Okay. >> Okay. >> Good afternoon. Like to welcome everyone here to the regular meeting of the Casville County Board of Education. At this time, I will ask you for a moment of silence followed by defas. At this time, I'd also like to uh express uh acceptance to uh people in our school family also as well as the superintendent of Wils County Schools who passed over the weekend. At this time, I'd ask you for the moment of silence. Thank you. >> I pledge algiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. First item of business is the approval of the minutes February 9, 2026. Is there a motion to that effect? Miss Smith? Is there a second?
Miss Knight. Any discussion? If not, all in favor raise your hand. Post. Motion's carried. Thank you. Approval of the agenda. Miss Smith and then we'll come back. Any discussion? >> Yes, I would like to add um the current year calendar for adjustments for third quarter and revision for make up school time due to the loss of construction time last week. All right. >> Haven't gotten there yet. Yeah. >> Okay. You heard the motion to approve ad number five calendar. Any other discussion? If not, all with that change. All in favor, raise your hand. Oppose. Motion's carried. Thank you very much. Announcements. Yes. So, want to welcome everyone to our evening board meeting this evening. We have several uh great things to recognize, but just want to again pour out our sympathies to the Wils County
family and also to our local families with the tragedy this past weekend. Cas County stands beside behind our community as we support our community in transition. We would like to also invite Mrs. Frasier up to the podium as we recognize and introduce some of our new employees who have been hired since the last time we presented. >> Yes. Good afternoon. Good evening. >> I am going to introduce the new employees, two of them that have joined us tonight from Stony Creek and ask them just come forward. We have Aaron Morgan who is a substitute teacher who's filling in for Stony Creek in the media center. And we have Hannah May who is a classroom teacher also at Stony Creek. So these ARE I don't think none of the others have been able to make it
today. >> Staff recognitions. >> All right. So I'm going to move on to staff recognition. At this time, I'd like to recognize a group of teachers and administrators who were recognized by state bonuses for having achieved a high EVOS growth index during the 2024 2025 school year. We're going to start with Miss Parker Barry. Is she here? No. Okay. Miss Parker Berry received the state bonus and the local EVOS bonus um in fifth grade math and reading. We're going to have Miss Daniela Diggs from North Elementary. stand up here. Thank you. We have Miss Angela Howell Turner for the fourth grade math state bonus. >> Thank you. I'll be ahead. We have Rhonda McFalls from Oakwood for math reading and two maths and a reading and she's unable to be with us this evening. We
have Heather Norris from South for math. We have Tiffany Roberts from South for third grade reading. We have Emily Smith from North for math. Mr. Dale Stewart is unable to attend this evening. Um, and we have Stephanie Straight with from North with fourth GRADE READING. AND I'D also like to recognize two principles for um exceeding EVOS growth index of the top 50% in the state, Avery Artist. And the top 10% in the state, Teresa Parker. Then we have CTE. Do you want to take a picture of them and then do CTE? >> Yeah, >> you got it. Okay. >> Smile. CONGRATULATIONS. >> And next we're going to recognize CTE bonuses and CTE um growth. And that this is for CTE teachers who provided instruction in courses that lead to the attainment of approved industry certification
or credentials by the students in their classes. And we'll start with Mr. Jimmy Cobbler um who does woodworking at the high school and he's not able to be here tonight. We have Miss Brianna Lane. I think she came in. I don't see her. She um is culinary arts. We have Miss Donna Surface FOR NURSING. THANK YOU. And Mr. Brian Totten for drone technology. Thank you all for so much. Thank you for all that you do. Uh times have changed. Um state gives you a little bit more than I ever had now, but glad you got that. I have a card to read. It's dated 21226. We are so grateful for the stipen. Thank you. It is incredibly motivating to be rewarded and recognized for our efforts with sincere thanks to maintenance department and doing the
icing and snow. They did a tremendous job on what we did. Okay. Thank you. Anybody else have an announcements? All right. Public comments. Excuse me. >> Okay. Um any reports? Oh, y'all want y'all want to leave? No problem. >> Thank you. All right. Unfinished business. >> So, we have the 2026 2.77 school calendar. So, board of education members from our last meeting, you recall we discussed the 26 27 academic calendar with the two options. This board also reviewed um the calendar, made some adjustments due to the feedback from various constituents. We also approved to put this out for a survey. So within your packets, you should have the 26 27 school calendar survey results as well as the calendars that were put out for comment. So I turn it over to >> just a comment
from the beginning. Uh we've had of course the ice and the snow on top of that. We missed two straight weeks and of course we've missed a couple days because of the water situation. But I uh I was impressed with the the responses that we got staff as well as parents. Uh the thing about the calendars, there are two choices that we have. Uh mainly just to give you a little background for those in the audience. Normally what we would have a traditional calendar and what the traditional calendar does, it does not allow us to complete the first semester for the high school to take exams. We go into the second semester. Well, not second semester after Christmas to finish that. If you have an early calendar, it allows you to complete everything by Christmas,
doing exams, and when you come back after Christmas holidays, you starting a new semester. So, it's pros and cons both ways. Uh, I remember a long time ago, there used to be situations where I remember some states that you couldn't go to after Labor Day. And I think Labor Day can fall as late as September 6 or September 7th. So 180 days is what we have. So that's just some comments that I'll make. But board members, do you have any comments about the calendar or the comments etc? >> Yes. >> The only question I had looks like on the early start calendar was graduation is supposed to be on a Thursday. Okay. So before we approve the calendar, I would like clarification on what day and time graduation is going to be because it's hard
for people to get off during the week. So the reason graduation was placed on a Thursday was it takes two full days for the faculty and staff of the high school to turn around data to ensure we can verify grades and things for graduation. The reason graduation was moved is because staff is still under their contractual responsibilities. So the calendar committee presented this information um and shared that it is up to the board if they want to change that but it is um been it's been reviewed by each school um school staff did not have concerns issues with that but of course the final decision does lie with the board. The main reason is we've always had two days from the last day of school to graduation in order to get things played. So we
