Just want to give a little context with the tiered busing. There's been a lot of discussion with tiered busing. We started this conversation back in the fall. And so, we've taken into some considerations things so I want to make the following recommendation to the Board of Education. So, I'm going to have to type it up. To improve transportation efficiency, maximize the resources, and support the temporary relocation of Oakwood Elementary

002students during the construction period, it is recommended that the Board approve the following tiered busing schedule for the 2016-2017 school year. The proposed schedule will allow for transportation service to operate at staggered tiers, enabling buses to serve multiple grade levels, multiple routes, while maintaining safe and reliable transportation for students. Elementary drop-off time, 7:50. School starts at 8:30. Middle school drop-off time, 7:10. School starts at 7:30. High school drop-off time, 7:20. School starts at 7:45. Oakwood Elementary community stop to be added. So, >> Can you explain that? >> So, I am in consideration of the temporary relocation of Oakwood students during the construction period, it is recommended to designate a community bus stop be established for families currently assigned to the Oakwood attendance district. The addition of this community stop will provide greater flexibility in meeting

003transportation needs of elementary students and their families to help individuals make it to work. This option will help reduce transportation challenges for both car riders and um bus riders. The community stop would be allocated to ensure student safety at the at the Civic Center. Transportation staff will have a bus there for parents who need to get their student to a stop at a certain time so they do not have to drive all the way to South. So, it's a community stop for it's a community stop for Oakwood students and in Seville so they do not have to drive to South Elementary. This recommendation This recommendation is intended to is intended as a temporary measure during the relocation period to also take into consideration um the the burden that may have been put on the needs

004of students, families, and the district. So, I ask that we have approval of the addition of the community bus stop for families within the Oakwood attendance zone in the Anniston, as well as the tiered busing times and the extended operational time. All right. >> Mr. Stokes, I know you explained that the drop off at elementary would be 7:50, but could you also explain the before and after school care? >> So, before and after school care it will be available at both at all elementary and elementary sites. 008board meeting the board asked for us to reconsider or take a look at moving the EC 3K and 7K classes from NL Dillard to North Elementary School. Um, this is possible. This is possible now that we have adopted a still have two buses that we can run two buses for uh children of exceptionality. So that the hub will now there'll be two buses running. There'll be buses running at multiple times to get kids to school on time. The one The one cost associated with the moving the students from Dillard to North is at Dillard the facility had toilets that met the standard. We would have to replace some toilets and some hand and some fixtures at North to convert areas to a place where we can do that. That cost for maintenance is $998 and

009some change. It's under $1,000. We got that quote last week. That's the only additional cost we would need to be able to move the students from NL Dillard to North Elementary so that they can be at an elementary school setting because there were some concerns regarding that as well as they we can make state compliance with the IEP and other plans for the students. >> Any recommendation? I am bringing to

016you tonight a renewal for Styles, which is a science curriculum. Um as you can see, we listed the key components and features. This is a curriculum um through the vendor Curriculum Associates. We've had great success um and feedback from our dealer team using that in grade 6, 7, and 8 science. And the total cost associated with the consumables is $22,845.95. I'll move any questions that you have. >> Any questions for Ms. Bailey? Dr. McGee? >> Yes, so I see that this is a digital and a consumable, right? Yes, so within that particular program, does it give them an opportunity to carry out investigations and do demonstrations or whatever the curriculum requires them to do to learn all hands-on experiences? It's much needed now. >> It does, and actually with some of the carryover funds that

017we spent last July and some of Ms. Gulick's Title 1 funds, we actually braided some funds this year for school level funds and we bought some updated science equipment. So you should see all of the hands-on materials and the equipment that we purchased was three styles, so it directly aligns with the curriculum. Yes. >> So do you feel like based on what I know we don't have this year's EOG, but using this particular curriculum in the past two years, looking at benchmarks and checkpoints or whatever you all call them, I may not be saying it right. Do you feel that we've improved using this particular curriculum? >> We've seen progress with our NC Check-Ins. Now, I will say that I think that a curriculum is only a curriculum unless it's carried out by a skilled

