001foreign thank you to the public or which it stands one nation under God indivisible with liberty and justice for all right Dr Goodwill yeah like it for our office there is a technology um you take a moment to review the concept agenda it's called the agenda with some of them ready to discuss the questions are moved wave the reading oven approved the consent agenda is printed in the board agenda including the August 24 2021 Personnel agenda [Music] roll properly yeah if you're happy yes yes yes okay so the next level is our Communications of a time for the community members of District support deployed from across the point of view announcing made an issue foreign ERS who have signed up to address myself across the board this person that's the problem good evening uh Josh

002from Woodstock individual parent um my son all of a son Andrew he's attending uh Creekside Middle School and I talked with Mr Dole and I'm informed that the hall periods are three months it seems awful short to me for kids to walk from classes go to the bathroom apparently they're not using lock because she has this point it's my understanding is that the same with the high school is that the same at Northwood Middle School are they in three minutes has it been that way for a while I think it's too short so my questions would be as to how do we get that extended to five minutes I think that'd be more appropriate like the difference between middle school and high school is that since we had you know in middle school it's got

003that Middle School concept where all those classes are together and there's not as much you know in high school you're moving push that high from first floor to North whatever it is between and middle schools are there so that's why I've always been a few minutes for a long time if students are fine they can't handle it you know handle all their responsibilities in that time then typically their teachers have worked with them I mean we can talk to staff and make sure that's still the case but we never really had a farm with it previously there's something back to the middle school principle principles about just make sure that's still the case my expectations working at any time between Class areas um or anything in this year they do just [Music] what happened foreign

004[Music] exploratory PG and back up I mean I'll go out there and look at it too just make sure we haven't had that issue raised a number of years but we can look at it again hello hey waltney I have a couple kids uh they're in Prairiewood um I live at uh 14 Emery Lane Woodstock um there's a couple things I wanted to address but I'm sure you guys have talked about these things in the past just as you know I'm new to the board meeting type thing so I just wanted to see I looked through a few of the meeting minutes um doesn't have any transcripts available is that true or is there transcripts of previous comments or answers that were made so I can maybe you know cut to the chase on some

005of these in the future there's a video I mean video that we have available all of them that we just restarted but if you have questions I'd I'd be happy to call you after the meeting sure tomorrow and walk through anything with you we've actually spoken okay uh maybe a year or so ago and I've spoken with the principal before just on concerns um I can skip to a part of it but part of my concerns are the the growing um uh trans movement and ideology that's kind of spreading around and I also I worked in some high schools and even middle schools in other districts and it seems like it's it's kind of everywhere all the teachers are mandated to have like an ally sticker I don't know if it's a mandate so I

006should not say that but is that something that's been in into the Woodstock School District as far as something that's part of the curriculum or in sex ed or we have I've asked this before but I just wanted to ask it again because every year it seems to be it's a it's a forward March that um isn't stopping it seems we haven't made any curriculum changes that you know there was a bill passed not too long ago um that that goes into effect in a year or two so I haven't seen details of that but we haven't made a curriculum change and uh any of the our boys allowed to go into girls restrooms and things like that as far as a policy point or or join the athletic teams anything like that like like

007for a boy joining a girls team something of that nature I don't believe we have Boys on any of our girls teams but is it is it something that's been discussed previously are there I've never had the discussion okay um similar to that vein is uh another thing that seems to be um you know more common lately um like anti-racism type curriculum is that part of any type of social studies or or programs of that nature that you know somebody that like books like you know how to be anti-racist or maybe teaching the 1619 project things like that you'll detect that project specifically I'm actually looking at details we've got some character education back I I couldn't speak about looking at more detail with that okay I don't know I mean planetary symbols you just

008means acceptance or no some specifically no um yeah again it's a extremely complicated discussion so I was just curious kind of just as a bullet point is it something as a point of policy that's come down to this district and as as something that is you know widespread amongst the staff or at least mandated at some point in terms of okay in this block of instruction we're going to talk about this issue if that's not the case then that would answer the question no I mean there's some character I don't look at the lessons specifically okay um but there's not we don't have a way how to mandate like that okay I just I'll keep an eye out for it they're not that old yet you know but yeah just curious um and then we

009are generally Against Racism I really know absolutely no no no no [Music] nobody would ever think that you would uh but the the ideology of anti-racism is very different than just not being racist so I was just curious if that's something that's part of the staff is like you know referencing something like euromax candy you know folks like that who are pushing an anti-racism narrative that is separate from just treating everybody equally it's not an equity or not a treat everybody equal ideology it's you know white people have this Superior status in America and it's because of all these things and again it goes into a lot more detail than simply oh you guys shouldn't be racist like everybody this you know it's not something that it'd be obvious but my question is is that

010stuff being you know are there teachers that are teaching it actively um you know book reports or you know case studies things like that that approach a very it's different than you know a traditional Martin Luther King type of um you know message to what's becoming more of a white people are set apart and you need to understand how they have this privilege and all these other kinds of things that isn't just it's you're actually treating uh you know whatever they want to call it Reverse Racism or something so again if even makes candy is part of some type of curriculum I'd be interested to know that so I don't know if you guys know that that's fine that's that's what my question thank you I don't know if I have another minute to address

