001cars [Music] do [Music] do [Music] do [Music] foreign please stand and join us with the flag i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all well good evening and welcome to our may 9th regular board meeting our first item is to improve our agenda um emily is zooming in tonight so she'll be participating with us in that manner and i don't believe we have any additions or corrections to the agenda i move to approve the agenda motion from ann second from laura all those in favor of approving the agenda say hi jose and emily did she vote in that aye okay motion carries 7-0 thank you for that next item is comments from

002the public and we do have two individuals who've signed up the first is clinton science and we welcome you to come to the podium thank you good evening i want to walk the rest of my time to my wife kim thank you okay all right kim we welcome you this is a letter that is from another person who couldn't be here tonight so i'm reading it for her good evening i am addressing the three board recall members i have contacted each of you several times over the past 18 months sharing concerns including the superintendent the three recall members have continuously stated at board meetings that you value honesty and transparency what has remained unclear to many of us is the lack of vetting in your board conversations on important topics and open sessions for patrons

003to hear if you review the youtube participation numbers and views those numbers are increasing years of short discussions quick motions seconds and votes leave the public wondering how and where many important topics were discussed since we the public cannot participate in these discussions we can only listen to board meetings it is important to have longer discussions for patrons to understand how you arrive at making decisions the superintendent's contract was added as an action item after the executive session at the december 21 board meeting the public nor your teachers and staff had any way of knowing this vote would take place and before the new board members are seated while each of you stated that this was because the new board did not participate in the evaluation you did allow dan lichty the new board member

004at his first meeting to vote on the superintendent's contract truly if you meant what you said mr lichty would have abstained from that vote the superintendent contract vote should have been published on the board meeting agenda this is the most important vote of the year who you appoint as a school district leader if this information cannot be shared with the public please post and share information on the agenda on behalf of your teaching faculty and staff at the same meeting a french benefit was added and approved for the superintendent four hours of comp time was added to his contract as a fringe benefit every week this is the this is the board that generously awarded their employees a one-time 500 premium payment last november while the next month awarded their superintendent four hours of week

005comp time for time worked after hours and on the weekends for two additional years these are the same board members that continue to hire administrators who are retired kansas public retirement employees and the district is required and negotiates to pay their capers penalties this included superintendent moon for over three years the board paid consultant fees of thirteen thousand five hundred sixty three dollars to support the newly hired district financial officer who was a capers retired superintendent who stayed one year these are very expensive employees and rather the money for penalties should have been paid to your teacher and staff salaries not hiring capers retired employees we recently had an assistant superintendent resign who will have been here two years job notices from mcfirst and administrators seem to open quickly and close the district recently announced

006hiring an assistant superintendent on facebook before the current assistant superintendent had his resignation approved by the board our board recently approved the purchase of two buses at 288 000 apiece granted we need safe transportation for our students going to and from activities but certainly while trying to find every penny for a track and field maybe there were other options since we seemed unable to provide simple maintenance to our facilities there continues to be many questions about the newly voted on proposal for athletic facilities and how they will be paid for after three years not only are people concerned about the list you provided about the new field but two board members voted no because it seems we will not be able to pay for the maintenance to replace the turf in eight to ten years

007thereby buying new facilities we cannot even maintain and the comment has been made public publicly at a board meeting that we can roll this facility payment into the next bond to board president jeff johnson you have served 26 years on the board of education and during this time we have seen a significant decline in our district resources and facilities it is noted that two years ago at an impasse in negotiation and to quote superintendent moan there just is no money the bond vote last summer failed by 67 percent which cost the district nine thousand three hundred and forty one dollars in a special off-cycle election the vote and dollar amount for the bond 113 million caught the community off guard in addition the community is expressly asking you to not build any facilities in a

008flood zone in a crowded neighborhood and next to a retirement community we have no doubt that all three of you are caring and concerned board members but many of us understand that you seem unable to connect with the current frustration and discontent in the district regarding our facilities transportation and curriculum eleven hundred school district community patrons signed a successful recall petition to initiate a recall election school district community members were referred to by the three four the three recalled board members as duped by misinformation misled spreading misinformation and not having a stake in our public school system the time for top-down leadership cronyism and obscure decisions decision making is over and the community is reminding you we want something different there is no mention of banning books on the recall site but as writers are

009offering more and more content that is controversial to be placed in our school libraries school district patrons are asking to be more involved and not only included as a token community members on the person curriculum council to the teachers and employees that may be listening there are people in the community who are fighting harder for you than the superintendent and the three board recall individuals for transparency accountability raises and teacher and employee pay and open extended conversations at board meetings i will share with you that the recall committee is a cross-section of individuals with different beliefs faiths and political affiliations they all worked hard to provide information on the 418 info.com web page that presented facts from the district resources and state data direct statements from individuals and information so that voters could read and

010decide for themselves how to vote on the recall i did not know many of these individuals but i do mean i do know many of them now and they are all committed and care deeply about our school district and children and are wonderful citizens in our school community thank you for letting me share dr janet neufeld thank you ken okay that's the billy had signed up for our public comment so we're moving to our first agenda item which now is the donation report and uh dr vincent any comments related to that yeah one that i would highlight and just want to say thank you to everybody that came out and participated and some of you are sitting here as well obviously again do a great opportunity for our community to what we see here is

011our community giving a lot of support to our students to create valuable opportunities for them but what i wanted to say thank you to was people's bank you see their donated time or donating costs for meals but i also just wanted to say thank you to each of you and everyone who helped come and serve as a community member that was a really cool event i it was a really exciting opportunity to see kids tackle the world of life for 45 minutes at this time so that's all that i have thank you questions or comments again at a diverse group of donations from different sources to our different schools and that district as a whole so we're very appreciative of that need a motion to approve the gifts motion from brian sir second second from

012dan again further questions comments okay all those in favor of the motion say aye emily aye opposed thank you next item is our superintendent's report 4.1 uh dr vincent i'm going to share two items with you and uh and one of them i'm actually going to ask that mrs strathman come up and share a little bit about it but before i invite her up i just wanted to share some really good news here in mcpherson kansas that each of you certainly is board members and everyone in mcpherson ought to be very proud of is you know you you the board said a vision and specifically a visionary goal that first public schools would be a top performing school district in the state nation and i'm very proud to be able to report to you that

013as our teachers have dug into the work as our students have dug into the learning as our staff and our administration has been able to really provide focus in particular during a couple of challenging years whenever plenty of things to be distracted by we have four national showcase schools for capturing kids hearts so a couple of those have been previously recognized for that with roosevelt elementary school being recognized along with that group so two-thirds of our schools are recognized as the very best of how they implement capturing kids arts and us board members i know share in that same sense of pride but i do i also just wanted to share that the u.s news and world report comes out with rankings each spring for high schools they actually had done an elementary ranking as

014well which was the first time that u.s news world report has ever done an elementary ranking and so i'm also very happy to report that mcpherson high school is ranked number 40 that's out of 360 public high schools in the state of kansas so in the top 11 percent just to give you an idea because we're very competitive in the ark valley chisholm trail league of all of the schools all the high schools in that entire conference not just our division there were only three high schools that ranked higher than at first in high school sad to report that bueller did not just out with 39 but i think it's an example of just uh sincerely just the amount of work and commitment that our teachers our staff have for our students and the learning

015opportunities that we're able to provide for them we know that we're not where we want to be yet but we certainly are seeing significant progress towards that and i appreciate your support as a board to make accolades like this something that's a reality so thank you questions comments that's great news particularly with the capturing of kids hearts and we know that that was a program we implemented to really make a difference and we're being recognized for that and so that's exciting to see there and the u.s news and world report to see that in kansas were considerably good in high school absolutely i had a question could you tell us how what was the ranking what what metrics were used yeah yeah so u.s news and world report um looks at really three different or

016looks at metrics in kind of three categories college readiness and kind of along with that is college level curriculum so opportunities for advanced placement college level course work are all folded into that then they look at student performance across whatever state assessments that you have and they look at that uniquely in two ways they look at it first just across your general metrics and student performance and then they also take a close look at what they identify quoting that under underserved student populations and how those students are performing so from a subgroup standpoint are we meeting the needs of our students who fall into that category and all of that then gets pulled into um that's ultimately a metric that also last item that they look at its graduation rate anyone else regarding this recognition

017i would invite mrs stratham to come up here executive director of special education this has been a hot topic and i just wanted to provide her an opportunity to make sure that what's in front of you is a conversation associated to specifically school finance in kansas but special education and with that alternative to you great thank you so much i know we've talked a lot about special education funding and just how special education works i'm in the state of kansas and then the impact to usd 418 on the provision of special education services this handout that i asked dr vincent to share with all of you was put together by the kansas association of special education administrators which i'm a part of have been a region representative for this group in the past and this

018was just put out to help i'm special education director school board superintendents to be able to contact legislators share concerns for special education funding in the state of kansas but really walk through where we're at in regards to funding and the gap that exists between what federal dollars are generated what loca what state dollars are provided and what the remaining costs for special education services are so just a few things i would want to highlight on this handout is just a reminder that special education is federally mandated so school districts do not have an option to say you know what that costs too much we're actually not going to provide that service this time or in this building in this manner that's that's not an option and our board would we would never do that

019but it's required by federal law and every student's iep is individualized so we have some students who need a small amount of services other students who require a lot of services in order for their educational needs to be met in determining what their their best environment for learning is so there's just a whole package of people again as you guys know that come in special education to help support those needs when we look at the funding i like that you know the graphs the visuals to kind of highlight where we're at so kansas statute actually outlines that the state should be funding 92 percent of excess costs so what that difference is in in the revenue what the state should be putting in to special education funding as you'll see this year they're funding 76.4

020and we actually have never been close in the state of kansas up to the 92 and so what's concerning is that gap is going to continue to grow and get wider if the legislature does legislation legislators do not choose to add more funding into the special education pot one in six students receive special education services in kansas that's there's a you know a lot of kids that require a lot of different types of things for their learning and so that is only increasing we know that to be true in every population of students early childhood through high school age so we know the needs of kids are not lessening the needs are growing and we have more students identified each year across the state for special education services so what i would just point out

021is as that bottom right graph shows just where the excess cost funding history has been if you look at what is estimated in the next couple of years you'll see that the state is going to take a pretty significant back pedal and the amount of dollars that they're able or willing to put into special education funding what that means for you as a board is just to recognize that mcpherson's local district share to the co-op to continue to support the good services we provide across the county is going to grow if there's not more special education dollars put into that pot from the state the good news is i had a communication from casey actually just today that you guys may all be aware but i i hadn't caught this yet that the april revenue

022actuals for the state of canvas were up 179 million so there's still an opportunity to advocate for full special education funding that's what the casey organization is doing i would encourage you to give that to legislators encourage anyone listening parents to reach out to our local folks and just advocate for that i think if we look at the potential increase on 418 finances to need to support special education costs knowing that that will grow in the coming years if the state doesn't do something that's just something i want to make sure everybody's aware of and it would be a great opportunity if the state of kansas funded 92 percent of excess cost because that would be a lot of dollars going back into the 418 general fund that could be used to support a lot

023of other programs salaries different things that we could take advantage of in the district so our kc region meets monthly i participate in conversations at the state level around these things so know that there's a lot of advocacy that occurs on behalf of you know special education in four districts for the cost to for all students but just want to make you aware of that and share this resource with you especially with legislators coming back on may 25th it's just an opportunity to still advocate for full funding questions you have for me or anything i could provide more clarity on you know that's kind of a quick snapshot but dr vincent usually knows i can talk a lot about special ed so and it might say on here but it's the gap because of more