018educator. So I think that we're still working on that end in terms of some of the transitions that we've had at Dillard. I think we can continue to improve that and I think that that will build, but I think this is a great starting point. We've actually been focused on core instruction all year at Dillard. Um that's been something that we've lacked for the time [clears throat] that I've been in Caswell and we've had great feedback just knowing that our teachers have the opportunity to use this curriculum and follow it through because we do have some beginning teachers in our science positions at Dillard specifically. >> And I know this doesn't have a thing to do with this. Fifth grade have something in place since the fifth and eighth grade are the tested area. >>

019So, we actually requested the digital version of Styles for fifth grade. Styles is the only approved curriculum for middle school science right now, but they are only approved through DPI for sixth through eighth. So, we have requested the fifth grade science. We have our pacing guides are linked with Generation Genius right now, um but we're hopeful to review that demo this summer and see if it's a possibility. Our fifth grade science scores though are typically very strong. Um we have some really strong teachers. Yes. >> something really strong there that could carry over to the eighth grade. Even though it was on eighth grade level, I don't see why we're not using the same type of instruction through fifth, sixth, and seventh. >> Right. And there is no um like I said, the fifth grade

020um this is actually new. This is only this will be the second year that Curriculum Associates has actually produced this Styles X curriculum, which is the science curriculum, and so they are pushing it back into K5. So, we have the K5 demo specifically looking at fifth grade this year. >> This is um how long this thing going to return the investment, you know? >> Sure. As you recall, at the beginning of the school year, we asked for traffic studies to be completed at Baldwin Hills, Oakwood, and North Elementary. Um we're finally bringing in the traffic analysis of plan for North Elementary. I turn over to Miss Ceci, Chief Operations Officer for questions or suggestions. >> So like the two previous um plans that you have uh seen before for North Gains and for Oakland, this one is uh the map that shows uh the plan to um be able to control traffic in the parking lot creating two lanes versus the one single lane to move traffic away from the uh other roads. And

022um in order to be able to do that, the plan is to do that, the plan is to widen that uh driveway uh beyond the current location and to be able to make people turn in that area when they going to drop off. So basically, this is the same the idea that we used to be able to plan for South and Oakland next year because the OT has given us this option as one of the best options to remove traffic from the other road. Um we discussed and and I think one of the board members suggested that we asked about creating that right turn uh in in in this either in this particular one or the other one and their feedback about that is that [clears throat] statistically speaking, that creates more uh accidents so

023because of the visibility. So they they don't not recommend to for us to be able to do that. So but um so this is the one that the the committee with the OT is recommending for your approval so that we can uh send it to um local or regional construction companies for estimates so that we can submit estimates for the three schools and uh funding can be um pursued from the OT at this later. >> Questions? And they're they they are they're going going a stop sign on the floor. and then somebody have to tell you know, to be sure that they're not trying to beat each other in that process. >> Would that be something that SRO or someone like they do over at building or would that's going to be when you say in staff that means that it'll be a staff in the morning and you need a staff in the afternoon. >> Correct. 027And they they said that this is typical in many many school schools the way they they do that. Converting, splitting into two lanes and then converting them back into one lane. >> I'm just saying probably is only really going to be a afternoon thing. I've never seen the traffic a problem in the morning over there because everybody come at different time, you know, especially now we're taking in at 10:08 to 8:30 and you got a 40-minute window to drop off. Now we are at uh number >> Five. >> So, let you know, we were gracious that the county commissioners last budget school year gave us a capital 888 reserve. And the board had approved all the all of our expenditures and things we wanted to fix. In my superintendent updates I've sent to you part of the past 2 weeks, the east wing media center the east wing roofing quote came in way over budget. It was a $67,000 and some change. So, I had recommended that we have another facility on our another facility we another facility that we have we proposed that it would fit within

029that budget to ensure that we are good stewards of the 67 of the 888,000 that the county commissioner received. So, I'm looking for board action of guidance on what next steps should be. So, in your packet you will see what the quote came in as, which is much higher than the $67,000. As well as in your packet you have the quote of the building that we are looking to repair, which is in need of repair. Um that falls within that same budget line. >> That building is >> The roof of the Mr. Petite, come on up cuz I want to make sure I say it right. It's a roof of one of our maintenance building. >> So, we've got we looked into several different deals for something that was in that same line item. We

