001Mhm. >> Okay, Gaffney Board of Education regular meeting to order at the Gaffney Wallace Central Office building on 5-19-2016 at 1800 p.m. Please stand for the pledge. I'd like to welcome everyone. Everybody is here except Becky. >> I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> I need a a motion uh to approve the agenda with the addition Jody, you want to make it add? >> uh 8 F I add uh the emo memorandum of understanding between the city of Warsaw and Gallatin County Schools Information Technology Department. And with that uh I'll explain it when we get there. The uh Need a motion to approve or I'll move. >> I'll move to

002approve. >> Ms. Amanda so moves. >> Second. >> Mr. John seconds. Hearing no other discussion, all in favor signify by saying aye. >> Aye. >> Opposed same sign. Motion carries 4-0. Any public comments? Anyone? Public comments going once, twice. I don't want to be accused that I don't let the public speak. Three times. Next item five on the agenda, board member comments. Ms. Amanda. >> Uh I reserve for right now. >> Ms. Ashley. >> No, I'll just say congratulations to all the graduates since we don't get to really say anything on the graduation day. And to you. >> Thank you. >> Mr. John Jones. >> I reserve. >> I'm reserving also. >> Uh of six guy uh uh staff staff school reports probably your last one. >> All right. So, our FFA banquet went really

003well. That was last Thursday. We had a great turnout. Um we then um last Friday we had our senior sunset. It's kind of a new thing. Um it went really good. We had a good turnout. Everyone seemed to have a really good time. I hope to see that years to come maybe that'd be a tradition. Uh today senior walk-throughs happened. That went pretty good as far as I know. I just came from the middle school awards ceremony. Um those kids seem like they're all pretty pretty involved and I was happy to see that. And then we're preparing for state contest in June with FFA. That's all I got. >> Look like Brandon had a good time with the walk-through. Do you have anything else? >> No. >> Again, congratulations to you. >> Thank you. >>

004I wish you prosperity and happiness in your future. And I appreciate everything you've done on the board and I appreciate your input. >> Thank you. >> Moving on. Mr. Eddie Haskell. >> Final attendance or enrollment report for the year here. Uh attendance down a little bit from last month at 1338. However, our percentage up on the year. I did create a little kind of summary cheat sheet on page two if you guys wanted to look at that. Started off the year with 1346 enrollment. By the end of the year we ended at 1338. Uh that is up though compared to where we were in August of 2024. We were at 1330. I know talking with other local DPPs they've had a lot of trouble with losing a lot of kids. So, even though we lost

005a couple throughout the year, it it seems like very small numbers compared to some other districts. Um we do graduate our third largest class, 121 kiddos and uh that are seniors. Um we only have two other classes that are larger than that. Really happy this year that our district attendance stayed over 94%. We set out one of the goals that Mr. Arvin shot for and uh we accomplished that and if you look at that table kind of in the middle there, you can see some good data to show how that attendance has progressed um over the last 3 years. You can see how some schools have really increased their attendance. I think the lower elementary was the biggest increase over that time. The middle school continues to be the highest overall achieving school with over

00694 and 1/2% attendance on the year. Um truancy data was down this year compared to last year and to be honest, we were even a little bit more aggressive with working with our county attorney on that this year. So, that's a positive that it dropped about 17 and 1/2% filing truancy on kiddos. Um so, a lot of things with attendance are moving in the right direction and that gives us good momentum with the changes to state accountability. Uh state accountability is going to start factoring in chronic absenteeism. Not really sure what that'll look like or how that'll be factored into yet. Um but that's coming. So, with that attendance component now being factored into that, hopefully these positive gains we're making will will help us in that area. So, other than that, we have 2

007days of school left for students. Any questions? >> Is everything set up for graduation? >> Yes, sir. Our maintenance teams and custodians have been working really hard on all of that. >> And >> They've done a good job. >> What uh what timeline did you give them this year? >> With the admin? >> The date. >> When's your maintenance team supposed to clean all that out after it's done? >> Some will hang around and maybe touch on it over the weekend, but they they take that Tuesday dedicated to break it all down and get it all cleared out of there. So, um that's Memorial Day weekend. Last year some hung around and did some then. Otherwise, we dedicate that Tuesday solely to that or teacher work. >> Okay. >> Do you need to perform a

