001Heat. Heat. Heat. ice cream. call the meeting to order and we'll move to 1.2 and she will join us for the pledge of allegiance. I aliance to the flag of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all. >> Got Rebecca um joining by phone this evening and everyone else is here. So we need um approval of the agenda and consent agenda which is three. >> Oh our monitors are not displaying anything at the moment. on our consent agenda. Is that where the um job description is? >> Yeah. >> Can we pull that out, please? >> We can. >> Yeah. In the motion, you would need to pull that out or table that or however you would want to address that. >> Lar I'll
002defer to you, but I think we need a conversation around that. >> Yeah. it for tonight it's just as as acceptance. So we can go of either way we can um leave it as is or if we want to the board wants to pull that out we can pull that out and um have further um discussion. acceptance meaning that it would it's simply putting it out there for the board's knowledge and then those questions and items for discussion can be occur between now and the next time it's brought forward and then approval um can occur at that time or rather discussion before approval can occur at that time too. I also asked to have it removed. Um I again don't want to set the wrong presence. I want us to talk about it before it.
003>> So removal or pulling it out for discussion. Those are two different things. >> Any clarification? I want it removed. >> I'd like to have it out for discussion. >> One has said removed and one has said pulled out for discussion. >> We'll need a motion. Whichever folks would like it. Chelsea, how come removed? Like I'll be >> I just want it removed out of the consent agenda so that we will be able to discuss it further. >> So you want to stay in discussion? >> Yeah. >> Okay. So the motion would just need to be Is that what you new business? >> Under new business. Yeah. >> So I'll make the help maybe make the motion here with that modification. Um move to approve the agenda consent agenda with move removing 3.9 moving that
004to new business. >> So need a second. >> Second. >> All in favor say yes. >> Yes. >> Any opposed? No. 70. So we'll take care of that in new business. >> In new business. >> Thank you. >> Okay. Um do we have any uh comments from the public today? No, >> we'll go on to 2.1. >> Uh, let me get the agenda pulled up for the other screen. Uh we have uh in front of us uh several donations uh one uh several for the high school and Eisenhower Elementary School as well as a $1,000 grant from the credit union um for the America's Teach Grow and Inspire the Future program uh used for some curriculum. That's a CTE program uh pathway that we have for helping to foster our um hopefully future people to
005join um as educators. So um if there are not any questions, we would just be seeking approval on that. >> So move second. >> Any other discussion? I guess my one comment is again so appreciative of um these you know gifts uh to continue the instruction and the opportunities to enhance learning. So all in favor say yes. >> Yes. >> Me opposed with no cars and again thank you for that. >> We'll move on to superintendent report. Uh just a couple of things to update you on. It's been uh it is a busy week in McFersonen public schools because it's the last week of school in McFersonen public schools. Um hope everybody enjoyed the all schools day festivities. Um I know my household did. Um and then graduation ceremony was wonderful on Saturday. Um this
006week, just as a reminder, there's still a uh we do eighth grade recognition on Wednesday evening of this week. Um and so our eighth graders will be prepared to turn into big high school kids. Um also this week, we will have teachers working to um start the process for packing up and start their transition. So those that are impacted by the the transition will have time. Again, thank you to you as board for providing that extra time um which will now be on the 15th to help um help with that process. We're going to talk a little bit later when uh Dwayne gets here about a a potential temporary location for CTE. Um, but that particular item uh has kind of changed a little bit and I'll let him share about that. But from a
007moving perspective, that was going to be a major lift phys uh uh literally and figuratively. Um but but we'll have some updated information for the board yet about that. State assessments have just come in hot off the press today, I believe. Um, so you'll be well prepared to take a look at how did student performance and things like that change over the course of the last several years. Again, you uh each year the board hosts a June workshop. So this year, I believe that is June 29th. Um, so hopefully your calendars are already marked for that day. Um, but that'll be a great opportunity to evaluate how did things go this year and and where we um heading. There's a lot of positive um improvement in in those at least based off an initial look.
008Um again, this was an interesting year because we had to delay getting those out this year. So your June meeting last year didn't actually occur until I think a work session later possibly this February. >> Um and so now we'll be back hopefully on a cadence where that kind of data can be looked at. So I don't have any other items relative to to that information. >> Questions for Dr. Vinc. >> Thank you all so much. Uh we could really all three of the old business items are going to be time related. So I think it'd be probably advisable to go to our three items in new business and then come back to old business when they join us. >> Our guests are here. Yeah. >> So, friendly modification if everyone is uh okay with
009moving um until folks are here um to share um move down to our new business. >> You bet. So uh 6.1 is related to um a really to updating the job description that existed uh about five or 6 years ago and also trying to make sure that we have roles aligned with the strategic plan and the work that also is being um completed here uh for the school district's sake. So um you can see here the initial draft again it was on for acceptance because there are edits that are going to need to be made um relative to this. Um but you can see that the key here is so let me pause and come back to where this started at. There was a position that was specifically oriented around um communication and social media
010management. That was an existing job description um that was previously held by um a person who then over the course of that person's time with us transitioned away. It used to be housed out of our technology department. We then transitioned it at the time to a person uh those duties we transitioned and that role never really um continued. um about a year or two then with another individual who was who was on more on the education side. Um and then that person was coordinating with some coaching uh technology wise as well as um attempting to manage and and coordinate all of our uh social media presence. Unfortunately, that position then also was absorbed through attrition when that individual left. and what's occurred then. Uh so that was all probably right around that final transition kind
011of occurred around 2020 maybe just after 2021 perhaps. Um recognizing that communication partnerships the world of social media there's regulations now which we'll talk about a little bit in our next policy. um we've transitioned a lot of duties relative to communication um onto an administrative assistant role that really no longer uh which which that that's gone well. Um the problem is there's no clear role identified for um there's actually no clear role identified for either of those. So what's being presented as acceptance is for there to be a clearer job description for what a person doing that work would look like. And then in future meetings once that job description is uh hope is board approved then that person could be uh by title and then by title transitioned under a personnel wreck and then
012be able to then continue to serve and meet uh our strategic goals relative to communication. Um, what questions could I answer? Cuz I I've had a couple. >> So, my biggest one is is looking through this. There's really nothing in here that says that they help the superintendent at all. Um, with a new superintendent coming in, I would really like to have the opportunity to speak with that superintendent and discuss what Dr. Ryerson's needs are going to be. Um, and the other thing I noticed on here, it says manages a crossf functional district communication team. What does that consist of? Who is that? We don't have a communications team. >> We actually, yeah, that's a great question. Uh, so let me start first by saying one of the things that I did and in before
013bringing this to you is made sure that I talked with Dr. Ryerson about um specifically some of this and and how how it's being executed. I'll agree and that's why it was for acceptance. Um there's a couple of things that I want to make sure from a logistics perspective are shown in here. So that's an edit that you'll see when this is brought back. Um where I want to make sure it's clear uh that that this individual uh works to directly support also the logistics side um for the superintendent. Um again the the one of the challenges related to any job description is none of them are ever not all job not all duties and things are going to be captured. That's why other duties is assigned is almost always on there. And from a
014pragmatic standpoint, um, under the current job description, we have an employee that's working, um, under under a lot of other duties is assigned that just wouldn't have been articulated in previous, uh, realms because of just how significantly communication and website management, things like that have changed. As far as the communication team, we actually do have a communication team that works to coordinate and ensure continuity between all of our buildings and our uh secondary and elementary as well. The the that's a team that's that's currently working um to make sure things like Facebook post that we have a method to how we elevate um and streamline our communication. It's not um yet a welloiled machine, so to speak, that group. Um it's been probably year a little over a year that that group's been meeting. Um
015but just so the board's aware that that is a team that's already meeting. Um >> so is she going to be a supervisory role? It says manage that team. So is they going to report to >> this position >> for all teams uh relative to managing is an interesting I mean we could get into the nuance of what the different languages are. This doesn't this is not established as a supervisory role. So manage also means their responsibility is pulling together the information that's needed as those as that committee's meeting and that's already taking place. That is kind of the intent behind that Rebecca. So currently our um admin assistant for our superintendent has been doing this. >> That's currently who ser who is already executing uh this work. Correct. >> So um are we asking
016to find an entire new position or are we asking to increase um compensation for a position that's already doing this? >> No, we're not at uh so want to be clear on one thing. from a job description standpoint, uh, compensation's not included. So, this would just be making sure that the position exist with the articulated roles and responsibilities so that a person could be moved into that from a personnel w standpoint. That's when that type of discussion would occur. That is not this superintendent's intent. It's to make sure that there's job duties that are articulated that match what the expectation of employees are. Yeah. So, you know, I think that >> we just have to walk we have to be careful with how we're walking the line because we're already naming out loud. So, this
017could become something I guess just be be cognizant of the questions you're asking. If we need to go into an executive session for personnel, we'd want to make a motion on that and we could have that in that setting. So, you know, when there's um compensation listed on this document, if I'm looking at the same document that everybody else is. So, here here's where I you know, >> so let me real quick name one thing. it. This has also been reviewed by legal and it's a very common uh that clause of compensation based on experience and education is a very common clause as well as a 12-month employee. So that's that's a very standard job description. >> Yeah. I'm not like I'm not here's where I sit as a board member. you know, if we
018bring on a new position, which I know that technically, um, this is a position that just hasn't been filled. Um, but we have a lot of positions now that have gone away with attrition. We're asking our staff to make some real new commitments to class sizes to um and so like and honestly if I'm looking at this of course communication is always something that we want to tend to attend well but the biggest communication um heavy lifts like we've been through those. So let me let me help clarify. >> Um this isn't a new position. It's a new >> I understand that it's a new job wouldn't be an addition of an FTE again. We we have absorbed >> it would be because we don't have one currently. So while it's not technically like our
019superintendent because it's still on the books can put someone in there. I understand it's a job description but I also think we have to do our due diligence of saying okay here's the pot of money. Is this really where we want to use it right now? Because when we start to have these conversations as a board member, that's what I'm receiving is that we intend to put somebody in this position. I don't think we should do that. >> Real quick to speak to that, which is just for the knowledge sake, there's reallocation of positions and reusing reusing of positions that occur every year. And this would be a lateral uh this would be essentially a title change lateral transition from one FTE that's currently under a job description that doesn't match what they're doing to
020the potential which isn't yet the personnel wreck would create an opportunity for for that lateral transition to occur. seems maybe an executive session is >> I think that we should appropriately if if the questions aren't directly related anymore to the job description I think we should just transition to which we could do to an executive session >> that might be helpful Shiloh >> sure >> yeah we just make a motion motion we go session for how long? >> 3.9 minutes. >> Yes. So, we have uh a motion and Jeff with a second. Um any other discussion? >> 10 minutes. >> All in favor of executive session for matters reg related to personnel for 10 minutes. Signal. Yes. >> Yes. >> Thank you. for the audience. Uh what we'll do is we'll come back after Heat.
