Miss
Kinda Fontleroy is going to give our prayer and our lead us in our pledge. Let us pray. Dear heavenly father, we thank you for another opportunity to be here tonight and to represent the students and the families of St. Timothy Parish, Lord. Um I ask that you bless our students and our faculty with a restful and safe summer, Lord. Um and that you bring them back refreshed to uh to start another year in August, Lord. Um, as we move toward our 250th celebration, Lord, as a nation, Lord, I just thank you for the armed services, Lord, and for all the veterans and the and the members of the services who sacrifice daily and and have some paid the ultimate sacrifice, Lord, for our freedoms. Lord, help us to honor those freedoms, Lord, by the lives
that we live. uh as we go to our meeting tonight, Lord, I ask for wisdom that we make the best decisions for our students and our families and our employees. In Jesus name I pray. Amen. >> Amen. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. [clears throat] >> Thank you, Miss Font Laoy. Do I have any school board members who would like to recognize anyone tonight? >> All right. Uh, next we have the superintendent's update. Mr. Jabia. >> Thank you, Miss Martin. Just very, very briefly, um, I want to thank my team, Federation, uh, Brand is here. Uh, we had really two really good days of, uh, negotiation and talks and
going through some things. So, thank you all very much for your time. Uh, and I think we really made some really good progress. So, we are uh kind of waiting to see what's going to go on with the governor and uh and his executive order in the next few days and then we'll kind of be able to move from there. Uh and then I will talk a little bit more tonight in executive session. U but I appreciate everybody's work. Uh and speaking of delegation, I want to thank the board members that came and and our delegates that came. Uh I really feel very positive about um just the conversation. They understand where we are and I think we understand where they are at this point in time, but I appreciate them taking two hours. We
we met for nearly two hours, so I appreciate them taking the time and our board members and everybody involved and my team that were there and um we will see where we go and hopefully we'll get some clear direction soon and we can uh know what we need to do. So that's all I have, Miss Barton. Thank you. Oh, and and also sorry, um it and I should have done this during the prayer and I apologize. Uh we lost a a graduate of 2026 uh last weekend. Uh one of our graduates, Jonas Warren, from Mandeville High School um tragically passed away uh in a water accident. Uh so please keep his family uh in your prayers. Um with that being said, Mr. Mson did reach out to the family and I believe he was able
to get a lot of things covered uh from some very wonderful people in our community that were able to help the family. So we are very thankful for them and uh we the family is in our prayers. So we uh we uh if you'll just take one moment to u just pause for remembrance of Mr. Warren. Thank you very much. >> Thank you, Mr. Javia. Uh, do any of you have any questions for Mr. Javia? >> All right, moving on. >> I was I was just going to ask Mr. Jabia to help me remember the names of the delegation that were able to come today. It was um >> Mr. Bob Owens, Senator Bob Owens. It was Mr. Peter Egan, Mr. Jay Galet, um Miss Stephanie Baralt, uh Mr. Kim Carver, >> and why am
I and Brian and and Representative Brian Gloriosa? Yes. Six six of the 10 that we we include 10 that kind of overlap us a little bit with Miss Miselle and and Senator Wheat. Uh so we try to include them because they're so close proximity, but we appreciate everybody coming. >> Yeah, just to reiterate that, I do appreciate them being there as well. It was a good meeting >> and and Miss Mazelle did have representation. U I want to thank Miss Amy Ibizabble that represents and kind of helps me schedule those events with the parish. She does a great job job of trying to help us uh coordinate everybody's schedules because everybody they had a meeting today this morning before they came to meet with us. So I appreciate them taking the time. >> All right.
