[clears throat] Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Motion for a motion, a second to approve the schoolboard minutes of the
003regular meeting on December 18th, 2025. So move. Got a motion by Mr. Tro, second. A second by Mr. Charles Brook House. Any board discussion hearing? None. We will go to a vote. All in favor say I. Oppose. Eyes have it. Motion passes. Uh, need a motion, a second to vote to change the order of topics to be addressed and to add new items not on the original agenda. Motion got a by motion by Miss Janet Jones. Second. Second by Mr. Blake Petri. Any board discussion? Hearing none, we'll go to a vote. All in favor say I. All oppose. Eyes have it. Motion passes. We will now call up our sheriff of Jeff Davis Parish, Mr. Kyle Mirs. Uh, I'm sorry that it's not on the agenda, guys. It It's my fault. Uh, we had some
004miscommunication going on between him and the sheriff, me and the sheriff, but I got it resolved. So, he's here tonight. Sir, thank you for coming tonight and sharing with us what's been going on around the the parish. Thank you so much. Um so actually um December marked 18 months that the new administration uh has been in office and uh I've actually put together so it was pretty easy to do this because I had something together uh that I was going to put out for the public and I said well I can just share this with you all being that I'm here. So um just to kind of give you a list of things uh in each command we have five commands. We have uh corrections, we have enforcement, we have civil and uh financial, we
005have investigations, and then we have fleet and um special operations. So, um, I'm very proud of the fact that I can say that almost I don't know how many of you followed me before I got in office through my campaign trail, but I gave a plan of action list. And I'm proud to say in 18 months that we have completed almost every single one of them. So, that was supposed to be a four-year plan and it they've pretty much accomplished almost every there's one or two things left in 18 months. So, I'm very proud of that. I've worked hard to keep an open door policy, which I' I've been able to do. Um, we continue to work near or at full capacity. Um, when we first got in, we gave a significant pay raise to
006the uh employees. Uh, when we got here, we did a poll of 16 parishes and Jeff Davis Parish was at the bottom. Um, I think we were maybe third from the bottom, second or third from the bottom. And now we're pretty much we're a little bit above average. Some employees got up to eight to nine or $9,000 raise because that's how big the pay difference was throughout the state. [clears throat] We've um we've added benefits now uh paid to the employees by the sheriff's office and we continue to add others. Uh, one thing that we did was we give percentages. Um, before that the deputy's insurance was paid, the medical was paid by the sheriff's office, but now we added family, which is a big increase. We've uh matched um a certain amount depending on
007experience with their deferred comp or their retirement. Um we have we've added to where if they um go to school, get an associates, bachelor's or what have you, whatever they get, we give an incentive for that. So we were always trying to do uh continuing education. Um we've been involved in many community events and we'll continue to do so. We developed a a byianual physical assessment program which includes push-ups, sit-ups, and a onem run. Now, it's mandatory that they uh do the test, but it's not mandatory to pass. Um, we also developed a wellness area for them. We um built kind of like a gym for the deputies to actually be able to prepare for this. And we um I'm a big advocate on um working towards a healthier lifestyle. um incorrections, you know, they're
008in the jail, they're stuck in the jail for 12 hours, so they're pretty not they're not moving very much. You get on patrol, you're in a core for 12 hours, they're not moving very much. It's easy to go through fast food and grab food and eat. So, at least [clears throat] I can give them somewhere where they can at least try to get some type of health a healthy lifestyle going. And um that's being utilized quite a bit. It also doubles up as a training facility like for classes and stuff like that. We've um we were we have been given uh over $300,000 in appropriations for updated equipment and technology. And that's uh one thing I'm very proud of. We used a lot of that money or say some of that money for if you
009notice the new the new units, the new decals, the new uniforms. I wanted to come in and just give a fresh new look. And um it actually worked out very well because the morale has been lifted quite quite a lot. Um [clears throat] and there's 18 months now. We have department head meetings with all the chief of police throughout the parish. We just met this week and uh we do it quarterly. we sit down and we talk about one thing that we talked about this month was uh fake IDs um that's starting to go around that we're starting to find and how do we fight that we also obviously get prepared for Marty Gro um the administration is in the the process of a third party forensic audit due to discrepancies in the inconsistencies of
