Mhm. >> Mhm. >> Special meeting to order at 16:17 or 16:18 at the Galeton CSD Wallace Central Office building. Mr. Jones is here, Ms. Barger, Ms. Melinda is on her way and I don't think Ms. Ashley is going to make it tonight. The uh need a motion to approve the agenda. I'll move. Ms. Becky so moves. I need to uh second. Mr. Jones seconds. All in favor? I. >> I. Motion carries 3-1. Stand for the pledge, please. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh, need a motion to approve the agenda. Is there needs to be no additions? We did We just did that. Oh, I'm sorry, Ms. Becky. We can

do it again. >> it backwards, didn't I? Agenda then the pledge. Uh, any public comments? Anyone? Hearing no public comments, board member comments. I'll start with Ms. Becky on that end. Uh Well, so I'm going to be on vacation for the May meeting, and I'm also going to be out for graduation. So, hate that, but that's just the way the calendar fell this year. But, Breanna, I wanted to say I really enjoyed having you as a student board member. I think you've added a lot to our group. Um I hope you'll keep in touch with us and let us know how you're doing at Murray, but yeah, I won't be uh I won't be here in the May meeting. That's all I got. Ms. Becky should have that $1,000 check she normally gives in the

mail. Right. Right. Right. I think board policy is if you don't make the meeting, make graduation, you got to double up. That's why I sent you the uh Mr. Jones. I don't have any. I'll reserve hearing uh staff school reports. Uh Ms. Breanna. Um softball and our both of our track teams are doing great. Our both of our track teams were the NCKC runner-up. So, that's really great. Um we had a blood drive today up at the high school. That went pretty well from what I hear. Uh prom is this Friday at Receptions in Erlanger. Our FFA greenhouse opens this Saturday from 9:00 to 2:00. It will be open every Saturday up until graduation except for, I believe, May 9th. And then, senior decision day is May 1st. That's all I got. And what all

will you all have in the greenhouse? Uh, like tomatoes, I believe peppers, all kinds of different flowers. I don't know all everything specifically, but Okay. So, pretty good selection >> for the public. >> It's full. Okay. You got anything else, Ms. Breanna? That is all. Um 6B, enrollment attendance report, Mr. Eddie Bushelman. All right. Yes, sir. All right. Short and sweet, you have a copy of that in front of you. Enrollment is somewhat similar to where it's been. Attendance continues to stay up over 94% in the district overall. Um Other than that, nothing really glaring standing out on the attendance report. Um kind of made it through sickness. Hopefully, we can finish out the rest of the year strong. Great. >> the big information. Any questions? The uh How do you think we'll finish out

for the year? In As far as attendance-wise. >> it'll I think the the trend is is really good. We we took a little bit of a hit on Good Friday. Um but otherwise, our attendance has been relatively strong in most of the schools. Um so, I I think you know, I think we'll be pretty good as long as everyone stays healthy and finishes the year strong. I don't think anything else. Does anybody have any other questions? No. Thank you. Uh Was anybody going to do Mr. Jury's report? >> I'll I'll do it. You can combine them too if you like. >> Yeah. So, uh and just a couple things uh participated in the blood drive over at the high school today. Um you know, we've got uh state testing coming up. Everybody's been trained. We've

got our last round of i-Ready testing that'll be going on very soon. Um so, uh would also like to congratulate uh found this letter in my mailbox. We had a couple of students. Uh one, uh Mr. uh Harrison Slaven that was accepted into the Governor's Scholars Program for the summer. And then uh another student, Ava Arnold, was selected as an alternate. So, hope you know could be an opportunity arise that she gets to participate as well, but that's you know, great uh kudos to them. Uh that's that's a very rigorous process they have to go through to be able to participate in that. So, uh other than that, we're just uh doing everything to get ready to wind down the year. That's it. The uh quick uh couple quick questions for you, Mr. Harmon. Uh