011the mass mandates but I appreciate it thank you um just I know this is probably followed from the state but I don't know how much power the the board has or even the parents that that comprise this District have and trying to address the mass you know mandates and the potential harm that it places on especially younger kids who are developing you know their their speech and you know facial recognition and even just you know they're always fidgeting with their faces so how effective is the mask is it actually worse I'm sure these I'm sure you guys have talked about this before but this is my first time kind of addressing so I don't have those discussions been happening at this point the board of basketball politics in school for all people the governor has

012been that we were asked this little threat whether or not you know I I appreciate your question but it kind of that those things have been taken into consideration of having those and passing into the Mandate and that's that's what we have to put that's what we're looking with okay so in the future everybody is going to review these at all or get feedback from the parents or anything as far as hey there's a you know just maybe add I don't know because like how long is the Mandate is certainly a lot of the government oh we have to do this okay I think we're the only one so as a local body we don't have any we can't do anything you know the third movie already okay so we would need some type of

013other revision and then maybe re reconvene or would it be maybe next year or something or token okay it could be the next meeting how that thing is going to be in sign on their business or anything that's happening right now okay has there been any any uh you know documented concern about the potential damages that it might impose on the kids so if we let the three of the two stop well I mean you know last you know there were several meetings there have been a lot of comments along those lines okay provided through email with a lot of references to different materials okay I just want to make sure Dan just curious if that's been at least considered and people are you know because it seems like they're letting the kids take breaks

014and stuff which is great you know and obviously the parents can do more by maybe washing them regularly or giving them multiple a day or something some things like that but I don't know if that's been ever addressed to the parents or any issues like that then you know maybe with the nurses or whoever just to kind of try to get better practices and yeah I think the instructors was mandate with the mascot from just just during multiple events okay okay and um I guess maybe when there's more data we'll be able to maybe try to figure out if you know maybe there's some is there a speech pathologist or anything that are on staff anywhere that can try to see if this is harming Child Development I know this is maybe a bigger scope

015than just this school but even just trying to raise awareness that you know maybe some kids are because even just trying to listen to you guys address and and your opening statements it was difficult to hear and that was an adult talking to another adult so kids in the class is just it seems like a unnecessary barrier for the the actual risk that it poses to that age group is all you know it seems like a maybe a height service and so forth within the district put on suggest you if you have ideas like this sure okay so things that you have concerns the thing that you think like you know that might be useful right we're always going to listen to you know useful comments and things that are helpful to us that might

016be something we can think of okay so I'd like to please write down here next time I'll keep it a little bit shorter I appreciate it all right no problem all right thank you thank you all right thank you okay that's all the people who signed up for I think at this point does anybody else can present the word of the fact please all right apparently find out the yellow sheet instead of the white shoes you know there's so many sheets back every time okay um my name is Jennifer beubads and I've come to address the word before I'm the mother of a sixth grader and an eighth grader at Northwood so the reason I came tonight was to kind of give you guys from a parent perspective how are things going um what does

017it look like because in some ways it's exactly what you were told it would look like and in some ways it's not depending to give you the goods about the ugly is kind of why I came tonight um so I know as many of you know I also wear a teacher hat and in addition to my mom hat I am not a teacher in this District but I kind of wear both of those hats so first off I do want to say that the letter that is sent home to students um if they for whatever reason can't be in school because they're a close contact they are showing symptoms is a four-star letter in my opinion my daughter was having some concerns at lunch the way that the seating was was making it so when

018the student in front of her turned around to talk to his friend who's just behind her he was basically very close to her food so I'll ask all last week she didn't finish her lunch she put her lunch away and put her mask back on because it would cause her a certain level of anxiety she has a life-threatening peanut allergy yesterday the student was eating a peanut butter sandwich turned around talking to his friends so that kind of UPS the anxiety levels for her she started to feel nauseous and get a stomach ache so she was sent home with possible symptoms and needed to be tested the letter that came home for her and my other daughter being the close contact their sisters gave me no left me with no questions on what I needed

019to do to be able to get my children back in school um so for that I would say that's that's a phenomenal letter I wish I had that as a staff member in my own District um so that that's very well it leaves no questions um the the school was able to make some changes to lunch um Mr Beyer in Mrs Hall have been very open to communication to concerns to addressing those concerns so as they've come up I might add that seventy percent of the families or students came back in the spring and and experienced some type of in-person last year 30 of the kids didn't were a family that didn't send ours back so our level of newness to all of this and a certain level of um anxiety to what we were

020walking into on the first day was maybe a little higher than other families would have when they sent their children back because they their kids already experienced being back in the building and kind of all the mitigation things that were taking place so I appreciate Mr Beyer and Mrs Hall openness to the communication and our concern being those people that are like back for the first time um there are a couple of areas that are still a little concerning the hallways at Northwoods from what I understand from my children there's taste that runs down the middle of the hallway much like the road so if you're walking one way you're on the right you're always on the right side of the road like we drive and the kids are kids and I know that seems

