001America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. >> All right, welcome everybody. Um, we have a attendance sheet out there. So, anybody in the audience, please make sure that you sign in. Um and um just everybody knows just know the meeting is being recorded. So um and then let's go with public comment. Do we have any public comment tonight? All right. Seeing none, we'll move on uh reports. So it doesn't look like Do we have student council through anybody else? >> I can do it as part of your report. >> Y >> um so then we'll go on to elementary principal. >> All righty. Uh let's see here. We had our November store assembly last Friday the 12th and the next one won't

002be until the very end of January. On January 30th, we held our grade level November IT meetings on Friday, November 7th. Thanksgiving lunch was held on November 20th. A big thank you to Miss Laura, Megan, and Emily for all the work putting uh they put into getting that all together for everyone. And a thank you to the high school students who volunteered to help out. all of the students of the month for November celebrated with a pizza party on Wednesday, December 3rd. Music programs. Um, as everyone knows, we had our kindergarten through third grade music program just a few minutes ago and thought they did a fantastic job. And then we have our fourth and fifth grade will be performing on Thursday during the middle school high school music program. And so a big thank

003you to both Miss Ker and Mr. Rana for all their efforts getting that all arranged. They do a fantastic job on it. Um end of second quarter is coming up on Friday. We will begin mailing our elementary report cards the week once we return from break. Um so the week of January 6, we'll start mailing those home to families. And on the testing front, the first mass testing window closed on Friday, December 5th, and the second mass window will open on January 12th and then run through March 6. At the elementary level, we've had our kindergarten through fifth grade students completing their winter I Ready Diagnostic exams in both ELA and math over the past two weeks. So, those should be starting to wrap up in the next day or two. >> We also have

004um Are you is that you good? >> Yeah. Um Mr. Richard, don't help me out here too. Um we also have new masked data from the Montana Office of Public Instruction. Um so you'll see that included um into this section of the report um under the district testing coordinator hat that Mr. Richard wears. um he'll be able to speak and I think maybe um let's just start with that kind of on the the day-to-day um of what the mass actually looks like in the classroom. Um Mr. Richard can speak better to that. Um but this is the first time uh that we've seen uh district and state level data reported out u from the office of public instruction even though I believe uh that they're in their third year of administration in some schools. Um

005it's our second year of participating and you can uh choose to participate in the pilot um of that. When you hear mass that stands for uh Montana aligned to standards through throughear uh test. So it replaced that we always always hear about the SPback smarter balance uh test. This is uh Montana's version uh of that. Uh so I included uh kind of our district level data uh in there. So we'll put a page up on the website um in addition to the I Ready stuff that we report out on in addition to the MAPS testing uh in addition to the ACT. So that'll be reported out. Uh so Mr. Richard did um uh grab that data, compiled it. Um it does need a little bit of updating because it was pretty fresh when we were

006putting the packet together. Uh the Carbon County numbers have changed a little bit. we didn't have Luther uh in there. Um so we will go back we will go back and include Luther um in um into the Carbon County schools. But you do see a comparison. It changed the Carbon County number. It did put that up a little bit. Um but you see our numbers and this is just for now. This is three through eight all combined aggregate data um that you see um in there. So that that top area on Jollied schools 49.38% students proficient in third grade ELA which is our reading uh program and then uh 37% uh reported to be proficient through the mass here in Joliet. And then you see those numbers compared to statewide averages uh as well as

007Carbon County. So we'll update that document before it goes up on the website. Um I also included um every article that came out through the daily dispatches if you're checking that um through from Montana schoolboard association anytime there was an article on the mast and perceptions uh from schools district administrators teachers just so you can kind of get a feel for that. Um so take some time to read those. Um, but it's I think that the data, our approaches, let's take it in a collective view of everything else that's going on too. The day-to-day instruction, the teacher observations, the feedback that we're getting from parents, uh, the I Ready testing that we do, uh, the MAPS testing that we do, um, that gives us kind of that best shot, that best picture of um, you

008know, what's going on. And there's also those day-to-day quizzes um, and classroom based assessments that are, uh, really valuable, too. Uh but just for a snapshot, a picture of what this actually looks like. Um Mr. Richard, you want to talk a little bit about that? >> Yeah. So, I'll start off. Um two years ago is when we first introduced the mast, we uh participate in what they called the summited B um initiative where instead of doing smarter balance two years ago in the springtime, we volunteered to participate in the mass trial. Um, we didn't receive any schoolwide data from that trial, but the benefit was last year when it was rolled out across the state, our teachers had already been able to experience a testing session through there. Um, last year was the first time

