003all in favor signify with aye aye any opposed nay all right we're back in Open Session um well we get Miss hand on the phone we do have a president's report I did email that to Mr White if you can bring that up for me all right uh next slide just want to review the mission and vision for district 60. next slide um Unity of purpose we affirmed a unique role of public education whereby each Community collectively pulls its resources for the common good through the education of its students therefore we seek to uphold and approve the public education for our community and these are our Unity of purpose statements which are there for review next slide please um board member behavioral expectations and I do apply well I guess people online can see but

004I just want to make sure as a board that we are set an example that we'd like to see next up um these are kind of just some announcements uh very high level so we are in Board elections so I encourage all voters to get informed there are multiple forums that are going on uh these elections are super important for our community all of these individuals running our volunteers and so um really excited for the opportunity to to serve next is previous meeting minutes it has been sorry um I'm gonna get those up discussed about meeting minutes I want to um make sure that it's done that that is not falling on deaf ears I haven't addressed it from the podium um staff are working in order to make sure that all meeting minutes are

005uh brought up and posted and so we have even more that are going out today and there'll be even more to come um the goal is to make sure that before the the next board is seated that all meetings are current um and so that is the timeline we are working very very quickly in order to make sure that those are there approved and in place um I'll also be reaching out to our ISB rep uh because uh Miss Wozniak has elected not to run we will be appointing at the very least one new board member um and so we have scheduled aboard itself in value what was that elected by the points I'm sorry I like this thank you uh we'll be electing a um at least one individual board member and so what

006I would be doing is reaching out to make sure that we set up a board self-evaluation in order to make sure that we are starting off on a good foot as a new board also campus safety I've received multiple emails as I'm sure other board members superintendent as as well related to safety concerns both for student and staff I know that our uh committee related to zero tolerance and what that means and defining what that means meets for the third time tomorrow this is a big concern is our students and staff want to go to schools in which they feel safe and so I know I mentioned it in my remarks last time and I want to make sure that the public understands that these items are being discussed and addressed and there are individuals

007that are meeting and to make sure that we are providing a safe environment for both staff and students and so with that I thank you and appreciate your attention and this concludes my board president report next up we have our student board member report for Mr hinojosa thank you see this works yeah it does work okay so hi everyone we're here to do my second student for student board member report for my term very excited as always to share the Insight of the students and all that's going on with my work so next slide please this is the little timeline that I have for my opening statement new business Community spotlights and comments comment square and Q a I'll get to that one in a second but next slide please statement this is a little

008quote that I found that I feel like really speaks to what a statement is obviously was said by the Greek god Dionysus Greek god of wine saying let this speech be better than silence or be silent which I feel like is a good quote upon itself next slide please uh so my own statements comes from this quote here which was said by Roy T Bennett which was a senator from the parliament of Zimbabwe in the early 2000s he said be thankful for everything that happens in your life it's all an experience and just to briefly go from that into a statement I really do feel like a lot of students have that idea that we are thankful for a lot that goes up in our lives may that be the good may that be the

009bad may that be the in-between maybe the highs and lows of our lives but at the end of the day it's all an experience we all learn from our good and our bad whatever goes up and what goes down and just choose to keep on going forward growing as a person so I feel like that's a good way of starting this um report and obviously there's always going to be a theme to each statement so you know gotta choose a new one every single time uh can we go on to the next slide please new business so obviously the new business is everything new that I've done in the last week and anything that goes from this and it keeps on going forward to something else we'll obviously going to Old business and we'll go

010up to new business obviously that's how it works so next slide please so one of the new businesses items was from last week which was the promotion and retention committee which I am part of led by Dr notes um our objected obviously as the name entails is reviewing and proposing a new promotion and retention policy for wps60 obviously looking at policy 5215 which really details how promotion works in the district from obviously Benchmark second Fifth and eighth and the high school level now the student view from what I've heard from students and what I've collected myself it is the view of the students at the Waukegan High School that high school middle school and Elementary levels need to be held accountable and be supported at the same time with anything they might need but also

011be able to understand if you haven't done this this and this there are going to be consequences for it but still be able to be supported in that academic Journey because at the end of the day we're all students we all need that help but still need to be able to be held accountable for our education with x y and z um obviously we're working hard we're meeting ever so up every even correct every two weeks thank you Dr No and we're diligently going through it looking at the policy and trying to sum up everything new that we think should be included and obviously presented to the board in due time and see what y'all think about it and obviously superintendent influencia too to see how it looks like um next slide please obviously this

012is my little picture with principal Ave uh this is what I like to call principle and sbm talk obviously the objective of meetings I have with principal Abe which is the principal at Brookside is to discuss and present issues that Brookside students have and this meeting specifically we talked about bathrooms the 1010 Rule and safety now that comes with a lot of things and students obviously have concerns good or bad for each one and I presented to principal Abe and we're working diligently with safety and with the administration at Brookside to figure out ways that we could fix this and let students you know be able to be heard in any way possible obviously we're going to have a next meeting in about a week and a half to discuss anything new and I feel

013like she has some good news for me as from what I heard so we'll keep you updated with that for the next Board of meeting next slide please is community Spotlight so this is obviously some stuff to happen in the community within the last two to three weeks and I want to present it here at the board meetings people know obviously this is not everything there's a lot more that happened in this community good or bad but obviously I'm picking and choosing what works well and you know as time goes and I add more or less so next slide please is the honor roll breakfast which happened about two three weeks ago it's in my time mind when it happened obviously this is a few of my friends we're sitting there and we're being honored

014for our high academic achievements and all the students that were there in the front obviously at the very front there wasn't a lot of people but if you turned your head about 180 you could see like everyone in the back it was for the cafeteria going to the back so there was a lot of people trust me on that one um I can't confirm the breakfast was really good it really tasted really good at this time last year was different story but this year was pretty good um obviously we love being honored for our hard work and dedication here at the Waukegan High School for our academics and everything and all my friends obviously feel proud of the work they've done so far academically so you know kudos to everybody um next slide please Raider

015games um obviously as some people know obviously Raider games is one of those JROTC events that is all about competition and physical fitness and stuff like that so we have the Raider team which is a club for JROTC that does exercise that does physical activity and stuff like that and we had an event obviously dedicated to that and as you can see here this is its rope their rope bridge that they usually do where they tie a rope to one side of the Washington gym to the other side tied up and they walk across it like kind of like Mount themselves on the side and they like kind of crawl walk their way through it which is pretty cool honestly personally I would like to learn how to do it but then again it's really

016high so you know I'm not trying to fall so yeah it was a really good event um I unfortunately couldn't go because of other commitments that I had to do but from friends and people like that that went they said it was pretty good very entertaining and kudos to the Raiders team and obviously the jotc department for putting this together um next slide please the CEO by liters see um there are this is a program that I really want to tell students Juniors and seniors um just quick information wise it is on the actually it was today actually so any Juniors Engineers that went obviously um obviously it was at five so a few hours ago obviously the sale by literacy is the people that don't know and stuff like that is an award that

017is put on if I'm correct the transcript correct me if I'm wrong saying that obviously you have meat proficiency standards in a second language and for any student that is in French or Spanish or ASL and stuff like that I highly recommend it to do it honestly and try to push for that by literacy that Charlene was seeing being able to speak those languages which is pretty cool honestly in my opinion and obviously I'm in French so I'm striving for that matter I'm striving for a lot of before graduation but for anybody that wants to do it please contact your language teachers foreign language and see how you could get with with the program and stuff like that and any forms you might have to fill out um next please social worker appreciation week which