021Heat. Heat. Heat. Heat. Heat. Heat. Heat. N. Heat. Heat. Heat. Hey. Hey. Hey. Heat. Heat. Heat. Heat. Heat. transition that Let me see. We actually have if you would like back to old business. I think we've got Dustin on the or I'm sorry, Clayton on the if you'd like to go back. >> Yeah, if he's there. I don't want to hold him up. >> We we should take some formal action on tableabling this. So I we table 3.9 that had been moved to 6.1 and new business to for to a future meeting date. >> Yeah, that's good actually. >> Need a second. Second. Any other discussion? Okay. In favor of uh tableling this uh 6.1 which was 3.9. Uh further discussion at a future date. I say yes. >> Yes. The opposed with no that
022carry 70. >> Thank you. >> I'm going to pull go back to 6.1. Are you able to hear me? >> Yeah, >> great. Uh we just have bounced back to our um agenda item for you. Are you Is now a good time for you to still uh connect with us? >> Yeah, now perfect. You guys hear me? All right, >> we can hear you just fine. >> I'm going to pull up the summary information. Do you want me to I'll share my screen to you, Clayton, so you can see it as well. All right, Clayton, I have you now up on the big screen. So, you're zooming in with >> Awesome. >> All right, I'll let you take it from here and you just kind of tell me whether you need me to scroll up
023or down or how you need me to do it. >> Okay. No, I appreciate that, John. Uh, thanks for allowing us to be tonight to talk about the bond financing results. um had a really good week last week uh when locking in final rates for the 30-year bond financing. Um I believe when Dustin met with the board um last month, he had kind of given a range uh between 475 and 5.25% in terms of interest rate. Um we've had a lot of volatility in the markets over the last two months. Um but really last week we saw the markets improve and rally just uh some clarity in regards to the Ira. That's kind of the big headline risk that we've seen over the last month and was causing a lot of the volatility. But we're
024happy to say that there was um significant investor demand um on the purchase of your bonds and we were able to uh get the aggressive in that final interest rate and and lock in a 4.8% on that 30-year financing. Um in addition to that, uh Dustin also I believe talked about estimated invest investment earnings. Um I believe Dwayne Cash is um at the meeting this evening, but we will actually work with him and his team to finalize the construction draw schedule to get a um better estimate once that's available on investment earnings. But we also wanted to provide an update just based on current rates kind of an estimated draw schedule um that above that financing amount received. In addition to that amount, you would estimate to receive about $3 million over the the life
025of the project just from investment earnings. So, um, a lot of really good, uh, news to share. Happy to share that with you as to the sale. Um, a lot of that information is the same as the plan finance and what was shared at the last board meeting. um trying to just um deliver the the financing result that uh was communicated to voters. Um so we're in really good shape to be able to do all of that. Um in addition to the uh resolution this evening that essentially finalizes all this information um that it also will provide closing for funds to be be available. um by May 28th. That is the the expected closing date. Um Kylo is going through the resolution right now, but essentially in order for us to finalize everything, we need
026to have uh the consideration of bold resolution, essentially an action item where one board member makes a motion um and then a second and then a vote. Um one other thing I wanted to talk about was just the process moving forward. So, we will continue to help the district. Uh, we're approaching budget season, so we'll work with Tai and Nikki as well on just upcoming budget information, providing them the updated debt service schedules uh just to make sure um everything is filled out correctly as um you'll have these updated new debt service payments expected as a result of the bond issue. know that's something that we like to help out with on an annual basis moving forward as well as any other questions that are um or continued conversations needed throughout the year. So um
027a lot of numbers, a lot of good news to share, but I just um wanted to talk through all of that to give you the the results that we're very excited to share with you this evening and be happy to take any questions that you have before considering the resolution. I don't have any questions. I just have a comment. >> Okay. >> It's a good day to be a bull pup. >> Amen. >> Any other questions? >> Not seeing any questions. We'll go ahead and offer the motion to approve a resolution authorizing and directing the issuance, sale, and delivery of general obligation bonds 2026 of Uni Unified School District number 418, McFersonen County, Kansas, Mcfersonen, providing for the levy and collection of annual tax for the purpose of paying the principal of and interest of
028said on said bonds as they become due, making certain covenants and agreements to provide for the payment and security thereof and authorizing certain other documents and actions contained connected there with a second. Second and all in any other discussion first. Okay. All in favor say yes. >> Yes. >> Any nos with no carry 70. >> Clayton, thank you so much for your time. Thank you for the good uh work that your team was able to navigate. >> Appreciate that. Thank you. Thanks everybody. >> Take care. Drive safe and take off. We'll see you. >> See you. >> Bye. Good work. >> We have about 20 minutes, I think, before uh >> Mr. Cash will be here. So, if you want to transition just doing a little bit of a hopscotch right now. >> That's okay.
029Do you we want to go to the cell phone? >> Yes. >> Policy 6.2. >> All right. Now, as a reminder on this one, this is a result of law that was passed this spring. Um, this is where so let me name where this uh this specific document originates from. KASB legal. Um so JCDC offers or um pull up JCDC is related to students personal electronic devices. Couple things draw couple of draw your attention again to some of my language. I can't see this. I have my screen set up differently. Um okay. So as a reminder on this which you had the board had already uniquely been in discussion about this um prior to even the start of the the legislative session. there was dialogue occurring over the course of the this last fall um
030and some initiation of that work already as early as this January obviously uh or just as a reminder then the board paused that work knowing that there was a potential uh law new statute that would be put into place and so what's now occurred is that that law is in place it is in place for next year um some key items just to remind you about the district is required. All Kansas districts are required to adopt a policy prohibiting the use of student personal electronic devices during the school day. They refer to that as bellto bell. Uh devices must be turned off and stored in an inaccessible location not on the student's person throughout the school day. There are some limited exceptions that that are allowed for and those are uh only for documented medical
031needs. an example of a documented medical need. This is a young man that would be in our elementary school. He has an insulin pump. His insulin pump has a monitor on it. It's connected to his cell phone. Well, rather, let me state that he's got a monitor and a pump. When the monitor signals he needs to bump up on his insulin, he has to get that through his electronic device. And then he uses his electronic device to actually bump it up. that's going to be either I articulated it in this case that'd be in a 504 because it's a medical need or through um an IEP. That example I just used is likely one very likely one that absolutely falls under the limited exceptions. Uh but there will be others that um may emerge and
032those are really intended for a quote last resort. districts uh will need to establish clear enforcement procedures and expectations within uh how that's being enforced. And that'll be an item to make sure that is um following the approval of the policy, making sure that there are structures in place for handbooks typically is where we articulate those um for where that's how that's um enforced. students will have access uh to school provided communication methods to contact parents. I mentioned that the other day making sure that what their the intent of the law is to limit their cell phone usage. It's not to limit their it's not intended to eliminate their ability to communicate to families, nor would you as a board desire that. So that will need to it will continue to occur. Here's the item
033that I'd draw your attention to as well. you policies must be formally adopted and certified to the state board by September 1, 2026. Um, we brought this to you in April for a information review. It's brought for you for acceptance this evening um with approval to occur either June or or July um or as late as August um but I'd be cautious with waiting too long. The law does not apply to virtual schools and does not include a direct enforcement or penalty structure for virtual students. Just as a or just to name that for you implementation um for us, we've already worked at the building level for how that'll be in or where storage can take place. Um there's some questions still pending on guidance from KASB for what that could or should look like.
034Um and then lastly a question that has come up is just a reminder that it within the statute districts are provided some liability protection related to the storage of devices. Um though obviously the expectation is to take we we want to make sure that when it's in a storage location that it's a safe storage location. So taking all of that into um account, KASB legal provides uh updated um has provided this actually before the June um update which uh for their policies and it's been provided here now for a second review. What questions can I help answer? And you don't have to have them all this evening. You'll have it this will be brought back for approval again. But what questions can I help to answer that are on your mind at this time? >>
035Shallow. I think the only question that doesn't necessarily need an answer, but you know, I do think it's the work of this board to figure out, you know, how we're going to store devices. I think that's the next thing that we'll need to be thinking through. And so that's the only thing that I foresee that we there's a cost with that and also functionality. Um, >> yeah, >> and probably parent input. >> I would agree with all of those things said. One of the things that we're trying to gain specific clarity on because you do have at your elementaryaries, you already have an expectation for bell to bell. At your middle school, you already have an expectation for bell-to-bell and they already have processes and things in place for how they store those and which
036is in their lockers. At the high school, there's also lockers. So, the question is whether or not those um there's there seems to be confidence that that is a is an appropriate enough uh location for those to be specifically in their school or in their vehicle parked in the parking lot's the best place for high school kids. those that have a vehicle, but um in their uh locker is kind of the current question. But to Rebecca's point, the reason that we're trying to make sure we get clarification on that is if lockers are not a place where they can be s stored, where they can be locked and and kept safe, um then we do have uh to explore other options or or rather this team will have to explore other options and there could
037be there absolutely could be cost associated with that. the policy sets the expectations, but that's that's definitely something this board will um need to weigh in on >> last week. I Oh, go ahead, Rebecca. >> If there's nothing else, I think we motion to accept. >> Oh, I I just want to offer No, no. I um I was with high schoolers last week who were asked a series of questions by one of the high school teachers around this. Um and I think that there's much concern from high schoolers from what I received and I'll just so the board hears some of those. Um, one was privacy concerns of no, they don't want or guardians. They perceive parents, guardians not wanting to anyone to know why they might be calling their student. Um, at least that's
038how they communicated that. And there was great need to be able to communicate with family members whenever they um seem deemed necessary. So, those were a couple of um pretty um consistent themes I heard from uh some of our high schoolers. Now, that was not all the high schoolers. Um and nor was I asking for questions that happened to be the roll call question when uh the teacher was doing attendance that was asked. So, if you've been in the buildings, you you probably have seen teachers um do the roll like question and that was their question of the day um in there. So, I just offered that that there's there's going to be work um that will need to happen and that communication and what as already mentioned with our guardians and staff and students
039alike. >> The the the primary difference I guess or the the thing that's worth noting is um this isn't about a pol while it is about a policy. It's it's a statute that requires the policy. And so I think that um that's the position that that that this board and and 285 other school boards are going to be in um as as these types of things get um enforced. I will say to McFersonen's benefit, this kind of dialogue was already occurring. I commend you all as a board for having already raised that topic. So it's not um a complete shock to the system as it may have come across for other systems. So >> I I'm looking through this policy and one thing that I think you know we're not if we make a motion
040for acceptance on this this doesn't have a date on it because hopefully the work of this board and our community could happen before day one of the 26 27th school year. That's correct. >> Meaning that we're not going to wait until September to implement having kids come in for 10 days and then change. So, I just I just want that for our community's sake to understand that the law says this. We're going to be proactive and have this ready to go day one for our kids. >> Yeah. I mean, I think you're going to talk with board officers about when this comes back to you. I to me I think you you probably do the best for your system by taking action at this upcoming meeting to approve it. So that can can uh but
041I'll I'll talk with board officers for agenda planning relative to that. But I agree Rebecca um which is why we had brought this forward last couple meetings. Thank you. >> Any other looking for a >> Rebecca? Did you make a motion already? >> Uh, I started to. >> Okay. >> So, let me find it again on here. Um, make a motion to accept board policy JCDC student personnel electronic communication devices as presented. >> Second. >> Okay. Any other discussion? Not seeing. Oh, >> no. >> Okay. Um, all in favor of the motion to accept the board policy JCDC student personnel electronic communication devices as presented say yes. >> Yeah. >> Yes. >> And anyone opposed with no carry 70. More work to come. So thank you. That's the Mr. Cash is and do we need
042to take a break? If you'd like to take a break, that would be a perfect time. >> Why don't we take a 5 minute recess? >> And uh then we'll re reconvene. Yeah. >> Okay. >> Perfect timing, Mr. Cash. Take a break. Come back. I can lean on here or call back. Do you have a preference? >> It doesn't matter. That's all you just know that you're on speaker. >> Okay. Sounds good. >> Mhm. Luckily enough. Heat. Heat. changing that back. Rebecca you back online just need some water >> before you get started. >> Good. Thank you Mr. Roads and Dr. Vinc. Just wait a minute. have to put my Mr. Roads, right? >> Okay. Well, Mr. Cash, >> was I holding up the >> Yeah, you're okay. That's okay. Okay, take us through. I
043We can start business. Well, um I appreciate it. I'll run through uh this and if you want to interrupt me and ask me questions about a specific thing, go right ahead. Um a lot going on. Um I want to talk about schedule uh that we're working on right now. The CMR procurement process, the high school design, middle school design, CTE, is that working? Okay. uh CTE, temporary home, uh site work, and then finally budgets. We got a lot to cover here. Not a lot of detail, but there's still a lot of topics as we go through this. Um so, right now on schedule, uh we are going to be here uh this Wednesday uh to have several meetings. Uh we're having a food food service review meeting. We have our food consultants uh going to
