001good evening this is monday 11th of april this is a regularly scheduled meeting of the board of education for usd 453 and this time i'll take roll call mr carney yeah mr goodman ms murphy here mr powell here ms reed here ms wells here i'm ms price everyone please stand for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all please be seated right dr rose mission statement yes it's to prepare every student for success in every classroom every day okay our next item is adoption of the agenda like to make a motion to adopt agendas presented to us second okay we have a motion by mrs murphy and a
002second by mr goodman to adopt the agenda as presented all of those in favor 7-0 thank you okay item two city manager quarter report mr cramer thank you board it's always nice to be here to give you an update about what's going on with the city um so tomorrow night the city commission will have the final vote for the mou to adopt uh bring bird scooters to leavenworth so they've been making a push throughout not only kansas but states throughout the region um small state cities like pittsburgh kansas like atchison but also big cities like overland park and so the commission has done their due diligence over the last couple months and we're going to enter into a pilot program if the commission votes for it tomorrow night uh be a 12-month program 75 bird
003scooters they would hire a local person to keep track of them bring them back to location locations they're still prohibited on state highways um but they will be able to go different parts of the city so we're sort of excited to see what that looks like but again pending commission vote tomorrow uh public works crews are busy pothole patching this time of year we go from snow operations to pothole patching so their crews are out all day almost every day right now and then the road project should be before the commission maybe at the april 26 meeting to adopt uh an award um the uh the pavement management program for 2022 so right on the heels of pothole patching we'll be fixing some roads in town that'll be a pretty robust about 2.2 2.3 million
004dollars worth of road work in 2022 throughout the community uh we're doing some trails work the commission approved a project out at havens park uh haven's park has a lot of old road bed that lends itself well to trails and this is on the heels of the commission determining to put a permanent restroom out at havens park there's a lot of activity out there a lot of hiking a lot of bicycling through the trails so the commission has decided to put some trails out there extend some of the trails that we already have out there and then our goal setting session a couple weeks ago they instructed staff to continue with an effort to increase the city's trail connectivity within trails within town repair ones that need repairs and so that was part of the
005leavenworth 2030 10-year comprehensive plan for quality of life is a focus on trails so we're hoping to do that with the havens trail and then expand the trail offerings next year the city is uh finalizing a grant for violence from 10th to 20th to replace all of the ada intersections if you go on violence a lot of the intersections don't meet any kind of standards for americans with disabilities act you can't they're hard curb lines and stuff like this so there's a lot of grants out there right now a lot of federal dollars out there so this is called a transportative transportation alternatives grant and so thank dr rose for a letter of support for for our endeavors to get that and then we're also putting one in for uh violence from 20th to 22nd
006so that would be uh directly north of um the elementary school out there and so those are expensive projects but there's a lot of federal dollars and so projects that help walkability safety schools ada accessibility score pretty well on those so we don't know it's very competitive a lot of communities have a lot of these that they would like to do but can't fund um that are putting in for these grants so we're pursuing those uh for violence those two sections of violence so we'll let you know if we get those i'm real excited about the possibility of helping the walkability on those streets uh which section so the city this year is paving 10th to 15th that's part of our pavement management program and we're trying to get the grant for all of the
007repair replacement or fill-in of sidewalk plus all the ada intersections if we don't get it the city will have to do the ada ramps from 10th to 15th it kicks it in you may ask well don't you have to do ada ramps if they're not ada accessible it kicks it in when and if you do a construction project so if it was already existing you don't but if we go in and repave 10 to 15 then we would have to do that another grant that we're pursuing with kdot modot is the centennial bridge grant this is a federal grant uh you may have heard the state selected the centennial bridge as the only project to put in for this federal uh what's called a raise grant and so it may accelerate the timeline we don't
008know yet which would be a good thing it doesn't the the federal grant only provides half the funding or a portion of the funding so it still requires state funding but it may be able to move it up if we're able to get that grant so we're working on a lot of grants right now trying to bring some of those federal dollars to the city uh cody park project right now there's a bank stabilization project going on in cody park we're sorry the sidewalks are closed on the uh what would be the south side um right there of the park or the north side of the park south side of the street while we do a bank stabilization the bank was eroding toward the shelter out there that's also uh to protect the sanitary sewer
009line that's in that that creek so we're working on that as well a couple of events coming up the farmers market kicks off may 7th at haymarket square we're excited for that to be back they do have some hour changes on their wednesday market instead of the afternoon they're going to be in the mornings but their saturday markets will still be at the the normal time and this friday and saturday before that starts there's a new festival called the first city history festival and the city is not driving that we're playing a support role we're doing stuff like helping out with the logistics and some of the trash issues and some of the security issues but that's being run by a group of local volunteers so we're really excited about that that's april 29th and
01030th at haymarket square friday night into saturday so really i think some good stuff going on in the city and i'm happy to answer any questions you may have on the centennial bridge uh two lane or four lane four lane uh eight foot uh bicycle pedestrian uh walkway across there awesome and so directly north is uh where the bridge will be to the centennial bridge and the centennial bridge would be torn down and it would tie into the existing roadway that's there check yes is there any further development in the property that's happening from 5th street to 7th street from metropolitan to i think pawnee right so that's the northeast tif district 4th pad site and then the the old habaneros restaurant there's been some activity there that district as you said does go south
011to pawnee there's no uh active development to extend that development south south of the existing tif district and i know they've been working with a couple of people on that fourth pad side out there that's still vacant but i don't have anything on that yet we are paving 7th street from metropolitan south through dakota with all that private investment up there with the investment that federal government and hopefully the bridge just to continue to clean up that area the city is going to if you look at that roadway plus it's a key corridor between north to south into our historic downtown so we are going to be paving 7th street from metropolitan south new dakota and then if a citizen is concerned about an alleyway is that the the city's responsibility or so alleyway is
012our city if you're talking about the condition of the alley so we patch alleys we don't repave alleys and so if there is an alley and there's a pothole or anything like that we will patch it so they can call the city service center or if they contact you you can send me the location and i'll have somebody go and take a look isn't there a website through the website there is there's a report a pothole website and that's where we encourage traffic to go to the reporter bottle creates a record and that kind of stuff but if they have any trouble then they can certainly call city hall but yes we do patch alleys thank you uh so between 20th and limit tonganoxie road okay um where it turns into limits um there's a
013lot of neighborhoods there uh and there's a sidewalk up to candlewood but there's not one that continues straight down uh to limit is there any plans of putting sidewalks so some safe way for kids to get to school there's some momentum in that direction in that the commission reconstitute the sidewalk committee maybe two meetings ago they reappointed all the members to the sidewalk committee and appointed new members so we have a fully functioning sidewalk committee we were also without a deputy public works director for about 15 months and we have hired that position that's typically the position who staffs the sidewalk committee and we do have some sidewalk funds available so a citizen can send sidewalk suggestions or concerns to the public works department that'll route through the deputy public works director and then that
014will be evaluated by the citizens sidewalk advisory board who looks at stuff like cost they do look at stuff like school the access to schools is it filling in a missing piece where there is no options besides walking in the street so it is evaluated based on those criteria so we can have them look at that i think their first meeting is probably in may um now that we have a deputy public works director on board okay cause i i've had to chase a few kids off of that road too yeah yeah i know what you're talking about for sure thank you all so much item number three consideration of the 2020 2021 financial audit report members of the board karen lynn is here tonight to answer questions good evening karen lynn with bt and
015co i'm pleased to be here in person after two years of presenting this report virtually what i'd like to do i think you have two documents one is the report to the board of education the other is the financial statement the report to the board are those items that are the results of the audit process and are important items for you to hear from me is the auditor so what i'd like to do is to just focus on that report first our responsibility is to perform the audit in accordance with generally accepted auditing standards those standards require us to perform the audit with the objective of forming an opinion about whether the financial statements are free of material misstatement so we designed the audit with that objective in mind we were able to issue an
016unmodified opinion which is the highest form of opinion that can be given to a set of financial statements the financial statements are on the regulatory basis of accounting which is the basis of accounting that is allowed by the state of kansas and you do issue a resolution at the beginning of the year waiving generally accepted accounting principles and which allows you to use the regulatory basis excuse me we also perform the audit in accordance with government auditing standards and the single audit act uniform guidance and ombs compliance supplement those are all because of the approximately seven million dollars of federal expenditures that the district spent during the year those those standards require us to perform compliance and internal control testing on selected major programs this year we tested the child nutrition and the esser major
017programs the results of that testing were no findings and no internal control issues that we needed to report so again good results from that from that test work in addition to obtaining the audit evidence and testing the audit evidence related to the amounts and disclosures in the financial statements we also look at things like accounting policies and practices and we look at those to make sure that they are consistent and appropriate and that there's nothing unusual with those that we need to report to you um if there's any significant or unusual transactions that we identify we would again look at those for consistency and appropriateness there was nothing in either of those two areas that we identified that need to be brought to your attention as a board we did have one audit entry um
018that we that we made during the year and we had one entry from last year that was an uncorrected misstatement um that we needed to report um neither one of those are items that we need the district to to record in their um in the in the books and records but it's an an entry that is just required for what we call like top level uh financial statements and it's related to the the capital project expenditures um those are in this packet if you want to take a look at those as in the last couple of pages other things we would report to you and we would report them to you earlier than tonight and we would not wait until this point in the process would be things that would be red flags of more
019serious issues if they did exist and it would be things like disagreements about the audit process disagreements about accounting matters anything like that we would have brought those to your attention much earlier or when they came to you to our attention so because we you had not heard from us about those you can be assured that there was nothing along those lines that came to our attention or that that occurred during the audit process we had great cooperation things were provided to us when we requested them the process went very smoothly and um miss maddox and her team did a great job of pulling everything together for us so when we do appreciate the hard work that they that they went through for the audit process i always like to to mention that good results
020that we have here in this audit are not just happening during the three four weeks that we're working on the audit but it's a result of year-long year-round process and work that's done by an accounting team because you can't have results like this without without a process that's in place year-round excuse me the last item that i want to bring to your attention is the letter that's in this packet it's on district letterhead there's a lot of information in this letter some of it related to the financial statement itself some of it related to the federal test work this information are things that are discussed during the audit process things that are underlying the financial statements they are all matters and things that can help you as readers of the financial statements understand the financial
021statements and have just more information related to the disclosures and the financial statement information itself so we encourage you to read through that information as you read through the financials just to to give you that much more information about them if you have any questions about anything in in that letter we'd be happy to answer any questions that you might have with that good conclusions from the audit process i would answer any questions that you might have president i move that we accept the financial audit report as presented second we have a motion to accept in a second to accept the audit report as presented all of those in favor 7-0 thank you ms lynn thank you thank you all great item number four recognitions dr ruth yes we are glad to have students back
022with us um we have i shouldn't say players bowlers they're right that's right it's called boulders yeah [Music] all right i'm actually going to go ahead and have a ladies guys come up and sit over here and i'll just call your name you guys can set forward raise your hand that way we can acknowledge everybody guys come on up stand over here on this side so i'm going to start all the way down with our ladies ladies first i have on the far right down there is brook collins okay mr rom kim miss katie going miss claire langvos miss raven robertson and miss chloe herring let's give those ladies a round of applause mr michael hoover and mr shane marriott um uh we are missing mr connor smith and ethan myers from our group of
023gentlemen so i'm going to start out by just letting you all know this this group of ladies and gentlemen here they were together for a few years here we've got returning bowlers and we developed a system and our bowling program has been really special in that when it comes to developing the schedule and things like that i had the privilege of creating that and over the last couple years i've learned it's important to put certain obstacles and with a huge tournament at free state and these big tournaments these big obstacles that i'm talking about are tournaments that replicate our league meet our regional meet in the state tournament and that's not just regular old void there's regular bullet there's regular tin pin american bowling halloween a baker tournament uh it's where we take our s
024our six bowlers we pick five and it's the first bowler bowls the first and the six the second and the seventh the third and the eighth so on and so forth and everybody's encouraged to stand up and it gets loud it gets crazy and it's it's complete chaos so it's an individual sport wrapped into that team concept and you see it in other sports but bowling is the ultimate one so when we look across the board here if we went and talked about each individual accomplishment these kiddos have had we'd be here all night but it complemented our bowling team big time we've got some kids that are in other sports that play at a high level and can bring that competitive nature and then we got some other kids who bowling was their own
025thing and that's fine but when we got into the baker style bowling the part that i really really love it didn't matter if you were a kiddo that scored touchdowns um you know hit holes in ones you know drove in a winning run on the softball field or the baseball field or something along those lines the competitive nature in their faces when they were hitting strikes and that team concept was something special so that i absolutely loved about the dynamic of our team the way we set our schedule up and the way that these kids competed all year long through the big obstacles through the big tournaments through the regular league meets they always saw the end goal and that was to make noise at our league meet and then really make noise at the