021like an excuse but they're shoulder to shoulder they're they're very close together their friends are walking toward them and they're turning around talking to their friend as they walk away which makes them very close to the person behind them so that that's a little bit of a still a lingering anxiety um and my kids get used to being back in the building and an obvious concern is we see numbers going up um another issue that I I know that you've probably heard because it's not specific to Northwood it's the whole boxing situation I know that there's a a bus driver shortage and my concern is not at all with transportation in the drivers themselves my neighbor's about to driver they've had the hardest week they've ever had last week because you know if they're hitting

022school on time and and it's been it's been kind of a overwhelming mess for the first week which it typically is to begin with but kind of Hayden my concern is with who is making sure that the kids are following the rules on the phone because the bus driver has one job she gets my hips from my house to the school safely and vice versa it isn't she does not have the ability to be able to look in the mirror and make sure the kids are properly masked make sure they're in the right seat and so that's kind of a mess I'm going to be honest the whole loading from the back to the front I believe is happening I know the kids had on my kids bus they had to find seats for the

023first couple days it's kind of the Wild Wild West at this point the kids sit wherever they want they're not in their seats they're signed seeds and very much like every airplane that we've ever been on the airplane stops the doors open and everybody stands up from the front to the back and you have that person in the back standing with his backpack in your face for a half hour while everybody in the front unloads the same thing's happening on the bus um and the reason that it's a little bit more of a heightened concern is because last night a number of parents got a phone call in my neighborhood because there was a positive case on the bus last Tuesday so you have a number of students who are quarantined or isolated I I

024don't really know the difference between the two but are unable to go back to school until September 1st because of being a close contact or being exposed on the bus so I already had this level of concern and now it's taken probably about six hits off the bus as of last night so I don't know you know when my teacher had on okay that's the problem what's the possible solution don't just tell me what's wrong tell me what your ideas are so is it possible that I don't know if teachers would want to do it you know it's a very personal decision but is there a way that an administrator some teachers could get a little second or get something something extra to be able to ride if they're willing to ride at one of

025the rounds to help ensure that because now it's the time that we need to do that Mr drone you know that whole release of responsibility you don't make it it's just a free-for-all at the beginning you start giving them that release of responsibility as they can show they can do that the kids cannot do that right now at least on myself in my children's books they're taking their mouths off they're putting them under their chin and now we have six kids that just got kicked off the bus yesterday in our quarantine so I understand that there's a lot going on at Transportation with the lack of drivers and the it's kind of crazy I'm sure I can assume over there but I wanted to bring that to your attention I also wanted to bring to

026your attention the the numbers the data when we're looking at the number of kids quarantine and isolated I know they were just put out on the district website today and I would ask the board to just take a look at that because just something that was noted that I found um interesting was when I compare Creekside to Northwood both middle schools both um students that can be vaccinated students that can't be vaccinated Creekside has 80 more kids but it's seven of the number of kids who are were on quarantine or isolation last week because the date is a week behind Creekside had seven kids total I'm sorry three kids total that were on quarantine and isolation and last week Northwood had 21. statistically I would think that Creekside might have more because they have more

027students they have more public contact debate but they don't they have a seven so I don't know what is going on different in Creek signs than it's going on at Northwood but I would just ask the board to kind of look at those numbers and look at the number of students and the number because this week when the day when you guys get the data on Friday it's going to look drastically different because I know my two girls were sent home and have any tough cooking God they took the negative my two girls are on that list and their six kids off of our bus on that list so That's The Good the Bad and the Ugly that's happening from a parent versus what the plan was and what would happen and what's really happening

028on the ground so that's all I wanted to say thank you for your comments hey Mike I don't know if you're gonna talk about it later um because I mean I agree with you in terms of the buffing situation it'll be part of our report it is okay I think there's going to be a solution coming in part of the report too that will help at least with the quarantine and the isolation piece of things so at this time I don't know if I'm addressing as public or a teacher in the district I have three students at Woodstock North and they went through Greenwood Northwood and now they're at Woodstock North and I also teach third grade at Greenwood uh first I want to say that I am so proud of the students and families

029at Greenwood they have done a tremendous job this past week they've shown up masks on ready to learn ready to go and I'm just super proud of them so I wanted you to know that too there is a there's a bright side they're back in the classroom I can see their smiling eyes they're communicating with each other they're working together and it's just fantastic to see so thank you for getting them back in the classroom also I wanted to approach the board about a situation at Greenwood and several of the other schools where the classrooms are extraordinarily hot so I am one of the only teachers left standing at the end of most days at Greenwood I have a semi-functioning air conditioning unit many do not have anything at all classrooms heat up to over

03095 degrees we have put in thermometers to see just how hot they get students and staff are left sweating wet exhausted angry sick and in no shape to teach or learn there is an inequity in our school's learning environments while some schools have full building Central AC others just don't in order to get AC in the classroom from what I understand a teacher or a student must have a doctor's note then if it's the teachers that have the doctor's note they must buy their own AC unit and then the district are building a ground pool install it if everyone that has AC is not required to have a doctor's note this is inequitable and unfair I'm asking the board to reconsider the requirement of a doctor's note and approve funds to install the AC in

