001thank you all right now item one is out the way on to item two roll call Matt um treasure if you could keep that for us please Mrs dowdell burger here Mr Bauer here Mrs Gray here Mr Snyder here and Mrs Walsh is absent yes Mrs Walsh will be here later she uh stated that she will be late this evening but she did send a message to us oh thank you thinking man on to item three review of the belief statement in board Norms Mr Vice President please we believe all Cruisers are valuable we will unconditionally serve support and Inspire therefore every Cruiser will maximize their unique purpose potential and power to produce the results they want as leaders of the district we always strive to number one support the mission and vision of the

002district number two be prepared informed and ready for meetings number three respect one another as elected representatives of the community be open-minded and recognize one of their strengths the value of diverse perspectives and mutual commitment to the mission and vision of the district number four allow members to complete their thoughts and statements before others comment allow members to be heard and listen to all perspectives with an open mind number five stay focused on the tasks at hand and respectfully redirect each other when needed number six maintain confidentiality and communicate per board policies ensure trust and transparency in all dealings and number seven after a vote is cast leave meetings United as one voice no matter the outcome thank you Mr Vice President um I don't know if I'm doing this right but next we have

003our public participation Army excuse me agenda approval I did want to make a recommendation just so we have a couple folks that are in consent agenda and would like to make a motion to move uh let me get this right item under the superintendent's agenda that would be G11 and the consent agenda up just so individuals would not have to wait since we do have executive session at the end and would like for them to enjoy the rest of their summer break and not hang out with us until maybe 10 o'clock tonight so um am I doing that right I want to make sure I get it right I want to put it right item um after item um before F so it would replace f I'll check with that all right all right if

004we could have what Paul Madam treasurer so did you follow where I was going okay you're good all right for those watching we are moving um the superintendent's agenda G11 which is the job descriptions and the consent agenda which is item [Music] if you want to say it for the record item I moving those up to um item yes just so we can let folks go instead of doing at the end and that's my mistake we had talked about this in other business a meeting or two ago to move consent agenda up so folks are not sitting through the entire time just to hear their um what the in what the end is and they can go ahead and go on so that is the reason why but that is my mistake for not having

005that address prior to today so if we could have roll call thank you Mrs daldo Berger aye Mrs Gray aye Mr Bauer hi Mr Snyder aye all right the motion passes thank you everyone I'm pretty sure our folks that are here appreciate that onto itemd public participation there's a few things I'll read and then we have two folks here for public participation um all meetings of the board and board appointed committees are open to the public for board event for the Board of Education to fulfill its obligation to complete the approved agenda effectively and efficiently a maximum of 30 minutes of public participation may be permitted at each regular board meeting those submitting a written request to address the board before the start of the meeting will be granted three minutes to present their remarks

006persons Desiring more time shouldn't submit their request in writing to the board of education office or email to public.com go cruisers.org seven days prior to the scheduled meeting when addressing the board the speaker shall give their name address and any group of affiliations they may represent each person wishing to address the board will be given a total of three minutes to speak to present and conclude their presentation no person will be permitted to speak twice on the same topic public participation is not a dialogue or discussion between the presenter and the board it is an opportunity for you to present in your any ideas or concerns to the board in in a public forum the board will will not debate the merits of your position we will respectfully listen to your presentation and we may

007ask clarifying questions the board May refer you or your concern to the superintendent for follow-up if necessary please remember the law of State the state law prohibits discussing specific employees or their job performance at a public meeting state law does allow for discussions by board members regarding employees in executive session of the board so thank you I do have two and I do want to um mention and get a vote and make a motion um we did have one of our of our constituents Community Mr Lee who submitted his request timely and I didn't want to just approve the additional time he asked for 30 minutes I did want to just shield and at least double his time to six minutes but I wanted the consensus of the board for before doing that um and

008that way we can so if I could have uh is everyone okay with that yes okay so Mr Lee if you could come up our first part first person and if you could you would have six minutes if that's all right if we could give you that today my name is Ernest Lee address is 3488 Tory Road uh I was at the last board meeting I I started to talk about 11. that the board had put I was thinking about putting on the ballot well they voted to put it on the ballot and if I was to put a title on this one it would be it's not too late because what you have done you just don't know that you have set in motion hardship for seniors and individual that's in Groveport to support

009this living and this Levy is something you tout in the paper that is not new but it is because it's permanent it has never been permanent so accountability now to the resident goes away and what happens is this if Miss walsher was here I will thank her for voting no on that Levy because like I said is that you think that the resident have money just to give the boy whatever that they want uh the wish list but that's not the case so the housing crisis and all these other things it is contributed by what you are asking for you are asking for money that number one like I said before there's a tri-annual that's coming up and the auditor have already said that property value will go up 30 to 40 percent but you

010could not wait to see as to how that land so you rush to put a levy on the battle now miss wash voted no and if I was to give an example Miss Walsh would be the example of the uh property owner in Groveport she's the only one that owns real estate property the rest of the board members are voters so when you vote this Levy up the only one that pays for this this Levy will be Miss Walsh it won't be you because you don't own no real estate property Miss Walsh will be the only one that would have to pay for that and that's what we are continuing with when you look at levies because of the fact anyone that is 18 age is able to vote but if they don't own real

011estate property then they don't have to pay so when you look at this it you really need to think about about this it's not too late you can go to uh the board of election and have this removed it's not too late the other thing is this you just spent three million dollars buying a building of a significant building that was built in 1979 it's a it's going to be a cash bleeding for this District because what you have not considered is this this building was built in 1979 the heating is going to be astronomical the cooling is going to be astronomical the maintenance on the roof alone is going to be astronomical and you have 45 000 square feet of unused real estate that you the board don't even know as to what you

012want to do with the 45 000 square feet but all at the same time you are still looking to replace the Middle School the elementary school which is up in the tens and hundreds of millions of dollars in order to do that so it's not too late for you to take a step back in order to now reevaluate as to what you have said in motion because I can tell you this I'm not going to keep coming to the board and because I have solution for some of your issues but what I no no no no but what I see is this I don't see a seriousness of the commitment from the board in order to act upon that what I see is this I sit and I watch and I listen to the board

013I watch the board and I watch your action and I don't come out until they get to a critical point it's at a critical point so at the end of the day I'm not going to give you a solution for you to circumvent that solution and then continue on your path or what you want to do at some point so now even the treasure when you bought that building you put in the messenger that everybody loves a deal everybody loves a deal but you took you are planning on taking money out of the general fund in order to now it's in the paper some of you shaking your head but it's in the paper it's in the messenger I'm I'm quoting The Source from the messenger so at the end of the day you plan

014on taking money out of the general fund in order to do some of the remodeling so at the end of the end of the day it's not too late and I wish that the board would reconsider as to what they have said in motion thank you so much Mr Lee um I do want to um just share that all of us are homeowners in the district just so we're clear on that and that there is a senior citizen homestead exemption um that has been expanded with the new state budget and state law so I did want to share that um our next person that is up for public participation is Mr Andrew ningley okay [Music] good evening to our view my name is Andrew B nimler I live at 32 37. baseball Court North Groveport

015Ohio -43125 I'm a father of four graduates of global Madison High School including one valedictorial and three students currently within the district I'm also a candidate for Madison Township Trustee this upcoming election November 7th someone you have seen my stuff in the paper look I and decide finding your support I'm here tonight to thank each board member superintendo James and your team along with Trisha I call her Trisha Teresa our great and amazing Transportation director we got a good relationship I know my life the last time couple of months the beginning of the school year I came over here to speak I put in my issue with Transportation right for my kids two little one once those stubborn so we got to take out the private school the little one said well I gotta follow

