001How come mine's working? Yeah. >> Test. Finance Committee meeting November 10th, 2025. Mr. Mlasha >> here. >> Miss Roy. >> Mr. Tuier >> here. >> You have a qu Mr. Tier. >> All right. Our committee meetings are broadcasting live. To access the live stream, there's a video icon located in the online meeting agenda and also there is a link located on our district website, Facebook, and X formally. Uh the first thing up discuss and approve the Ibra Parish School Board monthly financial statements including the income statement and the revenue and expense summary by fund through September and October 25. The reports include a comparison of budget to actual for each fund including a percent to goal per budgeted account within the funds. Do I have a motion? >> Make a motion. >> Motion by Mr.

002Mlasha. I'll second. Uh Mr. Stewart. >> All right. Good evening everyone. Um, excuse my absence for the last board meeting. Um, we are presenting both months due to a irregularity that was on the last um document uh concerning the percents on a total line item. Uh, this month we have to date we have received $14 million. That's roughly 10% of our uh revenues uh outside of internal transfers. Um, and we are expensed of roughly 24% of 203 million. Uh we we're monitoring cash flows. We're still in a healthy position. We uh estimate or we know we'll have a large cash influx or a large revenue influx um come January. >> All right. Any questions or comments by the audience? Question or comments by the board? All in favor? I >> I pass unanimous. All right.

003Second thing we have up uh update in relation to the progress related to the audit findings according to the management's corrective action plan. Mr. Stewart. >> Okay. This will be ongoing. Um so I will have to put this I'll put this up every board meeting. Uh I'm working with audits currently on CIP. Um we're tying it auditing and we're tying it to the general ledger. Uh we are always actively reconciling with aim to always be one to two months max. uh within the rec reconciliation mod. Um we're also working towards um a framework still perfecting a framework for the budget process. Uh we are using clear gov now to help prepare the book and also uh building more graphics to make it easier to understand. Uh so that's being worked with. Um and lastly we

004follow bid law and procurement uh to to our best aims at all times. All right, thank you for that. Uh, is there any comments on that? Questions? It's not an action item. Uh, number three, discuss and approve accepting a bid from Lafayette Restaurant supplies in the amount of $34,929 for a bid SFS25268 for large equipment items for MSA West Academy and Everville Elementary. Do I have a motion? >> Make a motion. >> Motion by Mr. Mlasha. I'll second. Uh, is that you, Miss Miller? >> Yes, sir. Thank you. We're just asking that um you approve or accept the bid as we have presented um being awarded to Lafayette Restaurant. It's for serving lines, two for MSA West and one serving line for Ibraville Elementary. >> All right. Any comments or questions from the audience? comments,

005questions from the board. All in favor? I pass unanimously. Next thing, uh, discuss and approve accepting a bid from HNR-S singing in the amount of $22,435 for a bid SFS2526-09 for large equipment items for MSA West Academy. Do I have a motion? >> Make a motion. >> Motion by Mr. Mlasha. I will second. Miss Miller. >> Yes, sir. Once again, um some equipment that malfunctioned at MSA West. It's um a double oven that they are in need of. We did go out for bid and we're asking that you um approve and accept the bid as presented. >> All right. Thank you. Any comments or questions about the audience? Comments, questions about the board? All in favor? I >> I >> passes unanimously. Uh discuss and approve seeking an RFP request for proposals for school bus

006lease. Do you have a motion? >> Make a motion and I will second. Uh Dr. D. >> Yes, we currently have bus lease with Ross. These uh that lease is for all of the kindergarten through 12th grade fleet of buses. That's the big fleet that we hire the drivers and the buses. That contract ends in June of 2026. So, uh it's time for us to to get this out for an RFP. Again, we're requesting you permission at this point to advertise for the RFP. Uh with the hopes of getting this back for approval either in December or January, the the timeline may cause it to come back in January. I I do want to clarify this is not for the prek program. The prek program is a lease with DS bus south. That lease is

007for the whole service. It's the drivers and the buses for prek. We do have a few parish own buses in the prek program, but DS bus drivers drives those buses. That contract goes through the summer of 2027. Uh, and we will begin work uh with purchasing earlier this coming summer to start putting all of that together to kind of make some decisions. Uh, I've been asked over time about the possibility of just adding to our lease fleet and running this ourselves without that service contract. uh we've got to figure out how to hire enough bus drivers to be able to do that. That's kind of been the hangup with that over the last few years. But uh we know that's on the radar and our ultimate desire would be to do just that. But uh

008logistically when it comes to trying to find drivers, we have not filled in the six years I've been in the district every bus driver position that we currently have in our fleet. Uh, so that's uh another concern, but I just wanted to make sure everybody knows this is not for prek bus lease. >> All right. Thank you, Dr. V. I have a question on it. Uh, is on our K through 12 buses, are all those buses leased or do we own some of those? >> The regular fleet is leased. We own some buses that are activity buses that are housed at each school. >> All right. So, the lease whenever orders come out, are we going to make sure that they have AC and heat and all that in the lease buses? >> Yeah, the

009lease buses should all have them now. >> Okay. >> They do. I was just asking cuz we back out. >> Yes, we we're putting it back out with the same specifications of air conditioning, uh, heat cameras on every bus, you know, I mean, just all of those same things that we have now. And with this would also come all brand new buses. >> Perfect. All right. Thank you. >> Any comments from the audience? Is >> is it is it always a a three-year lease, doc? Is this what Iville has done in the past or I notice a fouryear uh optional? >> So, the current one was a fiveyear. >> Okay. >> And when that bid or RFP, we got to remember keep these times separate. When that RFP was put out, it was put out

010for an option of a three-year and an option for a five-year. The numbers worked for the five-year. And speaking to the the contractor that we're currently working with, they don't think that anyone is going to put in a five-year term at this time with the cost so unpredictable and really was recommended to to go with a three. We decided to go ahead and just put a four-year option out there. It won't be mandatory that they have to give a proposal on the fouryear, but let's just see what we can get, you know, but five just seemed to really be something that we may not get any response on because of the the volat I don't know the volatil uh everything's up and down right now when it comes to the whole tariff situation, the cost

