December 17th, 2025. Mr. M. >> Yeah. Mr. A >> here. Miss Holmes, you have a form. Our committee meeting is on broadcasting live. To access the live stream, there's a video icon located in the online meeting agenda and also there's a link located on our district website, Facebook, and at Twitter. Okay, first up, discuss and approve revisions to policies G Ap political activities and LEG commercial promotional and corporate sponsorships and partnerships based on act 89 and sent to full board for approval. Can I get a motion? Blake motion motion. Say amen. Any comments of the board? Dr. B. This is the the second executive committee meeting that we are hoping uh at this time in regards to our response basically to act 89 uh to address two policies. One is LG which is the sponsorship
policy and the other is uh GH the political activities policy. So as stated before uh we met a while back or attorney who sent in three different options at that time relating to this particular statute and what you can potentially do with the policy. During that meeting, there was some additional things that were discussed and talked about. So, we took no action at that time and decided to develop some additional options around that discussion which that took place and those options were shared with you uh several weeks ago after Mr. our S7. Uh when we sat and talked through the discussion from this last executive committee meeting, it kind of came down to two additional potential options to those first ones that were happening. Um so we do have those attached. We share those with
you as follow. Uh if it's beneficial to the committee, I think the first three are exactly the same as what you got last time. So if Evan you discussed what four and five groups, how are they different from the first two that you can send in after? >> Yeah. So four and five two options uh you should have materials. They're they're very stimulant. Uh essentially they're limited man or depending on how you look at it limited allowance of uh political campaign uh advertising signs. Uh so for example in option four that starts off with political campaign signs may be erected or displayed you know they're done in accordance with the policy about educational sponsorship. So, we're saying we're going to allow political campaign signs uh under option four. Uh but then we define, you know,
how they're going to be allowed. So, we'll only allow political campaign signs if they contain the name of any individual running for local or state uh elective office that covers any portion of Parish uh and the office to which the individual is seating. So, you know, if you have somebody running for a state representative spot that covers their field, they can say, you know, John Doe candidate or state representative or, you know, you have an incumbent that holds that office, it can have John do state representative. Um, also the name of any elected official holding say well basically people running are holding uh any state or the local office that covers your parish. So you can see the little summary below where where that is the summary board. It basically says it allows the names
of people holding or running for local and state office is covering parish. Uh option five is pretty similar to option four. Uh except really the only difference is that instead of state and local offices, it's only local offices. So you know the state office a lot of times the state office for example you know the state repres also covers uh you know good portion of the sun parish as well. Uh so option five would really just be limited to offices that are solely within the parish. So just purely local office. Um but that that's really the difference between uh four and five in terms of the applicability. Other than that it works the same. So again four and five are pretty stimulating really the distinction between one state and local one is just purely local
and then of course you still have the original three options uh we had drafted as well. One being the complete ban, one being no ban where it's, you know, poorly open in accordance with the state statute. And then the uh option three which is kind of a you know limited ban only allowing the names of people but whether they're candidate or incumbent but no reference to the office that they're either speaking or that the current >> prior to you have no existing policy on this. you had more of a practice um that had practice I believe uh you know anybody can purchase a sign uh and I think most of the ones out there that would be considered campaign or politically related now usually has a name in her office if I'm not mist I
think federal court has one and so has one with her name on it is that >> they have ones throughout the county so prior to this statute passing in the last legislative session. We all have policies that address this. So, schools have traditionally sent out solicitations for sponsorships. Most of the sponsorships at the school level are not politically related, not campaign signs, not political petitions or anything like that. I was asked to share uh cost you know or actually revenues that have come uh I sent you one document with the last year and a half basically because these common run season and now exile board a go back to 2022 and 23 when they were much bigger elections cuz in a 4year cycle we have smaller elections for two of those years and then we
got two years of big elections that impact that will solve a lot of you with those revenue numbers as well. And basically anyone could decide spots whatever that fee schedule would be for our long assign to stay up. That's what the schools collected. Sign that up. Some facilities in the district have signs uh either in gymnasiums, in football stadiums, or in uh baseball. you know areas. So when this act passed, the law says that you mail by your policy. So if you don't have a policy, then they're not allowed. So that's kind of where we are right now is the sentiment from some board members to want to allow our elected officials to continue doing these sponsorships and and that's our opinions that differ. It >> it was a change in law to basically match
practice. You know, it's always technically been against the law for political advertising on school property. That law's been on the books years and years and years and years. Now, you can go despite the fact that law is on the books. You know, you can go to almost every school and almost every district in the state of Louisiana and you're going to find these types of signs. So, you know, it's just a common practice where, you know, the legislature has had to be aware of this, never felt the need to change the law. you know, there's an argument that, you know, they must have not really considered this type of thing where, you know, somebody pays some money to the school for a sponsorship. That's not the type of campaigning or political activities that that law
