I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. All right, we're going to start. I'm looking for an agenda approval or is there no changes changes to our agenda? So therefore, I'm looking for an agenda approval. >> I'll make a motion. I'll second. >> There's a motion and a second. Is there any discussion? All in favor say I. I. Opposed. >> Motion passes. Next up is open forum. The rules for open forum. There are three minutes per speaker. Open forum shall not take more than a total of 15 minutes. No complaints about individual staff members, about students, or about other persons at a public meeting. All presenters will conduct their business in a
manner that meets community standards for decorum. The board will not take action on items presented in open forum. The board may respond in writing at a later date. Does anybody wish to speak during open forum? We will move on. The first item on our agenda is the resignation of Mr. Mastersonson. I am hereby entertaining a motion to accept Mr. Mastersonson's resignation. What happens if we don't make a motion? What's the legality? Jenny's going to be >> I don't want to do it, but I'll make the motion if it's what Brian is open for. I'll second. There's a motion and a second. Is there any discussion? All in favor say I. >> I. >> Opposed. Motion passes. Next up, what does the board want to see um happen move forward? >> Um I'll give you a
little history. When we hired Mr. Mastersonson, he was obviously not involved at all because um we pretty much knew he was going to apply for the position. So with that being said, um a lot of the work was done by Rob, myself, and Julie Nelson. Um since Julie was already in the HR role, I believe, right? >> I believe so. >> So um if I remember correctly, um obviously the board decided to take it on themselves as a whole board. Um we didn't even have a committee or anything. Um, and you can certainly do that again. Um, and we also looked into having MSBA do it. And we also, I think Angela was the one that called School Exec Connect. Um, and we just had decided that um, we were going to take it on
ourselves and do the hiring process from within. So, um, that leads us to today. And um I think that um so I sent a I'll back up. I sent an email to Barb Dorne down at Minnesota um schoolboard association and um she is the gal that does the um sorry she does the she puts on the hiring um searches for school districts. Um she's out of the office. Um I do believe probably the rest of this week, but she said the fees are enrollment based and since Hinckley and Listen has less than a,000 students, a full search would be 7,900 and a limited search would be 3,400. So she attached um the full search and the um the limited search here and it's in your guys' folders. Mr. Aerson printed it out for you to
look at. Um she did say that um the third so you can also have a workshop um that the MSBA will put on for the board. But she said the and it's $13.95. So $1,395. That workshop is included in the full search for no additional fee. Or you could go choose to go through the workshop for the 13.95 and the limited search for 13 or 3,400. Um, so those are your two things. So together, what is I see Mr. Mastersonson doing his my math for me. >> 4,795. >> So then that would be 4,795 compared to um the 7,900 Um they I I heard a lot of good things about the the full search. Um just being on the board chair chats when they do those weekly by week or every two weeks. Um I
think you would get um more bang for your buck. Um and kind of what we did just to put it in perspective last um the last time um the most important responsibility of any board of education is selecting it superintendent of of schools. So, I think this is a very big thing knowing where we are. Um, and um, in the state, I don't think we're going to have a ton of applicants like last time. Um, what happens is you will develop a selection criteria based on the board's visions and priorities. Uh, you accept applications from candidates, screen the application, make confidential inquiries, all those kinds of things. Then you report your findings um and a recommendation to the to the board um will be done. Um the timeline I think is going to be very
similar to the last time because I do believe at our January meeting we accepted Rob's um resignation and then we had a work session right away in January and my notes show we did it in January 31st. So um I think that is important. um just to get it going. Um then in February, March um which I think since you guys all wanted this meeting today, I think you're ahead of the game, I think we'll be able to advertise before February, but that also depends on how fast if you if we all decide to go with MSBA. um you advertise the vacancy um interview the candidates um and then April you you would narrow it down to your three choices and um for sure by April you probably are going to have your superintendent by
the end probably four or maybe even sooner if you depending on um >> realms of interviews. >> Yep. Um what I also remember is I'm almost so January is in Hankley >> correct >> February is in Finless. I want to say our Febru because we had a work session in Hankley the 31st of that 2022. I'm almost positive that at the February board meeting, board members came like a half hour early and we called it a work session so that anybody in the Finland community could come and hear um what came out of the work session, what your visions are as board members to um to put on the um not the application, the the posting. um cuz they'll help you do kind of a you know quite the posting and and it'll say what
you what you all want. So um that will be something also to look forward to. And then I think when we came back here in March, we did one in Hinkley again. Um, but you do you. >> So, um, how does it get advertised, so to speak? >> MSBA will help with all of that. Um, they post it on their website. If you go on their website right now, there is superintendent um, postings already on there. >> They also, it says on here, put it out to nationally as well. >> Mhm. And then there's many meet there's meetings that are going to be closed and there's meetings that are going to be open. Um I do know and I think this is at a board meeting I think that staff came to up in Finlisten.
