It is 5:34 and I call the uh meeting special meeting to order. Uh if we could go to roll call please. >> Mrs. Zimmer >> here. >> Mrs. Herbert >> here. >> Mrs. Walsh >> here >> and Mr. Christ >> here >> and Miss Delber is absent. Uh we could all stand for the pledge of >> allegiance. Item number three of the United States of America to the republic for it stands one nation under God indivisibley and justice for all. We move on to item number four adoption of the meeting agenda. I move that we adopt the agenda as presented. >> I'll second. >> Are there any questions? >> Go on to roll call, please. >> Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> I. >> Mrs. Walsh. >> Hi. >> And Mr. >> Hi.

Uh motion passes on to item B governance. Uh so um the board recommends that the Groveport Madison uh school board of education approve the engagement letter for independent council as submitted by the independent council. So, it's recommended that the board of education approve engagement letter with Western Herd LPC for independent counsel and uh to the board of education and authorized board president to execute the agreement. >> I so move. >> I'll second. >> Are there any questions? No. >> No. >> Okay. Roll call then. >> Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> No. >> Mrs. Walsh. >> Hi. >> And Mr. K. >> I. I recommend that the Growport Madison School Board of Education enter into executive session to consider the investigation of charges or complaints against the district employee or official pursuant to

The board further acknowledged that no uh formal action or vote will be taken in executive session and that any subsequent board action will occur in open >> a second first round. Second Kathy, >> are there any questions? >> Miss, >> yes. >> Mr. Ter, >> yes. >> Miss Walsh. Hi. >> And Mr. K. >> Hi. >> It is 538. So 58 You're very clean. and Liftway is having some technical difficulties. We'll be right starting right away. >> Actually, um because the meeting the special meeting was early, I didn't have an opportunity to set it up. So, no technical difficulties here. All right, it's uh 6:36 and

call the meeting to order. Adam, could you do roll call, please? >> Do we not have to end the special meeting? >> Oh, I'm sorry. Uh thank you, Latoya. Uh we're uh 6:36 we're back from executive session. We'll continue the meeting. Um does anybody have anything? >> Yes. I just want to make a note that um I arrived at 5:40 as stated during our organizational meeting meetings before 6:30. I will not be able either to attend or I will be late, but I did make it. I just want to make sure it's for the record, Mr. Treasur. Thank you. >> If there's nothing else, I move that we I recommend that we adjourn the meeting. >> So moved. >> I'll second. >> Roll call. >> Mrs. Zimmer. >> Yes. >> Mr. Turbert. >> Yes. >>

Miss Walsh. >> Hi. >> Mr. D. Hi. >> Mr. Kel. Hi. >> 637. Okay, 6:37 and we will um call to order the regular meeting. If you could do roll call, please. >> I got I got to give me two seconds. All stand for the flag of the United States of America. to the standy for all on to adoption of the meeting. Are there any questions or would anyone like to make a change to the meeting? >> I so move. I have some um changes or question. We've

already voted on item the section one second F three. Is there a reason why it's back on the agenda, which is the approval of payment to speech law invoice? We've already voted on that if I'm not mistaken, last board meeting. So, I'm bringing that back on to the board to the board. We didn't vote on it. was the motion wasn't accepted. Is there any other questions? Hearing none. If you could do roll. >> Yeah. John, first I need a second. >> Sorry. Did you have one, John? >> I'm sorry. >> Did Did you have a question? No, I just started to say that we I made the motion no one seconded and we went into questions. I was going to call point of order. Sorry, but yeah, we just need a second. Oh, that's all

right. >> Actually, second. That's all right. That's fine. >> Miss Zimmer. >> Yes. >> Mrs. >> No. >> Mrs. Walsh. >> Hi. >> Mrs. Der. >> No. >> And Mr. All right. >> On to public participation. Did we receive any >> I I did not. >> All right. Moving on to approval of the minutes. I move that we approve the minutes for the January 13, 2026 regular meeting and organizational meeting of January 20th, 2026 special meeting. >> I'll second John first, Ashley second. >> Who was first and second? Mr. >> John first, Ashley second. >> You're welcome. Does anyone have any questions? Hearing none, could you roll call, please? Thank you. >> Mrs. Hmer, >> yes. >> Mrs. Herbert, >> yes. >> Mrs. Walsh. >> Yes. >> Mrs. >> Hi. >> And Mr. >> Hi.

Okay, we're moving on to the consent agenda. Does anyone want anything pulled out? Does anyone have any questions about any of the items on the consent agenda? I think the four-year fire forecast to be quite honest with the agenda, we've moved the treasur section and I think it helped our records um be better when we had a treasure section on our agenda. So, I'm not sure I understand that the I would assume both the board president and vice president had a discussion with our leadership team to make those changes, but I still think it's important for the public to have that separate section that they can reference quickly. So, I would like that pulled, please. We did move it to new new business. >> Okay. So, >> check your check your new you should have

a new new board agenda. You have one. Sorry. >> No, I just had this one. >> We did move it to new business. >> Okay, perfect. >> Yes. >> But is there still your like session? >> Okay. >> We just moved it new business. >> So, yeah, that was moved out. Thank you, Adam. Any other questions or concerns or any questions about any of the items in the consent agenda? Did we satis I'm sorry. Did we satisfy what you wanted to as far as >> Yeah, it was already moved to new business, but just the other question I had about the restructure and not having our superintendent section and treasurer section, which believe is helpful, but >> I agree. All right. Thank you. >> Thank you, sir. >> There there are superintendent and treasurer sections.

Okay. So, again, is there any questions from anybody on any of the items on the consent agenda? All right, Adam, if you could do roll call here. >> I need a first and second. >> Oh, I thought John did that. >> This is I'm sorry. This is the consent agenda, correct? >> Yes. >> Yeah. So, the um this will be a superintendent's uh recommendation. Is that true? >> Yeah. Thank you. The superintendent recommends uh the board of education approve the consent agenda items um as spelled out in the consent agenda heading and all of the items one D1 through D6. >> I'll second >> All right. Can we have a roll call, please? >> Uh Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Yes. >> Mrs. >> Hi. >> And

Mr. K. >> Yes. >> So, we will skip item E since nothing was pulled out and move down to item F, old business or unfinished business. Um, the first item is the program of study. Uh this is a discussion item um not an action item as a as a first read tonight. You have the attached uh draft that shows the changes and then the actual draft program of study. If you'd like to have further discussion or if you have questions, we can have Mrs. Morviser come to the podium. Did anyone have questions for >> I I have one that I raised earlier. Um and I'll just re-emphasize. Um so I've discovered working my pantry being in the community that a lot of our seniors, a lot of our seniors do not know their multiplication tables

and are good with their basic math. And I've even found out that at some of our elementary schools in the fourth grade, they're only currently up to number twos and number threes in some of the classes. So I guess as we look at this study that, you know, we know multiplication and hint and we know what is the basis for the ability to do advanced math and and knowing your multiplication tables is one. Does this help? Does do we have something in there will help address this? As far as the high school courses teaching multiplication tables, that is not those aren't high school standards. Um, in fact, with state testing, every state test starting in the eighth grade will allow a calculator. Um, and so teaching the multiplication tables is not something that those high

school teachers are going to spend time doing because they do have the high school standards that they have to cover. Um we are really looking at curriculum choices for those earlier grades so that the conceptual understanding of the math um is stronger so that hopefully by the time those students get to the high school that we do have they do have a better understanding of maybe they don't remember exactly what a specific multiplication uh table is but they have the conceptual understanding to be able to do it. So we are looking at curriculum that really doesn't just require that memorization but to understand the math behind it. >> Okay. >> But do these high school courses specifically address multiplication? No. Because those aren't high school standards. >> But if I am I wrong that the

third grade does? >> Correct. Third grade does. Yes. In >> so I would I would >> the beginning of it. Yes. >> Right. So I would I would say that the pres preposition they presuppose that by the time you get to high school you know it >> that is correct. The fact that you're provided a calculator doesn't necessarily cure >> the fact that what 9* 7 is >> and and I will from being a high school math teacher some of our best math students once they have that calculator they rely on it even they'll they'll punch in five times one just I mean it's just they become it becomes second nature they have that the cell phone that has a calculator so are they you know we obviously want our students have the conceptual understanding

of the math That to us is the important piece of it. Um they do have a calculator starting consistently in eighth grade moving on. There are sections of the the sixth and seventh grade test for the state test that allows them to use a calculator and a portion that does not. So they're still expected to do that that math by hand in those grade levels. >> Okay. Thank you. >> You're welcome. And I can print off for you or send to you the state standards to show you when each grade level that when that multiplication and division um the works with fra work with fractions and decimals come into play. So you can see each grade level when those apply if that would be helpful. >> Yeah. No, I I think I actually have that.

I was I was just seeing it not transferring up and and honestly >> my thought is there obviously there are state standards but at the same time >> when I'm old but when I went to college we were allowed to use calculators because they wanted to make sure that we knew it and so >> for me it would make sense that even though there are state standards we're still checking to make sure >> and I think our math teachers do definitely try to do that um but they do know that they have an algebra curriculum that they have to get covered a geometry curriculum uh and so it is difficult to it's not one of those things that they want to go back and uh start from the beginning especially when they know that the

students have a tool. >> Understood. All right. Thank you. >> You're welcome. Any other questions with program studies? >> One one thing I would point out um this was originally last month we tabled it. So we're planning on bringing the second read and approval next week at the February 10 agenda. >> Yeah. Yeah. And I just said I said I don't have any questions at this time. >> Okay. >> But thank you so much, Carol. >> You're welcome. >> Two questions. >> Yeah. >> The reading fundamentals course that you're bringing in. >> Yes. >> Is that designed to move kids up that might not potentially be fully ready? Yes. So the reading so that the reading fundamentals course that was added that was not on the January um in the January program of studies we

are seeing and and I think Mr. Dr. Kersner, you brought this to um you brought this to light in concerned the number of students entering the high school that are struggling readers and these are struggling readers who may not be special ed students who also get that support from their intervention specialists. These are students who are struggling. it will not count as a reading course, but is to give them that support in learning some of those foundational skills because if they can't read, they're going to struggle in every single course. So, this is a freshman specific course and we're going to use um state test results and even some um common assessment data from this year to look at who are those students coming into the the high school who are struggling readers and give

them some additional support their freshman year. Okay, that makes sense. And then for the career technology education classes we're bringing in, are we getting additional funding for those? >> Do you want to the CTE classes? >> Yes. >> Do you want to talk on that? The funding. >> I will let him talk about the funding. >> I have some questions. >> Okay. >> Yes. The question, >> are we going to be getting additional funding from those classes? >> For which classes? >> The extra the the technology ed education classes that we're putting in for the train. >> We didn't add any CTE classes. Those are the ex CBI classes. >> Oh, I must have misread that. >> Oh, let's talk about that. Disregard. >> Okay. >> So, we do get funding for CBI. So, CBI

is career-based intervention. CBI is intended for students who would be identified early. It's a it's you identify students who are at risk and it could be it could be economically at risk. It could be academically at risk. What we would like to do is identify those students as early as 8th grade because you certainly are allowed to. And then we do get as we build a CBI program, we get funding for every student in the program. >> Do we know how many are going to gravitate towards that? >> Pardon me. >> Do we know how many we are like anticipating enrolling in those classes? We're looking as we build this, we're we're aiming for 50 in the first year. Now, those students could be a 9, 10, 11, or 12. I recently had to change

our CBI application. We've had one on file. It's been approved already, but I had to change it because it was only allowing for 9th and 10th grade students to be educated through CBI. So, now it's 9 through 12. And it also I had to add the I had to make sure there were two courses in there. The actual experience course, that's working outside of the school or working within the district or working in any capacity. There's there's six different kinds of categories that students can work. Even unpaid internships or apprenticeships, those kinds of things qualify, too. I also had to make sure that there was the actual classroom component inside of our application and we have that now. >> Oh, thank you. >> You're welcome. >> Okay. I have a couple questions here. Um, for

the math for trades, does that satisfy the math graduation requirements and align with the state standards? >> That's a great question. So, we are actually in um so Chad Gibbs at the high school and he he is um he is aware of a course and I believe it's licking heights of a course that math for the trades. I've reached out to them for their for their their syllabus. What exactly are they doing? Here's what we need to look at. Um we can offer this in one of two ways. It could possibly be a math credit unless it has to be coded the same way of the course that we are already offering. So for example, we offer um MMR, math, mathematical modeling and reasoning. That would be the course that they take before that. If

the the the course that Licking Heights is offering, which is the one that Chad Gibbs is interested in, is coded the exact same way, we cannot give a math credit for it for one of their four. However, we could offer it as an elective. And I think that's where that so that I think they're still interested e in still providing that to the students because it's very applicable to what they're doing. Um but we need to make certain that EMIS code is correct. So we're in the process I've talked with Chad um looking at what that coding has to be. So it may be a fourth math credit unless we're already coding the MMR the exact same way. We can't code it the same and then otherwise it would just be an elective credit for

them. and they would have to get their fourth math credit in a different at a different route. >> So, you're looking at it. Thank you. >> Yeah, definitely. It's just it's very applicable to what they're doing. Um, if we can give them their fourth math credit, we would love to do that, but we have to make certain it's high school standards and that we don't have another course that's already coded the same way in EMIS. >> Thank you. um for the industrial credential course or which credentials are guaranteed if any and who's paying for the exam and how are outcomes tracked >> which line I'm sorry >> the indust industry credential course >> that course we have offered in the past and for whatever reason it's never been in the program of studies um it's

part of is it Stephanie Stephanie's course I believe um it's a course that we have offered for years and I for whatever reason when they added it years ago it was never put in the program of studies and so we we made certain that it was added this year and I can get >> it's a CTE course a uh a career tech education course that is funded so those web exams and and those related exams are paid for >> okay um and for the reading fundamental class yeah um it's are there Um, is that an assessment data and placement criteria used for that? Is it mandatory and optional? And how do they get out of it? >> Yeah, it it would be optional. Um I think it would be conversations with the guidance counselor and

the administrators with the parents. You know let's say they look at state assessment data and common assessment data from our previous courses and if they see those students are continuously struggling not being proficient on state assessments. It's this is something that is completely optional for the parents but it would be beneficial for the students. So I think that's a conversation. It's not a graduation requirement. It is merely an elective to help those students. So, if parents said, "I don't want to do it. I'd rather take an art class." Then, you know, that's something that we would hope to advise. Um, however, they it is their option. It's not an English credit. It's something to to provide assistance. >> And, um, if we have some more questions, can we send them to you? >> Absolutely. Okay.