was designed to, I guess, originally designed to stop. Otherwise, it would not have been such a widespread practice. Well, an issue came up last year or, you know, somebody raised the issue in one district uh that maybe this was a practice that was contrary to the law. So the legislature immediately reacted and said, "No, no, we're not doing away with this type of stuff." So they basically passed a law that almost basically created an exception or the ability for the school boards by policy to continue doing what was, you know, cleanly the historic practice that anybody had been doing. Um, every almost, you know, any major high school in the district, you know, you're probably going to find a sign from the sheriff and assessor court on their on their feelings. Um, it's just common
virus. Um, so with the change in the law, you know, really was just a change in the law to ensure uh that boards had the ability to do what had historically been done across the state. Uh, that's how this came about. So now it's you know now it's time for the board. You have to decide where you want to go with this issue continue doing you know that practice or you know to say no we're going to say that that is uh you know political activity and we want to go with the default no political activity and we've had more you know we got boards going different ways on this uh you know there's many of our boards are going to know we're going to continue doing what we've been doing. You know it's um
So they adjust their policy. We have we have other people that say, "No, let's just cut it all out. We don't need to get it." So it's really just a preference of individual board has to make for itself. >> Mr. I I just, you know, I'm glad the last few years. I understand both sides. Um I think schools use the money and you know just put a name nothing else and it pays everyone very much. Please I um that's thank you when when this act was passed personally in my opinion when I thought we could just keep the status quo. However, after realizing that, hey, if if if the sheriff or anyone has a sign up, an election cycle comes around, any individual running would have to have the ability to put a sign up
as well. And personally, I I wouldn't want our gyms, stadiums to turn into a uh political uh factor. Yeah. and and I just any money raised for kids programs, for athletic programs, no matter how much it garers, I think number three is the best option for our school district. And that's that's my personal opinion. I have a question. So number three would be the person's name and title, just the name. >> So option three would be allowing people to say their name uh but no reference to the office uh that they're holding or seeking. So for example, if you know the sheriff wanted to do a sign on any of the high schools, you know, they could say Brett Stass and that's it. Say Brent Stassy shy situation. no reference to court. >> Um I
I just my what the way I feel about this I think we need to get politics out of school. I don't feel I feel no advertising politics you know dealing with politics they want to donate or whatever that's fine but uh schools trying to get something and politics is riding too much. Well, in a way then going back to that, you know, option three does kind of go that way because you are taking the politics out. You know, you're you may own a political office, but you're not bringing the politics in with no reference to on that side of side. You're just, you know, just like anybody may be running against them. They can have their name after they want to do a donation. It didn't matter if it's two people's names or three people
or four people. How many people want the other side? So, I'm thinking about groups. So, it has to be an individual. It can't be uh some type of political party that have name and just put the name of the group on there. >> And you're talking about option three. Yeah. So option three is basically we're saying no political signs may be erected or put on your school property, but then we define what we consider to be a political sign. That's the way that set up. So for example, there's four items in there that we say that's a political sign and that's going to be banned. It's the name of an individual running for elected office and the office to which they are going to run. So you can't have both of those on there. That's
a political sign. have to be banned under option three. The name of the individual holding elective office and the office that that person currently holding. So again, if you have both of those, Brad Stacy, chair, that would be banned under option three. But if he [clears throat] just has his name, that's fine. The name of any local or national political party or committee, that would not be allowed. That would be considered banned under an option. or a message intended to advocate for or pose any proposition or matter to be voted upon that would also be prohibited under options. >> Right? That's what I was getting at this I know not going to affect us right now but in the future if there's a tax election or and you get a group of community people who
don't want this passed they could actually campaign against it in our own schools. H. [clears throat] So under option three that that would be considered political campaign signs and that would be comment >> but my comments are the same this last exact meeting. I feel the same like I haven't changed any of my thoughts on this um policy and you know I'm looking at it differently. Um I'm just wondering why would you just put your name I I just I'm not you know I'm not really sure anybody can do that. I really don't know if anybody just want their name. Um, we don't have a whole lot uh of of signs. We really don't of of of um political signs. We have the sheriff. We have the pal resident. We have the um clerk of
court. I think they're on the scoreboard. We've had some judges. I've seen that. Um, we've had a couple school board members, but I was really appreciate that Dr. Baron sent us the information about the amount of money. It's it's Yes, every dollar helps. Of course, it does. But it's it's really not a considerable amount of money. You know, you think $1,000 that's two signs cuz they're $500 each. um you know, you have $1,000 here, you might have 2,000 animals there. It's not enough for me to change my mind, you know. So, no, I just think I just would prefer for me um just a clean sweep, no signs. And I'm looking at it like in the school building, in the school building, it's not allowed. Why are we allowed anywhere else? That is school property.
