every single person that serves in the world is critically important to the success of what we do every day um one of my favorite people in the world was edna bird has had 22 and a half years of experience as a central office secretary should have done with me and mr murphy so i think she deserves a big round of applause 25 years as an instructional assistant at staffordshire's traveling tonight [Applause] um elizabeth actually was a teacher and a support staff member i'm in anderson county as an instructional assistant retirement she has 26 years of experience as an instructional assistant [Music] um [Music] at progress day all right together it's is leading our district um there is 247 and a half years of experience leading our schools in our district so i have to say

that you please uh two to three minutes you know we got a big sheet uh and we still got three sheets of things to go over tonight um you know we cannot take action or anything that's the rules uh if it's an item that you want to speak about that you maybe want to come back in front of us and i would recommend you make an appointment and sat down and talked with mrs mitchell get on the agenda for us to consider vote you know on it that's what i would recommend but tonight with just comments and visitors we will listen and uh you know that's basically all we could do we appreciate you coming you're always welcome and uh please be you know respectful for each other somebody's in the crowd that don't like
what somebody else says please we're all brothers and sisters here tonight and we're anderson county people and that's the main thing i you know i didn't grow up in anderson county i came here when i was 22. i see a gentleman on here by the name of margaret terry my first neighbor in anderson county was james cherry he was like a father to me and that's who i live by and i never forgot him and his wife they were very good to me uh they knew i was a city boy that moved out on timber creek road and i was scared to death out there i'll be the person and he probably he probably his father mr terry's probably totally you know but uh you know and i love anderson county i i i i've
been here for uh since i was 22 and i'm 56. this is my home i love it here my daughter was born here uh i got into argument with my wife if i passed away she she said we were she was going to bury him at sunset in frankfort i said no i'm i'm in anderson county i want to be buried in anderson county and i'll call your name and like i said thank you all for coming all right katie herrera you're [Music] to respect your time i'm just going to read my comments as fast as i can tonight i'd like to address critical race theory and anderson county school system i am not here to accuse anderson county in teaching crt as part of a formal curriculum but i am here to warn the
school board to be on the lookout for this evil that is creeping further and further into our side a quick definition critical race theory is based on a marxist principle that all people can be divided into two camps the oppressed and the oppressor since oppressors have controlled the world they have devised institutions and organized society to keep the oppressed oppressed therefore the only solution is revolution and complete overthrow of the institutions of society since the firestorm began a year ago proponents of crt carefully removed these words from their language instead the con concept is promoted using life-sounding terms such as diversity equity inclusion social emotional learning and also the term racial equity the term equity is easily confused with inequality while we all believe in equality for all a guiding principle of the declaration of
independence the constitution the civil rights act the voting rights act and christian teaching the term equity is not the same and is used by crt proponents to mean equity in outcome not equality of opportunity last week there was an education committee hearing in frankfurt on crt the board of the state board of education commissioner glass denied that crt is being taught in any public school in kentucky this is a laughable crime as our state senator adrian southward said everyone denies it but it's in plain sight both cannot be true the legislators have received hundreds of examples from school board members administrators teachers parents and students of teaching resources and student assignments that force students to consider the coercive skin above all of us children as young as kidney gardeners being divided into groups based on
skin color kids told to rank themselves based on power and privilege and white kids being forced to apologize to kids of color for the inherent racism they have been born there are thousands of examples across the country at a meeting last week in louisville a jcps teacher described a racial equity scorecard that must be completed after every class including jim when put away he questioned its use he could lose his professional accreditation now how have these principles gotten into the sources the oven of bako a black high school teacher in fayette county said they are not coming in for formal foreign school grants are tied to the teaching of crt in april the federal department of education proposed a rule to prioritize grant applications for the school districts to implement crt into the civics curriculum
two weeks ago at the oldham county school board parents accused the board of accepting these grants the board member said i needed the money kentucky attorney general daniel cameron joined with other attorneys general asking the department of education to reconsider tying crt or lucrative funding as this promotes more discrimination his quote not less for a while crt components denied there was crt teaching in k-12 education until last week when the nea the largest teachers union voted to promote crt and argued that it is quote reasonable and appropriate to use crt in social studies classes the cat is i know so well that the board is not responsible for critical and i don't believe that the site-based councils are knowingly improving racism taught or promoted in the classroom however i do urge the board to have
their eyes wide open don't deny this is happen this could happen because we're going to continue there is overwhelming evidence that crt is in the national school system several ideas first ask parents teachers and students to come forward if they find examples of crt tight teaching promise there will be no gendered repercussions for truth telling second make sure that parents have a full view and i emphasize full view of a child's curriculum parents become distrustful when they cannot easily find the facts third refuse to apply for or accept any grants that require crt being taught or teachers offered professional development that includes crt and lastly consider issuing a policy statement making it clear that the board will not tolerate the teaching or promotion of a racist doctrine within the anderson county school system we all
want our kids and grandkids to be taught history true history parents then can help children interpret that history based on the facts and their own experiences in life when teachers choose to interpret his history and then cross the line into indoctrination we all must step in and put guard rails in place and that is where we are today thank you for your time thank you [Applause] all right next it looks like it's matthew singleton years ago i was uh administering the youth and i was ministering to a young man and he got from his public school education the idea is the big bang theory of evolution and he believed that that was his way of not believing in god and there was a lot of turmoil in the church as uh you know he had