011of materials, uh the economy in general. So, we felt like the best option was three-year with give us a four-year if you choose to as well. >> Okay. >> And this is just strictly buses. You know, our employees still drive them. >> All right. Any other comments, questions? >> All in favor? I >> I >> passes unanimously. Can I get a motion to adjurnn? >> Motion to adjurnn. >> I'll second. We are journ. It's getting cold He's driving. How about you? >> Building and grounds committee meeting November 10th, 2025. Miss George >> here. Miss Hickden >> here. Miss Holmes >> here. You have a quen. >> Thank you. Thank you. Our committee meetings are broadcasting live. To access this live stream, there is a video icon located in the online meeting agenda and also there

012is a link located on our district website, Facebook and X. Okay. Our first agenda item, Mr. Kagnetti, monthly work order status report for October. Good evening. How's everybody doing? >> Good, thank you. >> All right. So, the month of October, it was a u very good month for us. 164 work orders were submitted. We completed 153 and right now we're sitting at about 57 53. We we keep ranging in and out of there. A lot of these are that's left are your carpentry stuff, boards, stuff like that that we got to have the kids out. So, a lot of things are going to happen as the kids come out for holidays and stuff like that. We're going to move in and have the two days that they're not in here. We're going to start knocking

013these things out. And with the grass company that that took over and now we have more people on staff, we're going to use less outside sources because of this because we now man up enough with our in-house guys and they can help and and do these kind of simple things. Um, but we all waiting for some students and it staff to be gone so we can get in there because it's going to be loud and dusty and stuff like that. Um, a lot of floor stuff, a lot of like again moving moving different boards, TVs and stuff like that. But everything else is going really good. Um, we on my chart below, you kind of see where a lot of things were going this month. Um, the plumbing hit us pretty hard. Uh, locks and

014keys and then everything else was like carpentry stuff. So, any questions? >> Okay. Um, project planning list. >> Yes, ma'am. So, we're going to go down the list. Some of these things I I've simplified as much as I can. I took off a bunch of stuff that was on here that just needed to get off. We're going to go through it real quick. We have Crescent. Um it's on hold. We had talked about that. We have the cafeteria. We got it's about 95% at Dorsyville. The reason I'm saying that is because we have two or three items on the punch item list, but we also have some doors that hadn't been keyed correctly. We're waiting for that stuff to come in. So, as soon as that the door um material comes in, then we'll start

015um installing them. And that's the lock. So, we went to the sevenin system fieldhouse at Eastville. Um, that's work in progress. That's the best I'm going to say with that one. Um, all right. Now, let's get to the welding and pipe fitting classroom. You're going to see that come up here on the board today. Right here, the budget was we were kind of fluctuating until we got some information back around 400 to 700. And I think we came I think it was 600 that we we we got and we'll explain that more in depth when we talk about it. office remodel. So, this is the this is the remodel that we talked about. It's also the band room and they are coming out what's the 12th Wednesday. Wednesday to do these graphics and that'll finish

016up that. So, they will be out Wednesday uh at Eastville to install the graphics and stuff. It's going to look fantastic. Uh the Eastville baseball and softball uh we can go through it. demo's done, site grading's done, curbs and stuff and the back stops footers are uh 100%. And we're just steadily working on that. We did find some underground stuff that kind of held us out a little bit, but we knocked it out. I didn't know that was old school there and then we found a bunch of stuff to it. I mean, it had, you know, all kind of concrete underneath that we had to get out so we can have this new baseball facility. MSA West Academy, the perimeter fence. I don't know if y'all seen it. It's up. Looks fantastic. We are waiting

017on the hardware to come in and then when the hardware comes in we can have the card readers come in and then we'll be good to go with that one. MSA West the prek and admin edition CMU walls. This is now this is the not the prek part. That's part's done. We're just on the punch list item that this is the admin part. We've got CMU walls are up. Trusses and frames 100%. The drainage in the back is 100%. There is I know y'all saw the the concrete um uh structure that's in the back. We're going to knock that down, level it out so no kid gets hurt, nobody's playing on it. But everything else is looking good. We are moving right along with that. As soon as the roof gets on and stuff's going

018to start speeding up a little bit more. We got to get it dried in first and then all of a sudden it's going to start cranking up a little bit. North Hibberville the building G we have the substantial completion and I believe they started moving furniture in. Is that right? >> Yeah. So they started moving furniture in which is fantastic. I think there's about two classroom that they had to redo some floors before they can move it in. But after they touch up these floors they're going to move everything in and it's going to be very nice. Substantial cleaning was giving and we still working these punch item list but it shouldn't take us long to get this stuff knocked out. elevator in installed and the roof is tied in. I think we're waiting on

019some fire marshall clearances. Um but after that it should be um good to go. >> In the O building. >> Yes, ma'am. >> All right. North football and track field uh weight rooms, punch items. This is about 90% at the time of the report and we're going to and we're starting the the locker room renovation at the time of the report that we're just now starting. So, my updates are not as updated, you know, as today, but they have started working on that, the demo process and everything. >> I have one more question. >> Okay. >> Um, the lights in that visitors parking area, is there going to be lights over there? >> Yes, ma'am. Is there lights in that? >> Yes, there is lights in that. Yes. >> It's mighty mighty dark there at

020night. >> Yes, ma'am. We'll check on and get you a better time frame on when it's going to be completed, but there is lights going. >> Okay. Thank you. >> All right. Plaqueman. Huh? Plaqueman High. The parking lot improvements. We just walked it. We're going to walk it again. Uh we will have substantial completion. And um Dr. V, if you want to talk a little bit more about the time frame on on usage. The parking lot will be able to be utilized Thursday. We October 28th was the original date that we were expecting to be able to use it. Of course, that date didn't work out. We made tenative plans that we needed to do for the homecoming activities for Plaqueman High which was on the 31st. And as of today, we should be able