Anyone else? All right. Moving along. Next is our consent agenda. Are there any items to be removed from our consent agenda? All right, I will read them. A, approval of minutes for the regular meeting held May 21st, 2026. B, recommends acceptance of the revisions to the people progression plan. C, recommends acceptance of Slidle High and Northshore High Welding Booths, STPSB projects numbers 1963 and 1966 as substantially complete. D recommends acceptance of a resolution establishing an annual Veterans Day American Flag retirement and civic education program. That is all of our items. Do I have a motion? Mr. Kuzanne, do I have a second? Miss Hurst. Uh any discussion or any uh comments from the public? Any discussion from board members? All right, everyone, please vote. And that passes unanimously. Next we have to consider and take
action with respect to adopting a resolution advertising for bids for the purchase of general obligation school bonds series 2026 of St. Tamony Parishwide School District 12 of the parish of St. Tam state of Louisiana and providing for other matters um in connection there with uh do I have a motion miss Rutherford do I have a second miss Fontleroy um any comments by the public questions by board members >> miss Oh do we I mean this is for advertising do we know what Is she here? >> Oh, Miss [clears throat] Pos is here for any questions you guys have. >> I was looking at this to see um something different. Never mind. I don't have a question. My bad. >> Miss Post and Mr. Slutter, will you guys go ahead and >> just very quickly, this
will be the second series of bonds from the last voter authorization. It is for 25 million. Uh it will be a competitive uh public sale as your last issue was. Uh, we are scheduled under this resolution to receive the bids on July 21st at 11:00 a.m. It authorizes the superintendent to accept the low bid if it meets all the parameters of this resolution. Uh we will then come back to you at the August 13th meeting for confirmation of the sale and we will deliver the bond issue August 19th and the funds will be available for projects. >> Mr. Bro, >> so we did one last year for about 25 mil. this year for 25 mil. Are they going to be coming more frequently than that? Because we have 300 I forget what the total was,
but >> 300 something million. >> Yeah, we can't issue prematurely. So, that's going to depend on the status of the projects. Uh we do have spending limitations under federal tax law. We have to reasonably expect to expend the proceeds of each series of bonds within three years. So u I know uh >> 25 million a year we won't make it through the uh three years. >> I think it's anticipated they they will they will they will accelerate. Yes. >> All right. Thank you. >> All right everyone please vote. passes unanimously. >> And that passes unanimously. Next, we have to consider and take action with respect to adopting a resolution authorizing the incurring of debt and issuance of general obligation school bonds series 2026 of St. Tamony Parishwide School District number 12 of the Staint Tamony
Parish, State of Louisiana, and providing for other matters in connection therewith. I do have a motion, Mr. Mr. Bro, do I have a second? Miss Lambie. Um, any comments by the public? All right. And Miss Prieous and Mr. Schluder are here for any questions by the board. Do I have board members that have any questions on this? Everyone, please vote. And that also passes unanimously. Thank you, Mr. >> Thank you, Miss Prieous. >> Um, next we have our sweet update by Miss Gartner. >> Good evening, Superintendent Jabia, President Martin and board. Tonight I just want to give a quick update a year end of year update on the trainings and professional development that we have given um to the sweet department on federal, state and local policies and procedures and many of these initiatives were
developed from input from input from paris teachers parents um community members board members superintendent Jabia that we've done. So, I'm going to go into that, but first what I want to do is thank Miss Gallagher for pointing this out last week and update this. The completed survey numbers were the years were messed up. So, I just wanted to make sure that everyone saw that before it gets posted somewhere and it's inaccurate. But for 2526 school year, we had 27,95 surveys completed. And for the 2425 school year, we had 21,245. The num the years were messed up last week. So I wanted to make sure that I updated that. So kind of just going over the trainings that we've provided for all of our sweet staff, par profofessionals, coordinators, teachers, and many of these things are
also open to genet teachers. I'm going to start with we do monthly professional development sessions. Um we have summer institute. We do new teacher induction and everything I'm going over now. There are documents linked to show that the things that we're doing with these um [clears throat] professional developments. We have coaching and mentoring for new teachers and TAT teachers. So, our Swedles are first assigned to new teachers and TAT teachers when they're on their campus and they're hired. And some administrators even go further and assign another mentor to them as a partner teacher to work with them through their first couple of years of being an educator. We have developed paraprofessional um professional development sessions that came directly from our paraprofessionals and the superintendent um council that he has. So they felt that they needed
professional development specific to them not to the teachers. So we have done that each month and that's also attached for you guys to see. We have flowcharts that we've embedded because some of the policies and procedures whether it's federal, state or local, they're very overwhelming and it's a lot to read. So, we've created flowcharts with resources embedded with real quick access that they can click the link and see how it relates, what they need to do, the steps they need to follow, what resources are out there for them. And that's from academics all the way through behavior from SPLC, TAT, those processes are all laid out for them. We have adopt we started training several staff members on Ukeru. That's a trauma-informed um restraint free crisis management system. And what we've done is train many
staff members. But now if you call and you're like, I want to be trained, we actually send trainers out to your campus in your class and give you training on site. And that's available to all suite staff, Paris and teachers. We have increased NCI training from one time a year as we have historically done it in the district to three times a year for Paris [clears throat] and teachers to attend. The teachers also have the ability to complete a portion online so it doesn't consume so much of their time. As you all know, we are also doing TBRI training. Our behavior coaches are trained. We are now training MHPs and counselors as well because that has shown significant improvement of students coming to school with trauma and how to respond to behaviors when we know
that it's uh come from trauma. We do a manifestation review training for everyone. they have access to that. It is on a sweet TV episode. Sweet TV is something that we also created for easy access for any staff member to go and look at trainers that they need as it relates to behavior. The same thing with LER, the least restrictive environment process in order for a student to be placed in a least restrictive environment. There are processes that must take place. I want to emphasize that sometimes being in a gened class is not the student's least restrictive environment. Being in a self-contained class can be a least restrictive environment for students. That's why we have Beck, MAP, RNC in multiple settings that students can receive sweet services in and that process is outlined for them.
