002um with that I'd like a motion to go back into Open session so y'all moved we are back in session and Miss Mario if you be some kindness to lead us in the Pledge of Allegiance why oh thank you the United States thank you all right so president's report I just want to remind everybody that we do have our back to school resource Fair which will be happening um this weekend um tons of other things that I I also would like to mention uh the main one is I did get the request for us to look at our student board member participation policy um and so that will be coming forward um so I do want you all will send out the suggested recommendations um and that'll give an opportunity for the board to be

003able to digest it uh and make decisions I want to thank Ms Gonzalez Miss lensing and our student board member Mr Hannah HOSA for working on that and getting us that draft information um I do also want to alert the board to the fact that as of right now due to school coming um and there was a special request for a uh presentation on safety right what is our plan for the upcoming school year in keeping with our board agreements because that proposal hadn't been sent out we will have a special meeting before our regularly scheduled um I regularly scheduled uh finance committee meeting next Tuesday so uh we'll keep the time the same and the finance committee meeting will start right after um that initial meeting so outside of that I hope everybody has

004been enjoying their summer um we did get our back to school letter from the superintendent which has some important dates and I'm sorry if anybody can move their phones away from the microphones we are getting feedback um but yeah we did get the the from the superintendent and I did want to thank the staff because for the first time since I've been on the board we have a universal um supply list which is by grade instead of by each individual school I think that's easier for those that want to support our students as well as it makes it easier for parents to shop and so I am glad to see that happen with that said now we'll move to item 6B which is student board member report Mr hinojosa thank you yeah this is on

005okay okay hi everyone hope everyone's having a great summer so far I apologize for not coming to the last board meeting and we did have a family emergency so I unfortunately couldn't come to this board last board meeting but I am here now and this for this presentation shouldn't be too long but obviously you know I like talking for a little too long but obviously this is my ninth student board member report we're getting to the 10th one which is crazy in my opinion but if we go on to the next slide next slide uh today's statement is about self-empowerment next slide please and this quote is by Taylor Swift quote people are going to judge you anyway so might as well do what you want and at first glance this is a very small

006quote compared to a lot of my other quotes that are very long but this does come back to a very key idea and it does come to a story that did happen a few hours ago and I got the idea while I was doing this so we were at OCS which for the people that don't know is the officer candidate school for Joe to see Cadets that wish to become an officer and we were practicing our Marching for our platoon test which is tomorrow and one of my friends who was sitting out she was like I don't want to practice they're just gonna judge me they're gonna say this they're gonna say that they're just not going to want me to do any of this and I'm like look they're going to judge you if

007you do or don't do it no matter what you do at this point so might as well go forward and do your best no matter if you mess up you didn't do the saver movements right you didn't call it on the right foot it doesn't matter at the end of the day because you tried your best and they could have said whatever you want but at least you can say that you did your best that you went forward and you have self-empowered yourself to do what you wanted to do and I feel like it's important because as we come back to school and a lot of students are like well it's another school year what can I expect right and I feel to the students that are watching and who will be listening that obviously

008self-empowerment is important in understanding no matter what you said what people say or they tell you you can't do this you can't do that it's not with the Norms do what you can do what is important to you and you will succeed no matter what so that's my statement for today if you go on to the next slide old business it's just one side and the next slide uh it's obviously the promotion and retention committee as always the address distribution proposed new a new promotion retention policy for wps60 obviously it's positive 5215 the student view as always is having high school middle school elementary school students being held accountable and being supported in their academic Journeys as always that's been the case for a lot of students next slide please new business next slide please

009as we know we had on the 12th of June the 12th of July and the 17th of July I had meetings with member Gonzalez and lensing to discuss and create a new student board member policy as always as Mr Ewing has stated it is under review under legal counsel and I hope of Swift review so we could all see what is in store for the student board member position and be able to discuss its merits its values and see what forward we could bring this position at this point next slide please and on the 13th of June I had a meeting with principal Hill and the objectives to discuss Partnerships and transition meetings from Brookside to Washington because obviously I am a junior this year so I will be moving to Washington campus and I

010will be having regular meetings with principal Hill to discuss obviously student entrepreneurship past student board member items meeting schedules and obviously it was a meet and greet so I'd get to know him and he gets to know me as I did with principal Abe and being able to have that connection so we are able to pursue any other school related items while I am in my office next slide please I also had a meeting with the Waukegan high school principals on the 6th of July obviously the objective is to discuss the possible creation of Waukegan High School student government and the outcome is a green light which means obviously as you know we'll go ahead and within the next few months we will commit create a committee to discuss how we could Implement uh Student

011Government at the high school so we could bring further students government student voice and participation in our decision making policies and bring forward more of that student initiative next slide please obviously on June 15th I had a meeting with the superintendent to continue planning and Logistics of the superintendent student advisory commission obviously items discussed where Logistics and location by LA final review logo and marketing and meeting schedules I am very excited to say this will go forward and I'm very excited to work with the superintendent and the rest of students that do apply in this position in August and getting this roll out in September around October time and being able to further bring student voice into higher levels of District leadership and being able to bring those very key stakeholders next slide please obviously

012I didn't have a uh Community Spotlight because obviously this is getting pretty long at this point so I'm just going to go to policy 1105 which is volunteering obviously I did discuss it in the last previous two meetings about reviewing this policy and looking through volunteering and how we can make that more Equitable towards people that do wish to volunteer in our school district and be able to be more connected with the people from our community and people in the city and being able to show students that there are people in in this district and outside of it that do care and want to help make this more holistic approach to volunteering and being able to bring those people forward next slide please as always that is my Supreme board member report if there's any

016get that information and I hope you're not trying to hide information last meeting the Board of Education approved a settlement with a local architect for sixty thousand dollars now I come to all the meetings and I don't ever remember this architect being hired I went back through board meetings didn't see anything there I foyed that information there's no contract with that architect asked for information about requests for qualifications and proposals the response back was there were none so how does a settlement with somebody for sixty thousand dollars happen by this board who at the staff level approved this individual this firm to be doing work and then it took a settlement for it to uh to go away I think you all need to look at that very carefully the last item is in today's

017paper says that you're looking for ideas about spending the 23 million dollars in federal funds my wife and I have attended these board meetings for the last two years and have suggested teachers teachers retired teachers there are all kinds of retired teachers out there that are willing to step back up if they're treated properly which sometimes that doesn't always happen and you know I just want to go on a record that my wife is a retired teacher and has no interest in any position there but she is doing that she's talking about it because she understands the value of the retired teachers and that they could certainly help you out of a jam but somebody up here needs to get moving on that the last correspondence I saw is that's going to be talked about

018at the August student achievement meeting that's what a week two weeks after school starts so you're going to be behind the eight ball again so you know start listening to what people are suggesting because you've got this money here use it on the students that's where it belongs thank you thank you Mr bookvic Faye whenever you start speaking your time will begin Miss uh de los Santos good evening my name is Faye de los Santos and I am here to address the board meeting last June 27 2023 about personal item 13A the Board of Education accepts the recommendation about retirements resignations and it's on the following items now um I would like to say first thank you Mr Ewing because I do I feel affirmed when you said that we can have both a robust

019and a strong recruitment locally and internationally like both can exist at the same time and I totally agree I can't really speak much for local recruitment but I can speak for international recruitment because I am a result of it so I am a teacher a diverse learner teacher under the low incidence program of North Elementary School I teach K-2 special ed and I'm just I just want to say that coming here it's a very steep learning curve especially for us from um halfway across the world and we we do we are working hard and that's why it is also very important for us that the students also receive the quality education that they need and so I I believe that students are approaching members of the board and saying that there is a difficulty in

020delivery and that is very unfortunate so it's great that we have systems here in Waukegan and evaluative system like for example as a teacher I am subjected to the Charlotte Daniels framework for evaluation so if there is like any difficulty for any of the teachers whether they're from the Philippines or from any other country or not then um good thing we have our administrators so to that we can approach and they can they can work on that however we cannot paint with a broad brush that a teacher's um a teacher's competence and their capabilities would be dictated by their accent or their last names I think we are all in agreement of that so nonetheless I just want to go like full circle here yes we can have strong recruitment internationally and locally and it's

