[snorts] They're fantastic. >> Mr. File BCB, school board meeting rules of procedures. An individual speaker who appears at a schoolboard meeting to speak on an agenda item must register prior to the meeting and will be allotted three minutes to speak on the agenda item prior to the schoolboard discussion on that agenda item. We call the Thursday, November 20th board meeting in order. And I want to remind everybody that this meeting is live stream. Mr. Debbie, would you um do I'm sorry. We'll have an invocation by Eric Sier and a pledge by all students here. >> Dely Father God, thank you so much for the privilege it is to be here, God. We we know that all good things come from you and God. We are just so blessed to have such an amazing community, God,
filled with wonderful schools. I thank you for each administrator and teacher you brought to each school. God, I thank you for the men and women who serve on this board and also for these students, God, that that exemplify what it means to do uh what they've been called to do, to work hard and to excel in the classroom. We thank you for the opportunity we have to recognize them tonight. And God, I pray that you would help to remind them, God, that they are the future leaders. And so, I just pray that they would see what the business that happens here tonight, God, and understand why we do it, God, is to better our community and to do uh as workers for you. So we just pray that you bless this evening, bless this time
together in Jesus name. Amen. >> Amen. >> Would the students please lead us in the pledge? I'll help you als and justice for all. >> Thank you. >> Mould you roll call please? >> Mr. Orseno here. >> Mr. Borlaw. Mr. Brook House. Yeah. >> Mr. Mr. Dobson >> here. >> Mr. Doiz here. >> Mr. Fry, Miss Jones, >> Miss Paula Lern here, Miss Summer Lern, >> Mr. Patterson, >> Mr. Petri, Mr. Trhan >> here, >> Mr. Walker >> here. >> You do have a quorum, sir. I've had no requests for public comment. >> Thank you. I need a motion and a second to approve the schoolboard meeting minutes of the regular meeting for October the 16th, 2025. >> Motion by Miss Pauline. >> Second by Mr. house. Any board discussion? All those in favor of
the motion signify by saying I. >> I. >> Opposed. >> Eyes have it. Motion carried. Need a motion in the second to change the order of topics to be addressed and to add new items not on the original agenda. >> Motion by Miss Janet Jones, second by Miss Summer Learner. Any board discussion? All those in favor of the motion signify by saying I oppose. Eyes have it. Motion carries. At this time, we're going to invite Mr. Kevin Berkin, our district 7 Bessie board representatives. >> Thank you, Mr. Darth. Pleasure to be here um on this night. I don't know if you're all aware, but uh today the school performance scores and the district performance scores all came out. We had a little preview yesterday, so I got to get a head start on uh everything.
But um I just want to congratulate all of you, all of the educators here in Jeff Davis Parish, uh for receiving a grade in the parish of a B again. >> Wow. But not only did you receive a grade of a B uh because this year is the uh transition year um from the old accountability system to the new accountability system. Under the old accountability system, Louisiana ranked 80 out of 150 point scale. Ranked 80.9, which is the highest that Louisiana has ever scored under the current accountability system. under the new system that you're going to go to next year. Jeff Davis Parish here continued as a B. And I have to tell you that the majority of the school districts within the state of Louisiana dropped at least one grade. So for Louisiana uh
for Jeb Davis Parish to stay as a B is a testament to all of the hard work that all of the people and all the teachers, all the educators here at Jeb Davis Parish are do. And uh so congratulations to all of you and all of them. Um I'm excited to and want to congratulate all of these students to get a perfect score on our LEAP. The LEAP this past year u was again the highest that Louisiana has ever achieved ever achieved. Louisiana continues to be the talk of the nation when it comes to education and that in a good way. and and all of you know how how many times does that happen whenever Louisiana gets uh on the tops of the good list. So uh it's great to be in education this year.