018is next week from the 5th to the 11th obviously appreciate appreciation for our social workers is very important because they are the backbone for students that have academic and social needs that need to go talk to someone that have stuff happening in their lives and these people are very important to them and being able to be appreciative of the hard work they do at every single campus in our district is very important so obviously if you see any social workers or friends with social workers just you know say thanks for the work that you do at our district um next slide please uh the girls wrestling stay very proud of this one for the first and I don't think first time but in a very long while our girls wrestling team or Duo here has

019qualified for States um a little clapping session on nyloni Rodriguez yes I did say that right great was for State qualifier this year A lot of my friends said she's a really nice person really hardly dedicated to her sport academics her friends and all that good stuff so if y'all ever see her around the neighborhood please say congrats and stuff like that and from the Waukegan population student population very proud of you and obviously for Jennifer Perez too very proud of y'all for obtaining that high uh athletic degree uh next slide please wanna shout out this is a little Shameless plug-in um we finally I finally created a Instagram page for the walk for obviously the student board member um so obviously if anybody in the community students alike that are listening to this there

021to talk about comments that I may have as time goes on through this board meeting as time goes on um next slide please the comments on today's agenda will be these topics obviously as topic gets there obviously I'm going to make comment or not depends but what I've chosen myself and done a little research obviously is the action vote on the AP African American studies course approval of purchase a menstrual hygiene products approval of the Justine Center partnership the Lewis Middle School Panama trip the action on the ARP Esser three funding and the second reading of policy 5224 obviously I'm gonna make comments maybe not depending on how it goes but yeah go a lookout for that um and that's about it if the board of members don't have any questions then out of relinquish

022the rest of my time I only have one question Mr hinojosa yes what is the 10 by 10 rule you talked about uh meeting and discussing that with principal Ali Avi uh so the 1010 rule from it's been here for a while honestly and has changed in the ball this time went on the 1010 rule is basically this idea that the first 10 minutes of class and the last 10 minutes of class students should not be in the hallways for really any reason and you should be in your class doing the start of your lesson and the end of your lesson because quote-unquote that's the important parts of your lesson now some students have some interesting ideas of how that does work or that doesn't now that isn't really my place to decide that at

024know we are transitioning uh we um lost one team member but I'm excited to get our 60 and 60 uh back and going so I know we want to start continually recognizing all of the great things that are going on throughout the district we've had so many events over the last month I can't even keep them straight sometimes it's three or four events on the same day but it's been a really really um good and busy month with that we have approval of minutes so we have approval of the minutes of the Open Session board meeting from January 25th 2022. 026talking to you but not why don't you shut the up and mind your business [Music] then why is it acceptable for staff to be talking about explain that to me I bet you don't have an answer the way you write bronze is to turn the light of Truth upon them take away your princess Privileges and you get with the rest of us on a daily basis a student gets four warnings about vaping in school at what level does it constitute a consequence what is the consequence we have no idea but it continues substitutes are treated with more disrespect than ever in all my years the staff and students and admin are creating and have created this culture under your leadership we are not valued we need a union it's not Equitable treatment and it's time

027to have Paras we have Paras and Subs with master's degrees we have JD degrees we have Doctorate Degrees that's way more than you last I checked we're still waiting some people are getting provisional license from my understanding I'm not quite sure I'm going to investigate that and go deep we're going to get some more information but that doesn't seem Equitable that you do it for some and not for others you say that you care about the staff and students and their safety yet the parking lot is a disaster every day we are almost hit in the parking lot I've seen staff almost hit I've seen students almost hit because you allow the parents to do whatever they want it's a free-for-all just like Brookside anybody notice that's a staff member how brookside's all of a

028sudden a little better than it used to be it's not because of them I made the phone calls I got the change I'm the one that cares enough about my colleagues and I'm tired of almost seeing them hit I'm also tired of almost being hit you don't care says right on your District right on the boards that we are responsible for keeping ourselves safe I have worked 15 years here 15 years of teaching writing lesson plans fixing grading participating in every PD in special ed law zero benefits zero any kind of cost of living pay raises and then I have applied for multiple multiple positions I'm not good enough to be hired full-time to give benefits but I do a darn good job at what I do and that's teach my students that I get

031please we had a heck of an event at the Washington campus today a heck of an event and I'd like Mr Yvonne affilt Holton to talk about Chicago State University and I want to talk about it I'm sorry um um I was going to talk about it during my three minutes a little bit but um we did have Chicago State University Which is closest HBCU we have in this area and they came and did their marching band and they had some strollers today and all um the team was good the students parents if you're watching your students were excellent uh this is what we do for students um because we we they haven't had an assembly one young man I was going to speak about it today told me I haven't had an assembly for

032the four years I've been at this high school that's heart Richie um we need to do better um we just do it's sad that nobody wants to bring in people to come in uh Chicago State had an awesome time today they loved our students they loved our staff and so we were very appreciative to bring them here and had the opportunity you guys have no idea of how hard this young lady works thank you Department okay and I do it I also won the state uh for the record too is that we don't share time Miss Vonda did sign up so uh I'm trying to follow the rules that's it because when I don't I get called out for it uh Miss vukovic evening um I'm here to talk once again I talked well I've

033talked for many years but last week at the student achievement meeting about the reading scores and last week Mr riddle said that we were we were told that we could not afford reading Specialists I don't know who the Wii was because someone asked and he didn't answer um miss Patty talked last week about the fact that we have lots of resources going out and there's a lot of different tutors and different people working with students in the classrooms and I want to explain to you from my view I was a reading specialist in the district for 14 years before the positions were eliminated and at that time because we were I was employed by the district I was evaluated by my principal at my building every year or every other year once I was on

034tenure and one of the things that I don't know that the board understands is when the employee is yours even though I know it costs more because you have to pay insurance and all the benefits which you don't have to do when you keep hiring these third-party people to come in but when you have these third-party people who's watching them who's evaluating them who's making sure that they're doing their job when I worked at Washington Elementary under Barb Steins Cipher and we gave the map test fall winter and spring and this is how and I'm sure there's many other principles back I don't know about those now but there's a lot of them that are still here that I would have to meet with her now she met with every teacher in the building after

035fall winter and spring to discuss their scores same thing with the reading Specialists there were three of us which is like just enough maybe you need four we're down to one now and then all these third party people and while I would meet with her and she would look at my scores and we would go through I had a case load of 50 55 students and we would go through every single score and every single child and why did this one go up why did this one go down what is your plan for this child that child that's the kind of accountability and that's how you get people that are working for the district not from a third party that you can make sure they're doing their job besides the fact that the scores count

036for our para which is the what you they use for your state evaluation or your evaluation um on your teacher's license so that is the difference between just hiring these people that aren't certified in Reading don't have all of the qualifications that reading Specialists have and that's why we keep oh let's that this one didn't work let's hire hey tutor now we've got hey tutor that didn't start until January and I don't even know at that point they only had 28 teachers so um please notice the difference between hiring things your time will start when you start speaking mess to my own thank you good evening to all I'm Phil mioni I teach at Washington campus and I'm a union member my 29th year in the district uh to miss lukavich's Point Machiavelli wrote a

037book called the prince in which he discussed mercenaries and citizen soldiers I want to check that out there are so many issues I'll start with attendance figures at the high school they are a pure fiction a student who is late to class goes and gets a hero pass once that happens they can pretty much do whatever they want and they will be marked tardy but present they can show up 20 minutes 30 minutes 40 minutes even 45 minutes which I have had repeatedly over the course of this year alone and still be considered late but present present in the past this did not used to happen if a student was 10 or more minutes late to class they were considered absent because if you missed 23 percent of the class you were essentially absent in

038the current system we have some students who show up in the system as having a better than 90 percent attendance rate in PE for example but they are failing PE guess what that's patently false the only place they have a 90 attendance rate is in fantasy land repeated requests from both faculty and administration at the high school to rectify this issue have gone without resolution and I for one am getting tired of explaining to new administrators who ask us why this is occurring it's like if someone asks you why is there no water coming out of the end of this pipe when there's a break in the middle of the pipe and you point that out and they go but why is there no water coming out of this part of the pipe two why