044be in town uh to tour the middle school and and talk to Bill and his team uh start to build out that program. Uh we're going to have a meeting with the middle school and high school uh principles and we'll also be here for the facility committee meeting um in the lunchtime. um CT building discussion will be I imagine a big topic of that uh conversation we're going to have and then uh we have some work to do at this summer elementary coordination to make sure we're all on the same page as we go through that. Um and then the CMR procurement milestones uh the RFQ was issued on May 8, last Friday. That RFQ is due on May 29th. That gives them 3 weeks to get that uh response ready to go. uh think
045there's pretty good interest out in the community. So hopefully we get a lot of good uh firms to submit uh June 3rd. Uh we'll review those and then uh make a short list at the facility committee level I believe. Um and then on that day once that's shortlisted will issue the RFP to the firms that got shortlisted. They have two weeks to turn that around. The RFP will include their fees and their uh general conditions and uh their more feebased proposal. Uh the fee gets sent to the state of Kansas uh directly for their review and then they send it back and then review our fees together with the fee portion of that. Um then we would um make a short list on that and if we want to do interviews uh that would be
046the week of June 22nd. uh sometime during that week is what we've got scheduled right now. That could change based on everybody's availability. And then board approval around June 29th. We didn't pick an actual day for board. There's not a board meeting there. So, we'll have to discuss when the board actually wants to act on that. Um there is >> that is a board meeting. >> There is a board meeting on that. I was lucky. I think I picked it. Let's say I did. I must have. Um and then um we get started right away. once they get a contract signed and get them underway. There'll be a lot for them to do once they're on board. Uh oh, and then uh we're working on our schematic design deadlines for the high school is June
0475th and our middle school is June 1st. And we're on track right now for that. We do have a couple hiccups here and there that we have to work through, but we're still in a good spot this time. Uh and if you remember schematic design is basically the we've kind of got most things figured out of space programming and where things are going to go and adjacencies and then we start to move into design development where we really get into the details of the design. So that's just the first step in the process. Um, as I talked about this the CMR process, um, I went through that pretty good. So, I don't know if I need to expand on that. Uh, on the design progress on the high school, um, all the scope that were
048listed there on the right left hand side of what we're trying to do at the high school. Uh, here's the current thinking on the design. Uh, I feel really good about the design right now. Um, we're just a little bit over on square footage and we're a little bit over square footage on the remodel of the existing building, but overall we're not uh in a bad spot really. We're not tremendously over and I think we have lots of things we can do to to pull us back into line as we go through the design meetings with staff uh coming up here in the next couple days on Wednesday and and beyond. Um, there is a a little bit of a something on the high school we could dive into a little bit deeper. in a
049second. Uh but here's the floor plan. You can see if I color code uh the academics um is everything over here on the inside of the screen. Uh twotory academic wing. Uh everything that basically is in the B building and the hexagon is moving into this area right here. Uh the orange is the commons and kitchen uh the way it sits right now. And then this darker blue, darker green I guess we would call it up here is CTE programs. This woods athlet or Woods um automotive and a welding and classroom space up there. And then um down in the roundhouse we have uh grabbing that classroom space back for support spaces and locker rooms. Um, and then at the very front of the building, the purple would be administration and media center. That would
050be the part that would get built back after the hexagon is demoed and would be the new front door in front of the building. Um, and then we have the uh up here on the corner would be the ICC 500 storm shelter and uh locker room support spaces for the football field. Uh here's the basement and the second floor uh of the the brownhouse. So the roundhouse this the green space would be uh some of those uh lab type spaces. Um family consumer science and engineering those are really great spaces for those kind of techy lab type spaces and we'll be able to show those off. You'll be able to look down into those as you walk by in the main street corridor that goes around the roundhouse. I think it'd be really really pretty
051cool space. Um, then we have the existing locker rooms down there that will get some updates to those. On the second floor over here on the right hand side is more of the academic classrooms. >> Could you go back one side really quick? I just have a really quick question. On the administrative side, we talked previously in the facilities meeting about moving the counselors up front. Is that changed from this design that we saw before? Because now it says staff work room. I don't recall seeing that, but maybe I missed it. >> Yeah, right now we're it's going to be in this this area right here. Yeah, the counselors will be separate from the main office, >> but still at the very front. >> They are moving to the Okay, >> that's what I thought
052cuz we talked about they were originally in the roundhouse. >> They were. Yeah. And we pulled them back out. >> Thank you. >> You bet. So Dwayne, I feel I must have missed something important somewhere. So when we talk about moving these kids, what are we doing with the current welding building? >> Yeah. Uh that's what we're going to talk about next. Um here in a minute, you and I I'll touch on that here in a second. Um, so here's the the site as it sits on the site and as you can see the welding building is uh over overlapped by the commons and kitchen uh space right now. But the bigger issue really is the elevation of that building. That elevation is 6 ft below the round the roundhouse main floor level or the
053what I would call the entry level or first floor of the high school. Uh so it's really down in a hole and what we want to do is we mitigate this flooding and creating a zone that you can use this common space outside and the way that the site wants to um flow that that building just has to be moved, relocated, uh move whatever we have to do to get it higher. Uh so what we're proposing is that we would relocate that program out of that welding building and the automotive building and the wood shop out of the basement up into a brand new CTE building that would be built up at the 100 level at ground level. That way we can create a slope that the ground slopes away from the building and we
054will not have any more flooding issues at the high school. We take care of that permanently. Man, uh we take the human element out of the equation, take the pumps out of the equation and and I understand that we're taking a step backwards, but it's the only way to really protect the roundhouse and the basement long term. >> So, really quick question on that. So, this building that we just paid it off or it's getting paid off. Um, is it just getting demolished? Like there's no we're not able to save that, but then we're just going to >> We don't know at this point. We're still looking at that if it can be taken down, rebuilt, and relocated. We think it can, but I need somebody that's in that business to confirm that. >> What
055would we use it for if we're building a new building, though? There's been discussion uh about um maybe using it for facilities uh support warehouse space something like that even other uses that you know nothing that's come to the front yet but we got to find out we can move it and rebuild it on a new the new slab someplace. >> When was that building constructed? >> I do not know 2014. I was going to say 2014 or 2015. I thought >> that sounds right. 16 there after I live. Mhm. >> So onto the middle school. Um the programs that we're uh affecting there on the left hand side. Like I said, Sky Design is due on this one June 1st. So this one uh we're we're struggling just a little bit on this one.
056as the building the program starting to balloon which is not uncommon uh when we get into the design of these uh there's a lot of wants and wishes and and program needs and we're working through that we're a little bit oversized here at this point as well if you remember this is the western edge of Eisenhower right if you can see my mouse or not where the green and this gray line is so everything west of that would be an addition the addition is a little oversized But my bigger concern is the amount of work I'm having to do back in the building has has grown as program definition has come more into focus with the middle school staff. So it's a balancing act between new and what we're reusing and how we reuse that
057space in the existing building trying to minimize remodel work and the cost that comes with that. But I will give you some highlights of some of the things and the thinking right now is that the sixth grade would be uh as a block over here on this side of the building on the north side of the existing and I believe I can't see for sure seventh grade is over here on the east side of the building and then eighth grade would be down here on the south side of the building and they would have resource spaces adjacent to them uh for sped uh and then the science rooms for those would be a block over here where the kindergarten rooms are now. We would add sixth grade science room here where the kitchen is today.
058Uh because we want to reuse this common space. There's a lot of good square footage in the commons for the counseling suite and some u math and English resource rooms in that space. But that means that I'm building a newer kitchen that would be replacing that. That would be off the new commons, which is this addition down here on the end. So there would be a kitchen over here to support that, a new media center to the south of it with some really nice uh glass. Get the media center out of the middle of the building, get it towards some outdoor views and light. Uh there would be the um PLTW room uh as well in the addition. And then this um flex theater was this um darker orangey color I guess no color mauve
059I guess you call that dark mauve uh color down here would be a flex theater. What the thinking there is is we've heard from the staff they really need a performance space to replace the theater at the existing middle school. Uh the problem with those kinds of theaters is they just don't get used that often and the seats just sit there. Now the stage gets used a lot but the actual auditorium doesn't get used that much. Um so what we started to do in some of these newer designs is create a flex theater and what that means is is it can be used for multiple events. So it can be used for professional development. It could be used for testing. It can be used for VIP kind of things. If there's, you know, like a
060dance or something, want to make a little kind of a a VIP kind of a room in there, you know, those kind of things. But it also can be used for speech, debate, forensics, robotics, competitions. And the bleachers with their uh bleachers was actual seatbacks like a theater seats. They're retractable just like you have in your gymnasium. Those would pull out and pull back for about 350 400 seats. Then you could add more seats on the floor as well to get that up. And the stage is wherever you decide it wants to be. Stage can be in the m in the middle of theater in the round. You can do it on the end and build this procium type of a stage, but that's where the flex uh nature comes from. Then it would have
061some dressing room storage and some support spaces in that space. uh the two gymnasiums that they requested, one is more of a competition gym with bleachers all on one side so that they can use that that gym for all school assemblies. So the whole school uh student body can come in and be on one side of the gym in bleachers and then you can do a stage on the other side for uh those types of all school assemblies. Uh but then you can also put um chairs on the floor for grandparents and parents uh for events that they might need for where they need a really really big audience. We work to make sure the acoustics in that space are are better than a typical gymnasium, but still it will be a gymnasium. It's not
062optimal like the Flex Theater will be. uh locker rooms to the north of that between the two uh with a little corridor that would go back to the wrestling weight room uh space. There's a lot of conversation in the background that right now about how big this needs to be and and what that program looks like and how that works. So, that is is definitely in flex and we're talking about that a lot on Wednesday. And then the the auxiliary gym would be to the north of that as well. Any questions about the middle school? >> I have a couple. >> Yep. What is the benefits or the pros and the cons of doing all seating on one side versus seating on both? >> That that idea that you can have your whole student body
063on one side and they all look in one direction instead of having half the student body looking at you and half the student be body behind you. Uh there was also um a comment made that uh that way they can have the scores table and the players on the opposite side of the bleachers. Uh so there's less more separation away from the fans who are behind those people was what the the desire was. >> So that the visitors would be on one side, home would be on the other. >> No, they would be on the same side on the same but you would probably just say that ends that end would be your home visitors. Yeah. uh trade-offs, pros and cons, but there's that's still in debate as well. >> And then my last one,
064this was something we talked about for a while, is where do we settle on the district kitchen? >> Um, right now we're moving on the direction that's at the high school, but that's where I really want my that's why I'm having my kitchen consultant come Wednesday so he can sit down with the staff, sit down with Bill, and and and look at the kitchen and give uh hear their input and what their desires are and how it works. Uh but it's going to have to be one of the two for sure. But I think that uh there's still more conversation happen >> cuz I know Bill mentioned in the facilities meeting that we had three different meal plans essentially, three different requirements for our levels of children. So I didn't know if the middle school
065kitchen could accommodate just the middle school and no food would have to be transported out of there. That was an idea. and then the high school could just accommodate maybe the high school and the elementaryaries and that would be easier because I know we had concerns of getting a bigger truck in there to move all the food out. So, I just wanted to propose that if that could potentially be an idea in order to reduce down the kitchen size and not cuz I know it was quite quite a large amount to put the district kitchen at the school, >> right? that I think the biggest concern is building two fully operational kitchens because when you're doing that, you're still you're buying the coolers, you're buying the freezers, you're buying all the uh stuff to make
066up two functional kitchens. If we can make one kitchen that does everything for the district, uh that there's some dollar savings potentially there. But then there's the tradeoffs of then trying to create three meal plans and and transport from one location instead of two locations cuz now the high school kind of stands alone from the district kitchen. That's kind of why I was thinking we let the middle school stand alone and the high school do the two. Just an idea I wanted to throw at you. We'll >> have that conversation. Can you say more? >> Go ahead, Rebecca. >> Go ahead, Laura. You might be asking. I'm just wondering. >> Okay. Um, can you say more about the sixth grade, 7th grade, and eighth grade configurations? Um, are are they moving from class to class?
