Welcome, ladies and gentlemen, to the April meeting of the St. Charles Parish School Board. We appreciate everyone in attendance before tonight's meeting. Eighth grader Luna Mejia from R.K. Smith Middle School will say the prayer before the pledge. Luna has been on the honor roll all three quarters. She was one of the top 10 candidates for R.K. Smith's Student of the Year. She qualified for the district and parish honor band and is a member of Junior Beta, cheer, softball, soccer, volleyball, and basketball teams. And lastly, she is a member of the New Orleans Youth Orchestra and still made time to be here tonight. Would everyone, if you are able, please stand. Dear Heavenly Father, thank you for bringing us together today. Thank you for all school staff, for our board members, and for their dedicated service
to the students and families of St. Charles Parish. We ask for your blessings upon as we near the end of the school year. As we gather for this meeting, we ask for your guidance and wisdom. Help our leaders make thoughtful decisions that support all students, teachers, and families throughout our district. Give us open minds to listen, open hearts to understand, and the courage to do what is right, even when it is not easy. Bless our schools with safety, kindness, and spirit of learning, so every student has the opportunity to grow and succeed. Amen. Amen. Let the record show that all board members are in attendance, including our executive secretary, Ms. Babineau, and our superintendent, Dr. Ken Oerling. Section two, resolutions and proclamations. 2026 National School Nurses Week Proclamation. Mr. Gregson, would you please read that?
I'd be honored, Mr. President. 2026 National School Nurses Week Proclamation. Whereas students are the future and by investing in them today, we are ensuring our world for tomorrow. And whereas families deserve to feel confident that their children will be cared for when they're at school. And whereas all students have the right to have their physical and mental health needs safely met while in the school setting. And whereas students today face more complex and life-threatening health problems requiring care in school. And whereas school nurses act as a liaison to the school community, families, and health care providers on behalf of children's health by promoting wellness and improving health outcomes for our nation's children. And whereas school nurses support the health and educational success of children and youth by providing access to care. And whereas school nurses
are vital members of school-based teams. And whereas school nurses understand the link between health and school success and are in a position to make a positive difference for children every day. And whereas school nurses have served a critical role in improving public health and ensuring students' academic success for more than 120 years. And whereas the medical challenges of recent years has emphasized the essential role school nurses play in student health and academic success. Now, therefore, be it resolved that we, the members of the St. Charles Parish School Board, in conjunction with the National Association of School Nurses, hereby proclaim May 6th through May 12th, 2026, as School Nurses Week in the St. Charles Parish Public School System. Mr. President, I move approval. Second. I have a motion by Mr. Gregson and a second by Mr.
Smith. Is there any discussion? Uh Mr. President, I'd like uh Ms. Sherry Smith, Executive Director of uh Child Welfare and Attendance and Student Services, to come say a few words about our outstanding nurses. >> [clears throat] >> Good evening, board members and superintendent, and thank you for this special privilege to say a few words in recognition of our most dedicated and committed school nursing team. I'm especially honored for the opportunity to once again recognize them as our dedicated St. Charles Parish Public Schools healthcare professionals. We have many nursing positions represented on our district student health services team. They include our supervisor of student health services and our specialty services nurse. I'd like to note that they were not able to be with us tonight because they are uh taking care of business related to the
Louisiana School Nurses Organization State Conference. However, we do have school nurses with us tonight. We also would like to acknowledge that we have dedicated nurse pairs on our team as well. These dedicated St. Charles Parish healthcare professionals go above and beyond to provide first-class care and support to our students and even provide support to staff in emergency situations. We celebrate and honor your significant contributions as that you make every day to improve the safety, health, and academic success of all students. Our school nurses play a vital role providing intensive care to our special needs students while also maintaining health and wellness in the overall school community. Some of their key accomplishments this year include providing legally mandated training for district staff in the American Red Cross First Aid AED CPR course, providing critical medical administration
training for district staff, conducting more than 5,000 vision and hearing screenings, supporting the district in achieving a 94% immunization rate. Each and every day St. Charles Parish Public Schools Student Health Services team navigate the absolutely unimaginable challenges of providing top-level medical care that allows all students to thrive in the educational school environment. Again, we thank you for your service and for the tremendous nursing care and services you provide to our students each and every day. For those of you who are present in the audience, could you please come forth for a photo in the front. >> [applause] [applause] >> Where are your bags of ice? And a Band-Aid in your pocket. >> [applause] >> If there's no further discussion, I would ask that everyone in favor of the proclamation please cast your vote verbally by