Tran, did we get all that straightened out with him? Is that Uh as far as I know, we're uh still still in the works. Okay. Um we are this Friday when school times finish, doing the the testing with that cable and running it. That that whole thing. Okay. >> This Friday when students are not in the building. Still working on it. And then the uh we got the scoreboards and stuff fixed and I believe The the high school one um we had we had looked at the possibility of even perhaps something new. Can we just buy a scoreboard? No. You're talking about the outside one. Yes, sir. He's talking about something in the gym. Oh, in the gym. I'm sorry. Outside ones get they get fixed. So, what we got in the gym now that

you brought it up? We were investigating whether or not to upgrade that. The time will be coming at some point. I believe that's roughly 15-ish years old. Well, and we've got to add a shot clock. >> clock. That's where the conversation >> Within the next year and a half, so that's And then I think you're going to want to add those wrap-around things around the backboards. Mhm. So, that when it hits it you're out. I thought like Mr. Jones just volunteered to work with it. Did I understand it right, Mr. Jones? And bring a recommendation back to the board? You did understand that right. I will. I'll work with you. That's the way I understood it. Was that correct, Ms. Barger? Ms. Dunaway? I think it's correct, yeah. You've been voluntold. Good enough. Yeah. Appreciate

that, John. So, John, backboards. Uh And also, there was something else I was going to ask. I wasn't important. I'll think of it later. You'll call me. >> You got anything else, Mr. Arvin? No, it's I'm good. Oh, you're correct. I will. Uh moving on, did everybody get a chance look at the site base attachments? Yes. Everybody get a chance look at HR attachments? Yes. Any uh questions on the consent agenda? I would move for approval. Ms. Barger so moves. I'll second it. Hearing no further discussion, all in favor signify saying aye. Aye. All opposed same sign. Motion carries 4-0. Item 8A under recommend actions new business, review approve the amended 25-26 school calendar. What changed on it? For this year for the calendar, that update is just um showing the days that we missed

for for snow, which I believe were all three in December. And um to make that work, um we give those three days, add them to the end of the calendar. What we changed with we already uh boarded already approved February 16th becoming a work day for staff, and that was taken care of. That would add two days at the end of the year for teachers to make up, and then move closing day to May 27th. Um that still gets the students out on time, allows for graduation to happen on the 23rd. Staff would come back and finish up two days after Memorial Day. Okay. Any other questions? I move to approve. Ms. Amanda moves. Second. Mr. Jones seconds. All in favor? Aye. Aye. Opposed? Motion carries 4-0. Moving on, item 8B, review bid for renovating

gym floor. I believe that was the only one we had in. Uh that's the same company that done our middle school, correct? >> Correct. Anybody have any questions on that? Is that competitive? I mean, I don't really know what we were expecting. Yes, that's about $10,000 less than I was expecting. Okay. I'll move to approve. Ms. Becky so moves. Second. Mr. Jones seconds. Yeah, they've got the first week of August if they're going to do that. Yeah. Pretty good on that. They'll come in uh they said it'll would about 2 weeks. Get it all sanded down, laid back out, and if we have to move anything for volleyball that'll be going on inside the gym at that time, they can go to the middle school. Okay. Hearing no further discussion, all in favor signify saying

aye. Aye. All opposed? Motion carries 4-0. Mr. Weaver, you approve second reading of resolution 47 of the board policy and procedures. I'll show move. I don't have to read it again. Nothing changed, right? We heard it the first time, yep. Okay, I second. Ms. Bland seconds. Hearing no discussion, all in favor signify saying aye. Aye. >> Aye. Opposed? Myself. Ms. Burgett? Yes. And to let everybody know, Ms. Burgett did explain her reasoning and stuff last board meeting, so if anybody's got any questions why they can go back and watch it. She had good reasoning behind it, so everybody knows. Motion carries 3-1. Item 8D, review approve salary schedule for 2026-2027. Okay. You all got a copy of them, and I'll stand up here and talk faster on my feet. Why I don't know, but believe