024students like less money per student or is it a little bit of both i mean is that what's kind of widening the gap of the money that's coming in from the state so the state has always just said in their annual budget what amount of dollars is going to special education so the more students typically needs more staff to provide services to those students if you remember so general education generates dollars on students and seats special education staff generates revenue based on staff so it's a different it's a different model and special education some of the specialty areas it's more costly than hiring a classroom teacher so there's different expenses associated with that so a combination of both actually one more question action steps for us or anyone listening like because i followed some of

025this and i was really surprised to realize that we've never come close to 92 percent so what can we do like actual action steps and anybody at home so i think the best thing to do is just to reach out to our legislators and just advocate for full funding of special education that the state legislature would add they would add more dollars to that special ed pot and come closer to that 92 percent of excess cost funding that would be the way to just continue to advocate for that funding and education good questions any others i could answer great so how do you give us a ballpark of how much you think this gap is going to grow i mean so like this year it's like 5.8 million is what we spend right how much

026do you see that going up over the next couple years compared to how much it's going up that we're getting from the state is this you know are we looking at tens of thousands of dollars hundreds of thousands of dollars and that because that that margin will dictate how we're going to deal with it so first of all just to clarify when you say 5.8 billion what are you referencing for that just our transfer from from our funds into special ed so sure so mcpherson usd 418 special what you allocate from general fund into the special co-op is around 2 million a year so all of those dollars you might see on some of those financial reports 418 receives the categorical aid dollars that come from the state and that those dollars get transferred to

027the co-op so i just i want to make sure so 5.8 million isn't coming out of 418's general budget into the special ed co-op it's around two two million one hundred thousand and i didn't pull that exactly that's not a supplement already yeah that's out of your 06 your general fund for special ed or you put it in a different fun 30 and then it comes over to 178 to the co-op so i just want to clarify there's not 5.8 million coming to the co-op from the district's general fund what's really hard brian about predicting special education funding is every year what we're receiving categorically reimbursement for staff varies so we don't ever get a set amount to say okay this year it's at thirty thousand eighty five but a year ago it was it

028was more than that two years ago it was markedly less than that like it's a variable number every year which makes it hard from a budgeting standpoint we don't know going into the school year what that revenue is going to be i will tell you that dr watson uses very large numbers when he talks about the discrepancy so it's a little scary as a special a director but four or four eight teams in fact we'd be looking at several hundred thousand dollars of a difference for sure um moving forward and each year if that percentage goes from 76 to 70 down to 68 we're going to be looking at potentially close to half a million dollars in my in my expectation so the point that i would make is obviously when you're advocating perspective when

029any one of us is advocating for special education to be fully funded we're advocating for all kids we're advocating for kids who need those support services but we're also advocating for all of those other services that are currently not um we're not able to do the other things that we would need to do because we local districts are making up the shortfall and remember it's also not that easy when we've been spending a certain amount of dollars we just don't get to say we're not going to spend it there's maintenance of effort and then we're at risk of losing federal dollars which we never want to do so it just gets a little tricky to kind of piece it all together i just think the important thing is to just advocate where we can for

030better funding for special education because dr vincent's right if there's more money coming from the state to special ed that's more money in the general budget to impact all students and programs so it's a win for everybody how much is our so this is the kansas numbers but how much is our special ed moment did you say that and i missed it our numbers have actually stayed pretty inconsistent in the last couple of years we are starting to see in the last you know month of school more evaluations um i would anticipate going into next year a full year past you know more stringent copic protocols as far as remote learning and those types of things we will most likely see it a further increase in identification and i think just the needs of a

031lot of our younger kids we're definitely seeing that in our early childhood preschool k1 and 2 which makes sense when you think about the impact of the pandemic so no question and i don't know if it would be for you or dr vincent would it be helpful to have a communication piece on advocacy for the public to you know get not called before knowing the words the bullet point or you know how to do that and who even representatives are in contact that if that's helpful i don't know if that's something we should so i have that information i have our legislative directory linked in an email and i have a little blurb i just don't know what our typical practice honestly has been an informing public and encouraging folks to reach out and apply

032i don't i will be honest that i didn't look up if we have board policy or surrounding that as to what what that looks like so um and i would i mean i can easily provide that information to dr vincent i have it in an email so you as far as for us promoting that as a board i mean i think individually and collectively in the past we've notified you know the state representatives of our concern and their specific impact that we see locally i don't know that we've done that recently that we used to assign a dollar amount to that when we would have our legislative dinner in december with them a lot of time was a little bit review specific and we haven't had that for a few years with uh therefore thanks

033so i don't think there's anything that violates policy to advocate for that and so if we had some lengths or specific information we have to provide that contact individually as well as send something collectively from the board that uh how it impacts us well i wonder if we ought to even involve the public and you know we send emails to our our parents regularly say hey would you consider advocating because this is going to cost our system if we have to ship these dollars what i'd be in favor of communicating with our public to increase their advocacy i'll work with mrs stratham and take a look at that work to get some push down so that everyone's aware of the the uh the opportunity that's what i would say is the revenues there that that's

034the other thing it's not during a time where that where it's not available it's uh just making sure that it's prioritized so yeah you mentioned dr watson earlier in that if i remember correctly the state board and department of ed annually presents the proposed budget to our legislators which then have the specifics regarding the different funds special as a part of that isn't it and then they also give those current numbers about the impact and cost and percentage so from the state side our state board members i know they advocate and they present to our legislators so from a local standpoint we can do the same from a local standpoint dr vincent and i were there in the fall and spoke with both of our representatives about of many issues funding being one of them

035all right any further questions for melissa thank you for that see returning now to our agenda um 5.1 an old business our 612 math curriculum at our last board meeting uh we heard a proposal from the from randy and her team on the 612. and this app came back in consent agenda several of you reached out and wanted to have further conversations so we put it back into the old business for further discussion and information we did accept it at the last meeting and in our process approval would be the next step here but we won't certainly want to answer the question so dr vincent who yeah let me just share a little bit i'll invite mrs nick williams to come up here and help address any questions that i'm not able to answer but

036um just as a reminder for the board um and and it's a reminder well it's a slasher for everyone the one of the unique opportunities is what i refer to it as the emerged post cut for through coded was esser funding desert well there was a previous iteration called cares that was otherwise answered one then there was for mcpherson we received about a million and seventy so 1.07 uh million dollars for esser2 and then we have about 2.4 million uh in our three our district leadership team worked on initially worked on our sr2 and what those allocations would look like each of each sr2 and s3 you have to make sure that when you submit that information that or when you submit how you're going to utilize those fonts that you have there's about 15

037different items that it must fall under in mcpherson public schools that was the number one issue that kept coming up and it kept coming up prior to going 19 but it was magnified by cobia 19 was the need for updated core curriculum across our schools so what the 6 12 year or 6 12 team presented in april and what you'll hear later from k5 we will be paying for we've already received approval out of our investor funds to pay for those this updated and using our survives because it directly impacts loss of learning and so from a budgeting standpoint what you see here or from an approval standpoint is our cost associated with this overall purchase is a little over a hundred thousand dollars that'll be paid for out of our esser funds and we'll

038be able to prepare them for future curriculum needs as well just as a reminder going back in time a little bit the spring shutdown of 2020 that summer we approved as a board this the board adopted a k-5 ela curriculum at that time and we implemented that over the course of the school year 2021. the following during school year 2021 an evaluation process occurred and we updated and approved 6-12 ela so this school year as we came into the 21-22 school year it was the first time in over two decades that mcpherson public schools had an articulated k-12 curriculum in one of our core areas and as vision 2025 outlines our goal is to take that same concept and align it across to all of our curriculum so it is with that in mind that

039mrs mcwilliams is overseeing the 612 and k5 so we're bringing this this particular one forward for approval and then here in a little bit we'll be seeking acceptance on the k5 presentation what questions can i answer for you or questions that maybe mrs mcwilliams can answer for you all right um and looking at so we got the the cost and all that i appreciate you guys providing that um it's every every math class at the high school covered like does this include ap i didn't see calculus or precalculus or things like that that's a good question no um ap and the ap classes they have their own curriculum so they always go to the ap institute in the summer time and then they get those get forever that we've done ap they gather those resources

040and then bring those back so christine pionelto is going this year mr max is the one this year and we have three english from our english department going this year and so then they put those resources together i mean it's in-depth training so that does not include the ap it also doesn't include like our like an honors map because they have what they need for that so and then there's just updates that they get but yeah this is just for those core classes okay and this aligns to where kids they're in six through eight doing this and then they go into the honors you you checked how those all lined yeah you know we continue to reassess those things individually and individual needs that's why you have differentiation but yes that's right and so i

041apologize i had the draft for you guys but i didn't want to say draft i wanted to say here's our numbers i want the final numbers before i bring it to you guys and so that's what you see there okay and this is a three-year-old that's a three-year license and we'll be evaluating if we find that it's not what we thought it was we have that opportunity after three years to say you know what teachers don't realize that students aren't doing well we're going to go a different direction i'm just saying that if that i mean if that's somehow it is that that's a bad question so you know throughout we meet so hopefully we have plc's next year then that's a good time for our math teams to continue to meet with one another

042look at the data you know so we're not just going usually teachers feelings are really right they know their classrooms really well their expertise is there just rocking it and now they have tools and data to go along with that so that time and plc's our curriculum meetings and then just don't forget our summer work that we continue to do i mean you can ask these guys behind me they've got summer work planned already um so and then the 612 and then even what we did before so k5 reading specialist and 612 all meet this summer where we pull that in look and see is this meeting the needs of our kids and if it's not how do we tweak it meaning maybe there's not enough phonics so now we need to teach more phonics

043maybe there's not more comprehension so we need to work on those comprehension skills so yes long long answer but in three years it's perfect to evaluate them that's why i like the math cycle for elementary to be the same so we can all come together again but in the meantime that's these pros back here making that stuff work with their data question about the budget knowing esro of money and i'm sure dr vincent maybe you can speak to this we're going to fold in money now going forward so that when we're ready for that when we're done with this first three years the money's there for the next three or however many years we purchase i don't know what that looks like but are we setting that aside and how much are we going to

044set aside well so that's the answer is yes that's the purpose of preserving that textbook fund and as the and as that those monies come in we'll continue to grow that the perp that's actually the purpose of utilizing our esser funds now is to allow our tax bond fund to continue to grow so that when we get through 24 25 and esser isn't able to uh pay for updated materials that our textbook fund is in a good position so the answer to that is yes that would be the plan the thing that we've actually been able to do and i think i would just remind you all as more because here as we do board organizations and additional information comes to you here in the upcoming months is we've been pretty intentional about not increasing

045our textbook cost and some of those those fees it's actually again it's an opportunity to utilize our asset funds and not have to to increase those costs now at some point we're going to have to increase those but right now as we look through our new semester funds we're hopeful that we'll be able to preserve our textbook fund allow it to continue to grow so that it's ready for future adoptions so follow up to that then if we know what the costs are so it's not maybe such a anticipating i mean as we grow with everything is costing us more what is there an analysis we can have in planning forward so that it's not maybe and maybe it wouldn't be any change in that textbook fun line you know that what i'm trying to

046you know to help the parent with those planning and if we know what it's going to look like are you saying an analysis on what the potential cost would be right what we would be looking at so that it's not a huge change if it's anticipated to be that but something that we could slowly implement um and put that away if needed rather than it's 50 extra dollars now because i don't know what it is and i think that that's that's a good suggestion you know in three years we might decide to go with something else that might be different but also i think like our teachers they use the resources and they realize okay i needed that i want to give them everything to be successful with the curriculum so we kind of like

047i want them to have everything they need as time goes on their expertise with using the materials go on they might say i don't really need those books i can just print them off of the thing right now we're not there because we want to get really good at everything so that could change too but approximately now that's good yeah and to kind of continue on with that you know as we do science social studies and all these all this money builds up that we're now paying and we get two or three years into this and it's like oh now we're our fees are going way up which you know are already considerable as it is if we can start planning for that now and you know maybe even have that as a benchmark when