Great. >> Yeah. And there the one piece I think you asked about some of the CTE. the new the CTE weren't the classes weren't new, but the teachers did change the order of a few of their courses. So, those are listed on there. They're not new that just the order was changed from year to year. But yeah, if you have any others, just send them to my way. Thank you. >> And the next item is F2 approved job descriptions. Those are >> Can you hit on that? The superintendent recommends that the Groport Madison Schools Board of Education approved the attached job descriptions for the systems administrator and technology integration specialist. I'll second. >> This was a uh carryover from the previous meeting. Uh the board asked for uh additional information and that um report was

included with this with all the details, facts and figures. And so I guess I would open the floor for any questions. So, I'm uh I want to say that I did not get my board packet until I walked in the door here today. So, I didn't have the responses to any of those um questions. And without the material in advance, I'm not really prepared to proceed with the discussion here. Uh I'm not sure. I just don't have time to review that right here while we're sitting. >> Mr. S do you want to come up and give us a quick overview? If you wouldn't mind giving me a moment to pull it up on my phone. Okay. So, there's a summary on the first page of the already provided information and I tried to go through

and as best I could answer all of the questions that were in here. Um, I'm not sure what pieces and parts of this are okay to talk about publicly, so I'm going to do my best. Um, the funding source is going to be coming from the general fund. Um it would be effective January 1st is a permanent change. Um organizational chart I will go over in a moment. Current staff is myself. Caitlyn Roose is a currently tech coordinator curriculum. Uh Bradley Mason's systems administrator. Brian Shade is a tech coordinator computer technician. Juan Cordova is a tech coordinator computer technician. and Todd Gray is a tech coordinator, computer technician. So, we have two specialized positions and uh the three techs um for the organizational chart, they all report to me. Um CIS admin role does have

some day-to-day direction to the team. Um, and as for the justification, in addition to the information I've already provided, um, we our job duties have grown dramatically over the last couple of years, some of the things that have changed have been, um, House bills and Senate bills that that have added to our work for data agreements um, and cyber security are the two biggest ones. Um the curriculum technician has taken over um countless new online curriculums, integration and management, onboarding new staff and adding and this also adds uh instructional tech professional development for our staff. Uh she's a former teacher. She's a great tech and um she wants to prov she last year provided PD to staff as a resource outside of her current job duties as a stipend that was not effective for our

staff. They don't want to go to PD at 5:00 when she's off work. Uh the feedback from our staff was that they want her as an available resource during their workday and that also provides them the opportunity to have one-on-one tech PD for our specific technology in the district. Um I've mentioned most of Senate Bill 9 adds cyber security plans and requirements to our schools which is um a heavy load on myself and systems administrator position. We have added countless infrastructure monitoring. We have upgraded all of our switch gear and our Wi-Fi with um a bunch of monitoring. We have added WDS servers and WSU servers. We've added camera servers at every building um and all slave back to here. These are just some of the things that have grown in that realm. um measurable

outcomes expected instructional technology support for staff as well as keeping a val a valued staff member keeping valued staff members. Um, I also provided in an email earlier last I think in December um a spreadsheet that had um comparable P positions at other central Ohio schools that are similar to ours. Um I don't have that information in here because it's and I don't have it off the top of my head. Um any alternatives considered? uh we don't have enough staff to reallocate our current job duties. Um I did reach out to one of the vendors we worked with closely and asked how much it would cost for a systems administrator to fill in should this position be vacated. And it was like uh $1,400 a day was $150 an hour I think for that. Um

and then the rest of this document um costs included in the current budget. Yes. Um we feel that the costs are minimal. Um and we definitely feel that it is would be more expensive to refill the position >> and and mate the job descriptions have not changed from the previous meeting. Correct. >> That is correct. And I and one of the questions that I did I did see when I watched that meeting I'm sorry I wasn't here. Um was the requirements for bachelor Um, and I don't remember who it was that mentioned wanting or equivalent experience in there, but that is in both job descriptions. >> It was me. I saw that. >> Okay. >> Thank you. >> Cool. Um, and then the rest of this document is attachments. Um, we have um the DSSE

salary schedule, the job descriptions, and then I have uh the org chart, but that's just everyone in the department reports to me. Can I ask a question? >> Oh, please. >> For your technology integration specialist, um, you have SQL sync. >> I'm sorry, say it again. >> You have SQL on there as a preferred >> um experience. >> She's a data nerd and she's she's growing. We are currently looking at getting Google Big Query. Um, she's she has learned a lot. She has taught herself a lot over the person in that position now over the her course of her career in the tech department. She has taught herself a lot of SQL stuff. What we're looking for or we're looking to go to Google BigQuery so she can get is all of our Google data

and all of our curriculum data in the same place and manipulate it any way she wants. Um, and the curriculum department has it. Um I'm sorry I don't know her position or title but also manipulates large amounts of data and so that would be helpful for them as well. >> And just to add my financial port point of it um in 2425 she was given a $10,000 stipen to kind of do some of this work and she has not gotten it this year. So how I looked at it and there's also he lost a person earlier this year too that was not filth year now. He left in February last year. >> Right. So, how they how I looked when he brought this to me how a finance person looked at it in is yes,

her salary is going up $11,500, but really it's only going up $1,500. So, that's why when he asked me it's it's $1,500 from what she got last year because we have not given her that $10,000 this year, even though she's doing I would say more than she has and stuff. So, as we come from a point of view, that's where I looked at it that it's offic. So, >> so, uh, Adam, I want to make sure I understand what you just said. Um, are you saying that we lost a person and we won't be replacing them? >> Yeah, that's correct. Last year, um, you remember David Oy that I think taught your son. >> Um, >> yes. >> Uh, he left us last year and we have not filled that position and are not currently

looking to fill that position. >> Okay. I just want to give you my insight from a financial aspect. It's $1,500 $1,400. >> I appreciate that. Thank you. >> Y and and I will say it's not for lack of effort with Nate asking to fill that position, but we've tried to control expenses and and hold off from that. So, um we don't only look for ways to save money when we're in budget reductions. We try to operate as efficiently as possible. and that was one that we've held off in filling um against Nate's recommendation. >> Anyone have any questions, John? >> No, my questions. Thank you. >> Do we have a second on that? Right. I had Latoya first, second Ashley. >> All right. >> Okay. Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >>

Mrs. Walsh. >> Since I didn't have this information prior to the meeting, I voting no. >> Mrs. Dberger. >> Hi. >> And Mr. K. >> No. >> On to three. Three. Uh, approval of payment of speech law. Recommend approval of payment of speech law invoice attached for legal services related to the verified complaint filed in the name of the Groport Madison school board of education against two board members which was verified by the board then board president Seth Bowers and direct treasure to proceed to process payment accordingly. >> Point of order. Was that a motion or are you waiting for a motion? >> I'm recommending. >> I so move. >> A second. Are there any questions? >> Um just a quick question. At the time that this was set up, it was prior to um

when did you receive the invoice? because it was prior to my time starting. The date on this is 11:01 2025 and just a compilation of a couple. I've sent some to Adam and >> was there a reason that it wasn't presented to the board at that time? >> Um, I thought Adam was going to do that. So it was just a a administrative problem. Is there any other questions? Is that why they were added at the um organizational meeting to our uh law list because I don't see where they were in education but are a f they say their website says they're the first amendment uh law firm. I think it's something like that is what they say. So is that why they were added to our list of attorneys for the organizational meeting? >>

I you're going to have to restate your question and I'm not sure I understand. >> So speech law has not been a u attorney was not on the list originally and they were added at our organizational meeting. So I'm asking with this invoice now being a item on our agenda, is that why they were added? No, I I would you allow me to speak to that, Mr. President? Um, I asked that they be added uh because just like Oregon Law, who was also not involved in educational law, this was in defense of a uh they served in defense of what I consider um an individual board member attempting to silence us and take away our first amendment rights. and I thought they would be an excellent firm uh to engage since they are known as

speech law and consider first amendment rights uh when we're looking at our board policies so that going forward hopefully board members don't feel emboldened to uh repeat those expensive actions of the past. >> So um are there any other questions? So you could do roll call it Adam please. >> Okay. First by John second by Ashley. Miss Zimmer. >> Yes. >> Mrs. Herbert. >> No. >> Mrs. Walsh. >> Yes. >> Mrs. Der. >> No. >> And Mr. Kers. >> Yes. >> And now we are on to item F. Uh policy board policy reviews. Um, BBA, BB A, BBF, BBF, BBG. This is the second read. And the board recommends that Proform Medicine Board of Education approve the attached board policy. I so move. I'll second. So, um I just want to say a couple things

here. Uh this item concerns followup of legal reviews of the proposed board governance policies. This is our third meeting for these policies. Um, as of tonight's meeting, Remier Law provided a written recommendation on um, January 27th. Speech law provided a written feedback today or late last night, but I got it today. And the OSBA advised on January 28th um, that it's still looking uh, working on its review and no written uh, other than that has been received. Uh none of the other terms to my understanding have replied. Is that correct, Jan? Yes, that's correct. Um like I said, these board uh policies have been with the board um since uh January 20th and Mr. Um Bardwell's feedback does not object to the policy framework overall and in fact affirms many of the governance and speech

uh protective changes. His primary concern was a narrow open meetings act risk related to email mechanics in policy BBA uh which we can address tonight without reopening the full policy package. Um so as far as um Reinger, they they had a concern with um uh BB F and BBE and they suggested an optional exception allowing board members attendance in administrative committees. um when invited for informal prop uh purposes and I am not so I'm going to address these one at a time though with speech law so one for BBA I'm going to I recommend that we amend policy BBAA board member authorities and duties to revise the board member um rights to information and record section as followed. Request for information shall be directed to the superintendent or treasurer. Response shall be provided promptly to

the requesting board member. Final responses and um product material shall be made available to all board members through a shared board repository or board packet rather than by reply all email. A determination that a request is administratively unreasonable shall not permit refusal to provide existing public records or information to which the board member is legally entitled but may not but may allow discussion of a reasonable method and timing. And this amendment is solely to reduce median neess risk and it is what was recommended by um speech law. So that's my recommend I move that that be uh incorporated into that policy. >> Um point of order, are we addressing these one at a time or voting on them collectively, please? >> Well, I want to address this one first to amend that one policy because

that was the one change the two firms said we should make on that policy. Both both firms agreed that it was fine um and legally sound the way it was wrote and presented to them. So, um, one of the attorneys recommended, >> all right, >> that she prevent open meetings as >> All right. So, I move to amend policy BBA, board member authorization and duties to provide uh, revise, excuse me, the board members right to information and records section as follows. Request for information shall be directed to the superintendent or treasurer. Responses shall be provided promptly to the requested board member. Final responses and produced materials shall be available to all board members through a shared board repository or board packet rather than a reply all email. Board members shall not deliberate board minutes through

group email. A determination that a request is administratively unreasonable. Shall not permit refusal to provide existing public records or information to which a board member is legally entitled but may allow discussion of reasonable methods and timing. This amendment is intended solely to reduce open meetings asked risk and not and does not otherwise limit board member access to information. >> A second and I have copies of that motion for each board member. Do we have a second so we can have discussion? >> Happy second. >> Okay. Thank you. Um I I think uh Kathy, correct me if I'm wrong, but didn't Kegler Brown also review these? I did not receive anything from Peg Brown >> the initial review and recommended we >> if I did I didn't remember >> we at the initial review if I

recall correctly and we had a letter at our organizational meeting that recommended we get with OSBA who's a policy provider how I see that we have um information from speech law who also participated in public participation as Well, and we just paid that invoice. I thought that I think that's interesting to note. Um, but we still have not heard from our policy provider unless it seems that there's been conversations to switch our policy provider at this time. >> I agree. I think it would be good to hear from the OSBA. Um, my point in making the motion is that I think this is an improvement of the policy and that if we get additional um or as we get not if as we get additional information from the OSBA, we can amend the policy. But

it would be better in my viewpoint to have this policy in place than to have what we have now and then make changes as as the um recommendations come in. And I guess the other part would be we're supposed to have things 48 hours in advance and we just got it today. And so changes like this um to compare and not have everything to then make a decision which has been the basis for most board members on this board. I'm not sure why um we're not considering tableing that so we have enough time to review the information that you provided us today. >> And and I'll add that I didn't I I did not get a packet at all. Um, even though it was mailed, >> I'm speaking to the email about this. >> No,