009OPI rolled out the mass to the state. Um, so statewide testing third through 8th grade. And this is the first year that they u compiled u proficiency data and data in general. Two years ago it was circle half circle no circle. So it's come a long ways so far. Um general idea behind the mass is they want it to drive instruction versus the old model of testing where you test in the spring, your kids move on to the next grade before you even get your results. So now we're testing um three different windows across um the school year. And the idea behind it is if you're teaching a concept, take the mass test right after you teach that concept so you can see the understanding and then you move on and it drives the instruction

010that way. Um and then ELA they are taking more broad tesllets. Um there's two in the first and third windows and then there's three um ELA tests in the middle of the year but those are more broad and less um targeted like math. >> They take about 15 20 minutes for the students. So the idea is a little shorter assessment. Those smarter balance tests were quite a bit further in length and um you know we were really really skeptical in the early part and we expressed that here of because we just didn't know what the data was going to look like how they were building it. We still don't know for sure what's kind of like contributing to their determinations. Not as partially proficient in advance. um we'd like him to share a little bit

011more information, but the report that came out, I I think my hats off to them. I think they've done an incredible job of making improvements from where we were at a couple years ago into something that is, you know, hopefully going to be usable uh for us. And so hopefully they stick with it. Uh sometimes they get something going, work on it for three, four years, and then we get the new superintendent uh public instruction, they just do something different. But I think if they stick with it, there's real promise. Yeah. And I think they're going to begin rolling out instead of doing the Montana science assessment, I think they're going to move the science testing to this same format in the next year or two. >> Okay. So, we'll link that up on the

012website. >> Okay. Any questions, comments for our elementary principal? All right, moving on to middle school high school principal. >> All right. Um, Mr. Arana took his high school choir to some nursing homes last week um on the 11th. I'm not sure what day of the week that was, but um this week is semester testing for the high school. So started yesterday, they'll go through um Thursday of this week. Quarter 2 ends on Friday. Um we have another scheduling meeting tomorrow morning. Um kind of buttoning everything up for spring semester and then again working on next year schedule as well. Um FFA has been busy competing uh at district level competitions. Livestock floriculture meets aronomy. Um aronomy and livestock teams both placed first at districts. Um and then we had some Katie Harris placed first

013individually in aronomy and some some high places they did done really well. Um FFA fruit was put together and should have been delivered um this week, last week. I mean, um FFA also got the the town Christmas tree and they volunteered um at the Christmas on the 13th from the kids store down there. Um Mrs. Richard took her BPA kids to Livingston for regionals on the 10th. Um she'll be taking 15 students to state EPA um middle school high school music concert Thursday this Thursday the 18th starting at 5. Um Mr. Arana also had an in-class recital today for his piano class. So there were five um five boys in that class and they all Mrs. Gr had had some kids there as well. But it was really great. Um they did a good job.

014But it was fun to watch them. Uh, Mrs. Cook has, I think, sent out and already had the deadlines for um, spring college course registration if kids are wanting to do um, any of those college credit in the spring. U, Mrs. Peters finished up the dual credit algebra that she had this fall semester. Um, so she had 25 students in that class and they all passed for college credit. And then this spring she'll be teaching the dual credit uh props and stats. And I don't have a number on on that enrollment yet. Um Mrs. Foma has been um kind of spearheading and organizing the packet for Rod night this Friday at the basketball games. Um the middle and the high school student councils have have been helping along with the high school classes contributing like

015silent auction items and fake sales and a flash mob. I think there'll be a lot going on. Um junior class is doing the Christmas dinner tomorrow. Um so they decorate and serve just for the the students, but they'll be getting that taken care of. Um the sing along is Friday. So kind of speaking a little bit to student council. They've been busy working on that. Um decorating the halls even with the Grinches. Um and middle school student council doing the middle school hall as well. Looks pretty festive when it's all lit up. Um both middle and high school did Thanksgiving. um went and helped get those boxes put together. Trying to think of what else student council has been doing. I had a video come out last week. Um he's been doing those weekly they've

016been doing uh weekly or bi-weekly meetings with the student council members and the class reps. So, I think that's been really helpful in just keeping consistency and organization with what they have going on. Um, and then as far as activities um, and sports go, high school basketball is off and and rolling. They went to Louistown for the tip off tournament uh, week and a half ago and then they were in Rev Lodge for the wooden tournament this past weekend. Um, wrestlers are busy with their mates. We have two boys and one girl going to Central for wrestling. Um, cheer started winter practice on December 8th and um, speech and drama is just still rolling as well. They have divisionals January 24th and state is January 31st. So, they have a really long season, but they're

