes you've lost a lot of money I I'll agree with that is competitive on property taxes right now but the Other thing you've had over the last nine years is multi- multi-million dollar increases from

the state of Illinois in evidence-based funding. So it's it's not as if you just sat there and said, "We're not going to raise property taxes and you kept spending." You had money coming from Springfield. Now that's getting shaky. So, you really need to look at how you're spending your money, not just you got contracts coming up here that you're renewing them because you had had them last year or the year before. Do you need them? Can you do without them? Can they uh uh have a smaller contract and keep some services? But just because you had it last year doesn't mean you need it next year. Thank you, Mr. Fukitch. Mr. Sebeeki. >> So, I got a couple things. Um, when this superintendent came in, if everyone remembers, she made it clear that this this

district was way too administrative topheavy. We have more administrators in this district than we did before. We keep creating new positions, reclassifying new positions at higher pays. So, you're we're spending a lot more money. That needs to be looked at. Are all these positions really needed? When we're spending more money to educate adults that come in with the degrees that say they can do this and we're sending them to all these conferences to get higher education, we're spending more for a lot of the adults than we're paying for the kids for the education. When we have a 16% reading level, the superintendent has been here 10 years. If we held the taxes for seven years, there's no change. That's where parents in that in this community come from. They're not seeing their kids' progress. You

know, we've spent and I hold the board accountable on this. How much millions of dollars have we spent on curriculum and in two years we threw it in the garbage and got more curriculum and I've brought it to this board. Numbers, millions, tens of millions of dollars that we've thrown away. It takes, you know, two to five years to get the results back, but we're changing curriculum every two years and throwing what what we paid for just in the garbage and getting new. Hannah's been saying it for years. A lot of us is. We got to watch our spending. We all knew this was coming. We don't know what tomorrow is going to bring, what next year is going to bring, what the prior year is going to bring. You guys got to remember, even

with the president, some like him, some don't. He's still in office for another three years. So, we don't know. We got to watch our spending. When we're spending $40,000, you know, every two weeks, every week on Giamano's pizza for the district, that stuff, you know, we have a multi-million dollar budget for food, food service. Technically, if you look at our wellness policy, we shouldn't even be buying that stuff for the students. We we we tell the parents is not good for the students, but then we keep spending more and more for the students. We need to streamline our spending and be financially responsible like we've been saying for years. We need to hold off on conferences and all this stuff. You know, we go to the same conferences every single year. And the biggest thing

in the board docks is to network and that. Well, if you go on it every single year, how much more networking do you need? You should have everybody's information that went there when it's a lot of the same people going to the same conferences every single year. Why do we need to go to it every single year? And most of that money is spent on travel and lodging. And we have Zoom options for some of the conferences, but we choose and the board votes to go in person instead. That's more money that we could be saving. So that's what we need to look at. You know, a lot of people in this community ain't going to go for it. There's families struggling whether we're renters or not. 80% of Walkegan is renters. You know, there's

a lot of struggle. There's a lot of single parents in this in this and I'm one of them. We got to remember just because if the school district taxes go up, everybody else's taxes are going to go up, too. I guarantee the city of Wikin's taxes go up. That's all stuff we have to look at. And people's pay is not going up. Groceries are going up. KMED's going up. I don't know if y'all have seen those lately, but those bills are going up, you know, and and I know it's a little bit off topic, but that's the same thing with this this um field that we just put up over here, the solar field. When they came in, I was upset as a parent cuz I applied for it, but then I was told I

wasn't eligible when but when they gave us that speech, they said everyone in Wilkagan was eligible. Then it was broken down. you have to live south of um >> golf you know and and then oh but you do qualify if you get you know um other benefits you know uh food stamp SNAP you know any of that then you may qualify but that's not what they told us when they put that up. So it's disheartening when we sit in these meetings and you tell you you're eligible but then when you go apply you're not eligible. That's not fair to the people that that field's in their backyard, but they're not eligible because they live on that side of the street when the they have to look out their window every day and it's on this

side of the street, but they got to look at it every day, but they're not eligible. You know, we just need to be better responsible with our money. If we're going to buy curriculum, we need to look into it and we we need to give it the whole long haul or find it, see if we could sell it to another district that might be using that or need it instead of just throwing it in the landfill. Thank you, Mr. Becky. Anybody else? No. Okay. Anything else from board members? Any other? >> All right. Then I would like to ask for a motion to close the hearing on the adoption of the tax levy for tax year 2025. >> So moved. >> Motion by Mr. Riddle, second by Miss Lindsay. Any further discussion on the motion?

>> We have a roll call vote, please. >> Miss Fabian, yes. Miss Hannah, >> no. You all want to close? >> Oh, yeah. >> Yes. I want to close the meeting. >> The hearing. >> Miss Lensing. >> Yes. >> Mr. McBride. >> Mr. Riddle. >> Yes. >> President Rodriguez. >> Yes. Motion carries. The hearing is now closed. McBride, >> yes. >> Mr. McBride, >> yes. >> Mr. Ramirez, >> President Mr. Riddle, >> yes. >> President Rodriguez, >> yes. Motion carries. Okay. Item 10, the student discipline matters. Um these are going to be uh carried over to the next meeting and just so everybody understands all these students are back in class. Is that correct? >> Yes. Okay. >> Um board president before we call for adjournment I have a quick question.

