001Heat. Heat. [music] Heat. Heat. >> [music] >> Heat. Heat. >> [music] >> No, to to take the microwave. >> I never put it in. I was really scared. So I'm like, maybe we can just go without it today. And she always like, so what am I going to do? >> But then she intentionally points it opposite direction. >> That's what I do. [laughter] >> Yeah. >> A little more than point. Call the meeting to order. We'll stand for the pledge. >> Aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay, we need 1.3, which is a motion to approve the agenda, consent agenda items. So moved. >> Second. >> Okay. All in favor say

002yes. >> Yes. >> Any opposed with an A? Carry 70. Thank you. We will move on. There's no uh 1.4. Therefore, there's no comments from the public tonight. So, then we'll move on to donation reports 2.1. >> Just uh just want to highlight that uh if you calculate that up, it's right at $10,000 just uh a variety of gifts uh across McMerson High School for for a multitude of items as well as uh at our elementary level. So each month um we're very blessed to see our community pouring into us and you see things from uh Williams Energy uh directing some resources for our CPD programs to debate program to high steppers to um just supporting the student needs across our elementary. So very um appreciative of those donations and we'd be seeking approval of

003those donations as presented. I'll move. >> Second. >> All in favor say yes. Yes. >> Yes. >> Any oppose with the same or with no? And carry 70. And man, it is nice to see each month the gracious um donations and support of USD 48 team from all these different individuals. So we thank you that continued support. We have 4.1 which is recognizing Sherry for her time on the board. So we have a couple things for you Sherry. Um she doesn't like a lot of recognition in public but we we still want to uh recognize you. So there's this >> Yeah, we we can do a picture. [laughter] Here's a card from the Lord. Thank [clears throat] you so much. Any words? I have been grateful for the opportunity to serve this community and I

004wish you all well moving forward in carrying on that endeavor. All I got to say. >> Thank you. We we appreciate your commitment to our community and to the district and appreciate your time and service. Don't be a stranger. >> You were a big part in getting us where we are. >> We'll be here in a moment. We're having some technical there. >> Okay. Well, again, thank you, Sherry. Thank you. 5.1 superintendent report. >> I have a multitude of things that you'll be hearing from me on in this uh upcoming new business. So, I'll reserve my uh reporting through uh kind of these next several items. [laughter] >> So, 6.1 audit report. Okay. Oh, yeah. Absolutely. Well, uh, my name is Scott Lloyd. I'm a rookie at this. Actually, I've done this for 43 years.

005And, uh, John Rear, who I think's been here the last maybe couple years, uh, he's in Hutch and Pratt tonight. We had 19 audit reports. it all come due because of the federal shutdown and some other things. So, uh we're all trying to trying to go everywhere to get them get them done. So, you're stuck with me tonight. Okay. Uh anyway, uh you have two documents and if you have the paper one, uh I think you probably have the electronic one also there. But the two documents, the stable document is called the governing body communication letter. So our job as auditors is to communicate to the board uh what we have like from the standpoint of any internal control uh weaknesses uh anything the from the standpoint of uh Kansas statutes that might have been

006violated and um and the reason it goes to the board after Enron back in the early 2000s it used to be called a management letter but it goes to the board because you are the one that we actually contract with. they still get, you know, I mean, the management still gets it, but that's why it's called a governing bloody communication letter. Uh, if you look at that document, a lot of it is boilerplate. Uh, there's just there's a lot of things we're we put in there. Uh, like any significant risks that we identify, we do put those in there. Uh, most of the times u like on that one on page two, uh, activity funds is one area that is high risk in school districts. So, we actually look at those fairly closely and uh

007we have some interesting situations going on right now with a couple of school districts in that area. Uh so, uh but that's that's definitely one we look at. >> Not us. >> What? >> But not us, right? >> Well, you'll find out here. Nope. >> I don't think so. >> Go ahead and spoil it. That's good. No. >> Yeah. So, if we go to page four, it's numbered at the top there. You'll see at the bottom. The way we do this is if we have uh any finding from prior year, keep going right down at the bot very bottom there. Yeah, right there. So, if we have any finding from the prior year, uh we roll it over uh to see how it was addressed in the current year audit. So, what you'll see here

008is there is some activity funds there that were some outstanding checks and and then status is no longer considered a finding. And then if you go to the next page, it just we just left the recommendation in there. But that's something that's ongoing. Uh it seems like this comes up in almost every government we have where they're uh outstanding for more than two years. Payroll is one year out or accounts payable is 2 years. And if you get to that timeline, then you need to make sure that you know you're either reissuing it or getting with the vendor that you've paid with so you don't have to send it to the state of Kansas for what's called a cheap property. That's taken care of. The next one was credit card agreements in the prior year.