067How is this? It looks different to me. >> Not a lot. Um, so really, if I can maybe zoom in on this, see if I can zoom in on this a little bit. I should have made a bigger So the idea is that this would be the sixth grade hallway basically. So the sixth grade math, English and social studies would all be next to each other. And then they have that uh that flex and the the U resource room that would be basically rest resource room. But then they would also have four sped rooms here in the middle that would act as resource rooms. Um and then breakout spaces right across from them. So, if they're getting individual instruction, they can come out of their classroom in those support spaces. There's larger support and smaller
068support spaces, so one-on-one or group work. Uh, but that means that most of the time they're in this general area. And then we have lockers through the middle. This is where the media center was. We cut through there to actually make that loop not so long. But this is a great place for lockers. So, the sixth grade lockers would be on this north end, right? So they don't have to go all the way through the corridor. They can just come into this this northern part of the the lockers to get to their uh lockers between classes. Now when they're going to sate science, it would be just down a little bit around the corner, but still in that general zone. Art, uh music, uh PLTW and sports would uh ask them to go farther under
069the building, but generally most of their day is spent right there in that corridor. And that doubles for seventh grade. 7th grade would be in this back corridor. That would be the seventh grade corridor. And then this south corridor would be the eighth grade corridor for the most part. >> So then the followup is um cuz I know you're working with the the middle school team uh for this. >> Where where is the entrance into the building on this map? >> The the main entrance would stay where it is. >> Okay. the main entrance would stay and so we come into a secure vestibial go into the office on the left hand side and then uh we have um the seventh and eighth grade flex room here on the right at one time we had
070counselors there that's why I zoom in counselors are now here across the hallway where the meeting level comments was so the the office and the counselors are separated but still close enough they can work together they was a desire >> so theoretically they should be more efficient in their scheduling >> yeah cuz I mean they're not moving nearly. You're not going up and down floors. You're not going across the bigger building. The only time they really I mean leaving the old Eisenhower the only only time they're leaving the old Eisenhower is to go to theater or sports and or the PLT media center potentially. Yep. Are the only times and then lunch. Dwayne, I know we talked one time about later bringing the fifth grade in. Yeah, we thought about So, we think now that
071that at one time we're going to have that addition come off this front, but now we think it's going to go up to the north or it could potentially go to the east, but one of those two. It's cuz there's a corridor here. Can't touch that screen. There's a corridor here and a corridor here. So, we could create a a connector and do the fifth six center up north of that. So, they're kind of really stand alone uh a little bit more. If we moved the fifth and sixth grade, would that be abandoning quite a quite a chunk of rooms? What would we reallocate those rooms for? >> It would actually would it would all all you're really moving up would be the fifth grade. Uh so at that time would you say do we
072want to move the sixth grade with them or is it just a fifth grade center potentially? Depends what how that program develops and what the needs are of the district. And the only time I think that would ever happen is if u the the town, you know, the community regreens and we see a spike in burst to where we have to move the fifth grades out of the elementary schools to get more capacity at the elementary schools. That's quite a bit down the road potentially. But it's that's the thought. Yeah. >> Rebecca, I'll let you go and then I have one more quick question. >> So Dwayne, I'm back on the um performing arts center. Does anyone know what our current middle school theater seats? >> It's about 700 seats. >> And what is this
073one here that is in the white? >> Where? >> And that that's like what you're seeing there in the white is the commons. >> Okay. >> The it's this orangey um piece down here at the very southern. That would be the theater. So we'd have 400 seats in the bleachers. That would be like real seatbacks. And if you wanted more, you'd have to bring out uh actual movable chairs. >> And how many could we get in there with chairs? >> I don't know yet, Rebecca. That's something that our theater consultant and I are working on together to kind of look at some different layouts to see how that configuration works. That >> Thanks. Uh last time somebody went to eighth grade recognition, what did our theater look like? >> We do eighth grade recognition currently
074at the Roundhouse. So you're Tell me about um uh just are they doing plays? Are they doing like it's been a long time since I've had a middle schooler. >> I I believe in talking with Eningga that the numbers that we've seen kind of most recently relative to audience size and I know she's talked to Dwayne about this has been in the neighborhood of 300 some. M I think they have one they have one event a year that they use at the uh high school PAC that's a little bit bigger but with this with this configuration of the of the competition gym this way they can have those bigger events here in the competition gym like instead of having the roundhouse >> and we would have plenty of room to create um scenarios for anybody
075that might have mobility issues uh to still come and watch their middle schooler in this current theater. >> Yeah, this building will be this building will 100 100% ADA accessible. >> So, follow up with what Rebecca asked about that gym. Does will it have to be covered for other events happening then? You know, does does will the floor be okay or do we need to put down? >> It depends what floor we put down. I don't we haven't gotten to what that floor surface actually is going to be uh in the middle school, what that desire is. But if it's a wood floor, you you might want to put something on put >> thinking of other costs as decisions are being made. >> So, what would be the other option? Like a stained concrete? >>
076No. Uh a mondo, a rubber floor is a really good floor for middle school use. >> Um you know, it it doesn't have the bounce as a as a um >> basketball wood floor does, but it's very similar. They use it a lot in volleyball in Europe, and we use it a lot. Well, I just put it in John County Community College gym and they play basketball and their pickle ball, volleyball, all those sorts. Yeah, >> it's just a really really good durable material. >> That has my vote. Dwayne for middle school. >> I know that I'm not voting on that. And I mean, I know we have some people about our programs and um realistically to make sure that other areas all get the care um fiscally that they need. There's probably a pretty
077dramatic difference in the the ability to use that floor multi-purposely changes when we go that direction. >> Definitely is. I have two questions. You go over the next >> Well, do you have talk about this slide? cuz I think mine's on the next slide. >> Are you redesigning essentially the whole interior of the current middle school? >> Well, that's what I'm trying not to do. I'm trying not to uh and that's but there's just, you know, there's just a lot of it's it's a little bit game of Tetris. You know, as you move this piece, then you got to move that one and that one's got to fit in there, you know, and a little bit of that going on right now. Uh the only part that in the center core here is that where
078the media center is is getting a corridor cut through it and then that library reconfigured for those four um resource rooms. Uh and then the commons here. Um come on. And then over here the kitchen. So the gym, the existing gym is going to make a great mobile and man room with just a few bit of modifications in that space. It's just not big enough for middle school gymnasiums, but it makes two new gyms. >> It'd be two new gyms. Yeah. Right now, that's what we have in the plan. We're going to see if we can. So that's my second question. If it comes in over budget, you got to plan to what goes first. How do we do that? We've got options. We're going to bring options to you and present them to you
079and let you make those choices. They're all the options, hard choices potentially. >> It's always nice to do what everybody wants, but always happen. >> That's correct. Yep. >> Any talk or plan of what the current middle school is going to become? >> Not from me. That's a That'll be a board conversation. Just a reminder on that. Um the dis the final disposition of that building will have to occur for the there will be some action that this board will need to take. Um when you actually get ready to make the transition once this middle school is complete to to uh close close that you'll have to meet some statutory requirements and some some specific deadlines. So the f the actual closing the hearings associated with that will all need to occur but they'll need
080to occur basically 2 years from now. >> Yeah. >> Not next school year. Well >> 28. >> So you're going to get this one done in one year. >> It'll be uh the goal right now is to be open fall of 28. Be two years almost two years. >> So no discussion at all has been said at all about the current building. this board, the board will have to have that dialogue and there's not been specific dialogue around that. There's been ideas early on relative to it and there's some different perspective on it, but there's not been official discussion um around what that would look like. >> Okay. Hopefully, we can have that discussion somewhat soon. >> I would think that that'd be a good conversation we could initiate in the next year. Okay. Anything
081else? All right. Um here's the middle the site uh configuration. Um what we've taken in parking lot we've built back in parking lot and actually added a little bit. So this these kind of lighter gray uh spaces. This is additional parking to the left and additional parking to the north as we kind of push this addition into the existing parking lots that are there today. Um there's a little proposed play area or grass area, but we don't, you know, that's we haven't dug into what that really could be, but we're just throwing ideas out there right now to see what the the the middle school thinks about different needs. Now, there is in this configuration uh oh, I keep doing that. There is a U activities entrance, arts and activities entrance on this side. So,
082the main entrance would stay where it is with a loop drive at the front. This would be for buses, uh, pickup and drop off at the front of the building, but this big parking lot here to the west would be the parent pickup and drop off. We got a ton of parking space to get all the cars off the street. So, they've got a lot of really good access to stacking. Uh, I'd probably Enga and I have not talked about it, but I imagine she'd use one of the gymnasiums for dismissal, you know, or pick with that entrance uh out of one of the gymnasiums that for the the car pick up and laying in that parking lot. Uh, that's really good to keep those two separate uh from each other so that for safe
083uh dismissal and arrival. Um, yeah, >> you answered part of my question because I was going to ask, we talked in the facilities about using the circle drive for buses to kind of keep that away from the children. Um, looking at this and putting the proposed plaza in with the green area does block quite a bit of a walk path for children to get to the entrance. So, is that going to be open or is it going to be fenced in area? Like, how do we make sure that the kids from the parking lot get safely into our building? >> Yeah. So, and that's that's why I said it's it's just it's hasn't been flushed out to be honest with you, Chelsea, but because uh I think the last time we presented that the facility
084committee, we had a more of an entrance on this west side that was more directly connected, but in an effort to cut down square foot of circulation in the building. So, we've uh pulled it around in the front. Uh but we would and if we do that, we'd have to create a path to that parking lot that would be paved all the way. Cuz I was just thinking, would it make more sense to just use the parking lot that's there as the parent can pull in and drop off and just do away with the proposed? >> It it might. So if you if you look at this entrance right here, you know, I can see a scenario where they enter here, they come down and loop in front of the building and drop off and
085pick up right here where that entrance is and then go back out this way on the uh the main road through that parking lot. You come in here, loop around, and then go back out here. That would be a really nice flow. So, we can bring that that that circulation right to the front door of that activity center as well. We'd want to for ADA accessibility for to um somebody's point about ADA accessibility to the activity center. >> But then anytime a parent needs to come pick up their kid, they need to go to the circle basically since that's the main office. >> Yeah, we have those vis. Any other questions? Uh, CT. Um, so the conversation has been, you know, we know that we've got to raise that dirt in the back of the
086building, build a good building pad so that when we build this new high school, it doesn't go anywhere. Uh, so there's things we have to do to make that happen. There's three buildings back there that are basically in the way. Now, the easiest thing to do is to take all three of those buildings away and, you know, put dirt back there and compact it and you make sure we got really good soils to build that up and then um but that means those three programs would be affected. The weld a shop, the automotive shop, and then the current early childhood office and also the new school program. the wood shop would be affected because the garage doors that access the wood shop would be blocked with all that dirt. They would not have access to