048you when you go through and evaluate science and social studies say we you know if something costs 200 000 and this other one cost a hundred thousand dollars this one may be good but is it worth the the double the price right and we do that sometime now too but yeah as you can see with getting your quote when you did they usually until we're serious about it they'll usually give us a quote until we say hey you're one of the finalists yeah but yeah i mean you guys were the big guys right everybody could do that um but as you saw with k5 i mean we had one that was a half a million how does this compare to what we've paid in the past like on a yearly basis for math curriculum i

049mean it's it's it's more because we haven't adopted a curriculum in 20 some years so what we pay now is probably just those updates those licenses that we get from mcgraw hill gosh i don't know off the top of my head what that is but it's a quarter of that probably maybe even a little less i do have a spreadsheet for that but it wouldn't be comparing apples to apples no we have we don't have a six-fold math curriculum so if you looked at what the 612 tla curriculum would be or something like that you're purchasing the initial purchase it's like you buy a peloton bike and then you pay the subscription fee that you only have to buy the five ones but that's a good point i mean right now it's just those subscriptions

050that we paid for but we're using little textbooks so if it would be if there was no change in cost we could assume that we're going to pay 100 000 every three years should we choose to or is it going to be less than that because that's kind of what possibly you know secondary math may be similar because you don't you only have so many things elementary you get a lot of little things and a lot of manipulatives um so it would be maybe close if i'm guessing you know for math that'll have to project student count and stuff like that for elementary ela it could be less and brandy just to clarify if you in three years review curriculum and this is still the best option there's no reason that you would have to

051make a change right right yeah it would just so this go ahead sorry that's okay i forgot you were there um yeah that's correct so in three years we'll just go back through our process and say do we is this something that is still a valid resource has it kept up to date does it mean our requirements um and then we go back through that discussion with our team so yes thanks for pointing that out i have another question so and i know i reached out and really kind of to honor what we're hearing from the public and different things to have this discussion publicly i know one of my concerns that i'd heard and my people ask me either in education or from education or with knowledge of the education system they wonder who's

052using this and who loved it so that's why i reached out and said okay did we visit sites have we talked to people and so i don't know if you want to kind of walk through that or i guess my concern is who who is using this that loves it and who's used it for any amount of time that we can kind of use as an example like we'd like to do what they're doing well you always have to take into consideration that each district's different and their needs are different so yeah we might have thought with one rubric this is the one and then get there and be like that's not what we need at all or we don't see that same struggle so you always have to keep that in mind um the

053other thing is i think since we've come out of coven more and more districts have just have realized we needed we need to align our curriculum and we need to purchase a curriculum lucky for us i think is that we were a little bit ahead of that which means we went into covid with again these guys back here and their colleagues doing an extraordinary job making a new curriculum work in the pandemic and i won't talk long about that because i'll get emotional because i can't believe what they did um because it's it really is extraordinary there were a lot of schools using wonders at that time so but it was during coven so we couldn't visit we did do zoom same with study sync for math 612 that one's a little bit different just

054because there's not as many people using new math curriculum a lot of districts are adopting this year so i know two off the top of my head eldorado was one of them who i reached out and had some conversation with back and forth they just didn't feel comfortable with anybody coming yet because their teachers were brand new and wanted to get their feet underneath them so with it being a little bit newer you don't find as many using it but yeah i mean we reached out have those conversations and so and really our math team was like this is what we're looking for the presentations are also a little bit different between secondary and elementary so with secondary you have pretty much everybody at the table so when they do their presentation with us we

055really do get an intimate look of how those workings work again there is no perfect curriculum they'll say that i'll say that everybody will say that but with that 612 math we were there with a guy who and if you know math teachers or high school teachers you know it's very important to have an educator in front of them that knows math and that's what we had so they really just didn't leave with a whole lot of questions if it's close it's definitely worth exploring but for this in this case it wasn't and so there was no clarity they really needed that would be answered that way but if it was a possibility yeah um i do want to highlight too and they'll i won't steal their thunder because they'll talk a little bit about

056it but it we did go visit for elementary because we have four and one is one of them is our current one and three others are the ones that we went and looked at we made it work but it wasn't there i mean we were short on subs i have administrators thankful to them making it work and stepping in classrooms organizing other districts don't really make it easy for you to visit sometimes because they're busy especially this time of the year so there's just a lot of factors that go into those types of things so thanks for asking one of the things that i would also just interject is that you know our what i've appreciated about the process is at the very be outside of the process we don't consider anything that hasn't already

057been reviewed comprehensively by uh by a third party group called ed reports and so they we we don't even consider bringing anything that's not already i've been identified by experts in the field to be considered already a great product so there are things that are out there that people may love the old version of it but if but over time if that research has shown that it just isn't really going to have any impact that's good information for us to know so those things that we're considered that our teams look at we're only looking at those those top quality resources for our kids and then what i've been very proud of and i'm excited to see the k5 is you know this is a very thorough process that these teams dive in i hear them

058uh custom and fussing and having you know celebrations when they get excited about stuff in the north conference room regularly there's a lot of time and effort i think what i personally appreciate about the process is we only consider the best and we take our local experts who know our kids who work in the classrooms with our kids if you know what their needs are they evaluate it they tell that they look through the lens of an educator and they say this is the best thing for me person and that's what is in front of you guys as a board tonight and we joke often like that we should all just like maybe take a sabbatical maybe you guys and then we'll take all of the best of all of them and we'll make our

059own curriculum and we'll sell it and then so we talk about that often but yeah that's exactly right and with math we didn't use just the ed reports we also used another math tool that had some research behind it from tizen and tazen always kicks us off with some research behind it too which you know a lot of that's on ksde's website under math and we used those exact same tools which was part of that process so do you have one more question and follow up so when just because i trust the process and i trust her in making the decisions and i really do and i want to buy into that but i also think there's a beautiful thing about references of real world users like humans using the program so i i never

060have heard like what if eldridge was the only person in school that we know that was new and use it what did they did they like it do they not like it like we've heard zero feedback from actual users um and nationwide there's got to be schools who have adopted this and and they're not all in year one even if it's the best of the best i mean because i just three years and and locking kids into that i want to make sure that we're doing the right thing i feel like we we did that before in different things and we just said summit this year right like that and that's a totally different animal but i don't want to be doing that and i don't think anybody wants to repeat that yeah well and

061thank you for saying that i think that we've got two successful curriculums that went before us that show that that process works and works well and and with our professionals but um the feedback that we got from those two schools were just basically um the things that they found in in just like doing some more differentiation math facts really and that's what our professional said back here too we just need more math facts and so they're seeing that too how do you catch kids up when they're supposed to be here and yet they're here so just kind of figuring out those ways i think as we move forward we'd be happy to to collaborate and meet with schools and we've done that with studysync so just reaching out with those other ones but they you

062know they just barely got their feet wet with some of those okay anyone else further questions we have a few of these things we want to clarification the costs and the funding and then some of the places that were using it i know that was some of the things that were reached out so we know that was president was the last meeting and that group seemed very excited after reviewing a number of curriculums and this is only selected so we do have a motion for acceptance and we approve that early acceptance and now we're ready we're looking for a motion to approve this career removed to approve the six world math curriculum report and recommendation promotion for man is there a second it's our second from dan okay again questions comments okay all those in

063favor of approving this curriculum say aye aye opposed name hey in emily how did you vote i i okay so six one with uh brooke um thank you randy thank you so much okay our next time our agenda is a secretary in secondary administrative restructure dr vincent yeah so i've talked with you before about this information and if you'll recall it was actually heavy it had it on the agenda item and wanted to just make sure we got job description and some information pulled together and finalized it and actually just as a reminder back to the initial presentation of this is that we have carried a vacancy at our high school for this school year in the assistant principal role and so we advocate there we advertised for that position the selection process was always

064very excited to have dr megan hagan join the team and serve as an assistant principal over at mcpherson high school in this upcoming school year one of the things that we looked at as we transition is to make sure that we have a configuration that allows those those staff to be for those administrators to be supporting students and supporting staff and one of the one of the best ways that we can do that and also align our extracurriculars middle through high school is to reconfigure and in transition to a 7-12 activities director so this actually isn't anything new in the person that's been discussed in previous years and looking at this opportunity with filling this vacancy to make that transition so what you do see here is that the job description now there was a

065time in mcpherson's history and so you see updated version here there was a time where we had a district i'm sorry a high school assistant principal of student activities and so anytime we pull together job description we always look back to existing job descriptions to see what what had even previously existed and so taking that description and taking a look at what our needs are we pulled together you see an edited version here red mark version and then you see the final version of the job description itself if approved tonight we would make it would finalize this secondary administrative restructure and ensure that as we go into the next school year we'll be able to align our programming 712 in terms of activities but also we can then shore up and free up some time

066for both our middle school assistant principal and now our high school second high school assistant principal to just focus more on their time classroom walkthroughs teacher support student support increasing needs in both of those buildings what questions do you have for me i have one could you talk to us a little bit about if we make this shift i i can't imagine that the administrators the principals won't still need to attend to the various events how does that shift that and how much well actually uh it it will not shift it a significant amount because one of their key roles is to for all of those administrators to be engaged in supervising events i was looking on here to see it maintaining one of the key functions though for this particular individual they'll work this

067this person this role will work collaboratively with both the middle school and the high school and they and they actually have uh by each fall for example fall activity schedule and winter activity schedule in spring that already is in existence and those folks would still have some amount of supervision duty that would continue moving forward this individual will not be at every single one of those things because as you know in person that's physically impossible although they do bounce from from place to place often but what this will allow us to do is actually have an additional person with the high school assistant there and be able to they'll be able to share that workflow at the high school again and then this industry will also be able to be down at middle school and

068be an additional additional supervisor for them so how will that really balance out i i guess i'm trying to envision what that looks like with the sports that we are we've added and the other because it's not just just for clarification for them right it's any of our extracurricular programming so forensics debate orchestra band are you asking how they're balancing out of time yeah right well one of the things is not just supervision but there's league meetings there's coaching interviews there's all those things that will be now one point person for so we won't have our middle school assistant principal for example setting up interviews for coaches and doing those during time during the day because he's got to be at at a sporting event that now that time goes back onto his plate and

069he can be working with kids he can be in classrooms he can be doing that kind of work so that's really where that the benefit of this position actually will be seen is taught more time spent by our assistants at both sides being able to be on site and in the classroom during the school day during the school day three questions and just so i understand if we so we just filled our other appointment like you guys doing here assistant principal and so we have our athletic director and that would not be that would be that new role and we wouldn't be adding anybody so it's not creating a new role it's just reallocating of of what we do and making it more streamlined for one person that's why i understood it i just want

070to make sure right there's some additional days that are added to this contract certainly because well there's that's actually one of the other issues that can result is that uh spring time rolls around and then we still have openings and or sorry investment time summertime rolls around and then the contract ends and so all the work on that stops until the contract begins this is uh would allow same thing for inventory and some of those others so this would be that's right this would be the repositioning of an existing existing spot yeah and then not refilling that because that right okay okay what else questions the answer reconfiguration for the school year 2022 2023 is presented a promotion from ann second brook again questions or comments we had accepted this proposal back in march and

071so we had some time now to put this together and with some uh details and job descriptions and ad so now we were living for this approval all those in favor then of the motion say aye okay emily ocean carries 7-0 thank you and then a secondary part to that and that's related then to the job description and then a change for mr acoust to have the additional days that would be covered in that and so if you look at that note in your board agenda that would be approved that job description with him and that position yeah and really the important thing on that is now that a new position exists and as you proposed the question earlier that that this this position needs to be transferred we really need a forward action to

