001e e e the July 8th board meeting and before before we move to the approval of the agenda I'm going to give the um floor to gr Gordon Ross thank you Kelly I just have a quick announcement so um there's really no good way to start this so um I have a history of colon cancer in my family and because I have a history of colon cancer in my family um as recommendations uh I start um I had to start doing colonoscopies when I was 40 um and so I have a colonoscopy scheduled for tomorrow and so I am in the middle of Colonoscopy prep uh right now uh hence why I have a check your colon t-shirt so um and I take that that prep in Colon Health very seriously and so I'm just
002apologizing now ahead of time if I have to get up and leave and go to the bathroom and come back I just wanted everyone to know why I had to do that um yes it's funny yes it's humorous Barb it's okay to laugh out loud it's okay yes it's this it the statement could have gone in a lot of different directions I understand but I just in case I have to leave I wanted people to know um because it is funny but that's that's why but it was important for me to be here as as well but that's what's going on thank you and um appreciate the PSA for colon Health okay so we'll move on to approval of the agenda move we approve the agenda I second Jones yes fires yes Kimbell yes Kad

004uh thank you for those of you at home um this is Carol Kad Blackwood I um I would like to thank my board colleagues for the nomination for the school board uh Schoolboard president of usd497 I'm humbled I'm beyond honored I'm I'm actually floored right now I'm just um emotional because um I people like me don't get this opportunities I'm just um eternally grateful to everybody and um okay got to pull it together um uh at this time I would like to decline this nomination as I am seeking a seat as a as a vice president on the school board um as many know in the last election I received 8,000 my dad reminds me all the time it's um 8,444 votes and by the old system or the old standard at the um I
005would have been the vice president if you will so I will adhere to that and I would really I'm I'm I support and endorse Kelly Jones for board president I've looked up to her and I've admired her for years and our children both went to cordle together and I I just um I I think you have so much integrity and I would really love to serve beside you next year so I will concede thank you uh thank you so um that leaves me uh yes it does occurred last year unexpectedly so um thank you and I had an opportunity to talk to Carol for a moment today so I just want to explain um how we find me here again um and again uh unexpectedly so as you all know it was my intention to
006um support Bob buers for president uh I had not intended to seek the board presidency for 2024 25 school year so I would like to explain the shift in my thinking and it has to do with the changing landscape uh the board manual counts for this part is I know you all are electing me I hope um this this is really to explain what's happening um the board manual accounts for continuity and board leadership during periods of transition like the superintendent search a person can serve two consecutive terms no more so y'all this is it I am um this is my last term as as board president in conversation with board leadership I am offering to serve a second year to lesson Transitions and account for continuity what we all learned this last week is
007the interim superintendent search is led by the board not a search firm or KB even though ksb is providing guidance we need to appoint person for coordination there are communication scheduling resource Gathering contract considerations uh relational tasks each task carries legal procedural board policy communication and political aspects Bob and I have talked about coordinating um and and Shannon has joined us the tasks in the last week and a half and I I really appreciate the opportunity to move forward with that work just to keep us on track I have a skill set that can help I'm not suggesting that the rest of you don't I um would support all of you as board president this is a very collegial group of people um so I'm just going to speak to mine for your consideration I
008have experience on the superintendent searches in the past and other searches in my job additionally I have three years experience with General operational aspects of board leadership um just as an example when Melissa was President um she and I helped with Dr Lewis's uh contract in his second year and then as president I worked with uh Dave and samur and Erica Hill on his third-year contract which is a a significant transition for a superintendent so these are really practical reasons why um we see me in board leadership but I would like to the other factor is I actually have time um comparative to my board colleagues who you will see in service across the community in different ways um so I I have a couple of sides that I would like to commit to my
009board colleagues so in the spirit of continuity and board leadership I would select to have Bob um and whoever we select as vice president attend a board um board agenda setting through December to help we we're on a path and Bob does not have any hesitation in telling me when he thinks I'm wrong uh and I need that in a in a colleague and we've learned to work together so that's my request that's a bit of a change um and then at that point we would move to rotating the agenda attendance model we discussed at the board treat I feel comfortable with December because we very likely have a search firm in place by that time assisting with day-to-day tasks of running the search uh finally there are aspects of the board presidency that I
010would like to be more collaborative um for example public engagement of events which you all know um create high levels of anxiety for me uh could be led by board members with connections to a group or stakeholders or if you have expertise in a Content area similarly the full um board email responses come from the board president I'd like to suggest that we consider um that I'm coordinating the communication but I might be directing some of the responses if you are on a committee so for example Yolanda I might ask for you if you continued on Fringe to to cover that question um and then uh really without us breaking coma of course um but I again I'm appreciate the hopefully we'll find out some confidence in my ability to do this um I do
011not want to do it alone I want to continue in this kind of collaborative model and intend to ask for a lot of support and Bob I really yours specifically so um um okay well that's it and I guess um maybe as a formality we we I we do have to vote correct uh yes but we could since unless there's a nomination from the floor we we could have someone make a motion to nominate you okay uh so is there a motion uh before there's a motion um and I'd be glad to make the motion I want to say a couple of things if that's right um I I want to give Kelly my uh deepest gratitude for um agreeing to extend her service as boy president for us um this upcoming year um I
012fully support uh her her decision to do so um I have worked closely with Kelly um in my role as president and past president um and throughout her time on the board she has she is a thoughtful and inclusive leader she has led this board with Integrity through some very difficult times her experience in board leadership which she talked about a little bit um her experience in leading Staffing searches which she also shared about um and just her incredible ability as I've watched her do this work to lead with equal parts professionalism and empathy I think is exactly what we need to carry us through the um the hard work that we have to do this year as we embark on choosing a new leader for our district um I agree that consistency and continuity
013especially in board leaders ship when you have the kinds of transitions that we're having is really important it's exactly the reason why when we adopted our uh manual we wrote um the the section about board leadership the way that we did because we were thinking of a circumstance like this where we needed to have that kind of continuity and to have our our own agreements and procedures allow for that kind of continuity so I am proud to support you to be board president again and I stand ready to support you and your leadership and um you and Bob and whoever else is um is part of the leadership team um in the work of the board this upcoming year so thank you you may I say something as well please yes don't look paranoid no
014um I this is a surprise um based off of everything that you had been hinting at so um but a happy surprise because um I do appreciate that the work that you have put in um while I think Bob would be fully capable um I I do think that this is a smart choice for the continuity sake um for you to do this and I know how much you don't like being the point person and I don't mean that in a negative way I know that you don't like the spotlight on you I know you don't like the public speaking everything like that so for you to step up and say I'm willing to do this again for year I think speaks a lot about your commitment to this district and to the board um
015and I just want to say that I really appreciate that um and whatever help that you need we are I'm sure I speak for everyone and that we are here to support you and we'll assist you in whatever way you need thank you that's why I'm willing to do it I know you all will so thank you if I if I may briefly briefly uh only Kelly and I had uh once we had received uh Dr Lewis's res Nation had talked about transition um I felt that I was capable of doing it however I felt that she could do it much better and would do a better job job because she has the knowledge the history that I I don't I've been on board three times but never in a time of transition now not
016when we're not having budget problems but when we were seeking a superintendent I felt that she could better do that because she has that skill set that I don't so I am in total support and as I told her um that I would be glad to assist in any way I can I am taking you up on that um okay you ready for that motion please okay I move that the Board of Education elect Kelly Jones is our president of the Board of Education I second buers yes Kimble yes kadu Blackwood yes Costello yes Franklin yes Gordon Ross Yes Jones motion passes okay okay so we will now move on to the election of the vice president there are two candidates uh listed is Carol kadu Blackwood and gr Gordon Ross okay uh before you

018be able to use um that knowledge and and the relationship relationships that I have um to continue to help us move forward um in that in that search and um I'm just really interested in doing the work um to to serve the district and really for no other reason than that can I say something yeah hi this is Carol I um would like to extend my gratitude again for the nomination to serve as vice president I cannot think of a highest honor to serve in this community where I grew up and um I look forward to looking for Creative Solutions alongside Kelly Jones that the another so my fellow colleague and social worker and Mr buyers and again I am in always in awe of Kelly how she can connect the dots as we say
019she's um able to find Creative Solutions for syndemic problems and um again thank you again for the nomination other comments okay I I'm gonna um disclose something be before we vote I I um had an opportunity to meet um had a conversation with Carol I had I did not understand Carol's interest in running for the vice presidency I just want to acknowledge that and um I had nominated or um been supporting gr because I thought he had the time and um and the experience was a big those were the two things I was looking at uh so in my I in my um vote this is notc I I just want to make sure that it's clear it's not because I has anything to do with capacity or that I don't support um future leadership

