uh good evening tonight is monday july 18th and we do have a quorum so i will call this meeting to order um first of all i would like to welcome david goldstein sitting to my left and introduce him to the community and those in the audience tonight's his first board meeting as our interim board member so i would like to really thank you for being willing to serve for the next few months um in lenny wallin absence since he moved to connecticut so thank you very much and welcome thank you yes very happy to be here thank you and then dr stanley we have a few new lead team members dr stanley is going to introduce we do have a few a few new cabinet members and so i'm going to go this way to

that way i was going to try to figure out if that's left and right right now for everyone but first of all i'd like to introduce dr ann marie leland she is our new director of community education and strategic partnerships super excited to have her here and then jodie remsing do we always put do we put a jd on that or not jodie remsing jd and jody is our new director of student support services really excited to have her here and then um we have mr mert woodard our new director of business services i [Applause] and just for clarification purposes um david goldstein will cannot vote to left our consent agenda in case anyone is watching very closely i wanted to make sure that everyone knew that fact um and uh dr stanley i'll turn

it back over to you thank you i asked actually asked for time to make a statement community members many of you have reached out regarding information that is becoming public about a situation that happened this weekend we don't know the exact time we anticipate that it happened some time either on saturday or sunday but on sunday afternoon i was made aware of the anti-asian anti-black and anti-lgbtq writings on the tennis courts located near coleman stadium when kstp contacted our communications department i remain saddened and deeply disappointed about this incident taking place in our community and on our property identity public schools does not tolerate behaviors and actions that target members of protected class groups or any students quite honestly the messages are despicable and do not reflect our school district nor the core values or

beliefs that we uphold when i began my tenure in edina last year i had many eden student staff community members come to me sharing their concerns about the need for greater inclusionary practices they were concerned with what they deemed as the targeting of some student groups with harassing and demeaning statements and the resulting long-term effect on the student's mental health and well-being the planning for our one town one family community sessions was months in the making and then fast tracked this past spring through this work the facilitators have guided us to develop a vision for who we want to be as a community and to begin to use the vision to articulate action steps we will collectively take in goals we will both set and monitor to ensure we are making progress this reprehensible incident

is evidence of the great need for this collective work in our community next community meeting is scheduled for thursday september 22nd and i do hope that we can harness the good in our edina community to stand against targeted harassment and the harm that it creates these are ongoing meetings after september we'll meet again in november and january we recognize that change will require an ongoing conversation and ongoing actions and need the involvement of our staff of our parents of our students and of edina residents to maximize the outcomes of these efforts as superintendent i am committed to ensuring each of our students and staff have psychological safety and a sense of love and belonging my administrative team and i continue to partner with the board on reviewing and revising policies according accordingly to ensure that

both policy and practice aligns to this commitment the policy committee updates tonight are an example of that collaborative work i know the board is committed to this as well and i know that erica would like to share something in march our school board declared that we remain fully committed to furthering the development of a school culture where targeted xenophobia anti-asian anti-black and anti-lgbtq harassment threats and or harmful behavior towards others is simply not accepted nor tolerated and is condemned as we strive to create a supportive and inclusive environment we're committed to the following actions continued community conversations action plans and monitoring continued review of all district policies as dr stanley shared and we are bringing an update to policy 506 forward for discussion later this evening continuation of board equity training and ongoing communication with

district leadership and leaders of non-dominant communities to help facilitate learning growth and change this work did not start tonight and will not end tonight it is an intentional commitment we have made as a board and a leadership team for all our edina students and community members thank you with that we're going to move on with the rest of our meeting do i have a motion to approve the agenda for tonight's meeting so moved is there a second second we will now vote to approve tonight's agenda all those in favor say aye aye aye anyone opposed tonight's agenda is approved uh dr stanley will you please do a quick uh review of tonight's agenda for us absolutely super excited about our very first agenda item because we are here to honor our nurses for all of

their amazing work that they've done for years and for sure over the past couple of years and then we are going to move into policies i am going to put forward a suggestion regarding our mandatory mandatory vaccination for staff resolution and we'll hear about our district assessment plan some exciting things around ways to hire for kids club and move into some more information about policy review we'll have updates from school board members and then i will provide an update as well thank you dr stanley i am so excited for tonight's excellence in action um we are going to hear about the recognition our health services team received from the mayor of edina which was very well deserved and the ways this team supports student learning out and outcomes in our strategic plan we're welcoming anna

sande health services supervisor to tell us more welcome [Applause] i apologize clearly we have two people here so sorry about that welcome sorry uh so uh i i wanted to bring this up this is um the gift that uh the city of edina presented all of the health services staff members with um when we were honored at um their city council meeting this spring and they were all personalized with their names on them they honored 11 licensed school nurses and 12 health service associates and i think on the next slide there's actually a picture of our team with the mayor it was a really special day and it meant a lot um and then i also wanted to just highlight the um the accomplishments that we've had during the covid19 pandemic one is case management

of over 2000 positive covid cases that was something that really resonated with the community they they were really impressed by that number we also completed over a thousand on-site covid tests that's in addition to the test to stay or sorry the test the nest initiative we've also facilitated the testis day program for over 500 students which allowed them to stay in school rather than quarantine at home and hosted 17 vaccination clinics and counting so we are working on getting two more scheduled for late this summer early fall the other thing i wanted to point out though is that health services is more than just a band-aid it is not just a group of people who rises to the occasion in the midst of a pandemic or provides emergency first aid services we're also really involved

in promoting the academic success of our students so i just gonna highlight a couple things we do for each of the different areas of the strategic plan so first for strategy a one of the ways that we promote academic success and readiness is by following up on early childhood screening referrals we also have involvement in the 504 process the evaluations and gretchen is actually the 504 coordinator for students with chronic health concerns at the high school and also serving on the attendance committee or ensuring that students can meet academic goals by staying in school also ensuring an equitable and inclusive school culture we hosted barrier-free vaccination clinics and one of the ways that we tried to reduce barriers was by holding as many clinics as possible during school hours so students could attend even if

transportation was a problem for our youngest students we did want to have an adult present with those students which is why those were held after school we also advocating for and ensuring access to inclusive restrooms and signage and supporting a free and appropriate public education and working with edina unified for developing leadership throughout the district i'm going a little bit out of order here just because i want gretchen to be able to finish up with kind of our area where we really shine is supporting our future health professionals club at high school promoting independent management of chronic health concerns participating in state and national professional organizations we have several members of our team who are pursuing national board certification this year and a few of us who are already nationally certified and being committed to

