001Mr. Tuier >> here. >> Mr. Mlasha >> here. >> Miss Roy >> here. Have a qu Mr. Tuier. >> All right. Our committee meetings are broadcasting live. To access the live stream, there is a video icon located in the online meeting agenda and also a link located on our district website, Facebook and X, formerly Twitter. First item up, discuss and approve the Ibrail Power School Board monthly financial statements, including the income statement and the revenue and expense summary by fund through November 2025. The reports include a comparison of budget to actual for each fund, including a percent to go per budgeted account within the funds. Can I get a motion? Motion by Miss Roy, second by Mr. Mclasha. Uh Mr. Stewart, >> good evening all. There's nothing extraordinary to note. We received $3.7 million this

002in the month of November. Um we've expensed roughly 12 million, but that's four million less than what we expensed last fiscal year um due to really monitoring our expenditures and and how we go about uh spending with our budget. >> All right. Any questions by the audience? Questions by the board? All in favor? >> I passes unanimously. Next item up is an update in relation to progress related to the audit findings according to the management's corrective action plan. Mr. Stewart, um, as previously stated in previous meetings, we're just working to maintain um uh or to remain within the bounds of of what we're are supposed to be doing as it relates to our corrective action plan. Um, these are are standard that are placed here every month. Uh but we are actively um trying to

003um reconcile timely. Uh we're following all policies and procedures as it relates to to payroll and public big law uh as well as uh our local government uh budget acts. >> All right. Thank you. Any uh comments by the audience, comments by the board? It's not an action item. Uh, next item up, discuss and approve accepting a bid from Clare Hotel and Restaurant Supply Incorporated in the amount of $52,239 for bid SFS2526-10 for large equipment items, a kettle tilt skillet for Plaqueman High School. Can I get a motion? >> A motion. >> Motion by Mr. Mlasha, second by Miss Roy. Uh, Miss Miller. >> Yes, sir. Thank you. We're just asking to um accept this um bid for equipment at Plaqueman High School. Two pieces that we thought we could keep from the old kitchen,

004but they were rusted under the bottom. So, we went out to bid to replace those. And so, that's all this is. >> All right. Any comments by the audience? Comments by the board? Hear? None. All in favor? >> Passes unanimously. Can I get a motion to adjurnn? >> A motion. Motion by Mr. Roy, second by Mr. Mlash. We return Yes. I check. I check. and also there's a link located on our district website, Facebook and Twitter. Okay, Mr. Kagnetti monthly work order status report for November. Good afternoon everybody. All right, as you can see up top, we have um submitted work orders. They have the school has submitted 111. We closed 128 and we're now sitting around at 36 to 40. It varies from day to day. >> Okay. >> And then the chart below

005indicates, you know, our biggest areas and concerns right now. Carpentry and welding. The reason it's so high right now is because that's a lot of school like boards and stuff that need to be moved, taken down, switched out, stuff like that. And we can't really get in inside the classrooms right now because of um just we still have school. So, we're going to try to take as much of that and focus on that while the kids are out of school. We have the two days that we're going to work. We're going to try to to push everybody to do that and pull them off of anything else that's not important so we can knock that number down. >> Okay. Thank you. Any comments board? Okay. Project planning list. >> All right. As we go through

006it, let's start with we can one minute. >> I think we're missing an attachment. >> Not on there. >> It's not on there, but you can blow it up. Okay. So, we could go through it. We have um the Crescent Elementary. Um we had talked about it's on hold for a minute. We have East Riverville Fieldhouse. We're still working through some legal issues that we had talked about in previous meetings. The welding and pipe fitting classroom. We're asking for permission. We'll be asked, you'll see that coming up in on the agenda. We're going to advertise on the 13th. We're going to have bid walks. Uh I'm sorry. I'm sorry. I'm sorry. bid walk was on the 5th and then we open bids on the u 11th. So that one is actually gonna open up in

007a couple days. I'm sorry I have my my dates mixed up. Um so you y'all will be seeing that for your January meeting. Okay. Um Eastville baseball and softball the paving the foundation work is is we're having some issues right now with some ground soil. Same thing we we had at Clackman High. I don't know if y'all remember. Same thing. We caught it earlier and it's on the baseball side. So, not so much the softball side. We got a lot more done on the softball than we do the baseball, but we're still working through a couple things and making sure we do it right. We We had found an old septic tank in the softball field and nobody knew this thing was buried like three foot in the ground. >> Was it really? >> Cool.

008Okay. >> So, it must have been that. So, it came up the other day and nobody knew what it was. So, I asked I asked Billy and Billy said, "No, that thing's it's abandoned. It's full of water. They're all going to get it and treat it like it's like as um hazardous, right? So, they're going to suck everything out and get it drained, fill it up with proper fuel, and we're going to abandon it completely." So, we're still working through that kind of stuff. Um but everything else is moving moving forward on that. The um the field drainage and sight drainage is done. Plumbing work is started. Electrical work is also started. All right. Uh MSA West the prek and admin addition. Right now the trusses and frames were put up. The the shield so

009the the barrier all the painting and barriers on the brick were done. The exterior brick was is complete. The shingle roof is about 50%. They should finish up this week. Once the shingle is up, now it's dried in and now we can start really speeding things up a bit. And building G. Oh, and now we're going to move to Northville. Building G, the only We have some punch list that we're going through. We got a lot of furniture moved in. We're the alternate one, which is the old school, but it's the new uh elevator. So, that's where we're at with building G. It's right around 25% at the time of the report. We're we're working through that. We had some u some concerns there, but nothing that we can't handle. It should be finished up