009There were two instances uh that were on file, but those have been taken care of. There's nothing considered uh this year as a a finding. And then activity fund approval. Uh we get this quite a bit where uh someone will set up want to set up a new activity fund and they have to go through the board to make sure that's signed up uh or they're signed up properly. And we [clears throat] also uh look at that quite a bit like I know Hutch a few years back we went through the whole fundraising process down there and that's that's something that's a little more challenging in a in a bigger in a bigger district. Uh even like I I won't go into the detail of the story, but you know even like in Gala where

010I live, uh this has been several years ago that just to give you an example of how hard this is. Uh this junior high, my wife is a junior high volleyball coach and one of her players came to my door and she says, "I'm doing some fundraising." I said, "Okay." I said, "So you gave me the catalog." I said, "Okay." Uh I was looking through it and I go, "Well, what's this fundraising for?" "It's a TV in my bedroom." [laughter] And that's why you have to watch because you as a school district don't want that out there, you know, and and so uh but we we look at activity funds uh very closely with that. >> So how much did you donate for that? >> I didn't donate anything. I said uh no thank you.

011I think you can probably get that from your parents or somebody else. Yes. >> U and then you'll see there there's no current year points. So that's a that's a that's a good thing. Uh Nicole does a a great job with uh working with her. She actually I do a training across the state of Kansas. I did nine spots this year. It's called the Kansas Municipal Audit and Accounting Guide, which we're going to look at your financial statement here in a minute. But I uh train [clears throat] uh school board clerk like that, business managers, cities, counties, uh because nobody's doing it. Nobody's trained it. So I'm still I love to do that. So she came to that. So it's a it's a good way to learn. Uh I don't have any other comments on

012these le these points on the letters. Do you have any questions? >> What when you say an outstanding check, what is an example of that? >> So like uh anything that would be like an accounts payable and usually what it is, it's a small amount like uh the check maybe is for $29 or something like that and it might go to I'm just trying to think. Can you think of any off the top? I can't think of any off. When we refund uh lunch accounts for >> lunch accounts, that's a great example. Refunded check. >> Come pick up the checks. Well, they get mailed to them, but they don't always cash them. Got it. >> Yeah. Cashed check is really what we're talking about. >> That's right. Yeah. They'll put in bill fold or their

013purse and then they'll just forget to to cash it. Yeah. Any other questions? No. Okay. So the bound document is the document uh that we call uh the financial state KMAC financial statement and the audit report. Now our part of this bound document is when you go to letterhead it's about the third page in and you'll see independent auditors report. Uh people I think any any community that you do an audit like for a school, city, county, they they look at this and go well this is the auditor this this whole thing is the auditor's report and it's not. The auditor's report is only these three pages uh right here. Uh and I want to point out a couple things in here. On page one, which is a letterhead page, it's it's it's kind of

014a unique term. says adverse and modified unmodified opinion going adverse opinion that's kind of weird. So what that is is the state of Kansas statute says that you shall follow generally accepted accounting principles but 95% and almost all the school districts wave GAP. [clears throat] Okay. So what they're doing is they're saying they're not they're it's an adverse opinion because we're not following GAP but we have a waiver of GAP and that's if you go down to the third paragraph in our opinion that is what it's basically saying there that we're giving you an opinion as a a CPA firm and you'll see there in all material respect the cash and unencumbered cash balance of the district and the aggreate receipts and expenditures. So that's that's what you hire us for is that third paragraph.

015We're giving you opinion that uh everything is fairly stated. Okay. The other part that is your part is over on the top of the next page where it says responsibilities of management for the financial statement. And I'm just going to read the last sentence because this is very important not only for management but also for you meaning management inside the board of education's office but also you as a board of education. It says mana the last sentence management is also responsible for design implementation maintenance of internal control relevant to the preparation and fair presentation of the financial statement that is free from material misstatement whether due to fraud or error. So what that means is I can put an opinion on your financial statement, but when we look at these next few pages, the financial

016statement, you have to have somebody here in your organization or another CPA firm you could hire. That that's happening quite a bit now cuz people can't find certain people. So you'll hire another firm that will actually help you put the financial statement together and take responsibility. And that person is supposed to have skill, knowledge, and experience to make sure that they the financial statements are not materially misstated. That's what that means about in all material respects. And materiality in your case would be a very big number. Uh you can flip over to page four and I'll just show you this materiality. Uh if you look at the second column on page four, total receipts are $60 million. So just a rough just a rough estimate uh or a starting point I guess you should say

017in the auditing world it' be 5% of that. Okay. So 10% would be 6 million half of that would be 3 million and if you're off by 3 million anybody that knows anything about the they would know they would know that they they may not know why but they would know that you're off. But Nicole and people like that would understand that, you know, and the and the superintendent, they would understand that there was a problem. So the skill, knowledge, and experience is they don't have to reperform the work, but they have to be able to spot that type of stuff that I just read. Does that make sense? because it there's a lot of people right now after CO that are in positions of either business manager or county clerk, county uh city clerk,