I understand. Yeah, I'm just saying I'm just chiming in to say I as well did not get a packet and uh not only did I not get a packet 48 hours in advance, I didn't get one at all. >> So, I I'll make a motion to postpone um item number four of these policies until the next board meeting. >> Second. So, we have a motion to amend. You'll have to wait to make that until after we remove the motion to amend. So, are there any more questions regarding your It's out of order. So, are there any more questions? Do you want to make a Are you asking to postpone the amendment? >> I'm asking to postpone item four is which is what I stated. >> So, is there any more questions regarding the amendment? And

I had to comment because um based on the conversation um the both attorneys um made comments and neither one of them this is the one problem. The other attorney did not have a problem at all. So uh I think amending it would be a good thing to do the open meetings act. So if there's no more questions, >> just the statement like as far as the speech law portion of it, it seems to be a conflict of interest being that they have a pre-existing personal relationship with current board members. Like whoever we get that provides legal counsel should be completely independent and impartial. >> So I appreciate that comment, but we need to um stay focused on the amendment. We we are you you stated that they made a statement and I'm just saying that

I cannot take their input based on the pre-existing relationship. >> Oh, okay. Um, anybody else have any questions about the amendment to that BBA? >> Could you could you do roll call, please, Adam? Thank you. >> Yep. And this is BBA or BBAA. I have to make sure I get right. >> It was BBAA is what Mr. Kersner has on his amendment. >> Okay. >> Yeah. >> I was hard to hear. I just want to make sure. >> Oh, no. You're good. And then BBAA. >> BBA. All right. BBA. So, this is the motion that John gave about BBA. >> Correct. BBA. >> And it was first by John, second by Kathy. So, that's what we're voting on now is the amendment. Okay. Mrs. Zimmer. >> No. >> Mrs. No, >> Mrs. Walsh. >> Yes.

>> Mrs. Dber. >> No. >> And Mr. >> Excuse me. I am way confused. Um, we are voting on Latoya's amendment. >> No, we're voting on We're voting on the amendment to BBAA. Your motion to amend BBA. >> Thank you. And could you recall the vote for me? >> Sure. Mrs. Zimmer, no. Mrs. Herbert, no. Mrs. Walsh, yes. Mrs. Donald, no. >> Okay. So, I'm The reason I'm confused is because Latoya made a motion to postpone and I believe that is a higher order motion. >> I was told it wasn't by Madam Chair. >> Yeah. But I believe it your or your motion, Latoya, is a higher order motion. And so I believe that that role should be called first. Um so uh to that I'm going to abstain from this vote. I believe we

should have called the um motion to postpone first. Um >> yes. Do you want to withdraw your motion and then go to the motion to set your motion to amend? >> I am not uh withdrawing my motion to amend. I am suggesting that the motion to postpone took precedence and should be voted on first. >> I'll check my >> Megan. question. >> Thank you. Okay. I'm going to agree with John Kushner and um reverse my ruling that a motion to postpone can interrupt it. So, can you do a vote on the motion to postpone? My apologies. >> Okay. >> And the reason for postponing is we don't have all the information that we need >> per the last request. At least that was my reason for the motion to postpone. >> Okay. >> Just so

we have it in the uh notes. >> Who has um who's first and second for >> I was stopped when I started the motion. We didn't get to a second. Um I was we were then redirected to go back to Mr. Kersner's amendment to BB AAA. >> I am Am I mistaken? I thought that your motion was seconded. >> I was stopped. That's why I saying Madam Chair, Miss Walsh, stopped me. >> Oh, we did not second. >> We didn't get a chance. We didn't get that far. >> I'm sorry. My my mistake. >> So, do we have a motion now to postpone item four? And then Latoya is first. Who's Do I have a second? >> I'll second. >> Okay. Now, is there any discussion on the motion to postpone? >> I just want

to clarify that there was an email on the team for questions on this and I'm the only person that responded. So, just let it out there like if you want to shorten these meetings, get on board and start out ahead of time. This is ridiculous. >> Uh just for and that's why I said Miss Zimmer. I was asking to postpone because of the information that was provided just today. Um I don't know >> who's the email for questions from >> when was that time? >> It was directed by Ashley organizational meeting and I sent out I think within two days >> and everybody got it. >> So uh I'm sorry I think your mic might have been turned off Ashley. I couldn't tell one thing you said. Could you restate please? >> As said we've

had these policies for an extended amount of time. We were asked for questions to be provided and no one did. Only I did. >> Yeah. >> So, we should ask them ahead of time to avoid drawing long walk out discussions that are not necessary like we're having now. >> And I just want to make sure that everyone understands my motion and position was based up off what's in the notes from the last meeting that we were supposed to have an update from OSBA. Plus, we just received this email in regards to another law firm providing guidance that we did not have time to review. So, it's not about not asking questions, at least from my end. Just want to make sure that's clear. And thank you for submitting your questions, Miss Emmer. >> So, I'm

sorry. I think part of that delay was um from the point of us um making that request to the point of that request hitting the OSBA, we lost quite a bit of time. Anybody else? So, my take on it is is yes, the OSBA has not got back with us, but even and I agree with Ashley that these questions were she sent out questions. They were uh sent in and you got replies for your questions. Is that correct, Ashley? >> Yes. And so, this has been out there. We had two law firms say there is nothing wrong with the policies as wrote. They suggested a couple tweaks, but they said they were not required. My thought is that we go ahead and um not postpone, but we do vote on these and then if changes

are needed, if the OSBA comes back and says, "Hey, this is not in line with your other policies." We we know that one of the attorneys said BBF and BBE BBFR could be combined, but it's not necessary because they basically say the same thing. And that's something that we have done. We did that when we had Neiola that those were both separated like that. So, it's not mandatory or needed, but um if you ask me, this is a very good reason uh why some of the other things on the agenda need to be taken care of. So if there are no other questions, seeing none, could you do a a roll call on the postpone? >> Yes. So we are now doing a roll call on the postponing item four. Uh Latoya was first. I

ask you a second. Mrs. Zimmer to postpone. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> No. >> Mrs. Dber. >> Hi. >> And Mr. K. >> Yes. Okay. So postponed. So, this will be postponed until the February 10th board meeting. >> Was that your motion, Latoya? >> It was. And just hopefully we have the rest of the documentation. >> Oba. >> Okay. Um could we please define the remaining uh the remainder of um the documentation, please? Will the um >> it was OSBA and that's and Miss Walsh did read the email um I believe when she started out the conversation in her script. >> Okay. >> What how where we were with the email from OSBA. >> I just want to be sure that the OSBA completes the um process. There's nothing

else. There's no other firm involved. No other request. Just we're just short of the response from the OSBA. Or are there other outstanding questions or issues? Please, >> at this time I'm waiting on the OSBA. I cannot say that I will not have other questions after that >> and that's just for me. I can't speak for other board members. >> Right. Thank you. >> Um I know that I know the issue's been postponed but in the interest of not postponing it forever. Um, >> so >> what do we need to do to so that we understand the time frame and the scope and what responses are involved is because I heard Ashley had some other questions that I'm not sure where that lands. I don't quite understand. >> Okay, we're going to go on to

the next item which is board. Thank you for your comment, Mr. Kushner. We're going to move on to item five, board policy BDR first read. I would like to do a motion to postpone this as well because we are also waiting on ODA for this policy. >> Second. >> Could you restate that motion? >> A motion to postpone because we are waiting on a response from OSBA as well on this. >> Any questions about motion to postpone till February 10th? >> Um yes, I have questions. Will um will we be saving time? Is that the will of the person making the motion that that follow the remaining policies as well so we don't have to do this on everyone one at a time or is there specific policies that we feel can be passed and

others need to wait from the OSBA or is it all in one please? >> Any that we're waiting on in response to SBA? So you uh could I amend the motion? Ashley, are you saying that you would like to postpone all of the policy discussions until we hear from the OSBA? >> Yes. Any that we are waiting on? >> All right. I amend the motion to reflect that we are um move to postpone the remainder of the um policy discussions until we have a response from the OSBA. >> I'll second. So yeah, that is the only other policy. So all the policies are going to be until we hear from >> OSBA. Do we need a second because we're now on voting on John's amendment to Ashley's. Correct. >> I already seconded. >> Oh, you

did. >> Great. >> I didn't hear you. Sorry. So we have a motion to postpone item five board policy BDR first read >> until the OSBA OSBA reviews it. >> Correct. >> Adam, could you take call? >> Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Yes. >> Mrs. Dberger. Hi. >> And Mr. Kers. >> Yes. Okay, on to item six, standing authorization part two. I'm not seeing that document in the board packet, but we all have seen that document. Uh vote. Oh, there it is. I'm sorry. I found it. So, um we received replies from both um Reinger and Brian Bardwell and it Brian Abshire and Brian Bardwell I believe are in the name. uh on those on the standing authorization and they saw no problems either one of those

law firms with part two. So I recommend that the board uh approve the standing authorizations part two. Is there a second on that? Oops. Or I guess it's so mute really. Um, are you waiting on a second? I'm sorry. >> Yes. Second. >> Does anyone have any questions regarding that? >> I just have questions about the statement you made regarding the law firm. Will you be sending the documentation that you received from the two law forms that are stating that um because I have other emails from you for the policies. I couldn't find anything on that one as well. So I would remind um you during the last meeting this is we approve to have certain law firms look at the standing authorization. All the two who have replied were authorized by the board to

look at those standing authorizations. The other two law firms have not replied at all. I was just asking for what you were reading from or whatever information you had. Did you plan on sharing that with the board because it's not listed in executive content like the other um emails on some of the policy stuff that we had. You there was one letter that was executive content. I was just asking would you be sharing that? I'm asking that I'm asking you for >> those letters um are the same. They it was included in the same letter that we received from uh both law firms. This was also included in that those documents. So, the one from speech law that we received today, is that what you're stating? Because I >> Yes, we did receive it today

and today or late last night. And he said he sees no problem with that. I mean, that's pretty cut and dry. Both of them said there's they're legally sound and there's no problem with those. >> I I appreciate that. I just know that sometimes we talk about having time and uh phone the board policy to live 48 hours and in this case that wasn't. So that's all not being difficult just being consistent. >> Thank you. >> Yeah, this was a carryover from our January meeting. Correct. >> It is but new information was provided this morning. Mr. Kersner, I'm going back through the letter now. I didn't see that when I read it for the policy pieces, but Miss Walsh is stating that the letter we received from her from Mr. Bardwell um addresses the standing

authorizations as well. >> Yeah. Right. But there are no um there are no amendments from our January meeting. Is that correct? >> Are there any other questions? >> Um yeah. Could are you able to confirm, Mrs. Walsh, that there are no changes from the standard authorization that we saw in January? Is that correct? I don't believe there are any changes. No, there's no changes. >> Thank you. >> Uh yes, we sent it to OSBA and their response was they were discussing um whether they were going to do it. >> So OSBA, we directed OSBA for policies. This is not a policy. Yeah, this was not directed to the OSBA. >> Isn't this one that Kegler Brown also said was fine? Kathy, >> I don't have anything in writing from Kegler Brown saying that this is

fine. But >> at this point, >> can you reference in the letter? >> Any other questions? >> Yes. Can you reference in the letter that you said he stated that we got today that this was found? because I'm not finding it to I heard what you said. I just want to make sure I find it and I I went through the letter three times while we've been waiting quickly. So, but if you have like a fifth paragraph down or something, that'd be great. >> Are you asking about the letter uh from speech law? >> Yes, because you stated that he put said that it was okay, like it was legally sound. So, I was trying to find that for the standing authorization. You said it was addressed in the same letter and I'm just not

finding it. what he said was there were no um problems with it as far as any um OMA violations or I'll have to find the exact letter. >> Okay. Because I I thought you stated while we were in discussion that it was in that letter. So that's So I apologize if I misheard you, but I thought you said it was in the letter we received and I went back. So, I was asking you if you could reference that letter for me. So, when we vote, I'm voting. You know what I mean? >> Um, Madame President, may I ask a question of the treasurer, please? Um, these standard authorizations that we do every year, where do they typically come from? >> Um, usually they come from in my 22 years, usually they're rolled over year after