016my older sister what's up but they were tough but with treasure Canada through your uh such and hard work I can't hold the transportation smack so I came here honestly and shot to tell her thank you for today each of you guys thank you because you gotta find a solution for them even though as they get crazy because to take them to school and to come for a while but because the opportunity I have only my own business is a God blessing but as I say I came here to say thank you for the opportunity for bringing Trisha on board because as you bring her on board the transportation meal of our district has increased the effectiveness to the higher level I just want to say thank you if you see her continue to tell

017her thank you we get a good relationship she's smart she laughed so thank you for the opportunity I hope you guys continue to bring and I know you guys got people with a caliber I love Grupo I've been a two decade and I intend to stay this is what I'm running but thank you very much thank you so much sir all right thank you public participation we're moving on to item e recognition and recognitions and presentations Mr superintendent okay our first recognition is for uh recognizing June as pride month for lgbtqia Plus our resolution reads as follows Groveport Madison The Local School District Board of Education offered to move the adoption for the following resolution and whereas individuals who are lesbian gay bisexual transgender and queer referred to in the Preamble is on bgtq include

018individuals from all States territories and the District of Columbia and all faiths Races National Origins socioeconomic statuses education levels and political beliefs whereas lgbtq people in the United States have made and continue to make vital contributions to the United States and to the world in every aspect including in the fields of Education law Health business science research Economic Development architecture Fashion sports government music film politics technology literature and civil rights whereas throughout much of the history of the United States same-sex relationships were criminalized in many states and many lgbtq people in the United States were forced to hide their lgbtq identities while living in secrecy and fear whereas on June 26 2015 the Supreme Court of the United States ruled in obergfell versus Hodges the same-sex couples have constitutional rights to marry and acknowledge that

019no Union is more profound than marriage for it embodies the highest level of Love Fidelity devotion sacrifice and family whereas lgbtq people in the United States face disparities and employment Health Care education housing and many other areas whereas lgbtq youth are at an increased risk of suicide homelessness and become victims of bullying and violence and in particular transgender individuals face a disproportionately high risk of becoming victims of violent hate crimes whereas lgbtq people the United States have fought for equal treatment dignity and respect whereas lgbtq people in the United States have achieved a significant milestones in ensuring the future generations of lgbtq people in the United States will enjoy a more equal and just society and whereas despite being marginalized throughout the history of the United States lgbtq people in the United States continue to

020celebrate their identities love and contributions to the United States in various aspects of pride and whereas inclusion of the lgbtq people in the United States continues to expand every day and lgbtq people in the United States remain determined to pursue equality respect and inclusion for all individuals regardless of sexual orientation or gender now therefore being resolved that the Groveport Madison Schools Board of Education recognized June as lgbtq pride month okay item two superintendent recommends um the board recognizing Juneteenth you grow Fort Madison local Board of Education offered to move following resolution designating June 19th as Juneteenth Independence Day is recognized June 19th of 1865 the date on which the news and the end of slavery reached the slaves in the southwestern States whereas news the end of slavery did not reach the frontier areas of

021the United States in particular the state of Texas and other Southwestern States until months after the conclusion of the Civil War more than two and a half years after President Abraham Lincoln issued the Emancipation Proclamation on January 1 1863. whereas on June 19 1865 Union Soldiers led by Major General Gordon Granger arrived in Galveston Texas with the news the Civil War ended and the enslaved were free whereas African-Americans who had been slaves in the southwest celebrated June 19th commonly known as Juneteenth Independence Day as inspiration and encouragement for future generations of African Americans in the southwest and have continued the tradition of observing Juneteenth Independence Day for more than 150 years whereas Juneteenth Independence Day celebrations have been held to honor African-American Freedom while encouraging self-development and respect for all cultures whereas faith and strength

022of character demonstrated by former slaves and the descendants of former slaves remain as an example for all people in the United States regardless of background religion or race whereas slavery was not officially abolished until the ratification of the 13th Amendment to the Constitution of the United States in December 1865. and whereas the district recognizes the observance of the end of slavery as part of the history and Heritage United States now therefore be a result that the Groveport Madison Local Schools Board of Education recognized June 19th as Juneteenth Independence Day in this District that was a mouthful of a lot of warehouses okay back to our agenda um we our next item on the agenda is to recognize our student advisory committee members I don't see any here in our audience tonight uh so so maybe

023uh we'll just go ahead and read their names I I guess I would share and um and and maybe uh president Donald burger and vice president Bauer want to add in uh these kids uh volunteered to serve on a student advisory committee this was an official board committee that was established this year uh we met I think three or four times maybe maybe more than that uh they they came in not knowing exactly what they're getting into they learned Robert's Rules of Order they learned how to uh have a voice and and decision making they brought um views forward about issues that we needed to address and ideas how to address them and they've actually established a project that they want to do next year to address some of our issues with violence in the

024schools to take on peer mediation and and do some things so they want to be a solution you know they identified some things that we need to address with Lionel's being one of those they wanted to be a solution for that and so we want to recognize them for their service we do have certificates pins and a and a gift card to give them thanking them for their time but Miss Donald Burger Mr Bauer anything you'd like to add yeah I'd just like to say that um this was the inaugural group so therefore we didn't go through our traditional process the board um we all agreed to utilize some of the students actually came forth of more than once if not once at all to the board of education to speak to us so that's

025how those individuals were selected and one actually either if they came and spoke or maybe they sent us an email privately we thought that would be a great Core Group to start since it was the end of the year and there's never a good time to do anything but now right so we went ahead and started in the middle of the school year almost towards the end a little bit it was like right after spring break we got them together they used their Cruiser time uh Mr Smathers Mr group was there our principals were amazing to make sure that they were where they needed to be because it's they're trying to prepare for tests and exams and finish out things but they brought some great ideas and light to the situation and and a lot

026of times we're so used to speaking to them and we forget that we were once thin just just a different time of the you know Time of the Season or year where things were just different for them and how they see life and what they're dealing with so it was very good to hear their imp uh their input to hear their ideas on how to have resolutions for things how we can do better with collaborating and building relationships with the teachers and the students some things that they saw you know there could we could change how they learn you know at the end of the day they're our customer as well we need to make sure that they're obtaining the the curriculum and holding it not just passing the test so that was good to

027hear that they wanted to find ways to just not pass the test not that's what we're doing but they wanted they gave suggestions on how they could the material could be presented in a way to maintain their attention so shout out to them and the administrators at the high school they they Rock yeah I just want to say how proud I am of our students they came forward with a ton of excellent ideas um just like what um you were saying we're going to be implementing them next year but it was really cool also to see the progression um from the first meeting to the final meeting to see them learn the process of Robert's Rules and how to vote in a meeting and some of the basics of running a meeting they were learning

028that as well so um no it was it was an incredible experience and I'm excited to see um what happens next up next year and I forgot to mention it was a very diverse group of students so it wasn't like the same students that get picked for everything we had everybody um or if you were on a roll not honor roll athlete non-athlete some going to college some graduates some Juniors we had a good mix which I think also kind of um helped us get a good idea and focus for next year so be on the lookout for the application those of you are watching make sure your students and that you guys apply um who also have our parent advisory moving as well so thank you to our Administration for all their hard work

029on that I just wanted to add that was for the high school group um and in the fall we'll be starting it with the middle school and elementary students also people okay so I'm going to read their names even though they're not here miss daija Montgomery she was a 20 23 graduate she's actually um heading I saw on social media going to school so congratulations to her uh she's studying to be a nurse um Deja de Juana Boyd Olivia Chaney ulyssia Cruz adiato Dilo Marissa Jones I know she's heading off she did Signing Day at Groveport as well Denver SEC and Ari Ari via award so those were our our Core Group to start those that were didn't graduate we'll roll over into next year thank you no sir okay our next item on the