039are we still allowing a student all the safety personnel at Brookside know who he is who has vandalized the locker room and repeatedly shown an inability to conform to even a basic level of educational Norms to continue to walk the hallways I watched the students view some pretty vile and disgusting comments that a female safety member yesterday while throwing two middle fingers in the air at her and moving towards her in a manner that required other people to act as a barrier between her and him that the entire safety staff and faculty of Brookside have not walked out in protest of the daily abuse they take is truly a testament to their individual fortitude three so I talked to a lot of people the level of confidence in this board to support those entrusted with

040running the high school is lower than at any time in my 29 years in the district four this board spent so much time and energy trying to stop the charter school from opening a few years ago I drive past that place every day on my way to work I notice they're putting on an addition and it occurred to me that since it opened this board has been their best advertisement lastly I'm going to feel share the feel good I didn't get to in January I had two Bowlers Advance the sectionals they're both Juniors one of them missed going down state by 11 pins next year they're both going to make it the next four names are Nicole Hernandez Briscoe Janice Haye and Mark shinta I'm kind of just I'm Nicole Hernandez kind of just gonna

041skip around again Edmonton does not qualify for any NCAA approved courses um so that means if any athletes fail a course they have literally basically no recovery and nobody cares um the heat map for forty two thousand dollars my 13 year old suggested just get the Wi-Fi the computer and walk around and then when it drops that's where you know there's no Wi-fi um pretty common sense I just discussed with um Mr Cuevas about like obviously the Wi-Fi is not going to go through your bricks that are over three inches thick and your asbestos walls it's common knowledge um the waivers for all the jibs and everything my personal opinion waiver should not be approved for all these outside organizations unless our children are involved that being said ammo is fine that being said no

042we should not be giving all this money to these adult football players I don't care that they're women whatever we don't even allow our own children and our own community in these gyms passed outside of their athletic hours if they're not signed up for a sport they're not allowed to go to the gym they're not allowed to go to the field they're not allowed to use the things that we pay for as taxpayers so why are we funding Waukesha football amongst other organizations um additionally that specific contract does not even have the Personnel fees added on the contract so you guys obviously need to table that today um Jocelyn Center was actually contacted the district in December if you look at the paperwork reaching out to educate teens we turned around and said okay well

043we want to educate our people which is good our staff however the contract already was supposed to be free for the month of February which we're just approving now but okay who cares um administrating medicine by volunteer staff is should not be part of our things so you need to fix that x that out um DCF DCFS interviews uh we took off the requirement to provide ID why we're putting in the requirement that oh our DCFS liaison is going to give us a piece of paper that's going to say these people are okay to come into the into the buildings why why so then you're then you're allowing this third party entity have access to the children just by providing you a list not safe thanks thank you Mr Hernandez what Gina Briscoe good evening

044so whenever I come to the mic and I've been coming out for a couple years my emphasis is always on what's happening with uh our African-American students teachers staff or whatever about a year ago I was working with the HR department my goal was to try to bring more African-American teachers into the district a couple months ago I had reached out to HR there was an African-American male that was at Trinity University that had graduated and was looking for somewhere to to come to I have a friend who was there who spoke with this mail and and was going to steer him him in our Direction so I reached out to HR here and said you know there's a there's a possibility there's a African-American male they might want to come to our district can

045you reach out the response to me was could I get the person's phone number no it's all about building relationships we know that there are a lot of districts that are looking to bring in African-American males and so in order to do that you have to build the relationship I opened up the door so that hopefully this District would try to build the relationship with the university in order to get more African Americans here that did not happen I called the university my friend to see did they hear from someone here in the district there was no contact here at all that person ended up accepting a job in Evanston that's the first thing second thing I want to talk about is that whenever I come here those of you know I sub with within

046the district um and it seems to go on Duff's ear we have a lot of Subs here we are not given any there's not a handbook there's nothing to tell us as far as what's the safety plan there are things that are happening in this District we have no idea what is the safety plan there's no information that's tell us as far as de-escalation there are things that are happening here we as Subs we have no idea as far as de-escalation when I sub in the classroom I don't have any problems but I do know that they're teachers and she spoke up as far as the issues that she has but you know what we should just back up because we're not given a de-escalation plan anyway if there is a shooter that comes in

047we don't even know about the emergency route thank God I do because I come here so I know to look for them but we're not giving anything as subs and this seems to go on death's ear we need to do something for Subs here in this District my last point is that I saw the data that was here last week of course our African-American boys the disparity the gap it's really bad so I'm really looking forward to see for March which is when the superintendent is going to give the report I'm really curious to see as far as what's going to happen with our African-American boys thank you Miss Briscoe Genesee good evening this is my first time presenting to the board um my name is Janice Haye and I am an advocate for multiple

048myeloma awareness Foundation I'm the president and the coordinator I don't know if you know what multiple myeloma is all about it's a bone marrow cancer and I'm asking the board to become a sponsor for my Foundation several years ago I came ill with multiple myeloma and after my second bout I lost my notes here just bear with me I just want to read this let me read from my notes so um our organization mission is to bring multiple myeloma awareness and support to patients caregiver Healthcare professionals all people living in our Diversified Community to educate support and expand upon advocacy and dedicate to research fund funding research has concluded that multiple myeloma is a stately disease it's uh you don't know you have it until you're in stage four nobody knows what triggers it or

049how it how to prevent it and it often cause uh causes no symptoms until an advanced stage according to the American Cancer Society more than 30 32 000 people in the U.S are expecting to be diagnosed with multiple myeloma in the year 2029 and nowhere in the year 2023. what I'm saying is that um my Foundation is asking for support for research funding I've started uh we have a golf outing that we're going to be doing in um in July of July 16 we're also doing a concert with Genesee Theater hopefully we're looking forward to raise 50 000 to have a concert to put multiple myeloma on the map um one of the things that I went to Highland Park for a support group and they don't have a support group in Lake County in

050in our area Waukegan North Chicago surrounding air Zion and so I've decided that we need to have some support group for people to come together and talk about any kind of cancer that they might be having I went to my second stem cell transplant the first time that I had multiple myeloma research found that I had to sit for four hours this the second this time about every month I get an injection so we have to educate people about multiple myeloma because they don't know it until they're in stage four there's a lot of things going on in our community so please help I'll be back with a better presentation so I just want to put it out there about multiple myeloma awareness thank you for your time thank you hey next is Mark schrington

057to divide those two in the same building we just gave Miss Fulton the College and Career place over at aalc so if you move that building give it to JROTC you taking that space from her now so where's that space going in in the I went back and looked the whole presentation Nick ellijack has read that we're going to look at billions that are underutilized you guys always tell us we don't have enough space in the district so what buildings are we referring to because you never gave an example of any of these buildings uh second thing we just got done with this Harris investigation and I thought it was pretty funny we just talked about the um assistant principles and their Pace Gallery look at board docs tonight we have we're hiring two security

058guards one at Brookside one at Washington one was hired December of 2022 the other one I think February of 2023. the one that was hired in December is making almost 300 less than the one that was just hired why if they're both starting in the same position why isn't the pay the same that's where we come with with the problem with our HR department we just looked at this and here we go again is the difference if you if you want to ask my position on that administration building absolutely not you guys still haven't told us with any of the funds are coming from it's everything's to be determined for all these other projects and and that's where I kind of if we're going to give it let's give that bill into Ms Fulton let's