year. Like my other employment for 19 years, they never changed. There's a paragraph and a conclusion part, a first paragraph. Thank you. Um, >> so I'm assuming that they came from a legal term, I'm guessing. Um, but this is this is brand new to me in like 21 years. >> So you're saying in history that normally they don't change like this or >> No. >> Okay. >> Well, that that's what I'm reading. They didn't offer any advice on the policy. Um so >> so his statement says in the last conclusion part if we can add this to the board notes from speech law. It says I also received copies of policy BDR policy BBG and the 2026 standing authorizations but did not receive any documents indicating what changes to those documents have been or are

going to are being proposed. I therefore cannot offer an assessment on the effect of such changes, but an initial review of the documents as presented did not raise any serious red flags with respect to speech or transparency issues. So, I know you said that he didn't say there were any issues, but it seems like he didn't get all the documents. That's why I wanted to read his paragraph, Miss Wal, since you mentioned that. Thank you. >> So, you're reading from a speech. >> Yes, I was referencing what you stated, >> right? and he said um specifically and did uh and did not identify any red flags related to speech, transparency or governance and reminger specifically reviewed the document and found no legal issues with the document. >> Before that he says I therefore cannot offer

any assessment on the effect of such changes because he didn't review all the documents. >> Okay. I still >> these are just to help the um treasurer and the superintendent do their work. It gives them authorizations, but if you would like to make another motion or amend the authorization, please do. Otherwise, if there's no other questions, we need to >> I have another question. My question was my question was never answered. The fact that something comes around every 20 years does or at the same time every time for 20 years does not answer my question. From whence does it come? And I've never seen a debate over our standing authorization from whence does it come, who approved it, who created it, anything. It's Adam, is it not the standard practice that standing authorizations are presented

and voted on? Where do they come from? I don't think they're coming from Kegler Brown or or law firms. Who originates the standing the standing authorizations? And also I have certainly seen a change in standing authorization law. I've been on this board an increase which was probably because the law allowed it. Correct. >> That's why I said maybe legal does it just I know in my next year that never changed but if the legal that's why I said I'm assuming legal changes it but I can check in I can so the board knows me to contact legal. I can check in the legal about who changes stand authorizations if there's a law change. >> Okay. So we don't actually know. I mean I mean this when this comes through how it gets put on the

agenda where it came from. >> Correct. Usually they just roll from year after year. >> Okay. >> Well, I will say it's board governance and it's English and we need to read it and determine whether we like the changes, don't like the changes, and from whence it comes. It's not really the issue. From what it says is really the issue in my mind. Thank you. >> So, does anyone else have a question or comment about the document? Ashley, >> a number of suggested revisions on parts of it that were open to interpretation would never be able to be enforced because of that and none of them have been implemented or reviewed. You can't implement something if it's open to individual interpret interpretation because there's no way to do it. Can you say that again? I

didn't hear you all the way, Miss Emmer. I'm sorry. >> A lot of the items in the standing authorization is open to individual interpretation. So, how I view it would be different from someone else. Therefore, you cannot enforce it. >> Could you be more specific just because the attorneys didn't see anything, so I'm just curious of what exactly? I think >> um part two, section F, several items are open to interpretation. and it can be difficult to enforce consistency. If we want to move forward, we need to rewrite with a clear concise language in definition. So all board members and staff interpret it and apply them consistently because it is again open to interpretation. I emailed these to all of you and everyone saw it. Well, technically Adam and he forwarded it. I recommended rewriting

three other sections of it also open to interpretation. So my take is that um I I appreciate the input and is there changes you would like to see to that um that would be contract splitting, scope mutation, serial contracting or other structuring intended to avoid board approval is prohibited. Is that one? >> And uh it's open to interpretation. How I mean the attorneys know I guess. I don't know. I mean if there's changes you'd like to see I think we could um facilitate that. Would do you need more time to get those together? >> I said items one, three, and four. I did not see a way to rewrite it to a concise statement. The only one of those four I liked was two. Um, >> so do you see a need or do you

think we do not have a need because it's already in statute actually to state contract splitting is unallowed. >> No, you're fine to state it's unallowed, but that would just be one item in that section. >> Thank you. So, um, would you like to see that rewrote somehow or >> Yeah, that's what I requested. >> Yeah, that's what you're requesting. So, do you want to postpone this? Um would postponing this till the 10th also putting it down the line kicking it down along the line again be uh good and then a contract uh controls and laws and this all has to do with that. I could write something up and send it to all the board members and uh incorporated into this. Would that be acceptable? >> Yeah. I just couldn't see rewriting it to

be clear and concise in a way that would be >> so having dealt with contracts for 30 years and construction um I might be able to help you to see how that or the attorneys might be able to but um I would have to ask >> so um would it make more sense uh Ashley if this standing authorization followed the flow and language of the original one that we typically use and then that any of the ancillary items we want to address be configured into that. Would that probably solve some of the issues that you saw? >> Possibly. I would have to look at it more detail to what it was before versus the revisions that were presented. >> Yeah, it's in there too in the um 2025 organizational meeting. you'll be able to pull

it from there. The previous um standing authorizations, I think part two, if I recall from our last, that's what's new to it. >> Yeah. And and I would add, Ashley, if you would um take a look at 2025 because you may not like it either. So, um that would be good because if we want to work up that as a base, you may find issues with it as well. So, is there a motion on the floor to postpone? >> I do not have a motion to postpone. I just >> I move to postpone this until the 10th or to such time as the uh board is prepared to revisit it. >> Can I add something to that? Can I amend your motion? >> Can we get a second first, please? >> And then discussion. Thank

you. >> Can I amend your motion now? Um, I feel like what would be more effective is if we plan a work session where we all can have these conversations and be a part of developing these policy changes versus one or two people creating them and then we have to do this back and forth. Um, if we're going to work together collaboratively, everyone needs a voice. So, is there any more discussion on the motion or you want to like to add a work session to kind of get on the same page? >> Are you asking to I thought you asked to amend Mr. Kersner's postponing motion to >> Until we have a work session. >> I'll second that. >> Okay. I will comment that um I am definitely for work sessions. did that um the

trustee did that as past president of the board and we definitely need one. I will also say that when it comes to a few page document, we should be able to come here prepared and I don't know that that is rises the level of work session. I hope we can just set general goals and when it comes to these types of things that we've had since January that we can um come ready uh with changes etc. And I know we're working towards that but um I totally agree with the work session. I just uh am skeptical that it can get this gran granular, but also we have policy um or sort of committee uh discussions coming up that may also help with that. Thank you. >> Do you have a date for the work session

that you want to put on there because you'll need to have a date if you're postponing. It's got to be to a specific date. >> I I didn't have a date in mind. Just whatever worked for um the board. I thought the second meeting was supposed to be for that those type of things is what we discussed at the organizational meeting if we can. >> Yeah, I would I would say that if we're doing a work session, we're going to need a facilitator and that's going to take a higher level of coordination than we can make on the fly. Let's uh make sure that we're everybody's available and we have a facilitator if we're going to do a work session. I think we had a great one last year. I don't know his name. I

think he was a um uh Army grad from All right. You need to get back to this motion to uh postpone. You want to amend it. You don't have a date. Do you want to withdraw your amendment? And then we'll set up a the board can set up a work session day for everything. Are you telling me I can't have a work session to go over one section of this policy? Is that what you're asking? >> So I can't make the amendment. >> You can make an amendment. I'm just ask >> So what day do you want the work session to be? I don't have one until we find a facilitator. That's John. >> Well, I second our motion. So, >> so your motion to postpone is indefinitely. >> I hope it's not indefinite before

we work. >> Well, we should have already. >> Your motion is out of order the way it is right now. You have to have a time on it or you need to say indefinitely. So, >> my my motion I will restate my motion. I believe I said that I move to postpone this until the 10th >> or until the time that the board is prepared to review it. That is my motion. >> And she was just adding admitting to add to include that there was a work session with that. That's all. >> I'm not trying to make an indefinite motion. I trust the board will come up with their questions. that will be reviewed and they will come back prepared. I'm just I'm just wanting to be prepared that that won't necessarily be seven days

from now. >> Are you happy with that motion that he rewarded it? >> I I didn't have a problem with it. You did. >> So, you don't are you withdrawing your amendment to the motion to postpone? >> Can I ask a question real quick? My understanding is that Mr. Kersner made the postpone motion. Miss uh Miss Herbert asked to amend it to include a work session. >> Correct. >> Okay. So, the date was already identified in Mr. Kersner's motion of February 10th or when the board can whatever whatever and she was just adding that we ensure we have a work session with that. So, it's a three-pronged approach. you have either it's the 10th and we've had a work session before then or the work session's on that date is how I interpret that. >>

Can you write your motion down on a piece of paper and send it down and you write your motion to amend? >> No, we haven't done that. >> Okay. >> We haven't done that this entire >> Yeah, we haven't. The board chair is asking you to put your motion in writing and that's the ruling of the board. A chair. >> Thank you. Madame President, are you asking me to put my motion in writing or >> I think we need to because we got like three motions flying around out here and so Adam has asked that they be in writing. That is not an unreasonable request for the chair according to Robert's rule. If you don't want to put it in writing, then we'll just not address that motion. >> It seems selective. That's my only

issue. >> Yeah. >> Thank you. And I guess we should >> I move that we postpone the vote on the spending authorizations until the 10th or such time as the board is prepared to reconsider them. Second >> and for for right now what I have is just John wants to postpone a motion to review it to February 10th but John once he writes it then I can go in tomorrow and correct it. That's what I have right now. I got John first. Correct. >> So we have a motion on the floor to postpone item F6 standing authorizations part two until February 10th or until such time the board is prepared to reconsider. And John made the motion. Is there a second? Oh, second. >> Correct. >> Can you any other questions? Can you do roll

call, please? >> Mr. Zimmer, >> for clarification is the honest motion on or no? >> No. This this motion is John as to postpone um to postpone the motion to February 10th or until such time the board has time to reconsider. So, it's John's motion to postpone. >> Can I amend it to include the work session and I will write it out? dependent on when the board can get together for February as previously stated. >> All right, we have write that down. Thank you. >> So, you may just add it to this. >> Yes. I just want to point out that while we're coordinating a work session, we're operating without standing authorizations. So, how have we been functioning without standing authorizations? Well, part one was authorized. Part one was done. So, that allows me to

pay the bills and to write checks and to do that. So, a lot of part two is about investigations and contracts. So, as of right now, how I see it is part one we're going has already improved. So, that's what we're using. part two. A lot of that I don't think was part of the previous state authorizations from the preceding years. >> Thank you. >> Yes. I move that we postpone the vote on the spending authorization until the board has a work session until the board is prepared for said work session or February 10th. >> Are you your motion to amend John's motion to read? Okay. Do I have a second? >> Second. >> U My comment on that would be it would be a horrible waste to have a work session over this three-page

document with someone of that expertise and cost. It should be broader. It should be a work session to discuss goals and other issues that the board has. But I would say most importantly um coming together to form board board goals together and set vision and this would simply just be a small part of that. So um that's the part that bothers me about that motion. Typically if you do a work session it's going to be much more. >> Well as everyone can see this board does not get along. So maybe we'll actually get through the policies on standing authorization then try to get back. So, are we prepared to vote? Does Are there any more questions regarding Ashley's amendment to the postponement? John's postponement. >> Ashley's amendment to the husband and John's postman is what

I'm looking at. Could you restate, please? Ashley's amendment to your proposal to postpone. Do you need us to re Can you hand me that so I can read it? Ashley would like to post uh amend and her motion is um to add after spending authoriz standing authorizations to strike everything following that and had until the board has a work session. Until the board is prepared for the work session or February 10th and I already second that when she said it. >> Yeah, I have Ashley first second. >> Can I have that real quick? Yeah, just for real. >> Apologize. >> Sorry. All right. So, we are voting on Ashley's amended motion. Okay. That's a first Ashley second toy. Mrs. Emerson, >> yes. >> Mrs. Herb, >> yes. >> Mrs. Walsh, >> yes. >> Mrs. Der,

>> I. >> And Mr. Kler, >> yes. So now we are need a vote on John's amended proposal. >> Amended postponement. We just approved. >> I I withdraw I withdraw my motion. It's no longer relevant. >> Okay. Gotcha. >> And um Diana, are you withdrawing your motion? >> No, but Kathy withdrew it for me and declined it. >> Okay. No, I did not withdraw it. Nope. You didn't put it in writing, so I couldn't read it. So, I didn't know what it was. Thank you. So, um, so now we have no postponement on uh, did we have a second on the on the motion to off to approve the standing authorizations part two? The original motion I have a cafe first seconded by John on the original one to approve the staining authorization part two.