017gone. And then middle school, I guess the next middle school boys start right after Christmas break. >> Yeah, we had that parent meeting last night. What is the um for Mr. Arando, what grades is the piano? >> It's It's high school. >> It's high school. Oh, >> yeah. So, it was um >> You said there was five. >> Five? Yeah. >> Several junior juniors. Um was it all juniors? >> Yeah. I don't know. They did really great help and and there was probably I don't know 15 or 20 of us in there and they were really nervous. Oh yeah, they were sweating it back to my pan recital things. I feel for you guys, but they did great. >> Uh, any other questions or comments for our middle school, high school principal? >> I'll just

018chime in real quick, too. um Amanda that I know that the students are are working hard but um it's incredible to see the staff to take the leadership role in creating just a holiday and a festive spirit full of just excitement um and doing you know a ton of extra stuff. Uh I think Patty was taking the kids down to the seniors, making blankets and you know keeping the service piece um of this time of year um at at the forefront celebrating your celebrating your colleagues um because it's it's beginning to be that time you know even though the weather's holding uh for now it's not going to hold forever and I think everybody knows that but um Tammy's been you know super influential in that. So, um, if you just even look into the

019the lounge right now on your way out because the Sunshine Club's going to be doing their morning potluck. So, if you want to go to that, it looks it looks incredible. Um, and yeah, Mandy calls me a cr. >> Um, business as usual is kind of what I like. Um, but the kids really appreciate it. Our staff appreciates it and it really helps us to get through this time of year. So, um, Mandy also put together the our 12 days of Christmas which has kind of become a staple. Uh, everybody looks forward to um, jeans for the rest of the year. Um, and we always have to clarify calendar year versus school year on that one, but it's just one last thing. Be a little more casual. Um, I think everybody's appreciating that. Um, but

020I know that there's been a lot of teamwork, a lot of effort to get snacks um, in from Billings to get coffee and to bring it up. Um, the community uh, doing the same thing, bringing stuff up. I see I see cookies um and coffee in from just parents um you know and pictures of their family. Thank you guys for everything you do. Um it's it's overflowing. So um it's it's just all good. So if you want to come up to the potluck, that'll be 7:30. And then as always, the sing along on Friday is open to everybody um communitywide and that's a great thing to do. Ken has a piece prepared. Um >> I'll be gone. >> I'll be in Kansas City. >> Oh, thanks. the national NCAA volleyball championship. >> Oh, >> I

021love this time of year at the school. It's so the hallways are so beautiful. I just I love this time here. >> Fire marshall pass. >> Yeah, we survived the fire marshall in all of the >> You're good. >> Yeah. >> Not kidding. We were worried. He he said he's like, "I know it's coming down, so uh we'll give you the pass for a couple of weeks." Yeah. >> Very temporary. >> Yeah. >> Okay, moving on. Um the Joliet Teachers Association, I know they didn't have an update, right? Um there was no update this month. Uh we met with um Emily Fenus um earlier um and she said that they were going to have an update. So, financial reports. >> Anything to add, Felicia? >> There they are. Any questions, let me know. All right.

022Uh, moving on to the consent agenda. Would entertain a motion to >> approve the consent agenda. >> I'll make that motion. Second. >> It's been moved by Don and seconded by Ken to approve the consent agenda. Any public comment? Board discussion. All those in favor say I. >> I. All those opposed. Motion pass 8 to zero. New business. >> New business. So, uh, we have a personal action report. Uh, recommendation is the board of trustees approved the December 16th, 2025 personnel action report. Um, I'll talk through some of the positions. Um, the uh the first one, winter and spring special Olympics local program coordinator and coach. Um, that is a new position to us. Um uh and I think the conversation behind that one actually grew out of negotiations uh between the JTA uh as

023well as the district. Uh determination was made that it didn't need to be a bargain position but it could fall in that extracurricular stipens. Um this is work that's been going on um here in the district and I think um we as well as um the teachers thought it would is a position that warranted a stipen. there's quite a bit of practicing uh quite a bit of competition um that that takes place. So recommendation is for Ashley Nelson uh to take over to that position. um the gate instructor. Um so this is also not a new position. Um but however in conversations with negotiations as well as some of those extracurricular conversations and I think um out of conversations now that we have with Miss Venus in the union to just make sure that lines

024are open um did think that this is a position instead of just you know talking to the staff member. Hey are you interested in doing it again? Probably should you know hired at the board level. Make sure there's a contract. Um and then step and follows on that which has been the practice um that we've had here. So Mr. Kriskovich has been doing that. Um the recommendation next month will be to hire um so uh Miss Gell is doing sixth through 8th. Uh we do need to run an equism higher but the recommendation will be um there next month. Um middle school student council um co-advisors um this was also discussed at the negotiations committee. This is a bargain position. This Yeah, this fell under the the bargain. Um, both sides agreed to that. Um,

025so it kind of mirrors the high school uh statements. I think that moving it into that probably creates a lot more long-term sustainability for it that it's something that we build into the budget. Um, make sure that we hire it every year, provide a contract, and then issue the statements as appropriate. Um, Anna and Tammy, you're going to split that position. So, you see that um out there. Um dual credit was something that was already in the um yeah, we have anou for the the dual credit positions that when a teacher teaches a dual credit class, this is something that's sought on-site, but then is also simultaneously earning uh college credit for students. Those also come with a stipen, but that had been in the CBA, right? >> We have we have anou on it.