031classroom and allow PTO and other fundraising options to help purchase Ace units for these classrooms for the health and safety of our students and staff let's level the teaching and learning environments in our district thank you thank you okay the other artists okay we'll move in the background work on it any comments I just want to publicly say thank you to the transportation department um I know they have been in the thick of it this week and I have talked to them on the phone a couple times and every single time they have been polite and kind and generous with their time and didn't rush me off and you know I know there were times where it was hard to get through because they were so busy but I just wanted to say thank you

032to them because I think they're doing an amazing job under the circumstances foreign all right we're off to a great start to school year obviously Transportation you know he we've got a number of issues but it's not detail some of my report to the board during our new business but overall our students our parents our teachers like Janine they've just done an amazing job to start school here they really have and you know what I constantly hear is from our staff is how great it is to have our kids back in a building from school here that really it's just amazing to to see them they're excited they have the great energy and they come ready to learn so in spite of we've got challenges for sure but just that the fact that we have

033them here and they're they're with us ready to learn there's been an incredible start they've really been motivated for our stay off my house I've been a great start for so many reminder that first late start of school years tomorrow school starts when I were late plus it's one one hour late and it's cool gets out at the same normal time that's my report all right so typically we bring in August uh should you plan goals for the board you review them give any comments you have or bring them back in the first September meeting for revision again and we we would look to approval in the second September meeting so did you as you look through them um we're breaking down a number of areas like we have a number of years going to

034look at a first goal of academic achievement for all students you know we look at raising our achievement again with our growth score by two percent you know we'll have some better ideas in the coming months just where we are exactly post pandemic our post last year at least that are coming off when going forward um we're going to report specifically on achievement Gap just where we are during you know after last year in the court before that and this year on our achievement cap District y that exists um we're going to address gaps implemented by remote only learning since March we'll look at a summary how personal promoting intervention are being implemented we talked in the spring of our number of interventions being implemented looking at Future remote or Blended learning opportunities Kitchener AP

035goals they're looking of course every college and career goals still working on our dual degree program and how that is progressing and then just generally how we're doing post High School some Community engagement looking at the old hospital looking through the hair surveys Challenger how we take Challengers between the build off of it satisfaction surveys looking at our our Equity inclusion practices thermostat well then doing social emotional and then again demographically going through a licensure professional development evaluation and accessible goals when I present to the board for any feedback or adjustments you'd like to see or anything else to bring back to the next meeting you can let me know tonight or at any point in the next couple weeks we can have it ready for you our September our first September meeting is the

036I changed them to Larry could make bubble I remember what we did here 14 14. okay do any board members have any of them they'd like to address regarding these achievement plan anything you want to talk about that one teacher Planet would provide growth and achievement or maybe not going to put in the high school level is that you don't have one or take classes but they can't because they're scheduled for control um with the correct academic things they want to achieve what they're whatever they're both are so that means that they can't think of things um if you want to stay orchestrated probably not if you want to think private lead away and so forth until I was thinking about that problem and I was thinking about it from the student growth wasn't it

037whether or not it would be possible to look into doing something using using what we've already got because of pandemic and everything so then you've already Implement in terms of doing some kind of encouragement type things or someone you know improving through drafting for improving team performance through things like uh you know maybe learning during the summer time or something along well fine um rather than having a you know and maybe making it individualized as opposed to having another set classroom time requirements could also be used for things like you know perhaps some some tutoring or additional help during the summer time for the kids who need it um but for which the traditional third floor how it may not be possible or if they're working or whatever if they can't do it the one

038thing I liked that I thought about maybe considering these that the student worlds and achievement is the use of uh remote uh using remote and you know other methodologies to both enhance and supplement the curriculum using the technology we already have one more than we needed anything uh there was a lock there I mean we could start by showing you what we did actually we our summer Justin's not here but our summer school offerings and a lot of actually they're Blended and remote we we've increased that potential over the last three years but we can start by yeah um programs for kids who were really helpful designed for mathematics it was either attack or an 8 to 10 in the morning or 15 in the morning time clock having two working parents at home for

039my family that's not a possible time clock if it's not available program to try and try and help with this those who got behind the class there was helpful illnesses but it wasn't that Health available to other kids and they also found behind the class but we're falling behind on the potato chief on the achievements here and my thought was that I understood we probably can't staff all that but we might be able to provide some level of programming that doesn't require traditional fool but attending attentional class I'd like to eat self self uh generator or self-initiated for the kids and work on using both types of the resources we have at this point rather than having to considered within the framework of a physical dual model okay and I'm not saying do what I'm

040saying that's one thing that we could explore in an article is whether they need to be implorine is okay we can bring something back for sure yes I I was just curious Mike is when I was here for a couple of years I didn't know for sure how or where the numbers came from the increase Improvement for like AP and dual credit Etc how often is that reviewed and my concern or not concerned the question would be as we move on to more and more towards dual credit we're going to be starting to water down those classes and does it get unrealistic to consider five percent growth when you continue to put more and more more kids in there well it wasn't five in a year I mean I think the yearly which which one