continuous improvement via data driven decisions we've been very engaged with parents schools in the community we have lots of relationships with community partners to um meet the health needs of students while they're at school so that they can be most successful and then this is the area strategy c where health services really shines and so i would like gretchen gosh one of our licensed school nurses to just speak about that real quick sure something that we have been working towards uh is field trip preparation and planning specifically at the high school we have a lot of overnight and extended field trips so mr beaton and i have developed and worked together with jen carter to get a process in place for that health education this looks like hand hygiene and dental health at the elementary

levels and also family life and then staff education this is more of an annual process at the beginning of each school year we teach our colleagues and our teachers how to so that students can manage their own health concerns in the classrooms that looks like allergies life-threatening anaphylaxis blood-borne pathogens and seizure first aid and then another thing that we do is supporting social groups and grief groups through collaboration with our colleagues throughout the district to find students that would benefit from services such as these so we want to thank you again very much for uh inviting us here tonight it means so much to us to be um to be acknowledged by the school board and so thank you [Applause] i for one can't think of anyone that deserves to be hometown hebrews more than

you guys so our entire community not just edina student and parent community but in our entire edina community owes you all a debt of gratitude so thank you all so much for what you've done for all of us the last few years um any other board members have comments nope just a huge thank you for me as a board member and me as a parent to those who really supported our family so thank you thank you for coming enjoy the rest of your summer night thanks for coming to a board meeting yes yes green sorry julie green has a comment you can't go to the summer evening quite yet no i just wanted to say thank you i got to work alongside as part of test the nest with many of you so i got

to know you in this very unique unusual setting so gretchen shaking her head but we got to be very close but um i just wanted to also say thank you and couldn't agree with what erica said more about being hometown heroes so um the one thing that i think is remarkable is that um when we were all faced with the pandemic and cove it happened um the you guys sitting in the chairs ran two things and so i just wanted to acknowledge that so thanks now you can go enjoy your summer evening thank you thank you so much okay we are moving on to our consent agenda i oh i want to acknowledge that normally we have hearing from members of the public but we do not have any members of the public here tonight

to speak to us but you're always welcome to come and speak to us at any of our regular board meetings moving on to our consent agenda is there anything anyone would like to remove from the consent agenda i have two items i'd like to remove the minutes from the june 20th special 4 pm [Music] meeting and as well as the board committee and liaison okay document all right um those will be removed from the consent agenda um do i have a motion to approve the consent agenda so moved is there a second second we will now vote to approve the consent agenda all those in favor say aye aye anyone opposed the consent agenda is approved um do i have a motion to approve the meeting notes from the july june 20th special meeting and

the committees and boards still moved is there a second second um so go ahead jd yep so on the minutes for the 20th it just anna's already made a note of this for the form that'll come for me to sign but just note that i did not arrive at that meeting until 4 45 i was not a part of that discussion and then on the board committee and liaison piece not hold on i'm for some reason not on that no i wanted to see if i could change to myself for gifted and talented versus erica when i went back through and looked at the balance of responsibilities and time put forth um it seems like it's it's not balanced and so the gifted and tell to committee that i've been assigned to since first being

on the board has not met but there is a plan for that group to meet so my request was to be put back on that and then also if chair ellenberg felt like more needed to be taken off your plate just to balance things out i could also go back to world's best workforce but my load was was too light on that list and just knowing that gift and talented is going to be coming back and as part of the discussions we have in teaching and learning i'm just advocating to put myself back on that i'm fine with that can i speak yeah janie i was thank you for doing that because i looked at this as well and i didn't know how to take stuff off so i'm glad you said that because i

too am happy to work with those board members that feel that they might have too heavy a load to take things off their plate so thank you for pulling it does anyone have any issues with that update i don't have any issues now okay so we'll update it to reflect janie being the gifted education advisory board member do you want world's best workforce still i would yeah okay um okay so um pending those two updates um [Music] we will now vote to approve the meeting notes from the june 20th special meeting and the update to the committee and the board committee and board sheet all those in favor say aye aye aye anyone opposed okay those two agenda item those two items are approved um we're going to our discussion item is policies um a

lot of policies i'm so i'm going to turn it over to director greene to guide us in our policy discussion thank you chair ellenberg um we do have a lot of policy discussion i'm just going to move this microphone forward a little bit um so the way um just for members of the audience do you sorry you can't interrupt the board meeting i'm sorry um so for policy um so policy committee um we have 11 policies up for discussion tonight um seeking feedback from the board six of these policies are ones that we review on an annual basis um the other policies on a review schedule of four years unless the board determined to prior to prioritize them for urgency to review which is the case for some of the policies which i will call

out when they come up just to recap the policy committee reviews all these policies with admin with a with an eye towards alignment with our strategic plan and approach with the minnesota state statute changes and adjustments that are made many times with legal review from our district council we use minnesota school board association model language with these policies and we also have a clarity of language with an edina public school lens in addition we seek feedback from stakeholders as appropriate and just a reminder for board members that any formatting that needs adjusting will all be fixed once the language is approved so to start we've got i'm going to chunk them into groups the first is policy 410 policy 413 and policy 415. these are all for annual review i know our director of hr

director sailor is not present tonight but um if anyone has any questions about these changes most of them are very straightforward and not a statute so i thought we would start there any board members have any questions this is on policy 410 okay i do have a question okay it's a when i scroll down to the 26 week leave it does not it's not noted um if health insurance is provided and it's noted on the previous leave it was more of a clarification since we've added that in the health insurance eligibility was a new ad for the 12 week and i just didn't know if it's not eligible in the 26 week leave if we need to note that just for clarity purposes it's solely a clarity purpose join me to tell you the number

and everything i know what you're talking about you know what i'm talking about yeah i don't know the answer um dr stanley do you have any information on that one i don't i can make certain that we get clarity on that um yeah i don't want to make any statements about that um for sure and that's fine and i think that's just what i wanted us to avoid happening so i brought it up great um anyone have any additional comments or questions okay great um we will look into that question director shaw and um get back if there's changes or whatever and so those three policies will come back to us for discussion next month and you got that thank you okay all right next up are policies 506 514 522 and 524 we're going

to do these one at a time but i just wanted to make a few comments before we get started on these director sailor principal beaton principal anderson our director of media and technology services director monsos daily and dr stanley as well and dr smazel many aren't in the room right now but we've been working hard at these policies for the last couple months there is a lot to review and discuss here and so we will look at one as one at a time um but to i want to give some context to policy 506 that dr stanley mentioned at the start of our meeting and chair allenberg did as well in 2020 the school board approved the new 2020-2027 strategic plan this plan was two years in the making and included thousands of touch points