060board that this is nothing new we have been given a picture that our scores are improving we're doing better but then we had the vice president of the board after that present that was presented and everyone was asking questions saying no one's happy about this data I still have yet from an email dated October 27 2022 to receive any sort of response from our superintendent to go over that data because for a long time now I've been very confused on how we are improving but we're not we had a very visual experience tonight of what some of our teachers and staff go through in this District what some of our students go through in this District I'm still upset I'm not even gonna lie um the culture in this district is toxic it is toxic

061many students parents staff members have engaged in interactions with this Administration and have walked away feeling disrespected ignored the whole point of the board is to listen to The Community of what we want to see in our school district the whole point of the board is to hold their employees accountable and you have two so when is that going to happen if we are not seeing the results in the scores after how many years do we blame the superintendent for not leading the district in the right way or do we blame the board for not holding her accountable every job I've been at there's been accountability I have my expectations if I'm not meeting those there is a individual Improvement plan I'm not seeing that and it's frustrating we don't have time and it's very

076main things that why I support these waiver requests is because they do keep our buildings open and they are at taxpayer costs 100 we want to be transparent about what's going on in the schools which is why before we had individuals that were using District property it wasn't either on the books or properly reserved we have a very transparent system in which any organization can go in and make a facility use waiver requests and they're coming to the board much more often is because we actually want to put a dollar amount to how much is given and not giving back as was adequately said how much taxpayer money is being used to fund these programs anything that keeps my students off the street for another hour I'm a support so uh that's my stance and

079to me and my only comment to this one is um some of the criteria right I think we heard concerns related to um individuals from outside of the community we did get clarification as was mentioned this is only a partial fever waiver they would be paying for personnel um but I do want us to consider um when we're doing these requests because to miss Gonzalez is what I heard from her is we're making these upgrades and one of the reasons that individuals are looking to school districts is that we are a cheaper option but it also can be a revenue source is when we make these Investments we can seek return on investments and we shouldn't be waving everything I think the criteria for what we consider and why is clearly laid out and transparent

080so um I'm sure this is a great organization but I don't know we don't have students involved they are doing partial payment um I saw Mr Riddle's hand and then if not I'll call it and I have a question to Mr President okay so I guess go ahead Mr riddle yeah I guess my question is I mean how do we justify um approving an organization from Chicago that is a semi-pro women's football I mean that's great right but you know and they're charging ten dollars for adults and five dollars for um students to go in right yeah so they're making some money on this and of course you know we they're the total fees would be eight out over eight thousand and they're gonna they're only asking us to weigh 3600 of that so yeah

081we will make some money on it um they are using our field for three days and our lights you know they're certainly you know it's going to pay for the lights and the custodial and stuff they're paying for that and they're renting our some of our equipment our sound equipment and stuff um I just I just would like to hear some of the other board members uh why we would want to approve an outside agency like this coming to us not giving us they're not giving our students a chance to go in for free okay what comments yeah go ahead I'd like to hear something Miss Hannah was next Mr McBride yeah I I am looking at the application and it is um from uh these people are from uh Chicago okay and they're much

083and my comments well go ahead Mr McBride I'm sorry my comments was that uh the problem I got when you start charging our students then you're coming in on our turf and you passed up every municipality before you got here to get to come waitress while Keegan to play football that's right that's my comments you know you could have stopped you could have stopped in Liberty or you could have stopped at Allen Park they got Fields but you come all the way to Waukegan then you got the audacity to say we're going to charge your students for getting in on their own field so that's my problem that's right so it's a no-brainer that's right that's how come this needs to be tabled or it needs to be the recommendation needs to be uh uh

084uh um not a waiver but whether we are going to allow this to take place or not well my final comment would be on it that I think that if we I would not vote for this right now I think we should renegotiate right if they want to come back that's right they're going to let our students come this is an opportunity for our students to to get in for free or something like that you know a little bit more of a reason why we would want them to use our field um that's up to you all to get negotiations I know I see you Mr Bowden I don't know if you want to add to it uh before I give my comment and just because if I may I apologize but just because people

100so yeah they're all six new but they were somewhere internal candidates some were external candidates all right so a little bit of background on the the shift in the job title um prior to this year the high school had both directors and assistant principals and they were doing the same job essentially one was getting paid a higher salary than the other so um it was feedback that we heard from the principals was that it was hard to hold the two um categories of Administrators accountable for the same things because one had a different title one was getting better benefits better salary et cetera so to resolve that we decided to be consistent and create a assistant principle title for all the uh assistant principles I guess in at the school so there wasn't a disparity

101between a director and an assistant principal they all had the same job title they all have the same responsibilities when it came to evaluating teachers when it came to doing all the different things that they do to create that consistency to kind of take that barrier away from the principle but we still have directors we do not oh so that's that's the big no directors at the high school yeah not at the high school correct so Dr now is the salary still as you speak different and you're trying to uh uh even the playing field so to speak because since they both got the same responsibility yeah now the roles and responsibilities for all six are are the same um the salaries like depending on you know I'm not sure how the different salaries were

102determined that's not that's an HR question but um so keeping the benefits the same as well for those six as well so that was that was why that decision was made it was part of our whole High School transformation dialogue too about how we wanted to restructure things to make them a little more make the plane feel a little more level and make the the school more uh I guess structurally um successful thank you yeah Miss Wozniak why when we give these people their new titles why aren't we also laying down the what benefits they're getting as well why is this coming up nine months later I think there was an assumption that and I can't speak for the you know the conversations that were had between the principal and the candidates but I think

103there was an assumption that because they were previously directors that some of those same benefits would carry over into the new roles and that's I think where the confusion came in was that there wasn't Clarity around that well why isn't that told to HR when they take the positions why why is that up for grabs I don't think it's not up for grabs it's definitely I think it was just a miscommunication between the principal and um our what our expectations were for the new roles and then of course HR coming into that conversation too so did they start complaining about this when their first paycheck was less because they're taking out health care I don't know I don't know the nature of the complaints or the conversations that were fielded by the principals and I'm

108our students at Lewis Middle School versus a trip that more students might be able to go on if it was less costly like a trip to DC or something right I'd like to see more students Miss uh Schaefer is uh and the Builder and also my comment my comment is is it um is it really a good time in terms of uh the safety and so forth of uh uh world the world um uh events going on and stuff you know for our students right now and I agree with Mr Riddle That um more students should have this opportunity maybe uh uh maybe all of the middle schools can get together and um and plan uh uh more uh inclusive sure everyone so this is Miss Cano and she's the one who set up the

109trips she's one of our dual eighth grade dual language teachers at Lewis Middle School and she's awesome thank you Miss Connell for being here so late at night um Miss Kano talked to us way back in August about this trip so it's taken us through a little bit of red tape to get here so we apologize for the delay but um she talked with EF Tours and we kind of want to introduce international travel again it was something that we did at the then Jefferson Middle School many years ago EF Tours worked with Miss Cano to find a safe affordable um kind of low risk first time doing it again trip and right really recommended Panama for her it's it's a great trip and we had several meetings about this way earlier in in August

110and September we hope this is the first trip of many every few years so that we continue to give more and more students an opportunity for international we did not want to bite off more than we could too and we want to make sure that this is successful for the students who went so any support we can give our sweet Miss Connell would be awesome and I think we'll have a great trip and open the door for many more in the future out to different countries and other places yeah yeah right I wanna I wanna make a comment it's not against odd we like we need them to because there's a lot of people in the community that don't understand how big this world is beyond Waukegan um yes ma'am I agree but entirely yeah

111um my only worry with International trips especially at the middle school level is that sometimes that's the very first time that our students realize that they're undocumented and that they can't travel abroad um and I know that that is like a an experience that a lot of students have but in high school when they're applying to college and they're thinking about trips um I know the high school has done some International trips too so I just want there to be more sensitivity around that too about who goes yeah and we also want to do want to let you know that we are taking 30 kids to Washington DC as well with the other trips so Lewis won that trip as well and they're not the same students so I agree travel for everyone it would