022in education is incredibly impressive I also just want to give a shout out to Miss J Miss Jackson before I turn it over to her who has done a phenomenal job of working with these three providing them all the support they need as well as pushing them to really achieve something that I think is truly spectacular Zach can you ask them to join you what can you have them join you at the podium you we I would like to invite you up come on up if you would please thank you [Music] oh Daniel why don't wait what I didn't understand Nancy I think you're echoing I think you said why don't you guys introduce your oh yeah so U my name is um Daniel da I'm a sixth grader from Warren virtual school and uh
023I like [Laughter] stem my name is laurren St and I'm a student at Lawrence virtual school I'm in eighth grade and I like learning new math topics uh I am Ian PR I am also eth grader and I enjoy lots of things but particularly some related ones so can one of you is not echoing tell about the project yeah so our project addressed the issue of an absence of AI literacy generative AI literacy guidelines in our district and as we've seen over this past year chat gbt is is a very powerful tool and other generative AI tools like it um they can really benefit education in many ways like personalized learning um helping teachers generate lesson plans and other things and despite all this there's been no guidance in our district on how to use
024these tools properly and in a respectful and good way I think winning Nationals was really fun I didn't really expect it because all the other teams did really well they did some sort of like engineering project it was like they built a device to um save pedestrians from getting crashed into to buy cars and I was just sitting there and I was like okay let's just accept this and move on and I'll clap as loud as I can and then we heard South Central and I was like oh this is something and then they announced our team name I was like oh oh my gosh that was that was probably one of the best moments in my life yeah we were not expecting that but it's nice it was it was good and I don't
025think LVS is very well known um or it seems like a lot of as far as e hour mission goes a lot of the participants they're from uh the Eastern us so I think kind of getting Kansas out there and Lawrence and in particular is a good thing so I think it's a good school system I think it's good that we can get it out there did you want to add anything on so we actually um oh orang it's good so can I add anything to the product we did anything about the description yeah yes so we actually created experiments and we also conducted experiments and surveys so we firstly we conducted surveys to gain insights on how our community views chat DT and secondly we also conducted experiments to assess chat D's mathematical reasoning
026abilities okay so um we actually won like um a $10,000 savings bond as the winner and I think that was really cool to see that like um you know doing stem can really get you far so if anyone's watching go work on a project or something right now did they see my screen what we got they see my screen like in the yeah yeah that's it or not I don't yeah did anybody have any like questions or well I think we should acknowledge that you are the reason that we have an an AI committee starting um so your work and and uh advocacy in addition to the outstanding award that you received is also going to help push the district forward in our understanding of AI and and generative AI specifically thank you Kelly can
027I say something um I got to see y'all's presentations I think two or three times and every time I was so impressed with the work that you guys had done um to Kelly's point you know we're starting this AI committee um and I think it really was eye opening to me to see um you know especially the math portion where you were entering the same math problems over and over you using the same prompts but different times and different people entering them and getting different results and I think um there's that assumption out there that yes you we kind of all know that it's not perfect but to see it laid out there that way um I think was really eye openening um and I think you I hope that other students realize this um
028you know I I don't think any of us are in denial to think that um students haven't already been using these tools already um to Aid them hopefully to Aid them and not to just do the work for them but I think that is a great cautionary tale of why you don't want um chat GPT and AI necessarily just doing the work for you and if you don't understand the process of how it's getting to the answer you're not going to know if what it's giving you is correct so um I I just want to thank you for that also I think it's a great reflection of the um stem work that we do have going on in the district um and it is something that is so important and we be very exciting to
029see at um rolling out in our new steam Middle School um and I know that not not everyone in the um Community is aware of the different kinds of um stem opportunities we have so appreciate you guys coming several times and and giving your presentation so that people can become aware of just the great things that we are doing in that area in this District so congratulations super proud of you guys I am just always Blown Away by our Scholars here in this District but really when you think about um you know your time here in Lawrence Public School specifically at LVS you can share memories you can maybe share some projects that you've worked on but one of the things that I often talk about is Legacy work what you're doing and what you
030have done in terms of um enabling our board to enact a AI task force is True Legacy work and so when you're um 40 years old you may think that's old right when you're 40 years old you can look back probably not on newspaper maybe on your device or something and say I had a part in that and so kudos to all of you I'm super proud of you um what you've done um and I'm just proud to be your superintendent so congratulations I also want to make sure that I Nancy I know you're having or Miss jackon I know you're having trouble with your um Tech but I understand the students couldn't have done this without your support this was an enormous undertaking and um really appreciate the the work that you've done as
031well thank you awesome okay so we're going to move on to the report of the superintendent of schools before we do that we have one more recognition I know you were trying your best Kelly to speed past this I do recognize and respect that this is the board's meeting but uh if you will allow me to um recognize our outgoing board president um Kelly Jones there they are right there that's really Aon awesome waiting on Dad to get the picture there did you get it all right so we want to recognize our outgoing board President Kelly Jones um for her leadership during her second term as our Lawrence Board of Education president as an active courtly parent and site council member and leader Kelly was first elected to the school board uh for the 2018
03219 school year that was my first year this followed her volunteer service on District's facilities study committee and two successful school bond issue campaigns in 2013 and 2017 that led to community funding of improvements of all of our schools we have heard uh Kelly share some of her personal stories with our students during graduation uh and with our staff during convocation she is a first generation college graduate and as such a strong advocate for public investment in education her professional background in Social lends to her passion for equity and representation access meaningful participation educational opportunity and positive outcomes for all students Community engagement and transparency have been evident among Kelly's priorities as board president this year she started a series of public conversations inviting the community inviting the community to go beyond the boardroom and
033visit with board members about issues of importance to them Kelly is a dedicated member of the board policy committee she helped to author changes to our dress code policy and presented on those changes at a National Conference or in Channon um in part to eliminate prior discrimination in its application to female students she also helped author the board's Equity policy which has become a guide for our work on our strategic plan goals both of these policies are model policies from which school boards across the country have been interest interested to learn from Kelly also is a champion for our teachers and support staff she has served on the negotiations team and continues to prioritize the board's commitment to improving working conditions and compensation for our staff Kelly served as the board's vice president in 2019
034and again in 2022 she served uh she first served as board president in 2020 and tonight completes her second term as president and tonight begins her third term as president uh as it is our District's tradition we would like to thank Kelly by presenting her with an original piece of student work so here it is and as Kelly opens it know that um you won't get one your next time when you come to the end no I'm just kidding just kidding one per term no one per person so as you open it um I'll share a little bit about the student who created it Natalie Riley a 2024 graduate and now alumni of fre State High School Natalie said that she was always a music and theater kid until she took Ceramics class with Brian
035Lloyd and I could see why she's now probably a ceramic kid um having taken a class by Mr Lloyd she took this class during her sophomore year at free state nalie said that Mr Lloyd's passion joy and encouragement fueled her interest in Ceramics she took a Ceramics class during each of her remaining semesters in high school she also was able to work on her pieces at home thanks to receiving a pottery will as a birthday present and then a Kil as a Christmas gift Natalie set up her own art studio in the basement of her home where she said that it wasn't uncommon for her to go at 9 in the morning and not reemerge until 10 at night because she was so immersed in creating things she talk about the power of a teacher
036investing uh in our students in addition to sharing her appreciation for Mr Lloyd's instruction Natalie said that she also learned a lot about making Ceramics by watching Tik Tok videos and Instagram reals Natalie plans to continue to study ceramics at KU with a goal of someday opening her own studio and teaching art classes she would also like to incorporate her love of music into her Art Studio Natalie plays several instruments and and is a member of puddle a band that you can listen to on Spotify or wherever you stream your music so go download puddle uh Natalie was excited for the district to purchase this piece of art um for a presentation to you Kelly and so in recognition of your leadership this year on behalf of Natalie and all of our students staff and
037school community members we thank you for your service during your second term and we appreciate you for wanting to uh continue for a third term as our Lawrence Board of Education President congratulations and thank you so much Kelly thank you um and thank you Natalie for this amazing I wanted to talk to Natalie so um I don't know that Natalie is watching but I will say that I can see a little bit of cobalt blue inside of that piece and tomorrow um my house is going to after many many years of saving um my house is going to be painted a color that is inside of that um of your piece and I'm that of course makes me quite excited um so this is actually a a palette that I really like um so I
