001meeting April 13, 2026. Miss George >> here. >> Miss Hickden >> here. Miss Williams >> here. >> You have a quorum, Miss Hickden. >> Thank you. Our committee meetings are broadcasting live. To access the live stream, there is a video icon located in the online meeting agenda and also there is a link located on our district website, Facebook and X. Okay. Our first uh agenda item, discuss and approve the I of the Iberville Parish School Board monthly financial statements, including the income statement and the revenue and expense summary by fund through March 26. The reports include a comparison of budget to actual for each fund, including a percent to go per budgeted account within the funds. May I have a motion, please? Motion by Miss Williams, second by Mrs. Miss George. >> Um, Mr. Stewart.

002>> Yes, ma'am. Greetings everyone. Uh, board members and falcony as well as guests. uh as of period nine March we received uh and the drafting of these documents revenues of $1 million expenditures of 12.6 million but year to date we have received revenue-wise 119.2 million and expense 113.3 uh as it relates to our sales and use tax we have received 27.9 million uh and with abalorum we have received 72.6. Okay. Any comments, board, audience? Seeing none, all in favor? >> I passes unanimously. Agenda item number two is not an action item. Therefore, we don't need a motion. update in relation to progress related to audit findings accounting according to the management's corrective action plan. >> All right. As it relates to our corrective action plan, um we are actively reconciling. They're ongoing. Uh we are

003well ahead of our previous shortfalls in being uh uh up to date with reconciliations. Uh as it relates to the budget, uh we have been engaged in budget conversations and we're in the process of of building the book itself, putting together all the the data. Uh in relation to our CIP, we have been meeting uh we're planning on meeting once again at the end of this month. Um that exact date is going to be ironed out u depending on you know maintenance, finance and operations availability. Also, sorry, we also just received from um the LA.gov the 2425 AFR review uh completion with the rating uh as it relates to our fiscal risk assessment of excellent. And so our AFR has a perfect rating. >> Okay, thank you. Any comments, questions? Okay. Item number three, discuss

004and approve staffing for 2026 through 2027. May I have a motion, please? Motion by >> Miss George, second by Miss Williams, Dr. Vyron. >> Good evening. Uh, annually we come to you as far as staffing requests and it's that time of year for preparations for 2026 27 school year. uh and I'll kind of go through a little formality so to speak with the second slide just to kind of give everyone an idea when when we look at personnel uh each school year enrollment of course is you know one of the main things that we take a look at and our enrollment this school year you see later on in my report for the board meetings stay pretty stable this year which is kind of surprising because it usually will drop off a little bit. Special

005education is always a consideration as we do receive funding for students who are identified as special education students. Uh and also the needs change, you know, dramatically with those. Some schools pick up more, some schools actually have less each year. So we make shifts based upon that available funding. Uh we are in a good place financially at this time. We're not in a spot where we need to be concerned with uh with the funding issue as Mr. Stewart indicated in his report uh with those revenues. They are up from last year. I think I mentioned that to you to you at the retreat, but they do go into all of these different pots that don't all go into your general fund. And of course, there are specifically identified needs that we always have to address,

006which I spoke to you about two of those at the retreat, and I'll bring those up in staffing uh request in a few minutes. For 2627, our spad enrollment has grown. Uh they do kind of fluctuate by campus. So, like we do have one campus where we are not going to need a spare teacher, but another campus where we're going to add one. That's kind of a it's a even swap out. We do need to uh increase for some specialized services for our 3 to six year old population in particular. Uh I'll talk about that in a few minutes as well. And then expansion of our services with our PCC. We mentioned to you at the retreat as well trying to launch this early college option uh to start off with the certificate of technical

007studies and potentially add an associates degree as the program grows. On the next slide, this is where we get into some requests for this year. When it comes to teachers, I'm actually requesting two less total than we asked for with this current budget year. And I'll kind of explain to you why in a minute. Last school year, I asked for some additional positions to be budgeted for because we weren't certain at that time if we were going to need additional teaching positions to accommodate for internships for our seniors. As it turned out, we were able to absorb all of those into the current teaching assignments within our schools because of course, if kids are leaving school early to go do internship, there's that many less kids that would be on the campus. So last year

008we asked for 467 total and you see what these positions include. This year 465. Uh we could possibly need for RPCC teaching positions. We can absorb those for the most part into what we currently have. But I am asking for three reserve positions in uh in this aotment in case we do need those or other needs happen to pop up. And we are working to add an additional prek classroom for some specialized needs. Uh as you know we we definitely have faced some challenges this year in both prek and in kindergarten. And we have three moving to fours, fours moving to fives, fives moving to first grade and we need some additional support there. on the next slide. >> Yes. >> We're looking at one of the classrooms at Ibraville Elementary School. You know, our

009highest concentration of kids that are uh displaying these really severe behavioral problems are at MSA West and Elementary. Uh but we do have other programming that we're working on districtwide as far as trying to get some additional uh ABA type services into the schools. Uh on the next slide with par professionals this year we asked for 111. Next year I'm asking for 114. Uh one would be not paid for out of the general fund or any of the district dollars. Uh, Miss Paul from East Denverville wants to use her title one aotment to hire an additional title one power on that campus and then two additional prek powers for that special type program uh that we need the extra prek teacher for which will be housed at elementary. This does include two reserve positions as

010we did last year. As we have needs that come up, we need to be able to budget for additions. Again, these reserve positions, if we need them, we use them. If we don't need them, we don't. Uh we just have a lot more needs that are presenting themselves with in particular our younger population. On the next slide, when it comes to the early college option, we're trying to get 25 kids into the uh PEK side of this and 25 kids into the instrumentation side. We got close to 50 kids that have shown interest so far and we are going to have like a open house kind of thing coming fairly soon for students and parents. Uh and these would all be juniors, you know, but in order to pull this off, we would have students

011on campus all day long and basically running like a a separate little academy at RPCC. With that, we definitely need an administrator, a school counselor, and a school secretary. Uh, I'm not sure at this point. I really want to see how many kids actually enroll whether to do an assistant principal or principal. Not quite sure on that one. That's why I listed this as an administrator. We definitely need a counselor there and a school secretary. uh because we're basically going to be taking over that campus other than the part that RPCC teaches which would be the instrumentation and the PEK classes with the goal to evolve into electrical down the road. They would finish with a career technical certificate first and as we grow this be that will offer the associates degree option. And then

012when I said that I was going to ask for two less teaching positions on that next slide, I want to absorb those. I'm sorry, stay on the same slide. We really need to add a couple of more behavioral specialists who are preferably trained in applied behavior analysis services. our expertise that is needed for this. We've got two behavior specialists in the district already. One works primarily at uh well all day at Crescent in the therapeutic learning center which is our program for some of our more severe kids that are in second through fifth or sixth grade. And we have one that rotates throughout the parish. We need one just for preK and we need one for that kindergarten and first grade group next year as well. Uh so I'm asking basically to absorb those from