030agenda is to recognize our Communications Department for the Ohio School of Public Relations Association award we were going to do this last month but if you remember last month we had the room was overflowing with Awards and so they graciously put this recognition off to this month so before I talk a little bit about the awards our communication Department won the OHS pra award Mark of Distinction for the cruiser connection back to school mailer which was this copy and then um the other award was um the OS ohspra award Mark of Excellence for the 2021 annual report and a lot of you probably remember this with the the match that's a while back but uh so about the award the Ohio school public relations Association is a nationally recognized organization a public of Education public

031relations professionals administrators and school Personnel who work within the school of Community School Communications to be considered for these award materials are submitted and are judged based on design Clarity of content print quality and the expected benefit to their intended audience our two Publications winning Awards last year were annual reporting back to school newsletter and these two Publications go to Every resident in the school district which is 23 000 households and apartments and all these these documents are attractive well-designed well written and provide essential information our community needs to know about our schools and our school district this information keeps our community informed of how their tax dollars are being used to support student achievement how we're doing academically and fiscally our challenges our new initiatives and goals for the future I can't imagine what

032the start of the school year would be like without parents and staff having our school newsletter in hand or posted on their refrigerator I'm very proud of the work of our Communications team and I applaud them for their commitment of keeping our family staff the community while informed so here's the trick Jeff Warner is our communications director at Nancy Daley a Communications specialist I want you to come up and I want to bring the awards with you and the board to come around so we can get some pictures but we'll have to have you you're normally the picture takers so Paul I don't know if you can take a number of pictures and we can choose from the best to recognize them so come on up with the awards if you would please let's give

033them a round of applause [Applause] thank you one two three years [Applause] I just want to say congratulations and thank you for your hard work Mr Warner and Miss daily for all you what you do for a district making sure our family students and the communities informed we really really appreciate it um the new Staffing guide on even with the new videos and things it looks so so so good so thank you thank you thank you I'm pretty sure you'll win something else I know you won't be here per se but I'm pretty sure you'll win something else for this year's work thank you okay our next recognition is really a scale back recognition by her choice not that she doesn't appreciate it but Felicia Jeremy is retiring this year she is not a person

034who looks for accolades who looks to um be the center of attention she quietly stays consistent Works toils does the tax try to do things we talked about recognizing her and again not that she's not appreciative but she's she did not want to make this about her but I think we can't let it go after her years of service and what she's done uh both through the Groveport and education in general to not recognize her for her work as a Treasurer serving the the kids of Groveport and other students in Ohio so on behalf of me and to the board thank you so much for your service we appreciate you [Applause] now I just wanted to quickly share with everyone that it's been my pleasure to work alongside Felicia this past year and a half

035I came to this District as the treasurer myself and What attracted me to Rolling back and being an assistant Treasurer again was an opportunity to work with someone that I knew I could learn and grow from and come to a quote big school where I'd never been before so I would like to extend a personal thank you to Felicia for being a great mentor to me for the past year and a half I very much have appreciated working with you you've taught me a lot I came in thinking quote I knew it all but new found out very quickly that there were lots of things that those small schools just don't do that big schools do and I really appreciated the opportunity to learn from you I wish you the best in your retirement and

036in the event that you do jump back into the business if you ever need somebody to bounce an idea off of I will always be there for you to do that so thank you again and on behalf of our entire support staff not all of them are here tonight but they all feel the same exact way you'll be missed and good luck to you thank you again for the opportunity thank you I didn't know you were doing that I'm trying not to get emotional um but I will say it it's been a very interesting and rewarding 27-year career in school Finance I've learned things about education I didn't think I needed to know I've taught others things they didn't want to know we've worked very hard side by side you know with so many dedicated

037people and that leaves me with a great sense of joy and accomplishment I I wanted to take the opportunity to thank all Cruisers here in the board for your dedication and your support we really are doing things together whatever's necessary to make schools better and while my career has allowed me to make contributions to the development of future Generations it's all been behind the scenes but I still feel that internal reward um sorry I'm better for the experience but I feel like my real achievement has been that I've given more time tablet and energy that was required so that we can all make schools better I want to thank you thank you okay our next item is a Safety Committee update uh normally this is done by Mr Joseph Watson and Mr kimiato Cornwall uh

038Conwell uh but I think uh Mr Bauer and Miss gray are gonna yeah oh Tiffany okay Tiffany's here I'm sorry okay all right Tiffany thank you yep okay I'm telling the spot y'all I normally do not do this insiders looking at me like you know so anyway my name is Tiffany wormter when we say my address okay good so I'm Tiffany wermcher I am a proud groveportian alumni I'm a paranormal alumni in a current amazing soccer player football player everybody knows him his name is Nessa anyway um so myself along with a couple other parents who I know aren't here tonight and then Libby and Seth we are part of the Safety Committee we've met about three or four times three or four times thank you and we have discussed um six times okay six

039times I've been to five and girls have the life um but we met six times um we have discussed everything from weapons detection to the ongoing situations with um fighting and how as a community parents staff and board can we help the children get it together so um um we have talked about threat assessments yeah and what we can do to oh yes I'm sorry yeah we've talked about threat assessment teams how each building is working on um creating a group of students or just staff members staff members in each building for threat assessments so that is ongoing I do believe we are not meeting in July but we are resuming in August so we are looking for other community members especially parents from elementary up to high school to join us and if you

040do want to join us please reach out to Paul Smathers and or Libby and Seth anything else [Applause] I know I said this last month but um it's been really nice to get the um the input and the thoughts from Community um parents and leaders um and so getting all of the different ideas has been really good and then this past meeting to learn more about the threat assessment process it was really eye-opening for myself as well so absolutely and the whole process and how long and understand how long it takes to get through that whole process you know as a community member and as a board member you think everything should move so fast but there's a time frame that everything has to go through and understanding that process was was a great experience

041and if anybody ever has any questions on that pulse Mathers is one to talk to because he can go through that whole process with you because it does you know you see in the social media and all of that that well this should be done immediately and this and this and this and it's like well there's a time frame and the state law requires certain things and the process you have to go through and to understand that process that really helps you understand okay we're not going to jump to a decision right away so that was really great okay so our new um F1 or F yes F1 is approved through I'm sorry is a proof the revised administrator job descriptions the superintendent recommends that the Groveport Madison Schools Board of Education approved the director

042of student services job description director of instruction and achievement job description director of diversity engagement and human capital job description Communications and community relations director job description and athletic supervisor job description second any questions okay Madam treasure if we could have roll call Mrs Gray hi Mr Bauer aye Mrs dowdell Burger aye Mr Snyder hi motion passes our next item the new F2 is our consent agenda the superintendent recommends at the Groveport Madison Schools Board of Education approved the consent agenda according to the recommended actions said move second do we need to pull out or how is that I will usually end up pulling out a name so make a motion motion to be proof Hannah Snyder's employment in the district moved it out as a separate vote so second it was me so moving

043Seth was second yes all right hi stink okay motion passes for the amendment going to um the can which one do we do first I guess consent agenda the without the one with the pull out the weekend so that was Miss Gray first and Mr Bauer a second so if we can go ahead and have roll call on That Metal treasure so this is the consent agenda with all items except items three could you repeat that Madam president and can you put in the records that I'm here now yes ma'am thank you oh you want me to say that I'm sorry uh board member Walsh so we are voting on The consent agenda and we've removed item five out for a separate vote under the cons item five that's what that amendment was that we