with stakeholders students staff district families and edina community members participating in surveys community conversations planning and development sessions the end result is a plan and it is built from our community it is grounded in a vision that each and every student discovers their possibilities and thrives in order to achieve this strategic priorities evolve to focus on the important work needed to make this vision a reality for all students this current school board is committed to this vision and plan and this commitment aligns with the vision and mission of district leadership for for tonight's discussion of these policies please refer to strategy b ensure an equitable and inclusive school culture intentionally developed for this important work policy is one of the key tenets of the school board work at the board governance level the impact of

setting policy is where important change can happen policies are often referred to as the rudder of the district serving as guidance and setting expectations for the whole of our school district community the superintendent and the district are charged with the superintendent and the district are then charged with implementation of those set policies as you recall the following policies were identified and communicated to the community by the school board to be prioritized outside of the policy review cycle starting in 2020 that's when this conversation has started and again this past school year these policies were reviewed as part of our collective continued work to address concerns with school climate impacted by past incidents both inside and outside of school in addition to setting this priority the school board has worked to have a comprehensive approach that

pushes us to embed this work throughout all corners of the district to better support the well-being of all students board received training and cultural competency as along with what the staff had received and then in development of board goals that we just even had in our work session we continue to have a focus on this work and a strong partnership with the city to create a more inclusive edina and we have an ongoing commitment from this board and district to continue to listen and learn from our students family staff and community to better understand experiences and perspectives especially those that cause harm this work is ongoing and this policy 506 that we're going to start to talk about included multiple voices from perspectives and a lot of work from our administration to make sure that

people were at the table as we make these changes i know that was long but it wasn't really important for the context so policy 506 i'm going to invite principal beaton up to the table one thing to note to board members is that policy 506 is a policy that comes up for annual review so it will come up again next year and another thing to note within the policy is the school dress code policy language and referral is just to update the most recent changes that the board approved is not new language it's just consistent with policy and crossover that we have so i'm going to turn over to you principal beaten if you want to give some background a little bit good evening dr stanley chair ellenberg members of the board thank you for

the invitation this evening i'm actually stepping in for dr schmazel who told me this is just a q a opportunity i was not prepared for a presentation but i can give some context certainly about 506. there's things that administrators look at each year about a policy and then the implementation of that policy specifically one of the things that was a catalyst for us to really dive into 506 was incidents that happened this school year one that happened at the high school in the spring that really rocked our community and i'm glad that the school board and dr stanley has been supportive of us about changing hearts and minds through the community conversation but we also needed to talk about the implementation and prioritizing accountability for behaviors that really are outside of our values so i'm

pleased with the work um after um these incidents happened in the spring i initially drafted some language to present to the board that i shared with k-12 principals that also went to the district um and i was pleased that we all came together to come up with some common language around this so that's why i'm here great thank you so much i'll turn it over to board members if you have any questions i've got some questions and actually i'm going to refer back to policy 413 and it's it's not a question for mr beaton it's more of a clarification so 413 i just want to make sure i understand the nuances between 413 and would be 514. right so if 413 am i understanding correctly that that is for personnel that's i was struggling reading

those that there's so much similarity there was one big difference the one thing that wasn't noted in 413 was the location of the activity whereas that is noted in the student one and so that i i was just a little confused on that 413 is for students and employees that's okay yep it it does cover students and employees um tell me the section that you're referring to that does not have a location related to on and off campus is so in 413 i didn't feel as if it was as clear to me as to where the violation occurred can for clarification for the community can you just say what 413 is 413 was the one we just talked about harassment and violence prohibition students and employees thank you so in going through that i felt

it wasn't as clear that the location of the violation was not called out in as much detail as it is in subsequent policies relating to harassment bullying discrimination based on those same factors that are called the same factors called out in both policies but one does not call out as much detail on location and i think it you the detail you've added in the subsequent one refers to this social media right the location being something different than what historically our policies have really related to and it just i it left me kind of spiraling with questions as to whether it should also be included in 4 13 is that the appropriate place and since we're just having discussion right now i'm just kind of throwing those thoughts out to say those were the things that

were kind of spiraling as i kept reading them over and over again trying to see where the parallels were and where the differences were yeah no that's a good question we've actually talked in policy quite a bit about location and if if location location if it impacts the school climate as my understanding then it it doesn't matter where it happens if it impacts the school and so um some of the locations that you see in policy 506 and correct me if i'm wrong principal beaten here is that it was to give examples so that it was really understandable and clear what we're talking about and how something on social media could actually impact discipline at the high school or at the middle school or at the elementary school i appreciated that part of it so

then my question was should that language then also be included in 413 or no and if not help me understand why so 413 is designed to um outline specifically about harassment and violence the prohibition and uh what will happen um the process that is used to research that okay right um 506 is related to student behavior and the um disciplinary disciplinary measures related to outcomes of that okay um specifically with 506 because as julie was talking about if there is a nexus to school that then causes significant disruption whether it is social media or it's at the bus stop quite honestly or something like that then um we we wanted to be explicit about that when it impacts that school environment then then that is when um we are able to look at those disciplinary

measures okay thank you for that that clarification helped quite a bit the the other thing i would say is that 413 is very prescribed by law okay and so if we were going to expand it in any way i think we would have to ask trevor where the other one is more like stacy said our school um our school behavioral policies as opposed to what does the minnesota human rights law say that we have to do from a reporting okay that makes that that absolutely helps okay perfect my other two questions were there's language about holding parents accountable or parents having responsibility actually more about parents having responsibility my question is what is the thought process about holding them accountable what does that look like director shaw can you point to where you're looking at

this is like let me it's in 506 but i don't know what 2c pages yeah i keep i kept going back and forth so now i'm off the page i was like so that's not that's not a change it's always been in in the policy there and that that is really related specifically to msba language it's always been in the policy and i thought there was a place where it was added in differently so let me keep scrolling and if it if it's not a change then i'll withdraw my question but i thought it was in blue somewhere in general though i think it's it's a general statement that we all have a role in students right i don't disagree with that i had it written down and i thought it was a okay i'm

going to table that one i'm going to table that one for now so you guys move on and i'll if i can find it all okay does any other board members have questions or comments uh i've got one great on page eight of there was a reference to psychotropic drugs that was changed to sympathomimetic and then it wasn't changed elsewhere in the same paragraph so why the change and is it supposed to be consistent yes it should be consistent and the change came directly from msba recommended language do we know why they made that change there is an expansion of drugs from psychotropic to some i wish that so that's that's a broader category it's a broader category it engages with more medications thank you we'll make that change thank you for that before it