026regional meeting and this year we were able to do that and uh we were qualified both these teams for state and that's the one of the first times we've done that in a long time so one more time for these kiddos and then last but not least a couple other um huge parts of our program right back here coach short he's kind of like my analytics guy he's the guy that we go to where we keep scores and we're programming in and he's always put them in the in our little spreadsheet and being able to sort that data which i'm not very very good at explaining it but it's really really cool the way that he does it uh makes my life a lot easier whenever we're trying to figure out who's on an upward
027trend he's on a downward trend who's hot who's not when we're making substitutes in our lineups um and then also if you guys ever get down to crown lanes holler miss martha down there because she's actually the way of things head coach but she's a wonderful person uh that whole staff down there is great and a lot of the coaching that these these kids were practicing all year long but when they had questions and they were at the bowling alley mark miss martha was one that they talked to she they all talked to her a lot and she helped us out a ton so if you're ever in there give her a shout because they're all really really special people out there so that is our bowling squads this year [Applause] high school pioneer bowling
028teams for outstanding sportsmanship and athletic achievement in regional and state competition and positive representation of leavenworth high school and usd 453 throughout the winter sports season all right cool you guys get to break the camera right now instead of fans you're gonna break the camera slide right slide right there okay perfect good job the fact that we took both teams all bowlers no splits [Applause] and our wrestling coach coach long you'd like to come up hello i'm coach long uh i've coached here at the high school for uh 20 years now this year uh this is the fourth year that i've had the pleasure of coaching the girls team this year it just got sanctioned as its own sport four years ago i've had the pleasure of having hannah jackson those four years she says
029her next year will be her senior year um i'm sorry three years and uh she has placed at state all three years that she has competed in she won state this year she is the first uh female state champion in love north county [Applause] hey coach hey coach can we have them come up oh yeah here as well sorry i was going to make them embarrassed up here in a second uh [Music] i have five girls on the team currently and uh these three uh we had four varsity uh girls uh these three all qualified for state this year uh jackie probably would have qualified last year but she had an injury right before regionals uh so she did not get to compete uh avery got injured early on in the season was not able
030to compete uh so they both came back from injuries their freshman year and sophomore year they both qualified for state and placed at state jackie got fifth and avery got six so that's pretty outstanding considering that they've only uh wrestled consider three years of wrestling so it's a it's a growing sport it's probably the fastest sport growing in high school right now is uh girls wrestling um we're not picking it up here in leavenworth as fast as i would like i'd like to fill out a whole squad uh we uh finished 10th as a team with just these three ladies right here uh which is pretty incredible uh considering there was uh washburn that had uh what 12 there's 12 weight classes and they had 11 qualifiers so they won state with with that many
031and we got 10th with three so if we had just a few more girls uh out and competing i think that we could make a run for our own medal and it'd be nice to get that in before uh is this the only three you had yeah this is the team this well i have five oh okay so i had one more girl she didn't qualify and then another one that uh she wasn't eligible until this year so uh we're gonna add another weapon to it she'll be eligible next year and i i'm pretty confident that she'll be a state qualifier hunting for a state medal so we can potentially have another four state medalists next year and hopefully double that in the year after so uh again this is hannah jackson avery johnson and
032jackie goodman [Applause] chris long uh for outstanding sportsmanship athletic achievement regional state competition and positive representation of london high school usd 453 throughout the near school season presenting this as a board member figuring out these awards and also embarrassing my teenage daughters at the same time i'm going to tell you right now coach long who's done a great job this coach uh these girls are enthusiastic about the sport and a lot of that come from uh uh we really appreciate it that may be okay just [Applause] i'll have to admit that's probably the best part of any board meeting when we get to recognize our students so i really want to say thank you for all of your hard work through the year and parents for getting them there thank you moving on item five

034patrons to make comments of a personal nature about any district employee or student by name persons making comments which violate the privacy rights of district employees or students will be asked to terminate their remarks if speakers have concerns specific to an individual student or staff member please make an appointment with the superintendent those concerns will be documented and shared with the board each patron is reminded they have three minutes to speak will be given notice when 15 seconds remain if a group is in attendance with the same interest we ask that a spokesperson be appointed to deliver the group's message as a unified board committed to desired outcomes for our school community we ask that comments not be directed at individual board members but addressed to the board as a whole thank you for taking
035time to address district business and policies with the board and our first patron this evening is mr klemp okay miss overby good evening i'm karen overby and i'd like to speak on the study sync ela program that's being voted on tonight the studysync website is full of the usual woke jargon equity social justice culturally responsive learning social emotional learning activities and more as a parent the outsized interest activist educators have in k-12 curriculum development makes me very suspicious of the motives of the study sync curriculum that aside i wanted to know what users really thought about it i discovered a teacher forum on facebook where educators who were using the program were collaborating with one another i read through the posts and comments looking for trends and i attempted to synthesize some of the concerns
036i saw expressed multiple times to be fair some teachers seemed to like the program well enough there was a running theme among those who did it's frustrating and overwhelming but after a couple of years of playing around with it yes years they did find it useful students hated it they thought it was boring and repetitive the stories were not engaging one teacher commented i'm not a phd or a researcher but as an english teacher this is ruined reading for an entire generation of children the company was not responsive helping with questions problems or glitches very poor technical support teachers and students found multiple wrong answers on the quizzes one teacher commented that she could not include conscious grade students on something that was not valid there was an overuse of novel passages some teachers complained
037that several novel passages did not match the excerpts one teacher said that reading the blurbs reinforces lazy surface reading skills and those of us actually in the classroom know this the grammar component is riddled with grammatical errors not enough comprehension questions and too many opinion questions studysync's definitions of text structure and themes are sometimes incorrect and inadequate to prepare for state standards and lastly there were multiple complaints that this program requires too much time in front of a screen and students did not like that this program is digital as our most curriculum last month this board purchased a new sel program on the claim that our students are in desperate need of learning more empathy social skills and self-regulation my question is how is adopting yet another program that requires students to spend even more
038time in front of a screen going to help with any of that we've become enchanted with technology coupled with the incoherent and deceptive jargon coming from curriculum developers with political agendas all to the detriment of our kids studysync may have some quality content and usefulness but i'm requesting that you consider your vote carefully before spending more taxpayer money on the next new thing it seems that we're always spending more money but are delivered only ever diminishing academic results moving on number six item six consent agenda anybody want to withdraw anything from the consent agenda i would like to take off five and six five and six okay any other changes to the consent agenda and madam president i move to accept the consent agenda as modified with paragraph 5 and paragraph 6 being removed right
039we have a motion mr palace singing by ms reed to accept a modified consent agenda with items five and six removed all of those in favor seven zero thank you okay mr goodman what is she been putting on uh so for 6.5 what is it that uh casby is is doing for us as far as uh i mean we had the training earlier and then the legal fund what specifically is included with the legal so it's included with the legal i assume we're we're going to be joining their organization and paying them dues right correct what's the amount of dues that we're giving will be paying your dues are eleven thousand nine ninety three okay no eleven thousand nine forty ninety seven yeah that was last year's eleven thousand nine forty ninety seven okay and
040then your legal fee is 2 300 depends on things that we don't think will go to court that we're looking for advice making sure we're following the policies making sure we're following laws educational research those types of things they're more apt to do that than what robert and his friend robert's more direct involved and he can explain a little bit about what they do specifically so it's much cheaper the 2300 is much cheaper to do some of the auxiliary type things as opposed to all the things that robert would do within that and so the legal fund it really should be flopped because we used to use the legal side of the horse then we used the membership but realistically they spread it out that way based on what they decide at ksp but membership
041also grants like board trainings uh that's different than uh what individual training you had here some individuals lots of different topics uh many of the board members here have attended that um and then also they're also part of keeping uh up to date with what's happening at the federal level laws that affect education and those types of things okay um how much have we used that how much have we taken advantage of that aspect of the the training the training no not the training the the legal side um a little bit we use ksp a lot anytime student related um i use them on a regular basis for that purpose due to specific policies things of that nature and then i'll use robert when it comes to employment law so um lots of policies um
042as brenda uses it for all your board policies specifically um they get revised and then come to you each month but definitely for student situations uh current event type things that are happening across the okay um do we feel like we're getting a value out of out of caspian membership and if so how does that manifest that would have to be something that you as a board would decide because most of that they ksp represents board board trainings um advisory type things across the state um and that so you for us we use it from an administrative side we use the legal side right okay so the legal side's important because we do have we'll probably reach out once or twice a week on average just to get legal advice with different student issues like
043ms sloane said a lot we have a lot of custody type questions that we have to get clarity on as things are happening coming into schools how we're supposed to handle that paperwork they review paperwork those types of things from an administrative standpoint i think it saves us a great deal of money um with the 2300 uh versus sending all that to robert and having their team do that on an hourly basis and so um i could say from the legal side we spend way more probably working on the legal side and what that total membership would be if you if you would break it out in an hour an hour now the trainings that's ksb represents the boards they don't represent administration so you as a board that would be the determination of how
044valuable but you can't have one or the other you can't say we just want to be part of the legal fund because it's all combined to to a common and it's based on you know not so much usage but i can't remember their fees beth are on uh enrollment the size of the district yes based on the size of your district your enrollment is a scale so like a 1a school won't pay as much as us and we wouldn't pay as much as a later shiny mission how much of a value is a board is casby one thing that we use it for i forgot to mention is the portal the data yeah i use it for negotiations i get data from across the state of all schools districts salary comparisons anything related they provide
045us an enormous amount of information regarding salaries benefits teacher calendar i use them i refer to them when we build our calendar so we're consistent um so they have a portal that you have access and i have access to it gives us an enormous amount of data that i bring to you quite often no and also with that don't we use ksb whenever we are doing a talent search for like a new superintendent and some of the the higher executive searches that we have to approve as a board yes so so if i just want to see if i was hearing this correctly and maybe that would lend into helping you um we use the legal side of it tremendously that which is only costing us twenty three hundred dollars a year and that's encompassing
046custodies um your side of the policies we pay 12 we'll round it up to 12 000 a year for the board side of it with the board policies but because we rely so heavily on the legal side as you said it really actually should be upside down the value that we're getting the legal side would have been costing us about twelve thousand where our board training itself would only be about twenty three hundred so it's still even itself out without having to pay more and we could always take more classes right as i say but personally speaking i've taken a huge amount of classes through this learned a lot and there's all of the forums and stuff but questions that keep coming up with current stuff like what's happening what's happening in other districts with
047these issues you wouldn't have access otherwise so i found it very useful so just the reason i asked this is we had the big kerfuffle with uh in november about the nsba sending a letter to the president and basically it boiled down to their calling parents terrorists and and there were a number of school board associations out there that basically within days came out and rescinded their association with the nsba and and cut ties and in my opinion did the right thing not so you disassociated are not part of that caspy did not so in my mind that means that their kind of agreement with what the letter writing was because it took them two weeks before they put out a letter which meant they sat finally by and waited testing the wins political wins
048to see which way they would go before they eventually did the right thing so i'm my mind i'm essentially not very impressed with casbi at the moment uh personally and i'm just trying to gauge the value of us continuing our affiliation with them in light of these facts right you as a board have not joined in my tenure here you're not part of the national they're part of the state right the state representative the state is part of nationals part of both you as a board have never voted to be part of the in asp so ksp is more state local local politics things of that nature and you're right uh there were a lot of political outcry will fall out um but you as a board have never been a part of that what
049you use hasn't been to entail any of that they do get information from the national based on what federal law and how those federal laws impact each individual state and so they feed a lot of that to this state which in they turn give it to you as board members across the state um but as far as you or this board being a part of nasb it hasn't been in my team of you real quick question and this is probably going to put robert or beth or both on the spot here should the board choose not to go with this and we're looking at a combination of just over fifteen thousand dollars for both membership policies what would we spend with the amount of use that we do use the legal side of it uh
050what would we be spending out of pocket each time we had some kind of legal question like that as closely as you can without sitting there trying to you know say 700 an hour and we utilize maybe amy would say well we utilize 40 hours a month um yeah let's i can just break it down to 15 000 of what you're spending you break it down to hourly rate which we give a percentage based off of remember for for our rates what we do is we give the board gets a discount ten percent based off all hourly rates and we don't charge for attendance at board meetings right so let's say it's i think it's right around 500 so that'll give you about 30 hours worth of work over the year i assume that we're