119thing on that roof uh in the project for Brookside um and the consultant is now saying that it's it's not just 70 percent but it's almost 90 percent of the building uh that needs a new roof at Brookside and not only the roof but also the masonry on top that projects above the roof in places needs to be looked at and some of the windows as well below the roof so the project is bigger than we initially thought um so yes and it's something that can't wait um we've put it off for many years so that's that anyway that was the information that was sent to some of the board or to all of the board I don't know if Miss Hannah saw that yet but I just wanted to bring well I I also

120asked about the uh that antenna that was up there on the roof go ahead uh Miss Pope yes board president board members uh community members colleagues uh the board agenda item that was presented to you tonight gave an example of the roof of the 10.5 million dollars but we asked the board to increase it to the 18 million dollars for buildings uh Title One buildings because all of our schools are Title One eligible but buildings that house students but not necessarily just earmarked for the roof but we put that as one prime example that is being discussed by the capital development committee as an option 14 Washington not 214 Washington because it doesn't house students yeah we need to put that on a poster and I think uh to be a hundred percent honest right

121um we are going through the Strategic budget process and that's that word that we used is we talked about priorities we have over 100 million um projects that need to be done in capital Improvement and if I'm not mistaken that doesn't include 214 Miss Pope not first not in that two-year Capital Improvement no and so when we go through strategic budgeting process which again Mr riddle is not mistaken is every year we look at every year for the last three years that we've had the capital Improvement committee we look at the roof and we look at the cost and then we look at all of the other projects that we need to get accomplished and so we go do we spend 10 million dollars on a roof or do we spend a million here two

122millionaire three millionaire four million there and then we prioritize so that we can complete more projects absolutely there is no right um again I get that the building is controversial I get that people don't believe uh there are some in the community that we should or the board should have purchased it um that is different than saying that the board is intentionally trying to move funds in order to pay for it all of the money is coming out from a pot the money is coming from the district when we start to decide what fund it is it's going to come from a district fund so if we need to put pen to paper to say this is the fun that it will be coming from in order to um to if if it's prioritized I

123mean at the end of the day the board will have the final say as to if it's prioritized during the Strategic budgeting process I think we've invested a lot of time money effort and energy in order to see it happen but we're still trying to get approvals from the city we're still trying to secure grants through the state there are a lot of moving pieces with this project what we are doing is moving funds so that we can achieve uh improvements to buildings which we've heard from our own student board member is needed and so every time we talk about spending money on schools it becomes it's it's hard because it's like you know whatever I'm not gonna speak to that but this money is being uh moved in order to make sure that we

124can afford um these big ticket items that we have been putting off we need to uh retire mobiles we need to repave parking lots we need to increase HVAC and heating issues at the buildings in addition to the stuff that breaks that is not accounted for with water mains Etc so um I think in in Miss Polk I don't want to put words in your mouth um but also we know that these are um sr3 eligible expenditures so as we talked about before we're shifting this money that we would otherwise spend from somewhere else that money is still available it's not disappearing thank you thank you uh Miss Wozniak I saw her hand first then Mr riddle and then um we will vote unless there are further questions when we brought this topic up at

125uh the committee meetings it was asked when the when were the roofs put on and everything was done before 2000. I think though some in 89 some in 98 it was roofs don't last 20 30 years they just don't and we've had a lot of um a lot of hard rains a lot of um incidents and they need to be repaired Mr riddle yeah I just want to mention to the board that Hutchinson uh Design Group that just looked at this with their report dated February 25th of 2023 they are saying now that this roof is as old as 35 years at 35 years old is pretty dang old for a roof and they're saying that you know really they're they're saying more than 90 percent of the roof is in bad shape so they're

126they're also I just wanted to mention that in Sunday's paper the Tribune it was talking about what we're doing here that Esser funds are being used they've done a study Nationwide and user funds are being used by districts like ours that are districts in need are they're being used by and large for these construction projects that districts like ours don't have the money normally to do and as one our board member I mean our student board member mentioned there's been leaks we don't want more leaks they do more damage so riffs are something you can't put off in this roof hasn't been replaced for a long time according to this you know the man that just looked at it 35 years has passed the length of a roof and he also mentions that roofs now

127the roof that they're going to put on with new insulation in places and a new roof that's going to be guaranteed for 35 years this roof that we currently have was only guaranteed for 10 years he said so we've patched it in places and places so now they have better quality roofs but I just wanted to bring to the Public's attention that we're not doing something according to the article that was in Sunday's trip we're not doing something that's out of the ordinary for districts like ours we're using Esser funds for construction projects that we've put off for too many years that just can't wait absolutely Mr Moulton shared a an article on just recently with us that says the same thing and when we presented this initially to the board some years ago we

128pointed out that districts across the country was using the money for Capital Improvement but it was the board's decision at that time The Limited out well I'm just thankful that we got the money to uh put the roof on I can recall like that that and I think it was the uh it was some company I'm not sure it was a T-Mobile arriving what Miss Santa's speaking about the antenna up there but I'm going to go back a little farther when the district didn't have air conditioning and the kids were suffering in the summertime Sweating Bullets now there was air conditioning but guess who had it the staff and that's that was backwards to me but it was said that we didn't have the money but now I don't know where the mysteriously money then

129came from somewhere we got air conditioned but back to the roof uh I had to do some soul searching too in our last conversation because we spent two or three hours worrying about the idea because it costed 10 million dollars but the soul searching that I could do I can see why it cost that and as Mr riddle explained so intelligent that uh the roof's been up there for a while and if anybody know anything about roofs sometimes you can re you can repair the roof and you put a layer on top of a layer trying to keep the roof from sustaining it so at some point you had to strip that whole roof down and redo the roof all over again because of the fact it's so much wear and tear over the years

130and uh I think a lot of stuff was missing in terms of uh that Mr Levin didn't explain you know there's architectural fees uh again the cost of materials uh then again uh the code enforcers got to come in and look at it so it's a lot goes into that so when I looked at it and I thought about it and I looked at the uh I made a comparison because me being on the township where we just put her up on our Highway Department it was almost the same thank you thank you Miss Hannah yeah um I I'm I'm just we we did this uh did we take this out for bid this is just an estimate this is not good out here this is just moving or or are we just uh are

131we just uh allocating the money yeah or yeah yes Miss Hannah that's correct we're just doing allocations we haven't issued the project for bid awarded contracts Etc as of yet okay and uh I'm gonna ask that uh that you research uh view research um what uh what type of work was put on the aoec building because that's supposed to be a like a 30 40 year um a roof that was put on over there we can certainly do that I do want to remind the board that this has been a priority and need for some time so this project has been designed but obviously that needs to be refreshed any roof that we'd be looking on for this property we'd be looking to get a minimum of a 30-year warranty for the roof thank you

135like to provide the board and colleagues in the community with an update on the proposed HVAC program that we are in the process of developing for next school year before I start I didn't just want to um mention that this this initiative is part of the high school transformation plan one of the things that we discussed related to post-secondary was looking at ways to expand our dual credit opportunities for students AP classes and continue to develop career Pathways so this is the first pathway that the team has taken on and embraced um I'm sure you and you just made a comment a little bit ago about HVAC problems in our building so hopefully we have some future students here that we can hire to do some of that work so we're going to give you

136an update um our new CTE coordinator Mr Mike cicerelli will be taking the lead of the presentation he's been in his role since November he's done an amazing job in the the two or three months he's been in the role we had a little bit of transition there so there was a little bit of um of gaps that had to be filled and he's really stepped in nicely also wanted to give kudos to Deputy mountain and his team this has been a collaborative effort between his his division Johnson Controls and and others in the district as well so at this point I will turn it over to Mr cicerelli thank you hi good evening board superintendent um just wanted to give a few updates as Dr nault mentioned about the program there's some great things