010anytime now. The new football field, the locker room renovation part of it, the site demo has been done. We had to wait till after football season and then we knew that they were not we're not going to use that area anymore. So, we're starting to do that. The rough ends, MMP rough ends about 25%. We had some painting. It's done about 25% and we're just progressing on that as we go. Dr. V, did you want to talk about the bleachers on right here or do you want to wait? >> The bleachers were budgeted uh for this particular year just like the next item where we talked about the baton cage issue. So that in the process it is on the home side. You know, we'll have to assess for future as far as the visiting

011side, but that work should start getting underway at some point over the next couple of months. >> And what it wasn't a long lead item, too. We thought it was going to be, but ended up not being as long as we thought. It's still a good ways, but it's not as long as we thought. So, that that helps out a lot. All right. Plac um the plaque pulkin improvements. We're just doing a punch list items there. It's looking good. We're just moving some moving a couple areas that were we're taking a like a parking spot away because we have to make it as a walking path. Just simple stuff. Got to fix some concrete work that that cracked. Nothing nothing major there. The kitchen renovations we had uh we equipment installed, the homogeneous and floors

012installed. We had some other sheep. Uh the sporting floor is installed and that's for the dance room. The north we just we just finished this one is the north end. So, you are in the the um foyer the the underneath the canopy area where we busted that whole wall out. That's the glass and doors are installed now and y'all can go see how it's really going to look. And we're working on the north the south side um this week. So, and that's the bullet suppressant type of glass on the south side. North side not south side. Yes. Because the north side is inside of the fenced area than the south side isn't. So, that's why we did that. New concession stand looks great. The cabinets in, it's all installed. The stainless steel is installed. It

013looks fantastic. All the equipment's in. We're going to just do some touch-up things there. Uh we are hoping to start cooking after the break. I I don't have like a set date that I can tell y'all, but it's going to be, you know, right after January, the first week of January. We're going to we're hoping to start cooking u in that time, which I think we'll hit it. I think we'll definitely hit that hit that date. All right. Um, batting cages. This is the one I was talking about. This is the one that you will see today. And we're going to ask for permission advertise. We're going to advertise on the 11th. And then the pre-bid walk is going to be on the 8th of January. And then the 15th we're going to open up

014uh bids. All right. Let's jump to um the green houses. Um Dr. V, do you want do you want to open up with this one? >> Yeah. Uh I've sent you all information and a couple of emails uh and messages in regards. It did come out uh over bid. You know, main reasoning for that is cost of labor right now. A lot more extensive plumbing. Uh this is not your traditional old style type of uh greenhouse where you just put up a bunch of translucent plastic and frame it up, put in as a school system. We've got to follow architectural designs on stuff like this and follow every type of code you can imagine. The plumbing is a little more expensive. There's a lot of automation in these green houses. uh you know, Evan and

015I went look at the one at Ler High School quite a few months ago that we modeled this after uh and it's pretty more extensive. However, uh we're not asking it for any action on the board tonight as I mentioned because we want more time to look at some scheduling things to see how to split out. We budgeted 400,000 in this year's budget for this project. Uh that'll give us time to do a schedule that the balance can be built potentially into next fiscal year's budget. Uh because it'll probably take by the time they enroll several months for this to all happen anyway and some of those should be expensed after July 1. We absolutely want to get this done for our kids. It's been on the books, you know, to be done long before

016I even came into the district and it's time to get it done. So, we'll we'll figure out the best way from the finance side point to get this accomplished. >> Thank you. Now, the last one I don't have uh on the screen or in my list just because it wasn't a project that that we had numbers to, but it's the lighting project that we got the grant for. Placin High is almost done. I think we got another week over there. White Castle is if not completed this week, it's it should be completed this week and it looks great. I I People send me pictures. cuz they say this lit up like never before. And then as soon as they're done white castle, they're moving east. The material started coming in for east. We got it

017stored and we're storing every time every day it comes in. We're going to just store it, bring it to that side, store some whatever we have to do to make it easier for the contractors and because we make it easy, they work faster and they get it done a lot quicker. So that's where we're at with it. >> Thank you, Mr. Kagnetti. Board, any comments? >> Okay, Mr. Tilia. So, at the playoff football game uh here in Blackman, I just want to say that we had a lot of positive comments on the parking area from the sheriff department all the way to fans not having to walk completely across campus. So, uh fantastic job on that. >> Thank y'all. Thank y'all. >> Great. Any other comments? >> Okay. Item number three, discuss and approve granting

018permission to advertise 2610 M1 Plaeman High School hitting facility buildout budget 450,000. May I have a motion, please? Motion by Miss George, second by Miss Holmes. Mr. Caby. >> Yes, ma'am. So, this is the I don't know if y'all if y'all remember, but we built the shell. Um, it was two years ago. I think it was two years now. Built the shell and this is the final build out of the entire shell. We we finished phase one which the fire marshall came in. This was three months ago, two months ago. Um, so we can use it. Now, this is the other part of it. Phase two. This does the offices, locker rooms, restrooms on both sides, boys and girls. This includes all plumbing, all floors, everything. >> Okay. M Dr. J. >> And I I

019do want to make a a comment on this one because we we've kind of been meeting with contractors getting different possible cost factors and such on it and they were all over the place, you know, kind of like we're dealing with with uh with that greenhouse thing. Uh right now cost of labor is extremely high. Cost of materials are extremely high. uh things are very volatile on that construction market. So we we came up with the number that we thought was the best from a conservative standpoint. We'll see what comes back, you know, once it goes out and go through the bid process. So this could be one because of the this isn't one of your big major multi-million dollar projects, you know. So when you look at profit margins on this kind of job,