018those positions that have no government background. And so as an auditor, it's very hard to say they have the skill, knowledge, and experience to be able to to take responsibility for these financial. That's why I do these classes. and do eight hour classes across the state because they need help in understanding that. Does that make sense? >> Mhm. >> Okay. Okay. I'm going to jump on over to page four. And this is what's called statement one. Statement one is a very unique statement. There's only one statement in a KAG financial statement, and that's this one right here. So, what it is is the top down to the double underline. If you look on the right hand column, you'll it's the same 60 million I showed you in the second column, but on the very right

019there, it's 19,657. There's double underline. So everything above that is what's in your general ledger. Okay? Those are funds that are in your general ledger. The bottom part down here is how that general ledger is funded in the bank accounts. Okay? So you could have, excuse me, you could have uh a different you could have like different banks. You could have a what's called a myip uh municipal investment pool. Uh you could have uh CDs. You could have money markets. And this is something that we're monitor. We keep monitoring pretty closely because newer people uh Nicole's been around so she knows this and shadow. But so some people don't realize that you are supposed to be getting the 90day T bill rate. Okay. Up to that. And that's quite a bit of difference between what

020banks want to pay you and what what the 9-day tip rate. Now, it's dropped some because the Fed dropped it over here the last last couple months. They've dropped it some, but that's something you just keep monitoring because the bank should be paying you that close to that on your idle funds. Okay? And that can make quite a bit of difference. So, what this is doing is reconciling the bank at the bottom to your books on the top. Okay? And uh the total of the top should tie the total of the bottom. The one thing that's very unique I'll show you is I talked about activity funds earlier. So if you look at the second number from the bottom, the -175577, what that is is if you will flip back to page 47 and you

021don't I don't know if you need to really jump on an electronic version there, but um what I'm I just wanted to show you that what this is is when it says agency money, it means it's money that's not yours. Okay? So, you still report it. You still handle it the at the high school, the middle school, but it's not yours. It's student activity funds or it could be sales tax uh like at the bottom there. But that 175 is on page 47 at the very bottom. And how that 175 is made up, these are all the activity funds that you have uh in your district on those two pages for students mainly. Now, if you flip one page, you still have some other activity funds, but those are district activity funds. So, what those

022are are like gate receipts or board projects, uh different different type athletics, fundraisers, whatever, whatever they are. That's and what they get reported at, they don't get reported as a negative. They get reported as uh on page on the on statement one, they get reported as line items. So like you have a 21,384 on that page. And [clears throat] if you look at the second number on the very right hand column, the second number from the bottom in that top part that's your general ledger, you'll see the 21,384. Do you see that? So those are board funds and those are your responsibility and your ownership. The student activity funds are backed out because they're not part of your books. Okay? And that's a big that's the biggest thing in school districts is that number that

023negative number at the bottom is because uh 175,000 cash is quite a bit and you want to make sure it's accounted for properly. Okay. U the next page uh I'm not going to go through this in detail, but these are the notes to the financial statement. Uh there's there's if you want to learn uh some things about how your financial statement is put together, uh definitely could read this. If you want to uh get some sleep at night and you can't sleep, uh you could read it and that would also put you to sleep. Uh but um there there's some there's some there's some things in here that are very important. Note three is deposits and investments. You have to have 100% of your money covered over the 250,000 that FDIC requires in each bank.

024That's very important. It shows the debt on page nine. your different types of debt whether it's capital leases or geo bonds your transfers but all these things you go through like especially when you're doing the budget you go through all this to understand you know you know these different types this is just showing you at June 30th of 2025 these were the balances okay then you go over um state schedule one and I'm probably going to stop after this one but on page 12 it's schedule one and this shows you budget to actual and if you had in the very right hand column that they're all bracketed. So in that case you had no budget violations which is a good thing. And then the rest of these schedule twos are what you go through when

025you do your budget. Uh they are actually budget to actual or they could be uh non-budgeted fund like a contingency reserve is a non-budgeted fund. When I'm going to show you one other thing uh because people ask about this and this is why uh various reports were delayed. If you look on page uh 49, it's not numbered because it's a letterhead page, but uh 50, you got 50, 51, 52. These are the reports on your compliance uh with laws and regulations and your federal uh major programs. And then if you [clears throat] go to page 53, this would be the amount of federal money that you receive or spent, I'm sorry, spent in the June 30th of 2025. 4 million very bottom number 4,46499. And we're required anything now it moved it up to from

026750,000 moved up to 1 million. So you're still quite a bit above where you're required to have this audit. And a lot of it's because of the special ed co-op. there's uh anytime there's a special ed co-op involved, it it almost always has a federal federal line. Okay, but that's that's kind of an overview. Um any questions? There was nothing in there we got to worry about. >> Um not that came to our attention. Um >> all those no findings. No findings. >> Absolutely. Yeah. Yeah, and that's a that's a good thing. That doesn't happen very often. Um especially it just seems like usually in a school district, you'll you'll have like kind of like you had last year with the prior year, you'll have like an activity fund that didn't get approved or you'll