026um it was never incorporated CBA because it's not a consistent position >> that when it happens then we pay for that because there is a little bit of extra work um communicating with so in this case MSUB um reporting grades making sure that you know the the credit is received um on those fronts um in just looking to make sure that we have everything appropriately hired um identified that Mr. on it had yet to be hired for pep band, concert band as well as honor band. Uh again, those are not new positions. Um we need to keep an eye on that. Probably take care of that in the fall next year. Those are the those are the current rates that we had in place for that. Um and then Miss Fus who for the past

027couple of years has been serving um as the district's PAX partner. Um that had also been attached to a siphon. Um Miss Lind and her um did that for the last couple of years together. that's paid out of uh the remaining funds that are in that tax grant. Uh she's taken quite a nice leadership role in that. Did a lot of kind of instructional coaching, classroom management stuff with with the teachers. So um those are the recommended positions. >> I move to approve the recommended position. >> I second it. >> It's been moved by Ken and seconded by Kathy to approve the personnel action report. Uh any public comment or discussion? All those in favor say I. >> I. >> All those opposed. >> Motion passed 8 to zero. Policies >> 1401. Uh so 1401

028was approved at the first reading level last month. um typically would have moved into that second reading status. However, um the good work of the district clerk identified that um MPSBA um did in fact make a couple of modifications to that policy. Uh so we're reverting it back to um a first reading. Um those drafts are um available for everyone's review. Recommendation for trustes approved for shooting policy 1401. >> I move that we approve policy 1401. I'll second that. >> It's been moved by Kathy and seconded by Don to approve the first reading of policy 1401. Any public comment or discussion? All those in favor say I. >> I. >> All opposed. Motion passed eight to zero. >> The next one, two, three, four policies um and policy series were read last Tuesday. Uh December

029policy committee, trusty Dinsdale, uh Trusty Adams were uh in attendance completion was there. Um they're going to update the board if there's any questions. Uh recommendation is to approve first reading of 2161 and 2161 P1. >> So >> it's been moved by Ken and seconded by Craig to approve policies 2161 and 2161 P1. Uh any public comment? Uh board discussion. I'll say Kathy had a good question and I'll just point it out. Um 2161 P1 um has a statement in there about child find and locating and identifying um children with disabilities and um you know what our processes or whatnot. And Clark, can you >> Yeah. So, the co-op is influential, the special ed co-op is influential in putting together what they call those child clinics. Um, and they will, um, provide screenings, um, hearing

030screenings, vision screenings, you know, some basic developmental uh, screenings as well. Uh, so we kind of partner with them. They very much take the lead on that for most of the schools uh, in the co-op. They'll send us uh, some literature, so you'll see signs. Jill kind of has that on her radar as well. They'll get posted down. um at the store. They're posted up here. Um and then those those clinics kind of happen um throughout the area. Um our uh Kinder screening, our Kinder One screening um is also kind of a package of that when we have um our students come in um and enroll in um kinder one and they also work to catch up even for a kindergarten uh kindergarten roundup. Um so those all kind of fit together. So, if the

031co-op plaque, because the way I read it, >> it sounded like it was the district's responsibility to go out and find them. Y >> even if they weren't going to be coming to our school. >> Um, okay. And so now I understand the co-op. I bet that that takes But if they find somebody out there, then is the district responsible for taking care of them even though they're not going to come to our school? >> Yeah. And a lot of times you'll see parents um defer services right? They're not obligated in any way to to take um early intervention services. Most of the time um UC is in speech. Um so we'll have we'll have students um I think we might even have uh a couple of students now that are not enrolled in kindergarten.