020I don't know what he's going to come back at, but this is the the best number that we came up with. We have had I don't know how many meetings, you know, uh where we've discussed this particular issue to try to come up with the the best budget number that we think we can, but it's kind of, you know, up in the air right now, but we'll see after we get the bids back in. Miss George, >> is this going to finish this project? Dr. B, >> this will finish this project. >> Yes. >> Any other comments? Okay. Item number four. Oh, we need to >> Yes, we need to vote. I'm sorry. Um, all in favor? I >> unanimous. Okay. Item number four, discuss and approve accepting the bid from B&T Farms in the

021amount of 5,100 per year for 2610 M1 agriculture lease on Iberville Parish School Board land. May I have a motion, please? Motion by Miss Holmes, second by Miss George. >> Yes, ma'am. Latty, >> this piece of property is directly behind the baseball field. It's uh right now we're we we were cutting it and it was costing us about $1,200 every time they cut it, which they cut once a month all the way until like right now. Um so this is that piece of property. I think it's nine acres and BNT Farms the area that's around it already. So this is their proposal or their bid to just take over that for us and they give us the money and they form it. >> Okay. >> Any any questions? Any comments? >> Okay. >> This one

022is uh five year. >> This one >> five or three? >> I think it's three years. >> Three years. >> Any other comments, questions? Okay. Uh, all in favor? >> Unanimous. Okay. Item number five, receive reports on bids for hunting leases on 16th section lands. Section 16, Township 10S, range 11. Section 16, Township 11S, range 10E. Section 16, Township 11S, range 11E. Section 16, Township 11S, range 12E. And section 16, Township 10S, range 10E. No bids were turned in for these items. May I have a motion, please? Motion by Miss George, second by Miss Home. It >> It's not an action item, Miss Polly. >> Okay. >> It's just a report. Okay. >> I'm going to do that. >> Okay. Dr. Vyro, >> uh, we put these out following all applicable state law as far

023as the bidding and advertising. We receive no bids on any of these five properties. Uh, at this time, I'd like to just leave this, you know, as is and determine at a later date what we may want to do in the future. Uh, so we did not get any bids on it. >> Okay. Any comments? Any questions? >> No. But I I do have a um question about homes. >> Darcyville school gym. I'm not gym. The cafeteria. You know the awnings. Whatever. Y'all supposed to install some flashing. >> I can't. >> The flashings. You know what way y'all built the new walkway? the awnings. >> Okay. >> By the cafeteria. >> Yes, ma'am. >> And it's it's like two and a half foot section that >> Okay. Do you you want to know if we

024had >> if y'all had put the flashing? >> I got to check on >> So the kids could stop getting wet. >> We did the one in front. That's the one in front you talking about where they come in? >> Yeah, but it was like that on both sides. I >> I was just asking had y'all done it? >> Yes, ma'am. I know they for a fact that they did the one in the front. >> I'm not sure about the one in the back, but if they did the one in the front, I'm almost certain that they did one in the back. I hadn't got any reports otherwise. >> Okay. >> But I know for a fact that it did do the one in front. >> Okay. Thank you. >> Yes, ma'am. >> Okay. Any

025other comments, questions? Okay. Ajourn. Motion to adjourn, Miss George. Second by Miss Holmes. Okay. Meeting adjourned. Thank you, Mr. Cavetti. >> Thank you'all. Unfortunately, I didn't know we had a basketball game tonight. So, but we going to be all right. This uh like the kids say, we're going to be all right. Uh cuz we're confident in what we have uh work to build. This is our fifth and sixth grade band. They are working uh to read instrumental music. Uh we're not just performing. They all reading the music as we do as I teaching them in fourth grade starting at doorsville. But just real briefly just come to let

034you see uh what we work in. So when we come back for instruments and uniforms, you'll know that we're here. Ready, >> ready, breathe. 4. Heat. One, two, three, four. Hey. Hey. Hey. All right, man. Awesome job. Awesome job. The next item we have on the agenda for recognitions are recognition of the exemplary and high effective teachers on their VAM results. Miss Miss Labau, >> good evening. It's my pleasure to announce the names of those scoring highly effective and exemplary from last year's school year 20 24 2025 VAM ratings. The first group I'll call scored highly effective which is a 350 to a 4.49 from Crescent we have Mr. Dwayne Grim Eastville Mr. Caleb George, Iville Elementary. Miss Kosha Elzie, >> Miss Beth Bush, Miss Chatamian Coleman, and Miss Tanya Persik. From MSA East, we

035have Miss Elizabeth Corbett and Miss Grace Slliban and Miss Kayla Davenport. And from MSA West, we have Miss Ashley Leger and Miss Michael Keys. From North Iberville Elementary, Miss Lwanda Jackson. And from White Castle High School, we have Miss Natasha Johnson. And the next group of names scored exemplary, which is a 4.5 to a 5.0. Miss Javana Ruffins from Dorsyville. Miss Angie Alamari from MSA West. Miss Jill Green, Northville Elementary School, and Miss Sherry Major from Northville High School. Congratulations to all these teachers, and we are proud of our students hard work as well as yours. Wow. All right. The next item we have on the agenda is recognition of grants from the Louisiana Public public service commission commissioner uh for the third district Mr. Devonte Lewis for funding energy efficient upgrades at Eastville High

036School, White Castle High School and Plaean High School. Dr. Veron as we we mentioned this last month at our board meeting. Uh we also had Northville uh both elementary and high with last year's cycles and the the total that you all have provided us so far is you know over $1.2 million worth of of upgrades. So we can't thank you enough. Uh they're being installed now. Plaqueman Highway Castle's almost done. East stuff has arrived. Mr. Lewis, we would definitely like to invite you to the podium. >> No, thank you so much, Mr. Superintendent. And hello everyone. Good evening. Uh my name is Devonte Lewis. I serve on the Louisiana Public Service Commission and I represent uh the third district of the state of Louisiana, which includes uh portions here in Ibraville Parish. Uh and when

037we took over in 2022, we made a commitment um not only to just regulate your utility bills, find savings across the state for residents, commercial, public buildings, and industrial buildings. And so, uh the commission for years have had a had a program that we call the public entities program where the commissioners are allocated funds to help find reductions in energy savings um in public buildings and public places across um our district. and and and my team, I'm joined here today with uh by Cedric Anderson who works on this program in my office, made a real commitment to look forward in contacting our school districts uh to find savings. And so I'm I'm pleased of this just shy of $1 million that we are giving today to Plaean High, East Ibraville High, and White Castle High.