030done a study of all of our flat roofs because the east wing of the old night grade building is a flat roof. Um so, we went in and looked at all of our roofs and got quotes to see what they needed. Uh we also done a what they call infrared study on all of our roofs to see where moisture is under the roof. And so, there's approximately an inch and a half to two inches of insulation on all these flat roofs. We did a study to find the moisture that's actually in the roof itself under the membrane and in the insulation. The maintenance group uh shop over there, um most of it is wet insulation. East wing has got a lot of wet insulation in it also. But, um the quotes came in for the

031east wing and the civic center really high. So, to keep in the 67,000 um I believe that with that roof, the maintenance garage was around 67,000 so we're in the same price range. The only other thing to use that 67,000, we could use it somewhere else with the civic center or something or replace an HVAC unit. I think at civic center right now, we got approximately six units down. So, we end up ministering to repair them. Also, we're repairing we're replacing two of them right now. So, we could use it to replace some of them older units and I did get an estimate this morning about 7:30 on what it will cost to replace two of those units down there. So, we have other means that we can use the 67,000. It just depends on

032where y'all would like to use it. >> But this got to be used by the end of June. >> That is correct. >> Mr. Malcolm. >> So, the civic center, what was the estimate is going to be around 67,000 and my follow-up question because you're our maintenance style graphic here. Uh What was What is your priority? What do you think our priority should be? Should it be the civic center or is it the maintenance building? >> Um If we're going to keep renting the civic center, I would put the dump the money in the civic center. Um if that's going to be our responsibility. We also use the civic center um ourselves on different occasions. Um The estimate [clears throat] I have is replacing two of the units down there at the civic center and

033the quote this morning was $46,212. For two units on the civic side. That's not all of the 67,000, but um at least it replaces some older units that are not running at this time. And this is in a small auditorium. >> What would that number be again? >> 46,212 dollars. >> Is that it? Is there other HVAC repair we can do down there? >> I thought that's correct. [clears throat] >> I thought we had already voted to do some of that. >> We We have replaced two of the units as of Friday afternoon at 5:30 we had replaced two of the units down there. >> How many more do we need to replace? >> There are one unit has been converted to two. And then [snorts] there's two units that's never been installed down there

034since the building was built. Um they're just open and gutted. Um there's several hundreds of thousands of dollars that could be spent on that building as far as HVAC. >> So can we just approve for you to use the rest of the existing money to fix HVAC at the senior center because I think the commissioners were agreeable to get to fix the senior center. >> And I think that's more of what I was laying told us of getting the estimate even though um >> Based on time, I make the motion that we spend the rest of the remaining 888 to fix HVAC at the senior center as much as you can do with what you got. >> Um >> Second that. On the east wing we had approximately 10 buildings down there that the HVAC was going in. We replaced the unit in the hallway and we replaced the center unit where the old cafeteria used to be and replaced the unit that was in the classroom where they do testing. However, since we're getting all these estimates and we originally started, we had several calls that the ceiling that ruptured in classrooms and flooded classrooms. So those units have been abandoned and the doors have been shut and we put tape on the walls. So we do have a handful of classrooms down there

036that are not being used as well as there is no HVAC in those rooms because coils are busted. Could I make a motion that not only do we fix as much as we can at the civic center, but can I replace a few of those coils that are damaged in those classrooms at the east wing? >> To take care of 20 >> It does take up to $67,000. >> That's a recommendation but we uh >> Can we amend the motion? >> You got to amend the motion to do that. They came in, estimated the buildings and the needs. Um when the

038contractors came in and we had five contractors that looked at all of our roofs. The [clears throat] estimates from the contractors came in a lot higher than actually the companies that were manufacturers of the roof material. >> Okay. >> So, that's the reason there's a difference between the two. >> Okay. Question. >> So, is this going to be something for the roofs that you can move to top of your list next year? >> Yes, ma'am. We're looking at a whole roof study, not only for the um flat roofs, but also the metal roofs. And most of this complete already. Um I think everybody knows the Pace Gym is one of them that we've been looking at really hard. So, that's one thing that we're looking at uh putting together for hopefully a lot of funds.

Uh, went by Dillard and spoke with Ms. Garrett to had a good conversation with her when then the Southside participated and with them for a little bit on their field day. Um, went by the awards um, sports banquet at BYP and then I also served as park director at Oakwood and North this this today and Friday and I pray that our students did well. Our band did great test. One little
