good evening it is six o'clock on Monday February 13th of 2023 this is a regularly scheduled meeting of the Board of Education at this time we'll take roll call Mr Carney here Mr Goodman here Ms Murphy here Mr Powell here Ms Reed here Ms Wells here and I'm Judy price please stand for the Pledge of Allegiance to the flag of the United States and justice for all please be seated Dr Rose the mission statement yes it's to prepare every student for success in every classroom every day all right thank you item 1.4 adoption of the agenda just let fellow board members know we are removing item 14 outright and president I move that we accept the adoption of the agenda as amended second all right we have a motion by Mr Powell a second time

is Ms Murphy all of those in favor foreign thank you [Applause] all right item two recognitions this is one of my favorite things so we do have a student recognition tonight for msorum Kim she was announced as the Leavenworth Lansing Junior citizen of the year last month by the Leavenworth Lansing Chamber of Commerce she's involved in many school activities with various leadership positions to include bowling interact Club sunflower girls State teen guide intern at the Nelson Atkins Museum of Art Deca stem Club move Alpha Theta and National Honor site I'm not sure when she sleeps academically she is one of the top students at Leavenworth high school and has taken as many AP courses as she is able to fit into her schedule outside of school she is highly involved in the community with piano

as a piano and guitar teacher school-based Enterprise leadership translator for church sermons per day and rotary day in service we are extremely proud of cerome for her positive representation of Leavenworth high school and the Leavenworth School District so several thank you thank you oh yeah I have a little short speech so uh being at a school board meeting you know me to give thanks without taking the school board you guys have helped cultivate A system that has provided me with such an amazing education ever since I came here in first grade um and you guys also do a darn good job of hiring some good quality teachers that I've been grateful enough to have as my teachers um they've all taped me into who I am today both as a person and as a student

and I get to carry that on with me when I go to college this fall which is nerve-wracking but um yeah I'm just you know forever grateful for everything that you guys have done so thank you [Applause] foreign item three building report Mr Nelson thanks and uh good evening for those of you who don't know me I'm JD Nelson I'm I'm happy to be the principal at Anthony Elementary um we'd like to on our building report here's some opportunities for our kids and for the community and our staff as uh as we go through the school year the first item that we're going to visit about are some after school opportunities that we have for our kids um you know not as many as as what you would have at a middle school or high

school but nonetheless it affects right over 130 students out of about 385. so that's not a bad deal we have the Anthony ambassadors it's a leadership group uh that means once a week they also help me in the morning roundup and and preserve the slides to to their fellow classmates um apparel that's 22 kids in there power powerful Pioneers is another opportunity for kids to learn some leadership skills only this time instead of being third and fourth graders uh Miss Wells focuses on the younger kids so we've got second and third graders learning those skills uh and they were they were uh they were a big hit at the Leavenworth Education Foundation meeting last week we offer a stem Club that's the first time we've done that uh we didn't do it last year um

but we we started it back up again this year we have an art Club um and if you've seen the uh I know there hasn't been a whole lot of stuff but if you've seen the plow that looks like uh a reptile that's that's the art Club did that for us uh the Bob strand of sports club uh has kids coming in one night a week to work on different activities and then we also have a junior guard and uh we have we have 20 plus kids in the junior guard and uh they do a good job representing our our uh Community uh and and and uh then the competition they have here in the spring they will be uh um representing the Anthony school at a church function in two weeks is that correct

yeah they were invited to do that so they're going to reach out for that anything I missed okay um we have a couple Community Partnerships that we're really excited about and we've been with each of these uh uh uh groups for the last two years the First United Methodist Church uh adopted us uh last year and they've done a lot of things to uh help us to recognize students to recognize staff members to recognize a school in general they also help donate a lot of a lot of needed items especially at the holiday season uh so that so that kids have presents to open on a certain day in December um we also have a partnership with the Harvest Christian Center International which used to be you know it's an ability that used to uh

which one Howard Wilson yeah that's that's the group that that's working there now and they've helped with toy drives uh one of the things they did for us before a certain uh before a certain week in November is that they brought turkeys for families in need so people could have a nice nice meal um family engagement opportunities that we're offering at Anthony um of course the title one family fun night and that's been something that that we've done for years that all elementary schools do because it's part of getting that title title money um this past fall we hosted a bingo night through our PTO and it was packed um and uh so much so that we're going to host another one through PTO in the spring um another another thing that we've got coming

up in March is it's read Across America week so we're gonna uh open up our doors and invite families in to come in and uh they're actually um Miss Mrs uh Vickers is going to read a book a Dr Seuss book and then we're gonna we're gonna invite families and their students to go do some painting with Mr Waldo and uh uh on the back of that vision is on the back of that that that canvas will be a cheat sheet so parents know what kind of questions to ask their kids after they read stories true or after the kids read read a story on their own yeah um last thing when Mrs sin and I talked to uh got some advice on on what to say at a building report for because last year

we didn't do one I don't know why and and I haven't been required to report to a uh board since 2006. so it's been a while but we talked about things we do to recognize teachers and and I I hate to do a just a general I'd hate to do a real specific shout out I've got a couple because I don't think that that recognizes everybody everybody on the team so my first shout out our first shout out goes to all the teachers because uh during this year we have had teachers step in and we've split classes and they've covered classes and it's all part of being a team a part of part of being our Anthony Family uh specifically um as I said the powerful Pioneers are at the Leavenworth board Leavenworth Foundation meeting

and and also uh joining that meeting that was Maggie wells's group also in that meeting was Michelle Smith she's our music teacher and she had received a grant from the board and it was for hand germs and so she read a story to the kids and then as as they finished each little chapter segment they would play their handjobs and so she would have their little you know well that kind of stuff and it worked out well um one of the uh is a true go-getter for us and she is the driving force on our product absenteeism uh battle and uh she deals with parents she deals with with with the staff and that's uh Nicole McConnell or social worker she has been awesome and it's been very very fortunate to have her full-time in

the building the last two years um she's also the liaison for any Community involvement things that were going on so anything I missed tonight okay I like two more pages okay any questions all right well I thank you for your time thank you thank you thank you all right item four scheduled Patron input they didn't show neither okay I'll move along since they did not arrive item five consent agenda are there any uh everything needs to be pulled off the consent agenda by anybody nothing heard Madam president I move that we accept the consent agenda as published second all right we have a motion to accept the consent agenda as presented uh first by Mr Powell and the Second Amendment all of those in favor six one thank you since there's nothing removed from the

agenda item six will be empty item seven consideration of vehicle replacement good evening you have several items for me this evening to consider first one being two utility vans to replace part of our Fleet our facilities Fleet takes care of all the vehicles for the district that are used for student transport anything that we do in the district so Food Service um maintenance work and driver's ed so those items are taken care of by our department we have 25 vehicles in our Fleet and five of them currently are a 2008 or older two of the vehicles tonight um are older vehicles one of them has started to uh run out some additional repair costs I want to take a look at upgrading those for some safety items reverse cameras and ultimately sell one of them

utilize the other one until we have some transitionary movements completed in our department and then liquidate a second vehicle that's what you have in front of you tonight for two utility vans Matt how many did you say uh that were the Aged Fleet uh five or 2008 or older are we going to see that later on like next year or yeah I'm hoping that we can continue doing at least one a year for our next couple years um and they could be sporadic vehicle purchasing has changed dramatically since 2019 and our last purchase I think was a 21 and since then trying to get on the list is nearly impossible to get these vehicles we typically purchase new um I could not get a commitment from any dealership we tried all the local ones we

wrote several bids been working on this for over nine months just this year and came across a couple used vehicles with low mileage and that's what we're bringing to you today I think that's a fair price uh for the vehicle that we would be getting I appreciate the history that you gave us on your process of going out for bids thank you for that information are they certified uh not certified through the manufacturer but they we did run carfaxes everything is clean they were a one owner vehicle and these two were the only ones that we've seen on here that still had remaining warranty on the vehicles for a while longer correct yeah I gave you a spreadsheet that showed what our warranties were available with the ones that did return bids and one of

those companies also bid on the vehicle that were coming up next with the truck there's no other questions I'd like to make a motion to approve the purchase of the two Dodge from luxury Imports for a total amount of 96 500. okay what was the amount 96 500 total it's only 20 seconds [Music] all right we have a motion on the table uh by Ms Murphy is second by Mrs Reed to accept the purchase of the two used vans and the total of ninety six thousand five hundred all of those in favor seven zero thank you thank you right item seven two consideration of vehicle replacement for truck Matt you're up so similar story uh difficult to buy vehicles uh we did a lot of searching uh went out and found uh Dodge is a

brand that we have not had in our stock before uh talked to a couple dealerships they said yeah we can we can secure a certain truck so uh we put out a bid looking for a one ton uh Dually diesel we will use this one to not only plow snow but also tow our trailer that we use our bobcat for and that Bobcat trailer does have implements on it as well so the heavy duty towing capacity will help the the use of that that vehicle it does have some safety upgrades being a 20 uh 23 I believe is what it is uh 3500 so it is a one ton dually diesel that will service for a long time to come that did go out to bid none of these were on state contract these all