051using more of that it's more beneficial the other things that that ksb does give that we wouldn't be able to give well i guess we would um but some of the board trainings and things like that and working with other boards the stuff the access to the data that amy talks about which is very helpful during negotiations understanding where we are with other districts and align with other districts to be competitive we wouldn't have access to that anymore and understand too that ksb every year requires us to go through training to do negotiation sessions per statute so you'd have to pay that every year too there's if you're part of ksb you go for free if you're not you have to pay for that it's a nominal cost but when you start adding that stuff
052towards what the actual cost is i do believe your legal spend would be much more than what the 15. say 25 000 i i can't speak for how much time just sort of you say two hours a week oh i would say at least yeah so you're looking at just at 500 that would be four thousand four thousand four times twelve that'd be fifty grand okay yeah so four times as much yeah so to take money out of my own asb i remember that morton's compliments rks yeah that's where we are a lot better than private side and we do i mean we supplement a lot of stuff for ksb if we get information from ksp that the district isn't necessarily wants to double check we double check it but generally especially when it comes
053to policy drafts and things like that because they work with the entirety of the state and they get a different experiences from different schools throughout the state they have a bigger i guess reach or perspective when they come up with recommended policies and things like that so i do think that there is beneficial there granted we always if there's questions about policies and drafts we're always happy to look at it too so thank you another valuable tool that i find with ksb is the legislative update that we get because i don't have time to follow everything that's going on just getting the blurbs as to which house or senate bills have to do with education and give a summary of each one and how it could potentially impact that's super helpful in my opinion okay
054i i don't mind us being in it but i really do want to send a message to them about how they really need to uh do better and be more representative of who we represent couldn't we as a board if the board agreed send a letter of disappointment that they did not address that in a more um i think the boat has sailed for that i'm just saying we can talk to dr jordan i mean they're up for renewal so i'm sure uh they'll be interested in seeing how that renewal goes so i'm satisfied okay any other questions questions okay i'd like to make a motion to approve the membership uh with ks kasb and the kasb legal fund um do we need the total amounts there no i think you should say that's presented
055as presented second we have a motion by ms murphy in a second by ms wells to accept the membership of ksb and ksb legal fund as presented all of those in favor 5-2 thank you okay six what was 6-6 policy bcbi mr gillett um so one one concern i have is um and i know that we've been doing this for ever um but it's it's kind of the foreshortened time frame that that we have between when the agenda gets sent out to the public and when they can uh sign up for the uh public comments uh it it essentially amounts to about a 24-hour period where where they have time to see what the agenda is and then get on to the dockets and i'm i'm i'm not sure 24 hours is really a realistic
056time frame that people can have between learning about what the agenda is and then deciding whether or not they're going to be on it and or it it really is six o'clock on friday is is the deadline by which you can and if if i working eight hours a day you know work all day friday i have i have about an hour window and and i imagine that's handled online somewhere where they can get to do that so um i just used to be seven and it used to be required to come in so those were a couple of modifications the board made and then the rest is trying to clean up the language to clarify uh to clarify that so the policy or the change really you went from seven days to three days
057and then to clean up the language surrounding it to try to make it more clear and then to allow it to be done electronically as opposed to physically coming in right and and those are great i'm just i'm still i'm still kind of worried about the both the 24-hour time period by which they had our patrons have to respond and then the you know logistics of it uh being online is is it kind of alleviates a lot of that i will tell you though mr gibbon and it's not 100 accurate but probably more than 90 accurate uh that the individuals that want to speak about something specific already know what's coming down the pipeline because they're engaged and so your timeline that that timeline of 24 hours or whatever most of the people that speak
058already know what they're wanting to speak about or an issue that's already affected them more so than a specific agenda item that's not always the case but a high majority of the time we're trying to field and set things up and a lot of things that are controversial have been talked about at a board meeting more than the the pre it's done at a previous meeting again that's not 100 accurate um but it is i would rate that at night and then the other thing i would add is that from watching this and this thing going through this process i agree it needed to be reduced to within some reasonable limit but we also have unscheduled patron input and i think what this does is it provides the staff an opportunity to get some answers
059before we come to the board meeting so that if it needs to be presented we present and answer those questions but uh as far as correct me if i'm wrong but as far as the unscheduled they can do exactly the same thing at the un uh scheduled patron input it's just you have to wait through this wade through this whole meeting is the only problem plus the votes usually already occurred too before and i think that was the point of that yeah right um and it's kind of always been kind of a bugaboo of mine is is the the short time frame that we have when we actually see the agendas to when we have to make a decision so for example on on this this curriculum that we're going to be deciding on today
060you know um the recommendation came down we're gonna have a vote on it but i haven't seen it and i don't know if this has been available for how long was there an announcement made saying hey and i just missed it okay yeah so so it's been on display for a month in our office in the last board meeting we had it available to board members and also on the friday views that comes out extensively in the friday as well so um anything like curriculum or anything that's major we'd never try to ask for a vote that night so if it's a curricular type thing the board has has been a part of the process have been part of the discussion over time so um yes it was mentioned last month at the board meeting
061it's been on display all month here we've had a few people come in and do that i've had some colleagues on the board that have spent some time in the office reviewing that as well so we try not to give any surprises because it doesn't do any good for us to surprise you as it doesn't do you any good to surprise us because then the information isn't as accurate as possible well i must have just spaced that then um and then the only other other than that you know i think these are good policies and i congratulate us on on being more flexible with our constituency um uh just a just a reiteration on on uh the speech of the patrons that come in um and and the wordings the wording's fine because it's uh
062it's the word should be respectful and courteous and all that kind of stuff just as a reiteration for for us as board members when when the patrons get up and talk they can say whatever they want to and yell and scream and curse and and be as as vile as they want to for their three minutes unless they do not do anything that's not protected by uh speech such as privacy issues and threatening behavior so okay that's that's all i've got on this all right so for item 72 policy vcbi public participation board meetings any other discussion or questions i'd like to make a motion to approve policy bcbi public participation at board meetings second we have a motion by ms murphy as second by mr goodman to accept policy bcbi for public participation in
063board meetings all of those in favor 6-1 thank you all right item number eight consideration of textbook adoption middle school ela and k-3 phonics well good evening thank you so much for uh taking some time for us to talk about uh english language arts in the middle school and k3 phonics so uh these are the same slides that like dr earth mentioned were in your board review uh since into march but we'll make sure we go through it for everybody and happy to answer some questions as we go through and at the end so first thing i want to do is just kind of give you a brief refresher on our adoption process uh this is something we kind of reshuffled a little bit about four years ago and set some pro practices and procedures
064in place that we've kind of carried on and improved upon we think each year as we've gone through this so this gives you a general idea of what the processes we go through basically first it's identifying what are the needs what do we need to address a couple years ago and i know we've had some board changing since then we talked a lot about how digital licenses drive a bus nowadays because eventually you lose access uh so we have to have those conversations over what what are we losing access to do we need to extend is the time where we need to look at a new resource as we make those decisions in consultation with building admin and plc's and those those uh groups we then really dig into what's out there in the marketplace
065for myself and i do a lot of the the pre-shopping so to speak it's looking at what have other states approved as core resources for whatever we're looking for kansas is not that or approved any resources at all but there are states that do good or bad and so we take a look at those in terms of what has been vetted by those state entities then we also try to take a look at um what ed reports which is kind of preeminent third party reviewer in the world of education what they've reviewed and vetted they haven't vetted everything but it gives us a starting point and what the experts have taken a look at as well as what some of our neighbors are using uh talking to other districts in the state and things like
066that so as we then go through we get some needs and wants from our administrators and teacher leaders uh whether that be survey informal conversation things of that and really try to mesh those together in terms of what's out there in the marketplace and what are those needs and wants and we gotta try to bring those two pieces together from that we kind of uh put together what i would consider a quarter or semifinal group uh that our teacher reps uh then kind of dig into and i'll tell you who participated in this year's process as we go on and they take a look at you know how's it aligned to standards and initiatives what's the usability uh do we see our students in the resource things like that is the rigor where we want
067it to be from there we then try to narrow it down to typically a final group uh that our teachers can really dig into because you know teachers are busy and they're spending a lot of time teaching and they can't necessarily vet 10 different products we want to narrow that down to some like a few that they can really dig their teeth into so once we narrow that down based on their recommendation we have presentations from the vendors they go through typically a three hour two to three hour pd as if they were about to implement the program then they go through a pilot process of using it typically it's about six or so weeks depending on how schedules fall um we didn't our team then does check-ins gets questions to pass on to the
068vendor and kind of serves us that liaison for the teacher committee that's piloting uh then we come back uh do a wrap-up obviously go through rubrics go through uh what their thoughts and feedback was and always pass that on to the vendor then of course collect questions as we go and you never know what what we'll uncover as we go through and those are great opportunities to discuss what the vendors we're working with uh typically and we did this year go through kind of that back-to-back process teachers obviously have group conversation together in that plc setting or pd setting and then they also do individual rubrics and we make it very clear what you say in your group is one thing but then you're filling out your rubric based on your opinion uh so they
069go through that process and we align the rubric both to some board policy as well as uh ksd has some language out there over process as well as those kind of stated options and things we can find uh from there we narrow it down of course to what the team recommends uh and then we always also do kind of an ending question that i like to do is you've done your rubric and then let's at the end if you were the one making the decision if you were the ultimate power broker in this situation which did you pick and every single adoption we've been through we've had a fairly clear consensus and that's what we bring to you as a board uh so both the highest recommended on the rubric as well as what they
070would pick if they were the one making that decision so this year kind of delving into more specifics we had two parallel processes going on with two completely different groups of teachers uh so we had k3 phonics and that was identified based on coming out of the link grant and the literacy initiative we felt like phonics was an area we still needed to address further uh we had used a product and based on teacher feedback didn't feel like that met the needs as well as with the new structured literacy uh dyslexia initiative that we've talked about in site council and presentations i felt like we needed to beef that up a little bit so that committee was composed of 12 teacher representatives we had two classroom teachers per grade uh so pretty healthy even representation
071we tried to make the building representation as even as possible as well and then our elementary instructional coaches our literacy coaches so julie and michaela and then we always have a technology representative to make sure that we don't buy something that won't work on our devices so mr perry usually serves in that role for us and then i serve as the administrator role and then our principals are welcome to participate as they have time on the middle school side it was our middle school ela departments our english language arts department as well as the instructional coaches based at the middle school and then again our literacy coaches technology and myself so some additional feedback loops and i'll cover this a little bit more as we talked to uh even though in the phonics example it's
072not every single teacher in the district part of that work was saying okay go back to your team share with what your thoughts are share this resource have them take a look at you're the official voice on the team but involve those those plc members it doesn't have to be held in the scilab we also and this was obviously new this year because there's a new thing we pushed out in the fall uh have a new instructional resources and technology site so we reviewed that i believe it was the november district site council uh and at that time had kind of materials under consideration posted and we had three phonics resources to uh middle school ela and those were posted from that time until till now and once we had recommendations we put a little
073asterisk that said these are the recommended choice of the committees and then the last piece we did which was new this year because we had middle school students so kind of a fun opportunity uh we gave them a very brief survey on google forms just about what they thought of the product which would they like what they didn't like uh was there any stories they thought were good boring or otherwise and just gave us the feedback and we got a little rating and we took that and shared that with the teachers too so that could inform their recommendations as we go on so this guy and i won't read every bullet for you because i know there's a lot there but this kind of lays out what that review really looked like for phonics so
074for phonics i mean truly and i know that sounds like we've been doing it a long time because we have we start this process in late spring early summer and that's when i'm kind of doing the pre-shopping when there aren't kids here and meeting with vendors and starting to see what's out there and it carries all the way through uh usually a late february early march type timeline so we can get recommendations and start negotiations with vendors but really what i want you to see is it's a very purposeful process and we really try to get feedback from those different layers as we go through with phonics we did do kind of a three sequential review because phonics is a little hard to implement mid-year so we approached that one just a little bit different
075they were encouraged to pilot lessons as it made sense but it was much more of what i would call a review whereas the middle school year was more a true pilot just because of the nature of the products so here's what middle school ela looked like and again uh talked about phonics we went that route both because of needs and those sorts of things from the link grant and literacy initiative middle school ela was one of our older products that we had in place as a 2015 copyright um so again coming off literacy initiative taking next steps with that it made sense as well as looking at age of product and those sorts of things and then combining that with budget of what can we pay for both here and here which you only have
076seven eight in middle school and then k through phonics so we could make that fit under the budgetary time constraints we wanted to be under uh so as you can see that uh the pilot process there and then of course recommended recommendations and all those other steps that i talked about as we went through with middle school ela specifically they also had multiple office hours opportunities so just zoom invites that we kind of sporadically put on plan times after school before school totally optional but teachers could log in and ask direct questions of the vendor through that process as well in addition to going through my team so they have kind of that to get it from the horse's mouth so to speak so a little bit of those kind of what layers you see