072make the motion to transfer now mr shane valkous from the into the seventh 1280 position okay so the motion would be to transfer that's a yeah that's a great question i moved to approve the transfer of mr bakus to the 7-12 activities director for school year 2022-2023 okay motion for man sir a second second from brooke maybe okay second from brook again questions comments this is the transfer of mr capus into this new role and then do note that that included some additional contract dates which will carry him into the summer to be able to cover those additional responsibilities okay all those in favor of the motion say hi all right opposed nay hamlin aye motion carries 7-0 thank you we are finished through our old business with new business do you want to take

073a short break or should we continue right on okay okay are we going to go for long okay let's move right into 6.1 high school curtin mid i'll let mr mcafee share with you about this information you guys can recall last board meeting regular board meeting we presented a report on yeah we presented a report on some summer maintenance uh plans and included in that report was uh a line about uh the curtain in the mhs auditorium we bid that out and uh we received one bid in the process and that bid was from t m supply stage supply out of wichita so they were the only company to bid and that was for the purchase of the fire curtain and the installation of the fire curve and the remaining curtains and the remainder so

074that's a good question do we have to have the fire turning the answer to that is yes that's per um our fire marshal and and code so we we have to have the fire tournament because i have any questions okay sorry i'm always going for somebody else and i already have some questions all right two things two things on the um on the quote that came back one is that they reckon they said that it's our belief that most uh national standards not require fire curtain in the theater this big but the code supersedes that then it says it might be also advisable to see if installing a complete sprinkler system would be more cost effective we already have a sprinkler system on this stage and that's not good enough for the local code okay

075and then the other question is that it talks about uh that the please be aware that this theater was not designed to employ a fire curtain and individual goods additional goods are required to maintain the fire break from the stage of the audience closing off the stage may be an unexpected blockage of airflow with the hvac system to the theater do we need to address that situation i checked with their hvac gentleman brian chester was on with the district staff pieces now i think you should should work correctly because the curtain that was there before went from the bottom of that big round wooden display and then so i already blocked that before and this one would be only blocking if there's a fire so good so you don't have to worry about the hvac

076in the event because it was already i already had a half curtain up there to hide all that before it just never came down all the way because it wasn't designed to be that way now that we're required to have it it'll hang kind of a similar spot blocking what that other curtain did before and then it'll and i will i forgot to mention this sorry um we brought this for approval basically due to scheduling issues if we can get this approved tonight there's a good opportunity for the installation to take place in early august right now yeah yeah funding talk to us about where and so that will it was uh due to a fire that occurred and so we will submit it to insurance there's no guarantee at this point that it'll be

077covered by insurance um so any any proceeds not covered by insurance will have to come out of capital do we have any idea we have any idea what the insurance claim is on from the existing damage um i'm not sure what it is jim do you have an idea on that do you know what the claim is for the fire the insurance claim i don't remember it off top of my head i know we have a pretty high deductible i think it's 25 000 our deductible yeah i think the difference there was only about 14 000 when i when the insurance a gentleman called me he asked where we were on this i said it's going to the board tonight for we hope approval and you go as soon as we get that data and

078we know who's going to do it send it to him and then he'll make it a decision on what part the interns will cover and what they want so he couldn't have done that before we approved fairly confident that a portion of it might be covered yeah then not necessarily all of it yeah he was he just said he didn't see how his company would cover the new edition of the fire curtain but they would look really hard at house with a difference the difference might be covered through that then we got our deductible of course because the fire curtain is new we didn't have that before we didn't know so what is if you separate just the fire curtain out of this i'm going to look at this what is that amount i believe

079the fire curtain if i remember right was it 111 000 yeah somewhere in there and that's required it has to be code enforcement and fire chiefs that will be put in place so with approval tonight we can pretty much assure installation before school starts or right right at either that or right at school so are you getting delays in the supply store so some of our early events in the auditorium can have the benefit of this next year who maintains i don't know is there any maintenance to this ongoing well it'll be fire curtains in general the how they're built the fire retardant part of it will wear off in about 15 years in general depending on so we maintain it by inspections then since it's going to be an automated part of our fire

080system it'll be inspected every year the fire current partially will just because i have no idea this is a totally naive question does every theater have this type of a fire curtain so everybody spends 111 000 every 15 years i mean in every theater i really don't know this is new to me so i i don't know either i'm not aware mr mcglenn the drama teacher doesn't he hasn't heard of it either so it's probably the net city particular city codes and um what they require for advent centers on whether one last question that i have i think do we have any other and we can't we don't know about unexpected large expenses i know that but is there anything coming up that would be a large ticket item that we then are also because

081this is obviously needed by code so we don't have much of an option other than going out for maybe additional bids if that was something we thought but well i think they put together this summer going back to that list i mean we know we're going to have uh the grease trap um at the middle school that has to be done that's about 15 000 we had some hvac work that we know we needed to do as well we had some water heater large water heater work that needed to be completed i just all i can say is with the age of our equipment on some of our rooftop units they're at the end of their life so when that end of life will pop up we hope we have it already planned and taken

082care of before that happens but they're past their life expectancy by several years so guessing on that if we don't have the fire curtain what happens are we able to use the theater we get we can't use the fire department can shut down the whole building with issues our recommendation is that we approve them the purchase of this fire curtain and related accessories for 805 from tnm supply i moved to approve the low bid of 141 805 by tn stage supply to replace the damaged curtains caused by a fire on the stage at nhs auditorium okay motion by and thanks for the second second by dan again questions comments okay all those in favor of the motion say i i oppose nay thank you thank you very much next item is 6.2 of capital campaign

083and i know we have had a group of youth that have been busy me and brainstorming getting a plan forward to move forward and this is one of the first major steps and uh do you have an overview for us on this then you know and to be clear that thank you to each of the individuals serving on that it's been kind of quick and a lot of stuff but they've been they've done a great job of devoting their time to that so thank you all for serving on that we had a couple of meetings back-to-back and those weren't on the schedule before april so i appreciate your time on that one of the things that the committee did was we talked with mcpherson county community foundation and this would be a similar this is

084similar to the structure that would have been in place which this group talked about at different times about when we talked about capital campaign which was that in abilene kansas for example they did a similar capital campaign and their community foundation was the custodian of it they they administered it i will name a couple of things for you here is we don't know yet what the anticipated project cost did we know what the cost is we don't know actually what amount we're trying to raise so that'll be determined at a later time but we had to put a number in there so we included the full amount of the project plus knowing that there were some additions that would be on there so what you see up there we're not we're not locked into that

085except for that the application had to be filled out when we make the agreement with the person county community foundation and the times equally the same we are a non-profit organization and so that's our classification but you see here the services that they'll be able to provide for us so what's nice about structuring it this way is we can really once this capital campaign gets going they can be the point person for where funds can be collected they'll maintain the records and report quarterly about how it's going they'll obviously help with carryout correspondence are related to fund to the in particular conversations with donors some want to remain anonymous some want to be recognized and at the end of the day this allows us to ensure that we have folks who can be the administrators

086of the account and that we don't have to oversee that as a district and then they we can direct folks there for the purposes folks on the committee did i leave anything out or anything you want to highlight this is really something that would help the administration of the whole thing i mean the whole process because you know we don't have time you know we don't have the the staff people just take five dollar checks and you know go deposit all of that and everything in addition to all the other funding things that's available so uh very reasonable um when dan dan kind of brought this into us it was pretty amazing and eye-opening just like what a resource this is for the community not just for this but this opened my eyes to what

087we have it the community and how philanthropic this community is is pretty amazing just because there are some donor advised funds here so the community foundation if they support our project then they may recommend to some of their donor advice funds that they contribute to our project so i would guess that what we get from the community foundation is going to exceed the costs that they charge us for administering these funds so it's a it's a really good deal for us come in one of the coolest things besides just learning about the community foundation which is really neat to know that we have that as an asset here in our community but i mean they would take a car they would take anything donated sell it and less the cost of it and then we

088get i'm so it's just really neat that they can turn literally anything into a donation to support our project which i mean that's yeah pretty cool so lots of advantages to having them the other thing is that we as a committee talked about what we call this project and that this we want to make sure that the public understands this is a community field and that's actually what we're calling the project community field because there's been questions out there well are people going to be able to go walk on the track after hours and things like that will be locked and we want to make sure that that's out there from the get go that this isn't really a usd 40 team field i mean it is a community for you okay well we have

089this noted for a motion for approval and it looks like if approved the effective date starts today then and so we can then move forward with the next steps of collection or whatever would be coming in or the further steps of promotion for this campaign or maybe i missed it just to clarify what how much do they charge [Music] i cannot recall how didn't give us a number what's that she did give us a number he's like around a thousand dollars yeah yeah but that's not a firm number that depends how much work they have to put into it but like i said the odds that we're going to get more donor advice funds directed our way i understand that i think it's just important for us to know what their fees are and be

090transparent with that even if it's an estimate yeah the thing i would clarify is this agreement right now you're taking action to make sure that we can have that partnership if we we at this time haven't and that's what that committee's talked about we've not actually initiated the campaign so this ensures that when we do that that we would have that partnership and agreement board approved already so actually further conversations will determine scope of work and things like that and that'll ultimately determine that cost so there is a cost associated your agree your action on this agreement at this time doesn't really initiate the cost until we actually start doing the capital campaign which will still be a future report coming back from that room you're approving the agreement which allows it to be a

091possibility we'll continue that work through that committee and then as we get a better scope to find and start to initiate the work that cost will be associated right that would that was the ballpark that she gave us she said we can't commit to anything but that's the ballpark that we're talking which quite honestly floored me how low that was for how much you know you raised four million dollars and you would have been charged a thousand dollars i mean plus we don't have a chief financial officer so yeah they're doing it for less money than that then we could hire somebody to do it ourselves sure i appreciate that so just to clarify because i don't think this is what you meant by what you just said we're not looking at other options for

092how to oversight no this is the uh yeah but i just want to be clear there's still more work to be done to identify the scope and what the anticipated actual capital campaign would look like so this just gets us one step closer to being able to initiate that work and better define it okay anything else now we're ready to receive a motion to approve this agreement motion from brian second second second from dan and for their comments questions we know then uh we'll have further information come back as we have really defined the scope it was maybe more detail on costs but from the preliminary standpoint a minimal cost that should possibly be easily recovered with sending some of the funds that are already there that might be directed towards us and that you

093need to vote then all those in favor say aye aye opposed name okay emily all right so motion curry 7-0 thank you next item is uh 6-3 k-5 math they sit on the floor right now oh okay hey thank you for having us uh you know we're just here with the 612 and now we're here with the k5 so um doing pretty good with our timeline so this is our dinner club right here a lot and he would always make sure to tell us what we were having for dinner and then thankfully we had gina and she'd make that happen but we had a lot of dinners together um you know because it was hard to find subs and that was just the time that fit for all of us so we got to get

094to know each other pretty well um so this is our k5 math curriculum process and rock recommendation it could be very familiar to you because you've seen it now for some of you it's the fourth time for some of you it's the second time and then there's just you know the organization that goes behind that so they'll talk to you about that as we go but um we have mr wine on our team and he's second grade and miss renee stites she's third grade and you can kind of see more there we have abby bradstreet couldn't be here tonight kathleen powers danica couldn't be here tonight either she's coaching softball but she didn't make you a video so you'll get to see that in a minute and jenny williams uh right here angie over here

095and then chris allen would come when he could so we had an admin on the team too that's something that we had added just in the last last process but um this is a consistent group here so you can see that all the grades are represented and yeah thank you can't reach that part and all the schools are represented too okay so uh this is the one i keep putting in front of you you see it in our mcpherson curriculum council guy too but it mirrors uh john hattie's work as well as robert marzano which is the number one factor affecting student achievement is a guaranteed and viable curriculum which dr sagan also put in her report and you know i'll say this every time except for teacher relationships those always come first that's what

