001[Music] thank you [Music] foreign thank you foreign [Music] foreign [Music] foreign [Music] thank you foreign thank you foreign [Music] foreign [Music] thank you foreign [Music] foreign thank you foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign thank you foreign thank you [Music] foreign [Music] foreign [Music] C1 C11 c21 with that like a motion a roll call please present it's Callahan Wozniak here Mr McBride present Miss Gonzalez present Miss Hannah yes Miss Leguizamo president president Ewing here so we do have a quorum and this is our September 27 2022 Waukegan Public School Board of Education meeting um with that uh we I'd like a motion to go into Open session so I moved all in favor signify with i i any opposing a we are now in Open Session um for the Pledge of Allegiance
002I'm going to ask Miss Fabian all right [Music] all right we're gonna be doing things a little bit uh differently we have our special uh not special it's the president's report we do have a board agreement that we only have kind of two special recognitions and because we had Ty Roar from the historic preservation commission that needed to make a timely presentation I've asked uh giving a president report for Ms Williams if you would be so kind so we can get her presentation up so we're gonna do um update on our Chicago Think Tank and then uh very brief and then we have uh Ashley Cullen Williams I told you I would be back do you have the other one Mr White the North Chicago thing take from Billy Coleman thank you [Music] that's about
003the same one it wasn't sent by the North Chicago thing too do they have that Brandon uh president I can afford it if you want to do yours first Ashley I'm sorry I can't um so initially we were going to update you on the North Chicago thing tank in the community mental health support so we'll do that afterwards um but I've noticed as I'm sorry I introduced myself Ashley Cullen Williams I was a previous counselor here at Waukegan High School alumni I was emtss specialist I currently am the manager of Trio educational Talent search Scholars however I'm also a Community member who happens to be the social emotional Bag Lady of Lake County and so I do a lot of work in the community working with non-profits in small groups and students to help them
004deal with their feelings I've been doing this work probably for the past seven years focusing on the emotions and the well-being of the individual trying to connect the Gap and saying hey if we want to talk about College and Career you have to acknowledge the student first how are they who are they and so that's what social emotional learning is there's been questions about what is it how do you do it does everyone do it the answer is yes everyone can do it so often education is just focused on the what what are we teaching when are we teaching why are we teaching right scl focuses on who who's learning and so part of SEO you can go to the next slide scl focuses on five key areas self-awareness self-management social awareness responsible decision making
005and relationship building again these are those key learning moments that students need to have in order to be responsible adults I'm not talking successful students but just to be authentic well-rounded human beings they need to know these categories and that's what SEL is so again looking at who I'm going to go through each of these categories as with everyone just to explain why it's important and to show why this is why understanding the mindset and the skills and the values of students is so critical to their understanding because right now after a pandemic we're putting a lot of information in front of them and we have not asked how are they doing we have not questioned their experience but yet we're expecting them to perform and that's impossible I'm just and I'm a mother of
006three you know we see two today but it's impossible to give them unrealistic expectations when they've experienced trauma and so scl is to go geared to talking about the trauma but first will the understanding and giving the students know a sense of self who are they so walk me through it next slide please the first area is self-awareness so self-awareness is talking about the ability to understand who they are their strengths their weaknesses their emotions can they identify that can they actually label and say hey I feel betrayed in the moment can be actually can conceptualize how they feel in their self-confidence can they explain who they are can they explain their values that's what we're talking about self-awareness it's the questioning it's the activities that look to focus on their mood mood jars manifestation
007pieces on next slide self-management focuses on their ability to regulate their emotions again pre-pandemic our students struggle with regulating how do they process their emotions when they get angry what do they do when they're hungry how do they act in class self-management is the process of teaching them how do you do things and then giving them the correct coping skills so with that we're talking about impulse control we're talking about Stress Management so when you're stressed out and you feel irritated what do you do if the first thing is lashed out then as an adult I have to address that but again the students have to know that's my my immediate response right we're talking about goal setting in an organizational skills next slide so with social awareness we're talking about how they see themselves
008in groups can they emphasize empathize with other people do they have the ability to see New Perspectives right so we're talking about one how do they see themselves but how do they see themselves in a group of everyone else compare and contrast in a group and I have to stress this that our population I'm a part of the population we come from a culture we have to prove ourselves we feel like we have to prove ourselves the benefit of scl is one beginning to know earlier that the room is already crooked so you don't have to prove yourself in this room but we have to get them to know who they are and that's what scl is so with the social risk we're connecting themselves sense of belonging it's now a sense of community what
009are we doing how are you connected next slide please responsible decision making so again using their thoughts using their feelings about how are you able to brainstorm how are you able to problem solve do you see the cause and effects are you able to evaluate consequences are you just able to see just write down in the moment our students need to know that versus us just telling them that right we need to give them opportunities to give examples of how do you make decisions what's it like to fail what's the response giving them opportunities to where it's anything except for quitting that's responsible decision making next slide please [Music] and the last area of social emotional learning is the relationship building how are they able to communicate their needs able to listen social engagement relationship
010building teamwork team building activities focused on these things so again we're not talking about algebra we're not talking about the U.S history we're talking about you the individual and how you connect to the world that's at Seattle slime so again I said I was the manager of tree educational Talent social College of care Readiness program was so at the beginning of the pet during the pandemic I took this role and realized that I could not continue to add the pressure and talk about post-secondary I couldn't just come up to us and say hey we're gonna go to college what's the plan I couldn't do that because the student would just be froze like so in seeing that I realized and talked to my staff and said we have to we have to stop we have
011to pause to bless you man we have to pause and we have to really investigate who our students are now so now we're focused on scl it's written into the grant for the next five years where we're focused on coping skills and Leadership we're actually doing manifestation jars where we're actually saying hey what do you want to do where do you want to go let's actually write that down and put that in this jar let's put some glitter on top and some glue and shake it up and now this is your piece so when you get frustrated shake it up but remember the goal at the bottom so wait till the dust settles and then you respond we're teaching them these skills we have affirmation workshops we're checking on feelings weekly Journal prompts healing circles
012we have role-playing activities innovating CLS we're talking about coping skills we're having cultural celebrations to where we're actually I don't know who they are allowing them to tell their story allowing them to take ownership of their story we also include nature walks mindful walks art based activities vision boards again these are all activities prior to even talking about college but these are necessary activities because again the goal isolation of their authentic and their well-beings that they could be on any college campus and feel okay and so these are the necessary ethical activities next slide moving to the benefits so the benefits along our Everlasting like it's all individual depending on the student where the student is we can see where the growth can be however overall SEO the SEL benefits include academic success fuel behavioral
013problems less emotional distress an opportunity to really have authentic and courageous conversations about mental health in our community it's a way to have to talk about disagree respectfully it's a way to talk about coping skills and it's a wage they again encourage a sense of belonging but also create community because now students are able to sit in a circle and they're able to listen to each and every one individual and see oh wow I'm not alone or someone else who's anxious about coming to school or someone else is concerned about saying well now I can talk to that person now it's not just me now I feel a certain way and we can talk about those feelings next slide so with this again I already said I work for the district right so I know
014that when we get another assigned it's like okay this is another thing on the list and it's like when it's actually I'm already pouring from empty cup what am I how am I supposed to do this now for these students how am I supposed I don't understand that and then that's why I'm coming to you with my other hat with honey B Wells to say that we have to encourage the staff and the community to really prioritize themselves and practice self-care because self-care is just SEL 2.0 and not to say that self-care is just for adults because self-care is for children I'm teaching my eight-year-old because now the points take time for yourself to go ahead and go to go to the water and do you and meditate go color do things however at self-care
015right now for adults it's just SEO 2.0 and we have to break the cycle by practicing scl and then modeling it for our students to say what does it look like so next slide to show that self-care is just SEL 2.0 you see I changed what self-care is so oftentimes lately recently with this capitalistic Society self-care has been made to just look like anyone else done and taking bubble baths unfortunately that's not the case self-care is not a luxury at all self-care's hot work self-care is priority self-care encompasses mental emotional social physical and spiritual well-being so the answer is how are you at what are activities that you're doing to challenge your mind puzzles word searches do you read for personal reasons emotional again that's my back talking about your feelings are you always express
016yourself so um social self-care talks about looking at your network and really evaluating and investigating who's in your circle who's pouring into you who's taking from you who's playing with you anybody making decisions so that you can prioritize your well-being so you make sure that you're pouring from a full cup your physical self-care focuses on your physical vessel how many hours of sleep our staff and staff and Community getting drinking water what are you putting into your system did you cook tonight or do we go to fast food because it's the board meeting so again adults need to be mindful of these decisions and then take action and then you model that and I'm speaking from experience because as some of you know I have an Instagram I post my life on there and everyone
017questions how are you able to do everything and all this I have self-care I specifically prioritize Ashley time and I have time to do trio and then I have time to do honeybee Wells I have time to be a wife that I have time to be a mother to three and the other mother to a thousand in Lake County because that's just me however I prioritize self-care and I have to encourage the staff in the district and members of the community you have to prioritize self-care because the students are watching you so let's see how well we Thrive and struggle they're still when my mama did it and so we're normalizing trauma in the classroom because the classroom is violent if we're normalizing them and we're expecting something different from our students than we are
018now insane so we have to practice mental health and mental well-being and be whole as well and so practicing self-care and modeling that for our students is only enhancing their SEO abilities it's only increasing their emotional intelligence and right now that has to be a priority versus just looking at the grades okay thank you for that brother yes ma'am with everything that you said yes I've learned that SCA sorry Miss Anna can you please speak into the microphone I've learned that uh and I've looked at SEO right and everything it's the environment that is uh that is developed through self-care through SEL and if the environment is healthy then your students are going to be okay too yeah your staff is going to be okay the tone and really practice yes what we preach absolutely
019versus just continuing with the do as I say not as I do motto right right thank you very much Mr Ashley thank you and your bullet points you didn't talk about the spiritual piece too much oh let me talk about the spiritual piece I'm here so with the spiritual peace that's talking about activities that talk about your connection to the higher being do you know some of us may go to church some may pray some may meditate but it's again having that personal time to see yourself outside of yourself and how do you connect to a higher purpose so those specific activities and so having a self-care plan next slide I'm sorry so having a self-care plan is critical and so I've shared this um with our mental health Team and I'll be happy to
020share this with the district but it's important for staff and Community to have specific um activities in self-care it's important to have a self-care plan how are you taking care of yourself how are you checking in with yourself because every day you can't come in and continue to pour from an empty cup and expect these students to be okay so I encourage you to either you can take a picture of this similar email I can send it to you but it's important to write down some affirmations Speak Life into yourself I encourage each and every one of you to at least have a list of five coping skills an example of a coping skill for me I drive I'll go through I'll drive into Chicago in a minute just buy myself just to talk to
021myself I'm an avid journalist so I write for a living right so key things that make you feel good my daughter we go to the water some may like to dance my athletes would like to get physical so it's encouraging them to get that energy out of their system but you have to have some coping skills and we have to teach our kids to have coping skills now because they're already they're already in the fight they're in the mud now and some of them have coping skills that are maladaptive so and we can't judge their skills because that's gotten to them to this point thus far but scl is going to be able to teach them those healthy coping skills and how they can communicate their needs and I encourage you again to make sure
