001Three and [laughter] we'll this regular meeting of the of the Board of Education to order. If we can all stand for the Pledge of [laughter] Allegiance. Um on the roll call. Mr. Christian? Here. Mrs. Washington? Here. Mrs. Herbert? Here. Mrs. Simmer? Here. And Mrs. Dowdelberger? Is Um there's a statement that Vice President Herbert is going to read for for member Dowdelberger. To the Board of Education and Fort Madison community, please accept this statement to be read in to the official record during my absence this evening. Due to unavoidable professional commitment, I was unable to attend the meeting in person. Though my heart and focus remain steadfast with the work of our district. I want to state clearly that I requested a timely change to this meeting date to ensure full board participation. While I was
002informed that a shift was not possible, my own subsequent outreach suggests there was in fact a greater willingness among my colleagues to adjust the schedule than was initially communicated. I have raised these concerns before and have made every effort to plan ahead to avoid these exact conflicts. As I take my responsibilities to this community with the utmost seriousness. I care deeply about my role, our students and staff. However, I must speak candidly. The current practice of scheduling back-to-back meetings is counterproductive. This pace leaves no breathing room for board members to truly to be truly thoughtful or for our dedicated start staff to properly prepare and recharge. My dedication to this elected office has been proven over many years regardless of my title. And my engagement with this district and the OSBA began long before I
003took my seat on the board. My commitment is unwavering, but our processes must respect the time and mental bandwidth required to lead effectively. Regarding this evening's agenda, I am formally recommending that the Board of Education and administration issue a official communication to our staff. It is imperative that we clarify that no decision has been made regarding budget cuts or staffing. As we navigate the complexities of the new state funding formulas and state budget HB1 transparent communication is our most vital tool for maintaining trust and stability within our schools. Thank you all for all that you do. It's great to be a Cruiser. I respectfully request the treasurer to include the full text of this statement in the meeting minutes for our official record. Respectfully, Latoya Dowdelberger, Board of Education member. Uh thank you for reading
004that. And for the purpose of ensuring the record is complete, I would like to provide some additional content. Earlier this year, the Board of Education formally approved the 2026 meeting schedule by vote including the structure and timing of our meetings. The schedule was adopted with full participate board participation including support from Ms. Dowdelberger who made the motion for that um calendar. On March 29th, a request was made to reschedule this meeting in a response to the full board that same day explaining that given the timing, it would not be appropriate to change the date. Doing so would have required adjustment not only from board members, but also staff and members of the public who were who rely on the posted schedule. Following that communication, I did not receive any response from board members indicating support
005for a change. While we always strive for full participation, occasionally conflicts do occur. And it has been consistent practice that the board maintain its adopted schedule to ensure fairness, transparency, and proper public notice. I remain [clears throat] committed to those principles as we conduct the work of the district. And I would ask this be added to the the board's president's reply. Thank you. I'm going to comment on also I I think it's inappropriate because this is not on the agenda and I think it should have been sent in time to be added to the agenda, but I do have one strong comment. There were there were was mentioned in there about being able to refresh. I spent two years on this board in this room till 2:00 in the morning. And they they had the
006last meeting of the year that they conducted went till 4:00 a.m. There's a reason we went to two meetings. I wasn't there at 4:00 a.m. I I can't participate till 4:00 in the morning. So the person making this statement should have reflected on that before they criticized our move to two two meetings a month. Thank you. I have a statement as well. Yep. Um we did all agree on the organizational plan and scheduling two meetings with the caveat that they would be two short meetings, not two long extended meetings. The meetings have been 6 hours. We have not gotten out of here early. The intent was to reduce the time of meetings. That has not happened. I guess you don't have something to compare it to. As I said, 2:00 a.m. and 4:00 a.m. So
007we're doing better and we can do better. I agree. And I think we did vote All right, we have item B which is uh agenda approval, adoption of the meeting agenda. Um I move that the Board of Education approve agenda. [laughter] Pardon? Yes. So does anybody have any comments about the agenda Uh we had our initial um policy committee meeting, but last minute Ashley was not able to be there, so we really just had very general discussions and it's not processed uh the full minutes or anything yet, so I would ask that we postpone that report. So we will delete item E, board committee reports. Yes, thank you. Um I would ask that item one E, the March 8th special meeting be removed and put on the next agenda. I I didn't have time to
008review. We only had I only had the transcript for a week, so Monday been a whole week actually, so. Could you please remove that one? Um it's B. >> [clears throat] >> Move Yeah, take E off and we'll put it on the next All the other ones stay. I would also recommend to remove G1 and H1. G1 because we are still waiting on the updated resolution and H1 because we cannot discuss a work session without a full board here. G1 and H1? Correct. G1 and H1. So I would like H1 to stay on, if that's all right. We can't discuss a work session without a full board here for input. It's um having to do with the individual who will speak. But they should have with the day of the board here to have context