did go up to straight RFP and victory Dodge brought us back a item to match any questions [Music] like to make a motion to approve the purchase of the victory Dodge for sixty four thousand nine hundred and nine dollars check it all right we have a motion on the table my Ms Murphy a second amendment is read two accepts purchase of the new Dodge um for delivery in 2023 or 64 909 all those in favor 7-0 thank you item eight consideration of roof coding at Warren Middle School um so this is a continuation of the process we started two years ago uh it is extending the life of our roof at Warren Middle School that roof was put on in 1999 when the building was built and uh the granules on the on the surface

are starting to wear off so it can start to have a degrading on that surface I did share with you I think at the initial start we had a sample uh if you care to look at it it is just a coating that has a fiber reinforcement inside of it and it does extend the warranty of the roof by 20 years um it does have granular granules put into this uh material for walkway so we do have safe walkways when it is damp or dewy on on the roof and they are able to just simply power wash the roof make any major repairs and uh then coat the roof with this material the two previous sections multiple sections that we did the two previous projects we've had very little wet insulation very little issues with

any additional repairs needed to get it prepped for this coating so this is the uh sections 10 and 11 and in your summary you have a map with those spaces highlighted in yellow the last section being area 9 which sets over the gym that has less foot traffic than 10 and 11 do and that can come next year or a couple years down the road as we can work that into our capital budget so this is just a continuation of our our Roofing plan for Warren Middle School and the consideration is in two pieces uh we we have purchased the material directly through Greenbush aepa at uh 147 436.31 cents is the amount for tonight and then we bid out competitively with local and area roofing contractors and American Roofing came in at 97 173

dollars for a total of 609.31 cents to do those two sections that we already just did and I remember you know examining the same piece before they're holding up well you've not had any problems with them no they're performing very well um at the time we did the first run they uh that contractor took care of two of our roof Wells at Nettie Hartnett and those have coded really well and held up great so I'm excited to see this product uh right now one of the challenges with Roofing is just the material like everything so anything petroleum-based is a little bit of a lead time uh there was a time they couldn't get Fasteners or the foam to redo so we're saving a ton of money not having to uh tear off the roof and

put back new right this kind of extends what's there uh so I think it's a good move as we move later on in the life these roads that we're doing this way can these be recoded yes they can from what I understand um any any time in between now and their end of life if something were to fall on it cut it puncture it it's a simple come up there prep it clean it and then put this product back on it itself adheres and and seals uh say in 20 years it needs to be recoated it's a pressure wash it's a it's abrading it just a little bit and then you can put another coating of a similar product on it very good have we used American Roofing before they are currently the last contractor

that did this application and we do use them a lot for some of our service work and District if there's no more questions I will put a motion forward to approve the um New Roofing overlays uh utilizing American Roofing and the materials to be purchased from Greenbush American Roofing amount is 97 173 Greenbush is 436.31 giving us a total cost for this project of 244 609.31 cents exactly so you couldn't get enough off the 31 cents I asked they said they get audited to the penny so yeah it was like with a quarter million dollars can we save the 31 cents all right no no sir all right we have a motion on table by Ms Murphy with the second amendments read to accept the roof coating bid at Warren middle school as presented all

of those in favor 7-0 thank you all right item Nine security camera emergency solution Guess Who Matt Mr daddy key please all right so tonight uh Brian's gonna help me out with this one uh Brian and I were asked to to research a little bit on these companies that we're going to present to you uh the goal tonight is really to present you the cost a little bit of what they can do and lead you to a path to ask some questions and decide if we want to move forward with a project what project and how does it need to look so we'll go through a slideshow here uh we've changed a few things as we prepared today so the names that you see in front of you are the product manufacturers versus the installers

so syntheics uh you saw a presentation to the board virtually uh back in November I believe and it talked about the Panic buttons that you could wear on your person push it a number of different times to summon help or to put the building into lockdown utilizing uh all the media within its building then it was brought back to us the board had asked us to research can we integrate cameras to syntagics or find a system that was similar to where we could have cameras in a classroom and have a panic button type of operation so Brian and I got to work and spent several hours visiting with a couple of our vendors that we've had good relationships with and with syntagics because they were the first to the table so we want to talk

about just briefly some of the differences that might be between these two uh options and answered questions that you may have we're talking about adding cameras to approximately 300 classrooms in the district from at every at every building um and then that leads into the funding and operation of of the system some of the shared security features of this are that they have a method to discreetly communicate a need for assistance they have the ability to issue a lockdown and notify the school and anybody who's connected to that app they both can provide cameras in a classroom setting they do operate a little bit different from each other to activate those cameras you would have to push the panic button to start the recording they are user warm devices to initiate the calls one system

will identify a user anywhere on campus the other one will identify you by the classroom where your lanyard is connected to and then uh so they all offer a method to call for help to lock down a building record classroom activity with a push of a button so here's where we're going to look at a little bit of the differences in the Futures syntags was primarily designed as a security system so this is the one that kind of came to us initially and said this is a panic device we were excited about that piece it does work off of the wireless Bluetooth system within the building so it has a little bit more flexibility to receive a call from the lanyard from any employee on the campus and then push that information out uh to

an app all staff would wear a lanyard it does have those two levels of Crisis assistance and then it can integrate with um our TVs and stuff that are in the building a vigilon is the platform we currently use for our cameras in our district we do have other camera makes within it but a vigilon is the operating software avigilon currently is operated by ads which is our security company a vigilon can be used by other contractors so we've left the name of our provider out of this presentation an important piece to understand with the vigilon is it is an integration to the syntic system uh right now there is not a proof of concept with the integration function but they're currently working on it in preparation for follow-up questions so vigilon would be purchased

separately they would work with the syntagics company and then they would install products that would talk to each other safe system is a system that was designed more for classroom support it has structured sound video capabilities might lanyards for the the teachers to speak and and Brian has talked about this we have a lot of those components in our buildings currently minus the cameras these are more of a wired structured system per classroom they have a few extra things that are already built into it and they do have a track record the teachers would wear the lanyard and it would be primarily the teachers or the people in those classrooms you again have the two levels of Crisis assistance and it also offers some abilities for staff to utilize that camera for their own functions

within the classroom and here's the big piece it's the cost so syntags you had that presented back in November a five-year contract to outfit all of our buildings was 360 700 dollars um syntags is offered through tips program Cooperative purchasing or Greenbush so if we were to use Capital dollars it's a pretty straightforward purchase a vigilon also is offered on tips cooperative and that that 500 000 is the estimate for cameras now we say estimates because we still haven't had these vendors come in and walk the buildings and calculate everything these are rough numbers but they we sent them floor plans and classroom accounts and those types of things correct but in order for them to do it they would want more of a detailed dress to where they come in with engineers and do

those kind of things and so that would be one of the next steps that the board wants to move in this direction so when we save 500 000 that that's a loose 500 000 that's not well you presented on the 13th of February it's 500 000 it turned into 650 or it was 350. so there's a lot more detail that still is yet to come so synthetics strategics got five-year contract the other two the five hundred thousand the two million or those just one-time costs so the 500 000 would be the cost to install camera so that would be considered a one-time you will have ongoing expenses for just maintaining the systems so together 760 thousand seven hundred uh roughly so call it eight hundred thousand dollars in a ballpark to put those two systems

together now you can run strategics separately by itself as it's designed or you can combine those two without a proof of concept then the other system the safe system uh we say about 2 million is with the number that was given to us this is equipment heavy this is putting speakers in as part of a complete system it's cameras it's wiring um there's a as Brian would tell you there's Poe switches uh and a lot of gear that goes into making the system work so again that number is a a loose number 860. yeah I was going to say but we're off by a hundred thousand dollars I apologize I added that in right before I came over here so yeah I thought they were like all right well that's what I get for trying

to add little things before I present it uh so about uh 900 000 then how's that uh so the two million is is quite a bit more but it is uh equipment heavy we'll get off that slide so yeah it's not a subscription um so so it's a one and done once once we've paid the 500 000 we we own everything right yes Matt could you go back one side that's a couple questions on the technical aspects of it before we get into the path ahead I think it's important to make sure that everybody knows why why did we decide that we needed to do this and as we looked at uh employing a program or a process that not only gave security to the kids but also to the staff in the room where

things are being taught or where things can happen because it could be external as we know things that occur the problem we found in all these circumstances when you read the post reports of those incidents was that the emergency responders didn't know what they were getting into and so even though they may argue should gone ahead may have stopped to regroup to figure out how do we face this unknown well with cameras it provides us an opportunity that when that button is pressed for the main office the or the SRO or whoever is monitoring the system to immediately be able to see what's going going on in that point of an emergency button being pushed so it just seemed like The Logical Next Step as part of that but I also want to caveat that

our view of the system that we're asking to be given the president you know first again presentation on was that this isn't where the central office is mentoring what's going on in the classroom our our desire was to have it designed kind of like the Strategic system works where the teacher gets to decide whether or not it is a point in place where they need help so I just want to make sure those two points are clear you know we walked the dog on what did not happen in these other circumstances where kids were were injured and that was the problem they couldn't see what was going on in that area and this seemed like a simple face uh second question this is a question that was a statement but the uh between the syntag