to deal with the grandparents and a lot of baby issues well then all of a sudden he turned around with something and the same education that he's sitting there he's now complaining about this because apparently his teachers were saying racist things valued for getting white and when i heard this i just assumed i'll make the kids racist you know but then after a couple years i started kind of hearing about some things that the colleges and of course you could be colleges to be graduates and they feel like the school system so i believe that it wasn't there however someone's teaching goes against you know some very basics not just simply religious faith of salvation or something like that but actually just draw ethnics in ezekiel chapter 18 it says that a son should not
be judged by the sins of the father and the father shall not be judged by the sins of the son and you might think well that you're talking religion that's been invisible by my brother here because the diagrams that we're talking about when you make a statement on race and say okay this person is this way or this one equals this way because your skin that is not science that is a metaphysical brain that is a faith statement i don't think it's good facet but basically when we have these and we look at this system of education going on right now they want to say on one hand that gender makes absolutely no difference whatsoever even though it physically goes down like chromosomes and yet at the same time we have to make blocks according
to the telling of your military not to mention the fact there's a lot of different historical things going there but a long story short is that in section 189 of the kentucky state constitution field of education it says that we should not give any money and i'm not quoting those paragraphs any money to any schools that are like a maybe a christian school a private school or a sectarian school and sectarian needs a group that's promoting either religious or political doctrine and i do believe that this does get political i have heard some rumors that i believe are true but i've heard some rumors of people using for instance make america great again that's racist that was actually taught [Music] that belongs to the parents the parents have the right to teach deeper subjects we
need to stick to those three hours reading writing records in universes let's start take take less time into these weird categories and focus on science and technology and survival skills teach these kids that you know do we get through a program where they actually know enough to where they don't need to go to college that's the thing is is high school really high is it a higher education where you have disabilities you know if you get kids on all sorts of technology that they can never fix are we really going forward and so we're taking time away from that focus on all these issues that are in extremely controversial and don't belong [Music] [Applause] jessica barbara brown i'm going to apologize advancing my thoughts on a little bit of listen to some of the stories
um i grew up in central florida in a school district that was under re-segregation it still happens if they enough were not removed until the mid-2000s uh i graduated from high school 1999 and i was there were six women seven high schools in my district i went to one of the two schools where student could not transfer to a lot or to another high school except for the other school that was predominantly black i believe our minority rate was about 47 which is significantly higher than it that is a little bit gives me a little bit different glance than some of the students in anderson county which i have called home for 10 years now um another piece of me i also hold a master's in christian education and what that means is that i
build areas i'm qualified to understand systems and how people grow and change from lifespan from birth to um to incredible grain really so and to look at the margin lines that's where my christian.com comes from to look at the least of these and making sure that they have access to the same things that we claim as good um i believe that the golden rule means that you want four other people what you have for yourself we all want to be hurt story is an integral part of who we are the bible is built upon oral tradition every single culture every single ethnicity has a moral tradition and sometimes those stories get shared and sometimes they don't and what is not shared is often just as important another feature of me i've taught advanced placement us
history i use document-based questions to help students understand the origins of where how things are written in the context around them so you know yes we go back to the founding fathers back to life most many other health slaves they did not treat or view um african-americans last slaves as poor people they also could not view women as whole people you know i'm kind of fond of my credit card probably too fun but we've um you know in my lifetime a woman isn't allowed to have a credit card but go back to my mother she was not she was not able to have a credit card until um so we want to say let's go back to our values and look at a static point in history as our values then that undoes a whole
lot of things that we have said you know that may not be as right as we thought it was i'm also the parent of a child with multiple disabilities and i know what kind of access issues i have trying to get him the services that he's needed and i spend a lot of time working with families here in anderson county who students also have disabilities and helping them get exactly what they need so when we say that equity really isn't there equity means that every kid can get into the building that means that every kid is in a wheelchair has a ramp to get into the building that's what equity is equity means everybody gets a chance we make we all have different gifts we all have different abilities that should be nurtured we also
all have various deficits and any teacher work yourself will tell you that when a kid is acting out there is a story there that they know there is something going on in their box that needs to be addressed so we look at it as a large culture when we look at it from the image point of people who have lived these experiences whose stories have not been told then we are also we're causing them hunger as well because we're not allowing their story to be told we're not allowing them that ramp to get into the building so let's also go back um i pulled this from the american bar association's website and this quotes kimberly crenshaw who is considered to be the originator of critical race theory she defines it as a practice of interrogating
the role of race and racism in society interrogating this question if there's nothing if there's no racism in society then what does it work to look at that and say does it is that's when we should question it that's something that exists um you want to go biblical gamaliel back in bats was told eric was asked you know what do you do about these troublesome they're just causing all kinds of issues talk about the apostles and he says you know what if this is from god it can't be stopped but if it's from god we're battling against it we might want to take a step back that's the ground forever around paraphrase but let's make sure that we are on the side of people telling the stories because everyone has the story and every story
deserves to be told and accepted as their story hello it's me again of a child um color and as a person who has a story that this howard probably will never understand because she doesn't live in this body and that's very difficult to live in than a white one um critical race theory is not fact it's something being taught and simply theory and examination of systemic racism and how it does affect society and itself i pulled the standards from the kentucky education website like a responsible parent and unlike the standards of certain universities crt crt is not mentioned anywhere what is mentioned is that students are asked compelling questions about performing of the united states they are asked to generate supporting questions in compelling questions about what happened during that foundation of the united states