009and input. I feel we should wait till the full board is able to attend. We won't be voting on it. We'll just be discussing the individual. There's no vote there. I agree with Ashley. I mean we took out E, we took out F1, and she's only asking for H to be removed as well. Just like you two just asked. And it wasn't a rebuttal. Okay, I'll bring it up during comments. In other words, then we'll remove G and H. Any other changes? So we're deleting E, we're deleting E, March 8th minutes only, and we're removing G, but keeping H. Correct? Yes, we'll remove E, board committees. We'll remove F one E We'll remove G one and H. I I I need a first and second. A first to amend the agenda. Yes, yes. Do you
010want me to make the Okay. Somebody second. I move that we amend the agenda for what we just discussed. Okay, can you repeat that one time, um Adam, please? Yeah. Okay, so I have for the adoption meeting we're deleting E in the March 18th minutes only. And then we're deleting G. Oh, and H and H. Correct. And I need a first and second. First. I'll second. Okay. All right. Rochelle. Aye. Mrs. Zimmer. Yes. Mrs. Herbert. Yes. Mrs. Walsh. Aye. And Mr. Gresham. Aye. All right, we're on to public participation. >> [laughter] >> That's the first item C1. All meetings of the board and the board appointed committees are open to the public. In order for the board of education to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a
011maximum of 30 minutes of public participation may be permitted at each regular board meeting. Each person addressing the board shall give his name and pertinent background information if needed. Um if several people wish to speak, each person is allotted 3 minutes until the time total time of 30 minutes to speak. During that period, no person may speak twice until all of those who have desired to speak have the opportunity to speak. Um please remember that the law prohibits discussion of of specific employees or their job performance at public meetings. State law does allow for discussion of uh board members by board members regarding employees in executive session of the board. We have one public participant and that is Tony Knapp. Good evening. I'm here to introduce EDP, the extended day program, to the board. Allow
012me to introduce myself. Sorry, I'm a little nervous. My name is Tony Knapp and I served in extended day program for 11 years, including 8 years as site director. I currently oversee Glendening and Sedalia elementary sites. Um a little history of um the program. The extended day program was founded over 30 years ago by Genie Grub and a parent through a through a grant at Glendening, Madison, and Sedalia. After its establishment, the program became self-sustaining. Stating prior to the pandemic, Grow Park managed the program with Genie Grub as the coordinator. Since we have been the program has been led by three different EDP um coordinators. Currently we EDP serves an estimated 89 students across two locations with 42 at Sedalia and 47 at Glendening. This includes both full and part-time students with some variations throughout
013the year. Our typical day starts at 6:45 with the doors opening at 7:00 for the morning session and 3:30 to 6:00 for the for the evening ses- session. EDP is vital service to working parents and I have some letters of support from some parents, some of my EDP parents, to present if you guys are will- want. I wel- I welcome the board members to visit extended day program during the operating hours to observe our operations, to discuss ways to strengthen staffing, communication, and safety protocols. Thank you. Thank you for your time and if you guys got any questions, I'm available. Thank you for your work. We appreciate [laughter] it. Thank you very much. So now we're on to D, presentation and recognitions. Uh Mr. Groom. Yes. It's the moment we've all been waiting for. Good
014evening, everyone. Everybody get a cupcake? All right. Uh you know, we don't have enough seating in here tonight and that is one of the best problems I think I will look at this week. This is such a wonderful time to be able to recognize our artists, our athletes, and some district recognition. So we appreciate you all coming here tonight. Um and we are going to start by recognizing our art awards. So, at our district art show held during the state of school celebration, we recognized outstanding student artwork through our best in show awards. Each art teacher selects three student pieces to be included on a district-wide ballot. All artwork was displayed at the show and every district art teacher votes for their favorites. After votes are tallied, the winning students receive a best in show
015ribbon, a certificate, and a Michael's gift card to support their artistic growth. Because our high school has such a large and diverse art program, we present three separate awards there. One for 2D art, one for 3D art, and one for digital art. We also have a superintendent's choice award that I get to choose. Uh those art pieces will be displayed here at the DSC. Last year's winner is proudly in my office in the window right by my desk that I look at every day. So, very happy about that. Uh we're going to announce each winner and we'd like the student to join us up front. And if you'll stay up here, we'll have the uh with the board members we'll do a group photo at the end. And if any art teachers are here to
016support your student, please feel free to join your student as they come up as well. Once we finish with the art students, we'd also like to take a moment to recognize outstanding art teachers. Pulling together the the district art show is a very time-consuming effort on the part of our art teachers and we want them to know how much we appreciate the work that they do to make this evening special. So, without further ado, we're going to start uh recognizing our students. From Little Cruiser Campus, we have Sam Ellinger. >> [laughter] >> IF IF IF HE WILL. YES. OKAY. From Asbury Elementary School, we have London Carson. >> [applause] >> CONGRATULATIONS. THANK YOU. STAY UP HERE. From Dunlow Elementary School, we have Jasmine Gurung. >> [applause] >> All right, this is going to be my