So since we transition to the micro meetings um board members only have one time a month to have um board commentary. I forget what our labeling was like board member time. Is that something that we can build into these micro meetings? Because I think like to the point that you've made previously, we want to share what we've been seeing in the community. We want to share what we've um witnessed in our schools and the great things that are going on, but we've reduced our opportunity to do so. So, I would like to to add on be as 11 board member time and make adjournment 12 if that's an option. We we can do that and I usually ask at the end of the meeting anyway before we >> we haven't for micro meetings not for

micro meetings for the other meetings we we do >> we have board member time as an actual agenda item but I usually ask if there's any anything else anybody wants to say >> not on here now though >> yeah we can we can do that >> okay that would be great >> we can definitely do that Hannah >> um I would like to know with these with the micro meetings um I'd like to know if uh all they coincide with um the work that the staff has to do that brings forth the um I the agenda items. >> I'm having a hard time following. I apolog >> um has has the micro meeting caused any hardship on the departments in the district because okay let me give you an example we have to pay bills

right every two weeks We pay bills every two weeks, right? And so, um, it are they are the meetings lined up where all the work is done to be gathered with the um, bills and finance. And that's just an example because I was going to ask about um about uh the um the personnel and all that stuff too. Is has this impacted the way that we have the meeting? Is it impacting other the um the dis uh departments in the district? And if you don't know, superintendent um instead of answering, I'd like to really get a conscientious answer after you've talked with your department. >> And that's fair. I'll come back with that, Miss Hannah. Thank you. Is there anybody else who would like to say anything before we adjourn? >> Oh, yes. If I'm

going to get some board member time. >> Yeah. >> Um, yeah. So, I I just want to take a collective community breath. Um, things are both feeling and actually are escalating with our within our community. I want us to make sure that we extend as much grace to others as much as possible. Uh fears are heightened legitimately so anxiety is heightened legitimately so. Um the presence of additional individuals in our community um has caused people to stay home. It's having an impact on all of our mental health. It's having an impact on our sense of safety. It's impacting our small business owners. Um, and it's it's a very hard time. So, I'm going and making sure that I'm using my money and resources to support our local small businesses as much as we can. I

know we have local organizations that are bringing people together. I know Mono Amano had um a walk Monday night um to show solidarity for our community. Um I know Abbott Middle School, the staff has been going out and making sure that their students are getting to their buses or getting to their parents safely. Um so I want to commend all of the efforts that Abbott specifically is doing. I know um other communities in the area are also looking at ways on how do we protect our kids from getting them to school home home and from home to school both safely. Um so just a big deep breath. If we pulled together and we're united as much as we can, we can try to get through this horrible time that we're experiencing. And I just recommend

you try to reach out and get mental health support as much as you can because it's a very trying time. So extend grace, extend love, and uh hopefully we'll get through this. >> Thank you, >> Miss Favian. >> Yeah, I'm I'm feeling it. And I will tell you that myself personally, I don't feel safe coming out. Um, and that's that I'm a citizen, right? And that's that I'm a position where publicly I'm out. People know who I am. However, I think we've all seen things transpire in our community that it does not matter whether you're a citizen, a resident, documented or not. Um, the only thing that matters is racial profiling. And we're feeling it. So, I'm going to call it what it is. It's racial profiling. So, we need to understand that in a

community, in our school district, when 80% of our students are Hispanic, our families are hurting. our staff is hurting because I don't want it lost upon anyone that our staff go in day in and day out and have to carry the burdens and I shouldn't even say burdens, the worries, the concerns, the anxiety of our students. So, as Miss Lensing stated, please take care of your mental health and that includes our staff. I hear it from our staff, right? Because they can't give any assurances or guarantees to our students. I appreciate all of those of you that are coming in every day to educate those students that are there, but I would also like to remind our our teachers especially to connect with those students that are not showing up to extend some grace on

supporting them with homework items that they can do at home. Families, remember that we do have applications that you can work on and continue learning at home if your student is not coming to school. Also, be aware of our policies on reporting absences and ensure that you're calling our your student in. This is a very heavy time and I think um we all need to be well informed of all of our rights because everyone has and I'm going to say it again, everyone has constitutional rights regardless of their status. I want to make sure that we're following those. I also want to remind everyone of Iser's hotline. Um, and I'm sure you've seen it everywhere, but if you see something, say something. You can call [Music] if you are seeing any um ICE activity happening.

Be safe. Don't insert yourself where you don't need to, but please document and record. Again, you know, if you're a person of faith, whether you believe in in a god, a higher power, many gods, pray for our community. If you don't believe, send positive vibes and thoughts. But we really need to come together as a community in support of each other because in the middle of this, our students are losing out on education because of the fear that is being instilled and thrusted on them. and some of them can't even understand why. Um, again, just please watch out for your neighbors. >> Thank you. Miss Hannah, did you want to say something? >> Um, not it. >> Okay. Thank you, Mr. Riddle. >> Um, only that, you know, I, as the others have said, I'm

just pleased that our community is understanding and supporting in these difficult times with what is happening. I was pleased with the number of people that were at the march yesterday. Uh and that people are doing this in a peaceful manner. We don't want to play into what ICE would like to do and and um any um protest become violent. That would not be good for our community. Um, on a more positive note, I would like to mention that um um Miss uh Glattis, Principal Rodriguez um at Clark School notified us the other day that um we we are going to have another IB school hopefully in our district, another elementary school that um they are in the final uh stages uh in December. There will be a team visiting their school. So, Clark hopefully will

