001after Christmas. Maybe get some on sale. in stepping in Mario. >> Yeah, but I mean how am I I mean finance committee meeting January 12th 2026. Miss George, Miss Hickden here. Miss Williams. >> Yolanda Law sitting in for Pam George. >> Mario Mlash is sitting in for Miss Katherine Williams. >> Kate Wel like the chairperson. >> I nominate Miss Teresa Roy. >> Oh, I'm sorry, Miss Miss Polly Higen. >> It's okay. Oh yes, I do accept. Thank you. Thank you, Yolanda. You're welcome. Okay. Uh item number two. I need to read this right. Our committee meetings are broadcasting live. To access the live stream, there is a video icon located in the online meeting agenda and also there is a link located on our district website, Facebook and X. Okay, let's begin with item number

002two. discuss and approve the Iberville Parish School Board monthly financial statements, including the income statement and the revenue and expense summary by fund through December 25th. The reports include a comparison of budget to actual for each fund, including a percent to go per budgeted account within the funds. May I please have a motion? I make a motion. >> Motion by Miss Law, second by Mr. Mlasher. Any comments? Mr. >> Any comment? >> Yes, ma'am. Okay. >> Good evening, board members and guest. Um, I want to give a verbal update as it relates to the financials. Uh, we we actually received $10.8 million during the month of December in revenue. uh of which uh a large amount of that was into general fund roughly seven millions uh almost 1 million in maintenance and over uh 1.2

003million in our internal service funds the rest which is speckled throughout um but we received 10.8 8 million. Uh, and updates on expenditures, they're they're they're the same. There was no update based on the documents that were submitted. Uh, we're still at roughly $71 million expense and we receive funds uh already in January uh from our tax collections and so uh it looks to be uh promising. >> Great. Thank you so much. Any comments? None. Okay. All in favor? I >> I >> oppose. Passes unanimously. Item number three is not an action item, so we do not need a motion. Update in relation to progress related to audit findings according to the management's corrective action plan. >> Yes, ma'am. Um, as it relates to the 2024 fiscal fiscal year audit, um, we're still working to

004streamline our our efforts with the CIP, the construction and progress plan, as well as our auditing uh, of all physical capital assets. uh to do so we're meeting uh you know quarterly as well as going forward we're going to ensure that in those quarterly meetings that we not only uh verify that all the expenditures based on the project documents are within Alio we will also begin to tie all of the expenditures to the actual GL to ensure that if there's anything missing we capture that um and and are prepared fully when the auditors come u with the document itself uh as it relates to bank uh reconciliation of bank statements We are actively uh increasing our efficiencies towards reconciling as well as uh changing some procedures and protocols in relationship to uh how things are

005entered and when they're entered. Uh increasing our oversight as it relates to journal entries with reminders and um and different documentations that increase accountability. Um so we're we're actively working to ensure that those reconciliations and the data that connects them are entered more effectively and efficiently. Um, as it relates to the local budget act uh for fiscal year uh 2024 uh in reflection of fiscal year 25 um we we've increased the technology and our templates usage um and going forward we've we've contracted with clear gov as well as we are um we're looking to to um to to increase our efficiency with producing the book. uh our we're looking to put forth our um our revisions earlier uh and ensuring that we follow the advertising guidelines to ensure that budgets are uh presented uh to

006the public in a timely manner. Uh lastly, public bid law. We we aim and uh endeavor to keep all um bid law um policies and uh procedures. >> Thank you. Any comments, board? Okay. All right. Let's go to item number four. Discuss and approve awarding school bus lease to Ross Bus and Equipment Sales LLC in the amount of $1,543,800 per year 4-year agreement to include 54 regular and six special needs buses. May I have a motion, please? Motion by Mr. Mclasher. >> Second by Mrs. Laws. Um, anybody want to um Okay, Dr. Vyron. >> Good evening. As mentioned last month when we put this out, this is the K to2 fleet of buses that we lease and we direct hire all of the drivers that drive these buses. Uh, I sent you a few correspondences

007about this. We only received one proposal. Uh, this company Ross has been very good for us to work with. Uh, the current contract we have now is expiring at the end of this year. It was a five-year. We anticipated that it was going to go up. They did agree in their proposal to do a 4-year agreement. This time, you know, we already knew, if you remember last month, we said that they weren't going to do five. So, we got a three-year price and a fouryear price. Uh, and from their original price, they did come down $1,000 per bus. Okay. >> Uh, per month. So, that was a good thing. We don't think trying to go out for this is going to garner us any difference. It's about a $500,000 annual increase. Uh, which from a

008percentage standpoint is not that that horrible. Uh, and this does come with again a brand new fleet of buses. These will be 2027 models. they will have more advanced technology on them and safety features. So, we are recommending that we accept this uh proposal. >> Thank you. Any comments? No comments. >> Okay. All in favor? >> I >> oppose. Passes unanimously. Thank you. Item number five, discuss and approve. seeking occupational therapy OT and physical therapy PT services request for proposal. May I have a motion, please? >> I'll make a motion. >> Motion by Mrs. Law, second by Mr. Mlasher. >> Dr. Vyron, >> this is the first time that we've reached the point where the fiscal threshold requires us to go up for a formal process. We have traditionally contracted for OT and PT services.

009These are for kids who have these services in their IEPs for either physical therapy or occupational therapy. The needs for these services have grown quite a bit over the years. >> Uh once you hit the $250,000 mark and federal funds are involved, then we are required to do a formal process >> and that's what we're asking you to do tonight. The one good news with this is these services are billable with Medicare. So we spend general fund dollars and then we can bill back to Medicare. So I think about 80% of our expenditure for this gets reimbursed. So we're asking >> Medicaid too. >> Medicare Medicaid I'm sorry Medicaid reimbursement. >> Okay. >> Which we have a lot of services that you know we that are available. A lot of our nursing services are uh

010some of the social work services are uh and these are billable services. So it's kind of a flow through where we've got to spend the money and then we get the reimbursements from the federal government. >> So Dr. Vyron, what do we have do we what we have on staff as resources now for this? >> We currently contract for OT and PT services. So, but we're going to exceed the required threshold. You know, uh when you spend federal dollars, if your expenditure exceeds 250,000, then you have to do either a bid or RFP. So, currently our students are receiving these services, but we're anticipating we may exceed that threshold next year. and you don't get a pass. If you think you might not exceed it, if you do exceed it and you didn't do this

011process, then we have to pay back those reimbursements that we would have received. >> Got it. >> So, basically, it's put out a proposal to provide the services that we already do. It's just a fiscal thing with the federal monies that's involved. >> Okay, great. Thank you. Any comments? Okay, item number approve. All in favor? >> I oppose. >> Passes unanimously. Item number six, discuss and approve seeking RFP requests for proposals. Um, I rate E- rate, I'm sorry. Category 2 FY26 products and services. May I have a motion, please? Motion by Mr. Mlasher, second by Mrs. Laws. Dr. Vyron, I'm calling Mr. Ian Simon up as he can explain this to you far better than I can. >> Is a federal grant program that we use that pays a percentage of our internet and networking

012infrastructure. So, we're just seeking proposals for internet. Every five years we we do this internet and WAN services as well as networking hardware and cabling. >> Okay. Great. Okay. Any comments, questions? Thank you, Mr. Simon. Okay. All in favor? >> I oppose. Passes unanimously. Item number seven, discuss and approve seeking RFP request for proposals wide area network W and internet access. May I have a motion? >> Make a motion. >> Motion by Mrs. law second by Mr. Mlashsham. Mr. Simon wants to talk about this again. >> This is the exact same thing that he mentioned with his comments off of both two different proposals off of the two different services. >> Okay. Comments, questions all in favor? >> I oppose. Passes unanimously. Motion to adjurnn. >> Miss Mo, Mrs. Laws. Okay, very good. Committee adjourn.