038appreciate the work that you've done and and extend gratitude to um Mr Lloyd as well and um thank you it's beautiful okay okay um I uh we'll move on to the report of the president of the Board of Education um I think there has been enough said by me and of me so we'll move on to um public comment want to be the superintendent's report first oh Dr Lewis has more to say y'all take it back yeah all right thank you try to be brief we we're excited to share our selection of um Dr Janna Craig har as our executive director of curriculum and instruction uh Dr Craig ha joined us in 2022 as director of data and assessment uh she demonstrates a strong commitment to educational equity and Excellence her passion and dedication to
039supporting our Educators in using high quality instruction and data informed decisions to improve student outcomes make her a great fit to lead our teaching and learning team Dr Craig ha um has nearly three decades of experience as a director of curriculum and instruction and assess for Balwin City Schools assistant research professor and associate director of a Altec at KU Center for research on learning director of Statewide educational technology programs for the Kansas State Department of Education educational technology coordinator and integration specialist for the OA uh public schools and as a business education and computer um studies teacher at uh in prayer review as our district um does with all positions we evaluate our needs and the budget and then decide to um transition uh the chief academic officer position to this executive director of curriculum
040and instruction so as you recall Patrick Kelly served in that role as Chief academic officer uh and again as we look to uh keep in mind our priorities and from a budgetary standpoint uh we try to make these adjustments to create some savings there at the administrative level so this is part of the Personnel report um this evening also we are excited about the appointment of chief operations officer Dr Larry inle brick to serve as Deputy superintendent effective immediately pining board's approval uh Dr inle brick joined our district as executive director of facilities and operations in March of 2021 Dr Ingle brick previously served as the Director of facilities and operations for the Kansas City Missouri school district for 11 years he taught at the high school level in Shaunie Mission uh in shauny Mission
041School for four years and served as the Kansas State Department of education's Deputy Commissioner uh of the division of school Innovations his prior experience includes serving as an assistant superintendent for business services executive director of instructional support and as a high school principal and teacher all in Kansas City Kansas Public Schools he earned his bachelor's degree at William juel College in Liberty Missouri and his master's and doctorate from the University of Kansas uh Dr inab certainly has I'm looking for him is he oh there he is uh certainly has a wealth of knowledge and experience with um staff Staffing Finance teaching and learning facilities and operations um project management and education leadership uh his outstanding leadership skills will continue to be great a great assistance uh to our school board and the community during the
042search for inter man the permanent superintendent often tell people it's it's very rare that you find a chief operations officer with that educational background one who has been a teacher and he also sometimes use the story of um sometimes not to take anything away from previous um chief operations officers how they'll go into a classroom and say let's put the TV back in the corner but he brings that educational lens as being a teacher and knows that it needs to be front and Center so we're certainly uh appreciative of of of these two um um administrators to take on their rool so Dr Janet Craig here and um Dr Larry ingel brick again pending board [Applause] approval uh I want to thank all of our community members governmental officials and Human Service organization Representatives who
043participated in our community planning meeting last week uh to discuss what more Lawrence can do to support its Youth and keep our youth safe I especially appreciate Kylie luckett's uh facilitation uh and organization of the meeting you know the safety of our community's children is everyone's responsibility uh that's why I purposely didn't put this on Lawrence Public Schools logo because it is indeed uh a community um responsibility and so in light of recent tragedies involving gun violence drugs and death of young people is hugely important um for a broad crosssection of the community to come together to discuss our greatest concerns and aspirations for the future of our youth uh this group also brainstormed uh voices that were missing from the table so additional invitations can be extended um for future discussion this was the
044beginning and the planning stages we did not uh advertise this as we were just beginning to just wanted to come to the table to see what else can we do who else can we invite and these um discussions will continue and we'll move to some actions um there as well and a huge thank you to um Lawrence Jon War for being there in uh capturing these images the Lawrence special education advisory committee a parent Le group invites families and their children with exceptionalities to gather chat and play from 10: to 11:00 a.m. Friday July 12th at the Burrows Creek Park the Boys and Girls Club of Lawrence continues to provide high quality before and after school care and they will be hosting their celebrity softball tournament and FanFest fundraiser on Saturday August 3rd at rockchalk
045Park I will be serving some time in the dunk tank uh for a good cause uh and I hear that there are some I'll just say some interesting comments about me out there so those individuals that authored those comments bring your $5 and um put me in the in the duck tank I also would encourage uh um you know any individuals that are interested in purchasing tickets you can log on to the Lawrence Boys and Girls Club website to get tickets and to sign up to volunteer for um this event I also want to invite our Scholars and school families to join us here at the from 9:00 a.m. to 1:00 p.m. on Saturday August 10th for the Lawrence schools foundation's first annual kids Expo this free event will include creative and educational activities Community
046Resources free health screenings and haircuts uh there'll be free shoes as well as food and Entertainment also as you are shopping around town for back to school items please consider dropping a few extra supplies into the uh donation bins for the annual Douglas County back to school supply Supply Drive you'll find these bins at most businesses where supplies are being sold this month if you want uh a donation bin at your business or want to host a supply drive or would like to donate money for the purchase of supplies please contact the Lawrence schools Foundation through its website at lawren schoolsfoundation.org families who are in need of supplies for their children may contact their child school this summer and leave a message uh backpacks of the supplies will be available at all of our schools
047in August we certainly thank our Lawrence School foundation and all of our Community Partners for the annual Supply Drive uh as they provide um thousands of backpacks and supplies for our Scholars again this is just a a reminder and also a huge thank you to all volunteers uh especially our director jul uh director of nutrition and wellness Jun Julie Henry uh for organizing the meal pickup again you may drop by uh and join for free lunches for those individuals ages 1 to 18 at the lawence Public Library from 11:00 to noon and at the Lawrence art center from noon to 1 Mondays through Fridays this will continue through July 26 also families that aren't are unable to attend either the Lawrence Art Center or the Lawrence Public Library May um pick up meal kits again
048you can register at usd497.org Foodservice uh and lastly speaking of food um first I'll just share that uh tonight's consent agenda is is very lengthy as it is for us and just about every other District during that first organizational meeting of July the consent agenda um and there are some required things that the board must approve during the first um part of of the year you also note on there there was an increase in our meal prices for 10 cents but I do want to clarify that is for paid meals only our reduced price is still at 40 cents um I was on reduced price lunch as a kid and I think it was 40 cents then so um reduced price is still 40 cents free is obviously um free I also want to thank
049our board for um advocating uh within their legislative priorities as it relates to the community eligibility provision and there the first bullet uh just kind of list what our board is advocating for and has been advocating for uh as it relates to providing free meals to to all students and so you may be familiar have heard of the community eligibility uh provision this is where schools uh can provide free meals for all students at a particular school or throughout um the district and this was a part of um the healthy hunger free kids act of 2010 and was amended um to become the Richard B Russell National School learns act to just provide an alternative that eliminates the needs for those house household applications for free and reduced uh price meals in high poverty schools
050and so to be eligible schools must meet a minimum level of identified students for free meals in the year prior to implementing uh Community eligibility so we look at the prior year and then by June we have to submit uh for the following year and so we I do want the board and the public to know that we are required to evaluate and Report uh ISP each each April and so this is something that has been on our radar um as you know as we know other school districts have participated in this um program districtwide I will tell you that Julie Henry uh our director of nutrition and wellness she's here this evening she actually wrote her master's thesis on analyzing uh Kansas's roll out of the C program and she was the C expert
051for the Kansas State Department of Education before joining us so we are certainly fortunate to have our expertise in this area and so unfortunately we do not have a high enough identified student percentage or ISP uh to make it financially viable uh for us to do this districtwide and so to qualify for the 100% free uh meal reimbursement a school must have an identified student percentage or ISP uh and I just want to remind this is different from the free and reduced lunch percentage and so the ISP should be around 62.5% and generally um it's financially feasible to adopt a c once a school gets somewhere around above 55% there may be some uh contributions that we'll have to um contribute you know right at the 55 uh percent you may Al also have heard
052that the USD USDA lowered the requirement for qualifications but they did not increase the multiplier for reimbursement and currently that's at 1.6 um so that that uh allows us to this allows it to be a little bit more financially feasible so if that does change and the C is a good Financial option for us we will jump on it as soon as possible uh certainly want to thank those individuals that have emailed us asking questions about this um I think it was Clark Co that had reached out to us a while back uh and I agree it does um lessen the stigma for students to get those applications in definitely creates less administrative per paperwork um our school with the highest ISP is our College and Career Center so we are participating in that program