>> Okay. Could you do a roll call for that now? Because you didn't have the postponement did not pass. >> Postpone did pass. >> It was >> no ours was an amendment to John's propos and it passed as an amendment to his postponement. His he withdrew his postponement. So now there's nothing on the floor. The amendment passed. >> Okay. >> The postponeed. He withdrew. So it's not on the floor. Would you like to postpone for your words, Ashley, on your amendment? Amendment. >> Yes, that's fine. >> So do you need me to read those again or is everybody aware of those? >> Go ahead. Do it on >> So So this >> Thank you. There's another motion or is this the first motion? >> Somebody second Ashley's proposed second. >> There we go. >> Thank

you. >> Yes, Ashley first. Let's wait a second and then I will take this and put on there later tonight or tomorrow. Okay. All right. Um, so this is Ashley. Miss Mrs. Z. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Yes. >> Mrs. D. >> Hi. >> And Mr. Now, we still have the first motion out there, but do we need to is that needed then on the first one since it's >> Well, that's been postponed. >> I just want to make sure that >> I think both motion or motions to postpone, but I'm very concerned. >> Ashley made a motion to amend your postponement. was in my mind a motion to postpone. She has changed the language. >> I'm going to make a motion for a fivem minute recess. I have

uh have to use the restroom. >> So moved. >> I'll second. Adam, could you do a vote? >> Yes. Mrs. Emer. >> Yes. >> Mrs. Herbert. Yes. >> Mash. >> Yes. Mber. Hi. And Mr. Yeah. And we're now moving on to item seven. Right. seven, which is um I recommend the board approve the motion approve uh to discontinue and dissolve all existing standing board committees effective immediately in order to reset the committee structure and proceed with adoption of new committee framework. >> So move I'll second. Is there any discussion? >> Yes. I think it's a um I read the document, but I do think it's a disservice for students um with student advisory. Um I'm going to read a email and I'll get it over to Adam. Um I did follow up >> point of

order. Uh this is about board standing committees and that is not a standing committee. So um if we can move on and keep the discussion focused on standing committees, I'd appreciate it. Thank you very much. Are there any other questions about >> So I'm going to say what I said I was going to say and that is because what are we going to do with our students after break? So we're not going to pick back up student advisory or no because you're saying it's not standing. Um, they're in limbo right now coming off a break with it being a new board and a new calendar year. So, just asking. >> So, we can add that to the agenda for next week and discuss it. And right now, unless you want to make a motion to

add that to the agenda now. >> No, I'm going to still read my statement though. And also to Mr. Collier for the record. Um in the event uh with this this continuing of existing standing board committees because the only committees that we have had have been student advisory and parent advisory. Student advisory at all three grade levels and parent advisory which we still need to pick that back up as well. So I will >> so I'm gonna I'm gonna I'm sorry because point of order we're discussing standing committees and neither one of those are standing committees but we certainly can add those to the right for next meeting. I have a right to speak Kathy just like you do and you would >> do the exact same things. So I don't know why you when

you say others have tried to side with you you're then trying to do the same >> trying to keep the meeting going and this is about standing committee. >> I totally understand that and that's how it's happened in the past. I want to say what I'm going to say and that's what's okay. >> All right. It says dear Miss Latoya I hope this email finds you well. I'm writing you today with a heavy heart. I'm sorry. I'm gonna point a board as someone to do with what we're crucial to ensure that young voices are not only heard but understood. I don't understand how me reading something from a student is inappropriate when we're talking about committees. >> Is there some I'm sorry. May I ask a question? Is there some confusion about >> what is

talking about? Let me ask what Latoya is talking about in standing committees. I'd like clarification. >> I asked for clarification when she said it wasn't. I said, "So, what are we doing with our students in limbo that are currently on the student advisory committee from this school year?" Well, we crossed over calendar years, right? When we have a school year, we go from August to May. So, what do we do with those students? Because they've been asking and I mentioned that in our >> point of order, Miss Dber, we will certainly address those issues. And if you would like to add the advisory committee Mr. agenda, please make a motion to do that to ensure that he understood where I was. That is not what's on the agenda. >> I was answering Mr. Ker's question

so he understood what I was asking. That is what I was doing. I didn't say anything else. I answered his question. So I understand um and I understand >> and I asked him for clarify openly I'm confused but okay >> sorry I tried to address it we are not addressing advisory committees right now if you look at board policy we have >> board advisory committees and board standing committees this is regarding standing committees and that's what we're addressing right now we only have two standing committees. That's the facilities and the policy committee. They have been in limbo for several years. So my thought was why don't we officially dissolve them? That's what our policy says we have to do and then we can move on. >> I I understand. So you know to that point,

Latoya, I was on a policy committee for a second and then it was declared that we didn't have one anymore because the superintendent was taking care of it. This is how that should have happened. Just to be clear also because we're all we're on on the same team here as far as trying to move board me along and trying to not be here all night. Um the communications are going around and um there is opportunity I think I hope for everyone to get what they want on the agenda and uh I would just say put it on the agenda. Um, and let's and let's just discuss it that way. Um, because I think I think it deserves discussion. But I understand right now that what um the president is trying to do is shut down

a couple hanging committees that we have that weren't properly shut down. We just never appointed anybody to them or we turned them over to somebody else without actually making the motion. >> Thank you, John. Is um was there a second? If not, we'll move on. I am first John second Ashley. >> Okay, thank you. I just wanted to confirm that. Do you have any other comments or questions about that, John? >> No, thank you. >> Ashley, do you have any comments or questions about those committees? >> I'm just conflicted on if we have committees or not because I asked Adam for a list and he told me we didn't have any. So >> I'm just saying like I asked for a list of name committees and >> and I said that yeah I did not

know if we had any or not right as far as I know like policy committee and the search committee that has never really happened since I've been here to like I do not know of any. >> Yeah, those were um voted on and we have both those committees and um we just haven't used them. I didn't appoint anybody because the thought was let's stop. I think this was on the last agenda. So, and reset and redo committees. But if you guys want to um you can vote yes or no. If you want to keep these two committees that we have, then I will be gladly appoint two people to those committees or we can vote to dissolve those committees. Um I I was put this on here because I thought that would be a clean

start. Everybody be on the same line. uh same uh we could write make sure we have those committees set up the way we want them. So hopefully like all this board policy discussion could happen in a committee and then be brought to us instead of kicking it down the line. How many meetings now? Three meetings and now we're going to have another one. So just trying to make things more efficient. That's all. Are there any more questions regarding the two standing policies uh committees that we have which is the >> No, just we're just closing down old old committees that haven't been meeting. That's all that's happening. Uh and they should correct closed down a long time ago. >> Correct. If there's no other questions, could you do a roll call item? >> Mr. Who

would have we consult to try and verify whether or not the committees are standing? Just as a general question because numerous occasions last year with the previous board, it was stated these committees did not stand. I would say to consult our board policy that says all standing committees have to be dissolved by a vote of the board. You want me to pull that policy up for you, Miss Zimmer? members number. >> No, but I'm not going to go back through years of >> board meetings to see if something was dissolved or not. Yeah. >> So, is there someone we can I toy whether or not it's >> I can direct those too. I have um >> those I just have to >> Ashley I can help with this. So, as I stated I was on

a committee with Seth Bower, a policy committee. Um there were things that the the superintendent didn't like about the meeting and so the board said the superintendent was going to take that over. Um and then at that meeting Libby Gray argued that the president had the power to simply form and dissolve committees. That is not supported by state law or board policy. This simply uh in my opinion very strong opinion this simply remedies that. finally finally sunsets it. So, I think we just uh I think we just rushed uh and and made some mistakes. I think this just puts us within the frame of the law and our board policy then I stay because I don't know if we have them or not. Okay. She obtains um Mrs. Herbert. >> No. >> Mrs. Walsh. >>

What did Mim? >> She abstained. >> I Okay. No. >> Mrs. Dber. >> No. >> And Mr. >> Yes. So motion fails. So I'm going to have to appoint people to those two committees. So to the finance committee I will um appoint I'm not this finance committee the policy committee I will appoint. Is there anybody who recommend who would like to be a part of that committee? I would >> anyone else the policy committee >> that's of the two committees the facility the policy committee are the two of the two items for policy >> okay I appoint Ashley and John and to the facilities committee I appoint myself and John moving on to item resolution establishing the uh board standing committees since we already have um the finance and the policy committee. Would anyone you

know would you like to just postpone this to the work session? postpone um item number eight and nine to the work session that you that everybody wants to have set up. >> Was that a motion? >> Well, >> if so, I'll second. If not, I'll move to make the motion. >> So, we'll postpone item number eight and item nine to uh February 10th or future work session. >> I so move. >> I'll second. Any questions? Could you do a roll call? >> I'm sorry. That was first by second by Ashley. >> Okay. >> Correct. >> And this has to postpone until February 10th or we get a work session. >> Correct. >> Okay. Mrs. Emer. >> Yes. >> Mrs. Herbert. Yes. >> Mrs. Walsh. >> Yes. >> Mrs. >> No. >> And Mr. K. >>

Yes. >> Okay. Moving on. Motion passes. Moving on to new business. Adam has a four year. >> Was that eight and nine? That was eight and nine together. Because we have to do nine separate. It's a different It's a different motion. >> Eight and nine. Yes. >> She combined them. >> You combined eight nine. ner. Yeah. >> Should I make a motion to authorize the student advisory committee? We can put that on the agenda for um February the 10th. Right. For that's for business going forward. It's not on the agenda tonight. We'll put it on the March agenda. >> Do I have a second? because it would replace the two items we just removed and it would just be a quick vote. >> I can imagine we have much discussion on it committee. >> Well,

I'm not making a motion. I'm just saying that's what we'll do. We'll put it on. >> I second her motion though, just for the record, Mr. So, sorry, I'll type the other one. >> Yes. a motion to authorize the student advisory committee >> and that's Ashley first second and it is to authorize sorry I'm just translate to authorize >> authorize establish whatever the correct ter resume in this case >> um may may I please ask I'm not I'm not opposed to the motion I'm not opposing that but just by way of um flow of the meeting Robert's rules etc could we could we bring that back to um item him uh so that we're not just blowing up our agenda and I don't want to get us in the habit of just >> making motions

from the floor. >> Yes, that's fine. >> So, endless board member comments and and uh I think we can bring it up there and still stay within our agenda if that's acceptable. >> Okay. So, I'm just going to give the motion again. >> Yes, exit out. Okay. >> All right. So, now we're on to new business. four year forecast. >> Yes. Is your mic on? >> Hey Nate, can you bring me up my four year four year for sorry five year forecast my four year forecast. Um so N bring that up. So this was obviously called a fiveyear forecast until till this year. Um and so but what I submitted to you guys so you guys can see it is the four-year forecast that I will submit to the state by February 28th. What I

also would do have an Excel 5ear forecast if you go to the other page Nate the other PDF or you can go to the Excel because there's my notes. There we go. Thank you. Um so this year um this year 26 um you can see my total revenue number of at line 1.07 a little over 107 107 million. Nate, Nate, can I get your help, please? Oh, never mind. I called your name and it is cured. Sorry to bother you. I have no closed caption. Thank you. >> Are you good, John? >> Okay. Um and then my expenditures this year um are going to be about line 5.05, almost $104 million. So, this year we're still um having revenues over expenses of 3.4. And that closely resembles I remember in the new legislator I had

to do one of these in October and in February right away and then in August. So that um what I what I did in October we're still on target from when I actually a little bit better about my $100,000. Um so as you can see at the end at the end of this year we'll hopefully have which is June 30 sorry get slow um we'll have about 57 million in the bank. Um, and then next year, because I know we talked about reductions, as you can see, next year, um, if you want to go down the line, 6.01, you see it's almost $4 million in the hole, um, for next year. And then, as you see, it quickly compounds um to 8.7, almost 14, and then almost 20. And those are with conservative forecast that