087getting projects in or out of that space anymore. Uh we'd have to use an elevator to do that in the future if we kept it in that space, but we think there's better uses for that space. So, um we've been talking with the district about, okay, what do we do? What do we do with these programs in the meantime as we build this building? Where do these programs go? How do these these work? There's been a lot of good conversation about that. We did find a building uh 10:15 uh Woodside that potentially could work as a temporary home for 2 years for these three programs. It does have a uh a big room that could be used as a classroom. It's got some office space that's set up and then it's got three distinct shop
088spaces as well. Now, there's some challenges with that. as it becomes a school, it needs um a life safety. It needs a fire alarm system that meets state code. It would need better heating uh in there. They don't have really great heating in there right now. There would be some electrical work that would have to do to attach all this equipment um and so on and so forth. So, as we dig through this a little bit, it starts to be like, are we making this? Is this a good use of the the bond dollars to support this program? Um, and then we have the cost of moving all that equipment twice. So, we'd have to move it from where it's at now to this temporary location and then when the building's done, pay again, have
089it moved back into its new home. Uh, so as we go through this program, you know, this is part of the process of, you know, hey, let's let's explore this idea, vet it out. Um, and I think we've come to the kind of the conclusion that maybe this is not the path to go. Um, it it just the the money that we'd have to spend to make it work uh is not money we would get back in anything longterm. It would be a temporary expenditure in nature. Now, if the building became something that was long-term, maybe that makes sense. But right now, it doesn't in that in that way. looking at that as a rental purchase. I think the conversation Charlie Ch you want to address that >> the specific quest or the specific plan
090would have been as a rental >> would we responsible for obviously moving our equipment but the fire system all of that additional heating I know the ventilation system needed fixed is that on our expense or is the person who owns the building willing to do that for us >> I think you're without looking at what the numbers would be and what that what that would be I think they would probably be willing to help with a certain amount, but I think the dollar threshold would be so substantial the answer would be to be have to be fit into not agreement. So, um we we're not we're not we're not convinced this is the best path forward. So, just this morning actually this conversation really came to a head when we started to see what things
091are going to cost and real dollars. we're starting to get information back um from uh different um resources. So we started to think about okay what's the better what's the best way to do this potentially and what we're thinking that uh right now like I said this is very preliminary hasn't been vetted we haven't spent a lot of time on it but instead of building building the CTE building up north by the kitchen where it is now build it here to the south of the PAC that means we could build it much quicker we'd only have to move the equipment one time, the kids one time. Um, and they would be the permanent home that soil there should be in way better shape. So, less prep for a building site pad at that location. Um,
092and we could even think about how maybe we could reuse that frame here, but we'd have that have to come as a second phase. you know, we'd have to move the kids, move, you know, they'd be in a smaller space and we could maybe bring bring that building back up here and reuse that potentially uh as an addition to the CTE building um as we go forward. that would leave potentially the automotive building could stay as a a storage building for the high school or a you know district use where the the gator goes and all the salt and all the things they need potentially could stay in this configuration. We have not vetted that out with our civil engineers. Uh could we fill this dirt in and make the water flow with that building
093remaining potentially. So there's a positive there. Um, and then I'm I'm not showing a connector uh just yet, but we would be able to connect it from this hallway that we're creating from the academic wing through the existing office basically in front of the PAC through the counselors all the way as a corridor to that building. So that creates a really nice spine connecting all these buildings together as well. So it would be a rush job. Uh, we, you know, we'd probably build as a PEMB, a pre-engineered metal building, but we would skin it. You would, you wouldn't know it's a pre-engineered metal building from the outside because we put a brick on it, make it fit in with aesthetics of the rest of the building. It wouldn't look like a metal building from the
094outside at all. Uh, it would look like a high school building. Uh, but it would allow us to build a big span frame, right? just a big open frame that's uh very affordable to build for spaces like this, which is nice. But we would dress it up on the outside. Um and it also uh in this configuration, we would pull it away from the high school, the uh performing arts center wing to so that all that shop type stuff is hidden from the street. So you don't see uh that the that you know, the dirty work they're doing back there would be hidden by the building itself. Uh, so there's some benefits there. What it what it would mean to do is we would have to really put a team on there and design this
095building quickly so it's ready to bid as soon as the CM is available. CM would take it to bid. We get it procured. We think we could build it uh in 6 months. So it would be ready to move those programs out at the Christmas break. >> It's true. Yep. So, we would leave those people in their place through Christmas of this fall semester. That gives us a little more time to make sure we got all our, you know, eyes dotted and our tees crossed as we go through this. We're not rushed making a rash decision. We get a little bit more time to breathe here. Um, so that's a newer development and something that we think the dollar is better spent potentially doing it this way. And then it also keep the button. Uh
096it also it opens up this backyard even more. So in this in this common space where the kitchen is now orange color. >> Yeah. Yep. There was concerns uh in the facility meeting about getting big trucks back here. That takes care of that issue. A lot better circulation for big trucks delivery um and service to the building on the back side of the building. And it also creates a really nice view out of the commons to the field into a nice green grass yard is what it'll be and potential hopefully a patio out there that in the 5 days a year we have really nice weather they can eat outside. >> What is on the edge of the red building? Um I'm just curious like what are those views now they're going to look out
097instead of seeing nice open with windows they're going to look at a garage door. >> Well they they don't look out those windows. >> Okay, that's what I was curious. What was that? >> No, there's there's windows there, but they're not they're opaque out. They don't have view out. >> Okay. So, we weren't going to make them view out windows and add some natural light to that section. >> The in the in the shop space or the theater space? >> The theater space. >> Yeah, the theater space. They do not have it now. I think in the vocal room, I think they're just big. >> So, I thought originally we were going to have student comments on the front of the building there. Well, there was that conversation and then as we've we've we've kind
098of flipped it back and forth during different design meetings. Um, but there's a lot of nice things about having it in the back of the building, the kids farther away from the front of the building, away from the office. Uh, and then supporting both gymnasiums. So, this way this common supports this gym and the roundhouse gym. And this in this entrance over here can become the activities entries entrance. for uh athletics. So that would create better flow in the building. Uh if they if you had the comments at the front of the building, then you managed to put the kitchen in the front of the building as well. So there was some, you know, do we really want the kitchen and the loading dock and all that stuff at the front of a brand new
099building? >> And um so that's where we started to think about maybe it's better in the back. >> And safety wise, since the whole front of that building, this is the topic we talked about, it's going to be glass you're going to see in it. If our kids aren't right there and they're in the back of the building, it's better and they're safer and secure further back in the building away from the public view. >> Any questions on this? >> Just make sure our patrons realize that all this tough decisions is caused by trying to make that that flooding issue go away. Yeah, I think that's, you know, I think right there's multiple benefits, but yes. Yes. I think having that, you know, the one of the things that we had concerns with when we
100talked to the principal is now, uh, students are going outside to get to the welding building and to the automotive building. Um, you know, they don't always make a straight path to those buildings. >> Um, and then there's a I walked into the welding building and I just walked in one day, parked back there and walked right into it. Nobody said boooo to me. Uh, anybody can walk into that building. Um, so there's a safety and security and then the comfort level. They don't have to go out in the winter, the rain to go shooting. So they're connected. >> Yeah. >> So what's the bte the proposal? What's that >> on? What's it what's there now? >> That's parking lot. Yeah, >> that's what I thought. But so what's how do we care for that
101need? >> Yeah. So when the roundhouse goes or when the hexagon goes away, if you remember, I don't have that plan with me. I'm sorry. I apologize for that. But we're going to extend these parking lots to wrap around the B building so that there's parking right in front of the B building for administrative use, but also creating again those separate drive bus loop and a student parent pickup loop. two separate loops so they're not crossing but then people in who are parking those two parking lots still have to cross that traffic to through the building. So one of the challenges right now that I've heard a lot from the city we met with the city uh a week ago um there's a lot of uh concern about people parking along the streets for football
102and track events. Um, so a lot of that is caused by and when I I've asked about it, they said, "Well, the parking lot's full." >> Really? It's full. >> No, they don't want to walk. This parking lot is full. >> This parking lot's not full because nobody wants to walk around the hexagon or walk around building. When that hexagon's gone, they'll be able to walk easily across because I'll make a nice connection. So that that will now get utilized better. And then we'll add more parking as part of the process. So hopefully we're add enough parking to get people to quit parking on those streets and know a little bit of city enforcement will go a long way there. >> The one thing I don't see on here is the plans for the B
103building. >> Not there yet. Uh we we've got that program from the district uh preliminarily who they think will go in there and what's what spaces they need and we're starting to dive into that. >> What's the proposed I thought we talked about. Okay. >> Yep. just making sure we're all on the same page. >> Um there's there's um conversation about what other things potentially be doing there, but we don't know yet until I figure out what the district office needs are and see where we go from there. >> Um >> one question, sorry. What about the alternative center? The MAC center. >> Right now the the thought is that it's going to go in the old waiver room right here. But temporarily, what's it is it still staying where it's at right now going
104forward in the school year? >> You're going to answer. >> Well, there Yeah, that's fine. There's they'll go back. So, there's already two identified classrooms in the B building right now where alternative can go next year. And so, that can just those two classrooms can. >> So, we're going to move those kids back into the high school. >> That's the plan. >> They can. Yeah, I thought it was initially now with there being a 6-month transition, they could technically remain there and that could happen at a different time, but so they're from a location standpoint, they're good to stay until Christmas at that when demo occurs, but they already have two identified locations where they would be. >> So, they could potentially stay in the building they're currently in >> for a little while. They
105could for a little longer. >> A little while. Yeah. >> But not long term. No. How does that work now that we've been letting people come in and take sheetrock? How are we fixing that? >> That's new to me. >> They were cutting like their hands out and there's holes in some of the sheetrock. So, we've got to now fix that. >> Well, we hope >> if we keep them in that building. >> I never either. Uh long term though, we do think there's an opportunity where the existing weight room is now. As you that's kind of I know it's hard to see on the screen, but if we look at this a little bit, there is this um activities corridor that we're creating between the new uh storm shelter and the existing auxiliary gymnasium
106and then the existing weight room that would turn into the existing wrestling room that would turn into weight room. Those are all served by this smaller court right here. Currently the thought is that all those now would be served from this one athletics quarter this north side and then this quarter would not service or attached to the high school or to those rooms. So this alternative high school can be almost kind of a separate entrance, a separate entity attached to the high school but really not accessed by the high school except for you know authorized personnel that would be able to go through a door that would connect them uh cuz we still need to have obvious connection but it wouldn't be student connected. Uh so that really works out really nicely for that program.