021important they go hand in hand now I haven't like really like I don't think it's been talked about a lot yet but actually International recruitment can also help with local recruitment I speak for myself when I say that like I have paraprofessionals whom I've mentored who are taking units at GCU in Northwestern and I coordinate with their professors hopefully they can be local homegrown talents too I also participate in the parent Mentor program Jesus with the Hispanic American Community Education and services parent Mentor program so we hope that they can also be local Recruitment and also thank you so much for the unanimous yes and for this um recommendation because we all benefit from International and local recruitment thank you so much thank you Miss de los Santos uh next name is Rosalinda budwan and

022again if I mispronounced please correct me at the podium to the highly esteemed superintendent Mrs Teresa Placencia to the distinguished board of directors ladies and gentlemen good evening I would like to take this opportunity to express myself with regard to the June 27th board meeting a lot has been said about us Filipino teachers issues concerning accent had been brought up but allow me to speak as an individual and as a Filipino citizen who decided to take chances in response to the need to the need of Waukegan Community Unit School District 60. I am speaking right before all of you neither to retaliate nor to say disrespectful words against anyone yes our accent is one of our most significant things that reminds us of Our Roots Our Roots that we are so proud of I am

023speaking to advocate for myself and for those who couldn't because I believe that we deserve to be seen felt and heard I arrived in the United States of America on December 19 2020. at the very height of the pandemic I was with 11 other Filipino teachers who took the risk and responded to the challenges that working overseas brings coming here wasn't easy with all the adjustments that we have to get accustomed with in terms of the weather and the educational system among other things the rest as we say is history we came and we delivered please know that we are not here to compete with anyone we are one with all the stakeholders in everyone's desire to ensure that our students educational needs are met and addressed what transpired during the 27th of June meeting

024was a reminder for all of us that is not normalize speaking derogatory statements that promote racism or discrimination our freedom of speech should be employed responsibly respectfully and humbly let us not normalize maligning others due to our differences whether in accent nationality or country of origin has anyone ever realized that while we foreign teachers foreign somebody else's children most of us are not able to do this thing to our own children for the reason that we left them back home but the greatest challenge for us is to still be able to see the beauty in the midst of chaos we will forever be grateful to the school district that has given us this life-changing opportunity thank you Waukegan Public Schools for allowing us to exercise our passion to educate our students thank you for being

025our home away from home despite what has transpired Filipino teachers will still show up deliver our best practices and perform what's expected of us because we are so much bigger than our accent and everything else that others might find lacking and missing in us once again thank you and mabuhai the next three names in order are Clyde Macklemore Randy sabeki and rayon Edwards whenever you start speaking your time will begin Mr McLemore on August 19 2023 uh 12-5 black lives matter Lake County will be hosting his third Black Expo uh business expo August's support black business month small business is a central part of American economy because it puts money back in the community this event will be held at brooktrays bowling lane 2616 Washington there's a lot of get free gifts for the children

026free bowling bouncy houses so I asked you to come out and support this community event they also be we still have vendor spots open today July 24 2023 at 9 00 a.m I was here in the Lincoln Center downstairs there was a line of people trying to get in only true security was working and they was trying to get the people in and direct them where to go the two Securities was Jada and Cynthia two young black women as Cynthia opened the door direct to direct the family where to go Mr Figueroa walks in grabs the door don't swipe his badge and held the door and told four other people come on and come in Miss Jayla questioned him and asked don't the people need to check in his response will they'll do it later

027so I spoke up I said rules are rules and then not to be broken like I got to sit here and wait to sign in layouts sign in too these younger ladies was doing what they supposed to do when I questioned him I heard that he walked up and got in my face I'm glad that Miss Jada called me to give me my ID and I turned my head because it might have not turned out too good never checking in there be come back check in I I am bringing this to the board because Mr Figueroa oh both these young ladies an apology I feel it was a racist move in this part because these ladies was white he would have been more respected uh it's a shame how he got these employees scared of

028him but not on my watch like I like I said I'm asking for an apology so these so these employees and if any retaliation come on them I will have them file a discrimination case against him the whole thing was very racist and if you if you're not going to follow rules then it's not you shouldn't be in that position also I'm asking that a complaint go in his employee file and I personally will make you Mr Macklemore Randy sabeki good evening everyone so tonight there's a couple things I want to talk about one is I'm looking forward to that Safety and Security plan because again Safety and Security is the utmost import for not going to follow it there's no point of it same thing as again tonight these doors are there for a

029reason swiping badges because it records who goes through them and times multiple board members walk through without swiping them again there's rules and they apply to everybody you know we want to ask what we're gonna do with that all that money besides teachers well that's invest in putting locks on all the school doors where you can lock from the inside one of the biggest things if you read the reports with evolving when they had that school shooting is a lot of those doors did not lock from the inside so students didn't have the access or anybody in that classroom to lock them from the inside and most of our school buildings are old we understand that a lot of them do not lock from the inside so maybe we should invest on new locks to

030make sure they all can be locked from the inside not with a key just from the outside uh second thing there's a rumor going around I've had three teachers in the last two days contact me you know in the practice supposedly going around is all the new hires in that from overseas and whatnot or being told not to join the unions in the district and if this practices is going on I don't know if it's true but I've had three calls Fort and if it is it needs to be looked into and the person that's stating this needs to be disciplined and then third um when are we going to receive the report um that we paid to have someone do for our HR department to go through and look at our whole HR department

031I thought that was due I thought I was going to take like if I'm if I'm mistaken I don't remember but six to seven months are like that and it's way overdue for that so uh just looking for where's that report that they were going to look into our whole HR department uh that's all I have tonight thank you Mrs Becky final name on the list is rayon Edwards I want to turn and look at you young ladies that spoke tonight I think y'all misinterpretation of what happened at the last board meeting we appreciate you guys coming it wasn't a concern about you guys it was just a concern of our kids understanding it wasn't a shot at you guys it wasn't a disrespect that you guys and it's unfortunate that we had other people

032take it as such and we could have talked about this without going all like this in public you know what I mean so I apologize to that that happened to y'all and y'all was put in that position but also I also want to also say this you know about we talking about this mix sale thing and the mentorship thing I want to say something to y'all Saturday I just buried my little cousin who's like a niece to me I watch an 18 year old get put in the ground because she was killed by a 21 year old so that only says to me that our kids don't have the mental capacity to work through some of the things that they're going through we're talking about giving all of this money to an entity to do

033some mentorship y'all want to bring people up in here to Mentor our kids that this District ain't even hire tell me what type of sense do they make so I'm gonna give y'all an opportunity to strike that before I get on my social media live and I get to telling everybody all the connections that I found behind this mess because it's disgusting to me and a lot of y'all up there know what's going on and y'all can pretend like y'all don't I've given y'all the solution I've told y'all what would work I've been here 45 years of my life and I asked y'all for a dime I don't never ask you for no money but I'm willing to put in the work and we still got babies out there dying so you know what you

034do you take that 750 000 and you build me a damn Community Center and all these cbo's that's coming up here telling y'all what they can do and how much they can do you tell them step up in this community center where it's free where all them babies will be at and come mentorship with all that damn money that's being thrown up into them stop misusing this money get up y'all my kids is dying I watched you this weekend get put on the dirt they shouldn't be there we shouldn't be here so when we talking about mentorship let's talk about educating them let's talk about getting our reasons scores up surpass what they should be and it's unfortunate that these teachers that's coming over here to save us and help us God to get through

035our mess because years ago y'all told these teachers that they needed to become culturally competent y'all said that so what's the difference we got to stop this old backdoor stuff that we're doing hitting and hiding our hands nobody needs to be hired or contracted if they can't pass a school background check and I will be watching thank you this concludes our public comment we appreciate all those who spoke um and came out for the meeting and superintendent took notes and if you follow up with the relevant individuals um we are here at our consent agenda there are two items here we have not had a student achievement but these are renewals should be considered non-controversial um is anybody opposed to taking these items together if not then I like a motion to approve the consent

