By virtue of North Carolina law, a local board of education may only hire pursuant to re recommendation of the superintendent. >> The I respect the fact that the board member has raised a point of order to corre correct the procedure error at the previous meeting. However, this error constitutes a continuing breach of North Carolina law and a point of order may be raised at this time. It does not need a second and is not debatable and it cannot be amended and being that action taken previously was improper that the interim superintendent did not express his recommendation to hire name elect and such is therefore rescended. 004motion's carried thank you announcements good afternoon good evening everyone I'm excited for a few announcements first want to thank all of our we've had a lot of it's been a busy season as we close the end of the school year so I want to thank everybody who help participate our athlet our athletic banquetss award assemblies as well upcoming events. I want to challenge everyone, the end of the school year is upon us. And believe it or not, we are 76 days from the first day of school. So, a lot of great work has happened and occurred, but we want to finish this school year strong. So, just want you to know that with the new start time, there are some there's new school calendar. There are some different changes. I do want to announce that
005the county annual back to school blast will be held August 15, 2026 from 11 to 2 pm at the Caswell Parks and Wreck gym. Uh this is a big event where all the community comes together to get back for school and that again will be on August 15th from 11:00 to 2:00 p.m. the cause of parks and recck. Also would like to recognize we have some champions in our building. So I know that our volleyball senior high school track team went to states and we have several to be recognized. So we ask our track team come on in >> while they make their grand entrance want to say that our students at Bonnie Senior High School had done a phenomenal job for track indoor and outdoor track. So while they come in let's give them

Um, a lot of them, I don't know if you guys know, but the, um, beta club ceremony is going on right now. So, we have a lot of them that's over there at the beta club ceremony. But, um, this year has been, [clears throat] excuse me, very successful. Um, with Deon, of course, um, being a three-time state champion. We also took the most that we've ever taken to conference as
007well as regionals. This year, we've taken 20. Um, I also do have certificates to give to our state uh championship participants. So, first I want to present this certificate to Lazaria Graves. [applause] I have um three foron which is one in triple jump, one in high jump and then one for long jump. [applause] Um Will McGee is not here but he um participated in 110 meter hurdles um at states. Jaden Tate, which was our um first leg of our 4x1 relay. Tamandre Fe, which was second leg, um Javon Bennett, third leg, and then Zavon Hughes, um which was our anchor, and then also with Nicholas Henderson being our alternate for that. And then Xavon is also going to be presenting these two because he also had qualified for states for the 100 meter dash as
008well as long jump. The first person we have is April Harris. >> Let me know when I'm ready. >> Here I am standing in front of the school board once again asking for help. I came to you all for help regarding a specific reason. my daughter being assaulted by a second grade teacher and the principal being disrespectful towards me. Apparently, it's okay for the staff at your schools to grab the children just because they're talking. I did everything I was advised to do by the superintendent and submitted a grievance. I did so and the outcome of that grievance was to have the principal and
010teacher write me a letter of apology and to ban my father from coming to South Elementary School because you all stated his uh behavior was inappropriate. You all watched the same exact video as I did and saw the teacher grab my daughter and pull her out of line and then don't even tell the teacher to apologize doing that. but you asked her to apologize for what she did to my child at kindergarten from last year. I've emailed you all numerous times to change the letter of response to my grievance to have it reflect what my grievance was for in the first place. You all were advised by your wonderful attorney to not change the letter and I was advised to get an attorney if I wanted it changed. You all made this issue about my
011father and his response to what happened to his granddaughter. You didn't like that he was sticking up for her and telling y'all the truth about what was going on. He never said anything inappropriate or even used a curse word towards anyone, but y'all decided to ban him from my daughter's school. And in turn, he missed a field trip and he's going to miss her ceremony that's coming up. I have noticed you all don't like it when someone has something to say and wants to advocate for their child. And I think it's very sad that a parent like me has to come to you all for help and you have swept it under the rug completely and won't help. I need that letter rewritten to include the assault on my child and the disrespectful actions towards
012the principal has made towards me. The apology letter needs to be rewritten as well to include what she actually did wrong. I received an apology letter from this teacher that was one sentence long. Please accept this as my personal apology to your daughter with the regard to the incident involving the staff Audrey had in at the kindergarten promotion in June of last year. I did not mean to upset you or embarrass Audrey. She shouldn't have touched her in the first place. Thank you. Amen. How would >> [clears throat] >> Good evening. >> My name is Amy Howard. Um, and I am a parent of an elementary and a high school student here in Kasle County. I'm here tonight to express serious concern regarding the proposal to move our elementary start start times back to 8:30