096they do and then again you saw this one math outcomes are as important as reading outcomes for success in school so that's what we're all working towards and we know that that's a that's a key that's our next goal before i talk about this i'll make a comment to brooke from earlier um we looked at professionals and what they looked at and stuff and we wouldn't choose any math curriculum that did not go with core i mean that's what we're going to look at first and so it provides a vertical alignment grade level to grade uh from grade level to grade level and it's scope and sequence and a couple of that we looked at we didn't like what their scope and sequence was and so that then helped us to decide that two of

097the other things we looked at were supplemental materials that for those kids who needed more practice again we found a couple that didn't have very much supplemental and so that helped us to make that decision and then the intensive is really where we look at many of us that teach at the elementary level work an awful lot with those that are not on grade level and so that was really important to us along long perforations yeah that was our number one thing um we have to have pages that rip out myself this is our math social contract that we came up with and i won't read through it all but just to highlight um the ones that we checked off the most we're open-minded and that was just being open to all the different curriculums

098because we looked at sevens right seven different curriculums so um being open-minded to that and then just to each other as we especially as we came down to the end and as we were um sharing our thoughts and our opinions and just comments we were very this was a great group to work with um because we never really wanted mine we came to one we came to be one mind yes so that was awesome and which i respect them too i would say we all had a great deal of respect for each other this is something i mean you hit on something important i think and i know i've said it before but it said it with this group too this is the time where all the different buildings are coming together which we've done

099in a long time i cannot highlight that enough that is such important big work that we have all of these professionals coming from all the buildings working towards the same goal which has not happened in so long and they just did it beautifully so thank you for having me okay that's me so k5 math timeline which is kind of funny uh maybe brian week to give me a little excel sheet review because i know you're the master but at the very top is that it's 2019 i believe when our timeline was created so it's kind of interesting to go back and see where we started there's different components obviously in our organization of our curriculum but this is just the main thing so when do we create the timeline when do we meet about the

100rubric when do we finalize the rubric and then getting it down to those few sometimes that might be two sometimes that might be four there are definitely more choices at the elementary level than there are at the secondary level so it took us a little more time to get through some of that information but and i'll say that brandy's organization of this helped very much for us to go through it things were organized like this they were on our google drive that we shared and so it was very easy for us to get to and we could follow it and know where we were and not have to you know continually ask well what are we doing now we knew what we were doing so that organization was very very beneficial to this process um

101you'll notice that our meetings um were are highlighted in the yellow and a lot of them were evening meetings like randy said we ate a lot of meals together and a lot of that was just because of sub availability it just was very difficult when we knew that it was difficult and some of us didn't feel like we could be away from our kids during the day that much and so we did spend a lot of evenings which took away from our families but it also i think helped us to grow more as a group together just because we were together for that extended period of time so yeah we know each other pretty good now um like i already briefly did highlight this but that that organization was very important we had our drive

102we had the spreadsheets and then the binders and i don't know about the rest of them i didn't use the binder as much because it was so easy to get to the computer stuff they started with the binder but yeah we never we didn't add back to it so but it was good organization so and i pointed out too that um every meeting you knew exactly what you're going to accomplish that meeting so that made it really efficient that's why we could accomplish this short timeline although we started in 2019 really the bulk of the work was done this spring um the curriculum phases part of it is just a lot of um where resources were looked at and what we did we went to the ksba to get all of the information that we

103needed to make sure that we had um we helped part of the creek the rubric came from there so those resources really came from this part of the phase and that is something that we've changed because you know people were like well what really do you follow well we have our own internal but at the same time we really just go on ksd and go in those phases and so on this slide it talks about ed reports and ed reports is made up of educators that and reviewers that look at focus and coherence rigor and mathematical practices and usability and so we only looked at the curriculum resources that were all green in all those areas we looked at the hard copies at all grade levels we looked at the integrated technology the websites we

104had the curriculum resource presenters come and talk to us and then finally we went to the classrooms we saw it in action we talked to the teachers part of the green was is that one of ours the current one that we used originally was not all green they had to go in and make some revisions in order for it to come up green on that report so that's the current one that we're using stuffing stuff so there we had that we were seven and four and the three that were in practice we wouldn't solve um so then we had to create our non-negotiables what were we looking for in this new curriculum what did we absolutely have to need and of course you saw that we're k through five kindergartners have a lot of different

105needs than sixth graders hopefully so they do but again we needed to take those students up and coming they need to become mathematical thinkers we were looking for real world application a lot of creativity not only how we instruct them but then how can they show their learning so a lot of differentiation throughout the curriculum that we needed to have we also needed support for um our tier two and tier three students and a big part was that a curriculum that fit in our time we only have so many days we only have so many much time and that was another factor that it had fit in our time and then of course we looked at the impact um kind of have a 0.6 on the heady scale so in perforations oh yes they just

106had to be terrible very terrible what does math for the whole child what do you mean by that can you explain that to me a lot of um real world social aspect the emotional it was cultural um teaching the whole child not just teaching the one part of their brain that does math um i think going into the differentiation of what does that student need at that particular time whether it is a struggling student whether it's an advanced student that needs enrichment okay a lot of it is meeting the child where they're at at the current time okay another thing we looked at was there's a lot of talking a lot of vocabulary a lot of tell me your thinking show me your thinking and the curriculum resource that we picked had a lot of

107variety of ways that that student that child could show us how they learned because we teach differently we learn differently yeah and that variety was important because our kids are so different and so that gives each kid a chance to find what way they're the best to be able to do that so and that's why probably i should have moved for you guys sorry but those non-negotiables just like all of that is created at the beginning once we get information from taz and we read our second study we talk about the needs that we we have in front of us and that's also why we look at curriculum with fresh eyes to begin with because if you go see stuff first or go ask questions and i learned that from the first time when we

108did wonders if you give them the information then they're already told this is what you need to think and this is what we like what we don't like so we really i didn't let them share things you know it was just an authentic scope and then you build upon that as we go along i think it was amazing too because we looked at the hard copies and i like this and then we have the presenters and i'm like oh i don't like that i like this yeah and then we saw in real life and it's like oh my gosh you know and yeah all those guys going to the schools was the best part to see like those that we really like to just be able to talk to the teachers and see the students

109in action that was very eye-opening yeah so we learned a lot so close i mean we did we had we got it down before and it was like i don't know one doesn't stand out so we really needed to look okay i have a question on this like are there a lot of options that are outside of our given time like for curriculum are there are there really there were there were curriculums that were 180 some days and when you look at ours we're in school 179 days with kids but that's only about 150 days of actual instruction at the elementary because you have field trips you have all kinds of other things that go on week of christmas break okay so so you have to really look at that because it doesn't do any

110good to have 180 some days of curriculum and you can only get through 150 of them well there's 30 days that you didn't get and you lose out on all of that so this is the phone oh yeah whoever has that video here hi there i just wanted to share about our rubric that we used to evaluate the curriculums that we thought would best fit our needs for elementary school brandi shared this tool with us early on in the process and we were able to actually go through the tool and edit it to make sure that it fit our needs for the elementary curriculum i would say we spent the bulk of our time using this tool in the process it took i would say an hour and a half to two hours for each

111of the curriculums the tool was very comprehensive and allowed us to have some common language that would benefit all of us by allowing us to look at the curriculums independently of one another and then look at our rubric scores to determine which curriculums we thought were best sorry i couldn't be there with you tonight hopefully we're beating the rose hill rockets right now i would also say on the rubrics um i found and i think some of the others did when we first filled out the first rubric we tended to rate them higher and then as we started looking at other curriculums oh wait a minute i would like that way too high you know so it was it was interesting to see how that perspective changed as we looked through more of the curriculum

112so the discussion was really powerful for sure yeah you're right and actually what a great idea we were like okay it's okay you can't do this because oh i can make a video i was like um okay this one's my slide so each of us took that individual that rubric individually and evaluated each of the curriculums so we did our work on our own and came up with our pros and cons for each curriculum and then we went through the process of sharing out what we thought stood out as the positives what stood out as the negatives i don't know how thoroughly we want to go through that but it really showed that we evaluated seven curriculums we really got down to four and three of them had so many pros and we were just

113like goodness gracious where do we go from here because we saw this clear line starting to develop between k2 and 35 there's a very different way of teaching math or interacting with the students for obvious reasons kindergartners are not like fifth graders so when we saw all those pros and just a few cons on the last three that we were really digging into we reached out to teacher feedback was our next step and so we put the curriculum in each of the buildings for a week i think everybody had the opportunity to review yeah we got to thumb through it i know i sat in my lab library and said you know just ask me whatever um and i will say that lots of teachers visited with me lots of teachers who are interested i

114see them in the work room they're thumbing through all the curriculums and asking your thoughts and opinions very few of them filled out the survey taking that next step um was a little bit more difficult to get them to participate in but they're willing to share out verbally for sure that's the same experience with all of you yeah so we had a switcharoo after a week and change grade levels at each building so everybody could see that higher grade level and a lower grade level and gave them another week to try to get some more feedback from those teachers um but from the feedback that we did get i think that's the next slide i'm sorry um two were really starting to stand out and and that matched our pros and cons list um so

115we're starting you're starting to see the process kind of falling out um right what we feel like might be a good potential to adopt um so yeah that's where we're at so really really doing those pros and cons lists i think validated why we needed to go into the schools and do the physics yeah to see it in action so we had it down to four curriculums and we only visited three curriculums because orego our current curriculum was our fourth so that's why you just see three up there i think we went on two different days to we went to harper and to which is chaparral school school district and we went to buehler school district all on the same day and then we went to abilene on a separate day and i think that

116was really when we all went oh because we just saw we we saw the we saw it in action we had the teachers were so gracious to us and they took time and spoke to us and we could get their feedback on pros and cons you know what do you like what is not working well for you and that was just really informative to us in helping us continue the journey to figure out which one we thought was going to be best for us so i think this was probably for a lot of us was just the the one that really kind of sealed the deal this is proof just so you know we really did go so close yeah yeah well we don't have i don't think we have abilene up there i got

117one picture but i didn't have a group picture dang it we sort of split up here we're sort of split up in abilene because they're in um they're in centers so they have a k-1 building a 2-3 building a 4-5 building and so we went to the 2-3 building first and then the us k2 we went to the k-1 building and the 4-5's went to the 4-5 and so that and i think that was good because we saw a completely different part of it because their 4-5 building is a much newer facility and so their technology was much more updated the other two buildings are sort of outdated and they need and they they admit right up front they admitted that they need to you know do some updating with their technology and that was

118a piece of all of all of them that we really looked at was that technology part does it fit with our technology does it do what we want to do so you have a list of the why the i read it ready and i'm i'm not going to go through it completely but i think the big thing um except for the appropriate pages um the big thing with the iredios is when we went to um on the visits to uh harper and to buehler when i left my two were that close envisioned and i ready when i when i got done with that day they were this far apart part of it might be the the different school systems but a lot of it was the interaction that the kids had with the with it

119and then also how the teachers talked about liking it the teachers at bueller they had been with envision and they were now with i ready and they liked it a lot better and so i think that helped us to really make that decision as much as anything but a lot of it was it aligns with the the core um the pacing guide is pretty helpful and if you've been in the elementary school pacing guides are really important um because we got so many things going on that if we don't have a pacing guide of some sort we get off track and so we need to have that basic guide to keep us on track um the other couple other things critical thinking was very much embedded in it and that was one of our must-haves

120that we had to have critical thinking and be involved with it and the other thing was the common vocabulary that went throughout because that has always been something i've been teaching for a long time renee and angie have taught for a long time jenny stopped a long time got things off wrong we've all talked for a long time vocabulary has always been so important in math you think of math as numbers but vocabulary is probably more important than the numbers themselves so and when he says that too it is kind of interesting if we we you know we're adopting k5 and then we're adopting 612. if we were in centers or something that maybe would have looked different to i know like our five four five teachers really liked envision to go along with the