it or not, I can. Okay. The way I'm doing this this year, when y'all make a recommendation, John and them last year when we went through, we fixed I think it was cheerleading last year and one other one. So, when I looked at it this way, you heard John and Ashley last year about looking at it, but then when we done the temp across board and froze it for 3 years, I told him we would take a look at it this year. When I was looking at it, I was thinking, okay, what's an easy way we can come up with that when the board looks at this, we can sit and say, this is exactly what it's costing, instead of having to go through all those line items. On that paperwork you got, if it's

in the red, it don't necessarily mean that it was abolished, it means we just cleaned it up and moved. On the first page there, I believe it was, there was what, seven or eight uh For the uh uh All the >> department department heads Yeah, for the department heads. So, we just put all them under uh lower elementary department head and then put the number of them we had off to the side instead of having all them listed individually. We cleaned them up that way. And if you move on down through the pages and stuff on it, the I was looking at also, okay, if we say, how much are we spending for coaches? Cuz even Mr. Arvin asked me, he goes, I just thought you'd bear with me, there was a method to my

madness. And I thought that as we got through it, he kind of understood it. What I was wanting to do was, when we done this, went through it, I looked at John's recommendations, and then and say, Mr. Arvin was wanting to ask the coaches, instead of just saying, okay, we're going to add two more coaches, I decided to say, okay, we'll go to a lot each group, boys and girls, so it's fair. X amount of money for each area in the stipend for the sports. So, just like football, when we got done, went through it, we come up with 22,500 is what it'll cost us for all the coaches from head coach all the way down. Basket baseball softball, boys and girls both, it'll cost us $14,000. That's for all the coaches. I don't care

if they want to put 50 coaches in there, all they get to spend is 14,500 or the 22,500. Basketball, I recommended 30 on it because of the areas and stuff when John and them looked at it, they looked at all the districts around us, what those positions was paying. Limit, 30? I think it was >> Combined? Yeah, for boys and >> be they'd be 15 a piece. >> Yes, sir. Okay, that makes sense. Yes, sir. All that paper, when you look at that paper, If they were combined together, that makes sense. That's fine. And and the reason I done it this way was when those boys and girls combined how you all divide that that's up to you all. On that sheet of paper, by law, I think we have to have that sheet showing

exactly what each individual want. But for the board purposes, make it easier when we look at it going forward we can sit and say, "Okay, last year we was uh total cost was 30,000." I done that for every sport on down through here. When y'all went and looked at it, they took all the districts around us and said, "Okay, this is what this district's paying. This is what the lowest district's paying." And on most of them, we was well below the lowest districts. When he might When they went through it the first time and looked at it, they didn't go for the highest pay, they didn't go for the lowest pay. They actually come in at a pretty good number. If you look on the original sheet from last year, I think you all was

at an extra 41,000 and something. When we got done with the tally there and took some of the stuff out that we just don't have right now that ended up putting us at what, 35 or 36 somewhere I think it was. So, we actually come in lower than what we thought we was going to. But what this also does for the board is say basketball season's over and I decide I ain't I'm liking how much we made off of basketball. At that point in time, we can pull in how much we sold in tickets, how much we sold in concessions for all the basketball, girls and boys both in the high school saying, "Okay." And I'm just using a fictitious number. All of this is 50,000. The coaches all the coaches are on a cost

of 30. So, we showed a $20,000 profit there. And it'll be easier way to track on how much we're making in the sports versus in other departments versus have to go through it step by step figuring out what each coach makes. Now, on the paper, it has to be divided out like Mr. Arvin done. But as far as our references, my recommendations to the board would be the across the board for football 22 5, baseball, softball, boys and girls both. When I'm talking on this, this is for boys and girls. 14, uh basketball 30, golf 7,500, soccer 7,200, tennis 4,000, cheer 6,000, which we set that last year so we didn't change it. Cross country 3,000. And when we get into that, you got uh one coach coach in cross country boys and girls. So,