and the Safe Systems when we start talking about installation um and in order you know in scale of installation which one of these two it would be the easiest to install and the easiest to maintain do they have sound capability as well Zone capability sound sound uh no uh the the cameras I think have the ability to record sound okay if it's equipped okay if you chose the vigilon piece if syntheics by itself that's just the the notification software that's right all the Kansas City area schools have so the safe system the sound isn't just for the security where we have like it uh where are we the intermediate school and it's the same company it's the same sound system so that's more for you know the teacher you know not that so it's more

than just just the security pieces okay um Dr Roth remind me was it there something coming down through the federal pipeline for safe schools because of with some grants and things that would help the same school Grant right now and it's what is it forty eighty seven thousand sixty seven thousand so it's basically just a spit in the bucket right a year that we feel fairly confident that we would get be able to apply for that get that each year I don't think the the federal government would take that away right um but right now the last couple years we've been able to apply for that Grant and we've been awarded it very ten percent on either side of that usually okay um one of the things for like the board so as and we

we've discussed this a lot as a Cabinet we've discussed this a lot you've discussed this a lot as a board um and I know that there's great interest in this and so one of the things that I with where we're at as a district one of the things that I think would be important for you to consider as a board is and I know that uh when uh Miss Miss price and Mr Powell worked on the agenda on Wednesday when the questions came up was you know what is out there currently um is it something that's been um you used the term earlier what was it the proof of proof of concept that kind and so when we first started this you as a board wanted something to make our staff more secure more safe

and more had more voice in a situation uh that was deemed a crisis or an emergency right then um as you do your due diligence and in attend conferences and and listen to things that are out there um it came to be that is it possible to put cameras in the classroom and yes it is and I think that you've seen it so when we came back it was at November Matt and Brian have been working on this realistically since November I'm trying to scale it down and scope it to where we're at so when we say we can put cameras in there there's a lot of layers to that I think you as a board need to understand as we move forward you're going to go from 300 cameras currently monitored district-wide and functioning

district-wide to over 600 cameras district-wide that's going to be in realistic terms that was almost a full-time job in a self-monitoring cameras watching cameras making sure cameras are functioning because if you're not scrolling through those cameras daily you can have malfunctions in cameras you can have all different kinds of things so there's there's Personnel in that there's also um uh malfunction like replacing cameras doing those kinds of things so those are ongoing expenses that uh not only this board but future boards would need to consider as well one of the things that uh Matt and we talked about this morning was like Brian if you look at the back wall back there that's one of the cameras that would be a type of camera that would possibly could go into a classroom when the camera

is not in use it would be flipped back to the wall when the camera's in use it would automatically flip to the to the deal so the staff would know if they're if the camera's on or not which they should control 95 to 99 of the time they would control that right the so that camera there is 30 would you say Brian thirty five hundred dollars I'd say 1500 for a classroom camera so those those are the things so you have that piece then you have um one of the things that if the board wants to continue and to do this I think that not that it necessarily has to be negotiated but I think the negotiation piece to that with staff and giving teacher voice would be important um as this is a major

move uh for classroom retention of teachers and those types of things so that would be layer number two so layer number three is how all this mirrors together with with the security of where we're at so as Amy and I were talking and one of the things that uh we have 25 uh long-term suspensions from the district out of those 25 not one of them came from a classroom incident so what I would suggest or what I would recommend to the board is let's look let's evaluate the cameras we have in hallways in major areas let's look at moving those cameras to more like angle to where we get more angles and those types of things which would be a lot a lower dollar amount for you as a board to consider we enhanced that

we still enhance the safe piece of what Mr Powell's talking about of coming in and have an emergency know where things are at so what I would like to say is let's look at the synthetics get that get teachers trained get teachers used to the buttons get used to that and then one of the things that we can stair step in is do classrooms at a time once you have all of these things in place which then is the ultimate goal you're doing this over a period of time you can control your uh you can control your Capital dollars because Esther if you use Ester dollars it has to go out to a hard bid so it has to go up to an RFP and it can't be a sole a Sole Provider a sole

source provider so the Ester dollars we have set aside in our application which hopefully gets approved in the the next state board meeting that if you go to a system beyond what can we can bid with uh with the state contracts and the tips bid process then it has to go to RFP which then extends that life and then it does not guarantee that we get the vendors that the best support our district so if you go at it in a stair step form okay we're going to do the strategics and look at any cameras that are in our commas area and Main spaces let's enhance those to make them more HD quality to give a better view to do those types of things in situations that arise then as we have the conversation with

the teachers and you have conversations you as a board can start planning okay we know we can do six classrooms eight classrooms and start picking those classrooms per building and stair stepping that in to use your Capital dollars more effectively and more efficiently that's a suggestion that's that would be a recommendation but as always I know you as a board have taken Safety and Security extremely serious in my time here um and that's very much appreciated but I think there's a lot of layers to this more so than just here's the solution as we dive into this and the communication there's a lot that I think we we can do however the other thing is if you want them to come in and present we could do that start hard numbers and you get exact

hard costs and that's going to take some time as well so if if you want to have this going by August one we believe synthagics can come in get the syntags we could train teachers in Feb or in August get that system going get them used to doing the things that that system does and then we can stair step cameras into it at a later date hit that board an administration at that time chooses to do so so when synergyx first came and presented to us I had multiple staff members reach out to me saying that they saw potential flaws in this system because of the fact that we have radios now to call for help and those radios are not being answered what's going to be the difference between a button being answered and

a radio I would I guess the first time I've heard that radios haven't been answered is this evening so it'd be one of those things that we would need to communicate with our admin team to find out what our admin team are extremely I agree and so one of the things that we were talking about early on is how do we make how do we try to simplify our emergency processes in order to make it more accommodating to staff and less disrupt disrupting to buildings and so one thing radio if I turn on and I'll say Henry for example if I turn on the station to Henry there's chatter going on a majority of the day so there's a lot of things happening on that radio that is disrupting two classes okay right this was

an option to make it silent make it less of a situation so if Mike I'm using myself if Mike is acting up in a class and I stopped the class and I hear the teacher I need help in room 104 Mr is needing some assistance everyone knows it's my growth right as soon as I use the initial because radios are usually used in situations where students have to be removed most students that have to be removed are students by are removed on a frequent basis so one it's identifying it but it's also if I'm the student and I hear the teacher say I need assistance Mr is going one as a person acting out I know it's me so I'm getting the attention I need the other students other staff other in other classrooms also

hear that oh Mike's at it again today you know those types of things so this would take that piece out give a little more confidentiality not only to the teacher reporting but to the student that's being reported so that was the main that was one of the main target areas that was really searching for when synthagics came into the picture um talked with the assistant superintendent Olathe and the superintendent of Olathe which they've implemented Synergy in this last school year they can speak highly enough about the functionality and how that's worked now that's a district of 30 000 kids so they have a lot more staff any system that we put in from radios to syntags to more cameras to classroom cameras you're going to find employees you're going to find people that don't necessarily

agree with it don't necessarily like it don't necessarily believe in it but a high majority I would say would have more good to say than bad on anything that we present you if anything that we present you from textbooks to library books to anything you think that's 100 approval it's not and I don't know any business out there that that does but I will say any anything that you implement you will have you will have challenges along the way of somebody that likes it somebody that it's like I'll do whatever they ask and then somebody's like nope this is stupid and that's just the nature of our business but Mike if you could clarify if I remember from the center Jack's presentation is can if I'm not mistaken wasn't it able to be loaded on

uh smart devices then only and get certain authorizations so nobody got it so when the button was hit three times the principal or whoever was the administrative leave for that school knew immediately uh where it was located so it discriminates where the radio doesn't discriminate in fact the call could get lost having you've been on radios most of my life the emergency call can get lost and and all that that's going on on the radio chatter so um to me that was kind of significant because you could discriminate immediately is there a downside to this safe system other than the larger costs is there any actually the safe system um is probably more robust which you're getting more for it because you're getting speakers you're getting um the the other the so it's a more

robust system and one advantage to that system that the other one don't have and Mr apologist and Miss wells's question kind of all leads to that I press the button it it goes to the office and then they re like they hit a button to respond back that says this has been this has been acknowledged syntags doesn't happen so one huge there's two huge advantages after listening to the presentation or looking at it that was one the other is that it adds the speaker the the microphone and speakers to the classroom um but both systems theoretically are going to do the same thing um eventually if you do add the cameras by turning on the camera at the teacher's request or by the teachers pressing the button so we're still relying potentially on office staff

to respond to any of the three systems 100 and that's normal in today's the unless there's an altercation or something that teachers see they take care of it but as far as going to a classroom and helping with classroom it's usually administrative staff or assigned security to help with that in any of our buildings I guess in my mind I would just you know love for the ease and security of staff to be able to sort of like if you're working in a bank and you have an automatic call Button under your desk to Emergency Services you know um but in this theoretically is that same panic button but it's on a lanyard if I remember as a lanyard for the other system too is because it has us a microphone with speaker it all

and it's pretty large it is the the from my understanding natural I haven't held one in my hand like the syntags model but it's it's it's bigger than what that is yes so if we could address the cameras again I think the first system the second system actually has 360 degree cameras is that correct the avigilon offers a 360 which would Center up in the room and take the full picture and I believe the other system has other cameras that they offer uh the PTZ was the primary offering so which because part of what we're struggling with and you alluded to it with moving the cameras around where you got better visibility is blind spots you know in the classroom you can have all kinds of blind spots if you put a camera on a