013Call to adjourn. Thank you very much. January 12th, 2026. Mr. Abear >> here. >> Miss Laws >> here. >> Mr. Tuier >> here. >> Thank you. I have McCorm. We need to elect the chairperson please. >> I nominate Davin Tuier. >> I'll accept All right, our committee meetings are broadcasting live. To access the live stream, there is a video icon located in the online meeting agenda and also there's a link located on our district website, Facebook, and X, formerly Twitter. Uh, monthly work order status report for December. Mr. Kagnetti. >> Good evening everybody. >> Get my paperwork together. All right. So, as you see on the screen, we um we had a good month. Um very short month, but we did still have a good month. It was 116 were submitted. We closed out 118

014and we're sitting in still today, we're sitting with about 28 to 30 somewhere up in there. And you can see on the chart where the majority of the the action was. Let's just call it that. All right. Any discussion from the board audience? >> No. >> All right. We'll move on to the next one. Item number three, project updates December. Mr. Kagnetti. >> Yes. I want to apologize first. Um I do have the names. I use the wrong sheet. Um so I need to change my header. So I do apologize that. Uh, so next we'll go to Crescent. We already talked about earlier it's it's still going to be on hold. East Ibrafield. We're going to talk about the fieldhouse. Um, we're still in litigations with that one. Tonight you will have on on your

015board. You will see later about the welding and pipe fitting classroom and accepting the bid for that. East Ibraville baseball softball. At the time of the report, these were the actual numbers. They have increased a little bit. the 50s went to about 75. But we're still working. A lot of work's being done right now on the softball side and not so much the baseball side. We do have a remedy for the baseball side and they're going to compact it, bring some more salt in, compact it again. We're just everything was approved last week. So, we're good to go on that. And soon as that takes off, we're going to rock and roll with the baseball side. Um the scoreboards were ordered and they got approved today. The mockup drawing got approved today. The school boards

016that we're going to have are the same school boards that we have at the other campuses. So we can kind of keep everything uniformed, just the different colors. All right, I elementary the new boiler. We had talked about this I think the last month. The boiler had went out. We had an inspection done with the state and they had condemned it to work. So we have to get it replaced. We did get all all quotes. I went out for three different quotes, got quotes back. We went with the lowest bidder on this one. I think it was around $140 $145,000 for a brand new baller. This is a bigger baller because it does the whole entire school. So, this one did cost a little bit more money than our MSA baller. It's an old baller.

017I think the ball this ball has been there since the school has started. Um, from all the information I got, they this the original baller that's there. We're going with a more It's the same size, but it's a smaller compact one and it's a lot more energy efficient and just efficiently working. Okay. Um, we're going to start that as soon as all the paperwork gets ready and the contract and stuff gets signed. MSA West, we just had a walk through there. The shingle roof is done. Interior block is filled. They start a little some painting on the blocks. We got some floor work that we're going to start here shortly. We got the ceiling grid that's going to go in here shortly. We are looking. We got to do a before we do the floor,

018we got to do some moisture testing. That's going to take a couple days to do, but we are still shooting for our um our goal to get this thing ready around that Marty Gro timem. And it the contractor say you shouldn't have a problem with it. We we did do a lot of ground work. I know we had a lot of flooding recently and and some some water issues. We've got all that handled. They had that that bad rain that came in with last week, I believe. And the guy said there was one little area. He trenched it out and it all flowed. There was no water standing anymore. So, we all very it turned out very good. We did a lot of drainage improvements in that area and the areas the the u playground

019area for the kids. So, we we got that handled. All right. Uh installation of the pack center boiler. Again, we went out for quotes with it. We are accept we accepted the quotes and we're just waiting for all the paperwork to get done and that's going to be starting soon. Everything has been ordered though. >> What was the cost of the one at the pack? >> I want to say 125. We added the hot water tank that's behind it. It's a it's a big hot water tank. We added it as an alternate. We accepted the alternate only because it's old. We worked on it multiple times. It had we already know it has a leak on it. So while the equipment is out, we're going to go ahead and replace that that because once you

020put the new equipment in, you can't replace it anymore until you next time we replace it, we got to move the baller again. So we went ahead and did them at the same time. And I think all together it was like 125 135 somewhere's up in there. >> So the pack should be good now with the new chiller and new baller once it gets installed. >> That's right. Yeah. >> Cool. >> All right. um building. This is the new building, building G. We went through the other day. They still we still waiting on some signs to be to to be hung up. We got a remedy for the ladder cage that we had talked about in the stairwell. And I'm thinking within a week or so, they're going to be able to to, you know,

021right after Martin Luther King Day, we're going to be able to move in there and rock and roll. So, they're going to finish up the couple little punch item list that'll get everything in there. Fire marshall has sold off on it. We're all good there. We just had a couple things that safety issues and safety concerns that we had to deal with and we're going to take care of that this week and we're going to be rocking and roll ahead here pretty shortly. We do have one issue with some um with some of these impostor beetles that you see. They are not just at that campus. They have multiple campuses, but we got excuse me, we got with our um our local uh pest inspector and he said he's going to take care of it.

022is going to go look at it tomorrow and he'll take at a situation for us. Next is the football and track um the track field. The track field is should be striping any day now. If it hasn't start has it started >> striping this week. >> Yeah, it's going to start um Wednesday. They're going to start striping. We ask everybody to please stay off the field. Um this is a very crucial time right now was on this on this striping. anything can mess it up. Hopefully no sugarcane ash gets on it. I think all that's done. So, but it's um it should start Wednesday and should be finished by the end of the week or beginning of next week. The locker room res the renovations going well. They a lot of demo. We roughed in

023some things. We got some floor work that we're looking at um making some changes to very minor changes and it's going to be done fairly soon. All right, the parking lot of Plman High, we've got a little punch list. Not much to it. It's probably at about 90% now, but it's it's wrapping up. The kitchen, it's wrapped up. I think we we still got to have the uh graphics and we're still waiting on some furniture to come in, but everything else as far as the kitchen wise is done, is completed, and it's working very well. the batting cage buildout. We will open bids on um this one says the 50th, but we actually pushed it back recently. We had a lot of questions come through. So, we pushed it back all the way to February

024the 5th. So, we will have it no matter what. It had to come to the board on February 9th. So, we gave the contractors and they were very pleased and and thankful that we did do it because there's a lot of questions, a lot of electrical questions, a lot of just stuff that we need to make sure we get it right. So, we push it all the way back to February 5th and that way we can have better numbers and we can answer all questions and we won't have any kind of um mistakes and any kind of unforeseen hopefully. and we'll jump down to the multicampus greenhouse project. We're we accept we we're going to ask to accept bids today and you will see them here shortly. And that is it. Any questions? >> Miss,