032Uh but we're they've been identified through this process and to some extent there's a give and take here, right? families have to be, you know, willing to receive the services um at the same time, but they'll come in and get some of those speech services. We've had students um who um the the early identification processes found that they'd really benefit for some like social interaction. And so we've had students coming in just doing recess uh as as three-year-olds uh and kind of be a part of that process. And that's the one specific goal that they're working on. Um those are kind of the the couple things that we've seen uh before. But yeah, we do have to do everything we can in our power reasonable, you know, to try to reach out to them, hey,

033say that these services are available for you. >> Good question. >> All right. Any other discussion? Uh so all those in favor say I. I. >> All opposed. Motion passed 8 to zero. Uh policy 3110 >> recommendation is board trustees approve policy 31. I think that the big change um on these ones was a result of that um change in uh special education services that are required on the back end. So up to the age 22 unless the child has received a regular diploma uh from the the school. So you'll see those kind of modifications there. >> I move to approve policy 3110. >> Second. >> It's been moved by Ken and seconded by Jenny to approve policy 3110. Any public comment or discussion? All those in favor say I. >> All opposed. Motion pass

0348 to zero. >> 3600. The next set of policies are related to 3600 um and outline um some some uh policies on student records as well as some procedures uh for maintaining those uh student records um as well as a new um form um for the district which is a notification to parents and students of their rights concerning these records. Recommendations policy from the policy committee is to approve the first reading of 3600 3600 F1 and 3600 P1. >> I'll make a motion to approve 3600 and F1 and P1. >> I'll been moved by Kelly and seconded by Don to approve policy 3600 3600 NF1 3600 Q1. Any public comment? or discussion. All those in favor say I. I. >> All opposed. Motion pass 8 to zero. >> 4550 um updated some information related to

035registered sex offenders and um they're ability to be on campus. Recommendation um is to approve first reading 4550. Did I get a second? >> Second. >> I did. >> You moved. >> I And maybe let me clarify that when it says their right to be on campus, it's actually the negation of that. Um the district hereby declares that no registered sex offender may come on about or within 1 of any district own property. So that caused you any concern. >> Wait clear. >> Thank you. Um uh policy 4550. It's been moved by Craig and seconded by Ken to approve policy 4550. Any public comment or discussion? All those in favor say I. I. >> All opposed. Motion passed 8 to zero. Purchase of activity cruiser. >> All right. So, in summary, I put uh the

036transportation committee met on December 9th uh to discuss the possible purchase of Froberg's activity cruiser. Uh our understanding is that the cruiser was initially purchased um by Froberg from Red Lodge. Uh the bus has been inspected by carbon uh equipment repair uh who shared the repair history with Jolli at schools. Um I had them uh send that over. They emailed uh every record that they have, had it available for the transportation committee. We went through them uh at that meeting. Um we got a good update from transportation director um Smith and he's he's available um to to answer any questions um if they come his way. I think we had a good discussion uh at the transportation committee. Um in addition to that, uh Shane Wenheim has driven that bus uh quite a bit. I

037think over a thousand miles probably because it's gone to Shelby. It's been back I think it went to Townen with volleyball and back. Some smaller trips kind of here and there. now recently in winter weather uh to Lewistown uh and back. Um it's um reported it's a known condition to us. Um there are some you know repairs uh that that we think are that we know are out there. For example, the front window um needs to be replaced. We got an early um I had Brick do the work. They said that it was quoted at 1500. Um, I think in all fairness that probably seems a little light. Um, I know that it's probably not as smart of a window as the Expedition, which is the windshield already. >> The brand new one rocket. How

038much was that, Sam? >> $2,500. >> Um, already on that. It's not a smart window on that bus, obviously. Um, it doesn't have those bells and whistles, but it's big. It's unique. So $1,500, you know, we think is kind of light. Um the the purchase of the of the cruiser started at about started at $20,000 was the initial um ask from his hickoff. Um engaged in discussions with her just to put a number to it um down to 16,500. Transportation committee direct asked if I'd reach back out to her um make a make an offer of 1500. the response came in from the superintendent that we believe that 165 is firm and fair. Um so that's the information um that we have on that. Um I think it is important to remember that within the

039co-op um we will be invoicing them for a little bit north of $29,000 um for their you know participation in our programming. Um, I do think that, you know, makes it perhaps a little bit more of a palatable purchase and potentially the way for the district to get into um an activity cruiser uh for the benefit really of the kids um that you know when we put them on, you know, a Tuesday night trip uh two towns in um and they're going to be coming back at, you know, 11:00 midnight that there's a little bit of comfortability because the expectation ultimately is they're in school the next day. Um it's a little bit more comfortable for them. Um we've heard pretty good reviews um you know from the kids on that. I think it sends

040a strong message also to all of our activities programs uh that the district that the board uh that the community backs them and believes in in them. Um just like every other school. Uh because when you go to cross country state or when you go to any of these uh these big events where where there's lots of buses um you you see see the the type of outfits that that people are showing up in and I think it sends the right message. Um and I support it. Um you know that price I know that there was a $15,000 ask current price is 165. Um so um I think that my recommendation uh would be that the board of trustees approve the purchase of the activity cruiser 165. >> It's been moved by Karen and seconded