077within the process so we have out of district information and gathering loops that's exploring the marketplace what are those ed reports in third parties analysis of those known statewide adoptions and i'll give you some examples as we go through and then reference calls to kansas and regional districts so um spoke to two to three districts that are actually using each of the resources we selected as well as ones we didn't select so we try to get a read on what those in the field like don't like what questions they had what issues they had with implementation within the district of course every product had a live presentation to our committees uh as well as you know as we went through those reviews we did text complexity analyses so looking at what are the themes in
078the text what's the lexile what's the difficulty as well as you'll see a picture here in a moment looking at how does it align to the structured literacy requirements the states put out so we kind of embed those within pilot processes check-in activities as well and like we talked about rubrics and those feedback forms and then sharing at the plc level the the third layer we really look at of course is that public or community information so i said the new layer this year was putting it on the new website that we have that we pushed out and jake of course does a great job of pushing that out through social media as well and we had the big blue button with the find it fast on the website once that got pushed out and
079we put those all under that materials under consideration we also had a link to a google form on that so uh any community member that went to the site if they had thoughts on it they could fill out the google form and give their thoughts and and we would certainly share those with the team as if we receive those and then like we talked about in november we reviewed that at district site council and provided those links as well and then the middle school student survey so trying to get a little more outreach on that beyond just the within the educational world that we have traditionally gotten feedback on so here's just a few pictures from some of the activities we did uh you can see the dots so the dot each dot represented a
080different resource that we were reviewing at that time and the committee actually went around said which one do they think fits best uh and so that way visually they were able to see all the components that the state has asked us to do for structured literacy there was oh pink has most here orange has most here and it kind of helped them synthesize a little bit what are the gap areas or what are the strong areas uh that went through then on our far right there you can see it's one of our literacy coaches miss uh miss heath doing a reflection activity with our middle school ela team so they were looking at some reflection statements on one of the other products we piloted and had some fancy little magnetic boards there sticking up on
081the wall and then kind of sorting them into a map to see trends and themes so and then we would take that again share that with the vendors either questions or feedback for them as we went through so that's kind of our general process that i want to get you into a specific recommendation so first we're going to start with from phonics to reading so both of these products is a seven year adoption so when you think about purchase price you get sticker shock right but we try to spend all the money we think we need for the product now so that we don't have future costs we can go on to whatever next year's adoptions are i think we've done a pretty good job of that uh the last four years since mitsubatsu and
082i have been down here we try to spend spend the money now and then we don't have to spend money as we go forward so this is a seven year adoption you can see uh total cost there of 142 760 21 and then the cost savings that they they provided us basically they're giving us the teacher materials for free as well as some of the professional development so we're basically paying for the student materials in this case is a general sense again it's all kindergarten through third grade this product does have both a digital and a print component as you saw if you had a chance to check it out by brenda's desk each student gets a consumable book it has decodable readers inside it has word lists it has spelling it has all the
083fun exciting things and very pretty uh print kids will actually write on that tear it out take the books home it gets replenished each year so that's why you see a little bit higher cost there's because every kid gets one of those in k3 and it gets replaced every year so new kids get a fresh book teachers obviously have their physical student guide as well and then there's an online platform that for the students is mostly games and activities kind of applying those skills so if they're doing like literacy centers like guided reading the kids can play those phonics games during that activity and for the teacher it has additional decodable texts word sound cards activities and some additional printable sound walls and things like that so just additional resources they could bring in beyond
084what's just the strict core program of course and we always include professional development including a follow-up session and that is included in this price as well so with that a couple key characteristics beyond what i already shared so on your bottom left those are the ratings from ed reports uh so you can see that was all green which they're very proud of so you see that in all the materials as well and i just this is the only piece that's different than what was in your board review ksd just announced last week they're sponsoring a summer book study uh by of a book that's written by the same person who wrote this program so even though ksd doesn't doesn't endorse anything it's a good synergy that they're doing a summer book study by with wylie
085blevins who actually wrote this program as well so put positive there in good alignment uh you can see some of the characteristics that make up a good phonics program which is really what we're trying to meet and really blends with those ksd structured literacy expectations that pushed out in recent years here's just an example of the scope and sequence this is uh grade k and uh grade one you can see very systematic takes them through week by week it's in a five day cycle and you'll kind of see what the lessons look like here as we go through very much very specific and explicit and systematic which are the key phrases you use uh in the structure of literacy requirements from the state so here's this is an example taken from uh from the brochure
086that also is what it looks like on the t-shirt and student end so you can see you're you're blending those sounds uh you're doing blending lines to practice uh whatever the skill is whether it's short u or a i sound whatever those phonics abilities are then there's daily practice as you go through again this is in a five-day cycle so it's meant to be part of your core instruction whether that's in small group or whole group so every student will be getting that on-grade phonics instruction you're probably thinking okay generally i have a feel but what's in the actual work text this is the student book so you have those blending lines kids can there's pieces to write in uh cut out as well there are the decodable text so picture little short books with
087the application of the phonics sounds those can be torn or cut out with the help of our aides and staff and then there's different word spelling cards at the back that can be assembled as well there's dictation within there to practice spelling abilities uh to identify those spelling patterns so they are practicing spelling within the context of what the phonics skill is they're covering rather than i know when i was in school we just memorized a list no rhyme or reason this is applying that to a phonics skill but you can still do those spelling type assessments if you'd like and then there are writing pieces uh included as well so if you look through on the student books you'd see you know writing lines where they would write sentences based on that that applied
088skill and then there's different layers of assessment within that as well a lot of quick checks and things as you're going through because you're going in a five-day cycle so you're not going to see large summative assessments uh as much as it is diagnostic and quick check type things as you go through but our layers within that assessment setup on the teacher's side uh you're going to see obviously the the implementation cycle as well as they have some alternative pacing guides that we can uh fit to our needs uh if you have limited or more time for phonics you can adjust that so it's not a square pay ground hole situation we can make it work within the structure where we need to work and there are some differentiation pieces too uh that you can
089see if student's not getting this here's how you can kind of work within that then the online piece again this is just what talking about which i mentioned interactive games for the students uh there are some videos where you can watch what this how to say it how to articulate uh whatever the skill is uh and then during the height of covid of the author and the company produce more professional guides and professional videos so almost like a flip pd on demand so you do have some of those options too though of course we'll be having in-person pd with all our k1 staff in one session and second third grade in another session this will be roster technologically through clevver which is the same platform that we use for almost all of our uh products
090at this point so makes it nice and easy for the kids because they know the process of holding up their little qr code they're in they click they go teachers are familiar with that too so it won't be a new it'll be a new resource but the platform to get into the resource is the same that we're all our staff and students are used to then i want to leave you on this portion just with uh some quotes from our committee members so these are obviously anonymized but these are straight from what they said and kind of the open-ended feedback of their rubrics so loving the blended soundnet portion lesson structure builds on previous skills each week follows a similar plot pattern so you can kind of get into that suggestions for intervention are included
091as well as digital manipulatives uh so just some of the comments from our staff and then at the bottom just included a couple comments from those references i talked about so i talked to one district who had a who actually that person was on the dyslexia task force so got her input on it as well as two other districts that are that are using it in various ways so those are just some quotes that i i recorded as i was talking to them to kind of show that so i think the biggest takeaway on this product specifically is that it meets that structured literacy and that requirement this data set but it's in a very approachable way it's very interactive fun pictures that sort of thing it doesn't feel as dry as what you might
092get from some other products that attack phonics so that is uh phonics to readings there any questions i can answer at this point third graders are pretty smart did you happen to do any surveys with them we did not survey any uh of the elementary students that's that's something like you said that that was a new way we added with middle school and certainly something considerate i know even second graders can be pretty smart so and then they they learn surveys pretty early so yeah okay thank you so moving on then to our seven oh yes i have questions did somebody else want to go i i did thank you danielle um so i i saw a little bullet point where they were gonna have their individual accounts are these are those online accounts so
093they'll have the physical work text and then they'll have a rostered online account that's connected to their google account like any of the products that they have that they access through our tech department okay and and with that so that's going to connect with their student so if we're talking kindergarten through third grade so so that uses it's not going to work so it uses clever which is a platform all k12 uses for various things basically for elementary kids they open their chromebook or their ipad they each have an individual little qr code that the teacher keeps they hold it up to the camera it uses their google credentials basically on the back end takes them in they click phonics to reading or whatever the icon is it takes them into the program okay so
094we've got a streamlined process yeah yeah it's auto rostered through uh connects to our power school so basically usually the day at most two days after a student gets rostered to a teacher in power school it would then auto connect and if they don't there's a help process that they can get with our great so there's no owner's tasks for the teachers that have none of that we've uh through the work of our tech team and mr perry we've really worked to streamline and auto roster almost all of our products that we can okay good good because i've got like a billion different accounts yeah no no no don't want to put that on a poor t-shirt to have to juggle 30 caterers and teachers are the same way they don't have a qr code
095they just hit log in with google okay and it takes them in excellent thank you so how does this program fit into our individualized lesson plans if everybody's working out of the same workbook so with this i mean we're still all working the same grid all those standards so you still want to give that same grade level instruction but then the teacher can adjust as needed so hypothetically you could give this as a 20 25 minute whole group instruction but then as you're doing small group that's where you can differentiate and individualize to that so you still need those grade level foundational phonics standards and does it have that built into the program already for the teacher for the resources yeah so it has differentiation options and then we've also been able to work at
096where they're going to be able to access digitally on the teacher side some of the other grade level resources as well we've worked that out with the vendor was that so the books out there it was like level one level two level three that's not necessarily grade level it does align to grades so it's k and then they call i think abc but it's one two three okay and then so does this is this setting the kids up with the lesson plans to align with the testing that we're doing or do we need to change the testing as well no so i mean it aligns to so when you're talking screeners you're talking passwords right so that's pretty much on the reading side set by the state so it's we're giving the assessments they've asked
097us to give on the reading side because it's pretty prescriptive this will apply those skills that obviously it's not all going to line up perfectly because a screener is meant to just be a dipstick of how are we are we learning letter sounds or we're learning sounds so uh you can it's the screen to see if there's an issue versus this will build upon itself in a systematic way so winter you may not have covered everything that's on the screener but you know that as a teacher of staff to say hey this is not something we've covered this vowel for this word sound um the workbooks like we've gotten away from the workbooks and we're going back to it why are we going back to the workbook so in this case it's really because it's
098it's an interactive text uh both so kids can practice those fine motor skills of actually writing it on there and then i think a power with it is having those decodable texts that can be pulled out or printed they can take them home they actually call someone take home texts and then the word cards are within that as well so if the teacher works it to cut those out with the kids bags them up they can use them for the activities too so it's rather than having a box with a kit of stuff it's all in that workbook okay all right i do like that because i've missed having my kids bring stuff home to hang on the fridge and show the accomplishments of that day feels really tangible and something that's been missing so
099i do like that portion of it um and then you would mention the pushing out instruction k and one and two and three we don't have km1 in the same building anymore so how are we going to do that so we've worked out with our building admin as part of pre-service pd so the k1 teachers all come together on august 11th which is one of the pd days uh and they'll do the k1 session here and then two three in the afternoon and we've already worked out those logistics with building admin pending board approval and there's one session enough so there'll actually be a follow-up but it'll probably be more to train the trainer style we've purchased multiple days so we can customize it as we go through also we're kind of re-tasking one of
100our coaches to be a point person with this implementation specifically because it's an area of focus thank you yeah i'd just like to say i like the return to the workbook they've gone through all those materials and you know they they are kind of vibrant you know catch this kid's eyes and um also like the fact that i'm using term but we would call it scalable uh when you differentiation because to me that's part of the problem is not all kids advance at the same level and and i kind of looked at both of these when i went through them as a if i was a first year teacher would this help me with this hinder me i've got some other thoughts about the other one but this one in particular i thought that it
101did a really good job about uh giving tools little tools to make to be able to differentiate students which to me that would be the hardest thing to do as a first year teacher so you know the workbook being able to go home and work with the parents it gives it eye hand coordination skills because we kind of miss that you know you know through the fourth grader so we're still developing eye hand coordination and there are kids who do so much of this that i don't they can't write well you know can't correlate and so and i'm just speaking publicly i'm not speaking from within our school district but so i thought that combination was pretty good we'll see how it works out but as a first year teacher i would have felt a