038And and the importance of energy efficiency is it's it's not only about reducing uh your energy bills, but it's also about conserving energy. that we uh can save. So, I just kind of want to give you some facts and figures of what these savings will do. Uh so, at Plaqueman High, we are awarding $477,338 uh to replace all the fluorescent uh and highintensity lighting around the building. Um and this will reduce the energy consumption at that school by 70%. We're talking about an ongoing savings of about $48,000 annually um which would uh reduce um its consumption. And when you think about that, the the savings that we will find at Blackman High with these upgrades is enough to save enough electricity to power 40 homes in this parish. When we go to Eastville High School,

039we are awarding $287,021 uh for the same type of uh program. Uh that would reduce u by 70% as well, looking at about $538,000 annually saved off of the electricity bills and would be enough savings to power 25 homes uh every year in this parish. Uh and then finally just a one thou $179,000 excuse me $526 uh to White Castle High which would also see a 70% consumption reduction. Um it would save around $521,000 annually and would save enough to power 18 homes every year. Uh saving 110 acres of trees uh and saving what we would predict as 10,421 gallons of gasoline. Uh so when we talk about these savings in my office, it's not just about dollars. It's about our environment. It's about our future. I'm a former public school teacher, so I know

040the importance of lighting uh and how those lights uh can change your students behavior. So this is uh not only just something I'm looking for the energy consumption. As a son of a teacher and a former teacher myself, I know what these will do. And uh so I come here today with three checks for you. U the work has started. Um, and we are looking forward to more projects uh in the future. Um, and we've already had some conversations about some other upgrades, maybe some boilers and some other things. So hopefully I'll get to come back uh and present some more money to you and save our environment and help our students. Thank you. >> Thank you, Mr. Lewis. I'd like to invite the board to to come do a picture uh down on the

041floor with public service commissioner Lewis. Thank you. Mayor Johnson, before you step out, I want to make sure we recognize you for being here. Thank you. Okay. The next item is our consent agenda. We will have which is considered routine and will be enacted with one motion. Discuss and approve a condolence resolution to the family of Mr. David Rutlitch, husband of Mrs. Deborah Rutlitch, a teacher at Northville. A condolence resolution to the family of Miss Ivonne Sharon, grandmother of Mr. Ian Simon, technology supervisor, and Miss Carolyn Simmon, property control. A condolence resolution to the family of Miss Trudy F. Brown, sister of Mrs. Jacqueline Stevens, custodian at Ibville Parish School Board, approve the November 10th, 2025 regular school board meeting minutes and the December 8th consent agenda as presented. Do I have a motion? I

042have a motion by Miss Pam George and a second by Mr. Mike Abear. Are there any comments from the audience? Are there any comments from the board? Mr. Raj machine please online B is now open. >> Mine never came up vote yes. >> Okay. Thank you. Online voting is now closed. Passes unanimously. Next we will have the superintendence report. Dr. Han, >> good evening and and again uh Commissioner Lewis, thank you so very much and be safe on your way back out. Uh before I hit the the first slide on here, uh I just want to commend uh our JOTC from Plaean High. again uh we've seen them perform and and do activities for the the suit veterans program, our student of the year ceremony, our employee of the year ceremony here again. Uh they

043typically come in November when it's veterans day. Uh but they were busy that night of our last board meeting with the function for our parents of JC celebrating the 250th anniversary of uh of the Marines. But I do want to commend them. And Darcyville Elementary's band tonight is just another example of the type of opportunities that are here in Everville Parish. There are plenty places around this state that do not have elementary arts programming. Uh and we're fortunate to have the programming that we do along with PE and elementary schools because that's a rarity in this day and age as well. Uh and our VAM teachers that were here earlier tonight, what an outstanding job. Some of them have been here multiple years in a row, which really confirms the type of work that they

044do. If we go to the second slide, Bailey, our enrollment, as I've mentioned, every month that we've been doing this for a year and a half now. Every day, these numbers are different. You know, pop up a little bit in one month, you pop down a little bit in the next one. This one is is down a little bit from November to uh December. Uh and then, of course, still down. I will say we're not down as much as plenty other places in the state. Uh but birth rates are down, folks. If you do any research on that, uh they're down a lot in the country as a whole. The next slide I'm going to go through real quickly because we have a full-fledged presentation for you tonight on our accountability scores. Uh Miss Bartholomew

045uh will present that later. from Miss Johnson who speak about some academic initiatives, but we did as a district remain a B district and grew 1.2 points on DPS and that is as we spoke to you all about several times at retreats. That's the end of the current accountability system. The new one will come out next fall. We've got our baseline scores that were shared in the documents that you received as well, but this is the last year of that particular score. Uh, and we'll hit some highlights with you a little bit later on. Uh, the next several slides are related to our employee engagement surveys that we've been doing. Now, I think this is the third school year. We we started in the spring a couple of years ago, but this is the second

046full year of these, which again is designed to get perceptions of our employees to find areas where we can, you know, be pleased with the type of of of perceptions that our employees have, but then also identify areas for growth. The ultimate goal behind these surveys are you can go to the next slide. The ultimate goal is to improve retention of employees. Uh and so we've had very high participation rates with these the last few years. We shared that with you last month. Uh and then we got the results in as far as the surveys themselves. What you're going to see are slides that are at the district level. every principal in every department head and be a superintendent and our staff see breakdowns by campus claim for instance there'll be a teacher one and