036agenda's item a renewal hero for Middle High School and Item B approval renewal of limited educations data and assessment system so moved motion by Mr riddle second by Miss Gonzalez any comments or questions I have a comment go ahead Miss Lindsay guard really have two comments um we received a communication regarding concerns around pii which is personal identifiable information um so I want to make sure that that is going to be a priority to verify we are securing the data of our students and our community members and then also I do have high expectations based on Mr Dupuis presentation with the team that this is going to be an updated approach it's going to be clearly communicated and we're going to maximize it in every essence that we are able to thank you go ahead

037um I have a comment regarding uh hopefully the hero system is going to be uh um the procedure is not going to be as usual where the students are going to be out of class longer than they need to while they're going through the hero process and I hope that something has that that has been looked into for the hero so you know okay but the other um the other illuminate education and I I told superintendent I have no problem with this except that we need to see data when we're renewing things we need to see the data that um that shows that these things um these tools are beneficial for our students and that they've been working for our students whenever the renewals come up thank you Miss Hannah Miss uh Gonzalez yeah I

038I wanted to Echo Miss Hannah and Miss Lindsey's point that um I know that you guys are doing an amazing job at the middle school level and I think those habits will because we're getting those students ready early they'll translate into high school um but I really want to see the high school hero system be an incentive program because I'm not hearing that from the students um so that's you know that's just like my priority right now um making it cool to be in class in high school and that is ready to to go as close not as close um the superintendent is the day one Miss Hannah has been big on setting expectations early how we start is how we end um and I would like to do everything that we can in order

039to make sure that we are prepared our systems and our our students parents um all know what the expectations are so then we can hold each other accountable when either side is not doing what it needs to do um because we have a responsibility as a school district and if we do not have the proper systems in place or Communications in place makes it very very hard for the students and families to be able uh to support us because I know that the vast majority of our parents want to send their students or all our parents want to send their kids uh to school for an education in a safe environment and they will support us they just need to know how to do that and what our systems are and how we can communicate

040with them so I appreciate all the comments roll call vote Mr McBride Miss Gonzalez yes Mr riddle yes Miss Hannah yes Miss Fabian yes Miss lensing yes president Ewing yes I am approved motion carries we're not purchasing contracts I'm going to take these one at a time um again if you do have questions I did not get any submitted that is not an issue at all but the majority of these with the exception of a few should be renewals but superintendent if the staff can be present but because many of these were not presented because we did not have a student achievement meeting in July so we have 12a which is the Jocelyn Center Community Mental Health Partnership with elementary schools it is a recommendation of the administration that the Board of Education authorizes superintendent

041or her designation approved the Community Partnership with Jocelyn's Center for mental health supports in the amounts of 458 287.50 motion to approve motion Mr riddle second by Miss Gonzalez any comments the questions of the motion yes Mr President um the um I've been hearing about the Jocelyn Center and uh as you said this was not presented at student achievement is there anyone here with the Johnson Center where they can speak on it Dr Cesario is uh-huh so this is going to be um a local group that will essentially take the the place of AHS so provide us with SEL Social Work services and I believe we did present not at the last student achievement but maybe two two student achievements ago yes so so um so how many people are going to be un uh

042involved in I believe it's six delivering I believe it's six six people for 48 thousand dollars yes whoa so this is uh this this is a similar contract to what we had with the AHS but uh one of the requests that we've had for for several years is to make sure that we're looking local to to provide those services and so Jocelyn um was approached and we worked out a okay and so where's uh where is AHS they they have transitioned so with us they are not going to be with us so Jocelyn will be um will be taking the place of those services that were provided by AHS and there was actually several transition meetings that occurred between the two organizations um so so that and as well as with our team to talk

043about the types of services and what was happening in some of the schools that are being serviced it would have really been nice for them to present to the board of education so that we would know yeah exactly what we are uh approving for this very Hefty sum of money I believe we did have them present with us and it was it wasn't it wasn't it wasn't recent again and Pardon Me part of the reason why this is coming to you late is because there were some technical aspects that had to be worked out but we did present it was a few months ago actually I don't remember the exact date but we did have Jocelyn here as well miss uh jakimzick was here uh there was a presentation and we did discuss the transition

044between AHS and Jocelyn happy to have them come forward at another Point um so that they can they can present and introduce themselves this is an achievement meeting or something we couldn't sure do that yeah can oh Miss Gonzalez um can we um I have to I have to uh requests can we um you know in reference to especially like these um substantial contracts that Miss Hannah is talking about when whenever we can reference can we you know just do a callback in the in the previous meeting with that because we had slides I think um and so if we could just navigate or have like a button where we can navigate to that previous ly helpful for a community the second thing um I wanted to request is going into this partnership which I'm

045totally for I think we need to replace AHS Jocelyn is local um and we hear that from the community that we want to we want to support our local leaders here that could connect with our students um but going into this partnership with the expectations of that data is because I I feel like there's a lot of back and forth in what they can provide um or what previous organizations have been able to provide um for us and I would like to see the number of engagements that they're having with students it'll be simple it'll be similar it'll be similar to AHS yeah but also like you know what we haven't seen is that progress like uh student to student progression and I feel like we've been trying to call back to that in different

046initiatives and that's what I would like to see so can you define what you mean by student to student progression just so just so there's a common understanding yeah so if there's um you know a student that they're seeing consistently sure that they're um that they're having less incidents with um that student or you know behaviorally if that is so how many are seen once how many are seen multiple times how many are seen on a consistent basis we can do that you're talking about some results if there if the services are um are producing like the the behaviors right if it has changed so the behavior sure and therefore the students are doing better I think it would depend on what it is that you're focusing on and this could be part of a

047larger conversation but I don't want to stand up here and and tell you something that isn't true so um I think it's it's dependent on whether or not you have a baseline for a behavior and that and in all cases if I'm meeting with somebody one time I can't really tell if that's an impact because maybe it was a check-in maybe that student was in crisis one time maybe that student was in crisis three times but the only real way to determine that is if you have a specific behavior that you're looking at trying to uh remediate or or improve and then using that data to support that so I think I'm happy to have that discussion I'd be remiss if I if I was to say we're going to have these kinds of results

048but because some of the data that you want to look at is the frequency with which you're seeing students I don't want to see as many students as possible yeah and to clarify because I think what we were seeing with AHS and what we want is for our like the counselors that we're bringing on right be at these entities be it internal that we're dealing with the students with the most behavioral issues the the highest um see amount of incidents where we we need to support them because they are our most vulnerable right that's right and that's that's what I'm kind of getting at you you guys can figure it out I know that you guys will um but I just wanted to make that a priority because I think data wise the the data

049we've received hasn't always um not that there's you know like a correlation that's easy to Define but that's not what we've been seeing in the past and and we want that right so if we can quantify it in some way I would appreciate that and I don't want to confuse it I do want to say is when we're talking about Mental Health Services some of our students don't may not be presenting as Behavior right and and I don't want the confusion and I hope it's the board it sounds like believes that Jocelyn is being brought into address behavior that may be some of it some of it but if I have a student for example who's struggling with bulimia or depression they may not be presenting as uh you know getting in trouble in school

050but I would still want them to have access to this resource and so I think what Brandon was was more of what AHS is if we are providing these resources into Ms Hannah's point I mean I sit on other boards 78 000 I'm sure not all of it but that that is these people have should have Master's clinicians be certified in what it is that they're doing counselors but I do want to make sure that for the money that we are paying our students are receiving the services right and and so I don't want to see another situation in which either the organization could not get their staff so we make plans based on that they're going to be providing these services and they can't fulfill the requirements so that would be something that I

051want to watch and then I also want to make sure is that they are providing the services makes no sense for us to pay money if we are not having the internal capabilities to refer out and then to track that referral and so as we build out the wraparound Center this would be one of those things that I want to make sure that we have eyeballs on is because as we make these Investments first I don't think that Jocelyn is being brought in to just deal with discipline or the most um yeah it's a component and it may they will address some of those students but it's other types of issues and many of our students who may not be presenting as having um behavior issues would still need the services that Jocelyn provides Miss