022you just check in with yourself and your mental emotional social physical and spiritual well-being and see how that connects to your young people because as a person who who's bad who lives with depression I know what it feels like to pour from empty cup but I also know what it feels like to show up for my kids and that and I'm only able to show up because I take care of myself yes this is the reason that Charmed on the uh spiritually aspect because when I look at our kids in the district today a lot of them they're morals and their values are shot and when that happens they do things that they just not right from a spiritual standpoint and uh then not only that when I listen to you talk I was telling
023the superintendent you need to be on IEP team well I was a previous counselor here so I sat on somebody meetings I have my favorite but again we can use the resource use Trio as a resource use use that when I talk about the mental health Team use this as the resource because I'm not I'm not the only expert I just have lived experience of being here and know what it feels like to be a student and I think that's what we have to capitalize on you have a lot of alumni here who have experienced both the positives of negative of not having SEO because that's the other thing I want to mention is that the goal and the passion behind this is because we're trying to teach a generation to not feel that they
024have to prove themselves I graduated in 2006 not too long ago it's a lot of us here that feel like they have to prove well we don't have to that's not the point in life it's not to prove yourself to anybody just experience life and live it so that's what scl is teaching us now we have to change the narrative because some of our young people haven't been taught the morals right they haven't seen it yet and that's not their fault right right you know that's why and that's why we have to take advantage of the opportunities that we have if we have them for eight hours a day let's show them and let them feel something versus just teach them two plus two is four teaching them lies you know we have to do
025better right with that right Miss Williams I just want to thank you for what you've done here and what you continue to do I just I I believe sincerely in what you're talking about here education is just a whole lot more than academics and this Focus really needs to be in our society today all of these issues you spoke about are just extremely important and we in society parents our community needs to see this as part of Education excited to experience it it's neat for all of us for sure it's it's what we are as people yeah thank you so much thank you thank you I'm still here but I got to present on the mental health Team I'm sorry and um yeah I won't just very briefly I want to um as a part
026of the mental health Team one of the reasons why I asked Ashley to speak is because I also want her to do uh I want every board member to create and develop a self-care plan in order to model what it is that we are discussing um this has been something that was encouraged when we started our mental health initiative whatever we're calling it that uh Ashley's going to present on is something that they have really been accountability Partners in this work it can be very very lonely for teachers for others for board members can be very very divisive when we are all passionate about the issues that are happening and I mention this in my remarks at the opening of school I've gained 30 pounds in the last two years 100 due to stress and
027so as as I continue to see people in this work fall and I don't mean that hyperbolically I've experienced five deaths in the last months all due to stress related illnesses we hear about it in the district um you know and and and I want to do this work for my community but I also have three boys at home and every board member on this board has other individuals every teacher in those classrooms have other individuals every administrator has other individuals outside of those students that are that they're also important to so um I would love and I've already reached out to miss Alan Jackson the superintendent to look at scheduling a workshop with Miss Cullen so that the board can model what it is we're expecting our staff and even our students to to
028demonstrate and so Billy has been every Monday Wednesday and Friday at six a.m we are meeting at the field house and having that accountability partner has really really helped me personally so I wanted to share that thank you Miss Williams and then you have the update on the um WPS Community Mental Health Initiative yes just an update again we promised that we would come to you every single month after we connect with the students on the second Friday so just an update again just a reminder the goal and the mission of this group again we do not have a name yet we're waiting for the students to name us um but just to bridge the gap to Mental Health Services we're not necessarily providing the services to the students we want to connect them to
029students to services in the community but also give them access to community members our number of hats I live in Waukegan but I'm the manager of Trio so it's an opportunity for me as a COC person to come in and say I'm concerned about your future let me check in it's absolutely forbidden with no Chicago thinking to say hey I'm just down the street in North Chicago but I still care about you because you're a part of our community it's a part that's why junior joined us last week so it's a lot of community members showing up before these students now to see a social network and be able to make a connection and that's why we're in this space next slide please so again our goal is to create multiple and measurable um Bridges
030between students and cultural competent Mental Health Services next slide um again I'm going to just go ahead and go to the next slide we're just going to go straight to the strengths so again he promised to come to you with via SWAT analysis to show you what we've been doing and what's been working well for us so for our streams um we have both um English and a bilingual approach that is working well we are not excluding any students we our style of Engagement is what is working having the QR codes there not being aggressive but still being in the room where they could ask questions they can have conversations that has benefited our students um the place of Engagement during the cafeteria works just having them all there is there's nothing that's facing opportunity
031to just connect with them we're not going in classes we're not going in places they're in the space so that's been working well for us as well as just the food incentive next slide please so four weaknesses uh we need to get better just having their own site staff communication there's there was some confusion as far as well why are we there are we going to be there often and I think we've already given the dates to say hey we're going to be there on these days this is what we're doing and we would just like to lessen that confusion so that more staff can be involved in the process and we would like to have um again more communication um with the um staff so that we can communicate that Communications to the community
032specifically for our late start um connections so we studied to have a room location confirmed for that so that we can so we can allow Josh and somebody to come in and present to our students in October next slide please so opportunities there are plenty of opportunities for the community to learn more about scl and then there are plenty of opportunities for the community to come in and support more at the last Friday unfortunately the last Friday they served unfortunately only Billy and um were president brand new and were able to support because I had other obligations I deal with if the community can join us more we would like to be at each campus at the same time on those Fridays versus having to alternate campuses so again more bodies on Deck it will
033be necessary that's a great opportunity again to have a face in front of a student and to build that connection next slide please and then threats um a lack of trust and a lack of value from the students we still have yet to receive any submissions for the local contest and although we were setting outside passing our flyers and they're saying to be an interest there still seems to be a lack of trust as far as what's the purpose of this is there really going to be a 500 prize is it just one prize I think there's still opportunities there for us to grow and then the other thing I think is just having the lack of visible buy-in from leadership I think we need to have those fires posted and just announce that it
034made and just again the encouragement coming from leadership and staff to say hey do the QR code connect with these students or connect with these um community members in the building and next slide so talking about our survey questions the first survey again we're still on the first server question just asking students about what is mental health and their feelings about anxiety the next question which will be um in October the next slide will focus on the next slide please we'll focus on do they know anything about social emotional learning and if this is a yes or no question and then the second question would just be them to gauge and to rank where their level's importance is between self-aware and self-management social awareness responsible decision making and relationship building next slide and then the
035second question would be based off of their answer rankings where do they see the importance in building Community whether they want small communities with pockets of support in the in the buildings and that way we can bring that data to the district and say there's a need here thank you next slide so with data the first one was a word cloud we can go through these quickly I'm sorry the second one would be a pie chart that when we can see what's the importance and then it'll also the bar graph saying hey this is the types of communities we need to have these are the type of Reliance groups we should support and then how can we do that and then that I believe is our presentation I'm going to move you back next month
036after we check in talking about SEO with the students on Friday okay they'll be meeting every Tuesday of your teams at 9 00 a.m and then we look forward to the late start Wednesdays we'll have adjustments that are coming in to share their resources thank you thank you um and we have a ton of people who've been participating and have attended meetings who are in the audience and so we thank you all for coming out this evening to support as well um student board member report is simple she cannot be here because we are playing Zion and she said go Bulldogs so uh we have an amazing student board member who's active in a lot of different things at Mount Foundation works at Jewel is a cheerleader and make sure that she also works very
037very hard to get and protect student voice so we appreciate her and um in her time as our board member and it's early September but we will be starting the process on our next student board member soon so make sure if you know any students who may be interested that you mentioned it to them all right now we are at special recognition and presentations we'll do the spotlight on 60 and then we have Tyro for the Waukegan historic preservation Commission foreign [Music] I'm Amazon the principal at lion magnet school and I'm here to talk to you today about Community time and what community time means to Lion Magnet School Community time is a time where students will give information and advice from our school it's a great way to send messages to the whole staff
038and and students and our students observe a watch Community time while they're eating breakfast in their classrooms in the morning from 8 30 to 8 45. hi my name is Miss Peterson I'm a paraprofessional here at lion magnet and I also run Community time my name is Natalie oseguera my name is Jade my favorite part is that all my classmates actually get to see it it's really fun because I'm always like hiding and it's just fun for my best friends to also see that in community time contains a lot of different parts it's not just informational we have positive messages that we send in it and it's so much fun making the mistakes and then just learning from them [Music] hello hello um one thing that didn't make it into the video that we really
039wanted to share was that our now that we've turned virtual the parents are really involved in community time I have students coming up to me all the time saying oh we watch this at home with my mom I got to show my grandma so the parents are really seeing these messages that we're instilling in the kids they do Daily Affirmations kids are giving me examples on things they want to say so turning virtual I think has been a really positive thing for Community time and uh it it's a very important thing at our school I want to see the lion and staff members so if you hear representing Lyon if you can please stand in some of these amazing opportunities we thank you for ways to incorporate um these type of things and community and
040help build community uh and not just so that is done in school but also that people can see I think a lot of times there's a disconnect between what happens in school and what we as parents sometimes receive so that is awesome and then having the students involved is amazing as well so um are there any questions from the board I just want to Echo what Brandon has said uh uh it it I was excited to know that not only we're seeing it it's also done in the in the in the household of parents and I think like Brandon said that does a lot for them to see that hey my kid is engaged in school with something yes so that that's to me that I think that's very exciting to see their kids excited
041to learn and right and know their Champs and their pride and what each letter stands for when I watch a football game you know if I see somebody from Waukegan I get excited because I watched it yeah same thing with parents to their kids doing something definitely you know that's positive thank you so yeah thanks for whoever came up with the idea of making sure that he got into the uh I don't know if that was Nick's idea or what but anyway but anyway yeah thanks for that yeah don't give this out jackets anymore how do the parents follow them is it through Facebook is it through so in class do we use it through our class dojo so every morning the community time link is posted on Class Dojo the teachers will click it
042they play it during breakfast but in the morning a lot of the times the kids are watching it before they come to school they know they're going to be featured on community time so they go home their parents already have Dojo so they're watching it with their families and that's getting the parents to actually be on dojo is another really important element in the schools so the teachers are communicating and we're all together so I can't watch it though because I'm not on dojo thank you I really appreciate the presentation that you guys work so congrats clients thank you [Music] all right next up is item 7B Tyro from Keegan Waukegan historic preservation Commission tonight I'm here as chair of the city of Waukegan historic preservation commission the historic preservation ordinance for the city of
043Waukegan was adopted by the city council on December 17 2001. the ordinance provides a mechanism for the identification designation and protection of buildings and other sites determined to be historical or architectural significance to the city uh there are currently 29 designated historic landmarks in Waukegan there's also the Waukegan preservation ordinance is separate from the national registered historic places which is under the National Park Service a landmark nomination form was turned into the department of Planning and Zoning on September 23rd and it was submitted by Anita Hannah as citizen and the nomination is specifically for the wall or fence on the west side of the Lincoln Center property here now I'm not here tonight to discuss any potential historical significance but only to help inform the board of the landmarking process The Landmark nomination form is
