001ten seconds good evening it is monday 13 june and this is a regularly scheduled meeting of the usd 450 board of education this time we can roll call mr carney here mr goodman here ms murphy and mr powell here ms reed here ms wells here and i'm gene christ you all please stand for the pledge of allegiance one nation under god indivisible with liberty and justice for all please see it dr ruth for the district mission yes it's to prepare every student for success in every classroom every day moving on to item 1.4 scheduled patron input we are pleased to have joined us tonight to celebrate student staff achievement hear information on presentations and reports and observe consideration of policy decisions and administrative recommendations specific to the leavenworth unified school district we set aside time

002at each regularly scheduled board meeting to hear from the public comments should address board policies and procedures our administrators can establish to carry out those policies as opposed to individual complaints to investigate the result please understand that while board members will listen to and carefully consider all your comments board members will not immediately respond to questions either verbally or through gestures such as raising hands in response to questions nor will they engage in dialogue of answer and response during the patron input time this evening this is not an appropriate time or place for patrons to make comments of a personal nature about any district employee or student by name persons making comments which violate the privacy rights of district employees or students will be asked to terminate their remarks if speakers have concerns specific to

003an individual student or staff member please make an appointment with the superintendent those concerns will be documented and shared with the board each preacher is reminded they have three minutes to speak and will be given notice when 15 seconds remain if a group is in attendance with the same interest we ask the spokesperson to be appointed to deliver the group's message as a unified board committed to desired outcomes for our school community we ask that comments not be directed at individual board members but addressed to the board as a whole so thank you for taking time to address district business and policies with the board our first speaker tonight is ms karen over good evening my name is karen overby and my child is an incoming freshman at the high school much of the friction

004between parents and public schools nationwide over the past couple of years as i see it is related to the violation of or perceived violation of long-standing universally understood and accepted boundaries boundaries between adults and children and boundaries between schools and families attitude standards and priorities seem to have shifted with our people i'm becoming increasingly concerned about the amount of personal private information being collected on our students and their families in our public school system and the data mining of that information this personal information may be disclosed through surveys and evaluations administered through transformative social emotional learning curriculum as well as mental health screenings and questionnaires i do not know who accesses this information or how it may be used i feel that there are potential violations of boundaries when parents have expressed concerns about the

005appropriateness of what is going on in our schools they are told they can always opt out i'm here to make this board as well as other parents who may have similar concerns to my own aware of the parent of the kansas parent and student opt-out notice regarding the disclosure of certain personal information these forms can be located on the website of the pacific justice institute which is a nonprofit that advocates for religious freedom health care freedom and parental rights you can download the forms by state and they are created by state and they are created to adhere to the specific statutes of each state there are several categories that each parent can check to opt out of the disclosure of specific types of information for example parents can choose for their child to opt out

006of any survey analysis or evaluation that may reveal political affiliations or beliefs mental or psychological problems of the child or the family sexual behavior or attitudes religious practices affiliations or beliefs and income information other than what is required by law to determine eligibility for assistance there are other locked out options concerning health and human sexuality education immunizations and health screening i filled out these forms checking what i felt was important to our family and delivered them to the high school to be effective my student's record these forms are new and that's why i wanted to bring them to the attention of their war i may not be the only parent who wishes to exercise their parental rights to safeguard their child's personal and family information this is my attempt to preemptively assert appropriate boundaries for

00719 seconds remaining i have brought a copy of the kansas parent student opt-out notice for each board member so you are aware of its existence and perceive as warranted and share with other parents as appropriate thank you for your time mr sandy said thank you very much for your time i'm here to talk about crt tonight um the reason i'm here is because parents came to me and the form of cit is being taught in our eighth grade social studies class and they were required to watch four videos which were 21 minutes long not each one of them a bulletin board in the classroom with several different things on it 26 different pages info and questions so i know i've heard a couple board members out loud said they didn't want any crt taught in

008our classroom i have the proof on my phone those parents sent me stuff pictures of everything that was being taught i'm not going to give it to you i would like to see the board have an investigation and i'm going to give you a copy of the teacher that was teaching that in the classroom and i'm sure the administrator of that building also knew what was going on and the administration downtown knew it was going on so this is the same thing that happened with character strong it was being taught a year before you all approved and you found out the night that you approved it that it was mentioned that it was being taught for a year at benny hartman school so i would really appreciate that the board would investigate this and i

009do have to prove but i'm not willing to put it out because it seems like if i put stuff out somehow it gets out then it shouldn't be getting out so all that you all investigated and hopefully you'll come back with the right thing and i appreciate your time and thank god i did go over and i apologize for that time going [Music] mr jason claire good evening my name is jason clark i have one student uh enrolled as a freshman this coming year and one recent graduate and uh i wanted to talk and about well i want to thank knowledge staff jake potter in particular who looked into and got back with me two questions that i had brought up last month for me one question was concerning the preset bookmarks and chromebooks issued

010to students i have noticed that cnn was listed first and before textbook resources and school district web links and is the only news network offered to the students reportedly the order does not uh denote the importance but rather they are added chronologically by the tech team additionally cnn was apparently added for teacher request that's okay but to diversify the students learning experience i would like to request that box be added to the bookmarks fox consistently scores the highest ratings in network news and would make a good alternative to cnn as a primary media source we all want the best for our kids and giving students quick access to a second media outlet that is highly rated to do just that my second question considering the blocking and banning of use by students of the search

011engines.golan bing reportedly there are image search vulnerabilities that could allow students to access inappropriate images which is why those two sites are locked students activity is more effectively monitored through google and as a parent i appreciate and fully agree with this type of monitoring we want to keep exposure of our minor children to adult situations a minimum however i know that many parents would agree that the same set of standards should also be applied to books and other written materials that are made available either through the library or assigned curriculums by teachers so thank you mr potter for getting back to me and working with me on this and i want to thank all of you for doing your jobs it's it's kind of refreshing to see that and have somebody get back you can

012have a concern so thank you again and thank moving on to item two consideration of the 2022-23 commercial property reliability sorry 1.5 adoption i'd like [Music] sorry here we have a motion to accept to adopt the agenda by ms murphy and the second level and all of those in favor say thank you thank you mr maker all right now item number two consideration of the commercial property general liability school leader's e o insurance room mr riley i'm going to the board mike reilly from various company thank you for your time this evening here now to discuss the renewal of the professional casualty insurance program in the district as many of you recall last year we did an extensive review of the national marketplace uh including with different brokers just to see if there's a better

013option um and so this year a little bit more refined um i'll get to high points and if you have questions uh be sure to ask and i'll dive in as much as you'd like i know beth sends you the premium summary page which is what i'll probably stick to we have a very well-rounded program still a traveler's insurance program insurance company the overall premium the overall uh insurance uh premium with travelers this year is up 9.25 the bulk of that quite frankly is in our property coverage um we're seeing about a 10 increase in the property premium itself however associated with that we have some coverage changes and the biggest piece of that is we are increasing our building limits about six percent and our contents limit about five percent the reason for that