013the two less teachers that we're asking for. These are 10 month positions. They do cost a little bit more. Uh but the not needing of two teaching position offsets that by probably over 90%. >> Dr. Varon is that um the same qualification certification education as be as mental health specialist. >> This is the same one is your the t job title itself as like school behavioral specialist mental health specialists. It's not the 12-month position that we have in early childhood. >> It's the 10-month position. These would be special education positions, but one of them would be dedicated in preK and one of them dedicated in kindergarten first. >> Okay. Thank you. >> Yes. But it it it's focus on mental behavioral health. >> So they're kind of interchangeable. >> Correct. But like the one in

014early childhood now is more of a social worker type focus where these are more behavioral intervention type focus. You know that's the distinction in the the job descriptions. >> Okay. Thank you. >> Uh if we go to the next slide. >> Wait, Dr. I have >> Yes. >> So is one for the whole say prek >> going to mean enough to make a difference? >> I think so because it will relieve like this particular one that I'm talking about for prek. I'm going to want primarily in that additional prek class that we have. >> Oh, okay. Okay. And >> we will bring kids from other parts of the parish into that classroom. >> Okay. >> That will relieve some of what we've been dealing with on the school campus. >> Yeah. >> Kind of free

015up for >> travel around and try to free up >> the existing ones that we currently have between early childhood and spared to be able to service in those. We really kind of want to take the most most severe ones and really provide them with something other than just removing them from a classroom for almost a timeout type thing. We need to be providing you know more services from the mental health standpoint. >> I I know there's going to be uh you know guidelines and specifications but how would a child qualify? We have identified a group of kids already that are experienced issues this school year, you know, and that'll be the group that we'll start off with for that particular classroom for next year. And they don't have to necessarily have an IEP for

016this because we've got some kids that are experiencing some of these behaviors that are not classified special education. >> So, who recommends them? We've got our instructional team and our special ed department and our early childhood department that have already kind of started to compile that. We started compiling that list months ago to try to identify outside contractor to come in. We just haven't been able to get anybody in yet. >> Well, we know who they are in particular the ones that do have an IEP. We are seeing an increase in autistic diagnosis as well in our early students and that's where those ABA people really can come in and assist. >> Yes, >> absolutely. >> Yes, we certainly do. All right. Then the next slide, uh, I sent you some information, uh, before the

017break or at some point during that break. Uh, both Miss Paul and Dr. Austin, you know, when we met with them for staffing, you know, asked us to really take a look at trying to come up with common take in and dismissal times. As you all know, we we have shared athletics and other programming. We're going to add that welding lab, you know, soon that we want to be able to offer that to kids at MSA East as well. Uh so when it comes to being able to pull this off and we probably have that five to seven minute gap because they got to drop off at one and then drop off at the other one after. We need to add three buses on the St. Gabriel side. Mr. Dodson uh has worked in looking

018at routing with what we can do with existing buses and we would still fall one bus short. So I'm asking from the staffing perspective to add another bus operator uh because if we can get all of this approved, we can start really recruiting uh hard and heavy and the next agenda item will be to add another bus to the lease. looking at a total of about $60,000 for both the bus driver and the lease of the bus. And the bus lease may be a little bit less because it it may be one of the buses that we were sending back. That's still only a fouryear-old bus that we'll keep. Uh and Mr. Dodson did check with Ross who has our bus lease to let him know if this comes, you know, can you provide it

019and they should have availability for us. Uh this really solves a lot of issues that we faced over on the east side where MSA East is dismissing an hour earlier and then we've got a whole bunch of students that participate in different activities at East, but they're still on their regular bell schedule that day. And it also we've got some staff that we share between the two schools and it really, you know, puts us in a bind where they're already finished with their day but the other schools got a whole another hour of school left. So it it really helps in a lot of things. So uh we're ready to move on with that. And then last slide just again as I mentioned every year we're not recommending any district level positions. Uh, and as

020we have vacancies, we evaluate them and make determinations on whether we need them, don't need them, repurpose them, or anything else. I'll take any questions that you may have, >> Miss Miss George. >> I don't have any. Oh, okay. I thought you raised your Okay. Any questions, comments? Okay. Uh, item number four. Oh, we have we have the Oh, I'm sorry. I'm sorry. The um Miss George first, Miss Williams second. All in favor? >> Thank you. Okay. Item number four, discuss and approve adding one bus to the bus lease contract effective with the 2026 27 school year. May I please have a motion, Miss George? first. Uh, Miss Williams second. Thank you. >> And this goes along with what I just mentioned a minute ago. We need to put an additional bus to pull this

021off. >> Correct. Any comments, questions? Okay. All in favor? >> I. Thank you. Unanimous. Item number five, discuss and approve awarding official journal bid to the Plaean Post South for 2627. May I have a motion, please? Motion by Miss Williams, second by Miss George. >> Dr. Vyron, >> uh, Post South was the only one who put in a bid. We are recommending approval. They meet the criteria that specified as the law reads today. That may change after this legislative session. >> Any comments from the board? Questions? Okay. All in favor? >> I. >> Motion to adjurnn. Miss George. Second by Miss Williams. Thank you. Thank you. meeting April 13, 2026. Mr. Abear >> here. >> Miss Laws >> here. >> Mr. Tuier >> here. >> You have a quorum, Mr. Tuier. >> And our committee

022meetings are broadcasting live. To access the live stream, there is a video icon located in the online meeting agenda and also there is a link located on our district website, Facebook and X, formerly Twitter. Right. First item, uh, monthly work order status report. Mr. Kagleti, >> good evening everybody. >> Good evening. >> All right. So, um, as you can see on the board submitted work orders, we're looking at 165. We closed 171. We had a really good month and we have about 40 outstanding and actually as of today we closed a bunch over the holidays. We had some contractors come in and we were with them and just you know they did a lot of work for us and that shut down a lot of the the work that we cannot do while the kids

023are in in school and in session. So that was a perfect time for them to come in. So we're at about 32 to be honest with y'all. So, and everything else. You can see kind of the comparison, the blue and the red of where we're at with everything and what's what was the the the driver. It looks like it was electrical and the carpentry and again a lot of things that we took care of while the kids wasn't in school. So, that helped us out having this week off. >> And that is it. >> All right. Any questions? >> All right. We'll move on to number two, the project planning list. Mr. Kag lady. >> All right. Um we got Eastville. We got the fieldhouse. We're still um everybody knows about that one. The welding

024the welding and pipe fitting classrooms coming on good. They had they started they started doing the demo. They started um just getting some things. We're still waiting on some equipment to come in. That's the electrical panels and stuff. So I think they I think it moved up to what three months, David, instead of nine months. So it went from nine months to three months, which is great. So that's going to push things a lot faster. Um, all right. The baseball softball field. I went out there today. It looks it looks great. They did a lot of work over the holidays. So, these percentages, um, at the time I had to submit this, that's a little bit off, but it it looks a lot better. I don't know if y'all seen it in a while, but

025the building looks fantastic. >> Every time I see >> That's right. The building looks fantastic. Um, they're doing the plumbing. They're finishing up the plumbing on the concession stand right now. and they're gonna start, it's gonna start moving a lot quicker. Now, the baseball field, we're still waiting um to start the turf part of it and start doing that because as y'all know, we had the the ground issue. We got it all fixed. Everything's graded back down. So, we're going to start moving on the baseball side um pretty soon. So, you'll see it you'll see it going a lot faster and up pretty quick. >> Elementary, this is the boiler. We're waiting on the guys to finish up in MSA West. I was with them last week. I think it was um was it Friday