wall so are we looking at putting those kind of cameras where you can have blind spots in our classrooms or we looking at the in that value that we saw or are we looking at the 360 cameras that the Avalon can put in uh [Music] it's 360. vtz like in the corner so there shouldn't be too many blind spots being way up in the corner and looking at the home but it helps me right under it the vigil on the price reflects a ceiling center mounted uh fisheye is that is that a more expensive camera a fisheye they they tend to be a little bit more um but I didn't see the exact cost for the PTZ versus that I haven't got into that level of research in the the other question I have is

that uh for for these cameras they they're not on all the time they come on I guess when the button is pressed um I mean there may be cases where we want to have footage of what leads up to what's going on is there a is there an issue with having an always-on fish Islands you would have one that you would have to you would have to create a policy to have classrooms in the camera the board would have to create policy you would have to have that policy embedded through your attorneys and the attorney process um because there there's a there's a lot of things that go into just turning the camera on and saying there there's there's an expectation there's a different expectation in the classroom and so you have to have you

have to have some layers in that through policy to be able to have it on all the time to do we have a policy against having cameras in the classrooms correct um Amy you want to address that there are several policies off but you have three different policies regarding video or reporting so you would need to adjust this jbd I believe it was um we could share those out into the OE FYI but there are several board policies already in place we don't allow students to record uh we don't know there's language or students staff and board members to be recorded um so those that all need to be addressed and I would recommend that it be addressed by an attorney I referred to by an attorney to take care of any type of litigation

because I think that you could be heading down that direction uh recording students right now we don't allow any of our students it's like a child has a student information their own um folder as far as all their confidentiality records things like that we don't share anything when I have variances we're close hearings for a reason now you're opening up or recording everything so from my standpoint from from the disciplinary purchases the earrings you're really um to me in a gray area that needs to be really embedded through a legal literacy with any cancer that would be my recognition foreign like to investigate that also just because you know with my last year on the board I had more than one parental concern where they wished um they could have pulled footage we camera our

hallways currently we've had um situations staff situations and the things um where you know why wouldn't we make sure that our students and our staff are safe wherever they are and so I think um I would like to explore that also if you were asking my recommendation I would recommend going into any camera system until we have embedded through our insurance I would definitely obviously want all the verbiage and everything to be on that thing up maybe I missed something is it is the main part of this is to stop acting shooters or just anything that happens in the classroom because before it's not active Shooters we need to work on the perimeter part and like at the high school that Fourier that's easily compromised so but I think this is more disciplinary issues in

in the classrooms and in the hallways because that's what that's what the push button so it was my understanding from the direction of Dr Roth received from the board concerns about student safety and so we went through the synergics after vetting that um so that our St our staff could have immediate response if they needed support because as you said sometimes the radios the radios were purchased for Safety and Security let's the reality is they're used on a day-to-day basis for pickup and drop off and the ease every classroom has a phone but they use the radio because it's right there so there are a ton of classroom disruptions I along with Matt Dr Roth District administration we can listen in on any of the radios to see what's going on anytime we get a

phone call I'll turn it on to that channel so I can be aware if we need to respond we have a system in place with the radios right now this adds an extra layer to me the sentence the badge I like that because you're thinking only about our classroom teachers I'm thinking also about my classified staff the classified staff they're all over the building they're traveling most of my instances are in the hallways common places and restrooms we've already started to implement some of the rafters that are in the restrooms if you want to know what I've seen more of it's the The Vaping we have Vape detectors we need more of those I'd like to see more of those with regards to Safety and Security we have had some physical altercations all of those

happen 99.9 of those happen in a common space why a lot of times when kids get in an altercation they wanted they want an audience they want to maybe go up against somebody but then they want somebody to intervene right they want to show that they can take somebody or they can go hand in hand with somebody but they do it right next to an adult they really don't want to fight but then they they want to does that make sense um and so what you're talking about um Mike yeah we have the security our buildings are safe as far as they are locked and secured at all times Outer Perimeter the only people that get in is we let them in so um to me not to my knowledge unless a door gets propped

open and we have a system now that Matt is put in place and Brian that will detect any time a door is propped open and how do we know that anytime a door it'll actually notify our security guard um we do have one security guard at the high school that mans all of our cameras and then she receives alerts but she's dedicated she he is dedicated to the the system but they have to be alerted on that but as far as classrooms as far as altercations and things like that very few happen in the classroom what you have been informed of and recently this year I think what comes to mind for you is the elementary you hear about kids maybe getting out of control and they have to um maybe remove a student or

the class has to leave for a short time so they can get the kid out of the room that is very few and and not very many now my idea is causing a class disruption but it's not as many as as what maybe somebody's giving you some bad information I don't know where that's coming from so I kind of went on a ramp you know but I want you to know I believe in the badge system I believe the camera systems we need more in the hallways and more in the common areas I don't believe that I personally don't believe that cameras need to be in the classroom I think let's not be the first on this one let's see somebody else experience it and we can learn from them and then maybe consider it

at a later time and it's much appreciated feedback I mean that was part of the thing that I was asking is is how much do we actually need cameras in the classrooms uh I think it wouldn't be a bad idea simply for protection not only for students but for the teachers as well you avoid any of these he said she said issues uh with with students where something happens and they make up a story get a bunch of friends to corroborated and now we have a teacher and an unfortunate situation whereas the camera is you know can't lie but the only thing of that Mr Goodman is that then that policy would need to be that those cameras are on all the time right because a teacher and he said she said most of the

time a lot I shouldn't say most time a lot of the time I don't know that's even being said until after I have a conversation with HR so that wouldn't technically or necessarily be on video and so the in order to capture those one-offs like that um that would be the cameras have to run all the time because the way what was originally proposed and what what we were originally looking at is I turn it on in a situation I'm uncomfortable I turn it on in a situation that I see an altercation coming or I turn it on if I see a kid in crisis in that situation those were that was kind of what was when the conversation started that's where that was at and so um again you would want Robert to weigh

in on this or you want your ksb attorneys to weigh in on this on that then you would want to bring in um your Teachers Association on that as well just to have a sit down and work out all the parameters of that which would take some time and so uh anyway that would be the like that would be the steps um and so we're not just so we're all talking about the same thing what was originally and what Brian and Matt were proposing was a controlled camera well your suggestion or the one-off situations that it's that it's on all the time to catch the one-offs I think the only problem with that model is that it's not it doesn't support the student body the student body isn't able to turn the camera on if

they feel uncomfortable that is correct and so I think that's one important thing to think about and then um do you have a report by chance of how many students had to be removed from classrooms like in the last school year or anything like that I do not look at you with that information okay I have data on hearings that I do yeah but I was just curious foreign like on a small scale I know security systems they dump every you know whatever you set them up to 24 hours 48 hours so hopefully it wouldn't make that much of a difference yeah so not not to derail and I just kind of want to get technical with you for just a little bit you said it's got to be a lot of power Poe words

that means a lot of switches if we're talking 300 classrooms that's whatever 48 divided by 300 is a number of switches do we uh I assume we already have a comms closet and all the the schools is that going to be an additional cost and you start stacking machines in a closet and they start heating up and you've got to cool them and yeah the switches right so I don't know what this does to the infra the the comms infrastructure of each one of the buildings is that going to be an additional cost it's not factored in here is have some kind of error handling okay um I like the idea of the the push button thing I I think that's something we should just move forward with regardless of anything else are these things

such that we can you know if we want to get the expansion pack later we can purchase it later and have it in or is it something that we've got to do all at once I mean that was kind of my understanding was that hey we could do this now if we want to add cameras to more cameras to the hallways we can do that later uh if we do the the research on the cameras in the classrooms come up with a a reasonable solution that everybody agrees on we can do that at a later date is that accurate I just want to clarify one thing this is and when we start talking about a child in crisis it's not always an emotional crisis I mean when you have kids who have epilepsy and kids

who have other medical requirements that I can't count but because I don't have that number at my fingertips but I've heard a number through this year alone of individual Health crisis in the classroom this is more than just discipline it's again giving the teacher the opportunity to declare a crisis and the staff that's in the building to understand what's going on in that crisis so it's not just discipline when it was first presented to us I understood that it was at the crisis level that um into the the report that you had presented with us Mr Powell from um the active shooter response and um we were investigating how to make our schools better it had nothing to do with discipline at that time we had asked about cameras and they at that time told

us that that did not integrate into the cameras so I think if we do this I think that that was one of the main concerns that we had with integrating the just the button just the button is that it somehow is able to activate whatever cameras are around the Bluetooth area of that to be able to alert with what technology we already have in place without necessarily having to add extra is that possible so if we have the existing cameras in the hallways those record on motion they're common areas so to answer your question if somebody pushed the button on the strategics the nearest camera is going to record as soon as it sees motion okay uh so that's that's standard practice right now but like like so we were talking about scenario outside that