014is just the increased cost of construction that we're all experiencing uh in the world today so if you look at it globally we're about leaving about 185 million dollars in insured property values and going to about 195 million dollars to ensure property values for our buildings for our contents we're going from about 27. our 25.7 million to 27. so we're increasing coverage increasing limits that is of course a part of that property uh premium increase about six percent of that the balance of the four percent is really an about great increase uh travelers has all the other lines of coverage including your equipment coverage your general liability coverage your auto so for the total travelers package they are of about 9.25 and then of course we throw in several ancillary coverages that we break out

015with different specialty carriers especially insurance companies we have some crime coverage that in fact travelers continues to write our boiling machinery coverages which helps from our buildings perspective is written through cincinnati insurance our school leader eno coverage arizona mission coverage is written with indian harbor and a plus rated carrier and our trip accident policy for our students is written through hartford life those are all uh total up to about a 5.5 increase year over year uh so when we look at the total overall premium we're up about 8.75 year over year again with about six percent of that being in the property coverage itself um aside from that there really are no coverage differences we've had a great year another great year quite frankly with travelers insurance only one small claim that was an auto

016claim that unfortunately we were involved in an accident with somebody that was just not insured so our coverage is picking that up recently we had somebody run into the building out front we don't know the final issues with that we don't see a lot of dams so happy to answer any questions that you might have is vandalism not covered in our policy vandalism okay so we didn't have a vandalism plane this year well you it's got to exceed your deductible subject due to the day yeah i'm sorry the driver that did hit our building they were insured um as far as i know at this time yes i haven't received anything yes they aren't sure so it's not a real true hit as long as travelers collects from their insurance yeah so i will tell

017you a very similar situation with the auto claim that actual driver also had insurance um but they're with an insurance carrier that gives you that piece of paper but there's really actually no coverage sadly so you can fight for eight months to get that claim to be paid which travelers will do on your behalf but initially travelers will pay right they'll pay up right right but then it's all that that's correct litigation thank you so that is the coverage for the board for every district personnel in the event i did terrorist annual do we have anything accepted in our property uh and i'm thinking nitty hardness we have boiler coverage et cetera so do we have any of our properties that have accepted areas that are outside of the insurance okay like exceptions to the

018coverage yes to drive down the premium extent right okay thank you if i may i'd like to make a motion to approve the coverage from travelers that's going to cost those 360 993 dollars second okay we have a motion by miss murphy's second bedroom as well to accept the coverage the coverage as for the 22-23 insurance removal of the year all of those in favor 7-0 thank you item number three executive session from adam's only the security of the board school buildings facilities or the information system madam president i move we go into executive session to discuss the emergency operations plan pursuant to the exception of kansas open meeting act coma for school security matters to ensure the security of the school its buildings and its systems is not jeopardized and returned to open session

019at this time at 6 37 second the board will invite dr roth amy sloan board attorney sarah pino into the meeting mr kitchens chief kitchen he's not on here okay cheap kitchens please okay we have a motion by mr powell saying that he's murphy to go to executive session it'll return at 6 37. that's it yes all those in favor 7-0 thank you we're 12. kc is 418. okay so five items yes thank you four point five four twelve four point thirteen four point seventeen four point seventeen can you put four point fifteen on their spot matter president i would like to move to approve the consent agenda minus items 4.5 4.12 4.13 4.15 4.17 and 4.18. except for items 4.5 4.12 4.13 all thank you all right so first item will be 4.5 becomes

020five which was 4.5 frontline questions uh there was one statement on the website um i'm not going to spend a lot of time on it talked about similar concerns before this particular statement said sure some came from families with more money than others but the faces in the hallways were mostly shades of white and i feel like the statement written by one of frontline staff members on their website is given to the uh white privilege type of angle and that's my that's a lot to say all that any other questions or discussions okay do you have a mission to accept i'm president i move that we accept the renewal of line for the sum of 356 dollars and 34 cents thank you question mr policing mr goodman to accept the renewal of frontline all those

021in favor six one thank you the item 5.2 for power schools a similar type situation on how we spend our tax dollars so this applies to both of the power school items on the same statement found from their website provide professional development for school staff to improve rates of intervention and this was on a page that was talking about lgbtq information resources on their website intervention when it's in regards to a home religion is not the place of school staff parents must be respected and remain in control over their students whether at home or school whether the family home supports or does not support the student's sexuality the school is infringing when intervening in the area of sexuality and sexual preference and related matters so in regards to this are we using interventions in these

022matters that ms reed is talking about or are we talking about interventions making up learning losses our school is our school is a student immigration system right nothing more than a student answer your question though for me it's just tax dollars funding the companies i would personally like to find an avenue that works better with google classroom other than powerschool but it's my understanding that there is nothing at this time that is comparable to what powerschool does for us that speaks the language of equal classroom which all of our systems are in is that still correct it's still correct yeah i kept i talked to several vendors at the national school board convention and at the kansas school board convention and kept finding that that was the same that everybody but when we spoke to

023the google people they said that they were working on getting what powerschool offers they're still not there yet to my understanding so i would like to see not for the reasons that mr reed pointed out but just for the fact that powerschool is not parent friendly and it doesn't talk well to our teachers with the grading system so that they're having to input their work twice and i think that's ridiculous and we need to make it easier for all parties involved so i would like to still continue to look for other options but as of right now i'd like to approve the proposal of the power school second okay for that for power school since there's two i'll do them individually right so that would be for item four uh okay so will's so the

024motion was to approve it for thirty thousand five hundred thirty nine dollars and thirteen cents yes for the basic power school license which was twelve all those in favor six months thank you and again i'll approve um about 5.3 the consideration of the annual renewal for the power school unified talent in the amount of twenty eight thousand eight hundred forty two dollars and three cents a second okay we have a motion as well to the second master goodman to the center of our school with my talent all of those in just trying to keep so discussion questions yes so uh can someone speak to what this is um we've worked with susan maynard for probably the last four to five years this is something we've had we've approved this before and memory is not serving

025you okay um so she works with our teachers through pdl they create either design challenge or problem-based learning units this year we're really focusing on creating the literacy units in that form okay and in this curriculum is is it a curriculum is it uh is it professional development and future support what are the what are the teachers learning from this working with how to implement technology texts and design thinking into their instructional events that's cool um and how much of a benefit has this been for our teachers in in this regard since we've been doing it for five years he's asking for her to come back so i would say that they enjoy working with her i feel like she makes a difference than what they accomplished so the the 14 500 that we're that

026we're spending do we feel like that's being well spent oh yes she goes above and beyond she gives us way more hours than we pay for okay thank you okay any other questions or discussion i'd like to make a motion to approve the susan maynard learning experience designer agreement of fourteen thousand four hundred dollars with it being paid using our title one funds second for item five point four which is considerations for the hearing experience designer for 20 23 5.5 which is 4.17 thought exchange questions along the same line is what i was previously discussing tax dollars to agendas that infringe on religious preferences is not something i'm comfortable voting for any other questions or discussions jake are there other um i know we've talked about that exchange before and we've been using it for

027a couple of different years i don't necessarily like how thought exchange it seems to be like when we're utilizing it whoever puts in their answers first typically get the most votes because it just puts them in order that way is there another resource that we've looked at or that we can look at in the future especially since we're going to start doing the um strategic planning i don't i don't know that it's necessarily getting the right thing i like the capture of the data how it works but the results i think could first better and still maintain that anonymity i'm not sure on the answer okay i'm not even sure how you do that i'm not sure how that would get resolved it's also how we tag data and do the analysis for it that