comes back go ahead dr birdman i had a couple clarifications in the uh school process for handling infractions so in section 506-10 under 32 photogra photographic or recording device misuse there was added languages put there um could you at least speak to um the difference between this new language that's been added in the print and the practices that we've had prior to this what's the material change in adding that sure so this was an area that we actually had um trevor helmers look at as our lawyer and really this expands to focus on social media postings it expands to focus on when students are in school and they're actually filming you know a student and then if that if they record a student and then that information is placed out on social media not with

the student's permission that it's actually protecting the student who now has information posted out there about them that there wasn't permission to post that and so it's designed to have greater protections for students great thank you in addition to what dr stanley just mentioned these policies also crossed over so policy 634 um we'll have um our director of media and technology services come up to when she explains that we'll go into more detail a lot of these policies really had impact on the the other so we worked at getting that so that's a good question thank you um my second part was uh the added section under the threatening end or disruptive behavior section um under 506-11 i think is the page number 35 for racism religious based descript discrimination xenophobia sexual orientation gender identity

discrimination this is all new languages being added to this which was not there before so um i would certainly encourage the community to read that but if you could just maybe provide a little bit of a summation as to the approach that's been taken here um and the degree for which we're trying to address this issue um well i can try to address that i would appreciate i think this was the initial uh catalyst with the draft that i had sent forward to k-12 principles and to the school board it really had to do about transparency about our prohibition of those type of behaviors there were other categories in the student handbooks you have policy and then you have student handbook which is the really the management and the implementation of policy there were policies

and and handbook provisions on with things like verbal abuse bullying but there was no specific language around uh racism xenophobia anti-semitism and we thought uh it was really important to to name it as a point of emphasis of something that we prohibit in the school district thank you and then i think the secondary question would be um comments that we've heard from the community as we've gone through all the different things we have recently is the level of consistency for which we will apply the definitions of our policies and the execution of the remedies for them is there anything you can speak to or add to for the community's purposes as to our approach to that as well i think the goal is to have greater consistency i think because you're in a situation where

you have a behavior um which dr stanley described of something that happened on the tennis courts which you could categorize as vandalism which it was but there's another caveat to that that's also racist and anti-asian or anti-semitic behavior so i think when you have a policy and you put something in place it's something that certainly raises the level of expectation and accountability for that so it's something that i can speak as a high school principal our students are really clamoring for and asking for is i spent a lot of times with students and i think it's really healthy for us to be able to name it and have as a point of emphasis agreed um last comment would then be and it's really more of a comment is that the thing that i also noticed

in here was talking about the due process for a student that when and if we have a student who has some behavior that violates a policy or potentially violates a policy and then we want to take action that we want to continue to support due process for every single student and most importantly for the community's benefit is recognizing that everybody deserves privacy in terms of how their own specific situation is handled and why we might not always be able to be as transparent with information because we're having to under law protect a student's privacy related to those situations so i do like the balancing approach of the due process part is really important it doesn't always run as the speed at which people might want but it is important for us to be able to

be effective and consistent in how we apply our policies and our discipline related to that so thank you for your efforts on that thank you director birdman any other board members have questions on 506 no okay so we'll make that um one change thank you director goldstein for pointing that out and it'll be it'll come forward for a discussion thank you principal beaton we are going to move on to policy my computer is freezing up policy 514 the bullying prohibition just some quick background this policy is really just updated language to be aligned with the strategic plan and student behavior expectations in the appendix so i don't know if anyone has any questions about this one no okay we'll move that one to discussion for august next policy up is policy 522 this was a

very simple change just updating contact information with new cabinet members does anyone have any questions comments thoughts nope great we'll move that one to discussion for august natasha do you want to come up here okay we have policy 524 i should be saying the names of all these policies policy 524 internet access acceptable use and safety policy um would you mind giving us just a brief overview of the changes and why we made the changes that we're suggesting yeah um some of its formatting as you can see um some of it is language to match with policy 634 so that because they're really similar policies and so they really should have the same language in the same wording um some of it some of the changes such as section b were in conversation with trevor

just around making some of that wording more clear and obviously legal and i think those are the big things and then some of it like i said is just some language things we did i don't know if it's in this one nope not this one so okay is that right have anyone have any questions go ahead this was where the parent responsibility was it wasn't on the other one so that's why um my question was and it probably exists somewhere but it's just not in here is what the parent signs to understand what their implications are so as being responsible parties right so there are two at the back of this policy is the internet use agreement 524 f do you see that that's what the parent would say is that we're referencing so just

the part where it says parent or guardian yep so i didn't see in there i'm going to read it again okay if i was the parent reading it fully understanding how i would be held accountable or what the ramifications for a violation would be say more about what you mean the parent is held accountable so we state in here that it's the parents responsibility right outside of school parents and guardians bear responsibility i just and i'm not disagreeing with this at all i just want to make sure it is as clear as can be for if a parent has a child that violates it that the parent truly understands the ramifications as what their role in it would be and i i mean dr stanley you can correct me as well i think this falls

up back to what is in the handbook for some of these things and so that's where i will resort to okay for uh i guess how the parent is responsible okay that was that was my question i don't know if that needs to be explicitly stated in here or if that's a suggestion that you have i'm not really sure i'm i'm reading it fully like solely for clarity purpose not that i think anything should be changed it's just is the information as clear and accessible to parents as we can make it would it be helpful to add a sentence and um like articulating that um like the parents bear responsibility please see the handbook for how the student yeah something exactly i'm not being very articulate exactly i understood what you're saying but yes yes

i think what it would be would be listing out of the items that are referencing where your the student and the parent are responsible so if it's a student handbook it's literally just bullet pointing out here's where you find these things so you're when you sign this you are acknowledging your receipt of what this is to make that happen absolutely that sounds reasonable yep to everybody i think that's a great ad i appreciate all the work you guys and i would suggest then probably putting that into the student section as well since they're going to sign it same okay great um anyone else have any more questions on this one okay can we keep natasha up here and jump to policy 634 i didn't bring it up oh policy 634 there's a bit more of

a substantial change policy 634 is electronic technologies acceptable use okay do you want me to yeah go ahead all right um so a couple of things that um were really important to note in this policy really under a um adding the words recording um just because that is a that's the means in which students communicate and so we know they're recording um a lot of things and we want to make sure that there's some language in there about what they can and can't record and what sort of permissions they need for recording um and we had a lot of stuff about explicit language we didn't have the word images in there and we felt that that was an important thing to add so those are some big changes in that area um you also note

