Executive meeting April 20th, 2026. Elon >> present and George >> here. >> Miss Roy here. >> You have a warning before we and I know these mics are working. This is this is exactly the mic on Okay. Now, if we have roll call, we forgot to add an item for you to select the chair. At this point, I will ask one of our committee members to make a motion to add an agenda item to select the chair. And if that passes unanimously, then we can go to the next item of selecting. I'd like to make a motion to add an agenda item to select the chair of the committee. Do I have a motion? Second motion by second by M. Bar. Miss Miss George and then second by Miss and it passed unanimously. So the
next agenda item would be you all to select chair. I'd like to nominate the nomination. I'm good. All right. You all vote. >> Yes. M chair. Miss Siraj unanimously. Okay. And the first item on the agenda is to discuss and approve revisions to policy IID testing code to to reflect bulletin 118 and send to board. Do I have a motion second? Motion second by Mor. No, we'll have discussion. >> All right. We uh and I've got Miss Bartholomew in the audience in case you all have any questions. Uh Miss Rod, y'all can pull that up to the screen. We're still trying Miss Bailey. Uh getting her prep for the June board meeting. I think that's where Kim won't be able to be here. Uh so Bessie has taken action on this. This is already in
effect. we just need to place it into our policy. Uh and basically when it comes down to cell phones in use uh they cannot be they're not supposed to be from the student standpoint in the classroom at all. Uh and any adult in the classroom if they have one in there it's got to be turn off. And if you scroll to the blue section, this is the the red part is the old stuff. Um, of course, the test of a student found a cell phone or other device is going to be voided. It's caught. Uh, we did have an instance of that that occurred this year. Uh, we did ACT testing. we need testing is started today in most schools and we had no issues today. Uh and then if it occurs there can be
disciplinary action and of course the last part of this is we there are students and I don't feel that we have any in our district but there are some students who may be dark that there's an attachment to an app on the phone when it comes to that kind of monitoring and of course that then becomes a ADA issue. So there are provisions that have to be occurring but the monitoring of those have to be extremely uh tight. Mr. Bartholomew you have anything more to add? Um, >> if you do come come to the mic with you, >> the only other thing that I would add, Dr. B, is that if a student is caught with the cell phone, it's an automatic void and the student cannot take the test until the next time the
test is administered. So if it is a senior who tests in this in April, the student will not have an opportunity to retest again until the summer. Okay? So they needed that um assessment for graduation. They wouldn't be able to take it until the summer. And just as the provision for students who have medical issues and they um can have a device, it's the same for test administrators as well. If a test administrator is a diabetic and needs their phone, they would have to submit paperwork as well in order for them to be able to use um their device. That's it. We we're just asking you to go through all formality of of approving what is instability already is already in. >> So Dr. um our process for scanning students for cell phones is through
the scanner or lunch. >> Often times neither one is going to pick up cell phones. So schools have protocols in place where they'll pick up on us at the beginning of the day, give them back at the end of the day. I will tell you, we have had multiple occasions where they bring two phones, one that works and one that doesn't. And the one that doesn't is the one that gets turned in and then they'll get caught in class or elsewhere later on. Uh so again battery detectors are designed whether it's the scanner and particular war ones those are designed to pick up weapons of mass destruction. That's why vapes can end up sneaking through because it's just not enough metal content with plastic and phones. It just all depends whether they have that. uh
but if they get caught with him in the testing setting for state testing it fall rights and there are disciplinary consequences that they realize and and have we um kind of revisit our process for uh setting up uh accommodation not accommodation but how we going to have many people intercept so that we can properly monitor organize I have a cell phone because my teacher sitting in the front probably can't see the whole class. >> The teacher shouldn't be sitting. >> That's problem number one. >> I will state that. >> They should not be sitting. >> So, they should be >> they should be up. They should be moving around. They should be actively monitoring. And really, we don't have a whole lot of kids that test in in a room, >> right? You may be