They are trained on it every single year and it's readily available for them in our Google classroom. We've done leader and me training. We have had a special ed advisory council. For those of you that don't know, the state mandates that districts now have a special ed advisory council. We meet with them yearly. We have multiple meetings a year and then at the end of the year we meet with superintendent Jabia to come up with recommendations that they have for to improve the sweet department. Many things that I'm listing today kind of came from this um council to kind of improve communication, improve processes, improve transitions, but their recommendations are also um available for you guys. One thing that came out of the superintendent's council was that they were not really receiving emails. So this
year we started emailing them directly right to the teachers, right to the paras all of the training opportunities where resources are available and knowing their resources if they need a resource who they can go to, who they can call. This is also one of the reasons we developed our own suite website that just actually won an award yesterday. Um, so we developed that for parents, for teachers, for parents to be able to go there, see the person they need to get in contact with and send them a direct email. We have monthly Swedle meetings and every single Swedle meeting, we address behavior for them to go back and redeliver to their sweet teachers to coach them on that, show them where the forms are and help them understand processes that they may not be familiar
with. We also have specialized program coordinators and that those are your back math and RNC classes. Those coordinators are visiting those classrooms on a frequent basis, especially the new teachers in the TATs to make sure that they are getting the support that they need when it comes to classroom setup, curriculum behavior, completing an IEP, understanding a evaluation, or to look at the minutes of a student and see, do the minutes need to be adjusted or amended, how can we do push in, um just all the things to help them understand the program that they're supporting once they're hired on and continue to work for us. We started focus groups with Beck and RNC that actually came from a first year teacher that she felt like we needed a group of teachers to come together and
create resources for first year teachers that they just didn't know what they didn't know. So we've met with the that group has already met. They've come up with different things that we're going to push out to new teachers as far as even a map of what a classroom should look like first day, what you should do, how to understand an IEP. So those two specialized programs have a cohort of teachers that all meet and come together and design and develop resources for our RNC and back classes. And we also did the same thing with preK student behavior forms. That is a document that um a teacher as well as one of you recommended. That is a form that every teacher has access to now. They can complete it. It goes directly to me. I review
it every week and they can submit information to us as far as behaviors. If they're having an extreme behavior in their classroom, they just type it. It comes directly to me and then my staff and I go over it. We talk about what supports we can put in place for those students. We'll send people out to the school to help with those classrooms. Once the teachers submit the forms, but it gives us d teachers direct access to send information directly to us if they need support. I've talked about sweet TV episodes. We've have 11 11 episodes that we have filmed. This came from years ago when COVID was kind of still going on and people were a little bit scared to still come together even if they were six feet apart and they wanted something
to be able to provide them with the professional development that they needed but not be in the same room with everybody. And then also was a time issue. We don't really have seven hours a day. So, these episodes are limited to 20 to 30 minute episodes and they can just watch it and it goes over IEPs, curriculum, um, behavior plans, behavior teams, it it's a wide variety, MDRs, everything that you need. We have episodes for that that we found. Again, I said that we have access, they have Google Classroom where there's a lot of information right there if they need it to go to there, it's there. We also did a presentation which you guys have access to. We went to every single school site and we met with the sweet staff Paris and teachers
on deescalation. It is very step by step. If this happened, this is what you must do. It was mandatory that all sweet staff attend. So all 55 sites did hear this presentation with all sweet staff and administration um present at those presentations. We have a clear process that we rolled out to administrators on how to handle sweet discipline. There are rules and guidelines when it comes to IDEIDA and state guidelines, but there are also things that you can do. That process is clearly laid out for administrators. It's there for Swedles to understand. We did the same thing for them to train their teachers to know when you have a student that's exhibiting behaviors, what can you do and the steps that need to be taken to ensure that um we're following guidelines, but also that
students are getting consequences if they are exhibiting extreme behaviors. So that kind of I just wanted to kind of go over all the things that we have done this year. We're going to continue to do those things next year. Some of my staff we do try to post to social media sites [clears throat] like we're doing this, we're doing that. Some things get deleted if it's not aligned to whatever they're saying on there. So um we will continue to do these things next year before we kind of listen to sound bite propaganda. I do ask that you guys reach out to us for the facts and the information and we'll be more than happy to share it with you. All of the resources that provided today, we're going to continue that next year. And we