053well College and Career Center is participating in that program uh and has been doing so last year was their their first year so this allows the students there to get free breakfast and lunch at at no cost and just to kind of put it into perspective our districtwide ISP is around 28% and so please know that there's any other schools that have a high enough ISP for us to consider in the future um we do have a couple schools that are that are close and Julie Henry is is monitoring those and she will bring it up because it is a fantastic program for our Scholars and our families to take take advantage of um did I miss anything Julie on that thanks for um educating me on as as as well there are some um
054schools that choose to participate in and fund it themselves uh Julie did run some num numers today and it will cost us about $1.65 million if we wanted to fund it um districtwide so just wanted to share that information on the um C again this is my plug for um parents and families to make those doctor's appointments now the school calendar is out you have some time this summer to get into the doctors and dentist's office um but also looking at the calendar uh because we want our students in school each um and every day that's all I have thank you Dr Lewis okay we're gonna move on to public comment and I believe we have um Trina Langston here hi dinina welcome and if we could have um I'm stumbling over myself we're going

058went to usd497 my husband and I both went through usd497 and all three of my children and now I was a a perah for seven years and now I'm a teacher I believe in this District um I believe in my administration at my building I believe in my co-workers and the Paris um I've been one I think they do amazing things the only reason I came here um was just I listen to you guys every week I watch on there even though I'm a teacher I watch you guys and listen and give you my attention um I saw that they're going to you know you're considering $100,000 on looking at why people are leaving the district um I kind of am the feeling that if you build it they will come and I going through
059this school there's I believe in my students and the parents of my students and I listen to them I listen to my students I listen to the parents and every need of each parent is different I I ask you to consider investing that $100,000 into your classified staff your resources your supplies that we need in the classrooms and they will come they will come back people believe in this District but there's been you know I I work hard every single day to be the best teacher I can be and I went back to school and got my Master's top of 4.0 because I want to be the best bed teacher I can be but you have to consider and listen to the parents' needs because the parents want their kids here um I'm rambling but
060I just I believe in this school district and I hope you can see that if you invest maybe that $100,000 in a different direction you might like in into your classified staff or into your teacher salaries it won't go far or even supplies um I think will really be more telling to the parents to bring their kids here than maybe just what some documented paper might show you thank you I appreciate you coming we are going to talk about that topic later on if you wanted to hang out I it sounds like you're watching the board meetings quite a lot I appreciate you doing that so it is we're going to have a conversation about that later on in the meeting so thank you foring okay um board commentary um we'll start with uh this
061side you have anything to add Shannon do real brief things uh wanted to uh extend my gratitude to all of my board colleagues who uh ran for leadership positions um um I'm sorry did you did you have a a public comment I didn't see it um is we we didn't um we didn't see it I'm gonna let Shannon finish and then we'll we'll move right back to you bar okay okay um I'm okay to wait if you want to wait yeah that's fine um are there others that we missed for board comment just okay um okay go ahead Barb hi um so I'm Barbara thullen I'm a teacher and a parent um at Lawrence High School um and I'm here to talk about gagle so um throughout my teaching career I've had several opportunities to
062support students through a mental health crisis um I know how scary and difficult these situations can become and so you might think that I would be among the first people to embrace technology that promises to save lives but Gaggle is deeply problematic there's been enough coverage of the first M um concerns journalism students face that I assume you're all aware of those discussions on the plus side I'm happy that we came to an agreement um to not monitor the protective work of Journalism students I will note that we haven't yet found a solution that works every time and I fear a solution may be difficult that said I believe we have Partners at the district who are working in good faith to find a fix that protects the First Amendment rights of students however I'd
063rather Fus Focus um my comments today around the broad problems with Gaggle with any product it might be nice to apply the hypocritic oath first do know harm on December 1st free state was locked down because of gagle um we were told that this was an example of gagle working but I will also note that the lockdowns are scary and produced significant anxiety for both students and staff in April several of you attended the Innovation expo at Lawrence High and praised the student artwork posted but did you realize that many of those images were initially flagged by gagle as inappropriate and removed from students Google Drives did you know that gagle submitted images to the National Center for missing exploited children saying that they are pornographic to the confusion of your school staff yes we
064have addressed some of these issues and gagles apparently address issues that had in recent years with flagging students for the use of lgbtq plus related phrases but I'd argue that these are clear warning signs I had little trust in a company that has rolled out a system with so many defaults that are at odds with our community's moral compass for example for much of last year when a student poured their heart out to a teacher about a mental health issue those emails weren't sent to the teacher instead only went to a school administrator imagine the person that student Mo trusted most with news of their struggles never knowing to reach back out to them with words of comfort I felt the impact of gagle's flaws deeply when I talked to students whose artwork had been
065removed from their accounts I asked that they were comfortable with me sharing their images with it staff who were working to understand the issues that several teachers had raised several of the students asked me why their prin why their School principles were so opposed to their work they asked why didn't their principal support them Gaggle creates Rifts with students who we need to trust us we need them to come to us when they have concerns instead our school administrators are no longer trusted adults but are perceived as spy secretly intercepting everything students write and draw acting on those words and images without context in regardless what students wishes it's unfair to put those administrators in that position and bad for everyone at the same time it reinforces a Viewpoint that principles already know everything that's
066going on we need students to share concerns openly with us that saves lives and that's why our professional development is always focused on building relationships quite frankly the challenge we have isn't just about knowing the student is struggling it's about having a relationship the student with students that allows us to help them progress gagle has a net negative impact in relationship building and the longer it's in place the more damage it does these problems explain with several other districts of ditch gaggle including schools in Minneapolis who droing in mid budget cuts and questions about its efficacy further we should be deeply skeptical of gagle's data and the lack of robust independent research around its Effectiveness on its website it has claimed Savings of lives that would assume near apop apocalyptic situations without its presence among
067those is a 2022 white paper on the gagle site that knows the utterly unbelievable stat it says users report that over the past few years their student safety platforms have helped prevent a medium of one suicide per 100 for 200 students inrolled in their school district schools that means that an average school district which enrolls about 3,700 students 19 suicides would have prevented finally what are the lessons we are teaching students one that the government can ass start a right to look at anything you create two you have no Fourth Amendment rights when it com when it comes to your digital profile three if you self-censor maybe you won't get in trouble four you have no right to privacy five there's no need to talk to us because we already know everything about you anyway
068these are terrible lessons even deadly lessons so before you send gagle another $53,000 I hope you'll carefully ask questions not just about the possible good that the company claims to do but also about the harm it is doing and maybe we could put that money to better use you okay do you have more to say we went over okay that's okay uh thank you uh Barb okay all right um Shannon would you mind starting again sure uh I just uh wanted to extend my GR gratitude uh to my board colleagues who ran for leadership positions um it is uh a a huge additional time commitment on top of your board service already and I appreciate um everyone's willingness to serve um I also want to extend my gratitude to all the community members parents and

071remissed if we did not remember the the the cause or impetus for us to come together the mouth of the river it's um was a hard event for me because a few a couple of us are directly affected impacted by the loss of um one of my relatives mine is Brianna Higgins and my board colleague if I may Yolanda I again express my condolences on the loss of Isaiah Neil and Kamar uh but a t in a very timely report I would like everybody my board colleagues I urge everybody to take a look at the na the national DEC declaration by the US Surgeon General Dr merthy he issued a landmark surgeon generals ADV fire firearm violence de declaring firearm violence in America to be a Public Health crisis this is a first of its
072kind and if you go to the health and human services website you'll be able to look at the toolkit in the report as well as social media graphics and tools thank you I apologize as this will be slightly lengthy um first off um in regards to the consent agenda um we do have several uh policies up for a second read and so just as a reminder jbcc enrollment of non-resident students involv slight changes to bring us into compliance with State Statute changes from the 2024 legislative session there's a line added noting that the policy does not apply to any virtual schools or military installations a line added noting that students experiencing homelessness can enroll in the district of origin or District of residence without an application and updating the definition of non-resident student JH Student