041by Jenny to purchase the activity cruiser. Any uh public comments or discussion? Do >> you know what um like vinyl wrapping it or or cosmetic stuff like that would run? We we don't um we we do know that there's um again I don't want to speak for the committee but an an immediate need uh to rebrand it >> on a budget. Um, so you know to get obviously to get the framberg um, you know, writing off of it and to >> is it just final, >> you know, there's probably going to be a little bit of work. I think someone talked about heat gun or, you know, maybe there's just an overlay too you can do. I don't know. Um, should come up pretty easy. Good shot. professional. >> Yeah, I think we had talked

042about just getting rid of that prog logo or whatever sticker on it and putting something kind of simple, >> right? Jolly logo, not like a cheaply wrap on the bus. >> Oh, >> it was on the agenda for their meeting yesterday. >> Yeah. which I would assume we would have heard if it was approved. >> Yeah, we did make an outreach to them requesting to park it because they have covered in in >> indoor they have indoor parking over there especially over the summer months just to keep it out of the sun. I think that'll extend uh the life a little bit probably during the school year. Um, it'll have to be here and I I don't know where I >> did have a comment question. >> Oh, well, I was just curious. Is this

043the same bus that um a few years ago Red Lodge brought here for us to look at? >> Think it is. >> And we were, you know, trying to determine whether we wanted to buy it or not. >> No, it's the same bus. >> It is the same bus. It is the same question >> and I don't did we not buy it then because it was too we thought they were asking too much. >> I don't remember the discussion >> and I I just think it was not a top priority. >> Well then my second comment >> if there's a falcon on there can't we just paint it green and then >> Oh there we go. It wouldn't look like that funky thing. >> Yeah. >> Ken has a logo. I don't know if you've

044seen it. No, >> I came on an old switch. I got to find it. >> Okay. >> I believe I believe Red Lodge offered it to us at uh 45,000, I believe, was the number. >> We declined on that. Fr bought it for a little less than that. >> Okay. >> But more than they're asking us. >> All right. Well, I was just curious. >> Okay. >> Any other discussion? All right. Um, all those in favor of purchasing the activity cruiser say I. I. I. All opposed. Motion passed 8 to zero. Uh, out of district attendance. >> All right. Um, out of district attendance list is included. Um, we spent um, last week and two weeks ago um, auditing our attendance records. um within the systems that we have um the students that are attached

045students that are attached on the list. Does everybody have access to this? >> I think I she pointed out you have to be logged in. Oh yeah. >> Yep. Um so make sure you log in. This is a confidential document to protect student privacy. Um so you'll see that trustes are also cons. There might have been a glitch in the internet or something because Don was logged in and logged out. >> Yeah, go ahead. >> So, all of the students that are on the list right now are currently enrolled in Joliet schools have been enrolled here all year long. Many of them also going back quite a few years prior. Um it was determined through one way or the other um and confirmed that the students addresses are now falling outside of the district, whether

046they've moved um or whether something has changed on a personal circumstance. Um custody perhaps has been updated. Um where they're living, if it's a if it's a joint custody situation, they're living with, you know, mom and now they're living with dad. Um these are all questions um and things that have arisen largely out of that house bill 203 that's um allowing for greater flexibilities and out of district enrollments. Um so it's I think it's really important for us the district to be uh vigilant in monitoring those situations because it does remember have that direct offset on what we have to go out and levy um on our our next year's um general fund. Um, so remember that we're not getting necessarily revenue from this. It's just offsetting uh what our taxpayers have to pay and

047we're getting them from other districts as well. They're coming to us. Um, you know, so I think that districts um all over the place are doing this, auditing, checking in on these. Um had a personal phone call with all the families that are on the list. Hey, just to confirm um paperwork is is currently being filed. Um so we have no concerns about any of the students. Um so the recommendation is to um approve the students once one through nine for non-resident enrollment at Juliet schools for the 25 to6 year. >> I'll make that motion. >> Second. It's been moved by Don and seconded by Craig to approve the out of district attendance numbers one through nine. Uh any public comment or discussion? I have a question. So next spring or when we're looking at

048how our numbers are going to be for next year, for next fall, would these if if the situation is still the same then as it is now with these students that they they don't have an address their residential address isn't yet, are they going to have to reapply then? >> Yes. Yep. Students have to and that goes for every student that we have that's out of district. They reapply every single year. >> Yep. Do you have a number of how many other district we have on the list? >> I was just nine add >> I think it's north of 90 >> 90 >> now. Yeah. >> Whoa. >> Um with this with this batch of nine we'll be at 95%. >> Yep. They like our >> buy a bigger bus >> with a bigger hot