010logs that we found during the initial inspections uh I really can't give too much more information, but we're um if you don't know me, I'm about what's right. I don't I don't care who it is, how much they're um connected to me or the office or what have you. I'm going to do what's right. And um so we brought in and uh we're paying for a third party, a company to come in and really dig into things. Um, and that's in the process. They're they're probably I would say probably six to eight months in and uh the findings are great or remarkable or sad, I guess, however you want to look at it. But I can promise you a plan of action will take place when I get the final results and I'm going to
011resolve whatever needs to be resolved. Um, we will continue, we have and we will continue to work on all code cases at the sheriff's office, including the eight young women. And actually, with that being said, I will tell you that we have flopped. Thought I had it in here, but I guess I don't. Not to add it. We have plot over 2,000 hours towards the eight cases and we have typed over 1,000 pages of reports on these cases. These cases are being looked at and will continue to be looked at and there's a lot that I'm not going to give out because of respect for the families. All due respect to you all, the thing that I care about most are the feelings of the families. People can sit on online and talk about, oh,
012they're not being looked at, this and that. They have not been forgotten. I will tell you that. And we are going to continue until we get some type of resolution, honest resolution, which I said at the Jesus Worship Center. And when I said it, I meant it. [clears throat] In the civil division, financial division, we've uh engineered a Windows program service uh environment more efficiently create and deploy images up to or 100 plus PC management at the sheriff's office. We deployed a firewall. Um couple years ago, they actually had a break in the firewall in many law enforcement agencies. So, we upgraded that. Um we have onboarding and offboarding process for employee credentials. Now we implemented cross trainining in the civil section to ensure community operations. Um we implemented implemented mobile digital returns to cut
013fuel uh expenses. We get we began uh preparation to uh get all civil deputies to wear bodywn cameras. Um, and eventually we're going to go into uh live view cameras, which obviously helps with transparency and accountability. Uh, we had an successful audit, no financial findings. We have a balanced budget. We, uh, implemented new traffic and criminal programs, and we've had a, uh, successful 2024 tax collection. our corrections command. We have booked in people in 2025. That's a lot for this parish. I will tell you, I'm proud to say that we had not let one felony or felon walk. We have booked every felon that come into the jail. Um, we had four correctional deputies attend the um, regional law enforcement academy and they passed, which means if they choose, they can uh, maybe one day
014uh, be promoted and go onto the road and become road deputies. We have two correctional deputies that are currently attending the uh, law enforcement training academy. We have church services now every Sunday in this uh, in the jail. It involves volunteers from the Jesus worship center, the way our lady perpetual help Catholic Church and we will begin. It was supposed to start on Christmas but they had some technical difficulties but our savior's church will start streaming Sunday services also uh very shortly. baptism started in October 2025 in the jail and uh as of today we have 14 male and six female inmates who have been baptized in our jail. I do believe that Jesus is the first step to rehabilitation. So um and we have passed the health department DOC inspections enforcement. Your sheriff's office
015dispatch has received 32,000 calls. That's over 6,000 calls more than in previous years. And an additional 20,000 calls for administration building. So total over 52,000 calls went through our dispatch. [clears throat] All dispatchers are now certified through the Association of Public Safety and Communications Officials. So, and we're working with the fire departments to make sure that their grades whenever they come to the sher to 911 and they need their credentials done, they better get done and they will get done. uh patrol has responded to 31,915 calls of service. That's over 5,000 calls of service than previous years. Now, I want you to think about that. I know that's a big number, but think about it just being four people on the road at a time. Our deputies are working hard. we were able to um
016in October we were able to open a fifth spot uh on patrol so to try to give them some relief but I'm sure you all heard that uh Elton has uh no longer they don't have a police department they have a chief so we're having to cover calls and they not one deputy has complained so they are working hard they are making many arrests and uh they are responding to a lot of calls [clears throat] um patrol has made 367 arrests. That's more than what they did uh even in 2024 by over in other previous years over 100 more arrests since previous years. We're now working traffic accidents which they didn't do. Um, we've worked 40 uh wrecks in 2025. This assists LSP and allows Jeff Davis residents to quickly move forward uh with recovery