102lot more comfortable working with this and doing my literacy work and i would say no matter what the product no matter what adoption we're talking about there's always going to be a word or two and it's all about working through those and that partnering with the vendor and working with our team and our coaches well i know i'm happy to see in the workbooks too as well because science has been coming out over and over again where there's been so much digital that your children's brains still adapt better to being able to hold a page and read a page and then retain more from that page and that's just going to help bolster some of the things that they've been missing because we relied so much on electronics versus real sure thank you so our
103next uh uh recommendations for seven eight middle schools is our core english language arts textbook uh so again you're talking a seven year adoption just like the other product uh for a total of eighty five nine two four twenty uh with a savings of about six thousand two hundred eighty four dollars uh so on this one just to because it does get a little confusing so uh we're talking middle school kids a little bit different demographic but every single student has a licensed account so there is that technical side but then what we've also done because of that concern i'm not just going totally digital not having anything physical obviously teachers get physical teachers guides that's obvious but we've also purchased about 35 roughly per classroom teacher of the physical books they're broken out by
104unit so they're going to be smaller books we're going to treat them as a non-consumable so students won't actually write in them they would write on a separate sheet of paper or type it on a google doc whatever the teachers ask them to do but they will have that physical book that has the excerpts and has the prompts and things like that in there uh the idea being honestly that that was based on feedback is they wouldn't use a workbook like that for every single kid and the structure of the way they do it they do have a little more of that tech side but we want to make sure there are physical materials there for them so roughly 30 to 35 per teacher will go to them the good part about that is they
105are southback books they are done by units or unitized so at the end of the year we wouldn't have written them we're trying to keep them as nice and pretty as possible but we will get a new replenishment each year of those as well uh and again they'll get a fresh 30 35 that's good if there's any updates to the program as well as again just wear and tear so we don't have any additional cost if one gets ripped up or that sort of thing this also includes uh material for staff at third avenue so if you looked at the quote you might have seen there were four teacher licenses we generally have three at the middle school we bought one for uh third avenue staff so we obviously try to loop them on this
106and then also for our coaches and things like that uh this will also be rostered through clever so to mr goodwin's question earlier same rostering system middle school's used to using it again it's the one click use your google login you're in and you go there are a number of scaffolds we'll show you as we go and again initial implementation professional development obviously our middle school ela team every middle school ela teacher did the pilots they already have a leg up on this uh so assuming we don't have a lot of turnover in that department they already kind of know the basics so that implementation pd can take next steps with planning uh how do we really get good at it beyond just the basics of the program uh one thing that i think is
107really important on this product specifically as we go through because there are a lot of pieces to it that you can't do every single piece to be perfectly honest and you wouldn't is that the vendor obviously is doing the pd we have follow-up pd we can schedule at our discretion but they've also committed to doing an implementation call with our coach about once a month or so during the first year of the adoption uh so to that piece of you're making tweaks you're making changes this doesn't fit we didn't like this uh they've committed to having that zoom based or even in person because she's just down the road in prairie village having that conversation about once a month with our coaches on behalf of the teachers or even with the plc to say okay
108what do we need to tweak what do we need to change so again as far as outside entities uh statewide approvals these are lists uh provided by the vendor of states that have approved it so you can see kind of a list there most of these i was able to kind of independently peruse through state websites to find these as well as we can some states put out more than others but we tried to double check that as best we could as well as you can see it was also reviewed by ed reports and given an all-green uh rating as well so you have that uh and again a variety of states there from tennessee to west virginia texas has their own texas version uh that they've adopted because texas does everything in texas way
109as miss batson knows so uh you can see those are states that have adopted through their kind of process they use within the state oh didn't know i was gonna do that that's exciting all right so uh i'll just want to make it more exciting for you all right so uh really it's a research based instruction uh so you're gonna see a variety of text selections the base of this is excerpts so rather than reading a full novel and you might only get through a few a year this is based on we're going to read small components have close reading activities and then if the student does spark an interest that could be something they could obviously check out read on their own that sort of thing so they're getting exposure to more different kinds
110of texts than what you might see in in other programs and a lot of core resources are going this kind of route uh i would say almost all the ones we looked at had a similar idea in terms of looking at excerpts rather than we're going to read all of x book or y book so within this uh dr douglas fisher who's kind of a a big researcher out there in the area of reading he designed the close reading routines for this so within those excerpts which might be a page might be three pages might be five pages uh students would do a first read have discussions and what is the text really saying they then apply this with skill work and there are grammar or skill lessons that are embedded in some of the
111texts as well and then they'd go through a close read of what does this mean so you're dissecting the text of what those pieces are and that might be a poem it might be a graphic novel it might be an excerpt of a speech given by president reagan i was looking at in one of the grades so you have a you have a variety within that so within a study sync classroom uh you're going to see high student engagement that's certainly the goal in anything and the teacher is the one that brings that to life we can have the best program in the world but without great teachers it's not going to be successful but what they do in terms of tools to help with that is they have a study sync tv episodes which
112are actually students that are having discussions about the text to kind of model what a student discussion will look like they also have some of their uh texts have short little almost like book trailer type videos kind of intro to the materials as well as skip skills videos and then reading and writing components as well of course discussion is kind of a hallmark of it uh so having conversation with the kids and that's kind of a key piece because you're reading an excerpt so let's dissect it because we're not trying to complete all of whatever the chapter is and then the root of it of course is trying to meet those state standards and applying that thinking to the text so we're reading an excerpt for the purpose of trying to master whatever standard that
113is that we're reading through as well as hoping to spark that interest in whatever that subject is within the text that then they can read outside of that class time collaboration of course is is crucial as you're hearing that discussion piece and then going to that deeper knowledge or depth of knowledge so within that after you read a text you have uh options which again you're not gonna do every component but you have a short assessment you can do a beyond the book activity uh which i know some of you have taken a look at and we'll have a mini project based piece or inquiry piece you're not gonna do all those components every time just for the sake of what's gonna give you the bang for the buck but they have those application pieces
114i saw one i think where you were designing your own animal and writing a piece about or you're doing a mini mock trial so they have some of those components built into that you can apply to those text skills so within the differentiation which we talked about earlier kind of a cool piece that's on the digital side of course is you can uh make some adjustments on some of the text so they have short blasts that are kind of real world application discussion pieces that you can give different lexile levels to so they can read the same content but i'm reading it at a higher level than a lower level so you're meeting those grade level skills but giving texts that are at their level and then they also have built-in scaffolds that allow you
115to uh give maybe set in stems so if i need a prompt to help with my writing piece you can see that within the platform so students kind of are getting what they need in that moment where it looks like everybody's getting the same thing miss price may be getting this stem mr powell maybe not so you can get that customization within that and assign those to the kids they do have supplemental languages i was seeing a book summary in cantonese when i was reviewing something earlier today so you do have those as needed uh we don't have a ton of that need but it's good to have because you never know what you might need and you want to meet the students needs with it and then of course as multimedia elements and tech
116components so that's that balance of you're going to have that physical book and you can use that physical book and the kids could hand write their response or type it into google doc or you can do it within the platform that's rostered through clever and of course there is text-to-speech closed captioning annotation all that which is just a piece of that so they can annotate of the text and and put that in the platform and things of that nature talked a little bit about these already but the differentiation so you can make subgroups of students to assign those scaffolds and give differentiation in that bottom right corner that's from ricky tikitavi that i know uh miss murphy took to took a look at a few weeks ago when we chatted so that's actually a fill-in
117piece uh where they gave sentence frames to fill in the blank versus having to do it all from scratch so again you can assign those supports as needed and then hopefully build up that rigor as you go and there are english language learner components as well to assist for those students so some quotes from our committee members like the vocabulary piece is integrated into the lesson that studysync tv gives a good model and that's again the kids kind of discussing uh what that text is or what uh skill they're practicing like how the resource met all my students different levels for reading and then love the model uh component of each lesson in little videos and then some of the references we spoke to as well on studysync you know teachers have great ownership and
118craft in the lesson and i think that's a key component is that there's a lot of flexibility because you're doing excerpts so if there's a determination of we don't want to do this text for whatever the reason is they can skip and go on to the next because you're not committing months upon months to one text so you have some flexibility there and you'll see if you review the materials there's actually six units typically in a year you're only going to cover the first four and if you do you're going to cover all the standards you're supposed to cover so that again it gives you that additional flexibility if you want to pull something in from unit five uh you have that ability to do that and that's part of those implementation conversations that our
119coaches will have questions uh grading rubrics data there is auto grading if you do some of the assessments that are close-ended of course not required from us but if they chose to do it that way you'd get that auto grading which makes life easier a little bit and then those scaffolds obviously and book trailer videos with both engagement and that support for the kids so that there's our nice little presentation which i take very little credit for on the prettiness i just laid it all out and had some help so uh with that i'm happy to answer any questions on study sector i do have one question so if this pro this product is from mcgraw-hill who's our current one that we're replacing so it's hmh which is a retired product that product doesn't even
120exist in the marketplace anymore thank you how long has study sink been around so studysync as a company has been around for a number of years i believe it's three or four years ago they fell under the mcgraw-hill distribution umbrella but they were around prior to that as well because mcgraw-hill i'm familiar with the studies so it's kind of like a distribution subsidiary so even when we talk like pd is an example professional development it could be a mcgraw-hill trainer or it could be someone from study sync because they kind of blend together okay and since what this is doing excerpts of the readings instead of actual books is this going to give them more touches of books different texts yes okay uh if you look through i mean like i said you're gonna have
121a speech from ronald reagan you're gonna have an excerpt from president lincoln you're gonna have a poem there was an essay i was talking about with miss reed earlier today from a teenage teenage woman that had written an essay so you're gonna get a lot of different types the other piece uh and it doesn't go to core but it speaks to the other instruction going on is with our literacy initiative and link grant they brought in a lot of other short texts too that they're doing within that small group tier two type time uh not so much during that court instruction but when they do small groups so i know mr powell and i talked about stem a little bit and i talked to joe mchale after you and i chatted and there's actually a
122book about madame curie in that collection so you're kind of getting that balance of what we already have from that but then this will meet that core core standards element will we make sure that we have the full book available in our library or is it available online for them to be able to read the complete text if they so choose i would say most of the texts if they're like a novel or regular text are relatively common that's certainly something as we go through implementation we can have some have some we're conversations them to it that they can read the whole thing if they so choose and that's something that we could take those core texts and have our coaches talk to miss taylor at the at the middle school library and see what
123ones are there or not there well and what you didn't mention is that behind this is a catalog a constantly growing catalog of reference books and resources so they can go online and get those if they so choose so that wasn't brought up but i mean it is something for us to consider is that we have an expanding library yeah there's kindness if we choose to use it that's a great point so there's a digital library that they add to every year uh and most of those are excerpts as well but you get kind of a taste of what the not what the story your novel was about and again if that sparks an interest you can go check it out um it's not part of the core instruction component but it's an element students
124can almost search for uh almost like a card catalog in essence okay and so knowing that there's a catalog like that available would that be something that we would put on the website that would be available for other people so it's within the study sync platform and it's based on student licenses so we could certainly when we update that website to talk about the new resource we can make sure to highlight that but we can't give public access because it's within student license but we'll say hey parents here's how you log in with your student to look at it and then um i know you had talked about using mr perry before but all both of these programs are going to align with google classroom so we're not going to have any issues with that
125like you had said the automatic grading if they fill it in there it can be automatically graded so study sync has a connection with google classroom and he took a look at that as we went through the pilot and a lot of the teachers played with that um you're probably not gonna most of the k3 doesn't use google class when you see saw um but there were no concerns brought up for mr perry as we went through that and then um when we adopted the social emotional curriculum we were looking at common language does this have the same language or is it intentional with language like what what are we looking for to know that we're hitting those points there is a necessarily specific social emotional language within each either these i think that would
126be something we could sort out a conversation with dr reynoldberger's team about if there is overlap there um because certainly the phonics is much more skill specific uh and then the middle school yeah i think we could definitely look for opportunities to pair those two we haven't had that conversation i didn't know if it was something that you looked at said we were looking at this we need to also look at this and they align together i wouldn't say we've had that that explicit of a conversation all right thank you now i noticed um because i didn't have time or didn't see a setup where i could actually log in to the um sync i noticed when i went home and logged in onto their site that they have with the curriculum a daily so