137that are happening I want to give a quick description on the course we've been working with curriculum Council as well this is a Hands-On program that is going to teach students how to basically work on furnaces air conditioning and refrigeration systems at both buildings and home levels they're going to be able to troubleshoot electrical and control panels the goal is is for to be a two-year program obviously starting for a first year it will be a pilot program and then once students if they're sophomores are Juniors then we could take it for their second year and come out with more certifications but even just having taken it one year isn't a deficit they still come out with certifications in employment and college career opportunities too no prerequisites and grades 10 through 12. the two big

138piece is that we always continue to talk about that are important the career Readiness and the college readiness for the career portion students can leave our program and immediately enter the workforce again they're coming out with with true certifications in HVAC that are nationally recognized for college readiness they can go to CLC in their additional certificates they can also get their Associates in applied sciences so we would have best prepared students to go to to CLC and to come out and to have these these degrees and certifications where others may not so those those pieces um we did go it'll be on a future slide but we did go to CLC to meet with their HVAC instructors and see their Labs um it was very exciting Jen rice to the Sanchez and I uh went

139out there um some of the students who came out of clc's programs have worked with some prominent um companies like Abbott our local union which is huge uh Midwest Mechanical group in Reedy Industries um other things they could do is own their own business one day so we want to maybe piece this together with with some business components and then become HVAC instructors themselves and come back to the district to work like Dr not mentioned so that's important too so the next part um just a quick review for the Career Cluster it's under architecture and construction and the pathways engineering regionally our salary for a mid-range HVAC employee is 55 000 to 78 000 so it is a good living for not having to take the expense out of a full bachelor's degree and still

140paying loans as I know how that goes personally um on the job training uh the young people continue to learn on the job and can gather additional certificates as well job outlook it is growing so this is from the Occupational Outlook Handbook there are about two twenty thousand more jobs that are going to be added in the next eight years or so so it is a growing industry so those jobs are going to be there for them okay so that's exciting and then next um this is coming from I know this is hard to read but our lead partner is Johnson Controls they um have partnered with the district before I came into the position um they give us all the design they provide the HVAC units they build they're going to come in a

141Washington campus and thank you and build the labs um they continue to collaborate with the district so it's not like one and done they're going to provide training for the instructors the goal is to have two they go to trainings at Johnson Controls at their Milwaukee office so it's a trained trainer approach and the goal is to get them in into the workforce so that's that slide and I know you guys could see them more closely carefully too um these are a huge list of certifications they had credentials that students come out with so they're OSHA certified EPA so the Environmental Protection Agency they're certified possibly in that depending on what route they take um some of the when you say they are at the end of HVAC that's Refrigeration that's a piece that is

142added on like in the second year of the program but that's also embedded in there as well and then all along the right side you could see different positions in different companies that that students could go into when they leave our program if they go into CLC and move on from there yeah all right so uh career paths um it's not just HVAC someone if you if we spark interests in our in our young people they may want to go on to be plumbers do electrical work electricians um new solar panels that now are becoming prominent and needed um electrical Diagnostics lighting retrofitting troubleshooting general maintenance so it not just has to be HVAC we could be sparking something else in them to go into a different direction as well then the next slide this

143is what we have right now at Washington's uh campus this is one of the spaces one of the basement spaces so right now it's being utilized as a storage area but Johnson Controls is working with operations and they actually come in and build the lab so that's at the expense of Johnson Controls this is one of their Outreach programs so that's what it is right now but it's going to look like similar to the next slide um a space that is used at another school so in addition to this this is part of a heating unit that would also be air conditioners just like you see outside of your own homes those are there too for the students to work on to test to train instructors will purposefully not damage it but but make issue

144in the machine and the students will have to diagnose what the issue is and then repair it that's part of the curriculum and the assessment so that's exciting and then the next slide these were some pictures that that we took when we were at CLC so ours will kind of be like the slide before and this will be a combination of those two where though you could see the air conditioning units furnaces so it is completely Hands-On um and very exciting for them they get right in you know with their instructors and get the work done one other picture just one last classroom space on the next slide and then one of their instructors we met with at uh CLC was just showing us some of the apps that you that are used um we

145know that's important to many of our young people so they're able to to monitor um heating air conditioning units you know through the phone so they're that's gonna be an exciting piece too they get to use their own technology as they're working through their instruction um next slide accomplishments to date uh we held a planning session at the end of January with Johnson Controls um director of teaching and learning operations myself they're great people at Johnson Controls I presented to the curriculum Council and I will have an update for them again now that I presented to this meeting um at the end of next month like I mentioned we toured the labs at CLC and met with their instructors um yeah there's budgetings are being submitted for next year I did just get the actual

146There's an actual textbook and workbook in addition to the online curriculum I know a lot of people like to see actual physical books and workbooks I know I'm old school I like my technology but I like a book too so classroom sets are going to be available because they're big books we're not going to want the kids walking around with these they're huge so those are delivered so Dr nault and I have been reviewing those as well as the online portable with cengage for the curriculum and the assessments um Dr nalton I also created a very specific job description which will be posted to for for two teachers um it's a hand in hand type of type of program um and then the next slide is how we've been promoting HVAC I promoted at the

147Brookside elect Affair I spoke to all the lunch periods had a little booth set up sat talked with some kids got some names emailed them as a follow-up got those to the counselors I know this is a separate conversation but a career interest survey was sent to students grades six through twelve so that is in there as well I met with the school counselors at both buildings Brookside and Washington campuses to describe the program you know what students they think would would benefit from these programs and even some of the ones they don't think that we might not need to be targeting especially our young ladies um and then I'm getting information from my CTE teachers about students that they think may be interested in in this program um and then of course more targeting

148the middle schools for what high school is going to look like for them and especially in the College and Career Pathways as I continue to move into the position um any questions at this time yes sir do we have do we have carpentry over there do we have what carpentry is they have property program in the building we have wood shops yeah we have woods and then at uh Tech campus there is a more comprehensive construction program so we do have kids going out there for for now I was just I was basically concerned about our building do we do have a copy what shop over there yeah yeah several we have a lot of sections right I just want to say uh I think this is great uh I wish I could go because

149my furnace go out a lot now and I had to pay but I've learned that when I watched the technician when he came out first of all there was a charge just for him coming and when he came out you know he changed the filter uh my pilot light went out and it just went my uh my panel was messed up and changed a few things in the panel but this is great and it's not a uh uh taking science rocket to do this it's just somebody being taught and like you said that uh it's a it's a it's a it's a it's an application I mean it's a obligation that uh I think that uh students need right now because of the fact everybody again I've always said everybody's learned different and I think

150this is great especially I was asking superintendent how was they going to actually really learn but I see Johnson Controls going to come out and set up the whole outfit what it looks like in your house as well on the outside is the air conditioner and so you got firsthand uh uh learning experience and like I say it's for what I can see it's not uh I've watched them come out several times when my furnace went out and it's not a hard fix what they're doing you just need to know how to do it and what you're looking for so I I think this is great thank you thank you yes Mr riddle yeah I I'd second that I thank you so much for pursuing this and finally getting it close to a reality here

151because it's not a dead-end job this is a job that has a future and the other thing I like about it in your slides as you were showing is that the technology changes so there's constant learning uh my brother was involved in you know type this type of kind of work and it you know he constantly continued to pursue you know learning more and more about it you can get into the you know the Green Technology Center I mean we all need heat we all need air conditioning so it's and it's going to continue to evolve and it keeps a person alive that wants to do this and there's lots of things they can do build their own company go to work for a big company it's the field is big and it will continue