Uh I mean at this time here in Louisiana. Um, also too, uh, the K through3 beginning of the year literacy screener came out and we in Louisiana are at 50% when that is up uh, three points even from last year. So again, all of the indicators are are going in the right direction for all of us here in Louisiana. Wanted to give just a few other points. I don't want to take up a whole ton of y'all's time, but um we're in as Bessie we're going to we did a tour this year u end of last year, beginning of this year uh what we called a Bessie uh tour and we went around to different parts of the state talking about the biggest thing was apprenticeships and internships. Uh we are going to do a
Bessie 2.0 uh this coming year talking about that as well as as well as other topics. Um just last year the apprenticeships and internships around the state there was only a few hundred slots that were filled with kids who went out and worked while they were in school under this program. Uh Dr. Brumley gave a report not long ago that we have over 2,000 kids already uh in the apprenticeship and internship uh program throughout the state. So, we're moving that in the right direction for our kids who are juniors and seniors. uh in speaking with Superintendent Hall about the opportunity here for Lu Jeff Davis Parish with Soella Techch being right there and I know they have a great relationship with Sella, but I would just encourage all of you to uh think about what
else can we do with Soella to to u to have apprenticeships and internships more as a focus for our juniors and seniors. We have the dual enrollment and I call those that the dual enrollment for those who are seeking not to go to college but or even a trade school. Uh some do that but they can go to trade school and start HVAC and welding and I know the culinary school Dr. uh Superintendent Hall was telling me about what so I I would just encourage you to think about that. See what you else you can do over there and partner with them. That's a great thing. um because that's what we're doing trying to focus on as far as uh high school is concerned uh as well as getting kids ready for our college and
careers. U the other on the other side um through K through three as I said the literacy screeners are going in the right direction there as well. We were able through our MFP formula, well actually it was on outside of MFP, but we were able to secure through the legislature 17.5 million dollars again for high dosage tutoring for our K through5 kids. So the kids that are falling behind in K through five um you your schools can get money in order to catch them up under a high dosage tutoring program and that has been very successful as well. So, we're getting kids ready to go on the front end. Uh, those numbers are going up quite a bit. Um, you saw in February and March, I think I I spoke about that on the last
how we were just leading the the nation in our fourth grade reading. Uh, so we're we're taking those steps trying to work it through the system and on high school working that system through uh the apprenticeships and internships. We also um are focusing on truency and chronic absenteeism. Uh Superintendent Hall and a team uh there was a a summit in September in Alexandria. There was a team here from Jeff Davis Parish that went to that truency chronic absenteeism summit and what can we do to keep kids at school to keep to get them in school whenever they are absent on a regular basis. So we know that obviously you all know that if they're not in class they're not learning and then when they come back to class then you have to catch them up.
So trying to focus on some of that and getting kids and keeping them in school. As a matter of fact, the chief justice of Louisiana Supreme Court, uh, John Weamer, Justice Weamer, has really taken this up. And in fact, there was a letter that came out this week that's going to go to the districts and all the district judges and all the to to get everyone on the same page when it comes to this type of thing to for parents to understand what it means to be truent, what it means chronic absenteeism and to try to keep them in in school in the desk and and learning. Um, one of the big things, as I'm sure you're all aware, that's uh taking over the world is artificial intelligence. We have uh put together a an
AI task force uh at our last Bessie meeting. As a matter of fact, the president of Louisiana Tech is heading up that task force and trying to just to figure out how is that going to play? How can we safely use AI in schools? What can we do? Because basically what you're going to have is a tutor at every desk. AI is going to be a tutor. So how can we work that to where it's going to be of a benefit but not think for it? So that task force is tasked with doing that and trying to figure out what we can do with that and and it's um the rate at which that um that artificial intelligence is coming at us is scary >> and so um but we're trying to figure it out
so that we can utilize that asset. I mean I'm old enough, Greg, you and I that we remember when you know calculators first came out. Holy smokes, that was going to just be the end of everything and computers and all of that. So, it's just another tool that we're just going to have to figure out how to use. And um and that's what that task force is designed to do. Um before I take questions, I just want to say thank you for this opportunity. Again, congratulations, Jeff Davis Parish. Once again, you've proven that uh you're doing what's right. And congratulations to all the educators throughout the parish who work so hard and are finally getting the recognition that that they deserve. And all of you deserve um because it is my thought that the single
most important function of my job quite frankly of your job of all anyone who is within the education field is the education of the kids and if we do what's best for the kids I've always believed since I've come to in this position is that everything else will fall into place. So focus on the education and then everything else will fall into place and Louisiana is going to continue to climb amongst the rankings uh throughout the the United States. Once that happens, we're in the 30s now. People don't believe that. I see it on Facebook all we're in the 30s now. We were the Nation Report Card, we were number 32. Uh US News and World Report, we're number 36. They don't believe we're in the 30s. So we have to make sure that people