017first challenge. Glendening Elementary School, Vasili Son Velusa. IS THAT CLOSE? >> [applause] >> CLOSE? I DO MY BEST, SORRY. UH FROM Grow Fort Elementary School, we have Anthony Warfield. >> [applause] >> Congratulations. Please, Anthony. Okay, uh from Madison Elementary School, we have Zari Morrison Hilton, who's on vacation and can't be with here tonight, but I think we should recognize the STUDENT AS WELL. >> [applause] >> FROM SEDALIA ELEMENTARY SCHOOL, WE HAVE ARIS BUTLER. >> [applause] [laughter] >> OKAY. FROM MIDDLE SCHOOL CENTRAL, we have Mathias Guillen Patista. >> [applause] >> From Middle School North, we have Samaris Lebanon Velasquez. >> [applause] >> From Middle School South, we have Hector Rivera Rangel. >> [applause] >> ALL RIGHT, REPRESENTING Groveport Madison High School in digital art, we have Chris Deschler. >> [applause] >> Deschler. Groveport Madison High School
0182D art, I have AMAYA AYERS. >> [applause] >> GROVEPORT MADISON HIGH SCHOOL 3D ART, we have ISABELLA WOOD. >> [applause] >> OKAY. THE Superintendent's Choice, MCKENZIE DEAL. >> [applause] >> OKAY, EVERYONE HAVE THE BOARD JOIN US UP front and we can try to squeeze together and get some pictures. >> [applause] >> Okay. Uh next we'd like to recognize any of our art teachers who are able to come tonight. I know some of you might want to grab some more pictures or pictures with your teachers, but if we can go through our list, we have a certificate uh we have certificate of appreciation for every art teacher that says, "With appreciation for your creativity and dedication to the district art show, your guidance, vision, and commitment help our young artists growth confidence. You care the care
019you bring to nurturing their creative work enriches our schools and strengthens our community. Thank you for bringing that imagination to life and making the showcase truly special." And again, I'm sure you were all there to see the level of talent and beauty and creativity. It was absolutely wonderful. So, thank you for our teachers. We have from Asbury, MAGGIE COUNTS. FROM DUNLOW, MEGAN MERRITT. >> [applause and cheering] >> Glen Denning, Rachel Blackmore Blake Barr. Groveport Elementary, Danae Spark. From Madison Elementary, Ashley Welch. From Sedalia Elementary School, Dana Stetts. >> [applause and cheering] >> From Middle School Central, Wesley Boston. >> [applause] >> From Middle School North, Stephanie Smith Awusu. From Middle School South, Kelly Howley. >> [laughter] >> Groveport Madison High School, Aaron Fenzel. Groveport Madison High School, JEREMY MILLER. GROVEPORT MADISON HIGH SCHOOL, MICHAELA PATTERSON.
020And Groveport Madison High School, MEGAN STOFFER MILLER. ALL RIGHT, WE'RE GOING TO COME BACK UP AND GET A PICTURE WITH THE BOARD. THANK YOU. >> [applause] >> GOOD EVENING, BOARD. I HAVE THE PLEASURE OF doing our winter sports recognition. But first I'd like to say a few things about extracurricular activities, kids that participate in clubs, activities, events, and our student athletes. We have the utmost the utmost admiration and respect for these students. They have to maintain good academic standard, and they spend most of their nights and weekends dedicated to their teams and activities. We know that is hard, but there's a lot more that comes out of this. They get a clear understanding that they're bigger they're part of something bigger than themselves. They have dedication, grit, and determination, and commitment to their team. And
021those are great characters characteristics they they can take on into their life and um as long as as well as lasting memories. So, we're recognizing the winter sports right now, but I do want to do a shout out for our marching band, our band, our choir, and as we just recognized our fine arts clubs, activities, and events that kids participate in. But we are proud of our winter sports and I'm going to start with the First of all, let's hear for all of the student athletes AND AND >> [applause] >> I'M GOING TO START WITH THE BOYS BASKETBALL TEAM, COACH Lamont Hampton and Coach Coley Atabanjo. Are you both here? Come on down, guys. >> [applause] >> All right, I don't want to steal any of the coaches' thunder, but I do want to say
022that the boys had a good season and accomplished a lot. And I do I to let Coach Hampton speak, but um last year they did a really good job and this year the team had their own and did accomplish many things even this year and we're awfully proud. Coach Hampton. Yes. Guys, you guys can come on in. Fellas, come on in. I just want to thank the board and Mr. Groom, Mr. Smothers, everyone for honoring us. We had a a historic year. Last year obviously. We put up three banners. District champs, first time in 40 years, Elite Eight, regional runner-up, first time in over 100 years. So it was a special year. This year we had a winning season. We lost eight seniors. We're in rebuilding mode, believe it or not, there's a lot of
023freshmen and sophomores up here. So the future is very bright. I expect your cruises to have a great season next year and the years to come. Again, I appreciate everyone's support. And I want to thank my players. I want to thank these two these three coaches up here, coach K, my varsity assistant, coach JC, coach Damon Powell. They both coach JV and freshmen. Help with varsity as well. I couldn't do any of this without my staff. We got a couple guys missing. Players and coaches, but I just want to thank everybody that's a part of the boys basketball program movement. And please continue to support us cuz they're working really hard. They all just left the gym. A couple one of them got a twisted ankle right now and he's standing strong. I'm proud of
024you Jordan Wagner. And just thank you guys. >> [applause] >> If we can have the the board come up and get a picture with the basketball team. I have to tell you personally, not that I'm the tallest person in the world, but I don't feel short around certain groups. These gentlemen walk in here, I feel myself in the background kind of trying to get up on my toes and I'm still not seeing eye to eye with these guys. Hey, I know you guys are hard, but on this one you smile. Smile for the cruisers. >> [laughter] [cheering] [applause] >> Thank you guys. Thank you guys. Thank you. >> [laughter] >> Thank you guys. Thank you guys. Thank you coach. Hey, thank you man. Okay, next I'd like to invite up the girls at the Groveport