is coming towards the school and they want to alert sure so our custodial staff do carry the radios right um yes this is an additional piece okay uh but custodial staff carries radios um and then your folks in the building if some of them have more radios uh per person in there like they have department heads or maybe a whole section that goes outside for recess they might have all all of them have radios uh so there's a fair amount out there then everybody has cell phones I mean really if we start getting down to it everybody has a cell phone they can call 9-1-1 um to Mr Powell's point for medical all of our classrooms have phones that can do true 9-1-1 calling and I believe those are all trackable by building they'll send

out the information to the dispatch to to get them coming follow that up with a phone call to the office the protocol would then be going over the radio or even the intercom system to equip students into a safe position whether it's staying in their classroom or evacuating to a certain part of the building so this this piece is an addition to a lot of what we already have going on I don't know if that answers all your questions so what do you need from the board at this point is Dr Roth I don't know if you um if you want to move forward with syntheics do you want 30 days to if you do the scent of jigs we we can make you can make the final Motion in March and uh we would

have it up and running by August without much of an issue if you start if you do it in layers and said to jics is your platform then those layers could be added to Mr Goodman's point we could add layers as time goes on based on the need any additional cameras that Matt wants to upgrade or we feel that needs upgraded to help with blind spots which was mentioned earlier tonight could come in a package that the board would approve through a capital Pro program and that could be like trying to program that out to where those are added over the summer as well and so all of these steps whether you do it all tonight you do one tonight you don't do any tonight the board would have full approval or or rejection of

any of that so the safe system still has the push a safe system yes it still has the push button yes so when that one because if we're talking about the safety of our students I would want to try to get them the best I would want to try to make sure our staff has the best and if that's the most robust system that would be where I leave and so the the likelihood of being able to use Ester dollars on that dwindles a little bit just just know that that would be more of a capital purchased than Esther purchase okay and so then you would roll those Ester dollars into something else that the board would see uh the need for so there's a again there's a lot of layers to this that uh

you you definitely I would like to see a proof of principle um because then if we don't get approved principal we can't determine if we want to layer it so I move that we authorize The District staff to move forward with vendor presentations uh with the requirement that proof of principle has to occur with relationship between the alert system and the camera system second and this is just to ask for presentation yeah presentations and we could make an action out of that post-presentation later on in the agenda right so we can in March again so we could get a March decision on the syntags to get go ahead and get the deployment before you vote my my concern with that action would be uh you'd be better off putting it out for bid and then

having the awarded contract for doing delivery so that you can make that decision if that's what you choose to do so we're at that point where um we could have vendors come in and visit with you but as Dr Roth mentioned depending on the funding stream uh we may be required to go out for an RFP uh and then that opens it up to vendors that may not be are selected service provider that kind of changes a little bit of stuff on the back end for us doesn't end it but that can complicate that a bit depending on the funding stream uh that would be my recommendation is to put the bid out and then bring that back if that's okay with Dr Roth if that's your your direction if you ask us to do

vendor presentations with um the intent of awarding we wouldn't be able to do that at that time without the only way you could do that is if you went with sent to jigs or something on the state accrue correct correct that would be the only way to move forward with it so what I agree with Matt thank you for Matt um so what you would want to do is amend your motion Mr Powell to go out to an RFP where we write the specs to to do everything and let them submit all their fees which then they'll do walkthroughs and that so you're probably looking by the time they do walk-throughs and get engineers in and do all that you're probably looking at it in April uh presentation for the RFP because it'll take us

a minute to to write the RFP to meet all the things that were discussed then send that out and get hard bids then your numbers would be locked in so instead of a ballpark of two million dollars it may be 2.5 or maybe 1.5 in a million instead of 870 it may be less or more on that too and you'd still get the same information is it possible to have um the when the bids are presented that they do a presentation each bid like could we do a special session just on this one issue 100 that'd be great but most of those meetings like for them most of those presentations would be like a late afternoon it wouldn't be six o'clock seven o'clock at night so just know that your schedule may need to be

a little flexible to be at that man president I uh moved to amend my motion to have the staff uh develop the specifications required as we we've asked them for this system and go out for RFP my second one last question uh installation we have an idea how long that's going to take for all this um I believe syngentix was a fairly fast install talking with their installer they they move pretty quick you're looking at it okay so I was going to say probably a week or so photo um when you get into the other systems they're going to be more wire right so they're going to take a little longer to get into them we have a motion the second president right all right so we have a motion on the table one Mr

Powell second by Mr Goodman to authorize staff to pursue an RFP at this time all of those in favor 7-0 thank you thanks Matt Brian Madam president can I make a motion to adjourn for a bio break sure anyone else second okay the motion on table take a five minute bio break find this as well as second by Mr Goodman Samuel all right we'll return it 7 18. excuse me 7 19. [Music] what 19. I mean that's horrible okay sorry thank you all right item 10 board policy if request for review of a textbook instructional material or Media Center material Dr Rose um yes this is uh the um report back to the board for the approval of the form used to have a book Challenge on policy if made the changes that were suggested

by board members um and so this is what we would recommend to the board for approval it makes the process I think it accomplishes what the board wanted is to make it the process easier for a book challenge okay any questions or comment I think it cleaned up nicely okay did that so as always he does great work thank you Jake thank you Jake all right like to make a motion to approve the uh revised if form for review second all right we have a motion on the table why Ms Murphy is second by Ms Reed to accept the revised form for policy if all of those in favor 7-0 thank you right item 11 board policy IFA classroom displays Dr oath yes this uh policy was a recommendation from ksb once again which all

policies are um and so it was asked to be pulled um I think the board or the request from board leadership was to give the staff time to revise this to meet the needs of our district so it was price for you Mr Powell want to expand on that um or basically so this would be giving us the directive to come back and make changes based on anything that you as a board I know Mr Goodman you stopped in um as well so if uh Dr Rose clarification this is second read this would have been on this would have normally been on consent for approval and board leadership asked this to be pulled come for a further Direction I think there were three questions that were raised that I think valid questions and are those

Incorporated in here or not not yet okay so it's a discuss discussion yeah I'll just make a motion a move to approve the IFA classroom displays as we as amended and it should be discussion second discussion has has there been amendments that's what you're up for discussion got it so this would be suggested amendments or suggested discussions uh one thing it should I think it should not be limited to the classroom I think it should be uh you know district-wide all facilities um property school property school property always grounds and Facilities to include common areas classrooms libraries hallways um I couldn't I I kind of War gained it in my head I couldn't think of a place where the policy shouldn't apply um dude I mean that's that's pretty much long and short of of

my uh amendment that I would like to see is that it'd be district-wide rather than confined strictly the classrooms okay so this this one part I'm reading about the political things that's that we want to make the whole campus yeah we don't have you know somebody out in front of pioneer Pete that's what I was trying to say property any property owned by the school well and philosophically if we have an educational institution there's no place that you're not attempting to render some educational objective right so you you mentioned there were three questions I think the other the other thing in the email maybe you if I'm not mistaken was that it wouldn't just be limited to the staff or teachers we were going to apply it to staff and students and I think I

I don't know how much we can apply to students okay it would it would be strictly staff any basically we're a government entities so we we fall under different constitutional rules than students do we have a dress code we've definitely I'm I would assume at least other districts I've worked in if you know students aren't able to put anything up you know if they want to draw something inappropriate on us it's generally anything that that disrupts the classroom learning or safety uh other other than that students have a lot more leeway in terms of free speech than than us teachers and staff and this was a new policy this wasn't anything that has been adapted from prior years correct that's so is there an amendment to the policy to uh frame it so it encompasses

all school property that that would be my Amendment yes do we not already have something in place that's not classroom specific but that is I I don't think we do because uh we we don't have a policy I'm kind of surprised we don't have a policy already in place you have like when you look at when you look at classroom displays and you look at the policy you see c-i-k-d-e-c-i-k-d-a and ckn right so all of those touch a variety of this so anytime when you're looking at policies you can see other policies that have Snippets or pieces or Bill bongs to this policy so if you go back and you would read ikd ikda somehow some way it would be referenced there would be references to this policy and that policy now will reference the

new policy if the board would adopt a version of this so every policy you'll see referred to because there there's a piece to that that either adds on Builds on or clarifies a previous policy if I understood Mr Carney's comment currently if we don't amend the verbiage it would only be that a teacher couldn't currently written as employees it doesn't limit it to teachers okay yeah oh it says classroom teacher no that's what anybody goes on to say employees may not use classrooms for the posting but it's employees I personally find that confusing and I think if I was a teacher I would find that confusing if it why is it singling out teachers if I mean it's all employees um it mentions teacher's desk it sounds to me specific to teachers but the way

it's currently written I think the the opening paragraph may be more of a descriptor of hey this is why this policy is being put into place and the second part is affirmation from the first statement more or laying down what policy should be but having said that we can certainly have that as an amendment to kind of clear out the language and and unify you know have it be employees throughout I guess because the teacher is you know generally in charge of their classroom that's why it says classroom teachers the one that's you know selecting what is in the space I would like to propose adopting the policy and amending it to where the the entire policy just reads the first paragraph as is um huh it's the positive not the negative it's the positive

not the negative so the first paragraph is the positive this is what it is we're just saying classroom displays if it meets these criteria teachers select it you're done the second paragraph is the negative part about you may not well it also says materials right I'm just saying that's the difference between them one's the positive one's the negative I feel like it gives more descriptors though because in the first paragraph correct me for wrong it says if you're teaching on this subject so that's a much broader than stating specifically than if it's political religious or personal because obviously they teach on political subjects and they teach on so I feel like that that's that's important paragraph lie to me I think the whole policy is fine it just needs to be broader in scope to