have some really fun things that we're going to roll out next year to help. That also came from feedback forms that we got from professional development or from Mr. Jabia's council, things that they want us to do next year. So, we'll add that in addition to all the things that we're doing. So, that concludes my presentation. >> Thank you, Miss Gardner. >> Thank you, >> Miss Galler. Um, how many people do you have in the sweet department in central office? So when you say like y'all go do these trainings to all 55 schools like how many people does your team actually consist of? >> So it's just as far as it's four of us. It's me, Carrie, and two assistant directors. We have six coordinators for the specialized programs. Two for MAP, two for back,
two for RNC. And then we have like a that's the people that's going out doing it. We have behavior coaches. There's 13 of them that have to service all 55 schools. So those >> that's there's other like you have a speech coordinator but as far as like our teachers teachers getting help it's the >> like who you said all the stuff that you'll have done. So I mean if it's just you you4 and then the six like so 10 people are doing all of this >> majority of it the PD this year we really really >> leaned in on teachers to start helping us deliver the PD and the actual teachers of those programs have helped us deliver the professional development. So that has helped a lot. Um some of the things is created through
all of us kind of coming together doing it. So having the RNC group come together now those teachers are creating that but we just started that. >> Okay. >> Um same thing with maps but sometimes it's the pretty much the same >> I would say 10 people sitting around helping do it. But the we get the ideas from other people or they'll send us ideas and we make it St. Tammy or we can do that or we can't do that. >> But we have we have coordinators for different programs. This right here, it primarily comes from the four of us and the four behavior coordinators. >> Well, and that's what that was I was trying to say. It was a very small group of people who do a lot of stuff. >> Yes. >> So,
I just wanted to point that out that a lot of your two pages of slides is like an a core of eight people. So, thank you for that. We appreciate you. >> It's a between eight and 15 of us depending on what's going on. Yeah. Thank you, >> Mr. Bro. >> Yeah. I was also impressed with the great amount of work that's taking place. Um, couple of couple of questions. Of course, most of it went right over my head because you're you're spinning these stuff out like we all know what you're doing and I I don't have a clue. Um, what is a RNC and a BEC? >> So, RNC is a reduced numbers class. That classroom consists of students that have atypical behaviors. A BEC class is a behavior education class. And that class
consists of students that have behavioral or social needs that they have to go into that classroom to be able to get the support that they need to be able to, you know, function in other settings. >> Okay. Swedle. I know what this SWE does, but what's, you know, it's a nice acronym. What's the DL stand for? >> Department lead. Students with exceptionalities department lead. [cough] [clears throat] >> I thought I fixed all the acronyms. I must have missed something. >> You you might have said it, but you were walking. You were really flying on your uh talk there. So, Thank you. >> You're welcome. >> That is that teacher. >> Dr. Peterson. >> Yes. Miss Gardner, I just wanted to thank you for uh the uh level of work that you're doing, support system that
you've put together, and uh thank the superintendent for for allowing you to pretty much have the range to do what you need to do in that department. And uh you're doing a fabulous job. And I just uh just being on the ground and being able to see some of the things that have resulted from several programs that you put together. and I know that our kids are in in in good hands with you at the helm there. I appreciate it. Thank you, >> Miss Moore. >> Yes, I I agree. And um I was love I was glad to hear that you said training is open to all teachers whether they're special ed or not. >> Yeah. So, we changed that this year. I want to say it was the first um maybe last year. Last
year at the end it was >> it was one of the meetings we had from the it was the end of last year because we changed it this year. Several of the regular education teachers said that they wanted access to the suite trainings because they do have sweet kids in your class. Exactly. So we did open it up for everybody to be able to attend NCI. Not right now, but next year we will have it where they can have access to a portion of NCI as well. >> Good. Um you mentioned trauma information restraints. You were teaching that. How many and people are and they can you send them to the schools. So how many people do we have doing that? So we have trained the behavior coaches, 13 behavior coaches. >> So they're in
the school already. >> Well, yeah, they float to schools and we have trained currently trained and one counselor. Um, so that's the only people trained right now. Next year we're adding MHPs and counselors to become practitioners because you have to go through the training to be able to then redeliver it. So we're adding some more people next year to that to be able to train. All all prek teachers and paras were trained on it. This the year every prek teacher and power went through the train. >> That's awesome because the more that have that skill, the better we are and the better the kids are off. Um and then you mentioned about episodes that we can watch on for training. >> Oh, is it is it on the website? >> It's not. It's on our