025Madison High School girls basketball team. Coach Ariel Covington could not be here, so coach Snyder will be in her place. I do want to mention that the girls this year won their first ever state tournament game versus Upper Arlington. THAT'S AMAZING. COACH SNYDER. IT IS ABSOLUTELY GREAT TO BE A CRUISER. I love it to death. Um Coach AC could not make it here tonight and a lot of the players could not make it tonight. But they are did an absolutely in incredible job. Not just the fact that they're going on the field and you know, playing the court, but these are just amazing girls. I absolutely loved it. When I got this job, I was a little nervous about the girls basketball team, but I will tell you I absolutely love the girls basketball team.
026They're absolutely fun to be around. They're joy. They laugh, they're having a great time. So there's a lot of good things that are going on and I was there for when they did win that tournament game and you It was a great moment for our girls. It was just a great time to be around our girls having a good time, so Thank you guys. Sorry about that. Um There I There's no girls Tonight we have a track meet. So a lot of our athletes are two-sport athletes. There's also our bowling team. This coach is going to come up here, but we also have guys playing baseball tonight, which is where I'm coming from. So I just came off the baseball field. While I'm standing here, if I'm allowed to continue, I do have one wrestler
027here. This young man came all alone because that's what we do in wrestling. We stand in the circle by ourselves. So this is Ernesto Perez. Our cheerleaders are amazing, but Ernesto is a great young man. He's a great representative of what our wrestling program's all about. Our head coach Matt Miller couldn't make it tonight. Doing a great job with our program. When I came into this job, there was four wrestlers on our wrestling team. It was in dismay. We are having a JV program. We started a girls wrestling this year in the OCC. We had I think seven girls on the team. So we are starting to build our wrestling program to where we're going to be a dominant sport because of the guys like this. Ernesto made it to districts. That is not an
028easy feat in the wrestling world if you understand wrestling. So this is a great young man and he's coming back next year, so we're really excited about wrestling. So Ernesto Perez, I'll say say his name. Just one quick mention I want to say that we had a boys and girls wrestling team. >> in 24 and we earned 76.6 performance index points in 25, which earned the three points for for receiving this award. Again, one in 20. One of 20 in the entire state. >> [applause] >> I DO WANT TO SAY THAT OUR performance [clears throat] index has steadily increased since 21 2021. So, after COVID, we then hit the ground running. We went from 56.1 points in 21, in 22 we were 67.3, and in 23 67.5, and then I just told you about 24
029and 25. Hopefully, we're the momentum award, so we're going to keep increasing in the next year. Um, I would like to give Mr. Groom credit with his vision and his leadership, and we've been working so hard on this, and uh, we're showing some improvement and achievement. The other thing that I want to celebrate is Rock Port Madison Middle School Central, and I'd like Mr. Martin and and uh, Mr. Mr. Brooks to come up. >> [applause] [applause] >> ROCK PORT MADISON MIDDLE SCHOOL Central earned 67.9 points in 24, and earned 20 or 76.8 PI points in 25. They increased by nine in the business going to be three. And they went up nine. I'm so proud of them. Now I don't want to steal their thunder. So you guys >> [applause] >> Uh first thank you
030so much for honoring us with this momentum award and this recognition. This is an amazing award and honor, but this award belongs to our entire school community. First and foremost I want to recognize our teachers. Your dedication, passion, and unwavering commitment to our students are what make progress possible every single day. They pour their energy into creating classrooms where students feel supported, challenged, and inspired to grow not only academically but as individuals. Their belief in every child is the driving force behind the momentum we are celebrating today. Also I want to recognize our students who are at the heart who are at the heart of everything that we do. Their consistent effort, resilience, and willingness to bring their best attitudes into learning each day are what define our school's success. Watching them strive to improve,
031take to improve, take ownership of their learning, and grow as both scholars and people is what makes this work so meaningful. To our parents and families, thank you for your trust, your partnership, and your support. The foundation you provide at home serves and strengthens the work we do in school. Your encouragement and collaboration help create the conditions for our students to thrive. This award is a testament to the culture we have built together, a culture rooted in relationships, trust, and a shared commitment to excellence. Momentum does not happen by accident. It happens when people come together with a common purpose and an investment in one another. I am deeply grateful and honored to be a part of our school community that believes in each other so strongly. This recognition reflects the collective hearts, hard work,
032and determination of our teachers, students, parents, and staff. Thank you for making our school a great place to where growth, learning, and relationships truly matter. Thank you everybody. I appreciate this. >> [applause] [applause] >> I'M GOING TO RESTART. WE MAY HAVE TO. WE'RE GOING TO TRY TO DO that now that it's recess. >> And the coordinator now on to approve board minutes. Yes, church recommends board minutes board education group minutes for the following meetings February 24th special, March 3rd special, March 3rd regular, and March 10th regular. We deleted the March 19th special meeting minutes. Any discussion? Any questions at this time? None. Second. Okay, thank you. We all good? Down sick. I think I think there was a time when I I think we I don't think we went that long. One of them said