008job? >> Yeah, that's all right. If someone were to move it off the playing surface for you, where would you like it to be stored at? Or do you want to give a mandate not to do that? >> It depends on how well they move it and don't scratch up that surface. Probably that surface can probably be scratched up. >> It's not going to be set up anyway, is it? >> Yeah. We could if they're in there early Tuesday. >> um touch base with with Troy. >> If the stage is still there, we're not going to mess with it. So, the stage is still going to be there Monday, we will stay out there. >> I'll I'll get a final answer for you. >> All right. Appreciate it. >> Any other questions? >> Thank you,

009sir. >> Uh Mr. Tony Jury Uh Before Mr. Arvin speaks, anyone else got anything? Mr. Cole Finance W French doors All right. It's your turn, Mr. Arvin. >> No, I was just winding down the school year. Uh a A of stuff going on this week, gala taking place Thursday. Uh middle school awards going on right now. Uh just want to compliment Breanna on helping organize uh the senior sunset. It was a great event. She put a lot of work into that in communicating uh with her fellow students to try and help get everything done. Uh one thing I learned about her during that time is she does not have social media. So that made some of that uh a little more challenging, but kudos to you uh for being being able to do that. Uh

010and I mean that sincerely. But uh and then just to say echo what everybody else said, appreciate everything you've done being a student board representative uh and you're headed off to Murray. >> Yes. >> So I just wish you well on the far side of the state. I spent a little time down in western Kentucky as uh did Mr. Bushelman. So uh it's it's a great place and if you drive by Farrell's in Hopkinsville or Cadiz on the way down there, stop and get a burger. You're not going to find a better one. >> All right, thank you. >> You're welcome. That's all I've got. >> Thank you, Mr. Arvin. Everybody get a chance to look at SBDM? >> Yes. >> Everybody get a chance to look at HR actions? Moving on to item uh

011seven, consent agenda. Anything on the consent agenda? >> I make a motion we approve. >> Mr. Jones so moves. >> I second. >> Mrs. Ashley seconds. Hearing no further discussion on consent, all in favor signify saying aye. >> Aye. >> Opposed same sign. Motion carries four out of five to approve consent. Recommended action item eight, new business. Approve tentative budget for fiscal year 2027, I'll show move. I'll open up for discussion in a second. >> I'll second. >> Amanda seconds. Floor is open for discussion on the budget. >> I wanted to just tell everybody something or So, I'm going to name something. I just wanted to tell them about the bond. We we paid off one bond, another one ballooned up, but it's a net of about a 200 to 250 our thousand dollars savings

012bond our debt payoff which is coming in. >> And that was bond 14 we paid off and 15 ballooned or was it 15 and 14 ballooned? >> 15 and 14 ballooned. >> Okay. How much longer is left on the one that ballooned? >> I don't know. I think he said 10 years maybe. They're they're still for a really long time. >> So, I'll take it they ballooned and they repriced them at current interest rates? >> No, with none of he I did uh email the bond company and they said that none of our bonds are really eligible for refinancing because we have lower interest rates than are available right now. >> Okay. >> So, but we we do have a bond chart. I don't have it in front of me, but if you want to

013know when those are due >> No, it's fine. >> to you. I'm sorry. I didn't know it off the top of my head. >> Yeah, y'all spent that money down when you was high school principal and all before I got here. That was back in the old days when interest was like 1 or 2% Any other questions on the budget? I appreciate you answering all mine today. >> Anytime. I will answer any questions anytime. >> I'll tell anybody on this board if you got a question on it call her ask her to stop in and see her and she'll explain it to you. I appreciate that. Hearing no further discussion on it, all in favor say five saying I. >> I. >> Opposed same sign, motion carries 4-0. Review of school freezer repair proposals. Mr.