027have sometimes you'll have I didn't explain this, but like if you spend a fund in the red, it's called cash basis law violation. So you could have that also in an activity fund and you see that quite a bit. um in different districts where um they'll they'll don't want to pick on the cheerleaders here, but uh cheerle like say for example like in June, May and June, they would buy a lot of their cheerleading outfits and they don't have the fundraiser done yet and they don't have the cash. So that would be an incumbrance that has to be recorded and you wouldn't have the money. So there could be a violation of cash basis law that that's something we see in different fundraising opportunities like that. They buy it before they got the money. Uh

028but that that did not happen here. So any questions, Dr. McCabe? No questions? No. You've heard me say this about maybe 2,000 times, haven't you? >> Okay. >> Thank you. >> Okay. Well, you have a have a great evening and uh if you have any questions, uh just call and I'm glad that John or Christina also helps. [clears throat] Glad to answer any question. Okay, >> Thank you. Have a great evening. >> We need a motion to approve the audit report. >> If we approve the report second, any other discussion? Hearing any, I just want to recognize Nikki's work. um in in all of this. I appreciate that. So, she's in the audience for those of joining us, but >> and and I will add to that. I already said a little bit how good

029a job, but she does she does a great job. And I'm not sure how this is all going to work out in the future, but uh how it works out. She she's done a great job here of transitioning all that and and uh done a good job for this. >> Thank you. >> Okay. >> All in favor say yes. >> Yes. Any opposed? Carry seven zero and a motion to approve the auto report from the library. Thank you. >> Thank you, Nikki. >> Okay, we'll move to 6.2. We need to schedule a special meeting. I know folks have looked up their calendars, but we need to we have the option um based on what um Mr. Cunningham have said to do a Zoom um discussion for this. That's what he >> indicated that we could

030have a very specific just for this one. >> It has to be very focused to that. So if that helps um that's what he said to me when I we talked to each if that helps in the conversation just get this scheduled >> I was get the my proposal I guess in talking with Mr. roads is um so again the great news is great job USD48 negotiations team those sitting here and those that uh perhaps are listening at home reached an agreement it'll be voted on by staff that doesn't uh there's a window that doesn't close until the 18th at noon is that correct so you wouldn't want to schedule anything sooner than that uh but if 12:30 over the lunch hour would work we could do something here you those who needed to call

031in or zoom in we could do that Um or really we just be kind of looking to the board to to decide what you see as being the best way to uh or best uh time frame on that. >> I'm not available on the 18th at all. >> Okay. >> Does the 19th if we're talking lunch hour? I cannot do that. I've got a small window on the 19th and then the 18th I can do afternoon [clears throat] or evening. Can we do the 16th at 6 p.m.? We have to wait until after >> wait till after the 18th. >> The 18th after 12 probably 12:30 or later until May have had a chance to vote. 18th at 4 p.m. 5:00 p.m. >> I don't think you're available at all. >> I can do after

0325:30. >> 6 p.m. >> You do 6 18th at 6. Um, just for the board's knowledge, we are currently slated to have a community facility committee meeting Thursday evening, May 18th. That actually wouldn't require you to be there. It would require me to be there. So, you could have that. I just would probably I would not be in attendance for the meeting here. So, Mr. Rhodess would be available and I [clears throat] because I'd be elsewhere. Um, but if that's if that's a time that works for everybody, I just wanted to make you aware of that. >> I would love to get this resolved before they go on break. >> Sure. >> Um, and so if the 18th at 6 p.m. works, I'd have to call in. There's wrestling that night. >> Can we just

033do Oh, you're going to call in anyway. >> If we're doing If we're doing that afternoon, there's wrestling. So, need to go to that. >> Does Friday work better? It does for me, but that doesn't I can call in if need be. >> Friday at 6 does not work for me. Any other time on Friday. >> Sherry, what was your Friday look like? >> 9:30 to 11:30. >> In the morning. That's what I have for you. >> 11 on Friday. I only chuckled over here because I do think in my time in McFersonen we've had one at 6:30 in the morning. >> I'm not saying that that's what we [laughter] should do, but I did I was thinking well there are other we have done that [clears throat] one other special meeting. >> Can we

034zoom Friday at 11:00 a.m. >> Is there any amount that would need would desire to be in person? We can do >> happy to come in. Yeah, be here. >> I cannot be here. 11. >> You can call in. >> I can call in. I can't be here. >> Friday at 11. Sounds like it works very well here. And we'll call in cherry. Does that work? >> Yeah. >> Okay. Can you a motion for that? >> Yes. >> Okay. And who we establish a special meeting Friday, April 19th at 11:00 a.m. here at central office for the purpose I guess of negotiated agreement. >> Second. All in favor say yes. >> Did we say 11:30 or 11? >> 11:00 December 19th. Those that can come, >> yeah, [clears throat] this Friday can come to central