107>> Thank you. >> Yep. Um yeah so like I said uh top graphic surveys for both uh high school and Eiser middle the Eisenhower middle school site/ middle school site has been completed. We have those in hand which is great. uh soil borings and analysis will commence the week of May 18th so we understand what the structural needs are for our buildings as we start to build on them what soil can and then uh like I said the construction manager risk proposals in progress and those are all really key things a lot of the things I've talked about tonight when we get the CM on board well they'll have their opinions and and some things may change of course as they bring their expertise the conversation fight it Um so at budget right now uh
108we are working on internal estimates. We do a really good job of tracking what our historical numbers are on projects across the region. So we have some pretty decent number and I've had some input from contractors as well. So we're doing our internal budgeting as we go through these early uh milestones. That's how I know how much square footage I can build and if I'm over or not. Um, and then we also have external uh verification. I have uh lots of trade partners that we work with who can also I can bounce numbers off of and ask them what they're seeing right now in this market uh and then project that forward to when they actually will build a bid. Um I I tell you right now gas prices aren't doing us a big favor.
109Uh as oil prices go up lots of things we build buildings with go up too. So hopefully this is a blip and not a long-term issue that we're going to have to face here. Um and then we leave the CMR CM on that's when they really take over that estimating and price verification and that's it. What about uh these two sets of bleeders? Uh we had early conversations about that. Um and we put a pause on it. Um we wanted to make sure we had the high school right and we had some of these other bigger decisions like CTE program and middle school program and all those things kind of >> yeah those are precedent. I think those are more important and not even more important but more is a better word to say and
110then as we start to you know once we know that then we we can inform us about uh how do we support that building the football building with toilets concession stands. Um if we right now our thought is is we want to bring those toilets and concession stand into the high school construction so it can uh be more efficient than when it's built. But there's also been conversations about building a standalone building closer to the stands actually. Um, but I think that's where we need to nail down the high school so we know what our options are moving forward with the football field. The bleachers the easy part. It's the toilet succession. That's the bigger question. >> And so that's planned for start of win if you would >> probably not next next year sometime.
111>> Yeah. after football season this year potentially maybe but this this year would have to operate as as is. >> Okay. Thank you. >> I just want to bring the board's attention back. We have this listed as 5.2 and 5.3, but we really covered both. Um and I just want to make sure that we leave here knowing that what's needed to be communicated is communicated. There's a how I would restate it and I would want you to clarify Dwayne the through a design solution we'll be able be able to better use the bond monies than pursuing an alternative location so I could make contact with with the individual that we've been working with and let them know and I guess this is more for board's sake um that it we're going to find a design
112solution that will allow ow us to keep kids on site uh longer and then uh really only have one move. Hearing that I'm seeing a lot of heads. >> Sounds good to me. >> Yeah. So, I understand that. >> I think it's important to know that there's been a lot of brainstorming and trying to find solutions that are effective for where our teaching is going to take place. So, while we need to stay conscious of our fiscal responsibility at the same time. So appreciate the work there. >> I I I mention the mentioned this earlier and I I failed to do it. So I want to make sure that um I know there's uh a lot of concern about walking away from an existing building in the hack shop building. But you have to look
113at it from the lens of all we're really taking away is the frame of the building, the slab and the shell of the building. uh the programs and all the equipment is going to be reusable and movable. So, what we're really talking about is that that what the the shell of that building and that those dollars are really more effective. If we can take that building down and reuse it, we'll minimize that as well. >> How soon will you know on that so that you could start cuz I know you wanted to start the dirt work soon, like sooner than later. So what's and I may have missed this and I apologize if I did but the projected timeline on knowing that and starting the dirt work. >> Yeah. So I think that's what that's
114an important clarification is um we've had really good conversations with uh soils engineers as we start ready to do these borings and a lot of historical information about soils in this part of the world with uh so soil engineers and our civil engineers. We don't think we're going to have to have that dirt sit as long as we thought it would. Uh they actually feel like we could probably uh place that dirt and build on it almost immediately. Wouldn't have let it sit very long if at all. Um so that was really good news and that's what makes us be able to maybe keep all those programs there this fall as we build that temporary or the new CTE building. Um, so we're we're thinking that um that would all happen this fall at the
115end of the semester potentially. I don't know exactly and the CM's got to really weigh in on his schedule and how he wants to do it cuz he's he's the one that's actually going to do the building. Uh so we need their input, but I think I'll have good information on what the future of that shell of that building is here soon. >> Okay. >> Thank you. >> I'd love to have the CM's input in on that really to be honest with you. So maybe in July. >> Thank you. get out here and you say we're going to try to have facilities meeting on Wednesday. >> I believe we do have one on the calendar Wednesday. Yes, sir. >> We will approve this construction manager next board meeting. >> Um I think I had it
116on the 29th >> 29th June 29th June 29th. >> June 29th June 20th. >> Well, thank you for the update. We appreciate that. Does the board need a five minute break? Go ahead and take five minute recess. Okay, I'll call you back in a minute. >> Thank you. It's a distance. It's not It's not It's been real long. Um, you know, I think it I think it actually kind of being over there actually is now. Sure. But it's kind of like a retreat almost center. It's a classroom. It's really a classroom. Excuse me. >> Yeah. So having it there was I heard from you know listen >> that was just another Dang little things. Those dang little things, right? >> I know. I know. Why are you guys having a conversation about cell phones? You
117were talking about cell phone. >> Yeah. So, was there any any kind of program you would do that >> because well there's a lockers. Well, the problem is there's not going to be right now I don't have lockers in this session cuz if we need a place to lock up they can be you like remember we used to post office and that's all it needs to be >> so whenever the board lockers to be on >> but you don't have 50 kids >> but I'd like you So to me it was like I'm there looking at >> I love the idea moment you know I'm not thank you doing good work I appreciate that remember that guard We're going to say the original terrorist one of those things where hopefully Good job. If we did,
118since our radio station will be watching video, we put it on our website. So, that worked out well in middle school. I like the security. I know a lot of retirement facilities like >> are they connecting with CT? If it goes in the front then that would be that's the only question I really didn't quite understand but I was gonna ask it Wednesday if you're going to cut all those >> so they'll have a drive basically between the buildings so they can get cops in to do bay work but then they'll have it on the edge it'll be like an extension the building >> I was going to ask I was that was what I was envisioning but >> I'll Last Wednesday for sure, but it's almost >> next time we'll order dinner. >> You
119said no. >> I told her I said you guys should have texted me. I would have been happy to bring you food. I got out of negotiations. I literally got before we started not the last of the death got going so long that I didn't think about it. >> I didn't eat it or had a chance to eat it before. >> I'm sorry. I got lunch tomorrow. Hey, call your wife. She wants to give her. >> Yeah. Yeah. >> Okay. >> Still I appreciate you. seem quick on be here and then I'm going to email you these while we get uh sound good. Okay, thanks. Speaker is now. >> Okay, we're back from recess. Um next we have 6.3 health insurance update. Um, if you'll bear with me for a minute, email her these attachments.
120She was having trouble seeing them on her computer. Rebecca, I just hit send. >> Great. >> Uh, right now. >> Thank you. >> You're very welcome. No problem. >> Okay. Uh, let me pull up these items here. So, let me this is uh I'll offer as much information as I have for you and then we'll talk a little bit about uh what then I'm happy to answer questions and we can talk a little bit about timeline uh for any kinds of decisions. So, I just shared with you as an attachment um information that was shared out with all um EBG members. So, just as a kind of a reminder about that, a couple well a year ago, ESDAC health insurance uh transitioned to self-funded. In doing that, it it transitioned it had to through a
121multitude to make sure we met statute. It became the advantage benefits group. So, EBG is is what that acronym is for. Um, want to just kind of give you a little bit of highlight of some information that's associated here. I'm going to do this. I I can look back over my notes, too. Um, while we talk that through. Oops. Okay. um click on thing just so you're aware we've that that group and I do actually serve on that group as a trustee. I represent a cluster of school districts. There's about I want to say 50 roughly school districts that are a part of that um a part of the what used to be the ESD health insurance. Our initial proposal submitted by Blue Cross Blue Shield was uh exceeded 15% increase for all insurance rates.