044the first step of a two-step process for official Landmark designation through the historic preservation ordinance the historic preservation commission will re review this nomination at the next scheduled commission meeting which is this Thursday September 29th at 4 30 PM in the Planning and Zoning conference room at City Hall if the historic preservation commission makes the preliminary decision that the Lincoln Center wall meets one or more of the landmark designation criteria a recommendation will be made to the nominator that a landmark application can be submitted for further consideration the historic preservation commission upon receipt of the landmark application if it is turned in we'll schedule a public hearing this public hearing will occur within 45 days and the public owner and nominator will be made aware not less than 15 nor more than 30 days prior
045to the date of the hearing during a period of review after a landmark application is submitted a certificate of appropriateness shall be required for any alterations construction removal or demolition of the proposed landmark the certificate of appropriateness will be acquired until the final disposition of the request the final decision from the preservation commission must come within 30 days of the public hearing it is needed by the preservation commission to recommend Landmark designation now have voted yes by the preservation commission then the application moves to the Planning and Zoning Commission for review and then ultimately granting of landmark status is given by the Waukegan City Council if the city council approves an adoption of an ordinance will occur officially designating a Historic Landmark historic landmarks then moving forward do require a certificate of appropriateness for all
046exterior Restorations construction removal or demolition and the preservation commission must approve the certificate of appropriateness before a permit will be released if the historic preservation commission denies a certificate of appropriateness the property owner May appeal the decision in the event of a denial of appeal by the preservation commission the applicant May appeal the decision directly to the city council in the event of a landmark going through natural destruction and or natural demolition a certificate of appropriateness would also be needed prior to any reconstruction exact duplication of the previous structure may not be required the new should be in harmony of what was originally there but under the ordinance the preservation commission cannot also force a reconstruction of something naturally demolished so that's the process of landmarking we're in just step one right now uh we'll
047see where step one goes and uh after that we'll continue to keep you informed along the way I am happy to answer any questions that you have right now as best as I can and you can also find me privately or outside of the meeting here later on for questions too write any questions from the board at this time Miss Wozniak could you give us some examples of the 29 landmarks um in Waukegan yes of the 29 landmarks some of them are private homes others are public buildings um like the Carnegie Library on Sheridan Road that is a Waukegan designated by Mark others would include quite a few of what were the shimer college homes on Sheridan Road um yeah and you can find a lot more information within the city website under the historic
048preservation Commission thank you the Shriners building uh the uh Masons building it's been there for a while it's next to the restaurant used to be on Sheridan and Washington that closed out that building next is that the landmark that is a landmark yes that's why nobody haven't touched it no yeah not necessarily well I was totally didn't touch it because number one uh no more so than just the landmark I think Masons used to own that building uh I think Mason's right yeah there was originally the Masonic temple the one you're you're referencing yes and just because of that I don't think it you know that's that's uh you know what I'm talking about it well one thing I do want to uh specify within the ordinance is the ordinance only uh gives the commission
049the power to work with the exterior of a property so anything on the interior we we in the commission do not have any jurisdiction over that that doesn't necessarily apply to the nomination on the wall of course that we we have right now but just for reference points of clarity for me number one is it is uh only for the wall and not for the entire Lincoln Center that was correct the um other point of clarity is that right now what this essentially does is the district cannot do anything until it goes through this process as it relates to the law not technically yet right now the the district can until an application is submitted and forwarded to the preservation commission then the certificate of appropriateness would apply but right now under the nomination form
050that does not apply thank you hi Miss Leguizamo um Mr Ward can you um do you by chance know that if granted the historical marker that um if there are grants monies for upkeeping and such historically there have been uh right now within the state of Illinois there is not a great deal of money is available for that with that being said I am honored to be part of a historic project that is getting quite a bit of state and federal funding to bring back a structure so it sometimes can be found it's not as easy as it was maybe 20 25 years ago but thank you for that Mr riddle yes uh yeah Mr Mr Rohr um I just wanted to clarify again where we are in the process right now so we have
051an application that was sent in on the wall to the historic preservation commission and the review is Thursday at 4 30. correct yes the nomination for the nomination yeah so that is that is not an application that would be step two so the nomination form the commission reviews that and basically it's just looking at do we think that uh whatever the structure in the nomination form is does it meet one of the seven criteria for potential Landmark designation if we vote Yes then a landmark application would then be requested and once that happens we can't we couldn't tear the wall down you one once the protections don't start until an application is submitted okay so right now the nomination who the is is in front of the commission the commission on Thursday will rule on
052the nomination right and how many Commissioners are there there are six okay and it's a seven commission board but right now we have six okay could you and you said there's certain criteria they use yeah what are those criteria sure and just for the sake of time because I know Ty was uh coming to bring the process if you can answer Mr Riddle's question and then if we can proceed with the meeting attend that meeting oh yeah you can send those to us if you want to that would be another one no I think yeah you asked publicly I think it should be people are here interested I'm sure okay uh so the seven are here in section 6 of the ordinance criteria for landmark designation 6.2 a significant value as part of the historic

054or may be likely to yield information important in history or prehistory thank you all right well we appreciate that and for the information and for you updating the board yep thank you for having me thank you thank you thank you Ty um next up [Applause] have approval of previous meeting minutes have approval of the minutes of the Open session meeting of October 26 2021 approval the minutes of the Open session meeting of April 26 2022 and approval of the minutes of the Open session meeting for August 2nd 2022 due to time I'm going to ask that we take all of those together unless any board members have comments or Corrections yeah corrections I don't want to take them together oh no I just I just won there's uh one of the sets of minutes they're
055the same so um they're not they don't coincide for today you understand what I'm saying so do you want to hold them over yeah I think so that we don't need promotion yeah so we'll go and confirm that so when I reviewed it I did not catch that so thank you Miss Anna yeah so simple uh now next up what we have is opportunity for public comment s we didn't vote no we didn't vote because you I'm holding it over that question it doesn't make sense to proceed what we'll do is item nine a opportunity for public comments I have the sheet while he brings the sheet forward um there'll be time clocks on all of these uh screens you get three minutes uh to address the Board of Education this is your opportunity to
056address the public body um if you need translation services translation services will be provided to you and you'll receive uh three additional minutes for a total of six we do ask that you refrain from mentioning student or staff names uh doing your remarks uh first name on the list when I call it if you could come to this microphone uh is Omari Davis and Mr Davis your time will start when you start speaking good evening uh superintendent uh president members of the board my name is Omari Davis I represent a community resource partner by the name of get out and learn something Incorporated uh colloquially uh going by the name of goals what we provide is Supplemental Educational programming for youth ages 8 to 18 in the form of Summer and after school programs that
057consists of culinary arts inclusive of building and cultivating a fruit and vegetable garden for the Youth to explore their palettes theater music art and life Leadership skills which is an umbrella of things which includes tutoring generally we see an increase of 0.5 over the accumulative GPA over the course of the school year due to our tutoring Services we also hit on things such as financial literacy Workforce Development stem coding we develop and work on their heart and soft skills generally our objective and our mission is to close the cultural Financial social and um academic gaps that we have with our youth in comparison to some of their counterparts I was able to briefly give a couple of Flyers to the superintendent I do have a couple more with me that does have all contact information
058as well [Music] Davis thank you thank you thank you um next name on the list is check Ed [Music] uh time will start will you start speaking and check can you state your entire name for the record W mccrowski thank you okay yeah I'd like to know from the attorney when you file for a grievance ethics grievance that happened around August 5th now does the attorney take it upon herself to do it or does she go to the Ethics Committee and why are we denied to know what's going on in the system and also we were denied on the superintendents credit card which is my credit card in a Citizens credit card you gave us some but you didn't give us all it's the reason that you won't give us all of it that's it
059thank you Mr murkowski next name on the list is Dan McGowan and Mr McGowan whenever you start speaking your time will begin uh good evening good evening my name is Dan McGowan I am the account manager for the district I work for North Shore gas so I'm here to just talk about a nice award that was recently presented to the district last week excuse me we had an energy forum where awards were handed out to our Premier customers who participated in our Energy Efficiency program for the past year I would like to mention that the Waukegan School District 60 was named the public sector partner of the Year wow [Applause] with all the Energy Efficiency projects they participated in they saved over 136 000 therms of gas and received over 182 thousand dollars in incentives
060from our program thanks in part to work up closely with the administration and Facilities since I'm not allowed to name names but we look forward to our continued partnership I've been doing this line of work for almost 10 years now and I have all of Lake County North Shore gases customers I manage commercial industrial I also manage a dozen large customers in Chicago for people's gas and I would save all the school districts this school districts participates more and has done more than than anyone else so I think that that says a lot about from the top down everyone had been working with very receptive and um open-minded so things have gone extremely well so when I mention that but I also want to mention on the residential side we have a new joint venture
061program that we have for teachers and students called the energy action team the program helps students third grade through fifth grade and their families learn more about how to save energy gas electric and water through the evolu activities take home energy saving kits and educational online videos students will be able to learn all about energy resources and conservation I can provide this link to this program and deliver brochures to my contact here Mr McGowan and we look forward to that information Dan neglected to mention that he's also a Waukegan High School class of 78. I just I just want to I want to say to you you don't have to mention names just like you know that they're outstanding we don't we know that as well because we watch them work uh every day I'm
062glad that you brought it to our attention maybe we need to do something too on high end to say hello as well thank you thank you thank you very much information he's going to send it but I do want to remind the board that public comment there's an opportunity for the public to address the board so thank you Mr McGowan the next name on the list is Randy sabeki right good evening a couple things tonight so we'll start with Thursday September 15th I got a text message when my high school son right here was in school there was no teacher in his shop class the teacher was absent there was no one he texted me I told him I'll take care of it I called the school asked to talk to assistant principal or principal
063nobody answered no one returned my calls until after I left a message then they had the diverse learner or not diverse learner um someone else call me back and I told him what the problem was I was like I asked to talk to a principal or assistant principal about no teacher being in the class then someone's whispering in the background well there's a teacher in there that's my son right there you're gonna ask him there was no teacher in the class I asked him what they do during the whole class period Well we just talked and played on our phones and then I was called back by Dr Thomas and he told me he has the attendance records that there was a teacher in the class well I don't believe in the attendance records because
064they're not accurate and I can prove they're not accurate because my son was out of school last week for the third time due to covet tested positive but mysteriously he was present in some of his classes according to the attendance logs how is that possible because he was at home I called him in every day then I called the school because half of the tennis are unexcused but I call them in every day and it's confirmed covet case which is regulated by the state they have to quarantine so how are these absences unexcused and I'm his parent I call them in every single day but then I still get a call at the end of the day saying my students missed classes I know he missed classes because I called him in two he has
065bad seasonal allergies too and I like to know did we stop the covet Protocols of cleaning the schools extra because this is a picture of Washington School events over three inches thick of dust coming out the vents yeah that's what it looks like on the outside what do the vents look like on the inside same thing with the fans and I brought this up to the principals now it's also for the open house that they had there I attended one of his classrooms and I didn't know if it's more but they took clocks out of the classrooms and left the walls open with exposed wires which is a big violation especially being in the classroom and I have pictures of both of these and was sent nothing back on that either so then he's supposed
066to get support we sat here and listened last year to all the presentations of the support these students are supposed to get when they're out for coven with getting online and being able to get in their classrooms this is third time he's been out never received support at all so now he's trying to play catch-up he emailed all his teachers like he's supposed to heard back from one teacher didn't hear back from any Administration we have Deputy superintendents that are in charge of that they should be hearing back from them they should be looking in when these kids are out of school thank you Mr sabecki next name on the list is Ray vukovic hi good evening at the last board meeting the student board member brought up about transportation for the prom in Chicago