saying I. I. All opposed? And please cast your vote electronically. >> I That proclamation passes unanimously. Item 2B 2026 National Mental Health Awareness Month Proclamation. Ms. Boudreau, would you please read that? Of course. >> [laughter] >> I get to read this one every year. I'm a big huge advocate for mental health and mental health awareness. Whereas National Mental Health Awareness Month was established in 1949 to increase awareness of the importance of mental health and wellness. Whereas National Mental Health Awareness Month raises awareness of trauma and the impact it can have on the physical, emotional, and mental well-being of children, families, and communities. And whereas approximately one half of chronic mental illness begins at the age of 14. And whereas addressing the complex mental health needs of children, youth, and families today is fundamental to our
children's future. And whereas suicide is the 10th leading cause of death in the United States and the second leading cause among young adults. And whereas school-based mental health professionals recognize that early identification and treatment can make a difference in successful management of mental illness and recovery. And whereas public education can encourage mental health and help improve the lives of children and families affected by mental illness. And whereas school-based mental health professionals, through their multi-tiered systems of support, serve and support the social emotional wellness needs of students. Now, therefore, be it resolved that we, the members of the St. Charles Parish Public School Board, in conjunction with the National Alliance on Mental Illness, hereby proclaim the month of May as National Mental Health Awareness Month in the St. Charles Parish Public School System. Mr. President, I
move approval. Second. Have a motion by Ms. Boudreaux, a second by Mr. Suffrin. Is there any discussion? Uh Mr. President, I'd like uh Ms. Jerry Smith again to come to the podium to say a few words uh about our outstanding mental health professionals. And before she speaks, just uh appreciation to all of our mental health professionals and our nurses for truly taking care of the other side uh of what we provide here in St. Charles Parish Public Schools. It's certainly more than just academics and the uh the impact that you make on a daily basis, not just on the recovery side, but the preventive side is very much appreciated. And this board's investment is very much appreciated in that side as well. Ms. Jerry Smith. Thank you again uh for the opportunity to um acknowledge
another special group of clinicians. On any given day, students arrive to school with their required Chromebooks, calculators, pens, pencils, and other common items. Oftentimes, however, they also arrive with a plethora of emotions, trauma, anxiety, and other social emotional and mental health needs. Since 2019, our district mental health professionals have made major strides to infuse our schools with critical and vital social emotional wellness supports and interventions for students as well as staff. They facilitate behavioral health universal screening for all students in grades 3 to 12 and provide multi-tiered interventions and supports driven by the screening data. Their clinical and trauma expertise has supported our district's vision to build a responsive school-based mental health program that supports the development of foundational social emotional learning competencies. This special team of clinicians have worked diligently assessing and providing interventions
to our students who have been impacted by trauma and other adverse childhood experiences to ensure that all students reach their full academic, social, and emotional potentials. Tonight, we thank you for the social emotional first aid that you have entirely administered. Several of them are present this evening. I ask that you all come forth for a picture in the front. >> [applause] [applause] [laughter] [applause] >> Is there any other discussion on this proclamation? If none, all in favor please cast your vote verbally by saying I. I. All opposed? Please cast your vote electronically. That proclamation passes unanimously. Item three, recognitions. I'll ask Miss Alexis Cannon to come up. I would like to say to everyone in the audience, if you didn't get one of these flyers that has everyone's name listed on there, you can follow
along with everyone being recognized. There's also a QR code on the back. So, if you're here and like to see one of the pictures that are being taken, this is where you can download it. We also ask that you please just after your child is recognized, please just wait to leave until everyone has been recognized. That way we don't have a rush of people leaving. I promise it doesn't take very long. And at the end of the recognition, we'll give you guys a chance to leave before the business portion. 018the business portion. I've got 6:59, we'll come back here in about 4-5 minutes. If not, you're free to go home. Please drive safe. >> [applause] >> Hello, young man. Good to see you. I'm telling you how you've been. Oh, I'm hanging in there for a little while. All right, how you doing? Thank you. Yeah, come on. How you doing, sugar? I'm doing good. How about you? I'm doing good. I'm holding up, that's all. >> Okay. All right. Continue move on to agenda four consent agenda items. The board will vote on items discussed for consent at the Monday, April 20, 2026 committee meetings to include item 4A personnel items and item 4B. Before there are any votes, we do have a public request for comment. Would Mr. J.B. Ayed, and I apologize if I uh if