047there'll be a non-instructional one and there's a dashboard that everybody has access to and then from the departments you know each department head you know will have access so like Mr. Dodson with transportation sees transportation only. Uh school food service, Miss Miller would have those and so forth. On the teacher areas of growth that we saw from fall of 2024 to fall of 2025. Uh you can see in these compensation and career path jumped up quite a bit. That was 17% increase in overall satisfaction. Uh I will say this, you will never get 100% satisfaction on hardly anything. And these numbers are really high uh in comparison to these types of surveys throughout the state, throughout the nation from what upbeat lets us know. Uh but the work that we've done on compensation has definitely

048made a difference in perceptions here. Uh and then as you go across the board, you know, one of the highest ones was inclusive practices, which is a great one. No. Uh next slide, the non-instructional staff areas of growth. Again, you saw growth in the compensation career path and also resources and facilities. These are also broken down and you see some individual questions in a little while. When we say career and compensation, there are multiple questions that go into that category. So, uh you may have people at times that don't think they've got a path to move up. Uh but that's all related to whether or not you actually have the credentials to move up, you know, and some jobs just require more certifications. If you go to the next slide, uh these are just some

049examples of some of the questions. You know, satisfaction and purpose was extremely high, stayed about the same as last fall. uh 88% positive with the whole grouping of questions around that one question in particular that upbeat pointed out was 94% of teachers agreed that their work each day has a lasting and positive impact on students. We would want to see 100% for that you know but you know everybody's got their own perceptions and and we know that getting 100% on stuff like this is you know not going to happen. uh and then our non-instructional you know very high number there as well. These are pointed out as really high or strengths because you know these are some of the highest scores that we've got on the survey. Uh the next slide, you know, equal opportunities

050as you see really high components on these as well. Uh about leaders at their school respect staff, students and families when it comes to uh that particular question and opportunities are accessible to teachers at their schools regardless of, you know, where they're coming from or anything with personal identity, which 89% positive on a question like that is really strong. Uh then if you go to the next slide, we start getting into what are some of the opportunities for growth. Uh and here you know collaboration is one, it's still high 77%. So when we see something with 65 and 77% positive results and that's an opportunity for growth, that tells you that overall, you know, we're doing pretty good. If you seeing 30 and 40% that would be alarming, you know, but to still see these

051on a perception survey, uh we'll definitely take that. Uh and then again, we saw this last spring with this trust factor. Uh we had a principal meeting last week and and you know, we we spoke to the principles and I mentioned to them, you know, let let's get some more communication going on and find out what that's all about. Just so you know, each principal uh and department leaders have a coach that goes through the data specific to either their school or their department and they develop an action plan to communicate results back out to those department members or staff and an action plan to address one of the items on the survey. The survey is well over a hundred questions. uh and let's work to get one better because typically if you get one

052thing better it'll go across multiple domains uh that would appear on the survey. So they're in the process most of them have already met with that coach for that. Uh and then from the department standpoint the next slide uh these were areas of of growth and again you see quite a few I mean future commitment 90% I mean that question revolves around do you see yourself being here that's one of the most important questions because that tells us whether we should see good strong retention. uh if you go to the next slide and then these are some areas of strength uh and then area of an opportunity you know this comes from the department side uh it grew from last fall by 4% on this appreciation you know question 74% is still pretty good so

053having that percentage is where you need to grow we we'll take that we want to continue to see that growth uh you're pretty soon going to see a little awards type thing that we'll be kicking off uh for the cleanest school award, you know, and Miss Miller is going to talk a lot more about that with you uh in next month's meeting because we've already kind of kicked it off. If you go, you all should get a copy of the newsletter that we sent out to all employees every two weeks. go to the the last few of them and you can read up in that particular program uh in the I don't remember if it's in the operations department or if it's under the maintenance one but you can see it in there if you

054go scroll down to that particular department. Uh and that should help with that as well. Uh and then the last slide just some dates coming up y'all. Christmas is almost here already. I'm plugging in January dates on here. uh you know, we've got nine more days of school before they get out for for the holidays. And these are just some things that I wanted you to see. Uh I've been serving on the super Louisiana Superintendent Academy board of directors for close to 10 years now. Uh and this is the first time we're actually going to be hosting one in Everville at MSA East. uh next this week, Thursday and Wednesday, if you get an opportunity to pop in, uh there'll be leaders from all over the state who are participating in that cohort. That concludes

055my report. >> Thank you, Dr. Boron. Next, we will have governor's business. The first item is to discuss and approve the December 8th, 2025 finance committee meeting recommendations. There were three items on the agenda. Two were action items. Two items passed. Do I have a motion? I have a motion from Mr. Davinouier and I have a second from Mr. Mario Mlashi. Are there any comments from the audience? Any comments from the board? Machine please. Mr. Raj online is now open. Kim, my computer's still not working, so vote yes. >> Okay, thank you. Online vote is now closed. Passes unanimous unanimously. Okay. The second item is to discuss and approve the December 8th buildings and ground committee meeting recommendation. There were five items on the agenda. Two were action items. Two items passed. Do I have

056a motion? I have a motion from Miss Polly Hickden and I have a second from Miss Teresa Roy. Are there any comments from the audience? Any comments from the board? Machine please. Miss Raj >> online voting is now open. >> Yes. >> Thank you, Miss George. >> Online voting is now closed. passes unanimously. >> Next we will have curriculum and instruction campus operation. The first item is to discuss and approve the Head Start policy council agenda minutes reports and handouts. Do I have a motion? Make a motion. I have a motion from Miss Pam George and I have a second from Mr. Davin Tuier. Miss Polly Hickden. >> Thank you Miss Laws. Our our council met November 20th and of course we have many attachments. The first attachment is our safety monitoring of which we