just stay with that pattern. >> But is there a problem to move one more day? >> If I recall correctly, they're still under contract on Friday. Jessica, so it should not be a problem to move it to Friday because staff is still under contract. >> So would that be Friday night like it is now at 7 p.m. or whatever time? That's the pleasure of the board to to concept the timely the high school principal has some communication regard that I know last year the board it was shared with the board that the government will be at night. It doesn't have doesn't have have to be but it's an option. >> Okay. >> Anyone else? I would prefer to see it more at night because of people working. It is harder for people to get off
of work on >> weekday or Friday morning versus a Friday night. >> Any other concerns about the calendar? >> What time of the day? What time are we? 6 or 7 this year. >> This year it is scheduled for 7. >> It may be best not to set the time. Let the school staff see how the time works this year and maybe next year look at maybe 600 6:30 since it's our first time have night. um it maybe give the school the autonomy to choose some of those um items. >> Any other concerns? Yes. >> Okay. Go ahead. >> Mr. Chairman, based on the survey data back from the community. Um I make a motion that we adopt option B, which would be the early start calendar, August 17th start date with graduation being held
on Friday evening. Second by Miss Begler. Any discussion? If not, all in favor raise your hand. Oppose. Motion carried. Thank you. Spring break option to work due to inclement weather. So, thank you, Mr. Chair. Due to uh wide array of inclement weather, we've had to review the opportunity. This board asked us to staff to come back with surveying staff to see for those that did not have approved time that they would open the buildings for spring break for a part of three days for the three days we were closed. Um so that staff who may not have had time had opportunity to save some time. So what you'll see in your packet is the survey results. We had 159 responses. Um, you can see the comments that was also added there. And also the board
asked for us to have a proposal of what it would look like for spring break if we open those three days for the staff. And so um the pro the proposal in your packet was stated um clear operational plan for facilities and staff to work during spring break to ensure continuity with the district operations. This will allow staff to recover leave due to the inclement weather. During spring break, staff may utilize instructional planning, classroom organization, and operational preparation for the remainder of the academic year. At the same time, it necessary to limit public access to school campuses to ensure safety and allow maintenance and custodial teams to complete essential work. So, our proposed plan if site school sites are operational during spring break, some of the following procedures be implemented. Um, all school camps will
be closed to the public for those three designated days if the board chooses to do so. Staff work day work expectation. Staff may work to report their assigned school buildings and and work will follow the standard workday schedule. Work complete during this time should align with instructional planning, classroom preparation, and school improvement priorities. Um for building safety and security maintenance custod administrative staff will be available each day to open and close facilities to ensure safe and secure access for employees. Staff will also access the building via their ID badges. Uh administrative coordination principal and supervisor will communicate specific entry times expectations and any site based procedures to their respective teams. This will also help us coordinate with maintenance and consider staff to ensure a proper facility management benefits. This proposal ensures safe and secure campuses
during spring break. Provides staff dedicate time for planning and preparation. Um it maintains operational readiness and for students to return and supports the coordination and maintenance of facility needs. So it is my recommendation that if the board chooses to do so proposed plan or as the board seems necessary. >> Yes. Mel. Um, I know I wasn't here last meeting, but my question is after reading some of the comments, I think maybe some of the staff feel that they have to work, but it's an option. And another thing, do they have to do all three days? Can they just do one? >> Of course, a staff's time is their time. >> Okay. But by comments is >> Well, we only gave them a maximum of three days because school was closed for three days due to
weather. We had three code. We closed it and did not allow staff to work. So that's why we have maximum three. >> Okay. Well, I kind of would like to make sure everybody understands you can work the three or you can work one. Let them know that it is option. And another question I had was number three. Does the maintenance, custodian, and administration have to be there? >> It's a coordination of those three to ensure that the building is >> one. Okay. I just want to make sure >> one side didn't fit all. >> And then closing a school. If we were out for Easter, would the school not be closed nor? >> So school is closed on Good Friday and Easter Monday as that was the holiday, >> right? >> And so the other
days if we were there, we want to make sure the building was still closed to the public because normally it's closed to the public. >> Okay, that's what I'm good with that as long as you explain to >> Okay, I make the motion based on superintendent re that we open schools based on this criteria. >> Sorry. open to the staff based on this criterion. >> Is there a second, Miss Smith? Any more discussion? If not, all the f raise your hand. Post. Motion's carried. Thank you. >> Thank you. Uh, next item, new business consent agenda. You have three items. Request a transfer, fundraising request, and you had one at your place when you came in tonight from the hospital. and coaching spring sports where you will pull. Miss Beg, you had a question. >> I
wanted to pull. >> He wanted to pull which one? >> Transport. I mean, yeah. Um, >> yeah, >> the first one. Okay. With that being said, we'll pull transfers. So, that needs two for the consent, fundraising request, and coaching spring girls soccer. >> And I got something else. Um, well, can I go on with fundraising? >> Yes, go ahead. Um, I kind of in the past we've made it that you only had two times a year to do fundraisers, but I kind of really like this better because if I'm a person just coming on, it gives me opportunity time to be able to do a program and say you got to do this one and this one. It's been in the past. So, I kind of like to maybe let everybody be able to do
that because in the past we've done spring and fall and you only had two times the board got fundraisers and that was it. Okay, >> if y'all remember that. >> So, I like this way better. >> They don't have to do it within those two only two times. >> All right, >> that makes sense. >> Anything else? I I think I'm making sense of it. Yes, ma'am. >> With that being said, uh is there a motion to accept the consent agenda? Mr. Smith, Miss Be second. Any further discussion? If not, all raise your hand. Opposed? Motion's carried. Thank you. uh proposed procedures CDL class B license. >> So I'd like to invite Mr. Bird, our director of transportation to the podium in regards to proposals. >> Good evening. Um, transportation would like to propose uh