033we had a good night on Monday. Okay. Okay, I'll check that. >> I wonder if you I'll I'll check that for you guys. Okay. Is Mrs. Warner here? We have Mrs. Warner here. I did not So then we have Mrs. Is Mr. Sorry, is Mrs. Zimmer Yes. Is Mr. Yes. Mrs. Walsh? Yes. Mr. Christian? I. Superintendent recommends the following to The superintendent recommends the Groton Madison Schools Board of Education approve the attached MOU with GML A. Submit. Second. This is the MOU that I referenced last week. While we pulled some of the the names off, we needed a renewal for this moving forward, so Could you explain this again a little bit to me? So this this permits us to hire uh certain highly skilled positions uh with giving additional years of experience to be
034able to bring them into the district, which is um outside of our standard range that's in the regular contract. So I appreciate GML A working with us to be able to offer some of these positions and bring people in to fill some of these difficult positions. Thank you. Could you give some examples of I mean generally like what Well, um if we are with the GML A, it specifically says that the positions that we're putting in to do that. If I'm not mistaken, I believe this is the same MOU that we did last year. We just renewed it for the year. >> Yes, same position. Correct. This is this is a renewal. It's uh nursing, speech language pathologist, occupational therapist, speech therapist, school psychologist, teacher of visually and hearing impaired intervention specialist, and behavior specialist.
035Yep. Okay. Mr. Christian? Mrs. Zimmer? Yes. Mr. Herbert? Yes. Mrs. Walsh? I. And Mr. Christian? Yes. Superintendent recommends the Groton Madison Schools Board of Education approve the following non-certified personnel items as outlined in the attached document. Submit. Second. Any questions? None. Mrs. Zimmer? Yes. Mr. Herbert? Yes. Mrs. Walsh? I. And Mr. Christian? I. The superintendent recommends that the Groton Madison Schools Board of Education approve the following non-certified personnel items as outlined in the classified board agenda attachment. Submit. Second. Any questions? Yeah, I have a question. There's something wrong with my classified board Mrs. Zimmer? Yes. Mr. Herbert? Yes. Mrs. Walsh? I. And Mr. Christian? I. And the superintendent recommends the Groton Madison Schools Board of Education approve the attached job description for the director of business services. Submit. Second. This is the revised version of
036the job description we had on the agenda last week. I included I would actually in addition to clarifying oversight of food service and transportation, we did a side-by-side comparison with the other job description to make sure nothing was uh missing from that. So this is the revised version updated to include I believe everything. So I got questions. If we just hired that job in 2010, has this job changed significantly? I have a qualification requirement and for the removal of certain HR and related responsibilities. Um my question is that it's very broad role and combines direct supervision, operational management, and cross development coordination, but it is not clearly defined authority, accountability, and how performance will be measured. Um Well, the um operational scope remains similar, I think it's important for the board to clearly understand how
037this person differs from the old one with the minutes during the hiring. And also want to make sure that the individual um who was hired under the other job description has agreed to these changes. Um can you Can you I I got the last question. Can you go back to the summary of the what they said about the several things we're looking for? Yeah, um >> [clears throat] >> well, first let's go one by one. Did this individual who was hired on the old job description, did he agree with these changes? Uh no, we've not talked with him about it yet. But I don't anticipate any issues. Okay, um So the position does not a a Which position does this role directly supervise, and are those employees formally guided by this position? And then you
038listed some HR stuff in there. Appeals assistant certified employee evaluation is needed. But just want to make sure that this position Does this individual, the people who he's supervising, does he provide individuals in that HR Yes. And everybody who needs to reports to him, they're being evaluated in those positions. Thank you. Since the job description that the employee changed, that's why I had a question. And in the area of like transportation and food service, who is the final accountability for performance? Or do Do to something else? I'm sorry, [clears throat] could you ask me that again? I didn't hear you. You asked who was the final authority for food service. And how many do Okay. This is probably the sole ultimate and I'm the final authority, I guess, for everything, but you know, in the
039typical chain of command, uh this the supervisor is responsible for the person reporting to them and and then that position, uh if it's I report to Paul or directly report to me. Uh but but again, ultimately I have I I guess this is my responsibility if if it if there are issues that continue up the chain, but um from an immediate standpoint, that person would be responsible for those areas in in his scope of work. Well, I guess my question had to do with the scope of work and the job descriptions and scope of work and it doesn't clearly define who who is reporting to him and who's evaluating who's reporting to him. It takes away um the HR component in the job description and it also takes away the evaluation Well, the evaluation of
040meetings and Could you repeat that last part again, please? Evaluation of meetings and assistant development of appropriate professional development for classified employees. It doesn't make So, I want to make sure that this this job description is covering those things that I don't see if we covered in the job description. So, it said another site. And maybe maybe you're including that in other sites. So, could you define oversight on the last two job descriptions? Oversight would mean responsible for those areas. Thank you. If you feel that there was something in the previous job description that was a division Mhm. Well, I think the reporting, you know, who is this person managing him? Are they evaluating those people or is he in charge of any task? Are they assisting in the evaluations? Because that was taken out.