the way me and Mr. Arvin looked at that was they weren't getting the two pays and what was fair for them to do both of them. And that's how we come up with those numbers if it was one coach doing both of them. Track for boys and girls 6,000, volleyball 3,500. High school, that was for the high school. Middle school athletic director for the middle school and high school would be 13,000 for the two. Uh middle school boys girls basketball 8,000, uh middle school football 5,000, middle school cheer 1,500, middle school volleyball 1,750. And then uh we had a weightlifting coach on there and I believe that total number come out to 135 something. Uh 136 4. Yeah, I've got it wrote down here. But, Amanda brought up something to me when we was talking

and question she had on it, we think we figured out what it was and I just left it on there. I just like the recommendation. I don't have a recommendation either way on this position. What we done on that position, and I went back and researched this some more today, was on the uh what was GT I think it was Amanda? We had combined a couple years ago, we combined the GT and the RTI at the high school into one position. So, they went and get the two part-time and make it one full-time position. Because we had a person that was the in that position. They was retired and stuff. So, we made that into one position. My question to the board is, do you all want to leave that on there? And that's why

it's highlighted or do we want to take it off? I've lost you. Is the GT on here? Is what you're saying the highlight? Now, we if you guys remember we decided we would put that money towards RTIs because the GT program wasn't showing a benefit. So, I'm okay with leaving it off depending on what you all want to do if we're using the funding for the RTIs and we're seeing an improvement. I think it was your own recommendation. Well, and yeah, so last year we had a part-time RTI and we just flipped the RTI and the GT is what we did. So, what the reason it's on here is because we noticed this year that it wasn't listed. We forgot to list it on the salary schedule. So, we just wanted to make sure it

was on there because it had not been on there for a long time. >> But we don't want it on there, right? If it's an abolished position? Well, it wasn't we never abolished it. We flipped it last year. We just traded two positions the number of days. >> two positions and made it into one. Is what we done. Well, we took the RTI that was part-time and the GT that was full-time and we just made the RTI full-time and the GT part-time. So, we didn't really get rid of Okay, I don't remember that. Yeah, we just we just flipped Yeah, we flip-flopped them. I know. I'm sorry. So, we amended I do remember it. >> and cut and just Yeah, we just >> the one full-time. Got you. Cuz we felt like it was the

money. Yes, okay. Yeah. My recommendation to the board leave it on there. It's not like it's enough that Right. But I mean this is up to you all. I'll stay neutral on this. No, I'm okay with leaving it the same if that's if we feel it's a benefit. Does that answer any questions that you all might have? Yeah, and I do have one question. This middle school SLP, so we're changing it to three and it says each building. Now, is this three at 1450, which is $483 each, or is this a total of 4,350? So, so and where that says middle school, really that should say it was really every school because each school had one that was paid at 1450, but it wasn't listed. So, we found it and wanted to make sure we

listed it and then that's why we adjusted the one at the high school as well that for some reason was 600 just to make it match so that it was the same in all three buildings. But, it was again, and we've talked before trying to make sure, you know, every single thing we have is accounted for and to to Miss Riddle's credit, I think we're we are finally finally there. And Go ahead. The one of the important things about that is when they do their retirement review, if it's not on our salary schedule, they don't get credit for that payment for their retirement. So, it's it benefits the teachers and the people in the future to make sure that we have our salary schedule matching what everybody's getting paid for. And what I was explaining

to Mr. Arvin was he was asking for I believe it was two more coaches in football. So, like I explained to him, this is what we'll give you. I don't care how many coaches you hire, that's how much you got to work with. But, they have increased the lot in the way of what football is getting. Please? Mhm. You've increased Yes, sir. pretty much dramatically because before football and basketball were the same. And probably I don't know if I should recuse myself or not, but I mean their seasons are the same length of time. I would tell you the basketball player actually puts in more time because >> You're a basketball player. I am. But I would tell you on the boys and girls side it's pretty much 11 months a year job. And can't