073Activities allows for virtual students to participate in extracurricular activities they cannot be required to enroll or attend a minimum minimum number of courses or enroll or complete a specific course as a condition of participation unless it is imposed upon all other students participating um this is from the June 2024 KB policy update recommendations policy KK disposable disposal of District property changes when and how a board can dispose of school district property limiting legislative option to purchase School District buildings authorizing the legislative courting Council to deny the legislative option to purchase when the legislature is not in session it prohibits school districts from refusing to convey a building or property solely because the buyer or lese may be may use or intends to use the building or property for non-public school purposes uh this is also
074from the June 2024 KB policy update recommendations related to SB 387 uh e Food Services management it uh these are additions at layout debt collection for unpaid meal balances this is from the December 2023 KB update CF super uh board superintendent relations updates to the policy to clarify areas of governance Administration within the board superintendent relationship also based on guidance from kasb and finally policy jce complaints about school rules this is being retired as jce as it will be needed for a new policy the policy concerning complaints about school rules was approved under policy Ken in November 2023 and does still exist um next I just wanted to um comment so recently I've been accused of gaslighting and not understanding why the community might be happy to see Dr Lewis leave or just be unhappy
075with the district in general so I wanted to clarify my remarks and apologize for example I received this email from Jacob hook I will abbreviate some of the words as I do not want to violate board policy by using foul language also there are children in the room don't ever chastise Lawrence as a Community when your board has done nothing but go against the community we do not want you on the board especially after your Sefa little comment to the times gaslighting amfer so I am aware that there are people that are unhappy with the recent Decisions by the school board I was neither shocked nor dismayed by online comments reflecting these views I personally have not liked every decision made by Dr Lewis or the board either ultimately that's why I got involved with
076the district I joined site councils at my Children's Schools I was on the superintendent advisory Council where I gave Dr Lewis plenty of push back for his ideas surprised whether you believe it or not um ult and it's ultimately why I chose to run for office so I could be a part of the process and work to ensure that we do become a better District so let me be 100% clear I don't care if you do or do not like Dr Lewis everyone is entitled to their own opinion and is free to share it I do want to apologize for using the word dismayed as it really does not do justice to what I was feeling which was disgust so again please let me clarify I was disgusted by the racist comments claiming that Dr
077Lewis was hired because the color of his skin and not because he was qualified for the job this is patently false and Incredibly racist also as a board member of the Lawrence schools foundation for the past several years I would like to speak up in defense of the work that they do for our families and students the foundation is a 501 funded and is 501 funded and supported by Community businesses and individual donors all funding goes back to our students classrooms and teachers their financial reports are published annually and always are always available to the public some examples of the great work that the foundation does includes over 70 scholarships worth over $58,000 awarded in 2022 over $22,000 in grant funding to teachers in 2022 also over 1500 backpacks were stuffed with school supplies and
078given away to students in need that same year as Dr Lewis mentioned we've got a great event coming up on August 10th where we'll be offering shoes haircuts and all kinds of um things for students who are in need along with there'll be a lot of fun activities including balance houses um KU athletes there as well um I would like to encourage people to come or volunteer for that there's also opportunities to volunteer through the United Way to table for supplies I'll be doing that um one day as well at one of the Walmarts and uh there's also volunteers needed to help sort the shoes before that event so if you've got time on your hands we'd love your help um another reminder I called this out last week um the breakfast the schools Foundation

084and Dr Lewis um our proposal this evening for a contract with RSP is rather on a fast track we were called upon to move forward in the school year our actual work with RSP and looking at the boundaries of the high schools we've been working with RSP to develop a schedule that would allow us to have that work completed by December of this year we hope to be able to begin those Community meetings in the month of August it may not be possible until the very 1 of September when we start looking at and coordinating all calendars within this proposal this afternoon we got a better breakdown of prices when we put the board agenda together we needed to put a placeholder there currently the projected cost for the services this year on the enrollment
085analysis is $221,000 boundary analysis $10,000 public facilitation of six meetings is $330,000 and a survey of the district's patrons $4,000 for a total of $65,000 one of the things we've learned the past three years is somehow in the course of the work with RSP we seem to be able to identify another key piece that we need to look in uh we've been able to cover that the past couple years it's according to the board how you would like to do that we could approve an expenditure up to $100,000 knowing that any of the contracts any of the changes to those contracts would come to the board prior to implementation for board approval you would not be giving us a blanket coverage of $100,000 to spend but a limit of up to $100,000 to bring you
086uh contracts and agreements for work to be done so any change to the base projected price of $65,000 would have to come back to the board that $65,000 we received a contract um within the last two hours and we will prepare it and bring it to the board at the next board meeting okay um so I just gonna ask him to repeat those numbers again yes go ahead yeah and sorry I was trying to catch up can you walk through the 21 the 10 the 30 again and then that last piece of can you speak up just a little bit can you um I didn't catch all the numbers so you talked about currently projected cost for this year $21,000 is for the boundary analysis is that what I heard yes I'll go through those
087again a little bit slower that'll help you I can also give you this in writing again this is a FastTrack item and we rece we receive this this afternoon as a breakdown enrollment analysis $21,000 boundary analysis $5,000 I'm sorry $10,000 public facilitation $330,000 that would be for the six public meetings that we currently have scheduled for the committee and for the general public of our school district to attend and a um survey through metroquest $4,000 and this is all work yet to be done yes it is thank you for that clarification as a matter of fact this work has not been contracted to be done yet we're preparing for that can I um does anyone mind if I jump in okay so um I have I have a couple clarifying questions The Five-Year projections since
088we just had projections recently done the $21,000 to have those renewed and there haven't been I don't believe significant changes and development within the city is there cause to maybe skip uh that how would that help you let me ask that question how would that help you next year if we did it again it really is a check check on the projections from last year how close are we were there some major changes that we were not expecting that we need to take into consideration personally I think we could look at uh looking at only the high school but I do believe it's important to look at at least the high school this year because that's our challenge to look at those boundaries but we could um look at eliminating the um analysis at the
089elementary and the Middle School okay and um based on the fact that we have some data from last year so eliminating it wouldn't mean that you didn't have um any data in terms of um future planning for enrollment project we would be using data that was two years old okay that's two years old well by the time we would get around to using it okay and then um the other question I have is around the the six facilitation meetings um is there I I will say that um during my time on the board um I have found the the data that we get from RSP to be helpful um in terms of budgeting and considerations for how we utilize our buildings um the facilitation of the meetings can you tell me the cost of that
090again 30 30 $30,000 for six meetings it's $5,000 a meeting and that includes the community meetings that we have generally at the high schools and also the committee meetings that they bring in the data and review the data with committee members and any presentation or report that they make to the board is that is that cost I'm sorry is that cost per meeting is that an all encompassing cost so is that researching data collecting data presenting data and facilitating the meeting so so for example if we said that we didn't need them to come to a commune meeting and facilitate we would facilitated our ourselves there still would be a cost from RSP to run data for us for that meeting I need to look in that a little deeper I would say sorry Kelly
091it wouldn't be a full charge but there would be some cost now how was that not a part of the boundary analysis I guess how like isn't that wait just one moment can you finish what you were saying Dr there could be some charge to that I think it would fall into the area of how much of the presentation had they created for that meeting if it's just the use of data that they've already generated I do not believe that would be uh there' be any charge for that but I'd be glad to ask them and work on that and then and so that kind of answers my question yeah guess sometimes so to do the public meeting are they collecting any new data includ are just are they just working the data that we've
092already paid them to collect at the public meetings at the high schools are the ones that I'll refer to okay they present data there and then take public comment from the individuals at that meeting and then they do an analysis of that and work through that data and information with us personally I found those to be very beneficial last year we did not have the turnout that we did two years ago but some of the information we received last year was very important in the work that we finished doing so for example when we have student feedback related to safety um on of the boundaries as work related to walkability and the community came and said these are the adjustments that we would want to see it is from that feedback that um that uh
093RSP created new boundaries and looked at how can we create safer walkways yes that was that was very much so two years ago not quite as much last year but two years ago a great deal of uh those boundary the changes in the refinements came from RSP from the community input so if they were just receiving a email summary from someone at the district that said these are the things we're interested in tweaking and they were not facilitating the meeting we may save some money and they would not be the facilitators of that meeting correct that could be we can these are our meetings our process RSP has been very good to work with us in the form that we've asked we asked for this format because it's worked the past couple of years so