become another Ivy school for our district. So many good things are happening in our district and we want to um congratulate our principles that are doing this and all the staff that are doing this good work um for the education of our kids. They only get one chance at this and we're trying and we have terrific staff who are working so hard to make sure that their experience in school is one of the best it can be. So again, congrat congratulation to them. Um many of our board members were at an event here uh last not this Sunday but a week ago Sunday walking into college had their celebration. Um and then this is this is a great organization that we partner with um have had hundreds of of a couple hundred of their kids

have graduated um uh and are and many of them are involved in college right now. We're working is it Mency? Is it is it about 100 kids we're working with right now I think with um and then they are working in some of our schools as well. Um those of us that were there heard Moises Aurelio who um is a is an alumni uh um college alumni at Lake Forest College um graduate of the class of 2025 an inspiring presentation. Um he was appreciative of all the um good things that happened to him at Walkgan and then his his um working with Walkan to college and so we've have so many great students who are who are in our system and are showing what can be done what they can do. they have great futures.

Um, so I'm just really pleased that as all our board members are to be a part of this, you know, to and to be a part of changing kids' lives. So with all this stuff that's going on in our society, there's so much good stuff that's happening in WEAG. So I just want to thank everybody that has a hand in doing that and um, keep up the good work. >> Thank you, Mr. Riddle, Mr. in regards to whatever is happening in the community. Um I've myself heard um from the students that a sense of worry for whatever is going on and I really do have to say that you guys are safe. It's I get I understand it's a bunch of worrying, but you have to understand that you have to focus on your mental

health. And it's really important because if you want to really exceed on education or really much whatever's um going on with your family, like really try not to center yourself towards whatever is going on in the community cuz it's it's not really it's not going to help you very much. And in regards to the staffs and um whatever situations going on with that with that um I really do want to see that going on. I really want to see an improvement on staffs on hiring you know grow a growing community is really what I really hope for. >> Thank you. Thank you very much. Okay. And with that, first of all, before I call for adjournment, I just want everybody to understand that we have two more meetings tonight. >> Okay. So, um, we are

when I when we adjourn, we are going to have a 10-minute recess. And before you start, Miss Fabian, >> so I will be leaving after this because I do have to head out. >> Okay. Thank you. Thank you. >> Can I ask one question before? >> Yes. Go ahead. Stop doing this one. Um, Superintendent IB, the acronyms. Could you tell people? >> Sure. Sure. International Balor. And what that Yeah, we throw around a lot of acronyms. IB is international balorate. I see principal Kramer here. He's the first school in Lake County. Whittier was the very first school in Lake County ever to be awarded this uh certification. And it takes several years um of work with him and his staff and the children and the parents in order to become and recognized. This is a

worldwide recognition and it's it is a focus that's that is worldwide. Children learn about our world, about other cultures, and it's integrated through the school system. So, we're working this through the elementary. It's going to go up to the middle school and eventually into the high school. And the children will get a students will get a stamp. um Miss Hannah on their graduation certificate that will show that they have graduated from not only from WKEAN but with all but from an IB school an international balorate it was um a program started in Europe it's it's to to show us that we are one people all we may look different we may speak different languages um we may have different cultures um but we are all one and um it's a it's a beautiful program take

a look at it certainly visit um um the program if you can sometime they do a a program at the end of the year. I went to it this past year. U Mr. Kramer is going to do it. Principal Kramer is going to do it every year. There's a showcase. You get to see the kids and what they've been studying through the year. It's really a beautiful program >> and yes, thank you. >> Thank you, Mr. Riddle. Okay, that I'd like to ask for a motion to adjurnn. >> So move cleansing. Second by Mr. Riddle. All in favor? >> Oppos? Motion carries. Meeting is adjourned at 8:25. We will start the student achievement meeting. That's first, right? >> Yes. >> Start student achievement at 8:35. >> Okay. [Music] Heat. Heat. [Music] Heat. Heat. [Music] Heat.

Heat. [Music] Oh yeah. [Music] Oh yeah. [Music] Oh, [Music] you yourself again. [Music] Hey, [Music] hey, hey. [Music] Heat. Heat. N. [Music] I'll be happy. [Music] You will you yourself. [Music] Ooh. I [Music] feel [Music] Woah woah. Oo. [Music] Ooh. [Music] Hey. Hey. Heat. Heat. N. [Music] Heat. [Music] Hey, Heat. [Music] Heat. Heat. Heat. [Music] Heat. [Music] Heat. Heat. [Music] again. [Music] Hey [Music] Hey, [Music] hey, hey. [Music] Hello, Tess. Oh, now we're live. >> All right. Good. >> 8:35. >> It's 8:35. 8:35. Right on time. We're starting. I would like to call to order the Tuesday, October 14th, 2025 student achievement meeting. Can we have a roll call, please? >> Miss Fabian, >> Miss Hannah, >> yes. >> Miss Lensing, >> here. >> Mr. Riddle, >> present. Mr. McBride, Miss Ramirez, President Rodriguez. >>