013or 8:45. While I understand the board is seeking uh logistical and scheduling efficiencies, this specific change shifts unrealistic daily burden onto working families. This especially critical given that as you see here tonight, probably 73% of working Kle County residents commute outside of the county for work. This issue is heavily compounded right now by the merger shifting Oakwood students over to South Elementary. For the majority of working parents, the traditional work day begins at 8:00. An 8:35 or 8:45 school bill creates an impossible scheduling conflict. Parents simply cannot be in two places at once. If this proposal passes, families will be forced into a corner. Many will have to try to negotiate with employers to adjust shifts or cut back their hours, directly threatening their financial and employment stability. Forcing this time shift right as the
014Oakwood student population is being temporary relocated south creates a level of frustration that Castle County simply cannot afford. Ultimately, the board must realize there are families of educational choices and a change like this will force many poor parents to vote with their feet and choose to leave Cas County schools for good taking the funding with them. Second, a delayed start means a delayed dismissal which compresses evening hours even more than we already have lack of. This directly disrupts after school routines, youth sports, tutoring, family time, leaving children with less time for homework and to unwind before bed. I know the board currently has a counter proposal uh to offer before and after school care at every facility to bridge this gap. While child care is a welcome resource, it does not solve the root issue.
015It also does not take into account as a title one school community, a massive portion of our students families live paycheck to paycheck and do not have a financial cushion to pay for this care. Lastly, the changes are may increase the number of students put into the bus routes, furthering the bus shortages and lengthening the times of bus routes. So, I asked the board to reconsider this shift. the shift and keep it the way it is and prioritize the reality of our students, communities, working parents. Thank you for your time, [applause] >> Daniel Lambert. First of all, I would like to thank the board for giving me the opport opportunity to voice my concerns. And I would also like to take the moment to thank Miss Blackwell and Miss Smith for responding back to me
016so quickly. Uh, but I have concerns with the proposed elementary school start time at 8:45. Like many families here, me and my wife both work full-time jobs and we are expected to be at work at 8 in the morning. We have already adjusted our work schedules and made arrangements to ensure that our children get to school on time under the current schedule. The proposed change would make a significant make it more more difficult uh if uh for the families. Next year we will have two children in school and a kid in daycare. If the school day starts at 8:45, we will likely be forced to pay for before and after school care and additional daycare expenses that we already have. And quite frankly, I don't think that the parents should be required to have to
017pay for it because it's something that we don't want. Another concern is that not all schools have the before and after school care. Even if they did, the availability and affordability remain major issues with many families. In reality, many parents do not have flexible work schedules and they can not arrive to work late just because the school hours has changed. I also have concerns about the survey that was used to help guide this decision. From my perspective, the survey was misleading to begin with. It did not include the option to keep the current schedule. Every option that was presented involving it was involving changing in with the times. for parents like me who support keeping the current elementary school start time at 7:45 7:50 whatever it is uh I understand that uh from a board
018meeting on April 27th option B received the most support from the survey uh which is and I'm not advocating for the 7:30 start time uh but that was the most popular option uh for it to be that start Uh uh that leaves me wondering why even conduct the survey in the first place if we're not going to go with the proposed recommendation. Uh I respectfully ask the board to reconsider the 8:45 start time and give greater consideration to the needs of working families in maintaining the current school schedules if possible. Uh, at minimum, I hope the board will carefully consider how this will change and impact parents who must be at work before the school day begins. I know the board has a difficult job and they must balance between a different interest. I appreciate
019you uh looking into this matter and uh just thank you for your time, [applause] >> Alison Bernard. Hi. Uh, my name is Allison Bernard. I'm a parent of a middle schooler and a elementary school age child in Castle County. Uh, and I just wanted to voice concern over the 8:45 start time. Uh, both my husband and I work in the county uh, and are required to be at our jobs at 8 a.m. And with having an elementary school age child, they're not able to put themselves on the bus. they're not able to be home alone. Uh there's really not a lot of options as far as what is um safe uh for that child. And in our experience, even if we put her on the bus by herself, the bus system has been messy um