this from february um they're also asked to consider what the roles and responsibilities of a citizen are to analyze responsibilities by explaining and demonstrating ways to show good citizenship that means to analyze personal rights confirmed by citizenship and find examples of citizenship using rights what does concern me is that they're a group of people who want to control and suddenly change standards set in policy by groups that are governing black parents myself included if you want to have a part and say in what your child is hired you can volunteer to run for sbdm and be part of the school process and policies we are all collectively responsible we haven't participated in the construction of articles i send my child to be taught to be a critical thinker in the vocal and questions analyze all
aspects of history it is the responsibility of us as parents to make sure the next generation does not commit the same mistakes and atrocities of the past generations history is not all good it is not all that i'm confident that our school board has the forethought and intelligence to allow our laws to stay in place to continue to allow to set laws to uphold standards for our school fear and ignorance cannot be mandated for truth and facts to be taught the school system should be concerned with being culturally responsible and making sure that the system is equitable to all cities ms gonzalez thank you [Applause] lee moore i don't i do believe there's only one race that's the human place amen for the lord [Applause] did have i i taught math so i don't know
about social studies but i do know that we had standards from the state that we were expected to teach and i got in on the tail end of the site based decision making but we had to teach a list of things there were standards that we had to teach and we had to turn in lesson plans that showed this is what we were teaching and then we had to have a test scores that showed we had taught that and somebody understood and i don't believe that the state board here is ever going to approve of a theory that we should teach a theory about race or and that's all it is it's just a theory it's not fact it's theory it's what somebody thinks it's not been proven so just keep in mind that the
state mandates what we teach site-based councils now to approve that and generally they go along with state standards and then the teachers have to teach thank you [Applause] any of these schools whatsoever it's just the fact that people up because it's just the political tensions here and we have nothing else better to do plus people i work in early childhood we have the same standards that she has and we are only allowed to teach certain things and micro teach 23 year olds now i can barely teach them how to go so we just have to look at how hp i think it was vr 60 matter 68 right now and it should be hd 68 or session starts in january your lawmakers are going to make it about this one thing because our test scores
are based on race there's the way that our staffing and our school is based on race where you work is also based on race so at the end of the day we are a country that is basing everything on race and so that's just the way it is so at the end of the day everybody should take this energy and go to the schools go participate and be in that governing body because i always say when parents are involved in schools better things happen but if you only come to school board meetings and talk about issues that they can't solve when you're not in the schools then our kids are failing so that's all right thank you mr mark i'm marty um appreciate your chance to speak constitutional first amendment with freedom of speech privileges
to address petition governor for addressing grievances thank you mr collins i'd like to vote for you again i just don't want my tax dollars used in any way to promote racism i want to discuss history i want to talk about black slam owners i want to talk about what slavery i want to talk about i want to talk to others i want all history i also want to talk to those 600 000 people predominantly talking about at that point we can decide i do not want to be a doctor i don't want my kids to be educated six hundred thousand people are dead face down you go large work cemeteries five dead general kirby smith they die i'm a firefighter body bags they all believe the same i do not want this country to be
divided by race i want my tax dollars to be useful corporation area is that for the marxism i think it's equity inclusion diversity is what they're calling it now some people don't they look up raise their it's not in there so please don't go there if it's there change it because it's supposed to be the anderson county public schools we can't say that our curriculum always comes from all kinds otherwise the federal school district 123 which the views and educational and i don't know what they were saying about you these curriculum but this is our county it's our taxes the highest taxes are going to count by far by real farming use our dollars to educate us not just documents and i really appreciate the time thank you mr spencer [Applause] dr nessa tim davis
hi i'm dr anna davis i'm president of the university county education association i'm i am not here to talk about that critical race because we just had a fantastic dinner over at ecc and i know all the retirees are laughing i never get to talk about them while they're here but they are a wonderful group and we love celebrating them we love are doing our new teacher luncheons and that we're going to do next month i just want to thank the board and mrs mitchell for allowing mcda to participate and help and to show our appreciation and to those retiring teachers you know just letting us be involved thank you thank you laura kennedy [Music] um so there's this definition of a critical race theory that i've heard tonight um theo marx's ideology that you
know we all have to be separated we're going to scratch all of america we'll come with that because you will not find that definition anywhere in a legal textbook in any legal document if you go to the american bar association you'll find that so yes race doesn't really exist you're right humans make race we have decided our genetics are you know entirely the same little tweaks here and there and yes we would like to all these brothers and sisters right but we know that not all of our brothers and sisters they're not and this is a system that says racism in its most common form is in our everyday life it's in the little things from certain thoughts and that it's not one course we're not saying [Music] we're um and that yes that ought
to be uncomfortable for the adults no no no no no no i don't agree with you i'm sorry i'm this is sorry you know if this weren't a problem so i think we need to set aside all the argument about crt and literally [Applause] well i need to start wearing my glasses simmons i doctor i want to talk about the crt the critical race theory first this has a hundred other names because they don't cover up the original name it's called something else but it's still a critical race theory it's a theory that was started by black lives matter it's a communist theory and it's because i think it is wrong to take taxpayers money and document their children in the commonwealth thank you [Applause] i don't want to i've got i'm putting the glasses