035office and those that need to call in will make those accommodations. All in favor of the um special meeting. >> Yes. >> Okay. 70 that extra meeting on our calendars. >> You can Yeah. Send a calendar invite for everybody for 6.3 elementary boundary process. Uh okay. So one of the next steps in the process and I want to provide a couple of things for clarification. Um, and I wanted the board to be able to see it. So, um, changed a little bit, um, just this afternoon even. So, I left previous versions, but I want to note a couple of updates for this process. Um, I'll pull up a couple documents here. So what what is being proposed here is that we that we use the the skills and the resources of RSP associates to help

036uh establish what our boundaries will be. This is a one of the most important um tasks associated with this transition. And that's actually an understatement that every part of this steps moving down through the end of the year, it's all important. But certainly it's one that's going to impact not just the 2627 school year, but for really the next couple decades to come. So what's proposed here is in draft form, but I wanted to talk with you just as an overlay of what we would be seeking to do. Um, which is that, uh, we would have our same demographer come back. It would be a meeting um initially with you as a board. We've scheduled that with them in this timeline to fall in alignment with our first meeting in January. That way, Mr. um

037Jansen can be with with the board on that. Then there will be administrative meetings that follow um with along with Mr. uh Schwarz from RSP and he'll uh have some specific items that we'll he'll need our >> [clears throat] >> uh ad district leadership team to weigh in on. So I've got dates tentatively uh established there, but all of these that I'm talking through here will be um potential subject to change. Um anyway, you can see they're through January uh first part of January. And then this is the integral part um where really I need your your input on what would be the board's desire and a crucial component of uh the boundary process is making sure that you have opportunities for uh community input and so you'll you see that built in there. Um,

038one of the things that can be a little bit can districts can do it differently is they'll have sometimes just one evening and sometimes they'll offer two evenings. And it's really board preference. There's a slight cost differential between the two. Um, about $3,500 difference I think if I recall correctly. But, um, really it's up to the board. uh they've done many of processes like this where they've been able to have that that community input um in a single time, but the benefit of having a second one is just for those who aren't able to do it or be able to be there on on one of the days. They've found that when they're able to do them back to back, they're able to get um just kind of if [clears throat] if you are going

039to have two, when you're able to have them back to back, you're able to get uh people that are able to come at one of the events that wasn't able to make it at the previous. So, that's something I would look to you for direction on. And then ultimately in this scenario that come back then for our admin team to continue to to refine uh and develop around um ultimately a direction that could be brought forward uh to a board to the March 9 board meeting. So, initially, I want to be clear, initially in the draft proposal that I looked at, um, there was it was a target through logistics and all that, it was going to be closer to April. And we heard from parents, um, interestingly, we heard from parents, their number one

040thing was just don't r, I mean, make sure that you do it right. Um, but April certainly felt like that was a little bit later if if something sooner could work. So, I'm happy that this is is a scenario that would work that gets it almost an entire month sooner. This would allow uh with a March 9 uh time frame that would allow people to really and truly before they go into spring break later in that week, the 13th or so. So, uh, let me talk a little bit about the cost associated with this. Um, so as you'll recall, we've already had we have had an enrollment analysis done. Um and you'll see in this contract in the proposed agreement that we would um conduct complete another enrollment analysis and that would be for a

041sim that same cost that we had previously had. The rationale behind that is you want to make sure that you're working with your most recent data in order to make informed decisions about what kiddos um may or may not. So when you're running your data, you're working it based off of our most recent. If you'll recall, this was all conducted over the course of the our previous enrollment study was authorized for the springtime and through the summer. So, our actual current data uh it it would be recommended to get that current data in there. It's possible that they can could do it with um less u or rather they could work off the data that we have. It just would not be directly related to our most recent. So, that'd be a cost to consider

042uh for the board's sake upon >> it was the 24 data, right? That was only one year old. That's yeah the we had it up through that current school year. So this would be yeah bringing it up through this school year. Yeah. So yeah to that point it's not like it's three year old data. It is as recent as last school year. Um you'll see in this um item that the additional work would be $6,000 for uh the boundary analysis and then to conduct the or to facilitate the whole uh process that total cost would be uh $28,500. That's with three virtual uh sessions as shown in there um at a at the cost of $2,500 per that as well as four in-person public facilitation meetings each at a cost of 5,250. So this total

043cost here of 25 is for four in-person uh meetings. So let me name what those inperson meetings would be. They'd be the I believe this first board work session. Two community nights is what's in that agreement. >> Great. >> And then a fourth meeting here to finalize it. So those are your four in person. So if you did if you decided to not do a second night, that cost would be a little bit reduced again. My my recommendation on it would be this. Um or or something I guess to consider is [clears throat] this is not anything that the district has done for almost 30 years. It is something that we would hope would last at least couple more decades into the future. I think to invest in it to do it what feels like