052Lindsay um have a clarifying question and then a more detailed question so you said there's already been transition meetings but the board hasn't approved this so is it appropriate to talk about student cases when they're not fully contracted with the district they were high level conversations not not anything that would breach confidentiality or anything like that more about what what the system and the structure was how it functioned in terms of what caseloads were like what sizes what buildings were being worked in things of that nature they were more logistical than they were about here I'm handing this student off to you yeah um and these logistical conversations were is there a fee to it is it just the free transition okay no I just want to make sure that we're not stepping into another

053situation where no and in full transparency there there was a discussion from both groups about here we feel like this would be this is something that the district has been asking for and it would probably be a good idea to transition and again it's it's more uh collegial between the two groups of a talk having that conversation okay um and then my second question um is around the collaboration between the district and Jocelyn so which department is going to be their point of contact and what is that collaboration plan look like to ensure that our students are getting the services that they need that our staff's not able to do great question so and one of the things I was going to mention about kind of the monitoring piece too is so it's mtss so

054it's it's Stephanie jakimzick would be the point person that would be the department because again this is about it's not about students who are already identified it's it's about servicing all students at all three tiers um and so one of the one one of the contracts that was approved by the board was branching mines and that was so that we could have a way to track students and to determine what services they were getting and so that we could have that communication and also if there were aspects that could be measured that we could measure those and also ensure that we have some kind of record of what's Happening who's being seen for for a number of reasons also to assist with eliminating redundancies so that if we're trying to serve as many students as

055possible that we don't have one student who also has a social work you know they have social work Services because of a 504 and IEP and then they're also receiving services from bam and wow and Jocelyn we want to make sure that we're spreading this out as much as possible that was part of the initial plan to provide as as many services as possible so um so yes there is a another plan of communication to work out with the principals to talk about what the referral process is going to look like there will be regular articulation meetings to talk about what's working and what's not so we can resolve those and then to get through the process of how we're utilizing branching Minds efficiently to ensure that we're we're identifying those students who are receiving

056services and to check on that record to ensure that there are not redundancies as I mentioned before okay and then I apologize I lied uh one more so with communicating to students and families that these services are available are we touching base with them at just the start of the Year semester are we doing it every month how often are we reminding students what visible Communications are going to be accessible around the school to know that these Services exist because maybe day one they're overwhelmed and they don't hear that part and then they're floating I think that's a great question I'll have to get back to you with the exact plan of action from Stephanie I don't want to misspeak and misinform or say something that's not going to happen so she's not available here

057Pam if if you're aware please share but off the top of my head I don't want to speak off the cuff and be incorrect or send out a misinformation so I'll get back to you with that we can have that for the next student achievement okay I appreciate that and I'm just going to be extremely transparent when you said that if it is going to happen or alluded to it may not happen I have expectations that this is regularly communicated to students and Families so when you said I don't know if you said something along the line I don't know what the exact plan is yeah right but my expectation is that under regular communication under part of the plan sure and um the um yeah um what what are we paying for so you're

058paying their salaries and then you're paying an administrative fee um and this is a similar um structure to other to AHS um you're paying their salaries for these employees they get paid work well they have benefits they have about 76 000 yeah it looks like they have services that extend beyond the school day okay and they part of what they do is they do also consult with families there are there are some other services that and that's one of the things that we wanted to do is we wanted to and part of the transition meeting that we talked about was because I had concerns about summer programming I wanted to make sure we were covered throughout the summer programming if we had students if we were seeing students I wanted to make sure if there

059was if there was a student identified that was in crisis that we were we were covered and AHS stayed with us through through the end of of that programming um but they also they also do continue services with families they do a multitude of things and that's why I was saying that it's not as easy to quantify as one Behavior because they do girl groups they do boy groups they they see students it pops up every once in a while students have exhibit uh or articulate suicidal ideation it's very very important to have somebody available to to triage if you will immediately and so that's what we're trying to do to the best extent possible it is expensive I do think it's money well worth it um so Mr Mr riddle I think this is

060a one year I believe yes that's the riddle final question right Mr Dr Cesario I think what we're hearing from the board is just that it's another Outside Agency and we're concerned you know you're paying roughly six uh people it's roughly 76 000 a person for the year we just want to know that these people since they are locally that's great they've been in business 75 years they've worked in the Cook County Lake County um but we just want to hear that they really are effective with our kids and that they're providing a service for our kids that they need and our families um it's pretty broad the definition or what they do here and we just want to know that it's it's another group coming from the outside transitioning into our schools could could

061it be why is it better to do this than to hire some social workers or counselors on our own that's a that's a really good question Mr riddle and I think if we could hire additional social workers we would um it's we we are actively recruiting we can ask HR to speak to that to their efforts about actively recruiting peo and it's a different licensure that's required to work in the school and work than than we would have somebody that's contracted right we have some more flexibility and that's what this offers us is is just additional hands on deck uh and and if we could hire again if we could hire those additional social workers that would be that would be wonderful and social workers is a hard to establish that's what I preface with

062yes partnered with them this Summer they did a camp with 38 of our kids they were they yes so that was the summer camp so they did do a summer camp and we know them we we know that they're local and they they got an office here in Waukegan on Washington Street so I guess we just want as a board follow-up that this group is working out for us and that we I understand what you're trying to do with a contracted agency they're not on board with our staff we can increase or decrease the number as we need it so we're not you know hiring somebody and having well not not for this here what we sign up for this year is what we have um but just as Miss Gonzalez was asking about reporting

063just just like with the other um partners that we have we report out quarterly on on who we're seeing and what we're seeing and and we'll have those those numbers for you as well and maybe further down the road in the school year if one of those people that's working for this agency could come and talk to the board yes about what they have found and what they're doing in our schools that would help right and and I'm just now looking this is only for our elementary schools yes yes I think if we want to go back in and review that one this was a AHS again similar model and makeup um I think the support is needed I will be passing on this one um for my own reasons we need mental health supports

101how to access Parent Portal school supplies list for each of your schools um back to school resource Bell schedules and it even addressed meet and greets and orientation dates that will be released from the school so we're about two and a half weeks out from the first day of school summer has quickly gone by us most of our staff will return at August 9th with an all-staff kickout at Weiss field the board should have received a calendar invite for the event it does start at 8 A.M beginning New Beginnings for new staff starts August 7 August 2nd at Juarez High School Middle School oh I said high school I'm sorry Juarez Middle School returning student registration resumes on July 27th at our schools however new families can register anytime between now and the start of

102the school year at the Welcome Center we've also this year's standardized standardize our school supply lists on the requests of the Board of Education K-8 we have our school resource sphere um this Saturday so we hope that everybody comes out it's from 11 A.M to 3 P.M there's been a lot of work that's gone into this and we're really excited to welcome our families on that day parents will be receiving information on their child's bus routes on by August 7th and the transportation office is currently open if our parents have any questions parents needing assistance with Parent Portal login should contact your school however if you're having a hard time reaching someone at the school because of um secretaries or assistants not being there to answer phones please just email me and I'll connect you

103with your school principal and parents should be receiving information on meets and greets so you can come in and meet your your child's teacher from the school buildings in the next coming weeks thank you superintendent um as much as we can answer these questions before the start of the year the smoother that process is so I encourage all parents to make sure that they read the the email and I know my kids are not happy about it but you know we're adjusting bad times it's no longer summer hours at the only household with that we have information items so there was a presentation of the Consolidated District plan um so I don't know if you guys does the board require a full presentation on this uh just yeah what I I want to know what

104this what what and I already know that uh it's been told to me that this is something that happens on an annual basis it is just it's just kind of not in my inner recesses of my mind okay I can definitely it's a short presentation five or six slides I believe Lee there should be an attachment on there with a deck uh good evening everyone thank you um for the opportunity to come up and speak to about the Consolidated District plan otherwise known as the CDP you are correct Miss Hannah this is an annual process that we do go through um next slide in the CDP essentially is uh a plan that is to be established I think in 2020 that essentially allows districts to answer one set of planning questions to meet the requirements