057had a few concerns and then our minor minor and critical incidents our attendance report which we have 97% attendance and 90% um enrollment. Uh we are funded our funded enrollment is for 501 students 98% prek and for prek3 for prek4 85%. Then also we have what's happening in family services our mental uh mental health report. Most of our referrals are for our three-year-old preks students. We have our fiscal report, our specialist report, and in the specialist report, we have our resolution process, our early um childhood collaborated with the sped department, which was referring students with special needs. PD opportun professional development opportunity for teachers parros administrators we had our introduction to our class is a scoring system which I know you're familiar with we've done this for years then our class observations we have three

058domains the emotional support the classroom organization instructional support of which we uh that that that is always a challenge the instructional support but we have really really improved teachers are observed in the fall and in the spring the new teachers three observations and it's it's um it's a complicated for me it's complicated because it's two hours 20 minutes here 10 minutes they step about 20 more minutes. So, the observations are are pretty pretty good. Our next meeting is Thursday, December the 18th. Thank you, Miss Hickden. Are there any comments from the audience? Any comments from the board, please? Miss Raj, >> online voting is now open. >> Miss Charge. >> Yes. Yeah. I do online voting is now closed. Passes 8 to one. >> Yes. Thank you. Okay. The second item on >> just to

059clarify in the 80. >> Sorry. >> The next item Thank you. The next item is number two, presentation of the 2024 2025 accountability results. Miss Bartholomew. >> Thank you, Miss Laws. Good evening. As we know, um, a few weeks ago, the state department released the school and district performance scores. Bailey, uh, the school performance score measures how well schools perform on a variety of different indices. These indices include how well our students score on the LEAP which is the assessment index. The progress index which uh shows the progress towards achieving mastery and advanced. Uh the dropout credit accumulation index which shows the number of credits earned by the end of nth grade. the interest and opportunities index which measures um how well how well-rounded of an education that we are offering to our students. The

060school performance score also measures the cohort graduation rate which is the percent of students who graduate on time in four years. It also measures the strength of the diploma by awarding points to each student based on the level of academic or career readiness achievements they have attained and then the ACT index which measures how well our students perform on the ACT and work keys assessment. On the next slide, you'll see this slide represents the school performance scores of our LDOE schools. So, all of the schools that are recognized by the state department, these are their scores. You'll see that uh Crescent maintained its C status with a school performance score of 68. Dorsyville dipped a little in its letter grade and their school performance score is a 69.9. East Ibraville maintained a C with a

06174.5 school performance score. Ibraville Elementary also maintained a C with a 73.1. North Irville Elementary also maintained a C with a 64.1 school performance score. North Irville High, which was the school that shows showed our largest increase in school performance score, maintained a B with an 85.7 school performance score. Plaan High increased their letter improved their letter grade from a C to a B with a 78.5 school performance score. and White Castle maintained a C with a 73.9 school performance score with uh 5.6 points of growth and um Plaeman High had 3.6 points of growth. This slide shows how ourmies performed. So this slide represents the students who are actually enrolled at the academy and how they performed on all of the indices that are measured on the school uh performance score. So you'll see

062that all of themies maintained their A status MSA East um increased their school performance score by 1.9 points to get a 93.6A school performance score. MSA West Elementary also increased their score by 8 tenth of a point to maintain a A and to have a 95.2 school performance score. MSA West High School had a slight dip, but they maintained their A status with the 99.7 school performance score. IVLA maintained its C letter grade with a slight dip of 3.2 two points on its school performance score of 60.1. The LDOE identifies schools as top gain schools if that school has maintained an A in the progress index. And we are proud to announce that Dorsyville Elementary is recognized by the LDOE as a top gains honore for having a progress index of a 93.5. This slide

063goes in depth a little deeper into how our schools performed. Six of our schools maintain their same letter grade. One school improved their letter grade. Three schools increased their SPS. Five schools improved on their K to8 assessment index. Three schools with an eighth grade improved their DCAI index. Six schools improved their K8 interest and opportunities index. And these are our LDOE schools that I'm referring to. One school improved their high school assessment index, White Castle. Two schools improved their high school progress index. All of our LDOE schools improved their ACT index. One high school improved their strength of diploma index. One of our school labeled CIR for students with disabilities. And two of our students remain uh two of our schools remain labeled as urgent intervention needed for students with disabilities. Look, this slide represents

064um our programs and highlights the successes there. Like I said, MSA West Elementary maintained their letter grade of A. They increased their overall SPS, their K8 progress index, and their interest and opportunities index. MSA High School maintained their aid. They increased their DCAI, K8, and high school interest and opportunities. They also increased their high school progress and their strength of diploma. MSA East had the largest growth with 1.9 points. They maintained an overall A. They increased their SPS, K to8 assessment index, ACT index, strength of diploma, and K8 and high school interests and opportunities. IVLA maintained a seat. They improved their ACT, DCAI, and their K to8 interest and opportunities. As a district, you all know we improved by 1.2 points. We maintained our B. Um we had significant um gains on our ACT index,

065which was an increase of 20.2 points. And we also had significant gains on our interest and opportunities index. We grew 17.1 points. Our strength of diploma index and our graduation rate exceeds the statewide average in these indices. Um and our students continue to demonstrate successful transition from middle school to high school by earning six or more corner units by the end of nth grade. This slide just provides a side byside comparison of how the district performed in each of the indices in 2024 and 2025. The last um column of the slide shows the change whether if it was an increase or a decrease. This slide represents uh our school performance score for the last six years. As you'll see, we are a 76.5B. Research has shown that following the pandemic, students did have learning loss,