025>> um I may have missed it, but the ad the uh prekk building at MSA. >> Yes, ma'am. 100% >> the prek where they're having class. >> Yes, ma'am. >> All of that is complete. >> Yes, ma'am. That is complete. Yes, ma'am. >> So, there's no more >> leaks, roof leaks. >> And there's no more noise. >> No, ma'am. So, the roof >> that's all done. >> All the roofs been tied in. There's no more We haven't had any kind of Okay. of leakage >> because it had to do with that tie in. So, all that has been taken care of. This last storm that came, there was no water reported. Great. Yes, ma'am. Good. All right. Thank you. >> Yes, ma'am. We do still have outside. I know you um you've asked before about

026the fence about fencing it in. Right. >> So, he was supposed The guy was supposed to be here today. Something happened. He couldn't, but he will be done this week. >> What about the tree? >> Ma'am, >> the tree >> it's gone. I got I took that out over the holidays where nobody was here. We the stumps did that. They're going to come back and grind it, but tree is gone. >> Thank you. Thank you, >> Evan. Uh the um drainage improvement we did at Crescent with the hard range is everything's good there. >> I have not heard any negative comments about it. I did go not this past one, but the one before that and there was no water on that concrete. >> Perfect. >> It worked very well. We did tie the fence

027back in so all of that's tied in and it's going pretty good. There is a section that I want to look at the next rain because I want to see if it happens again. It's on the far side and all it is is just getting the water out the middle and and flowing it out towards the chiller because it it kind of floods right there up in the walking path. All that is is just cut a little trench in. It's going to be very very simple. >> All right. Thank you. Any other comments, questions? All right. We'll move along. Um, item number four, discuss and approve accepting the bid from Sage Construction in the amount of 348,000 for 2525 M03 EIHS welding and pipe fitting classroom. Do I have a motion? Motion by Mike and

028second, >> Dr. D or Evan. >> Yep. Um, I'm very pleased with this one. The budget was set at 500,000 for this and we came under budget, but I'm very pleased with it because this includes the electrical issues that we've had. This includes both switchboards. It's the main switchboard and the sub switchboard. So, we're going to have new more say not better power, but cleaner power as they said um with the new switchboard. So, I appreciate y'all letting us have that a part of this project and the numbers came out fantastic. Dr. V, you want to say something? Yeah, just just simply we absolutely, you know, pleased with that because that was kind of one we really wasn't sure where it was going to go. Uh we did ask to budget 600,000 for this when

029we asked to go out. We do want to ask you to accept this bid and reserve those funds. I don't think we're going to uh exceed any or get anywhere close to that. But as you have these really old buildings, you never know what you find when you start pulling some things out. Uh but at any rate, we shouldn't spend anywhere near what the budgeted amount is and then that'll just roll back into our general fund for projects. >> And this couldn't come at a better time. I was out this weekend when the power went out over there and we were on the phone uh miss out and Dr. being on the phone trying to get this power back up and I went out uh was that Saturday or Sunday or something and you had

030to it's scary but you got to pump it three times and it it hits and it it makes you jump and all of that but we've had to do that multiple times because it is it is an older system and the guy that our architect team it it's just it's an outdated system so it could go any minute. We've done this multiple times over the years that I've been here and it's been done before I got here. I talked to the electricians. They said it always happens. You got to pump it three times and that's a lot of power. It scares me. So, but so hopefully this will help that and don't we don't have to do it no more because I don't like electricity. >> Any other comments from the board? >> Just one

031comment. Mr. Kle, I just want to thank you for making this happen. Uh tell everybody one of my proud products and compliments being a board member was partnering our welding facility. It's nice to see y'all have one too, >> sir. Thank you. >> All right. Any other comments from the audience? >> Board. >> All right. All in favor? I >> I >> oppose. Passes unanimously. All right. Next up, uh item item number five, discuss and approve accepting the bid from Guy Hopkins in the amount of 678,000 for 2588 M01 IPSB multicampus greenhouse project. Do I have a motion? >> I'll make a motion. >> Motion by Miss Laws. >> A second. >> Second by Miss Dav. >> Dr. B, >> I I'll start off on this one. Uh Evan may have some additional comments. I'm

032recommending that we accept this low bid. And looking at the bid sheet that we sent out to you the day that we opened the bids, this low bid was kind of a little gap, but when you start looking at the rest of those, they really weren't that far off. >> And just so everyone, you know, out there for the public purposes knows, >> these are a little more sophisticated than just your general greenhouse that you would have maybe in a backyard. It's not just a translucent filming with, you know, uh, some type of piping that you cover up. There's electricity involved in these for climate control. There's water and irrigation involved. So, there's plumbing involved in these. Uh, and they're they're very sturdy type of buildings. We visited Ler High quite a while back to

033go take a look at the one that they utilize. And this is over what we anticipated that we budgeted for to begin with. Uh but again like I mentioned when we asked you to go out for bid on this greenhouse at MSA has been on the books for a very long time. Predates not only me and predates some of you that are on the board as well. Uh and it's time to get it done. But since then we've added agriculture programs at Northville High at Eastville and at MSA East. You know we split teacher on the east side. Uh and the A program in its second year uh has kids enrolled I think it's 25 to 30 at Eastville when over 30 for sure at MSA East and we're anticipating that to grow. The great

034thing on the east side was it was actually a student that emailed me, you know, two and a half years ago. Can we get a on on our campus? You know, uh our students advocate when of course we listen, you know. So, this is a little over as Mr. Stewart mentioned uh earlier in the finance committee, uh our revenues have exceeded what we projected, which is good, and putting some additional funds in that pot. Uh, so we do have the funds to be able to pay for this. So if you accept this bid, we can support the budget for it. >> Yes. Um, I know some of y'all wondering how how did we go so much over when we're from 400 to 678. Uh, I take full responsibility. That's my fault. I took what I

035did was I took the quote that we got to put us a budget together, doubled it, and added 100,000 and it still wasn't enough. So we know never done one like this before. This one this one got me. So yeah, I thought I was close and ended up not being close. So um it won't happen again. But now we know with a greenhouse that we would have taken have a greenhouse and we'll go from there with it. >> All right. Thank you. Any other comments from the board? Comments from the audience? I know our uh a program teachers are going to be very very excited for this. So uh it's been talked about very highly. So uh all in favor >> I oppose. Passes unanimously. >> If I can real quick thank you all for

036your support on these last two projects in particular. These are ways that you've prioritized spending money on programming for our students to meet needs that a lot of business and industry are asking for out there. Those agriculture programs involve a lot of career education. Uh and this actually can turn into some enterprising. uh the the school that we visited, they grow point setters in there and they sell them and raise a lot of money for their programs there, but they're learning everything about entrepreneurship as they do it. So, thanks for your support. This is great for our students. >> Great. >> All right. Can I get a motion to adjurnn? Motion by Mr. Bayer. Second. >> Second by Miss Law. We adjourn. Good evening. I call to order the January 12th, 2026 Gibberville Parish regular

Okay, next up will be recognitions, presentations, and reports. And first up, I want to bring up Mr. Brad Daggo, seeking election, Louisiana State Representative District 60. Thank you,

041Mr. President. Uh, esteemed members of the board, members of the public, uh, for those of you that do not know me, and first of all, I do want to thank you for being first on the agenda. I have to present as the treasurer of our homeowner association tonight. So, thank you very much for the accommodation. Uh, my name is Greg Dgo. I'm here to announce my candidacy for the District 60 opening for the House of Representatives. Our current representative, Mr. Chad Brown, uh has stepped down to become the alcohol tobacco commissioner. And this uh opened us up for a special election that'll be held next month on February 7th. I was born and raised in Plaean. I graduated from St. John High School. I'm married to Jill Dagel. Uh she is from Bruy and graduated