017process without waiting long periods of time for law enforcement. And now every shift has a K9 officer. They've continued to enhance community policing and public records and our investigations. I'm very proud of this. In previous years, investigation um case solve rate was in the 20s, 20% solve rate on their cases. Now, now that we um brought in this technology and got them training, their cases are now 72% solve rate. normally like the the national average you're looking at about 60. You can get 60% that's good and they're at 72%. On top of that, they've worked 1,24 cases last year and they also support other departments. They've actually and they also had a successful resolution of the homicide investigation that was located in Lake Arthur this past year. All investigators are now statec certified in homicide
018investigations and they're fully qualified under Louisiana standards. Several several investigators have completed the fugitive tracking course and additional personnel are scheduled to attend this training this year. Investigators will be attending the advanced death investigation course within the coming weeks to further enhance forensic and scene processing. Uh we've worked with many surrounding agencies and um a big one is the um we're now Jeff Davis Sheriff's Office is now an active member of the Louisiana IAC which is the uh internet crimes against children uh task force in partnership with the uh Louisiana attorney general's office special operations We created the uh school resource officer task force and uh they train officer now train and oh and every SRO that we have are now trained advanced active shooter response instructors. So we didn't want to just run through
019the class. Every single SRO that you guys have in schools now they're actually instructors for active shooter. And as they get them as we get them more, we'll continuously do so. And they have quarterly training mandatory. Oh, I'm sorry. We've established and began training for a specialized tactics and training unit, which is our stat unit, other also known as SWAT. Uh this is the first time in this parish that something like this has taken place. And they actually they um just did their first operation on a manhunt. um last week last week and it was successful. So, I'm pretty excited about this new team that we have. We [clears throat] have mandatory monthly stat training for a um a four-year training cycle. So, every four years they're going to start hitting the same training criteria.
020We have um sent two to SEESAT which is a basic SWAT certification. They completed that training and we're sending six more this month. We've established several law enforcement instructors throughout the department in areas such as post level 3 correction academy. So, anytime that we hire a new employee that goes into the jail, they're automatically trained because we have the instructors um to be certifi uh certified instructor for corrections, CPR instructors, alert instructors, cert less lethal weapons, chemical munitions, firearm instructors, LAR radar instructors, pepper ball, taser, and defective defensive tactics. Um, we established a full-time elderly service department. We created a public relations deputy to assist with logistical needs during community events. We put in place an operational plan to direct sheriff's office personnel after national disasters. We have also purchased many items of emergency operations
021and preparedness equipment to assist with emergency response, search and rescue uh logistical needs. In every such event, we began training on all post level one certified deputies of 40hour advanced patrol tactics class. We've open quarterly training to all agencies in Jeff Davis Parish as well as neighboring parishes. And um our SRO's train pretty much quarterly whenever they're out of school and then the summer they all get together and do one big training. And um we're looking at trying to get all of our SRO's to be DARE certified to teach DARE. This might be hard to believe, but not all postcertified deputies before we got here had actually had ballistic vests. They now do. Um, we be we began upgrading the uh updating firearms and gear to to current technology and safety standards. We've taught SRO's
022or DARE, should I say, taught 72 DARE classes throughout our parish this past year. 60 high school events was secured by uh sheriff's office deputies. 1,432 school safety security checks were conducted throughout the parish. Now, that's a complete different check than the SRO's. These safety checks come from patrol. So, some of the schools that don't have SRO's, they're still getting checked by patrol. 34 separate extra duty security requests fieldled by the sheriff's deputies. 46 community events attended and assisted by the sheriff's office. 885.4 hours logged through the litter abatement department totaling 1,196 bags of trash were removed from the parish highways or roadways with a total of 917 miles of roadway covered throughout the parish. The Elderly Service Department assisted with uh Second Harvest in distributing a total of 2,573 meal boxes at the fairgrounds
023and local churches with another 755 meal boxes distributed through Our Lady Help of Christians Catholic Charities. You can see we've been busy. Um I'm very proud of um our department also. Uh I want to I skipped one thing. Um we've also um secured contracts for deputies. So um a deputy normal normally works um half six months out the year. They work shift work. So they'll uh work two off two, work three, off two, work two, off three. So half the month they're off, which gives them a lot of time to either they want to get a second job or work extra details. And so we want to make sure that when we're limited on the amount of salary that we can pay them, I want to make sure that I give them plenty opportunity to