094I have a question um when they are conducting the boundary analysis are they accounting because I would assume that if I were doing the work and maybe I'm Mis I shouldn't but that whatever analysis they provide there's probably going to be TW weeks to it do they account for that in the initial bid or do we then every time we tweak have to go back and pay them more to make those tweaks no they don't charge us for those tweaks that's that's part of the work that they're doing when they do the analysis that kind of goes to that question we we do not we do not get a change order or an increase in charges for anything that we don't ask for well right but if we're asking them if if they present something
095you know this is the analysis ass is what we think the boundaries need to shift to and we're saying that we don't like that you need to go back and rework based off X Y and Z they're going to charge us for that they do not charge us for that they make multiple um so it's all built in possibilities and it's all built in there okay that's that's good I believe that's how it should be um so in the past I know that um we had Dr Conrad that did some of this work um uh CU I recall that from the Beek meetings of the year um that we didn't close schools um and watching him manipulate those Maps so when he left it's my understanding that we didn't have anyone in the district that
096could do that type of analysis left the I I hope I'm not speaking out of turn please correct me if I'm wrong but my understanding is that the software that we had the analytical software we had does not have the capacity that RSP does so he could move the um lines on a map and tell you the enrollment as it was in that moment but he could not account for projections or um or the considerations of of some of the future uh Outlook that that um it was just the data in the in the in the moment but it also was um and I mean this in all due respect it was very messy and it was unfortunately some of it um not as precise as um I do recall that I guess what I'm
097getting at though is as a district do we have the capability if we to your point don't necessarily need them to run this forecast five-year Outlook every year and we could use the existing numbers you know given that they they brag about their 98% accuracy or something like that as far as there obviously no one got Co but as far as that goes um would it be possible to do some of this work with our current existing staff or potentially having someone hired at a level to just work on these types of projects this these number crunchings rather than paying them every year to come up with this information that certainly is a goal to get to that point but as as of today know we don't have the the staff because here's the thing
098also what RSP does is look at the housing forecast as well which which has implications for the student enrollment and so by them have already having the sophisticated models and and formulas uh it just you know helps us in in that regard which I I understand but I guess I'm saying do we need them looking at that every year because is it Lawrence is not drastically unfortunately I mean we all seen the the the map or the you know the the um different um graphs we've had those conversations before when I first got here and learned RSP was doing fiveyear projections every single year ask Kathy Johnson do we need to do fiveyear projections every single year can we do five and maybe skip two or three years but when you have uh major Housing
099Development that we're in this city projected to have um I would lean heavily on on them to assist us with the enrollment projections now I will say we are looking at ways to get to that point of um self-sufficiency and self- sustainability is is is the goal but as we continue to um you know par out on Administration and merge some of their their duties we have to take that into consideration as well yeah I noticed um because I spent some time looking through their old um I spent a lot of time in the old agendas today looking at um old RSP but also old um head CH or any anyway um um is there I lost what I was going to say um oh so ala does not use them do have we ever
100asked what they do instead because I noticed like Blue Valley shauny Mission doto udora um Topeka they all use them so I I just that was the one outlier and I didn't know if they were doing that in-house or um you know is everyone using them for the same scope of work that we're using them for and I don't know you may not have that answer but I think ala is now the second largest District in the state so there's the possibility that they have a team a team in house that's doing it but I don't know that for sure but um yeah yeah I can last I check they have a robust team of people we had our one person they have a team of of people yeah you want to go about um
101and more this is just to make sure I'm thinking right okay right now we do the fiveyear okay my first question would be does not doing the fiveyear like for the middle for the middle school or grade school does that how does that affect their ability say a year from now if we need something referenced grade schools and middle schools does that make sense as a question like would it be yes it does okay we would have to do the analysis at that point okay if we needed it okay and it would be updated from the point of the last time we did the analysis okay okay so so to me what you're telling me is that if we don't do the fiveyear analysis as planned what we do is act actually increase cost down
102the road if we need to do something because if we have to go back and recollect it you really haven't saved anything the data in terms of enrollment would actually be readily available we no no I'm talking about the the 21,000 I get the enrollment stuff we we got that I'm talking about spending 21,000 I do not think it would increase that cost if we skipped a year or skipped two years the analysis would still be the same okay uh the difference would be the accuracy of our projections each of those outlying years does I read somewhere and so I'm asking because I did did not have time to look this up myself but somewhere I saw that there's a Board of Regents population growth analysis that's available is that something that we've looked at
103to see if that would be applicable or useful data for us to use um because I believe it's available free is what I I actually think they utilize that as part of their anal they use utilize several different points of information and that might be one that's included in their overall um analysis I would need to go back and look do you but they look at several data points um including information from the city and the state to make um determinations around our the projections they produce for us yeah I from the um from the planning committee I do remember that they use use a number of different geom mapping things so so I guess my my point is more of if it's available is it something that we could use ourselves potentially in as
104an interim if we didn't do something every year knowing a little bit about it I would say say your problem with that is it's more about the analysis and stuff that they bring to it that we wouldn't have have and and you have to also understand when you get into that geom mapping stuff it has some biases sometime buil in that you need to take into consideration and stuff so and I speak from some of my work in U Administration in central office dealt with that stuff so it it would not could you do it yeah but you'd lose accuracy um thank you kind of circling back to my previous comment about how everyone uses them um is there uh is there another group that does this type of work if we were to have
105to contract it out I'm sure there are other groups that do this type of work uh RSP is the predominant group in this area but do we have we done like a do we do a bid process or an RFP or whatever that is for that or because it's a service we're not required to and I will say we had this conversation I think during right after the Futures planning committee um um process and some part of the conversation was because of the historical data and knowledge that they have of their their District of our district it kind of sets us up where we're not having to re-engage a firm and them having to learn our district and maybe more expensive for them to to do that historic I I don't know that yeah um
106I mean I think that's a fair point I'm just asking all the questions so that we have all the information um my personal opinion from my experience with them on the Futures committee was not really positive I found them in their facilitation of meetings to be um very patronizing um and not very open to listen um and so that was just my personal experience with them I don't know Bob may have had a completely different um experience with them but that's just something that I keep in the back of my mind when we talk about M working with them and having them facilitate meetings go ahead Chen um so um setting aside the um experiences that people have had with the facilitation piece um I would just wanted to offer a historical example of why
107I do think that it is important for us to have the data work done for us um um so back in 2011 2012 when the first uh time around on the board when we were grappling with um deciding what to do with our facilities um and operational plans um you know we didn't have the sophisticated level of projections or analysis that we have had as using RSP over the last few years um and unfortunately we went into the first uh bond issue in 2013 projecting um a growth rate in our district that was um over far too overly optimistic um and I think that that is an example of how um you know we we were doing it all inhouse then and no shade on the people who were doing it because they were doing
108the best job that they could with the tools that they had we simply did not have the kind of sophisticated tools nor the the size of Staff available dedicate to doing the kind of data collection and Analysis that ultimately um we've benefited from in our um in the work that we have done with RSP um you know if you go back and you read the the analysis reports from the last several years like going back to 2017 2018 they were already forecasting um our enrollment decline before it started yeah and so you know I I I think important to point out that they've been right about a lot of things um whether we like it or not and so um I think I just wanted to share that perspective because I've seen us do it
109both ways in my time on the board and I um my Val valuative my evaluative Judgment of that is this is work that it is better to contract out to experts we have gotten better results and better support from doing that um that being said I do have a question for you Dr engelb um in terms of the posture of where we are with this conversation um you said it's been kind of a fast moving conversation it was on our agenda tonight to to give you authority to move forward with some Contracting work um do you need that Authority tonight to move things forward or would it be appropriate um to fine-tune some of the proposal and bring it back to the board in two weeks I would be fine with fine-tuning this and bring
110it back bringing it back would want to make sure I understand the fine-tuning we want to focus in very strongly on the High School boundaries not look at the annual projection tables to remove those and really do our Focus right around the high schools I'll just say personally I'm comfortable with doing the full fiveyear analysis but other board members may not be I I just meant in terms of you know the the the agenda item tonight was asking for us to give you authority to spend up to a certain amount um it sounds like the more detailed proposal they've provided um we wouldn't need as high a budget authority to move forward with that process so that was what I was talking about in terms of fine-tuning the the um the the fiscal note basically