Yes, we do have a quorum here. This is not an official meeting of the board. We are not going to be conducting any business, but we do have a quorum of the board here. Uh, next item is item three, approval of the minutes of the September 9th, 2025 meeting. You should all have the minutes and have had a chance to review them. >> Okay. >> Do we have a motion to approve? >> Motion to approve. >> Motion by Mr. Mr. Riddle. >> Second by Miss Lensing. Are there any comments, corrections, changes to the minutes? If not, can we have a roll call vote, please? >> Miss Fabian, >> Miss Hannah, >> yes. >> Miss Lensing, >> yes. >> Mr. Riddle, >> yes. >> Mr. McBride. Miss Ramirez. President Rodriguez. >> Yes. Minutes are approved. Motion

carries. Minutes are approved. Okay. Just so everybody understands, um there are some events going on that some of our members uh board members had to leave for and superintendent. So, um um Miss Favian and Superintendent Placencia left. Mr. McBride had something that he was committed to attend. And board member Ramirez had a car breakdown, her car breakdown, so she couldn't make it tonight. So anyway, but we're here. And uh next item, the discussion items. I see nothing under discussion items, information for possible board action. Miss Malookusi, are you ready? >> Yes, thank you. Good evening, board president, members of the board, community, and staff. Um we do have several items from our academic supports and programs team to bring forth this evening. First one, letter A, is the amendment for Arbiter referee services. We use

Arbiter as our program to help pay uh issue payment to our referees. And with the additional expansion into our middle school programming, we are requesting an additional uh 48,000 be added to the already board approved 72,000 for a total of 120,000 to ensure we have athletic um referee coverage at our middle school sports programs. >> Good. >> Thank you. Item B is renewal of our STARS 21st century external evaluator. Uh we do partner with Dr. Sharon Sanders Fier um who has been a long-standing partner with our school district as well as the external consultant for our STARS program for the past several years. It is a requirement at Isby to have an external evaluator and this is for her contract. >> So have we um have we already slated someone for that position or will

that position be posted? Uh, Miss Hanik, would you please clarify the the position you're in referring to? Is that for the person who's going to be overseeing the the district level? This is the external evaluator who oversees it at the um at the external evaluator level. Just clarifying your question. >> The external evaluator. >> Um, for the external evaluator, we use the same external evaluator throughout the course of the program. So, this is the third year of the 2022 cohort through ISBY for the 21st century learning partner grant. And so we use the same external evaluator for the program throughout the course of the grant. >> Okay. And so we got to pay 6,000. >> Uh that is the fee we have been paying for the past three years with Dr. Sharon Sanders VA. >>

Oh, >> it's consistent. >> That was written into the grant. Correct. >> At that amount, correct? >> Yes, it's fully covered for clarity sake. >> Yep. Thank you. >> Um all right, item >> C. Thank you. my page numbers. I had the bottom. We have the renewal of Tyler Technologies I visions. This is for uh the I visions ERP system that we use to ensure that we are tracking positions, pay and certification. And we also use it for our budgeting and requisition software. It's the renewal for Tyler Technologies I Visions. >> Is it working for the district getting good reviews from the staff and everything? >> Dr. Would you like to speak to that? >> Good evening. Yes, Miss Hana. So, it's been working uh and and this system solution is being used by the

business office, by human resources, by all employees in the district and every every quarter basically they receive new updates. So basically, we're keeping up with the latest that that they can provide to us. >> And so with them, with us continually using them, are there any possibilities of any kind of uh uh discounts for the district because we continue to use them? or are they going to as as we continue to use them are they going to continue to increase them? >> So we can uh discuss that basically with our sales rep. What we have learned not only with them but with other vendors if we uh enter into multi-year contracts not going year by year uh there's a big possibility that we can then get better discounts. I'd like to see um hope well

there's only four of us here. Hope maybe we could see some um the differences, you know, between um the two. >> Yeah, we can do analysis. >> Yes, we can um have Nick share that with you as soon as we get it. So before the next meeting so you can look at the different >> Yeah. Yeah. Uh yeah. Well, I mean I'm not saying we're going to not go on. I'm just saying, you know, get us the information so that we can make it form. >> Miss Lindsay, >> two followups to that. So, is the request to potentially have this modified to a multi-year contract this year or future years? So I guess that would be dependent on what the board thinks would be the best direction to take. So we can we can share

that information with you all once we get it and then if um you know I guess there could be another discussion to deter we can have both on there if that would be easier we could show one >> three I think three would probably be the the uh ideal length we wouldn't want to go beyond three that's typical three years so what we can do is we can share a one and a three with you or if they have a two we can do a one a two and a three Um, I'll let uh Dr. Quavvis can can talk to those folks and and we can get that to you and then we can submit it in a way that would say >> this or that. >> Yes. I just wanted to make sure that

would be an option for this year. So, I appreciate the flexibility on that. Oh, you have a face though. >> Something I want to clarify. We budgeted for only one year. >> Yeah. So, it's not in the budget. So, we would have to improve beyond the budget. >> Correct. >> So, we could have a we we could take it back. we'll get you the information then we can have a conversation with um uh with Gwen as well um just because if it is a significant savings and part of the conversation earlier was about trying to save money >> discount. Yeah, >> most definitely. So, we we will and I appreciate your transparency and saying that it was not budgeted for this year, but um we can, you know, we can always work with Gwen to

make adjustments um in areas that where we're not currently spending. So, we'll look at that. We'll provide that for you all and then um and then we'll make it flexible enough so that you you you all the board can vote as they see fit whether it's one, two or three year. A and uh just to uh just to let you all know the reason why we did not vote on any more cont um you know back last year was because we were getting a new board and we thought that you know in instead of satellite and I'm just using that for lack of a better term um the new board with multi-year contract that the new board coming in should have a say on whether they want to continue with the services and business. >>