028doesn't become necessarily the top favorite votes but maybe it's my theme and what we do it's tagging right for surveys but that's something that people can do i don't know if that i don't know if there's any sort of ranking system that can be implemented with i haven't played with it very much but something whereby people can read and post and say oh yeah i agree with dads rather than me having to type out a similar statement well it does that now like like it does like the thought gathering where we all have five minutes to enter in as many thoughts as we want and then we rank them yes i agree with this i i highly agree with it i just agree with it a little bit and then it breaks it but my

029my issue with the process is that i'm a really fast hyper so i typed in my five answers and there one two three four five so they get voted on first and by the time you get down to response number 50 you're forwarding going through it uh it doesn't force you to go through all of them and vote on everything possible solution is whereas nobody gets to see anything until after 10 minutes and i can tell you there's some very tech savvy people that can go in there and do three times as many comments and log in on another computer because it has another little address and yeah but we typically use them in real time when we're using them right we're sitting in here like we did that a lot with the bond we

030just did it with our principles too on some of the data and some of the challenges on that and we're you know each principal has the opportunity to go in and do that so um you know never really thought of it as the first person that enters but that's something that we can talk with the designers on this world and it could be something where it's more curated i hate to put that power into the hands of you know here i don't like what that is so i'll just pull it out i'd rather everything there but that's the thing where they they gather up all of the the statements that are basically the same thing all the thought exchanges that we've done the board has had its entirety so that the one you had 500

031responses to go through right yes i mean it's all there it's it's anonymous we don't we print it off and send it out or copy and paste it to you so there's no every piece of information that was on that good or bad was shared with the board do you know if it has the capability to tag responses like we go back and do data mining like this topic this is about topic x this is topic why okay so um can this is a one year renewal okay so i'm comfortable saying that i would like to approve this for this next year as long as we are actively looking for something else that specifically what we wanted if we can't make this more in line with what we're all discussing and i'm looking to you

032jake because i feel like you're the one who pretty much man's all of that right okay all right so i would like to throw that in the amount of twenty four thousand dollars a second you have a question mark as well second by ms murphy to accept the renewal of fund exchange for 24 000 which is kind of high qualified all of those in favor six one thank you what was 4.18 is now 5.6 uncover kc questions or comments recover kc posted a video to their facebook page inviting involvement in the black lives matter casey activity which resulted in crimes property damage country plaza i think a lot of individuals including myself can agree that police brutality is always wrong unfortunately the blm movement was not one i could stand firmly behind because their destruction

033of property which is crime related activity that's why i've seen that what sort of they pretty much offer volunteer work the majority of their stuff and we know what have they done so far because because we we just started with the last year so it's been a year we did holistically last year previously had been one class in each building and we have some buildings that still choose to do it that way and we try to emphasize the majority of our volunteerism here locally and so we've done a lot at the shelter of hope we've done a lot with the cat and dog clinic we've done some things with k-market square um we have woven some mats or um to fit like under sleeping bags those type of things so we try to keep the

034majority of it here but we do have some um not the ones that we did not participate in once miss reid mentioned but we have done some of the food pantry and food insecure housing and secure emphasis in kansas city when we talk about our metro area emphasis one of the favorites they did was halloween costumes they did a drive for used holiday costumes so everything have costume and almost similar to what our uc high schools do with prom dresses they did available for our halloween costumes is that is that something where we can either either do with anything else well that would be one thing that would be great because if you have this in-house now probably the manpower you've got the instructional but it would be nice hey we're gonna if we're going

035to give you guys money one of the things that we're going to require is an annual report they do what was done and then i'd love it if they got put in as another pdf in our executive content if well just uh just um is this a comprehensive that's every single thing that is from the hall i haven't gotten the summer one yet okay so like like i said some sort of an annual report of everything that they're doing volunteer service okay so how does uncover casey actually work in the classroom with the teacher as talked about assistance and and i could see words you know they bring in projects and they help the teacher development is that a correct assessment yes absolutely and at our school-wide emphasis each grade level has a point teacher

036or lead teacher that works with a representative from montgomery they come in and work with that educator and usually have a instructional one a unit that goes with it for example the cat's dogs they talk about empathy they talk about what is our basic needs that animals need to survive what are the basic needs that humans need to survive a lot of it is with your upper grades letter writing as well asking for um donations they work on you know an area of interest that they choose students kind of choose the area of what they're interested in volunteering or making a difference with and they put it together they bring the supplies they provide the videos they provide instructional routines those type of things and then our kids and our families provide the manpower and

037the donations if it's like a drive like we talked about the costumes or where they've done trick-or-treat candy tied by gathering four at the middle school level it also ties into our accreditation and it's part of our teacher okay so this organization comes in and basically tells the teachers here's a list of places that you can go to and we're going to talk about say family violence alliance against family violence they work with the teacher to identify something the students are interested in right i mean at the same standpoint wouldn't the teacher be whoever's teaching the class be able just to reach out to the director of the hope shelter or alliance against family violence and then have those organizational people themselves come in and do the same things without paying a project to do

038it because they're all going to have their own resources just like the leavenworth county historical society so whatever they're driving to save history um they could absolutely but the amount of time and the amount of energy the amount of effort that goes into creating one of these instructional units on top of the expectations that they have in this their normal instructional it's one of those things that would be hit and miss i could not guarantee that every student would get access to it or that every class would have an opportunity because you may do it in your classroom and i may not do it in my classroom and so your kids would get the benefit of being involved in an activity like that where i would not and it would be kind of the role

039of the dice based on which teacher they would get now is any of this volunteer services during school construction time um yes and no the instructional components are and when we've done things like the lemonade stand or taking in the donations for the women's shelter those type of things uh classes do it on a rotation it's not a full day they're not out unless it's a field trip to go explore and engage those type of things because i'm all for volunteer work and teaching kids to do volunteer work but you just don't usually have to pay people to do volunteer work and it's absolutely something that if you wish we don't do that's fine um just know that it relies completely on the individual teachers um desire yeah and they absolutely are the heartbeat i

040don't want to discount that in any way shape form or fashion um but this is a way to organize it it's a way to have every kid involved yes absolutely who conducts the project review just the teacher the teacher the administrator me brett who's the lead of uncovered kc so you're saying basically when they do one say with the pets every teacher does that one thing in that grade level they have it in the grade level unit that every kid in that grade level in that building gets part of it gets to experience it but that's that building it may be some other project in another building so there's really no true equality of experience because henry may be doing this while anthony may be doing something completely different right but wouldn't that also be

041true if every teacher designed percentage i guess we're kind of questioning the value of spending money for volunteer service sure is that kind of what i'm feeling from the board how i mean because it's not equal across the board each student in that grade level is not doing the exact same thing nor would they be getting the exact same experience because this one may be doing the costumes this one may be doing the pets this one may be doing a save the history campaign so there is no equality of course of that experience it's just a different experience in school kind of like where this school may be using one kind of curriculum and i remember the glasses and the live 3d things on it while another school may not be using it so one