I mispronounce that name, uh please come up. Uh you'll have 3 minutes to speak. Comments must be limited to the matter strictly relevant to this item, which is 4B, which is accounts payable. Accounts payable? Accounts payable. Yes, sir. Let me finish my rules, please. >> Uh and please make sure that uh there are no defamatory or accusatory comments or uh other uh comments relative to the performance of specific employees. That will not be permitted. And you'll have 3 minutes, sir. Great. Great. Sounds like some good guidelines. I appreciate everyone board you're here and whoever's in the audience also representing their their interest. I saw the payable area and I thought back to uh last month, March, right? And I thought about how the Tiger Bots, which is um Is everyone Is everyone here on the
board familiar with the FRC program? Or who who is not uh familiar with that? FRC stands for First Robotics Corporation or competition. And what it is, it's a partnership between one organization, First Robotics, and schools. And you don't have to be affiliated with the schools, but our school has chosen to affiliate with First Robotics, and there was a big um tournament last month. That That tournament was in Oklahoma. And in Oklahoma, the team won what's called the um in this different segment, but the team won what's called the Leadership Excellence Award. Now, you can imagine the Leader Excellence Award in um robotics, if anyone's watching the news, we're seeing more and more how Optimus and other robotics and AI are taking over, right? Taking over the the whole world. But we're seeding the We're planting
seeds for the uh the children right now to leverage that. Leverage that for the good of the world, right? Leverage that for additional And I I just want to thank you for one for, you know, approving this for March. I want to also thank you for the um approval for the assets. We have several uh the the building, we have uh the new perimeter, which effectively is a basketball court for robots. That was approved last year. We didn't think it was going to get in. We got it this year. And so it's setting the stage for I think what St. Charles Parish can do with this robotics team. Other technology we We talk about STEM, but this is actually where STEM is applied and where we're seeing change is going to be happening, I think,
in the next 2-3 years uh with robotics, automation, and you're going to see a lot more of that. Our industries locally are going to feed from these um young students who graduate and move on to engineering and robotics fields because they're going to be using that to optimize their bottom line. And all What I really want to say is just I want to encourage you this year to also it's an extracurricular framing activity. So, I'm not sure if it's in the ledger where it's in the ledger, if it's if it's at the high school level. I'm looking at the ledger, getting more familiar with our governance here at the school board. And um I just want to encourage you as you step forward this next need these next fiscal budget cycles and and everything as
we enter in. I I want to just hi- highlight that this is a hugely important program. It's extracurricular. It includes the LEGO teams. And so, I just want you to kind of make sure you understand that we have systems for this particular gap which is robotics. And I want to continue to encourage you to you know, fund, to promote and and I think you'll probably see a little bit more of me throughout the the next uh you know, as I get familiar with your process. >> give you your your 3 minutes. And you're appreciate you Mr. Kobe. And and I will conclude with with your uh you know, giving me the red light because I know that that's time we got to make sense of all this. So, thank you so much. Appreciate >> Thank
you, sir. Yeah. Mr. Hyde, if you if you don't mind and certainly maybe Dr. Shechtman can just follow up what with with our guest relative to our programs that we offer both of our high schools relative to robotics cuz that is certainly we want to always hear from our parents relative to those programs. And certainly that that would probably be the most appropriate to give feedback and and follow through and he'll be happy to to meet with you after. That's right. Mr. Hyde, if you do plan on coming back, am I saying that that last name correct? That's pronounced with the I. I. I'd. I'd. I think the way to remember it Duly noted. Einstein is pronounced is E. [laughter] We'll we'll give you 3 and 1/2 minutes if you come with jokes next time.
All right. Thanks. All right. All right. So, this is uh consent agenda items. Items four for again, this is uh 4A personnel items and 4B accounts payable. Can I entertain a motion on the consent agenda items? >> I We all move approval. Move approval. Move approval. Second. Okay, I've got a motion I believe by Mr. Suffrin and a second by Mr. Oakwin, I believe. Is there any discussion on the consent agenda items? If none, please cast your vote verbally by saying I. I. I. Opposed? Please cast your vote electronically. The consent agenda items pass unanimously. Item five, business items. 5A, expulsion appeal of student number one. As per the LRS 17:416C3B4, the school board may review expulsion decisions and choose to affirm, reverse, or modify actions previously taken by the superintendent or the superintendent's designee.