021to get partial, we will get partial >> uh >> occupancy for the parking lot for Thursday night, which will accommodate for far more parking for uh not only Plaqueman High's jamboree on Thursday night or the Paris Jamberee hosted by Plaqueman High, but also Plaqueman High's playoff game on Friday night and the St. John playoff game on Thursday night. So, we do have a punch item list that we're going to address, but it will be open. So, if people are going to say things, oh, they didn't do this, they didn't. Hey, just it's on the list. We got it. We We're going to open it up. Today, they uh they were almost finished the bumpers. They're going to start the siding, the siding, and some ground leveling and siding. And then there are some issues that

022we're going to address, but after there's some concrete that cracked on them and and stuff like that, we can address that later. But um we doing it and yes ma'am go ahead >> for another question and it's not about the parking >> the um Dr. Dr. B, when you brought us that information about the the baseball, softball, something with fire marshall had to be done. I don't remember exactly what it was. >> That that's on Yeah, that that's I don't know if it's on this list or not because talk about a really big projects anymore. That's the batting cage facility. >> Yes. >> Which phase one, has that been approved yet? >> Yes. So, phase one finished up. Well, it's going to finish up this week. Um, the doors have came in. The frames have

023came in. They have to re tweak some things to get these doors proper fitting. Soon as that happens, they're going to have the fire marshall come in. So, probably before Thanksgiving, maybe depending on the fire marshall, we'll be rocking and rolling right after Thanksgiving, if not. Uh, and then that's phase one. Phase two, we're going to we ask three different contractors that's on site. one local guy on site, another contractor that's working in Plaqueman High already, and the original guy who built the building to just give us a preliminary quotes and hopefully we get the right numbers that we're looking for, then we can move forward on it. If not, if we do not get the right numbers, we're going to have to come and try ask for permission to advertise. >> Okay, >> but

024that's that's phase two. This phase one will get us in. Phase two doesn't have to happen immediately, but we can use it after phase one is bought off by the fire marshal. We talking about plaqueman high right now. >> That's right. Okay. >> Phase one is to actually be able to utilize the batting cages. >> I just remembered it was something with the fire marshal that we had an issue with. >> Yep. That's correct. Um plaquemanized kitchen renovation as you see on here. Y'all can look through. Looks fantastic. Um if y'all want to go take a look through it, just contact us. Let us know. We'll walk you through it ourselves and we can kind of show y'all really what this place looks like. We got great before and we're going to have great after

025pictures that we can put out and show the amazing work that was done and the change is the the light that it's going to bring in is going to be fantastic. Um, what's not on here that just got approved and I have to give a big shout out to the Louisiana Public Service Commission, Mr. Commissioner Devant Devonte Lewis. So over the years we've been over last year we started this process and we got approved at Plaqueman High to replace every single nonLEDD light that's in Placman High. This is a $477,000 project that no cost to real Parish taxpayers. It's the same project that we did at North. We got approved for Blackman High. We got approved for White Castle and we got approved for Eastville. I'm working on your other ones. So, we're going to

026have all the schools, but Mr. Devonte gave us these schools and I really appreciate what he did. So if y'all know him and anyone knows somebody who does know him, please thank him because um without this this this is a great asset to repair school systems and we're going to talk about a little bit more. But I did wonder while we're on Plaqueman High, they started today. We give them the keys, all the materials here. They're starting this and they're going to work all through tomorrow, all through the weekend. They come in at nighttime and they're done before his kids get here and y'all won't even know they're there. >> All right. Um, next we go to the um >> has a question. >> Yes, I'm sorry. >> Do you have any update on Eastville

027Fieldhouse? >> Uh, made >> there's no progress made and no update to give. >> All right, >> make one comment. Um, Evan, just want to thank you because you played a big role in receiving that money from Mr. Lewis. So, we thank you for actually writing the grants for us to receive those funds. >> Thank you kindly. >> Yes, ma'am. Thank you. Yes, ma'am. >> Hopefully, we get all of them done. >> Uh, and also with that is um I'm working on a boiler right now. It's about $180,000. It's a boiler at um Dorsyville. It's one of the oldest in our system, but it's a it's through Atmos, which it has to be through that company. So hopefully we'll get that and get that going too. Um everything else from CIA building, the band room

028at White House, we're working on budgets for that. The CIA building, we have a little bit on the punch list items with the tweaking of the system on how to put the heat on and how hot you want it and all of that. That's just a programming thing that we're working through with Seaman's company that does our control systems. And then now the multicampus project, the greenhouse, we um we're going to we open the the bids on that on the 20th. So we'll come back to y'all in December to accept the bids and we'll go from there with it. But everything is out. >> Excellent. Thank you. Any questions, board members? >> Oh, Dr. Not a question, just a comment. I will be speaking for the the regular board meeting about the public service commission

029uh grants just to make sure at that meeting that's acknowledged. But uh Mr. Lewis has asked to come uh to the board and do a presentation uh in December. So hopefully he will be able to be here. Y'all, it's a lot. You know, if you read my update right now, we're looking at over $1.2 2 million dollars uh to replace very outdated lighting that we all saw in different stages last year around this time. Uh we've seen it now at North and it looks great when you when you go in there. Uh and as far as the the green houses, hopefully next month, you know, we'll be able to come back with you with those numbers and and make a recommendation from there. Right. Any other comments? Okay. The third item, discuss and approve granting

030permission for bid advertisement of 2525 MO3 East Iberville High School welding pipe fitting classroom project. Budgeted amount is 600,000. Mr. Clety. >> Yes, ma'am. So, the budget amount is 600 and it's it's We need a motion. >> Two. >> Oh, a motion. I'm sorry. >> Okay. I'm sorry. >> Second. >> Are we good to go? >> Yeah. >> So, it's it's twofold, right? It's the it's the renovation, but it's also the electrical system that we have to have in this building. We got some pricing back, and it's going to be both the main switchboard, which we've been having issues with this since I've been here, and I've been here three years this month. So, the main switchboard we've had to work on already. If we put more power to this, which we will if we

031have at least six machines, it's going to trip and it's going to continue trip until one day it doesn't trip anymore because it doesn't work. If that blows, the school's out and out for a very long time. So, this is the best time to to have this project is is coming into one. So, now we're going to replace this switchboard. We're going to place a sub switchboard and that's going to give us the adequate amount of power that we're going to need to generate for all these welding machines. And then we won't have to worry about you remember that that whole said bad power or dirty energy that that is that's what they're talking about. Now we we won't we shouldn't have that issue anymore once these new switchboards are in place. They're old, outdated.