042school's advantage to this versus this one advantage to a different experience my question i would ask is um is if you want service learning involved in our schools this is our resource we use for service learning 100 hands down um there are other opportunities that come up because of our work with them that have kind of sparked interest keeps the conversation going um those type of things service what is the we have put it in our accreditation for the last several years because it's been something that's growing it hits our civically engaged and our volunteerism pieces of it and so what that means if we take it out and just be a component that we don't have in there so well how many times because we've had this discussion on and off the four years

043i've been on the board which has to do with reside recycling saving the environment and everything like that how much of that has been done within this project group some i won't say um holistically but they've done a renewable resources and i can't remember which grade level that they did a renewable resources project that would have had some of those components in there they've also done where they've brought in things from home that would have been into trash that have been then recreated into with through one of the design projects they did to toys and if appropriate cat toys dog toys or just choice and then how are we funding this it's thirty thousand from the title thirty thousand is from title one final book sorry title four okay and then we're paying five thousand

044five grand out of pocket okay and the reason that is is because uh you can't surplus right cool look at me cancer planned that's what we originally started with years and years ago and it came out of general funding so that piece of it has to come out of general fund now that's what we started with originally 5000. so i guess i'm sorry i understand what you just said um 5000 was what we had invested in the beginning and if we were going to use title that was our baseline is that kind of what we're saying here every year we've got to invest by a thousand and whatever we get from title would be in addition to it so the 5000 needs to come from general yeah any other questions or discussion i i would

045like at least like next time where he's talking about a more expansive report i i would actually like to start seeing what the projects are who they're doing it when they're doing it whether it's in a building report or it's the design recycle design class at the high school or something like that more so than just grapevine of little bits and pieces that could give maybe give us another perspective of that maybe even have one or two of the educators who are actually hands-on doing this talking about how they're doing it and what impact it is actually having in the class versus how you know they would feel if they did it on their own when they're doing their collaboration for that grade and they sat there and did their own curriculum would they even

046be excited and interested in doing that each building would be doing their own thing anyway just just my two cents i feel like we kind of get these reports already in our friday updates that come out to all the staff and to the board members um in that pioneer pride newsletter is that correct we just maybe don't are putting together that it's a uncovered kc project right is being highlighted in this but that project is being highlighted and it is just so happens to be an uncovered i think you have probably seen evidence of it in your social media posts and your board and our impact reports that i've shared but i have not made a linear here's what we did at david brewer here's what we did at lawson here's what we did in

047henry month by month and i can make that right but i'm saying basically when they come in and do a building report that can be mentioned in that building report that that's what those grades did um not everybody does or has social media or you can have social media all day long not everything pops up in your feed and unless you're writing down a troll list of let me go look and see here it's going to get missed it's truly going to get missed i don't know if you can do something where we can somehow be able to highlight what projects were from them and which projects weren't that teachers classes did on their own too might be nicer so that was kind of a question of mine how much leeway does the teacher have

048to say oh i it's great that they presented me this but i'm going to go through this project over here kind of like with jrotc when they do their own projects i know this year fourth grade and henry did that um they they each kind of had their own that they wanted to do and students got to choose um which one they felt most interested in doing whereas others have done it was the same format same type of experiences but just different topics different organizations um one of the things i can work with rep and building administrators to do is almost kind of a like i said a timeline here's what we have planned here's the month it's in and then kind of give you updates as they go along um if this passes on

049here was what was accomplished now these are the teachers that said kind of did their own thing did they do do it away from the uncover casey okay okay that we weren't paying for this and they were just like i don't know i'm just going to do this uncovered casey comes in and facilitates a student interest group type discussion in the class links that to what are you interested in what's the problem in our world you see and then links that to certain organizations that can help meet that problem okay thank you any other questions or discussion on item 5.6 i'd like to make a motion to approve over kc for the total amount of 35 000. with thirty thousand coming out of title five times and five thousand out of ten title four funds

050and jobs oh yes okay you have motion do four um i i hope all of those board members know that the consent agenda is provided for us beforehand so that we have points of reference and are able to reach out to the staff members for clarification prior to the meeting so that we're not delaying the meetings but if your your questions aren't being met for whatever reason or you just want to discuss it openly that that this is the appropriate time to do that but the intention is for us to reach out and discover the information on our own prior to the meeting and then upon discovery of our own information i would like to make a point sometimes other people's questions trigger questions that we may have that you cannot do in those little

051private discussions and that's why we do have board meetings absolutely i do agree um that usually when i ask a question it's because i already know the answer but i want the camera guy and uh studio audience at home to be able to because they don't they're not privy to all those emails and things but you're playing uh before i start there's a couple things that i need to kind of set the conditions um the information that we went through here was with the best server we could with the amount of time available i just want to point out that this is all all that the subcommittee's done when we were getting ready for graduation we have all the events going on and started in april and so for both the staff as well as

052the board there may be things that we quasi already know the answer to that are in here but instead of soliciting again and again questions and information from the staff while they were in the middle of the most intense time of the year where we thought we had to have a question we asked it otherwise we whatever materials we could find were available so just just know that there already may be some answers to this but it was our best effort to finance balance okay so the first few slides are really just going to give some background we were asked to stand up to this subcommittee and one of the things that when we got together we realized that we [Music] see here um we realized that some of it had to do with our

053community some of them had knew their parents some of it had to do with what we really were after support because when you go to look at our policies it really doesn't state that that's why we're developing curriculum than i have and and i also would like to say to give a little background to it all across the state there's an iaf you know every policy the reason why it was onboard a little while no it's because the ksb provides a framework this consistent meets the legal requirements the kansas school board requirements etc so they're pretty generic we did look at other schools by the way and we got some of their material when we compared it it's almost identical maybe with a little different push or influence from their board and from their building

054leadership that's pretty much the same so we have this generic iaf policy so everybody just needs to understand that it's not specific it's it is very generic as a policy should be because you need guidelines and regulations and other things that flow from organizations part of what we wanted to identify too was what we're doing well we'll get to that but here were the objectives that we laid out in the beginning it really came down to what can we do better in selecting curriculum library educational materials is really the kind of the bottom line and the last being where can we enhance transparency where can we get closer and provide voices to both the community and parents so excellent uh when we stood it up when we were directed was uh to try to get

055a perspective across all of our schools process and it was random so we had two school board members and were represented on the subcommittee and that was ms lisa murphy and then myself next slide let me ask yourselves the question when we first got together was what is it we thought that our outcome what was supposed to be the outcomes of our curriculum selection and again you won't find this in if this was something we were discovering for ourselves and so it came from questions we asked our teaching and learning and some of the presentations that were made we drew from that material to excuse me to arrive at these five outcomes there may be different outcomes there is board or as a district than we decide maybe some of these weren't as important but

056we need it at a start point so that's what these five things are next slide pretty straightforward we researched what we had uh we exported other districts and then we tried to define it in a way that you could kind of prioritize it if it's so when you see an observation that's that's a hmm that's not that they're something that needs to be done or should be done but it is something that we as a district probably ought to think about and then decide if we do want to do anything with it so next slide so we this is the criteria we use to establish it into the observation collecting information issues and concerns that's where we begin to go from we might need to improve here too we really are concerned that this impacts