St. Charles Parish School Board members met as an ad hoc committee on April 20th, 2026 at the request of student number one's mother to consider her request of the board to review the decision to expel student number one and the resulting sanctions. The members of the St. Charles School Board need to consider and enact upon the recommendation of its ad hoc committee. There was a no-show at this uh committee meeting, and so we need a motion to move forward with the superintendent's and the superintendent's designee uh decision. Move approval. I second. Motion by Mr. Gregson and a second by Ms. Boudreau. Is there any discussion? If not, please cast your vote verbally. All in favor, say I. I. All opposed? Opposed. Please cast your vote electronically, as well. Yes, it was a motion by Mr.
Gregson, and a second by Ms. Boudreau. The expulsion is upheld. 5B, board minutes. Board needs to approve the board minutes from the following meetings: March 23rd, 2026 committee meetings minutes, March 25th, 2026 board meeting minutes, April 1st, 2026 board retreat minutes, April 9th, 2026 risk management and insurance meeting. Mr. President, I'll move that we approve the March and April meeting minutes as you have noted. I'll second. A motion by Mr. Suffern and a second by Mr. Oakland. Is there any discussion? If none, all in favor, please cast your vote verbally. All of in favor say I. I. I. All opposed, please cast your vote electronically. The board minutes are approved unanimously. Item 5C, job description revisions in alignment with best practices. Job descriptions are periodically reviewed and updated to reflect current operational needs and ensure
organizational effectiveness. The superintendent is responsible for recommending such revisions to the board for approval. This agenda item includes seven revised job descriptions, all of which were previously presented to the board during the board retreat for initial awareness and discussion. These updates are being recommended to ensure role clarity, alignment with the district priorities, and the effective delivery of services. This agenda item was reviewed by the personnel and policy committee meeting of the board on April 20th, 2026 and supports goal C of the board's strategic action plan. Mr. President, I move that we approve the job descriptions revisions. Second. A motion by Ms. Weber, second by Mr. Suffern. Is there any discussion? Mr. President, this This one of the particular items in here um and I'm I'm referring to the the >> [music] >> coordinator of assistive
The coordinator of assistive technology instructional support. While it does state that we are uh that part of this is covered by IDEA. The there are variable costs to this that the board is going to be responsible for. And that's a major concern to me. We don't know what the variable cost costs are, but they are variable costs associated with that particular position. While the other one seemed to be technical uh changes, the board needs to know that there are additional costs to this. Mr. President Mr. Smith is recognized. We have two items here. One is the approval of the job description at the board retreat when we discussed this. We asked that the job [clears throat] related to the job that Mr. Gregson just mentioned be separated out because it was a new position. So
Am I understanding that cuz I don't see that position in the job descriptions etc. So should we discuss that in the next item as opposed to this particular item? Ms. Boudreaux The one that he's referring to right now is the one that is the for the special education. So he's concerned about the IDEA funds. The other one that he had a concern with Monday night is the next agenda item for the ELL instructional coordinator. >> The what's in question is What's in question is the funding for that position Yes. which is different from the the um job description. So should should the funding issue be discussed in the next item because it as I understand it it should not be discussed in this. This is you're consenting to the job description that is the duties
that the various positions will perform as opposed to the position and funding and so forth. Are there any other comments relating to Mr. Smith's comment before Mr. Gregson speaks? No, Mr. >> I'm just I'm just want to clarify what was just stated. The out of the eight job descriptions that are here, the eight attachments the one I'm referring to is coor- coordinator of assistive technology instructional support. The other the other seven seem to be technical changes. The coordinator of assistive technology instructional support is a major change in the job description as our reference in committee I have concern about that one and item D. But the coordinator of assistive technology instructional support is a major change. It's going from 183 to 240 days. I understand what what the amount is that the board has covered,
but I'm telling you that there are additional amounts that the board will be responsible for and we don't know what that amount is. But but that's exactly what >> hold on just a second. We're going to recognize the the superintendent first. But let me let me let me let me >> We Let Let me Let Let's let the superintendent needed to Well, Okay, go ahead. board member excuse me. The the board member has precedence over the superintendent. >> You're recognized. You're recognized, Mr. >> is not a board member. You're recognized, Mr. Smith. Thank you. The point here is this position that what we're talking about is a job description. We're not talking about a position yet because a position request has not been made before the board for us to get into that. In the