041So, it was more specific than before. Mhm. I'm sorry, what what was taken out? Two things previous job description was more specific about what supervisors need to do versus what they don't. Interesting. Um There were Well, we did a side-by-side comparison of everything that was in there and there were a couple things in the job description. I I know that there you requested clarification about transportation and food service, which we added in and um and then we we cuz the previous one only said supervises the directors of instead of with oversight of the full program, which would also include oversight of of the of the head of food service and transportation. There were a couple other things in there. Uh one I recall was assisting with expulsion hearings and we just removed that from there
042because that was unlikely that was going to happen. Uh and so that was a cleanup thing. There was nothing of any significant reduction of any responsibilities uh that was removed from there. It was just that I I thought rather than just do the two added that we talked about before, I should do a more appropriate cleanup of the full job description. Okay. Um and also the three things that were making this job description change from the have to require an administrative license. That's new. Now it's a requirement. What was the last structure of the administrative services? So, if you recall um several directors ago we tried to post this position as a business manager not a director with lowered credential requirements and less job responsibilities and we uh took interview We took applications and interviews.
043Uh we actually made an offer to the board of flying, but the rest of the people that [clears throat] we didn't really meet our expectations, so then we changed the job description to a director and reposted it. So, I mean, this is just an effort to try to clean up what the job responsibilities of the person we desired of that was that you requested of us um because you said I think you are meeting to know something we didn't have enough data in this director job description. So, that's why I put the job description on last week. I don't know if I answered your question. No, not really. My question was why why do we have the added higher to have an administrative license to a position and we never had that on our campus.
044I I think that Why would you have that? I think that's been on there for years. The requirement to have an administrative license? Uh under qualification to have that and then I think there's got that you look down there, such alternatives to the above qualifications as a board may find appropriate and acceptable. In the last job description, the master's or administrative license was preferred, they weren't required. And I don't think any of our last two business managers uh people in those positions had either of those. Nor did they One of them had a business manager license, but I don't think either one of them had a master's or administrative licenses. It was preferred in much of the job description, which this changes requirements and restricts the which would I The way I see it, this
045would The same position could be filled by somebody else that had a lesser requirement would increase the cost for that position. Substantial. Well, that's why I have a problem with it. The pay rate hasn't changed and some of the job responsibilities on here I think um I mean, some of the evaluation portions um would require an administrative license, but if you don't want to have that on there, we can pull it off and make those changes and bring it back again. Um I would prefer that they take me off as a requirement. You would rather so you prefer Yes, I don't think that um just having a business manager's license would be a better requirement for the position. Or preferred >> I would prefer So, if we change the wording to which you prefer Yeah.