032Our engineer team said, Evan, I don't even know if you can find parts for the main one anymore. So if it goes, it's going to go and you have to replace it anyways. So that's part that's why this budget is so much. The renovations are not all 600. The electrical I think was it like around 350? That's how much this stuff is very expensive. >> Yes. >> So the the part that's electrical that absolutely has to get done for the welding layer project is about $150,000. The part that is truly separate from this welding project but absolutely needs to be done at that campus is $150,000. So that total is around three. So if you took that part out, that welding side of it is about $450,000 uh budget we're asking for. We're hoping that

033it comes in a little bit less than that. We've got some revenues that have come in this year that we weren't expecting that will be applied towards this. We just got a FEMA reimbursement for $90,000 from Francine from a few years ago. We got a settlement of $35,000 from a contractor who was really late with a project. Uh and we've got some other budgeted items, you know, that's in there. But I I just want to make sure that a couple of things are are known when it comes to this project. One is 150 is something that we have to do. You know, East is one of the the schools. I think I text charges about every time power goes out somewhere. >> I think that's the one I've texted you most about in the last

034two and a half years. And that's part of the issue. Uh, also that's the only campus right now that we're not able to really offer welding in a very practical manner. We're offering welding at Plman High and students from MSA West and White Castle access welding there. Kids from North right now are accessing welding at BRCC. East, we didn't have it anywhere. We did implement this year some welding classes. The first semester they're utilizing uh just the textbook stuff. It's the NCCR core welding. second semester they need to get into a lab. This was a very complicated project in terms of transforming uh a space that was designed for something completely different into this. So, it's taken a little while. We will bust kids to RPCC and Gonzalez to ensure that they get the lab

035part. The great part with this is we're anticipating an agreement very similar what we have at Plaean High School with ABC Welding School. And with that type of agreement, they typically come in with their sponsors and supply just about all of the supplies that are needed for welding uh during that program. Dr. Skidmore has also secured four business industry partners so far who will provide sponsorships. We don't know the exact monetary amounts yet. That's going to offset some of these costs as well. There's a lot of excited folks in in business and industry about this project and a lot of contractors as well because there is no welding lab in St. Gabriel at all. And this will really help us not only with our students in the the high school setting, but a community in

036general, just like at Plaqueman, that's that lab is used twice a week at night by ABC, you know. So, it's a win all the way around and we definitely ask for your permission to to move forward. >> Sounds Sounds great. >> Okay. Oh, yes. status on the school zone for MSA East. I >> I'll answer that because I just met with Paris President over something different this morning. >> Okay. >> As of the date that DOTD approved a waiver to allow for it to be designated as a school zone. The Paris government at the cost of $20,000 ordered the signage. They're still awaiting that signage to come in. Yeah. But it's coming. >> Great. Any other comments, questions? Okay. All in favor? Miss Holmes? >> Okay. Passes unanimously. Motion to adjurnn. Miss Pam. Okay. Great.

Any elected officials in the stand? Miss Jen Golio, thank you for being here with us tonight. Our first item on the agenda for recognitions are recognition of every parish school board November senior spotlight, Miss Raaya Mitchell, a student at Plaean High School. Good evening. Rama Mitchell is a senior at Plaqueman High School. Rama has been a dedicated member of the Plaqueman High School cheer team for four years and has been involved in the NA National Beta Club since elementary school. Rama currently serves as senior beta secretary and has over 250 hours of community service. This accomplishment has earned her the ex outstanding high school volunteer award from the Baton Rouge

041State Fair Foundation. Verma currently holds the title of Miss PHS and exemplifies leadership, dedication, and school spirit both on and off the field. Ladies and gentlemen, our senior spotlight for this month, Miss Rama Mitchell from Blackman High School. I just want to give a special thanks to my school administration team for giving me the opportunity to represent Pacman High School. Okay, the next recognition is of Northville High School for being LHSA violation free for the third year in a row. Congratulations. >> Each year, the Louisiana High School Athletic Association recognizes and awards schools that complete the academic year without any rule violations. The LHSA recognized a little over 60 schools that were violation free for the 202425 school year. The other 340 plus had some type of rule violation that could be anything from not

042having a student athletes birth certificate on file to illegal recruiting on another school's student athletes or students getting ejected from a game, etc. And LHSA checks the LHSA folders three times a year at each school. This puts North Everville as one of the 17% of the schools that were violation free last school year. And not only were they violation free last school year, but they have been violation free free for the last three years since the school reopened. Congratulations to Principal Jillian Dodson, athletic directors Brandon Norah and David Masterson, and the entire Northville coaching staff. Number three, recognition of the 202526 Iperville Foundation for Academic Excellence grant recipants. >> Good evening. 043behalf of the foundation. Good evening. The Ibraville Foundation for Academic Excellence is a nonprofit organization whose goal is to promote higher education by assisting teachers in their classrooms. Funding enables teachers to purchase needed materials to use with their students. Our funds come from the interest of a permanent endowment which was established in 1992 with donations from local businesses and community members. Since its conception, $764,000 has been distributed in grants to full-time teachers inville parish schools. Each fall, teachers can submit applications to be considered for funding. This year, we funded 26 grants for approximately $23,000 at nine area schools. We received 52 applications, making this our most competitive yet. Congratulations to the teachers and their efforts this school year. >> Thank you, Miss Corville. I will announce the grant winners and the amount of funding they

044received. First, Crescent Elementary, Miss Amanda Civic, $750. Mr. Desawn Russell, Crescent Elementary, $2,000. Miss Rebecca Markins, $750. From Dorsyville, Miss Jenny Graves, $2,000. I know you're going to take and do good things with that money uh for students in your classrooms

045and in your schools and to the Iberville Education Foundation for Academic Excellence. We can't thank them enough for the support that they continue to show to Iberville Parish Schools. Okay. And now we will have the consent agenda which is considered routine and will be enacted with one motion. Are there any comments from the audience? Any comments from the board?