on and it doesn't look like i've missed anyone out there i think we have one board member that signed up here to speak uh anyway right um good evening everyone i love hearing all this conversation around this issue so i'm going to give you a couple of standards that may actually be taught in a world civics or world american civics class okay fact jack japan bombed pearl harbor and lots and lots of american lives were lost and even a a guy from my hometown is is now at the bottom of pearl harbor that's where his gravy is he was a friend of my dad's and um that led us to declare war against japan and um on the other hand another thing that would be taught might be taught in our classes is that japanese
americans who were born here actually were interned in camps because america was so afraid that that they were against us these people lost their businesses their homes they were born here they didn't ask that japan bombed they didn't ask any of that well the war continued we dropped the atomic bomb on hiroshima we asked japan to surrender they would not and we dropped another bomb on nagasaki and it brought japan to their knees and saved many american lives and i want to read you something that a quote from winston churchill those who fail to learn from history are condemned to repeat it now jesus taught in parables which were stories which were could have been true or could not have been true but it always taught a lesson his parables taught us a lesson god's
history is one big ginormous parable and you know what from that little synopsis i gave you you know what we learned from that history we didn't want another atomic bomb and we've not had one we learned from a mistake thousands of men women and children and property was destroyed in the bombs that bombed hiroshima and nagasaki we have to teach history and we have to teach it truthfully which of those standards that i told you would you delete from a curriculum in anderson county no none never after 9 11 there are many people stood up and said you leave the american arabs alone they have nothing to do with it we will not repeat what happened with japan those are the lessons we need to teach our kids right we need to teach our kids
what the 40s and 50s were when it comes to treating black i watched the people last night but we teach standards we teach standards of history and we teach those lessons and hopefully our children will learn from those history lessons thank you thank you mr martin uh any other board member comment before i move on to our agenda together well i would just like to say i would like to see patriotic [Applause] education and that's all i've got to say [Applause] we cannot do that if we do not look at the theories that are out there and actually critically look at our systems and analyze where there are problems and in my opinion i disagree that critical race theory is some sort of subversive uh framework i believe it is an academic study looking at
how racism has affected how our system has come to be thank you for breakfast and we have to follow the rules i don't mean to be the bad guy but you know rules rules uh sorry sir i i asked before the meeting would please anybody make sure he was on the sign up sheet and i have to you know we have rules and i have to buy the rules i'm not trying to be the uh mean guy i am in fact i sit here tonight and i listen to each one of you all whether you agree with each other or not you may be very proud and honored because you all showed respect to each other and i was very honored and very proud to say i'm from anderson county proud of each one of
them when i go to work tomorrow i'm going to brag about how the anderson county people do things you know and thank you uh i don't um that being said we've got a big agenda uh you're welcome to come back next week next month and remember when you come back we got a sign please sign up and stand up here and say your work and you're welcome to come back but that was all that signed up again thank you all god bless you and y'all welcome to stay for the rest of the meeting or you should be a journey all right construction update all right sir you're good evening folks how are you happy to be there with you this evening um i'm going to default most of my time to mr dodie who's got
a more detailed summary of mr crossfield could you please pause for a moment yeah they want to uh people in the audience want to hear and there's people leaving [Music] thank you mr hospital can you please proceed sure you're no problem uh happy to see everybody this evening and uh be with you virtually this evening i'm gonna default most of my time to mr doty who will have a more detailed report of the recent events at the job site and progress being made there i i will say of the kind of three nagging items we've been chasing we it does feel like there's light at the end of the tunnel we're closer every time we talk about it there's definitely been a more concerted effort to chase these problems down and there is an open
working atmosphere between the different groups to find the the remaining problems so i am pleased we're making progress i'm sure like the rest of you you'd like there to be no problems and you'd like us to be out of the way completely and i i agree with you but with that barring if you have any questions for me i'm happy to try to answer those but uh mr doty has some things to add i'm sure dude and thank thank you all for having me tonight just a few things as mr hossfield mentioned we've been talking about these three issues for several months now several meetings and i'm happy to to report that cmta your engineers have declared that we are down to one issue the one issue that remains is the outside air unit that
unit brings fresh air into the building and mixes it and disperses it throughout the school and improves the quality of air that that your students are are taking in so we're down to that one issue we have a good plan for that piece of equipment we are awaiting parts at the moment we had a list of the manufacturer was in last week along with all of our team to work on that and and they developed a list of parts that they want to switch out and upgrade so that we can get that unit up and running and we're expecting a delivery date to be published on that this week so we should have a firmer id as to when that piece of equipment will be up and operational because i say cmta has has said
they're satisfied with the performance of the other two issues that we have struggled with for so long so as mr hostfield said we're making progress and we will be taking care of the last one very soon thank you mr doughby are there any questions for mr costa or mr dobby have we had any more problems with those bombs okay you know the crazy okay that's thank you we we're not looking at any like additional funds for these values no the the last rebate issue thank you all for the update we'll move right along uh construction payment for the anderson county high school hvac project bg 19-0-6-1 consideration through the following construction payment for anderson county high school hvac project 19.061 is recommended summary number 26. packing walker 38 344.10 uh landmark sprinkler 7 340.86 tucking

have to approve the school year that you've already completed but it is it is that we have completed the 160-day calendar term for the previous school year what you have in front of you is the explanation for that calendar it is up to date uh it has already been approved by kde i have received that from them here this evening to request approval of this calendar so that all right athletic budget requests for consideration through the 2122 district at legislative who's here to speak in the first question director mr dixie curry's here as well and if you know um we did select um our athletic director um for the purpose of uniting and um really working um having one position that works for the benefit of our children and student athletes um k through 12.