041is it uh what what episode five percent I thought it was there's two percent and then I thought it's all five but maybe I'm maybe sometimes occur over five years and then over a year there's two separate numbers in there one could be but I'll look at it quickly yeah and again I was curious too on how who determines that percentile increasing and how has it arrived yet and so that the advanced first off is advanced placement and dual Credit Now Okay okay so first we combined them okay good because you're right I mean obviously you know we're not Brewing the population and who our dual credit has has boomed yeah so we looked at it both and we we believe there's some high quality classes in there that never comes along like actually right

042so we've combined with our AP to get a number then of how many kids we're offering that to and our goal is to increase it by two percent this school year and the original goal is five percent over five years that's what that's what the five percent came from yeah was there an increase in scores as well part of that strategic goal is not only just in numbers but the actual scores it used to be I don't know yeah there's a separate AP one uh oh yeah and you know what we might have tweaked that one because the Dual credit doesn't have that same component sure and so I think it's harder I mean you know we would put out every year on the AP yeah percentages we track it the problem at that point

043is do you do in a saturation Point as well yes you do where you know I mean we've got classes you know we've got the you know North's got the uh my fingers class always this time out of class I don't know a quarter percent right AP Spanish Lane here like 100 I mean this class is a phenomenal you really you can't absolutely do better than that so I think we looked at that too and with the increase in dual we took away that number because it becomes harder to track either decreasing in numbers right and then you're asking people to get a higher score you know sometimes it doesn't make sense yeah I just and who's who determines that too much that was the other part of my question is it is it the

044district uh the teachers within particular who would be the person to be responsible for looking for those and going to two to five or whatever whatever percent we use who where does that number come from the number yeah percentile increases that we're looking at right I mean for you you choose whether it's two percent or not I mean if you don't want the two percent when we present to it I mean I'm not even challenging that number I just want to know where does this come from are these staff members that make that are you talking about the the goal itself yeah the gold itself but I came from the Strategic plan process right and then we've adjusted every year depending looking at the numbers of the administrative team yeah all right let's say the

045original goals came out of the Strategic plan committee they'll put this one together and yeah Mike I think we're in year 505 right but I think we're past five but the pandemic's got in their way a little bit um but yeah you know what the the goal is that looking at numbers and continuous ethical with our staff and you know I mean I would defend a two percent increase in dual current AP as being very doable and you know another thing we've worked with is is EAB really looking at our you know we're very proud that our our AP classes are dealing with credit classes look like our student population yeah there aren't very many schools in the country that can pay that and part of that push has helped us do that and you

046know our teachers aren't parsing that number necessarily but they're part of the EAP process which has been crucial for us to increase AP and now with dual credit as well thank you okay does anybody else have anything to say about the computer plan just just a question on the learning environment all three um diversity Equity inclusion practices we have a timeline of 2014 yeah this year yeah we'll have to meet this year and absolutely want to get through the pandemic so we can get caught but yeah absolutely report to the board in this in this school year somebody else okay we'll talk on the phone or take an email whenever you get another idea do you have anything for you know okay that settlement is our placement of the ten minutes budget 220 215 uh

047for their first budget presentation yeah um so good evening what I'd like to do is walk you through the budget and then if you have any questions you can go with that so um I'll give you the page number so you can kind of follow along so what I'd like to do is start with things electronic page 16 which is the all funds combined spreadsheet which is confirm that you're there and that little media in the same place okay okay first of all I want you to know this is one of my favorite schedule so to give all the fun props for the budget a couple things that I want to bring to your attention first of all if you look at the total revenues on the far right side of the blue you'll see

048that our total revenues are all funds this year is 110.95 million that's 62.8 coming from local funds 24.2 coming from the states and 13 from the federal government a little bit further down the total expense budget can be all funds total of 115.73 million and again the vast majority given for a school district is coming from our salaries and benefits and will remain 27 vote for the purchase Services supplies and utilities and capital outline and other and the other other that you're seeing there added across is really a large debt payment so that's that's a big chunk of it when you look at this and you look at the chart that was right before that the first thing that comes to mind to a lot of people is wait a minute that's not available foreign

049ERS of each of our 15 funds will give you an idea as far as what we're spending the money at I also include fund 18 which is our oops are you guys in the same phase in the morning okay it also shows the activity fund which was new last year and that was a requirement by the state and Gadget that since we're involved in the individual activity fund the district needs to present that or include that so if you wanted to see a complete list of the activity funds if you go to page 36. that okay the bulk of this budget was prepared the result wasn't prepared by the Clusters with her experience and I can proceed so she you know she set it up and laid it out really really nicely but just to

050remind you following the functions were included in the preparation of London one is found budget two that our eav would increase about 2.84 percent that our money which show a continued reduction in our tax rate that our local Revenue collection rate would be 99 those have higher than last year and that's really because of pandemic it might be us as you recall the property tax payments were delayed and so they kind of gave us a little the way we can actually flooding student enrollment was assumed to be 63-17 the state will remain unchanged at 20.9 million and our transportation categorical name will decrease about seven and a half percent and again that is because we're on a month flag when we collect that so district is on tax base and so because we're filing those