It's not, you know, it's it's the the field is part, the gym is smart, the baseball, you know, football stadium. All of that is on property just like in the school building. Teachers can't wear any t-shirts, can't have any buttons. You can't drive on campus with a sticker. But, you know, but I was running I I couldn't get on campus cuz I am a homesteader. So, I'm just looking at it like that. That is part of our school property. Why would we allow it there and we're not allowing it inside the building? So, that is just my thoughts. Thank you as well. They make a motion to go with option three. Second that motion. All in favor? >> I motion passes. >> This is just the committee clarification. The two of the three committee members
are present and the the vote passed for recommendation to send to the board. Option three for a point of clarification for the whole board. This will be an agenda item as a recommendation from the executive committee and then the full board will take it up at the January. >> I'm sorry. I want to make more comments about Mr. McC. So we need to if we need to bring some to you know I mean we come to it you know to you know we need to just prove the commitments to it >> and actually discuss it. What he's saying is if like you normally say to recommendation >> to approve >> committee to approve the committee recommendation discuss >> he's saying to pull it put it on full board as an item >> because for other
board members not they have general everybody is everybody's val you resend I guess you know cuz now you all have made a motion Second and vote. Kevin, you got advice on the group? >> I mean, you could make a motion to reconsider and then remake a motion on it. U or I mean you can just detail that out on the actual agenda. Yeah. I guess normally the agenda item is consider the recommendation of of the executive committee. Is that how you word it? >> So this item when it goes [clears throat] would be a recommendation from the executive committee. That recommendation would be to approve option three as it relates to the two different policies. Cuz if you scroll to the very last section of this document, option three will go into policy lea. Scroll
all the way to the end. This statement would be placed in policy GHB which just refers this back to the first policy. So at the board meeting a board member you would have multiple options. All right. The whole recommendation could be voted down and then that would lead to a come back again to the executive committee. A substitute motion could be made to accept a different option. That would have to draw a second and then a vote on the substitute motion. Or you could accept the recommendation from the committee. You have the ability to discuss the whole thing with the full board either way, >> right? you know, even >> even as the recommendation because the the recommendation is strictly for the committee. The full board ultimately either approves that recommendation, rejects that recommendation or
amends the motion or substitute the motion to do something different >> to come up with a completely different version of the policy. I mean, that's regular. Yeah. So just proceed visually as we stand. We've got a motion, a second and passage of the motion or recommendation. >> Yes. So at the regular board meeting, you know, considering the executive committee's recommendation to adopt option three over the political advocacy, you know, something like that. And you know that will trigger I guess concerned but we want to make sure that everybody's well aware the topic to be discussed and I think just expand the agenda like that put people on notice about the subject matter that's been discussed about these political campaigns >> but you well that that's what I'm asking canot be drawn now that it's already
>> yeah anybody body in the majority to make a motion to reconsider. >> So you you can do that if you so choose the way we did. I mean, I just I just want I hope a lot of people come, you know, all to do make that motion to second. Thank you. Yeah.