Google classroom, but I can send them to you. >> Yeah, send it to me so I can I'd like to see it. Um, and I love the proactive that you've taken over. Instead of being reactive for too many years, we were reactive to these children. And the fact that now people feel like they have more tools in order to take care of a lot of these issues, right? >> And there's always new issues coming up no matter how much we think we're prepared. So, thank you for all that you do. >> And I would just encourage everyone if they're not part of our Google Classroom to join it. is open to everybody because all of those tools are there as well. So, >> Miss Fler, >> thank you. [snorts] I'm not I'm not going to
pile on, but I just want to say thank you for being so open to feedback. Um, some of your feedback is from board members, from teachers, from surveys, from an email directly to you, which I I just appreciate you accepting the feedback and and acting on it. Thank you. All right. Thank you, board members. Thank you, Miss Gardner. Next, we have from Mr. Alfonso our appropriate retirement resolutions [snorts] >> right now. >> So, excuse me. I look a little short. >> Thank you, Miss Martin, Superintendent Jab, and board. Appropriate retirement resolution on the following certificated personnel subsequent to the May 21st, 2026 meeting. Cyson, Slide, Ohio High, 19 years, 17 years in St. Tam for a total for a total of 1,822.92 years. And uh just for the record, last year we had more retirements. So it was 2485.81 years. So we we kept 662.89 years in 2026. >> I know. Yes, I'm looking at you now. >> Thank you, Mr. Alfonso. >> Yes, ma'am. >> Do I have a motion, >> Miss Lamey? Do I have a second, Miss Keer? All right. Um, any
public comments, retired teacher. Let's hope that the bleed of our certificated employees starts to reverse. Um there were a total of 150 certificated employees who retired and resigned this year. 150. That's 46 more than last year which was 104. The year before that it was 115. Still high. But of course you're going to have retirees and you could tell by the number of years that they've been in service. But um for that many people, 85 certificated employees resigned this year, that tells you something. And a lot of those people are going to get other jobs. Um in addition to that, um according to the Department of Ed, we had 133 TATs this year. And certainly, I don't know how many numbers of those TATs, those firstear TATs are going to be leaving. I don't think
they'll be on any list. They definitely won't be on the retirey list and I don't think they resign. I think just after their year if they haven't accomplished what they're supposed to, they're gone. So, let's hope that things start going in the opposite direction and we get more qualified, experienced teachers in here. Thanks. >> Thank you, Madam Chair. Brand Osborne, Federation President. I'll just add that um as we have in the past, I think we have five years of data. Um as soon as we're complete with the spreadsheet, we'll send it to the board and also Superintendent Jabia um so we can look at the data and see what it tells us. Thank you. >> And Miss Martin, just for the record to pony up, Mr. Osborne said, uh I'll send you our retention rate,
which is one the best one of the best in the state. So I'll send you that data also. >> Okay. Thank you. I appreciate you. Uh, Miss Moore, >> thank you. Um, I just had one person on the list that I was lucky enough to hire at Mandeville Elementary and she was there for her whole 22.8 years, Miss Stephanie Cade Rodrig. Stephanie, have a great retirement. >> Miss McCullum. >> Thank you, Madam Chairman. Madame President, excuse me. Uh there are quite a number of these retirees uh that I have worked with over the years and uh I'm not going to name them all because there's too many of them. I just want to say congratulations to all of them. Uh uh I know you're going to enjoy your retirement time and I am thrilled for
you. I do want to mention one name and that's Mary Prieb and she was with us in this district for 40 years and uh she contributed quite a bit to our district and uh if you ever want to know anything about our district you just ask Miss Pri ask Mary P. Uh thank you Mr. Harold. >> Thank you ma'am. I I just want to say I think my the schools in my district or the the schools that my kids in the district go to just got gutted this this year with retirements. So I would like to give a uh a special thank you to Miss Pri with at Fountain Blue, Miss Simmons at Fifth Ward, >> Miss Hall at Fifth Ward, and Mr. Strowmire at Aita Middle. I appreciate all y'all's work. And between the
four of them, that's 133 or almost 133 years of experience that we're losing straight out of district 5. So, thank y'all very much. >> Mr. Bro, >> yeah, my comments were somewhat in line. Um, I'm wondering if we following any trends. Uh, certain schools losing a higher percentage. I didn't notice any in this this time. I know we've had certain certain areas that really hemorrhaged the teachers. Um, and I was happy to see some of the schools that haven't been hit as hard as we have in the [cough] past. And realizing this is retirees, so they have to have been there a long time. >> So, one one school I just want to say one school that you always bring up without mentioning name, they currently have one vacancy. >> Wow, that's great. >> Yes,
sir. >> Um, and and what goes on on with Harrison? Um, >> that's I'm gonna let Kim answer that. That's all Harrison. That's all that's all a It's a catch-all. It's a all in. >> We always have high turnaround. >> Yeah. That that's all you the whole special ed department. It's the curriculum specialists. It's therapist. It's, you know, it's a big it's a big department where people are housed. >> Okay. Well, finally, I just want to congratulate all all these people on their retirement and I'll extend that to the next list which is probably quite long as well. So, thank thank you for all your your work and all your service over the years, >> Miss Rutherford. >> Yes. I just want to say thank you and and congratulations more to um Andrea Starns who