Thank you, Miss Hannah. >> Second question, Dr. Quas. So, from what you said, I'm just going to be more explicit about it. What you said is that they're coming up with updates and we're using that. So my understanding is we are using this platform in all its capacities 90% of its capabilities like are we using all of the things that it can do? >> So the answer is yes. For example, from the business office, uh this is where we have all the student and and also all the teachers staff uh information >> uh for payroll >> all the hours that the employees has work benefits all the benefits that basically that the district needs to pay is basically documented and is hosted uh in this system uh for taxes purposes W2s for employees. Yeah. So

is we're using this basically from a financial uh perspective to provide u a transparency when it comes to the district numbers and finance. >> Thank you, Dr. Dr. has several items in a row, so he's going to sit near us for additional questions. >> Sit tight. >> Yes. Um item D, renewal of docuign. Um, we have adopted the informed K12 solution, but um, because of the transition, we want to be able to make a smooth transition between both systems, we are asking to renew Docu Sign for an additional year so we can phase out certain doc uh, certain documents that have already been developed, provide training to staff, and ensure that we have a smooth transition between both platforms. >> Yes. Thank you. >> Item E, renewal of Aruba Clear Pass Wi-Fi license. What what

what is that? Um >> the Aruba Wi-Fi is basically the infrastructure that we use to provide a Wi-Fi internet to all of our staff and students. So when the students go to the classroom and they need to use their Chromebooks and connect to the internet is through that system. >> Thank you Jose. Uh item F, renewal of Smart Sheets project management tool. >> There she go again. >> Uh Smart Sheets is um a system uh that many departments utilize to progress monitor and make sure that they have uh action plans developed to each of their goals. It helps make sure that they are keeping track of different uh goals, sub goals, uh action items, assign it to uh staff members so they can progress, monitor implementation, check in to see if things are finished, in

progress or um if there are any delays. And it really helps um like a project management uh workflow to make sure things on different projects across the district are um that there's a system and a plan to monitor progress. >> And it's it hasn't stopped the interpersonal um >> No, that's the key point of having >> and all of that has >> Yeah. Um absolutely not. And I think it it adds value because the staff members come prepared to the meetings with all the logistical pieces already documented and then the meetings with the supervisors or the team are really continuing to problem solve through topics to make sure they're checking in on progress and that's more of a dialogue rather than having to sit through and look at um where's your numbers, what's stuck here,

where are you at here. It's already communicated in advance by the team members by documenting their progress on the smart sheet. So when they are together, it is more of a dialogue than than than not. Thank you. >> Thank you. Um, letter G, renewal of AVIC network monitoring. Letter H, renewal of Palo Alto firewall maintenance. Letter I, renewal of Cisco SmartNet. Renewal J. Renewal of level blue DDOS protection. >> All of the all of acknowledged. Okay. Thank you. >> Letter K. Purchase of security keys for the two factor authentification cyber security project. >> Please. for this item uh basically is to improve the cyber security for all staff and what we're purchasing basically are these keys >> so that all the staff now that we need to use to authenticate uh when they need to

enter their username and password so this is a best practice now in all industries this is basically to avoid that hackers collect your uh username or password and we have those situations you know in the district with fishing uh uh email campaigns >> that unfortunately we provide training to the staff but there are some staff that they enter their username and their password and then their accounts get compromised. So this key basically is going to help the staff to reauthenticate who they are. If without this key you cannot basically disclose your information. >> Oh okay I'll have asked that. So I'm used to um multiffactor authentication with systems like Oracle or global protect where you put in the digits. So this is better than that is what you are saying >> for that you will

require to have a cell phone >> right >> and not not all staff in the district have a cell phone as well >> and we can't force them to use their person and that's basically is for that reason we're using >> okay >> letter L renewal of incident IQ help desk contract and new HR module purchase >> somebody Well, >> sure. Dr. Ho had to come up and speak to that one. I think there's a question. Thank you. >> So, Incident IQ is the help desk ticketing system that we use in the technology department and we we we're in the process basically to do the renewal. You already approved this uh in the past. The human resources department they were exploring how they can also have a help desk ticketing system so they can monitor

their onboarding process. So incident IQ they have a module that is dedicated to human resources functionality. That's what is this is about. >> Okay. >> And is that is that renewable every year too? Is that what you have to pay 25? >> Yes. >> Okay. Letter M, purchase of interactive projectors for classrooms. These are to replace projectors that have failed and are in need of repair. >> Those white boards, are we still using the smartboards and stuff? I hope we are. We paid all that money. Uh we're in in the last nine years we're basically upgrading to interactive projectors so that you can have basically touchscreen so that the students they can interact with the projector and that actually have help us not only to save costs with the hardware but also uh to have

the latest technology available in the classroom. There are some schools that they still have some smartboards uh but we're basically in the progress of upgrading them as well. There are times that the principal or the teacher say it is working for the classroom. I would like to continue using it. Uh but when it dies, we need to replace it with with a projector. and and I you I'm presuming that you all have a plan for the um smartboards that you're not going to be using like possibly donating them to uh well where we pay our money maybe learn charter school or some place. So >> okay I mean hey >> the the cha anyway >> the challenge when we uh >> upgrade equipment is because we have used the equipment until the end of the

life >> cycle. So that means >> that there's no longer support >> for that device and then the district can enter into a situation that now we're providing equipment that is no longer supported by the manufacturer and it can jeopardize their network. >> And so what do you do? You did >> we recycle them and actually what happened we use a local company it's called Acoa they're based here in Wiggan and they basically they will pay us back the what they can recover from the metal. >> I love that it's local. >> Okay. Yep. >> Okay. Long as long as there's a plan, you know, and they just not going to go in somebody's landfill some. >> All right. Thank you, Dr. Quas. Uh letter N, renewal of Ponapto. Pannapto is a um platform that