057our ability to get after those objectives we presented earlier excellent so with that we jump right into we'll start this curriculum selection the second area that we went through was supplemental curriculum selection and the last thing was um how do we select materials for our library media centers so it'll be categorized that way one with the curriculum we'll go through all the process and we'll go through the curriculum supplemental and then closed with the library media and policy so here were our first curriculum observations now what we tried to do specifically with this one was tied to those outcomes we talked about before and as you see here much of what the district has done is in fact going in fact going after those objectives you talked about the only one that's missing from here

058was the third one which was how do we increase the engagement of our students and i tell you and i think all of us here particularly our administration educators know that's a real challenge to get kids interested and so that's that's that's the tough enough to cry and i think that's where as we go through this we have the issue of finding that balance between what kids but what really is a level of learning and we're teaching them to have a norm that is to live a better way so excellent there's a lot of stuff on here but we wanted to make sure that it was in the record you know what our teaching and learning department has done is a really good news story we had started talking about this over a year ago

059you know one of the things that i think is important is that all these things you see on here are now being introduced as legislation this wasn't in response to the legislation this was the teaching and learning staff working their tails off to try to respond to what we saw as a community and apparently um and i just would ask the board to take a look through that and even the community members because those are things that no other district is doing we know we can do better in a number of these areas which we'll point out here in a little bit but this is a good news story next slide issues with curriculum's selection process i'm not going to read these to you but you can kind of discern what we were after with

060each of these yes it does take into stakeholders but maybe too late in the process so that's what the first one is uh it does a great job of selecting curriculum but we also know that we've talked about here as a board and talked about it as a district that we want to try to move our curriculum to where you're not just stone fighting everything we're actually crossing across each of those disciplines in ways that traditionally we haven't done i know some of that works i'm going to be like i said we weren't able to die completely as far as we wanted to in some of the subjects but we see that as you know if we follow where we are it's good at the traditional disciplines but we would like to understand more about

061how we can blend the disciplines like cte and the others that traditionally are in the snow pipes and then the last issue that's not a slam on our teaching and learning or on our public affairs and efforts to be done it really comes down to we've got all these things when you talk to parents what i get is i've got these 15 million things coming at me and i don't know which one is important as much as it is not too little it may be too much so we don't know whether we need to step back and take a look at our communication processes which is one of the recommendations you make later next slide we really didn't have a concern you know there are things that we think might be improved in it but

062we thought teaching the department and then the rest of the staff and the builders are doing a great job i mean the investment that goes into traditional curriculum and trying to make sure it's right in the classroom uses the methods that we want to use it's the right material that is actually pretty amazing i think that laura's demonstrated them a couple times here in this very boardroom next slide so here are the recommendations as we looked at the curriculum uh the initiatives that were started we think that there is a little bit of room for growth you know the website that we have that is directly materials that we've made accessible to our parents is a great start point i think we just need to continue to discover what works what doesn't in the public

063notice um this is where we're talking about uh not necessarily being involved in the process but giving people an opportunity to discover for themselves and right now uh this year was better than even years past but right now it's kind of when you as a visa district in edmond get down to the point of we narrow it down to that last one so we're going to put it out so everybody knows it there they can look at it and see what we recommended that when the three choices were made in all you know august all you know september october time just announced these are our three choices then it allows the board members to do their homework it allows persons of interest or parents to do their homework and so we think that that's what

064that specific bullet is targeted at this maybe looking at a point in time earlier than this then traditionally we're doing right now that would give us more time to be um informed making you know better informed decisions and then the third bullet there is really what i was talking about earlier it's the efficacy of our you know if and we'll see there's another circumstance that i'll show later on but there's just a number of indicators that where we're working our tails off to communicate but not sure we're communicating because we have a sender and a receiver the receiver's got to get the message or you didn't communicate and then last thing i thought was a very interesting point that was brought up by the subcommittee members was if we really want to um begin to

065socialize what it is we're getting ready to do in subsequent years we've got a couple of opportunities where like we put the materials out here in the foyer area of the offices why not take in roadshow to parent-teacher conferences laid out because then you get two audiences you get the teachers that are there to look at whatever we're considering the ones that may not be invested in the pilot program and to get the parents if they're not interested that's okay but those that are interested we have another opportunity to reach out to them and get their input excellent so that takes us into the supplemental curriculum selection observations um yes our process is in line with what we do with the curriculum but it doesn't necessarily have the we couldn't see the rigor which is

066what we talked to here in a minute because it does require the teachers submit a formal application it's going to show how it ties to the kansas state standards and as it relates specifically to texts and those materials that are being introduced as supplemental material just within the last year you just did last year correct where you're looking at the text and signing them or qualifying them for violence or whatever other criteria so that's just been within one year uh and so we need as that effort continues forward i think that that will be one of the better ways that we can give parents an opportunity to make a decision on whether they want our time for their materials so teaching learners.net next slide the first the issue the reason why we took that as

067an issue was it says because it's been repeated a number of times it says but we've only had five challenges but yet when we had a text brought into the board meeting we had more than five challenges but did they go through the proper process no but we can't ignore the fact that over this 10-year period we had five and based on the community knowing and understanding what was being used contextually in our classroom there was a lot of interest so the question becomes our communication this must was an indicator that we really do need to re-look how we're closing the loop on communicating appropriately with our parent population in particular and then because we don't have a guide that i don't know of again this goes back to we haven't had a chance to

068do that we have a policy the policy really doesn't address who does the two academic reviews who tries to prove themselves so i guess we're looking for who does that so we can understand the level of rigor that we're doing with the supplemental curriculum issues processes thanks a lot the last one was at some point you know we are responsible for the curriculum even though when we approve it we said our this is what we're going to do for our school district this is appropriate it's correct but as far as i know there's no board review or real engagement or involvement in the supplemental uh selection that there is for our core curriculum so that's that's the issue with this concern thanks a lot uh this goes to the issue of qualifying the supplemental text

069continue to bring texts in to qualify them to make determination whether they should be on the opt-out list and for those specific reasons and one thing when you look at the form that i guess a couple of this we're looking for teacher ties it to the kansas standards but then really how does the teacher intend to integrate it into the classroom and some of the forms show that teachers really are the ones that that make those materials come alive in the classroom so the only going to be used part of it are the text and that part of the text what objectives they're trying to achieve because the teacher can take a what otherwise would be considered a totally aberrant piece of material and use it to make points about moral standards in the context

070of the community standards that's all teacher that's and that's when we talk about providing context that's what we were talking about was where it's not clear how this document or this material is going to be used in the classroom effectively because you just look at it and go oh i don't know about that but the teacher providing the context it allows us to understand the value that brings the classroom and then the last thing is as it comes to supplemental materials uh we're responsible curriculum but make us responsible for the supplement on earth excellent the thing that hit the subcommittee first and most was a concern about censorship so we did some homework on the censorship this is not a legal opinion we're not providing a legal review this was a survey of a number

071of sources some of them educational some of them illegal to discover what does the censorship supreme court censorship mean as it relates to school district and what we found was there is quite a bit on it and i'm trying to summarize it here but it ended up being immorality even the supreme court couldn't come to a complete decision but they all recognize that school libraries have a specific relationship to first minute free speech and in that in those opinions what they recognized was that in a classroom where we actually support and say what happens with the curriculum in the library it's an area of voluntary inquiry what they're saying is then it's a place for students to independently go and discover for themselves so what that ended up doing is it puts certain restrictions on