through both these policies um just to be more inclusive we did change parents to parents and guardians we know that all family structures are a bit different and then [Music] a lot of recording on here uh one of the other changes around the website was just a conversation about making um efforts to ensure that the student population is adequately represented throughout our website in images media and content creation and i think that's it oh and oh uh kind of a big one too under the liability um that originally was just around facebook but we know that there are plenty of social media um avenues out there and so we just put facebook because they have the indemnity clause but we also included and other social networking sites so i think those are some of the

big ones for this one the online code of ethics not many major changes just some language changes there is a change in there around gaining permission when you are conducting research recording or doing any sort of content creation that's academic so making sure that students are taking that time to get permission for using people or subjects in their their content and uh per trevor's uh conversation with trevor in the employees personal use of social networking number eleven um just adding that line that says the use of the aforementioned phrase does not preclude the employee from disciplinary action what we wanted to clarify was that well um social media posts are often personal and it they're their own sites they still could face disciplinary action depending on what people choose to post on their personal social

media sites as it might impact the district some people put that language in there like my views don't reflect that of the district and they think that precludes them from any disciplinary action and that is not in fact accurate and i think that's it those are the big ones questions thank you go ahead i just have one question since we changed in the policy um in 506 i think it was when it talked about um getting permission you can't post record and post um without someone's permission right do we actually have a mechanism or do we need to have a mechanism related to how we would cut how a person would codify that they got permission to do so no and really even in conversation with trevor there isn't we don't have to have a

form we don't have you know a verbal does count as permission and we know that obviously if it was someone was arguing that there would be some sort of investigative process that would you know hopefully uncover that but it wasn't felt that it was needed to have but that language was not i don't remember i know i scanned through it but was that language also added to 634 as well or was it only in 506. just given the fact that they're both very similar the permission the requirement of permission so and so forth are you asking whether that's in 506 no it fits in 634 you added it in 506 but i didn't see it in 634 i didn't know if it was necessary to have it in both it isn't the exact same language

and i wonder if maybe if we might want to take some time to i'm not suggesting you should do anything with that it was more of just a it was like a i noticed that considering that you're talking about how they kind of cover both parts you made a specific um goal of adding it to 506 i just didn't know if there needed to be anything in 634 that's just a question and it says about gaining permission it in 634 it just doesn't the language is a match so got it whether we need to match it or not i i'm open it's on 634 in the online code of ethics number 10 is where that language is okay i'm not making an argument it should or should not be the same so i just want

to make sure that we were covering the base okay thank you any other boardman members have questions on this i just want to thank you for your work this is um i think the additions of adding recording and images is will help provide clarity for our students and our community and our lead team at all the sites so i appreciate it thanks so much for your work and do we have dr d st hubert coming in from mars i am here julie can you hear me i can't you can hear okay is it loud you're good yep so um we are gonna now take a look at policy 616 school district system accountability this is another um one of the policies that will come up every year for review so i will pass it along

to you jody okay thank you director green the small changes that we made here in this policy this time around um were more pertaining to language and aligning the language so we updated some committee wording to world's best workforce instead of student achievement committee um and then we added two sections that connected to um that were in alignment with the minnesota msba policies that were not in the policy one was specifically in relation to translation and then one was in specific relation to the readwell plan are there any questions that i can answer any feedback that i should gather no no one has any questions fabulous thank you thank you jody okay we only have two more left next one is policy 708 expense reimbursement this is a pretty straightforward change made to reducing the

time that was allowed for receipts from four months to two months which is more reasonable and in line with statute basically so does that anyone have any questions nope okay we are good on that one that'll come for discussion two and and then policy 806 emergency management does anyone have any questions about this one natasha's coming back up do you want to give us some feedback yeah so um a lot of the language in this policy was updated in partnership with paul mccullough who we partner with around school safety and security and just in light of some of the changes that we made within our district over the past couple of years his language is a lot of what you'll see in there or how we've worked with him on our building emergency response plans

as well as our district emergency response plans so that's a lot of what you'll see is and also i think the point of it really was to provide some clarity around some of the things that we are doing within our district so thank you does anyone have any questions about this my only question revolved around if you could highlight you just mentioned paul as part of the conversation but were there any other community partners that were involved in this conversation not directly the policy but in terms of um like our emergency response plan we partner with um the adeno police and fire and so yes in consultation with them as well as eric hamilton director of buildings and grounds that's basically how we kind of got to this great i just wanted to take a

moment to highlight that great anything else no great thank you so that will come up for discussion as well that will come out for discussion for action for 806. oh yes it'll come up for action sorry like immediately right now i was like no we can't do that right now thank you thanks i know that was long but um i just really appreciate the work of the other members of my policy committee which is karen and erica so for getting this through so great thank you thank you for all your work director green uh we'll now move on to our action items do i have a motion to approve the mandatory surveillance testing program for unvaccinated staff so moved is there a second second dr stanley yes so we instituted the mandatory surveillance for testing

of unvaccinated staff in january the first application of that so the requirement for the testing was in late january early february we've monitored that all along through that process any in essence a test to stay process there were minimal identifications for staff who had tested positive at this point what we would like to do is move to pause not say that we are no longer going to have that resolution in place but move to pause it um so that that will provide us with additional time over the summer to monitor to determine if we have additional information from the minnesota department of health to determine if minnesota department of education provides greater information related to um really monitoring um covet copied positive cases within our schools and especially for those who are unvaccinated we know

that at that time that was pre as we were having these conversations that was pre omicron we know now through for omicron and we know from the new ba5 variant that there are many breakthrough cases and being vaccinated does not guarantee that you will not contract covid we know that the experts tell us that vaccination now is really about minimizing hospital stays and minimizing in this particular case for our staff the amount of absenteeism right now so we are moving to we are requesting that you would approve that we would move to pause this process and then we would come back and look at that again in the fall two board members have any questions or comments i just have a quick question to pause it and then in order for it to if you

wanted to re reactivate it or whatever you're looking for then seeking approval at that time or would it be better to have an action item tonight that says we're pausing it to your discretion um based on the information to send there and you can turn it on turn it off as you see appropriate i just i'm just i'm trying to understand the process of what you're asking for is it just the pause and then you have to come back to us go through the information and get it to turn back on so current resolution that is out there does not state that the resolution that is in place states that i would come back to the board and check in with the board to determine if we were going to we did not use the

language of pause but if we were going to stop or start so that's we would need to change the language of the resolution if we were going to move in that direction okay thank you for the clarification the only question or request that i have and i don't know if other board members support it was your last point about that the vaccines prevent hospitalizations and potentially shorten the illness is if we find data that contribute or shows that there is a lot of increased absenteeism with unvaccinated employees and a large increase in health costs that the district is absorbing i would be interested in seeing that data to reassess this specific to that information but again i don't know if the rest of the board agrees with that point i guess i would just ask