044the most right that we can in 2025 would be the right way to proceed. My recommendation would be to initiate the process and uh with a second date. So that'd probably be February 10th and 11th. Okay. But I want to be clear what I would do is I would coordinate from a followup. This is still a draft. So I would follow up with him and ver with RSP and finalize all the dates. The the start and the end are based on board meeting dates. So everything else in between will be something we that may shift a little bit here or there. The total cost I believe if I calculated correctly with the updated enrollment in it would be a total uh cost of $48,000. that's with the updated um numbers in it. And and just

045to be clear on that, in the future, then it would project out similar to what we did this year. We'd have projected enrollments. [clears throat] It's not a uh cheap endeavor, but I think we could my recommendation is that that's what we look for. So around 50,000 plus was some of their miscellaneous. Correct. And that would be all of the things noted and then that information will be the basis for many years forward particularly around the boundary. >> Yes sir. Okay. >> Could you did he describe the community input nights because it says community survey open. So are there two things happening a survey and people coming to have receive information? like what's happening during the community gatherings. That's that was my question. >> Yeah, I would be happy to get a little bit more

046clarification on that. If you see what happens in the first two areas, what what really occurs is my understanding in talking with it is that they'll run a multitude of potential solutions, but they have a variety of metrics uh that they will be speaking with you about at the at that initial meeting. So you'll you as a board will dig through some specific guiding principles and and establish some criteria that are uh that are standard but also specifically meaningful for McFersonen is my understanding and then we will work to through he'll work through vetting questions through our our district leadership team arrive at a couple of scenarios that can be refined down for community input explicitly What that looks like I don't know but it would be oriented around a couple is my understanding a

047couple of different possibilities so that that are both workable fall in alignment with the guiding principles and uh meet the the criteria boundary criteria then through that community it'll go back and and be refined further ultimately um with the goal of bringing it then chief back to you as the board. So, I believe that those are engaging and interactive, but beyond that, I don't know what the style or anything like that. Certainly, he could speak to that in January when he's here. >> Yeah. >> So, potentially what it could look like is we've got three different scenarios and these neighborhoods could go here or here and we want community members engaged so we can have discussions around what are we missing when you live in these neighborhoods. 100 that is 100% what it I anticipate

048that >> okay >> and there might be something that emerges that is more meaningful about a specific roadway that we hadn't considered in option what one versus two that maybe further makes one of the options more important than others. So, we need to do a good job of making sure that our community knows these nights are really important because your voice matters. And then, you know, we also need to hold our community's voices in high esteem, >> right? So that we're not just having people show up and then the district kind, you know what I mean? Like it's important to me that our that our families are listened to in this process. We heard that about trust making meaning, you know, for our people. And so, >> um, Jeeoff, I saw you. Sorry, I kept

049talking. >> No, I I like the process, but I like the shorter time frame. >> Yes. >> When I first saw you first in April, that kind of concern will greatly concern me cuz some of the interaction, you know, as families are processing this, you know, I'm hearing >> and asking, so when will we know? And um April seemed too late. So if something, you know, comes before the board for approval on March 9th, I'm assuming then we could immediately start notifying families where where school they would be attending that. >> Yeah. >> So what are the two dates? February 10th and what's the other date? >> 11th and 9th or something. >> Because the 11th is a Wednesday. >> So I just want to be mindful. >> It could be the if [clears throat]

050it's a if the 10th is a they said they typically do a Monday, Tuesday or a Wednesday, Thursday marathon. Um so but that's why I say I will coordinate with um with them on that um to see which one or see kind of what's so currently it's still in the 10th and and the reality is it might not be the 17th and 18th I don't know just depending on something else later in there but or or the third and the fourth somewhere where those things can be back. It would be helpful to give them >> top board workshop in person. >> It'll be in person and it's already a scheduled board meeting. Monday, >> you'll send this as updated schedule. >> Yeah. Just so you're aware, this is in your board packet uh 12:15, but

051yes, I will resend I can reshare this because I wanted that's why I want to make sure that you I drew your attention to that. It would seem in the community 5:30 is is is tight for people. So I would recommend strongly that the other time needs to be >> later. Yeah. Later for families to be able, you know, I I we want to engage and have this accessible to as many people as possible. So I I don't want to create an atmosphere where this is difficult. Maybe I'm wrong on that. >> Would it make sense to do one during the day and one at night? Some people aren't available at nights. We have the night shift families. >> Let that's an interesting insight. Thank you for asking that. Um I'll how about I speak

052with him specifically about that idea. when we did our community sessions, we had a over that like 11 to 1, there was a big group that came during that time because that what to your point that was a time that they could. So, let me talk with them. So, maybe it could still even be on the Wednesday for example if it was the 11th but it'd be over that hour. Let me see because honest and honestly because he'd be traveling into town that might be something that he would be even more helpful. But I I think it's a good point because of shift workers and folks like that we could perhaps get a different time frame for them. But the other thing is I've talked to him too. We put 5:30. I mean, we typically