the following procedure to be put in place uh to create a standard uh any employee who wishes to drive uh a bus for Castle County Schools could receive reimbursement of up to $250 um after they've driven a bus for two months with the school system. During the 2024 uh school year, uh at least four employees also completed the CDL training, but never uh drove a yellow school bus and received full uh reimbursements. Um >> that's good. Say that again. >> Four employees for Casle County Schools went through the CDL process. They did not drive a yellow bus. They drove activity buses. Okay. >> But they received full reimbursement. Okay. Um, additionally to with several of the coaches and staffs currently holding the CDL and funded through transportation, but they don't drive route buses, we would
like to transfer those costs to the schools unless they drive at least five different times for transportation. They drive a yellow route bus uh five different times during the school year. Then transportation would pick up those costs for the licenses. If the high school or the school pays for it upfront, transportation would then reimburse the school through finance for those funds. >> Okay? >> But they first have to do at least five routes, different routes, >> or the same routes. >> This would give even u procedures across the board for uh transportation funds versus school funds. it it's um more it's legal because 056 funds are being used to for the yellow school buses and not the activity buses. >> Okay. >> Couple question. >> Yes sir. >> In the first line it says any
employee who wishes to drive a bus for Cwell County schools may receive. >> Why are we gonna say may? If we approve it they will get it. Yes. >> Okay. Now funds come from where? >> 056. Yes. >> Is the will it handle all the drivers who do that? >> Yes. >> Okay. Last question. How long is the CDL once you get it? How many years is it? >> It's five years. >> Five years. And then you renew. >> Then you renew every Most drivers have to renew their DOT physical every year. Some drivers get a two-year uh DoD physical. It depends on sublime. >> I got inadequate. >> So, we paying for this even when they renew or the initial time >> even when they renew. >> Well, here's the problem I have with
it is I'm okay with the yellow bus drivers get it out. But I don't think we should put in a policy what the schools are going to have to pay out because if I'm a principal, I may not want to pay somebody for my school funds to have their license if they're going to drive a bus and then school sharing them. So I just think that's a little great to say that we're going to pay them $250 from somebody else's funds. >> It's up to $250. It's not $250, >> right? But that should be the school's decision. We should not make that distinction in here for them. We should be making the distinction that we're going to pay them out of your 056 funds for people to drive a yellow bus in the discussion. If
they get paid any more money, that should be up to the schools where they're paid, not not us to set a policy that they will. >> I believe the current procedure is that if they drive an activity bus, they can still get reimbursed. Am I not am I correct with that assumption? Well written >> policy. This starts off saying the current policy, but I don't remember a policy being approved. It says proposed district policy. CDO class B would >> It should say procedure, not policy. First of all, I'm sorry. >> All right. >> There is not a policy in the district for this. Okay. >> This is a procedure that we would like to get in place. >> Okay. >> All right. Miss Smith, I saw your hand. >> So just further explanation. So, let's
say it is a coach and that coach only drives the activity bus to the games. Are you saying they shouldn't get the $250? >> No, I'm not. I'm saying it shouldn't come out of 056 funds. >> It should come from the high school or the middle school. >> Exactly. Okay. >> If they drive a yellow bus, >> it should come out of it. Then it can come out of 056. We do have coaches who, and I don't want to bring out names, right? Um, but we do have a co some coaches who have stepped up and driven a yellow bus this year. They would qualify for transportation would pick up that that cost if they had to renew their license or what what have you. >> And did you say five times? >> Five times
to drive the yellow bus. >> Five times. Yes, sir. >> Okay. All right. Miss Beverly, >> are you asking to start this this year? Next year? I would like to start it as soon as possible, but if we need to put if we need to wait till next school year, that's fine. >> Well, my my problem if we start it now, the schools already done allocated where they're spending their money and I feel like that would be too much right now because really need to work out how you going to actually do it before. >> So, I would rather start it at a new school year. >> Okay. if possible. >> Midnight. >> Do the elementary schools ever use activity buses when they go on a field trip? >> Yes. Yes. >> I mean, so
if they did, they don't have revenue streams like the high school in Dillardwood, you know, for instance, when they for athletic events, you know, they bringing money in. Elementary schools don't have that same source of revenue. So, how would they pay for theirs? >> 90% of the elementary school trips happen during the school day and they're back before school dismisses. So, the actual school bus, the yellow bus drivers are the bus drivers for those field trips. >> M, >> this might be a question for you, Mr. Stokes, and maybe Mr. Bone. So, right now at the high school and middle school, if if a coach does get their um CDL, moving forward, would the high school and middle school principal decide whether they're going to reimburse them or not, or would would they definitely reimburse
them? >> Based off what's being discussed right now, that's for debate. Um it would be the principal decision if they would reimburse them or not. So, in past practices, if the if there's a high school principal working with his coaching and staff and they use athletic funds to purchase to reimburse, for example, football team, >> the football coach says, "I'll get my CDL." um the the school has is able to reimburse them for the CDL because it saves um it saves money in having to hire a driver to drive the entire time and be on the clock the entire time they're at the game. So for the entity either the middle school or the high schools benefit it would charge them less in transportation fees if they reimburse a driver to drive. Um because if
you have to hire a different driver, you have to pay that driver the time they drive and they're on the clockwire at the event. So there's a balance there and and the site principal have to make a determination. >> Okay, Mr. >> If we write it like that, I'm good with it. But that's not the way it's written. And so what I don't want is if I'm the middle school principal, the way this is written, if 10 drivers got to renew their CDL and if it cost $250 a piece, then I'm going to hope for $2,500 when I'm only have like a $6,000 athletic budget. >> So personally, I would like to see this come back written on what Mr. Verdine needs and then perhaps we write something different on what the school would need.