152to grow and and it's so it's I love it I just think it's it's wonderful that we're getting this in there so kids can get excited about this and see themselves with the future yeah let's get this moving as quick as we can it'll be in for next year it'll be up for August we got an ex-board member that was board president has a company right here in Waukegan that's right just what you're talking about right now I heard all of our resources and we need instructors so we'll be reaching out yes thank you and I remember one of the things he said is getting these kids you know they need some kids with some background he he has a hard time finding young men who you know want to learn and and he can't

153teach them from beginning and you're getting them started in this field and then they can get somebody you know working and there's there's space to grow and learn more as you develop your skills yeah so they could jump in the workforce right away and continue yeah the certification exactly they're employable when they leave us thank you thank you everybody in here so we typically don't I know is it just going to be taught with natural gas or with propane too because there's a big difference between HVAC with propane and natural gas or natural gas and propane there's different conversion kits and everything else and when in our area propane is used a lot and that's what my question is is is that going to be integrated into it because like I said in this area

154that there's a big difference between yeah you're right absolutely thank you all right we now have board information items um well I wanted to ask the question go ahead Miss Hannah and um I do want to remind the board it is now 9 34 and we still have to go back into closed session go ahead Montana I just wanted to Bear any kind of uh discussion uh regarding uh our home economics um you know for some of the ladies that don't want to get into HVAC this time not at this time um what I do I've been saying and when you she says home act um I actually I don't want to put words in my mouth so she does want us to to bring back the home economics course but I also think there

155are other certifications entrepreneurship opportunities as well as uh uh I mean again we talk about culturally competent instruction and pedagogy and so if we have students that are interested in working with their hands uh there are certain schools in which uh I know right now we have a student that makes um a very decent amount as a uh Barber right are we offering Barber classes are we doing different things like that in order to be creative are we operating right and and classes hospitality is those type things right so uh this is uh what I hope is the start of many of the opportunities and that we explore those other things so that when our students get out they can and they are prepared for college but if they want to go directly into the

156workforce or start their own business that that's an option as well so thank you just one comment on that we we Mike did mention the fact that we've sent out surveys to students so we're using those results to kind of guide what what paths we start to investigate further the ones that you mentioned um uh Barber being a barber um culinary arts those are those are some of the more popular ones and I do want to make clears I think uh one thing is I have many friends um one of my friends is an attorney but he also knows how to replace his entire uh remodel his entire kitchen and so what I'm not saying is that our students are that that is the only thing or the only options that they have but I

157do want us to be good with the hands because like Mr McBride I got Bankers hands it's a joke but it's true anything in my house breaks I gotta pay somebody to fix it so uh we want to give our students skills so that when they graduate they have multiple options and opportunity so thank you we do have information items these items have been submitted for first reading uh Community you all can see those Board of Ed you all can see those as well there are questions I know policy 60 25 I do want to give time if anybody does have a comment for the group tonight I know it's gone I was talked about speaking on that one but it's been presented for first reading can I go oh um I know I mean

158I don't know if Mr Mountain had received all of our comments um from the council but one of my um comments that I would like the board to consider is um this doesn't include a sequential switch in in um I I would pull it up if if my phone didn't die but um there's there's a sequence of events where you know item a Item B is how to take a student out of the classroom and then item C is the parental notification and I think C should be first um so that those things if there's uh simultaneously happening that that is a priority um because I think that that was the worry with this policy um and then we switched all the language um to say law enforcement more broadly than just local police which

159I think is good yeah so that was uh this has been a long process that was started in April of last year we've had two separate committees that have looked at this policy that included stakeholders from the community board members staff teachers and law enforcement so I really do want feedback is because once we pass this are there things that we corrected after um the incident that happened in which one of our students was was taken from schools there were concerns raised by the board as well as the community so I definitely want you all to review this policy even on the ones that are in the second reading I didn't receive any feedback did you miss you know vanderbrock so again when we talk about this being board work this is the important work

160of the board so please make sure that you are reviewing these policies if you have questions comments concerns bring those so that we can discuss and preferably outside the meetings because no and when I say outside of meetings not you're only sending with Kathy but so that we can capture what you are trying to propose and can bring it to the board for official action um it helps to focus it so um if there are no other questions related those are there for information for items a b and c on first reading please uh by next Tuesday uh if you can get your comments or questions to Kathy and myself otherwise these will be brought back for uh official action and second reading at our next board meeting in March um old business we have

16315 2023 hold a hearing concerning possible expulsion of student number XXX 108 and receive and review the resulting hearing report and whereas the evidence taken at said hearing shows that the student had been found to have committed the act of threat and intimidation level 2 which is in violation of the rules and regulations of the school district and the school code of Illinois and whereas other available and appropriate behavioral interventions and or discipline were offered and or provided to student XXX 108 have been exhausted now therefore it is hereby resolved that one the whereas Clauses are adopted herein by reference as findings of the board to the board additionally finds that it is in the best interest of the district to remove student XXX 108 from the educational environment at this time because the students

164continuing presence in school would substantially disrupt impede or interfere with the operation of the school the the severity of the infraction demonstrates that the students continuing presence threaten School staff and students three student number XXX 108 is expelled held in abeyance effective February 28 2023 from attendance at said Community Unit School District number 60 Waukegan Public Schools for the remainder of the 2022-2023 school year with opportunity to reinstate at the end of the school year 2022-2023 based on successful completion of an alternative placement with regional Office of Education and continued counseling supports the duration being warranted on the by on the basis of the severity of the active threat and intimidation level two four student number I'm just going to say 108 additionally is prohibited from being on school grounds or District property or participating

165in or attending school activities for the duration or the period of expulsion absent specific written permission of the building principle where the event or activity is to take place for good cause as determined by the principal in consultation with the director of student Outreach or his or her designee 5. the expulsion will be stayed to permit the assignment of student 108 to an alternative placement with attendance academic and behavioral conditions as recommended by the administration provided student 108 is accepted by the alternative placement do we have a motion so moved second we're at the so we got a motion by Vince Wozniak second by Miss Gonzalez um comments on the motion questions oh yeah um yeah I got a I got a comment go ahead Miss Hannah I I I think that this is not

166beneficial to that student the student has been um has been traumatized already um from the beginning and we're going to uh dramatize and more and um I I say and my experience working with uh with with adolescent children that they do say things that they don't mean and just because they don't know how to answer adults um that they don't know and or don't trust uh you know uh they automatically get uh get labeled as uncaring unremorsful and they just don't know how to answer and for us to do this to a sixth grader is totally um totally uh uncalled for and and um and and in many ways um it is uh it is uh criminalizing a uh child that doesn't even have a full um a full brain development um uh capacity in

167uh understanding uh what uh uh the consequences are for just saying something off the cuff because he's been being beat up and blowing thank you Miss Hannah um I just have a brief comment is no expulsion is easy um what I do think and we've heard it continually from I mean we heard it tonight and this is what I will say is I won't use a profanity but you're darned if you do darned if you don't there's certain behavior in which in District 60 where we are saying that this can't be tolerated we uh believe in restorative justice practices at least I do and so one of the things is that based or because of the student's age and consideration is that this is only an expulsion through the end of the year the other

168thing that is beneficial is it is an expulsion in advance and so if the student participates goes to school they will be allowed to return and this would be removed from their record again is what we are trying to show is that there are consequences especially for uh what is it heinous events egregious events at the same time we do want to make sure that the students are getting the support so we are saying that not only are is a student coming out but they we are requiring that they get some of the counseling supports that they need uh so I do understand 100 what Miss hand is that this is not the normal practice I will say under this board um we we have very rarely expelled students um the first year that I

169was the year before I joined the board is there were double-judges expulsions and now we are uh single digit over years so while we will not be sharing what the the cause of this student's expulsion is again is significant and the recommendation came from Administration so um I do I do uh stress that I don't take this vote lightly but I do hope that the student will not hope I will make sure based on the way the recommendation is written along with our student Outreach Department that we make sure that we monitor the students process progress and provide the student as well as a family with any supports that they need because like Ms Hannah is saying it's for every action there is a reaction and sometimes we we blame the person who snaps but