072what a school board can do as it relates to taking books out of the library but at the same time the court recognized that school boards have a responsibility like this is this was specific to school libraries um where texts are deemed educationally unsuitable you know you can't just not like the text i don't that's that's just terrible portrayal i don't like the way it is politically framed those aren't active but we know that there are things that are happening such as there's books in the high school library we don't want it in the elementary et cetera so we do have some authority but we do have to look at it from an educationally unsuitable perspective and probably when that occurs we'll be bringing in our legal team to say well what do you think

073about this but we do have some authorities there next one i highlighted this bullet specifically at the top because it kind of frames a regulator and it really comes down to if it's in the library it triggers this first amendment concern so the issue is which was that the fight was not in the supreme court decision was how school boards select sublime materials to go into their multimedia areas so we really have free reign when it comes to our selection process so um as we as taking responsibility for both our curriculum and all three portions uh in this particular case it says that how we design and how we've laid out our selection process is the most important thing we can do because as this decided recommendation here later on the real issue comes down

074to selecting better and challenging less and you can read the other areas for yourself but the two at the bottom we kind of want to highlight these were observations weren't necessarily happy with written materials but it had to do with taking care of our librarians and taking care of our libraries planning further ahead includable that's literally that's pretty big and that's the supreme court well i know i did yeah i mean that's why i'm saying if we reach the point of where we feel through our challenge process that there are documents that need to come out that's we're going to have to find this make sure that's properly defined anything else excellent this was really what i was referring to earlier um you know we have five libraries and only two certified staff that's not

075necessarily a bad thing because i mean we have some very good assistant librarians but the concern that we had was maybe you should be growing our own replacements because sometimes you're going to retire and based on discussions i've had with both our librarians and others is there aren't a whole lot of certified migraines so we've got these great assistant librarians have we even considered or should be considering how we can continue to maybe grow some of those to eventually become our certified librarians and then the last one up there was um there was some confusion on how we really budget you know if this was a traditional budget line it doesn't mean we don't budget there's a budget line there's and contributions from organizations it goes to our reading programs which also makes it as

076we understand the library but at this point it's kind of confusing and so that's why this was an issue because we want to make sure that our libraries are properly financed i mean it's not when what we have to keep in mind it's not just about line books or folders or whatever it is some of our libraries have some very sophisticated uh audio visual equipment so we've got some grants and some other programs and if we want to sustain that we've got to make sure that we're appropriately funding them based on their requirements and needs identifying our libraries and that may be occurring not saying it doesn't but again we didn't bring all the librarians together we didn't sit down and we didn't discuss it because of all the ongoing challenges we had first just

077goes to like i said we have a global kind of a policy but we really as far as i know it's not written anywhere guidelines and steps to these libraries go through libraries in order to bring materials into our media centers which is that's just a statement of fact um and the last one is just an observation on how do we get balanced and fair question came up earlier about why we're having one thing in the library and not another thing i think that's a question how do we make sure we have fair balance because it's the never time in our history our kids really need to see all of the facets of what they're going to be involved in when you leave school and the library is a critical part of that next one

078these are the media center recommendations there are several organizations that we looked at that were providing recommendations on in fact the supreme court law and successfully talked about successful districts and districts that we've seen on tv that were unsuccessful in finding that balance between what is right and appropriate in our community with our parents and in the classroom and in our library media centers so uh as you can see they're pretty straightforward prescribing the policy you need to read the stuff for yourself but really the bottom line is that last line there it's improving our selection process make better selections and then have fewer challenges and that's really the core of almost every one of them that we looked at um you know we hadn't have many recommendations but that looks like just kind of

079what we think maybe that we're after and then however we provide value to our system library staff we want to see them be able to self-develop and we invest in them as a district so we hope that we consider that as we go into the budget process and we talked to our library staffs and building leadership to see what does that really mean and then of course the budget not sure whether the process is bad we just think that maybe we're going to take a look next slide excellent policy doesn't address donated texts it's at the discretion of the building and the library leadership and their maturity luckily we have some good and i weren't talking about the iaf policy relations general's good big policy letter but it doesn't get down to the level of

080what we've been talking about so far next slide pretty straightforward we just need to probably take a look at a policy that makes it clear that uh it doesn't mean we can't introduce text we both talk about multimedia or library media centers but could be in classroom it's just there should be a checking balance is this the right thing should we introduce it just because it's free doesn't mean it's right that's one point and then more detailed guidance and that's up to what the board wants to do you know the leadership comes back with and says well okay it might be nothing but again it might be where we define it a little better so that because there's a flip side of this you know the flip side is we talk about well and it

081looks like just complete motorcycle on the libraries and they're going to trust them actually it's protecting them as well equating a good clear policy it's accepted the materials that come in the board makes a decision on the materials or we for sure know that the principal looked at principal not only as a budget for it but also said i believe in this selection of materials the librarians have done his or her due diligence and we should have again better chosen materials that reflect uh less challenges later on so um it's a double-edged sword and i think i think it works for our advantage next slide this is just a couple of three uh resources that we went to look at just to be fair a little clearer but there were a number of others that

082we looked at so that concludes the presentation questions so my question when you're speaking about the staff and how we only have two certified librarians the district as a whole used to have all of the certified staff as our librarians library used to be one of our dedicated rotations along with music and art and i was very not happy prior to being on the board that we switched away from that and i mean i'm all for going back to having a dedicated time and our librarian also had an assistant they already had a brand need along with our librarian and it worked really well and as a parent who loves books and loves that i i would love to know why did we go away from that evening for the elementary replaced the stem took

083the place of the media specialist position but before they meet specialist positions so is that what that's part of it and the other thing is there was a shortage of finding applicants that were maybe a licensed media specialist a lot of districts in our area do not even have needed specialists in the district let alone we're building it varies but it's definitely something that the board gives gives us direction we can look at that i would anticipate it would probably still be a hard time to fully stack all those positions just because of the shortage already that we're in and then that being a specific licensure that's why we really looked at what was the middle ground what could we really do that was what we had well especially when we discussed incentives on how

084many people say our library assistants to actually get the continuing education they need what incentives can we do to help them go forward to get that and just our understanding was that our libraries all have masters but the two are actually library and they need all the qualifications for library certification um before i close i did want to recognize the subcommittee you know miss lisa murphy was any any comments that you'd like to add to welcome to presented i know i just i'm i'm looking forward to what we come up with for a policy to try and help guide us through all this because it is going to be complicated and it is not going to make everybody happy all the time but at least going to give a foundation of something with the challenges

085so like he says proper curation versus having a whole bunch of challenges on different things christine could you introduce yourself to momentarily hi i'm christine barnell and i'm a parent of an elementary student and also an educator she was also our typing specialist yeah [Music] well i've had two go through high school i have another one coming up that will be going to 11 high school he's currently on post and then i also teach in another district so i bring lots of different perspectives to the uh committee but it was i think this district does a great job and i don't think i think most people don't realize what a detailed policy is already in place i know i did not and so i think if more people understood what the policy was to actually