105for the 12 other federal grants that are available to us so the purpose of that CDP is to promote collaboration across the district within departments so that they can complete the application together and it helps streamline the Federal Grant application process so the 12 federal grants that I'm referring to are on this slide here actually this is half of them um Title One Part A is a our Title One grant that we get as a district and then there's different subsections of title the title one grant that we do not qualify for the title one school Improvement Grant the title II Grant next slide please title three title four and the idea of Part B flow through and the idea Part B preschool Grant these are the 12 grants that this application that we work

106on collaboratively essentially cover there's questions that we have to respond to that touch on each one of these grants so the state can kind of see that we have a comprehensive picture that we put together or comprehensive application that we put together before they approve the other grants individually so this is like the first step so so is this taking the place of let me see if I can get it right gather Gator you know what I'm talking about yeah it's um no it's not we still have to do the the gate up piece uh I believe that touches it out it touches in that FAQ document that's attached there but essentially again before we can submit our applications for all those grants that I mentioned right we have to have an approved CDP first

107right okay so the again purpose is that departments come together they respond to oh gosh there's probably 20 to 30 different questions that are asked that focus on different areas of the district so the in terms of the collaboration it's done through members of ASAP diverse Learners bilingual Outreach teaching and learning Equity face Transportation College and Career all those people come together and they have certain aspects of the application that they have to complete okay okay so yeah okay can you go to the next Lively this is this this shows you just some of the the aspects or the the the areas in the CDP so there's an area that that speaks to the needs assessment stakeholders our private school participation preschool coordination student achievement all these different there's questions again for each one of

108these areas and then the members of the the district respond to those questions um and then it gets sent to isby and isby has a vetting process that takes there's four different review cycles for is we to approve this application and once they approve it then we can submit our Title One application we can submit our title to application we can submit title three we cannot submit any of those Grant applications until this is approved by SB first right right and so we are the debt we're we're in time with all of this right yep we're not there there's no time restriction or they don't have a time um limit on it obviously the sooner you do it then the more quickly that other departments can submit their Grant applications so this is kind of

109the um the first step and then once it's approved then it gives the green light to everyone else to start submitting their Grant applications and this is something this is something new according to you back then it started back in 2020 yep because I think what that's why I know what is we found was that districts were submitting applications their Title One their title three and they might have completely different answers to similar questions right so they were kind of in a way forcing districts to collaborate more with this process before they submitted their their individual Grant applications because a lot of the questions that you see in the CDP are also questions that are in those individual Grant applications so they would expect to see similar responses based on the CDP what we put

110in the CDP right and collaboration is happening throughout the district we shouldn't have a problem correct it's in the fourth stage right now we've already submitted it it's already gone through three rounds of review by as we right now it's in the fourth round of review so it's close to being approved by USB right now this is just an information let you guys know that we've submitted it and we're awaiting we're waiting for their approval so all right thank you thank you Dr no all right don't forget the agenda back up um we had the uh foyer report which was there we heard comments from public comments so I'm sure we will be addressing that as soon as possible to our legal team and we have item 18c which is board policy 4302 uh code

113very quick question well it's more of a comment and I don't know how I'll end up with it but um there I was looking through it and it's pretty nice I do like the cover from the students and congratulations to the student did not get the name but congratulations to them um I do have one comment or maybe an addition to the handbook I don't know if that's considered like a recommendation or something like that from the board but I do feel that it would be a nice idea to put the book betting anti-book Banning Proclamation into um this specific um student handbook obviously for informative reasons and also for the state to know if they were ever to look at this they would know that we do have that Proclamation because of like the

114governor's um signature on that new legislation I also have a very technical thing that I would that I would like to be added if it's possible it is that in specific situations the Board of Education usually has their name added in there and in other items I had seen in the past specifically in other student events and stuff like that that have the papers with the board of education on it as like like um thanking them for this this and that because usually that they add a student board member there so I would think that it would be nice to add not obviously just for me but obviously for like the restroom board members going forward that they would be recognized as part of the Board of Education and that they do their work here

115and it would be like the additional adding at the very end of like the board of education then the Sprint in this cabinet and like going down from there but other than that those are my two little things Mr Dupree do adding those two things substantially increase the turnaround time for the book so there's the increase of the input of the name for Mr Hannah on the student I mean on the board member page and then the request to add the proclamation yes please everybody well he's the current one at the beginning of this year so even if he did leave he would be just like if I step down right so it would change yearly based on who the student board member is so it would be a technical change to miss daniels's point

123like um yeah the greeting meet and greets or the parent-teacher conference so that you could get that physical signature so how are we now collecting the signatures for like the technology use and you know sharing of data that has not changed we're going to continue to do the paperwork with that so you'll give the paper not the whole handbook just a signature that's correct okay yeah almost like a cover letter yeah thank you I was going to ask that same question thank you yeah and again is this option so for parents who would like a paper copy it would be available but I think like some of our parents are comfortable digitally and that may be easier so I like the idea of the option um and then we talked about it before and I

126saw tonight if there's going to be some type of ask a staff that the board give consensus and one member's request uh results that all members receiving or having the same access to that information the one get all get rule we got section three which is asking questions about uh upcoming meeting agendas that information has been there again as a board and even as respect to the board and Community we want that agenda to God on Friday evenings you know almost that's the expectation and then if we need to in rare circumstances obviously we have to adhere to the 48-hour Rule and those informations about how we want to ask questions and making sure the staff has it and we got eyeballs on him so then we have board meeting protocols which have been listed

127there the one in bold was a suggested um when we discussed and we talked about board members we give and restrict community members to three minutes we would the suggestion is give two minutes uh per item for each of the board members um and then the other items are there one person talk at a time ask questions directly a person's making presentations board member will ask questions to presenters and uh adhere to the board agenda um speaking with one voice that information is listed there no individual board member has the authority act or speak on behalf of the board without the consent of the board um and again those items are there conducting closed sessions and confidentially confidentiality I'm sorry uh spokesperson for the board it reaffirms that the board president speaks for the board

128um and the superintendent is a spokesperson for the district communicating with staff boarding plays a superintendent Communications to go through superintendent questions or concerns board member protocol those are listed there and agenda development uh expectations for board president first in the line of equals it will behave as such cannot direct the superintendent Direction comes from the board the board president will facilitate board discussions and offer an opinion after all board members have had a chance to speak I give myself a 5 out of 10 on that one uh social media that that was a newer section I think we added uh the last time there were no changes visiting campuses again that was added at the last uh last year when we met with our ISB rep there were no changes based on our recommended

129changes outside of no none new board member oriented it says will not but I know I think that was always the one new board member orientation um that information is listed there and so I'm going up and then behavioral expectations which I typically repeat at least one or some of them at the board president's time just as a reminder uh and then we have the iesb code of conduct which is here in front of all of our stations so uh with that I'm going to pause because I know Miss Lindsey you had uh questions or suggestions um can we scroll to number two please um so I just think and I I don't want to rush this right because these are our expectations of how we're going to operate as a board how we are

130going to collaborate with one another and how we're going to collaborate with the superintendent and legal and the rest of the District staff so I definitely don't want this to be a rushed conversation um but essentially I understand the need for us to move swiftly through these meetings as it's been repeated time and time again but I do not want um I would just like clarification on how we're gauging if something is 30 minutes to fulfill when we need to request this information because we're getting different information throughout so I just want to make sure we all have clear expectations of what this looks like from the superintendent's perspective as this relates primarily to her role so superintendent so I know we're going to so we talking about a b and c or a specific

131one um I guess I would like to Target more so how you would like us to request and receive information because there's been some agenda items where questions were posed and I got feedback two hours before the meeting which isn't enough to go through and we've had agendas that went into double letters which I understand the context I don't want to beat a dead horse but we need to make sure that we are providing board members an appropriate amount of time to review the information and if they have requests for more information what can you clearly Define what that looks like then yeah so I'm gonna I my suggestion would be and this is a conversation that we had with our iasb rep would be that when there is a request for information or there's