I do. And again, this is a fivey year. you guys won't see the you'll see the four year but I do have a fivey year put up in mind. Um so that is kind of how my four year forecast fiveyear forecast looks. Um and let me point out a couple things. Um this year and next year um again I repeated this at one board meeting. Um we were supposed to get 56 million in the tax law and the current tax law now we only get 51.4 this year next year which again that's four and a half million per year. Um that's a lot of money. um when you add all that that's $9 million. Um and then from that, of course, there's some deductions. Um but yeah, that's that's considerable hit to grow, 400 million

per year. And also, if you notice um in line 1.03 unrestricted grants and aid. Um this year we're getting about 40.8 almost 41 million. Next year we are going down about a million dollars and again because they redid the funding formula. So even though to say our kids stay the same, we're go down a day of which again is none of the schools obviously like that. A lot of schools are going down. Um but it's just how they redid the funding formula. That's all it is. I mean there's no explanation other than they redid it and they thought it was fair. I don't see how it's fair that our district loses a million dollars in state funding from one year to the next. I mean, as you can see, my revenues, my revenue, my projecting

is 107,393 this year and 208. We're actually going down next year. And then the following year, which is two years away, we're only going up 1.4 1.3 million, sorry, from this year. So, that's the issue we're having and why reductions have been brought up because there's the Tesla size. I do have a question for you with the organiza like your organization and FASA. What um things are you all doing with I know some board me the previous board um we did put a resolution we worked with both the uh finance committee at both housing and what what are what are you guys working on to kind of share how this new formula is impacting the district? Yeah. So we we have a treasures meeting try like zoom meeting um twice a month and today we

talking back like Aaron R who's on it from IB he knows these because we're all complaining about this um so we reach out we um use GFOA which is really treasures for other stuff but we also use OSBA you know as kind of our our people to say you know you guys may get a friend of this now unfortunately the two-year budget's done for this year next year but going forward it'd be nice where if they kind of give money money money back to to grow because that's All we're worried about right now is the growth board because you know negative negative revenue just when everything else is increasing is is outrageous and really doesn't call for I mean flat I mean I mean I hate that but keep me flat but now you're you're

decreasing a million that's just hard it's hard hard but then that's why we brought up productions. >> Thank you for that answer. Any other questions on this? Sorry, I talked a lot. All right. Um, so I do need that a motion. Um, so um, the treasure recommends that the Gro Mass School Board's education approve approve the four-year forecast. >> So, thank you. Latoya first, Ashley second. Any other questions? Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Yes. And >> Mrs. Hi. >> And Mr. Hi. >> Thank you. >> I am not. And we're now on to the item number two, which is something that I put together, the board um procedures, governance uh package. And I was wondering if anybody had any questions about that document. So the reason I

put this together was um I wanted to over the past year became clear that many of the challenges that we are experienced as a board are not about effort, intent and commitment. They are structural. We're all very committed and we all want to do things to help the district. Um we have dedicated members, capable administrators and a full agenda, but we lack some of the basic governant infrastructure. I think um we have board members who will not use the um district email and other board members who say I'm not going to correspond with people who don't have use the district email. Uh legal counsel has said it's perfectly acceptable to use your um personal email. There's no problem with that. But um other boards I've talked to and other well members of past boards that

I talked to and attorneys I have talked to said it is sound governance to have um your board only email that's separate from the administration. Um the other thing is to have a board clerk uh is another part of this plan that I put together and um that would be to help not only us but also the administration. They have a lot of work to do and putting together these board packets and coordinating getting in touch with attorneys and coordinating everything else is challenging. And if we had a board clerk who was doing that, we would have a consolidated place for our documents. Um, board members shouldn't have to ask for the documents. They should already be there. And tasking Adam or Jamie or Ty with having to find documents that we should already have

access to. It It's cumbersome. So that's why I put this together. Um, I didn't receive any, you know, haven't received any feedback. This is new. So this is just for discussion and I would like to get input from the other board members and we could possibly add this to the framework. But I am still very concerned with the email situation and having our own uh 365 account with our own email would solve that problem for everybody. >> I said a couple questions. So who would um monitor that? So that means it would not be through our technology office. So would there be a need for someone to manage that as well? Or would that fall on the board clerk? >> I would think it would fall in the board clerk to do that. Yes. >>

And so we're asking for another position, right? When you add that, that would be a totally separate full-time position or >> I think that would be like a very part-time. Okay. No more than I would say. I I don't know what I would look at you and Dion and say, "Hey, you guys are HR people and that would be something maybe you could put together a couple job descriptions, get uh what the scale should be." I mean, I was thinking 24,000, no more than that. No benefits and uh part-time, very part-time. >> Um, so point of order, are we are we working on a motion here? What are we doing here? This is discussion. >> There's no motion. It's just discussion. >> Thank you. All right. Good. >> That's >> Yeah. Okay. And I would

say one of the things that I've seen um this board, other boards that happens and it goes along with the goal setting and other things is that um we've had it happen in the time that I've been here where um we postpone, we move, and then it just disappears. Um it's always a challenge. um uh not having a place to work, not having a place with copies, not having a place to store the volumes of documents etc. that we get. Uh we've also seen um inconsistencies where um board packets will go out one way and then change and or things just aren't communicated properly. Board packets don't go out properly. I do want to make a point of clarification. Um it was said that this would work help the administration. I we need to be

very clear that um this would be a board role a board support role and not they might interface and assist the board in working with the administration but they would not be doing the work of the administration. We don't have the authority for that. I would say to one one great um exception I take to the OSBA and I always have is that they don't recognize the the p true power of a board and they don't teach us about the resources that are available to us. Like we saw only a few months ago someone came in from the OSBA and said all you can do is hire superintendent of treasurer and that is just really really false. And I I I wish they would be more um helpful in explaining the different resources that a

board can create for themselves. And I think this is one of those. Um I'm as as we see our forecast, I'm very um cautious about about budget, but I think um I think a person doing this work would probably save the district money over what we've been spending on lawyers and other things. um in many in many many uh cases and perfect discussion for a board workshop. I I greatly look forward to it. I think I think it will do a lot of good. I think it would be great for us to come together. everybody have their own voice and tell us what each individual's goal is and then work together to try to collaborate and make a vision for the whole board and and move together uh towards that from how we operate to

what our goals are etc. I think that's going to be a great thing. >> Thank you. Um >> um I agree with you John. I do think this would be a good thing to talk about at a work session. Um, I guess poor poor timing in the agenda. We just heard that we're going to have budget cuts or we're going to talk about budget cuts. So, I think it's inappropriate for us to be asking to spend more money for something that may not be absolutely necessary when we're going to have to make decisions that impact our kids. >> Thank you. Ashley, do you have anything? >> Not at this time. Latoya, >> I said one more thing if it could be of note to um Mr. Song and Mr. Collier that how this separating um

that what infrastructure it would we need. So we you don't have to do it now. I'm just saying we're going to talk about it a work session. So I'm just trying to tee us up so we're ready, right? And Mr. Collier um you know what that looks like from a budget standpoint in the insurance because our cyber security and our insurance will we need another policy? with us moving from the because we're changing the technical aspects and communication and then also um information from our insurance policy about how if we're communicating with open a public facing web email, how does that if there's a breach with that, how does that covered under our insurance policy? So, I just want to lay those out there so we can have that ready for the work session when

we do bring this up further. Thank you. Any other questions about that? Okay, moving on to number three. That's the superintendent. I think he wants us to vote on this tonight. >> Yes, please. The superintendent recommends that the Gilport Madison schools board of education approve the contract with solution tree. >> So moved to A second. >> So, does anybody have any questions about this? It's on the new uh because this is a contract, not on consent because it's not a company that we have used before. >> We normally after the it's a second we give the superintendent a moment to explain and then so I just want if it's okay if I could ask we could hear from him and go through this and then we can ask questions. >> Uh sure. This this is

um something that I've been working on for a little bit. We had an initial meeting to host an event here and it was far beyond our budget. Uh continue to meet and work with solution tree to get down what I think is um it's it's a two-day summit that we would host internally for up to 450 people, which would be our teachers and administrative staff. We also have an extra hundred seats available that we could use to sell to other districts to potentially recoup some money. It also includes six days of embedded professional development with uh the consultants throughout the year at our discretion and u and it provides a a a book for attendees as well. Um when you look at what we've spent to send people to different conferences, having it here, having

all of us be on the same page, although it, you know, same page from a language level, an understanding, a basic understanding level, but also it's going to be customized to account for where we are in our path with with different groups. Um, I'm just really excited about this and I'd be happy to entertain any other questions that you have, but this is a big thing for us in our path and professional learning communities. >> I do have a question. So, you said there's 450 seats. How many would we have left after our staff is covered? If I missed that, I >> 100. Okay. And then so we would then be responsible for the um marketing and all that to okay do we already >> and it would not be unusual to have you know

that be in the $500 range >> and if we sold a hundred at $500 there's $50,000 of this cost that we would potentially be able to get back. >> Okay. >> Adam, have you done a cost analysis of this versus what we've been doing? Yeah, I mean the the I think the three sessions I think were done so far. I forget. One was in California, one was in Iowa. Where was the other one? >> Arizona. I think I know the last one was 35,000 just by itself. And I think that was 22 people. I think it was 10,000 or like $9,900 or something and 25,000. So if you do the math where it's 35,000 for 22 people, the 150 and we get some of that back for 450 people. Again, I don't like spending this

money, but then again, if we're keep on doing the PLC's and we keep on doing them in little things, it's going to cost a lot more money. >> Could you repeat the very last part >> as if we keep on sending 20 people out at a time and it cost 35,000 obviously to get 450 or 400 people done for 150,000 at the most and hopefully we get some reimbursement. It's again I don't like spend the money at this times but I mean it's a PLC is what the superintendent and what we're going for here. I mean it's a it's a pretty good deal um you know for the district. >> So total expenditures I know you're showing big money with trips of small people but what was our total expenditures per year doing it the

way we're doing it versus what you project here? >> Well again like the three the three things that happened. I don't I know I just have the the number of 35,000 for the last one. I think it was for 22 people. So, but I can get you the numbers on the other two, but I think those were at least probably 15 or 20. So, let's say 15 to be on the safe side because again, you got airfare, you got hotels, you got everything. You're talking let's say 60 people was I don't know close to $65,000. So, if you're a thousand bucks and I know some of those people went to multiple multiple sites. So if you're figuring a,000 bucks a person and you're doing 450 that'd be 450,000 where now we're getting 4 450 seats

for 150,000 but again we're trying to sell 100 other seats to make 50 grand. So hopefully it gets around 100 100,000 450. So, >> and is this um I see it's for August, of course. So, we would need to move forward today or is there like is it we need to approve this today? I understand what you're >> It really is time sensitive because once we get under contract, we can lock down um all the specifics. We can identify the dates for the embedded professional development for the rest of the year. Um you know, until we sign, even though they have earmarked people, the consultants to come there, it's it's not locked down until we lock it down. So, for planning purposes, we really need to be able to do this. And then of course

we need to get things ready and be able to start to market that we're hosting it so we can try to sell some of those seats to recoup some money back. >> This seems like a very hot topic. Will this possibly bring in more teachers to our district? >> You know, when we first started talking uh with Solution Tree, one of the things I said that there has not been a lot of action in Ohio. Um, and I do think this is very exciting. I think this will prompt people to come here to other districts to attend. I think if we put this in our recruiting material out with new teachers, um, I don't know if and what they understand about it, but if they do any research, I think very much this will excite

people. Um, and I think it'll excite our staff. So, I'm kind of just going through this because I didn't have the packet and um I want to make sure I'm understanding what I'm looking at here. Uh the professional development 109,440 is incremental after each date. And then the following exhibits on here, uh exhibit A are the different dates. Is that correct? >> Yes, that's correct. The first the first two dates are the summit and then um the embedded training dates are just kind of placeholders until we tell them what and how we're going to do that. >> So the total cost out of all these dates equals the 109. Correct. >> Uh no the total the total cost at the bottom >> is 151. Yes. >> But that's all. Okay. So and these will be

done at the high school. with that word. >> Uh the the summit will be done the first two days on August 5th and 6th will be done at the high school. Um we have to decide how we're going to do the other embedded dates if we're going to you know offer it in buildings or grade levels or or where we're going to do that. Those are those are some of the things we have to figure out with the PD committee as to specifically how we want to make that happen. Are you talking the September 28th dates? >> And those are placeholder dates until we tell them what what we want. But yes, >> so we need to have >> But the intent is to have all of these uh at one of our facilities. >>