042from Bruley High School. Together we have two children. Um, my daughter Lindsay who graduated from St. John and my son Evan who graduated from Bruley High School. My parents also uh my father graduated from St. John, my mom graduated from Plaqueman High. So we have uh both public and private educational experience in our family. Um, I'm a self-made man as many of you know. I've been working with the school board uh for 20 years. I can't believe it's it's been that long. I started as the voluntary benefit consultant and then transitioned over to become the employee benefit consultant and I think we'd enjoyed much mutual success and in our uh coordinated efforts together. Um, presently I am on the Eville par uh, excuse me, I'm on the Greater Baton Rouge uh, Port Commission as a

043port commissioner and I am technically an elected official on a Republican state central committee. Not many people know what that is because we don't make any money doing that. So, nobody pays attention to it. Um, I want to tell you tonight a little bit about my focus as a candidate in this race. So, I'm focused on the 90% of the issues that unite us and not the 10% of the issues that divide us. And what do I mean by that? So, on the Republican State Central Committee, I was in a partisan position. My job was to grow the party to get people to move to our party. I was focused uh on conservative issues. If elected as a state as your state representative, my focus changes to my constituents. And that means that I have

044to serve all of the people. And so I'm very cognizant of that. And I want to I want to say one thing about that. So one of my favorite quotes is from former New York City uh mayor Fill Deardia. He is the uh mayor that the airport was named after. And what he said was there is no democratic or republican way to pick up garbage. So what did he mean by that? He meant the essence the essence of his statement is that effective pragmatic governance for the public good should transcend partisan ideology and focus on getting the job done for the people. That is exactly what I will do as your next state representative. I'll work with anyone and everyone who has a good idea. It doesn't matter uh what political party or whatever um

045your ideals are. it does not matter. I'm there to work with all of the people. So, I'm very open-minded with that. In saying that, while political parties should not be a determining factor in an election, um we do have to consider it from this perspective. Um right now, from the governor down, every statewide elected official happens to be a Republican other than two congressional seats. So, what does that mean? that that means the the centers of influence um they control the narrative right now. And with my um experience working with the Republican state central committee, I've been very fortunate to establish relationships with just about every one of these individuals. So I can hit the ground running. There is no learning curve for me if I'm elected. Um, I have the relationships not only on

046the local perspective, on the state level, but also on the federal level because I've gotten to know many of these individuals personally. So, let's talk about the school board and some of my thoughts on education. So, my personal belief is that we should empower parents to make the best decision for their children. In saying that, nothing we do uh with that should be to the detriment of the public school system. You have my word on that. Um this account, I am very blessed to tell you that when the board 20 years ago took an opportunity on a local person and gave me this opportunity, this catapulted my career and it has blessed me in in many ways and me and my family to be able to get to that next level. and and I um

047I was able to work with this account and now I'm very successful with my company and I'm very blessed and I haven't forgotten that. I never will forget that. Um in addition to that, in saying that, I'm a believer in the public school system. We have to have good public school systems and we're very fortunate here to have a good one. And um so we are blessed in Iberville to have industry that provides us with a significant tax base, but Assumption Parish is not as fortunate. So it is it is a different story between Iberville and Assumption Parish. And so I will do everything that I can to make sure that the minimum foundation program remains fair and equitable. I have a lot to learn. I'll be the first one to admit to you, I'm

048not an expert on the public school systems and the needs that you face. But you know me, I'm I'm diligent. I'm a quick learner and I have a constant state of purpose and my door will always be open. I promise you this, I will always listen uh to you as my constituents as a as a board. Um I want to remind you that I did support our tax renewals. I did that publicly and I took some heat for that. Okay? as a conservative, you know, Republican, they're against most taxes and sometimes against renewals. So, I win again against my own party and I'm not afraid to do that. Okay. Um, so I will I will pledge to you now that I will support and strongly consider any legislation that keeps our teachers and support staff

049salaries competitive with the southern averages. Okay? And I mean that from the bottom of my heart. In closing, I'm running to be a voice that listens, leads, and works across the aisle to get things done, to lower insurance cost, improve education, reduce crime, to lower taxes, and demand uh transparency for every tax dollar. This campaign is about you, the people, not about politics. And it's about the place that we proudly call home. Every politician says, "I'll fight for you." That is obvious. Uh Brad Dagel would deliver and win for you. that I can assure you. So, if you believe District 60's best days are ahead, I'd be honored to earn your consideration and support. Thank you very much. I I would be open to answering any questions if anyone has any. Uh if not, thank

050you very much. >> Questions? >> Thank you. I appreciate it. 052say thank you to Miss Loop for nominating me. Thank you for recognizing me and thank you to my family for giving me the courage to come up here to actually speak. Thank you to Thank you for tonight. >> Congratulations tonight. Great. Okay, next up is discuss and approve recognizing January as being Louisiana School Board Member Recognition Month and adopting the LSBA code of conduct for school board members. Do I have a motion? >> Motion by Mr. Tuier, second by Mr. Abear. >> Dr. Farwell. >> January is National School Board Association Recognition Month. Uh and part of that recognition uh comes with two items tonight. So the first one is uh you all adopting the LSBA code code of conduct which we did this last year I think as well. Uh so that's what your vote

053is actually on tonight. We do have that code of conduct attached for you uh in tonight's agenda. But before you take that vote, I do want to thank each and every one of you for the service that you provide to our school system on a daily basis. Uh a superintendent in a board's relationship really can make or break a school system. And I have been blessed for going on three years now with this board to be able to work with. Uh, Miss Paulie had some very strong words in the the prayer a little bit earlier about, you know, being able to communicate in a positive manner. I was summarized, you know, when opinions may differ. Uh, and we've been able to do that together. You've been able to do that together. And I can't thank

054you enough. our uh general public probably many unless you're married to or a child of or a parent of a board member really has no idea the amount of time that you all dedicate, you know, to the elected positions uh that you've earned over the terms that you've been on the board. And I I do know that a few of you uh this will be your last January with us. Uh and you know after many many years of service, we'll we'll talk through that later on in December. We'll get the tears and Kleenex out then. But uh but in the meantime, do know that you're appreciated. Your support is undeniably the best that I've ever worked with in my 31y year career. Uh, and we've got time to go with you and I look forward

055to that. Uh, but happy National School Board Member Appreciation Month. >> Thank you. Thank you. >> Salut any comments from the audience? Any comments from the board? Maj online voting is now open. >> Online voting is now closed. Passes unanimously. >> Thank you. Next up, recognize board members who have completed hours of training and instruction for 2025 in accordance of act 705. Dr. V. Sorry. >> Each member of city empower school board shall receive a minimum of six hours of training and instruction as required by act 705 of the 2011 Louisiana legislature. This training and instruction shall consist of school laws of the state, laws governing the powers, duties and responsibilities of boards, educational trends, research and policy. Such instruction may be received from an institution of high ed from an instruction sponsored by the

056department of education or by inservice training programs conducted at the school board level or by LSBA or affiliated associations. Each member of a parish school board shall receive one hour of ethics training per year as well during the tenure. So tonight, as obligated by law, I will call out the board members and the number of hours that each have earned for the 2025 calendar year. And as you will all note, all of our board members are far well beyond the 6-hour minimum as required in statute. Miss Terresa Roy 29 hours. Miss Katherine Williams, 50.5 hours. Miss Pam George, 56.5 hours. Mr. Davin Tuier, 35 hours. Mr. Mario Maguasher, 35.25 hours. Miss Yolanda Laws 47.75 hours. Miss Yolanda Holmes 51 hours. Mr. Mike Abear 31.5 hours. And Miss Polly Hickden 43.25 hours. Congratulations on uh exceeding