111on the package of services that you think you need to do the boundary analysis and we can bring this back at the next board meeting because we would not use this approval for anything other than knowing we have that budget Authority we would not move forward with any work with RSP without bringing that contract to the board for approval thr that as a suggestion and I'm Kelly leave it to you to facilitate any additional if we would approve the 65,000 as this is this is work that we believe needs to be done if we approve that does that give you the authority you need to move forward it gives us the authority we need to move forward yes but we would still bring that final contract to you for approval yeah that's fine yeah we
112would not move forward without letting you know that this is where we're at so the distinction the ask from elt or from the district to the board was around encumbering funds so when Community saw $100,000 to go to um RSP it was in fact the authority to spend that amount of money but most likely you would sus you would spend far less um and it does sound like there's a possibility to refine some of the things that we are asking for to see what additional savings we might be able to realize uh that would not inhibit um the important work around B boundaries and um financial planning that go along with uh future forecasting around enrollment so can it be a pain uh I think you actually can but I think I saw something from
113Carol do you have a question you look like you have a question Carol I I'm not entirely confident RSP and since um we've been working with them since 2017 that doesn't seem so much like a contract but more like a partnership and so I just um I'm um siding here with my board colleague and just questioning why we are doing this every year and I did sit in in those those meetings with RSP and yes I can attest that they um were condescending and some of the questions that folks asked were never addressed or tabled so I would just ask that you know this board consider maybe looking at an outside Source or perhaps maybe digging deep and forming a committee with our community to look at the the existing data that is there when
114we look at boundaries so I think you need a methodologist to do the kind of work that they do but I what I'm hearing you say and what I heard from an was the facilitation is concerning like how they facilitate a meeting um and so that that does seem to be like something we could we could consider um not having them do unless we needed them to explain the data but the actual facilitation of the um committee meeting and coming to consensus could be done at the district level we may still need them to augment explanation of the data I will my my experience of their data and the product they give us around that is it's fairly accurate um I recognize the concerns around how they facilitate meetings and my thought is when you
115get to switching sources of data you run into other issues with with can this company run this data on this database can they do this the same so it's not as simple as oh I my at my own work we don't have we have sales that come out of different our own different systems that never match up so I I completely understand that which as a number person drives me crazy um and I do I guess one of the points I'm trying to make is that if we're doing if we believe that we need this information it it it's either going to have to be done by RSP which we have to pay for or we have to hire someone because we don't currently have in-house capability to do this or potentially systems that are
116robust enough to be able to do this um the other thing I wanted to throw out there which can you help me if you want but um as far as high school have we considered the idea of just not allowing transfers um from Lawrence High to free state that would be a discussion at the boundary committee and that would be something that elt could look at so for sure as a solu possible solution to not needing this information potentially yeah I think that would happen at the committee level yeah um but that's something that we can take back we can request so that would be Carol and gr to take back as a question to the committee with Dr Engle who leads that committee um so Larry this was conversation that was probably more nuanced

118I just um wanted to thank um Miss tholan for bringing that to our attention and I I don't know we've been hearing about how our budget is really tight and we're trying to look for every penny and at this time $53,000 seems like a lot of money especially when we we were you were just gifted this this beautiful piece of artwork here and my concern is uh stifling creativity that's my the biggest concern that I have so at this time I I would not be in support of renewing Gaggle just for this sole reason of creativity um uh other board members ation um I understand your concern Carol and I don't um think that it is I'm not trying to demean it in any way but I think um having experienced for suicides in May
119myself um that if this is something that can actually help prevent that um I think you know some sometimes you have to look at the trade of the greater good um and to me protecting life and this is again my personal opinion and I'm not trying to belittle or downplay those concerns because they are valid um but for me I feel that that would be more important to me but um May I respond sure of course I am a licensed mental behavioral health specialist I'm licensed in two states Kansas and Missouri and for me personally I um I support support the Arts wholeheartedly I am the beneficiary of a family that comes from a long light of our Artisans and it's actually artwork that got me through the pandemic and so yes and I I
120do I apologize and I'm F your loss I am too I um as a Native American we experience the highest suicide rates out of any ethnicity so I will not diminish diminish that but when it comes to creativity um it's our work that got us through the pandemic and so I I just um don't want to I I do support I do support the mental health I'm more probably more than anybody than in this room because this is what I do for a living y so it's something that's very close to my heart but at the same time I don't want to stifle creativity yeah thank you um Dr L um I have a couple clarifying questions that might help us move this conversation forward um so it's my understanding that before we um engaged
121with Gaggle um that we were already doing this work but we were doing it um basically by hand inhouse is that correct yes by one individual so um that was mainly probably during the school day so this is so the monitoring of of um email traffic and other things that happen in our district it's not something new that we just started doing when we engaged with gagle no um and what are the remind me please what are the the reasons why we do that I know that there are some some statutory requirements that we are under in order to maintain some of our funding is that correct yeah and we are statuto under state and federal law we are statutorily required to monitor students um issued District issued devices okay so do you feel um
122from your perspective as a district leader that this has helped us um do a better job of fulfilling those responsibilities absolutely 100% okay um I I just I want to say a couple things thank you for that information um about this um so I've reviewed I've reviewed a lot of um information about this software about the district's obligations um about our processes as it relates to what we have um the the processes that we are using currently as it relates to student work um both um with the journalism program and otherwise um and I um have also reviewed bore policy in this area and our board policy very clearly states that there is not an expectation of privacy when students or staff use District issued email or devices there's just not and so I'm struggling
123with some of the conversation around this software tool I think it's it's turned into something that that um um is about some broader issues in terms of disagreement with that principle rather than whether this is an appropriate tool to use in our district um to do this work so you know the fact that we were already doing this before we engaged with Gaggle [Music] um I actually think it's probably a better process that we don't have an individual staff member doing that work on a on a case-by Case basis um I do agree that there was some difficulty in the roll out with this because we didn't have the notification processes set up in a way that seemed to make a lot of sense um that's my my observation um it seems that the District
124staff in involved in this have since corrected that um so I I just I want to say I value and respect the work that our student artists do I value and respect the work that our student journalists do um but I also believe very firmly that as a board and as a district we have certain responsibilities that we have to fulfill and this is a tool that is helping us do that in a way that makes um probably a lot more sense than the way that we were doing it before so um you know I I would I would like to see us go ahead and move this forward tonight so that we can move on from this conversation um and um and continue to work with our students and our staff around um understanding
125what the processes are and what the obligations are so that everybody has a clear understanding of um roles and rights and responsibilities as it relates to um privacy and other issues within U the use of District um resources and Facilities so thanks yeah Dr Lewis with the use of Gaggle I I know we talk a lot about suicide prevention uh my understanding though doesn't gagle also look for other actions um a part of our discussion about keeping our youth safe in community PTO gagle's function you correct me if I'm wrong is Alo looking at the safety of our youth in our schools yeah or in our community because it would catch actions or could theoretically catch actions uh that they are planning outside of school um yeah is if they're on a district advice it
126it flags for obviously suicidal ideation um nudity harassment self harm drugs and alcohol with gun it's flags that and I would just say of the over 270,000 um items that were flagged about a thousand were acted upon uh specifically as we we look at um suicide um 28 that were labeled as you may have heard PSS which is possible student um situations and so when we think about um just those 28 students and our ability to be able to intervene um the 53,000 pales in comparison to one life you know being being saved and I'll um Kylie Luckett is one uh who looks at quite a few of those and has shared with me um some of the things that she's intervened on in I'll just say money well spent right thank you and to
127Shannon's point about the roll out we we did continue to refine the procedures on how we utilize the tool um and that that's ongoing right so when we hear when when students give us feedback about um like for example art being flagged U the process in which that art is reviewed and the the um emphasis on also retaining dignity for the student that there are steps that a person in the district could take to improve how we interact with students in those circumstances when it's flagged right right and just like with any product or program or tool that rolled out you're going to have those hiccups and so I'm thankful that we've um these were these things were brought to our attention so we can intervene obviously we'll continue to to refine those as well