how that data would be collected and how much resources would be put towards that because from my understanding that's a low percentage of unvaccinated staff so i'm not i'm not sure i wouldn't want to pull resources to evaluate that i'm not even saying our district specifically if we see like minnesota department of health or oh um data that says so let me sorry for that clarification that's helpful okay yeah that shows like there's a clear delineation between the two groups that could impact our ability to staff our schools that makes more sense that was anything else um all those in favor of approving the pause on the mandatory surveillance testing program for unvaccinated staff say aye aye anyone opposed um the pause is approved um do i have a motion to approve the district assessment

plan so moved second okay and jody i assume is online ah she might be frozen but she is yes hi judy yes did you have anything you wanted to uh review about the district assessment plan yeah i don't know if she can um jody if you can hear you might want to turn your video off i think she's smiling okay do you have anything dr stanley that you would like to uh we provided some clarity when we came to the board regarding where we were at with the possible use of coget and you'll remember that bethany and deb are working with a team of teachers to look at possible identification tools for talent development and so while it is not specifically listed in the current assessment plan that does not mean that it would never

be listed in there they are working to make certain that they are working with teachers to pull in voice to identify that assessment questions or comments from board members no all those in vape oh i i didn't know if jody was coming back okay all those in favor of approving the district assessment plan say aye anyone opposed the assessment plan is approved do i have a motion to approve the kids club hiring and retention strategy so moved is there a second second and who is going to speak to this doctor in marina cleveland our new director of community community ed and strategic partnerships welcome [Laughter] yes hello thank you so much for letting me present this opportunity we have had some unique challenges in the last nine days of me being here as part of

edina public schools we have really gone 100 miles an hour in terms of trying to resolve some issues around the waitlisted students that we have and one of the proposals before you is to really incentivize pay for our new employees new rec leaders recreation leaders and our current staff so it's really pretty straightforward in terms of you get some money if you sign up to be a new employee and we also are able to if you stay on 90 days as retention you get another piece of another incentive pay and then after another 90 days you get another 400 and then for current employees we did not want to leave our current employees off the table and we want to recognize their longevity and value to the program so we also added the benefit for

the current staff as well in terms of just the overall projected revenue and expenditures i know we have just in front of you what the cost is in terms of the incentives but our overall expenditures of the program that we're looking at in terms of the addition of staff to alleviate the wait list is pretty much much net zero after we add in supplies some other costs to the program it doesn't necessarily get at reducing some of the fund balance but we have some other things in mind for that but we are looking at kind of netting zero for the year and that's of course projections in terms of revenue and expenditures overall are there other questions i know there's been um many questions in front of you so i just want to make sure

i'm able to answer anything i can tonight i have a couple questions about to turn it over to other board members before i go i have two questions great welcome thank you very much thanks for being here um one is so it looks like they're in here it says there's a 72 increase in service request there is do we know is that an increase just from year to year or did you guys go back like pre-covered and is that an increase from that time if you don't have the data here that's okay too but i was just curious is this a one-year bump or is this you know continuous growth yep so school year i do have some of the information after talking with with rachel hicks our coordinator of the program and it appears

as though 20 school year 2122 we were getting back in terms of numbers for requests of kids club it was not pre-pandemic numbers so it was a 72 percent increase based on last year this time and this year this time so we took a snapshot in time so it's a 72 percent but pre-pandemic we're probably up around 30 or so okay that's interesting and i don't know how to explain that but i can look into that if that's something the board would the board and dr stanley would like me to no you don't need to look into it but that's good for context i think that there's like a show in growth for longevity yes um so my second question then kind of follows up with that i know that this is not just a

issue going on in edina but this is going on nationally there's a great article in ed week if anyone saw about 67 percent have claimed this is an issue so in terms of support for this increase in our staff i didn't know if there was any consideration for the coordinators that are coordinating kids clubs that's a great question and what we do to support that and is that part of this and part of this plan looking ahead so yes so this is not this is just specific to hiring recreational leaders rec leaders the overall staffing plan we have to just step back and really look at that overall you know having just eight days nine days on the ground not having the ability just wanting to really focus on the key strategies to recruit and

retain was my was our biggest strategy i want to share that collaboration with dr stanley so it's so we will be looking at other ideas around longevity and building out proactive strategies to prevent this from happening next year and the following years and there's other things we can do too but wages is one thing that we'll look at for all of the staff yeah great thank you yep michael i have two questions one is related to your your proposal here specifically is about the incentive budget component from that standpoint but just like anything in this world trying to recruit yeah and do that is also a significant challenge so i'm curious even though sonya's not here tonight i want to make sure the hr department and you have enough resources as well to make sure

that very focused in a very short time period you have what's necessary to do that i don't see that here so i just wanted to make sure is there something that you're not asking us for that maybe you want to i oh i wasn't prepared for that um i don't know if we're going to try to solve i'm just being sincere to solve the problem yes it's not just an incentive there's a whole operational thing you've got to be able to do yep most employers have this problem united public schools is not into that right yeah with the with the increased demand and the two percent unemployment rate i mean literally 67 000 people are available to work in the state of minnesota so the long term i have one flyer that went out today

and i just sent it to dr stanley while she was in the meeting the work session with you but we got this out to district wide and it's to recruit 11th and 12th graders who have a free period seventh period seventh hour i was just talking to mr crawford as well about this and we're creating an incentive with credit so students will get one elective credit for that hour to work with kids club they're enrolling in a in just an extension of what we've been doing and again my knowledge is is not very deep but what we've been doing in the education pathway piece so they're students we're hoping for lots of students that have that hour free and are really interested and excited about careers in education or leadership opportunities and education can mean

lots of things it can mean teaching it can mean policy development it can mean all sorts of things but really needing that hands-on experience so they'll get that elective credit and i've had incredible collaboration with the high school administrative team to do this and family consumer science teacher is already on board to sign up as the teacher of record for this so we're hoping to recruit those students and then they get paid of course after that hour is over and they're incentivized with i heard that a parking pass is really desirable so we threw that in in terms of available per parking policy around the pseo policy so that might incentivize now we want them to also have excitement about working with students but then you know a number of other strategies we've talked about

i'll be meeting with somali community resettlement services is a contact i've had for 10 years they have an office in minneapolis and have some available workers that would have transportation to edina public schools and then i'm meeting with the and they're they help resettle more than just somali refugees and immigrants it's it's their expansive in terms of their reach but also on saturday bob keller and steve may from rotary and i are going to get together with the afghan community group and try to get some um established there so i'm super excited to meet with those two communities great thank you the second question um is that looking at these staggering numbers yep um in order to address the waitlist of 755 people how many actual people would you need to hire in order to