066but you will see that our school performance score this year is a 76.5 and we're like 510 of a point away from where we were um precoid. This concludes the accountability presentation. Are there any questions, >> Miss Law? Yeah. Uh before we we take questions, I'd like Miss Johnson to speak from the academic standpoint of some of the initiatives that we have already been implementing this school year based upon raw data that we saw uh in the spring and in the summer. Um well, first I just want to uh say that we know an effective teacher is the greatest indicator of an increase of student achievement and I believe and know that our principles and our human resources department has done a great job of retaining quality teachers and also recruiting quality teachers this year

067which is evidenced by the personnel reports you receive on a weekly basis. So, I just want to give kudos to our principal and our human resources department for that because if we don't have effective teachers in front of our kids, it doesn't matter what we're doing, you know, that's what we need in front of our kids. But as a district, um, we look at data all the time. We are in classrooms all of the time and everything always points back to planning of lessons. So this year we streamlined our focus into um writing intentional lesson plans which means we focused on content making sure the teachers understand the content and the standards they're teaching how to teach them and how to teach them to mastery. When we use the word we throw out the word

068rigor a lot. All that means is we're not watering down the content or lessening the expectations for our kids. And that's really what we're focusing on this year and we're also making it student focused. So once they understand the content, it's the teachers looking at their data to make sure that they're intentional about meeting the needs of their students, whether it be the high performing students or students that are struggling. To incorporate this, we used our district PD days. So at the beginning of the school year, the district came together and teachers from across the district planned by grade level and by subject. And that happened in August and October. And in our on our January PD day, teachers will be at their school sites, but that's intentional. They still will be planning for the

069upcoming lessons, but looking at pacing to make sure we're covering all the standards that need to be covered before state testing in April. So, they'll be working on pacing calendars, lesson planning, and assessments. That brings us to our next initiative is common district assessments or common curriculum assessments. Common curriculum assessments mean that we're testing mastery of the standards. It means our assessments are aligned to the standards, making sure we're not lessening that rigor. It is not a perfect process, but we knew we had to begin somewhere. So, we started this year with basically implementing which we talked about at length at the board retreat, curriculum assessments because we know that they are aligned. We will be working as a team to strengthen those assessments for the upcoming school year. But we know during the January

070PD we can look at those assessments, look at the students data and see what did we miss at the beginning of the school year, what needs to be rettaught and then what do we need to teach up until testing. Um, as always, our district support continues in schools on on a daily basis, weekly basis. We go to their instructional leadership team meetings and their cluster meetings and then we observe in classrooms alongside the principles, assistant principles, master teachers to see if there's a transfer into that because when we building those effective teachers, of course, we need to support them and give them the tools and resources they need. This year, we implemented data stepback meetings where the schools are setting goals with their students to make sure the students know where they need to be

071with the new accountability system. And this is also helping the leadership teams and the teachers understand what's going to happen for the upcoming school year because you know bas kids being able to score basic was kind of our cushion. Well, now we raising that level of rigor and everyone needs to be mastery and above to be counted in the new accountability system. So it's very important for teachers to know where their kids are is very to know is very students need to know where they are so they know where they need to grow to. um multi-tered support systems. As you saw, Dorsyville was a top gain school. We want all of our schools to be top gain schools because that means we're growing our kids. And in a multi-tered support system, we've been focusing on

072that at principal meetings to make sure we're providing those high quality interventions, high dosage tutoring, and in the high school, we calling it when would I need for kids that are struggling or even accelerated kids that we need to push a little bit further to make sure that we growing that progress index. We did take a dip this year, so we need to make sure that that's a focus. We did sh and all schools have intervention time built into their daily schedules. Uh we did shift in K to 2 and 7th through 12th grade. In K to do two two we're now using magnetic reading and this is again another streamline process. It aligns with I ready which we use for our interventions and that's for the K to2 ELA foundations which is phonics. And

073then 7th through 12th, we switched to HMH curriculum into literature. And we feel that this is bumping up the level of rigor for our kids and making them understand um the standards that need to be mastered to take that test. We've implemented Star Academy at East Ibraville and White Castle High School. While we have preliminary diagnostic data to show that we are increasing in academics, we definitely have the data to show that attendance and discipline has phenomenal results. Our attendance in seventh and eighth grade at both of the schools is amazing and so is our discipline. In some cases, we're down over 200 referrals in some of the grade levels at both of those schools. And then, of course, you saw the big jumps in ACT. We are continuing with all of those initiatives. It's

074not a one and done. Oh, we did that, we did great. Um, we're going to make sure that we're doing that at the same intensity as we did last year. We're going to offer the extra courses for the students and we're going to beef up the social media presence for awarding those kids because now that bar is being raised now, too. It used to be you can score silver and receive the points, but now the kids have to score gold. So, that's intentional um assessing. assessing those students and making sure that they know the importance of that assessment as well. >> What um can y'all tell me the time frame these grades are from? Is it 2425 or >> these scores are all from the 2425 school year? Okay. >> So, these would be tests

075that students took in spring of 2025. So, this is all last school years. Also, I I sent you all I think it was Thursday evening maybe of last week uh a chart that shows all of the scores withmies withoutmies ormies by themselves. I forgot to ask Kim to attach that uh in the agenda. Uh so I did email her a few minutes ago to attach that document. So that's out there for the public as well. uh and and as you're going to see, you know, uh the academy scores, you know, are part of the overall scores, but uh I see Miss Adler sitting now there. Do want to commend uh North Everville High School uh for not only having the highest SPS, but their score was actually higher when it was just the students that