046Miss Raj Machine, please. Online voting is now open. Mine didn't come up, but I vote yes. >> Thank you. Online voting is now closed. Passes unanimously. We have the superintendent's report. Now, Dr. Voron, >> good evening. >> Uh the first slide tonight that I want to present, you know, we started this last school year and and everybody seemed to like it. So, we're going to continue giving you just a a breakdown each month of our enrollment. Uh November 3rd was the the first uh weekday in the month of November, and we actually went up by three students in our uh overall count and in our uh MFP count. So, overall, there's not that big of a difference. Uh and and just to kind of put this in in a perspective, enrollment in the entire state

047of Louisiana is down tremendously. Uh the superintendent in the state, uh we have a group text and about two weeks ago, one of the superintendent started with a question about if your enrollment is up, do a thumbs up. If it's down, do a thumbs down. There was only two responses in 69 parishes plus uh the independent school districts that put a thumbs up. Uh and quite alarming, you know, to the tune of some hundreds of students. So uh we definitely would like to see more, but I'll take this compared to what a lot of other places are are seeing. On the next slide, uh we spoke about this a little bit in committee, but I did wanted to bring it to light for the public in our general school board meeting. Uh we we recently

048found out we received grants through the Louisiana Public Service Commission. the most recent in the amount of $943,885 to replace lighting with LED lighting at Plaean High, East Ibraville, and White Castle High. Last year, we received a grant in the amount of 339829 to change out the lights at both of the campuses in Northville for a total of almost $1.3 million. And I can't thank Mr. Evan Kagneli enough for the work that he put into getting these grants together, getting them submitted. Uh this is of course a grant not coming from a private foundation. It's coming from a public entity. So there's a lot more bureaucracy involved. Uh and a lot more paperwork involved with that. He did submit these for the other campuses uh that we haven't gotten this done at yet. uh and

049he's going to continue to do so and hopefully over time we can get this retrofitting in. Mr. Devonte Lewis did contact me directly last week uh requesting to come and do a formal presentation. He could not make it here tonight, but we'll try to orchestrate to be here at the December 8th board meeting. But Evan, thanks a bunch for your efforts in acquiring this for our school system. I I think that deserves a round of applause. We've been in some of our schools as a little bit aged and it's life need to be changed and for it to come in this manner is great for the the taxpayers of our parish as well. Uh we recently completed our upbeat employee engagement surveys again with extremely high participation rates. Uh all of these rates that you

050see are well above the national average for employee engagement surveys in all four of these categories. Uh, as I mentioned in an email update to you before, we just this morning had a call with Upbeat with our principal or excuse me, with our district level staff uh with the results of the survey and I'll be presenting to you some data on that at next month's board meeting. But I can tell you that uh in most areas we saw growth in employee perceptions. Uh we of course are going to always have areas to work on and we'll point those out to you next month as well. I do thank all of our employees. Our goal is to try to get to 90% in every category which is an unbelievably high rate. But I'll take the ones

051that that we have because they're extremely high in comparison to the rest of the nation for this type of survey. And my last slide for this evening uh before I I talk about the dates, many of you out there, you know, see us all with some semblance of purple on tonight. And you this is about just showing support and awareness for pancreatic cancer awareness month. Uh which is the month of November. We wore pink last month for breast cancer awareness month. Uh, and you know, I know we got some cancer survivors in the room. Uh, and we certainly uh pray for you and support these types of awareness campaigns uh to further research treatments for cancer, you know. So, uh, that's why we're showing this support here tonight as well. Uh, Miss Py. >> Yes.

052And I'd like to thank the board for um bringing awareness to this horrific cancer which is the third the third leading in deaths. Lung cancer is of course the first but this one is a silent one. And actually um many years ago there was only a 1% survival rate. That was many years ago. It's not a whole lot better today. But it is improving and uh to probably close to 10% for five years. That's not really good odds, but um as a survivor, I'm just so pleased. Thank you so much. Thank you. You're welcome. And uh tomorrow is Veterans Day. Uh our school system will be closed not for cold weather but for a scheduled holiday for Veterans Day. Uh it will get freezing tonight. However, uh the Salute to Veterans program will take place

053tomorrow. It is scheduled to take place at the Veterans Memorial with the pre-ceremony activities beginning at 9:30 a.m. and the uh program beginning at 10:00. Uh Miss Lata Butler represents our school district on that planning committee and uh we thank you for that and they do a great job every year with with that program. Uh our employee of the year ceremony will be Thursday night uh at the MSA West Pack. Moving forward with Monday is next Monday the 17th. Uh some of you got your district level shirts on and I wear a Monday and come out. It'll be warmer that day. Uh the East Draville court naming ceremony will be Monday evening as well for Mr. Robert Grace. Thanksgiving holidays are coming up and December 8th will be here soon for the next board meeting.