127they could have a daily topic with a couple of teens right they would be discussing a topic that's only shows up if the teacher assigns scientists okay and that's good to know because the way it was worded it was almost like a living document it's ever changing you don't know what's going to be popping up that day no it's uh it's only seen if they assign it and they do they have a new one every day but that doesn't mean you need to do that so it could the teacher could look at it and see if it's appropriate or not based on whatever reasons i know the one i saw was really good because it was about governmental rates versus state rates and and they had a really good conversation on that and it was
128probably the most genuine and real one i had heard in a very long time so i was like hey real facts yeah and i would say teachers and students enjoyed those when they got into it because it was a nice little spark their interests have some targeted discussion there's like a little poll element i believe if i remember correctly uh but yeah it only shows up if they assign it and they may not even assign it may just have an old class discussion too without assigning it so there's there's okay that's good to know so real quick though you did say you did do a survey with the students based on this did you have a slide showing is what the student's thoughts were no i didn't include that but i will tell you it
129was comparing it to the other product we piloted study sync rated higher okay but i didn't have a specific slide for that but we both it was 100 percent what our teacher committee selected and i can't remember the exact rating but the rating was higher for study sessions i didn't know if you had any just generalizat general comments that they may have had where maybe they like the daily or maybe they like this i would say general theme was from what i recall is and we shared it with the teachers to inform their recommendation because i just try to be the shepherd of the process right um the blasts or a higher point i would say you had some like some text some didn't like some text you had that array uh but when you
130tabulated the the ratings like a one to five scale is what we gave them on their four or five questions uh this rated out higher did they appreciate the fact that it was uh basically text blurbs versus entire novels um i don't recall or did it did some of them make them hungry for that novel i don't recall any specific uh comments to that effect one way or the other to be perfectly honest okay all right thank you i am trying to be short and sweet tonight so i haven't spoken very much if anybody has a question about my votes or anything please see me after or a later date i want to thank mr bodensteiner for the transparency with the availability of the curriculum that was in the lobby and also thank ms batson
131for pointing that out to me when i was here for a different visit and both of them had great things to say about dr kathy rudelberger when i was in their office so i just want to thank her for the positive contributions that she's making to that department in regards to this curriculum um first i would like to talk to the study sync i apologize i have something in my mouth oh sure um so there's something called rewrite your classroom i didn't really get to the bottom of that but i think it's probably maybe a twitter um thing some of the verbage on their website stated to help you rewrite your classroom to find new literature for your classroom and it was in a feed that focused sort of like an example of a teacher's
132classroom um included lgbtqia plus with all respect and also blm with all respect classroom decor um and again similar to the last curriculum that we looked at as not everyone in the community aligns with these movements i don't feel it's the best allocation of our tax dollars i feel like we can find curriculums that are more objective and um i also found in the sixth grade i know we're not purchasing sixth grade and also eighth grade some themes of gender identity discussion uh moving on to phonics to reading wiley blevins author uh children's curriculum also children's book author he's written a lot of written a lot of books actually um some information i found while i was researching mr blevins was some tweet content that stated giving a book to a child can help broaden
133their world and open doors which i completely agree with i'm a big fan of reading and education his encouragement was to share a book called call me max with a child in your life so i just wanted to share a little bit about call me max so people know what i'm talking about when max starts school the teacher hesitates to call out the name on the attendance sheet something doesn't seem to fit max lets her know the name he wants to be called by a boy's name this begins max's journey as he makes new friends and reveals his feelings about his identity to his parents written with warmth and sensitivity by trans writer kyle lukoff this book is a sweet and age-appropriate introduction to what it means to be transgender let me skip back to
134my notes and then he goes on to say um librarians the steps are simple if you missed purchasing it when it was first released you can do so now bye bye in droves so again um i just know if this book was you know it was um written for five-year-olds i would be uncomfortable um with someone trying to educate my five-year-old on sexual identity not because i don't love everyone but because i just feel that i want them to be children and i just feel with all of my heart that we need to support each other fully and we need to love each other fully but i also feel like there's some kind of boundary that maybe it's hard for me to really put into words um but i just know that i wouldn't feel
135comfortable if this was my position let's say this was my child and i believed that my child was transgender i would support my child but i believe i just feel like i would be crossing a boundary if i went and gave this to another child i just feel like that's just uncomfortable for me and so i really have problems voting um to use our tax dollars on on some of these situations but again thank you for all the work you've done thank you so much and to my knowledge that text isn't in fun extreme which is not fantastic it's written yeah no again it's for me it's kind of a follow the money thing um for me so if we're putting money into writers who support this type of writing or maybe we'll do this
136type of writing that's just a conflict for me thank you so much got a question on the books now we've gone to this compartmentalized excerpts you know and there and i went through all the material so i know that there's a number of genre there so you'll have a complete poem you'll have a lot of complete things that are in there but the larger books obviously have been exerted anywhere within both the seventh and eighth grade do we have a requirement for a complete book we do not have that requirement there are with a program again flexibility is there are optional novel studies that could be included uh if the team in the administration made that determination but there aren't a requirement and afraid of reading xyz yeah and that's really not my question it
137was strange within the last two weeks that i've been accosted by two ela teachers outside of the district when they found out i was a board member and this is exactly what they wanted to talk about was that and they were very experienced teachers someone was retired but still taught um as a substitute and that was her concern when she found it very difficult at this age level not to have at least one complete book that the child had to go through and had to absorb and had to you know all the things we're learning in these little pieces but put it together in a single uh document and then uh having the teacher bring that together i don't know whether that's in or you know our intent or it's something that we would want
138to do but i would i would ask that you guys at least consider whether that might be something that we want to include as part of this package and of course you know we have experienced teachers you know more experienced and then less experienced teachers so there's a range of how we would apply that but i just thought that was interesting and and i think you'd hear discussion on both sides of that uh i think the positive in this is that they have those optional novel studies already that you could pull for each unit so if that decision is made down the road at some point you have those tools already in the toolbox that you could just pull down and do that you don't have to always scratch plus not necessarily novels but if
139you have classroom libraries and those other texts we talked about that were provided that literacy initiative uh that can help support that small group type instruction independent reading as well yeah well and one of the things that i thought was good with the program that we just approved that had to do with social emotional learning was that there was an intentional blog space if you will you know as teachers were going through this they could share their experiences etc i didn't see it and maybe i just missed it but does this program and this company support a like a professional blog so so they have a few different things i know off top my head um there is a coaches community and they have kind of like an online forum type setup that our coaches
140can join or teachers even for that matter as well as of course there's contacts where you can email anyone i mean they have a contact information piece i think that's something this this group prides themselves on is they do add and change as they go through so there are those opportunities within it i think they'll see to kind of check in what do we need to change because she works directly for the company with implementation so that's kind of our caveat which is a lot of times when when we're requesting things kind of like the thoughts you had i sent it on straight to herds these are thoughts from for one school district and then the the last thing uh is and this is no surprise i sent it in my note um as i
141read through this if you look at the whole context of all of this together you look at each of the areas and we had six blocks right and there's what about 10 resources in each of those blocks so there's quite a few resources to draw from so when you went through that and then you looked at what was in the library this program is pretty committed to global social activism it really is and i just just be you know perfectly honest with it um now the choices that they made and who how they presented that i thought were pretty good because i mean if you were to look at somebody and the material that was based on their life it was pretty significant so uh not to say that that uh trying to make sure
142that our kids were thinking about how they could make a difference in their world when they left the school is a bad thing it's just i i have a problem because we're also trying to teach these kids put them get them on fire for you know i talked about stem you know we have a number of uh professional engineers and the guy who built the golden gate bridge and i could we could go on where their lives may not have been at in the social level maybe in engineering or in technology or in science and even though i looked at all the materials i went to library looked up science etc they still even those articles were more kind of focused on what they did socially than what they did professionally so i i just
143i don't think we're necessarily demanding from the resources we go to enough and so i just as a board member i support us going back to these producers mcgraw and saying we would like to see these things in this package and push to get that because you know 7th and 8th grade that's exactly where we want to fire up these kids and get them interested in the future that's where we start our you know the path through high school on how they want to learn so i just i found that this one was just kind of devoid in that area and to that point it's like i said they have all the questions and comments you made i forwarded on to them already so i think we've already made that opinion said uh and you
144have responses of course that they have in their opinions stem oriented material right i think the other piece which i mentioned earlier i'm talking with julia kale on the literacy initiative side is that they have purchased quite a few of supplementary materials that align to those stem pieces like so there's a specific madame curie uh text in one of the it's either 7th or 8th grade supplementary materials that they have purchased but i mean we have internet we have items in there that are for information and i don't want to beat this horse but um they're not what we consider like a novel or a poem they're actually informational and just the amazing things have gone on with the human genome project which there are all kinds of informational materials that are designed to be
145taught at the lower level so kids begin to understand it's things like that that i was looking for didn't find and then the last thing is the material is pretty intense i mean it's it is there's not a whole lot of fun in it and so i do have a concern that and i and i trust our teachers this but i would just ask them to consider as they go through this look for some fun to put in here you know there's some mark twain stuff but i mean it's like six times ten times you know that's one out of a very large portion of what we have here so i would hope that our seventh and eighth grade ela staff will really look at how can we put some in here that makes reading
146fun uh you know a kid desire to read it and that i found a little to me that was almost more problematic than not having the stem stuff and to me i think the power in that whether it's any resource in the world is the powers of the teacher and the the magic and that power of the team yeah and that's why i'm bringing it up because i think this is where we really need our teachers to take a look at is this really bringing our you know the desire to read also into our seventh and eighth graders so sure and thanks for for all the work you guys did and being patient with me as i asked questions no problem enjoy it so what uh what kind of alternatives are there so let's say
147we just decide this is not for us we don't want to do this we're going to vote this down what's the way forward well i would say first this is the recommendation unanimously of the teachers that so i just just for what that's worth keep that in mind okay you know as we went through we piloted another material i would say there'd probably be more concerns with that honestly than this if i'm being totally transparent we also looked at other ones that were green by ed reports or we're on some statewide adoptions and felt like i remember one specifically felt like there were a lot of pieces but the rigor wasn't quite there and once you got that into the quality it wasn't quite there there was another one that we looked at that there
148were if you just did a google search you found very extreme views one way or the other about it about what it was encouraging or teaching and we felt like that wasn't going to be a great fit either so i mean i'd say again this is a 9-10 month process that was pretty deliberate and i think we ended up with the thing that's going to best meet all the needs and of the kids and the staff in the community well i will say it does concern me a little bit with with the seventh eighth grade reading about it maybe not being quite so inspirational um i can say i was a lost reader in sixth grade because not necessarily a very proactive or caring teacher it took a superb seventh grade teacher to spark that
149and give me a book that led to another book to another book and then again i had her in eighth grade for a more advanced class had that not happened i don't know where i would have been or even my kids would have been um and i know if a child gets very bogged down dried down and doesn't like what they're doing seventh and eighth grade is your precursor to be able to start taking those act and sat tests and if they're not taking their due diligence on learning that material because they've lost the spark they're not going to have that spark to pass those scores and i know our scores are already behind um nationally not just us it's it's a national thing and and that just that just kind of concerns me a
150bit i just wanted to put that out there yeah and i think like we talked about having that that exercise exposing kids to a wide variety can help spark that interest because if you don't you don't connect with x novel or reading that could be a long month however long you're reading that um on the flip side it can be great but it's hard to meet all those needs so i think that's a key component as you are getting that exposure then the kid can spark that interest and go look at it right i just worry too that if it's lost and if you lose one child it's one child that's lost you don't want to lose them it'll be high school before they maybe respark again maybe taking one of the special english classes
151where we have the science fiction or the whatever new english classes that we started there on the high school level to maybe sideline them into a more in-depth interest so we're just going to have to hope we got lots of sparklers out there like i said i think the magic is in the magic is in the tv right may we do this in two separate votes would be the two separate columns one voting for the k through three phonics um motion and the other one for the study sync i'd like to make a motion that we do the phonics to reading um that's the k through three for the total of one hundred and forty two thousand seven hundred sixty dollars and twenty one cents second we have a motion in his murphy segment swells