057all of those hours. Uh and thank you for the time that you do. And on February 27, you'll be earning some more hours with us. >> Good job. Thank you. >> Okay. Next up is a presentation by Eisner Amper regarding the audit report for fiscal year 2024 2025. >> Thank you so much. Good evening everyone and thank you for having us. Um I'm Tiffany Dorsa. I'm the audit partner in charge of the audit. Uh we'll be presenting the audit results for June 30th, 2025. I I brought with me Patty Falcon. Um, for those of you who work within the finance department know Patty very well. She answers all the hard questions and does all the hard work. Um, we presented you a packet in front of you today. It was in this little manila folder

058here. Um, it contains the final um, audit report, the final statewide agreed upon procedures report, the Bessie agreed upon procedures report and a management letter that we issued uh, toward management. What we are going to go over is this PowerPoint presentation which is a highle summary 20 pages of very high level of the audit results. I'm going hit the high points because some of this is kind of repetitive for an required communications. So I'm just going to go through the high points with you. Um so as I mentioned we have an audit of the financial statements. That is the responsibility of the auditor to give you an opinion on whether or not your financial statements are materially correct in accordance with generally accepted accounting principles. Uh we did issue an unmodified opinion on your financial

059statements which says as of June 30th 2025 um the audit results is that you have an unmodified opinion and it says that that's materially correct in accordance with standards. Uh we also issue a report on internal control over financial um your financial statements as well as compliance or the government auditing standards. This report does not give you an opinion over compliance, but provides whether or not we identified any items that may be uh significant deficiencies and material weaknesses in internal control as it relates to uh compliance laws and financial reporting. Uh we do have some matters to report to you this afternoon that we will go over. Um we also issue a report on compliance for your federal major programs. We audited two major programs and uh those are determined based on a analysis required

060by uniform guidance depending on the dollar amount that's expended for those programs. Uh we did child nutrition this year and the head start program. Um we do have a couple of findings in the child nutrition program. Uh we did not have any findings in the Head Start program. As far as the statewide agreed upon procedures and Bassie, we did have a couple of comments there. Those kind of went into our management letter comments. So Patty will be covering those when we get to those points. Um, and that management letter is kind of a best practices uh and things that don't rise the level as a finding within your report uh but are best practices and opportunities for improvement in your internal controls. So with that on page two um it discusses um you know uh

061the information that we provide to you the uh our plan timing and scope of our audit. So if you go from page two to page three, um it talks about our responsibilities as your auditor, our planning responsibilities, um our requirement to remain independent and follow all ethics rules uh with respect to the standards that we have to comply with. Um it talks about management's responsibility for the financial statements. Um and then we didn't have any change plans to our audit strategy as we kind of went through that audit process between uh September and the end of the year. Um we do use the concept of materiality in audit. Materiality is a judgment by a professional judgment by the auditor. Um there is a qualitative and a quantitative uh analysis that's done to come up with

062that uh that number and analysis and determine whether or not audit adjustments are material to the financial statements. Uh so there are judgments involved in that. Um with respect to um your significant accounting practices, I think Patty's going to talk through um a couple of one the significant accounting policies uh which were we adopted one new one this year. So this year there was a change in accounting principle in the current year. The school board adopted Gazsby Statement 101, compensated absences, which enhanced the recognition and measurement model, and included an assessment of earned leave that is more likely than not to be paid or used in the future as of the balance sheet date. This change in accounting principle did require a restatement of prior periods. We noted no significant unusual transactions during our audit,

063but there were significant accounting estimates in the financial statements. And the most diff the most sensitive of those estimates are the op liability, the net pension liability, depreciation and amortization expense, health and workers comp claims liability, approved compensated absences, and leases. The financial statement disclosures are neutral, consistent, and clear. And then on slide 12, you'll see these are just some other communications that we are required by our standards to give to you. Basically, we're just telling you that we didn't identify any fraud. We didn't have any disagreements with management, etc. Now, Tiffany will go over the internal control related matters. >> Yeah. So starting on page 14 of your PowerPoint presentation. Um this discusses our consideration of internal control within a financial statement audit. Um and it it basically it provides um we use it

064as a basis for determining our procedures to gain an understanding of those processes and procedures you have in place, but we don't actually necessarily have to test internal controls. Um so we we're kind of limited in what we do, but if we do identify something, we do report it to you. Um there are several types of internal control deficiencies that may be identified and a and a deficiency in internal controls exist uh when the design or operation of that control does not allow management or employees in the normal course of performing their job functions to prevent or detect a misstatement um on a timely basis in your financial statements. A material weakness is a deficiency or a combination of deficiencies whereas there's a reasonable possibility that it may result in a material misstatement to your

065financial statements. Um so we have two uh findings that we identified uh that we'll talk about that were considered material weaknesses. Um there was a and a significant deficiency is a little less severe than a material weakness but we think it's important enough for manage uh for governance to consider and address and it's part of the audit. So moving on to page 16, we had um five findings. Uh the first uh two relate to a couple repeat findings. Uh the first one relates to and if you want to look at um page 105 of the big book, it actually gives you a lot of descriptions of what they are. Um but we had um identified a condition where when when uh as a result of our audit procedures, the capital asset reports uh were not

066being reconciled to the accounting records. um and a review of the repair and maintenance accounts uh to ensure the proper coding as capital outlay. So we had things in different places so they didn't make it to the capital asset schedule um and retainage payable for some of the projects had not been included in the construction and progress schedule. Um it kind of resulted in some material audit adjustments that we had to make to get your financial statements in accordance with uh to be materially correct. and then your physical inventory count is not being performed every two years as according with your in accordance with your policy. This is a repeat from the last last two years. Um the second finding relates to reconciliation of your bank statements. As you know, there's been some challenges with

067personnel and turnover and trying to get caught up. Uh you know, you've made some great progress because the audit's on time. So, we've made some tremendous progress as we've kind of gone through that process. But the schoolboard does have 17 bank accounts at six different banks. Um and we had um and on a regular basis I think they utilize about five of those accounts. Um so several of the accounts um were not reconciled um from July to March all year in June 30th 2025 reconciliations were timely except for your main operating account which wasn't really completed until like September. So typically monthly bank reconciliations should occur the month after um uh the month being reported. So I know we're working toward that goal. Um I know there's been significant improvements from the prior year as

068far as timeliness. Uh so we do think they're moving strides into getting those in a more regular basis. Um uh our next finding related to um compliance with the local government budget act. um the budget that was adopted um had some uh differences in the transfers and out in and out and didn't reconcile to salary expense for some of the special revenue funds. So we had some errors within the budget document that we felt was important that we need to place controls of that to make sure footing and some of those things are more accurate um so you have a better picture of what's going on. Um, and then the budget is supposed to be made for public inspection uh with and um within 15 days before being adopted and it wasn't put out. I

069think it was just a couple of days late. Um, and then finally, we have uh two findings related to your federal program related to child nutrition. Um with respect to procurement um you to use your own documented pro procurement procedures uh to that will reflect state and local laws provided for procurement. Um the current procurement process um we didn't let me step back. We did not identify any issues with your procurement. Um it's really about the process and how bid documentation is being compiled. So it's um not that there were any issues but there is a control missing so that one person's not totally responsible from accumulating that big documentation and then presenting it to you without any without checking for any errors. So um there were no there was no non-compliance with respect to