026or Saturday? I was with them. They installed the two pumps at MSA West. But they can't finish they can't start this one until they finish that one because of the equipment that they have to have instead of using a whole another crew with whole another equipment. It's just it was a lot easier and it saved us money doing that way. So, but the MSA West baller, I mean the the elementary ball that is in is on site. We're just waiting. They should he did tell me that this month they should have that one done at the end of this month, beginning of next month, all should be finished. So, the prek edition classroom punchless items about 95% probably a little bit more now. Fire marshall walkthroughs completed and they are using that space as as

027as of right now. So, and it it came out great. I don't know if y'all have walked through it or had time to walk through it, but it looks very nice. And then the installation of the pack boiler, it's about 90% done. We are replacing the the water heater. So, the water heater is on site right now. So, they're going to start doing that hopefully finish up this week. And if not this week, they'll finish up at least this month so they can start on the Iberville Elementary one. All right. Classroom building G was the the elevator. It is all installed and we're just doing a punch list. It's about 75%. Had a little items that we had to do with the ADA compliance, but that's being taken care of. The football and track field,

028the locker rooms renovation substantially complete. Again, we're doing the punch list items on that. And on the bleachers, it's going to be the um 95% on that as well as the punch list items. Plan high parking lot. Um the fence was installed. I don't know if y'all saw it, but if you go to the new parking lot side, we put the 8ft fence up that we're going to standard. So now it's all secured because that area was not secured. So now the it's a 8ft fence going all the way from the parking lot all the way to the cane fields. So it's all secured. They got the gates for the bus lane and a gate for the ped for the pedestrians so they can start going that way during football season. and all of that

029parking spot on the Canefield side. We told the contractors whenever they start the work for the Plman High Stadium, they're going to isolate that whole area off for them so that they're not messing with anybody coming in to use basketball facilities or summer school or anything like that. Kitchen renovations, punchless items, we're almost done with it. We're waiting on a couple new doors to come in. As soon as that comes in, that'll be finalized and complete. The wall signs have been up. The door signs with the the devil's head has has been up. So, this looks very nice. And the base, the batting cage, it did start. We started some demolition on that um on some panel work. We demoed some panel work and we're just starting to do the rough ends for the plumbing

030and electrical and then it's it's going moving very very nice and a lot faster than we thought. And then the multia campus green houses. So we got everything delivered. And the way it reads on here, I want y'all to understand the way it reads on here is broke up into quarters, right? It's 25% for every site. So the the delivery of the material is 100%. Every site has its material. And then you keep going from there. The 50% means two sites have been stripped and leveled, right? And then it just keeps breaking down here. I didn't want to just put the same information four different times because it would just take up way too much space. So, I just broke it down in quarters and it's going to be a percentage of 25%, 50%, 75%,

031100%. So, as you see that is is not just one. This is for all four depending on the percentage. Uh we did have a little hiccup. We found a gas line at MSA West that was cutting straight through the site where the greenhouse was going, but the drawings showed it going on the outside. So now we're going we're moving it to where it fits the drawings. So this is the original drawings that had the gas line where it the asbuilt drawings, but whenever they installed it, they took the shortest path and didn't, you know, change the drawings. So, we found it. We busted it once, patched it up, good to go. Now, we can just reroute it away. It all matches and we don't have to worry about it again. And we're doing another tie

032in. I told him, "Add me another tie in at the end in case in the future we ever want to expand this thing or put one that's underneath, you know, we can do another type and have it like in the ground and we can expand to it and have gas line already there and we don't have to worry about it again. It's already there. The gas is there. the water's going to be there, everything. So, you're going to have you can have two different systems. One in the ground that's that's that's covered, and you can have this one that's the Pravel that's covered, but all your utilities already be there. And this is this is the one site that you can expand the other ones just where they're at. We um we're probably not going

033to be able to expand except MSA East. We'll be able to expand on that one. >> All right. Any comments? >> That's it. I have a question. Go ahead. Question. homes. >> So, um Evan, is it possible to get an update on the purchasing of the property for the baseball softball complex? >> Yes, ma'am. Um I I have no information on that, but I'm sure Dr. V will share it to everybody. >> Yes, I do. We're in the step now where uh Corford has to get the subdivision done because it's the 7.5 or so acres that's got to be subdivided out. As soon as all that paperwork is done, we'll be able to come to you with that recommendation. >> Okay. Do you have any idea how long that will take? >> I don't know

034because it took about five to six months, I think, for just the the surveying and the abstract and all to be done. So, there's a process that uh they've got to contact the parish council, Mr. Lou Deah and and Carol has been working on that for us. >> Okay. Thank you. >> It's with attorneys and abstractors right now. >> Okay. Thank you. >> I will I will tell you this. We and I want everybody to know that we did take a proactive measure and we put the Porter trailers out there so the the you know at at um at Dorsyville, right? So they can use it instead of instead of using Porter Johns, we went ahead and got the Porter trailers put and we also had a contractor come in and he's going to take

035that. It was old T building. He used to have it as the band room and we're going to fix it up as best we can. It's not worth to spend a lot of money on it, but we're going to do it as best we can and as safely as we can so they can use it until something does happen and gets and gets built. But as of right now, they need something and we're going to give them something that's that's that's suitable, you know, and safe. So, >> well, that's good to know. Thank you. >> Yes, ma'am. >> Miss George. >> Okay. So, first question is the bleachers on the visitor side. >> Okay. >> Is that happening at North? >> Yes, ma'am. It's gonna happen starting they they it's gonna how to wear this.

036Um it took a it takes a long time to get these material for this. >> I think they got some there. That's why >> they they got some. Yes, ma'am. Um but they're going to probably finish up July of next of next fiscal year. So around you have it done before August. Absolutely. >> Okay. Um, and so I've had some parents contact me about girls softball not having a place to change. Um, nope. They're changing in the dugout. >> Okay. So, >> first time I'm hearing hearing about >> where you tell me the design of the police. I don't know. I haven't been there. >> Uh, No, but we they need something. I mean, that's when that thing was designed. I kind of thought it was all thought through that these kids have to have

037a place to change clothes. I mean, >> that's first I'm hearing about the change and clothes thing, but >> yeah, we we haven't heard anything about that, but they do have facilities there that they just need to get with the school. >> Well, if you got boys in the wait room, that's what I'm being told that the boys are using like the weight rooms and stuff, the girls can't go in there. So, I mean, I don't know. So that's my baseball softball facility. >> We'll check in too. >> Yeah, >> making sure that they've got a place that they can be able to get dressed. And uh remember as we roll this out, this all started many, many years ago. Each school will have the new stuff put in. >> Mine is new. about it

038last year. >> Yeah, that but but that wasn't the whole permanent >> situation. That was to get fields out there, get things played. >> I get that. >> You have to know that the kids got to change clothes. >> Oh, yeah. I I totally understand that. Like I said, they played baseball and softball out there the last This is two years now. We This is the first I hear of this. >> Where where were they changing before? >> They played >> Oh, in the dugouts. Okay. >> Girls hold it up. No, that's unacceptable. >> Yeah, >> that's unacceptable. >> Okay. Um, we'll figure something out. Yeah. >> Any other comments, questions? >> All right, moving right along. Uh third item is discuss and approve accepting the lowest bid from blank in the amount of blank

039for the plaque high school football stadium renovation project budget 2.8 million. Do I have a motion? >> I'll make a motion. >> Motion by Miss Laws, second by Mr. Aire. Uh Dr. V. Yes, we did have to push back the date of the bid opening due to addendums that needed to go out following the pre-bid conference. So, the new bid opening is April 20th, which is next Monday at 2 p.m. And so, I will ask you to defer this item to a special school board meeting that will be held on April 20th at 3:30. >> All right. So, we need to make a sub motion to defer item number three to the special board meeting on April 20th at 3:30 p.m. >> Yes. >> All right. I'll make that motion. Do I have a second?