actually handle that 41. 41. so if anyone's listening tonight if anyone's listening 41 employees to cover that thank you one thing i'd like to add as far as the students you know i've talked about the vision of our students by students who graduate in 2027 that each student would hold a micro credential or they would have or a certification they would have had an internship or an apprenticeship and this is a step toward that direction that i am incredibly excited about we talked earlier in work session about tapping into the student wealth that we have tapping into their leadership and this also aligns with um strategy d for the leadership as well karen thank you for this presentation i was really excited to see that this was coming before the board and to see it

in such you know like the data and and understand the problem that we're looking at so thank you and thank you for walking in um on day nine and we hand you a gift like this so thank you um some questions i had just for my understanding i'm assuming that we are competitive with our hourly pay is that reasonable to assume yes we are i was just looking at wage comparison thank you for prepping me for that um question the we are second in terms of our wage scale we are second to osseo apparently and higher than some other districts now again that is me coming in and looking at this data uh with fresh eyes so we will look at and review what that means for long term and and moving on so okay

if i could add last year we did do a course correct and so during negotiations we the course correct was a 30 increase for some positions in order to make certain that we were competitive uh with wages and that it moved us significantly up within light conference okay great thank you along those lines and you've only been here nine days so i wouldn't but maybe with rachel have are there things i mean we know that there are certain aspects that everybody's dealing with but when we talk to our current employees are there things that are rising to the top that we might be surprised to learn like oh this is something we can tackle like we have we taught i'm assuming you have talked with the people on the ground doing this work to say

if there's something that would be nice to know about why it's a you know a great place to work or not um we've gathered that information i've started to gather that information again you know just not having the depth of of experience here yet one of the things i will tell you and i was sharing this with dr stanley is there's two managers within the department two kids club managers one has been here 33 summers and one has been here 34 summers and that speaks to the commitment around the students first of all the young people are wonderful and are they are so excited to continue to work with them and it's just what i gathered from them is it's a great place to work um but within that we have to we have to

figure out with the different generations that we're working with now the incoming workforce population and again every organization and business is is working around getting to know the new workforce culture and that's where i feel we need to dig in a little bit more around what are the experiences they're looking for you know that's something that's why we jumped on the junior and senior hands-on experience i think young people really want that now and they also want to bond and that culture and climate is really really important so that's what i'm hoping to gather from them but we will so we talked about creating a survey to get at some of that information is that kind of what you're looking at exactly thank you for explaining it like that yep um and then my last

question here is just um if you don't have a magic ball eight ball but if you did when do you think it's reasonable that we will start to see like when will you know that this is working so again i was i've been talking to parents every day and what i've been explaining is i believe the high school piece will get off the ground with that flyer going out today and this board meeting happening and now things becoming more public and visible that that will be within the next this week and next week we're going to see applicants and of course the high school administration team and the the teacher that has become so excited about this so quickly it's incredible um it will recruit some students that she is aware of so i believe

in the next two weeks we'll see that work and then i have to connect with the groups that i'm going to work with on wednesday and saturday so i don't have a timeline for that yet but i'm hoping that if people are really needing to work that we get them interviewed onboarded and by mid-august which is right around the corner that we're that's where we're doing and so every friday we'll be sending out a communication to parents letting them know our progress is it reasonable for that update to come to the board as well if it's going out to parents i mean i'm on the waitlist so i'll get it but go thank you karen i'm sorry so you mean similar to board similar to the process that we used last time when it went

out to families are you talking about that update or are you talking about a board meeting no no i'm just wondering if we if it's getting sent to parents if we since most people on the board aren't on the wait list for kids club and wouldn't see that if that's reasonable for it to be shared with the board the status update but i guess only if other board members would like to have that share board members i would think that um by the time we get to the start of school it would be nice to know how much of a dent did we make in this this situation mostly for the effect of what else are we going to do i'm all about what is the creativity the innovation all the challenges around us again

this is not new to just udon public schools most businesses are having this problem i i want us to make sure that we don't like take a breath while we've made progress but like if we're going to solve this because we have 755 students and their families who are looking for a solution i'm to be honest to the community we might not be able to solve this problem in a quick way by the time the school year starts and that should be understood but we need to do whatever we can to make that happen so i guess i don't necessarily need a report explicitly but i'm definitely going to be wanting to pay attention to how are we doing on this when we start school mostly because i expect you dr leland to be able

to come back through dr stanley and say darn it i need this and this and to be more successful if that's the case i won't at least hear that i might say no but at least i'd like to hear that question to be asked that we're all aware of what's going on with this because i think we're all aware of this issue we are aware parents of this issue and we're trying to figure out what to do best with that so i just appreciate the effort and you got a big task ahead of you but hopefully this will start putting a dent in that situation so thank you you're welcome i just wanted to address the question oh go ahead address the question would i be interested in a weekly update and the answer is

no i wouldn't be um i think that i would i think that's operational and i think the managing of the update at the end of the week doesn't need to come to the board it doesn't need to come to me so um i think that's we're gonna address that or something else something else okay anyone else want to address getting a weekly weekly update um not a weekly update but if there was if we find that the incentive isn't working and then we need to change something in that um that would be the time i think that i'd like to see some kind of update of a new proposal yeah yeah no sorry i was going to agree with that i don't i would like to hear back if we are still finding ourselves in

a predicament i don't i don't know that i have a vision of what exactly that looks like and i don't know if you meant weekly karen no i think it's unclear when she's sending an email out to parents every week and i was just saying would the board like to see what is going out to the public she said she's doing updates anyway this isn't a special thing so i'm not asking for anything above and beyond it would be like hey as a board member i might want to know if we're making a dent in this situation and if you don't want to that's that's okay i think my what i'd want to know more is are we starting the school year with the bulk of these 755 students still not having child care which

i think is same but similar right like different but i don't know that i need as much detail but i i think if we're making a change like this we're committing to say that this is a pretty big financial investment if it's not working i agree i i would feel like i would want to know do you guys need something else from us so that's what i said i think it makes sense i mean we have another board meeting mid-august that's exactly what i was thinking we'll have another board meeting right when school starts yes and we'll know over a month if we've it seems like we'd know over a month if we made any attractions those are the intervals that i'm comfortable with that i that i would hope to see or hear good

news from my only qualification that would be dr stanley if you're seen in the execution of this in two weeks time three weeks time nothing's happening because this is what does happen you try some things and nothing happens that you don't wait a whole month if you think you need something else you don't have the authority or you don't have what you think you need i would hate for us to wait until the next board meeting to then say oh by the way we would like to do this now but we've already lost two weeks of making that happen that's all i'm saying and and maybe that's maybe what you're asking for karen is like are we on all on board with that or whatever you think you need from that i trust you're going