understand that because that is going to be the leader in bringing businesses and people back to the state for the first time. Our state this year has had a net in migration instead of a now edit out migration for probably a decade. We get people in where the tax bases go up, teachers get better pay and all. So all of that revolves around this and education is right now is the driving force when we have the economics coming back into the state as well. So thank you for this opportunity. I'll be happy to take any questions if you wish. >> Thanks for coming. >> Thank you. Appreciate Thank you, J. Appreciate it. >> [clears throat] >> Okay, now we get to have some fun. >> This is the best part of the night. >> Got
some special guests here. >> So, I'll tell you all a little bit about these special guests. Uh we have we tonight we're honoring six students. Uh the six students that we have stand out amongst thousands of students in our parish who took the lead. Uh these students we have here tonight scored what's the word? Is it perfect? Is that the right word? Perfect. >> Perfect score which is very very hard to do. Uh and so uh we we uh we want to celebrate that. We want to thank you for all your hard work and uh this is just the beginning of an of a outstanding career and life ahead of you. Uh keep doing what you're doing. We're very proud of you. So I have a little something for you. So what we're going to
do and I I think I've explained this to I'm going to do it again. I'm gonna call you one by one. You can come up. Um uh I'll give you these two things. Uh and we're going to take a picture. We're going to take a picture with the your Bessie board member and our board uh vice president. Okay. And then after everyone sits down, we're going to all stand up as a group. He had a perfect score on social in social studies. >> Okay. So, one more thing we have to do. And you know what I just found out? We just found out that someone else is here that's going to put your picture in the paper. Okay. Jennings Daily News. So, Jennings Daily News is gonna get get your picture in there, too. So, y'all are going to be in two newspapers. Okay. >> Newspapers. Okay. So, how about all of us we'll stand up, students, bring your plaques. I want these plaques in in the picture, too. And then we'll we'll take a
picture with with our Bessie member and our vice president. >> Oh, sorry. That's I think we can do it from right there. >> Well, they can maybe even get a move. No, we got to move on. >> Miss Lori. Steve needs the >> link. No, I'm good. >> Hold it straight down here. >> Say cheese. This one's for our website, our parish website. When you go up the steps, there's a box of the stakes. >> So, just take whatever you need. I mean, one for you. Whatever. There's there for you if you want. I didn't want to bring them in. >> Nice. >> They're gone. They left today. recognize the other six >> for information. There was 12 students in the parish that scored perfect. We were only recognizing six here tonight and we will
do the other six in Elton in December. >> Wow. >> 35 35 36 >> four times five times maybe 35 add them all together twice. [laughter] Since Sydney took it seven times and never broke a 19, she's going to >> she going to >> graduate nursing next month. >> She can't take an R test like that. Yeah. No red though. >> So this month for the school board, we collected 1,287,000 and some change, which is $218,000 over the same time last year. So, year to date, we're at 3.4 million, 156,000 over the same time last year. Um, we have a lot of people calling in about the um exemption I told y'all about last time about the um farm equipment and stuff like that. So, I see that that's
spreading the word and um it's probably going to happen a lot more. Um, one of the other things we did, y'all know that we share lines with Kaukashi Parish and other parishes. So, I go through the OMV records and get back some of our money that was sent to other parishes. We just sent those refund requests off and hopefully we'll be getting them before December. Um, and it's about $80,000 and this time we are sending back 7500 about to the taxpayers. Um, because a lot of them overpaid on their taxes and everything over $50, we are mailing back to them. So, they'll hopefully, that's why I want to get it before December so we can send it out to them for that. But um the only other thing going on with the tax office is
we are hosting a state conference in December in um at the Golden Nugget for our tax association. And um I'll get Debbie, Miss Debbie the dates. If y'all want to come to one of the evening activities or something, y'all are more than welcome to do that. I just have to know if you are coming and I'll give you the options of of what we're doing. So >> okay. Does anybody have any questions? >> Thank y'all. report. >> Thank you, Miss Miller. We'll move on to new business. Declare the following child nutrition programs warehouse items as surplus and send to the next available public auction. All those in favor of the motion signify by saying I. >> Oppose. Eyes have it. Motion carried. Uhformational items. We would like to extend condolences to the family of Miss Cynthia Diane Lines, Welch Elementary School's sped teacher who retired in August of 2009 with 30 years of service. And also that the December meeting for the Jeff Davis Paris School Board will be held at Elton Elementary at 614 Powell Street, Elton, Louisiana on December the 18th, 2025 at 10:00 a.m. And at this time, we turn it over to the superintendent for comments. I have just a few uh things. [snorts] The the water and
soil festival happened this week at least Tuesday at the fairgrounds. We work with a lot of different agencies. Uh it it's actually co-curricular because it it's uh it's in the fifth grade curriculum. So we invite I don't know if you want to call it invite. We just have all the fifth grade classes come um uh and and they did this year. last year, if you remember, it was the first year and we only had about half of them. Um, I want to thank Dr. Coleman. Uh, he was able to to to grow it this year and that was the plan every year to grow it. So, uh, and Dr. Coleman gave me some some shout outs. Uh, u, it was 380 students, but we also started this year having students from the high schools come