um because I have it 214 of 22 and um there's um a representative from the Hinckley Elementary. There's one here from the high school, another um admin and a bus driver. So, some of them came up even and and it's pretty relaxed where they just were kind of giving us their ideas on um on what the community is wanting and seeing and then a survey did go out to the community in February. So >> those are many responses you recall. >> I just have on here surveys closed the February 23rd. Um and then at the February um we had we must had a work session here again um on February 24th cuz that would make sense if the February board meeting was in um but you could consolidate to one night maybe I don't maybe
Barb Barb has a lot more um because then at that we over the surveys. Um, but what I guess what I have also here is MSBA will help us with ideas for a profile of what we want for a superintendent, what the community wants. Um, well, we had the um I don't know if you guys remember this one. had the the interviews. Some of it was open and some of it was closed. So, some of it was open to the public. Julie was our reader. Um, and then they were able to ask some questions also. Is there any advantage of trying to do the like the close meeting and the January meeting so we're a few weeks ahead? I think it's important the sooner we get it out there the better. >> Well, I think
probably what you could do is um you for you could have a couple dates for Mr. Mastersonson to send out to and then you already will have a work session before your cuz when's your next board meeting? >> 12. So >> two weeks from the day 12th. >> So January 12th. Yeah. >> Yeah. So then Leo like you could even have one the next week. Is that what you're thinking? Cuz then you're already the 21st. >> I'm actually thinking the 12th possibly. Is that too early to try to so we can really >> the first night of the meeting have a work session? >> Well, at least give the lead if we go with the MSBA so we have >> I think they'll already have information for you, Leo, cuz we're going to vote tonight.
>> So, if you decide to go with the full search will reach out to them and then by that board meeting you're you're going to discuss it. We are going to discuss >> you'll discuss well you'll discuss what um MSBA has brought back to Mr. Masterson. >> Okay. >> But then I think you should get a work session on the on the books too >> cuz everybody's busy. Do we have like old documents from the previous search like what was the expectations? >> Yeah, my office has sh would have access to that so I could pull that. >> Okay. >> Um like what survey was sent out and what the posting looked like. >> I I could get access. I don't have it, but I could get it. >> Okay. Cuz that would probably be
>> pretty similar. Yeah. >> Yeah. Cuz it'll be pretty similar. You really shouldn't have to reinvent the wheel. Oh, yeah. So, does anybody have any feelings on the whole search or the >> What was the process when it was just done internally? Um, I mean, I know you you explained it, but how um intensive was it going through the applicants? >> Well, we only had six applicants. We threw one out because it wasn't I remember it wasn't complete. Um, and one was Mr. Mastersonson. So um each board member will will come in and they will go through all the um applications and then we did one two three. So we did our top three if there was top three um and then from there on we um did interviews in person. >> Mhm. >> And
we only did had two interviews. >> Yep. And we chose to only interview in person, too. Yeah. So then we read the the applications. They were all like all the applicants had a number like cuz we don't see names at that point. >> Mhm. >> And then um so yeah. So if like I think that if the majority had the same amount for a number that's how we chose who to interview it was like so many of us had to choose and then and it was the full board. We did not have a committee um at the time. Rob and I felt that it should be the whole board. That was going to be my question. I couldn't remember if we had a hiring committee or not. >> No, we I I feel like >>