That way nobody is forced to pay for what we don't need. >> All right. So, let me get clarity. Um, we'll bring this back to kind of talk about how it will look for athletic reimbursement. Um, how have athletic CDL, excuse me, activity bus drivers versus those that drive the other bus. So, the only funds that can reimburse are the state056 funds. And so we'll be out of compliance if we reimburse someone who never drives a yellow bus. I want everybody to kind understand that. >> That's the question. >> So, so what's happening is if there's somebody who's being reimbursed out this fund, but they never drive a yellow bus for audit purpose, that could cause problems down the road and so we can clean this up and bring this back to the board. >>
Okay. >> That was what I was going to ask about. You say you have four drivers now that did not currently drive the yellow buses >> last last year. This was last year. Yes. >> So that that we lost that money. Did they drive the activity? >> They drove No. Yeah. They drove activity buses, but that's all they drove. They did not drive a yellow bus, but they were paid from state funds. >> So what you're saying is if you use 056, you must drive the yellow bus. >> Correct. >> Okay. Gotcha. >> Okay. That made clear. Everybody agree with that? >> We'll bring it back. >> Okay. >> Thank you, Mr. B. >> Thank you. >> All right. All right. Item number three, arts council request. >> Yes. I'd like to invite some wonderful
individuals to the podium that's going to bring us an arts unplugged um proposal as we partner with some of our arts agencies. And you have a PowerPoint and turn it over to ours. Welcome. >> Thank you. Thank you so much for allowing me the opportunity to speak before you today. Um I'm Karen Williamson, the executive director of Caswell Arts. And what um I'm here to seek before you all is a partnership for us to um host our summer arts unplugged program at one of the schools. Next slide, please. This is our fourth year or coming up. It's this will be our fourth year for Arts Unplugged and we do have uh a success track. Um the first year we had three weeks to put the program together and we were lucky to get 40 kids.
Uh what we ended up finding out is that uh we were competing with a couple of other summer programs. So we learned a lesson that year. The second year, um, as you can see, we doubled, um, our our program. And last year, we extended the program from a one-week program to a two-week program. The first week we focused on elementary school kids, and then the second week we had middle and high school kids. And this year based on data that we have received, I'm in a a cohort through the Danville Regional Foundation for Out of School Time and some of the data that we've received states that a need within this community is to have programming targeted specifically towards middle school and high school kids. So, our two-week program is going to be focused specifically
on middle school for the first week and high school for the second week. Next slide, please. In those two weeks, uh the kids will have an opportunity to select two uh subjects, one in the morning and one in the afternoon. The way that it's structured is that uh the first um uh session will be from 9 to 11:30 with lunch in between uh the two sessions. The afternoon session will start um at 12:30 and go until 3. We have eight subjects that uh we'll be offering. And the reason why we have it structured this way is so that um the kids will get focused time on each of these uh topics from uh creative writing uh drawing uh painting to performing arts with uh dance, theater, vocal training, uh ecfrastic and steel drum music. The
e the ecrastic um part of the music program is an introduction to uh film and uh TV music scoring. So they're going to be using a static picture in which to be um inspired to uh make some music. And then the last one pending uh the availability of our use of the um of the kitchen facilities. We'd also like to uh offer culinary arts as well. Okay, next slide. This program, it includes lunch. Um it's a $20,000 value. Um and there's no cost to the students to participate and it won't be a financial cost to the uh school system. Um, the funders that we have set up for uh the payment of this program are the Wulmeck Foundation, the Yansyville Community Foundation or I'm sorry, the Yansyville Community Council, which is sponsored through the Danville
Regional Foundation, um, the Caswell County Commissioners and our grassroots grant. our insurance policy that we currently have uh covers this event. So the insurance um liability rests with the arts council. The benefit to the school system is that we're going to open up registration for the public school kids for a whole month. And any uh openings that we have thereafter, then we will open up to the general public. But we want the um public school kids to have first pick of the sessions that they uh choose to be a part of. Okay, next slide. So, we would like to host or have the program hosted at Bartlett Yansy because again it'll allow us the space to uh have this program take place. um our al our alternative location um should we have to uh go
to an alternative location um will end up having to cut some of the offerings just because of space. And that's part of the reason why we would like to partner with uh the school system um and ask for uh public school um space in which to host this program. The proposed dates that we have right now for the middle school week will be July 20th through the 24th and the following week the July 27th through the 31st for the high school students. We're going to limit the class sizes to 10 per uh per segment. So our uh capacity will be capped at uh 160. So I'm here before you to uh ask for the permission to use uh by high school during those twoe time periods. Um also if we can confirm the use of