Yes. Yes. On on site with us. Correct. >> And then also the intent is to have other districts come in and for us to hopefully see a profit to help pay for our >> other districts to come in only for the first two days. the the first two days is a summit where our whole district is all together. The the other days we're going to figure out how we want to do that if we're going to do it by grade level or building or or different things like that. That would only be our staff. >> Okay. And we're hoping the income will help offset the cost to the district for professional development. And then Adam, you brought up um yearly the 60. Is that like has that been for the past just this last year

or has it been previous years? Just this last year I think is when they went to those three places from previous years. >> I think it was zero >> about the same probably >> or close. The last conferences we've ever been to in this district was during long ago that um a group of went away from the district to any kind of professional development. >> So this was out of the norm. You're talking loud, but can you talk a little louder? >> Yes, this is out of the norm. Speaking of the GMLA um professional development chair. This has been the Thank you. >> Sorry. >> Thank you. >> Speaking of the Is that better? Now I'm gonna step back because I am using my teacher voice. >> Um speaking as one of the professional development

chairs. Um I think I can speak for Tammy. I'm sure she will allow me and Carol and Mike. Um the last time that staff of any size or number participated in professional development that was away from this district happened during the era of Dr. Mley. So that tells you how long ago we were able to send staff away to meaningful professional development. Um and that was during the days of common core. So that tells you how long ago that was. >> A long time. >> Very long time. Um we are very excited on the professional development team of what we've been able to build over the last three years through our professional learning communities PLC. Solution tree is the provide they do a lot of the providing or professional development for PLC's. We can do

many things among that. Um we went to Arizona for a summit which we were able to listen to some really great presenters that um everybody went to something that they were very interested in. If you came to convocation then you saw what we brought back from that um during our convocate convocation roundt. Um I was very excited to get to participate in that and I loved all the sessions I went to. With those 2122 people that went we are starting the momentum of building leadership capacity within this district. meaning we're building teacher leaders within each building. And the hope is that yes, we did send some people to Marshalltown, Iowa for a special ed conference, um an all means all conference, which is near and dear to my heart. And that was about how gened

teachers and special ed teachers can work more collaboratively together to help that need population, our children who are on IEPs or even our kids that are falling through the cracks. Um, so that's important learning that's being brought back. That's building capacity within our IS and GenEd population. And I will tell you that our IAS's came back from that session in Marshalltown so energized and excited and feeling like they were actually part of the learning community and that they had a voice in how our district moves forward. So we felt leadership capacity with that. Um Mike was their facilitator and they now have a little breakfast group that gets together, he was telling me. So they're super excited. the math group that went with Carol, they were very excited and they came back with um their

learning. So, yes, it's only 60 people right now, but it's building capacity that we are having leaders who are excited in the things that they're passionate about become the leaders in their building, become the leaders in the district. So slowly but surely over the last three years, we've been working very collaboratively to make sure that we're bringing forward meaningful professional development to our staff that helps our staff do a better be better at their jobs. Not do a better job, they do fantastic work now, but be better at their jobs, be up todate on current learnings and technology so that they can build the capacity. And as we build capacity, we create not we Mike created the PLC coalition. So as people go to these conferences and come back, they become part of our PLC

coalition. >> Okay. >> So each time that happens, we're building everybody then becomes the whole district becomes a PLC coalition. Jamie then tasked our quarantine, our committee, the PD committee, because all PD goes through the PD committee and gets approved. We do all the organization and management of that. Jamie asked us back in October, the four of us, if there was a way for us to bring Solution Tree to us. Solution Tree has not been in Ohio. They would like to be in Ohio. um they give great professional development on anything that we want it to be on. We know that we have and um me and I'm speaking for you now too. Um we know that our MTSS systems and structures is weak and we need to have better systems and processes in place

and we are in the process of doing just that. solution tree when they come in in August and we've already started planning this um will do all of the will do MTSS training for us and they will build their MTSS training and bring in their professionals in MTSS for how we tell them we need it to be built. So we we are excited about this. We've done a lot of organizing and planning for our August days. We've already discussed what our three other PD days will look like as well. So, we would be very excited if you would be excited with us and approve this. >> Well, thank you so much for all that information. We appreciate it. Does anybody have any questions? >> Do you think this will get us on the news in

a positive manner? because it seems like it's going to be something new in the state of Ohio and possibly get more excitement about our schools. >> Personally, speaking personally, um I absolutely hope so. Um what discourages me after I've been in this district for 31 years. What discourages me is that we never seem to to get recognized for all the good things that happen in this district. And there are really good things that happen this district. We have a wonderful community. We have awesome students. We have a very dedicated staff. And it would be nice to be recognized for that. I think this would be a huge plus for our district. It would put us as the pioneers, which Broport used to be known as the pioneers. We started everything that other districts then followed.

So, it would be nice to be that way again. Thank you again. Does anyone else have any questions? >> Sorry, Jamie. I just saw your thunder. >> No, I appreciate that because I was going to ask about the PD committee as well. So, thank you for first. >> All right. >> Roll call. >> Motion. >> Yeah. First, actually second, Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Yes. >> Mrs. >> Yes. >> And Mr. Christian, >> could you come over up here and go over that one more time? Yes. >> He said yes. >> All right. So, now we're on to um item four, non-certified. >> Yep. The superintendent recommends the Groport Madison Schools Board of Education approve the following non-certificated personnel item for Mrs. Roose. >> So, moved. >>

I'll second. So, um, even though we already approved the certified and classified in the consent agenda, this was pulled out separately because this is specific to the person attached to the um, and I've drawn a blank on the technology >> the technology integration specialist job description that we just approved a little bit ago. >> I have Latoya at first and Ashley second. So, does anyone have any questions? I I have a couple questions then. Um, so this contract goes from January 1st to July, >> correct? Retroact July >> January to July or >> just just this beginning of right? >> Yeah. >> And it's for 88 for those that specific period. >> Yes. So her her contract will be prrated based on the 88,000 based on the number of NAS from from January 1st. Correct.

>> And she's moving up uh from what is >> she's at step eight now. She's going to step 10. >> She's step eight now. >> Yeah. >> And moving to step 10. >> Correct. So the actual yearly salary is um >> she's going from a 76 thou I don't have other stuff but she's gone from the 76,000 to the 88,000 which again the 10,000 sighting like I talked about earlier she got to get this year but she got the preceding year to do this work. So if you think about the 10,000 site then it's really an only increase of 1,457 something like that dollars. Sorry the numbers is acting in front of me. So isn't that 88 just for half a year? >> But it's yes it's just for half a year. So >> salary

annually will be double that right? >> No no no 88's for the whole year. So based on the 88 >> yes based immediate >> retro back to January 1. >> So but it says 129 days. It's kind of confusing to me. So >> how do we have to do it? Yeah. So it's based on 129 days from January 1. So it'd be prated amount like >> but the one but the 88 is not what she's going to be paid for the none. >> Correct. >> That is just for the complete >> correct >> salary. Got it. Yes. >> Much better. Thank you. >> Any other questions? Nope. Roll call. >> Mr. Timmer. >> Yes. Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Yes. >> Mrs. Der. >> Hi. >> Yeah. Mr. Kler. >> Hi. >>

Now we move on to item five. >> The superintendent recommends that the Groport Madison Schools Board of Education approve the special education contract with JT Empower. >> And this is the new company again, right? >> No, we've worked with them before. Um Mandy, do you want to come up? So moved. >> Well, who first met? I mean the first second or second >> we've worked with them. We have kids there currently and this is to place an additional student there. >> Mrs. Zimmer. >> Yes. >> Mrs. Mrs. Herbert. >> Yes. >> Miss Walsh. Hi. >> Mrs. Albert. Hi. >> And Mr. Kur. >> Hi. All right, it is now 9:05 and we are adjourning to executive session. >> I think the motion you got to read the recommended action. >> Yeah, you got to read

that. >> Sorry. I'm sorry. Motion to move to executive session for the Do you want to read it, John? >> Yeah, I got it. Thank you. I move to that we uh enter into executive session uh for the purpose of considering the investigation of charges or complaints against the district employee or official pursuant to Ohio code 12122G1 and to confer with the board's attorney concerning disputes involving the public body that are subject to pending and imminent court action if applicable pursuant to OC121.22G3. The board further acknowledges that no formal action or vote will be taken in executive session and that at any subsequent board action will occur in open session. >> So move second please. >> Mimmer. >> Yes. >> Mr. Herbert. >> Yes. >> Miss Walsh. >> I miss daughter. >> Hi. >> Mr.

Kersner. I 97 executive session. It's 10:50 and we are back from executive session. We have no items uh to discuss under J. So we'll go to 11 I mean I'm sorry L number one district operations the superintendent report >> uh with the late hour um I actually haven't done the traditional department reports but uh just giving a quick update um tomorrow morning we are meeting with the contractor with the um heavy snow and ice on our roof we have a significant leak at Middle School North which has us that we are out of between four and eight rooms because water was coming through and the electricity is not available in those rooms right now. So, um I'll be meeting with them tomorrow. Adam and I were talking out here and um we don't know if

this is a possibility of an insurance claim or not. um work road project that's going on by Growport Elementary. This to me is a pretty small thing. I don't know if the board wants to have an opinion about this or not, but there is we have fencing between the road and our property that is actually in the rightway easement. And so there's an underground utility that needs um replaced. So, I talked to BJ King today and they're putting a plan in place together to move our fence over for us at no cost to us, but they want our approval to be able to do that. So, I would like to be able to tell them they can move forward with that so it doesn't slow down the project. Uh, last two things, and I'm going

to uh put invitations in the weekly updates, but this Friday is Java with Jamie. It is at um the um hold on blank. >> Is it Grumpy's Grumpy's Garage? >> Uh 9:00 a.m. Friday. And then also Friday um in school it's 1 through third period and in the evening from 5:00 p p.m. to 8:00 p.m. is the Black History Month Showcase at the high school. So some items for your calendar. And that's pretty much it for my update tonight. Thank you. >> And so you need us to uh so they're going to move the fencing. If anything happens, will they replace or will we need to handle that or will the city of go forward? >> No, they said they were going to take care of it at at their cost, but they just wanted

our permission since even though it's in the rightway, which we probably shouldn't have had it there. They're looking to see if there was permission given for us to have it in there, but they're I mean, they just want to move it and fix it and and it'll be adjusted over a little bit >> and they'll put it back >> and they're putting it back. Yes. >> On the um middle school north, what year do we replace that roof? >> That's not a roof that we've done since I've been here. >> Okay. Thank you. >> Well, even then, we might have a warranty on it. I just wanted to check on that. No, correct. And we're meeting we're meeting with the the vendor tomorrow morning to to see what material and what scope of work and

and and get an estimate on cost and and that sort of thing. So, yes. >> Okay. Thank you. >> So, is that two options like she's saying? You've got the warranty and then possibly maybe an insurance claim too. So, we have two avenues. Is that what >> we look at the warranty and then see if it's an insurance claim by insurance. So what and so do we need are you going to put a motion Jamie for an official board vote for uh the approval for the city of Groport to move our fencing and back? >> Um I I guess I just that's what I wanted to share. I mean normally this would just be dayto-day stuff that I take care of but you know not knowing how detailed into the daily information if we need

to do that and I can put a motion forward. I don't think it's really any big deal, but I wanted the board to be aware. >> And I assume you'll have more information probably by the next meeting, right? >> Yes. >> Yep. >> Any other questions for J? We move on to um item M, uh board members comments. There does any of the board members have comments? Yeah, just to piggyback on Jamie with the um Black History um program um which is so exciting. Um I've went almost every year I've actually spoken with our students. They've organized. They are the black they are Gort Madison uh Black Student Union actually on Instagram this year. They're selling tickets. I'm excited because they're going to be probably fundraising for things and they have merch that's available. So,

if you can make your way, purchase your tickets. The tickets are $5, um, to attend. So, it's normally really good. There's a fair um, as far as several vendors, great music, and, um, just a great presentation, and I'm I'm really excited and and just wanted to shout them out. I do have a quick question or question, not a comment. I know in our um put into our board meeting minutes, we did say that the model UN presentation would move to the next meeting and I I know we had a lot going on so I understand sometimes we've got to do that but I do want to make sure that our our meetings include student like I don't see any student things where we used to kind of have our students here model UN or um

any of the ver the trades and all that. we haven't um celebrated our brought our construction and trades program in with the bookmobile. I know the black any of the black student union at this point. They've they're part of their fundraisers books to put into that bookmobile. So things like that as Miss uh the vice president for GMLA mentioned um we have a lot of great students doing a lot of great things and it's great for them to come to the board meeting to hear from the top of the district how proud we are of them so that can spread back into our schools. So, I just want to mention that and see when will the Ohio model UN presentation be be back so we can uh see about that because we also voted to

approve expenditures for one of their trips at one point in the past. I know every year it comes up. Correct. Okay. So, I would love to see you know what we've been supporting. And then the other piece, um, I know there's a new, um, pro at the golf course, right? >> Yes, there's a new new person I'm working with for the golf hunting. >> Yeah. And so, do we have our date solidified? What's the date? >> It is. Let me look. Just make sure it's around this June I think it's June 12th. >> Okay. All right. If there is a way to get that on our calendars, too. Um, and then >> June 12th. >> Okay. So we'll start getting that out and getting getting you know I say forcing and getting donations >> if

we could get the sponsorship packet like within by next week possibly so at least we can send it out through our networks to help with fundraising because you know we want to get it out sooner than later. So that would be helpful too. So at least by next board meeting if that's possible to get that in a flyer. Thanks. Does anyone else have anything? >> I have one thing. Um I emailed Sorry, I emailed the board a couple weeks ago. Um the one trip um I now it was um they wanted to ask if we could have a donation from the um from the educational trustee last year. Um it was a trip like it cost totally like 37,000. We have 26,000 still left. So I didn't my email like we donate 10,000 to them

and I just want the board to kind of you can look that email up. I'll resend it out because we do have some mail left in there and um I'll resent that mail out but it was it's like I mean I think it's kind of what the money is used for but I'll resend that email >> because I know we had also talked about supporting the band so I didn't want to >> let me I think it >> because remember when they came and presented last year we talked about the band and they had some things coming up where we wanted to support them because they always is Disney they go to or something like that. >> It was the Here it is. It's a theater choir trip to New York. We're approved it already.