was at Lake Harbor. I had the privilege of teaching fifth grade with her and planning with her and she's a phenomenal planner and a an awesome gifted teacher and then she is retiring as their TRT at Lake Harbor this year. But I also want to say congratulations to Miss Kefir, Miss Lee, and Miss Stafen who are at line and we will desperately miss you three. >> Mr. Kuzanne, >> thank you. Um, I'd like to say congratulations to a young man that I uh had the opportunity to teach when in my third year as a teacher and uh he just happened to put spend 40 almost 42 years with us and he's in here tonight and I just want this is probably going to be his last meeting. So I'd like to congratulate Mr. Ron Randolph
for all that he contributions that he made to St. in the classroom. [applause] Dr. Rand, would you [applause] >> I I I I'm I'm a little early, but uh I know you're [laughter] >> Thank you, Mr. Kuzanne. Um I also have a couple of people I'd like to thank. Um Mr. Eddie Strowmire is leaving from the Aida community, but I knew him when he was at Manville Elementary. Um and he and also uh Miss Stephanie Rodriguez, who I'm going to mention as well. She taught my son third grade during a very difficult time during COVID. Um, and she did it wonderfully. So, um, I appreciate both of you. I hope you guys have a wonderful retirement. Um, and also Miss Sher Cyson. She I want to say probably had the best graduation stages out of
all the graduations that we would go to. I don't know if you guys were aware that she was in charge of those. Um, but thank you for that and also all of the hard work that um that you did over your years in St. Timothy Parish. So to the three of you guys, best of luck in your future. >> Miss Martin, I added late. I apologize. >> Go for it. >> Um, Miss Madona from Cypress Cove kindergarten will not be the same without her. She's a hoot. Um, and Mr. Cherra, um, my youngest had the privilege of, um, having her as a teacher, and when I deployed, I made sure she had her because I knew her and I needed somebody that I could trust with my kid while I was gone. So, Mr. Chair,
please enjoy your retirement. It's welld deserved. >> All right, Miss Lambie. >> After all of those, I have to say a lot of these teachers are teachers I started with. So, um, one of my really good friends, Lynette, congratulations. And Christy Wood, who I taught with forever, and Sheree Pazudo, um, along with several others, Miss Glover and, um, Miss Burggoyne. Congratulations to all of you. >> All right, everyone, please vote. Mr. Kuzanne. >> I got you. >> Got it. I think half of you already voted. >> And that passes unanimously. Mr. Alfonso, continue. 056I just want to point something out before I give the years. If you look at it's a tribute to you guys for which you approve for our support employees. If you read this there's only one person that didn't spend their entire career in St. Tamony Parish and that one individual spent 11 years but everybody else on this list were all lifetime Saint Tamony Parish employees. So in 2026 we had a 659.1 years. In 2025 it was 713.42. So we keep in 54.32 years. Thank you. >> Thank you Mr. Alonso. Do I have a motion? >> Miss Moore. Do I have a second? Mr. Peterson. Any comments from the public? >> Comments from the board. Miss McCullum. Uh thank you madame president. Uh again there are several employees here that I was they worked for me
on at Cington High or I had associations with them throughout the years and I just don't want to read them all but I will say this about Mr. Ron Randolph. uh for many many years uh when I was principal at Covington High School, every time he saw me, he would come up to me and tell me how beautiful the graduation ceremony always was at Covington High while I was principal and just made me feel so good. So, thank you so much for that, >> Miss Moore. >> I concur. I've actually spent some fun times with Mr. on some meetings and things. So, I can tell you he has a fun side, too, besides that math brain up there. And a wonderful gentleman and a wonderful man. All right. I wanted to say something about Evelyn
Tucker. She was at Mandville Elementary in the cafeteria for almost 25 years. And her [clears throat] smiling face and her great attitude with the kids is going to be missed. So, Evelyn, have a great retirement. >> Miss Rutherford. Yes, I want to say congratulations to Christy Clipch from Lake Harbor. She's a parah and Julie Marorrow who was also a teacher for years at Coington Elementary and then decided to be a parah and she was a par at Lake Harbor also. And they're both wonderful patient people who deal with um the sweet department students. and my aunt Paty Vilnerf and you got that name right, Vilnerf. Um, who was in the cafeteria at Sid Ohio High for over 32 years and I'll be taken to lunch on July 14th. Congratulations, Paty. >> Dr. Peterson, >> just
want to do uh tell Mr. Randolph that I appreciate his friendship over the many years that I've known him and he's always been a gentleman and a professional and and just a fantastic Christian and I wish you the very best my friend. God bless you. >> Absolutely. >> Can I can I uh I would also like to uh thank Miss Tucker. I've been a parent at Mainville Elementary for 12 consecutive years and she has been there for all 12 of them. So, thank you very much, Miss Tucker. Mr. Jabia, >> thank you Mr. Randolph. Just want to tell you thank you for all you've done. Uh, you've been an amazing loyal person in this district and always been there as a huge advocate, community supporter. Uh, I appreciate you've come to my office many times
just to give me a pep talk sometimes. So, I really do appreciate that. And I I appreciate all you've done for our department. [clears throat] You've you've been a tremendous person and and I just can't thank you enough for the time and effort that you put in 41 years. I can't even right now even imagine. I'm sitting here with 32 and I can't [laughter] going nine more like blows my mind right now. But anyway, um but I I just want to tell you thank I'd love for you to come say some words at the microphone if you'd like to come up. Wait. You want me to wait, Terry? >> Yeah. >> Okay, never mind. I'm going to turn over. Um, and real quick also, uh, Mr. Roosevelt Wise, Mr. Roosevelt Wise was the head custodian