the culinary arts um kitchen and uh we will definitely coordinate the distribution of the registration materials uh with both the middle school and the high school. And so with that, the last slide will show you my uh contact information. And if you all have any questions, I'd be more than willing to answer those for you at this time. >> Now, when you say space, >> how much space are you talking about? >> Um, just regular classroom space. Um, >> that's what I mean. How many? When I say >> how many? We're looking for eight. Actually, nine. One. And I'm going to actually go back to uh the the slide that says professional artistic curriculum. That one right there. Thank you. We would need a space for uh for uh our creative writing, a space for
drawing, >> another space for painting. So that's three. And performing arts. We're looking for space for uh movement and dance. uh a theater slacting space, vocal uh singing and the ecfrastic and the steel drum music. Um we can work with trying to get them to utilize the same space. Um and then the kitchen for the culinary arts. So that would be eight. >> One other question. You said uh insurance. What did that what does that entail? >> Um any problems or any issues um that require uh an insurance uh uh claim. >> Um I have been assured by our insurance people that uh those claims will be handled under our insurance policy and our policy goes up to a million dollars. >> Okay. All right. I saw you hand this back. How many adults will
you have working with you in your program? >> Good question. There's going to be all of the adults will be um vetted first of all um and in and off it in if we are able to use um some of the school teachers then we will do that. So definitely the eight instructors will be the adults, but we also intend to have volunteer adults in each and every one of the classrooms um as well as maybe two people um kind of like as floaters. We also are going to be um hiring this year a camp director who will help to coordinate um the days and um again just to help keep the the flow of the program uh going as smoothly as as possible. So, we're looking at eight instructors, eight volunteers in the classrooms,
um, plus about three uh, floaters, if you will, which will include the camp director. >> Thank you. >> Any other concerns? >> As far as cleanup goes, who will be responsible for the cleanup? >> We Yeah, we I'm sorry. Yes. Uh, we are responsible for the the cleanup. Um we've done that in the previous years. Um especially with the painting, we have uh tarps in plastic um that will go on the floors um and uh with the the food. That's that's all on us. So we are responsible for the cleanup. >> As far as the volunteers go, do y'all fingerprint the volunteers? >> We do have a background checking system. We don't fingerprint them, but we do um conduct a background what we call a basic background um check on each of the um volunteers.
And if that's a requirement that we need to share that information with you, then we're willing to do that. Thank you. >> What? Sorry. Go ahead. >> So, basically all you're asking the board for is the use of the hospital facility. >> Yes, sir. >> So, Mr. chairman have no problem with it but I think as we learned two weeks ago when a wanted to use the campus that's not a board's decision that is about the high school decision per policy correct >> okay this board really has a decision making in there >> so the reason I wanted this to come to the board is because it's a partnership with the arts council >> okay >> and it's during the summer and it will impact us during the four week if we choose what the
four week will look like but I did not the arts council came to me as superintendent regarding that um because I wasn't sure if it would be possible because of the insurance liabilities at those places but given the amount of students and how we want to have this benefit students and stuff that will be that the board could have stuff that the board could be informed regarding this far as far as speaking with Mrs. Carter, she's okay with >> Okay. >> Um, but we just wanted to make sure that all parties were involved. >> One other question. >> How long is the normal day? >> Uh, it'll start at 9:00 a.m. uh with lunch from 11:30 to 12:30. The second session will start at 12:30 and end at 3. >> I guess it' be for
Ron. So, if we do this, well, system does it. We're not responsible for any students. >> Well, >> how does that fall? >> We need to see that policy because there are a lot of entities that I've seen policies and they really aren't pure liability policies, but the council needs to basically hold the school system harmless from any claim, cause of action, injury, or anything else. They're going to use it. And you know, one question is it's an it's a fairly extensive program with a lot of kids. H how do you manage do you just leave the door unlocked? Um how do you manage the access and use and how do you limit the facilities to what they need? Is it unlimited access? So it's it's not just using it is how you keep kids
from going to the classroom and tearing stuff up. and and does the system have need or should the system provide any sort of presence to be sure that >> everything kind of stays in line. It was easier to do when it was the civic center because you had catching facilities and things over there at one time and they could isolate it to the civic center. If it's a high school, it's going to be a little bit more difficult to isolate. >> Back inside your hand again. Um I wanted to well he just he said something but I and I'll ask that transportation how is your transportation going to be >> transportation will be provided by the caregivers/parents we will not be responsible for transportation >> okay and then um I just wanted to and I'm
just think about the east wing because it's a you know u maybe having a certain area as he say for accessibility or whatever. But um you all will be able to I guess we need to put put you where it will be not the whole school accessibility as far right school accessibility. >> We'll definitely work with the decision makers um at the school >> to keep the the program um contained in the area that's designated. So we're not looking for free reign of the building, >> right? You know, we just need the space for the instructors. And again, to your point about the kids, this is one of the reason why we're capping the participation to 10 students because it'll be what we hope in our minds that it'll be um manageable for the instructors,