046>> you prefer yourself a change. Does that Does that satisfy possibility to do this as a job grade? So, if we have an administrative license being preferred administrative license being preferred than the degree level being preferred instead of required. And that's the change. Well, the degree level is preferred right now. Okay. Yep. Bring it up. I don't know why we would have an administrative [clears throat] license on there at all in the job description. That's my thing. We never had an administrative preferred or required. It's either or. It's always been Um The master's degree preferred. We did have one at one time. I don't know if it was a clerk but the guy support services department and it was two revisions and it had a bachelor's degree preferred. Just keep in mind I'm making a
047recommendation based on what I thought was appropriate and if your professional opinion is that we don't need administrative license or a master's degrees, we can take those requirements off. Yeah, I just I really don't even think my question about why we have an administrative license at all was really answered. I don't Just I must have looked at the last week's meeting and tonight's job descriptions are both the same. Both say master's degree preferred, both of them say administrative license and both of them say license and license preferred. Well, I don't think I need to walk through which one I prefer on the current job description. That's what This has changed from what it was last week. It still has an administrative and I did change the only one I question is the administrative license. I'm
048not sure why we would have it on there for that position. If you're saying administrative If you take that out, take that out, I'm good. If you take that Yeah, the last time this job description was approved by chance I have that information that's stated right now. I think it was 21, maybe. 2020 school And that meeting I believe that the organizational But I believe that we were also handed a different job description at one meeting. I have two job descriptions, but the one that's on our meeting minutes is the one that um Mhm. that's how to direct your business to support services to support the school monitor that is what was approved and I believe it was in 2018. May of 2018, 2019? I'm I'm not sure. I don't remember if it was approved
049on the 18th. I think there was a job description on the agenda that didn't move forward back then. Also Yeah. I think it was tabled or postponed or removed from the agenda. Look, I'm I'm just trying to get the job description right so we're resolved. So I I brought forward a job description based on my recommendation. If the board thinks that we wanted to lower the requirements, we can lower the requirements. Well, we're keeping the requirements the same as what they currently are, not attitude or that's what we have to do. Um What I'm looking at the back of it now, actually. What's preferred The job description was January 12th, 2022. It said So we would prefer getting a new job. Hiring by school So I'm good. I did my reading on the front. Um
050So plan and clarity, so you're saying in the last three minutes of the meeting twice reference would not previously be out there, but on the agenda. Correct. meeting computer language it was. Oh yeah, it does say that on the front line. It's not separate. I separate line item. It's master's degree and one straight line for the master's degree. So that changed what's on the agenda. That's fine. Okay. Let me get this straight. You're pointing that but it is preferred preferred. So if you go back to the preferred gateway with that Yes, that's fine with me. Yeah? Can we just make that amendment to this to realize in the rules uh revise the document to change from required to preferred. Mr. Walsh The administrative license preferred required. Well, this listed the individual what he did in
051the HR board so the position that I'm looking for that you can do by the job I think only HR can do that. But they don't have to. I would say that in management. Well, let's say this under state law he needs to be licensed and he will assist in evaluation of the meeting, but that's structural. That's structural. Well, so let me give you an example of that. If you have a licensed administrator and if there is any type of a conflict or if a principal got killed and we needed someone to step in and do all their evaluations, if they were a licensed administrator, they could be an alternate potential person to do those evaluations. Is that part of the catch-all in all of the director of happy park the office of planning and
052development management the deputy director of operations department the world board and that's one of the information like this is mainly all of these accounts which may include a language. That's that's correct. And and so if that while that's specifically defined in there, oversight means that the the people who report to this position would be evaluated with by this position. Is it one more thing that that line of problem um assuming that's other responsibilities that perform other than the previous time that you were in the previous time more of the catch-all. Correct. So then I'm sorry. Any other questions or something? So we have a motion on the floor to amend it. So I have yes, the required and preferred license. First by Nancy, second by Yana. And then I put in there in the current
053issue I'd like to be it would be preferred not required. Okay, so we have a motion to amend by Yana and we have a second. No, we No, I just I just added that to the original motion. You wanted to amend the motion, you can. Who made the second of the motion? Okay. Okay, so since it's been brought up by the board, we can do that. Okay, let me let me do that quick. We've already made the motion that it takes Second one. I'm first. Okay, you're first, I'm your second. And this is the change to annual license to preferred not required. Okay. Mhm. Okay, so that's the motion to amend. change job description to required to preferred not required. Yeah. I have first, Kathy you're second. Okay, who made the second of the motion?
054Okay, so now we are the motion is to change the annual license to preferred not required. Correct. Mr. Zimmer Yes. Is it approved? Yes. Mr. Walsh Fine. And Mr. Perch. Fine. Okay. Now we'll go back to the original motion with the amendment. Now that one is actually first, Yana second. Mr. Zimmer Yes. Mr. Herbert Yes. Mr. Walsh Fine. And Mr. Perch. Fine. Okay, did you second this? Okay. Mr. Herbert approved the motion. Who was the second of that motion? Okay, yes. So we'll go back to the roll call. It did the original motion. Oh, I thought We might be the roll call. Okay. We approved the original motion. Yes, I did the amendment because then I'm back to the original. Right. So we just have to do the one vote. Once you do the you
055just have to do the one vote. Yeah, we cannot say if we cannot do it. So all right. All right, so we just have the one vote. You were all yes to keep that. Yeah. Okay, so we have a second. So we take Yes, we already we already passed the the job description was a vote on the agenda which was to to do the job description Got you. All right. I will take off the first motion. Do we have the original motion to vote? I I will just take off the first motion. Just just okay. All right, I'm sorry to interrupt you. Can someone please make a motion to reconsider? Motion to reconsider. We need a second from one of the other two. I'll second. So I we're moving to reconsider with the second vote.