067and you know I know in the past there have been fundraisers for that kind of thing but I think it's important that you all be thinking of that because it's about their safety rather than kids driving themselves down there and that kind of thing you know this District can provide a bus once a month to drive around downtown during Art Walk you should be able to do something for these kids so that they can have an experience of a lifetime you know there's been a big thing you drive down Washington Street and you see all kinds of signs don't stop don't drop your kids off in front of Washington campus spent hundreds of thousands of dollars for a drop-off Lane and new parking at Brookside but all you did was put up some signs on
068Washington Street where are people supposed to to drop off their kids now at 9 16 Washington right across from the athletic field on Washington Street there's an empty lot a parking lot and I brought this up two years ago to the board president this District acquired it it was a donation and you spent over eighty thousand dollars to demolish a building and pave it yet it's loaded with tow trucks and junk cars that could be your turnaround lien for parents to go over there and park you should be providing some parking not allowing junk cars to sit there you know and then I know that your agendas at the last meeting there was nothing at all on the agenda about the wall out in front yet I get home and it's talked about and it's
069suddenly on the online agenda I had the paper copy with me I looked at the online agenda there was nothing in there yet it was talked about now tonight you've got your agenda it's supposed to be 48 hours before this meeting starts you're not supposed to change it yet one of your attachments is different than it was over the weekend you folks are in possible violation of the open meeting set it can't be changed yet you're doing stuff and you know you just you know go ahead see what happens but at some point you're going to have something that's going to need some big support and there's going to be a technicality and you're going to have to come back and revisit the whole thing but looking at that wall you know those people along
070Sheridan Road are your highest property taxpayers in Waukegan be good neighbors to them thank you thank you Mr vukovic next name on the list is kashanahana and Miss Hannah whenever you start speaking your time will begin okay hello I am karshana Hannah speaking on behalf of myself as a citizen and My Views are my own and not of Anita Hannah's as a board member um I have a couple of concerns um to adjust with the board number one is concerning students and The Crisis Support here recently we've lost a student within the last week to leukemia and I want to know what the board is doing to or what the district is doing to let the students know that there are support available to them to speak to teachers in other people from the community
071from the schools have passed away what are they doing for the crisis management and I'm asking that because it wasn't until my student was affected by that and saying that I'm really hurting from this and I don't know how to handle this who is it that the students can turn to to talk to when the students are passing away over the weekend or on a Friday or still having to go to school and see that the student is not there and the students are hurting where's the crisis support and what is it that is available to them to know that there is support available second one that I have is concerning staff members and students fighting off of school property where there were there was a fight on at the Washington campus and it was
072told to staff that they were going to fight off a campus off of school property because safety couldn't come and break up the fight so safety members and staff members stood and watched students fight and parents fighting students but they couldn't do anything and they just had to wait for the Waukegan police to come I think that's unacceptable the last one is concerning the wall and it being a historical landmark please consider leaving it because of the historical lubrications that it has in our community it shouldn't be torn down thank you thank you Miss Anna and I do apologize the next name I have is Pat and um was that Judas I'm sorry okay that's me all right so uh Todd um Johnson good evening I am a Tom Johnson Waukegan resident actually live right
073down the street here right across from Upton Park um I want to First say that I'm an avid supporter of the historical society and I'm actually a lifetime members of the historical society and appreciate historical context of structures and things in our community and in the environments we live in with that I'm also Gravely concerned about the expense that the school would have to pay to repair the wall and I have proposed to I I was going to because I live right there and on the Ravine people I have just thrown garbage down their diapers use syringes I was going to you know put up some type of barrier there and so I thought this might be a win-win to the city and to the school and also what I was going to do is
074pay for the removal removal and move the wall so it is still historical context but move it just down a few blocks still on Sheridan Road on the same side of the street it would save this this school I believe a lot of money to to hopefully go for things like we heard about SEO which I'm fascinated by that because it's it's an amazing program duct cleaning and other things obviously at the school has other needs and money to prepare the students for the future versus um you know while it's significant a wall I think we could all argue that the future of our students here is more important in their education and learning and growth then maybe a physical structure so I want to say I'm a supporter of historical structures and it proposed
075to actually pay without School expense to move the wall rebuild it the way it should be and maintained but keep it right down the street as a historical structure in Waukegan thank you thank you uh Mr Johnson get that next name is uh if I mispronounce it but is it Rachel Mendez Rachelle thank you Miss Mendez for the correction thank you supplied by the district to my third grade class thank you okay from my class tomorrow okay thank you hello my name is Rochelle Mendez I teach at Glen Flora Elementary I'm a third grade teacher I've taught in the district my entire teaching career and I love my job but I come to you with concerns regarding the ELA social studies curriculum mapping since last fall we have made several attempts to discuss teachers concerns
076with the curriculum alignment map with Mr C Mrs Placencia Ms a Ms L Dr C and just two weeks ago at my building with Mr B names left out I now come to you the board in hopes that you will hear the concerns that the teachers have with the current state of curriculum mapping looking at the handout that I gave you the Red Bracket I've tried to simplify it as much as I could being non-teachers the Red Bracket are the expected learning outcomes these are the expected learning outcomes for third grade students that they must develop while they engage in the unit for the first quarter of rules of responsibilities in order to meet the summative assessment below that is a very simplified list of ela in writing standards just for the third Court first
077quarter of third grade then if you turn the page then in the green bracket is a list of books that the district has so generous supplied two of them being chapter books the two that I have given you here one of them this one is at a sixth to eighth grade reading level I have a class set of this I have a class set of this one which is at above the reading level as well how can I help my students reach expected learning outcomes for third grade when I have to teach from these books these are the only two chapter books I have from third grade and to top it all off there is no cohesive no teacher's guide to utilize with any of the books or materials that they've given us now I
078do have two other class sets picture books that are at third grade reading level so I have four books a classroom set of then I have 10 books that are just one copy which means myself the teacher is doing the reading to the student so I have four books that they have their hands on two are these books I'd love you to look at that one foreign with any of these books how am I to relate these books to our learning outcomes one of them being analyzing how laws are made at different government levels Community local State national levels the district is setting up teachers for failure now I've also the last page is a letter that was already sent I hope you take the time to read it and I welcome you to get
079back with me to further explain the problems thank you Miss Mendez [Applause] yeah next name on the list is Christine Lindsay thank you good evening I'm here tonight to comment on a recent air action that I had with the superintendent of our district I want to prep this this is not about me but sharing my experience to ensure it doesn't happen to anyone else the offered to meet me last week regarding the district's communication policy wanting to understand the timing and process our district follows when commuting with the sorry communicating with the parents or Community I took time out of my work day to meet with her and Mr alejakis at Lincoln Center I was given time to ask my questions which I thought were basic in nature I was told the district does not
080have a communication policy and became confused I asked if this made sense to them that we would not have a policy in place in which the school district should conduct itself when engaging with parents in the community her response was combative and asked if I could provide any other school district that had a policy in place for the rest of the meeting Miss Placencia took many opportunities to belittle me and my concerns was condescending in her responses and patronized me at many turns is this how the district wishes to engage with the community we are here because we care and we want progress we are here because these kids these parents the teachers and the community deserve quality education and to be treated with decency I'm not afraid to voice my concerns or ask on
081difficult topics as a professional I expected better of Ms Placencia I understand that I'm not the only one that has received this side of the superintendent but per but for fear of their employment or other consequences many will not raise the alarm inviting someone for a meeting and then treating them in a disrespectful manner is not the way to gain trust with the community I was born and raised here I will continue to raise my children here so I'm not going away I will continue to be a voice for these kids for the staff for our teachers even if that means tolerating this placencia's lack of skill in conflict resolution however I do hope for a better tomorrow and again I stand here and ask for you to do better thank you Miss Lindsay next
082day I'm on the list is ottoman Keith Turner I'll forgo my opportunities thank you ottoman next neighbor on the list is Clyde Macklemore good evening uh first of all I just want to say that is not possessive that's not Jeff McBride no that's not what's wrong with these names up here oh yeah somebody switched them around wow you know I I I thought I would see these things uh I was seasick is this a joke or something somebody's moving around here yeah move that stuff around so people know who's everybody is there you go Clyde I was wondering did anybody notice that okay um anyway I'm just here to do shout out to the uh black lives matter we do our uh banquet every year Awards bank which award people in the community for the
083work they've done in the last year and this year we going on TV NBC News is coming down uh we'll be here our seventh annual awards banquet the theme of the banquet is reparations now a main speaker would be Robert rule Simmons the founder of an ex in uh executive director to First repair she's also was the former Alderman in Evanston Illinois who got reparations brought into the city so she's our main speaker our Mistress of ceremonious Virginia Wardrobe from NBC News uh it's going to be soul food dinner y'all know how I do it soul food so you ready for some greens or some grits and whatever we I don't know what's on the menu though but it's it's gonna be a soul food dinner and it's going to be uh not Sunday November
0846 from 6 p.m however it's not going to be a Waukegan High School it was a better place to go we got a John Lewis school so we're going to be at John Lewis School 600 South Lewis we're in Waukegan this year we've never been to Waukegan I brought it from Zion to bring it to Waukegan that's all I got oh tickets will be on sale tomorrow uh the whole banquet dinner is 60 bucks that's for the whole thing and uh 35 is our only fundraiser we do a year thank you thank you Mr Macklemore we thank you and this concludes our public comment um there were information and requests for further information than that has been captured and superintendent if there's someone to follow up if that was a sign if they can reach
085out to those individuals who spoke uh one thing that I also do want to recommend uh as board president and we can discuss with the board is an opportunity for individuals to list their email addresses one thing that we often get is well when do the responses come back and we've been trying to figure out a way to facilitate that and I think that may be a good solution is if you would like information responded to because public comment is a one-sided dialogue that you would leave your email address and we would respond so um I do thank you for that and that may be something that we consider um in the future go ahead mess like what's up board president and then um you could probably add a little check mark in there to
086say you know contact me so some people might provide their contact information but not not want to get contacted but if they have that check mark that confirms if that's something that they would be wanting to contact back yeah we can talk about what that looks like and I appreciate that suggestion Miss lakozabo uh next up is our consent agenda consent agenda has been split into two parts uh every third Tuesday we have our operations and our um student uh achievement student achievement meetings which uh go over that and so we've had a request of a board member separated these into two separate consent agenda those are things that should have been previously discussed and or are non-controversial um all the information is listed there as far as what we are doing in the action
087that we are taking but this is done as a way to expedite the work of the board any board member can ask that any item be held over for any reason so in under consent agenda academics are there any items that any board member would like voted on separately I did well I just want to ask if you have a question then we got to vote on it separately okay well I I was wondering about d d so we'll vote on D separately all right so we're asking for uh motion to approve items 10 a b c e and f do we have a motion motion by Mr riddle second by Miss Gonzalez any comments or questions on the motion I just have a comment um they're they're yeah you know I see um that
088there's a lot of uh PDS going on I would say I want to see more of our um more of our teachers getting these opportunities to go and Network with people other teachers nationally and um um I think that it is uh beneficial for them and just as they're you know you go away you um you're away from the um everybody uh routine um and you can get a little uh self-care when you are when you go away but I would like to see more teachers giving the opportunities to take these um professional development opportunities the trips and stuff and um one thing also when we go when that man uh goes administrators go on these uh professional development um trips I would I as a board member I would like to see them come