to Encompass all government employees regardless of where they in all facilities regardless of where it is uh the policy here would would you could argue oh it's just for classrooms libraries hallways they're open season for for government teachers aren't considered government employees huh well thank you Patron government employee yes they get Capers and yeah they're government employees yes everybody that works for a school district is a government employee true statement has there been a problem with this what's the purpose here I think is there been a problem anytime I'll tell you anytime that the policies are updated or changed there's been a challenge somewhere that adds that and Robert can speak to this better than I because it's attorney lingo but if there's a court case or a challenge then and it's won or lost

or the judge or the jury or whoever says there needs to be more clarification that's how laws are changed to clean up this that's how policies change to clean up that or make it more robust or in some cases as we all know the political landscape is becoming more of a open discussion amongst the way of life today so this is probably what prompted that but it's usually just to clean up change or make something stronger that's been challenged at some point in time all right so I have a proposal to your concerns about the language in paragraph Two Robertson I'm in line okay can you speak it up sure just make sure I'm in line please so my proposal is that second paragraph read as District facilities are not public forums for display or

distribution of political religious or personal viewpoints employees may not post or display materials promoted or convey a political religious or personal message and it just can we do property instead of facilities I'm going this classroom it's a facility but Robert I mean facilities property would that be considered legally the same thing yeah I mean I I mean yeah I mean legally died a ham sandwich so [Laughter] yeah but I mean if you want to say property that's fine I I mean property is everything I mean I guess I think the other idea is I mean but it's like you're splitting hairs if you're talking about okay well the football field maybe it's our property and it's a facility right and that's kind of what I'm trying to do is I don't know the verbal semantics

of trying to find a loophole and and I mean if you really just want to cover both you could say let's throw these facilities and or property yeah okay yeah I mean that's that's alrighty um does that meet your do you want that in the first paragraph too and talks about classrooms or no I think we leave the first paragraph as is like I said that's the positive saying this is what it is but the second one is the negative saying no can you read the second paragraph for me again I think I got yours thank you and with the change um second paragraph to read District facilities and or property are not public forums for the display or distribution of political religious or personal viewpoints employees may not post or display materials promoted or

convey I'm sorry uh uh okay got it sorry uh where yeah no go ahead and start that sentence again all right okay employees may not post or display materials to promote or convey a political religious or personal message uh in I would say in uh District district facilities or property okay it's just a clarification the way that you read it now without that clarification sounds like it means anywhere or anything which then would be problems with free speech that's fine that's why I said please keep it straight [Music] does that address all the concerns I believe so are there any others what was the difference between posting and displaying what I don't know why it was there different but just the post-war display we're not trying to censure our staff when they're not on our

um I the only concern I would have on the second because we are um expanding this hour is that if a teacher or a employee of the district outside of their job duties and I'm just using an example goes to a protest that happens to be at the school district and they bring a sign and they post a sign during that you're going to have potential Free Speech issues there because it's not during work hours are you going to be requiring people to remove their bumper stickers from their personal yeah I thought about Vehicles so are you suggesting that it needs to be you can't limit you cannot limit these employees speech outside the classroom right other than specific examples so the way that this reads now could be construed to say look you're limiting

you can't post anywhere it needs to be limited to its furtherance of their duties so that makes sense okay so I mean my original thought process was more um classrooms buildings hallways okay basically uh common common spaces that's why I went to common areas football fields um I don't know that parking lots that's a district facility that's a district okay that's District property so if we just say in common spaces within the building yeah I don't think the issue is the space though I think the issue now is personal rights yeah on their time because I think we addressed that with what you had we still haven't crossed the bridge that Robert's talking about right I mean in the furtherance of their duties you said I would say it sounds it sounds like to me

that what we're wanting is direct is really stuff with inside the school building am I correct on that yeah I mean we're not I mean unless I'm correct what what we don't want and we don't want government-sponsored speech understands and so anything that could be construed as government-sponsored speech should not be allowed no I don't know how we convey that yeah Within you know the framework of the policy do we want uh I I don't think that anybody would be able to argue that bumper stickers on a car in a parking lot would be the government and I didn't and obviously I didn't draft this original right uh policy ksb did but I think when I think they're looking at classrooms I think that the reason they limit it to classrooms and this is because

that is what's actually it's an easy way to narrow it down to what is actually speech because generally people aren't going into the classrooms unless you're going and being taught right I understand the ex the expanding of that essentially to the library or something like that but again but time that we can write it however you'd like it's just I want to make sure that when we're drafting it that it's not in that way that um foreign that somebody would look at the plain letter of what it says now you're trying to limit my speech outside of my working hours right that's what the district has to be careful about with Robert's input uh let me read what the new policy might say based on the input of the board members if would read materials

displayed in and around the classroom are generally considered instructional materials and must comply with board policy then that goes into all the other policies that they're connected to they may be selected uh by the classroom teacher but should be grade level appropriate and aligned with subject matter being taught materials are displays not meeting this criteria subject to removal by the principle that's paragraph one now the the big changes here were District facilities or property are not public forms so the display or distribution of non-curricular political religious or personal viewpoints second sentence and the furtherance of their duties employees may not post or display materials to promote or convey political religious or personal messages and then last principle last policy principle wouldn't remove personal items does that meet all of the items Robert foreign message I

I don't like that word either personally I just that because that's a personal message so if you have a shirt that says love your neighbor because I say so that's a personal message yeah without going too much into it just reciting law and trying to stay away from right going into a turning client privilege because we may and if we need to discuss this in depth we may need to go into executive session but the law generally says that and this is why we have ikd and ikda regarding religious materials and things like that right and you can also go within the classroom setting can prohibit teachers from talking about political affiliation posting with political affiliation when it's outside the the curriculum personal message I don't know what that means I think it's very broad

I don't know what that means to be very honest with you so um it just sounds like a double-edged so when I read it first that I don't know what that means yeah I don't I don't know what that means either whatever does it mean that I don't know I can't wear a Lord of the Rings t-shirt can't put a Lord of the Rings on that's a personality I don't know man you know I don't know so if we just go to political or religious messages I mean to me that would be the person that would be the limit on that portion of it and then again I would still limit it to somehow as far as furtherance of their duties because again it's one of the situations where and I'll use another example although

I don't think we do this but okay what if we were to rent out a middle school for a local church to use on Sundays and one of our teachers is part of that and it's part of that they have temporary displays are they in violation of the I mean that sounds like a ridiculous example but the way it's written now it would be a violation shall read it again as we have it right now with the current discussion employees may not so maybe I missed that part Okay so we've got District facilities or property or not public forums for the display or distribution of non-curricular political or religious viewpoints in the furtherance of their duties employees may not post or display materials to promote or convey a political or religious message thank you foreign

Judy did you strike the personal before viewpoints on both yeah she did so political or religious viewpoints or on the first sentence and then political or religious messages on the second I can give you my scratch up if you like [Music] and then I would end it with uh at District facilities and or property on the second sentence correct end it so it would read District facilities and or property or not public forums for the display or distribution of non-curricular political or religious viewpoints period in furtherance of their duties as employees of the district comma employees may not post or display materials to promote or convey a political or religious message at District facilities and or property okay that's still racist the question I have already brought up by Mr Goodman about displays on your

car and I don't know if you want to get into the car or personal property go correct but it's outside you're bringing it on different property that's the issue that's the way that this is written and when we do this for any employee of the district and they wear a uh cross that is a religious emblem are we forbidding them from wearing crosses or Jewish duties this isn't this isn't right I'm just saying but I understand I mean when you when you get down in the weeds there are people that will go and pick out everything they can just to to hem us up in litigation or something because I mean there's there's already been a lot of established Supreme Court precedent on on a lot of what you're talking about I understand but when