070that. It is a control that needs to be put in place with respect to um the bid process and school food. Uh and finally on reporting um uh there was uh for your reimbursement requests relating to the claims for meals served uh you actually uh had amounts that were underclaimed for um the child nutrition program uh because there was some errors in the documentation and the keying in of that information without a second check. So um that's just again a control to be put in place to ensure the accuracy of that information. there are no question costs with respect. It wasn't non-compliance because you're actually was entitled to additional funds uh and not uh you didn't request more than you should have. So that's our five findings and I think my Patty's going to go

071over management letter comments. That's the correct slide. Yes. So the first two management letter comments relate to the best agreed upon procedures. The first one is due to differences in the PEP data. There was a noted difference in compensation reported for each individual selected for testing. Two differences noted in education level reported and five differences noted in years of service. The second one is related to differences in class size characteristics. Bessie schedule 2 does not agree to the detail of classes provided. In addition, using a sample of 10 classes selected for further testing, five instances were identified where the number of students on the class size total report did not agree with the the class rule book. The third management letter comment was just information technology environment improvements that we communicated with management. The fourth

072f fourth management letter comment is related to school activity accounts mainly internal that internal audits should be performed and the documentation should be kept for all of the procedures. Also documentation of invoice approval should be enhanced and deposits should be made timely. The next one is related to reconciliation of benefits payable. All supporting schedules and documents should be reconciled to the accounting records. Number six relates to accuracy of the other post-employment benefit census data. During our testing um of the census data provided to the actuary, the liability calculation, we noted that the health insurance coverage type was incorrect for 13 out of 25 individuals tested. This could result in in calculation errors of the liability. And the last one relates to continued net operating losses in the self- insurance fund. The self- insurance fund has

073incurred substantial operating deficits for consecutive years, reducing its net position to a level that may not be sufficient to cover future claims or unexpected costs. To maintain solveny, transfers into the self- insurance fund over the last few years have been covering the losses. that it is a best practice that to conduct like an analysis to ensure that premiums being charged to employees are adequate to cover claims and costs. You could also possibly negotiate better terms or create a policy that would set minimum reserve levels and outline steps for replenishment when the reserves falls below certain thresholds. Any questions about any of those before Tiffany wraps it up with the financial highlights? All right. So, real quick, we're going to move on to page 20. Um, this just gives you a five-year analysis of the highlights

074of your financial picture. Um, this one right here relates to the governmentwide and your net position. So, this is your full acral basis. And what I mean by that is typically you get reported on at a fund level, which is uh short-term revenues and expenditures. and you don't really see the full financial picture till once a year when we do governmentwide adjustments and give you a gap financial statement. Uh full acral statements include um the capitalization of your fixed assets. So capital outlays and expenditure at the fund level but at the governmentwide level they are considered assets and then they're depreciated over their useful lives. Um the other difference is with respect to debt. If you borrow funds, uh those are proceeds coming in at the fund level and as you spend them, you spend

075down the expenditures. But at the governmentwide level, we actually create a liability for that debt. Uh similar to net pension liability and retirement obligations, those are very significant as you know um liabilities that are recorded at the governmentwide level and are have an impact to your net position or net deficit in the case of uh when you look at these numbers. um in in the unrestricted column. So if you kind of look at this um you can see the little purple the purple number is your restricted uh net position. So those are basically at the fund level restricted fund balances right. So for your grants program the debt that you may um any bonded debt things that are put in reserve those things are restricted for a specific purpose. So that's your little purple box.

076Uh you can see that number's come down a little bit from the prior year and has come down historically over the last several years as you spend down those grant funds mainly er um as you've been spending that down. Uh the turquoise bucket in the middle there is your net investment in capital assets. So that's your capital assets less any debt obligations to uh support the purchase of those capital assets uh less depreciation. Uh so that number right there has increased. You can see there's a significant increase between last year and this year is 80 about 88 million almost 89 million last year and it's about 116 million this year. There have been a lot of capital projects ongoing as y'all are well aware. Um they completed 16 projects in 2425 with 11 still ongoing

077at the end of the fiscal year. Excuse me. um you had about $32 million in capital outlay expenditures in 2425. U the light blue bucket down there is everything else. So your assets minus your liabilities minus the amounts that are set aside that are restricted in net investment your capital asset and that goes negative and the main reason for that is your OPED and net pension liabilities that are pretty significant. Um uh Patty kind of hit the highlights of what those numbers were in the notes in the financial statements. So, um, most school districts, um, that number is negative for the same reason as you have at negative. Um, the one thing I will say that your total net position though is positive. So, when you add all that together, you have a positive net

078position of 37.5 million. That has historically increased since 2021 where it was a negative 22 million. Now, you're up to a positive 37 million. So, a positive impact on the school's financials um for the last five years. The next page is your fund balances. Uh the the light blue box at the bottom is your general fund and the uh turquoise box is all over all other funds. Um your general fund ended with a $ 48.8 million uh fund balance. Compare that to the prop prior 52 million. um that balance will fluctuate depending on use depending on um whether or not your revenues exceed your expenditures or expenditures exceed your revenues and how much money you need to support other funds. Uh so that fluctuates based on how you budget. Um the uh turquoise bucket is

079mainly your grant funds and your capital project funds. So um the main reduction there is because of use of your capital project on uh funds. you had uh reduction in building maintenance. Uh your maintenance fund, you use about 16 million and you had 14 million out of your building fund. And finally, the last page is kind of the changes in those numbers um year-over-year. So the the top line is the full acrruel number. So if you want to look at what your actual changes were from year-over-year, you went from a negative 234,000 to uh up to 19 million down to to 10 million. uh but all positive, all in on the positive track uh at the governmentwide level. And then of course at the fund level again it went from 6.5 down to 15.4 negative,

080but that's because you're spending down and using those funds to to make capital improvements across the district. So I'll take any questions anybody has. Um that will be the end of our report. >> Any questions? Any comments from the board? Any questions from the audience? >> Okay. Thank you. >> Thank you so much. We appreciate it. >> Okay. Next up will be the consent agenda which will be enacted with one motion. Approve a condolence resolution to the families of Mrs. Marie Holmes Green. retired teacher at Plaean High School and mother of Mrs. DZ Green, early childhood family services coordinator. Miss Mary Ethel Favorite, mother of Miss Ronicia Favorite, custodian at Dorsyville Elementary School and Miss Brittney Favorite, school food service technician at White Castle High School. The December 8th, 2025 regular school board meeting minutes.