for me at Northshore High School. I hired him at Northshore after 50 years pouring concrete for Lefarge Concrete. So, he put in 50 years pouring concrete and then came to Northshore High School. And when I tell you, I couldn't kick him off my campus. He went there every Saturday and Sunday. every Saturday and Sunday, Sunday after church, he would go to that campus, at least ride the campus, make sure everything was good, check on everything, and um he's just I mean, he his kids went to Northshore. He's from that community, he's from the village, and uh Ron knows where the village is and uh Mr. Kuzanne, too. So, he's from the village and he's just a great human being. So, thank you very much, >> Miss Post. Okay, this is a tough one. Um, I
don't know if I'll be able to do it. I can't do it. [laughter] I mean, it's a big loss for my department. Um, [clears throat] I mean, it's it's a big loss for my department and um, I thank him for his friendship and support. Um, he's more like family than a coworker. So, we're going to miss you, Rob. Sorry. Mr. Ron, would you like to say something? >> Board members, Superintendent Jabia, and to his cabinet, to um to my boss. Um and uh I I don't say that lightly. Um she's not just my boss, but she's been an extraordinary employee and uh mentor for me. Um to my St. Timothy Parish School Board employees that I've worked with um from November of 1984 and later on during that time to the young lady who was
fussing about a machine not working right at the schoolboard office on West 17th Avenue, Christie. Um, and to all of my passionate, personal, professional educators, I thank you for a career that has been a journey that will last a lifetime. I'm humbled. I am very, very much elated to say that I have been challenged. I've been uh victorious. I've been disappointed. I've been successful. But yet through it all, it's been family. Um it's a lot of love. It's a lot of passion for the children. No matter where they live, where they come from, what their situation, what their conditions are. you educators have made all of this possible and um I just am disappointed a lot about what I see is going on with public education but we've been through u this a number of
times in the past and we have a finance department that will handle every situation no matter how many millions we talk about um we may need or may lose. Um I feel good. I'm I'm blessed. Um I thank God every day and every moment I have to be able to walk in that building and every now and then I'll see Terry trying to waddle in with her bags and her shoulder. Every now and then I see the superintendent leaving late at night and he and uh Steve, but more so to the employees that I work with every day for the last 41 years. This young lady Tammy hired her, took her away from Harris Curriculum Center, it was on some other name, and she's been with us ever since. And she's doing an excellent job
in payroll. So to all of you, I am I am very filled with joy and it's been a long time. There's a song that this guy wrote and said that um it's been a long long a long time coming, but we're not going to do that. Um we're not going to do that, but I'm looking forward to it. Thank you all so much for such a career journey that will last a lifetime. I'm looking forward to opportunity. I've been blessed to be able to stand here with no aches or pains and just to be able to smile and communicate with you all and to say thank you for who you all have been to me. all of you and those that to those that hired me. Um, just thank you all. [applause] >> I thought
you said you couldn't talk. >> [clears throat and cough] >> All right, everyone, please vote. >> Already done. >> All right. And that passes unanimously. >> All right. Next, we have consideration of a resolution regarding educator compensation and executive order 26-047. Um, and before I ask for a motion, Miss Hurst, would you like to [snorts] go ahead? >> Um, I pretty much said, you know, last week how I how I felt about everything. So, I hope that um we have a unanimous uh vote on this. All right. Uh, Miss Harris, would you like to make that first motion? >> Oh, please. Yes. Thank you. >> Uh, do I have a second? Mr. Burrow, any comments by the public? Yes. Thank you, Madam Chair. Burn Osborne, Federation President. Um, you're starting to see superintendent, um, our
own superintendent included, uh, come together and voice, um, opposition. In the north, 11 of them signed a letter, but this is the only board that I've seen try to show leadership in this. So, I just want to thank the board and um, I hope it is unanimous to send that message. Thank you so much. Miss McCullum. >> Thank you, Madam Chair. Um, I would ask, Madame Chair, that you would accept my comments about this because it's it is directly involving Miss Hurst's resolution. Uh, but it will be something that I will we will add to another agenda. Uh, I was approached um today by a group that um are working with school boards across the state and with superintendent to uh file a uh uh temporary restraining order against the executive order of the governor.
And um so I I will be I because I didn't have time to get it on the agenda, we will not be discussing it tonight, but I will be asking President uh Martin to uh call a special meeting so that we can review this information. I wanted you to go ahead and have the information that was shared with me today and um so that you can study it and look through it uh before we have a special meeting on this and uh be able to consider it and you know have your questions answered. Thank you madame president for allowing me to say that. >> No problem Miss McCullum. Mr. Bro, >> um, make no mistake, this is going to hurt, uh, this is a cut to our education budget. It's going to hurt St. Tam.