next item, however, if we choose to cuz we asked that that be sep- separated out, that's when we can get into that discussion. So, here you we want to approve the job descriptions because all this is is a job description. There's no personnel attached to that job description at this point in time. And it has no bearing at all on the budget and where it's going to be funded from. Are there any other comments from the board members uh before the superintendent adds a comment? I apologize, but just just for clarity, the coordinator of assistive technology instructional support does have funding attached to it. Not as a job description. I got Mr. President, just for clarification, as discussed at the April 1st board retreat, as well as followed up through one of my staff members
to Mr. Gregson and then followed up with an email to the entire board this earlier today. For FY26 for this particular position, it does reclassify that position from a 183 to over 200-day employee uh days worth of uh work for that employee. We've already allocated 50% of the salary and 50% of the associated benefits for the position within the IDEA budget, which included your questions that you referenced for us to to to look up, which is what we included in the response to the board today. The district's contribution will remain for that particular position as it was before, memorialized at $36,960 consistent with current expenditures. As the employee advances through salary steps over time, which includes accrued liability as well as retirement costs, the proportion covered by IDEA funds will increase accordingly. All projected salary
and benefit calculations provided for this position are comprehensive and include retirement, unfunded accrued liability, payroll taxes, and health insurance. IDEA funds reimburse the district at 100% for approved and allocated expenditures. Thank you, Mr. President. Ms. Boudreaux is recognized. I guess I really just have a question for Mr. Gregson about it not attaching money, but if money changes because the days that the employee's job description, even though the employee has not been assigned or the job has not been posted, you're saying it will include money because it's more days of work. That is why there is a change to money. Is that accurate? Is that question to Mr. Gregson? Okay. >> So, they're a variable cost and I'm just throwing a few out there. Mileage, office the office setup, all all those things. What we're talking
about is salary and benefits. I'm not questioning salary and benefits. I I that that is ac- But but all those other things I I've I've not got a clear answer and I don't My understanding is we pay for that as a board. If I'm incorrect, then somebody correct me. I I I asked that today. I'm sure Superintendent >> As as I referenced in my email to the board this morning, specifically stated that. Mileage and Mileage was not asked. Accrued liability that the email that you sent to the superintendent for further clarification was followed up by Ms. Sonja Babin, Assistant Superintendent of Curriculum, Instruction, and Assessment, as well as a follow-up email by myself this morning, first thing this morning at 5:33 a.m. Are there any other follow-up questions addressing Mr. Greg's and Mr. Smith's, Ms.
Boudreaux's comments? There are no further comments on item 5C, job description revisions. Could we please vote verbally? All in favor say I. I. All opposed? No. Please cast your vote electronically. The job description revisions pass. Item 5D, English language learners instruction instructional and technology coach job description. This agenda item includes the new English language learners instructional and technology coach job description, which was previously presented to the board during the board retreat for initial awareness and discussion. This new job description is being recommended to ensure alignment with district priorities and the effective delivery of services. This agenda item was reviewed by the personnel and policy committee meeting of the board on April 20th, 2026 and supports goal C of the board's strategic action plan. Mr. President, I make a motion to approve the new English language
learners instructional and technology coach job description. Second. I have a motion by Ms. Webber, seconded by Mr. Suffron. Is there any discussion? Mr. President, I just like to say a few comments about this particular position since it was referenced earlier tonight as well as in our committee meeting. The English language learner instructional and technology coach position will be funded through title two funds. These funds are reviewed and allocated annually based on district data and identified needs. Similarly as the special populations task force that some of you participated in and EL has identified increased populations of students in our school system. This is a need-based or This is a need-based instructional technology coach based on our EL increased population. As a standard practice for federally funded positions, employees sign a federally funded employment agreement each year
acknowledging that the position is guaranteed for one year due to the annual review and the variability of funding. While federal funding levels can fluctuate, positions supported through these funds are prioritized based on student needs and programmatic impact. Should there be any future reduction in funding, the district would reassess needs and available resources at the time before making any determinations regarding continuation or alternative funding sources. Additionally, the information was included in the HR staffing update for FY 27 presented at the board retreat on April 1st, 2026. Are there any further discussion? If not, please cast your vote verbally. All in favor say I. I. All opposed. I. Please cast your vote electronically. That item passes. Closing items at this time. Any board members invited to give a standing committee report. I would like to give one.
Capital Improvements met on Monday morning and we discussed the properties that are still being maintained and owned by the district and made recommendations that will come to board retreat. Correct, Mr. Rome? Board retreat. Correct. Board retreat. >> June 2nd board retreat. That's all. Thank you. There are no other board members standing committee reports.