044voted on that you abstained just because we were wanting to make sure that was pulled out oh I didn't know you were looking perfect okay and you can see me on closed caption and everything okay I forgot okay Mrs Gray aye Mr Bauer hi Mr Snyder this is just the consent agenda correct yes Mrs Walsh hi oh and I'd like to say everybody sorry for being late I had a personal emergency and I'm glad to be here now motion passes all right can I do some introductions can we do the other one and then sure okay and now the amendment um now if we could do item five item five the superintendent recommends that the Groveport Madison Schools Board of Education improve the employment of Hannah Snyder as a first grade teacher in the district

045what's up second Madam treasure if you have roll call please Mrs Green hi Mrs doubtel Berger hi Mrs Walsh I mean it's stained because I don't have my thing up yet so I don't really know what you're voting on right now thanks Mr Snyder abstain Mr power motion passes congratulations on to you Mr superintendent okay I have some introductions to do tonight um I I have to tell you how excited I am for the additions to the team that we made this year when Mr nimley uh mentioned earlier about bringing the quality of people and and making things better I'm confident that the new folks we're bringing in here tonight will make a huge difference uh the first person we introduce is actually not here we'll introduce him in person at a later meeting but

046Dr Christopher green is our new director of diversity engagement human capital he is watching us live stream in Arizona right now hi Dr Greene uh so he comes to us he spent most of his career he's from Ohio he's in Arizona now but he spent most of his career in higher education and uh just a a very he he was well thought out researched wonderful answers great personality so we're happy to have him and and again we'll have him in person so you can get to meet him at a future meeting once he gets moved back here to the great state oh I know okay um so in no particular order I'm going to go first to Jamie Scott our new director of student services now let me tell you something about Jamie I sent

047her a text a couple days ago and said please do not come back for this meeting she's on vacation in South Carolina with her husband she has her husband with her hair tonight so uh Jamie I'm going to ask you to come up to the mic if you want to say a few words but Jamie has been with Reynoldsburg City Schools Northridge Local Schools um she's done a lot of great things and and she is you know how you have people who like policy or Finance people like Finance this student services job and the job descriptions she's talked to me over and over about how much she loves the thing on the job description and that's not something that your average administrator would say so uh Jamie do you want to say anything and introduce

048your husband welcome welcome to the team thank you hi everyone it's my husband Josh back there um so thank you guys so much for this opportunity I as Jamie said that the minute I read the job description every part of it um just made me so excited so even in the interview and they were asking me what I liked most about it well it was all of it um so I am incredibly um blessed to be joining your team and I know that Jamie and Paul are building an amazing team and again I'm so thankful to be a part of it and to be joining the Cruisers so thank you guys for having us tonight thank you Jamie and um our next person we're going to talk about is joining us um to become the

049director of instruction and achievement Mrs Carol morbitzer uh Carol brought her husband tonight too ironically Mike morriser who was just hired at the last meeting um no Carol you know I I will tell you that I've received text from a number of Central Ohio superintendents um applauding me on on some of the hires so that we just approved tonight the quality of people that are coming in here tonight uh and and many were specifically um about Carol who people who worked with her at Reynoldsburg and Hamilton and the things she's done uh she's been a teacher of the year um she's got a high teacher there she had a picture of her and President Obama when she visited the White House to do that but uh the most important thing is the results she's been

050able to do and we're really excited about the work we have going forward to I I'm firmly believe that we're going to see significant impact in our in our progression on test scores and indicators so Carol if you want to say anything that made me a little emotional um thank you for having me and allowing me to join your team I have to be honest I have been absolutely impressed with everything that you've done so far um the team that Jamie and Paul are putting together is just it's so exciting um I can't wait to get to work I can't wait to get here and just dig in you know I know the teachers are at home I don't know if any are here but with a much deserved bro what yeah with enjoying a

056that so you know this community is a great community and I love being part of it so thank you I I didn't say this part before but in addition to all the coaching and everything is done um Tommy is leaving FedEx after 20 it'll be 27 years in September 27 years of September to come pursue a dream of doing this this was where I wanted to end up was with the school so this is an absolute dream for me so I thank you guys [Applause] you're never too old to Follow that dream I like to make a motion and do a five minute break just so we can have a moment um we have a motion a second please second all right if we could have will call Madam treasure make it actually I would

057like to make a motion for 10 minutes because normally our five minutes turning 10 so let's just make it 10. please he was there yeah so the motion is for a 10 minute break um if we have roll call whenever you're ready Madam Trish Mrs doubtel Burger aye Mr Bauer aye Mrs Green aye Mr Snyder aye Mrs Walsh hi motion patches the time is 801 we can meet at 8 11. is 8 14 and we are now back in session we are on to item G now which is board items so uh item one is the osv treasure search status um we have interviewed we've made we've had our finalists and we are looking forward to moving forward comment the next step in the process so that is moving along um I don't know if

058any other colleagues would have anything else but that's all I have at this time um for that item and then item two this is the board of President recommends this is the authorization to proceed with the election on question of renewal um operating Levy and so the board president recommends that the Groveport Madison Schools Board of Education approve the resolution to proceed with election with election of renewal operating Levy second any comment or any questions or we can look forward to roll call is this this is um authorization to proceed with the election yes ma'am yeah I can like to say without a 10-year plan and uh having a fee permanent instead of a renewal a true renewal which would be five years I don't know why we're doing that okay anyone else right Madam

059treasure if we can have roll call please Mrs Gray aye Mr Bauer aye Mrs daldelberger hi Mr Snyder aye Mrs Walsh motion passes on to item three G3 student advisory committee update which you saw a little bit of that during presentations um we are moving forward with the application we've gotten feedback from board colleagues even our students that were a part of we actually let them see that application as well and um they didn't have many changes per se probably it'll be electronic that'll be the best thing for them um but that is where we are with that piece I think the elect the we haven't decided on the date though for the application so maybe right after first couple weeks of school would that be the best time I'm going to just I'm yielding

060just asking so we can kind of start putting at it so this after the second week of school we'll start sending out the applications and advertising for that okay so we've got that set um and at this point I think all changes have been made if we want to do a final review of that application if we could just have that and then make our final um if there's any more changes we need to make we can do that by July's meeting so if we could get that um with the changes I know of board member Walsh had some so we could get the updated one if it's ready Maybe by Friday and then by um the seventh weekend um have any additional changes and we'll be ready for the July meeting is that okay

061so if we could have the application sent To Us by Friday and that is June 16th and then if we have any changes we'll have those returned to Jamie and myself by July 7th so then we'll be ready to roll um and that's put to bag for our July meeting okay are there any questions or comments on the student advisory committee I know board member Walsh's uh came to those meetings as well so it was great to have those students and then went on to item four the educational trust support president recommends that the Groveport Madison Schools Board of Education approve the regulation resolution to form the Education Foundation may I have a motion please moved second all right um we do have a presentation here from our lovely attorneys and we're really excited I

062know this is an initiative um that board member Snyder um at the time when he was president and I had the opportunity to serve as his vice I wanted to do something to assist our district a little bit further and go beyond the board and serve a little bit more so we will be able to keckler Brown Hill and Ritter's team to discuss about the Educational Foundation thank you madam or president members of the board superintendent group Treasury how's my volume can you hear good comps over all right that's a good thing all right we have with us today uh an attorney one of our partners who leads the non-profit and business practice at the firm uh Aaron has a lot of experience in this particular portfolio of legal work but I would be remiss