040>> I'll second your motion. >> Second by Miss Laws. All in favor of the Oh, any comments by the audience? Comments by the board? >> Hear none. All in favor of the submotion? I >> I passes. You got that, Kim? All right. Next item. Consideration and action regarding the current construction contract for the East Ibraville fieldhouse project. Do I have a motion? Motion by Mr. Abear. >> Second by Miss Laws. Dr. V. >> Yeah. And you know, you're going to have to make a motion at some point based upon the discussion that we're about to have. Uh, and I'm going to ask Brad to come up to the podium and and Evan Alvarez as well from a legal aspect if we've got more questions. So, this project, as you all know, was approved uh low

041bid approved in July of 2023. This project is grossly behind uh for lots of different reasons, but at the stage that we're at right now, we have a floor that was installed that is nonconforming to the contract documents. Therefore, the manufacturer will not issue the warranty on our floor. The contractor has also not completed the work to get the fire marshall in to do a fire inspection. So even if you all as a board said we'll take the floor without the warranty, it wasn't done the right way, but we'll accept it. We still could not get substantial completion on that project because there's more work that has still not been completed. Uh, Miss Roy, Miss Williams, you have seen, you know, at the beginning of this project lots of times that nobody was out there

042working. We have issues documented where supervisor was not on the job. Uh, we've met with their attorney, with our attorney, with our architects and our management or operations maintenance team uh to try to come up with a resolution. their bonding company was there as well. And we have reached this point where uh Mr. Alvarez has had multiple conversations with the attorney for MA Wilson and we we are at a a standstill. Uh Brad and and David have drafted a letter with our justification to ask you to cancel the contract. and I'll let them address that particular part first and then ask Evan Alvarez to answer any questions and give his legal advice on this matter. >> All right. Thank you, Dr. B. Um, what uh just to kind of recap what Dr. B was saying,

043what we first noticed on this project was the contractor was doing work that did not conform to the documents and we rejected that work. Therefore, we did not approve for the school system to pay for that work. Uh about that same time we started getting notifications from subcontractors about not getting paid and this was actually for work that did conform that was completed and then we eventually started seeing leans getting uh put on the project. That was a red flag that subcontractors were not being paid. We had formally rejected work on the job to be completed and then the work stopped because the subs weren't getting paid. So therefore, you have non-conforming work that is on the job, but you also have work that is incomplete because the subs refused to come back out on

044the job because they weren't getting paid. So even if as Dr. V said, if we were to accept the flooring as is, which we would have to do so without a warranty, which we do not recommend. Uh we don't have an acting fire alarm system. We can't get occupancy from the fire marshal right now. So, uh, the contractor is not supplying the proper labor to finish the job. And so, we put a letter together, uh, stating such, citing all of the contract that states that the school system has the right to terminate this contract. And that is our recommendation and that is what we're asking for the school system to do. >> Yeah. Under under your current version of your contract documents, the first step for a public owner if you're going to terminate the

045contract is your architects have to certify that sufficient cause exists to support termination of the contract. That's step one. That is what Mr. Gay has mentioned. That has now been done. They have certified that there's sufficient grounds that exist to terminate. So now the ball is in your court as the board in terms of whether you want to proceed with termination or not. Um, at this point in time, I mean, it's been a significant amount of time that any meaningful progress has been made on the project. Uh, we have had conversations with the contractor's attorney, uh, in terms of just finding if there was any reasonable avenues to try to get this thing resolved or back on track or moving absent litigation. you know, essentially we were informally, I guess, testing each other's red lines,

046where their red lines were, where I think this board's red lines would be. Um, at this point in time, I just think we're too far off, um, that there's any reasonable likelihood of a compromise that, you know, I think this board would be interested in doing. So, uh, with that, I really don't see that how there's much other option right now but to terminate the contractor's contract and to, uh, call in the bonding company to to essentially get the project done. And then if the bonding company fails to get it done, then essentially the school board would hire a new contractor to come in and finish the remaining work. And then that would be added uh, essentially to a a lawsuit or a lawsuit would be commenced at that point in time. But more than

047likely, you know, just understand, you know, terminating the contract, you know, this thing is probably going to go into litigation at this point. >> Any questions? And do you all have any questions? because we've been discussing this for quite a long time and this was kind of like the the last option that we really wanted to go with, but we are not getting any cooperation from the contractor uh to work to try to get this resolved. You know, uh the their liquidated damages on this are in the hundreds of thousands of dollars. uh and they basically want us to continue to pay them and that's just not going to happen. >> I agree. So, how would the motion uh state to if we wanted to cancel the contract? Evan, >> this be a motion to

048uh terminate the contract with the contractor. >> All right. So, I'll make the >> essentially we'll take it from there. >> Make a motion then ask a question. Okay, go ahead. >> Yeah, I'll make the motion to terminate the contract with the contractor for the East Araville Fieldhouse. >> Uh, second the motion. >> Second by Miss Laws. Uh, Miss Law, you had a comment. >> Yes. Um, so do we have like a time frame we dealing with? If you know once we cancel it, then what is the time frame? I know, you know, we go into litigation and then the estimated time frame that would be and then also is there any cost associated to the school board? >> Well, we will send a termination letter to the contractor and the bonding company. Essentially, what

049that letter basically says is contractor, you're out, bonding company, you're now up. What are you going to do? And then obviously there's a time period uh within which they have to respond. Um there's no magical time period in law that says how they have to respond. You know, we usually ask for a meeting within, you know, 15 20 days somewhere in that time frame because at the end of the day, even though they've been uh involved to a certain extent, you know, this is they're going to have to get further involved. Now, at this point in time, u typically uh what I what I tell most of our owners is even when you have a a a ongoing project where you have an active contractor on site and working, which is not necessarily the situation

050here, once you terminate that contract and call in the bonding company that in a normal situation, work on that job, you it it will stop probably 3, four months at least. Um now again on this one there's really not much going on anyway. You know the one good thing is there's really not a lot left to do to actually get substantial completion. It's and correct me if I'm wrong. It's really only three items. It's our dispute over the flooring. It's the uh the alarm system and then there's another code fire code related issue. None of which would be the flooring would probably be what the longest >> and you know so once those three items are done at that point in time the project could be accepted as substantially complete which means your your punch