051reports now it's based on that year during the pandemic feels like our transportation plan will go down our categorical to be getting down because the kids wants using those services we also assume that our health insurance premiums would go up six percent so those are the those are the major assumptions that were agreed upon in the beginning and I'm pretty sure you guys are probably part of that before this budget was confronted so I just wanted to remind you of that okay so if you look at page 18 you'll see some of the changes that were included in this year's budget you see that we reassess our tax collecting rate we review our CP PRT received we adjusted our tuition against all things that were based on the assumptions that we just talked about okay

052so if you would now go to page 24 we'll talk about the other ones our biggest one okay if you look at the bottom line under the budget you'll see that the ad fund shows Revenue exceeding expenditures of about four million dollars but we're also going to be transferring five million dollars of that to pay the debt payments so all what looks like that is really uh the transferable result of about a 4.1 million dollar of reduction in our Reserves four of the I'm sorry the four of the five remaining results onto the end of the N1 which would be the Food Service the grants the kids club and the activity ones are all balanced with Revenue equal to excitement any questions okay good um the Challenger fund which is also a tough month it

053shows rather than exceeding expenses by twenty thousand five hundred and whether this happens or not really depends on the usage so we're just starting the applicant to come through here again so it really depends on what happens so we don't know if that's going to happen what we're feeling after that okay age 37 operation you probably have to look at the page 38 um just to bring one clarification on the oh and Amazon operations and maintenance that one's balance Revenue equal expenditures but it's normally do what they were okay stage 39 the debt and service fund this is interesting um you're going to see that studies are zebra news by 5 million 233.088 and again that's because what we're going to do is we're going to transfer funds into that might perform from the ad

054fund as well as the the uh sorry the developer sorry development so between the two of those we'll cover that short while in this month we've also got a fun complement there for student PRP taxes and interest if you look at the timeline of the revenue okay Transportation fund today's report news yeah this one shows that our expenditures are exceeding Problems by about 850 000 the reason for that is because um in order to help lower the overall tax rate towards the lower levels of Transportation fund actually in the past five years with the plan to spend down some of the transportation funds uh on mail okay age 44 the iron Marathon shows expenses exceeding Rapids and again this is an effort to help lower the overall effect rate to fundam from the research on

055age 46 you've got the Social Security Medicare fund that's balanced and then age 48 has got to celebrate impact the initial Revenue succeeding expenditures by 236 000 498 and again as mentioned when I talk about the debt service fund that will lead to the public pay down the debt payment of this year looking at saying 50 you've got the working Cap Fund and this shows the surplus of 412 to 254 this is from property tax and interest earnings with no other signatures budgeted this fund really can be used for in-house short-term borrowings if necessary so we really try to you know hold on to that and not touch that 1952 2014 Community funds and it shows expenditures and seeing revenues by 232 6.6 this fund is used for paying liability insurance or Discount Insurance and

056unemployment costs our uninsurance renewal rates are down in our I'm sorry our insurance renewal rates are down and our fund balance is getting larger than needed so again we're looking to produce that and lastly our life safety fund is down any questions on any particular button went through that pretty quickly okay so overall if you look at it on a world basis and your budget you're over budget here our revenues are up 10.71 from last year but if you back out the pairs of the user funds it's really only up 1.9 percent at the local level there's a small increase in our taxes about 3.21 but that's because property taxes were up to 3.43 mainly because we love each towards investigation tomorrow at the state level there's a 0.45 decrease from last year and that's

057because the General State Ace is flat categoricals are down which we talked about a few minutes ago and the state grants her up slightly um for actually some shares money that was allocated from the state the big one is our federal revenue Federal revenues are up 150 percent so approximately 8.7 million dollars and that's due to the effort funds on the expenditure side overall our expenditure up 12.93 compared to last year but if we back out with a terrorism the answer funds um it's really only has about a 4.5 percent and that represents the salary of benefit increases that are based on our contractual obligations and also our purchase services are slightly higher due to additional grant funding our supplies and materials are up about 3.3 million but again that is due to our spending

058on technology related to funds received from the escort service funds our capital outlay is up slightly used in the purchase of the buses we at least put boxes last year and we paid that in July that was about 450 000 and then the other category above also because of the increase in the deficiency so these are the major variances from last year to this year um if you look back at page 17 for budget and that pie chart and it comes to no surprise that the ad fund is the largest one in the district 56.3 percent so dark if you take advantages looking into some of the uh I guess some of the foundation for the district if you look at page 14 you can see our fund balance for each fund and you'll see

059the beginning fund balance dated July 1st 2020 before the completion of our audit affect our operations which wraps up this week so we should be having that report shortly but at the end of 2021 the district has about 44.8 percent and operating cash on hand but that includes the main operating fund for working cash fund the IMR Club Social Security fund and the cell phone the recommended goal is 25 so we're above the department we have to keep in mind when we look at our our schedule coming forward we really need to think and then we're gonna address pulling out her body so page 19 and 20 if you wanted to look at the three main operating funds together the total revenues are up 2.93 and total percentages are up about 2.3 percent compared with