121secondary they saw the same things but that didn't work so well for the the younger kids so we all decided you know we are adopting the k5 so that's what would work best but and we feel like this will provide the most solid foundation um you know i've taught k through 5 and i know that foundation begins in kindergarten and we've got to have that foundation this curriculum i think provides that foundation um for us to do with rigor and i think that's one of those things that we have got to have so i'd also like to say that the technology piece was really important we know our experience with remote learning and juggling all that kind of stuff um the thing that stood out for me with the visits was that the technology actually

122worked so you can get all the glamors for sure as you can and see their demos but that doesn't necessarily mean the kid can get on their ipad and touch the screen and do it by themselves which was really important for especially our k2 to be able to be independently getting onto that technology and then it working because if you have your frustration levels then it doesn't matter um so you saw that two of the three yeah we watched kids get up there with eye ready they're independently getting on and working and they they can explain to you exactly why they're working what they're working and what their goals are so that was important and also um the pe the support the company already itself was bending over backwards to try to make sure they

123won but in a positive way because if we don't have that type of support our teacher buy-in is going to be really tough um so to have that type of pd support was what we saw in that visit and we have a local person and that you can't control that sometimes you don't have a local person it's just the way the publishers work things so we prefer to have a local person it doesn't always happen that way in this case we do have somebody just right out of touch that can't help nice question how does it so envision was one and we just approved the envision for 612. how does this i ready work with envision for like those fourth and fifth graders getting ready to go to sixth grade well i would say the

124foundation is what's there okay um i don't think the the alignment is there but the vocabulary is going to be a little bit different i think not terrible but it'll be just a little bit but i think if they have that foundation they'll be able to go into that i think that's where our plcs are going to be important we were just talking about the other schools talking about how they also have had i already only goes k-8 so there's no option to go past eighth with iris as an option maybe yeah but you had said some other schools have seen some results with i ready that their secondary was happy with well that one is easy to access because we have two really close using it already and so um and wheeler being one

125of them and they had seen some results with their high school that they were favorable that were favorable to them since using i ready and they have been using i ready i think three years did they say so it wasn't brand new for them i think that goes back to your question earlier about 612 brook was it the schools that we visited none of them were first year a couple of them were second here but they're none of them first year so and i appreciate all those comments because i think i mean we all like look at the brochures like you said in the fancy video and you're like that sounds super great and then you buy something like oh my gosh that was not what i thought i was fine right guarantee yeah and

126so that while i love all the other feedback and the work you guys have done like that visit and the teachers saying this works like that's where you're like oh they have something that we liked yeah yeah we went and visited it right and then after talking to them right like after your car you go in the car for a year and you've tested it you're like it's totally different than that glamorous brochure in the show so i appreciate it don't look at the package you know but that's hard to do too but you know like i said that this we got like i like those bags yeah i guess whether we're gonna stop something or not um you know sometimes you just don't have those opportunities either and like i said there were a

127lot more newer places using envision whereas the ones like she said had had that ground under their feet and that you're going to see it a little bit more solid that way which is what we did see and i think alongside with pd if we needed to go and observe as a group but say a group of third grade teachers need to go see i think buhler would be very open to us coming and doing that and that's a that's a big benefit also again in pocs we this doesn't have to end i mean we can continue to go visit schools and be better together go ahead you've been human this just kind of follows up on what ann asked too it seems like there was a little bit of the four or five versus

128was there any thought to splitting splitting it and doing four or five as a vision and and then why not if that's like why does it have to be k5 well we had a brief discussion about it but um you know k5 first of all that's our recommendations you know how i follow those recommendations um but we just talked about for implementation to be successful you really need i mean we're not in centers so we're still k5 building we are working on alignment we are working on communication we are working on culture so if you've got the four or five doing something different we didn't think that that was okay at this time when we want to move forward together and everybody to see that and i think danica isn't here but she would say

129the same thing because eisenhower they were doing one thing at 4-5 and something different in k-3 and it caused somewhat of a split between that and so then it makes it really hard in that building to do everything together so and then setting up training and stuff i mean you know that's we want to make sure that they have all the tools they need and then will this at eisenhower will this be on summit or off summer this will be outside i've just wondered parent onboarding um what's that look like for you know helping their student or guardian i should say you know ease understanding repetition i'll go with this one because i sold it to my teachers on this in the workbooks there is a weekly parent letter that outlines exactly what you're doing

130that week and there's activities to do at home and i'm not talking about worksheets it is like go to the grocery store and like pick out and how top of that there's parent videos that can be pushed out where they can learn not how to teach their kids but what their kids are learning so they can understand at least the concepts that we're trying to do the steps that we're going to make yeah so it's get is kind of getting away from our parents sitting down and like you know trying to scratch out a multiplication table it's more of an engagement of real life math so the parents can be doing that you know interaction with their kids and then we can do the strategies and skills i don't have to do number lines anymore

131so to answer the question everybody had a strong parent connection and community connection for that like we were talking about the whole child every child comes from a different background and they kind of take that into consideration there's a community that they belong to and this one had a good esl presence which is becoming more and more important well she told us they can translate into like a hundred different questions which was one nurse too i mean so we're seeing more and more of that with their new curriculum which will allow us to reach out to parents more i mean i think something that would be fun to explore parent camps but uh that goes yeah they have the resources now so they don't have to recreate create everything to push out so um again

132thank you for your support and for the questions and if you have more questions you can ask because you guys beat the slide so you're on the ball but really i briefly introduced this team um but this is amazing for i mean all the groups have been amazing and and the work that they do um it's just i you guys are probably like okay here she goes again but this is a chance that i get to sit with them and say look at the work you've done and how amazing that is you know and then coming together and i'm just i'm just incredibly lucky to work with them and do this work because they're the ones that get to take it to the classroom so i i can't do it without them other questions yes

133do you have further questions i didn't see the cost sheet for these um i don't have the one that doesn't say draft kit but i'm very close on the cost uh this time so let me just tell you that cost and this was with an intervention piece by the way um that's one thing we did talk about that for this to be implemented correctly it needs to be the whole package when we did when we've done curriculum in past i've been here long enough that we always seem to short out certain things and i think that this one would benefit the most by having the whole package and not separating things out well we want to get better at math intervention too so at the elementary the foundational stuff that's the goal of ours to

134continue to work towards intervention you know that would be those kids who are not meeting grade level and so they would be like tier two and tier three what we have in reading um right now we don't have anything currently in place for tier two and two or three but we are in the conversation of how is that will that look and how can we start implementing stuff like that and so this curriculum provides some of that material that would be used for those tier two and tier three trying to close those learning gaps so then we have a tool to use when we're doing two tier two or tier three because because abilene they do an intervention but they don't it isn't within their curriculum it's a separate entity and so you have to

135pull that from something else and with that said too i mean we learned that we don't just go to visit other schools about curriculum we saw how they organized things teaching strategies so but the cost is 159 610 and that's what the intervention piece and professional development included three hours again uh that's three years again yeah they asked me and i wanted it to match our math for the high school so that we're both all re evaluating at the time who knows where we'll be out in three years or if we stay the same half so um 159 610 that's not a final quote but she said it's pretty darn close any further questions for the group we appreciate you sharing your journey and your enthusiasm and excitement and i ready would be your recommendation

136then i'm ready to recognize on our steps we would look at a motion to accept that tonight and then on our next regular meeting we will look at approval and we can then have some exact details on the costs and any other questions that might come up between them i'm good to accept the i ready k-5 math curriculum report and recommendation okay a motion from am is there a second from brian okay again questions or comments okay all those in favor of the motion say aye aye opposed name emily aye motion curious 7-0 thank you so much for tuning in thank you so much check your speakers [Music] mmm [Music] do [Music] do [Music] so [Music] so [Music] so [Music] so [Music] you have a link in here still yep i'm here thank you okay

137thank you okay we'll go ahead and resume our meeting and we're ready for 6.4 our plc structure yeah well so you've actually heard it cited several times just from different teacher groups but um one of the biggest constraints for ongoing data review particularly at the teacher level and as we think about our organizational structure so our organizational structure is district leadership team building leadership teams and then really the biggest most important feedback loop component to that is what we call collaborative teams or professional learning communities when we don't have that time set aside the system isn't in place to ensure that we're getting data ongoing consistent data review what's happening in the classroom that's then informing conversations with the building leadership team that then we can have conversations at the district level and then those

138those items can flow up and down at the start of this year our district leadership team the building leadership teams in initiated work and along with chasm with leading for impact i've shared some information with the board throughout the course of the year about leading for impact but one of the big things that we wanted to focus on this year was finding a way to create a structure that ensures consistent regular occurring professional learning communities to be in place and so um what we narrowed that down to was an either an early release of students so at the end of the school day they get out of school one to one day a week a little bit earlier or a late start which would mean that they would start a little bit later our district

139leadership team met and reviewed parent survey data related to this and again it was very straightforward questions that we we asked of them and what what you can see here is actually mirrored very nicely which was always a concern right you always you always worry a little bit but our district leadership team took a look at this and so the there's just obviously a significant amount of folks in in favor of the early dismissal on wednesdays in our district leadership team meeting what that can look like and then i'll talk a little bit about some logistics so there's always we always want to make sure that when we're utilizing time an interesting thing about the 1116 count which i've used to reference before that we submit to ksde is that at the end of the

140day you have to make sure nothing today at the end of the school year you might have to make sure you're meeting a minimum of 1116. anytime you go into a school year we want to make sure that we have more than that accounted for to ensure that when the snowstorms start rolling in in january that if we call school we're not running ourselves short what our proposed structure would be is for and it's being brought maintained for acceptance and then i'll bring a calendar back for approval in june would be wednesday early release of 35 minutes early for students and what we're able to do by by having them release that early and i know this is is that we're then able to capture because folks are already also on contract for an additional

14115 beyond that time frame we're actually able to have set aside built into our calendar for next year 50 solid minutes of professional learning community time to make sure that the most important level that needs to be looking at david consistently has that opportunity to do it this would be district-wide so you're going to have all elementaries would be having plc time at the same time middle school same thing and high school same thing now they're a little bit starting in times a little different across those different levels so it'll be staggered a little bit it'd be 35 minutes students getting out early so our elementary's let out right now today at 3.05 so on wednesdays next year it would be at 2 30. what's nice about the way that we structure this and the

142way that that time gets used is for overall throughout the course of the year from from the for in terms of the 1116 count is we only lose um five hours as a result of making this a suddenly in place and actually what it ensures that we do is that we have about four inclement weather days built in to the calendar going into the school year so this is supported certainly by our staff you hear the need for it this just ensures that there's a structure there and uh certainly excited to be able to bring this back to approval in june so we can start communicating that out with parents what questions can i answer about plc structure what kind of math is it that'll cost us five that's a great liability right well it's

143interesting how things work and so i didn't want to try to dive into it too much but wait no so i'll dive into it just still kind of the next level at any time that you're devoting to to collaboration or professional development the way that the 116 hour log it works and it's this is via ksd in the way that it gives countless for every hour spent in some kind of professional learning or collaboration of this nature you can account one half of that hour towards a student contact time okay so to follow up on that loss then though still too learning how does that translate because that's important especially after the last two years of where we just because of what what i would predict or what i would hope we would hope our

144team would hope as an outcome is that that that essential time of being able to devote the time to digging into data can ensure that we're targeting interventions uh during the rest of the school year that we're able to utilize that time to make sure that we're responsive to the data that we're able to provide the best specifically some things that i could anticipate is is talking about patty's work invisible learning and what's the effect size and how am i working with my classes to make sure i'm using the best strategies that's all time that'll have a broader so while there is 35 minutes lost during that school week we believe that the outcome will be create more quality rich learning experiences during the remaining part of the year and student performance would improve as