personally justify how how one would be paid more than the other. That's just me. >> And that was how much Mr. Jones? Well, when when you do football you're coming up with 22 five. Correct. And so basically when you break down boys and girls basketball they're getting 15. Cuz they're 30,000 through two. Um And that was a mistake made on there. And I think most of that's because you added added two positions that we did not have before. >> On the middle school basketball and the high school football? High school football? >> Yeah. Yeah. I get it. I I think if we're justifying it on the basis of football's probably got about how many kids that play? Uh they're they're in the 40s. Huh? In the 40s. In the 40s. In my opinion not enough

to justify hiring two people, but it's like I told Mr. Arvin the that's just my opinion. That's why I said when we set these that's why I done them in lump sums. Don't care. He's got that amount to spend. And but I do need to look at something John because something is wrong there. I thought we had them at 22 five each on the basketball. You told me 15. Well, the 30 was totals what I was reading off my sheet there. But I'm positive John. I thought this is for next year. Can we just table it to next meeting? Yes, we can go ahead and approve it with uh the adjustments if we want. I have a question though on the um certified salary schedule. Yes. What What's the difference between the principal high school

and the principal middle school? The index is 1.3 and 1.2. Both 50 extended days, both total 235. What's the difference on the index? Why is there a difference? My question. Principal at what? Middle school and high school. Their extended days are the same and their total days are the same, but the index is It's just typically the number of things you've got going on. It's just like this chart you're looking at. >> Uh-huh. Your principals of the high school are going to have to supervise every event that goes on. Okay, so that's why that Middle schools typically going to be done with all events almost by Christmas. >> Mhm. So the season. So it's it's the separation of how many events you're going to be having. >> and that explains the elementary then. Okay. All

right, thanks. I don't I don't want to be a a stopper on all this. I mean, I don't disagree that football may need more. Um It I just didn't really see it that way before we got here today. So it's kind of a little bit new for me to look at and I thought the one we looked at last week, Mr. Arvin, had three assistant They they added John, you want to grab Yeah, but the one that we agreed upon is that assistant coaches. did not have that today. We need how much? 22,000? For boys and 22,500 for girls. Okay. Well, I mean, that would be totally different. I'd have no argument at all there. And I think there's some justification that football might deserve to be higher. I just thought at 15 versus 22,500,

I thought that was a pretty big amount. Now, we took it I thought for sure that's what we changed it to and I've got it right here on the bottom. I've got 22,500. Uh basketball coach. So, 45,22,500 each. From all the basketball boys basketball coaches and all the girls basketball coaches the way we got it. I would rather we get it right as opposed to getting it fast. So, Oh, no. No, no, no. Yeah, I agree. But, if we need more time, we can always revisit it in May since it's for next school year. I mean, if you want to approve it with just myself and Mr. Jones and making that adjustment. I don't know if I trust you two. That's asking a lot there, Mr. Well, we're if we're approving the first reading, we've

still got to approve the second reading. Should we be able to have all these numbers >> Yes. Okay. >> The only ones that we're in discussion on right now is basketball. After that, I think everything else looks good. Okay. Sounds good. Does that football number hit? Mhm. Okay. Yeah. And like I said, I don't care how many assistant coaches you all have. That's how much money you got. Any other questions for me? Nope. All right, here it is. I also want to approve the first reading. I'm going to recuse or whatever. Just I don't get any of this money, but I feel like my hands are a little bit involved, so I think the best >> You're going to abstain? Should I go outside or If you if you want to not be voting at

all, then yes, you need to leave the room. Otherwise, the Cuz if I'm staying I I basically go with whatever you want. Exactly. >> If you no vote, John, And you're sitting in the room and Jake knows I got up and walked in. It's on video. Jeez. Okay, what was your motion, Hargis? I so moved moved I so moved to approve the first reading of the extra duty salary schedules as presented. As presented um Yeah, but what we presented and then we'll adjust the basketball at the next one and do the final. All right. I second. And so I will just clean up basketball >> basketball numbers for the next version of this I get to you all. Yeah, I think it's the only one we really talked about. Any difference? Okay. Any other discussion?