152to adopt king k through phonics as presented all of those in favor six one thank you [Music] okay i make a motion that we approve the mcgraw-hill study sync 7-8 program sorry i'm not seeing the numbers for it um 85 9 24 and 20 cents middle school ela has presented all those in favor 6-1 thank you thank you very much [Music] technology purchases well i want to preference this by tonight i bring you savings yay powers are expensive yes um so we're coming off of a five year uh lease on our copiers and uh a couple things we've experienced over those five years is um parts were starting to get harder to get and because they were konica minolta uh there was a factory that uh burned down overseas which caused a shortage on toners
153for that particular manufacture so uh we in addition to konica minolta we looked at uh canon and toshiba and uh toshiba is is the choice we've come up with it's not only the the lowest dollar amount but uh um it's from we're dealing with the manufacturer and not a reseller of copiers so you're dealing directly with the manufacturer which is nice um and uh compared to what we've been paying okay so here's where the saving kicks in it's uh you know about uh ten thousand six hundred sixty six yearly but over the 36 months over the three years we'd saved about thirty two thousand dollars that includes faxing cloud faxing which we didn't have before either so not only we're getting more we're saving money and these are all new copiers too so it's not
154like we're getting used copiers so um yeah i'm i'm pretty excited about it pretty stoked and looking forward to it it takes a lot to get right excited i'd like to make a motion if there aren't any other questions or comments to approve the only question i have is is have we done a study on how flammable their uh manufacturing plant is the one that the one they have now is uh toshiba has one here in the states so it's not overseas oh okay we're good that's a good start violations going i'd like to make a motion to approve this toshiba business solutions uh the total over three years of thousand four hundred and ninety-two dollars and eighty-eight cents a second okay okay the second item okay sorry so we have a motion right this
155murphy is women to accept the toshiba solutions copyrights for three years all of those in favor of thank you okay second item uh more savings and these are really substantial savings um we're at the end of our three-year lease with spectrum okay so uh we you know have to go out bit to bid for e-rate you know to where we can get uh savings from the government on that and uh what caught our eye this time around is again it's least lit fiber but it's a to where the fiber network can be built by this company and between e-rate and state matching funds the build portion of it cost us nothing except for there is uh about 27 000 worth of electronics that we would have to pay to to light it up but the
156savings are just astronomical um so one of the benefits is right now we're anywhere between one gig and 10 gig on our sites for the wide area network this would give us uh not only a cost savings but we would be able to go up to 100 gig and still be less expensive than we are paying for one to 10 gig uh another piece of that is the security of it so because it's a privately built network it's not like like right now our our win runs through the time of the i want to say time warner because we we've had them since you know y2k um it runs through their hub so it's they're switching and everybody else who's in there is running through the same switching gear this is isolated so we're not
157running through anybody else's switching gear it's all constrained to our district um the uh just to throw some numbers out for you um comparing what we what we have now right which is a slower speed uh over five years after our discounted rate from the government uh we'd save 184 thousand ten years we would save 360 about 369 uh thousand dollars and you know 15 years would be about a half mil and that's after the savings let's say rate goes away right now you're talking a much bigger savings um five years it's almost a mill uh ten years it's almost two million and in 15 years it's over two and a half million dollars you would say so quite a substantial savings this company has been doing this since they have uh 1700 schools 250
158school districts and 21 states that they are in so they've been doing this for a very long time and they know what they're doing um the the thing that uh when i was discussing this with dr roth um you know it's it's something we'll be able to leave a legacy i mean this is something that the school district will will enjoy for years to come and uh the the contract is for three years but it has four extensions so you're locked into that price you don't have to worry about you know if if i want to extend and keep going i'm going to have to pay a higher price so are those annual extensions before no they're they're like three-year extension each one so it's four three-year extensions now leaning on to that you say
159you know walked in on that price it won't go back up even with the extensions what if for some reason something's really great in the world finally and price comes down then that's the beauty of it because we have the extensions to where we don't have to do them they're just optional so if it goes down or maybe they'll we will negotiate a better price very good thank you we've left spectrum before and gone back to them do you feel like this product is going to be more reliable than the one that we went to before or more reliable than what spectrum is this will be as reliable if not better but what you're referring to is our internet okay we have not gone anywhere with uh wide area network uh shawnee mission was one
160of the many references i checked they have like 51 sites and they're singing their praises they're saying this is the best thing now so so this would basically be a fiber network that would connect all of our schools correct and and who's running that fiber the united company the united private company okay and then um so if we don't go with them like let's say we're worth them for three years and we can we stop the contract what happens to that fiber do it does it belong to them so it's not ours because it's least lit fiber they maintain it you know right which is another benefit um okay i don't know the question but i lost it sorry i'll i'll sure i'll think of it if anybody else has the other questions as far
161as it's because it's the way so we're all talking the same music what we're talking about here is like when we said all the things that were behind clever you know this would speed up our the kids use of those applications which are resonant in your server is that not correct this speeds up everything on the wide area and that's right and then as we increase internet speeds that gets pushed down even quicker out to the sites to what we have now but as far as just buying software and loading it on the server this really could impact that significantly yes okay yeah think of it as we're building the autobahn um what about with the phone lines does it attach to that because i thought our phone lines had to do something digitally now
162those are zip lines sip trunks and they'll still continue to go to go over a network all right if there's no more questions or comments i'd like to make a motion to approve the unite private network's three-year contract for one services for the amount of eight hundred ninety five thousand nine hundred and ninety dollars second do you need a separate application or do you want me yeah okay yeah no we got you one more thing can i interject uh it's contingent on e-rate funding so we're not on the hook if e-rate doesn't kick in okay all right so for the first motion um to approve the unite the united private networks contract personally in south africa all of those in here 7-0 madame president i'd like to make a motion for the approval of the
163e-rate application for one yearly services for 1 million 34.941. second thank you brian yep thank you so much my ms murphy signing on mr goodman to approve the e-rate application for one services thank you 10 consideration series 2022 text the general obligation it's miss beth that's burger key so tonight there's a resolution before you for to adopt so that we can work with piper sandler to go to the market to see if we can refund uh part of the 2018 bonds um the estimated savings the market is pretty volatile up and down and so our estimate is a little i was around 1.2 million as of uh last week so um so they go to market either later this week or next week we'll hopefully can lock in around that amount of savings or higher
164um the other big plus is bonds would mature one year sooner in 2034 versus 2035. and we just spent a lot of money so thanks for the savings sure okay so she mentioned the resolution so i will read it resolution 21-22-020 resolution of the board of education unified school district number 453 leavenworth county kansas authorizing the district piper sandler and company and robert j perry esquire as bond council to effectuate the issuance of the district's general obligation refunding bonds proceeds from which will uk pursue pre-pay and redeem a portion of all uh a portion or all of the districts outstanding general obligation bonds all pursuant to the district's powers under ksa 10-27 and ksa 10-620 all is amended madam president i move that we approve the resolution as presented second we have a motion by
165mr powell saying by mr newspaper mrs murphy to accept the resolution as presented all those in favor 7-0 thank you and you all need to sign that uh that's prior to leaving beth specifically what does this do for us and for the community so it lowers the interest cost or repayment on the bonds okay plus we try to do this every year don't we we have this we're at least research to try and hopefully find it everywhere if it's successful and in the long run as long as we keep saving things like this and paying off bonds quicker that also reduces the mill rate for our community which hopefully powers that be will reduce property taxes someday that's that's kind of what i was fishing for we hope to see in our deliberations later this
166year some of this reflected in lowering our meal levy that's right fiscally responsible exactly number 11 board subcommittee cocaine policies and procedures mr powell okay uh the good news is last board meeting we the chair appointed a subcommittee the subcommittee to look at curriculum policies and with procedures intent of seeing how we can make them more transparent you know how we can make them more efficient because i think you saw tonight that there there is a very detailed very deliberate process for the curriculum in particular so um we're not looking at books we're not looking at the materials themselves we're looking at the process because that's what brought us to where we are right now with the hard work's been done with the administration and getting transparency on the website you know those are the
167kind of things that we want to work with the administration and you know get the voice appearance so that said we had 15 different applicants i was it was just it was awesome the participation and the volunteers that came for each of the the schools that was uh asked to be represented so here are the names of the uh members parent members of the subcommittee liz seeger that's at the elementary level jenny wooten it's a high school level i'm sure i got there i'm yeah no i'm sorry those are alternates let me back up the primaries for christine varnall from the elementary sandy k law from high school and yvonne mathis from the intermediate middle school and the other names weren't wasted because they are the alternates um liz zigger is an alternate from elementary
168jenny wooten is an alternate for high school and jessica singer is the alternate for the intermediate middle school now the path ahead you know for the for the board is uh we're not going to meet this week but i'll try to make contact with every one of these individuals and i'll work with brenda to try to make sure we get out of thank you for all of them that participated and then next week we'll be looking at our first meeting which will be ms murphy myself and then the three parent representatives and then i'll work with the staff to see where we want to go with it and of course the the first meeting you know storming norming those kind of things we'll want to we'll be introducing uh each other getting to know each
169other and also then lay the ground some groundwork with what time is available now the intent is for us to try to start early enough that parents can still get back to their kids so we're looking at 5 30 which should allow any number of people that need to participate to be able to participate and get home in a reasonable hour but at the same time what we're doing is important so we want to make sure we give enough time to do it and then more details to follow but as i contact these people i'll work with this shoemaker to make sure that we get it scheduled because just you know for the public you know this is these will be public meetings under the kansas uh you know coma just like this meeting is
170so we'll announce them and anybody can come and and watch the proceedings but so there were not many private meetings we'll try to hold them here maybe that with the first one but then after that i thought it was a great suggestion and that was we'll try and go to the libraries as we um go through this process with the conclusion being uh in the june time frame so um i welcome any comments that you all might have my emails out there um and i hopefully will get in continue to get input in one way or another from the ones who aren't actively on the subcommittee but volunteered to help because we're we want to be as transparent and open and make this as efficient and improve on the quality of what we bring to
171the community as we can so okay so the goal is going to be coming back to the board with something to put into black and white for instance and i'll just use if i could the example that not all the board members knew that we had it out there and that's not a lick on this district because it was published but somehow or another we haven't effectively communicated that the materials were available so it'd be one of the first things that i would look at okay we did it but you know we we've instituted a number of things in the last year that i think are really powerful like uh the flags up on our webpage where we can provide notice of things like that that's what we're going to be looking for we look
172for those kind of things then to bring it back to the board and say here are the top five recommendations how we can improve our system and our communications you know or in whatever category that that the group decides uh that we need to come back and and uh let the board consider so yeah the board's going to be the ones the subcommittee is just providing recommendations will you have like a set agenda and then will you be the spokesperson that comes back and reports to us what happened that was the rate that was the original intent and i can be modified if we need to do it differently but that's the you know right now our initial intent thank you for doing that thank you ma'am you want item 12 this is a first
173read so if you have any questions please let us know um it will be back on the agenda next month for a final for you so this is first read of that and track changes and we make any comments and suggestions to jake jake yes um yes just as a reminder to the board but you'll have it on board dates there will not be school this friday so there's no school district-wide um i along with mr banik and i believe miss knight will be visiting with some senior leadership on the senior class they are inquiring what it would take to do a graduation outside so we are going to visit with seniors and i'll keep you informed of what we will uh what their ideas were and then kind of where we're leaning towards on
174that but it was brought from senior class they did it correctly they went through the process when i was contacted today and so we're set up meeting up sometime next week to visit with them and talk about all the involved things that would need to be considered in order to do that um ms batson is your kisa representative she has been working extremely hard on our accreditation process we will be sending out a report to you probably not this week but early next week or in the friday review next week on our kisa report please take that time to look through that if you have any questions uh please reach out to uh miss batson on that um and then uh the last thing uh that or a couple of things one our uh calvary
175angels are headed down to daytona beach and so we are sending positive thoughts to them all of the rotc kids along with the kids you got to see tonight really do outstanding things and i think that's the one thing that we can't forget as as a school district or the republic we do have challenges in front of us but we have a lot of excellence in front of us as well and i think the kids here tonight i think our otc program or deca you could go on and on and on we have good staff we have good kids and they are doing some great things not saying that there's not challenges in front of us but let's not forget the great things that are happening and then mother nature has not been nice to
176our spring activities those of you that have uh set out in some snow and sleet rain and cold watching softball or track meets or soccer games um hopefully mother nature becomes a little more nice and lets them finish up with some good warm fun weather to compete in and so that's all i have item 14 executive session for non-elected personnel so uh what time do we need a five-minute bio break up front okay madam president i move that we uh go into executive session to discuss non-elected personnel pursuant to the exception of the kansas open meetings act in order to protect the privacy interests of the individuals to be discussed and that we return to open session in this room at 8 35 second we have a motion about and we invite dr roth amy
177sloan and board attorney robert angela yes [Music] and president i move that we accept the staffing report as presented second all right we have moisture by mr powell segment as well as to accept the staff report as presented all of those in favor 7-0 thank you all right so upcoming dates as dr rose mentioned friday is a non-working holiday no school the 25th of april you can believe that and may 5th is the horizon scholar gala at james bartlett our next board meeting is scheduled for 9 may as you move on item 16 2 unscheduled patron input um jewel elvis uh i need to remind you you have three minutes all right so i'm jewel albus i live at 2209 spring garden street which is just a couple blocks from the high school i have