014David Aubrey Or who we got here from Cat Curry? >> So, they had they had three proposals for the walk-in freezer. And two of these companies had quoted some of this work before. And so, when they asked them to come down to re-quote it, they just updated their bids. The third company actually >> So, you updated your bids and proposals? >> They updated their quotes. >> Okay. >> And so, the third company actually came, walked it, looked at it, gave some additional recommendations of work to be done to make sure everything worked out for the best. And so, that was the Perfection Group, which uh I believe in looking at it, was the one that might have cost a little bit more, but um is the one that Ms. Brown had recommended because they were

015going to do some work on the roofing systems and everything else to make sure that um really thought that's what it took to get the issue fixed. So, this is in lieu of a total refrigerator replacement, which is way more expensive. >> So, you're you're recommending we go with Perfection Group? >> Yes. >> They're the ones out of maybe Shelbyville? >> Uh >> No, it looks like C&T's Shelbyville. >> Yeah, this one says Louisville. >> Yeah, Louisville. >> Louisville. >> Okay, they're relatively close. I don't think there's going to be a lot of difference money. I make motion I go with Perfection Group. >> Second. >> Well, only thing I got to say real quick on this, I understand why we get proposals and stuff, but I'd like to get back to us getting the

016bids. So that way everyone knows that everybody's playing on the same ground. That's all I got to say on that. >> Well, and we talked and I spoke with Mr. Bushman and then Mr. Lawrence who does a lot of those walk-throughs and for these things going forward, we'll make sure we've got a a written out scope of proposal to give to everybody and if they choose to recommend and do something, you know, above and beyond that, that's, you know, that's their prerogative, but they'll everybody will get a minimum scope um as we, you know, look at stuff going forward. >> All in favor signify by saying aye. >> Aye. >> Those saying same motion carries to go with What's the name of the company? >> Perfection Group. >> Next item on the agenda, item 18,

017review review approve new ovens for upper middle cafeteria. For upper and the middle school cafeterias. Pretty much going to be the same discussion on that. Um let me state it again, going forward, I would prefer to see bids so we know every what people is quoting us. They've all had the opportunity for the scope of work and uh request for on proposal and bid on those. And that way we know everyone is on the same page. Me and Mr. Arvin already talked about this. The uh I had some questions and things on it. He went back and verified some stuff with me. I'm okay with the Okay with it. That's just me. I'm one vote here, but I'm okay with it after talking with him. I just I I'd like to see the way we're

018doing it in the future changed so the scope of work everybody knows exactly what the scope of the work is. >> What's the direction that you would like to go on this as well? >> So, what was recommended um by Ms. Brown was the CNT design. Uh they're out of Shelbyville. Uh the other company uh Douglas Equipment is out of West Virginia. Um it's just a little bit farther >> bit farther. >> to uh to come and service and their quote uh was the lower of the two as well. >> I move to approve. >> Second. >> Ms. Amanda so moved but it's actually seconds. Any further discussion? Hearing no further discussion, all in favor signify by saying aye. >> Aye. >> Opposed same sign. Motion carries 4-0. Review approve new dishwasher for the upper

019middle school cafeteria. Any same objections on this item? >> I'm assuming it's the CNT again. >> Uh yes. So, that was their recommendation uh again being in Shelbyville versus uh Douglas Equipment out of West Virginia and it's also the lowest quote. >> I'll so move. >> Second. >> Ms. Ashley seconds. All in favor. >> Aye. >> I didn't know Ms. Ashley >> Oh yes. Yes. >> Uh motion carries 4-0. Review approve updated coach job description. Uh I didn't put on there I had Mr. Arvin review that. He researched the talking all the stuff. It had in there for assistant coaches and things and there's nothing in the law that says we have to do it. It had like a 65-hour minimum credit be a basketball or not just basketball, but I'm using that for example.

020>> Volleyball and all that. >> Volleyball. Any sports. You needed 65 credit hours doubled because of how it was written, so about 120 hours to be 120 130 hours to be a coach. >> Yeah, I think we we tend to do that just because of certified staff. >> Well, that that job that's used to be it's old rules from back in the late 2010s that job description hadn't been updated since 2018, so we just copied the KASB A double language to be a be a coach into the policy to update it. >> I'll also move to approve. >> Second. >> Who seconded? >> I did. >> All in favor here no further discussion. Opposed. Motion carries to update 4-0. Uh out of nine we're nine are in attendance. >> Eight of eight. >> Oh, I'm

021sorry. Uh Go ahead Mr. Arvin or Jacob on this one. >> Uh the Warsaw Police Chief reached out about uh setting reached out to Mr. Level and he brought it to me. Uh they they need some tech help. I think they had somebody from the state that came in and recommended they partner with the school because we have uh individuals that have some of the training that they are required to have. Um one of those designations is being the Lasso. I've been that. I can't remember exactly what what what that acronym stands for. But, um so, this would just uh lay out and and document if our tech department uh were to after school hours go do any work with them, basically, that they would pay them the same salary, you know, same rate of