024make as much as they can. I lived it. And so with six months off in the year, I I've always I always took advantage. And so we have now secured contracts with MCNE State University. They work all of their events. We have uh Cameron LNG I 10 and 165 construction projects and many other vendors throughout the region. So these guys and normally um and the schools are different and churches are different, but the normal uh pay rate for these um security contracts are normally $50 an hour for 4hour minimum whether they work it or not. School boards a little bit or schools are a little bit different. Um so we've even gotten up to $75 an hour for these guys. Um, yes, I do allow them to use our units. Some Some of them do
025pay us for that, some of them don't. But if that's a little thing that I can give them for the hard work that they're putting in to help put food on the table for their families or maybe an extra special gift for their kids during Christmas, I'm going to do it because [clears throat] I've been there and I've done that. I lived it and it's sometime not very nice. So, um I will tell you that the deputies love working for this community. They're they're always excited. They're always ready to go. And um thank you and thank everyone for the feedback. I get negative and sometimes I get or a lot more I get positive. I will tell you that I've actually gotten I've received phone calls from people that don't even live in this parish
026who received one of our tickets and um they would call me just to say how professional and nice the deputies are and they didn't want any help with the ticket. They just wanted me to know how nice the uh deputy was. So, I'm very proud of them. And so, at this point, if anyone has any questions, I'll be more than happy to answer or try to answer. Anybody? Good. Thank you. I like that. [laughter] I want to say uh I want to thank you for I've heard you've been to some schools in the morning, the afternoons personally, helping kids get off the bus and out of cars. So, I just want to personally thank you for doing that. I heard you was in Lake Arthur. I think last week somebody told me they Yeah. So,
027normally what I do with that is once a week I try to hit a different school and I go through the I go to the uh drop off because I want to see how it actually operates and if I want to see what the SRO there's an SRO there. I want to see what the teachers are doing. I want to see the security. I want to see how it flows. Um it's it's just to keep me updated. So whenever if I should ever get a call or whatever, I I have an idea what's going on. Um but I love it. I love take I love I was an SRO while I was campaigning actually. So I love the kids and uh as long as I can do it, I'm going to do it. But thank
028you for noticing. Thank you for coming. Thank you. Thanks for coming. I appreciate it. God bless y'all. Have a good night. Y'all have a good All right, guys. We will now turn over the meeting to our finance chairwoman, Miss Pauler. Okay. The uh finance committee met on Tuesday and we have the following recommendations. Number one, grant permission to accept the following donations. Bubba is $1,000 funds to be used for JHS boys basketball supplies. Secondly, Welsh Little Dribblers 2000 funds to be used evenly between Welsh High School boys and girls basketball teams cost and expenses. Second. I got a motion by Miss Poer and a second by Mr. Paul. Any board discussion? Hearing none, we'll now go to a vote. All in favor say I. I. All oppose. Eyes have it. Motion passes. Number two, consideration
029of approving the updated 2025 2026 salary schedule. The update is a change from what was called the effectiveness stipened in prior years to now the retention. Motion by Miss Paul and a second by Mr. Men Doson. Any board discussion? Hearing none, we will now go to a vote. All in favor say I. I. All oppose. Eyes have. Motion passes. Number three, consideration of approving the recommendation of the finance director, Miss Gro, to issue the following stipens. One-time $500 retention stipens. Eligibility requirements are as follows. All school level teachers, counselors, librarians, and administrators that received a successful final evaluation under the legacy leads evaluation rubric were employed with Jeff Davis Parish School Board the previous school year, returned for the current school year, and employed as of January 5th, 2026 will receive the retention stipen. The
030approximate cost for this stipen is 230,000 and will be paid by the general fund. The second is a statemandated differentiated compensated stipen. Eligibility requirements are as follows. Teachers working in state labeled critical shortage areas listed as K12 sped, 6 through 12 math, and 6 through 12 science. three plus years. H EVAM teachers teacher leaders if the specific criteria is met, stifen values determined by assistant superintendent Mr. Oellet are based off of yearly allocation amount and number of eligible employees. The total cost of these stipens will be $97,500 paid through the general fund but allocated by the state. Second. I got a motion by Miss Pauler, a second by Miss Summer Lger. Any board discussion hearing? None. We will now go to a vote. All in favor say I. All opposed. Eyes have it. Motion passes.