054That concludes my report. >> Thank you Dr. Boron. Next, we'll have Governor's Bitness uh discuss and approve the Sep September the 8th, 2025 finance committee. My bad. Discuss and approve the November 10th Finance Committee meeting recommendations. There were five items on the agenda. Four items were action items, four items passed. Do I have a motion? I have a motion by Mr. Davin to you and I have a second by Miss Polly Higden. Are there any comments from the audience? Any comments from the board? Machine, please. Online voting is now open. Online vote is now closed. Passes unanimously. Discuss and approve the November 10th, 2025 buildings and ground committee meeting recommendation. There were three items on the agenda. One was a action item, one item passed. Do I have a motion? I have a motion by

055Miss Katherine Williams and I have a second by M. Mrs. Pam George. Are there any comments from the audience? Any comments from the board? Machine, please. Massage >> online bone is now open. Online vote is now closed. Passes unanimously. Next we will have curriculum instruction campus operations. The first item is to discuss and approve Head Start policy council agendas, minutes, reports, and handouts. Do I have a motion? I have a motion from Mr. Ike from Mr. Micah Abear and I have a second from Mr. Mario Mlashi, Miss Hickden. Thank you, Miss Lawrence. Our first report is the safety monitoring report and of course and of course the incidents which we had really no critical incidents this month which is always good. Our attendance report 99% attendance which is excellent. Um, our enrollment, uh, preK3 is

05699%, our preK is 83%. our what's happening, our bingo for books, uh the parent participation, our fiscal report is also attached, our early childhood specialist report, our mental health specialist report is attached, our education manager report, and this past month we had the election of officers. Every um begin every fall, we elect new officers. And our president this this uh coming year is Hannah Chambers. Our vice president is Raven Gillery. Our task manager is DeAndre York and Cassandra Bennett. We um also have our safety monitoring forms which are indoor and outdoor. And of course we have um our um responsibilities for our officers attached also. And Thursday, November 20th, not far from now, is our next Head Start Policy Council meeting. Thank you Miss Hden. Are there any comments from the audience? Any comments from

057the board? >> Machine please. Miss >> online bar is now open. Online bar is now closed. Passes unanimously. Next we will have new business. The first item is to discuss and approve entering into a corporate endeavor with the 18th judicial district court for families in needs of services acronym fins to serve parish, west parish and punk peak. >> You skipped one was lost. Oh, >> we skipped one. >> Number two under F. >> Okay. the undercurriculum and instruction campus operations. Number two is to receive a report on the K three K K through three kindergarten through third grade beginning of the year Dibbles early literacy assessment. Do I have a motion? Well, this is just a report, so there's not a motion need. Miss, >> thank you. >> All right. As you recall, last year

058we celebrated that we were fourth in the state for growth in our Dibbles K through three literacy scores. So, if uh Miss Martin, you'll go to the first slide. We're just going to give you some data from beginning of year. Our next benchmark period is in December. And we just wanted to highlight that the top graph is the beginning of the year this year and the bottom graph on each of these slides are going to be the whole year last year. Beginning of year, middle of year, end of year. So right now I'm comparing the beginning of year last year to the beginning of the year this year and we are up four percentage points at the start of the year. So last year we started with 54% of kids at or above benchmark and

059this is districtwide K through three altogether. And this year we started the year with 58% of our students at or above benchmark. On the second slide, I'm breaking it down by grade level. So in kindergarten, you'll see that our early childhood department is doing a great job with our students coming to us ready to learn. Um last year we started off with 31% of our kids at or above benchmark and this year we started with 36%. in first grade last year and this year was exactly the same. We started off with 62% of our students um at or above benchmark. And in the last slide I'll show you we start comparing cohorts like what they ended in first grade to where they began in second grade. The next slide is second grade and as you

060recall our second grade scores last year we were number one in the state for growth. Last year, our second graders began at 61% and this year they began at 64%. And in third grade, our students last year began at 62% at or above benchmark, and this year we started at 69% at or above benchmark. So, as you can see, if we're comparing beginning of year to beginning of year, the students are starting out higher than they were at the beginning of the year last year. Now, in the next slide, they'll have a link where you can compare. It's all the way from 2023 to 2025, although we're starting a little bit higher at the beginning of the year. We did have some decrease from cohorts, which I mean at the end of the year in

061kindergarten versus the beginning of the year in first grade, but that is a normal trend in comparison to the last two years. And we have grown and increased by the end of the year in all of the grade levels. And then finally, the interventions for students that are below and well below. We have teacher-led small groupoup instruction using our tier one curriculum magnetic reading foundation lessons also I ready toolbox align lessons. We are also using MClass lessons which is the progress monitoring tool for the Dibbles assessment. Our reading interventionists are using SIPs and Uli which are two programs that are tier one with the state and that is aligned to the science of reading and addresses all of those reading skills foundational skills that our students need and we have high dosage tutoring which is

062comprised of teacher-led small groupoup instruction ready lessons and air reading. We are piloting at second and third grade for East Ibraville and North Iberville elementary school. We do receive funding for high dosage tutoring every year. And we are piloting this external vendor program at two of our schools. The state does have some extra funding that we just applied for to see if we can actually get some more funding to start it at other schools because our data is showing that the kids that are participating in air reading, which is a live tutor that comes on the computer during their response to intervention time and actually addresses the needs of the kid, individual needs of each kid. Um, we are trying to see if we can get that extra funding to carry it over to other

063schools. >> Thank you, Miss Johnson. Any comments, Dr. >> This is some data that we currently have for the school year. We try periodically to present to the board data around academic achievement, which so about five times a year, we've got some data to bring to you. Hopefully next month we'll have accountability scores. The latest date that I've had uh given to me as a projection was November the 20th. Uh hopefully we we get those within the next couple of weeks and we can present the official school performance and district performance scores next month. Uh if we don't get them by then, then we'll do them after we get them. >> Thank you. Okay. for new business. Uh the first item is to discuss and approve entering into a cor co cor cooperative endeavor with

064the 18th judicial district code judist district court for a families in need of services. FIN is the acronym to serve Ibbleville, West Baton Rouge and Parker Peak Parish system school systemsville parish school will pay 43,500 annually. Judge Angolio and >> Gracie welcome everyone. >> We need a motion first. Let me have >> I have a motion >> from Devin Tuy and I have a second from Polly Hickden. >> No, you all cuz you're welcome. >> Thank you all for having us today. We are here today to discuss additional funding for our program families in Need of Services and this money is intended to hire a case manager specifically for Ibraville Parish. >> Thank you. I have prepared some numbers for y'all today. I think we might have skipped one. I've prepared some numbers for y'all