053as a practice for you all as the board, we try to set it for 6:00. Almost everything that's in the evening, we try to get started at 6:00. So, I can talk with them too about that. >> Shiloh, how close was uh our um enrollment study to what we had this year? >> I could go find it. It was very accurate. I'm I'm me personally as a board member, I'm having a hard time wrapping my head around $13,500 to get something we just did. >> But I was the same because we know the demographics of where the kids the heat maps were there. >> Yes, we know they're renting them from this one and this school. We could do that internally and save that $13,000. >> It might be a little bit of extra work

054on our internal staff, but I think to the tune of $13,000 it could be done. Yeah. What would be the what's the advantage to the process to redo that since it was so close? >> Yeah, that I actually explicit that was my explicit question and it was just that you know that the data that you're working on is your most [clears throat] up to date. That's the answer that was given. So I mean I think it is a value I mean it's a question really is it how meaningful is it? >> The ins and outs wouldn't be significant in one year. There'll be some, but it seems like they'd be slight. We haven't had anything major in our community and workforce or companies closing, anything like that that would move to a lot of people.

055So, >> I mean, if they can work off of that data and still [clears throat] give us a reasonable, maybe we can save money on that. Yeah, that's why I wanted to try to provide clarity because initially I will just say that I initially in my mind thought we've already have this done. So that's why I posed is that something that's needed and their answer was you could view that as something that would be optional. And I think to that point, we don't have there's nothing up to this point that's been a significant change within our community that's caused major shifts uh that would be different than what we would have seen a year ago. >> And I appreciate as statisticians, they want to work with the absolute best knowns possible. I think we feel

056as I feel like we have a pretty good idea from the hard work and the and the massive data that we looked at this summer um that we I feel good moving forward without an additional enrollment study like everybody's bill Perry yeah >> I agree that's correct >> cherry all day >> do we want to take action on it >> are you all ready for entering that agreement I mean if we don't that will delay the timeline. >> Yeah, we want to >> not to force the board. Um, but just to clarify that it would delay. >> We make the motion without that. >> Okay. >> Did you do that? >> How do I do it? I make a motion that we move forward with the uh RSP >> uh contract minus the uh additional

057enrollment study of $13,500. And does that include the shorter timeline? >> Including the shorter timeline um with two community meetings. >> Perfect. Good job. >> A second. Second. Any other discussion? Okay. So, Mr. Rhodess, will you read that back to us? >> Rebecca, will you state that back to me? [laughter] I propose that we move forward with the RSP contract minus the additional enrollment study of $13,500 with the shorter timeline and two community meetings. >> Yeah, Chelsea second. >> All in favor say yes. >> Yes. Any opposed? With no entering this uh agreement of work of study um has passed 70. Thank you for the the detailed discussion um and encouraging the public to look out for the the dates coming for the community discussions and the continued conversations that we're having. These are all

058valuable. Um and so we want to continue to engage um everyone with the work that's ahead of us. We thank you. >> Okay. 6.4. >> Uh thank you all so much on that. Um 6.4. This is um this is um our nor our health insurance consortium member agreement uh with ESDAC. uh it had previously been known as basically just the ESDAC health insurance uh consortium and for really all other intents and purposes that is truly what it still is. The difference is that uh and just for your knowledge which I know you're aware of in fact we have a meeting tomorrow um I serve as a as a u region representative I can't recall what a cluster representative um so I'm a representative not just for McFver public schools but also for about six others

059who reach out and share that as a part of the consortium um some of the work that we've done on that health insurance committee over the last couple of years was really taking a look at could we transition to self-funded and so the answer to that was yes. In doing so, a a kind of a name change was necessitated because it needed to be a standalone entity. And uh even though it really was already a standalone entity, people always filtered ESDAC and ESDAC health insurance as being the exact same. And in fact, they were really technically always. So what is in front of you today is for acceptance. We will bring it back. Our goal would be to bring it back for approval in the January meeting. But what this would do um is to

060essentially sign a commitment for the for a three-year uh a member agreement with the consortium. And that as a part of that, what it does is it allows the consortium then to be self. We already are selfunded. So it allows that to continue. It ensures though that there's stability and some predictable membership and then that we're able to to effectively uh financially plan. There are some other major things that we are looking to do and explore with um how we can best bring our costs in as low and economical as we can for all member districts. And being able to know who your member districts are now and into the next three years is a crucial part of that. So, it's a it's essentially an agreement that all member districts are being uh asked to

061sign. It is different. Um the agreement is generally the same, but we have historically just been on a year-by-year basis, and we've not signed an agreement beyond really just the the auto renewal of our ongoing membership. So um again what we'd be seeking to do here there's for our sake and I guess from the McFersonen um side of it is we've worked really hard to have four tier and two-tier. We've worked really hard um at the at the health insurance committee level to make sure that we're bringing in um and continue to have high value uh coverage for anybody and everybody. And that's I feel very good about what we're seeing for for the district. To me, I wouldn't bring this to you if I wouldn't recommend it. Um, it's absolutely been advantageous for the