132more questions on an item on the agenda or whether it's student achievement Etc that those questions be addressed to the board president myself and our chief of staff Nick and we will work diligently with our staff to get those questions answered um we do try to turn that around as quick as possible however there are some barriers at times it depends on when that question comes in so if it comes in on Monday depending on what staff member is needed to answer that what is on their plate for that day what is scheduled that may push it back to later in the day so that can vary or if the staff member is like we've this summer people have been taking the vacation time right so I've been even running through the obstacle where I'm

133trying to put a presentation together and I have two or three people taking a vacation time now so that they can be ready for the beginning of the year so it's hard for me to say that we can turn it around in two hours or three hours depending on what the lift is for that day and what's planned but what I can commit to is we do try to get those answers um quite the answers to the questions that any board member has um responded very I mean as soon as possible as we can so if you have a suggestion on how we could better handle that um we're open to that I mean I'm open to that um I I think the first approach is to really adhere to posting it on Friday instead

134of Sunday because then it gives the board members more time to go through various documents with a lot of legal jargon for a lot of these contracts so that we have the weekend to go through so that we can get it to you Sunday evening and then you have Monday to plan for and then we can review Tuesday so I think that that's been a big piece that I've been frustrated with is that more often than not instead of it being on Friday it's on Sunday got it so my team is here and as we create board docs there's a number of people that are going in to add their um their board items um and so as we had that discussion um during our meeting there are times where like we may go over

135because we're waiting on something or they're working out something or there's still a contract pending we're still looking at it so we'll go over we hope that that is not our Norm so I will reiterate that with my team that we do our best possible to get that posted on Friday and if we don't we will send out a email to the Board of Education letting them know what is still pending and the reason why we're still holding we can commit to that and um Nick is in the back but my understanding is is that there are some items that already are in there that you can start to review no no okay the only certain people have uh could see it in draft form got it okay so miss Lindsey's asking I think you

136know bigger agendas uh so there were two things that uh this the staff is getting used to so one is like the superintendence report because that could have been presented at a board meeting at the superintendent was working on that till Tuesday then the agenda could go and she presented here whereas now because we've been firmed with the expectation that the board receives that superintendent report through executive content that it's pushing their deadlines up so I think there's an adjustment period so I think the ask is the current ask is that board members get 24 hours but we can only comply to that if we're getting the agenda ahead of time because if we get it Sunday night you're saying all right it posted Sunday at five go through it look at it ask your

137questions and you got to get that to me within 24 hours again staff I don't want to there in my opinion Miss and I'm going to call on her name we had a board member I'm not going to mention who it was but what sometimes send questions you know two hours before the meeting and 90 of the time staff was able to turn around so they will work but it is a both their responsibility is if the staff does everything in order to get it up on Friday then it is the expectation that the board members will get their questions in a timely manner so that they can't be responded to so I agree it's a both end if we get it on time then our expectation as board members is that we ask the

138questions in a timely manner beforehand and we can um not just make that ask I think there are going to be circumstances where there are emergencies or you have to hold and I think communication as we've been telling the superintendent and doing more is letting the board know the reason why right it's because we may not be happy about it but we will most of us understand um and it should not be the norm it would be the the exception um right so um I think I don't want to put words in your mouth but were you saying too is you you've seen it more in practice where the superintendent um and I want to be clear about that is not trying to dismiss or diminish the request but sometimes Brandon or Christine or anybody

139big Jeff will have a question and then it's is that just something that's relevant to Jeff or is there board consensus and so you may see that in real time where board member is making a request all right this is what they asked and before the superintendent's knee-jerk action is to just say yes or no is this what a majority of the board are asking me to do and that is something that she's trying to get better of is because in in the past well one person is instructing or this is only something that pertains to that one I'm of the thing as long as it's not too much work defer but that is still in keeping with the board speaking with one voice as we should be directing her as a unit and so

140you'll see that in real time so she'll determine if it's I asked it's going to take more than 30 minutes and she will say is this something that the majority of the board wants me to do that's not even a new one that is how it has supposed to operate it since I joined the board so are you looking for a change to maybe that or are you well I guess that apologies so I guess to that point I'm just confused because um with the example we had tonight miss Polk said it was a quick turnaround but then the superintendent said that that was going to be a heavy lift so that's confusing to me so if the 30 minutes is is what we want to decide on as a board that's fine but I

141just need to have a better picture of what 30 minutes is going to be because that that was just an example of not not matching up and so for me if I may can I respond to them 30 minutes I mean who is putting the time limit on information gathering for the uh the governing body if they need if they need information then they just they they want they ask and request the information and the information is gathered and given to the board so I want to go but I think you asked that one and I wanna one of the other superintendent to respond to what was a valid point for Miss Lindsay but I also amazing you guys because I mean why are we are we putting a a putting a 30 minute time

142limit on gathering information the information they may have to go um go to the um army where things are haven't been put on the computer yet and gather information if things have not been already um you know transitioned into digital form and so to put 30 minutes on there it's really it's really not doing the Board of Education any um any justice or um anything like that it's all of this stuff is just all new I guess it's the new way but so that's why I say this happens I want to get in there because I get what you're saying and I wanted to remind you of intent is there were requests that were coming from board members which were not necessary which were good to go versus need to know so I want to

143know how many second graders um I I don't you know are involved in the after-school program right and so that may be a good to know from the board of education but it wasn't necessarily relevant to anything that was coming up on the board agenda and so staff were going around Gathering tons of information taking time and then it was only relevant to one board member so that 30-minute request predated me and it was around intent from board members that were asking random thing now if four board members say no I think this is important enough for you to go and spend a staff time and resources to figure out how many second graders are involved in after school programs then that's what it is it gives the superintendent the opportunity at least that was

144the intent if you all feel it's not being implemented that way but it was and correct me if I'm wrong superintendent there were one-off requests for information that took staff time that were coming from Individual board members and so this was put in there and that if the board directs me to do it I will for that's the only thing I can go back to the last four board agreements it's been on every one of them so I don't know what to say today I'm talking it through this Administration it's a it's been a problem the administrations before I've never had this conversation before okay well this is six years so I do want to uh give the superintendent opportunity to respond to miss uh Lindsay's questions yeah so I do believe the requests and

145I may be mistaken um regarding um those financial reports was brought up um when I was absent due to bereavement if I if I'm correct but I meet with my exact team um weekly and so covering the points from the board meeting when I was briefed on that I was it was indicated to me that that would be a big lift for that conversion and so that is why I brought that up at that point and that's why I asked is that the will of the board now that's coming from my exact team and and it could possibly be that after that point because I believe that was maybe over a month ago or six weeks ago that Finance have looked into that and me have found out that it's more feasible than not but

146I also want to state that every employee in the district is always wanting to be able to provide any reports or please the board with the knowledge that they need right and so you're not going to hear too many times while they'll say that's going to take me in three hours or four hours they're going to find a way to get it done or work around it right and so I do want you to know that when I brought that up it wasn't ill intended it was information that I received that it would be a heavy lip now is that going to be a heavily lift we heard no right now and so now they're responsible for getting you the reports in the manner that the board has asked and they will be in executive

147content I think it just Harkens back to the point of clear communication right like we just all need to be on the same page because if we're all getting mixed messages if we're all getting different information from different people that's disorganized and that's chaotic and that's not going to allow us to streamline the work that we need to get done for this District again I didn't I have um with the time limit oh some minutes for remarks we are and I'm being transparent and honest we how how is the governing board being limited to two minutes in remarks and we have a non-voting student board member that um that takes just about 10 minutes because you get student board member time I think even when you talk about the the senate floor right of the

148United States they have a time limit and they literally have to fight for seconds to see their time or give their time back it is allowing me to respond so when you talk about governing Authority who's bigger I mean the Senate is the Senate it it governs the entire U.S and what it requires is that if I'm going to speak on the topic or I feel passionately about it is that we try and get that through as concisely as possible um so if the board doesn't want it there fine but this was a direct recommendation from our iesb rep based on our conversation um so I did I did have that as part of my thing so we can definitely jump to it um and I I ask a lot of similar questions and I