051list is generated contractor still has a little bit of work to do at that point in time on that punch list but the building is usable for the owner at that point in time. So obviously that's going to be, you know, the main the main goal was to try to see if we could get this thing usable and substantially complete prior to the start of the next school year because that's kind of the big milestone now that you know that we'd be trying to hit. >> Okay. >> Question. >> So would that mean another contractor coming in to finish? If the bonding company does not do it, uh the bonding company is supposed to then step into the shoes of the contractor and then basically do everything the contractor was supposed to do under the

052contract. Now, in reality, bonding company is just an insurance company. They're not a construction contractor. They don't build anything. So, it's them basically bringing in another contractor to finish it. you it gets to a point where if we don't think that they're going to do that uh or they're not doing it timely enough, you know, then the school board could go hire its own contractor to go out there and essentially, you know, pay money to a contractor to finish the job and then that becomes another part of your damages claim, if you will, that either the original contractor or the bonding company, you'd be looking for them to reimburse those costs. So, I'm understanding that we have to trust the bonding company to give us a sufficient contractor. >> Yes. And look, in plenty of

053time, they they get to pick the contractor. It's not unheard of where they they go back and they hire the original contractor. But the issue is that, you know, we're not dealing with the original contractor anymore. We're dealing with the bonding company. and they basically from all practical purposes they look like the contractor at that point in time. The payments are going to them. >> Uh it's their experts that you you'd be talking to and then the the the contractor that was the original contractor is more performing like a subcontractor. Doesn't happen like that in every case, but we've seen that before. Uh but you know that's something that we can discuss with the bonding company uh once we get to that point as well. So the board has no um choice in a in

054a contractor after you >> usually not you know you can see if you can get that in through negotiations because I mean there will be you know you'll be holding a fair amount of cords in your hand when it comes to those negotiations um as Dr. Vuall mentioned uh there's a significant amount of liquidated damages uh that the school board is entitled to. So you know again that that gives you some leverage to to negotiate and make some deals. Now, you know, again, on the other side, you know, we we think there's a significant amount of liquidated damages owed. You know, they don't think that there's any liquidated damages owed. So, again, you know, we're kind of pretty far apart on our positions, which is why, you know, I really don't see where we have

055much other room to go right now if the goal is to try to get this thing done prior to the start of the next school year. >> Mr. favor. >> Um, first question, Tyler, before you, Brad. Is this company still working? I mean, are they still open? >> Yes, they're still open. In fact, they just bid on a project for the parish. >> I was going to ask. I mean, if they're a low bid on another project we have, I mean, >> well, there as of right now in the documentation that y'all are putting in place is going to help disqualify any company that would bid jobs. And in fact uh that would happen with any company that bids any of your work. If there is a history of non-performance for other public entities, we

056can use that to disqualify them on projects. So >> yeah, one one thing, Miss Polly, I did want to state when you had asked a question is this in fact happened on Platman High School. Uh we had a contractor that um closed for business uh when the all the parking was being done out there and they actually hired the contractor that was doing work on that site, the bonding company did. So often they'll go to someone that is already doing work there, which we do have a contractor working on the baseball field. So they may look to that because it may reduce their cost if they're already on site. But there is some history with this school system and I don't know who might have been on the board at the time. That was the

057time around when the fieldhouse was done and the work at Platman High School was done, but it was site improvements. Yeah. And the bonding company hired another contractor that was already on site to do work. So, so that may happen here, too. >> I remember that. >> All right. Any other comments from the audience? Comments from the board? And we're voting to terminate the contract for the Eastville Fieldhouse. We already have a motion and a second, so we just need to vote. All in favor? I I passes unanimously. Can I get a motion to adjurnn? Motion by Mr. A, second by Miss Laws. your turn. >> Yeah. Good evening. Before we get started, I I will say I lost my voice two days ago. Um although it sounds better today, if I can't make it

058throughout the meeting, Vice President Touier will take over. Thank you. I call to order the April 13, 2026 Ibelville Parish regular school board meeting. Our meetings are broadcasting live. And thank you, Miss

061Holmes. And now the Iberville Parish School Board vision statement by Miss Katherine Williams. Iville Parish School Board. With our families as partners, the Iperville Parish School System will provide equitable opportunities in academic excellence and positive school environments so that every student thrives in the path that they choose. Thank you. >> Thank you, Miss Williams. Next up, we'll have our recognitions, presentations, and reports. First up, recognition of Ibelville Parish School Board's April senior spotlight. Colin Banks, a student at Eastville High School. Mr. Promise. >> Good evening. Colin Banks is an outstanding senior at Eastville High School. He is a dedicated student that perseveres through adversity to overcome obstacles to achieve the success he's gained through his academic careers. He is a consistent honoral student with a gold on work keys and has also gained many athletic

062awards. Recently, the East Ibraville and St. Gabriel community nominated him to be the Sports Illustrated of Louisiana Player of the Week for his impressive basketball stats. Previously, he was named all district honorable mention and all parish honorable mention for the 2025 basketball season and all district honorable mention for the 2024 basketball season. Upon graduating, Colin has his sights on attending Southern University in the fall to major in construction management. Once again, our Aprilville Parish student spotlight, Mr. Colin Banks. Congratulations. Uh, I'd like to say thank you for the um recognition and my parents and East Riverville. Thank you. >> Thank you. >> We got a band. >> Next up will be a performance by the East Ibelville band. Thank you. Oh, hey. Heat. Heat. Get out. Heat. Heat. Hey, hey, hey. Hey, hey, hey. Happy.

063Hey, hey, hey. Hey, hey, hey. Hey, hey, hey. Heat. Hey, heat. Hey, heat. All right. Thank you Eastville band for that wonderful performance. I got heat. What's happening? Hey. Hey. Hey. Yeah. Heat. Thank you. What else you did? Thank you again East Dville Band for that wonderful performance. Next up is recognition of East Ibville basketball team for completing the season as the division 4 non- select state runnerup. Mr. promise. >> All right. Good evening. Tonight is my honor to recognize an an outstanding group of student athletes from East Riverville High School. This year, the East Riverville basketball team demonstrated exceptional dedication, resilience, and pride as they competed at the highest level, making it to the state tournament for the third year in a row and playing in the Division 4 non select boys basketball state

064championship game. Through hard work, discipline, and teamwork, the Easter team earned the title of state runnerup, representing representing not only their school, but their entire community with excellence. Their journey to the championship game is a testament to their commitment both on and off the court. We would like to acknowledge the school's administrative team and leadership of their coaching staff whose guidance and belief in these young men helped shape this incredible season. At this time, we'd like to recognize each member of the team and coaches. And as your name is called, please come and receive your certificate of recognition from Coach Dupont, our parish athletic director. At first, we have Mr. Colin Banks. Tyrron Burks, Jamarion Lodge, Adrick Wilson, Kade Bowen, Chase, goes up. Chris Reed, Jonathan Selvage, Isaiah Johnson, Caleb Reddit, Jordan Shornet Jr. John