to know what you're going to do with that but i'd hate for you not to come and ask if you thought you needed something because timing is short yeah so what i'm hearing is so dr layman said that she was going to send out a weekly update to families who are on the list what i'm hearing is we will not forward that weekly update to board members in the event that the protocols the plans that dr lenin is put into place with her staff are not working we are not we're not hitting a dent in the 41 employees that we need to hire then i would come back to the board we'd look at what are some other options do we need to increase pay things like that and actually i'd probably go back to

governance about that and then um bring that to the board that sort of relates to a question i was going to ask this this does sound like a great idea and it's obviously a problem that needs to be addressed but i did have the process question that this seemed to me like a proposal that should have been referred through finance to vet the revenue neutrality of it and and the correct assumptions has finance committee looked at this and have they recommended approval finance committee does not meet until august and so i did i did bring this forward to find out if we needed to wait or if i should bring it to the board and i was told due to the emergency nature of this because the finance committee is not meeting until august that

it was important to bring this forward and sometimes these things go to hr which is government now called governance this is an hiv yeah i suggested that i told dr stanley directly that because of the sense of urgency around it to bring it directly to the board tonight for action but the numbers that on your staff have been you know everyone's on board that these numbers are correct and make sense yes mert our new business services director and i are right on point because i am people call me very frugal director goldstein and um that was my number one question what was going to be the impact on the fund balance we have a healthy fund balance and that doesn't mean that we're just going to spend spend that down and meeting with dr leland

and her team and learning that as she said it is a net zero it really isn't a net zero it's really a net for increasing it may very well increase the fund balance if we truly are able to serve all of the students in the program it will not reduce our fund balance or have a significant impact on that thank you for that question though dan uh just a question kind of back to the recruitment retention piece of it um is there a normal um attrition or uh turnover rate that you see in this group of people and then if so um is there a policy like if we reach the ratios um what the process is to move people back on the wait list and that kind of thing that's that's kind of out

there in the event we can't provide services in november and december because people have left okay so it's a two i'm so sorry it's a two-part question and the first question do i know the attrition rate typical of child care of school-based child care um i don't statistically i know anecdotally that it's somewhat of a revolving door but oftentimes it's due to a lack of number of hours you can get per shift but what edina public schools has as an advantage is we can offer full-time plus benefits so that puts us into a totally different category from other school district based child care so i don't know if i exactly answered because i don't know the attrition rate but i do know that we are positioned much better than other districts to not lose as

many staff because of the full-time nature of our positions and then could you repeat your second question you know just in the event that so let's say we hire 30 people and we've gotten to that number and then fast forward and 12 of them quit by the time of november 1st and we're at ratio now and we have 15 to 1. like how do you how do you take off people from families from you know the programming in a way that um that they understand that they might be taking off that list i now i understand what you're taught thank you very much for that question i do believe that the department of human services is facing this question from all districts across the state of minnesota also that the ratio has not been able

to be maintained in many programs especially in the metro area so i would look to some guidance from the minnesota department of human services but i don't know that we would readily take people off of that list and put them out of service if i can be sort of gray around that okay the other thing related to the first question that you asked director aaron in addition to increasing wages former director val burke actually worked with negotiations to increase contribution for health insurance as well and so that is also what makes our position unique and more marketable thank you for that the other aspect of it too is the retention piece after they stay on for an x number of days i was wondering if it needs to go on beyond that 180 window if

that's helpful or not but thank you can i to say my quick thing absolutely i think i'm the last one to go um thank you for all of this i really appreciate a lot of what you've talked about for incentivizing even for our high school students is out of the box thinking and for anyone who's listening giving parking passes amazing that's that's fantastic thank you um my ask would be in looking for in the recruitment piece when we're seeking that next generation workforce that we really think outside the box of how we reach them it's not going to be those same traditional methods right like they may not be facebook users they may be instagram users right and tick tock like i i and i won't make the tick tock julie don't worry um i

just hope that we are really thinking outside of the box to reach this workforce so that that's just my ass because i so appreciate what you've done so far so i would like to address that just quickly we've already been talking about tick tock and insta so the community ed team super innovative younger than me generations and i would love to start in the tick tock so if that's possible yeah thanks anything else um i just had two questions or comments slash comment um along the lines of what janie was saying um there also might be opportunities with parents of like recent graduates or recent retirees that social media might not even be a thing but they could be looking for activities so it sort of clicked when you mention rotary there could be opportunities

for people that want to come in once a week which leads me to my other question i'm assuming this answer is no but is volunteering an opportunity or is it statutorily not allowable it's quite challenging because of statute and because of the onboarding process to maintaining consistency with five day a week employees is really key we would be open to thinking through the volunteer piece and i appreciate you bringing that up okay but yes it would be it would be difficult to manage but not impossible so i don't know from a prioritization perspective if that would be your number one but i know when the district was in other pinches during covet as far as lunch time supervision that parents did come in and committed weekly and things like that so in before we are

able to fully staff maybe there's some sort of approach that we can take not the parents that obviously need the child care but other parents that can pitch in and help and then the only other comment that i wanted to make is unfortunately i think this is a new normal for employment and so i guess my ask would be not even just for community education but as a district especially for a lot of these hourly um opportunities is how do we rethink the entire employment process i mean for example do we need to start hiring way far in advance so how do basically how do we get ahead of this so we're not talking in and like michael said maybe there's not a ton that we might be in this pinch no matter what but

um i just think that we're going to have to really rethink our whole hiring process so we can start communicating with parents um maybe even six months in advance to say we just want you to know there could be a chance that we're going to have child care issues because i just hate to have parents in a pinch like this late in the game and i know that you've only been here 10 days so this but anyway i just think that's something that we're gonna have to look at as a district so thank you anything else before we vote uh we will now vote to approve the kids club hiring and retention strategy all those in favor say aye hi anyone opposed the strategy is approved we will now vote to approve policies 603 618

and 620. oh sorry do i have a motion to approve policies 603 18 and 6 20. so moved is there a second second director green sure so we have three policies up for action tonight policy 603 is the curriculum and program review and development there were no changes from our discussion last month to that policy and policy 618 and 620 go hand in hand in terms of assessment and getting making more clarity around the language of weighted classes and what qualifies and what does not so does anyone have any questions or concerns about these policies at this point nope great that's it we'll now vote to approve policies 603 618 and 620. um all those in favor say aye aye anyone opposed policies 603 618 and 620 are approved um we'll now move on to