149believe board member Gonzalez picked up on it and even suggested that there be a standard template for how we receive the information because a lot of my questions revolve around what's the efficacy where's the progress what's the impact so if we have that standardized in these reports that's going to drastically limit the amount of questions the board should have so I I thought that was a great suggestion by board member Gonzalez to have a streamlined I have yet to I have yet to submit a template I was going to go through board docs and and write one okay but I just it's a lot it's a lot and I think what one I don't think that we should um regress and and go against best practice that we've heard from our ISB rep I think

150time is money I think our staff don't need to be here longer than they have to um they have kids uh Victor needs to go to sleep he has um osc tomorrow he said and I think we need to be considerate of that you don't have a meeting to discuss what the outcome of the meeting should be about um in a link that's inappropriate and I'm not saying that anything that's been discussed is inappropriate but I think you know um there's certain things that that can be you know an email thread or or uh asked um in a separate conversation that being said I think what we're asking the administration to do is anticipate questions and I get that um so I think it's a little bit of both like how can we use board

151uh board time together as a group um on Tuesdays or whenever we have special meetings effectively so we don't burn out our team but also can the admin anticipate some of the questions that we have that we've talked about not just today but in previous meetings too um so I think it could be both and and I'm going to miss Fabian and then I got a response Miss baby and I saw your hand no I just want to add to that it's also respecting our time because again we are also um some of us are still working members right so we still have to get up and go to work in the morning um and when we prolong our meetings it's also a headspace thing right you don't want to be here for five hours

152having heavy conversations and and draining your yourself so that's another thing is just being respectful of our time and being respectful of the community's time because they're also having to sit here and watch this and and if there are questions that could be answered through the presentations that are put in if we can get those things ahead of time like miss hunting said that will help us a lot and then it's our due diligence to actually open those up and read through them so it I don't know um if somewhere and maybe you add it somewhere in there where it's also the board member requests for information we should first be seeking to make sure that it's not already there because some of the times we're asking questions when the answers are there in the

153board Docs and so that's consuming more time and that's a fair point there yeah so that's a fair point is a lot of it is is if we standardize it then my expectation just like we said there's a boat then is that the board members read it it's because if we're asking questions that are standardized right what's the efficacy well you know that's on Slide Five right it will make it easier for us to communicate with each other now it is not 30 this is an important conversation I don't want to rush there's no vote tonight um I did want to honor um the request for us to um deal with it are there any and don't have to tell me why are there any other things that were of a concern um and I

154will get some consensus on that is anybody opposed to a time limit is there anybody else who supports another two minutes we'll hold it hold it now Miss Hannah uh I'm I respect your wisdom and I know sometime that uh it takes more than two minutes to elaborate on uh whatever it is the point you're trying to make I understand that but you know I said here I don't say too much of nothing I do a lot of listening and a lot of times when I'm listening it's redundantly over and over and over and over and then at the end of the day guess what we do yes so what's the purpose of asking all the questions when you're going to turn around and say Yes anyway so so anyway uh I think we had

155it's me come in and talk to us about what we're discussing right now and uh even with uh the presenter coming in telling us what we should be doing but we turn around do the same thing all over again anyway now let me say this we're not the only Board of Education in Illinois but I think we the only board in education in Illinois do what we're doing here at this in District 60 stay here until 10 o'clock at night so you need to ask your question self a question why are we doing that but it's not it's going to be 10 o'clock we got to go back downstairs no I just I understand that but that that I don't think that that's quite a uh accurate statement about the board member Boards of Education

156um not being in the session uh for until 10 o'clock every board meeting we don't anybody ever bought me until 10 o'clock so I'm just sometimes I don't want to derail either but I think um to Mr McBride's point I I get what you're trying to say Mr real bright but I also get you know the time limit thing Miss Hannah um to me what what becomes bothersome is that the import and we've when we said this before when we want to talk about the important stuff the basic stuff gets in the way right and Mr McBride has said it before that you know we're not talking about what we need to be talking about and that's because we're trying to get through the basic pieces of information that uh uh not derail but that

157take longer to explain and then we don't get to the substance uh substantial part of the conversation and I think that that's what you know if if we want to be effective and we want to care um and prioritize our students we could get better at that yeah is that fair and that's a fair fair statement and that was the only point is when we talked to and we have those recommendations of some high functioning boards that we asked uh to uh get uh and I want to make sure if it wasn't sent out I think it was but if we can re-issue that uh because they did send some and part of of that piece Miss Hannah is we have two board meetings Mo not most no most most of the other large districts

158have one a month we have a committee of the whole meeting and then even though first Tuesdays are not supposed to be a meeting we typically fill those up in addition to the other special meetings that we call I've been told not just by iasb but other board presidents is that is excessive um and what I will say is I think that it comes to what we even heard is communication and a lack of trust and the reason that I'm calling that out is because I'm not saying that we I want to get to a point where we don't need to have for our meetings is because I will take as much time as it needs to do the work of the board but it's like an iceberg this is ten percent of what I

159do the other ninety percent is happening throughout the week and in committee meetings and in other meetings and in my representation with the community and so I want to take as much time as it needs and what I don't believe is that we need as much time as we currently use but I know that we have as many meetings as we do because there's a lack of trust and so if as we read we look to build and repair trust um then that is where we are so the two minute uh that's the only one I want continuity on tonight so I can feel like we had some type of success do we want to leave the two minutes or do we want us can I have an opportunity to respond to Mr can I

160can I then also have an opportunity yes so yes we will get everybody and we're so I want to go Miss Lindsay and then riddle um so respectfully Mr McBride you had stated why ask questions if we're just going to land on an S I ask questions to understand to have an informed vote so that I know why I'm saying yes it's not just I know I'm going to say yes but I'm asking questions to be cute no I want to understand what's going on in the district and I want to make sure we're making sound decisions for our students and sometimes that's not immediately available in the information that was presented to us so I I don't want you to think that we're just asking questions to ask questions and land on a yes

161anyway and another reason is because I think with me being new to the board it's a benefit to our community as well and hands up I haven't touched my pen I I wrote down that it's being transparent and building trust with the community so when we're asking questions the community is getting Insight on what our perspective is what our concerns are and how we're going to make sure we're holding the district accountable for the goals of getting our children to be successful well I think we need to have a uh one second Brandon I think that we need to have some conversations rather than here right as a board we need to sit down I think I think there's a lot missing I think we need to have a special meeting Brandon dealing with what

162we're talking about right now yeah and try and do that forever so again this has to be a public meeting so if you want to have another session designed to that it has to be a public video or we have to bring our iesb rep back so that's it that's fine so we just talked about the number of meetings okay I just want to be clear that that is what the ask is so I agree with you the reason we were having it is we met with our ASB rep we have the information and we want it because of transparency to have this if we believe that this is a conversation that we want to bring our iasb rep back for we can um and that would be an allowable closed session exception um but

163if we just call a special meeting it would still be open to the public unless we have an ISB represent so I will circle with the board to see um if we have consensus on how we want to proceed Mr riddle final comments final comments only comment on this all right um I think we spent a lot of time with our iasb rep on and each year we meet with the iasb rep and spend time on our board protocols and our board superintendent communication expectation expectations and I think the board has done a good job in designing these and reviewing these each year and what part part of what we have here is aspirational because every member that's been on this board has wanted this board to improve and and I think Miss Gonzalez brought

164up a very important point we're not the only ones that meet here each board meeting it's all of our staff who are here too um and the public and so our meetings should be efficient and efficiently run and I and I think the reason this for instance this two minute was put in here is because as our board president said other boards have great responsibility our our Senate and our in our House of Representatives if you watch those they have time limits and and they keep to the point and many times they yield up with a minute left or so and they give it back to someone else so I think we can conduct our business much more efficiently that is our aspiration it is aspirational this two minutes we are we have not limited

165people to two minutes no way we have carried on and on let people talk and talk it talk and I think we should try to focus on this we agreed on this the you know and the other part of this too is we were asking about the um you were asking miss lensing about the uh getting our documentation earlier for these meetings we had put in here four days it's on the on the agreement and and it's you don't need to respond I just want to say that we had put in here four days that is aspirational it can't always be done that early but that's when we're asking the superintendent try to get it to us on Friday um but at the close of Friday so we have Saturday and Sunday and Monday to