I'm I understand there's a difference between application and what a policy says okay you don't want to policy black and white that looks like something's a violation of a law because that someone can challenge you on I believe and again I'm only speculating but I believe that is why K ASB limited to this specifically to classrooms because once you start getting into the larger scope of things right then then it just chases it out of the classroom and yeah I mean look you know I guess you can say that the art game I I that's that's right I don't want to basically into the classrooms it just I can't really I can't really go into too much about this on the legal analysis and Open Session anymore okay I just I I'm not comfortable with

that because we start getting into turning client privilege stuff and I'm I'm happy if we want to amend the agenda and talk about it in an executive session we can have a more open discussion on that on risk and everything but once we start talking about regular analysis can okay do it it would be a violation of I would be my obligations to you as the district as your lawyer I would be finding something like that so to add a separate executive session after non-elected Personnel that's fine whenever yeah okay all right well that's what I'm saying we can entertain a motion to add an item first session right now yeah yeah like you could just call Executives do that I'd like to make a motion to go into executive session to discuss more about

the IFA classroom display for discussions with entirety client privilege it's amazing and we will invite Robert hingala um in Dr oath second and it should be Amy Sloan and Amy Sloan yeah all right 10 minutes 15. 15 minutes at eight o'clock all right we have a motion on table to go into executive session Ms Murphy a second members read to discuss board policy IFA with Mr hingula and Dr Rose all of those in favor 7-0 thank you we'll return eight o'clock or eight o'clock sorry okay so we are not going to make a vote on tonight however we have edits to the new policy IFA I'm going to read it in this entirety when I'm done Jake it's all yours to read my scratch okay so IFA materials displayed in and around all school property

including but not limited to classrooms are generally considered instructional materials and must comply with board policy they may be selected by the classroom teacher but should be grade level appropriate and aligned with the subject matter being taught materials or displays not meeting these criteria are subject to removal by the principal facilities and or property are not public forms for the display or distribution of non-curricular political or religious viewpoints in the furtherance of their duties employees of the district may not use excuse me may not post or display materials to promote or convey a political or religious message at District facilities and or property this policy does not require a principal to remove photos decorations or other items from a teacher's desk or surrounding area as long as the items do not disrupt the learning process

the purpose of this policy is not intended to restrict or inhibit any individual rights of any District employee including but not limited to free speech right so that's as we have it it's going to come back out in the Friday update and please make sure you let folks know if you've got other issues or inputs so that we can get those results for the next board meeting yeah and that right that last right should be plural rights plural right yeah okay thank you all right right on okay moving along so that's going to go for you all right item 12. okay Committee of food service contract so this time as the board president I'm going to appoint fellow board members um Miss Murphy and Mr Carney to serve on the committee to review proposals and

presentations Dr Rose please appoint up to 12 District staff and students to be part of the committee and Mr Carney is going to serve as the committee chair um rfps will come in March due March 20th so the committee will meet between March 20th and April 10th um and the board would have final decision April 10th to move forward with any selected contracted services or remain the same at that time okay so Ms Murphy Mr Kearney thank you thank you all right item 13 superintendents report Dr Rose yes um pass out a couple things this is two sheets they're together so we've been talking a lot about the alternative school what that would look like and this would be the kind of the parameters of assignment to the alternative school as well as the exit

on the back side and so what this what this what I want to convey to the board is that this will be a living document this is the structure to get us going as we see that if it works or we need to make changes we'll identify bring to the board so you all have all of our challenges as well as our successes as we move through the program what we're asking to do is uh we have found a teacher we're excited about that so you'll hear more about that in executive session on personnel as well as possible administer some Administration uh change as well but anyway this is the parameter around it it's been sent to the post the post has not made any changes or asked for any changes so we feel like

this is a good foundational structure to begin the program our intent with board approval would be to begin this program for the fourth quarter and it would still operate as a K3 program we do have Matt his team um have uh created space we appreciate the parents as teachers they they Consolidated worked through some things um still have their playroom still have the opportunity just for those kids uh this will be housed at Nettie um and again it's strictly a pilot program for the fourth quarter to make any changes see what see what has worked see if it's been a benefit in the district see if kids have transitioned back into the programs and so miss Batson has worked with principals principals have been in communication I believe with their building leadership teams and it

would be on a recommendation basis for discipline okay any questions Dr Rook or he's Madison again I want to emphasize a living document um who can be fluid as we move through this because we want to create a great educational experience for our kids to see if we can get them back find triggers and move on okay so to confirm Dr Roth you're looking for permission to start fourth quarter as a pilot program for k-3 correct okay anybody else have questions or comments um are there any plans to once this is done to expand this yeah so our hope is is to make it a K4 program and do it a year long um but we're we're trying to really try to see what it looks like in a short period of time Our Hope

was to start it earlier but Staffing was an issue and so we feel like it's trying to start it right now starting it on a quarter and giving it a true picture if that piece would be a good foundation to see what how next year would start but next year if we could find additional staff naturally it would expand we have two rooms we have we have the potential to do 20 to 24 kids we don't want to get above that but we only have one staff member so we're trying to get between 8 and 12. this would be a single classroom yes to start with correct yes and like you said before at this point we will share some staff correct yeah correct and then this being done in conjunction with Fort Leavenworth yes

four Leavenworth would be part of this and they would share 50 of the cost hmm Madam president I move that we authorize the district leadership to move forward with the alternative school for fourth quarter as presented second okay all right we have a motion by Mr Powell second Mr Goodman to go forward with the k-3 pilot to start fourth quarter as presented all of those in favor thank you I'm sorry I thought I saw your hands all right item 14 was removed so item 15 executive session for non-elected I'm sorry I'm sorry I'm sorry okay I am so sorry as hard as it is and to look at Mr Powell's t-shirt the Kansas City Chiefs did win the Super Bowl um and there is a parade on Wednesday yes I'm sorry and so um all

of the districts in your Corridor in your region have called off school on Wednesday I've told everyone that I'm holding off because I'm a Broncos fan and it's hard for me to recommend canceling school but I still love my house and I still love my cars that I drive so I better at least make the recommendation to the board and let the board decide if they want to be on the 50 of the good that likes it or 50 of the bad that dislikes it so I'm leaving it up to the board to use a snow day for the parade and the festivities of the celebration of the Philadelphia Eagles defeat that is that is excellent doctor I just want to clarify that we still have four snow days remaining after this as of today

here's one of them you would still have four that is correct I make a motion that when I would I would like to say something first uh I do support this we've done this before we've done it for the Royals I do want to say that I find it a bit hypocritical when we say I sat here and I offered us to be able to do that for the holiday of taking two extra days especially after a loss of student and everybody being so overwhelmed that that was like a pretty much a hard no through the board but how easily it's done for a football team I understand your concerns Murphy put it out in the atmosphere I understand but I think they're two separate situations December was not a lot of good things going

on got it but this one is going to be the safety of our students in a classroom because you're going to have a lot of teachers that are not going to come because they're going to go I realize that you won't be able to have Subs so the issue here is that we don't have the Manning because I know how this works we've done it I understand but I think you have to understand when they won and it happened when the Royals won understood but the situation is different finals looming absolutely that was that was the issue I was on board with yeah it's a different situation it was a completely different situation this is for the safety of students because most likely we will not have enough teachers or Subs to keep the classroom

stand so I understand the concern but they're different situations so okay so most so moved she was doing her motion go ahead and oh oh okay so it's been FedEx in a second so motion by Mrs Reed okay and Mr Goodman I think we should demand an essay from all the people that go to it kids absolutely sure get some just watch their reels what about the teachers yeah essay from the teachers too all right I can create that anyway so motion on the table I mean by Ms Reed the second by Mr Goodman to accept the 15th of February as a snow day all of those in favor seven zero thank you okay I should ask Dr Rose do you have anything else one more thing um this superintendent search to remind you and

the public as well that the final deadline for accepting applications for the superintendent was the 15th and you have a special board meeting on the 22nd yes I don't have any information as far as how many candidates have applied or that seek that that would be something that Dr Weissman would give you an executive session but just so you know things are continually moved forward on that and the deadline is the 15th with the special board meeting on the 22nd and Madam president that's all I had okay thanks Dr Ruth item 14 removed item 15 executive session for non-elected personnel and president I move that we go into executive session to discuss Not Elected Personnel pursuant to the exception on Kansas open meeting act in order to protect the Privacy interest of the individuals to

be discussed and that we return to open session and we said 15 minutes would be good so at 8 27 and the board will invite Dr Roth Amy Sloan and Robert hingula to the meeting okay second thank you all right we have a motion by Mr Powell second by Mr Goodman to go into executive session for non-elected personnel to return to 8 27 all of those in favor 7-0 thank you I move that we the board except the staff room report as presented second okay we have a motion by Mr Powell second by Mr Goodman to accept the staffroom report as presented all of those in favor 7-0 thank you Madam president I move that we accept the administrative staff contracts through 24 25 school year as presented okay second all right we have a

motion to accept the administrative contracts through the 2024-25 school year as presented by Mr Palam is Murphy all of those in favor six one thank you all right moving on to item 17 for upcoming meeting dates to remind everyone that Wednesday will be a no school snow day the 20th will also be a no school day due to President's Day and the 22nd is a half day of school and half day of PD um to remind fellow board members the 22nd will be a special board meeting and here to go over all the superintendent candidate submissions and the other tentative dates based on availability of the folks that we asked to come interview will be the there will be special board meetings possibly on the 27th and 28th of February and the first and second

of March that takes us up to our next board meeting on the 6th of March okay are all of those board meetings executive session board meetings all your interviews would be executive session yes so we'll start in here and then go to Executive session okay I am 17-2 unscheduled Patron input and we have several so we are pleased to have you join us tonight to celebrate student and staff achievement here informational presentations and reports and observe consideration of policy decisions and administrative recommendations specific to the Leavenworth Unified School District we set aside time at each regularly scheduled board meeting to hear from the public comments should address board policies or the procedures our administrators established to carry out those policies as opposed to individual complaints to investigate and resolve please understand that while board members

will listen to and carefully consider all your comments board members will not immediately respond to questions either verbally or through gestures for example raising hands in response to questions nor will they engage in dialogue of answer and response during the patron implant time this evening this is not an appropriate time or place for patrons to make comments of a personal nature about any District employee or student by name persons making comments which violate the Privacy racks excuse me privacy rights of District employees or in students will be asked to terminate their remarks if students excuse me if speakers have concerns specific to an individual student or staff member please make an appointment with superintendent and those concerns will be documented and shared with the board each Patron is reminded they have three minutes to speak