helps um we do a lot of our parent universities on Ponapto. It provides opportunities for staff to record lessons, record trainings, record information, and have that available via video. >> Just a question, I know it was brought up by the audience earlier. Um who looks at on these renewals, Dr. Quavvis, look at the renewal or who looks to see that it's actually being used? Like for instance this thing does it as you as some as staff are using this does it count how many uses it's getting like the water fountains >> so that you really know it's it's being used. >> This is a great question and this is an initiative that we've been doing for several years now. We use a platform called the learn platform and through the learn platform in collaboration with

teaching and learning uh we evaluate every single uh educational tool software that is being used in the classroom as well as the technology. Uh as I reported in the past to the board of education was like two years ago we eliminated over 125 duplicated software in the district. So we take basically the necessary steps to continue monitoring if the technology is effective. >> Okay, good. Thank you. >> Before I go any further, can I get somebody to close that back door so we're not competing with conversation back there? >> I appreciate that board president. >> Thank you. >> Um uh because you brought up teaching and learning and we're talking about usage and we're talking about data, right? I think that's something that has been um a universal ask from the board is that when

we're asking for renewals, what's the data to support? Sometimes it's um very bland on why are we renewing this, right? Like because we have to because it's the part of the contract. What I appreciate about teaching and learning is that you guys have been providing those slides to show this is the usage. This is what we're doing with it. this is why it's effective. Um, so I'm I'm hoping we can get that streamlined across uh as many of these agenda items as possible. If it's part of the grant, it's part of the grant. Like that's the answer. Um, but but for some of these other things like what are we using it? Are we using it for the full capacity? Are there aspects of it that we're not leveraging in our district that is a

goal because our staff hasn't been at a capacity where they can learn more skills to use it to its capacity? Those are just some of the things that help us kind of streamline going through it. >> Well, I mean, I think that's the capacity, right? >> Yeah. like because I mean I at work have have a plate that's this big and it can fit so much and if you add more onto it then I need to ask you what are you taking off? So we just need to be mindful of that balance. >> So we we can definitely um provide you with the data usage. Okay. >> And then we can also I mean I I know that um um Miss Malooki also provided some of who's using it. Uh but we can share that

with with you all. Uh same we'll have it on the same report to to uh Nick that we have the I vision's information on. >> Okay. Thank you, Miss Lindsay. >> All right. Dr. Quas, you're almost off the hook. Letter O, renewal of securely web filtering for students. Again, this is a requirement to uh comply with the Children's Internet Protection Act. Thank you. All right. U moving on to um a nonIT topic. Um letter P, Washington Elementary School NAB professional development request. >> Um so I'm I'm going to jump in here and I'm going to make a general comment about items P through V. Thank you very much for bundling all of the professional development together in one big chunk. really appreciated giving you the feedback because it's been an ask and I I think

you guys deserve the the kudos for that. Um Miss Fabian before she left um had some questions around NAB. So just like with the board yearly we go to cube we plan for triple I these are just routine conferences. Um, NAB is also one of those routine conferences. And so, uh, based on the information that, uh, Miss Fabian had access to, the early bird rate was $495 for the conference. That ended October 10th. Now, according to the website, it's $745. That's excluding the the pre-conference and the award lunchon which takes it to,120. So like $1,120. So one, our concerns are again back to that uh financial or fiscal responsibility, right? If we know we're going to this, we should always be planning to get the early bird rates flat out. It saves us, depending on

what figure you're looking at, close to $600, $700 just for registration. >> The second piece is why are why is it being build at $1,330 for the registration and conference cost fee instead of what she had pulled up for the 745? Like, do we really need to go to the pre-conference and the award lunchon? Are we getting awards? because that would make sense. >> We don't. And look at the pdeium. >> Yeah, I see I see the 500 per person that's across four days. So, yeah, I understand that. But like, so if you can go over how the PDM was ascertained, but then also help us understand how it goes from at the maximum 1,120 to 1330. Sure. I'll ask Dr. Zammy to come up for this particular item as one of her schools in

her area. Thank you. >> Great. Thank you. >> Good evening board members. Um the cost for the conference is what was provided to me by Washington School. So I can double check where they came up with the with the cost for the conference and registration. Um, but that was the number that they had that they had identified um when they when they submitted the request. And then I think you had a second question. What the per DM? >> Per DM I believe they were looking at $100 per day per staff member. >> Nine 10. Yes. >> Well, it's based on >> Now I know what it >> Okay, I got you. >> Okay. and we were in um California. Okay. And we only received $200 for a perdem and a perdem going into Chicago, $5

per person. Something's wrong with that. They I believe they were estimating on the high end of the $100 per day, but not expecting to utilize that entire amount. >> Then you guys shouldn't ask for all of it. >> I I'll let administration cuz that and it it's shocking. Okay. because we were in the board of education was in LA c of LA um Los Angeles, California for 4 days and we got $215 for dinner >> total. So okay >> so we can bring these questions back to the principal. Uh I and I thank you both for the questions and for the the feedback on the early registration. We'll look into that. I think one of the things that we've been trying to do is take your feedback. Um that's part of the reason why you're

seeing so many items here earlier um rather than later um is to make sure that we can we can pre-plan we can make sure that we are getting the early bird. Um, I don't know for sure if he did get the early bird or or the school did get the early bird registration special, but uh the one point of emphasis here, uh, not a justification nor an excuse, but just, uh, the estimation, we we try to go over a little bit and the estimation is a little bit more just because we don't want to have to come back and and make an adjustment. So, um, some of these are not going to oftentimes it does come in far less. So, we try to be as close as possible, but we do leave some room. However,