and help volunteer to teach some of the lessons and classes. Uh so we had some uh Jennings uh high school junior leaders. Uh we had uh Jennings High dual enrollment students help Jeff Davis retired teachers. Jennings uh the the police jury donated the facilities uh for the festival. Uh we had people from Jeff Davis Farm Bureau. And so anyways, it was a great success. We're already uh talking about what we're going to do next year and how we're going to do it. So uh just wanted to to to say that was great. And I wanted to thank Dr. Coleman. That's a lot to to pull off having buses come in from all over the parish and feeding them. And so, u um and I want to thank Dr. Cheryl. She's our curriculum supervisor, Dr. Virginia
Cheryl. Today, she um had a uh it's called a leads sessions where the state comes in and uh we have one teacher and we pick about 10 people and it's administrators to go in and watch a lesson. And you know, we started that new rubric this year with the new evaluation system. So then that's what this was for. You know what, m Mr. Osley, I'm gonna put you on the spot. You want to talk a little bit about that about the leads today? I know you were there more than I was. >> It was really I'm sorry. I was going to text. I'm But look, I I just that you you want to be popular, say le people really make you popular. That's a Louisiana educator rubric. But it was a good opportunity. The state
department worked with NIT who has done a lot of training in the state and picked about eight districts free of charge. That's nice. >> Send two experts in. There was 10 or 12 to walk into the lesson for about an hour and a half. Came back out. Then there was an additional 15 people that came and we dissected the student work. took it from the classroom, looked at the student work and determined the mastery levels of the children and what they produced. And from that point, the last part of the day was giving feedback to Mr. David Reed, the principal to do the post observation conference with the teacher. We went in the library and we got to zoom and watch him do the conference with the teacher and kind of have some excellent dialogue
and it was a I told the teacher her name's Miss Sher Brryley. We had, by the way, we had three teachers in Jeff Davis Parish who have been highly effective on the state test four years in a row. >> Wow. >> That's that's hard to do. She was one of them. And I told her, I said, "We thank you for allowing us to come in that many kids." And the kids didn't even flinch. They participated. And I said, "You today provided learning for about 30 adults on many different levels." So, she was excited. It was a great day and we told the lady if we get another pre-day in the spring, come back to JDP. >> So, it was a good day. >> Thank you. >> Um, okay. U, and also some good news on
test scores. Um, we're just unwrapping these things. It's a lot of lot of data. Um, you know, when we when when they come out, the first question I have is any D's or Fs, right? That's that's what my question is at first. And so, uh, anyways, Miss Rory Myers is is our is our data person and our our supervisor and she's unwrapping everything now and and and, uh, and going to have something that's easy to interpret. Uh, it's it is complicated because there's two different SCA two different accountability systems only for this year. So, anyways, uh, thank you uh, Miss Rory Mars for that. Okay, so this is great. Um Amy Trimmy is our prek supervisor. She told me this morning that uh our prek is once again number one in the state. And so
I want to explain what that number one means. It it so sometimes when when we as educators we say we're number one. Sometimes it's like we're tied with 13 other people. That's not the case here. Um, there was newspaper, I'm gonna get you this right, but I think there was only six parishes in the state that had an excellent rating. But us, Jeff Davis was not just an excellent rating, we were the top score >> in prek. So, you know, we are truly number one in the state. So, that's a that's amazing. Um and uh Superintendent Hall, if I may, that statistic you just gave, if the rest of the state was anywhere close, that's that stat that I gave you for the um for the 50% of the literacy screener from K to three.
One of the biggest drawbacks is the kids not being prepared for kindergarten. If our kids were prepared like these kids are prepared, this literacy screener would be 75%. And not 50%. It's a great job. You know, last year we did the the leader rubric. Mr. Oellet took something that we've never done before with this leader rubric. That's how we we evaluate our principles. and um and he really took off with it. And so while this is a time for Thanksgiving, I'm gonna thank Mr. Ocelate, too, for for taking on a huge chunk of something that we've never done before. And actually, and I say actually, he pulled it off. Uh I mean, it was it was a it was very understandable and good job. Uh glad you did it, not me, because that's a you
got a lot more focus than me. Last thing, one thing. Um uh oh. Okay. So, u anytime we have um any of our staff that does something like kind of way outside the box and and and uh I always like to to thank them. This person actually has some state recognition. Uh Miss Duh. All right. >> So, anyway, she was recognized at the state level uh for the work that she's doing. So, let me tell you a little bit about how I have been so fortunate to be able to have supervisors that are just the best in the state at at almost everything that's in their wheelhouse. they they they have gotten to where they've been doing it for so long they become someone that other parishes are calling. So so that's really a good
thing for Miss Duhong. She has she has taken our technology department and just it's amazing uh from where it from where it was and all the changes and this AI she's she's the one now that everybody in the state calls and uh I just wanted to say thank you for what you do for us. I want to thank you what you do for me because you're always available at weird times, right? Like 3 o'clock in the morning when a storm's coming to help with that.