076they instruct on their campus. That was also true, I think, of White Castle High School. I think Miss Joseph might still be uh sitting back there, you know. So, uh we want you all to see and the public to see what it looks like for the students who are on each one of those campuses. Uh our uhmies, our MSAs on the east and on the west side are both you know a schools you know and would be some of the higher performing in the state if they were recognized that way. uh but we do share scores. They make contribution but our home schools are really uh making some great gains as well. But yes, so the the scores that you're going to see in November December of 2026 are going to be the scores that

077reflect this year's uh testing cycle. >> So I know we have the scores where MSA is in and out of the scores. Where does Iva fall in? >> When Miss Bartholomew calculates each campus with no academy kids. So the IVLA kids are taken out of there and then you see on that chart a score for Ivla just with the kids that are enrolled on that virtual campus. So they they do it the same way. So when you see what LDOE presents, if there's kids at one of the MSAs and kids at IVLA, they're going to be in there. But when she and that's what takes a while. I'll let y'all know each year this takes some time because that's kind of a pull them out, you know, individually. All of them are taken out. So

078when you see that chart, you see 88 point something for for North Ibraville High, that represents the kids that they are teaching on that campus. Any other questions for Miss Bartholomew? If not, Miss Bartholomew, thank you so much for your presentation. >> Thank you, Miss Law. Have a great evening. Okay, next we will have new business and the first item is to discuss and approve the Iville Parish School District 2026 and the 12mon employee calendar as presented. Do I have a motion? I have a motion from Miss Katherine Williams and I have a second from Mr. Mike Ael. Miss Johnson. >> All right. Good evening again. The school year calendar committee of parents, teachers, administrators, and central office staff met on November 4th to discuss suggestions for the calendar options for the upcoming school year.

079It was decided at that meeting to have two calendar options with one of them being an extended one extended day and the other including two extended days to send to all employees in the general public for a vote. When presenting options, four major considerations were taken into account when determining the start date, end date, holidays, and professional days. These four considerations are 2627 is not a leap year, meaning one less day in the calendar. The feedback survey sent in October, which indicated different options that either teachers, employees, or parents would like to see. And it also indicated that 60.8% 8% of the respondents were in favor of an extended day. The 2026 27 includes an election day holiday, meaning one less calendar day in the year. And Memorial Day is May 31st. Online voting was

080available from Wednesday, November 5th through Wednesday, November 19th. All employees were emailed and sent a link via JCampus to vote and all parents were sent a link via Jcampus and public links were also posted on social media. Calendar A that includes the one extended day received the majority of the vote from the employees and the public. Therefore, calendar A that includes one extended day is being recommended to the board for approval tonight based on the results of the voting. And this calendar is basically the same exact calendar as this school year or pretty similar to it with the exception of it was voted for Marty Gro to be a full week for students and teachers. Um and that is really the major difference in that calendar. We also end a little bit later because Memorial

081Day is May 31st. >> Okay. Thank you, Miss Johnson. Are there any questions from the audience? Any questions from the board? Dr. Bar, >> I do want to point out the 12-month uh employee calendar is attached in here as well. Uh the big difference is going to be two days that 12-month employees work during Migra holiday as well. That maintains the same number of work days for 12-month employees just as it would for every other employee uh on the other calendars. >> Thank you, Mr. Raj Machine, please. Online voting is now open. Mr. George, thank you. >> Oh, it worked this time. >> Oh, online vote is now closed. Passes unanimously. Okay. The next item is the election of the board president. I will ask, do we have a nomination for a board president? Uh,

082Mike Abear. >> I'd like to nominate Mr. Mario McGloss. >> Do I have a second? I have a second by Miss Pam George and I have a a nomination by Mr. Mike Abear. Are there any other nominations for board president? I'd like to nominate Devon Touier. >> I have a nomination of >> My bad. Never mind. >> Okay. >> All right. Machine, please. We have a >> What are we doing? >> You have a second by Pam Jaw. >> Yeah. Okay. >> You only have one nominee. >> Okay. We only have one nominee, so we don't have to vote. Uh, >> ask if you accept. >> Mr. Mario Mlash, do you accept the nomination of board president? >> You accept. >> Mr. Mario Mlashia do accept the nomination of board president. >> I I'd like

083to thank my fellow board members on the vote of confidence. Um I'm I'm grateful for this opportunity. Um although I've been on the board for for three years, it still feels brand new to me. So, we have plenty experienced board members. Be on standby. Stay close by by the phone. I will be reaching out for guidance along the way. Uh, but but thank you so much. I'm excited for this opportunity. >> You are more than welcome, Mr. Mlashia. I look forward to handing the gaffer over to you. The second item is to vote for the election well for the election of vice president. And do I have a nomination for board vice president? Do I have a nomination? Miss Law, I'd like to nominate Davin Tier. >> Okay. I have a nomination by Miss Pam

084George. Do I have a second? I have a second by Miss Katherine Williams. Mr. Tuier, do you accept the nomination for vice president? >> I accept. >> Oh, wait. I'm sorry. >> My statement, I need to ask if there are any other nominations first before you any other nominations for vice president. There are none. So, Mr. Tuier, do you accept the nomination for vice president? >> I accept. Thank you. >> Thank you, Mr. Tuier. >> Congratulations. Dr. Voron, >> before before you adjourn, I'm going to go quick because I I know some of you got to to get to another place, but thanks Miss Laws for the work together the last couple of years. You've been great as a board president. Uh, and certainly thank you for your time and dedication that you put into

085it. Uh, and I think during that time, uh, Miss Williams and Miss Touier have both been been vice president. Thank you, Miss Williams, for this year. Mr. Mclasher, Miss Tuier, look forward to working with you. Uh we'll be communicating a lot, Mr. Mlasha. And uh looking forward to a great 2026 uh with the board as a whole. Uh thank you. >> Thank you, Dr. Voron. And I myself had had a great experience with Dr. Voron working beside him. So the last two years has been great.