178two children at the high school um okay that's all the information you needed right so i'm just going to read a letter that i wrote to mr vanek last week regarding the graduation and i know it's been a point of discussion throughout the high school and in the community so what i wrote is as a parent of a senior i'm approaching graduation day with so many big emotions i know the school puts in countless hours of work prepared for the event and i appreciate the thought that's gone into it i'm writing though to express my disappointment in the decision to limit my high school graduation tickets to four per senior i understand that there are definitely advantages to having an indoor event but i hope that you'll consider some other factors as well so like
179many other seniors my son is a military dependent as such he's lived in four countries during his school career um he's never lived in a state with any extended family member because of this his grandparents aunts uncles and other significant people in his life have very rarely had the opportunity to attend any of his events so there was soccer tournaments school plays academic awards none of that we've been in australia we've been in italy so obviously they've come over when they could but it hasn't been a regular thing for him and i know there are a lot of other military families in our community as well as families who are here but maybe have grandparents or family members who live far away and i feel like the ability for family members to be there tells
180that child um you your interests your talents and your achievements are important to me and that's the biggest way that they can say that to the child high school graduation is the final event of my son's childhood and it's understandable that all four of his grandparents and an uncle were eager to get here so they bought tickets from alaska from virginia from washington to be here for the event and then we found out we only had four tickets we also have two other children who obviously would want to be part of that event so it was heartbreaking when we had to tell them you get to zoom in you get to watch it remotely um so they'll be sitting two blocks away watching the event so i know the graduation day is fast approaching um
181but i sincerely hope that you'll consider our wishes and the wishes of so many other families who are in the same situation i know that there's obviously issues with outdoor events but i think it might be worth the risk in this situation or to move it to another venue where more tickets were available so i said to mr vana can i say to you ten seconds okay thank you all for the support that you give to our students and our families every day [Applause] all right board member comments let's read okay sorry i was listening to her so intently all right so i wanted to highlight how i got to visit david brewer this week and mr ida kavage and mrs batson were so free with their time i felt very welcomed and i just
182wanted to thank both of them and i also got to attend the rotc ball and i just wanted to shine a spotlight on mr bannock from the high school i was able to observe just how he seemed also very free with his time just very present and giving to the students there for support and to keep them safe and so i just wanted to thank him for his good work and the daytona trip as dr both already mentioned is going on right now so i just wanted to wish them the best and safe travels thank you um so i i've had a pretty eventful week as as the school year winds down it seems like everything starts accelerating we start trying to get as much in as we can so um had a lot of
183uh good interactions with uh our staff in in uh in the sports area uh as as we saw today uh with uh girls wrestling and with all the and bowling and uh everything that's going on so i want to thank all the staff for for uh providing that service for our kids after schools i know how much time they put in afterwards i had a good opportunity to meet with our teachers specifically our language arts teachers in regard to curriculum and books and and what's being read and getting ground truth on a lot of that stuff and i had a uh in my opinion a very productive meeting uh with them and was able to give that out and i look forward to providing that information to to the uh committee uh for for that
184and just you know basically getting everybody i've heard from i've heard of my from my constituents i've heard from the kids and i've heard from the staff and i've heard from everybody else and and uh the group that i hadn't heard from is the actual teachers so i feel that was a good good use of my time and uh i also have always preferred having graduations outside so if i may throw in my two cents unofficially that would uh that would be my preference as well so with that that's all i've got i had the privilege of attending the national school board association's conference last weekend lots of walking lots of talking lots of learning um i'm happy that i did i i went i wasn't going to go up first but i'm happy i
185went because they did have specific classes that um align with some of the things that we're talking about almost on a daily basis within our district now and i'm sure some of this will be coming out more as our meetings continue i want to complement the cadre and for the jrotc ball for ensuring they did not have it close to the school like they normally do on the fort they were at a country club lake quivera but they had arranged buses so there would not be a child to have to worry about driving home at midnight and the buses went on scheduled routes so 30 minutes here 30 minutes here 30 minutes here same thing for coming back so all the kids got home safely that's our main main focus make sure everyone's safe and
186sound and it looked like i don't get to go yet my daughter's not a senior yet but um it looked like everybody was having a superb time the photos are phenomenal they're posted if you want to see them and just look at what outstanding kids they are all dressed up and cleaned up when they're not always dirty from playing their sports and things landing to weather and ice freezing cold and softball games and other outdoor games that can be unbearable something even more unbearable but not a lot we can do about it is the fact that we had to cancel junior varsity softball games today because of lack of umpires if you have it in your heart or your desire and want to take the state test and training and volunteer your time to be
187an umpire at these games they're needed statewide it doesn't have to be love and worth i mean yeah i want you to support leavenworth but they're needed statewide volunteers are acceptable and i think umpires get paid you might yeah i've heard they get paid pretty well so you might want to look into that of course we still um you know have volunteer opportunities and employment opportunities within the district i i ask you to seek out our website and find the perfect niche for you uh we have lots of award ceremonies coming up brian outstanding savings love it love it you know i love saving money because that means something that we can get for our kids to do more things for them to help increase their success in the future beth same thing for you
188outstanding savings and i know we're going to see even more next year and this just bleeds right back in to the community and where we save money they save money and they keep some more in their pockets which is so needed right now and i won't tie up any more time thank you so very much i can tell a little bit about um umpiring i did for 25 years here in the state high school and college and i think the biggest problem with that is that people especially in today's climate with everybody like this you don't want to take that abuse for 25 30 or whatever it is it might be more for like varsity stuff but that's a big problem the other thing is on the on the graduation i don't know how many
189times you had to cancel for the rain how many times have you been here um i believe we've had uh three outside and five five minutes one of them was the covered i was in recreation most of my life as a director and you know you know like playing for the worst hopefully the best and it's just it's such a nightmare if you you know i would have lived here in kansas a long time but you can't depend on the weather if they say it's going to be 100 degrees on graduation day and no clouds that sounds great but come that morning you know the thunderstorm morning it just i mean i feel for you but i mean i just i can't see getting away from just having it inside i mean i like to
190be outside as much as anybody but just it's such a gamble but that's that's up to the board i guess if they want to gamble that the other thing i think people in this community would be thankful that we have public comment because one of the sessions i went to when this was very well was civility board meetings and some some districts don't have public comment so hard to believe but they don't so be thankful that you do get to get up and talk i think i think it's important but there's times when it hasn't been such a good idea too so anyway um that's all um i was also able to attend the national conference it was my first time at the national level and i wasn't sure um if it would apply to
191me as much as it did at the state level conferences and it really did found that the classes were very engaging it was just larger classes than than we have at the at the state level and um being able to collaborate with people from all over the country instead of just all over our state was very beneficial to me in my learning process and i'm grateful that i was able to go um i'd also like to really thank our teaching and learning staff as well as all of the staff that took the time to participate in the curriculum the curriculum selections you guys are the professionals we pay you to do that job and it only makes sense to me that we follow what your recommendations are i am not i'm a parent i'm not
192an expert so i appreciate your diligence and ryan especially laying out the process i think that was extremely helpful thank you um this last saturday i was able to be a full-on band mom um jazz band is a class at our school i don't know if you guys know that we have regular band that does marching and symphony and then we also have jazz band last week they um went and traveled to a jazz festival and they received a one rating as a whole which is fantastic and then um regional contests for our band and choir students was on saturday i apologize i don't know how choir did but every single leavenworth entry received a one rating that says huge things about our music program and dr pro's work that he's doing and he's not
193alone he's brought in other people in the community to help out um but i just wanted to name our soloists real quick peyton watts on french horn she received a one peyton hall on trumpet he received a one amy fought on euphonium which i didn't even know euphonium was an instrument i just thought it was a baritone and it is not um she received a one julianne seafeld received a one on her trumpet and pj wells received one on her trombone and then a woodwind ensemble went they also received a one and a brass ensemble and they also received the one these kids are doing great arts are not dead thank you kansas thank you leavenworth mr belton yeah i just want to also thank the teaching and learning staff as well as all of
194the teachers and building leadership that invested a year basically nine to ten months worth of effort and trying to make sure that our kids have the best we can bring to them curriculum development is a complex issue in an ever more complex world and they what we've got is probably the best attempt that i can see at this point to make sense out of it i mean it's it's that complex and so it's i think it's really important that really what i'm looking for for me personally out of the subcommittee is not that we need to change things but how can we get parental investment and community investment as well as you know with our teachers and with our staff in a way that's that's more um effective i guess i mean there's probably a
195better word so we're not we're not looking to head hunt how we pick books or develop curriculum it's how can we be better community members really i think is probably the best way for me to put it so i want to thank you guys so much for that investment i mean it's just amazing now evan at least glanced through and gone through much of those two curriculums that they you can tell we didn't select them by accident so thank you and the last thing is and i guess and i'm i'm kind of thinking out loud here so i apologize but um you know maybe we we ought to look at if because i know there's second and third order problems with it but maybe we could look at moving setting our agenda a day earlier
196um even 24 hours probably helped in this process and this goes back to us wanting to represent our community and represent our parents as best we can and helping be that link with our district leadership so um i i know it's got second third order effects for you all and just some of the some of the information will be lagging at that point so when we publish that we try to give you all that right and so some of that information will be lacking due to metal service due to some of the reports some types of things that we're waiting on to reconcile all the books and do all those things right so if you don't mind getting the agenda and what information we have and then we supplement in i don't want that to
197be confusing but that would be the challenge is getting all that information because we wait on it to get to receive it and we put it together and it goes into the format for you as a board so that would the agenda could be said because you as a board says that but i mean yeah and i'm concerned about you guys having the time to produce some of the quality materials exactly we could set the headline of the agenda we could set it for next month tonight well you know i think what that brings is that um the the general titles of what we're going to be talking about will be set by that time i mean it's just one day different would you agree right and so that would be something that the community
198then could decide whether they wanted to comment to and then we get the details filled in by friday because much of that's going to be under executive read not public read and the only other the only other thing that would be is that um and it's happened that we've had something on the agenda that we've talked about and i said okay if we don't get the information this is coming off if we do it you could be missing out i mean there could be a lot of agenda changes in that i don't want that to not to become more less transparent trying to be more transparent become less transparent and all of a sudden when we set the agenda where we don't have item five we don't have item six let's take that off again
199that's just that's just a counting type for four minutes and those types of things yeah i'm just saying look if we can think about it and and see what uh the value there is to that that's all thank you madam president if i could get a quick little alibi please something really really important that i missed well it's a combo it's support um looking at the gift lock we we had six or seven additional um donors from maths to books to crafts um to toiletry items for our schools i would like to mention that lawson could still use underwear for their students size 3t to 8. so if you have any that you could donate to them it's moving season you're cleaning out unpacking give them a call find out what the schools need before
200you throw something away and let the schools have them for their closets that would be very beneficial and in with the thoughts of giving i want to mention and i don't know how many it were but there were individuals community community and civic leaders and area businesses that donated several thousand dollars in all sorts so that jrotc ball could go forward this made those tickets twenty five dollars a piece per child instead of fifty sixty seventy dollars a piece and that's the other thing we always wanna make sure that the kids can't afford to do the things that are very special for them to do and we would not be able to do that without these sponsors and donors and i want to say i thank you all and the teachers and staff and everybody
201else that help um participate in it and chaperone and make sure everybody's acting cool thank you i appreciate that so i mentioned earlier my favorite things are student recognitions and so last friday night repertory theater as part of a education foundation event did charlie's hand fabulous job i was so happy with it it's a great thing um and i'm always happy to see our kids who can just share so many of their talents um also went to the band concert for pizzaga and wow the band was awesome the tornado man tornado one come on do a shout out okay it was foreign but what i really wanted to do is that um the staff administration there and all the attendees you would never have known out there somewhere because it's all we have to move
202everybody please go this way it's very calm and i i just appreciate it because i didn't hear any babies crying or screaming because like oh what's happening it was just very professional very calm it was like okay and they gave us updates so shout out to the admin and staff they did a fantastic job that night um i understand from the rifle team they did their competition last week they had two personal bests for that day and also one was being advanced to the nationals this summer once again our autism program is strong in so many areas but i think it's one of the things that it just shows how awesome our teachers and support staff are to bring out those things in our kids um they're just awesome it was part of the send-down
203this morning for the drill team defending pad angels and find your cardboard out there wish you the best so you know it's always a good day to be a pioneer our kids show us that they are awesome thank you all for being here tonight be well we are dabbling out only judy has to say