063if I didn't also mention that her mother is uh retired yes retired former superintendent of schools so she grew up uh right at the front and foot of all of the issues that she's seen this evening and for many many years so again that's really an added value of someone who understands the tax implications of what we're doing the Appropriations uh opportunity here to help students and residents but as a fundamental understanding of the mission in front of you as a board of education so with that Aaron's going to walk us through some slides and I know she's happy to answer any questions during her presentation and after so we just we appreciate the opportunity to present this for the Board of Education thank you Aaron thanks Adam everybody hear me um well I know

064this is the kind of thing that puts people to sleep really quickly so I'll try to go fast but feel free to let me know if I'm going too fast um so the question for us is just can we set up kind of an organization um to help put a little bit more structure around fundraising um for the school and so I've set this up just to kind of talk about first why we would do this and then the two options for doing it which is a board managed Foundation or a completely independent Foundation um so the main reason oh this is really small here but but the main reasons really are just to kind of streamline the process of accepting gifts um otherwise technically each gift is supposed to be approved by the board

065this way you can do an Omnibus resolution to accept any donations to the foundation um the Omnibus resolution would cover funds that they're just given without restriction or funds that were given specifically to the foundation um and this of course is referring to a board managed Foundation independent foundations really well once once they're established will be conducted completely independently from the board um both types of foundation do tend to provide comfort for the donors they're just more willing to give money if there's a little bit of structure maybe some marketing materials some written policies around what is done with donations why they would be collected and what they've been used for and then it just along the same lines um helps with just the fundraising messaging and sorry one thing I sort of went a

066little bit too quickly on a lot of times it does help to cut down on the restrictions so if someone's just giving money and there isn't an established Foundation someone's more likely to say I want this to go to X versus I mean you still might have some restrictions with a foundation it might just help cut that down a little bit these are just examples but just looking around at other districts some of the things that are used that the money is used for a lot of times it's set up as a grant organization itself so the teachers can apply to the foundation with a new idea an Innovative way to enhance education and then the foundation makes a grant based on on applications that's how it's very commonly done does it need to be

067done that way but but it's a very common way to structure it so the board Foundation is just a foundation totally managed by the board um is very simple to create it's just a board resolution would create the foundation it is not a separate legal entity it just is the board itself um so it's maintained by the treasurer under the same accounting standards as the rest of the school funds um you can appoint a committee to administer those funds um but the exception there is the grants themselves would need to be approved by the board so the committee can work to kind of propose the the grants made by the foundation and the expenditures themselves the board still has to approve the expenditures um so again the benefits here to streamline acceptance of gifts the

068donations are tax deductible under 170 C1 because the the donations are being made to a governmental subdivision um a board managed Foundation would just be less expensive than the legal and accounting work to maintain a completely separate settlement C3 Foundation um there's no need to locate Independent trustees to run it could just be run completely internally by School staff um and the funds can be invested alongside any other school funds so no real other restrictions coming from the 501c3 World on what can be done with the funds while they're being held by the school district um and then written funding policies or initiatives they can be developed it's usually part of the purpose of doing it so we'd recommend doing that but it's not required so especially if you're just trying to get things off

069the ground it can just start running before um before all the policies are kind of worked out restrictions I think we've worked through this a little bit a board cannot have a foundation if it has an outstanding emergency School assistance loan or if it's received funds from the Ohio facilities construction commission and not repaid the local share each expenditure must be approved as I mentioned any grants or or you know uses of the money still need to be approved by the board in addition there's a a somewhat more narrow description on what the funds can be used for which is this text here in the third bullet point so operating or Capital costs of any existing or new and Innovative program designed to enhance or promote education within the district or ESD such as scholarships

070so even the legislation itself is kind of pushing the idea of scholarships although it's not not mandated that they must be scholarships can contrast that with 501c3 organization if it's anything educational charitable scientific literary promoting amateur sports Prevention of Cruelty to Children all of that just very generally would count as as a permissible use of the funds so this even if it's a little bit nuanced this is a slightly more narrow um list of of things that the funds could be used for so in contrast an independent Foundation can also be set up and as Adam asked we can have both at the same time there's no problem with that um it's an independent Foundation would be completely separate from the board and three independent directors would be needed to run it and those directors

071could not be members of the board they could not be staff members of the district former members of the board will be fine obviously anyone with children in the schools anyone in the community would be fine they just can't be an employee can't be on the board um so the setup of a 501c3 I don't know if anyone's familiar with the process it is it is a little bit more time consuming expensive process a company needs to be set up you need to file a form 1023 with the IRS which right now um the IRS it's tough to say I've seen it take 18 months for them to approve one of these forms so you kind of have a long lead time on on getting um acceptance by the IRS you can ex you can

072accept donations before the 1023 is accepted there is some risk though that if virus comes back and rejects the application that all of those donations would not be tax deductible there's also registration and Reporting with the Ohio attorney general so that would be on top of it the funds would be maintained completely separately Treasurer wouldn't have anything to do with it it would be run by the independent board and whatever staff they would want to hire or outside you know third-party vendors um and then the company would just have to comply with general 51c3 rules so um it cannot in your to the private benefit meaning you can't have it go to scholarships to the board members children directly and know and there's restrictions on lobbying activities in addition to many other many other rules

073on 51c3 but it wouldn't be anything other than a normal charity um so as with the board managed Foundation the donations are tax deductible their tax deductible under a different section under 51c3 and they must be used in accordance with the governing docs but in general any exempt purpose would be fine so here's the list that I kind of reviewed previously charitable educational scientific literary Public Safety amateur sports and Prevention of Cruelty to Children would all you know so I mean it's hard to imagine something the board something the district would need that would not fall into one of these categories um sorry yeah yeah so someone so while while the trustees must be independent you can't have kind of an ex-officio member of the board or staff member that just kind of attends the

074board meetings just so everyone's kind of on the same page and there's some visibility into the district as to what's going on that person would not be a voting member of the board of the independent Foundation so that's it on the two different types of Foundations I do have a little bit more information here that I'm not sure is worth going over in a lot of detail here but just either way there are some things to do on compliance for the tax deductible contributions giving the donors receipts which you've probably all received at some point saying here's what you contributed your contribution is to deductible under whichever section either 170 or 501c3 and then if that person received anything of value in in exchange for the contribution you have to State what it is so

075if they I have an example here if they attended a fundraising dinner the dinner really cost 50 but you sold the ticket for 200 the amount of the deduction is is the 150 left over so there is kind of some record keeping either way if it's a board managed Foundation that record keeping would be done internally it's an independent Foundation it would not be done by District staff so I think that's pretty much it this slide here is I don't think is updated so I think right now what my understanding is that the idea is to essentially start both in parallel so I'm just going to kind of skip over this slide because this is a little bit outdated um and so the resolutions needed and I think we've drafted them I don't think they've

076been I don't think that they've been approved or proposed yet is just um to set up a board managed Foundation which is really just a structure it's not any Appropriations or any money spent at this time would be a resolution to set up the foundation authorize the superintendent to take whatever action is necessary to run the foundation um and an Omnibus resolution that would allow the treasurer to accept any gifts into the foundation without a separate board resolution to accept each specific gift and that's really all you need to do to start a board managed foundation for the independent Foundation um what we had proposed is simply a resolution to authorize a superintendent to solicit three members of the public to start an independent Foundation but after that you'll be completely out of the out

077of the board's hands really so I think that's it other than you know next steps would just be consider whether to appoint a committee for any board managed um foundation and consider you know development of written policies which if there is a committee it's probably a good idea to have the Committee involved in that or or running that process I think that's all that I have so sorry if I put everyone to sleep but um let me know if there's any questions at all I have a question on the board managed Foundation are the funds audited uh through the yearly State audit I I believe so yeah okay thank you yes yeah yeah the board manage yes that's great and so uh thank you I wanted to yields I know we've been talking about this