I did not uh just like Miss Amy did not um create this one. We'll have to go back and ask the the principal about that. >> I think what's helpful in this instance, because I understand not wanting to come back to the board and say, "Okay, we said this much, now can you do this?" it it creates um it can create frustration. Um what I think would be helpful is to help the board understand where we can see the actual cost of the conference after the fact. >> I I think that's a good uh fair request. >> Thank you. Um, letter Q. Making sure I'm in the right letter now. Apologize. Washington Elementary School impulse professional development request. This is for attendance at the impulse conference in Tokyo, Japan. Letter R. Whittier Elementary School December

international balorate professional development request. This is in alignment with their primary years program uh related to annual professional development that is part of the uh expectations of an IB school. Also letter S um we um have a sec a followup to the initial request in December for Whittier Whittier Elementary School March international balorate professional development request. Letter T, Greenwood School, Blue Ribbon. Professional development request. Letter U, North School, Ron Clark. Professional development request. V. I reliability schools summit for Walkagan High School, all campuses, Washington campus, AOE, and Brookside. Letter W, renewal of Flet Destiny Library and Textbook Inventory System. Letter X, attendance at Association for Career and Technical Education Vision, ACT in December 2025. Letter Y, Amira Learning Extension for K through five. >> I have a question. Okay, >> I think this is a

Jennifer is here tonight. >> Question. Um, now I seek K5 and you know how I feel about air. Okay. Um, and I know we had our meeting. >> Yes. >> Last week, but um are we doing any kind of a mira um tools for the upper grade? Well, we're not doing it yet because it wasn't the initial part of our 18-month grant um and with the schools that we've been working with and for this specifically, it's an extension. So, it will be a full two years. However, we're in budget season right now. And so we're looking at moving forward, you know, really looking at how well it worked, um, areas we want to improve on, and the schools, should we continue it and be board approved in our budget for SY27 that we would explore

that. >> Okay. >> The expansion of it andor continuation of it and working with older students really to put our due diligence on and how well it's working and the needs of it. So >> right because uh what you all um what you all gave uh talked about what we talked about in the meeting I am very pleased >> to know that uh Amira is helping our students. >> Yeah. >> And I just knew that. I knew that. But and >> and more to come is we want to really finish out the year and tie up all those data points all the way through May. So, we'll have more to come for it. >> Yeah. And just to let Mr. Rogers know, I don't know if you know about a mirror. A mirror is um

the AI avatar and uh reading tutor and everything. And we we they showed us numbers of progress of the students. And I'm I took eyes for the jump that did a >> cartwheel. They were thrilled. >> I was >> not with that wrist. Not with that wrist though. Don't do that. >> Right. Not with my wrist. >> Not with that wrist. >> Maybe a one arm cartwheel. >> That I got to that I have to see. >> Me too. >> Yeah. >> Um that concludes the items that we would like to review for student achievement this evening. >> Thank you board president. Thank you board. >> Thank you very much. Thank you. >> Okay, with that I would like to ask for a motion to adjurnn. So moved. >> Motion by Mr. Riddle, second by

Miss Lensing. >> Um, all in favor? >> I >> oppose. Motion carries. Meeting is adjourned at 9:09. We're going to start the operations services committee meeting momentarily. >> Sorry, Mr. >> Kenson, how are you? >> No, no, no, I'm not. >> You know what that'll do to you >> for the board members? Yes. No, >> I was looking at it though and it was uh >> Well, wait a minute. >> I took one red and one green. >> Oh, good. >> Because Miss um >> Dr. uh sorry, >> I asked Dr. >> No, no, no, no, no. Please, it's for the board members. No, I I was looking at it. I I was only looking at >> Did you get some? >> No, no, no. >> Thank you. >> Did you want I got mine.

>> Okay. [Music] I'm [Music] just [Music] Heat. Heat. [Music] Oh yeah. [Music] Oh. [Music] Heat. [Music] Heat. [Music] You yourself. [Music] Hey, hey, hey. Heat. Heat. [Music] I'll be [Music] yourself. Heat. Heat. N. [Music] Ooh. [Music] There's information included in the agenda item if you have any questions. >> Can we get the agenda item on the screen? >> Sorry. >> Appreciate it. >> Yes. Thank you, Mr. White. >> No worries. >> Okay. Our next information item is the crisis prevention and intervention uh CPI instructor certification and renewal. Again, information is included uh for a total of 18 individuals um for this certification if there are any questions. >> Do you feel like 18 is enough for a district of our size? ask Miss London to step up to address that question. Thank you. >> Good

evening, board president, everyone. Um 18 is our renewal. So, >> right. >> Sorry. >> So, we have um eight that are being that are new to the district. So, we're training them. Most of those are APs, >> the new ones. And then the renewal, they're already trained, but they have to get retrained every two years. So a total we have around 33 34. >> Okay. >> But I can get that number that exact number to you. >> But do you feel like we are in need of more staff going through this training? Cuz here's why I'm asking the question. Like I understand the hesitancy for staff members to want to get this certification, right? Like I understand that's a an element for others, but from your position, do you feel like we need more staff

than we currently have engaged in this certification or do you think the 33 that you quoted is >> So the 33 that we quoted, they're trainers. So these are the ones that are actually training our staff. >> So there this is the train of trainings uh uh certification. So, our trainers and then we can train whoever we need to in district. >> I'm asking my question wrong. >> Okay. >> Do you feel like we have enough staff CPI certified in our district? >> I would love everyone to be CPI certified. Um, it's open to every It's open. >> It's open to everyone, but it has not been a concern of having a lack of individuals trained. Yes. >> I feel like I'm just >> questioning. >> Yes. >> I'm not phrasing it right. >> For