No. All in favor signify saying I. I. Motion carries uh 3-0 one uh no vote. Well, not present. >> Correct. Yeah, okay. Mr. Jones, you can come back in. We're done talking about you. Item 80, review approve US Bank USDA DTL Grant Escrow Account. Uh Now, I can I texted Jake. I can put him on speaker phone for this if you have any questions. Yes, sir. Okay. I was going to let uh This is This is an arrangement that the vendor that we're using for that grant has with US Bank and the the way I finally understood it after 2 weeks of emails is that US Bank floats them some of the money to buy the equipment. It's a million dollars worth of equipment and so they request that we pay US Bank directly and

it's applied to their account there. What equipment we talking about? The This is for the DTL the DLT rust grant the big things and and I'll tell you Jake and I probably disagree and I haven't talked to him to explain what I found out about how it's working cuz I sent it to him and he said it looked like US Bank could do whatever they wanted to with it but this is how they normally do it. If you don't want to do it, I can figure out another way to do it. What that is is all of their account information and how I make the payments. But they do this because US Bank floats on the money to buy the million dollars worth of equipment. Okay, I understand that. My mind's going blank here on

what DLT is. It's the grant that US Bank paid for every classroom to have um new smart boards, new patient equipment. Okay. Yeah. Okay. Yes. It's the second It was the second big grant we got this year. Oh okay. Now that I'm back I'm back in the game. The uh Listen up. It's I'm having trouble hearing him, too. >> So what's your I mean what is your concern there? I I had a concern cuz I got this information with nobody telling me it was coming. So I tracked down the Department of Agriculture, I tracked down the vendors and I tracked down US Bank to make sure how the money was going My concern was I'm going to send a million dollars to a bank. I want to make sure it's going to go to the

guy that bought the equipment. And then what kind of interest are Jake, what kind of interest are we receiving when we put that million dollars in there? That's a payment on a vendor bill. That's not putting it We don't We're not paying a million. Yeah, he calls it escrow. It's it's it's a it's an account for the vendor. We don't make a payment till everything's installed. Okay, so it is not an escrow account, Jake? >> no. Now essentially I mean my term would be if I understand it right, we are assigning our right to the money which we were awarded the grant. We're assigning our right essentially to US Bank and so US Bank is essentially floating this thing and then the procedure going to US Bank. Um, you know, it's kind of a goofy

setup it seems to me from a legal point of view, but I don't I'm out of this I don't really have a problem with it. We're assigning the grant proceeds to uh, US Bank. If we had paid somebody, if we'd already spent the money and we were entitled to the proceeds to be paid back and we were assigning the money to US Bank I'd have a little bit more heartburn. Uh, because we're assigning it to them, you know, with no real guarantee of anything, but we're we're not out the money. It's a grant money and so, you know, I I that that lessens my heartburn. That that makes any sense. From a legal point of view it's just an assignment. I mean, I don't really have a problem with it. We are telling the grant

people we're okay with you paying this to US Bank. You know, supposedly that what they're telling, you know, Mary Jane is US Bank's floating this and well, I've already paid for the equipment before they get repaid for by the grant. And so, they're happy with it. My point of view, we're not out anything. But, Jake Uh, but yeah. On our end, should we approve this as a grant escrow account or a grant assignment account? I think it says assignment account at the top. Yeah, it it is assignment. >> term came from the vendor and I told them I said, "This is This doesn't This isn't working like what I've seen in escrow account. I'm not sending you money before your work's done." And he said, "No." Okay. >> But, the I think the agreement says

fund assignment, not escrow. It does it does use the term assignment. I mean, it is an assignment. Okay. It's not really an escrow. While we're on here, I wanted to make sure that this wasn't an escrow account because escrow accounts make money. And I wanted to know where that money was going to go. No, it's not an escrow account. Okay. That's all I had, Jake. Thank you. Yeah. Anybody else? Mhm. No. Mr. Jones.