065today just so y'all have an idea of like where we are, how many kids in your parish that we're serving, and what all of that's looking like. Um, these numbers here have actually changed since I created this PowerPoint because within the last two weeks, I have gotten a dozen referrals for kids in the parish. So, we're looking at about 48 students in Ibraville Parish that we have served from January to November of this year, have served or are serving currently. And here are some um some truency numbers that we talked about the last time I was here was was that was over the summer. Over the summer at I think maybe >> August. Yes. Um, and not much has changed since then, um, as far as truency averages, but there's a little bit of an

066explanation of like where we found those numbers on the slide up here. However, um, we're looking at 42% in Neverville Parish. I do think that this kind of highlights the need for further intervention for truency in our schools in addition to the work that we're doing with behavior as well. This is a list of all of the current funding sources and uh that is funding families in need of services. We get money from a variety of different sources as you can see in um varying amounts and um we're looking for an increase from y'all today. Well, I'm sorry I'm skipping I'm getting ahead of myself. I'm skipping a slide. Um okay, you can go to the next one, Ken. Thank you. Um, so this is a little bit information about what it is that we're

067actually doing with the kids that we serve. So in addition to doing a thorough assessment on the needs of the family, these are just some examples of the types of referral referrals that we're making for kids. It is a there's a variety of different mental health services in our area that we refer to. We help families with 504 and IEP plan meetings. We also um do like some parenting support and training on like how to discipline children as well as mentorship programs. We're actually getting ready gearing up for Christmas right now for some of those more disadvantaged children in our community. In addition, we've done like uniform assistance in August. We really make a push to make sure that every child in our program and their siblings have access to like correctly fitting and clean

068uniforms for the new school year. So, this is just like some of those things that really can't be given to you in numbers. And these are the things that we're doing on a day-to-day basis and connecting families to resources to make real impacts in your schools. Now to the updated cooperative endeavor agreement. Back in 2022 was when our initial agreement was set in place and Abraville Parish School Board agreed to pay us $12,000 per year to help support the FIN process. Um, we are now requesting an increase of $31,500 totaling $43,500 to support hiring a third case manager at the request of Dr. Veron. Um, this increase is going to just support our our program, also allow us to service more kids in your community as well. um being from from Iberville, from Plaemen, having

069attended these schools, um I just want to be able to give back to my community and I need your support to do so. And then the the final slide is um the updated cooperative endeavor agreement. I understand that Dr. shared that with y'all prior to the only change is the dollar amount and we've also added language to include that the 18th JDC will also uh have an employee specifically dedicated to Uberville Parish, which lucky luckily for y'all will still be me. >> Good evening. I'm Elizabeth Engolio, district judge. I serve here in Iberville Parish. And just to give you a little background, the Louisiana Supreme Court certifies our program, but they don't fund us completely. So, we're certainly dependent upon our partners such as the Iberville School Board, all of our school boards in the

070district, the the sheriff's office. you saw the list, but um we started with the 12,000 with y'all and we have been so grateful that you put your trust in us and we hope that we've been delivering and we think we have. Um, additionally, just to point out, the district attorney has stepped up and a year ago funded us enough to add our second fins officer. So, we have Casey Cannon that came in and has been working with Gracie. Graciey's the director, but we're looking to have our third. And when the superintendent came in, it was just absolutely the right time. This is on our time schedule in keeping with all of our goals. This would get us three officers for three parishes to serve y'all as best we can and uh even better than we

071have. So, thank you all for your consideration. >> Thank you, Dr. Boron. Yeah, Judge Angolio Gracie, you know, thank you all so much. I I think it was maybe July. I don't remember what month y'all were here to give us an update. And at at that board meeting, I I stated right here, we want to get our own in in Iberville. Uh we have been in discussions ever since, by the way. And one of the things at the time I asked how much is this going to cost? So we we know what we would need to try to budget for. So I do want you to know the funds were accounted for in the budget not knowing what it was going to be and it's actually less because the parish council and parish president have

072stepped up and made a contribution to fins as well which reduced the amount that we would be needing to add on our end. Uh fence can be a powerful thing. Uh but when you've got a judicial district that has three parishes in it, which there's some districts out there that only have one parish in their judicial district, we need our own. And I'll say that again. Uh and I I think Judge Angolio and Gracie for working with us over this and I ask for your support for this. You have a lot of entities and with many of the things that we've seen going on lately both in and out of the school system. We need all the help we can get. Are there any more comments from the board? Miss P Higen. >> Yes. Thank

073you so much. This is certainly going to be an an advantage for our district. Um some districts have Finn's court. Is that something you all see in the future? Well, this is Graciey's portion of the program is the informal process. I take over the case after we and we only have seen a few of these so far. After the informal process is not successful, we use the court to then come in and try it all over again. And that is Finn's court. And so it's the formal process I think you're referring to. And yes, we are using that when we don't see success either from the student or from the parents uh aspect, we come in and essentially put them on probation to make them accept the resources. So then there's no reason that they

074shouldn't be successful going forward. >> And I would like to add to that we've only ever had four in the last three years that we've been doing this. There's only >> four students. >> Yeah. >> Four formal fins. So formal after uh she's worked with them. There's only been four that needed to go to the formal process. >> Good. Good. >> Thank you. >> Any other comments from board members? Any comments from the audience? Machine, please. Mine voting is now open. All B is now closed. Passes unanimously. >> Thank you all so much. >> Thank you all. >> Let us know if you need anything. I'm available by phone anytime. Call my office. I appreciate y'all very much tonight. >> Thank you. And and we have a document for you to >> you signed. Thank