086adopt curriculum um and the materials that this district uses i think they would find out that the staff and the people here in the district actually do a very extensive job um so i felt like it was more of a communication issue than a policy issue so that's just from a mom perspective but i do think this district does wonderful things but as a parent i also understand the concerns from the other side so i i was happy to be able to serve on the committee and look forward to seeing what comes from it yeah we were really blessed because and this was all uh from our district and a parent teacher from another district and that was super super invaluable to just do some discovery so thank you guys so much you know we

087had a third member that is earlier supposed to be about halfway through the process he had to bow out and so we took a vote and recognized it because they have kids in different places we still were representing the student populations that we've been challenged to address when we were given the charter so thank you all thanks for your patience thank you members of the committee mrs markey mr powell thank you for taking your additional time to look into that we have we've got some more work to do thank you all right number seven policy so beth and i were talking um the board uh when we started the bond gave us the ability to go up to twenty thousand dollars that's sunsetted so we're asking for an additional sunset that the board would be

088able to revisit in two years so two years extension yes any other questions or discussions just with the we're still finishing up some of the work orders on the bond plus all of the materials and things right now are coming in more expensive and to just keep time frames of being able to get things in and out and i think we've proven that we can manage that piece without really much challenge from the board we would just like to extend it to kind of get through this period so the prior limit at sunset or the limit would be if it sunsets with the sunset being extended to 24 it's twenty thousand okay so i make that clear and as far as out briefing when you do that i can't remember because it's been a while

089since i think you did it um do you out brief the board you know after you've made that so it's like anything that we have coming up we usually put it in the friday review that says do we have this this purchase coming um and to give you an opportunity to ask questions or to at least flag it that you can flag it that you can ask that question or those types of things it also gives us planning purposes that as we maneuver through the different budgetary line items that we can that we can move a little more freely within that sure so i guess the answer then is we can see we will see that in our friday review right as the decisions are brought back and all the check registers would follow that

090right receipt of that we feel that it it's it's one of the things that it's kind of a safe zone for us it doesn't it doesn't put us in a bind if there was a question um but it allows us enough authority to keep moving forward on things dr wolf for clarity going from our conversation earlier so to cover curriculum or library purchases etc we would see them on friday as upcoming versions so most of your library purchases is under the ten thousand dollar threshold so that would be something you would see on a check register uh your curriculum purchases your major you like the things that you approve today come to the board before we purchase that so anything over twenty thousand dollars most of this covers equipment services things like that more so

091than anything curriculum because most of your major curriculum purchases are far exceeded twenty thousand um and most of your library purchases are under usually under five thousand dollars so um it really wouldn't cover those pieces it's more of like max seed chemicals more more or less it's going to cover your capital outlay and operations more so than curricular but it does cover like a conference or something like that that that comes forth okay thank you so an example would have been the the reseeding that we had to do even though construction been done in the intermediate center and then we had to then because of the weather had to put in right and sod and so i mean those were all in forecast they weren't part of the building process or flight you know something

092if it's a major purchase like we could go get a car under 20 000 but we wouldn't go get a car without the board's permission right so it's not like we're going to do everything it's more of the operational piece if a air conditioner needs replaced or like our plumbing broke here you know that exceeded the ten thousand dollars to replace because we had to dig up all the floors in here those are the things that ability doing those things document you said 24 but the document says 25. you're already covering this this so it would be the 22 23 the 24 25 school year okay so the next two years okay any other questions or discussions i'd like to make a motion to approve the um fj our dj fa purchasing authority to twenty

093thousand dollars for the 23 24 24 25 school year second system well beth like give me all of that comes through our office it primarily goes too fast anything that's above she brings to me to make sure um or if it's something that we're needing from our office we go to best so it's a checks and balance on that but it should say 22 or 20 22 23 23 24 right okay we have a question miss murphy and a second by mr goodman to extend the sunset on the policy dj f a purchasing authority two years to the end of the school year this is a first read so if you have edits or anything that you are recommended um you can send it to jake or myself and we'll get the answers or address

094or but you'll see track changes and all that that a recognition of change really only have two things one um the tennis courts i went checked on those today the high school they're coming along well they got one more poor cement and once that cures they'll come over with the top and then get the nets back and so we're on track there um and then the parking lot at henry we were waiting on some wiring and stuff for the lights because they needed to be trenched and so handling that so they've been working with the company in the asphalt way and then the overlay will happen uh my and what i've been told by the by the tenth or right after four weather permitting last thing i have for the board one of the things

095that i want to put on your radar that i think is important we can talk more about it in july but one of the things that's changed my laws beginning july 1 is how we do the budget process before you were able to do a budget hearing it would take you about anywhere between 30 minutes and an hour you would see the line items you would see code 99 you'd see form 150 you would see where tax dollars you would see the tax levy those types of things so with the revenue neutral uh coming out of the things i want you to know as a board your general fund you have no control over your supplemental general your capital outlay your bond and interest you don't really want to mess with your bonding interest because

096you have future payments out 18 months that sometimes it's predictable but unpredictable your supplemental general and your capital outlay are two areas that you would have the most control over as a board the things that you're all talking about all affect that so we really got to dive into what is actually revenue neutral then you also got to tie that back to budgetary line items so laura give the academic progress for the district and you look at test scores and you look at where students are ranked not only locally but statewide or regionally statewide nationally you have as a board we have to talk about where we want to allocate dollars to help bring students back up to grade level so in theory some of this goes back to no child left behind where every

097student you know should be at grade level and beyond okay so there's a lot of things to bring into that before you can and you have to sign off as a board that we've done these things before code99 can be published my personal feeling is i don't believe you as a board can show up at five o'clock at night and do all this and make a an educated informed decision by 10 o'clock so my recommendation to you as a board to start looking at calendars and seeing what day you could possibly i know those of you that work put you at more of a buying but what you do between july 18th and august one so we can have the code 99 presented to you in your august board meeting approved in your september board

098meeting and to the county clerk by october 1. so these are time frames that we're working on so also you have we would have budget here not really a budget hearing it would be more of a just a formal meeting of where we're going through the budget we're going through all of our curricular data and then we're kicking off and because tying the strategic plan back is part of that budgetary process too what planning do you have and what silos are you going to use dollars for so all of these things would align so in my my opinion that's one long day so we start at 8 30 and we go until whenever the board at that point in time you wouldn't have an end time my hope is we would be some ducks done

099sometime around 4 30 or 5 we would provide lunch that may go fast it may go much faster than what i because it's never been done and this is new we want to make sure one that you as a board are informed but two that we're also following all the things that the legislators have asked us to do and try to do it to the best of our abilities so we could start at 8 30 and maybe it goes faster than what we what we anticipate i don't foresee that but anyway i would ask the board to do an 8 30 board retreat board meeting and we look at the budget we look at our student data in detail and we look at our strategic plan and how we kick that off and how we're

100going to design that to supplement and to also guide our budget process not only this year but in the future the reason the 18th through that is it also brings our principles back to where we can have our principles available if you have specific questions for building on the data that you're seeing even though that i know that between laura ryan myself uh dr robert through sped can answer most of those questions it also may be good for you um to maybe have some input from our principals at that time as well so that's the 18th through the first but the timeline is to try to do the code 99 publication and to get it out front to where we can meet all the deadlines as far as that beth anything that you want to