it's the board. >> It's the full board. I And I feel strongly about that this time, too. I think you should stick together as a board. >> I agree. Um my my thought is going with a full search. >> Um yeah, to me it doesn't seem like the the partial search really >> what's 79005 >> the difference? Is that what you're wondering? >> Yeah. >> Well, it's about $300. >> Yeah. So, it's about $300 cheaper without with the limited plus the the workshop, but and it's just going to be so much time. I mean, it's going to be time. >> It it is. Um, so I guess my my thought is to do the full search and then the candidates seem to be narrowed down and then then go to the board. >> Yeah, you'll
know you'll you'll narrow them down um as a as a board. >> Oh, it says number nine. They screen the pool, applicant pool against your hiring criteria and but yeah, you'll see them. >> Yeah, but I I think anybody that's applying our hiring criteria is going to be on the posting. >> Yeah. Um, and maybe that's just also like if it's not complete, >> and we've done that with other admin that have been hired to. I've been told if it's not complete, it's not accepted. >> Yeah. They have to have a full application. Okay. >> And the other thing with that too with going with MSBA is >> I don't I don't see it on here is they have a one-year so if if they leave >> but do you see it on did anybody
read it on here >> there? Well, number 18 was the >> just visit the new superintendent during their first year of employment. That's MSBA, but um I don't see it on here. So, that would be a question for them because they've always said that they they do a guarantee for a year, but I don't see it. Yeah, that would that would be very helpful. Well, I can tell you just the last part. Rob and I developed transition plan between us and you know some of the once your decision was made last time he and I together did a lot of this which was a lot just developing that and I had been in the district at the time for 11 years. So, I think it's important that we get it right the first time because
we've been very fortunate in the last couple and some of the surrounding school districts have not been that fortunate to I would anticipate, which you'll see hopefully at January's meeting, our our fund balance is going to be a little better than we projected. So, as far if you're wondering about money, um the 7,900 should still keep us within budget. >> Okay. And this would come out of the plan balance. >> Yeah. Yeah, we would actually be present during the interview. So that >> yeah, I think it's going to be it it'll be very step by step for you all. and you'll have um you know you're going to have help from your principles you know in in what they see in our in our district or what is a need in for our district and
I'm sure that MSBA is has that um as part of this >> in your circle of superintendent you communicate within Do you know anybody that's come top of the mind that that's looking? No, not that comes to mind. There there's three in the district who besides myself who hold the license. I don't know what their interest is, but I'm not aware of anyone looking Um, so if there's no other questions, then I'm looking for a motion on hiring SBA for superintendent hiring process >> for the full search. >> What? Well, I mean, you can amend my motion, but my motion is for the the full search. >> I'll second that. Made a motion. >> Leo made the motion. >> Oh, I thought you did. >> It's okay. >> Okay, >> I'll second that. Leo. >>
Okay, >> there's a motion in a second. Is there any further discussion? >> All in favor say I. >> I. Opposed? Motion passes. >> I will reach out to MSB tomorrow and get it started and I don't know with Jod I'll just include probably Angela on it for now as vice chair. >> I did tell Barb that um that I was done and that you would be reaching out to her with um the board's vote. Okay. >> So, she is anticipating an email from >> I will do that even today >> from you. Um, she did say, um, >> um, please take a look at the attached information and I can send you a full proposal later this week >> and then I'll get their dates cuz it just number one looks like they help
conduct an initial planning meeting. So whether that's in person or virtually, >> it says star in district. So, I'm maybe that can even be before our January meeting if they can get out here that day. >> But I will reach out to them, get some dates, and try to have something for you in my update at the end of the week. >> All right, that is it. I'm looking for a motion to adjourn my reading. I'll make a motion. >> I'll second. There's a motion and a second. Is there any discussion? All in favor say I. >> I.