089back and bring um do a presentation on what was uh what they uh are bringing back that is going to benefit the school district when they are going on the conferences you know bring back to us to let us know the um that we expended the funds to go now what how is it going to benefit the children and the district I also have a comment go ahead uh Ms Gonzalez um yeah so I just I wanted I agree with Miss Hannah in part um I know that a lot of staff from different schools have been saying that they wanted PD specific PD um so I I hope that they get that request in um through through their area superintendents um but I want to highlight Item B um 301 biology teachers are going to
090a biology conference so we are sending teachers um I'm glad that they have opportunities to do this and I know a lot of them do it over the summer so that it doesn't interfere with their school year um and and just highlight E and F on the legal education set I learned how to use them in middle school I think that's a really good purchase and f um I think it's coaching that uh we desperately need on the the coaching for the high school principals I think will really really help them communicate and better connect to their school populations um so that's why I'm voting the way that I'm voting for the items thank you all right roll call vote please Mr riddle yes Miss Callahan Wozniak yes Mr McBride yes Miss Gonzalez yes Miss
091Hannah yes Miss Leguizamo yes president Ewing yes I don't approve motion carries we now uh have item 10d approval at ASA National Conference on education in San Antonio Texas to read the recommended action oh and I'm sorry um I want to read what was approved into the record as I normally do so before the superintendent reads the recommended action we approved item 10A approval of Clark Elementary professional development request 10B teacher attendance and National Association of biology C renewal of scribbles contract for square border transcript request system e-approval to purchase eir Grant Lego education sets and F approval of high school leadership coaching gearing consultant LLC we are now at item 10d approval 188 ASA National Conference on education San Antonio Texas it is the recommendation of the administration that the Board of Education authorized
092the attendance of the superintendent Theresa Placencia Deputy superintendent Dr Eduardo Cesario an associate superintendent Dr Jason nault to attend the aasa National Conference in San Antonio Texas February 15th through the 18th at an estimated cost of 3200 per attendee or 9 600 total motion by Mr riddle second by Missy McBride any comments or questions on the motion yeah I just um um the AAS a conference um maybe superintendent again answer yeah um is this uh a new conference no ma'am this has been a conference that well I could speak for myself that I've attended attended yearly it's definitely focus on upper leader upper management so it's really a superintendent Deputy superintendent conference um that focuses around academics um all the usual and you get to um network with colleagues from Across the Nation so it's
093the national superintendent conference oh okay and um okay and so you heard my previous um comment right about bringing something back to show us and tell us how it's going to benefit the district and the students okay awesome so if there are no other questions and I guess I want to piggyback on Miss Hannah because I do want to honor that request we have a time where we are saying um we send a lot of people to PD including teachers um and so putting that requirement and burden on them to then have to type a report to the Board of Education I don't necessarily agree with but where I do or what I would ask Miss Hannah for the board president is if we're talking about senior right so superintendent during superintendent's time if you
094attend the conference if that's something that you can present just to the board we can give you a high overview I don't think it's a benefit for my time to write a four to six page report on the conference but I think what miss Hannah's speaking of is just a high overview of like what we've seen what we learned a minister we can put something together so definitely best to ask yeah absolutely it's just you know I'm not talking about a four to five page um uh anything I just want to make sure that you know and then let the public know we're expending funds for these things and so let the public know that it is um that it is basically worth the money that is being expended thank you for that aspect and
095I appreciate do you agree with my recommendation that we don't need it from every staff member that goes but senior leadership is what your expectation is yeah the senior leadership yeah that kindness should be a world but it wasn't that's why I wanted to make it clear right so I got you yeah Brandon to her Point uh we hold ourselves accountable to that we uh asked that we when we go we'd like to give some kind of uh uh extra uh not long but what we learned yes and because I think it is um beneficial superintendent and that's why the board approves you to go and there have been things that you've brought back and implemented in systems that have worked and so sometimes people don't see the direct uh relationship and that is why
096this hand is making the recommendation so I I we will definitely bring this back but I would like to have more conversation around what this looks like um and with the senior leadership team so with this conference we'll definitely bring something back but want to kick around what that looks like more with the board at a later date if that's possible yeah I just wanted to get clarity from Miss Anna because I didn't want her point to be ignored yeah thank you so with that we got a motion in a second if there are no further questions roll call vote please Mr riddle yes Miss Callahan Wozniak yes Mr McBride yes Miss Gonzalez yes Miss Hannah yes Miss Leguizamo yes president Ewing yes Adam approved motion carries we now have the consent agenda for operations
097um do same thing apply these are all the things that were talked about in our operations meeting and or should be non-controversial all that information is listed along with the attachments or information as to what is being asked are there any items that any board member would like to vote on separately if you would just give me the um number I mean the letter seeing as there are none I'm going to ask for a motion to approve items 11 8 through f i motion motion by Vince Gonzalez second by Miss Wozniak any comments or questions on the motion yeah I just would like us to um what however we can do it okay we the practice of retroactive approving approving things from um some something I I cannot um I I don't like that we
098should do this beforehand and even though it is we're waiving their rental waiver costs the these items still represents money money that we are saying you don't have to pay us okay but our we need to make sure that these things are done forehand not afterwards that's all that's a great comment Miss Anna I do want to commend the team is because a lot of these are coming retroactive is because if we refused them or didn't allow them at the time they would not have been able to proceed and so we have been very transparent about when we expect to have you know 30 days in advance and when we don't get it 30 days in advance we have been trying to be accommodating but I 100 understand and agree with your point is we
099don't want to be doing this retroactive I can only speak for one of these items um and probably one that you're concerned about is that part of the delay was about when the request came in right and and we it if we have procedures that we have put on the books for whoever to apply then those are the procedures that they have to adhere to and so you know we if you know that kind of that kind of makes us look kind of tilted you know when we keep doing the same thing over again look because see from now on after this year I'm not going to vote for any more retroactive anything be it payments waivers what have you because that is not the uh uh proper procedure thank you for that Ms Hannah
100there are no other questions or comments roll call vote please Mr riddle yes Miss Callahan Wozniak yes Mr McBride yes Miss Gonzalez yeah Miss Hannah yes Miss lagosamo yes president Ewing yes item approved motion carries uh read those into the record 11a approval facility rental waiver request for Simpson Elite LLC B approval facility rental waiver request for fiestas patrias all right I can't pronounce it I'm sorry uh see approval of facility rental waiver requests for urban Edge entertainment the approval of new exterior sign for Zion Elementary School e-approval of interim service agreements paralegal foia and F approval of Safeway Transportation contract extension for the 2022-2023 school year we are now at purchases and contracts we have 12a approval of renewal of reading a to z it is recommended that the Board of Education approve the
101renewal of reading a to z for the purpose of digital informational and literary tax in both Spanish and English for the amount of 112 318.15 it's almost I mean I'm sorry 50 cents motion by Miss Wozniak second second by Mr riddle any comments the questions on the motion question go ahead I'm just I'm just asking we are doing this um over 100 000 renewal and I just want to know if we have had any kind of official uh evaluation of how this um how this um what is it this renewal for reading a to z did it produce um positive um increased academics for the kids I mean I'm not interested in just renewing just to renew did was this beneficial to our students superintendent good evening Board of Education my name is Jennifer rice
102dealer Sanchez within teaching and learning department and just to the short answer of it as far as the analytics of cross-referencing it as far as student achievement we're definitely in that process of how these books that are online in English and Spanish not only support reading to self reading to partner reading to others as far as our literacy blacks within daily five um but it also supports our amplify and how we progress monitor students and reading a to z are the actual texts that we use across all of our schools to see how our students are achieving those are the books that we actually use okay I asked if this renewal the reading a to z has increased our students academics and I'm going to use I'm not even going to go through attainment because
103you guys don't talk about attainment but growth in with our students has this been beneficial for the children I I don't want to know about if it's a support or whatever I want to know did this was this academically beneficial to the children and the data to prove that Ruby and has been our amplify reading a to z and burst data that we use for K through two and that's not something that we normally see at the board we don't see we don't see this right we had it we we use this um to show our reading growth um through Reading levels before pandemic because it's it's with our children um face to face and um they read books to us and we progress monitor that way um and during our pandemic we weren't able
104to do that because it was all online and so we went to a different assessment system and within the board what we presented is that this is us going back right now that we are back in school and we're able to do this one-to-one assessment and this is what we use okay because I am just going uh by one of our speakers and what the speakers data is showing is that it's kind of not I'm sorry kind of not lining up if you if you would like to look at the I mean I just want to make sure I know how I can support the questions so if it is what you're looking for as when we had amplify and we're reading a to z supporting to entertainment and student growth and are we seeing
105it all that's passed and we can show that to you and also the question of is this used as a renewal to support student growth and achievement and and the answer is yes and so we can show you how we use it now and I'm more than happy to sit and to show the data and how we use the data and how schools are doing wait listen man of other students oh definitely I mean and it comes up at the end of school year sorry we were and yeah I don't want sidebars right what is the the question was has this helped increase scores and again it's a support here's the understanding and so these are tools um there's a PowerPoint that's there it's just one slide right so I don't know if yeah they're
106they're books yeah that's all they're virtual books and in English and Spanish and it's what we use systematically across our district since before I came here as a principal so you could go back and we could look back at all of the the data I mean yeah our students use the Box on mainly at primary and elementary schools um K-5 and you know I think to really get a firm answer of what Miss Hannah is speaking about uh they would really have to come from the teachers that's my point of view I mean you the year in order for you to know the teachers have to share that with you because you're not in the classroom you don't see you know what the students are from A to Z where they start and where they
107Union but the teachers see that so you know so again uh that would be my distance yeah I'm happy again this is what I do is I support you I support the school so if you're just you let me know clearly what I could do to help and and to visualize and to show I'm happy to do it so basically Jen what you're saying is we're buying books to progress monitor we're buying books that we use in our classrooms right and you use this in what grade bands we use this K through five okay right I just wanted to make sure so these are virtual these are virtual books that kids are reading at their grade level and their part was monitoring and move them up so if I can read at level C then
108I move to a different one right I just wanted to add that we use these all the way up to 12th grade for bilingual they come in multiple languages I'm sorry and we use them all the way up to 12th grade for the bilingual students as well because they had the different levels and they come in Spanish they're also printable so many of our teachers during their guided reading when they're doing balanced literacy they are printing off these books that the students guided reading level to provide them that instruction at their current reading level the teacher uses those books to assess students how they're doing sorry how they're doing with their instructional level during that balanced literacy Block it's used as an assessment a formative assessment almost on a daily basis thank you Miss Ambrosio
109and that's for the bilingual and in terms of the ELA okay is it is it from what grade level did you say for bilingual it is all the way to 12th grade for um uh for monolingual it is K5 K5 and High School and middle school for bilingual yes okay there's I don't like that uh I don't like that disparity to explain why it's called reading a to z is that um especially at primary grades reading levels are lettered um as students get past the even during the reading levels they're also called Lexile this is two different right we've got Lexile numbers within 1600 all the way up to high school it's very common that we switch over and shift to Lexile but for reading a to z specifically it's about us starting at you
110know print concept what's what's the front cover of a book point to the picture and those are around a books and it moves up to see a student's comprehension Grows Right and all their reading levels grow and so essentially it's it's not necessarily it we have it it's most students are moving into Lexile and this is a tool and it's our resource that we use right and and and that's wonderful okay but when we're asked to renew a contract for a hundred and twelve thousand dollars um me personally I want to see why I'm renewing if this if this was helpful to our students and that yeah so that's one thing that even within our team what we always put and I've heard you right that we put how does it directly impact student achievement