so mr kearns has worked very gildedly with our finance officer ms moulton um to create an athletic budget that's kind of a few additional costs specifically for the elementary athletics that we would like to add for the next school year he also did a really good job of outlining other costs so that it would be included in the budget that we've had before so that you can see that as well there are nine large additional items added to the athletic budget the majority of the increase in cost would be the other items that we have done in the past as well as some of the elementary items are there any questions regarding the budget now this isn't the salary for now it isn't the right question that is not sad this is um the budget
that mr curran's put together that he will work with our elementary middle and high school coaches and and his team to ensure purposes for the upcoming school year i do have a question i don't see it on here and i thought that we were supporting uh fast fishing it just gets stopping though oh i was just i didn't see it in the background just curious because i thought we you know the new sport was fast fishing second a lot of times in school the last two to three years um to propose the high school business budgets a couple of things you may notice on there that are new the nfhs network equipment and installation uh the nfhs is federation of high schools athletics um the khs at a is the state level that base their
you know we're member school of the hsa and they're requiring a 2025 back all of your schools have nfhs cameras um that's where we can broadcast our events we already have that on our football and our uh high school basketball court i mean we're slowly phasing that in that's what those additional thank you and i hope you enjoy your new position thank you most approved with adding the fishing on there all right we got a motion in a second all in favor any of all most thank you [Music] all right special education uh education independent service contract recommend uh recommendation to approve the entering into a uh independent service contract or special education child here that conflict of interest yes our all three briefings market focus here also passed one student that we've been required
to request exit by support attorney um to government to include the contract with a new conflict with our current special education director and members of the family so we'd like to make that request um to just provide services make a motion approved we need to accommodate every kid yeah i'll second that motion all in favor any director and normally you would see names on the list by school at times those changed during the school year sometimes positions are students excuse me members are switched schools just because of needs and purposes and demand side this year so that's why you not seen names specifically identified so someone switches position in the middle of the year um just due to maybe um name or um a mid-year hire um we can use the physician versus the actual
name so that's just a brief uh quick reason why you don't see names this year and only submissions right question is um okay fundraiser approval mlb award principal team request approval of the fallen fundraisers we receive will benefit family math and reading night field trip costs school-wide presentation and playground equipment little bikes cycle 18 21 to 5 20 22. tony ice 9121 4122 school store.com 9121 through 522 spirit where 8 1 21. foxtop for education 18 21 um we have another request added with that and this is sample street elements and principal time awards if you request the free or the following fundraiser school mall program september 13 21 proceed to benefit playground equipment uh toy ice 2021 school year proceeds to benefit playing ground equipment art to remember august 11 through the 17th 21st
uh proceeds to benefit the art program pottery painting november 8th through december 3rd 21. i proceed to benefit school of technology uh scout listed book fair october 20th 27th 2021 to march 2nd 9th of 22 percent proceeds to benefit stems material and books for students little caesar pizza kit september 13th to 23rd of 21 for c benefit music program dairy queen fundraiser august 13th 21 proceeds to benefit music any opposed motion carriage let's peach keep that checkbook ready i'll be at dairy queen on august the 13th i'll see you there all somehow adult meal price approval based on the calculations sent to us by kte the adult meal prices for 2122 will be 250 for breakfast and 4.35 for lunch the price must at least equal the reimbursements will be received plus the usda then
we round up to the years mr fields so it's based on the reimbursement rate uh when um when we were operating under the normal school breakfast program and national school lunch program our reimbursement wasn't as much because we had paid students and they paid amount plus uh the usda entitlement was not equal to the pre-reduced amount so that allowed us to have a little bit lower uh price for adult markets to launch this year since bronze um and i'll talk about that in the next section with summer options once again getting a much higher reverse break for all kids eating free um with uh a single summer so that would just call [Music] oh okay next on the agenda is sir plus problem uh we've got a list here from uh consideration through the following
surplus request items will be sold donated recycled or discarded properly all these are from the anderson county high school agriculture department you'll see each item on there i'll just basically uh tell you what this item is fertilizer injector meat salt hydraulic instrument uh cement mixer soil trader flow lamp refrigerator flat screen tv small engines it looks like it's 15 ohm motors two drawer uh following any questions about all the circus items there's more [Music] teachers desks councils and roads and then stafford street elementary uh student cheers and student bids bringing you all the bikes just experienced nice ah motion carriers the next item on the agenda uh the anderson county high school archery king request permission to attend the out-of-state trip to myrtle beach to participate in the nasp championship tournament is this just asking
permission i if that's the case i make a motion to include the extra county middle school archery team no second jason collins look closer to florida okay ain't fun recommended approval of the anderson county community education program's annual allocation in about 33 123 plus 5 000 known as the local board match in order for anderson county to qualify for the 20 000 and annual community education state grants our ace director miss elizabeth does an amazing job organizing and continuing to run our community education program she also helps um with our high school virtual programming as well every year she does seek this so that they can't get the actual grade dollars to match so um she again is requesting this match she does every year um one of the things that i would encourage um
now since we're back to normal it's cold and all hopefully it's unballed away uh i would recommend that board members if they have graduation please participate you know those people that go back to school you know it's good to give them a helping hand courage and to continue on i would ask you all please consider in that for anyone that doesn't know this building is located on woodford street uh first building on the left right across the railroad track you've probably gone by there they always had a little catching something written there on the sign and that's the uh community education program there motion to approve i'll send it rosemary all the food consideration prove the american rescue plan all right thank you yes sir mrs janna walton and our cfo continues to do great