128um but particular as it relates to um you know protecting the journalism process which I get you know and so we were able to come up with a solution to not flag I think it's about 160 students that are part of um journalism process um you know that was a learning opportunity for me and so again as as as things are brought to our attention and we're able to Pivot and create um a resolution in a way we we'll always do that so using that as an example the students raised concern they were smart about how they raised that concern um the district made an adjustment to the procedure and created a path for them to be able to protect their journalist Integrity right right okay and it was not um perfect getting there nothing
129is but we did we did get there and so we're starting this year in a better better footing I think so I think so and you know um we we we kind of tored around with different solutions and some would create more work on students and staff and we went back and to gagle and they came up with a solution that um I think is a a win for for both one it protects the journalism process and I'll just say again as I've shared in in other spaces yes they did come to us very well research uh presented um items to us that calls us to okay we need to look at uh some additional options for them so I'm I'm pleased with the outcome this is um Carol so if this upon approval is
130this something where we can increase our mental health support team with Personnel per perhaps down the I I won't take this as a promise but it's just something for sustainability for k for Kylie that's a lot for one person and we thank you for your work maybe perhaps maybe something an offshoot of the community team that came out last week at Lawrence High School we in accordance with the US Sur General's firearm advisory toolkit maybe something we could start planning and thinking about a crisis response team because that's a big load to for somebody to respond to those kinds of yeah and I don't want to speak for for I know that's a lot KY she gets those alerts she reaches out you're more than welcome yes she reaches out you know to the mental
131health teams at various schools whether it's counselors or or social workers to uh intervene and provide support yes so while I receive all of the alerts whether it is during the workday or whether it's 2:00 in the morning and I'm in bed and there's a crisis call I get that call I am on call 247 with gagle um and so if it is after hours or depending on the circumstance I will check in the majority of the time it is those School staff who have those relationships who are going to check in with staff Call not check in not staff excuse me the staff that are going to check in with students potentially reach out to family members make sure they're in a safe place um so and when it comes to mental health support
132you know me I will always be advocating for more we did um submit the grant for school based mental health support $7 million over 5 years and SO waiting on the federal government to approve it because it's an amazing Grant and I'm sure they will so um hopefully we will have more mental health support soon thank you Kylie other questions for Kylie why she's here um well I'm not trying to like know you guys diminish what anybody is saying yes we do need more mental health support I do apologize for any family members or friends that you've had pass during suicide I really think we're missing the question that public comment asked yes gagle was there for and we fixed it for the journalism what she stated was that the things that the artistic kids
133were putting out for their reports were being flagged so if we went back to gagle they fixed it for the journalism why can't they fix it for them so that's what she's bringing up is said no if we're going to do this for $53,000 can we really find tune it so that every class that has a project is not flagged yeah and that the the the show that they had and they showed the pictures nobody knew that gagle had actually flagged those pictures you know but it was part of report so that's what she's saying is can we fix this so that their reports are not being flagged we have no issues with gagle gagle definitely came in handy with my granddaughter so I have no issues with gagle but it's still more things popping
134up that we really truly need to be fine-tuned so this has been brought to the board's attention so now we need to figure out how can we fix it so these students things are not flagged yeah that and actually that I agree with you so that's what I was talking about in terms of like the procedures that follow Gaggle and how do we protect student dignity around that the one the one aspect that the federal government really requires that we monitor is around pornography so um this is so I I 100% agree with you that we have to look at how um how gagle is how that's getting tripped and seeing is there a way that we can do you know better at um when that's when that's flag but I I I don't know
135the details of that particular circumstance but that is my general understanding of why it was um FL um so but you know when I hear it it's not necessarily about how we fix Gaggle um it's not it if we're looking at what it Flags it's more how do we respond to the flag because if it Flags it and it's dealt with appropriately it is not a a I was flag being flagged doesn't put your name on a board actually are or have a principal come get you out of class that that's not what does that what does that is decisions that are made based on staff Staffing and things like that so what we need to fix if we're trying to take care of that is how what we need to deal with is how
136we respond to that flag in those instances that if it's a piece of artwork work how do you respond to it do you go grab them out of class or do you call the instructor and say hey what's what is this there are different ways of dealing with it because I don't know I with with um systems like gagle I think it would be difficult to say if you start limiting everything pretty soon you don't have you're not pulling up anything so the issue for me really is is for what she was complaining about really is how does the district deal with when a flag goes out and you know it's artwork how do you deal with it and are you dealing with it in a humanistic fashion are you dealing with it more as
137a discipline issue when it really isn't a dis a discipline issue it is simply go look see what it is and if it's nothing it's nothing and move on uh and to me that's what the discussion should be about rather than trying to fix Gaggle because I don't know that you can do that and I think if you get to trying to do that then sooner or later you may as well turn it off it's you can't pull the things it needs to pull we and while we can't stop things from being flagged you're exactly right it's our response to that and I will say in our work with gagle they've been very responsive when we've emailed and said you know it's flagging these things and we don't think it should and they request that
138they say anytime there's something that you feel is off let us know so we can use that as part of our training so we can have that in the beginning we didn't have a process for how to get those images back now we do and we can train new administrators on it and so they know so something gets flagged this is artwork we can instantly get it back for those students it's not going um I shouldn't say instantly because I don't want to speak it's not going to be within a second cuz people are busy and working but it's not going to be oh it's gone and we don't know where it is we have a process in a way that we can get that back to students I just want to um remind everyone
139klie kind of spoke to it too um remind of the the human element of this so gagle uses machine learning uh software to to flag any type of destructive self-destructive Behavior or or uh pictures or things like that and then a human um interven so it's kind of like um um a drug stiffing dog that's going through lockers and so once he hits a locker it's now it's up to the human and so that's why we're confident that um um gagle will pass the Tinker test because gagle does not impose consequences it just simply alerts um in flags and then the human intervenes Okay uh is there a a recommended motion I'm sorry is there an additional feedback before we go on okay does anyone make a motion I move the board of ation to

141I want to know when it was raised I saw that in the that it was raised last year but um I understand I I I support the meal increase I know it's a bit of a it's a burden on folks and I just that was my question just want folks to know that you know this is you know it's inflation it um does you you you pay more at the pump you pay more for a gallon of milk it's just inflation um I was just adding on just some information from Beek about the bud Food Service budget um currently federal revenue provides for about two-thirds of what is brought in um it has funded itself for a number of years however the last year um uh parents when parents had to start repaying again after
142covid um there were a lot of negative balances as a district we can only hold a negative balance of $25 for each student so if the student had a debt of $100 $75 of that has to come be transferred out of the general fund to pay for it um and we have uh that year we had transferred around $75,000 from the general fund to cover that um it then gets sent to collections and if it's collected the reimbursement goes to the district not back to the Food Services but the $25 is still left on the books the beginning year so just kind of a little bit of clarity around how that process works you do you have anything to add sorry maybe maybe there's can you clarify some misinformation out there that people their folks
143are um there's maybe some misinformation out there that students are turned away due to inability to pay for lunches yeah I I'm going to ask that our ex welcome thank thank you for joining us you uh could you help um educate the board and the community around these changes yep so uh I'm Julie Henry I'm the director of nutrition and wellness for the district uh so to dispel that myth so our policy is that any kid regardless of their meal balance is has the opportunity to get a fully reimbursable meal so that means a half cup fruit or vegetable and at least two other food groups two other components but that can also mean a full meal so everything off the fruit veggie bar and their hot dish and their milk um so if a
144kid is $200 they're going to go through the line just like everybody else we ring it up on their account so that's why those negative balances keep going but the kid at the moment is not shamed it's not turned away the food is not taken away now if a kid comes through the line at the high school level well any level where we have all a cart and they want just a slice of pizza an extra slice of pizza is all the cart they have to have the money in their account to cover that slice of pizza because it's not a reimbursable meal because we don't get Federal reimbursement for all the cart items so we only get reimbursement for full reimbursable meals I'll just say I have always taken the stance and we continue

147Dr Lewis M so I will say to board colleagues that we um have to finalize questions for our superintendent search relatively quickly so if you've not um if you could look in the uh folder that we put together and look at the questions that are recommended for K from KB um maybe consider some of the recommendations we've got from Dr Lewis and see if they reflect everything that you would be comfortable with and that for the board's questions there might be additional questions from community members um but that will be something we need to do at the next board meeting so um uh that is what I have and is there a motion to adjourn so moved everyone in favor I I anyone opposed Y no