111on each of our PowerPoints so you'll always have that from our team thank you Miss Resto Sanchez thank you all right Mr McBride I had a question Miss Legos Domo had a question no not dismissing what Miss Hannah is saying but I want you to understand I understand better now uh the concept of the the books that you're buying I'm saying that because I had it myself and we call it SRA that's what I was going to say we call it the SRA all the way through I was getting better and better but these books that I was given gave him an opportunity to not to be discouraged but each book I was getting going right on up the scale till I got to where I needed to be and then you were able to
112the teacher was able to say hey he's getting better so yeah just as another example of how it has impacted our students reading achievement I wish Dr Zahn was still here from Lion she had some wonderful numbers that we were looking at at our last meeting together and they had a really intentional focus on their second grade foundational literacy this past spring and they were doing small group instruction using these very material for fluency to help students with comprehension to help with phonics and they did a lot of small group work in their second grade and in their their third grader their third graders now and we just pulled their current reading levels and their NWA map scores and more than half of those third graders are now at grade level or above and so
113we know that these things do work and so we're hopeful that the renewal will help support our continued use of these materials that that thank you Miss Patty yeah and I'm going to say this you guys have heard me say this before I love that we're doing early literacy but we cannot forget those ones that did not get the these things because they are in a higher grade and they're still struggling and so we just because we need to find that balance to where we're helping those higher level students that did not get all of these supports thank you for that man thank you thank you team Miss Leguizamo um Miss Hannah I hit the point on all the questions that I had um my thing also is um 563 classrooms does that seem excessive
114am I I mean because this is pre-lexile right so we're transitioning them out of this program and into Lexile so we should have more of our students into the Lexile program instead of this A to Z so 563 classrooms that seems it seems quite a bit so as far as transitioning into Lexile it's it's Lexile is a part of might not be a right or print concept and or a reading um as far as just naming the front cover book right um but there's Lexile even within a a t book right there's definitely a crossover and so your question is are the number of teachers that use it across the classrooms excessive I mean I feel 563 classrooms and you're saying K to you know K to five for ELA right and that I mean
115let's just say each grade level has two classrooms and that's 168 classrooms just an elementary alone right give or take right and then we have that in Middle right middle school is only for bilingual and that's not all of them right that's not your entire Ela and then in high school is also in in bilingual so that's not your entire class so I'm and and so I'm just trying to put these numbers together as to 563 classrooms foreign as far as the classrooms and just looking at the renewal quotes especially when I speak to them right at within our team um It's usually the number of students so I'll class reference you know the quote that I uploaded into it just so I don't have it visually in front of me right now um but
116it's really within a number of students and so if it's the accessible excessiveness of the classrooms I'll most definitely get back to you I think that's Patty had um got something to add good evening one more time um just to clarify as for example I think your accounts um just doing the math we do have many more sections at our elementary schools than just one per grade level but that was to break um per grade level and some schools move up to five or six depending on the school like a Glenwood has a lot of sections at the at some at certain grade levels Carmen has four or five sections per grade level so at a small school I would say one or two sections per grade level would be would be accurate but that
117can equal that can easily start adding more once we have larger schools or increased sections so those numbers may be a little bit more than your quick math that you have done um and then we definitely have high school sections that utilize it across many many classrooms we have many sections of different bilingual programming that utilize it and not just um you know one grade level or one class and and you know and just to Echo um what my board members have also expressed right my concern is renewing some of these programs that have been in our school district for a long time and unfortunately it looked like we started this one in 2020 I think I saw the first time we purchased this we had reading agency when I was a first grade teacher
118and that was back in 2001. and when we're looking when we're looking at our data our Illinois report card data when it comes to reading um is this really helping is this really effective because it the it's not it's not running its course right and I I had the same question in regards to other programs and applications as we're seeing it at the end of this you know the Illinois state report card um and and that's this is one of the tools that gets us into the nweas that's at the Illinois state report card so my main concern really is you know the effectiveness of these programs I don't want us to just keep on renewing these things just because it's easy to renew right I I like a full-blown evaluation analysis of of these
119types of programs and understanding is it is it effective right it might be working in small Pockets right but small pockets is not going to move the entire you know when we look at the data it's it's pretty alarming right and we know it's concerning so I mean I just wanted to re-express that I know it's already been said that was where my concern is um in regards to approving this I mean this is what another one-year approval is that what it is yeah I also think that we need to ask Miss Price doll Sanchez leaves the academics um I mean she's the director of teaching and learning and she's the expert in the field right so they're asking you I mean is this still effective is this something we need I mean you are
120the expert in that field so can you speak to that I mean yes absolutely this is um a tool that we need this is a tool that we've had um we're currently to your point um looking at all the the programs right and supplemental and virtual um especially as was added into our fold over the pandemic we were in the process of that right now of pulling them ensuring contracts working with it to do all of that so our team is working very closely with that so that things that we have that may be doing similar work how can we track that effectively to narrow down and to pinpoint exactly where we need to add additional supports exactly what you're saying and it's really part of my job to do my due diligence to listen
121to exactly what you're saying and then being in this role for a year now I'm pretty clear I think I have a pretty clear view of where we want to go right and so those things are in place they do take time they take a lot of people and a lot of crunching of all of that and the student work that needs to go into in order to even see its Effectiveness so the short answer is absolutely yes we need this this is a part of our systems and how we have digital books within this now if we have schools that have my on and lit and Achieve and Newsela now those are all things that we're looking at to your point exactly so it is now falling on deaf ears it is the work
122that we're doing we want to have this for you all so that we're not super educating work and that we can really follow what is the most supportive of our student learners and uh so I mean board president I mean I'm okay to support this for another good year um it depends if I'm even going to be on the board next year but you know I I definitely caution as a full board what this all looks like and what these programs look like what we've been doing for several years and what our numbers look like at the end of every Illinois state report card right we need to start moving the when the data is moved that means it's because our students are performing better and their their comprehension is better and their reading is
123better and and so all of that right so we want them to perform at the at the highest of their ability and so we can always base that based off of the end product which is our Illinois state report card slash reading so I definitely would love to see the analysis behind that the data of the effectiveness behind that that's my ask but I will go ahead and continue to support this Miss Gonzalez yeah I um I just kind of wanted to share something that helps me think about this issue because I I I know um where miss Hannah's comments are trying to get at because our our students are not reading at grade level and we know this but to me I don't blame it on the books I don't blame it on the
124programs that have physical tools that our students can access um I think where students need the support and the staff needs a support is the professional development and how to connect the students to the stuff that they're reading so reducing the the books that they have access to doesn't really help us teach them phonics that's how I'm doing it if they have 50 000 books to choose from they have more opportunities to learn how to read and the teachers are you know have more flexibility that's how I'm viewing this um but I say that uh because you know going back to the teacher who who shared the the books in her class and made that comment about how you know there's this a conflict with maybe what she has available and what she like feels
125that she has support with and what she actually has those materials like maybe something like this is something that we should re-emphasize for her students and and and something available to her I'm not sure that's up to you guys absolutely uh you know talking with her hopefully after this session but I just I I needed to say that because I think we're thinking too much about the books and no and no student like is going to benefit from having less books and resources which they can access 24 7. so um that's what I went in really reading if and if I may say this and reading the tea leaves if you will it's really about um that we're concerned for our students right if I'm really reading the tea leaves here and really hearing you
126it's not about reading a to z so I understand the questions seem like they're about reading a to z and the resources that we use uh as a vehicle and material um but it the it's not lost on us know this and we do hear you and we most definitely will right reach out to her and and we've been there um and um that's why we're here that's why we're here for our students and so genuinely we want you to know that that that's why we're here and that's why we serve this board and that's why we work hard and and uh Miss Dela Sanchez it's about our students and on Beyond School their literacy that's right and how we were a part of producing as long as everybody individuals that will be able to
127function out there literacy literacy we want to open doors Mr riddle okay so it's everybody's saying something I'm going to say my piece um I may be old school but I know that children still read physical books electronic stuff yes I've got a granddaughter that does do some electronic reading sitting there at night with her iPad and read reading on an iPad and she's only seven but mostly she reads real books in her hands and I read real books in her hands and I know parents and grandparents can if the children have a physical book it's got pictures in it they can take it home they can carry it they can even it's annotated yes they can annotate it they can do a lot of stuff with it and so some of our children apparently
128don't have enough physical books in their hands I want to make sure that there's enough physical books and that our teachers have enough physical books I I wasn't pleased to hear about a teacher here who has books that are inappropriate in their classroom for what she's using so I think it's we I would rather see lots of physical books that the kids have in the classrooms that they could carry home and not so much spending money on electronic books that may or may not get used May or name may not get printed out and yet we put out a lot of money so I think the board is saying all the same things let's make sure they have enough physical books in their hands yeah and that we can even give them books I know
129the you know the books Place uh you know our church gives out books to kids library but also that I mean and you see kids mostly bringing physical books in their or pamphlets as you know they talked about the old SRA they were little teeny books yeah because a big book is awfully hard for a kid who's poor in reading but if there's a small book that he can pick up in his hands and it's got pictures in it it's even a pamphlet that's important yeah so I've said my piece look into that and also we are really saying the same thing and we're actually going to the balcony view we're all kind of saying the same thing right now and that's what breeding A to Z yeah because we need to get kids excited
130about reading you know I love to pick up magazines I I used to love when I was a kid to get the newspaper at the end of the week I don't know that we don't do that anymore it's electronic but to take home a newspaper that had you know different types of activities in it for different grade levels some stories to read the teacher would read one of those in class but there was other stuff in there I still think that stuff is important I use it with my grandkids yeah you know they get magazines too so I think that that kind of stuff is still very important right I've said my piece thank you thank you very briefly it's a both ends so this is one tool I do want to reiterate that I
131want to commend this board of education for buying a classroom Library just a few years ago for every classroom we're going to continue promoting books we're going to continue promoting physical books they're going to follow up with the teacher that came in and did the curriculum mapping I think we have a lot of information reading a to z is a tool um and and that's what it's there for and so it opens up a world in which like music and streaming my grandfather has a CD collection those physical CDs are there I have just as many songs on my phone right I can go and do both but it opens up more of a world so I'm going to because when I hear from a lot of staff is what they don't like is once
132we get something implemented we change it and when I got on the board that was one thing that teachers always came to me and said so I am I agree we have to look at is it a active but when we're talking about just a tool this is a renewal and I talk about how things are changing there's no longer I buy a class set and keep that for five or ten years this is I'm charging you for the renewal so those renewals are good Spotify I pay it every month that's the analogy so we're going to see the same thing come back year after years because now what they're doing is they have us on the hook for the subscription so this is an ongoing cost that you will keep you don't pay for
133the program and own it you pay for the licensee and so I do want the board to understand that this is a new way it's because like Mr Sanderson used to buy a box set you had that box set you kept it in a classroom and eventually when those materials were worn out you purchase new material this is going to be a recurring cost that the Board of Education assumes every year for these licensing materials so some things will be online and some of those tools that will be available to teachers will be through licensing so it won't be a one-time payment the plastic I'm laughing because I thought about us going and digging crazy yes ma'am I know okay and getting things that giving things that excited many many many generation of children when