031This concludes our report. We're not discussing like we said we might. No, we the finance committee tabled it till next month. Okay. and they will bring it back up next month in the finance committee as another discussion item. We will now go to insurance for Mr. Blake Petri. No report. Thank you, sir. Uh buildings and ground committees with David Owens. No report, sir. Thank you, sir. Policy with Mr. Russell Walker. No report. Transportation committee, Greg Bordalong, no report. 16 Sexon, Mr. Charles Brook House, no report. Thank you. Wo, Mr. Steal Arsenal, you told me no report. Legislative Greg Borlon, you told me no report. Long-term planning, Mr. Paul Trron, no report, sir. Food service committee, Miss Summer, no report. Thank you. [clears throat] We'll now have our sales tax report by our CFO. So for
032the month of December of 2025, the school board collections was a total of1 million84,9229 which is an increase of $84,979.79. And for the fiscal year of 2526 is a total collection of 5,626,24241 which is an increase currently of $321,1766. Thank you. We will now go to new business. Item number one, consideration of approving the followup areas of critical surge for the 2025 2026 school year. All grade special education, speech therapist. Uh second motion. I got a motion by Mr. Blake Petri, a second by Mr. Paul TR. Any board discussion? Hearing none, we will go to a vote. All in favor say I. I. All oppose. I have it. Motion passes. Number two, consider of adopting the following resolutions regarding school board meetings. Resolution whereby act 707 of the 1977 Louisiana legislate make subceptional changes in
033Louisiana open meeting laws and whereby whereas one change exempts the board from having given the written notice of each regular meeting if the board adopts a reg resolution each January. I got a motion by Mr. David please second by Miss Paulo Lar I would ask that Mr. maybe if Mr. hall with the library just give us an overview on this resolution every year we have to approve the schedule for board meetings for the year um and so that's what this is we do it in January of every year um so the changes I think will be next month we're moving up because the Marty Gro schedule we will meet the second Thursday February 12th and then also it has our December meeting will be met on December nomber 17th at 10:00 a.m. at Lake Arthur
034High School this year. Thank you. So that would be what they're saying that we have two changes to our scheduling. Even what made it even more confusing is somehow two calendars got out like one of the the so you might see a calendar that somehow uh uh was shared but it has it has the right dates. And then there was one that has the wrong dates. So this corrects all of that. Thank you. Any more discussion, guys? Hearing none, we will now go to a vote. All in favor of this say I. All opposed. I have it. Motion passes. Number three, consideration of approving the following as non-faculty coach for 2025 20226 upon completion of the LHSA coaching core certificate and boarding. I got a motion by Miss Mr. Paul, a second by Mr. Blake
035Fry. Any board discussion hearing? None. We will now go to a vote. All in favor of this say I. I. All opposed. Eyes have it. Motion passes. We do have a couple information items here. I will have to read this first one all the way through. Announcement of the public meeting. Notice is hereby given that at this meeting to be held on Thursday, February 12th, 2026 at 6 pm at its regular meeting place, the Jefferson Davis Pair School Board 203 East Plaqueman Street, Jennings, Louisiana. The Paris scored bull board of the parish of Jeff Davis pair state of Louisiana plans to consider adopting a resolution ordering and calling an election to be held in the parish of Jeff Davis state of Louisiana for school purposes to authorize the renewal of a sales and use tax
036therein. and zolas is to the family of uh Leetta Abshshire, Lake Arches school bus driver who retired in 1997 with 18 years of service. Also to Jodetta East, a Lake Arthur High School French teacher who retired in 2005 with 16 years of service. U we also have the committees that's outlined. Uh, I don't think I made any changes besides flipping Paula and Phil around. Um, and then also doing uh Phil as war two chairman since Paula now voter finance. So, uh, Miss Janet Jones would like to speak on an item before we get to John Hall. Yes. Just a little public service announcement regarding uh, Martin Luther King celebration. Uh we'd like to extend an invitation for everyone to join us for memorial service honoring Dr. King. Uh this year a section of um highway