101add that i may have left out um we do stop the the july meeting have a brief conversation on the revenue neutral rate we'll still have to do that and we want we we want to educate as much to that as a board and as a community because it's it affects a lot of different silos along the way including librarians including technology including there's lots of things that go into that that the board has discussed security all of those types of things um the raises that was just given or that we will be talking about with negotiations all those types of things play into the revenue that you have in front of you so i think the best way to do it is we touch on the revenue neutral in july based on law we

102dive into it to talk about the budgetary like items and all that in a more formal setting that we could broadcast that the board chooses to do that we can work that out we can tape it we can delay it send it out do those types of things whatever the board would choose i'm putting it on your radar because that's something we would need to set by the july meeting so in the july meeting if you'd be tough to to go so we're looking for a high majority of you we love all of you but if that doesn't work out i think it's still imperative enough that you move forward with the with that where we can tape it we can do whatever the board will choose so our public can be informed as we

103go through this process but open discussion hard questions some tears all those things may be um something that happens that day because it's it's going to be new and there's a lot of information that needs to be covered and we may overkill it a little bit but i would rather do that than to have you be asked a question you can't answer is there a date that you're proposing i'm not when i talked with uh mr powell and ms price um we which just set kind of a timeline between the 18th because that's when the admin report back our building admin report back and the first so it gives us time to make changes to compile look to see how it affects us talk about it at the july or at the august meeting look

104at code 99 get it published and then have it set by august all right hopefully all of you can be at um but we'll provide lunch we'll provide snacks we'll provide those types of things from a district standpoint i think if we do it provide the dates before the july meetings and have the dates published yeah we can put that out so yeah oh yeah so if you could give three or four dates and send to brenda uh between the 18th and 31st we can start looking at those narrowing those down maybe send out okay here's two dates i mean we'll figure that piece out um if you could send brenda um like three or four days between the 18th and 1st of august that would be very beneficial and for those of you that

105i would have to take a vacation day or whatever i do think it's important enough that we really dive into this well i'm out of town the entire week of the 18th so i was asked that it would be on that way okay that that would i can make anything else work i'm just gone that entire week gives us some managers any questions or discussion all right move on i am ten executive sessions oh i do have i do have one i'm not sure if you all aware but matt dedicate our maintenance he lost his brother over the weekend um so i just want the board to know um that's of interest that you've had in the past my heart goes out to matt and his family and to the dedicated family executive session for

106negotiations madam president i'm moving executive session to discuss negotiations pursuant to the exception open meeting act and it would return to open 20. the board yeah this was fun because we had 15 minutes uh the board will invite dr roth amy sloan beth maddox and board attorney sarah pino second okay thank you executive session for non-elected personnel and president a move we go into executive session to discuss non-elected personnel pursuant to the exception under kansas open meeting act in order to protect the privacy interests of the individuals to be discussed and the return to open session and 10 minutes would be 8 31. and the board will invite dr oath amy sloan board attorney sarah pino second yeah all those in fact the staffing report is presented to us second motion is second to none

107to accept the staff report as presented all of those in favor thank you alrighty so item 13 board meetings our next board meeting regular schedule will be the 11th of july for all board members for us to do our work work on all of the other items for the presidential will be back on the 18th of july the new teacher academy 25 through 20. i'm excited for that just to see if it comes all the new folks will have all new faces 13 2 unscheduled patron input we do have one mr zach i'm not going to go into the whole steel but three minutes warning in 15 seconds thanks for letting me speak again so since i hadn't heard back about anything about the book that i talked about earlier i filled out some forms

108that you're supposed to fill out to get stuff reviewed so maybe this is you'll write down mr pals so i'm going to present those tonight and if you would please sign these for me to the administrator this is your report i'll sign it i'm going to read that yeah i can't read in two minutes pressure like that all right stick to the subject that i signed up for let's read i think i'm silent again today okay mr goodman um not much to say i appreciate the the work that we're doing uh for the teach resistance and i like that committee for for taking on the the curriculum assignment that's gonna be much appreciated look forward to making decisions on that also just with the the everything that's going on in the news i appreciate all

109the work that the administration's done that we've done uh securing our schools um and uh i hope that we can we can find other ways to to protect kids and keep kids safe okay i got my big long list so i thought school summer school was starting uh today on the 13th which it did for all grades under high school high school actually started last monday uh and i know everything's been you know the kids are looking excited i know we have all our sports practices going on i want to give everybody a reminder please especially like today with the heat advisory hydrate hydrate hydrate because it's not always safe in the heat doing things if you're not hydrating um i saw the tennis courts that looks great too when we talk about trying to

110reinforce the securities in our school it's going to lean back to um mental health issues some of that relays on most of these circumstances that we've heard about over the years is bullying and we say we have zero tolerance but you know sometimes that zero tolerance is the kids pulled out for a day or two days or three days they're still back and things still escalate and um we just need to be aware and i know the counselors have been busy and i you know sadly i know a couple of kids have been turned away i hope with this new hiring process and everything not so much new but with hiring to fill the slots that maybe we can get um some more hands-on help in there you know summer's going to be short so

111enjoy it and um thank you mr hardy hmm um i was happy my grandfather planned football to high school this year so bringing him to practice we decided to stay every day and i'm really happy with the turnout the big turnout which kind of surprised me so i think maybe some of the traveling programs starting to work football won't know about baseball but on the um thing uh i've worked at every prison in this county and the overriding factor and all in all you have all the sops and everything if you don't one person doesn't it just throws the whole whole thing out a lot and of course i would bring up you would never think about without her too many people talking about recess so he said i don't want to see us become

112prisons that's what you'd have to do around the recess but i just think uh being vigilant people have to be vigilant and be ready to to make a call they see something alone my grandson just got bullied on facebook and getting involved in that now thank you as well i just want to thank all of our teachers and staff that are participating in the summer school program and the ones that aren't i hope you're recharging your batteries and i just appreciate everything you do for our students every day and i look forward to this upcoming school year and if you know anybody that's looking for employment please check out our website we have all kinds of positions available from not certified to certified um if you're retired you just want something extra to do please

113um i think that's something you probably ought to have is you know the strategic plan is one of our objectives is overall security and kind of associated with that but not uh i very much feel like we need to start having a dialogue on the nettie harding school we need to start making decisions on um better replace you know all those kind of permutations the board's going to go through so i mean i think it's it's only wise for us to do it intentionally and with a long-range view of itself um and i also have an issue with brought up tonight that the administration will come back to us with some thoughts on it all right thank you i'll keep mine very short because most folks already talked about my name so for all board

114members please let brenda know what days you're available those last two weeks of july focusing perhaps on that last week of july because we do have a lot of hard thinking to do and i think we want to do this all day thing instead of multiple nights we all need to come in smart we don't need to keep our folks here multiple long days because it won't be just an hour or two it's going to be a lot of work so please let brenda know what your days of availability are and for all of those doing summer school the admin the teachers and students thank you i know it's a lot of extra work we're doing good things to get our kids back on track i appreciate it migration and all the teachers are administrators

115everything you do and put that in mind and adjournment 841. matt's not going to charge me for this is he you