work um with our sr funding as you know she does a lot of research and makes sure they're in compliance with all the state grants all the federal funds and she prides herself very much on making sure that administrative teams and we're working on the budgets and spending plans as well as we're spending those times to ensure that we stay within the guidelines of all the federal programs part of that is the assurances that we agree um to when we approved the funding that we received so um the assurances for um sr3 um as you as you said before a city plan is coming we have not created that spending plan yet it is defending again but we're also seeking and getting and supposed to be receiving additional guidance during the telling of this week
so with all of that being said are there any uh additional comments or if anybody [Music] this is just our agreement that we will follow all the federal regulations and guidelines for the money that we're receiving and with this sr-3 money we have to make sure that we spend at least 20 on intervention that's the big piece of this and this this piece this time came from the federal government indicating that we had to spend 20 on intervention whereas with vessel 2 that guidance came directly from kde indicating we needed to send 85 on direct services so that's the difference between sr2 and sm3 this time one of the things that we are going to be we've been as mrs smelton said and her finance report is that we're just tracking very closely expenditures for
us and as you know we can spend a lot of money spending a lot of money this week and next week and in june on our recovered body camp so our children are mastered standards right now um during our programs and the funding for that is is through the estrogen so i just wanted to make sure we all uh remember that also the sr3 spending as you said for intervention that is specifically for intervention meaning additional services above and required from content standards that we were talking about earlier with that being said um the process that we're taking is working with the administrative team to ensure that um when we're tracking standards to see what other additional services they believe after looking at the day that the standards mastery is they recommend for the spending
um i firmly believe that we need to look again closer at what our students need to still master and see what else we need to do to support our students we are required to use 20 percent of the funds for intervention we will do that but our team our administrative team mr murphy all of our directors have done a really great job of looking at the data and i firmly believe that we'll use that data in order to create the spending plan that will be around the majority of it will be around learning loss [Music] um he opposed uh district funding experience recommended free will 2122 edition assurance is required by kde for the federal and state um planning assurances are similar to the excerpt which is different money so um we do get federal
refunds uh significant amount of special ed services to make sure that we have our special needs students and their maze met we also have part of one um it's nothing it's title one part a improving the academic achievement of the disadvantaged title ii teacher quality and professional development opportunities for our teachers and title iv has several different components including safe and healthy schools effective use of technology and well-rounded education and essential and already prevention special education so those are the big lots of money that we get federal dollar-wise and why we have to provide these assurances every year to ensure that we are like i said before staying within the guidelines that they provide for us seamless summer food requests consideration approved the seamless summer food referral request i guess it has no seams so
uh during cobia we transitioned from the national school lunches for breakfast program to do summer food service program this past year so they will not and of course we could feed all kids free and that was a tremendous blessing for our community um the way that they're going to fund the possibility of all kids meeting free again this year is using the sequel summer option it differs from the summer food service program only in the nutritional requirements and some of the paperwork it's basically an extension of the national school lunch and school breakfast program so the summer food service program is a little bit more relaxed this is a little bit i mean this is the same pretty much the same guidelines we have to use normally um but all the meals are reimbursed at
the free rate which is considerably more than what we have been doing with the cp partial cvp so that that would be good so that's the uh request that we participate in the scene with sunrise and so off gets any free advantage does he get the same dietary requirements you used to have yeah so glad you know we didn't we didn't go completely away from the guidelines because we knew we're going to have to come back so these are the current guidelines with some waivers we have waivers for sodium uh whole grain real-time requirements on the congregation there might be some more wafers depending on the availability of some foods uh right now there's some shortages so you know but pretty much it's the same time so basically let us catch up and so you're
saying all schools kids all school all kids all school kids well i'm thankful to hear that because i know there's children out there that have to accept free lunch it's an embarrassment for those kids to be in front out there getting it i know because i was one of those kids and i've always believed that kids got enough pressure without having another thing that added to the plate so i'm thankful that all our kids want to eat food this year most approved mr chairman we got a motion second nice second jason all in favor aye any opposed motion carrier mr phillips thank you yes thank you mr phillips are you hard working good job all right all right uh community eligibility position consideration continue to continue the community and elderly 21-22 school year all right
so in a normal year we have the boarders approved all kids at sample ecc and ams being part of the community eligibility provision and eating free remember that's based on your identified student percentage which is the number of kids that qualify for snap benefits can cap medicaid free all right so uh we are uh what i'm proposing is that we do that again but now the the great thing is we're you know the question is can we add another school you know what would we be able to fund that uh with revenue from uh partial cbp and uh with the a la carte sales could we fund uh doing that in hospitals or can we do oh yeah either at another law school we're gonna have an opportunity this year uh since all kids are
eating free anyway we're gonna get the data on how many kids will eat free no matter what all right with our normal servant then we have last year's data but that's us handing out a box lunch is completely different if if we're allowed to do our normal multiple options and all the carb sales and everything like we we're normally going to do we can see how many meals we're actually going to sell in the cdp scenario and then at the end of the year we can take that number of meals and whatever our isp percentage is if we try to do all schools would be 42 or 43 would be pretty low but you could see whether or not uh uh you think we could afford to all schools uh but at a very low
reimbursement plus a la carte sales extra sales would that be enough uh to make it uh you know the aspect or or could we afford to add another school maybe elementary schools um so i think it's going to give you a lot of good data to look at at the end of this year since everybody's getting free anyway and i think next year you all be able to you know make more decisions about seeing people based on this year's thing do you think you'll have an increase in more children eating less now since it's free the ones that used to bring their lives more i think we will um mrs rogers knows more because she's actually implemented discipline at mercer county but uh based on our current numbers i think breakfast will be uh the