145a result so is the class time going to be evenly split between all the disciplines at the middle school and high school level so the last hour teacher that's that's what i would anticipate having good at middle and high usually they do adjusted schedules where the that time comes out of that elementary i i wouldn't probably want to speak to that specifically why i can speak to it is that they wouldn't disperse that out in that same way i wouldn't expect there's probably just uh something that would be offset during the school day and throughout the week yes sir uh will this time be structured with a plan for every week and no offense to the teachers but accountable that they're there no starting practices early things like that how we're going to make sure

146that we're holding the teacher's account we're going to give them this time that they need to be accountable to utilize that time the best possible well one of the things that um that i can tell you we're working on is we already have a plan in place for uh our our administrative team to be trained in this professional learning community that'll happen this summer during our leadership retreat we also already have a plan in place for professional development specifically the teacher's return and ongoing support across the remaining throughout the school year one of the things that i'm excited about that provides a kind of that ongoing accountability is actually to have our professional learning communities showcase their work showcase what their data was and so kind of like what we've seen in the last couple

147of times presenting is this is a really important work that people are diving into and so we want to see what were your outcomes what were the interventions you tried and showcased that for us so those are the types of mechanisms that we'll put in place to ensure accountability the and just to generally monitor it the thing that's really a unique opportunity too is also talking about how the buildings were able to collaborate there we'll also as a district or as an admin team take a look at how can we structure some time for for example building k-5 alignment for building k-5 collaboration but also equally important is all first grade across the district also secondary across the district to take a look at that and share that data thank you you got a few

148questions anyone else on the proposed plc structure so this would be i just have to say that i think this is so exciting especially when it's coinciding with our curriculum adoptions and um you know we all have heard assessment guides instruction so now that teachers will have this dedicated structured time i just think it's really exciting that we're a district that that sees this is important to our teachers development and obviously our students so i just think it's really cool so i just wanted to applaud everybody in the effort to come up with this plan thank you was that survey data from our families a good response number by the rate the number that's is that a good sample size i would think that's i mean we don't know how many are double dip right

149it's both sure caregivers responding the same yeah uh you know it'd be i i wouldn't i don't know what the specific number of uh our parents are because that's obviously we know our student population but some of us have more of those account for more of those students than others but i know in talking with our district leadership team when we talked through the data their reaction was wow that's that's an awesome uh response rate to have over 700 parents and folks respond so i would think statistically uh that's a very good response right it's more than we usually see than family engagement same thing this was more than family engagement but yet he still had quite a few for that too so it's apparent that they're really wanting to give their feedback what was

150the quality of the responses that you received because there was that third the two questions there was the wednesday or the friday and then the feedback what was what was or some of those a lot of questions about um well there was even some questions in there just about one day what's that will it be the same day at one school and it's one in another will it be the same day uh whatever you decide it's good i've got a high schooler that can help but i just need to make sure but i need to make sure they're all the same yeah that was probably the most statistics yeah just the logistics yeah yeah exactly okay anything else not really i mean it's relevant but what could fail should go away what did we stop

151doing that oh it was my after my first year here and so i'm almost going for 10 years here so about nine years ago okay i remember when we did it i shouldn't know why we stopped and went and clearly it's it needed mean a structure wasn't in place i didn't think it was being utilized like it should be so i think having a tighter plan it's always a learning curve would you do something again for the first time and quite frankly i came from really strong plcs when i was in colorado so i know what they could do um but when i came here to mcpherson there a lot of them weren't trained in things this year so they didn't really even know what that should look like nobody had really gave them a

152model at least to my knowledge so i think that would be important they have something to work from exactly i appreciate you sharing that that's exactly why we're targeting that professional development up front but then also having that ongoing support over the course of the year we've just seen whether it's curriculum or capturing concerns or whatever it is that well i mean this again study sites not just that you know the importance of obviously professional learning up front but then that ongoing support throughout the course of the year so will our athletic director be able to communicate this planning ahead so that we don't have all of those gains where i mean we're going to lose teachers who are coaches most things that was an added benefit to something you know to wednesday was that

153uh and just to be clear we don't schedule anything on a sunday or wednesday typically in mid-person games i don't want to say that it's never happened but it hasn't happened in a while to my knowledge but if we will reiterate over and over that that time is an important time for our system and that while students are out at 2 30 for example in our elementaries that that times is set aside for plc's how will we accept the plc structure for school year 2022 and 23 as presented second okay motion from dan a second from ann that we accept a proposal as presented again further questions or comments okay this will come back to our june meeting for approval and you'll be developing a calendar around this that your research all right all those

154in favor of the motion say aye aye opposed name emily aye motion carries 7-0 thank you next item is 6.5 business office reconfiguration i've talked with you about this a little bit so as you're aware with our director finance position vacant we initially sought candidates we did not find a candidate in that with through that vacancy and so what uh what i'm presenting to you is that we did you approve the reconfiguration of two positions business manager and then a federal state reporting compliance officer which would be filled one of those positions would be filled internally and there will be some additional duties as we that we'll look at and distribute across existing central office staff the two positions that really are going to take the the place of the director of finance would be

155business manager and federal reporting compliance officer these will be two classified positions one of them is an existing staff member with us and your approval tonight will ensure we're able to build the second position which is the compliance officer questions brian we're just proving that we're reconfiguring we're not approving who's going into these positions is that correct if you approve them now then i'll once it's approved then i'll present those two individuals so okay next i was just curious why we would approve like those are positions that are that are ones that we approve typically i guess we're creating new ones so important but you see what i'm saying right like i didn't mind yeah you're okay does the reconfiguration or do we discuss and maybe not publicly like salary structure is that is that

156one position the two of those fall under what the cost of one was before i guess so yeah just as a reminder in executive session and our last time i talked with you about the this that information and it falls in line with our conversation do we anticipate any aspects that these two positions won't be able to take care of that we need to make sure that we just don't have the expertise and we're going to have to outsource anything i don't predict any outsourcing again i would would reiterate that there are some things that will also then be dispersed to other individuals plates but at this time we've got two highly skilled individuals confident that they'll be able to handle this distribution will allow us to to maintain the quality of work the recommendation

157is that we approve i move to approve the business office reconfiguration for 2022-2023 as presented motion for man is there a second second from brooks again questions or comments all those in favor say aye aye aye emily aye opposed nate emotion carries seven zero and dr vinson you have two other uh items you would want us to consider yeah so then the individuals that we would be seeking to hire for those two positions would be a motion to prove that hiring a tamara mcintosh grassley she goes by macintosh if you want to make that as state and federal compliance officer and then the motion to approve the hiring and nicole garcia as business manager okay so two separate motions and it would be to approve the hiring of these symptoms for those positions i moved

158to approve the hiring of tamron macintosh as state and federal compliance officer welcome command second from dan and this would be for camera for the federal and state compliance officer any questions on that just one clarification the job descriptions are established already so yeah thank you anything else okay all those in favor of the motion say aye aye opposed nay hey emily honey hi motion carries seven zero and then the second position i move to approve the hiring of nicole garcia as business manager okay motion for man is there a second segment for brian this would be the hiring of nicole garcia is the business manager he questions comments on that okay all those in favor of that motion say aye aye opposed name emily thank you okay motion carries seven zero thank you on

159that the stand will uh complete the administrative restructuring especially here during the spring episode okay our next item then is 6.6 this is the make work excuse me first middle school sro officer or proposal proposal and again i'm presenting this for acceptance um the one of the there's been again long a lot of conversation in in our collaboration with mcpherson police department in particular with our addition of an sro about five years ago one of the first official name it's a it's a great partnership that we're able to have it's been a tremendous resource for um for our students and to be able to ensure that we have uh support there for staff and and other folks as well what's unique about mcpherson public schools is that with our work with a dare officer across

160our elementary schools and then with our sro being at the high school we have good con good coverage and get a partnership there but we have this gap which is a really pivotal time in children's lives where some intervention where they might be starting to think about making bad choices would be a really good thing now as a school resource officer the other thing is we see at times students that you know everybody's converging for the first time together and so those can be challenging years and just also knowing that human development some of the things we've seen our counselors and others who reporters we recognize that there's there's just a lot of stress that young folks are under these days and mental health is being impacted by that and often so that's why i

161like to highlight the fact that it's a school resource officer because they're often our partner in making sure that we're connecting folks to the right kinds of services and the right kinds of help they're not just there to be the quote strong arm or the law like sometimes that people want to know that's going to be it what we'd be proposing is that through this edition we have a similar agreement to what we have with the first police department already we went to high school and it would be an increased cost for the district maybe the cost of it would be split evenly it'd be 39 400 what i would be looking for is a couple of things initially we've looked at knowing that mental health supports there knowing that how often women responding the

162opportunity could be something that we build into our best investor 3 plan because we've seen a lot of increased just need for support during the pandemic and so that's one thing that we'll be exploring but if anyone on this board would be interested chief golden is actually writing a grant and we would hope to have some kind of information to share back to you before we bring or as we bring this back for approval but if we'd be able to get the right kinds of letters of support that would certainly help our cause in terms of hope submitting for a grant could hopefully fund a minimum of portion or potentially follow this this admission so i'm happy to answer questions about the sro position or about the potential grant okay what questions do you have

163in is this having an sro versus a middle school level versus having another counselor psychologist in place best practices for students well um we do have good support there in terms of our counseling out to the middle school but in addition to as opposed to having an sro like a police officer but as opposed to having an sro have another counselor or psychologist at the middle well i i wouldn't put those two things necessarily as one or the other i think quite honestly in a perfect world there probably would be people that would advocate for both a school resource officer in this case at the middle school in particular and i can check on what our number of calls have been i would have to check with chief golden on that we had a variety

164of needs for just sro police intervention at our school and oftentimes that results in really an extension and connection of services outside we have a strong guidance office that we believe is currently able to provide support for students so it certainly i would say both are best practice not one or the other so how many incidents are we talking about that we had to involve them in the last year i'll get i'll seek to get a number for you from chief golden i can tell you that and i want to be clear when we're contacting the police this isn't because oh some really violent situation occurred oftentimes there is in fact a couple of times this year there's been some kind of an event that's occurred outside of our school and then it's transitioned onto

165our property children are expressing concerns of things that may be going on at home and we have to partner with people and then in some cases we do have students that are making bad decisions and we have to make sure that if it reaches a level where we need additional support that we're conveying that we're sharing that information get into the appropriate authorities a school resource officer would be an ex just an already existing resource right there in the building to make sure that the time gets passed smoothly and that we can have safe secure environment what we're doing i'll get you an official number but i would say in talking with our current middle school it's uh probably averages a couple of once or twice a week in the spring do you know in

166this document here the sro shall work with school personnel in providing alcohol and drug education maintaining a safe campus environment and serving as law enforcement problem solving resource persons and providing appropriate response regarding campus the school reality criminal i get those latter aspects but providing the alcohol and drug education tell me how the training that the sro or law enforcement officer has as someone who's provided mental health and substance abuse addiction treatment i have a array of training and background to provide that are they i have no idea i believe that that language mirrors that of like a dare uh officer uh so who are they providing that education then shoes that's nice that's a to be aware of symptoms and behavior or are they looking for something amongst the students this specific agreement is

167modeled after what our agreement is at the high school and so um one of the things that we do have at times and we've talked about it at times is to have a have their resource officer urban air officer be up in the middle school and provide some of those this could be an opportunity to have those types of courses be there but i'll get clarification on that have we looked at restorative justice models rather than having a law enforcement officer in this very you know as you mentioned the development of these young folks i love the idea of building partnership with law enforcement that's not what i'm but there is a different bonus on a restorative justice model with this age group developmentally too so i just wonder and would encourage us as a