134they were children when we were children and it caused us to become literate like and I'm going to say Mr riddle um Jeff was talking about it but the SRA sure yes those things were so those things were so beneficial right you had pronunciation of words you had definitions of words you had to use the words the vocabulary you had to read um you had to read and so all of it was right there in one program okay and that that brought many many many many many generations okay through school okay and we started that in elementary and I I that's how come I want look I'm dreaming of going to Barbados because I read about Barbados in SRS thank you Miss Anna World Cup vote please Mr riddle yes Miss Callahan Wozniak yes Mr
135McBride yes Miss Gonzalez yes Miss Hannah yes yes president Ewing yes I have approved motion carries 12b approval of intervention and tutoring services from hey tutor it is recommended that the Board of Education improve the services from hay tutor for the purpose of daily in-person intervention tutoring and acceleration opportunities at each elementary middle and high school for the amounts of one million six hundred seventy two thousand six hundred and fifty dollars this service will replace Varsity Tutors so move five second motion by Mr riddle second by Miss Gonzalez any comments or questions on the motion I just want us to be a little bit more a little bit more mindful of um of all of the programming the programs that we're bringing into the district and uh especially the amounts of money that we're expending
136on them and I'm going to be very very watchful in terms of how um of how a tutor is doing because there's a lot of students in our school district that needs tutoring yes and I would just say that we did hear a teacher as well say that they need help yeah hey tutor is another program and hopefully it will be beneficial to our district but it is a new program we're going to give it a try once if we approve this I would like a report in early December about how Staffing is going whether it's up and running yet because it's it's a heavy lift to get what 56 staff members on board and yeah this is in person this is a virtual so it's important that it's in person and it was wanted
137by the teachers Mr McBride you know I was uh watching uh a program last week dealing with Pairs and tutors and this tutor is a tutors are more than just tutors uh children daydream in school they look outside the windows they're talking to their friends sometimes they uh and all kind of anxiety but when you have a person right setting with a student there's a relationship where the students attention spans get becomes totally different they're they got they got a friend now that they can sit down and uh talk to and uh work through whatever the issues that's going on in their psyche to try to get the job done that's we considered where we come where we claim Reading Writing and expectations of learning and that when you got a body sitting there next
138to that student that helps also they talked about uh who else better understands the student than somebody that's with the student all day long looking at whether they hungry that day whether they acted out that day uh whether they had issues with their parents that day that tutor is more than just a a tutor for academics so so I I think the idea of uh I'm missing your name Mr Cesario when I told you last week I thought that was a great idea as I was watching that program all those things could Encompass a tutor so for me uh I I couldn't I could have used a tutor because I used to act out in school but if I'd have somebody sitting there talking to me maybe I wouldn't have been able to act out
139so the tutor is important it's just I just want to say that now thanks for your hard work to going out there to find them because once again we always we always talk about academics we've been talking about it with books tonight uh the bottom line to it is that uh a tutor can't do nothing but enhance the idea of a kid learning that's all a tutor can do thank you yeah very briefly um one of the things that's important I want the community to know through education is we help with the budget one of the things we did last year was put a lot of money towards tutoring what we heard from our teachers and our staff is at the end of the day I don't I can't physically stay later I'm tired um
140beat up I'm demoralized I don't want I can't right I have my own family at home that I need to tend to so while we set money aside one of my frustrations was we still had that money sitting there and Deputy Cesario was very transparent about why that was so I commend them for going out and finding the service and I think uh Miss Wozniak because again it doesn't matter how much money I reserve it doesn't matter how many positions I approve if we can't staff the positions if we don't spend the money it does our students no good so while it is uh 1.6 million dollars I think it's 1.6 billion dollars well spent and I want us to continue to make sure that we are offering it to our staff first but when
141we can't or they can't or we don't have enough we still have to provide these services to our students so thank you to those researched it roll call vote please the riddle wasammo yes president Ewing yes item approved motion carries Mr President I am asking and uh you know I don't look at time but I'm trying to get to something anyway I am asking with the concurrence of the board if we could take uh items uh 12 c and d uh together because we heard um we talked about these um at the uh committee meeting um the committee meetings last week and um so we have a motion Miss Hannah to approve item c and d and then I heard a second from Miss Gonzalez first if there are no questions as we're trying to
142stated and no one opposes roll call vote please Mr riddle yes Miss Callahan Wozniak yes Mr McBride yes Miss Gonzalez yes Miss Hannah yes Miss Clark wasammo yes president Ewing yes items approved motion carries for the record 12C approval of contract Amendment to the mass Cooperative procurement agreement with Johnson Controls Inc and the approval of agreement with conserve FS for bulk assault could we take uh items a b and c of 13 together I think that's your motion so Mr that's my motion and we didn't on the last one and we don't have to but I'll read it for the record I did someone didn't read all of the recommended actions it's not required it is our normal policy there there that presented the board Psalm we had the motion we voted on it but
143for this I like to do it um the way we normally do which is 13 a epic program parent facilitator position uh 13B Personnel 927 2022 and 13c appointment of board hearing officer superintendent you'll read all three recommended actions and then the board will vote in a single action it is recommended the Board of Education to proved the creation of the Epic program parent facilitator position at an estimated salary cost of 45 sorry we have a question for Miss Wozniak did you read C and D no I uh I acknowledge that okay yep so we voted on it Robert's Rules is our own governing agreement so it's still legally buying in is that correct but it was a difference procedure we voted on it we had the recommended action that's there yeah so we're good
144Mr wisely I get into the procedure we're doing it the right way this time okay yeah who was the second on that that was uh you said it on Sunday so so Lieutenant if you can restart with the Epic program facilitator position it is recommended that the Board of Education improve the creation of an epic program parent facilitator position at an estimated salary of forty five thousand dollars Item B it is recommended that the Board of Education accept the administration's recommendation to approve the appointment is accept the resignations as found on schedules at 988 and l936 item C is recommended that the Board of Education approve and appoint Mr Edward Wong III of Delgado Law Group as the board hearing officer for student discipline and suspension appeal cases and employee cases as need arises all
145right we got a motion in a second seeing as there were no objections to taking these as an item roll call vote and while we do the roll call if we can get the administrative appointments and then I do believe Mr Wong is in the audience as well roll call vote yes Miss Callahan Wozniak yes Mr McBride yes Miss Gonzalez yes Miss Hannah yes Miss lagosamo yes yes item approved all three items approved motion carries uh with very uh you know enthusiastic we do have an administrative appointment tonight I would like to introduce Miss Barry Schwartz who previously served as a teacher Behavior specialist she is now receiving her dream job and Mr McBride she will still pick your mind and ideas from you she will now serve as the manager of diversity equity and

149information that was sent to me and um I gonna have the board president have Nick uh send this thing to you but my ask is and I've already sent it to uh Dr sario and um the superintendent but I want the board to see this and this is a wonderful opportunity it will it's something that will be positive for the school district where we will be uh hosting my ass is that we host a um uh like a movie watch that we will uh it's gonna be By Invitation Only from the producers of this documentary and um this is in conjunction with the um Illinois um literacy Early Childhood literacy coalition and um they they're getting districts around at this point around Illinois to be host uh host committees where everyone would come in and
150whether we use the Trap Auditorium whether we use the boardroom but we will watch everyone will watch the documentary regarding um uh right to read okay and the Coalition that I'm working with we are in the process process of drafting legislation um that will um help with students learning to read literacy but not only children but literacy across the board for everyone and so I think this is a great opportunity for our school district and I am so hoping that um that that we will be um will be able to do this the uh the watch party I'm gonna call it that because people like that the it would be um uh November 29th that's the screening and um after this after the documentary is shown then there will be um uh the Illinois literacy
151uh uh Zoom panel and uh we'll be able to interact and ask questions uh with the uh with the panel and uh also they are affiliated with Stanford University Berkeley University and the only cost and this is going to be across the state it's just not going to be here in Waukegan um everybody's going to be hooked up all at one time and um uh the uh let me see there's going to be a panel discussion over the zoom about the documentary and what um what what what was there um the um points all that stuff but and I'm sorry what's the date and cost oh okay okay the date of the document of the screening for the host uh Committee in Waukegan is November 29th Tuesday yeah and what time it is um that
152I'll have to get back with you because they're still putting coordinating things okay but the only cost of this uh this little event is for a two two hundred dollars two hundred dollars and um that's for the producers okay and um I just think that this is this would be something positive for us and when um we could have our name associated with um for some State legislation and then on to National legislation I mean come on we're doing pretty good right so we've got the date and the time and there's a whole bunch of information on the right to read film.org I'm going to you can go on that yeah oh you got it I got it here so I need to read a film.org go to the website you get a lot of
153information absolutely yep so even watch the trailer you can watch the trailer absolutely so get information um probably work that Miss Anna is doing on this committee um and again she's presented it to the administration and um she doesn't want you know to review and at least decide so that they can figure out uh what we're doing and get it scheduled and on the calendar so Administration is aware you sent that to Deputy Cesario and him and the superintendent will confirm uh when we have further information it'll be uh released as well and one of the big things is that I am going to need like names and we're gonna we have a meeting I think maybe I don't know if it's Thursday this Thursday or next Thursday anyway we have another meeting and I
154will um I will know exactly um how we are to get the names to the producers because it's Invitation Only and yeah you know I already invited us okay the board and um you know for the it's for the administration unfortunately um uh at this time and I'm just uh going by what they have instructed me it's not open to the public yet and uh so they want administrators board members and um like community and like an agency a specific agency right about like our teaching instructors yeah um I I don't know the teachers are in teachers are invited right the film itself is going to be released in the spring of 2023 so right now it's Miss Hannah saying it's a it's a screening it's a pre-screening right and of course they want your
155comments afterwards right absolutely right absolutely looks good looks good Miss Hannah thank you yeah so that we can do this I think the administration heard you they'll look into it and we um I think it'll be a good thing so but we do have a superintendence report 17c a systematic test Dr Noel and Mrs Phillips to come up this is exciting thank you good evening superintendent Board of Education colleagues and community members and staff um it's been a couple years since we've presented to you on the Illinois state report card so I'm just going to give you an overview of what's to be coming to um in October uh report card when the report cards are released um for the last two years we've had different variations of the report card we've had different things
156that the state has put in place where different metrics were calculated some were not calculated et cetera so it's good to be back in a spot where we can actually have a full report coming to us here shortly so in terms of where you can find it you can go to Illinois reportcard.com and you can look up any school any District in the state of Illinois so if you type in Waukegan cusd60 the entire district report will come up if you type in Glen Flora Elementary that particular school report will come up so you can filter it any way any way YouTube's next please so what's on the report card when you get in there you'll see this is kind of the home page you'll see multiple um bars on the left hand side or
157tabs I guess that you can click on those different things and I kind of listed them there so academic progress for example if you click on that there'll be a number of metrics that fall underneath that that uh that category District environment and so on students accountability teachers administrators District Finance the report card really has expanded over the last five or six years they've gotten very comprehensive with what they what they provide for the public to see about different schools and districts so all the information is there when you click on these tabs you'll be taken to other thumbnails that you can even go deeper and click on all different types of metrics related to our district in our schools next so just a real quick rundown where we've been the last three years um
1582018 2019 was the last time that our schools actually received uh summative designations okay so it's been three years roughly since we've received those designations since that time our schools have held on to their that designation over the course of the last three years that the designation that they had in in 2018 2019 continued to carry over um for the last couple years except for this year this year we will be getting new designations based on Based on data so in 2019-2020 there was very limited data as you know we closed schools in March of that year we had they had the state had a lot of the metrics but they didn't have a lot of the assessment data because a lot of our spring assessments happened in March April May so they didn't have
159assessment data for 1920. um so our uh no uh some of the designations were received by schools or districts 2021 we also had limited data this was our hybrid year as you remember some schools started the year hybrid some schools started with your remote some school I mean District districts were all over the place so again as we decided to um not make out a summative designation year as well because there's limited data some of the data that they did calculate um they calculated but they had concerns about it because of inconsistency with attendance and consistency with students being unquarantined and consistency with you know staff and teachers being available in schools and those things so there were some calculations that were done um but a lot of them had little asterisks by them because