081the December 17, 2025 executive committee meeting minutes and the January 12th, 2026 consent agenda as presented. I have a motion motion by Muier, second by Mr. Abear. Any comments from the audience? Any comments from the board? Miss Sage machine, please. >> Online 30. >> I'm sorry, Miss Law. Oh, I just want to make a comment uh regarding Miss Green. I know everybody probably was impacted by her on the Plman High School side that had a typing class and uh I know she impacted many lives and I really didn't get an opportunity to make her service and I just want to uh you know express how much we appreciated her in the school system and the impact that she made. Thank you. >> Absolutely. machine please. Online B is now open. >> Online vote is now

082closed. Passes unanimously. >> Thank you. Next up is superintendent reports. Dr. Vro, >> I'll keep this one brief. We had a long report already tonight. First, just a reminder, thank you all again uh for your service for schoolboard recognition month. Uh I can't thank you enough. As I mentioned earlier, on the next slide, uh we're enrollment uh went overall down by one. Uh we gained one in prek, we lost two in the MFP. Uh we're actually still servicing 4,074. We did have one uh student with an IEP that turned age 22 uh in the Leap Connect classroom that is continuously enrolled. So it's actually the same number with servicing from December to January. And at this time, uh, we do have a new administrator in the district. I'd like to introduce Dr. Emily Mlen, who

083is the new assistant superintendent at Eastville Elementary and High School. Dr. Mlen previously taught at Plaean High School for approximately six years and has now been at White Castle for the last six years uh or in the sixth year as the master teachers. You may recognize Dr. Mlelen from a prior night that she was here being recognized as she was selected in the national fellows program for NIT. uh and she brings lots of instructional experience into East Everville. Uh so congratulations Dr. Mlen and I'd like you to approach the podium, give us a few comments. >> Hi. Well, thank you so much for recognizing me tonight. I'm I'm very very excited about this opportunity to serve in this role as assistant principal. I'm looking forward to continuing the work that Miss Paul has already started

084and everything that she has achieved so far. I know that we're already a very strong team and I'm looking forward to continuing to build on strong educational excellence. My focus has always been on students and instruction and I'm looking forward to bringing all the expertise that I have built across my time in Parish to Eastville and lifting the school and continuing to grow. So, thank you. >> Thank you. Next, uh we we reach this time of year where we're planning for 2026 27 school year uh at the same time that we're currently operating this school year. A while back, we approved the calendar for 2627. One of our next big uh steps to take in the spring is our early childhood and academy lottery registration. These are the timelines as mentioned last year. At this

085time with IVLA, our third graders are moving up to fourth and we will no longer be taking third grade registrations, ultimately weeding that elementary part of that program out. Uh postcards will be sent out to all residents in Iberville as we've done the last few years. There will be an online application and a paper application will be available at all campuses. Uh and if you go to the last slide, we've got quite a few things coming up. We look forward to meeting on our student advisory committees later this week. Uh and much much more coming up over the next several weeks. That concludes my report. >> Thank you. Thank you, Dr. Fu. Next up is governance business. discuss and approve the January 12th, 2026 finance committee meeting recommendations. There were seven items on the agenda.

086Five were action items and all five passed. Do I have a motion? Motion by Miss Roy, second by Mrs. Hickden. Any comments from the audience? Any comments from the board? Miss Sage machine, please. Online voting is now open. >> Online B is now closed. Passes unanimously. >> Thank you. Next up is discuss and approve the January 12th, 2026 building and grounds committee meeting recommendations. There were five items on the agenda, two action items, and two items that passed. Do I have a motion? Motion by Miss Roy. Second by Miss Laws. Any comments from the audience? 087minutes, reports, and handouts. Do I have a motion? Motion by Miss Holmes. Second by Mr. Abbe. Mrs. Hickden. >> Thank you. Thank you, Mr. Moasher. >> Welcome. >> Our Head Start policy council met uh December 18th and as you know we have several attachments. The first one is the safety monitoring. Uh, of course it's for the previous month, November, the minor and critical incidents and happy to report this month there were only minor incidents like biting. We're still dealing with that with our little B little babies, but we have no critical incidents thankfully. our attendance report, 97% attendance, 90% enrollment. The big issue we're having, which I'm certain we're having it in in our elementary um classes also, is tardiness. So that is that is going to be addressed again. We have 51 funded enrollment.

08898% is filled in our preK3 and 85% in our preK4. And as Dr. Vyron spoke about registration, our letters uh to our preK4 students were sent for returning next school year and the appointments will uh begin uh January 20th for registration. Our mental health report is attached. The fiscal report is attached. Specialist report is attached. Our education manager report is attached. We also under new business we discussed the bylaws for the policy council and we have two changes that were approved. Um we we had four members for a quorum. We have changed it to three members for a quorum. And also the other change there are no meetings in June and July. Uh happy to report that our district class data score is excellent. Uh the emotional support is excellent. The classroom organization is excellent.

089um approaching proficient is instructional support and that is always um we're hoping to continue to improve slightly in that. There was um a a growth a slight growth in both emotional support and classroom organization. We have 27 prek teachers. our meeting, our next meeting is Thursday the 22nd of January. Thank you. >> Thank you, Mrs. Hickden. Any comments from the audience? Any comments from the board? >> Mr. S machine, please. >> Online burying is now open. Online vote is now closed. Passes unanimously. >> Thank you. Next up is new business. Number one, discuss and approve the IPSB list of disciplinary hearing officers in accordance with LARS 443. Do I have a motion? Motion by Mr. Abe, second by M. Laws. Dr. V, it's time to update this list. It was originally adopted uh back in

0902014 or 15. Uh, and at the time it was recommended that it be from a group uh a company basically of mediators. Mr. Evan Alvarez. Uh, Miss Labau and I met on this a couple of weeks ago. Uh, and we obtained a list that utilized by multiple school systems around the state. Uh, we definitely needed to update it. Some of the folks that were on the old list weren't even actively employed anymore. So, we're recommending all of these individuals do serve as disciplinary hearing officers for other school districts. uh and having a a list approved by the board has us to be in compliance with Louisiana Revised Statute 443. Uh these are only used in the event that we have a tenur teacher or bus driver or administrator on a promotional contract. uh if they

091request the district hearing officer following discipline that they receive then they can request it and then we have to randomly pick one off of this list. For those of you that have been on the board for a number of years, this was the part that replaced the board from having to be the hearing officers. So we do request your approval. >> Absolutely. Any comments from the audience? Any comments from the board? This shore eyes machine, please. >> Online von is now open. >> Online vote is now closed. Passes unanimously. >> Thank you. Next up, discuss and approve revisions to policies BCDB, DFM, DJ, GBC, GBN, and GB as recommended by Forthought. Do I have a motion? Motion by Miss Roy, second by Mrs. Hickden. >> Miss Miller. >> Yes, sir. >> Thank you. These are

092six policies that are recommended by forethought and they were reviewed by our staff here as well as attorney Bob Hammonds and we recommend approval of these items. >> Thank you. Any comments from the board? Any comments from the audience? Miss Ro machine please. >> Online B is now open. Online B is now closed. Passes unanimously. >> Thank you. >> Welcome. Next up, discuss and approve revisions to policies GHB, political activities and LEG, commercial, promotional, and corporate sponsorships and partnerships based on act 89 as recommended by the executive committee. I have a motion. >> Motion by Mr. Tuier, second by Mr. Abear. Any comments from the audience? Any comments from the board? >> Can somebody explain this home? >> Can you explain it to me? >> Yes. Uh we we have Mr. Alvarez, I think you'd

093do a better job explaining. >> Uh yes, board members. Uh for those that were there at the executive committee uh if you recall we had prepared initially we started with three options in terms of what the board was going to consider uh as their options on how to handle the change in law regarding the political advertising and the campaign signs. Uh it was asked that we went back and kind of considered those options and add a couple more. So at the executive committee we did present uh five options which you know so you got to read them pretty close because some of them are pretty similar. Uh those options ranged from a complete ban on what the school board considered to be political advertising all the way to no ban at all basically allowing it