the record, please give your state your name. >> You Mark Shinken, you are phrasing it correctly and I believe I'm hearing what you're saying. Everyone, you believe everyone should be CPI trained that is working with our students >> because if you're in a confrontation, you need to be professionally trained. Now, are those people going to train everybody else or are those individuals going to accept the training? Now, that's obviously your battle with that and I understand that because there are some people that will not want to accept that or maybe push back. I don't need to be CPI trained. I don't want to. But if if any employee actually like if I touch Mr. Figurola, um if if I'm touching him in a way that I've been CPI trained, I will never lose my job.

Well, we would first deescalation, >> right? Deescalation. But there is that there is the I'm covered if I actually need to physically touch him that if I've been trained in that, >> obviously the deescalation is before, but if I need to physically touch him in some way that I am covered. And I I'm not sure if that's the exact terminology, but it you know, people need to know how to actually be able to touch a student in a way that's appropriate. Let's put it that way. >> Yeah. So, thank you, Mr. Shington. So I the question is we would like as many individuals as possible. So there are certain individuals within the district that um are required to have a certain level of CPI training diverse learners um obviously our safety staff and I think

some other pair of professional position but we have offered on a voluntary basis particularly with our teaching staff deescalation which is the first part and the physical restraint which is the second part so they feel empowered and have the knowledge base to react to certain situations. Um, we also have a board policy that governs this as well because any staff member should be empowered to react if there is an emerging emergency situation, right? Um, regardless of whether or not they've had the CPI training. So, having these instructors um allows us the opportunity to expand how many individuals are trained. Um and again we went through this uh particularly last year where we had this done on a voluntary basis and there were quite a few individuals I don't recall the specific number but quite a

few individuals who actually came in on their off time to get a certain level of CPI training. If the board would like additional specific information on how many individuals were trained we can provide that because I don't have that number this evening. Um but we have offered it. Uh we we have several individuals who have been trained um and we're trying to get representation throughout the district at the different buildings so that we have staff trained. >> Yeah. Cuz for me it's like it's a riskmanagement component, right? Like we can't force it. It is voluntary. But if more of our staff is trained because you can't dictate when a situation's going to arise where you need to then implement the training that you have received, right? but it reduces the risk of something going wrong

where then the district is liable to pay out for some reason because it was not handled appropriately. That's how my brain's kind of thinking of it. Um but yeah, if you can get us that number, I would appreciate it. >> Okay, thank you. also included in that. Well, first the question um the reporting when they go through CPI training um are they also being um being trained about the uh reporting part of the CPI? >> Yes, ma'am. >> Okay. because um and whenever there's uh a CPI hold done in the district that has to be reported to the state. >> Yes, ma'am. >> Am I correct? >> Yes, ma'am. >> Okay. And so, um Okay. because that also um it it begs another question for me because um and this may well it's under you

>> um >> Mr. Molton >> can I answer your question? >> Yes. So part of the training we do talk about the legal part the legal aspect. So they are trained that after if they have to actually do a restraint then they do have to fill out the paperwork and that paperwork I assist them with if needed and then I report that information to the state >> and Okay. So we do have that that um track. >> Yes ma'am. >> Okay. And so it begs the other question in terms of because you're in crisis and um safety. >> Yes ma'am. >> Right. Yes ma'am. >> And so are we properly reporting weapons in our district to state because that is and if not we need to see a plan because we'll get in trouble where

if we have weapons in the and they're not being reported to the state. >> Um, so Miss Hannah, I believe what you're asking regarding the weapons wouldn't fall in line with the physical restraint in the reporting that Miss London just referenced. So we can certainly follow up on that. I want to make sure that we're we're clear on the question, but the physical restraint reporting is not is not what Miss London's referencing here. >> No, I know. And that's not a student disciplinary type of a matter what she's reporting. >> Okay. You're you're the adult. >> Okay. >> Yes. >> Okay. But that is still a a question and a concern. >> Okay. About the reporting of weapons. >> Yeah. We'll make >> the district. >> We can make note of that and follow up

with you on that. >> Thank you. Thank you. >> All right. Our next information item is the 2025 MCL National Convening attendance. Information is listed on the agenda item for your review. There are any questions? Um, okay. Now is there a reason um again because this was the same thing last year that we asked about um um himself supposed everybody right okay so I don't see um I don't see um any other um uh ethnicity here that's going to be an M sale. Now, I know when MCL first started, there were other Oh, well, wait a minute. Let me >> let Let let let me retract. I see Dan here. Okay, I I guess I'm looking at that wrong. I apologize. Totally apolog. >> All right. Thank you. Um, we do have four reports for

you this evening. Uh, Yman Creek update and our, uh, standard monthly financial reports if there are any questions on those. >> All right. Thank you, Mr. Rodriguez. That concludes our items. It was short and sweet. >> All right. Before we adjourn, uh, any of the board members have any comments, questions? Okay. That case, I would like to ask for a motion to adjurnn. >> Move. Second >> by Miss Lensing, second by Mr. Riddle. All in favor? >> I opposed. Motion carries. Meeting is adjourned to 9:27 p.m. Thank you all for sticking it out. Thanks everybody. >> Let me let me show you what I was talking about. Thank good.