It's going to hurt every school district in the state. Um, you know, this this uh smoke and mirrors where uh, oh, I'm not cutting education, I'm just letting the local school systems handle it. Uh, it's ridiculous. Um, I I don't know hold out much hope for for the uh lawsuit, but at least there's groups trying to counter it. We're going to have to make do. I I'm pretty sure this is going to going to stick and we'll have to tighten the belt and see where we can save money wherever we can. So, I I'm in favor of this the resolution. I don't know how much weight it holds, but I'm I'm appreciate um Miss Hurst putting it together and and presenting it. Thank you. >> I also agree with the resolution and support it. Thank
you, Miss Hus, for bringing it to our attention, bringing it before the board. For me personally, the frustrating part is that we are not allowed local autonomy to choose to a certain extent um our curriculums and uh testing assessments etc. But when it comes to having to pay money, well then all of a sudden that is our job. we we we do have the responsibility to do that to make sure that we give our teachers raises that maybe were promised by the state and that's incredibly frustrating. Um I do think taking money from the MFP which directly you know funds the education for our students is is not a good thing for any parish in the state and that's how I feel about it. So, I do support this resolution. >> Go ahead and vote,
please. >> We don't always read them, but if you would like to read it, you you absolutely can. >> If y'all don't mind. I think I would like to read it. Um, resolution of the St. Tamony Parish School Board regarding educator compensation in Executive Order 26-047. Whereas the Saint Tam Parish School Board recognizes and appreciates the dedication, professionalism, and service of Louisiana's teachers, support personnel, and school employees. And whereas the board believes educators deserve meaningful and sustainable compensation increases that reflect the vital role they play in the success of students, families, and communities. And whereas Executive Order 26-047 proposes educator and employee stipens that result in local school systems absorbing financial impacts through existing educational fund streams. And whereas local school districts rely upon the MFP, minimal foundation program, funding to support employee salaries and
benefits, transportation, special education services, school safety, instructional programs, maintenance, technology, and other essential operations. And whereas school systems throughout Louisiana continue to face increasing operational costs, rising insurance, and transportation expenses, infrastructure needs, and growing demands for student services. And whereas the board believes educator compensation should be funded through sustainable state investments without reducing local educational funding or creating additional tax burdens upon the citizens of Louisiana. And whereas the board further believes strengthening the MFP should remain a priority in order to ensure the long-term financial stability of Louisiana's public schools. Now therefore be it resolved that the St. Tamony Parish School Board respectfully urges Governor Jeff Landry, the Louisiana Legislature, and the Board of Elementary and Secondary Education to develop a sust sustainable statef funded compensation plan for Louisiana educators and school employees. Be it further
resolved that the board opposes any educator compensation initiative that shifts the financial burden to any school district through reductions, reallocations, diversions, or diminished growth in funding dedicated to local educational operations. Be it further resolved that the board supports educator compensation initiatives that are fiscally responsible, sustainable, and funded without imposing additional tax burdens upon the Louisiana citizens. Be it further resolved that the board oop I'm losing my page that the bird the board respectfully encourages state leaders to identify long-term funding solutions that fulfill the promise of increased educator compensation while protecting local school systems preserving educational services and safeguarding Louisiana tax payers. Be it further resolved that copies of this resolution be transmitted to the governor of Louisiana, members of the Louisiana legisl legislature and Louisiana board of elementary and secondary education and the state superintendent
of education and other appropriate state officials. And I so move. >> Thank you, Miss Herstas. U we already have our first and second motions. So everyone please vote. Mr. I'm guessing you want to vote yay since you made the motion. >> I'm sorry. >> Yeah, >> it passed unanimously. >> And that passes unanimously. Next we have three minute public comments. Mr. Bran Osborne. >> Good evening madam chair, board members, superintendent Jabia, staff. Brian Osborne, federation president. Um, thank you Michelle, Miss Hurst for bringing that motion for the board voting it in. Um, the LFT president, the state level president went to Bessie and asked them to create an impact study for every district. Um, he'll also be uh surveying members across the state. So maybe as all these voices join together, there might be a
chance, but I do agree with Mr. Bro, it's looking pretty grim at this point. So we'll see what we can do. I wanted to thank Superintendent Jabia and his team. Um, collective bargaining is a lot of work, but it's also a pleasure to sit in the room and try to solve problems. Looking at things from employees point of view, the global view that um, Superintendent Jabia and his team have, and just doing the best we can, confronting um, or considering the brutal realities that we face, the charter and other issues. So, because of the uncertainties that continue to linger, um, we've scheduled July 6th and 7th. Um, and we look forward to hopefully landing the plane at that point. Um, so that at least the employees can kind of see where we are. Um, thank
you Frank for a great year, your entire team. Um, every labor management meeting working trying to figure out solutions. U, it's just been a pleasure. Thank you, >> Miss Lee Berios. Wave. >> All right. Announcements. There will be a special board meeting immediately following this meeting for the purpose of the superintendent's performance review. The offices and schools will be closed Friday, July 3rd, and [snorts] the July committee meetings will be held on Thursday, July 9th, beginning with the administrative and finance committee meeting. We will take a quick 5m minute break uh between our meetings. And >> that's a that that's a separate meeting. We'll close this meeting and then Yes. Okay. Um with no further business, this meeting is adjourned. [music] Heat. [music] Heat. >> [music]