075you. >> Okay. The second item is to discuss and approve the revised job description for the child welfare and attendance secretary as presented. Do I have a motion? >> Make a motion. >> Okay. I have a motion from Mr. Mario Mlash and a second from Miss Katherine Williams. Dr. Vyron. >> Yes. Good evening. Periodically, we do go through job descriptions in particular when vacancies are created. Uh I emailed you a few times about this uh over the last couple of months. Uh Miss Michelle Tero, who currently occupies this position, is retiring in January. Uh and I wanted this job description, the whole position reviewed, evaluated, and looked at uh before we made any decisions. We do intend on filling it, but we also need to get some things revised in there. Some job duties that

076no longer exist. And as you can see, there's more blue in there because there's some additional things that needed to be added in. So, we do ask for your approval. >> Any comments from the audience? Any comments from the board? >> Machine, please. Mr. Raj, >> online is now open. Online B is now closed. Passes unanimously. The third item is to discuss and approve amending the memorandum of understanding between Ipville Parish School District and Access Health Louisiana to include Eastville Elementary and High School and Math Science and Arts Academy East. Do I have a motion? I have a motion for Miss Pam George and I have a second from Miss Polly Hickden. Dr. vote on >> uh we we were here a while back indicating we needed to send notice to cancel the contract with

077St. Gabriel Health Clinic following their closing. Access Health was willing to come in uh try to get these services put back into the campus. Uh this will restore uh a more consistent service over at Eastville and MSA East. uh and is basically just an amendment to add them on to the existing contract that we do have with access in uh in our school district. So we absolutely ask your approval on this. >> Thank you. Any comments from the board? Any comments from the audience? Machine please. Mr. Raj online is now open. Online vote is now closed. Passes unanimously. Item number four is to discuss and approve revisions to policies G A I DDFC JA and J D as recommended by forethought. Do I have a motion? Have a motion from Mr. Micah Abear and a

078second from Mr. Mario Mlashi. Mr. Miller. >> Yes, ma'am. Thank you. These are policies that were um forwarded to us via forethought from legislation and we're just asking the board to approve these revisions as uh as indicated. >> Any comments from the board? Any comments from the audience? Machine please. Mrage >> online bar is now open is now closed. Passes unanimously. Item number five is to discuss and approve policy revisions by forethought consulting incorporated to policy IDF education of students with exceptionalities along with suggested revisions from Hammond Seals Atkins GE LLP to the proposed forthought policy. Do I have a motion? I have a motion from Miss Pam George and a second from Mr. Mario Mlashi. >> Miss Miller. >> Yes, ma'am. Um, once again, this is another policy that was forwarded to us via

079forethought. The superintendent has asked um that Hammonds and Fields um review the policy along with staff and um we are asking that you approve the policy as indicated with those um additions from Hammonds and Seals. >> Thank you, Miss Miller. Any comments from the board? >> I got a comment, Miss Law. There's some a lot of changes in this policy. Can we go through it by chance? Dr. B? >> Yes, we can. These are all legislative acts. So, there's no discretion that we really have with any of this. This was all language built into the law in particular around seclusion uh and restraint uh students with exceptionality. So, uh, Bailey, if you scroll to the second page, wait, you have to open the other document with the highlights. There you go. So, everything that you

080see in the blue is part that came from forthought with their interpretation of course of the the new statutes. We also when we get these as Miss Miller mentioned for this one, but we send all of these policies to legal counsel uh when we receive them from the consultants. This was the only one that Bob Hammonds, who actually does this personally, asks that we add some additional things that were also in the law that forethought hadn't included in there. So this particular part deals with a definition of what is crisis intervention. And so those two little statements go around and discuss your your objective is to by all means not utilize any type of physical restraint, any type of seclusion or any type of sensory room if at all possible. And to be honest with

081you, I don't know if any of you tracked this bill this year. The original bill was written in a manner that would prohibit the use of any type of seclusion rooms or restraints for students with exceptionalities. And you all have gotten some calls this year about some of the issues that we're dealing with with three, four, and five year olds. So that's happening also throughout the state. That is not unique toville parish. This section goes into and as you can see in extraordinary circumstances then the use of those uh interventions should take place. And then later on you see the highlighted part. If you go to the next page, this is part Bob Hammond's highlighted. Seclusion shall only be used as a last resort. And so when you're hearing from people that things may not

082be getting done in the time manner that they would like it to be done in, it's because the law says you have to do all of these other things first. If you scroll a little further down, you see it going back to crisis intervention and IEPs and putting together behavior intervention plans. The BIP is another layer of paperwork that's got to be done to address those behaviors and then it has to be followed with fidelity. If you go a little bit further, this gets into what these sensory rooms or these seclusion rooms must look like and what they can't look like. There has to be a way to still observe. You can't have any objects in a room that could pose danger. And we have multiple of these rooms throughout parish, by the way, uh,

083in compliance with what the law says we have to do, which we also have to have cameras with audio in plenty special education rooms now, which would be included in these seclusion rooms. If you scroll down a little bit further, they even change this verbiage to take out. And this is again in the law where you see the little red striketh through. Go back to the bottom of page three of eight. Bailey, bodily force has been replaced with manual restraint. with a definition there of when you have to restrict the movement of an individual's body. It gets into timing. It gets into behavioral interventions. Again, it gets into a school health design to assess the use of seclusion and restraint. In the event the school nurse is not there to assess it, it goes into

084written guidelines and procedures that have to be dealt with for this issue. And then notification of parents and guardians of students with IEPs of the prohibition prohibition of the use of seclusion and physical restraint if the student has a condition who is known to have a medical or psychological condition that precludes such action. Folks, this is extremely complicated and our staff is charged with enforcing this. You go a little further, you see about the within 24 hours taken out but as soon as practicable but no later than the end of the school day that parents have to be notified. So it could be at 2:30 in the afternoon and the school dismisses at 3:30. By 3:30 that parent better be notified. It can't be within 24 hours that was listed or in the law before.

So you're actually doing that part with your approval of the policy now but they've been

086following these guidelines since the beginning. This law went into effect uh July one or August one. Oh, this one was December. The cameras are February. Then there's a section about followup again crisis intervention plan. So that there is a lot you know. >> Thank you for that. I appreciate it. >> Okay.