>> right? And and the other issue would be with transportations provided I mean, school system has problems on a daily basis with parents not showing up >> in the afternoon to pick kids up. So, who stays with them? I'm assuming >> it'll it'll be um designated adults. Um probably the the three floaters, the two um uh volunteers plus the camp director. So, >> okay. >> Well, I guess my question is for Ron. I would assume that they would just do a standard rental agreement and then the principal has the ability to wave the fee. They're incentus from us or remove the liability from >> That's right. And and you can put things in it that you know they'll hold us homeless that they will keep an eye on the kids that they'll see to it
that nobody is basically left at the high school once classes are over things like that. >> Yes. >> Is this a first come first serve? Yes, first come first serve for the public school students. And once um the uh classes are filled um then of course they're they're closed and the kids will have the opportunity to choose two subjects um uh one of course in the morning and then one in the afternoon. So, uh, but if there are any spaces that are open that are not filled by, um, any of the public school students, then we will open it up to the general public, but that'll take place again one month after we open up the, um, registration. Karen, >> I got one more question. I know you just said elementary and you may have
said it. So, is that all elementary like kindergarten up or >> We're not We're not catering to If I said elementary, I I'm sorry. It's just going to be um middle school and high school. Yes. So I I misspoke. It's just >> you have >> So I just wanted to make sure everybody was apprised because this type of discussion helps us refine things and places because this would be a new venture. Um as Council will continue to partner with the arts council. The arts is exceptionally important to students. It's a good opportunity because not every student is an athlete. Not every student is a high is a is a high scholar. So the arts may be their why they participate and this gives our middle to high school students an option during the summer. >>
And how would this be communicated to the students? >> We'd like to uh promote it through the school um through Dillard and also the high school. Uh we haven't devised the the flyer or the communication um device yet um because that will definitely be approved by um the superintendent and um the school principles before we send it out. Um but that is the way that we um are going to um announce it. Uh I'm sure we'll put it in the newspaper. We'll uh have it on our uh web uh not well yeah our web page and our social media. Um but again it's uh first come first served uh from the time we open up registration. Um parents will have the opportunity to uh sign up kids online or through the school. So those are
other details that will definitely work out but um it's definitely geared towards the public school uh community. >> Okay. >> Yes. and M the when when they do that here the system's got email telephone contact information as long as it doesn't conflict with policy there's possibility the school system actually notify first come first school first serve basis free some camp but it's all done so the school system if if this is a worthwhile program the school system would assist in getting work >> okay would there be some kind of waiting list. I think it's like I just know for 48 you sign up so early and then sometime when it gets there kids can't come so they back out and then they can pull from a waiting list. >> I just worry with it not
worry but with it being free folks are going to sign up and maybe not think about >> we do have a waiting list. So yes, we we had that before and you're right there are kids who will sign up and then they'll go on vacation. So yeah. >> Okay. >> Thank you, Mr. Williams and Mr. stumps as well after everything is finalized with the high school principal that it comes back to us for the fine details so we'll be apprised of what's going on. >> Great. Thank you. Thank you all for your time. Appreciate it. >> Next item number four is mine. For several years now, I've been thinking about this because Caswell County does not have an athletic hall of fame. it uh what I'm trying to do is to recognize either players, coaches,
contributors, uh supporters, etc. who have done outstanding things uh through Caswell County. It only will fly if the committee can raise the funds to generate the first event. And I guarantee you now, if the funds cannot get there, then it will not be held. And if so, if the funds are raised, what I'm asking of the school system is to allow the plaques that will be presented to the individuals to be placed in Bart. And what I mean by that is the individual would get a plaque and a duplicate would be in the school for people to see. Uh the only other thing I asked that uh the school system allowed say the central office to house application forms tickets etc. No expense involved. Uh I got this but what really picked me I attended
one in Damville and uh I said this would be good for Caswell County. So that's the process that the committee is in now and uh like I said if we don't raise the money we won't have it. But if we do raise the money, these are the things I'm asking. >> Questions, concerns. >> Just one point of clarification. This will recognize all athletes of county athletes, coaches, supporters, and contributors. and they either have had to uh lived in Caswell County, worked in Caswell County, or participated in athletics in Cas County. >> Okay. >> Yes. >> How do you choose who chooses the committee? >> I already got one. >> You already have. So, this is already underway. >> Yeah. And like I said, if we don't raise the money, it won't take place. >> Yes.