062district to be a part of it. And for me, we'd be bringing it forward for again for acceptance today for a three-year commitment as well as for approval in January. So, I'll attempt to answer any questions that you have. >> Motion for acceptance. Second. >> Any other discussion? Just note there was a question um just for transparency's sake the board has appointed me to the ESDAC um board um but we don't have any bearing as board members on these decisions just for clarification say we receive reports um from the insurance um as a board but um the monies and the anything that's taking place is not something that uh is decided at the board other than receiving reports. So just because I had that as a question, I wanted just to clarify uh the role

063that we have. I represent just like Dr. Benson a cluster of schools in in that and the other board members um at stack um are similarly appointed by their boards and represent various clusters in that work. So if just to bring that back, we we uh make those decisions um some time ago and and then just from a ethical standpoint and any questions that Oh, there any other comments? Okay. All in favor of uh the motion to accept the three-year ASD advantage advantage health insurance consortium member agreement as presented? Say yes. >> Yes. Opposed would no carry 70 I'll abstain. Okay. 6 >> recuse orain. >> What is it? >> Recuse would be >> if you're doing it for that purpose. >> Yeah. Okay. >> Because otherwise it would be a 61. Your desire is

064not for it to >> six. >> You want to recuse. Thank you. >> Okay. Items. >> Thank you. disposition of minutes. I didn't have any questions or I don't know if Mr. roads. Was there anything you needed to cl um just keep in mind obviously as we start to have uh as we start to have your we continue to see those those close remember those are percentages of budget amounts. Once uh once everything is taken care of on the 19th and that just for your awareness then employee compensation will change then on on the uh go uh on the January payroll. So we will start to see this data trend differently. Um I've shared with you that we're in a spending deficit. So, we'll start to see those numbers [clears throat] be different and we're

065monitoring those very closely and making sure that we're where we've communicated to the board that we expect to be and and we are, by the way, where we expect to be on that. So, there's no surprises beyond that. But just know that as we monitor uh these comparisons over the next several months, that'll be just something that we keep a really close eye on. Um, treasures report didn't have anything really there. payment of bills. I won't draw too much [snorts] attention explicitly to those, but I did have a couple questions. Let me come back to my um just want to make sure I captured because I had some good questions. One of the questions was related to some spending from athletics budget related to some helmets and some pads. Um we have just as a

066reminder you have a district's activities director and so um there's funds held at the middle school and the high school and it's up to him to determine which accounts those come out of. Um but those were in alignment to our policies and expectations. There was one um that we will have. [snorts] Oh yeah. Uh we did not pay Insight Design Studio to do sewage work for us, just so you're aware. Um but uh that was initially coded wrong when we put that in and actually got it'll get adjusted and then we'll do journal entries. So that's actually the types of things will draw the to attention at the end of the year related to I actually kind of chuckle. I need to tell Dwayne I didn't realize that's the business they were in. But those

067are the kinds of things when you inadvertently code the wrong account it'll show up in those reports but through a journal entry we'll make that note in those that that'll be corrected. So, um, and then just noting that, um, we have certain title funds, specifically title two funds, and I don't know what it is on the McFersonen cooperative side, but those are specifically for continuing education and professional development. So, those um, will come through uh, in different ways, sometimes on PE cards and and then typically when we're having hosting people, it'll come through on contracts. But just know that those are the kinds of things that um some title funds will be expended in that way. So great questions that I just wanted the broader board to be aware of. Um but uh if there

068are not any other, we'd be seeking approval of routine items. >> So moved. >> Second. >> Any other discussion or questions? All in favor of uh the approval of the routine items say yes. >> Yes. >> Any opposed with no routine items. Thank you. >> Oh my friends.1 collect those. Just so you know, we're not prepping it for for spring break in 202. I'll get those updated. This is where we uh update those and I didn't copy and paste over correctly. So, my apologies on that. Uh key items that you'll need to know that are upcoming are now you'll have a December 19th special board meeting at 11:00 and then um we will have our first uh meeting in the new year on January 12, 2026. So all of you that get to deal with

069writing dates, start practicing now because it will be a few short weeks and we'll be into a whole new year. So um we do have several executive sessions. A couple of them will be fairly short, but we'd be looking for five minutes on 9.1. >> We we skipped over 8.1 just to >> Yeah, the meeting suggested I didn't give correctly to you. >> Oh, >> and 8.2. So, if you guys want, we could do facility scores like we did back. >> Well, I was going to ask what what that was there. Um, what the goal there is to look at data. >> Yeah, I'll update that here in a second. >> Um, for the January meeting so that board's ready to look at that and related >> governance. Yes, we will have governance also. >>