03726 will be renamed um to uh Martin Luther King Avenue in his honor and I think the section is starts from um the railroad tracks on LA26 to south to Rocka Road. Uh the services will be held on Monday, January 19th at 10:30. A motorcade will proceed from uh the St. Paul Baptist Church located at 1502 South Main Street to Jennings Elementary School located at 1603 South Lake Arthur Avenue, Highway 26. The program will start at 11:00. Uh the guest speaker will be Dwayane Gidri who is a Jennis native. Also, uh Mr. Troy Romero will also be in attendance to unveil the new street signs. And last but not least, we'd like to extend our great uh grateful appreciation to Mr. Hall and Mr. Reid for their support and allowing us to use uh Jennings
038Elementary School as a venue for this commemorative event. Thank you. Thank you. We'll now turn it over to Mr. Hall for any superintendent comments. Um well I wanted to talk about um I'll go ahead and talk about the donations. We've been talking about that u Patterson and I have been working the guys on on our agenda and trying to make it u first of all follow policy with the agenda but also follow the law with with our agenda. So we're going to be seeing some as a year goes some changes and and and how we do the agendas to to get it in better shape. One of the things he he is suggesting is that we handle our donations a little differently. Um what happens with our our donations usually um the the clubs or
039the schools that receive those donations a lot of times they need the money to spend next week. But the way that we have it and this is through policies um is that it has to wait until board meetings before we accept it and spend it. So what happens is it creates a position to where we could not follow policy repeatedly. Um so what what he's suggesting is and it's what other parishes do they allow the superintendent to accept the donations and then it's immediately deposited. But what we can do is during either superintendent's comments or at sometime either Mr. pass or I could then read the donations uh and not have it voted on. Uh we just accept them. That would have to be a policy change. It would also allow us to or we
040actually have a policy that says if it's $250, if it's more than $250, we can uh it goes in the agenda. This would probably probably allow a little bit more donations to be read. You know, we we can we can have more on there. someone who donates $100, $50, we can actually start reading those at the end of the meeting. But it's something that that I would I would uh like for y'all to entertain. It would definitely clean up our agenda, but yet we would still get the recognition actually to more people because, you know, at the end. So, um if y'all want to think about that during the month, I' Mr. G has something written up if whenever we're ready to do it. So, so basically what we need to do is put this
041on the in front of the policy committee meeting and have the correct wording that we just need to change the policy where you can accept it and deposit it and then we'll recognize them. Yes, sir. I'll just make a suggestion that we have a policy committee meeting next month. Thank you. Yes, sir. Thank you. I think I am on policy. Huh? Do we want to meet? We want to have it during this or you want to have it at your office? No, we just have Yeah. No, sir. Yeah. We've been doing it wrong for 30 years. Another longer. It just puts more days won't happen. It puts us in a situation where we get the money, the schools need it, the clubs need it, and we we can't do anything with it. Sometimes four weeks
042some games. I mean, we we've all seen where we've approved something that's already happened. We're trying to save that thing where it's not doing. Yeah, it's going to illegal someday. Not me. Looking up something right now. Bear with Okay. U just another I'm gonna follow up on Miss Jones. have a public service announcement too. U Mr. Steven Hill who does some of our guest speaking for us who we we get in through grants from the the DA's office and and uh we work with them uh and they go to our schools. We they go to like some central areas where we bus our kids there. We've done that in the past. But anyways, Stephen Hill is going to be at Lacine High School February the 3. He's going to be at Lake Arthur High School.