170we don't ask the question as to what led him to snap and so while I do believe that there are consequences and that our actions do I mean every action has a reaction we must also make sure that we don't ignore that part of it so uh with that I like a roll call vote Mr riddle yes Miss Callahan Wozniak yes Mr McBride well I'm building no because first of all I didn't get into the allegations of uh what the student done and just by what Miss Hannah is saying and that uh once again I also recognize it's just he's only in the sixth grade and uh and as she said you know uh his capacity for thinking as a young man as an adolescent he may say anything you know my question is uh

171did he do what he said he was going to do or what did he that that and that that never happened we just assuming that and now not only that I didn't I'm kind of picking up on what happened if he can do it here so what's the difference he can do it somewhere else so he's the same kid whether we put him out or leave him here so uh uh I'm gonna pass because like I say I didn't uh get get it sit down and hear all the hearings and so at this point I just passed so for the record because you said No at first you want to pass Mr McBride you said No at first do you want a no Vote or a pass well to be clear I guess when you

173they could have did a reprimand with the child oh and we typically and and uh Mr hanaho so we can't because it's a student matter like we wouldn't want to describe no but I do want to answer this question as far as what the recommendations are so there's certain if you look at just student discipline um handbook that big thick book that you and your parents sign there are certain infractions which should be automatic explosions there are multiple things that a board can consider Miss Hannah was talking about one which is aboard reprimand um you can do suspensions typically up to 10 days you can do school reassignments there's a lot that a board can do um and and there's also a process so before the board acts to expel a student the student has

174an opportunity to appeal that expulsion and they go before a hearing officer and the hearing officer hears the student side they look at the incident they hear the administration side and then they make a recommendation to the Board of Education the board can always accept the recommendation deny the recommendation or amend the recommendation um and so in the vote that we just took the board is voting to uh uphold the recommendation with uh there was one change which was the request that the student received mental health supports even while they are uh outplaced at Regional Office of Education can I say something as well while we're on the topic and and just for clarity Victor like the it's already been said by a board president Ewing that our goal is not to kick students out

175when it comes to certain situations where it becomes not only dangerous to the student themselves but also the people around them we we're tasked with a very difficult um responsibility right of making sure that we're protecting the staff the other students everyone in our school community and sometimes those aren't easy decisions but I also want to reiterate to the community that this decision doesn't mean that life stops for this student we don't want life to stop for the student they just need to be in a different environment where they're not with the same people that are traumatizing them and that's where we're taking this uh decision I've seen a lot of incidents if I wouldn't let you if I wouldn't uh select such a garbage can on fire could I possibly burn the building down

176would you expel me honestly pull the alarm and the fire department all come and everything and he's trying to get here you get somebody for what he got here trying to get to a would you expect I'm just saying she don't want to tell you that I've seen all kind of things happen it is up to the individual setting at this table in terms of their Humanity or how they feel about things what make that decision thank you thank you and I appreciate it and and Miss Hannah I wanna let Mr hinojos if he had another question go and then I do want to remind the board that it's not 54 now uh Mr hinojosa yeah I don't want to keep on like speeding up the CL like the talk at this point but um

177I feel like my second question um would be that if the student in this situation as it was said that the student would have this like re I guess like AOC type of education where they would have to like do these classes to be readmitted if they want to at the beginning of the school year if they don't take these classes or they don't pass them in any way regard what happens then so that's a great question so that's one of the reasons why we ask student discipline to monitor the students progress so uh and with any student is that would come back right we don't want to we we review those and I would like the statistic it may be something that we talk about uh is how many um as a as a

178future uh request is how many of the students that we've expelled satisfactory pleaded uh requirements right because that is something that we haven't uh received as a board and that what I would I would guess but you never want to guess as a board member is that most students do at least since I've been on the board comply right and then they are able to return so uh but that's a great question yeah that would be all my questions then thank you thank you Mr hannahosa all right we are now at board member time so I'll give it to you first Miss Hannah if there's something that you would like to add yeah I do want to add in light of all of the uh all of the uh physical and violence that's going on

179in uh in the schools in the high schools and stuff and things that are much more egregious than this little six sixth grade uh youngster uh did um I think uh I think we are and I'm going to uh say I'm going to include myself because I am a part of the board but it's a little hypocritical because this one little sixth grader said words and we have physical altercations where we're getting and we're having um uh ambulances having to take people out of the schools police at this and then we take it we expel I don't care for how long we traumatized a six a sixth grade child okay and then make up stuff about how that it disrupted the community and all of that stuff and you know I mean come on the

180fight between the two uh the two uh staff members at the high school that disrupted stuff and I understand that they're gone but it still disruptive stuff it traumatized people for real because they saw it for real and then we're gonna do this too uh a child it's Criminal yeah and we Miss Wise yet passed Mr McBride public uh board member time Mr riddle pass Miss Gonzalez I'm not gonna pass um the the things I wanted to share today were more positive um and I'm gonna go ahead and share them anyway because they're the only things that get me through these meetings um yesterday I did um have a conversation at Jack Benny with the superintendent and some staff um and the biggest takeaways that I got from that conversation more specifically about addressing the

181academic achievement of black students especially our black boys and one of the things that the staff emphasized was the need of like culturally relevant texts um so I I hope with maybe the help of Victor that we can bring about a policy because they're also interested in talking about uh Banning books and how that is increasingly like a movement that's happening not just in the state of Illinois but nationally that we need to address and be proactive about um so so doing both hand in hand about what we're teaching to our students and making it relatable but also you know opening all of our staff to to have an open mind about the things that they teach whether they're familiar with it or not um and then after the seventh graders had a basketball game

182against Shiloh um and one thing that I noted other than them killing it and doing amazing and blowing my mind um was the sportsmanship that they showed um some of the bigger students you know taller huskier students um they actually ended up pushing a Shiloh student across the gym well both of them both of them um got got kind of like with the momentum of chasing the ball um skid across the gym and they didn't even hesitate picking the other student up and patting them on the back and just like overall you know although there was frustration throughout the game making sure that everything was cool and they kept level-headed and I and I saluted the coach because I thought that that was a really important thing for us to do is that those are

183the coaches teaching the students not only how to play but how to be good Sportsmans uh show good sportsmanship and then um just announcements the EAC meeting is going to happen tomorrow I'm sure we're gonna have a couple other policies to review and then next week um we're gonna have a P tag meeting to update pieces of the handbook that we've been talking about thank you Miss Gonzalez um I'll be brief because I have more presidents report but I do want to um just respond right I think when we talk about some of the things that we hear from our students there's or in in public comment there have been a lot of incidents where we keep talking about the way students treat staff but also the way staff treats students um I want to

184be completely empathetic to both sides but we do have to have a real conversation about what respect looks like and how that's a two-way street and so I 100 think that we want to and make sure that we are uh we use the accountability word but holding each other accountable to even how we address each other as board members how we address each other board to community community award Administration the community Administration abort um I always talk about modeling last week I did get frustrated and and I will stand by why I got frustrated but I also continue to say is while I may be a young guy I've been working in this district for 15 years I have a track record of success that other people in and outside of this community do see

185and so if there are people who doubt my motives have a conversation with me um let me know where you stand I'm always willing to talk and I've been willing to work with anybody but we we there's an urgency that needs to happen um and and when I see the amount of hours that this board and community members put in trying to address these issues we have to figure out a better more effective way to communicate to one another is because our students are watching they see our Behavior and the cycle continues so um I do appreciate all the comments I can tell you that they were very real things that were brought up and things that need to be addressed so it'll be up to this board to have a conversation about how we