049gun. >> Any other comments, discussion? >> All right. All um all those in favor say I. >> I. All opposed. Motion passed 8 to zero. Uh old business have >> a second reading of 4340. Recommendation is to pass the second reading. So move >> a second. >> It's been moved by Canon, seconded by Kathy to approve the second reading of policy 4340. Any public comments for discussion? All those in favor say I. >> I. >> All opposed. Motion passed eight to zero. Uhformational items. So it looks like we have monthly enrollments or updated monthly enrollment there. >> Yep. Monthly uh enrollment is included um two students um in the district December district. I say they went to front drawers. >> Was that before or after? Then we sent out invoices for other districts. >> Well,

050they're build based on days of attendance. So, they will be builder. If they are students, they'll be build for that. They're students and they move toward will be. >> All right. So, we're keeping an eye on that. Um, volunteer and employment opportunities um are linked uh up on the up on the website. Um, bus route drivers, bus route subs, bus route monitors, paras, substitute teachers. We did have um just a handful of new subs um get approved. I saw a couple background checks come in. So, come January, I think we'll be, you know, looking pretty good again. Um everybody knows of a middle school, high school math teacher. Always always looking um coaches positions. I think the two that we're kind of thinking about right now and having discussions about would be fifth and sixth

051grade boys um to see, you know, what we have um for that position on that. on on the front word and then we got to build track here very soon as well. >> I think we're looking at um I know we're looking at at least one maternity leave um and possibly, you know, possibly two maternity leave. So, we'll be looking at, you know, some long-term subs and you know, having those conversations. So, sometimes within the sub pool itself, um you know, those folks want to help out in those areas. Negotiations committee. Um, can you be the chair? >> Yes. You want to update on negotiations? >> Well, we had several meetings and I think that they all went very well. Yeah, >> just it's nice to be able to work from two sides of the

052fence and meet without a fence being I mean it just everybody got along. We all had conversations. Everybody listened to the other parties and I think that I I feel we treated the teachers very fairly and I think they feel the same. you know, we do the best that we can with the funds we have, and it doesn't mean it's always going to be that easy to to finish, but I think it went very well. Max did a good job. Everybody that was there was very helpful. >> Captain negotiations. >> No, I agree. I think everything went pretty well and relatively painless and we were able to wrap up before >> uh the new year which is very nice. >> It's it's nice to have it done now and not have it lingered because you

053really can't meet in December. >> Well, yeah, we wrapped it up before the holidays before Thanksgiving even. >> Yeah. Well, I I think it's all because of the >> I don't want I don't want >> you talking. >> I think I think I think it was a good thing I was just kidding. >> Yeah, I know. >> Sure you are. >> Yeah. Well, having been I was on the negotiations committee before we went to um the collaborative bargaining and um I know that when Allison brought that idea up, there were some members of the board that weren't sure they wanted to go that route, but um the rest of us we over over how do you say it? Anyway, we did it and um yeah, it is it's so much better. so much better because

054it was it sometimes got brutal before >> lots of upset feeling. >> Yeah. So um I I suspect so I think Felicia has done her work in making the mockups um to make it you know putting it into the more formalized document. Um I think that's been sent off uh to Miss Famous and Miss Gell. Um there might be some edits, you know, uh a little bit of like um language change um that that might happen within that. Nothing major. Um and then union will vote on it and you know hopefully we can have it here uh up the board's vote in December January. >> In January at the January meeting so thank you guys for that work. um budget committee met uh last month. Uh we did not meet tonight in lie of uh

055the elementary concerts that were going on, but um good discussions continuing to happen there. Um in light of kind of the tuition discussions that we have, I think those will be the January uh meeting. You'll see some of those tuition checks and they're big. Going to Laurel, uh going to Roberts, uh going to Yellowstone Boys and Girls Ranch. This this will be the month in which you know those those checks are sent. Um just keep in mind that we're also getting those um in return. So we'll review those at budget committee. >> Yeah, that was a big chunk of money that I saw. >> Um but I was like, okay, tell me again though how much we're getting in. So yeah, high school were upside down because of the Laurel um situation, but elementary we

056were getting approximately 118,000 tition Laurel situation. >> So we share a district with Laurel. It's a joint district. It's Laurel Elementary, but then once they hit high school, they're technically in our district, but those kids once they start in Laurel, they want to stay in Laurel. So once that happens then they become out of district and we have to pay the tuition. >> Before this bill came about the parents paid the tuition to Laurel but now districts cannot charge parents because of the new law. policy committee continuing to do its good work. And then the last item is the um the distribution of the superintendent evaluation. Um we myself uh Miss Smith um Trusty Dinsdale we've had two trainings with the assembly folks um in order they walked us through how to build the superintendent