Um, and they're asking for some financial help. So, it is it's the it is the theater. >> That's the same that's the one we already Okay. >> Yeah. So, I just put out there like maybe 10,000 point. They don't want all they know camp, but maybe $10,000 if the board okay that for me to do and I don't need a motion as long as you guys approve 10,000 I can move money from from our if that's okay. You guys have any problems with that? We had 26,000 pass. So, we still have money to get >> I know. So now we're good for all the startup and everything to get moving on the golf alley with the remaining. >> Yeah. Yeah. Golf alley. Remember the first year we did golf all that money went to student

stuff. So we start with zero every year at golf alley. So that's what I'm saying if it's okay to move if I get okay 10,000. Okay. I won't let um and Sarah Wy who asked with us. So she'll be she'll be happy. I'll let >> congratulations. >> So you'll have that information for the next meeting, right? >> Huh? >> Yep. Can you get that all down? >> Yeah. I'll send you an email again tonight where you can see that. long. I just want to get that done because it's been a while. So, >> all right. Great. Thank you. >> Yep. >> All right. Um, anything else? >> I move that the board of education authorize the establishment of the student advisory committees at the elementary, middle school, and high school levels for the purpose of

providing student input and feedback to the district administration and as appropriate to the board of education. >> So, move. >> Second. And this is student advisory. >> They're committees. Technically, I say council and it should be committee. >> All three building levels. >> Miss Herbert. >> So, does anybody have any questions about that? we would just then the other board members, the former board member served on the other one. So, we would need to get um other board members to serve on the middle. We just need to get set up, you know, who's going to serve to finish out the school year after this is whatever the vote renders. >> Um, >> I can say it again. >> We'll also need I have it up here. So just want to make sure I think we

have to have a scope for that topic or activities. So um according to our policy for an advisory committee we need to have a specific topic of study or activities um are assigned in writing to each committee. um is that something you could prepare and have for the next meeting and then we tomorrow and you know it's a week away. So um we've already started working and it I don't know if we want to change for next year because um I guess the goal in education is to have student le things. So we've never as another adult coming into a space um and maybe we shouldn't have called it the title of student advisory but it's just a board committee. So we go and listen and we allow them to define and we help them

um get the things they wish to get accomplished to better their education. So I don't know if the title has misconstrued with the policy um but it is not such as an advisory it is definitely a committee but the title is called student advisory committee so I guess that's where them the name the semantics of the name for both parent advisory and student advisory within because that name advisory is in it would then require this policy where we've always led all of all of those efforts to be parentled and steward. >> I I mean I can state it again if you need me to. So in this instance I understand that policy >> there is I can I don't see your screen but there's a policy for advisory committees to the board. >> Yes. However,

the name advisory is in R&D's committees, but that is not their f their purpose to where the board is directing that we have allowed that as an avenue for parents and students to lead those discussions. So, if that means we need to change the name to accomplish that. >> One moment. I'm looking at the language so I can't see. Look at the advisor committees, right? Advisory committees are obviously different than board advisory committees. It looks like there's no board members on it. The board members can go, but they're just there for informationational. >> That's what I'm we when we established that it was the intent. It was a board committee, but the word advisory is in it. >> So that's where earlier today thing that says all appointments are to advisory committees are made by

the superintendent with the approval of the board too. >> Right. And that's not what the it was our board those were our first board committees where we wanted to ensure we engaged. >> So maybe we need to call it sometimes parent advisory and student advisory because that does get confusing because these are really board committees that board me board members serve on. Correct. >> Correct. Not serve we just co-chair. Yes. Just like we would do any other board committee. >> So a board committee and this is what Kathy did earlier. She assigned two people. That's the difference between board committees advisor committees. I can see where the reputation is if you call the student advisor for their own boards. >> Yeah. And in the past, and I know the policy is that, but we've allowed

others to uh sign up versus the appointment or or quit if they choose in the middle. >> Okay. >> All right. So, the vote that we're taking um maybe is to start the student advisor committees, but they're really board committees. where there's no student advisory. So call them something else. >> Can we just call it um student advisory board committee? >> I was just talking advisory. You know what I mean? So it's not >> I was going to say student voice committee. >> So are you wanting to establish this as a standing committee or an advisory committee? >> It will be a standing committee. >> Standing committee. Right. >> The maker of the motion I was asking. >> So what you say student voice? Student voice committee be a standing committee >> advisory committee or

board standing committee. >> Board standing committee >> standing committee. >> All right. So I changed I changed it to student voice committee. >> Change it to student voice committee instead of student advisory committee. >> Now that will take and then the president can then assign two people to that. >> Yes. >> Okay. So, does that need to be voted on to start that then since it's a board committee? >> I would believe yes. >> Yeah. >> You want me to write down now? >> Did I see you writing down the motion or No, >> I started to and then Adam told me I didn't need to. >> So, we need to have a restatement of motion a lot. >> So, it's Ashley to move. She moved to start the student voice committee at all three

building levels. It was first by Ashley and second. >> So, can you restate your motion? How about that? Actually, you move to establish >> the student voice committee. >> Yes. I move to I move that the board of education hereby establish or authorize the establishment of the student voice committee at the elementary, middle school, and high school levels for the purpose of providing input and feedback to district administration and as appropriate to the board of education. >> Okay. So motion and Are there any more questions or comments? You will if it does move forward just need to >> appoint two people to each committee. That's important. >> This says establishment of a student voice, but I'm sure that's supposed to be advisory. >> No, it's student voice committee. >> Okay. Student voice committee. at the

elementary, middle school, and high school levels for the purpose of providing input and feedback from district administration and as appropriate to the board of education. >> Yes, that's it. >> That's good. Well, it was her motion. So, I said first and Diana second, but I think with her making the motion. Is that the first? >> Yes. I got her first and second. >> Okay. Do we need to do roll? >> I was just asking if we're waiting to do roll. I'm sorry. >> Down. If you're wanting your mic, >> your mic's not on, Miss Kathy. Oh, >> do you feel it would be more appropriate that if they want to give feedback to the administration that the student advisory should be an administrative committee? Me personally, I don't think so. I think kids are more

comfortable talking to a parent figure than an administrator. >> So they'll be talking to board members. Well, yes, but most of us are parent figures >> and also administration is there um normally in the past um how we've done it since inception. >> I can't see what you're saying. I'm sorry. You want me to wait? Okay. All right. I'm sorry to >> I was saying um I'll start over that in the past um that there are some administrators present especially when topics come up about safety or um curriculum items we may have the subject matter experts from the district be a part of that discussion. So there are administrators there as well as the two board um chair and co-chair. >> Okay. And the other concern I have with it being a board meeting is

that board meetings are open to the public and anybody can record a audio record and put those out there. So that to me is a concern also. Or if it's a superintendent committee or um it would not that would not be the case. So, I didn't know if anybody's thought about that. >> Um, so yes, but we've also have seen other districts in our state do the exact same thing to one empower our students and let them to have a voice and advocate for their education. So, I've not heard of any issues. um when I consulted with the other boards and this would have been what three years ago Jamie I forget it was one of the OSBA conferences and we talked about some of those uh concerns but the only person that's come as

a public participant would have been you so far Miss Kathy but no one else comes to those um but you're correct they are public facing and maybe that's something we need to have but we've not had any issues the entire time we've been running these >> all right I just wanted to bring it up So everybody knew that that is a possibility. Um all right. >> Y Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> No. >> And Mrs. Deliver. >> I. >> All right. Is there any more public comment? >> Yes. I would like a motion to establish the parent voice committee for the purposes of providing feedback and solutions to the administration as well as the board of education. Okay. Second. >> Could you read that one more time?

type establish parent voice committee for >> it's the same as the student >> pretty much you could feed back to administration and board of education >> all the parents so there's no >> gotcha >> yeah because all are welcome all grade levels for one >> for the purpose they can't go to administration of the board thank you >> I can just copy and paste that >> for the purpose he says establish the parent voice committee for the purpose >> supervis feedback and input to administration and to the board. Right? That's the same thing. >> Providing feedback. >> Yeah. >> And solutions. I'm concerned about that because um is the committee going to be instructing the administration or just >> No. So the framework for that um which we didn't get to because it was brought

up that because that word advisory is in it is why it was follow. >> You want me to wait till you're done writing? Okay. So, I can't see the caption right now. Let me >> Okay. So, the solutions was and to replace advisory. No, you asked a question about if I heard you correctly, your question was about them advising administration. Correct. >> Was that your question, Kathy? >> My question was the word solution. I see that as a problem. So, are we telling is that committee going to be telling the solutions or are they going to be coming to the board? Because board committee should be reporting to the board. >> They are. I said administration and the board. doesn't really go with our committee policy. So I mean they would have to the committee

would report to the board and then to the pass it on through a board meeting. >> So I guess what I'm saying when I say the board administration when they come to the board meeting they talk to both the board and administration. So >> sorry to go through the semantics. So they report to the board but when I say board and administration when you come to the board meeting all of our directors are sitting here our superintendent is here. your deputy superintendent and the treasurer. So, for full context, that's what I meant by administration and the board. >> Okay. Just want to make sure we're following the policy that we have in place and it's uh close through the board. Any other questions? And I I also want to ask again, don't you think an

advisory committee would be with parent advisory would be better advising uh a administrative committee? It's parent voice. I removed advisory so we're not in semantics of the policy naming. So I went exactly with student how student voices. Now it's parent voice. >> I understand. Um I appreciate that. I was just uh asking if this committee the parents voice the group of parents would be better working with the um administration >> and they do because they come to the meetings. >> Okay. All right. Any other questions? >> And Jamie, do you have any Well, we did have another parent group, but it's been sunset. So, unfortunately, because we did have um through our other committee that was a superintendent work group, I believe that sunset it, which has been here since 2020. Um started out as

Huh. >> Yep. Safety. It started it was code red and then went to safety and now it's sunseted. So we did have that. That's where a lot of our input from parents to administrators about communication um things of that nature were discussed then. So, I don't know if we were saying or suggesting that there they should start that back up because I think uh there were some challenges with that. >> There any other comments? >> Are you suggesting that they start that back up though? Um Kathy, with your statement, >> I'm not suggesting anything. >> Well, you said it. adjusting that instead of this that it would be a better fit. But um so do you have any other concerns about questions about the motion that's on the floor right now? >> not made the

motion. I was just only following up on your statement about it would have been better for the superintendent. So um what I'll read the motion is establish the motion is to establish a parent voices committee for purpose of providing feedback and solutions to the administration as well as the board of education. >> Mr. Zimmer, >> do you want that edited? Um, Latoya to >> if you want to put board of education first versus administration, that's fine. >> I wasn't sure if you wanted it to be solutions or input. >> Well, I guess suggested solutions or input. It doesn't m either one for me. But like >> I put down feedback, solutions, and input. >> That's fine with me. >> Okay. >> That's what I mean by that. >> No, I appreciate that. Thank you. Good

call. >> Solutions and input and feedback. and it be suggested solutions because the final determination would be by the board and >> so that does not remove that power from the board they're going to provide and move forward >> okay >> so you want to have the motion say and suggest solutions >> suggested just so that there's no question on on naming on the >> feedback suggested solutions and input >> and input >> suggested solutions >> solutions >> and input Correct. >> Yes. >> And then board of education is first. >> Board administration. >> Board of education and administration. >> Yes, that's what I have. >> Thank you. >> Board of Educ Solutions. >> Okay. So, I'll reread the motion. Establish the parent voice committee for purpose of providing feedback and solutions. Oh, for the

sorry feedback and suggesting solutions. >> Suggested ED >> suggested solutions. >> Yes, >> suggested solutions and input to the administration as well as the board of education. >> Uh board of education and administration. Is that what you have, Mr. Collier? >> Yes. >> Thank you. to the board of education and the administration. >> Yes. >> And administration. >> Thank you. All right. Established the parent voice committee for purpose of providing feedback and suggested solutions and input to the board of education and administration here. Good. >> Yes. >> Yep. All right. >> Mrs. Emer. >> Yes. >> Mrs. Herbert. >> Yes. >> Miss Walsh. >> No. >> And Mrs. Dber. >> So now we have to >> we have to Is that a four committee? >> Yes, two people. So, we have to appoint. >> So,

Kathy, yes, you have to appoint two people. >> Oh. Um, so I don't have John here, so I don't know if he wants to be on either of these committees. Um, Mr. Do you want to be on any of these committees? Would you like to be on the student or the parent advisory committee? >> I'm Do you have a preference? Yes. If Diana was the first student, then I can do parent. >> I would like to do parent with Ashley to finish out the work. >> Diana Ashley on parent. >> Which one? Which way? >> Parent and the high school student voice. So I can finish out the work for the >> So we have to have three is this three separate committees that you're recommending for the the students. So, so the parent committee

there's just one and that's Ashley and Natoya. Correct. Now, for the for the student voice, Ed has it needs to be three separate committees. >> Correct. >> So, there has to be elementary, middle, and high. >> Correct. >> So, who wants to volunteer? >> If no one wants the elementary, that's where both my kids are. So, I'm totally fine with that. >> No, not you. Okay. So, the present points. So for elementary it's going to be Ashley and who else? >> So I'm going to um hold off on uh appointing to the committee until the next board meeting um when all board members are here and I can confer with all board members. This wasn't on the agenda. So >> okay >> uh Mr. Kersner is not even aware of this. >> Um so we're

moving on now to N adjournment. Yep. So move >> second. >> Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Hi. >> Mrs. Dber. >> Hi. >> 11:23. Thank you. Okay.