122That group uh wisely uh did a lot of extra work to make sure that we evaluated what the needs were, what what the appropriate things were that we could do to bring forward rates um that could meet our group, meet the needs of all of the member districts. while also not trying to overburden them with an increased cost. The finalized renewal um as shown here resulted in an overall premium increase of 6.5% across the group. Um and uh ultimately uh we were able to to really bring down that initial uh sticker shock of what a 15% increase would be relative to other health insurance pools out there. Interestingly enough, the national average um a statistic that was shared uh during one of our conversations is that there that there are a lot of groups that
123are seeing 20 and 25% increases this year. Uh in Kansas that's true as well. Um, we EBG finalized a a increase that was at 6 1/2% I believe. Again, without quoting me on this, uh, I know the one of the other larger uh, health insurance groups that's out there is Green Bush, and I believe they're they experienced an 8%. So, we felt like we as a team did the very best that we could for all of the members. Um, but there were some changes to that and they're referenced here. So, there's some some modest changes to co insurance and uh things of that nature. So, let me first pull up the two-tiered and kind of walk that through a little bit for you. So, two tier um if you're like me, when I first took
124a glance at this and saw, um four columns, I thought, well, what's what's the two tier? So, just as a reminder, two-tier on this means it there are only two options that you can get, single health insurance plan or family. And part of the reason that EBG um in its the last two years have added a four tier plan is because there are a multitude of employees not just in McFersonen but across the Daroo who were paying for a family but they really only had their spouse on their health insurance. So in their minds, they were paying a a higher premium just to care, just to have that added coverage. Others, whether they were single parents or whatever the case may have been, didn't need, they only needed spouse and children. I'm sorry, they only
125needed employee plus children. They didn't need that extra coverage. But under a two-tier system, they were if they needed more than themselves, they would have to pay for those those added rates. So what you're seeing here is what those uh those rate differences will be. Let me talk just through a couple of the key changes um that that the the board had the board of trustees had to make in order to be able to bring that cost down. Each of the deductibles across groups all uh had to increase $500. Um, so the in fact when we asked our uh consultants, brokers, what would it uh cost to get the what other firms could we go out to and get them? What what would those quotes look like? And um in particular for the $800 deductible,
126they said you wouldn't be able to go out with a group of this size and even get someone to bid that for you. it was just that um that's as you're all aware increased cost rising cost $800 um really wasn't an option anymore. So, that's the first thing that changed. And then really the only other thing that changed was a little bit of a shift on co- insurance um which would I think previously was an 8020 um and now that transitions to a 7030. Uh otherwise your I believe co-pays relative to health uh relative to prescription and things like that all remain the same. also the out- ofpocket um maximums I those I believe remain the same as well. So while those costs will go up um if somebody has an event where they have
127um something substantial they'll meet their deductible and then the max that would be paid on the plan um would be hit uh at 6350 per person. What that means for the employee rates though is that those and this is the part that matters and I don't have the increases on there but um $1,300 deductible uh would be now 964 that $2,100 deductible which is what we call the middle column uh would go up to 902 Mr. Rose 55 that that 902 is a $55. So that's a $55 increase. So across our group that's now you're adding s substantial cost. Um let me show you the four tier for your knowledge as well because this is really going to be at the crux of what future conversations uh will be organic around. So, let me go
128back, get it zoomed up, and then I'll show I want to show you a couple of things just so I'm clear. What you would see here then is that you for McFersonen, this was not something we would have look we were looking at and and evaluating, but we wouldn't have known these. But these also each went up $500 just for your awareness um for the deductible. the high deductible healthc care plans um on both the two-tier and the four tier actually stayed um that the the high deductible was added last year and is available to employees uh today. Um and you see then that the um same thing had happened with the 7030 down here where you start to see the real opportunity for um some potential savings is currently we cover $811. Does that
129sound >> $815? >> 815. Okay, thank you. Um, and that's for an employeeonly healthcare plan. And you can see that even after the increase um that this plan would show, there's still opportunity for the district to um to develop some savings relative to that. Now, there's a lot of steps that would have to fall that there's other steps aside from the board making a determination on two-tier or four tier that would have to occur, but but the the plan that you offer whether it's a two-tier or a four tier is a board decision and then then uh negotiations uh will have to handle some of those some of those other items. Let me show then showcase a couple of things and then I'll kind of bounce back and forth just to highlight it some differences.
130What this now does uh is uh I'll just do the $3,500 deductible. So the employ the individual employee would be 75625 for an employee and spouse. If it's just employee plus children that'd be $1,528 and then family is uh in the neighborhood of uh $2,400. If we go back to this again, that 902 is where you're at. Again, for all of those individuals in our in this system and across all of the ESDAC pool, if they're on the two tier and they fall into a category where they are having quote having to take a family plan, they're paying they would be paying next year under this under the two-tier plan for them to have them plus an a spouse, they'd still be be paying $2,000 monthly. So anything above what is offered by the district,
131they have to come up with that. The same is true for if anyone who's just employee plus children, they still would be paying for the family rate uh under a two-tier system. those numbers for people in that in that camp. For example, on the really any of these plans would see they would essentially experience savings on their own expenditures above what their uh the health benefit is that's provided by the district because they would see um a decrease even from this year to this year to next year under a four- tier plan. where the where you see the biggest difference is those who have and where that that'll be some dialogue and some cost analysis that'll have to be evaluated which is what what could occur if we were to transition to a four four
132tier plan. Could there be something done differently for families to those who act those who have to take it for their whole family because that cost would be a would be um higher uh under a four tier plan relative to the broader market. We're told by our um brokers and consultants um that we are still extremely competitive for even under under this plan with with all all of those four tiers. You're still really um competitive and you're really um providing still a high quality under either the two-tier or the four tier as a district. um and all districts are still providing a high level of healthcare uh insurance for employees. Let me talk a little bit about what the timeline is for this board to make a determination and then I'd open it up for
133questions and and some discussion. Well, let me I'll add one component. I believe based on making sure that we continue to further our effort to to make sure that we're generating the most savings as we can going into next year. It really is important for the board to consider a transition from a 2-year plan to a 4-year sorry two-tier plan to a four tier plan. There's opportunities there uh for additional savings. Here's where I'm I'm going to name what our projections had shown um early on and then I want to kind of just name some of the the moving parts with it. Initially when we were running numbers um for projections purposes, we were we were projecting that a transition from two-tier to four tier could result in about $200,000 of additional savings for the
134district. That'd be annual savings. um if you were to make that uh transition that is still uh some amount of that is still going to be true. It won't likely be 200,000 but it would still be substantial. The challenge that I'll admittedly share with you and this is true across anybody when they've made that change is what's hard to know is how many people fall into the middle two tiers and where does that movement actually occur? Because in a world of two-tier, you know who your who those are that are the single only taking the employee and you know those who are only taking the uh family, but you don't know who falls into that category in those two middle tiers. But it is true to say if you were to proceed with a with
135a two-tier, you can expect zero savings and in fact added cost of roughly $55 um across all of your employee groups. timeline on this to be clear this was uh this is being presented to you the at the earliest board meeting uh possible this took a little bit additional work as I mentioned uh the transition for EBG going from I can't remember the term my apologies uh to from what we went to to a self-funded took some additional weeks and some additional back and forth with Blue Cross and Blue Shield for that reason these numbers were finalized middle of April and so now they're in front of you. The board uh certain certainly it's be the wishes of this board. You could take action of some kind this evening, but I think just for your
136awareness, you you could also take action in June and still be able to notify this um uh any kind of a transition really any kind of tier any kind of plan selection has to be finalized by I believe July 14th. So for your awareness on this um some good discussion obviously I anticipate will occur this evening likely again uh you could have an opportunity to finalize the decision in June. I believe I included in the announcements when the July meeting is. I believe that that's July 9th. I wouldn't I'd encourage you to be cautious about that. That's pushing it late, but you could Let me make sure I'm giving you the right date. Well, July 13th is the board's organizational meeting. So, you would I mean, that's your absolute latest that a decision could uh
137needs could be made. I'll pause there. What questions can I answer? And I and I'm going to be clear. I've been on that group now for three years as a cluster representative and I still do not know health insurance, but I'll happily answer the questions that I can't. >> Well, you you presented the facts to me that we don't have much option other than going here to save everybody money, the district plus employees, right? There's a there's one group of people that's going to that that that you're going to want to be cognizant of that we're going to want to make sure that we're thinking about and that's those who and there's not a significant portion but those who are on a family plan who will there there will you'll want to have dialogue um
138whether it's through the negotiations table certainly for you as a board to think about what what would it look like to help bring keep those costs down um for for those exclusively on the family because that's where your difference is. >> But everyone but everywhere else is savings for the district and savings for staff. But in essence, that's always been the argument that if you went from a two tier to a threeear, then the group is going to get hurt employed plus family. And in fact at the broader level which isn't necessarily at the district level but across the group there's often been dialogue around do the rates of certain levels actually end up subsidizing and helping bring down costs for groups like family. Um that is really not what the market free market would
139show because the reality is and I'll use this as an example um for family health coverage I'm told that doesn't mean I know for a fact but what they've referred for kind of shared with us is that that's a very comparable to what families would be able to go out and asking for the same kind of coverage and the same kind of benefits they're going to pay that or more um out on the free market for family health coverage. But yes, to reiterate your point, that's all that's been an argument that's been long-standing uh well before this conversation. What's happening with the two-tier moving forward just globally with the insurance that if we move to the poor tier is two-tier you can't go back is my understanding >> actually thank you for asking that question
140actually under the so that was a a significant benefit of transitioning to self-funded is actually a transition from two tier to four tier this year historically what that would have uh so previous to this year it would have well really previous to the even this last last year was the first time it was an option that is true that if you went from two-tier to four tier you would never be able to go back. That's not true anymore. These plans are now uh really they they could be annually reviewed um by member districts and you could be two-tier, one year, four tier for a year or two or or just a single year and and evaluate um again later on. So that is a new positive reality is that and actually just to be clear
141on the data what we see what we saw historically across the EBG group was about 2/3 were in the two-tier and a third of the districts were in the four tier and that was kind of historically true for multiple years and then this year knowing that there was an opportunity presumably knowing that there were opportunities to transition to a four tier and then that didn't completely close the door. We now see over half of the districts in the in the EVG pool that are actually four tier. So, how much of that safety net knowing that there's a way to transition back played a part? I don't there are again to Bill's point a lot of there's a lot of opportunity for the benefit health coverage to have a positive impact on on month-to-month impact for
142our employees both at the individual level and and in those middle tiers. And then the conversation will be about you know how do you mitigate impact on your >> Yeah. So that's my next question is about those that are have the family plan or would under this is it worth the board having you know getting some of that information to know how that would roll out for people. I mean I know it's our responsibility to make a decision but that since there is some my word harm I mean a right um to that is ought we get some information do we have time I know it's the end of the school year how do we do that um you know for me I think that there are some really um uh ways that we can
143soften some of that for our people that have no other options. Um I think there's a way that we can look at another additional benefit for uh two educators with children working in our district. Um but my my sentiment would be that we have a decision made before our new superintendent comes in. >> I think that if yeah, if I was advising you, I would agree with that. I think it would be best to have a decision in June would be my recommendation just for uh for that and and just a lot of different transition. I agree. Um relative to projecting numbers uh again I'll reiterate you have currently you could you only have data on singles and family and then it would and that's across obviously your entire employee groups. So, it would really
144boil down to um from a cost analysis, I'd be happy to try to pull something together. Um and I just name it as those would be the best guess based on information that we're aware of because without knowing who truly is in that have to have the family version uh sorry, single spouse, single child, it's going to be an estimate, a projection. But we could at least try to help maybe give some of that um for to help inform a discussion in June. Well, in in June, but again, we have another board meeting. Oh gosh, this is May or am I thinking? Um we probably need a special meeting on this topic. prior to our June meeting. >> Could we add that to our June 29th work session? >> You could >> and have a
145discussion then. >> You could. Yeah, actually that's worth noting. You could I I I shared that your July 13 meeting, you actually have still yet between now and when you absolutely have to make a decision by you technically have three more board meetings. You have a June 15th meeting, a June 29th meeting, and a July 13 meeting. Um, my only hesitation with uh doing something is uh I I would if I'm going to get projections for you, I would want to try to that that's going to again, as I mentioned, you only have two tiers right now. So, there's going to be some sub there's going to be some work that needs to go into that. I would really caution for establishing a time and then having to rush information to you. Um, and at
146the end of the day, I I think that to your point, Rebecca, there might be some things that could also just be considered from the board outside of this discussion, but but relative to it for things that could be put into place as an added benefit to help support those in that spot. >> Yeah. I mean, we did that at ESDAC when I worked there. um you know employees proved that they had no other options that ESDAC was the only option they had for their family for health insurance. So none of the other working or non-working family members had health insurance options and then we added a benefit for that. And so there's a way that we can do this to, you know, to your word layer of harm is to reduce that. And again,
147I know there are other districts or if you have both uh parents working together for your district, which is great for us and their kids going here, other districts have also um had special AC like accommodations isn't the right word, but benefits for that. Yeah. Provisions for that. I mean, we love that. And so, but I think we need to get moving on this. We've sat on this for two years and we need to have some real thoughtful conversations. Um, and I would again prefer that we have this done before we have another superintendent at that seat. Shiloh. >> So, do you feel comfortable going into the work session and talking about this and then the first board meeting in July? We could set it. >> No, I do not. >> You'll still have your
148regular meeting in June 15th, >> right? I just didn't know if you'd have enough time to get us all the information. We'd have time to review it to make a decision by then. That was my living. >> What information do we need? >> I mean, I think that that's a great question. You share with you guys still need I mean >> I was just for me I was wanting how many people are impacted by that if we could know on that family. >> That's that's simple, Lara. How many people do we have on a family plan now? because we can't go in and do an analysis on information we don't have, >> right? >> I mean, that's just not it's not possible. We can >> individuals Mr. Ro just Yeah. to clarify on that. I
149mean, we we have already some some readily accessible information around here. Here's what reflective this year. Here's who you have that are on singles. And do you have anything you'd like to share on there? I actually have Drew working on some of this right now, pulling some numbers together. I don't have it right now with that. Um because I I mean consideration all this too. We're talking about both certified and classified that impacts all those folks with that. And so he's he's putting together numbers that I'll be able to share with you. Now, of course, we're on the two-tier plan, so I can't project it onto the four tier, but within the two-tier plan, how many certified staff members that we have at each of the deductible levels and whether they are employee or family?