078and how to get things cleared up first um what are your thoughts on which route um that you all are interested in going I would want to do the board manage Foundation because we don't want to have to worry about having a separate Treasurer and and having to do all the findings with the IRS and and it would just get messy yeah I agree I think the board managed one is is a more streamlined approach I believe so too but then I'd also look at our you know two officers here will say this puts more on your plate is that that's fine Felicia do you care [Laughter] so I think this would just assimilate nicely with donations that we receive for scholarships that float through us right now anyway and it would be a little

079bit more but nothing that we're not equipped to handle okay yeah I definitely like the board meeting options excuse me and then probably want to I guess we'll need to look at since we're renewing and changing our policy provider us to um as we're going through that to our policy committee consider what policies we should look at or implementing along with um the firm and um osba who's going to be a new policy provider so we can have that in place one question I did have I know you talked about it's not supposed to handle certain things uh lunch debt is that a go or no-go yeah I could literally decipher based off that so I just want to just ask specifically to launch that um the board managed option are we still looking at

08018 months to be fully legally set up or that's just a quick good yeah there's no IRS approval perfect so if you can as soon as the resolution passes so if we wanted to host something this year um to kick off we could do that yes like a Gala for example exactly okay so am I yes or no one lunch that I don't remember I think it's a no so yeah so I mean operating or Capital costs of existing or new and innovative programs designed to enhance or promote education um so yeah I mean that I might be kind of passing the back here but that's probably a little bit more of a question for Adam on whether we can say that lunch subsidies the beauty of the audit statute 11710 is that the board's

081determination of what you want to use your funds for as long as they further a public purpose it's up to you to fill in the what public purpose you determine is necessary to achieve your board goals so I know at a number of your strategic planning and uh deliberate public planning you've talked about improving the experience for families here and whether it's supporting through materials or lunch you know you have some options so the legislation again this is an earlier this has been on the books for a couple years so when I notice that the legislature has used two really broad terms and put them both in that sentence operating costs you know about all of your budget has to do with operating costs right that is that is a very big uh piece of

082the time yes mind reader Capital costs all the other things all the other funds all the osfc or whatever they're calling themselves now and all of the building things would come under this and then I I like that uh our legislative friends included the two terms of art existing programs and new programs so things that you're doing now today but things that are on the to-do list down the road as you bring in the instructional Innovation and the new administrative talent that you hire today you come up with something really creative and new so that could include uh joint venture so let's say you're going to do a joint agreement for some enhanced Transportation using your transportation provider let's say you're going to do more after school more summer more targeted to certain student populations

083this could and does fund those things in places like Worthington Grandview Heights Westerville New Albany Hudson so I'm just excited that Groveport Madison is at that point in your School District development where you're ready to bring more of the engines of innovation and student achievement to the fork so it's very very Broad okay any other comments questions or concerns I do have one thing on the resolution that I didn't catch I think it's the last paragraph it mentions the independent when we want only so um there would need to be an amendment I would uh respectfully suggest that you strike uh amend that part of the resolution okay all right so I'll make a motion to do that then okay because I think everything else from what I saw was correct okay all right any

084other questions okay so if I can make a motion to um amend the author the resolution authorizing the board Foundation to strike paragraph five last paragraph where it talks about the superintendents authorizes solicitors members of the public who are independent of the school board we won't need to do that with us doing a board manage may I have a second please thank you all right if I could have roll call Madame treasure does anyone I have any questions on that did everybody see what I was talking about last paragraph okay I just want to make sure you guys did whenever you're ready man this is Greg Mrs Walsh Mr Snyder hi Mr Balor aye all right we've got an amended resolution and if we can go back to um roll call for the resolution for

085the Ford Foundation as a managed board Foundation roll call whenever you're ready Madam treasure I have board member Grace first and board member for Valor as second Mrs Gray hi Mr Bauer hi Mr Snyder hi Mrs Walsh hi Mrs dowdelberger hi we got a foundation good job congratulations yes thank you guys for all your hard work on this and now we're on to item I now the superintendent's agenda okay we have several updates and some of these are going to float together somewhat we have the business services update uh which also include transportation in that and then on to facilities both with Mr Reed um some updates that are exciting um well they all are the primary health clinic grand openings tomorrow at 11 30. very excited about that and the operational opening is scheduled

086for June 20th so that's next week so fantastic very excited for our community and our kids the next project are safer entries uh work started on that this week um Asbury Dunlow Madison Sedalia Middle School North Middle School South will have their entries done by the first day of school very excited about that and I'm working with the three of the remaining principals at the other buildings um obviously Madison High School those will be done at the very beginning of the school year looking at about a 17 to 19 day time period for each building so um very manageable I'm excited about that the 4500 building Planning and Zoning approved the zoning change for Cruiser Excel it was zoned as B now we have a section of it that's going to be zoned e for

087educational we do have to wait for the June 22nd 26th city council meeting for that to be approved um all signs sure that'll be approved demolition has begun in Cruiser Excel I do want to make a couple points just to make sure that things are answered from earlier the the building was purchased with the federal answer grants so not out of general fund the property and the building itself was three million dollars and when we compare that to we were looking at building a transportation garage brand new off of Bixby Road that was looking to be over seven million dollars so to be able to get a facility that is already in the shape that it's in it's absolutely fantastic um it's a steal that we got it a couple I had a couple more

088items this will address the high school overcrowding this will address the transportation department the roof is only a few years old it was redone a couple years ago so fantastic there um one of our best hidden secrets in the district is Rick Clark he's our HVAC technician he's been doing for decades our HVAC system there is in good shape so we're good there um and I'm trying to think of what else to mention about the property um just very excited I will say that the transportation part of the project is under Sr dollars will be paid for through Esser the cruiser Excel will be paid out a general fund there's limited renovation to do on the inside another benefit of this District again another hidden Little Gym is we're doing most of it ourselves um

089I'm taking pictures every day because our staff is fantastic it's fantastic at previous districts and other districts I'm aware of you Outsource everything we're going to Outsource very little with this it's absolutely fantastic so um very excited about that this history maybe uh if you can put some of those pictures in the board update absolutely and ongoing so they can kind of super absolutely um it generally in transportation summer school is going very very well um it it I hearken back to this point a year ago when CBS just got here we had no information we had no technology we had no buses um wow how far we've come so um well I will give all the credit to Teresa d a Michelle and the CVS staff so um fantastic people um the Evolve weapon

090detection systems are scheduled to arrive on June 26th we have a comprehensive administrative um two-day session um around security so we're going to be doing a lot of training on that we've seen obviously these units in action out of state we've seen them at Independence High School I've got a very good sense of how this needs to run and how we need to train our staff I am working with the classified staff they are excited for the opportunity to assist in operating these devices so I'm working with them on mou which will be coming to the board hopefully next month um some sort of snipe in something like that to have have them work that so very excited about that and my phone just shut off before my notes there we go um a couple

091items that are on the agenda the vswc amendment this amendment is due to the additional work required for 4 500. um 75 of the work that of the architecture work was done for our previous location so we do need to pay them for that they delivered those 75 so that's what this is is the additional work for the 4500 location moving on to the safer schools change order we did approve a guaranteed maximum price but because we are remodeling the front entry for um all of these buildings there are three buildings that we need to do some concrete work on one of them is Madison doing this takes us out of being grandfathered and that our ramp is not ADA Compliant so we have to put in a completely new ramp um and the other