060the up year over year again not an unrealistic thing it's kind of uh by looking at those three operating ones together year over year 20 division ideas whereas a true representation as far as what we're doing revenue and expanded wise so overall all our phones are balanced according to the budgeted parameters and assumptions and we're in good financial position for the new school year we need to hear naturally we need to carefully continue to monitor all of our budget lines and both Revenue six manages throughout the school year to make sure that we're operating within our budget constraints so what we need to do this evening is the Board needs to approve the tentative budget tonight and then a public notice will be posted in the independent tomorrow August 25th which will give us 30

061days prior to the public hearing on September 28th at which point the public have an opportunity to have a chance to look at the budget and also comment on it and then we'll have our final approval of the budget at that point in time well really quickly do that hopefully yes if you have any questions coming in we hired personnel with with the understanding those jobs don't stay when the money goes away yeah you know we probably have about 15 can you leave somewhere in that area positions that we've marked and we're tracking and when the answer money's gone those positions are done uh you know so we increase social workers in every building to deal with the pandemic for sure and then there was some classroom needs some very recently when we had you

062know we're at three feet we're capped with how big we can get we had to open up a couple Elementary classrooms just to meet so we can't you know exceed to three feet again those won't stay once they ask for money goes away so even though we've taken out a lot of Staff with that money the people may stay because we have attrition every time things like that the Physicians won't stay once the answer money goes away just so we're on the same page yeah that's why I'm saying to make very clear that for the thoughts have made very clear that the other ones are not the same so yeah keep that in line with whatever kind of sun we have with them does anybody have any questions okay no it's just Motion in the

063materials or a big one for you moved to approve the tentative 2021-2022 budget and waive the reading of and approved the resolution to establish the budget hearing date and place the tentative Budget on public display second um phone call please yeah yes yes Dr Kidwell yes about it thanks for no more yeah all right uh I'm sure we have any questions so all right we're going to our last night which is the updated on the back of school clinical 2021 240. yes but we want to update board a lot a lot of great stuff I mean our staffs work so hard our kids have done a great job our parents have done a great job our kids have come ready to learn that's incredibly exciting and it's been a great start you know some of

064the issues that we actually you know do have to tackle and yeah a big one hanging out there is transportation and I want to clarify a couple things one our drivers worked incredibly hard they maybe worked harder the last you know six seven school days than they ever have um and wearing masks in the Heat and just dealing with all that stuff they've done an incredible job in our transmission leadership's done an incredible job so just like all our staff has but we've got some issues that we have to deal with for a variety of reasons and you know I think we need some time but I think you know you look short term and long-term uh you know those issues you know taking kids in the right frame of mind on the boss you

065know as we go through it I think parliamentary kids are probably from what we reports were getting yeah I haven't ridden the bus as much I'm on the bus you know when they get there Brian and I need to bus in the morning a different Bill there in the afternoon I think our elementary kids are very compliant and you know that's going well a couple issues we've heard that they were brought up our Middle School High School Boston we have to just reiterate and everyone with our parents or kids that you know these are expectations have to be bad because uh you know that's a huge piece of our of our struggle with making sure you know we're wearing masks on the boss and um you know past that that's a big one the result

066some issues our Achilles heel for quarantine is the boss there's no question always has been I mean in the last you know 48 Hours the count the county changed our quarantine from three feet back to six feet um so which again it's gonna be more kids uh quarantine not a boss and you start doing six feet on a boss that radius goes It goes away you know you're talking about a large number um so they have to be cognizant of that we do have the test to stay completely optional but if you test a negative on um in one three five seven nine you you can continue to stay the problem is accounting said you if you do that you can't ride the bus for 14 days oh which is a struggle because then you've

067got kids then you're telling you go to school but you can't pass them there which is um can I ask a question um so the county changing the um quarantine radius I didn't I didn't know that is that just on the bus or is that in the classroom okay um with the taxes today uh because this to me is a game changer for us in terms of keeping kids in the classroom it except we can't buy something which is awesome which is a problem that has to be solved but are the parents taking them to get their own task as a rapid test and option can you talk a little bit about that process I mean they can go to you know you can get at Walgreens the Kmart site McKenna at the county road

068you can get it there you can get at the County Health Department we've got a number of options we're working towards our own you know our deal is Shield right is um you know we had a board members of legitimate concerns legal concerns there are lawyers agreed with and uh so they get a third party that would that would follow through on those we're probably back in October no matter the shield um so we're looking at options for a test of state that we could do our own internal but we're behind on that but I think it's for a valid reason if we weren't going to sign a contract that that put the district in liability legally I mean we've made all the decisions along those lines so we all reaching out to other options

069in our vendors for our own test to stay which would be easier currently we're giving people options in the community to in exist you know login got through Walgreens yes we've given a place as a clear waiver a what CLIA waiver which is it's a medical way right you can't just give it a home but if it's on it again Walgreens has it the old Kmart McHenry has it helpful I mean there are a number of places that were steering people towards the Habit that you can have it going okay that's what I was thinking of with the quarantine for these kids that were quarantined up they do have the option to take the test on those days and go back right night so they can stay yeah we can't Buzz them currently which is