056We just we already have to approve approve the job description Okay. So now we're back to the original to amend and with the job that Okay, who was first and second for this one? Kathy did the motion, I did the second. Let's reconsider. Okay, Mr. Zimmer Yes. Mr. Herbert Yes. Mr. Walsh Yes. Mr. Perch Yes. You used to know what I'm trying to do with the board member voting. The amended job description was approved. Yeah, that was approved. Now we're back to that, right? Mr. Herbert So now we're on to board member comments. Any board member comments? I have one. A motion that I'll share with the board and wait um for the entirety of the year. And then I'll share this with the board tonight and then we are all together at the next
057meeting. I will discuss the board and I will pass but this will be added to the agenda on the next meeting. Um the motion that to authorize an anonymous employee survey. I move that the board of education authorize I will be the board I should say. The board of education authorize the administration and the board president in coordination with board legal counsel as needed to engage a qualified independent professional survey firm firm specifically the same firm previously utilized by the district to conduct comprehensive employee and teacher survey. The survey being authorized in direct connection with the board's consideration of significant financial decisions including potential reductions totaling millions of dollars. The board finds that obtaining candid system wide employee input is essential to make an informed, responsible, and fiscally sound decision to minimize harm to students,
058staff, and district operations. The survey shall be conducted under the following conditions and safeguards. Strict anonymity guaranteed. Um and I'm just going to hit the highlights. Non-retaliation protection, independent integrity independence and integrity of process. No monitoring or technology interference. Um anti-duplication safeguard will be put in place. Board oversight and direct reporting. And also transparency of communication. Employee surveys be clear with the communication outline. And the protection of the books of the corporation and the following of kind of kind of financial procedures. I just wanted to kind of give a heads-up. There's been a number of years since we've done an employee survey, I think. Prior to that, um I think they're pretty much handled with very few exceptions. So, I want to see this return to that. I think now is probably the most actual
059time to do so. So, I just appreciate your time there I think this is a motion that follows the board attitude agenda If anybody has any questions for Mr. Burton, now Yeah, I would also say please look at it and if you see you see anything and if you see anything that you find out of place or anything like that, please bring your ideas and discuss it now. I would suggest having a table for president and vice president. Yeah, that's great. Does anybody else have any other comments? So, finding um had a comment about working on the discussion of the February upcoming work session and we originally Steve engineer was consulted about and that's what the table >> Point of order, this is what we're going to be debating about. I do not think it's
060appropriate to have this discussion now after you've already voted on the agenda. And so, comment about my comment is that we have >> You just stated Okay, but you were having a discussion in regards to it. I don't think that is appropriate. I think well, I'm having a discussion, I'm making a comment that I had a conversation with Mr. Jamie Bloom and that who who we had wanted to do our work session which we've been trying to schedule since I think March, February, maybe a while now. And he was completely out of it. We were having trouble finding anybody else and Jamie you were working on that, correct? And then I had a conversation with Mr. Eugene who said he would be able to work with us on that So, he will be on the
061agenda to speak with us. And either May 6th or May 10th. We got some May dates. No, I'm sorry, that's May 1st. Possibly May 12th meeting. Um Then we also had a May 5th at agenda which we choose to have some items on there for um executive session and that might go long. So, we're going to try to keep that agenda tighter than what we usually do um so that we're not making everybody sit here and wait for long periods of time to do excessive executive sessions. And I just wanted to make sure the board was aware of those items and I want to remind everybody that we have a special meeting scheduled for April 25th and that um I the agenda should be coming out shortly and then That is it. I just wanted
062to keep everybody in the loop of what we're doing. I have a comment. Yeah, so in regards to keeping everybody in the loop, I think it's very important that we do keep everybody in the loop. We all have been elected by our constituents, families, and parents. Um we can't be in a community. However, we are not operating collectively and we're not collaborating. I've been excluded from yet another executive meeting. We cannot be in front of people and pretend that we're working together when they can see that we're not. And that's the choice. Well, and my only loyalty and responsibility is to our staff, to our parents, AND TO >> [applause] >> I HAVE TO SAY YOU HAVE BEEN EXCLUDED FROM ANYTHING but the two-minute meetings and the fact is we can't do it. We can't
063set a meeting when we have less than a week and try to get everybody included on that. Not all board members can be included. Um this was just a continuation of that meeting, so I'm sorry you feel like that. I'm going to say one thing about this. We had awesome presentation there. And it took an hour and a half and I think an hour and a half was there. But if you go back the last two years, you probably made a mistake. That hour and a half would have been on top of my last board meeting that ended at 11:30. And that's how it goes. So, I'm just just pointing that out. I would like to sleep nice for a big clock at night and we we have not had that the last two years,
064I think. So, that would have been a miracle. Maybe a minute or two. So, I'm just just clarifying why we're doing two meetings in the community. I can go home and get a real nice sleep and not be going till 2:00 in the morning and have to get up at 5:00. Thank you for your All right, I'm going to check you the adjournment. Motion to adjourn. Um we have a second. I second that. Actually, we don't have a quorum of the board so unless we change it. I think we have a discussion that if the meeting we have a quorum Please refer to the minutes that two board members left approximately I did. Yeah, but that was the comment, so