168board to look at that model as another alternative there's other districts in campus that have gone to that particularly over the last couple of years and have been effective at least in their districts yeah again i would just clarify restorative justice for the consequences and different things that the actions of students the intent isn't here to cut and stuff people and in fact what we've seen their high school is that um that there was a lot of concern early on that that's where it might be and then we've been able to to see some really effective sros build some relationship show also that um in fact steve shift that narrative which is that they're not the guys who are here to to do those things that they're a resource to and so we've been able

169to actually see for example our high school that kids are have feel like they have that connection uh and then they're able to go out and say hey i'm seeing and hearing these things and i'm worried about my friend who i think is doing these things and so it's not been about investigating for the purpose of getting someone in trouble but it's investigating to provide support and trying to help the kid out so that's been what we've seen and i would anticipate that's what we would see in this in particular at the middle school level i would just encourage us to consider that only because it takes the restorative justice model if you're not familiar allows for taking responsibility for harm and build those relationships and problem solving communication with one another so be it

170with peer-to-peer or staff and student family and that student whatever those different configurations maybe the sro officers are equipped with that training i'm not sure about that but also then trauma informed so those two would be just knowing as you mentioned the various aspects that they're bringing in and we want to we want to give them the support necessary early so that they can transition and be there learning and growing um and then we did breakout uh not just last year but the year before where uh one of our assistant principals has some some training on restorative justice and some of the staff attended that i know uh rupert at that time attended that so i agree both those and then trauma informed we have infused some so those would both be very helpful so

171is that something that the sro can be a part of or who would normally use well sros in order to be a school resource officer you actually get equipped with that type of training that the individual has goes to an sro course and a lot of that information is what they're trained on i'll also just say this is something just to also highlight community partnerships certainly coded influenced this but even in my time here about four years ago when when we were having community conversations around trauma reform we actually sat we some of us as educators were in the room alongside police officers as we had those conversations and got trained around mental health for example mental health 101 and just some of those things so i believe that this would be certainly it's my

172recommendation that at this time you would accept this proposal and with a few items here that i'd bring back for clarification on this then uh what would read a book where um laura was reading says this agreement will include 40 hours of overtime pay paid by usd418 is that how is that weekly is that monthly is that for the life of the contract is that um do whoever rate for that is that included in the in the pay by the responsibility my understanding is that the number that i've shared with you which is 39 400 would be inclusive of that so you're anticipating supervise and be there to support kids and that's necessary until so we need to figure out how we would manage that which i just have pause right now with all the

173unknown factors so just putting out that on the table yeah what would be the possibility of sharing the sro from the high school with the middle school when that question has been approached the concern always is that there's actually a need for right there the needs it feels to be full-time for both so to split that one individual between both schools there's a concern that the right of mind that we actually would lessen our impact at the high school so i would say i find it unlikely in talking with the administration and maybe and i don't know i want to talk with chief gold and all that i would certainly advocate continuing as we are today before trying to split it between those buildings undoubtedly when this person would be at the middle school something

174would be happening in high school maybe even there and vice versa it seems like we have a lot of questions here and it is the timeliness of this so that chief golan knows if we accepted it that he can do the grant potential application is that why there's the the need for some type of action tonight or can this be deferred for further information i wanted to present this to the board and these are great questions acceptance or no acceptance this evening would help i mean i want to be able to get the clarification there's not a we're not working specifically to meet the time frame here i just wanted to present this information to you so your acceptance tonight doesn't automatically mean your approval but we will want to be uh i want to

175be working to get some clarification on these and i do want to be working with chief golden to make sure that if there's a grant opportunity especially because from the whole thing looking into that so my intent was to get this in front of you tonight and doesn't automatically mean that next board meeting this will be brought back for approval certainly could but if additional information and clarification is needed we'll take that time yeah so with that we we could hold on this for further information if you don't have a specific deadline that he was pushing that he had to have some type of action tonight i have not felt that at all what would your preference be to support and should we do some more research on this before we have any action are

176you comfortable with acceptance with understanding that we'll gather more information which may lead to no approval or it could then move towards approval i i mean i would just like to say from my point of view that over the last few years to me and what i've seen this is one of the things that i've talked about is having accountability having third party uh that can be a you know somebody that's seen as non-biased in the school i think this is one of the best things that we can do and i i understand that how we implement it is very important but i think we'd be making a major mistake if we did not follow this especially if we can get grant money for it because we can we can work on making sure that

177it's you know the the person has the right training and follows the models that we want but i think we'd be doing a big disservice to the middle school if we didn't do this to me it makes a lot of difference whether we get the grant money so i would like to see us pursue the grant but i would have some interest in some other options i i've already voiced i mean i really would like to look at a different model and get feedback especially the vulnerability of what we know or anticipate in that and and the science behind that that tells us no matter the cost if we're if we have the need let's do it that makes the most impact um on those youth and their families and and our staff because that

178has a direct output to our community and where their future is so i'm happy to work along with you dr vincent that's helpful because i do quite a lot with restorative justice practices to give any leads of information i'm laura i'd like to look more in i mean see more about option but the other coming into tonight without hearing that first which i appreciate your perspective because you know more about it than i do so thank you for that and i'll do some research but one of the things that i have seen the need and talked with several people in the community is the need for something at the middle school so if it's not an sro it may be someone else who fits that but those students that that population needs something greatly and

179those that staff need i think that building just i think that would be a great addition to brands but if it doesn't come in the form of an sro i'm okay with that as long as it's what's best for those students so i think we need something but we need to pick the right something emily um i agree a lot with brooke i think we just need to do what's best for kids so if there are some other options we need to consider um i'm ready to do that it seems like the consensus would be that we need to to hold on any action and then go ahead and pursue more information and i think you've seen you've taken some notes and if any of you have you can share also as you approach chief

180golden share with him some of these things possibly we could invite him to visit with us at the next meeting and get more detail on that so i would ask that we keep it timely though to try to get this implemented next year and drag our feet on whatever we choose because i think we all agree that we need to do something right so possibly the june meeting maybe a look back that works for keith holden yeah absolutely i mean okay all right okay we'll hold on that then and uh let's look at our next item of special meeting 6.7 and this would be just action to set this and that was the night in which we would have a work session that would be uh looking at some of the finalization of our work

181towards the athletic community athletic field and i think that's what we're referencing it as and uh has been keeping us informed from the progress and we'll have some details on that so this would we need a motion to set a special meeting work session from may 23rd 5 30 to 7 that would be your central office is that correct that's correct i moved to a special board meeting work session for may 23 2022 from 5 30 to 7 for discussions about athletic facilities and the first bond work session okay motion for man second from laura that meet us at this special meeting uh for the 23rd all those things just before but i won't be able to attend there's eighth grade recognition so i'll be here for maybe 30 minutes well yeah so just so

182you guys know that's a good thing here in town but if that's what's best for everybody i can gather information and okay okay we'll keep that in mind to make sure we get things to you timely on that all those in favor of the motion and say hi all right opposed thank you emily hi okay motion here is 7-0 i'm setting that meeting and getting information out there on that okay that concludes in our new business items routine items we have two sets of minutes have a chance to review those uh clerk treasurer's report jim we invite you up to a review with us on that and then each of you i think have had a chance to review the bills and if you had anything there that you wanted to ask jim about this

183would be the timer too well well first let me apologize if the board has taken any grief over hiring the old retired school administrator to be the finance director here i do want to clarify though that our district policy is for any retiree the capers is deducted off of the salary that they might otherwise command so there's not been any additional cost to the district as their neighbor is with any retiree and you don't want to close off those opportunities moving forward as some positions become harder and harder to fill it's nice to have that option at least so having said that i still like the way things are tracking we're down to uh one more month of tracking before we close out and if you would compare the last two years it's still amazing

184to me how consistent we are with our percentages on expenditures both the general fund both years 21 and 22 at this stage we have 32 remaining in the budget uh this year we're at 24 on the lob and last year 26 so we're in good shape there i did have a conversation with our lead auditor at the state this week as you know i think i mentioned last month that we should be getting our final authority within a matter of a week or so and we never had received anything finally made a call and uh the lead auditor called me back and uh the auditor that we have here on site had made an error for the cte calculations which we kind of had an inkling of that something wasn't right there the good news

185is that we still picked up additional uh funding through the cte courses just not as quite as much he had doubled up one of the classes inadvertently so we are actually sitting at uh 353 000 more in funding this year than what we received last year so that's still good a good thing to come into the end of the year um so the process as we get closer to the end nikki and i have already started this month we'll request those federal funds that need to be drawn down to zero balances and make those appropriate budget moves to the correct fund uh you know they have to be spent out of the correct fund so we make sure that that all happens and then we start as we get closer we're looking at summer salaries

186and and what we're obligated to there and get that figure where we're at we should have this week our final final authority from the state and so we'll know exactly to the penny what we need to close out on just so as a reminder and for you new board members the state does a really strange thing we close out our fiscal year june 30th but we won't receive our uh final dollars until july i think it's july 8th this year that we're so we actually zero out close out the budget based on the money that the state will be sending us anywhere else that would be a budget violation and you would you would that's why you pass that gap waiver at the beginning of the year because school budgets are not like any anything

187else so it all works out in the wash and it goes back there's a history there where it goes back to where the state was in a financial pinch and so they were trying to hold back as much cash as they could to get through kind of a money crisis and they've just kept it that way ever since and as i think we were talking earlier somebody mentioned that you know we're in a uh a budget surplus here in the state of kansas right now so there's really no need for them to do that this year but they will i mean that's just kind of what we have migrated to so anyway i feel good about that feel good about the situation that in the district office that we're leaving there those those two are

188going to be quite capable i'm very impressed with tammy she's a quick quick study she's had a lot of accounting background and so but she's doing very well catching on to alio and and our procedures there so looks good i'm happy about that so any questions on the bills or anything clerk treasurer's report or payment of bills thanks for your work we appreciate we appreciate it thank you you need a motion then to approve the routine items which include the minutes of the bill's motion for brian all those in favor of approving the routine items say aye opposed name emily so 7-0 on that we then have and concluding items here future meetings just look at that we've uh talked about the facilities and the special meeting their announcements may is a busy month all

189schools day friday and the high school graduation on the 21st i think you've received an invitation to participate in that so let them know if you're able to do that last day of schools on the 24th with a new dismissal and then we start right into summer school so a busy routine shifting to a different focus here in the summer we do have three executive sessions the first one is a personnel several of you had asked why we didn't have details there was some information that dr wesson was waiting for that came today so he'll want to review that with you so how many minutes do we need for that five minutes remember that we go into executive discussion to discuss an individual employee pursuant to the non-elected personnel exception under the kansas open meetings

190act for five minutes the executive session will include the board superintendent assistant superintendent and director of special education okay motion for man is there a second he doesn't need to include the executive director senator specialist just the board just the board and assistant superintendent second from dan uh all those in favor of the motion say aye aye rose day emily hi okay motion carries seven zero five minutes [Music] do [Music] do [Music] do [Music] do [Music] you [Music] sorry guys unfortunately because the mics are tied to the system i don't think you get very clear everybody plug your ears okay looks like we're good okay we were complete with this executive session so we need some action uh motion from brian too i'll make a motion to approve the resignation for retirement of mr sheldon

191anderson effective june 30th 2022. motion for orion from laura this would be to receive the resignation for retirement from sheldon anderson june 30th 2022. all those in favor of the motion say aye aye opposed nay emily hi okay motion carries seven zero okay now we have a executive session for negotiations how many minutes do we need for that so we need at least 10 uh maybe 15 depending on questions kim care yeah let's go 15. to go into executive session to discuss proposals being considered in contract negotiations and teachers pursuant to the exception for employer employee negotiations under the campus open meetings act for 15 minutes included in the executive session are board members and central office administrators is that what you wanted jason do you need one uh do you want david and melissa