So this is not a school board. This is just for information. >> Just for information. But I'm asking for approval >> to hang the plaques in the high school. >> So that's what my question was was what is it that you're asking for us? So you >> what I just said the approval for once if it takes place takes place >> to put the plaques at the hospital. >> Correct. >> Okay. because the individual or whatever would get a plaque themselves and a duplicate would be on display >> for everybody to see. >> Okay. >> Yes sir. >> So is it like a one time or like every year so many >> every year and it would be a nomination process like if you wanted to nominate uh David you the committee would decide whether
that would be worthy for that year. >> So is this like one person per year or seven? No, it depends upon the number that you get. >> Okay. >> Anybody else? >> Go ahead. >> So, I'll make a motion that we allow these blacks to be hung in our house. >> Is there a second black? Any further discussion? If all favor raise your hand. Thank you very much. I will keep you breast uh because I know about the money uh pretty soon. Okay. All right. Thank you. Item number five, calendar update. Mr. Stokes. >> So, at the last board meeting, we revised our calendar by changing some optional work days and required work days to student days so that we would meet the 1025 threshold for instructional time. Since then, uh we we've been out
of school and so we are now needing to do two things and review two things. The first one will be we need to reassess the third quarter marking period because we've been impacted by weather and been out of school for so much as well as we need to look at we're now below our threshold for instructional hours. Um so we must have the 1025 instructional hours to stay in compliance with the law. And so in the very back of your package, you received the calendar from that that reflects the changes from the last meeting. And so today, progress reports were supposed to have gone out. However, our students have missed a significant amount of time. So is it really fair to put a progress report out when we've missed so much instructional time? So, u
our my my recommendation is to move the grading period um to move the improper reports through March 9th, which gives us approximately two more weeks of school and then end the grading period on March 27th. Currently, the grade period ends on March 26th. So, we're just trying to make a mid mid midpoint because it's really hard to push that report card after spring break. This will allow us to still get report cards before spring break and then when we come back from spring break all students are returning to a new to the final quarter so there's not in a limbo um during spring break. So that's one concern. The second concern was about the 1025 hours. It is um my recommendation or a suggestion to turn we have 4.5 hours we need to make up
um from the last time when we increased the school day by 10 minutes that allowed us to bank 1 and a half hours of instructional time. So the additional 10 minutes we gave the elementary school allows us to bank one and a half hours of instructional time leaving us 4.5 hours needed. So our recommendation is to turn the early release day or the March 26 early release day into a full day to gain three and then change the last day of school. And instead of being an ear day, we will say school will dismiss at this time, that time, that time to make sure we meet the 10:25. Now, that's what we're recommending, but the board can have discussion if they see other options or opportunities. >> Now, based on what where we are now,
if we don't miss anything else, okay, >> I almost hate to say it, sir, but yeah, if we don't miss anything else, >> our fingers are crossed. >> Yeah, fingers crossed. But what you have just said, we'll work. >> We'll work. >> Okay. >> Meaning the last day of school is still June 9th, but instead of schools getting out at 11:30, 12:30, 1:30, we just need to add a little time to make that work. Okay? And the release date scheduled for the 26 would need to be a 4 day. Okay. >> I just want to inform the board and the public if we have a early release one hour delay and changes to our schedule, we have to make up that time. Let me say it again for those in the back. If we have
a late start, if we have a early release, we have to make up that time. So we're hopeful and prayerful that nothing comes if the weather comes it comes Friday evening and gone by Monday morning. So that we because we have a 1 hour delay, two-hour delay, we have to make up those one or two hour back. And if if you saw my interview with Spectrum News, if if we have a significant snowstorm or something comes, we're going to have to start exploring spring break because that's the only time remaining to um make up. Okay. So, this keeps spring break intact, but if we miss any more school, we'll be we'll be bringing it back to the board to help make a decision. All right. Discussion. Anybody? One thing I I I would say after
reading those comments, uh, spring break is what it is. If you have made reservations and paid your money, then you need to do what you got to do. But it's just like you can't have your cake and eat it too. The state says, well, if they wave it, then you're fine. But other than that, you have to have a plan of action to make up that time. And according to my count, it's 5 10 13 days. Is that right? We missed Wednesday, Thursday, and Friday last week. >> Yes, sir. >> And we missed two straight weeks. So that's 13 days. That's It has not happened since I've been here. That been a long time. So you have a plan that you have presented and uh anybody else got some thoughts on that? Anybody? >> So
is that what you're recommending? >> That's my recommendation. So be clear, March 26 will not be a full instructional day. That will gain the three instructional hours. >> June 9th, we will only add an hour and a half to that day. So that mean elementary school would dismiss at 1:40 instead of 12:10. Build would dismiss at 1:15 instead of 12:45. The high school it impacts, but that's a makeup exam day. So even they got out early, they would still take exam, they had to stay there. Yeah. >> So the schools that it really impacts the most are elementary schools. Technically, Dillard could dismiss a 12:45 because it has enough time, but we have to follow the the smallest the elementary schedule. So, that's why we're doing that. >> Okay. >> The grading period progress reports
will come out on March 9th. The end of the grading period will be the 27th. Report cards will still go home on April 2nd, right before spring break, so that those uh scholars will know their academic standing before spring break. So, parents can make appropriate interventions if needed. >> Okay. Okay. >> Anybody? >> I'll make a motion. >> Second. >> Okay. It's been moved and properly second to accept the superintendent recommendation based upon the calendar recommendation. Second. I'm jo second. Any discussion? Any more? Okay. If not, I'll say raise your hand. Thank you. And just keep your fingers crossed. All right. Super update. Just want to take a moment to stop and thank um the town of Anville c the county government emergency management service. I have had the pleasure of working as a team