020and has had some strain to it. And when we've tried to use the bus system in the past, uh the bus rides were very long and very unreliable. Um so for us, that's not really an option. Um, I also feel like it's a major um upset along with the move from Oakwood to South. You're already changing these kids um whole entire school day and what it looks like and already putting this burden on families as far as trans potentially transporting these kids for us from the northern part of the county all the way to South Elementary. Um, and so to try and figure out those logistics along with an 8:45 start time after we're both required to be at work, it's it's a lot. Um, and I feel like it's I feel like it would
021be more respectful to families that have two working parents or one working parent or whatever. Um, to be able to get the kids to school before we have to be at work. Um, 8:45 is late. Um, and as somebody else said, that puts them later into the evening. Evenings are already tough. I don't know how many of you have elementary school age kids, but um it's tough. It's a short period of time to do a lot of things and having them get out later in the day does not make sense. And that's it. Thank you so much. [applause] >> Thank you. And so, given that we had that experience, we brought a form to you last meeting for approval. Firstly, you gave us some feedback. So, you have this form for you. Now, we're asking for approval for this um form that will
023be placed on our school website for parents and grievances um so that we can make sure that we have a a clear documentation trail for this process. So, I turn over to the board for discussion. As you know, we're having to reallocate students to South Elementary for space and the traffic plan. So, if you would click on the management plan, there was
026some information there about arrival procedures, car arrival, bus transportation arrival, car arrival, arrival, afternoon dismissal procedures, car dismiss, and student load procedures. So, we ask to bring this back to you and we've done that for you guys to review and leave it for you for discussion at this time. M Lil. >> So, as my understanding, we approved the move to South that we were going to use one side of the building for South and one side for Oakwood. Based on that, I thought we were going to run two car rider lines, which is what I think we need to do because this traffic shows one car rider line as Mr. Bdine told us in our earlier work session when we were discussing uh some things that approximately 150 folks from Oakwood ride cars, 50% of
027the population and I would think it's probably close to the same at South uh that's a lot of cars. That's over 300 cars that you going to try to funnel in one line and then they have to get up there and say that they're Oakwood or South Pier. Um, so I just don't think that's going to work and I think [clears throat] it needs to be on each side of the school for each school. Uh, the other thing is this board had said before that we don't want any buses dropping off or picking up in the circle in front of the elementary schools uh due to safety for fire and we had some complaints for parents where they weren't able to get to pick up their child because buses were in the circle. Um, so
028I think we need to have another option for bus loading and drop off uh at that school as well, not to bring all those buses in from both schools and top that main drive coming into the school. >> So hear >> it mine was about that. >> Okay. So hearing your feedback, we will take that back to staff and provide you an update and this week is 10 updates. We have opportunity to give some more feedback on that. >> So can you tell us how the school is going to be divided? Is it going to be based on how the board wanted divided or we doing something different? >> I defer to miss uh chief operational. >> So the initial idea was to have uh school building like you said divided either north and south
029or west and east or whatever the case. based on the logistics in the school, the plan is not to divide the school. So, pretty much the two schools are going to merge in different locations. Mostly it's going to be awkward in one side, but then it's going to be a merge of different uh schools on the other side and the um so there's no need to specifically have an entrance for either one of the schools. So basically the idea that the principles and the team has put together right now is to help for the school uh environment not to be divided even though you're going to have uh administrators dealing with different students based on the school of of origin. Uh the location for the classrooms is going to be based on the capacity of
030the classrooms and whatever is available in in in the building. So the best distribution that we have right now is um uh not necessarily split A and B, but it's a merge. It's a it's a combination of things. >> Mr. Sichi, no disrespect, sir. That's not what the board approved. The board approved two separate schools at one location because that's what we were given, not to merge a school and have mixed classrooms. And I don't know that DPI is going to allow us to do that and fund two schools. Each school has its own number and if you're not running the school by its number and not putting things together, but um that that's not what we agreed upon and that's not what we should be doing unless it comes back to this board. The
031agreement was split the school in half, South on one side, Oakwood on the other and running it as two separate schools and we have not changed that. >> For clarification, um when I say merge, it's not that we're merging students within a classroom. It's in the in the building. So like like >> I understand sir but we wanted we wanted two separate schools and one building. >> That was the motion that was the vote and it would need to come back if we're doing something different because that's not what we agreed. >> You see at South School we are not the same way. >> We got more classrooms for students on the leftand side of the building. >> Yeah. >> As opposed to the right hand side. >> I don't know the exact numbers of