065Trey Wilson, Tashan Johnson Jr. and we have Adrien Stewart. The team was coached by head coach Mr. Donovan Maryland, assistant coaches Michael Harrell, Henry Crump Jr. and Mr. Henry Young IV. It's not on James Collins. Okay. I'm sorry. And Mr. James Collins. All right. Please join me in congratulating the East Ibraville basketball team, our state runner up for an incredible season. Oh, they're making them leave already. They're not saying anything. I hate this. I hate this thing though. Go out and going out. Congratulations again to Eastville's basketball team state runner up. Next up is presentation of the quarterly cleanest school award. Mr. Kagnaletta. >> All right. All right. So, we did not plan this. All right. So, I just want to just go ahead and say that right now. Uh it just happened to be

066coincidental that East Dipperville got a lot of awards to this day. So congratulations Eastville on being the cleanest school for this month or this quarter. So um I'm looking where's the where's the certificate or something like that? >> All right. So, yes. So, we it's this is getting I I do want to say this is getting harder and harder because the pride for each campus is getting more and more. So, when we go to these campuses, y'all I know y'all getting less calls because guess what? I don't I don't hear from y'all as much as I used to. So, which is a great thing and and the pride is is getting more and more and that's what we want to see and so hats off to all the schools but Eastville they really showed up

067and they really did a fantastic job. So again, this was coincidental, I promise, you know. So, but they they got it big. They got the band to celebrate. They got they got the award. So, this is the award for them. So, congratulate them. All right. Thank y'all. >> Thank you. Okay, next up is presentation of a donation of $25,000 to the Iberville Parish Ready Start Network from the city of St. Gabriel presented by Mayor Lanel Johnson. Mr. Kenoba, good evening. >> Good evening. >> Okay, apparently this is the night for Eastville. So, I have more good news. So, Louisiana's early childhood education fund called the ECE was established in 2017. It provides a onetoone state match for local investments in highquality early childhood programs for children from birth to age three. This initiative encourages Ready

068Start networks to raise local funds which the state then matches effectively doubling the investment to expand the capacity in type three centers. So, Mayor Lonnell Johnson is presenting a donation to the Ibraville Parish Ready Start. The donation of $25,000 will be matched by the state. The state match is fueled by revenue from sports betting, NBA pelican license plates, and other dedicated state streams. This matching system is crucial for retaining child care spots after the end of the federal COVID 19 relief funds for child care. It also helps support working families and increases access to quality care. Um, Mr. Superintendent, Mr. President, Vice, Vice President, and members of this illustrous school board. Um, good evening. >> Amen. >> Uh, let's see. Pledge of allegiance, band, uh, student of the month, basketball team, cleaning school. I feel

069like this is St. Gabriel Day going up. So with all of that, let's add uh early childhood, right? Um first of all, I want to say thank you to Miss Lydia Kenova, Miss Jana, and our friends at Louisiana Policy Institute. Uh they really worked us uh to ensure that uh this was a part of our our budget this year. Uh and with that being said, I want to issue out a challenge to other city councils, mayors, parish councils, parish presidents, and other entities to follow suit with this, right? because we understand that if we want strong communities, we have to have strong children, right? And we got to get them while they're down here, >> while we can grab them and get their attention and instill some good in in a foundation with them. So,

070tonight, and I don't want to keep you long because some of us got to get back across the water. Um, we are proud to present uh $25,000 from the city of St. Gabriel. I have with me Councilman uh Jose Reddit, who's doing double duty. uh his son was on a uh one of the ones honored for the basketball team. Uh but we also understand that it is a match from the state. So uh 50,000 total, but it was very important to us that this money went to a type three institution in St. Gabriel. And so we are glad to present to the school board tonight on behalf of our greater bridge $25,000 from the city of St. Gabriel. Okay. So, just like Mayor Johnson said, the funds will be earmarked for use in the St.

071Gabriel community and um tonight we have with us Miss Felicia Williams and Larara Williams and they're the owners of Greater Bridge Academy located in St. Gabriel. So, I'm going to have them say a few words about how the funds will be used. >> Greetings, superintendent, board members, community members. Um, thank you guys so much on behalf of Greater Bridge Academy. Um, we would like to thank you guys for the opportunity to continue to bridge the gap from home to school. Um, as the mayor shared, it is very important to get these young kids as as they are young so that they'll be able to, as we know as educators, uh, make those high scores on dibbles and state assessments. And so, I'll let my partner continue on. >> We just want to say that we

072are super appreciative because it not only uh, benefits Greater Bridge Academy, it really benefits the community because childcare is very expensive and um, the wait list for childcare assistance is very lengthy. So if you get on there now, your child be maybe two years old at this point before you would even receive childcare assistance. So this is going to be beneficial for families and it al it helps them to be able to go to work and pay. A lot of parents want to go to work but child care is very expensive. So thank you all very much. We really appreciate it. >> Thank you'all. >> And thank you Mayor. Special thanks to Mayor uh Johnson because if it wasn't for him, we wouldn't have got the match. So thank you all. That will Thank you,

073Mayor Johnson and the city of St. Gabriel. >> Next up is our consent agenda which will be enacted with one motion. Discuss and approve a condolence resolution to the family of Mr. Peter Mlashio, stepfather of Mr. James Barker, Ibraville Parish School Board School Secretary Coordinator. He's also my uncle. Discuss and approve a condolence resolution to the family of Miss Wanda Nelson, retired teacher at Plaean High School. Discuss and approve the March 9th, 2026 regular school board meeting minutes. discuss and approve the April 13, 2026 consent agenda as presented. Do I have a motion? >> Motion by Miss George, second by Miss Holmes. Do I have any comments from the audience? Any comments from the board? Miss O'Rise machine, please. >> Online voting is now open. Online voting is now closed. Passes unanimously. >> Thank you.

074Next up be our superintendence report updates from Dr. Varro. >> All right. Good evening. Uh we'll move right along into slide two. Uh Miss Bailey, as you can see with our monthly uh enrollment reports, we've been pretty steady for the last several months. uh we had an increase of two but we also have two additional now we have two students with exceptionalities that have turned 22 years old so the number is actually 4081 but we can't officially count those uh April is autism awareness month uh and we are again in conjunction with the parish government uh asking our employees to participate in wear blue day uh as a parishwide recognition on the next slide. Uh as you know, we we did several weeks ago registration for preK and the academy uh and our academy registration.