070an issue for a lot of family okay um okay yeah at least the table I think that changed the name of the house I mean as you know it's changing all the time but we've clarified at the health departments I think they come in and reaching out the family so I'll go and check and make sure we do that um but yeah I mean the test to stay you can stay as long as you keep testing negative sorry um you keep saying rapid tests and there's rapid antigen and Rapid PCR do we know which or either um well we yeah I mean I can read it off comedy side right I don't know either um that's why you know I think when we initially um put out the plan and there's a link to you

071know with each option for if you're vaccinated this is your quarantine time if you're on that you know all that different list and then the test of the day was to be determined because it was still in the works of being figured on everything was super new um but I think having that laid out will give parents a piece of mind too you know we just kind of clarify today from the health department we could do it uh on the bus because our the only concern was originally said to any other first day well you can't hit the first day because then but you don't test positively like Tuesday you know you don't find out for a couple days so we clarify you can still do it on a date of transmission you find out

072something that you find out that comes with day seven still and you can still pass it that clarification helped us today I'm pulling up right now I can read it to you verbatim so the family were called last night and told that their child was a close contact and exposed out the bus if they got tested today which would be the first day since they've been notified and then I may create today's big one if they got rapid tests with day one three five seven and they're it's still coming yeah yeah I'll talk I know building still reached on talking to people on that but yeah man again it's also important for the nurses to handle that in the building clever situation is a little different but uh generally that would be true so the

073test to stay strategy um if close contact is tested on days one three five and seven from date of exposure by PCR or rapid antigen or the next molecular emergency use authorization code test is that what you ask that's what you're asking right that's what I was asking the Revenant engine is a lot easier to get my experience so far at least it was this morning you come into remaining questions as long as results are negative well that so she was saying that their exposure was last Tuesday but that's what you guys clarified with the health department today they have any test negative accounts and that would be their last test right but you can't I guess that was I think previously our health department thought that meant people weren't eligible for it because they

074hadn't tested those days and we clarified the health department today that as long as whenever you find out you hit the next date then it still counts because that was confusing for our health department I thought the same thing hey we missed one three and five we can't do this now probably said as soon as you know you then jumped into the day process if it's day five or seven that you could do a test negative and it's still used to that level for it in that regardless of vaccination and if that also been [Music] unless you have symptoms right is that also equivalent to the staff use of the under vaccinated staff could be tested on day one three five and seven or is it different for staff you can clarify that I'll have

075to clarify that I believe it's the same amount of our percent sure those were my questions thank you sorry I know I opened up Pandora's box with that but I think it's just really important in terms of people feeling less scared yeah I'm really concerned we can't boss kids because to me that's an equity issue without the part you know I mean I don't know how we get around that but I'm really really concerned about that but you know whether we can have you or not depend on whether something can get you that I just wants counterintuitive what we do typically right and you'll just keep us in the loop on how the conversations go with the health department around Boston yeah um you know I think yeah so the other thing about bossings being

076that it's gotten better it's got a better every day it's better today but you know we're at Tipping Point where I mean a couple of cases obviously devastates the fleet but we're at a point where in October you know allergies or cold could devastate differently we're really at a point where we have to start looking and taking some aggressive action I think to protect ourselves um so we can continue to boss an adequate novel so what I'd like to do with the board's willing is really bring back some some miles to the next meeting about potentially adjusting uh primary start times and I go I don't know what to do that but I really think that there's some things we can do there maybe to make it you know more palatable for our driver because

077yeah our drivers too I mean I think we met with the drivers today I mean you know they're jumping off jumping on it they're getting pushed to the absolute limit right now um you know more time allows us to you know alleviate some around stress and make sure that we can interact drivers to drive which is important but also respect to our drivers it gives them some time to truly manage their day a little bit better so before it's open to that the next meeting we'll come back with an idea or if you're not normal I'm open to it or to anything yeah I think it's something to explore for sure because there needs to be some alternatives for the reason we've already spoke so we need to look at things like that you know

078in my mind I was thinking can we import additional policy but then we got the bus drivers who obviously buses are crazy expensive yeah I mean I I you know I could buy 20 bucks and I can't find 20 dryers you know we interviewed we've got 400 pipeline we interviewed five today but you know I mean three people are moving out of state because their husband's got jobs I mean I mean it's a it's a population that has some turnover and we just we don't have room for any of it I think that's why stabilizing ourselves right now we've reached out to other providers too when we're back getting positives I mean we we've tried that you know look under every Rock for a solution I think this is one rubbing the table I definitely

079would just want to look at Alternatives and maybe another view maybe are there Buzz companies out there we could use for temporary yeah we would call them all okay we might hear back at some point yeah we've reached out to everybody okay no no any other comments or other than that people may bring something 150. okay anybody have any other comments or any other concerns they would share at the police okay all right that's all of your business for next time will be a committee report so that including that from any committee had a report since our last meetings not so move ment that's crazy yeah thank you yes yes