maxing 15 maybe. No, you may have some that way at 20 to 25, but that's probably a few and far in between and maybe more so at MSA West with the large classes that they have. But so many kids get poked up into these small group settings because of the or that reduces who's left in the the regular testing setting. Uh but nobody if they are administering a test should be sitting down at a desk. They should be actively monitoring and up in >> So what happens when they do get caught? >> If it's during a testing session, the test gets fought. >> Yeah. No, but what if it's not? >> Well, the school has >> the law and policy states that they're not supposed to bring it to school. If they do, it needs
to be stowed away. If it gets caught and we're not dealing with the testing situation and the school follows its NTSS and disciplinary processes, which and it depends what they're doing with the phone, >> right? >> You know, we if they're doing something, you know, severe with it, then the consequence matches up with what the violation is. If there's a fight that breaks out, for instance, and they're filming it and then putting it on social media, that's a whole different scenario than they just happen to have the phone out while they in class. >> Okay. Any other questions um for the audience regarding the policy change? Any questions for the board? has always been communicated by principles to the students like very extensively >> very extensively and we've also sent raindowns to parents and posted
on social media made a big graphic about it that we started putting out uh about a week and a half ago the graphic first went out to the schools and then sent it out rain and social media sense okay there questions And machine all in favor I hear none. You guys have a motion to journal by this boy. I have a second George. I call to order the April 20th Eagleville Parish Special School Board meeting. Our meetings are broadcasting live. We provide equitable opportunities, academic excellence, and positive school environment so that every student thrives in the path that they choose. Thank you, Mr. Okay, first up on the agenda under new business discuss and approve accepting the lowest bid with alternate number one from GEO services in the amount of 1,974,000 for the Platinum High School football stadium renovation project budget 2.8 million. Do I have a motion? Motion by Mr. 2K, second by Mrs. Mr. J. All right. Um, we had some really good turnouts. We had five general contractors that presented bids and we do have a representative of one of them in here that is the potential bidder. And if y'all got any questions, please feel free to ask. And we did have one alternate just to let
you know the alternate is the distance area. So the shot is in the basically this is a distance area. So um you have any question for us? >> Yeah. Um, Evan, with the process uh getting this taken care of today, do do you think that this project can be completed uh before next football season? >> Yes, I do. Very confident on that. After talking with Mr. Todd and also David. We're going to soon if this gets approved tonight we're going to start with the contract process so we can have it to everything is signed and we can you know boot your grounds over time and we should start but I think absolutely Mr. So I'm looking at the bid sheet and this is the first time I'm looking it up. Uh why is there such
a very significant difference? >> Okay. You talking the base or you talking about alternative base that's usually what you see I mean you guys one 2.6 61 2.7 2.5 um geo services 1.9 but it's um he can answer more than that for you agree yeah >> I don't know if if they can explain the arguments because they have no idea why other contractors put in their numbers Todd can kind of talk about their bid >> but these are sealed bids and and estimate according to their parameters. >> Yeah, I remember is is where it's at is that's kind of where we've been all along. Uh through estimating and stuff like that prior to it when we were asking budget numbers, we were roughly around this number. Um we are in all of the athletic facilities
in this parish and we wanted to stay in this parish. So, um, maybe we can cut our margin a little more just to make sure we save. So, >> no, I'm not mad about it. >> I was just scared. >> Yeah. >> Um, yeah, we we we enjoy working with the school board, so we want to make sure we stay here. >> And these are good competitive numbers. Like all of them are pretty tight, but you will see these are very numbers. They actually came out very well. Any comments from the audience? Comments from the board. associate machine, please. Excuse me. >> I'm sorry. I just wanted to make sure like this. >> Yes, I did. >> But she didn't believe her social Word says lost the voice. For the record, you wrote George. Yes.
And for the record, Mrs. Yes. All my votes now pass. >> Thank you. Thank you. Can I get a motion to adjourn? Motion by stay second by MS.