022pay that they make here if they're doing any work for uh the city. Uh to help them out with any their tech-related issues until they get a contract with uh somebody else. And so, I think we have to make one slight amendment to that to just make sure the words if available get added because they're not required to do it. It's at their discretion if they are available and and able to do it. So. >> Yeah, there was a I think that was a slightly older version that we're uh just minor tweak I made to uh that's not in that version. So, if you approve it, just approve it. Um subject to my revisions, which is only like four words total. >> Yeah. >> Okay. Since we do a memo of understanding, does that join

023the hours of labor in a week? I mean, >> Yeah, if they So, if they work 40 here and they get called out like 2 hours on Saturday, they're going to be paying overtime rate. And that that's in there that they'll be paying overtime rate. >> Okay. But, there won't be any place where we end up paying overtime because they work there. >> Yeah, it'll be a pass-through. I mean, we Yeah, we will we will be paying it all. The school district will be paying it all, but they're reimbursing the same exact So, it would be a pass-through. >> charge them what >> Yeah, it'd be a complete pass-through. >> Can I ask a question? Cuz we had this agreement with the mechanic from Carroll County. >> Yeah. >> And I charged them the overtime

024rate and all of the expenses, but, you know, it's it's time and effort to create the invoice and keep track of their time for everybody. So, did we include an overhead charge in addition to the payroll and the expenses. >> No, they didn't. >> That would be nice. >> Well, I mean that means you know, maybe I'll need to talk about that. I mean, frankly, >> the first I've heard about it. Well, I would you know, it would be nice to add a little bit of percentage in there for time and paperwork. >> that is not in there. >> I should have actually about what would the cost be for us to send them down there? >> I would have to look up who's going and what their their pay rate is and I mean,

025all that will get reimbursed. I'm just I've already experienced this with the the mechanics we've been sending down to the county buses. So, >> My my more practical is make them do their own invoice. >> Absolutely. >> Then they can bill it. No, I mean they break down the people and then you know, >> No, they should be. They should be invoicing us. We should be reconciling it with our hours and making sure. So, there should be no question. >> I mean, so instead of like if he did spend 2 hours down there, you know, do 2 and 1/2 half hour for preparing an invoice. >> them through our payroll though. Then I have to invoice the city to pay me back. >> You You could still get an invoice from them and you reconcile

026it. >> I can. It still works for me. I mean, I'm just saying it's it's nice to consider a little bit of an overhead to cover that kind of cost. We don't have to. I mean, I did it for California and it and >> It makes sense to me. I mean, I don't even care if you do it, frankly. I mean, >> So, yeah. >> David, I'll talk about that. >> Yeah, you're the admin. What's >> Yeah, I mean, if you want to add, you know, 2% 2% fee or something on there for for overhead. >> Administrative services fee. >> Packaging and handling. >> So, that'll be per your revision. >> You can do what? >> That That could be part of the the revision. I would be in favor of doing that. There's no

027sense putting added work on our employees that they're not getting >> All right. >> reimbursed for. >> Yeah. I agree to add that to Jake's too. >> Okay. That's one of my revisions. >> I have a quick question. What about mileage on that? No, I'm just saying like if I get a call on Saturday, I'm sitting over in my house in B and I got to drive over to Warsaw. >> Just keep track of your mileage and I'll bill them for it. >> I need your time. >> Yeah. >> I'm just saying. >> Yeah, I think it's it's written time for you know >> to be cheaper for them >> When you leave to get over there. >> Yeah. What else they won't do it. They'll find somebody else if it's >> Yeah. >> not

028cost effective for them. >> All right. I move to approve with all of Jake's revisions. >> I'll second. >> All in favor signify saying I. >> I. >> All same sign. Motion carries with Jake's revisions. Item 9A enter the executive session under KRS 61-8-1 0.256 and ask for discussion or hearing with My Glock dismiss or expulsion of Don Kenny student. I'll so move. >> Second. >> Jones seconded. Amanda thirded. All in favor signify saying I. >> I. >> All same sign. We are now in executive