166look at it and part of Tuesday so these are aspirational goals I think um they're good I think they're really good and if we follow them or try to follow them they're going to help us they're going to help us do be more proficient and efficient and also help our staff to do the work that they have to do the other five six days of the week you know there's a lot of responsibility that they carry on and these meetings should be run as efficiently as we can make them that's all I have to say thank you and I liked what board superintendent said um our word president I mean I thought it was very you know right to the point we can get better we need to get better but I appreciate everyone's comments

167tonight just and so I think I did want to put this off again so people like why are we talking about this is because we still are in the norming stages of our board protocol right so we have two new members and we are trying to make sure uh just because it's the way it's always been done is not necessarily the best answer and and sometimes also wisdom of this is why it was done and so it's having the conversation to find out what this board voice will be my takeaway is that I don't have sufficient support for the two minute uh but I will um take under advisement uh possibility that we need to keep digging through this I don't want to keep more time president Ewing yes go ahead understand also okay I'm

168so sorry y'all I really am sorry but I do have one question just a very one and it's a small it's a small question it's a technical one in a small comment I will say this that obviously every board of education has issues we all have our own trying to be efficient in trying to like get to the point of our meetings and I get miss Hannah's point I really do get your point that we are the governing body or more accurately y'all are the governing body and you need your time to deliberate but I also get everybody else's point that there are other governing bodies that are much higher than us that spend you need two minutes and that's it and you yield your time and I get that point right and I get

169that that's higher Point those are higher National legislation and there is more history to that but I feel if the if change needs to happen from the bottom up in the middle out we need to have the example from the lowest levels of government that being our boards of education and I feel like I get if we really want to be efficient we really want to get to the point and really get these board meetings not being three hours long because it's been three hours y'all it has been three hours yeah you also got to go downstairs so I'm so sorry that so I'm still talking but obviously I get the point I get uh vice president Hannah's point I get everybody else's point but obviously there are students that see these meetings that talk

170in the schools and are like why is our Administration not doing this why are the Board of Education not being a fish and I just and they look at me as if I have the answer right because they see that I sit here and they think I have that answer I really don't but obviously I tell them they're trying their best and they're trying to push forward and I get to the point that the two minutes is important and obviously myself I take 10 minutes in my meetings and I apologize for that and obviously I do get that accountability also accounts to me because I'm also sitting here so if I have to lower my me my presentations to be more efficient and bringing accountability and that helps other board members being if he's doing

171it and he had doesn't even have a bow that shows some sort of leadership example right and it brings that trustworthiness and that efficiency forward right and that's just my comment and I also have one question obviously I'm not a voting board member but obviously I take my job very seriously and the student population sees that as they're mainly liaison to the board of education and would it be within the bounds of this and wherever it's appropriate because I know the legal counsel and the chief of staff did send me at the beginning of my term like expectations and all that but would it be also efficient and would give that sort of leadership example for me and everybody else and the next student board member and anybody over that to follow these these expectations

172also that's more of a question for the board and if it's about to open another hour conversation then I will talk with the superintendent and anybody else that we need to talk to later but obviously that's a question I want to see if you want me also to follow these expectations also to give that consistency I think um and and these were in remarks like we didn't put uh so two minutes is what we put you as the student board member and in our current bylaws not having a voice a vote you have a voice not having to vote I thought it was always appropriate that you you took an amount of time what I would ask is that maybe you think about and consider is it two minutes three minutes five minutes is it

173ten minutes like what is your board member time and then putting yourself into those constraints um as far as the other protocols and if it wasn't made clear I apologize but we do expect you to follow the same things as us so if you um you know in the Quorum Behavior you know speaking with what voice doesn't mean that you can't give an opinion right all of us have been quoted in newspaper articles but if there is an official response coming from the district typically the board president is the one that's issuing that the same way is there may be a time where the board and a superintendent disagree so I don't speak for the district the superintendent speaks for the district I speak for the board um so uh with that I do you

175remiss if I didn't invite our community to join that and that'll be July 31st at um virtually and then I just also wanted to say a reminder to student IDs and photo pickups for 9th and 10th grade is tomorrow for ninth graders and then Thursday for 10th graders because that's very important to get all of your stuff done and then uh welcome to all of the the new members and also I'm happy to see that we have a lot of alumni coming back as well thank you Miss Lindsay um I wanted to say assalamapo to the two Filipino teachers that came to the podium to express themselves I really do appreciate that that conversation unfortunately the intent did not lead to the intended impact and so as board members we do need to make sure

176that yes we are providing a voice for the community when they raise concerns but there is a level of care that we all need to make sure that we're following I think where we're at with our current Society is there's this quick rush to call people out and label people and and I can understand that I'm not going to tell people how to react my intent is to continue to learn and to grow and if I am ever doing something that does not result in my intended impact I am sorry so if there were actions or words that I used that was harmful I do apologize for that and I'm more than willing to sit down with anybody I'm constantly a dripping culture I've been pulled by many people um and you you don't need

177to hold back with me I'm perfectly capable to engage in a conversation with those who are frustrated with either my decisions or my behaviors and so I would just like to see Waukegan leading the charge if we're a city of progress instead of calling people out that we call people in and say Hey listen you said this this is how it impacted me can we have a conversation with the about it if you need someone to be there with you because you don't feel safe in that space that's more than fine as well but I want us to be a leading example of how we navigate conflict and make sure that we're hearing each other and not pointing fingers at each other because this is a multi-cultural community and I love that that's why I

178choose to stay here that's why I traveled overseas to broaden those perspectives so I do appreciate the teachers that came up to speak and if anyone wants to reach out to me directly and have a conversation I am available we can definitely schedule something one other quick thing the rising 9 of event at the Brookside campus this morning was a lot of fun I think principal Ave did a great job making it Dynamic and her team there was a rock paper scissors competition there was a dance off which thankfully I dodged that one now I got to practice my moves in case I get called on but it was really fun I wish more students were there so next year I hope the incoming 9th graders really take advantage because it's a great opportunity one

179to meet other students get to know the staff and explode the school so thank you for that event it was lovely thank you Miss Leslie Miss Hannah um I got a couple things um the uh because there was the article in the paper regarding the um the usage of the 23 million dollars I am putting in my formal request for the usage of some of that 23 million dollars and that is to fix our um our track at WISE feel as well as the um the locker rooms I know that there was some kind of assessment done and they brought back the smart Thai million dollar project for wise feel but I'm not talking about doing that big comprehensive renovation at WISE field I'm talking about doing the track and doing the locker rooms um

180and it's very disturbing when we uh when we hear that the um that that the visiting schools has to go into a locker room that we probably wouldn't even let our children go into and change clothes and then we are ridiculed as a district because of the condition of the locker rooms that other schools um students come and see it we we shouldn't even um be there and um but that's one one of my um requests for the 23 million dollars and other requests is that we um we we take and set aside um Monies for a comprehensive professional development um program for our teachers to learn about um teaching our students how to read through the phonics and the um and through the um the science of reading initiative and we we're talking about

181wanting our kids to read and if we could allocate some of that money for the teachers to have that ongoing professional development and so um um I I am asking about that I just want to reiterate um the rising 9 event I mean the um principal Avi she got so much energy she made me tired just listening at her she's so much energy and she was really hyped up and um the program was really um really good the only thing that I was um I I was a little disappointed that um that our front line staff which are the um safety officers that they were kind of left out of the mix and not introduced and those are the people that the um that the students see day in day out all the time and

182those are the ones that should be introduced to our children and their roles as safety officers should be explained to those to the students because they're the ones that are going to be dealing with them you know not always the culture and climate people not always the assistant principles it's going to be the safety officers or that are going to be dealing with the students and they need to be introduced to them um other than that um and uh Mr President I would like uh it put on the agenda for um for uh discussion regarding the wise Field track and the locker rooms and I already know that they did that assessment but I'm not talking about that big big big big money I'm talking about taking some of that money and doing something for