150And then same thing with certified, who's on which deductible plan, and are they employee only or on the family. So, we'll have at least a pretty good set of numbers there broken down by different employee groups with that that I think is going to be important to look at and help protect some numbers. So yeah, so >> yeah, not long before we can have that. >> Um well certainly uh before a June meeting. No doubt on that. I mean I I think Drew probably has couple days more days to work on that I think to get those numbers pulled together. Um it isn't a reality though. We have to go to the four tier plant. So why are we hesitant so approve it tonight? Let's work on the details that would maybe accommodate some of
151those that don't work on that. So let's just get this understood. Uh negotiations that group needs to know that we're going to plan. It seems to me. >> Amen. >> Yeah. >> Thank you, Josh. >> If I if I could just interject one thing on that too if that's okay. I we're our negotiations will start this summer. I think it would be very important that we'd be able to be really upfront with the entire negotiations team. So our MEA folks that are on the team as well of where the plan is going to land at um so that everybody can plan accordingly for proposals and having some good discussion about that too. So So >> yeah. Yeah. My my point of asking for that information is that um as much as that's looks like what
152the direction we need to go that we're not being just just the direction we're going without looking at that one component. It's just I think it's um being one of the folks that sits with the negotiations um and and the labor of some of the other meetings we've had looking at insurance. I I just want us to be looking at that information. Well, I thought we basically prepared that group a year ago that we had to come to this. So, yeah, I mean, I appreciate more talk and more information, but we have to make a decision. Let's make a decision and then let's start looking at accommodation. That's a motion. I'll move that we approve the four plan. >> Investigate the commendation if necessary. Approve or accept. I'm asking to move for approval. That's what
153the recommendation motion was here. >> I'll second it. >> Other discussion. >> I just can for clarity on the motion. The motion is to approve moving to the four tier. >> Yep. >> That's hearing any discussion. All in favor say yes. >> Yes. >> And those uh opposed with no and I'm going to say no because I wanted that information and any other nos. >> Great. We'll as mentioned we'll continue to pull that together and and help provide some additional information. >> I would still appreciate a special meeting um to start looking at some possibilities. I don't, you know, with everything that we're facing you guys, there's so much this board has worked through and and I think worked through well, but I would like to give this some special attention. >> Attention. >> I
154guess Rebecca, if you could be a little bit more specific. >> Yeah. So that we can come up with a page. So I still think that information that Tai has is really important for us as a board. But when we start to think about ways that we can support our people that are in that family tier so that we have some options to present to people so that it that we are, you know, one team and we recognize there is a small group of folks that are going to, you know, absorb something that is going to feel very very difficult for their family and I think we can lead that conversation instead of react to it. But I think we need some time to look at that and consider what some of the possibilities are
155so that we can mitigate anxiety quicker and sooner rather than later. My concern with that, I guess, is that we just passed a motion without making any modifications to benefits in and whatever that looks like. So, um I guess I need some guidance on that from a uh procedural. >> I mean the So, factually speaking, you just approved a four tier plan and also factually speaking, it sounds like we've got some additional work that's going on. Also, just just as a reminder for the board. Um you know, I I agree with the the um urgency of it relative to a transition. Also, just as a reminder, um, depending on when some kind of an additional follow-up would occur, um, at some point I'll be I'm going to be transitioning away. I have, uh, unused vacation
156and things like that that are going to be used. Um, and so I want to be cognizant of being able to provide you the things that are needed. And also just want you to be aware of the fact there is going to be this transitional time coming up. So I here's what I guess I'd ask is board is maybe board officers and I can connect. I'll share out what once Tai and Drew are able to pull that together. We can uh share out some information and then we can board officers can work with you on a potential whether a special meeting may be required to just talk through some of that so that we're u being responsive to that. So isn't uh the point that we're at now really it's going to go to negotiations,
157right? It's still true to where we need a special meeting until negotiations. >> Well, we'll have Chelsea and myself follow up with Dr. Benson and Mr. Rhodess and I hear your request. Rebecca, so I wrote it down. >> Yeah, I think there's similarly meaningful work that we can do in the meantime to prep for negotiations just like our negotiations team will do for us. >> Well, the sooner we can have that family information, the better off we'll be. >> Thank you. Um, we'll move to routine items. uh you get to hopefully everybody had a chance to check your you guys had a multitude of meetings as you can see there. So that's I think that sincerely I say that that that shows the hard work that you put in um on that. I didn't have
158any questions and I don't know that Mr. Road had roads had anything for followup. So, um, transition to the clerk's report, uh, budget comparison is what we've been continuing to to review. And you see there again, we're continuing to track that. Now, obviously, as you get through the end of the the year, um those those data points will be entered there, but at least relative to how we've been tracking that, you can see that you're right in alignment with uh where we expected to be in terms of of our comparison from this year to the previous year. Let's see if I can get back over here to this one. Um treasures report. Um really don't have anything to draw your attention to. payment of the bills. I had some good questions around some of the
159bills. Uh probably my favorite question was uh who got married and what was the wedding uh something or other paid for. Um the interesting thing about that was we had a the high school DJ for prom uh was the was that's what that expense was for. Um and uh that is what uh so that was for the DJ at prom but apparently the company came through it was wedding and something or other. So uh I appreciated that. There were some other questions um oriented around um let me see a couple of really generally um all all typical end of the year items. Um, as a reminder, one of the questions, there was one relative to CFO uh services. If you'll recall those that were on the board, uh, when we went through a review with
160early or with our Head Start team there, uh, one of the things that was noted was that you couldn't have your superintendent be the CFO and be the CEO. So, we had to separate those, uh, duties. And so the CFO duties are actually and really actually more as a reminder it's for head start purposes we have McFersonen and Marian County and so uh Jerry Hinderman is the one who serves as the CFO now. It was uh very nice when we were able to uh do that in uh all together. But um really relative to that um those are yeah those were essentially the questions we had. >> Does anyone have any questions for Dr. Vincent? >> Seeing any a motion to approve the routine items as presented? >> Second. All in favor say yes. >>
161Yes. >> No opposes. Oh, thank you. Future meetings suggested items. >> Um, one of them got solved today. Um, with the update from Mr. Cash. Um, project planning design updates, those will continue. I mentioned earlier that you now have state assess, excuse me, state assessment information. So, that'll be ready for your uh, work session at the end of June. Obviously, budget planning is uh will already be starting. So, June uh early June is when the first KSD budget workshops are being hosted. Um and then that process will start back over July and August and and finalizing those things in uh September. Relocation updates. Uh the positive to that is uh that was included in there in the event we were going to have to be transitioning so many different uh folks. But uh it sounds
162like through design uh solutions we're able to avoid that. So um >> before you move >> forward we need to look at the board retreat date cuz I don't see that listed any >> this actually be great spot for that. >> Yeah. So she looking at with working with Dr. Ryerson and Lorie Blake. Um I don't know about books all my communication but looking at June 29th that works for both um I know we have a board meeting in the evening trying to facilitate when people are available >> that's different than the 8th you originally told >> yeah they Dr. Ryerson is going to budget training with Nikki workshop. Um, so that wasn't apparently on >> this is not when the retreat is. Yeah. June 8th. >> June 8th we can't do because Dr. Ryerson
163is uh going to go to treat. >> So that suggesting >> that's one of the dates he gave us and I checked with Lori and that's a date that worked for her. >> 29th. >> Mhm. 29th. That's open for me. >> I don't have my work. I'll have to get back to you on that. >> Get back to >> I did send out a communication later today. So, um >> and we tentatively and then if it doesn't work, yeah, we can cancel it and reschedu it. Um that way we give enough notice. Um so, we'd add that board retreat for June 29th um starting at 9:00. We won't set an end date because um time and we have a location um where we were last year um and their HVAC is working from Christian College
164um with their with no charge to the board of the district for the use. >> So right now you're working on June 29th during the day and then we have a board meeting. Yeah. We'll work not to go all the way up. >> How long do we need? >> No. I know. Our work has worked on that yet. >> Your work session that evening is already scheduled and it's a 6 p.m. start, >> right? No. No. How long is that the work? >> We're going to look at the data. That'll ultimately be determined by you all, but we usually set aside 90 minutes 6 to 7:30. You guys will be doing that without me. I'm asking you. >> Okay. Well, just follow >> it so much now. >> And do we do we need a
165motion on that? If you want to set that and you can certainly I think that'd be if we need to change it >> a motion for >> policy. By the way, you always have the ability as the board president to do that. So it doesn't require a motion, but you're here and motion for board retreat June 29th, 2026 uh starting at 9:00 a.m. and location Christian College. Need a second. >> Second. All in favor of the board retreat on June 29th and this is with Dr. Ryerson. Um >> conditioning verified that second. >> Okay. Thank you. All in favor say yes. >> Yeah. >> Yes. >> Any opposed? >> Just follow up with me. Thank you. announcements. >> Last I'm gonna end with what I'll end with. It's a busy week. Last day for elementary
166school is the 14th. The 15th is a 12:30 dismissal for all others. And uh on site teacher work day uh flexible work day next uh Monday. And then there's your uh and I we'll get that updated to reflect your uh board creed as well. Um, you know, there's there it was. Again, I just wanted to say thank you to each of you who came out and and which each of you did to help uh celebrate our high school graduates uh this past weekend. They're every year. I'm just always impressed with just how great our kids are and families are. Um, but I'm also always impressed with how great you are as a board for taking the time uh to to help celebrate with them. So, just know that you're appreciated and and uh we're very
167thankful for each of you. So, thank you. >> I want to take a moment when you're giving announcements. We had Miss Classen um her sixth grade class project lead the way. We all received um these keychains made from the individual students. So, just wanted to give a shout out to seeing their work. Um, I believe you received an email about that also, but and if you didn't receive that, it's in your mail um box. Um, but that's quite fun to see um your name and we'll pop on there to use um and show your pride of that. So, with that, the meeting's a journey. Thank you, Rebecca.
