So evening start. Good evening everybody. Thank you for coming to um this public hearing for the Baltimore County School Board Nominating Committee Commission. Um, we'll have this meeting tonight for the ATL large seat that fells through uh 2028, which was the seat held by Miss Booker Dwire. And then on Monday in Kate at Caitensville High School at 7:00, we will have another public hearing for the district 1 vacancy that's now been created um as um board member Harvey has resigned so she can run for the county council. Um, before we start, I'm not going to have everybody introduce themselves, but if you could just raise your hand if you're a commission member. That way, if there's any members of the public here, they know who we got. Okay, that's the commission. I don't think we've
missing one or two people. My name is Scott Jenkins. I am the chair of the commission as picked by the county executive. And I just want to thank all the commission members. This has been a lot of work already, and I know we're just about to get into it now with two openings. So, I want to thank everyone for putting their time in for this. We're going to do a quick little presentation real quick that talks about what the commission does and what we're here to do tonight. Oh, page down would help. So, back in 2018, the school board was transformed. Still 12 members, but seven are elected um in the seven schoolboard districts now. Not council districts because now the county council has nine districts, but the seven school board districts. Four are we
also have one student member and then four are appointed members. That's what we're here for. the atlarge selection. The governor gets to appoint four members through consultation of the nominating committee. We will send a minimum of two names for each selection and the governor will choose from that and that person will be on the school board. If I go too fast or any questions, please raise your hand. We're pretty informal tonight. It's not a big signup sheet. Um the 19 member commission is actually now 18 members. I apologize. I should have switched this. That's what's called for in the statute, but the Baltimore County Chamber of Commerce no longer exists. So, there's no member from there. But, um, there's eight appointed by the governor for each legislative district that falls under Baltimore County. There's one
appointed by the county executive. That's my appointment. And then there's one from the following organizations. They each have a representation on the commission. We're going to change this for the next meeting. It's not really school board verse superintendent. They work together as a team. But this is how the slide sort of played out. The superintendent obviously runs the school systems and management of the school system as picked by the school board. The school board's more in charge with govern Whoop sorry with the governance of Sorry, I went too far. Oh, apologize for that. There it is. I hit the wrong button. Um so the school board's role which we're here tonight to to talk about the appointed members is governance the vision the mission to appoint the superintendent um the legislative to adopt policies to
allow for the legislative agenda to the county council and the Maryland general assembly and quasi judicial they review policy appeals if there's a situation that goes before um Baltimore County and the citizen doesn't have doesn't feel that's a good decision they can appeal it to the school board who then sits with the superintendent and it and it makes a decision. The nomination process. So, the commission will hold one public hearing to solicit stakeholder input. That is tonight. Um, the application forms are due by 300 p.m. on Tuesday, March 31st, 2026. As a little aside, I know the last time people were showing up right at the buzzer and getting caught in traffic. And I guess we can decide if something comes in at 301, but folks, you got almost a month. You still got two
weeks. try to get them in well before that 3pm deadline so we don't have to decide if it's a good application or not. Um the commission will then hold applicant interviews. The dates are to be determined. We're hoping to set them next Monday. We have a commission meeting prior to the public meeting. We'll set tenative dates depending on the number of applicants. If we got to scale them back, we will. If we have to add more, we will. The goal is hopefully to interview all the applicants. Depending on the number we get, we'll make that final determination. But right now, the goal is to interview everyone. Um, and then the commission will submit at least two names to the governor in May or June. And the new board of education member for this seat, the
atlarge seat, will serve until the term ends December 4th, 2028. Um, the public hearing is tonight at 7:00. There can be written comments submitted to the board of ed there. So, if anyone wants to email any thoughts or concerns, you're more than welcome to submit them to that address, boebcps.org. Also, we will have some commission meetings. You're more than welcome to come and and leave us written testimony or something at that point in time. For the speaker rules, now we had no one sign up, but we'll ask if there's anyone from the public that does want to speak. Speaker must sign in. They'll be called to the microphone. They'll get three minutes. Before you begin speaking, please identify yourself. Um, obviously you'll be alerted when your time is up. We'd be informal tonight. There's not
a lot of speakers and everyone who wants to speak will have the opportunity. And these are just potential topics that were left at the slides. What are characteristics of a board member? What do people want in the process? What do people want from their school board? And again, there's not a slide for this, but we will have another meeting 7 o'clock Monday night, the 23rd at Caitensville High School for the public hearing for the District 1 vacancy, which will be held in District 1. So, is there any questions about what I just went through? Okay, there's nobody signed up, but if there any members of the public that would like to address the commission, I'll leave that open. Do I know if there's anyone here? Okay, hearing none. I guess the public hearing is done.
Had no speakers. So, we're uh thank you all for coming out and um we we had that. It's all live streamed. And like I said, we're going to have all of our meetings are open. Some will go closed when we discuss the interviews and the questions will have as much open as we can. So, we're still accessible as this process goes on. So, please feel free to come. Our meetings will be advertised the same one this was. And please feel free to show up. We'll always um can't every speak at every meeting, but we'll be available and definitely would take written testimony. So, thank you all very much. Is there any real quick for is there anybody from the commission needs to say anything? I didn't want to ignore. Okay, perfect. Well, I guess we're
done.