092two of the triplets we're going to replace some of the concrete that needs to be replaced anyways so just easier to get it done with two loads of concrete then do it later so that's what this chain deliverer is it would have to be done anyways um I'm glad we caught it when we did as opposed to the August meeting um the next one is The Verge energy project project this is a renewal of the previous five-year contract I realize the contract itself talks about smart meters and things like that those were installed in the district back when this um when the district did the energy project which I think was around 2010. this resolution is a I don't want to call it a stock resolution but it's a resolution for all districts that use

093this competitive bid to use the same resolution whether you already have them or you don't so that's why it's labeled like that um again thanks to Rick Clark um this new agreement is going to save the District 26 thousand dollars a year and over 130 thousand dollars over the five years uh Rick is absolutely fantastic he takes care of our systems in a great way um the Ohio school plan Insurance renewal um the uh the plan last year was 128 159 for the year this year is 156 223. it's really only a 2.4 percent increase big now obviously that the difference is greater than that but that's because we added buses we added a lot more things to ensure so that's why it increased a little bit more than the 2.4 but that's the Apples

094to Apples um you know we have a cyber policy that's going in that has increased um due to the amount of claims that happens in the pool um but that's actually a very very good good price from where it was about three years ago and I think that's all yes obviously and then CBS has their update as well and we can have them talk about answer questions when we get to the individual agenda items but I don't know if anybody has any kind of general questions on the business services update yeah I did on the primary one have we sent out notifications to all of the families in the community that it's open opening up yes yes okay I just want to make sure that we were notifying out there yes thank you I have

095a question how often okay so like put the insurance renewal do we shop that number how long have we use that company am I business I usually shop those numbers every three or four years get better rates um do we do that we do shop at we did not this year because this will be the third year we've been with Ohio school plan I know that Felicia did a lot of work to get with Ohio school plan and the past two years have been very good with them okay and I've been in the same question for the energy project with Clarity and also I noticed on there I think we discussed it a little bit is that the meteors we have meters installed but there is a line item for the installation of meters on

096that contract and I still don't understand the reason behind that and do we shop their number because we've used them for many years we do not shop their number because this was competitively bid through meta solutions they shopped it for us I was actually part of that process part of the the um the approval process and we had I think it was six companies that bid for that and Dynamics malverigy was the unanimous winner of that again the resolution is for all districts to use it whether they are the first time are you going to get them or not I would call you to the item in the on that board um it's G6 um there's an attachment that shows the managed Services breakdown cost probability by by managed Services we are paying for the

097Engineering Services and that is it well engineering and um it's called it's a it's a A system that will set back our systems on hot days which is how they can they take the five hottest days of the year see how we did and that's our capacity charges for the next year so it automatically sets back our systems so if we're only paying for those two things Engineering Services and it's called grid cap so and we already have Smart Meters installed yes that's correct and but it's still a line item on the contract it's a line I'm on the contract list and there's no line item cost any other questions for Chris before we ask Terry to come up yeah I need a moment to look at that contract I just want to say thank

098you um on the um the health our facility for our families and thank you to Mr Warner I saw Tiffany shaking her head that she received the communication so we're looking forward to seeing that in the community using that so just wanted to say thank you good evening uh Madam president ladies and gentlemen of the board in the administration happy to be here uh we we ended the year on a very very good note and uh and my my report is it stands a couple a couple comments uh getting attracting and retaining and keeping these drivers is very difficult we're looking to hire 30 over the summer um 20 we're hoping to hold on to we have enough staff right now but barely enough and with the call-off rate that's out there it's about 18

099well we have to factor that into the equation uh things are going very well with the fleet we've submitted a vehicle report today to Chris that that car it's a comprehensive report on all the mileage fuel condition of every vehicle number of days the vehicles are out of service the kind of things you want to look at with your Fleet and that are normal uh the safety and the the call report as you can see the numbers are way down for the month of May uh and we've done very well with that and other than that we had a great end of the year picnic at the kyber Run Golf Course and we are planning for a back to school ice cream social in August the week before school we'd like to do it at

100the uh at the entry of the high school and we do this in other school districts it's a great way to welcome the k-3 students and their parents they become familiar with the us it's a fun event we will have food trucks and stuff like that there and I guess we won't be asking Jeff to help us communicate that but we'll need to get that word out and I do want to tell you that I will sadly Miss Felicia and Jeff they've been great all all this school year and then I Echo what Chris was saying about Teresa Dee and Michelle and our CBS team has really enjoyed working with them it made this school year go the way it's it's going and of course I thank all of you any questions or anything thank

101you so much when we have that date can you make sure we get it as the board for the days of the week before school so if we could just get that so we can be here um which I think we will be anyway is it the ice cream the ice cream okay uh next report is the human resource report Mr smather is going to do that thank you I'm filling them for the HR report you guys have the documents that were prepared for you but I just want to highlight a couple of points uh one we have 12 open positions currently of those 12 positions five are currently identified and having offers um so we're moving really well at closing in our positions and it starts to get the closer we get to July

10210th the tighter it gets finding you know highly qualified individuals to fill these positions so a lot of great work has gone into that we had um enrollment has started their busy season on June 1st and uh since June 1st as of to date they have enrolled 80 students and we have our interdistrict transfer um I don't know if you want me to talk about the expulsions but in the month of May since our last board meeting we had three expulsions all three of them were males and it uh had to do with school safety violating school safety any questions I have an HR question um regarding the severance package how many employees have accepted or went into that program I'll have to turn that over to Felicia employees had until June 9th to submit

103and June 15th to revoke so we don't have a final list yet but as of the last report there were only six that actually that we've received packages on as of June 9th we were estimating seven is that right I I don't remember I think we were estimating 14 for classified I I am sorry I don't remember the exact numbers but I think the classified numbers were were more like seven I think Olivia's saying I think we'd estimated uh certified would be about 14. and that's going from memory I can't I I can't swear that those are the exact numbers any other questions for the HR update okay item four uh the superintendent recommends that the Groveport Madison Schools Board of Education approves amendment number one to the architect of record agreement with vswc Architects

104for additional service for the Capital Improvements project so moved second you know I do have another question on that there so of course that that um is for surveys for stuff at the new property correct and and also are we going to be getting any refunded money from the new property for work is it working to be is that money that we voted on to have the new building is that going to be transferred to the new project how's that going to work exactly I guess I don't fully understand your question but yes that addition is because of the 4500 building the this this for for uh vswc is for the new building correct correct survey and are we going to have any how's that how's the cost changing from the new construction or the

105new project taken from the old projects that we're not doing anymore we had a contract with them to do a new building correct how's that going to work does that make sense so uh this particular thing that we're approving right now is for the architectural services and and maybe you're asking about What's the total cost of that do Transportation compound at 4500 I think she's asking it if work was or if we're paying people to do work for the other place are we getting money back from them that we've paid them since we're not doing work at the other place so so the the architectural fees they had built us for 75 of the architectural design for the Bixby Road project and outside of some soil samples and some other site work which was very

106minimal there wasn't any other work that took place over on that site the additional fee is because they'd already done the majority of the work on the Bixby Road and then we started over with the redesign for the 4500 um that's what the additional fee for the design is required but the the cost of the actual Construction we don't have the GMP for the actual construction although we did approve the metal building I think that's correct the metal building was um was it like 120 it was a little more it was 100 and some Grand I don't remember exactly what it was 182. I think we approved that a meeting or two ago but just so I'm I'm correct when we're talking about that if we would have continued on Bixby would have spent more

107with costs so that's why we went to the other route because if we would have stayed there and finished that project would have been spending more than what we're spending on the purchase the the minor Renovations and we got more space and a new roof and okay I just want to make sure that that is correct but this doesn't allow us to chase bad money with good money I'm just curious about the other if we can have like a spreadsheet showing how that break down and how we're you know we didn't pay certain money because we didn't do the service of course we weren't paying for the work they did on that topic I would like to get an Esser update so we can see exactly where we are yeah um and what the timeline