160they didn't really want people to read into them too much so this current year 2122 this is gonna be the first time again like I said where all data will be available and every school in our district will receive a summative designation just want to take you down that that road where we've been the last couple years um in terms of our asset designation categories they haven't changed so there's four categories that the state assigns to schools there's an exemplary category a commendable category targeted support and comprehensive support and all these designations are determined by multiple measures of school performance there's usually academic measures and there's also non-academic measures that contribute to these designations next slide in terms of the elementary and middle school indicators these are the metrics that are used to determine our
161Elementary in our Middle School designations so if you look at the academic indicators for both elementary and middle you'll see that there's a huge emphasis on the iar in terms of EA Ela growth and math growth proficiency is in there as well we have the English learner progress towards efficiency exam which is our access exam and then the science exam as well so those are the academic indicators and I put in there also their weights so you can see how each one of those is weighted in terms of school quality indicators chronic absenteeism and then our climate surveys our five essential survey is what that refers to make up the school quality indicators so those one two three eight different indicators will determine what our schools ultimately what their designations will be and how those
162schools performed on those different indicators it's similar investment of course is different at the high school the majority of their indicators focused on graduation rates so 50 of the high school designation is based on graduation rate we do have the SAT test there in terms of ela and mass proficiency same with access and our science proficiency as you saw in the elementary middle schools as well and then the non-academic indicators the school quality indicators uh you have chronic absenteeism which is 10 and freshmen on track and their climate surveys as well so that is the breakdown again with the weights for how the high school designation is calculated and determinated determined sorry so the current um I said a few slides ago that schools have now received an updated designation for some years now so
163this is where all of our schools currently stand we have um one school Clark that falls in that exemplary category category excuse me we have 12 schools that are in that commendable category and then we have eight schools that are currently in our targeted category in zero schools in our in our comprehensive category question yes sir um we got one exemplary right yes and I see our Blue Ribbon School in commendable yes how come McCall is not in exemplary so going back to those indicators that I just shared for the elementary middle school essay indicators so that slide that's how schools are in their designations Blue Ribbon has a completely different set of standards that they look for when they're acknowledging or awarding schools with a blue ribbon uh determination say it again so there's
164different standards there that are measured in terms of you know Blue Ribbon is a national thing right Blue Ribbon Schools is a national thing um these asset designations are excuse me our state these are State designations and these also designations were prior to the pandemic so I don't know what these are going to look like coming after but that will be the indicator of where our focus our targeted Focus needs to be to get back our schools where they're at and start moving them over because as of now you can see we had no schools and comprehensive support which is that that last tier coming this year based off um the trajectory that we see the data that could change but this is that year that we're really targeting to get them all back to
165where they were go ahead and if a school has a targeted designation there's usually one student group or two student groups that are they consider their priority student groups that that's that particular school has to really um kind of cater their supports and resources to support um to kind of get them back into that come and go and commendable category or exemplary of course um all right next slide some new things that you'll see on the report card this year that we haven't seen in years past and and Tasia is going to speak to this first one at length is a equity Journey continuum uh the state um has added this the report card this year she's going to explain to you how they calculate that what they look at when they're determining what that
166looks like for our districts in their schools uh the annual summative designation again returning for the first time since 2019 so all the schools are going to get that there's a career in technical education um portion of the report card now that focuses on on CTE not only CTE participation but CTE concentrators and those are students that take multiple CTE classes assessment data they're going to give us a metric issue and the percentage of students that did not test on some of those major assessments teacher certification they're going to be looking at a number of nationally board certified teachers that our district has and they're also going to be looking at the number of teachers in the district that have gifted endorsements as well okay so those are the other things that they're going to
167be looking at that you'll see on the report card this year next slide so in terms of a timeline um currently right now districts have the opportunity to review data that's that's there and it's been provided by the state and verify some of that data so if we if we acknowledge any discrepancies um we have the opportunity right now to contact the State and let them know that you know there's something here that you know may be off or doesn't drive with some of our numbers and then they they investigate that further we have till the 30th to do that so that ends this week on October 3rd the superintendent will gain access to our District's report cards all right so she'll be able to see our schools and how they performed as early as
168October 3rd the media will gain access to those on October 20th all right so they get a chance to you know look at those and you know usually you'll see stories that come out about districts from local media Outlets about how they're just performed et cetera uh and then those all the reports have become public on October 27th for everyone to see so on October 27th they'll become public I think 9 A.M central time they'll become public for all for all stakeholders to see all right at this point I'm going to turn over to Tasia who's going to walk you through that new metric that I mentioned the uh is a b Equity Journey continuum yeah this is the superintendent question um on October 3rd you're going to have the information um I I really
169would like to request that um that you bring the at the information to the board before it's released to the public so that we will be aware of what the public is going to hear and we will be able to we'll be able to address the public you understand what I'm asking I do understand um I I'm going to need to look into embargo and everything else because there are um confidentiality Clauses once that comes out previously I don't know what that looks like this year but I do hear you Miss Hannah um and we'll figure out how we do that or when what's the earliest date we can do it but you do have the commitment that the board will be able to see that before we go public right there is that there
170is that time frame I can speak to it briefly so yes they do embargo that data until it becomes public so um the superintendent it's really her her preview only um before anyone else so the superintendent's gonna have a chance to possibly you know discuss with their board or share with their board but the information is not available to the public at all and I know I I guess I'd have to find out if the board is considered public I'm assuming you are well look into it so I'll look into it I'll contact the State and find out right okay okay thank you all right good evening everyone my name is Tasia fields and I'm the director of equity and inclusion and I'm here to share with you um about our new ISB Equity Journey
171Continuum next slide it's a very exciting time for isby to bring out this Continuum we know that our state has a commitment to equity as well as our district we've already started doing a lot of this work when is be adopted their strategic plan in 2020 Equity was a big part of it and this actual Continuum came out of that plan I do want to mention that I had the opportunity in 2021 to participate in their pilot of this Continuum so I have been able to give the state feedback as they were developing this tool the equity Journey Continuum is an informational tool for districts to track their progress toward closing the gaps in student achievement opportunities and support So this um this tool will lend us data to look through how our district is
172working through an equity lens next slide the Continuum consists of three areas so you'll have student learning learning conditions and elevating educators and that's also aligned with the Strategic plan the data elements in this Continuum are measurable the data is reliable and Statewide data that we already use and is already collected and verified and reported to isby so this uh the the way that we're scored it's not with any new information it's all with the current school report card data so I'm just going to tell you a little bit about the three areas and what data that they're looking at when they are conducting the results next slide so the first area is student learning and this is where they're really looking at academics gains made how our students are performing next slide and so
173what you see here are some of the data elements that will be looked at under this area so they're going to be looking at the kids assessment a variety of our student performance data graduation rates and our access to high quality curriculum next slide the next area is learning conditions and this is where they're going to be focused on our learning environment and how equipped we are to meet the not only academic needs but those social and emotional needs of every student side and so this data is where they're looking at that five essential survey data so they're going to be looking at the response rates the climate survey and that discipline data so that will include expulsions in school suspensions student attendance and site-based expenditures next slide and then the final areas elevating Educators
174this is where we'll take a really deep dive into our populations next slide the data pieces that they'll be looking at there is the ratio of educator to student their racial breakdown demographic comparison again admin to student teacher education experience and experience experience and student and the teacher evaluation system as well next slide so if you look at the four steps at the bottom this is how the data is going to show up right so the first step is you get a well it's not numbers this will be dots like this so the first one is large gaps in equity the second one is moderate gaps in equity the third small gaps in equity and the fourth being minimal gaps in equity so now this is just a snapshot of the district's current step but
175it will be under these three main areas so if you look at this slide here this is a sample of what it's going to look like so as you can see the bottom dark blue and gray box you see those areas along the left side student learning learning conditions elevating Educators and then across the side you will see the ratings as indicated in each step so that's where you'll see the dot and how our data looks the one thing that's really exciting um about this new Continuum is if you see in the red box there's an area there for a district Equity narrative so that's an opportunity for um myself and the team to really share about some of the work we've been doing as regards to equity so I can speak to our school-based
176Equity facilitators the Equitable School walkthroughs that we're doing the Equitable policy reviews that we're doing and our Equity assessment so we have that place to give a snapshot to go a little bit deeper speaking about the things that we're doing here as a district outside of just the data points that we're given here next slide and so this last page is just a link of some resources that first link is the link to the school report card isby has provided um several presentations and um information about the Continuum you can find that there and then there's a frequently asked questions document that is linked there also that is all I have any questions for either of us yeah I got a question uh based on all the information you just shared with me in all
177the areas of expertise that is we're going to be looking at I heard those expertise your point of view what kind of grade you think we're going to get tricky one you know I'm not going on tonight I mean in terms of President individuals coming up doing presentations and one and plus what I've been hearing over the years because just for Dr Knox what you said about the schools well that was comfortable you know that it just happened so my question to you is from your point of view being in your disposition for two years now or three this is starting year three so I had the question I think it's about able to answer that well it's hard to kind of seen it so you've seen it yeah that's fine yeah I don't think
178she can answer it because it's a new it's a new calculation for the report card um and um that's yeah I could see why that's hard Tasia um but I think like Tasia misfilts can speak to is that regardless of what it is she's going to see that improve just tell me what we could do better that's a good answer we're doing it we're doing it because we already have so much to fill in the narrative I mean I've been on the calls with other districts they're not there yet you know so we we are we are we're ahead of the game um when it comes to this especially being able to participate in the pilot I I was the one that was there giving feedback on behalf of our district around what data elements
179that we do have I ask questions around what does this look like when it comes becomes to climate you know they ask well what can't what type of data do we have so I've been able to give a lot of feedback around the structure of this tool and I am excited to have it but the ratings they're very tricky um the way that they're calculated so I would encourage you to go and um on the website there and see how they calculate the numbers they're very intentional about not using actual percentage points because it's just kind of mind mind-boggling so they came up with the dots as indicators so it's it's it'll be easier to read I got a question I love you too Jessica um the um okay our lowest struggling group what are
180you all planning for that I I don't I'm not making a comment I am asking a question and I will expect hey a answer okay maybe at student achievement okay because We're Not Gonna Keep you know leaving that large gap of our lowest achieving students not discussed okay we're incomplete I need to know we're in complete agreement okay Miss Hannah and we will have those discussions um it's 10 o'clock right now and I think we're all mentally fried but we will be intention on the conversation and um bring that back to you okay and okay we don't uh after we got one more thing 18 information items itemized conversation report thank you Republican ninety six zero four Thirty Four sb2270 it's just information um so that's been presented there's no vote um it is 10
181o'clock and to honor the board agreement I'm going to ask that we call for a motion to it [Music] a little bit foreign