and will be given notice when 15 seconds remain if a group is in attendance with the same interest we ask the spokesperson be appointed to deliver your message as a unified board committed to desired outcomes for our school Community we ask that comments not be directed at individual board members but addressed to the board as a whole thank you for taking time to address District business and policies with the board and for unscheduled Patron input of Miss McAllister good evening my name is Katie McAllister my name is um and I still love science I resigned a month ago today after spending two years at David Brewers in building a not as a teacher I spent my time building relationships with my students helping them understand the importance of making good choices even when it's hard

and standing up for what's right even when it's scary District policy does not protect District police and fails to align foreign statement of setting every student up for Success every day failure to take solution-based action after crisis only perpetuates chaos never creates coffee and in chaos learning and growth cease to exist in a city where teachers and support staff are afraid to do their jobs as Educators and reasonably defend themselves when a student in crisis gets your building AIDS in Paris finding jobs teachers well a lot of them are not coming back next year but the radios that were referenced earlier that are used for Safety and Security I personally use one to call for assistance and help well it fell shorts the bus as well it officially has no wheels now and now your

teacher where are you into disabled District policy and align it better with our district mission statement thank thank you okay there's wooden good evening and thank you for allowing me to speak to you tonight my name is I'm also the proud parent of one Leavenworth high school graduate who has gone on for her master's degree and is a successful 25 year old working professional additionally as a parent of a current LHS Junior who's working to achievement success I am thankful and impressed with education my children have received in this District they have benefited from rigorous classes and exceptional and caring as of late this board has spent much time deliberating books which books are taught in classes which books are available in school libraries and various other debates of the sort debates about posters are

involved and pictures on death and similar matters seem to dominate The Business of this sport at the last meeting I heard a passionate appealed from a board member requesting that the district making process for challenging curriculum in books easier and she proposed opening up this process to anyone from anywhere a clear and continuing pattern on her part to politicize Discord and bring the culture wars into our schools it is a small matter to make sure that those issuing complaints about books are associated with the USD 453 student as a parent or Guardian concerns of grandparents who are not parents or Guardians can certainly be relayed by a parent a political action group member from California or Florida should have no voice and what my 17 year old reads in fact my 17 year old was

quite old enough to make a determination about his own reading just like you can drive a car pull the job or take college classes I'm here this evening to tell you that we do have problems and that none of them have to do with books our kids are not reading books it is no wonder literacy rates are declining they are informed about world Matters from the uncensored and unmoderated Technologies they hold in their pockets the most offensive content a book could hold is at their fingertips students without phones access this content from peers the book debate has no function of the then to politicize the sport and to distract from the very real problems that we do have my child has lost multiple classmates to suicide by his lucky has been at LHS problems he

and his friends relate to me such as drug use mental health problems declining attention rates apathy and lack of Engagement can certainly more as a parent than Petty contrived manipulative and divisive curriculum attacks ever could teachers are The Thin Red Line and they are holding the blind for our kids they deserve our support and not our attacks I beg the sport to be about the business of solving the very real problems that plague all schools Powers included please shut down the efforts to ship public money towards private schools by political special interest groups some of whom you vote on this board 15 seconds remaining please do what is right for our kids and into these political games thank you very much for your time all right moving on to item 17 3 board member comments

Ms Reed well I don't know where to start um I uh I will try to keep it brief so I just want to um give all of the prayers and sympathy that is possible to the family that most recently lost their young son and so all the students and staff members that were involved with that loss as well as the other losses that we've had this year and I want to thank everybody that's reached out to me teachers and and conversations I had even today with some of the extended family members of that student and my heart just goes out to everyone involved in that situation I want to thank representative Proctor for his donations to David Brewer and a special thanks to that principal there she was a wonderful host and um I also

wanted to thank Joanna Schultz and the vice president of the nwcp for the conversations I had with them this week that I felt were productive and I really value Miss Schultz representation in the community and her relationship I think that's it for me today Mr Goodman uh I want to reiterate what she said uh drawing special attention to the to the staff and uh letting us know in timely fashion about uh the loss of one of our students uh I personally saw all of the Outreach that was done glad that we have such an apparatus in place to help not only the students or the teachers but also the students in issues like that um what else uh grateful for again continuously Amazed by the staff love the staff because I I personally see it

with my kids uh in how uh all of them go above and beyond um what what I would say is is their job uh all the after school hours they put in school hours and they put in after school hours to drive kids to to shooting events into wrestling matches into ROTC programs and all the other sports and in extracurricular activities that happen so um can't can't give them enough uh praise would love to give them more money uh if we can if we can serve that I understand or kind of on a fixed income uh so whatever we can do to facilitate that in light of the current Financial issues our country's going through uh I'd love to see more movement on that um and beyond that uh I don't have anything else all

right thank you I think I've talked enough today thank you Ms Murphy I gotta Echo um my heartfelt condolences to the family of the young man um all his friends all his teammates his Educators staff that have been around him church family um it's just too tragic beyond words that something like that could happen in this community um so I again I just words really don't cover anything I can just offer what some may consider Hollow prayers and thoughts but mine are genuine um I've got a lot of great things to look forward to I mean I'm looking at the calendar in next week's President's Day will already be over halfway through February and then we have March April and May and our kids are done basically three months and there's going to be a

whole graduating class and another one getting ready to to step up to to take the standard of ninth graders as the other ones move up their rankings please support our kiddos please support our Educators and our staff um and um please please parent your kids um ask them questions find out what's going on um sit down and have that conversation at the dinner table you might find out a lot more that's going on that you may not necessarily know about and then once you have those conversations and dialogues then there can be um changes on things that could be done to be more accommodating great thank you smarty Mr Carney no comments thank you thank you um I do not want my silence to be viewed as agreements with my fellow board members on a

lot of things I feel like we as a board are moving towards um not providing a good educational Community for our students or our teachers even though we say we're in it for the kids our actions do not back that up we are trying to micromanage our teachers take away any of their freedoms to engage our students in discussions about anything outside of the curriculum and I don't see how that is going to help our students Prosper into functioning adults who can have conversations and disagreements and know how to do them effectively um yeah I don't agree I'm done thank you Mr Powell there were some I had some discussions with another board member earlier about um the student desks that we've had um I just want to say that uh you know I support

the staff if they they you know we're in a very difficult time with three kids so close together you know different reasons each time but still they affected everyone that their lives touched um so I would offer that maybe we need to look at taking a little more uh in-depth look at how we can whether through assembly or whether through small groups or whatever else that we can give these kids an opportunity to express themselves because they need to address this so and I'll just leave it at that it's it's I'm not dictating anything but I think that uh we need to take a hard look at that there's there has been a significant amount of of loss so uh the second thing has to do with the um alternative school you know one of

the things that we have to take a look at is are we giving the students the outcomes that parents should demand of our school district and we know that we're going through a really difficult time with our students certain student populations as it relates to getting them engaged in the school getting their behavior regulated uh and it's we need to establish a classroom environment that teachers can teach and the kids can feel safe in and so we've talked about this alternative school but I just want to say thank you to Dr Roth and leading this effort and ask the community to help us find a way to support this as we move forward if if there are you know requirements within the community uh because if we don't these kids of course we're starting in

a very small shot group to try to find out what success looks like but um ultimately the same kids that we're going to be sending to the alternative school would be out of school and that's not what we want you know putting kids out of school does not get them an education but having an alternative way of trying to reach them is the next best step I think and I appreciate the staff and everybody else who's pushed so hard to try to help us keep these kids in school the last thing is we just attended a Career and Technical education group in Manhattan and there's it's just amazing to see what other schools are doing and tying into just like we talked about the alternative school where they tie a relationship between a kid who's

in the alternative school and they figure out really what this kid is about and then they start immediately trying to tie them into what their expectations for the future is ncte programs that are being successful so I just for the rest of the board hopefully you'll see thoughts and ideas in the not too distant future on that part of it the CTE program how we can get it get it Beyond where it is now and get it to what our kids really need because it's they're only successful if they're successful post-secondary not while they're in school just so and thank the teachers you know uh don't we don't say that often enough I don't think sometimes you get wrapped up in all these other things so I think the administrators and the teachers and the

staff uh just for where we are this year because we're it's still difficult but you guys are hanging in there and you're fighting for every one of those kids so thank you so much yes I know that Miss price likes to gavel when she's done so I wanted to jump in I meant to say this in my superintendent's minute but I got a chart I had attended a meeting and there's a chart and I'll hand this out but this is the 1900s to 1910 what public education looked like and kind of what was required and there's some interesting things that have been added and um it just gives a just gives a view it's not it's not all encompassing but it gives kind of a view of what education has really transpired since the 1900s

and some of the expectations and some of the things that have been added by law and some of the things that have been just added because it's public schools so you can look at it if you want to I just found it interesting because there's some pretty cool things that have changed over time and there has been a lot of public education as a whole and again it's nothing official or anything but I thought it was an interesting read um and it's a quick reference thank you for The Alibi all right I didn't want Brenda's work to hard work to do absolutely not I appreciate all she does too um so I know all kinds of places to go tonight um our winter sports are winding down they're only handful ball games left or you