075We do have to have a lottery for kindergarten and 9th grade at MSA West and PreK3, PreK4 at MSA East. Uh this will take place this Thursday, April 16th, 4:00 online. Uh emails were sent to all who submitted applications on time to let them know what their next steps are going to be. Uh because if they're not in those grade levels, they would be accepted pending verification of eligibility. On the next slide, I want to kind of get this out, get that out in public because beginning to see more and more hitting the media about constitutional amendment number three. The election is May 16th. Voters in our state are going to be asked to use three trust funds that are worth approximately $2 billion to pay down debt of the teachers retirement system. These three

076funds are currently constitutionally protected. So the only way they can grab those funds and spend them is if the voters approve this amendment. These are the EEF funds which were the old tobacco settlement monies from quite a while back. The Louisiana Education Quality Trust Fund and Quality Education Support Fund which would be 8G dollars. So each year uh our school system, if you add all of these three funds up, we receive uh probably close to $200,000 uh in grants. Some of that money we send out to themies. If it's EF to use for their aotments, if it's 8G, we have a part of that that pays for about one of our prek classrooms. Uh and then we get other smaller little pieces of 8G dollars with some uh competitive type grants from the state department

077of education. So if this passes, that interest that's earned off that money goes away. All right, then we would have to budget for that difference in your next fiscal budget. on the next slide. If it does pass, it will decrease the amount of contributions that every school board makes to the teachers retirement system. And then you will be required to provide a permanent pay raise to all school system employees. $2,250 for teachers and certificated staff, $1,125 for support staff. The last three years, the state legislature allocated a set aside amount of money to give the 2001 $1,000 stipens to teachers and support staff that we've distributed for every October the last three years. If this amendment passes, this would replace those stipens with basically $250 and $125 more annually for employees above what they made

078the last three years. If you happen to short or fall short of the required funding, the state is supposed to provide that additional funding. If you have excess funds, they're supposed to tell us how to spend that, too. So, we haven't gotten final notification on that yet. but also if it passes, we will have to decide how to budget to make up for the loss of the EF funds and the HG funds uh in our budget. So, I wanted to put that out. We spoke to you a little bit about that at our retreat in February, but I wanted it out on the the public domain for everyone to understand as questions will be rolling around more and more as that election approaches. On the next slide, on April 27th, we will open up our

079next employee engagement survey. This survey will run April 27th through May the 8th. Uh this gets emailed to all employees. It's completely anonymous. Uh there's a third party that administers this. So all we see is compiled results by department, by school, and then by district. They're non-evaluative. And these are strictly used to improve employee engagement in hopes for bettering our retention and recruitment efforts in the district. Let's go to the next slide. Our people progression committee is at 1:30 tomorrow afternoon here in the boardroom. That is our open public meeting. I mentioned the virtual academy lottery. Next Monday, the Ibraville Foundation will hold its uh annual golf tournament, which proceeds come back to us in forms of grants for teachers. Our last principal meeting is coming up on the 30th and then we'll be back

080here on the 11th of May for our monthly board meeting. Our graduations are posted here on the 14th and 15th. Students last day is May 21st and teachers last day is May 22nd. The school year is quickly coming to a close. That concludes my report for this morning. Thank you, Dr. Vo. Next up is consideration of superintendent retirement announcement. As president of this board, I would like to make a statement concerning Dr. Varon's retirement. This is not an action item on the agenda. It is a statement I would like to communicate to this board and to the public. With the timing of Dr. Vron's announcement last month in a school board election coming up this year, including the majority of members term limiting off the board. I think it's important that the current current board

081considers electing the next superintendent. This is the first time in Ibelville Parish School Board history that board members are affected by term limits. We have five experienced board members rolling off January 1st, 2027. That's over 70 years of experience that the community has elected and trusted walking out of the door. I'll also make note that Dr. Vron's contract does not end until December 31st, 2027. Personally, I think he's done a wonderful job. Since his announcement, I've been in discussion trying to convince him to stay longer. And in reality, I don't think that's the case. The most significant job, our number one priority, we as board members is electing a superintendent. I think it's imperative that the new board members have time to learn their roles and gain experience before tasking them with such a heavy

082responsibility. If this current board decides to elect the new superintendent, there is a stipulation in the law because of an election cycle, we can only give the new superintendent a two-year contract. That means the new board will in fact have the opportunity during their term to renew the contract of the new superintendent or go through the process of electing a superintendent. Also, please make note of this. If this existing board chooses to elect the next superintendent, Dr. Vron's position would convert into a advisory role. He would assist with the transition, including advising the new superintendent, counseling and training for new board members, and other related duties as needed. Thank you. Dr. Vwa, do you have any comments? Uh I just simply you know want to state uh I did make an announcement at last month's

083board meeting that I intend to retire uh about six months earlier than the ending of the contract in July of 2027. Uh I'm also willing at the you know this announcement as well to serve in any capacity that you would desire should you choose to move on with some type of superintendent selection process as a current board. Uh this this board has been absolutely outstanding to work with and I will continue to work with you for as long as I'm going to be here. Uh it's been great but everybody reaches a point in their career by next summer I will have been uh in education for 32 and a half years. So uh my time has come for next summer to to retire but I will work with this board in whatever capacity that you

084would ask me to do so. >> Thank you. >> Okay. Next up is governance business. First one is discuss and approve the April 13, 2026 finance committee meeting recommendations. There were five items on the agenda. Four were action items and all items passed. Do I have a motion? Motion by Miss Williams, second by Miss Roy. Any comments from the audience? 089High School after Mr. John Hawkins. Do I have a motion? >> Motion by Miss Joy. Second by Miss Holmes. >> Hey, good evening. >> Point. >> I want to tell y'all a little bit about Mr. John Hawkins who uh is nominated for the field to be named after him. John Hawkins was a graduate of TA Levy High School and Southern University. He began his career in education in 1963 at TA Levy, launching what would become a distinguished 29-year career with Parish School System. Throughout his ser years of service, Coach Hawkins became widely known and not only as an educator, but as a dedicated and highly respected coach whose influence extended far beyond the classroom. Following school integration in 1970, Shady Grove High School did not have a baseball program. Recognizing the need for opportunity and

090growth in athletics, Coach Hoggins established the school's baseball program and build it into one of the most successful programs in the region. He led the Shady Grove baseball team for 22 years, creating a tradition defined by discipline, excellence, and consistency. Under his leadership, Shady Grove made the playoffs in 20 of those 22 seasons and never experienced a losing season. And being an old baseball coach, that's pretty impressive. His teams were either district champions or district runner up in all but two seasons. The pinnacle of his success came in 1973 when his team won the 1973 Double 8 State Championship, solidifying Shady Grove's place in Louisiana High School baseball history. Coach Hawkins was known for his firm leadership, deep knowledge of the game and the respect he earned from players, colleagues, and the community alike. His

091passion and love for baseball were unmat unmatched and he devoted himself to developing both athletic ability and character of his players. 20 of coach Hawkins athletes went on to play college baseball with five advancing to some level of professional baseball. A lasting testament to his mentorship and commitment to excellence. Coach Hawkins retired in 1992, concluding a remarkable career devoted to education, athletics, and the development of young men. His leg legacy continues to live on through the generations of students and athletes whose lives he shaped on and off the field in the Northville community. >> Thank you. I think we have one of coach's sons here. >> Yeah, >> two of them. >> Two of coach sons is here. So, if y'all would like to come up and say a few words as well as a

092little >> Okay. I don't have a prepared statement at all, but I will correct a couple things. He coached for 22 years. Um, he he retired or he stopped coaching in ' 92, but he retired in 98. Um, but his statement was correct. He had a big influence, not in just baseball, but the community itself. I'll just say that, leave it at that, but thank you. Thank you for for being here tonight on behalf of your your family. Uh this is a great honor for Coach Hawkins. Of course, I don't know him. I didn't know him personally, but the the biography when it came through and the recommendation when we went through the process was about as smooth and seamless as could be and uh well deserving of that honor. >> Thank you, Dr. M.