biggest increase and lunch will increase by 10 based on our previous experiences i remember we added the middle school but we really didn't get to implement because i'm covered so we only had the sample on ecc so it would be really interesting to see all the data but the good news is i'll give you free you all have a lot of good data to look at for next year uh this time next year as far as making decisions christian would you make sure that gets in the paper and do you understand that most of the proofs with the exception of the school board thank you thank you christian all right banned course funding request 2122. anderson county high school principal this place is approval banned and corresponding for the 21-23 school year for the following
amount banned 9 000 course 2000. i can say because of my my former position as vice president of the band boosters and because of my wife's current position as president of bend boosters uh i would like to abstain from voting all right that's the record show jason staney you know i ca i was gonna say this jokingly i was gonna stand because when i was in school they uh put me way back in the back and of course they just told me to stand there but i'm just joking about that they were out practicing today after a tree it was hot we had a very good plan yes the abandoned course all right anderson county middle school report of donation oh always good to hear reported the donation for board policy uh zero four six
one attached is a report of donations received by the anderson county middle school for 21 22 school year this is just for information and does not require a board approved let the money come on in here don't thank you all donations thank you whoever made the donations thank you always appreciate it marsha for making it bigger [Laughter] is the uh tennis court and track construction area uh this is an estimated repair and resource resurface the court for twenty two thousand and seventy eight dollars who's here to speak mr kearns here as well as mr jury they worked jointly together to work with idler fantastic solutions technology thank you um to get the quote um the estimated repair resurfaced of course um and it just costs 22 078 and it goes through and lists all the
things that go along with that i'll read those clean the course with the pressure off your sprayer spinner and lower two repair split seams and if you've been out there and played i have my daughter's legs i played with her and there are some needs for this with the scenes um and any gathers are ripped from the perimeter of the cork surface um it has enough since things cannot be repaired until the surface of the fork is 140 degrees so we are working with the temperature um timing on that for this so it's raining and it's in the temperature is less it's not going to be done until the temperature reaches this so that it will be successful for repairs three with cell one acrylic or surface or coating at a rate of .08 gallons
per square yard the acrylic surfacer is still with 60 mesh sand at the rate of 50 pounds per gallon four and saw two color coatings at a rate of um 0.05 gallons per square yard province will be mixed with 90 mesh sanded it right up to 7.5 pounds per square yard per coat and we don't have the color determined yet it's probably going to be white we can talk about that okay okay just depending on what we decide um and then lastly install the plain one to usta specification support will be laid out and taped off primer stripe right will be installed to prevent the bleeding under the tape and two cuttings of texture and wine paint will be installed with a tennis court line now we are also requesting the next to be replaced
also at the cost of 175 175 per minute request as well uh one thing i would like to make a comment and i'm getting old but i've been sitting here for 10 years i don't think we've spent any money in 10 years on the tennis courts i've been 30 years well so i recognize about time we do absolutely well i would like to see some metal bleachers added to this because there's no place to sit besides that brick wall i've been there and done that and my tennis players in college now but i know their parents that are out there sitting on that brick wall would appreciate a better place to sit mr um jury and the memphis birds have researched that it's obtaining that we may want to look at that and we can
put that on this emotion with the understanding that they will take the best price or we can bring that back to you for approval whichever way you would like to make that motion that's your choice um but we didn't have options mr drinking researching that and they've been looking at that as well um do you happen to have a rough figure what type of costs can we bring that back in front of us with the price and this is another motion i recommend that for two reasons one um i would like to recommend the cost for this purchase be taken out of capital outlook and then so i make a question that we go ahead with this proposal project repair and resurface the tenants 22 000 78 dollars with the additional cost of the net
with uh opposed would you all please try to give us quotes and figures and bring it in front of us if you can next month i think we need to uh let everybody know that the public can use these courts um you know there are some people that have come in and used the courts that uh you know on the weekends and things and they're not being used and we welcome that anybody well we'll move on thank you mr speech for bringing that to our channel all right the next thing uh that's a pain we're gonna go through here is the pain but we gotta do it policy and procedures updates yes all right we're going to get started policies and procedures i'm going to read the edits the add-ins and the links to each
of the columns i'm just giving you that morning time um we'll do we'll do the procedures card excuse me the policy expires [Music] all right the first one is policy 0 1.1 it's a recommendation due to court litigation um there are two pages with two small edits the first one is um um in line two under goddess of non-discrimination which is an inclusion of sexual orientation or gender identity and the second one is on page two and that references to corn kay with that being said you're going to see multiple add-ins because this recommendation is made in multiple um policies um throughout the course of um these procedure updates any questions or comments regarding that one there is a reference to boy scouts on there um is it still boy scouts or is it just
scouts now that's a great question i think that may be i think you're right good question uh the second policy is um board records it is a legal update either house bill 3 12 amending multiple areas of krs because of chapter 61 by changing this process and formatted policies requesting open records for the public and i am going to brief this does make a few changes um to our process the first one is records of the board are subject to inspection and provided in particular commercials act we already knew that that's why i look at it again there is some deletions and some add-ins in the second paragraph excuse me the third paragraph um it says that procedures shall be displayed in a prominent location accessible to the public and trusted on the district's website
in addition to the procedures the web posting shall request form issued by the kentucky general assembly and when another edit is [Music] 031 this is for clarified personnel as promised before it is the same language it is the same um court cases reference there's an add-in under paragraph two that states inclusion sexual orientation or gender identity the only other change in that policy is on page two that's the add-in afrostocking versus clayton county georgia their references to the um litigation any questions on that one okay thank you the next one is a label it is the policy 03 14 certified personnel for health and safety it is due to ocean regulations requirements to report certain injuries and death you're going to see this one certified and classified policy um this is a three-page policy the