108is that we have to use up the money if we could do that thank you can we have roll call Phantom charger Mr Bauer hi Mrs Gray aye Mrs Walsh aye oops Mrs doubtel Burger all right Mr Snyder all right motion passes superintendent recommends that the Groveport Madison School Board of Education approved change order number one in the amount of sixty five thousand one hundred forty one dollars and 63 cents to the GMP amendment to uh for the safer and security improvements for Dunlow Elementary Madison Elementary and Asbury Elementary so I moved second so this is the concrete work that Chris talked about I don't know if we have any more specific questions for that any more questions or can we move to Royal Palm isn't it a total of four changes change orders there

109were three change orders that we summed up into one change order they just broke it out so we could see what the total cost was per building correct I I do want to know that these were items that were missed by the um contractor in the bid process and by the architect in the design process and I think we need to remember that when we utilize these firms they have it in their bid that they have included all ADA compliance and that wasn't the case but Chris has explained to me is because of betterment we have no choice but to pay it at this point but that kind of messes up our budgeting and stuff and we don't know these things in advance what we should have uh while I would agree with you we

110weren't happy to have a surprise like this happen had they caught it I would have to believe that we would still ultimately be paying for the concrete work so it's it's it's money we would have paid that wasn't caught so and and we expressed the frustration about that that this was missed what Jamie just described is pretty much what the legal term for betterment is we wouldn't have to pay it anyways Ohio law allows Architects to make mistakes every now and again all right Madam charger if we can have roll call please Mr Bauer hi Mrs doubtel Berger aye Mrs Gray Mr Snyder aye Mrs Walsh aye motion passes superintendent recommends Groveport Madison School Board of Education approved the contract with Verity to install electrical smart Majors perform electrical smart meter monitoring at various locations

111at Groveport Madison School District to reduce its energy costs so moved second board member Walsh brought up that we are listed with 11 Smart Meters with a cost of thirty eight hundred dollars well well in addition to that Libya as I look at this even a little deeper the pre-construction fee if they're monitoring that's not construction installing meters that's construction so you got another twenty one hundred dollars construction fee let's go that's 56 59 almost 6 000. so the only thing construction and monitoring meters would be installing meters right so but I wanted to make a comment on that um under Section A1 0.1.1 it says it's subject to additions and deductions by change order as provided by the contract a document so we would want to make sure that if we are not installing

112those meters that we do remove that is that part of the AIA yes it is can you tell me what page you're on please um on 27 it act it's actually on the meters electrical smart meters and monitoring and it's it's 8.1.1.1 and it's right after the cost of 423 380. that's where it says that there's additions and deductions but the amount of that 38.50 loses yeah page 36. where are you at Libyan yes she's here right yeah 26 I think I don't know yeah 27 27. it's a PDF yeah oh okay uh the page it doesn't just as one and what part of that were you talking about Libby where it gives a price of 423 380 and then it says it's subject to additions and deductions by achieved order as provided by in

113the contract document so we could do a change order at some point if it's determined that we do not need those meters here's the thing if if we're not 100 sure and maybe we table this and review and bring back and I apologize I I was looking at page 32. and 33 um and then discussions that I had page 37. excuse me 36. um does raise some questions do we have a motion in the table would we be tableing or postponing it I think we should postpone it because table can be forever and just postpone it to the next board meeting whatever motion you all would like to make yeah whatever you choose to make I just want to say yeah that we table this until the next board meeting okay table working I'm sorry

114postpone until the next meeting thank you all right Madam treasure we can have roll call First is uh Miss Walsh and then miss gray on the second Mrs Walsh aye Mrs Gray aye Mr Snyder Mrs Dalton Berger aye Mr Bower aye so this motion is postponed until the July meeting all right superintendent recommends the Groveport Madison School Board of Education approve the attached new story contract for special education services so thank you we've seen these contracts come fairly regularly I don't know if you have any questions okay there's no questions that we can have broken Madame Treasurer please Mrs Gray hi Mrs daldo Berker aye Mrs Walsh hi Mr Bauer aye Mr Snyder motion passes hi to me the superintendent recommends for Madison school's Board of Education approved the 2023-2024 gifted Services plan and policy

117the class of 2023 okay what was former item 11 we addressed earlier uh with the job descriptions what is um I think is now I 12 approved the revised administrative salary scheduled titles for 23-24 superintendent recommends that the Groveport Madison Schools Board of Education approved the revised administrative salary scheduled titles for 23.24. some moved second so um this is with the new job descriptions approved tonight um this updates the titles on the attachment to have the correct titles and and job classifications going forward the the categories and amounts were approved three years ago there were the two years we're in our third year so those amounts are nothing has changed this only changes to the titles so we have the updated sheet so it appears that we have more um well it's than the pair

118we do we do have more high paying administrative positions than what we started when we did the rift prior to the record so that's a concern well I would say that in fact we have more positions administrative positions to completely than what we did before the break well I will say we've been in executive session we've also approved each position that comes through as a board I thought there was any problems or challenges we should have discussed that at that time but we definitely appreciate your comment is there anyone else who has any questions for our Administration um we have talked and a lot about positions and ensuring that we have the proper support and support for our district so are there any additional questions or comments from anyone else okay Madam treasure if we

119can have roll call please Mr Bauer aye Mrs Walsh no Mr Snyder all right Mrs Greene hi emotion passes item 12 the superintendent recommends Groveport Madison Schools Board of Education ratify the mou between Groveport Madison School District and the Madison Township police department regarding the school resource officer program second uh Mr Smith did you want to give a quick overview of what what we're doing in the changes included in this yes thank you I will tell you it's been an absolute pleasure to work with both the city and the township and this mou is the township only the city is still working on theirs but with the township uh last year we paid 96 000 next year we'll be paying 104 000 plus we're adding another SRO we're trying to we have worked out a

120three-year commitment but we will review the mou's yearly Mr or sorry Chief York has done a great job of giving an item analysis of what school resource officers need and the resources that we share and what we pay for um and I'm expecting the same thing from the city they're collaborating about the item analysis for the school resource officers so again the board has asked us to add to Resource officers run from the city and one from the township the township now will provide us with two resource officers under a three-year contract at a 70 30 split I would also add if you recall when we approved the comprehensive safety plan we said that we would bring each item that's either a contractor across back to the board individually so this is increasing from one

121ISRO to two that's one one of the steps that we've gone through and approved each time any questions from the report and we will have two from I don't see a price here for um Groveport did we get that yet this this is only the Madison Township uh mous tonight all right all right if there's nothing else Madam treasure we can have ropon please Mrs Gray hi Mr Bauer hi Mr Snyder aye Mrs doubtel Burger aye Mrs Walsh hi all right the emotion passes on to the treasurer's agenda I don't remember the letter we're on but I'm sorry that's why I just said the truck he's legit all right so the first item on the treasures agenda is reviewing our monthly activity and what you are looking at is the month of March the results

122of our operating activity it marches activity would have a favorable impact on the forecast with Revenue a little higher um and expenses a little lower I do expect that will level out as we continue operations through the month of June to be more as expected I just wanted it you said March in this oh I did yeah it is May yes yes sometimes I even hear it myself I did not hear that I'm just going to be brief since we had a very comprehensive report last month are there any other questions about this activity okay the next item is an action item we are as we do approach the year end we have our annual resolutions that need to be implemented the first one is approving fund transfers the treasurer recommends that the Groveport Madison