093Joy comes. >> I just like to say um your dad was such a a rounded person and he was such a support of the community. In 1997, my little sister graduated as Valerie Tan at North Hipperville and her accolades all went to your dad because he was her mentor. So we enjoyed having him. I enjoyed working with him. He was a great mentor to all of them, baseball and academics. Thank you, Miss Joy. Any more comments from the audience? Any comments from the board? >> Machine, please. Next up, discuss and approve implementing the requirement of students to use only clear or mesh school bags for the 2026 2027 school year and include this provision in the 2026 2027 handbook. Do I have a motion? Motion by Miss Williams, second by Mrs. Roy. Dr. Vo, >> I I'll be brief with this. This item has come up a few times in our handbook committee that typically meets a little bit later on. It came to my attention earlier this year. Uh and in order if you approve this for us to give adequate time for parents and for businesses, merchants, and people who may want to donate, uh we we needed to get

096this done tonight. So, in the past, you know, the the rationale that we got from multiple sources in the school district for this policy was because they didn't felt like they wouldn't need to do the bag checks. That's going to continue. But what's happened over that time is we've got students bringing backpacks that are not your traditional school bag. you know, they are backpacks that have all sorts of hidden compartments. Uh they can be bought rather cheaply on Amazon or T-Mu or whatever these other online outlets are. Uh and it's really become a burdensome thing at schools to have to not only not be able to see in there, but also have all of these hidden pockets. So, after consulting with several of you over the last month or so, all of you over the

097last month, but also with our principles in our last principal meeting, uh, and with our teacher advisory group, all of them were in favor unanimously to go ahead and approve or ask you to approve, uh, moving to this type of policy. So, with that being said, uh, I'm asking for your approval of this item. Thank you Dr. Varo. Any comments from the audience? Any comments from the board? Machine, please. Miss Sash, >> online voting is now open. >> Okay. Next up, discuss and approve. I'm sorry. >> Online voting is now closed. Passes unanimously. >> Sorry, Mr. Ron, thank you. Next up, discuss and approve sending policy IIB testing program for revisions to reflect bulletin 118 to executive committee. Do I have a motion? Motion by Mrs. Laws, second by Mr. Tuier. >> Dr. I'll just

098simply say the Louisiana Department of Education and Bessie revised policy 118 with language in regards to cell phones in the testing setting. These we are going we we've already implemented uh whether it's in the policy or not once it hits that bulletin we have to implement. But our process is to refer this to the executive committee. Uh which that's all we're asking you to do right now and an executive will go into the details. >> Thank you. Any comments from the audience? Comments from the board? >> Machine please. >> Online voting is now open. Online Bon is now closed. Passes unanimously. >> Thank you. Next up, discuss and approve adopting the Louisiana State Central Collection of State and Local Sales and use taxes resolution. Do I have a motion? Motion by Miss George, second by

099Mr. Ab. >> Yes. At this time, I'd like to recognize Mr. David Hall. Uh we're sales tax collector. Uh I'm sure he's got a few comments for you, but you know, basically the resolution is uh asking you to notify our local legislative delegation and a few other elected officials of your opposition to centralized sales tax collections. uh that has been brought to the legislature for multiple years now and it's brought back up there again. Uh Mr. Hall can let you know where it stands, but uh that would be detrimental to our parish as a whole, not just the school board. Uh but Mr. Hall, good evening, Superintendent Boron, President Mlashi, um his board members, and the general public. Uh this issue, as uh Superintendent Varron has uh alluded to, has been on the radar since

1001996. Uh we continue to fight this um this year. this bill when it first came out, uh, House Bill 620, which is the constitution amendment, and House Bill 658, which is the companion uh, bill. Uh, when it first came out, it was not uh, state central, but after uh, some of us looked at the bill and we had questions, uh, the author decided to turn it into a state central bill. So with that um we found ourselves uh fighting this once again. Uh since that time on March the 30th this bill was heard in House Ways and Means Committee and uh the author voluntarily deferred both House Bill 620 and 658. And one of the reasons that it got deferred was because uh from the 2023 regular session of the Louisiana legislature uh there was

101a bill passed to uh enhance the collection system for our taxpayers which is known as Parish Eile. So Parish Eile was revamped. Uh there was over 500 million I mean $500,000 spent to revamp it to where now you can file your state Louisiana state sales tax and your local sales tax together in one portal and make one payment. Uh, this system was formerly housed in the Louisiana Department of Revenue and through this bill it was relocated to the Louisiana Uniform Local and Sales Tax Board and the board actually took over the collection on January 1st, 2026. So, and the system, the combined return system started on February 1st. So with that, uh, there's just not enough data out there to test the effectiveness of the operations of parachute file under the Louisiana Uniform Local Sales

102Tax Board. So, uh, with that, I think that was one of the main reasons that the bill was voluntarily deferred to get allow for more data to be collected about the effectiveness of the system. So, uh, we did, uh, act, we did pass a resolution, uh, through Parish Council. Uh, we also passed a resolution through Louisiana Association of Tax Administrators, which Parish is a member. And, uh, we didn't want the author, Representative Carlson, to uh, even though he voluntarily deferred the bill to to come back and put it back in play. So that's why I am here on behalf of President and the sales tax department to ask for your support of a resolution uh in opposition to House Bill 620 and 658 and centralized sales tax. So uh and and also let me make

103one other point right quick. Uh we collect the sales tax. These dollars, the returns and the and the payments, they come directly to the department. Uh the deposits are placed in local bank, citizen bank. So the money is here. Uh in this bill, the money would go to Baton Rouge and they would hold on to it. Um I think uh if it's electronic payment, we get it in 4 days. If it's a check, we would get it within 7 days. But this back and forth uh is for reconciliation purposes. It's a nightmare. So, uh we have the money here. Uh we distribute the money. We distribute money today. As a matter of fact, uh Mr. Stewart came to my office and picked up your check. So, um so, um and we also have boots on

104the ground. We here. We answer the phones when when taxpayers call. We got inundated with calls in February when the new combined system went into effect. Uh my staff, we I can't say how many calls we handle. But uh but nevertheless, that's what we here to do, serve our constituents, and uh we do that well. We are very efficient with the uh cost of collection. If you look at the report Mr. STO would tell you to in the report this month our cost of collection was less than 1%. 082. So uh so we're very efficient with that. And also let me say this if this bill would have passed the uh it was a half a percent of cost of collection on the entire collections not just uh anybody's particular portion. So we collected last

105year over hund00 million. So a half a percent is close to $500,000. So, we sent 500,000 to Baton Rouge, but we don't get anything for it because we're still charged with the administration, the enforcement of the ordinances. So, that's not a that's not anything that's in your favor. So, I I just wanted to put that on the record so that uh this issue is probably going to come up again and so you all would have more information to uh pass another resolution if it is necessary. So, thank you for allowing me to speak. >> Thank you, Mr. Hall. >> Did y'all have any questions for me? Anybody? >> I just wanted to personally say thank you, Mr. Hall. >> All right. Thank you. Any comments from the audience? Comments from the board. Machine please. Miss