057evaluation within the assembly platform um so we got that work completed um it's in there it's done I think the only thing we need to figure out is how to dispatch it uh to to the people and we did go through that training um so I would just expect to see that within the next 24 hours. >> Yeah. So, I think we just need to need to publish it, but they grant everybody access to the evaluations piece. >> Okay. >> Um, so when you look at your Simly platform here, >> you want me to try to do it right now? >> Do you you might have edits that you need to make in there. There's like some random question marks that was taking care of today. >> Okay. >> Um, but if you look in

058your insembly here, um, everybody's logged in. Um there's about us, meetings. Um there'll be another header up there called evaluations. So uh once once that evaluation is published and you all are granted access to evaluations, you'll see that in there and there will only be one evaluation. Uh so you click on evaluations and it'll be similar to it looks exactly like how the meetings um tab pulls up. Um, so there'll be um a link there for superintendent evaluation. You'll click on that. There's some instructions and then there's um it follows the same outline as our strategic plan. So there's five five objectives, right, within our strategic plan. So there's five areas of evaluation. It's just like the paper form that we've done in the past. Um but this is electronic this time. Um so you'll

059go through each of those five evaluations. Um you'll do your rating. You can add comments in each of those sections. I believe at the very end there's a spot where you can add comment too just like overall general comments. And then once all of those once everybody completes those uh the system generates a summary report and then that's what uh we all will get next month during our executive session and um Mr. Baker will have that as well and we'll go through that during executive session. Um, but if you guys have questions when you do get access to it, um, feel free to call me. Um, and I can help walk you through it, but it's really self-explanatory. It's very similar to, um, everything else that we >> I'm gonna be call. >> It is.

060That's what I've been so impressed with with the assembly platform. It's so uh, user friendly. >> Yeah. So what is the timeline for completing those? Then once we have access >> they usually ask you to turn after the due date. That's >> I think I said by the end of the first week of January. >> Does that sound right? >> I think that's what I said. >> So just because I didn't know exactly when it would be released or >> whatotary. Um, I'll send you all a message or >> Clark or Felicia will send a message when it's available to us and then, um, I think I can see who has completed and who hasn't. So, you'll be getting messages from me if you haven't completed it yet. >> And we can just >> exactly

061Yeah. >> Okay. So come out correspondence. >> Uh next topics for next month. We'll have a neptism. >> We'll have two. Well, two for the same person. >> We'll have our executive session. They will be published this Thursday. >> Is there any more work around the reviewing updating the strategic plan? >> Yeah, I think that as we so we put in the strategic plan also into the simply platform. Now that was so we met and did the evaluations then they have a strategic plan piece >> and as we were getting into that and putting in some of those they have these >> um KPIs that key performance indicator >> it it felt really natural that let's get this thing put in here and then that committee needs to read the game. >> Okay. >> Yeah.

062that I I think that you know >> a bit ago that's the next step. >> I think that needs to happen. >> Okay. >> Um because it's been >> talked about it getting the board members and community members >> together to review and update it. >> Yeah. >> So that'll also be another a new tab uh for everybody um within assembly. It's planning um and puts up Oh, is it up there for you? Okay. >> Um Oh, >> yeah. They probably can't see it. Can you see our plan in there now? >> So, and it's kind of nice because it's um like as we were working through it yesterday, I guess through the training. >> Um I think it the way it's set up, it kind of motivates us all to keep working on that

063strategic plan. Um, so I think this will be a nice addition for us, >> you know, and if there's any changes, if there's things that we need to focus in on, um, you know, it almost feels to me, you know, um, that the it almost feels to me like there's been maybe a facility shift kind of as well. uh more of a kind of maybe a re-emphasis on just I think maybe at this moment really investing in ensuring and maintaining what we have here. um you know obviously we went you know down that facilities master planning process I think it's a good time to have um so maybe that bond and just in light of the economics of everything was not you know something that's totally a realistic so I think you're right K to

064have those discussions um and also to track growth to see you know where we are have we achieved the progress and I think to some extent the superintendent evaluation does that work but it also does it in that executive session Um, and then we can bring it into the light, I think, with a communitywide strategic planning discussion. Um, I think that's it felt really natural that that would be the next step after we were talking about it. >> Yeah. >> Okay. Our next U board meeting is January 20th. Um, anything else tonight? All right, then we can adjourn. Thank you everybody. Good job. Hour and one minute. >> Not too bad. >> 61 minutes. >> This is going to be a habit. It's going to be >> I know, right? >> Four meetings. >> Four

065hour meetings. Uh-huh.