changes are on page three and i'm going to read those just so that we all know what those changes are according to captives amputations hospitalizations or loss of an eye and these are the district requirements district showers in eight hours make an oral report effective labor pattern including any death resulting from a heart attack or a hospitalization of three or more employees including any hospitalization resulting from a heart attack which occurs in the work environment or is called or contributed to by an event in the work environment that the paragraph the district's showers and 72 hours making oral reports it has a local cabinet and an education centered by an employee or employee's loss of an eye or hospitalization if you were with three employees which is any questions regarding that policy the next one
is illegal it is also the same um policy add-in because of the court case um to include this is for certified personnel harassment discrimination policy 03.162 the add-in is including sexual orientation or gender identity that one is a four-page policy and the only other edit is the next one is legal uh house bill due to house bill 258 grade and foundation uh benefit components for individuals who become members of the teacher's retirement system on after january 1 2020 and this one is retirement for certified personnel you're going to see this i'm not sure if it's in the classified or not 03.175 and as you see down in paragraphs or about midway down you see an add-in that states for personnel who become members of the teacher's retirement system on before january 1 2022 payment for
unused sickly day shall not be incorporated into the annual compensation used to calculate the retirement allowance in the salvation benefit but may be deposited into the member supplemental benefit department you all know due to the hospital 250 eggs that's for teachers okay and then the krs is quoted down below the next one is legal um again this is the same this is the same reference to the the boston versus clayton this one is a classified personnel so in 03.212 under equal employment opportunity the inclusion again is including sexual orientation or identity and the islands are added quote quotation of the um the case the next one is a legal regulation it requires the district to report the injuries in the desk this one is personnel under classified for health and safety is policy 03.24 um
i will not re-read that requirement that i just read because you know that it's regarding eyes indications and um and how we have um have to do that within that work environment any questions regarding that policy the next one is legal again it's the same policy this time it's personnel classified horizon discrimination falsies 03.262 and again it's involved with us at the first clinton county florida with the add-in of the inclusion sexual orientation general identity family interchange is again the added addition of the case next one is legal hospital 1992 which is the budget bill this is the two-page um budget fiscal management budget plan and adoption policy zero 4.1 and you see um two small edits and it's got here the 20 21 2022 school year district million dollars the board of education and
you all know this we've seen this before in politics this is a repeat they just changed the year is the only add-in on that and it's to a personal working base that includes a minimum reserve less than two percent of the total um and then they changed the house bill reference on the second flag any questions on that one all right the next one is a recommendation for electronic receipts and payments with samson and this is fiscal management accounts the policy is point three one one also discusses foreign attorney um recommend um and this is the add-in electronic funds transfer e-f-t the district may participate in properly approved electronic payments on behalf of the district may be made in accordance with actionable laws and regulations the board authorizes schools to accept the electronic receipts and
make payments in accordance with accounting procedures for kentucky school activity funds and applicable laws and regulations and then it references the accounting procedures below any questions on that one no the next one is illegal because of senate bill 171 uh amending krs 66.480 to allow 40 percent of the total money invested unless the investment is in a mutual fund as described below this policy is of investments policy zero 4.6 it is a three page policy with one edit on page two the page to edit is under excessive funds it is as follows the amount of the money the district invests in category options 10 11 and 12 above shall not aggregately exceed 40 of the total money invested unless this investment is in a mutual fund consistent selling of investments authorized above or any combination
there uh any questions regarding math okay the next one is legal um the language being removed below in the 2018 budget bill is no longer in effect so it's a deletion i'm not going to read all of that delete but as you can see there's multiple deletions due to a bill in this case 2018 that is no longer applicable so it's completely deleted under policy zero 4.91 fiscal management for financial statements and reforms are you all okay thank you thank you [Music] employment in accordance with the krx um transportation 06.221 there's a minimal atmosphere school for school bus driver um school bus school bus on page two um the big edit um is on page three of that policy under the first paragraph and that is um as such in a safety sensitive student transportation
position for five years that's the excuse me the only ad in there any questions regarding that the next one is a legal um 0 8 0 to include first aid and cpr training requirements and this is financial implications the cost of the additional training is the only additional cost but this is what it states um this is transportation driver and substitute training it is policy zero six point two three this is the add-in first aid and cardio preliminary resuscitation cpr training required all school bus drivers student transportation technicians and employees that transport students shall at a minimum receive basic first aid cpr training by a person with a balanced certificate as far as [Music] [Applause] uh the next one is illegal um revisions to 702 kar 5.0 uh eight this one is regarding archery on
school buses that equipment's in connection with the archery team this is transportation hazards in an arsenal buses this is policy 06.342 and i am going to read this one because there are some add-ins in the agents i'm not doing the relations but i am shall not write an entrepreneurial [Applause] exiting the bus the following are not to be reported on the school bus firearms or weapons either operative or ceremonial exception archery used in connection with the school archery team may be transported inside the passenger compartment and arrows transported in underneath storage compartment it goes on to talk about fireworks and explosives those are all same live animals except for the service animal necessary for our student to attend school and then it has quite a bit of deletions on that piece of it and then
also has another deletion um as well any questions on that policy the next one is legal it's the repeal of kar 6.045 to alleviate some of the administrative card on school okay services food service school nutrition new employees it's policy zero seconds one and it has a deletion of 702 6.045 which is more stringent and chairman if you would like be we'll grow for five minutes and then we'll come back