So my concern is not so much as if they're on a wing together because you can always keep those that group of students without. 034student? A South student might decide, I want to be Oakwood that day. So they go and just mingle in. That was my concern is at the beginning of the day, how will you distinguish which student is which? >> So right now the plan is for for is for the the principles and the staff to work together not to distinguish the students. they're going to come and they're going to unload the student and they go to the same location which is the cafeteria or whatever the place where they're assigned to be. So there's not that they have to be if you're open you go in this way if you are south you're going that way. No the students are all >> with the same logistics and then they go to their classrooms and that's when they're
035going to be at the particular school at that point. So I think it'll be better for us to when we bring something back identify what each room is so they can see that with it. >> Very good. >> And we do understand we only have so many rooms in the building and so we'll separate as much as we can but there will be some places where you going to have both schools in close proximity. That's inevit like a a drive up. Okay. So let's say a south teacher is working with Oakwood. Is there going to be something in that car rider's window to say this is such and such student? Because I mean, how is a a South student, how a South teacher going to know a Oakwood student is what I'm asking. >> So,

So, you have a staff from Oakwood and staff from South. >> So, but they're not going So, Oakwood's gonna have their group. The line was split at one point >> and then you got and they're going to be merging >> and then they're going to merge into the one you have like uh uh what we call the the loading or unloading >> uh dots, >> right? >> And then it doesn't
037matter if it's from Oak, >> right? That's why I got that part. So that's the part >> right >> that I had question about. So let's say parent A is Oakwood, parent B is South, parent A, parent B. The student, you're leaving it up to the student to say I'm going to classroom X and this student's going to classroom Y. Is that what you're saying? >> Within once they're in the building. >> Yes. The students the students will be supervised by by by adults from both schools to direct them what they need be. >> You do. >> Okay. >> So, I got two things. One is I would like to see in writing I already expressed some from DPI saying that they'll approve this plan because I don't think they're going to approve for us
038to have two schools in one like that if it's not separated and fund two principles and fund everything we got to fund. So I don't think they're going to see it as two separate schools. Number two, there was also option on the table to take these kids and divide them countywide between the schools. We voted against that because we wanted two separate schools if we were going to put in if we were going to have the kids all different than we could have went with the plan that separated them throughout the county and took the pressure off. The last thing I'm going to say is if you look at North Elementary, they've got 300 and some kids and traffic backs out into Walters Mill Road every day with the amount of car riders. So now
039you're going to have almost 600 kids at South Elementary >> at South Elementary. Well, it's going to go out onto 119, not 86 if it wraps like that. But you're still going to line cars up down a very busy road doing it like this. So >> yeah, >> session. None of this is what we talked about as a board. I don't know how we approve a plan and then we get to here. But it sounds like to me we may need to back up and put because this is not a principal decision. This is what the board said was going to happen because we were going to divide the schools. So for clarification, the the the reason of using the 119 is precisely because 86 is a very busy line. So if we try to
040get people vehicles, that's one of the things that we consider bringing vehicles on on from 86 into the staff parking lot and and drop students there. And then we have double the amount of staff in that building. Right now we're going to have a st more staff parking in there. So the limited of access to that parking lot is going to be more. So that's why we're trying to keep it in the the logistics on that side and it's splitted within the parking lot which is it has a lot of room. So originally we're looking at two but it could be three because there's room for three lines to go in that parking lot but uh just to avoid 86. We're trying to avoid 86 backing up. So what we'll do is we'll we understand
041what the board has asked >> and then go back to the drawing board and we'll bring that back and so uh we thank the board for the feedback and we've got that feedback so staff will do our best to continue um to be in align with the board's wishes. I guess that's where we need to start. So if it's in line item plumbing supplies and then plumbing materials, the way the last amendment was resolution was stated not to move one a certain amount of funds from this to the next has put us at a halt. I know I have not been in this position long, but I know at this point time of the year is critically important that we can still operate and function because things may come up for us to clear the books by the end of the year. this this school board, this school system is also handling reimbursements for the town of Yansville water. We're handling the the the capital A. So, we got a lot of things

So if if we're if we're operating one way and the resolution says another way, that's going to cause an audit um conflict which may cost us more money because we are operating one way but we don't have an adopted resolution.