094to the fullest extent of the statute. Uh at that executive committee me uh meeting a motion was made to move forward with option three which is essentially a limited ban on political advertising. And when we say political advertising uh it's always been a prohibition against the law to do political campaigns, political stuff on school property. Uh what this law was getting at is in terms of signs uh that are placed traditionally around the football fields or the track fields or in the gyms where you may have you know an elected uh leader or somebody running for office they buy one of these campaign sign or one of these sponsorship signs that you know same thing as the local bank buys or the grocery store buys but instead of it being a grocery store you know

095it may say sheriff such and such or assessor such and such. Um that's what this law uh this change in the law during this last session was was clarifying. You know there had become a question uh at the state level in terms of whether those signs did that fall within the statutory ban on on political advertising. So what the legislature said is okay, you know, this has been going on forever. So, we're going to pass a law to clarify uh that putting those signs along the sports facilities and the gyms would not be considered a violation of the statute, but each board was required to adopt a policy that specified whether they wanted to do that or not. So, going back to option three, uh it was kind, I guess, the fall in the middle

096option. Essentially, what it is is a limited ban on political advertising. And what it would allow for is only the names of individuals. U so there could be no reference to uh the office that either an individual holds or an office that an individual is seeking running for. Uh so for example, you know, if the assessor wanted a sign, you know, the assessor could have her name on the sign. Same thing with a state representative or or the sheriff or a parish president or anybody. they just couldn't have anything about the elected office that they hold on the sign. So that was the essentially the recommendation that came out of the uh executive committee. So that's essentially what y'all would be uh asked to vote on tonight. >> Thank you, >> Mr. Tuier. When does

097this go in effect as far as the signs that are currently up like uh baseball field, football field, gymnasium, whatever that are currently up, >> if you adopt this tonight, then it becomes effective today and we would have to then inform our schools that have these signs up to contact those sponsors, communicate with the new policy that's been adopted by the board, uh, and you know, we take it from there. And so the ones that have recently put up for the basketball, do we have to refund that money? Does the program have to refund that money if they take their sign down? >> If the sign comes down, then one of two things can happen. They can either refund the sponsorship that was provided or replace with the sign that would comply with this. >>

098All right, >> Miss Laws. And so, um, if we go with allowing signs to be to be put up, those signs are allowed to be there for one year or is it multiple years? >> That's up to each campus how they do their sponsorships. >> Okay. >> Usually, there would be a one-year deal. I mean, >> well, that it's different. >> Okay. is different throughout the parish. >> But I mean, that's something regardless of what it is, you know, that's something the school is supposed to be keeping tabs on and monitoring and, you know, making sure they're collecting what what they're supposed to be collecting on on the signs. And that that applies to any sign, not to do with, you know, elected office or not. >> Right. So, if you have a sign up

099already, you did a sponsorship and this doesn't pass. So, would you expect your money back? Who would expect their money back from that? >> I can't answer that question because we wouldn't know unless it happened. >> Okay. Look, my my thought process during this whole ordeal from the beginning was, hey, it seems Iville Parish, we have always allowed any elected official who received a letter from a school who wanted to donate to be able to put a sign up in a gym or a stadium. Okay? And when Act 89 was passed, we had to make a change to our original policy. Please tell me if I'm wrong, Mr. Alvarez. If you read when I read the old policy of Ibville Parish, it had a lot of writing and a lot of words, but I did

100not read where it stated we could or we could not put signs up. They just kind of did what they did. Okay? And and it was perfect. Now, we cannot keep the status quo as is. According to Mr. Alvarez, it stated that, hey, we can keep what we have. However, anybody running for that particular seat has to be allowed to be able to put a sign up. So, not only would you have that local elected official, anyone running for office could have a sign up, Jane Doe elect for sheriff or vice versa. It could be five to 10 people running for office and they would let a sign be placed if they donated money. I never wanted our school district or excuse me, our gymnasiums or football stadiums to turn into a political rally. However,

101any extra money that our kids can receive from donations from individuals, elected officials, I want that to continue. So I think option three is the best. We would allow names, no political affiliation, and I think the money would still continue to come in. If we stop completely and deny these, the money will dry up. And when the parents start fitting the bill for that extra money, they're going to look at us and say, "Hey, why did y'all do that? Any extra money coming in for the kids is good for me." I don't know if it'll dry up because I know I've donated many times and haven't had a sign. So, I don't think it'll dry up. It's just the mere fact that if we choose to do it or not to do it, whether or

102not an individual feel that they need to have a sign, that's an individual thing. To me, the way I look at it, it's a individual feeling. And I think the schools they, you know, I don't I don't know anyone that say, "Hey, I I'll donate some money. Put a sign up for me." I think it's the schools reach out to elected officials and say, "Hey, if you help our program, we will do this for you." So, I think any extra money coming in for our kids will be beneficial. Miss Hickden, >> um I I attended both of the executive committee meetings and I expressed this at both of them, but it wasn't at the public meeting because um I just want the public to know why I'm going to oppose this. Um certainly we all

103want more money. Dr. Vyron did an excellent job of of showing us the board. He sent us all an email on how much each school collected and $1,000 is $1,000. Certainly, I get that. Uh but for me, that is not significant enough. It is not enough fund to advertise advertise in any kind of way. And if your name is there, you're you're promoting yourself. Now, for a business, that's totally different. If it's an electrical business, a plumbing business, whatever it is, uh we have lots of those signs. Lots of those signs. But when it's your name, you are promoting yourself. And for me um as a as a teacher and working in the system for many years and this is still a policy in this system. You cannot a teacher or any employee, a student,

104anyone that walks on our campus cannot have a political button, a t-shirt, earrings, sho whatever it is. uh you cannot have anything political to wear in our school buildings on our school property. So a gym, a stadium, a baseball field, that's our property. It's the same for me. They're classrooms. They're still classrooms. We're still have students. They're still teaching. It's it's a classroom. It's it's learning is taking place but just in a different arena but it is still our property. So for me that's why I'm going to oppose this. Um I just do not feel like promoting yourself is a is a is a good thing when we don't do it. We haven't you know we don't do it in the in in school. um putting up a sign. Um I know I've said this

105before and I you know you can give money. You don't have to have the recognition. You can still give the money uh to any program that you're passionate about. We all do it. We all do it. I mean, you know, I've been on the board many years and it is my pleasure to do it. So that that's my story and I'm sticking to it. >> Thank you, Miss Hen. Mr. >> Let me let me ask a question. >> Roy, >> we sent this to executive board and we talked about this and this is what executive board is for and this is what they recommend. Okay. Okay. Just saying that was two members. Two members were on the executive committee. one was absent. So that's two members out of nine. That's why you bring it to

106full board. It's only a recommendation. That's why it came to full board. >> That's right, >> M. Mr. MLS. >> Mr. Abbe, >> I I just want to There was other board members, the first executive committee, the second there wasn't. I'm the one that said I think everybody had wonderful comments. Either side was on. Um, I just want to make the point this board we have now, we're all professional, respect each other's opinion and both meetings went smooth just like tonight. And um, I don't know if I could say about some of the other boards we had before, but uh, I'm thankful I'm up here with y'all. So, >> so I missed the meeting. That's why I asked him to explain it. That was it. >> So, I think I'm ready to make a decision.

107>> Any more comments from the board? Comments from the audience. This all machine please. Online voting is now open. Online voting is now closed. Five yays, two nays. Motion passes. >> Thank you. >> Next up, can I get a motion to adjourn? Motion by Miss Holmes and second by Mr. Abear. Thank you. >> Job, Mr. glass.