to help our town of the antville work through this crisis. Although it was very difficult and very confusing, it is great to see our small town come together to communicate what's happening and how we can work together to do so. I think that's a step in the right direction. Um could things have been done differently? Of course. Um but we live and learn and so as we move forward, it was great for me to be able to um step and hear the needs of our community because we are all in a service related field. Um do want to update the board and let you know that we're now beginning the registration period for classes for next school year. Um and so we have a lot of big things coming up. um high school registration, middle
school registration, elementary school registration, kindergarten registration, and we've also I've been working meeting with the um homeschool partners talking about a opportunity to possibly partner with them um to where we've been invited to been invited to one of their board meetings so that we could do a model after the Arredell States school system where they partner with their home school to hopefully work together for all the children of Caswell County. Um, that's something that is in the works. I want to update the board regarding that. Also, just want to remind them that we had a track first place state champion uh at Barley Ansa High School. HE'LL BE he'll be formally introduced at the next board meeting in the morning. And so, we're excited about our indoor track as well as uh our basketball team
made playoffs. And so we wish them well as well. And middle school athletics are well on the way. Had a great meeting um with the administration about some needs and things there that I will share with the board. But those are all the updates I have at this time. >> All right. Next item, board member observations. Miss Beer, let's start with you. >> Oh, yes. Um since I missed the last meeting, I really want to thank you to Oakwood for the cards. They were really nice. and then Stony Creek for all beautiful posters. Thank Food Line for their big donation to us for water. But and I'd like to thank the commissioners for the money. They have they stepped up this year and really helped us and it I mean they gave our teachers what
they were asking. We may not be all but we got some and really appreciate that and something we need to start letting people know how much we appreciate. >> Very good. I saw social media med media earlier today that Governor Stein had um had a pro proclamation for this being public schools week and I guess I just want to thank all the staff within Cas County school system for all they do for all our children every day. Much appreciated. >> I um went to senior night for the basketball team at Bartley Any and that was really good. I also um I observed going by casual parks and wreck that a softball team practiced out there a couple days and I know that because of our policy we weren't able to help them out in that
situation but hopefully moving forward we can look at the policy and better help you know because I know their coach is a alumni of our county. >> Okay. I saw something. U like I said, I've never seen us miss 13 days since uh I've been here since 1967 and it's a very unusual year. Parents got tired of them children being at home and you know that's normal. But you do the best you can with what you've got. You can't control the weather. you can't control the water situation, but I I'm hoping that we can stay positive in what we do. That's that's the main thing. I too attended the senior night uh for basketball and they they got a long way to go tomorrow. They're going to Snow Hill, North Carolina. That's down by my
hometown. So hopefully I wish them well. They're going to play uh Green Central. I think the game's at six o'clock. But I want to thank all our staff for all that they do. Mr. Sorry, a couple things. This night the night stole my thunder, but uh I also had the proclamation pulled up and uh it talks about public schools and want to thank all the teachers we recognized tonight that earned on an extra bonus money. So I hope that that's an incentive to others to want to do that. And lastly, I want to apologize to some of our staff because uh I think last week some of our staff worked in conditions that should not have happened. Uh some toted water to toilets to flush them. Some were in buildings without restrooms. So I would
like to apologize for them having work in those. >> All right. >> Yeah, I too attended a portion of the game. I love basketball. That's kind of my favorite, but I mean I love all sports, but that's kind of my favorite. So I wish our basketball team well um in their event. I just um too w to you know um just express u condolences to our students who have lost loved ones. Um it's been a lot cattle count's been hit a lot um from hundreds on you know and too young to just keep those families and our adults and prayers and just congratulations to the staff that worked hard um meeting those growth benchmarks and things. That's not easy. It takes a lot of work and that's why I said earlier we can't cook and
cut, you know, things. we have to work hard to meet the needs of all of our students. Um, meet them where they are and take them higher. So, just want to shout out to the teachers and and not just them, but the ones that's trying to keep working. Don't give up. I know I started out. I didn't have the best scores, but I worked and improved. So, you got to groom and grow our people so they can be successful. and just thank everybody for all their hard work, people planning for this water shutdown. You know, I enjoy the snow days off, but you know, it's get it gets really um hard when you you know, you want to see your kids and you you want to give them that nurturing they need at school. >>
All right, Miss Black. Um I do attend this senior night and um you know it's always good to see children being recognized and parents being happy to be with their children but the one thing that I think uh Bley Yans does a little different is that they let the whole family come and not all schools do that. They let everybody that want to be come up with their child and that's a plus. Um so but I also attended um Dillard school and um met with Dillard principal and the high school principal and we just talked about you know academics and and sometimes uh you know I just want to say public schools works and across the state Caswell County is being noticed for their improvement. So, uh, that's a blessing when you're out and someone
say that you came out of low performance. And so, you know, uh, hats off to not just teachers, but the whole Casual County team. Uh, and I think that if we keep working as a team that we will get continue to grow. We only have one place to do is to go up. So, and I'm proud to be part of >> Thank you. With that being said, I move that the Caswell County Board of Public Education go into close session for the purpose of considering a personnel act that involves an officer or employee of this board NC general statute 143 through18.11 Fences Apron C6 and for the purpose of discussing information that is privileged, confidential or not a public record NC general statute 143 318.11 parentheses 8 parentheses 1. and to confirm with fraternity. Yeah.
Motion to that effect. Miss Begler, Miss Smith second. Any discussion? If not auto raise your
